AND THEN ANY DISCUSSION QUESTIONS FROM THERE.
SO NONE IN THIS MEETING, WE HAD A COUPLE THAT WE TOOK OFF THE LIST LAST MONTH.

UH, THE NEXT PROJECT THAT 69 90 IS THE ONLY ROAD LEFT.
THERE IS DRAYTON DRIVE AND ROW, AND THEN 5, 6, 6, 4, 10, UH, HAS THE LAST HALF MILE AT THE F BRIDGE.
AND THEN REMAINING ROADS ARE YET TO BE SCHEDULED ON THERE.
NEXT SLIDE 0 7, 5 42 30 IS INTERSECTION SAFETY IMPROVEMENTS DOWN IN BLUFFTON AND HILTON HEAD.
THE CONTRACTOR HERE IS EDO CONTRACTING SUBSIDIARY OF BANK CONSTRUCTION OUT CHARLESTON.
THE ORIGINAL COMPLETION DATE ON THIS JOB WAS JUNE 30TH, 2022.
HOWEVER, DUE TO SOME PROCUREMENT MASS ARM DELAYS THAT DATE'S BEING PUSHED OUT CURRENTLY, WE'RE WORKING ON A CHANGE ORDER RIGHT NOW TO PUSH THAT OUT THROUGH THE END OF NOVEMBER PROGRESS RIGHT NOW IS WORKING ON ASPHALT AT HILTON HEAD NATIONAL, ALONG WITH DRAINAGE BOXES OVER AT TARGET AND IN THE AREA CHANGES TO THE, FROM THE ORIGINAL SCOPE.
UM, THERE WERE SOME PIPES FOUND UNDERNEATH OF 2 78 THAT POSED A PRETTY BIG RISK OF ROAD FAILURE.
SO RATHER THAN BRINGING THOSE PIPES UP, EXCAVATING TRYING TO SECURE THE ROADS, THOSE ARE BEING FLOW FILLED.
INSTEAD, THERE WASN'T OVERSIGHT AND DESIGN.

SO WE ARE CHANGING THE HURRICANE CROSSOVER AT SALT MARSH DRIVE, AND THEN ALSO THE HILTON HEAD NATIONAL THAT ONE WAS DESIGNED AS THOUGH THE ROAD WAS STILL THERE.UM, AND IT WAS WENT BACK AND FORTH.
NUMBER OF TIMES BETWEEN WHETHER WE WERE GOING TO DELINEATE IT, WHETHER WE WERE GONNA TAKE THE ROAD OUT, WHETHER WE'RE GONNA DO NOTHING.

SO ANTICIPATED STARTING IN FIRST QUARTER OF 23.
IF EITHER STOP ME DURING THE PRESENTATION OR YOU CAN SAVE TO THE AT, JUST KEEP GOING.
SO 5 6, 5, 6 2 6, THE ONLY WORK LEFT ON THIS IS OUT ON HUNTING ISLAND AND HUNTING ISLAND STATE PARK OUT ON SEA ISLAND PARKWAY.
THIS ONE HAS A CURRENT CONTRACT COMPLETION DATE OF 31, JULY 22.
HOWEVER, WE'RE LOOKING MORE AT A COMPLETION AND END OF NOVEMBER, DUE TO A NUMEROUS NUMBER OF SCOPE INCREASES BY THE STATE PARK TO TRY AND MAKE THEIR ROADS BETTER.
UM, BUT WHAT I'VE BEEN TOLD, THEY HAVE IMPROVED A LOT.
THE ONLY WORK LEFT ON SALE PARKWAY IS SOME RIDEABILITY CORRECTIONS AND THAT INSIDE THE PARK YOU'VE GOT LAST WEEK, THEY WERE ON THE NATURE CENTER PARKING LOT.
AND THEN THEY HAVE LOTS J AND K, WHICH THOSE TWO ARE RECEIVING A DECENT AMOUNT OF IMPROVEMENTS, PRIMARILY FROM RAISING THE ELEVATION OF ACTUAL PARKING LOT.
SO PARKS AND RECREATION COME UP WITH THE FUNDING TO DO THIS.
THEIR FUNDING ACTUALLY THE, THE FUNDING FOR THIS ONE CHANGE ORDER ACTUALLY EXCEEDED THE OVERALL CONTRACT VALUE FOR THIS ORIGINAL.
SO I THINK WE HAD A ONE POINT SOMETHING MILLION DOLLAR CONTRACT, AND I THINK THEY CAME IN LIKE 2.1, 2.2 MILLION FOR ALL OF THEIR WORK.
BUT PARK NEEDED A LOT OF WORK.
SO MATTHEW DID A LOT OF DAMAGE TO IT.
BUT EVERYTHING I'VE HEARD STATE, PARK'S HAPPY WITH THE WAY IT'S GOING.
SO THAT'S, THAT'S ALL'S IMPORTANT.
THEY'VE BEEN OVER IN THE TOWN ORIGINALLY LATELY.
UM, BUT THEY ARE ABOUT TO COME OVER TO DRAYTON DRIVE IN PORT ROYAL.
THIS ROAD WAS ORIGINALLY A CMR B ROAD WHERE THEY WOULD BE MAILING OFF THE SURFACE MIXING IN SEMA COMPACTING.
IT PUTTINGS ON TOP OF IT, BUT DUE TO THE NUMBER OF RESIDENTIAL WATERLINE LATERALS GOING ACROSS THE STREET AND THE POTENTIAL FOR WATER OUTAGES, WE'VE NOW SWITCHED THAT CONTRACT FROM BEING CMR B OVER TO BEING MAJORITY OF THE ROAD IS IN MELAN OVERLAY.
HOWEVER, DOWN AT THE FAR END AWAY FROM PARIS ISLAND GATEWAY, THAT IS GONNA BE A FULL AT PATCH AND THAT MILL AND OVERLAY THERE.
SO, WHICH, SO THE FIRST PICTURE ON THE LEFT IS GONNA BE RIGHT ALONG THE GATEWAY.
THE PICTURE ON THE RIGHT IS GONNA BE THE FAR INTERSECTION WHERE YOU CAN SEE THE, THE ASPHALT DETERIORATION THERE.

