AND THEN THAT'S JUST IN THOSE 15 PRECINCTS. AND THEN OVERALL IN THE WHOLE COUNTY, 32 HUN 3,237 VOTERS IN TOTAL WERE NOT REDISTRICTED AT THE COUNTY COUNCIL LEVEL. IT'S IMPORTANT TO FOCUS THAT THIS ISSUE IS A COUNTY COUNCIL RACE ISSUE. UM, WHEN YOU SAY WE'RE NOT REDISTRICTED, MEANING THEY WERE LEFT IN THEIR PRIOR COUNTY COUNCIL DISTRICT. WHAT'S, WHAT'S THAT BASICALLY SAYING IN THE, THE 2000 NUMBER IS JUST THOSE, THE, JUST ALL THE VOTERS IN THOSE 15 PRECINCTS, THE 32, 37 NUMBER IS ALL OUT, INCLUDING THAT 2000 NUMBER AND THEN THE ADDITIONAL 1200, UM, OUTSIDE OF THOSE 15 PRECINCTS. SO SPREAD ACROSS THE COUNTY, THE ENTIRE COUNTY. OKAY. LIKE AND WHAT CAUSED THAT? OKAY, I'M SORRY. THAT'S OKAY. THAT'S OKAY. WELL, I MEAN, YEAH. YEAH. BUT 2000, BUT 2000 WERE AFFECTED IN THOSE 15 PRECINCTS. OKAY. BUT THE TOTAL NUMBER OF PEOPLE THAT GOT THE WAR DID NOT GET REDISTRICTED AT THE COUNTY COUNCIL LEVEL. MEANING THEY WERE STUCK IN THEIR OLD DISTRICT WAS OVER 3,200 PEOPLE. I GOT IT IN THE WHOLE COUNTY. SURE. AND WERE THOSE AND WERE THOSE RACISTS? UM, GENERALLY I WASN'T AT THE LAST MEETING I HAD TO SEND A PROXY. WERE THOSE, UM, HEAVILY CONTESTED RACISTS? SO I DON'T HAVE THOSE, I DON'T HAVE THOSE NUMBERS. I CAN TELL YOU NOT ALL COUNTY ACCOUNT DISTRICT COUNTY, COUNTY COUNTY COUNCIL DISTRICTS HAD RACES AT ALL IN THE PRIMARIES. OKAY. THEY WERE NOT CONTESTED, WHICH IS WHY YOU, YOU KNOW, IF YOU'RE LOOKING AT HOW MANY PEOPLE ACTUALLY GOT THE WRONG BALLOT, IT WAS THE REPUBLICAN VOTERS IN THOSE 15 PRECINCTS. CAUSE THAT WAS A REPUBLICAN PRIMARY THAT WERE IMPACTED. SO THE THIRD 200 NUMBER, A LOT OF THOSE 3,200 PEOPLE DIDN'T EVEN HAVE A PRIMARY IN WHICH TO VOTE IN JUNE BECAUSE THERE, YOU KNOW, EITHER THAT SEAT WAS NOT UP OR THERE WAS NO CONTESTED PRIMARY. THAT'S ABOUT, YEAH, IT'S, YEAH, I THINK THERE'S SOME THINGS IN THE SUMMARY HERE THAT THE PUBLIC NEEDS TO HEAR. UNLIKE MANY OTHER COUNTIES, ALSO, UNLIKE MANY OTHER COUNTIES, BUFORT COUNTY HAS AN EXPERIENCED DIRECTOR AND STAFF WHO HAVE BEEN INVOLVED IN PASTING CYCLES. BUFORT COUNTY IS ALSO A LARGE COUNTY WITH ADEQUATE LOCAL RESOURCES, I E ADEQUATE STAFFING AND THE VOTER REGISTRATION ELECTION OFFICE STIMULUS SUFFICIENT FUNDING TO ACCOMPLISHMENTS MISSION IN A COUNTY GIS OFFICE THAT PROVIDED ASSISTANCE, ALL OF WHICH MANY OTHER COUNTIES DID NOT POSSESS. IN FACT, IN A MARCH NINE EMAIL, THE COUNTY DIRECTOR STATED THAT THE COUNTY GIS OFFICE HAD UPDATED COUNTY COUNCIL FILES INDICATING THE GIS DEPARTMENT WAS PROVIDING ASSISTANCE. THE BOTTOM LINE IS OTHER COUNTIES WITH