THE PLANNING COMMISSION AND YOUR COMMITTEE ARGUMENTS TO THE ENVIRONMENTAL IMPACTS ARE OVERWATER FUELING AND RUNOFF FROM 35,000 SQUARE FEET UP A ROOF ABOVE THE PROPOSED DRY STACK STORAGE HAVE BEEN MADE IN NUMEROUS FORMS. THERE HAS BEEN NO SERIOUS DISCUSSION IN PUBLIC MEETINGS OVER THE LAST YEAR ON THE GROSSLY OVERSIZED MARINA CONCEPT PLAN, WHICH WOULD BRING 899 DODS TO THE SOUTHERN ROUGH.
A MASSIVE COVERAGE OF MARSA HABITATS WITH THE PROPOSED DOCKS AT THE BIG HOUSE TRACK IN THE IMPACTS OF 170 WET SLIPS ON THE NEW RIVER ESTRING SYSTEM AND EFFECTS OF BRINGING OCEAN GOING VESSELS UP FROM THE INTERCOASTAL WATERWAY FOR REFUELING THAT ANSWER IN THE LIGHT OF WHERE WE ARE ON OCTOBER 4TH, 2022 JUST AFTER BEING MISSED BY HURRICANE IN 17 YEARS AFTER THE CORE OF ENGINEER GAVE THE DEVELOPER A PERMIT APPROVAL FOR THE ANSEN COMPLEX, WHICH HAS NOT BEEN REVIEWED OVER 20 YEARS OF WPA GROWTH IN SOUTHERN BEFORD COUNTY.

ALL THE WATERFRONT PROPERTIES PUSHED BACK, ROLLED OVER.
UM, WHAT WE CAN'T SEE IS THAT THE FUEL AND THE OIL AND THE WASTE FROM ALL THOSE VESSELS DOWN THERE ARE IN THE WATER AND A LOT OF THOSE, UH, MARINE OPERATIONS HAVE PUMP OUT, LARGE PUMP OUT OPERATIONS WITH FUELING STATIONS AND, UM, FUEL LINES.
I DON'T KNOW IF THEY HAD FUEL LINE RUPTURES, BUT I CAN'T IMAGINE THAT THEY DIDN'T.
THE THE DIFFERENCE BETWEEN THERE AND HERE IS THAT THOSE POLLUTANTS GO INTO BIG WATER IN FLORIDA.
WHAT WE'RE TALKING ABOUT HERE IS THE SAME KIND OF DISASTER THAT POLLUTANTS WOULD GO INTO OUR ESTUARIES, THE INCUBATORS FOR MARINE LIFE, THAT IS WHO DIFFERENT, IT'S A COMPLETELY DIFFERENT SCENARIO.
AND IF FOR SOME REASON THIS COMMITTEE BELIEVES THAT IT'S, IT'S A GOOD IDEA TO EXPAND MARINA OPERATIONS IN OUR ESTUARIES, THEN I WOULD ALSO THINK THAT IT'D BE, YOU'D HAVE TO INSIST ON ALL THE GUARDRAILS BEING IN PLACE.

THINGS LIKE THE UH, DRY STACK MARINA CAP FIVE RATED, ALL OF THE SERVICE LINES GOING ON.UH, WHARFS THE FUEL WATER POWER WASTE ALL HAVE AUTOMATIC SHUTOFFS.
THE, UM, THE, THE OTHER GENTLEMAN JUST MENTIONED THAT, UM, THE INSURANCE, THE OWNER OPERATORS OF THIS FACILITY SHOULD HAVE A BOND IN PLACE THAT WOULD BE SUFFICIENT TO COVER WORST CASE SCENARIO FOR IMMEDIATE AND THOROUGH CLEANUP SO THAT NOT ONE PERSON IN BLUFFTON OR THE COUNTY OF BEAUFORT OR FOR THAT MATTER, FOR THE STATE OF SOUTH CAROLINA, SINCE THIS IS STATE WATERWAY, WOULD HAVE TO PAY A DIME WHEN THIS THING GETS WHACKED WITH A HURRICANE AND IT WILL EVENTUALLY.

