SOUTH CAROLINA ASSOCIATION OF LANDSCAPE ARCHITECTS, WHICH IS THE SOUTH.

YEAH, THE SOUTH CAROLINA AMERICAN SOCIETY LANDSCAPE ARCHITECTS, I GOT THAT RIGHT.

PRESENTED AN AWARD OF EXCELLENCE IN THE GENERAL DESIGN CATEGORY.

WOODEN PARTNERS, THE DESIGN TEAM, LEAD FOR THE DESIGN AND CONSTRUCTION OF THE TOWN'S LOW COUNTRY CELEBRATION PARK.

UM, JUST WANNA SAY THAT THE COMMISSION SUPPORTS THIS PROPOSED ORDINANCE, THAT THE TOWN HAS A REAL NEED, UH, IDENTIFIED IN BOTH THE MASTER PLAN AND OUR PLAN FOR, UH, ATHLETIC FIELDS, UH, TO FACILITATE FIELD SPORTS SUCH AS SOCCER, RUGBY, AND LACROSSE.

AND WE, UH, LOOK FORWARD TO HAVING THAT ADDITION TO OUR PARK SYSTEM.

THE SECOND IS THE MID ISLAND TRACK.

UH, OVER, OVER THREE YEARS AGO, THE, UH, REPRESENTATIVES FROM THE PICKLEBALL COMMUNITY CAME TO SEE US.

I'M SURE THEY'VE COME TO SEE YOU TOO.

UH, THEY CAME TO SEE US AND THE COMMISSION PROPOSED AND RECOMMENDED A, A COMPLEX LIKE THIS ONE THAT, UH, THE MANAGER PRESENTED.

UH, WE SUPPORT THIS FACILITY.

UH, WE HOPE THAT, UH, IT CAN BE BUILT, UH, FOR THIS FAST GROWING SPORT.

UH, AND WE THANK THE MANAGER, UH, AND STAFF FOR PUTTING, UH, LISTENING TO WHAT WE HAD TO SAY AND FINDING WHAT WE BELIEVE IS A REALISTIC APPROACH TO MEETING, UH, THIS NEED.

THE PRODUCT OF THAT EFFORT, WHICH IS A FRAMEWORK FOR ACTION AROUND WORKFORCE HOUSING, WILL BE PRESENTED IN A PUBLIC MEETING NEXT TUESDAY, THE 25TH AT 2:00 PM IN COUNCIL CHAMBERS.

IT WAS A VERY PRODUCTIVE MEETING BECAUSE OF THE CAPABILITY OF THE PEOPLE WHO PARTICIPATED.

I, THERE WERE OVER 30 PEOPLE SPENT A DAY AND A HALF WORKING ON THIS.

AND LASTLY WAS PRELIMINARY DISCUSSION OF THE STATEWIDE CRIMES HATE BILL.

UH, WE HAD THE QUARTERLY MEETING OF LOW COUNTRY AREA TRANSPORTATION STUDY CALLED LATS.

WE HAD THAT A COUPLE OF WEEKS AGO.

I REPORTED OUT THAT THE TOWN HAD APPROVED THE MOA, UH, WITH THE COUNTY, UH, ABOUT THE, UH, END TO END STUDY, UM, OF HIGHWAY 2 78, EMPHASIZING THE FACT THAT THAT WAS GOING TO COVER MORE THAN JUST THE CARTER AS WE REFER TO IT.

BUT IT'S GONNA COVER FROM 95 ALL THE WAY TO C PINE CIRCLE.

AND SO THERE WILL BE A LOT OF INTEREST IN LATS IN HOW THAT, UH, DEVELOP, HOW THAT STUDY IS CONDUCTED AND USEFUL INFORMATION DEALING WITH NOT ONLY AREAS WITHIN THE CARTER, BUT AREAS OUTSIDE THE CARTER EXTENDING ON OUT TO 95.

THERE'S ALSO A GOOD BIT OF WORK BEING DONE.

I THINK MOST OF US KNOW THIS ON HIGHWAY 17, UH, AS YOU WERE APPROACHING THE TALMAGE BRIDGE, THAT'S A LONG, SLOW PROJECT BECAUSE THAT THE, WHAT'S UNDERNEATH THAT ROAD IS FLUFF, MUD.