LESS RESOURCES AND LESS EXPERIENCE SUCCESSFULLY REDISTRICT AT THEIR COUNTY COUNCIL DISTRICTS. NO PROBLEMS. I MEAN, IT GOES ON IN THAT VEIN. AND SO I GUESS IT BEGS THE QUESTION WHY A WEALTHY COUNTY LIKE BEAUFORD COUNTY WITH AN EXPERIENCED STAFF, UM, THESE PROBLEMS STILL ERUPT. SO, AND, AND JUST TO KIND OF OF FINISH OUT THE REDISTRICTING ISSUE, CUZ THIS IS WHAT I NEED TO MAKE THIS POINT. THE, THE BEAUFORD COUNTY OFFICE IDENTIFIED THESE VOTERS TO BE REDISTRICTED. WHAT REALLY HAPPENED, CUZ THIS IS WHAT THE REDISTRICTING PROCESS IS, IS THAT COUNTIES IDENTIFY THESE VOTERS NEED TO BE MOVED TO THIS PRECINCT. THEY LET THE SCC KNOW AND WE MOVE THEM. THAT'S THE PROCESS THAT DIDN'T HAPPEN. THE SCC WAS NEVER TOLD, HEY, MAKE THESE VOTERS. SO, UM, GOING BACK TO THE BALLOT ISSUE, UM, TO FIX THIS ISSUE, WE HAD TO CREATE A NEW ELECTION DATABASE. NOW AN ELECTION DATABASE AND CONTAINS EVERY BALLOT FOR EVERY VOTER IN THE STATE. EACH ONE OF YOU MAY HAVE VERY SIMILAR BALLOTS, BUT YOU ALL HAVE WHAT'S CALLED A BALLOT STYLE. YOU HAVE DIFFERENT KIND COUNCIL PEOPLE, MAYBE STATE SENATE, ET CETERA. SO WE HAD TO CREATE A NEW DATABASE THAT INVOLVED EVERYBODY. UM, AND THAT, THAT'S WHY ELECTION DAY WENT WELL. BUT AGAIN, STATEWIDE, STATEWIDE, UM, NOW IT IS ENTIRELY POSSIBLE THAT THERE WERE SOME PEOPLE, WELL, I DON'T WANNA SAY THAT. NEVERMIND. I'M NOT GONNA SAY THAT. BUT WE DID NOT HAVE ANY, I MEAN, THE IMPETUS FOR THIS WAS YOU HAD A COUNTY COUNCIL CANDIDATE WHO WENT TO GO VOTE FOR HIMSELF AND DIDN'T FIND HIMSELF, AND HE WAS MAD AS HELL. AND I UNDERSTAND WHY. UM, BUT YOU KNOW, THERE WERE DIFFERENT CHECKS THAT SHOULD HAVE BEEN, THAT SHOULD HAVE CAUGHT THAT WELL IN ADVANCE. SO BASICALLY AN ERROR OCCURRED AT BOTH THE STATE AND THE COUNTY WORKED THEIR BUTTS OFF TO FIX IT. HEAR YOU CORRECTLY. YOU'RE SAYING BASED ON EVERYTHING THAT WAS GOING ON, IT WAS EXACERBATED BY ALL THE THINGS THAT AT STATE LEVEL DISTRICTING AND ALL THOSE THINGS CONTRIBUTED TO, UM, WHATEVER WE'RE TALKING ABOUT. YES. UH, BUFORD COUNTY COUNCIL PASSED THEIR PLAN ON JANUARY 24TH, 2022. AND WHEN DID IT SUBMIT IT IS WHO THEN SUBMITS THAT PLAN, I GUESS TO THE SENATE OR TO THE DELEGATION? NO, SO THE, FOR APPROVAL, SO IT GOES SOMEWHERE ELSE? NO, I MEAN, THE, THE COUNTY COUNCIL SETS THEIR OWN MAPS. SO THE MAPS ARE SET BY COUNTY COUNCIL AS THEY WERE IN JANUARY 24TH. IT'S THEN LEFT TO THE, UM, ELECTION OFFICE AND THE COUNTY GIS TO LITERALLY MAP IT, MOVE VOTERS, DETERMINE WHERE WHICH VOTERS NEED TO BE REDISTRICTED, AND THEN AS IF YOU COULD KIND OF DIVE