THE SECOND ONE IS LANDS END ROAD, AND THEN YOU'VE GOT ISLANDS CAUSEWAY FROM LADIES ISLAND DRIVE TO WHITE HORSE.
UM, SO WE'RE, WE'RE GETTING PRETTY CONSISTENT WITH TWO BIDDERS, APAC AND BLIGHT.
SO ISLAND'S CAUSEWAY FOR THE COMMITTEE'S BENEFITS.

AGAIN, IT'S GOTTA HAVE A LOT OF ATTENTION FROM TOWN OF HILTON HEAD RIGHT NOW TO TRY AND GET MORE 2 78 DONE.
SO, BUT THEN THIS ONE, I BELIEVE I DON'T HAVE A COMPLETION DATE ON THAT ONE YET, BUT IT'S, I SPOKE TO JEFF BUCKLEY WITH THE TOWN OF HILTON HEAD YESTERDAY.
HE WAS ASKING WHEN THE COMPLETION DATE WAS, I IMAGINE IT'S PROBABLY GONNA BE NEXT FALL SOMETIME.
HE SAID LAST NIGHT, JUNE 1ST, BUT I, I WAS QUESTIONING WHETHER THAT'S GONNA HAPPEN.

BECAUSE WHEN YOU LOOK AT IT, UH, YOU'VE GOT THE CURRENT, YOU'VE GOT 2 78 TOLL ROAD, THEN YOU'VE GOT 2 78 BUSINESS THAT'S CURRENTLY UNDER CONTRACT THAT HAS AN END OF JUNE COMPLETION DATE.
SO JUNE 30 AND THEN THEY'LL PROBABLY GO FROM THAT CONTRACT TO THIS CONTRACT.
SO I THINK IT'S GONNA BE SOMETIME LAST QUARTER, RIGHT? WHEN THAT SECTION GETS COMPLETED, NEXT SLIDE, TWO 70 AT TOLL ROAD CONVERSION.
I SPOKE TO DANIEL BURTON YESTERDAY AND HE SAID THEY DO NOT HAVE ANY CONCERNS WITH THE COMPLETION BY END OF NOVEMBER, THIS BE A PAVING SEASON.
UM, THERE IS NO PHASES AFTER THIS IS THEY'RE IN THE FINAL PHASE RIGHT NOW.
AND THEN AGAIN, 2 78 CORRIDOR IMPROVEMENTS.
THE LAST MEETING ON THAT WAS MARCH 3RD.
THAT'S PRIMARILY BEEN CONVERSATIONS BETWEEN TOWN OF HILTON AND THE COUNTY.