UH, AND SO THEY HAVE TO DO A LOT OF COMPACTING AND SO FORTH, AND IT TAKES TIME FOR THAT TO SETTLE.

BUT HOPEFULLY THAT PROJECT WILL BE DEVELOPED AS QUICKLY AS POSSIBLE TO MAKE IT SAFER, BECAUSE THAT WAS A VERY UNSAFE STRETCH OF ROAD.

THE FIRST, UH, RESULTED IN A, UH, RESOLUTION RECOMMENDING TOWN COUNCIL ACCEPT THE FUNDS FROM BEAUFORT COUNTY AND USED THE FUNDS IN A MANNER AS DIRECTED AS WITH OTHER APA FUNDS TO INCLUDE, BUT NOT LIMITED TO INITIAL FUNDING OF A REGIONAL HOUSING TRUST FUND TO THE ESTABLISHMENT OF A NEW CDC FOR HISTORIC NEIGHBORHOODS AND THREE WORKFORCE HOUSING.

THE SECOND AGENDA ITEM WAS, UH, A PRESENTATION BY THE HILTON HEAD ISLAND VCB, ACTING IN THE ROLE AS DMO FOR THE TOWN OF THE ANNUAL AUDIT, EFFECTIVE JUNE 30TH, 2022, AND THE SPECIAL PURPOSE REPORT REQUIRED BY THE CONTRACT SIGN TWO YEARS AGO, UH, WHICH REQUIRES TESTING OF CERTAIN INVOICES AND EXPENSES OF THE DMO.

AS YOU RECALL, UH, WE HAVE REQUIRED THE DMO TO UNDERGO TESTING OF 100% OF ALL OF THE INVOICES, OVER 10,000, 55% OF INVOICES BETWEEN FIVE AND 10005% OF THOSE INVOICES UNDER 5,000.

THE RESULT OF THIS TESTING DONE BY THE AUDIT FIRM WAS THAT, UH, 83% OF ALL OF THE ATEX DOLLARS FORWARDED TO THE

DMO IN THEIR ROLE AS DMO FOR THE TOWN WERE TESTED.

AND THE AUDIT FIRM FOUND TOTAL COMPLIANCE IN ALL OF THE INVOICES TESTED.

UH, SO I'M, I'M REPRESENTING MYSELF IN SAYING THAT, UH, THAT LEVEL OF TESTING, UH, GIVES ME GREAT CONFIDENCE, UH, IN COMPLIANCE, UH, WITH NOT ONLY THE AGREEMENT BETWEEN THE TOWN AND THE DMO, BUT WITH THE SOUTH CAROLINA A TAX REGULATION.

WHY HAVE YOU ALLOWED THE CHAMBER AND BILL MILES TO PRESENT FRAUDULENT CHAMBER INDUSTRY PERFORMANCE METRICS IN ORDER TO HELP HIM KEEP BASICALLY STEALING MILLIONS OF A TAX FUNDS? WHY DO YOU SCHEME AND ALLOW THE DRAFTING OF ILLEGAL CHAMBER DMO CONTRACT WITH TOWN LAWYERS? CURTIS COLTRANE, TERRY F CHAMBER LAWYERS, WALTER NESTER, DAVID TIS TO KEEP ALLOWING BILL MILES TO KEEP ILLEGALLY USING A TAX FUNDS AS HIS SECRET SAUCE WITH ZERO FULL ACCOUNTING OVER A MILLION DOLLARS TAKEN TO CANADA TO PAY HIS $500,000 SALARY.

MR. MCCANN, YOU AND HARKINS, UH, UH, UM, UH, UH, CLAIM YOU WENT TO THE CHAMBER OFFICES TO SEE ACCOUNTING AND RECEIPTS FOR AAC EXPENDITURES.

IS THAT CORRECT? AND YOU CLAIM YOU LOOK, EVERYTHING LOOKED OKAY AND HONEST AND YOU DID THIS IN A ONE HOUR INSPECTION, IT WOULD TAKE A MONTH TO DO A FORENSIC AUDIT.

YOU COMMITTED FRAUD AND ALL THREE OF YOU FELLAS LIED.