DEEP, DIVE DEEP, THEY IDENTIFY THOSE VOTERS. THEY TELL THE SEC MOVE THE VOTERS, THEY'RE MOVED. AND THEN THOSE VOTERS, JUST TO BREAK IT DOWN A LITTLE BIT MM-HMM. TO LIS LANGUAGE, THOSE VOTERS, ONCE THAT MAP THAT IS, UH, APPROVED AFTER SEVERAL HEARINGS IN COUNTY COUNCIL IS THEN SUBMITTED IMMEDIATELY TO THE COUNTY'S ELECTION COMMISSION OFFICE. AND THEN IT'S THE RESPONSIBILITY OF THEIR WORKERS TO SEND OUT NOTICE TO THE VOTERS THAT, HEY, UM, MARGIE, YOU'RE GONNA BE IN THIS DISTRICT AS OPPOSED TO THIS DISTRICT IN THE NEXT UPCOMING ELECTION. AND THE OTHER ARM OF [00:40:01] THAT OFFICE THEN SENDS THAT, UH, THAT INFORMATION MAYBE SIMULTANEOUSLY OR SOON THEREAFTER TO, TO YOUR OFFICE SO THAT YOU CAN PUT IT INTO A SYSTEM THAT THAT'S A YEAH. UH, YES. SO AS AN ELEMENTARY VERSION OF IT IS, UH, IT'S, AS YOU KNOW, IT'S, IT'S EXTREMELY MORE COMPLEX THAN THAT. UM, AND, AND, AND COUNTIES ACTUALLY. SO, UM, ONCE THOSE MOVES ARE IDENTIFIED, THEY FILL OUT A FORM WITH US AND SAY, S C MOVE THESE VOTERS IN THESE DISTRICTS, AND THEN WE PUSH THE BUTTON, THEY'RE MOVED, A CHECK IS DONE SOMETIMES A FEW TIMES TO MAKE SURE EVERYTHING'S RIGHT. I SEE IN YOUR SUMMARY WHERE THERE'S, UM, A LOT OF REFERENCE TO, UM, THE AMOUNT OF STAFF, UM, THAT BUFORD COUNTY HAS AND THE MY MEMBERS, UM, ABOUT, UM, UH, INCREASE IN POPULATION IN BUFORD COUNTY, I THINK WAS REFERENCED. SO WHAT, WHAT GIS DID, WHICH WAS, UH, I COMMEND THEM BECAUSE THEY WERE SO, UM, ACCOMMODATING TO US, IS THEY WENT LINE BY LINE ON THAT REPORT AND TOLD US WHAT THE DIFFERENCES WERE AND WHAT IT WAS BEFORE AND WHAT IT SHOULD BE. AND SOME OF THEM DIDN'T CHANGE BECAUSE LIKE MR. NAP SAID IT WAS RIGHT ON THE LINE. SO EVEN THOUGH IT MAY HAVE SHOWED UP AS AN ERA, IT WAS NOT AN ERA AT ALL. AND AGAIN, WE, BEAVER COUNTY SUBMITTED THEIR, UM, REDISTRICT AND DATA, I THINK, THINK BACK IN JANUARY, WE DIDN'T START THE REDISTRICT IN PROCESS UNTIL APRIL AND, AND WE HAD EARLY VOTING BEGINNING IN MAY. OKAY. AND THEN ALL THE CHANGES THAT CAME TO US ON THE 13TH, WHICH KINDA LIKE EXACERBATED THE SITUATION. AGAIN, I'M NOT MAKING EXCUSES FOR ANYTHING THAT HAPPENED, BUT IT WAS A LOT GOING ON WITHIN A SHORT PERIOD OF TIME. RIGHT. UM, SO FAR AS YOUR CONCERNS ABOUT ELECTION RESULTS COMING IN LATE, UM, I KNOW THAT, UM, IN THE PAST, BEFORE WE WENT TO THE NEW VOTING EQUIPMENT THAT WE WERE WORKING WITH A PIECE OF EQUIPMENT THAT WE OWED 'EM OUR RESULTS IN FROM, UM, THE OUTSKIRTS OF THE COUNTY TO OUR OFFICE. AND WE STOPPED THAT MANY YEARS AGO BECAUSE OF SECURITY REASONS. SO, YOU KNOW, WE DON'T DO