WITH DIRT ROAD PAVING CONTRACTS, WHERE WE STAND WITH THEM.SO ON THE CONTRACT 52, WHICH CURRENTLY IN CONSTRUCTION HAD FOUR ROADS, UH, RIGHT PLACE WCL AND HARRISON ISLAND HAVE ALL HAD CONSTRUCTION COMPLETED.
UM, WITCLIFF AND RIGHT, HAVE HAD PUNCH LIST WALK DONE.
AND THEY'RE TRYING TO GET, UH, FINISHED PUNCH LIST ITEMS ON THOSE ONES.
HARRISON ISLAND, HOPE TO DO A PUNCHLESS WALK NEXT WEEK, BUT IT LOOKS PRETTY GOOD WITH ALL THE RAIN THEY'VE HAD.
THEY'VE HAD SOME ISSUES WITH WASHOUTS, BUT OVERALL LOOKS PRETTY GOOD.
DAVID GREEN IS UNDER CONSTRUCTION.
NOW THEY HAD SOME ISSUES WITH SOME UTILITY RELOCATIONS.
THAT'S KIND OF PUT IT, UH, SLOW DOWN PROCESS, BUT THEY SHOULD BE TRYING TO WORK THROUGH THAT IN THE NEXT COUPLE WEEKS TO GET THAT FINISHED.

I MET WITH THE DESIGN ENGINEER LAST WEEK AND THEY'RE MOVING FORWARD.
EVERYTHING SEEMS TO BE ON TRACK WITH GETTING, UH, PRELIMINARY PLANS FOR RAINBOW, WHICH WILL BE THE FIRST ROAD IN A COUPLE MONTHS, AND THEN GOING TO CONSTRUCTION.
UH, NEXT SPRING IS THE PLAN RIGHT NOW.

NOW THAT THAT'S BEEN SHIFTED OFF, WE DEFINITELY WANT TO BE ABLE TO BRIDGE THAT GAP SO THAT IF WE, IF WE ARE ABLE TO BE SUCCESSFUL OF HAVING THAT TRANSPORTATION SALES TAX ON THE 20, 24 BALLOT, THAT WE'RE NOT LOSING GROUND.
SO AGAIN, WE WE'VE GOTTEN SOME ADDITIONAL FUNDING TO BE ABLE TO BRIDGE THAT GAP AND HELP FACILITATE THAT PROJECT ALONG.
SO, UM, AT LEAST ENOUGH TO BE ABLE TO DO SOME PRELIMINARY DESIGN WORK.

UM, WE WENT OUT, GOT SOME QUOTES ON IT, UH, WHICH WERE HIGHER THAN THE ESTIMATED, UH, CHANGE ORDER AMOUNT.
AND ALSO THERE ARE SOME SAFETY IMPROVEMENTS AT THE TOWN OF BLUFF AND ONE TO SEE, UM, INCORPORATED.
SO WITH ALL THAT GOING ON, UH, THAT WILL NOT BE ADDED ON TO YEAR FIVE.
THAT WILL HAVE TO BE, UH, A SEPARATE CONTRACT, UH, SOMEWHERE DOWN THE LINE TO GET THAT DONE WITH THE REST OF IT.

AND BASED ON THE SCHEDULE, THEY HAVE BORROWING RAIN.

THE, UH, THE OVERALL NETWORK WAS, IS AROUND 3.14.
SO VERY SIMILAR, SIMILAR RESULTS, WHICH IS GOOD.

AND SO OF THAT, WE'RE TAKING TWO AND A HALF MILLION PLUS OUR ANNUAL AMOUNT THAT WE HAVE TO SPEND 1 MILLION THAT TAKES US UP TO THREE AND A HALF MILLION.

ERIC TO COME UP AND TALK ABOUT OUR TRANSPORTATION PLAN.THIS IS BASICALLY A REMINDER TO YOU ALL AND I'LL SET THE STAGE FOR HIM IN THIS REGARD.
UM, YOU'LL HAVE THIS, THE, OUR UPDATE AND THE UPDATE WILL CONSTITUTE ONLY A COUPLE AREAS, PAVING, UPDATES, THINGS WE'RE GONNA BE DOING IN THE FUTURE WHERE WE ONLY HAD YEARS ONE THROUGH FIVE AND IN, IN THE PAST.
BUT THE IDEA IS TO HAVE IT IN OUR HANDS BY ONE NOVEMBER, WE'LL MEET AT OUR MEETING IN NOVEMBER.
IF YOU HAVE COMMENTS, HAVE THE COMMENTS INTO ME BEFORE THE 10TH.