MR. LENNOX, IF A TAX FUNDS PAID FOR THE DMO APP AND WEBSITE WITH OVER A MILLION DOLLARS TAKEN TO CANADA, HOW'S IT POSSIBLE? BILL MILES CAN CLAIM HE OWNS HIS DMO COMMUNICATION MEDIA PRODUCT.

AND WHAT HAPPENS TO THIS DMO APP AND WEBSITE WHEN THE NEW DMO DMO IS HIRED? CUZ BILL MILES IN THIS CHAMBER IS GONNA BE OVER SOON.

WE'RE GONNA GET RID OF 'EM SOON.

THEY'RE NOT NEEDED.

UNDER EIGHT TAX LAWS IN SOUTH CAROLINA CONSTITUTIONAL LAWS, THE CHAMBER CONTRACT YOU SIGNED FOR FIVE YEARS WITH BILL MILES WITH NO ACCOUNTING PROVISIONS IS ILLEGAL.

IN FACT, YOU KNEW IT WAS ILLEGAL AS WELL AS A CROOKED LAWYER'S FINGER AND COLD TRAIN WHO SCHEMED THIS CHAMBER CONTRACT WITH YOU.

FACT IS YOU CAN'T ISSUE EIGHT TAX FUNDS TO BE ILLEGALLY USED BY BILL MILES FOR HIS $500,000 PAY PACKAGE.

THAT DOES NOT BENEFIT TOURISM OR THE PUBLIC GOOD REASON OR USE IT'S UNCONSTITUTIONAL FOR YOU TO DO THIS.

WE NOW NEED 2017 TO 2022.

AND HOW MANY MILLIONS OF LEGAL FEES HAVE GONE OUT OUR DOOR FOR THAT RECORDS SHOW THAT, THAT, THAT FOR ALL BUT ONE OF THE LAST FIVE FISCAL YEARS, THE TOWN INCREASED ITS ANNUAL SPENDING ON OUTSIDE LAW FIRMS FROM 331,000 IN 2013 TO MORE THAN 778,000 LAST FISCAL YEAR.

AT THE SAME TIME, THE TOWN WAS DRAINING ITS RESERVES RECOVERING FROM ONE OF THE WORST HURRICANES IN DECADES WHEN COMPARED TO SOUTH CAROLINA'S, LARGEST CITY, CHARLESTON AND TWO SIMILARLY SIZED CITIES.

MYRTLE BEACH AND SPARTENBURG HILTON HAD SPENT MORE ON OUTSIDE LEGAL SERVICES IN RECENT PHYSICAL YEARS.

THE PHYSICAL YEAR RUNS FROM JULY 1ST TO JULY 30TH.

I MEAN FROM JULY 1ST TO JUNE 30TH.

AND THE 2.4 MILLION TAB FOR HILTON HEAD'S TAXPAYERS DOESN'T INCLUDE THE HUNDRED AND 13,000 ANNUAL SALARY FOR THE TOWN'S IN-HOUSE STAFF LAWYER.

UH, AND I THINK THAT'S MORE, NOW I AM SHOCKED, SAID TOWN COUNCIL MEMBER MARK GRANT, WHO TOLD OF THE FIND, WHO WAS TOLD OF THE FINDINGS BY THE ISLAND PACKET AND THE BEAUFORT GAZETTE.

I THINK WE NEED TO LOOK AT THIS.

WE NEED TO BE PHYSICALLY RESPONSIBLE WITH OUR MONEY.

THE PROBLEM WITH THIS TOWN IS WE HAVE NO TRANSPARENCY.

WE HAVE NO ACCOUNTABILITY.

WE HAVE NO RECEIPTS, INVOICES, WE HAVE NO FORENSIC AUDITS.

NOBODY UP HERE, THE CPA, NONE OF YOU'ALL ARE FORENSIC AUDITORS.

YOU JUST LOOK AT ALL THIS STUFF THEY THROW UP AND JOHN TROY'S, UH, UH, UH, UH, UH, UH, FINANCIAL REPORTS AND, AND HIRED AUDITS, AND IT'S ALL A FRAUD.

NOBODY KNOWS WHAT'S GOING ON.