THAT ANYMORE. UM, AND, AND, AND WE GET IT. AND I, I KNOW THAT OUT OF 46 COUNTIES THAT SOMEBODY'S FIGURED OUT HOW TO DO IT WITHOUT THE CONCERN OF SOMEBODY MIGHT HAVE TO DRIVE LATE AT NIGHT AND DRIVE HOME. PHOSPHATES WERE KNOWN IN SOUTH CAROLINA BEFORE THE CIVIL WAR. THEY WERE FIRST DISCOVERED UP AROUND SUMMERVILLE AND NORTH OF CHARLESTON. IT'S KNOWN AS MORAL. AND BENEATH THE MARL WAS THE PHOSPHATE ROCK. GEOLOGISTS AND SCIENTISTS KNEW ABOUT IT. PHOSPHATE WAS VERY IMPORTANT TO THE AGRICULTURAL OF THE SOUTH BECAUSE IT IS THE BASIS OF MOST FERTILIZER. AND MANY OF THE COTTON LANDS OF THE OLD SOUTH WERE MUCH EXHAUSTED BY THE COTTON INDUSTRY BEFORE THE WAR. SO AFTER THE CIVIL WAR, THE PHOSPHATE INDUSTRY WAS INTRODUCED FIRST IN CHARLESTON IN 1867, AND THEN LOOKING FOR BEDS OF HIGH CONTENT PHOSPHATE ROCK. THESE PHOSPHATE EXPLORERS AND ENTREPRENEURS DISCOVERED BEAUFORT COUNTY. THE NEXT 30 YEARS. BEAUFORT COUNTY BECAME THE PRIMARY SOURCE OF PHOSPHATE IN THE UNITED STATES AND ONE OF THE RICHEST SOURCES OF PHOSPHATES KNOWN IN THE WORLD. BETWEEN 1870 AND 1900, THIS BECAME THE CENTER OF THE MINING PART OF THE PHOSPHATE INDUSTRY. MANY OF THIS FERTILIZER FACTORIES WERE IN CHARLESTON, BUT THE MINING AND THE PHOSPHATE WORKS, AS THEY CALL THEM, WHERE THEY BROKE THE ROCK DOWN INTO POWDER AND THE PURE PHOSPHATE AND SHIPPED IT OUT. THOSE INDUSTRIAL CENTERS WERE MOSTLY IN BEAUFORT COUNTY AT THE HEIGHT OF THIS INDUSTRY. IN THE 1880S, 3000 BAUER TOWNIANS WERE EMPLOYED IN THE PHOSPHATE BUSINESS. IT PAID GOOD WAGES. $5 A DAY IN MANY CASES WAS A RULE OF THUMB WHEN THE PHOSPHATE BUSINESS BEGAN IN THE 1870S, THAT THE RICHEST VEINS OF PHOSPHATE WERE UNDERWATER UNDER THE CSAW RIVER, UNDER THE BEAUFORT RIVER BATTERY CREEK. SO INITIALLY, LOCAL SEA ISLANDERS WOULD DIVE DOWN FOR THE ROCK AND FILL UP BASKETS AND THEN GET PULLED UP IN A ROPE, NOT ONLY LIMITING THE DEPTH TO WHICH THEY COULD MINE AT, BUT LIMITING THEIR HEALTH AS WELL, GOING UP AND DOWN. BUT VERY QUICKLY IN THE 1870S, ENGINEERS DISCOVERED THAT THEY COULD BUILD VERY LARGE UNDERWATER STEAMING POWER D DREDGES ON FLOATING BARGES. AND SO THEY BEGAN TO MECHANIZE THE INDUSTRY. AND RATHER THAN EMPLOYING FEWER PEOPLE THAT ACTUALLY EMPLOYED MORE, MORE THAN HALF OF THE PHOSPHATE PRODUCED IN THE UNITED STATES, IN 80% OF THE PHOSPHATE PRODUCED IN SOUTH CAROLINA CAME FROM BEAUFORD COUNTY. THE PHOSPHATE INDUSTRY BETWEEN 1870 AND 1900 WAS THE LARGEST INDUSTRY IN THE HISTORY OF BEAUFORD COUNTY AND THE LARGEST MINING INDUSTRY IN THE HISTORY OF THE STATE OF SOUTH