IT'S GOING TO BE AS, UM, AS RICHARD HAD PRESENTED EARLIER, THE LOW VOLUME STATE, SECONDARY ADTS, THAT THAT WILL BE INCLUDED.
THOSE ROADS WILL BE INCLUDED IN THE PLAN AS WELL AS THE 500 TO 2000 ADT ROADS, UH, WHICH I BELIEVE EACH COMMITTEE MEMBER IS GOING TO COME UP WITH A LIST FOR THEIR, THEIR DISTRICT, COME BACK WITH RECOMMENDATIONS FOR THOSE ROADS IN THAT PLAN.
SO AGAIN, WE'LL, WE'RE NOT SET, WE'RE NOT HERE TO, UH, REINVENT THE WHEEL OR REWRITE ANYTHING, BUT JUST COME IN WITH, UH,

AND FOR THE RECORD, THE D O T PUTS IT ON THEIR WEBSITE AS WELL AS THEY, UH, PROVIDE IT TO THE STATE LEGISLATORS.
SO IT IS A TWO-PRONGED ATTACK.
IT, IT DOES GET SEEN BEYOND US.
ARE WE THE ONLY ONES THAT ACTUALLY DO IT WERE ONE OF THE FEW, YEAH.
THAT'S WERE WHAT OF THE FEW WERE CO AND LANCE, WE WERE OFTEN THE ONLY ONES THAT SUBMITTED REQUIRED.
SO THERE WERE A LOT OF COUNTIES, UH, COUNTIES THAT BORDER US THAT DON'T HAVE NEVER CHANGED THEIRS.
THEY'RE THEY'RE VERY OLD, SO, BUT OURS ARE UP TO DATE.

OKAY.UM, AT A FAIRLY HIGH LEVEL FOR, UH, THE C FUND PROGRAM FOR FISCAL YEAR 22, WHICH, WHICH ENDED AT THE END OF JUNE, UM, WE WENT INTO THE YEAR WITH A BALANCE FUND BALANCE OF ALMOST 3 MILLION, 2.9, 8 MILLION.
WE HAD C FUND REVENUE DURING THE YEAR OF, UH, ALMOST 3.6 MILLION.
AND WE HAVE ENDED THE YEAR WITH A CURRENT BALANCE OF, UH, ALMOST 4.6 MILLION 4.59 MILLION.
UM, DURING THE YEAR WE APPROPRIATED OR APPROVED PROJECTS, TOTALLY ALMOST 4.6 MILLION AND HAVE ACTUALLY EXPENDED DURING THE YEAR 1.8, 6 MILLION QUESTIONS SIERRA AND BRITTANY ARE WORKING ON, UM, END OF THE YEAR NUMBER IS MAYBE A LITTLE BIT FINAL LEVEL OF DETAIL.
BUT RIGHT NOW THIS IS KIND OF THE HIGH LEVEL OF HOW WE CAME INTO THE YEAR, WHAT REVENUE WE RECEIVED DURING THE YEAR AND WHAT, WHAT WE EXPENDED DURING THE, WE EXPENDED DURING THE YEAR WHERE OUR CURRENT BALANCE LIES.
AND AGAIN, FOR THE NEW MEMBERS ON THE COMMITTEE IS A REQUIREMENT THAT I SUBMIT, UH, UNDER SIGNATURE TO D O T BREAKING OUT THE FUNDS THAT WE'VE SPENT ON STATE ROUTES THAT IT WOULD INCLUDE RICHARD'S REP UH, THE FUNDS WE DID THROUGH HIS ENGINEERING FIRM, UM, IT WOULD, AND TO SHOW WHERE THE MONEY WAS SPENT.
AND AGAIN, THIS ALL GETS ROLLED UP BY ONE JANUARY AND PRESENTED IT AGAIN TO THE STATE LEGISLATURE AND THEY, THEY DO PACKAGE IT UP AND THEY SHOW EVERY COUNTY WHERE THE DOLLARS WERE SPENT.
AND, AND SO OUR LEGISLATORS, THEY ARE, UH, SENATORS AND SO ON, HAVE AN, THE OPTION OF SEEING WHERE THE DOLLARS HAVE BEEN SPENT IN THEIR DISTRICT.
SO, UH, IT'S JUST A, A REQUIREMENT AND WE WILL ALSO HAVE, UM, BE WORKING ON OVER THE NEXT FEW WEEKS.
OUR ANNUAL AUDIT WILL BE, IT HAS TO BE DONE BY ONE OCTOBER.
AND AGAIN, ALL THAT GOES TO THE STATE TO ENSURE HOW AND WHEN OUR DOLLARS WERE SPENT.