UH, THE COASTAL CONSERVATION LEAGUE HOLDS THE POSITION THAT THE ENVIRONMENTAL IMPACTS OF THE REQUESTED CHANGES TO, TO THE PALMETTO BLUFF DEVELOPMENT AGREEMENT WILL HAVE A RIPPLE EFFECT WHICH TRANSCENDS THE GATES OF THE COMMUNITY, THE LEAGUE EMPLOYERS, THE DEVELOPERS TO DEPLOY A MORE HOLISTIC OUTREACH STRATEGY TO BETTER ASSESS CONCERNS RAISED AND IMPACTS TO STAKEHOLDERS IN SURROUNDING COMMUNITIES.
TO DATE, NO SUCH PUBLIC ENGAGEMENT HAS OCCURRED DESPITE TOWN COUNCIL AND THIS COMMITTEE'S SPECIFIC, SPECIFICALLY REQUESTING IT OUT OF SOUTH STREET PARTNERS.
MANY STAKEHOLDERS FROM VARIOUS DEMOGRAPHICS USE THE NEW RIVER WATERSHED FROM COMMERCIAL ANGLERS TO ECO-TOURISM COMPANIES TO RECREATIONAL USERS WHO FISH BOAT AND ENJOY WILDLIFE VIEWING.
THESE COMMUNITY MEMBERS SHOULD BE CONSULTED SINCE THEIR LIVELIHOODS AND QUALITY OF LIFE ARE AT STAKE AND COULD BE ADVERSELY IMPACTED BY ALLOWING OXIDE FUELING AT A NEW MARIN.
NEW MARINA ON THE NEW RIVER MARINA ARE NOT CLEAN PLACES BECAUSE THEY OBSTRUCT REGULAR TIDAL FLUSHING, ALLOWING CONCENTRATED CONTAMINANTS TO SINK TO THE BOTTOM WHERE THEY CAN THEN ENTER THE FOOD CHAIN.
THIS MEANS CHEMICALS FROM BOAT CLEANING PRODUCTS, ANTI FOULING PAINTS FUEL AND ENGINE OIL AND OTHER NUTRIENTS AND INTOXICANTS POLLUTE ARE SHARED NATURAL RESOURCES.
THIS IS ESPECIALLY CONCERNING UH, HERE, GIVEN THE SIGNIFICANT NATURAL MEANDERING OF THE NEW RIVER, THE SCALES ARE UNBALANCED IN THIS DEAL.
ADDING AN ADDITIONAL DRY STACK AND DOCKSIDE FUELING THREATENS A PUBLICLY SHARED RESOURCE FOR THE GAIN OF A PRIVATE ENTERPRISE, WHICH IS ALREADY WELL UNDERWAY IN BUILDING OUT THE SUBSTANTIAL ENTITLEMENTS GRANTED IN THE DEVELOPMENT AGREEMENT, INCLUDING THE CONSTRUCTION OF A NINE HOLE GOLF COURSE.
OVER UH, 2,500 PEOPLE SIGNED A PETITION WHICH CITED HOW THESE AMENDMENTS CONTRADICT THE ENVIRONMENTAL ETHOS THAT GUIDED THE ORIGINAL 1998 DEVELOPMENT AGREEMENT.
THERE'S CLEARLY SUBSTANTIAL PUBLIC INTEREST AND CONCERN OVER THIS PROJECT, WHICH DESERVE ATTENTION AND MEANINGFUL MITIGATION FOR ANY COMMUNITY AND ENVIRONMENTAL IMPACTS.
THE CONSERVATION LEAGUE URGES THE COMMITTEE TO UPHOLD THE UNANIMOUS DENIAL RECOMMENDATION FROM THE PLANNING COMMISSION.
HOWEVER, IN THE EVENT NEGOTIATIONS ARE CONSIDERED, WE RECOMMEND THAT THE MAXIMUM NUMBER OF WET SLIPS OF BIG HOUSE ANSEN SHOULD BE REDUCED SIGNIFICANTLY, EVEN 50 SLIPS IS A SIGNIFICANT SIZE MARINA AT THIS LOCATION.