CAROLINA. AND PEOPLE HAVE PRETTY MUCH FORGOTTEN ABOUT IT, BUT IT WAS THE SOURCE OF GREAT PROSPERITY IN BUFORD COUNTY. BETWEEN 1870 AND 1890, THE POPULATION OF BEAUFORD COUNTY GREW. BAY STREET BECAME A FINANCIAL AND COMMERCIAL CENTER. PHOSPHATE WORKS, IN OTHER [01:45:01] WORDS, FACTORIES WHERE THEY BURNED THE PHOSPHATE ROCK AND BROKE IT DOWN INTO POWDER. WERE LOCATED ON SPANISH POINT, WERE LOCATED ON LUCY CREEK, AND THE LARGEST WAS LOCATED FIRST ON CSAW PLANTATION AND THEN OUT AT THE END OF CHISHOLM HIGHLAND ON SUMMER HOUSE POINT, ON THE NORTH SIDE OF THE CSAW RIVER, SMALLER PHOSPHATE COMPANIES AND PHOSPHATE RIDGES AND THE TUGBOATS AND THE SUPPORT SYSTEMS THAT HAD TO, UH, SUPPORT THIS INDUSTRY FOR 30 YEARS WERE IN ENORMOUS BOON TO BEAUFORD COUNTY. EVENTUALLY, THE SMALLER PHOSPHATE COMPANIES WERE CONSOLIDATED INTO ONE VERY LARGE COMPANY CALLED THE KUSA MINING COMPANY. THE KUSA MINING COMPANY, BY 1892, WAS THE LARGEST PHOSPHATE MINING COMPANY IN THE UNITED STATES. BUT IN THOSE SAME YEARS, IN 1888, RICHARD VEINS OF PHOSPHATE WERE DISCOVERED NEAR TAMPA, FLORIDA. AND DURING THE 1890S, THE PERCENTAGE OF PHOSPHATE EXTRACTED FROM BEAUFORT COUNTY DECLINED. AND THE PERCENTAGE OF PHOSPHATE DISCOVERED AND EXTRACTED FROM FLORIDA AND OTHER PLACES LIKE NEAR NASHVILLE, TENNESSEE, WAS RICHER PHOSPHATE. AND EVENTUALLY IT PUT THESE PHOSPHATE MINES OUT OF BUSINESS PHOSPHATE IN BEAUFORD COUNTY. THE RIVER ROCK, AS IT WAS CALLED IN THOSE DAYS, WAS 60% PURE PHOSPHATE, WHICH IN 1870 WAS THE BEST IN THE COUNTRY. BY 1888, THE FLORIDA ROCK WAS 80% PURE PHOSPHATE. AND THE ECONOMICS OF THAT SIMPLY PUT THE BEAUFORT COUNTY PHOSPHATE BUSINESS OUT OF BUSINESS. THE KUSA MINING COMPANY STOPPED MINING IN 1905. THE VIRGINIA CAROLINA COMPANY TRIED TO CONSOLIDATE SOME OF THE OLD WORKS AND FINALLY WENT BANKRUPT IN 1914. AND THAT WAS THE BITTER END OF THE PHOSPHATE BUSINESS. CONSEQUENCE OF THE END OF THE PHOSPHATE BUSINESS WAS THE BEGINNING OF THE GREAT EXODUS OF THE AFRICAN AMERICAN POPULATION OF THE SEA ISLANDS, WHO WITHOUT GOOD WAGE JOBS, BEGAN TO MOVE NORTH AND DEPOPULATED MUCH OF BUFORD COUNTY. THE OTHER EVENT WHICH PAYED THE DEMISE OF THE PHOSPHATE INDUSTRY IN BUFORD COUNTY WAS OF COURSE THE GREAT HURRICANE OF 1893, WHICH WAS ONE OF THE 10 LARGEST HURRICANES IN MOST DESTRUCTIVE HURRICANES EVER TO HIT. THE UNITED STATES KILLED AS MANY AS 2000 PEOPLE ON THE SEA ISLANDS AND WRECKED THE PHOSPHATE FLEET. SO THE INVESTORS IN THE PHOSPHATE FLEET MOVED THEIR CAPITAL TO FLORIDA AND THE PHOSPHATE BUSINESS DECLINED IN BEAUFORD COUNTY. THIS IS LARRY ROLAND. THIS HAS BEEN A BEAUFORD COUNTY MOMENT. THE LARGEST SHIPS IN THE WORLD COULD SAIL INTO PORT ROYAL SOUND, AND THAT'S WHAT JOHN BOUGHT THE FRENCH EXPLORER SAID, SHED ALL THE SHIPS OF FRANCE, MAY ALL THE SHIPS OF THE WORLD COULD SAFELY RIDE IN ITS BOUNDS. IT'S VERY DEEP AND VERY UNUSUAL. AND IF YOU'RE A SAILOR AND YOU GO UP AND DOWN THE COAST ON THE INLAND PASSAGE, YOU COME INTO PORT ROYAL SOUND, YOU KNOW IT'S DIFFERENT. YOU CAN SMELL IT. IT'S 60 FEET DEEP IN THE MIDDLE OF PORT ROYAL SOUND, 30 FEET DEEP OVER THE BAR. AND THE INTERESTING THING TO ME IS THAT THE SHAPE OF THE ENTRANCE HAS NOT CHANGED. FOR 500 YEARS, MILLIONS OF SHELLS LEFT BY NATIVE INHABITANTS OVER THOUSANDS OF YEARS ATTEST TO THE BOUNTY OF ITS WATERS. CLOVIS POINTS, WHICH ARE MORE THAN 10,000 YEARS OLD, HAVE BEEN UNEARTHED ON ITS SHORES. INEVITABLY, THE NATURAL RICHES OF THE SEA ISLAND SURROUNDING PORT ROYAL SOUND ATTRACTED THE GREAT EMPIRES OF THE 17TH AND 18TH CENTURIES. FIRST SPAIN ARRIVED IN 1521, THEN FRANCE CAME ASHORE IN 1562. FINALLY, THE BRITISH CLAIMED THEM AS CAROLINA. IN 1663, THE LAND OF CHARLES, AFTER BARELY SURVIVING A DEADLY CLASH WITH THE NATIVE AMERICANS, THE SETTLERS DEMANDED PROTECTION FROM THE COLONIAL GOVERNMENT. THEIR LOG FORD IN BEAUFORD TOWN HAD BEEN BURNED. THEY FELT DEFENSELESS. AND IT WAS IN THAT EARLY PERIOD AND THIS EARLY 1720S THAT THE PEOPLE OF BEAUFORT SAID, WE NEED A FORT TO PROTECT US. SO THEY BUILT THIS TO PROTECT THE INLAND PASSAGE BEFORE IT GOT TO BEAUFORT, WHICH IS THE REASON FOR THE LOCATION OF WHAT EVENTUALLY BECAME FORT FREDERICK OR FORT PRINCE FREDERICK. THE NEW FORD BEGAN TO TAKE SHAPE IN 1726 AFTER THE FAMOUS SETTLER COLONEL JOHN BARNWELL, BETTER KNOWN AS TUSCARORA JACK RETURNED [01:50:01] FROM ENGLAND WITH THE INDEPENDENT COMPANY AFOOT A REGIMENT OF BRITISH REGULARS. FOR THE NEXT SEVEN YEARS, FORT PRINCE FREDERICK, A SMALL STRUCTURE MEASURING JUST 125 FEET BY 75 FEET EXISTED AS A TYPICAL FRONTIER STYLE LOG AND EARTH. AND FORT ARTILLERY STOOD AT THE READY TO SLOW ANY APPROACH BY THE SPANISH FLEET. AS SOON AS THE FIRST WARNINGS FROM THE WATCH CANNONS AT THE MOUTH OF THE SOUND WERE FIRED, THE MILITIA WOULD BE DISPATCHED. STILL. THE SETTLERS OF THE ISLANDS ENVISIONED SOMETHING STURDIER, A STRUCTURE THAT COULD OFFER THEM REAL PROTECTION IN TIMES OF TROUBLE. BUT THE PEOPLE KEPT PETITIONING THE COMMONS HOUSE ASSEMBLY, THE COLONIAL GOVERNMENT FOR MORE MONEY TO FINISH THE FORT AND BILL IT MORE STOUTLY. IN 1773, THE FRENCH HUGUENOT SETTLER AND CONTRACTOR, JOHN DABBER, WAS HIRED TO DEVISE A MORE SUBSTANTIAL STRUCTURE. AND HE SAID, I'LL BUILD THE FORT OF OYSTER SHELL IN LINE, WHICH IS WHAT WE SEE THERE TODAY. AND HE BUILT THE FORT, AND AS IT WAS DESCRIBED IN 1733, WAS FIVE FEET THICK AND FIVE FEET HIGH. THAT'S PRETTY STOPPED. THE FORT WAS NAMED FOR THE ELDEST SON OF KING GEORGE THE SECOND OF ENGLAND. SO FORT PRINCE FREDERICK, WHICH IS HIS FORMAL NAME, WAS BUILT IN 1726, COMPLETED IN 1733, PROBABLY ABANDONED BY 1740. IT HAD THAT SHORT OF HISTORY. AND FOR THE FIRST SEVEN YEARS OF ITS EXISTENCE, 1726 TO 1733, IT WAS THE SOUTHERN FRONTIER OF ENGLISH NORTH AMERICA. AND ALTHOUGH THE BRITISH OCCUPIED PORT ROYAL FOR A TIME DURING THE AMERICAN REVOLUTION, THE GREATEST BATTLE WAGED BY FORT PRINCE FREDERICK OVER THE NEXT CENTURY AND A HALF WAS WON WITH THE WEEDS AND THE WEATHER. A PLANTER BY THE NAME OF JOHN JOINER SMITH CAME INTO POSSESSION OF THE LAND EARLY IN THE 18 HUNDREDS, TURNING THE EXPANSE ABOVE THE OLD FORD INTO FIELDS OF COTTON TENDED BY THE ENSLAVED. BUT ALL THAT CHANGED IN NOVEMBER OF 1861 WHEN UNION FORCES OVERCAME THE CONFEDERATE TERRITORY. WHEN THE PORT BATTLE OF PORT ROYAL SOUND HAPPENED IN THE FALL OF 1861 AND THE PLANTERS FROM THE BEAUT REGION S SKIDDED, AS THEY CALL IT, UM, THEY LEFT BEHIND BETWEEN EIGHT AND 10,000 SLAVES. IT'S THE PEOPLE WERE SO JUBILANT, UH, WHEN THEY, WHEN THEY HEARD THE CANNONS GO OFF, BECAUSE THERE WERE ABOUT 55 SHIPS COMING INTO THAT AREA THAT THEY CALL IT BIG GUN SHOOT DATE. AND WHEN THEY, WHEN THEY HEARD THE BIG GUN SHOOT, THEY, THEY SAID, FREEDOM IS HERE. THE YANKEES ARE HERE, SO WE ARE FREE. BUT THAT AREA ON THOSE BLUFFS ABOVE FORT FREDERICK IS, UH, WHERE THERE'LL BE CAMPS AGAIN THROUGHOUT THE WAR, AND THERE'LL BE EVERYTHING FROM ARTILLERY TO INFANTRY IN CAMPED BOTH WHITE AND BLACK TROOPS THROUGHOUT AREA. THEY WILL BUILD, APPEAR OVER TOP OF THE WALLS OF FORT FREDERICK OUT INTO THE BEAUFORT RIVER. OVER THE TOP OF OLD FORT FREDERICK STEPPED THE FIRST BLACK REGIMEN MUSTARD IN AS THE FIRST SOUTH CAROLINA OF AFRICAN DESCENT. IT'S GONNA BE IN THE SUMMER OF 1862. EVERYTHING SORT OF BEGINS TO CHANGE AND PERMISSION IS GIVEN TO BEGIN RAISING BLACK REGIMENTS. AT THAT TIME, PRESIDENT ABRAHAM LINCOLN SENT A MILITARY GOVERNOR TO PORT ROYAL GENERAL RUFA. SAXTON HAS GIVEN PERMISSION TO BEGIN RAISING UPWARDS OF 5,000 BLACK TROOPS IN ONES. FIRST THINGS HE DOES IS HE BORDERS THEM TO ASSEMBLE AT THE SMITH PLANTATION, AND THAT WILL BECOME THEIR CAMP, AND EVENTUALLY IT WILL BE NAMED CAMP SAXTON IN HIS HONOR, DOZENS OF MISSIONARIES, TEACHERS AND PHYSICIANS FROM THE NORTHEAST PART OF THE US ARRIVE IN SOUTH CAROLINA TO BEGIN A PROJECT THAT WILL COME TO BE KNOWN AS THE PORT ROYAL EXPERIMENT. THEY ARE JOINED BY THE FAMED HARRIET TUBMAN, WHO BROUGHT MANY PEOPLE TO FREEDOM WITH THE UNDERGROUND RAILROAD. SHE NURSED THE CIVIL WAR INJURED WHILE SHE SHOWED THE NEWLY FREED PEOPLE HOW TO WILLINGLY WORK IN A WAGE BASED SYSTEM RATHER THAN BEING FORCED TO LABOR UNDER THE THREAT OF THE LASH. MISS LAURA TOWN ESTABLISHED THE PENN SCHOOL ON ST. HELENA ISLAND, JUST A FERRY RIDE ACROSS THE SOUND FROM FORT FREDERICK, AN INSTITUTION THAT IS STILL IN OPERATION TODAY. LINCOLN WATCHED THE EXPERIMENT WITH GREAT INTEREST, AND DURING THE SUMMER OF 1862, ANNOUNCED THE PRELIMINARY EMANCIPATION PROCLAMATION. IMMEDIATELY PLANS WERE MADE FOR AN ELABORATE CELEBRATION AT CAMP SEXTON FOR JANUARY 1ST, 1863. THE DAY THE PROCLAMATION WAS TO BE SIGNED. AND IT, IT WAS VERY ELABORATE. UH, [01:55:01] THEY WERE ROASTING 10 OXEN AND, UH, PREPARING TABLES FOR FOUR, 5,000 PEOPLE TO COME DOWN TO IT. OF COURSE, WHEN IT WAS READ AND AFTER IT WAS READ, SOMEONE SPONTANEOUSLY POPPED OUT WITH THE SONG, MY COUNTRY TEARS. THE AND JUBILATION TOOK PLACE. BUT THE EMANCIPATION PROCLAMATION WAS A HIGH POINT IN THEIR LIVES. AT THAT TIME WHEN THE EMANCIPATION PROCLAMATION WAS READ, THEY USED THAT FORT AS THE BASE FOR THEIR DOCK, YOU KNOW, AND THE DOCK WAS BUILT OVER THE TOP AND FORT AND BOATS CAME IN. AND, BUT THERE IT WAS, I MEAN, IN GROUND ED, GROUND ZERO OF THAT EVENT. AND, UH, THAT EVENT IS A SIGNIFICANT EVENT AS EVER OCCURRED IN 500 YEARS OF HISTORY. THIS COUNTY CERTAINLY, AND ONE OF THE MOST IMPORTANT EVENTS IN THE STATE'S HISTORY, A DEVASTATING HURRICANE SHOOK THE SEA ISLANDS IN 1893, CAUSING MASSIVE DAMAGE. MORE THAN 2000 PEOPLE DIED, YET THE STURDINESS OF THE FIVE FOOT TALL AND FIVE FOOT WIDE WALLS SAVE THE FORT FROM ANNIHILATION. TODAY, IT STILL STANDS AS THE OLDEST TABBY STRUCTURE IN SOUTH CAROLINA IN THE WINTER OF 2015. ARCHEOLOGISTS WORK TO EXCAVATE THE REMAINS OF FORT FREDERICK IN PREPARATION FOR THE DAY WHEN IT WILL BE ACCESSIBLE TO THE PUBLIC BY LAND. FOR THE FIRST TIME IN MANY YEARS, OLD FORT FREDERICK IS ALSO BEING GIVEN A NEW LAYER OF TABBY IN PREPARATION FOR ITS FUTURE. AS THE ONE REMAINING AMBASSADOR TO WITNESS A PIVOTAL HISTORICAL EVENT, THE FORT'S MOST IMPORTANT JOB, AS IT TURNED OUT, WAS TO SERVE AS THE ACTUAL BRIDGE FROM THE WATERS OF PORT ROYAL SOUND, SUPPORTING PEOPLE AS THEY STEP TOWARD THEIR CELEBRATION OF FREEDOM.
