LET ME KNOW ONE VICE CHAIR OUTSIDE OF THAT MINOR CORRECTION.
ANY OTHER CORRECTIONS, ADDITIONS OR CHANGES TO LAST MONTH'S MINUTES? YOU NOT ACCEPT A MOTION TO APPROVE THE MINUTES.
ALL IN FAVOR, PLEASE SIGNIFY BY SAYING AYE.
THEN HE OPPOSED, UM, MINUTES PASS, BUT WE NOW MOVE INTO
[6. PUBLIC COMMENT]
THE PUBLIC, UH, COMMENT PORTION OF OUR MEETING, UH, THREE MINUTES PER SESSION, PLEASE, AND ARE BEHIND THE BOARD.THAT, UH, IS NOT A TIME FOR REBUTTAL.
IT'S JUST A TIME FOR US TO LISTEN TO SEE WHAT THE PUBLIC HAS.
IS THERE ANY PUBLIC HERE THAT WOULD LIKE TO ADDRESS THE BOARD OR ANY AIRPORT AND AVIATION ISSUES? COME ON UP AND, AND JUST PLEASE STATE YOUR NAME.
THIS IS CHASE ER, AND I'M, HERE'S AN ADVOCATE FOR CHASE AND I, SO I WROTE DOWN HERE SO I CAN KEEP ON AGENDA.
YOU CAN MOVE UP A LITTLE CLOSER TO MICROPHONE PLEASE.
SO MY WIFE AND I, NATALIE AND HER TWO YOUNG ADULTS JUST MOVED HERE TO HILTON HEAD BACK IN JULY.
UM, I HAVE TWO TEENAGERS BACK IN OHIO.
UH, MY WIFE WORKS HERE IN, UH, LOCALLY AND, UH, HAVE A ENERGY AND LIGHTING BUSINESS.
THIS IS CHASE AND HE'S MY STEPSON.
UM, HIS DAD DIED WHEN HE WAS YOUNG AND HIS DAD ORIGINALLY GOT HIM INTERESTED IN AIRPLANES WHEN HE START, UH, THEY USED TO GO TO THE COLUMBUS AIRPORT AND WATCH HIM TAKE OFF AND, AND EVERYTHING.
SO HE'S BEEN A ENTHUSIAST TO SAY THE LEAST, HE GRADUATED FROM HIGH SCHOOL, UH, BACK IN COLUMBUS AND HE GOT A CERTIFICATE IN AVIATION AND, UM, HE, UH, HE, UH, HE WORKED AT THE COLUMBUS AIRPORT AS A WHEELCHAIR ATTENDANT AND HE, UH, HE HAS AUTISM AND HE PROBABLY WON'T DRIVE.
SO WE'VE BEEN TRYING TO GET HIM THE AIR, UH, JOB AT THE AIRPORT, BUT HE'D HAVE TO HAVE A LICENSE.
SO WE'RE JUST HERE TO INTRODUCE HIM AND, YOU KNOW, HE'D, HE'D BE HAPPY TO, UH, DONATE HIS TIME AND JUST WANNA INTRODUCE HIM AND SEE HOW HE MIGHT BE ABLE TO GET INVOLVED.
UM, AND IF YOU'LL LEAVE, UH, YOU KNOW, SOME WRITTEN INFORMATION WITH US, UH, NAME, ADDRESS, PHONE NUMBER, CONTACT NUMBER.
WE'RE ALWAYS LOOKING FOR VOLUNTEERS, ALWAYS LOOKING FOR HELP.
WE'D BE HAPPY TO REACH OUT TO THE APPROPRIATE TIME AND SEE IF YOU'RE AVAILABLE.
ANY OTHER COMMENT FROM THE PUBLIC THIS THIS AFTERNOON? ALL
[7. DIRECTOR’S REPORT]
RIGHT, JOHN YOU'RE ON.UM, HE'S, HE'S CONTACTED US BEFORE LOOKING FOR, UH, FOR SOMETHING TO DO.
SO HE, UH, GAVE ME A PACKET OF INFORMATION THAT I THINK IS SOME NICE LETTERS OR RECOMMENDATION FROM CMH.
UM, SO WE'RE GONNA TAKE, WE'RE GONNA GET OUR WHEELS TURNED AND NEW ON THIS BECAUSE, UH, I THINK WE COULD, YOU KNOW, USE SOMEBODY LIKE HIM.
HE'S GOT A GREAT, UH, MEMORY FOR HISTORY AND THINGS LIKE THAT.
SO THERE MAY BE, UM, A STORYTELLING OPPORTUNITY OR SOMETHING LIKE THAT INSIDE THE TERMINAL.
SO AMBASSADOR TEAM, GET LOOKING, LOOK OUT.
WE MAY HAVE A NEW, UH, A NEW JOINT FOR YOU, SO, ALL RIGHT, LET'S SEE.
I'VE GOT TO SOMEHOW FIGURE THIS OUT.
[00:05:01]
CUR, OH, WAIT.LET ME SHARE SCREENS HERE AND WE'RE GONNA SHARE THIS GUY.
YOU CAN ALL SEE WHAT I'M DOING HERE.
I THINK YOU SEE INSIDE MY HEAD, THAT'S A SCARY THING.
UM, ANYBODY KNOW WHERE THAT IS, PLEASE? SOMEBODY END OF THE WRONG.
UM, NICE PICTURE IS KIND OF AN INTERESTING PERSPECTIVE CUZ IF YOU KNOW, THAT'S, UM, THAT'S THE NORTH END THERE, UH, LOOKING SOUTH.
SO YOU'RE ACTUALLY UP ON A LITTLE BIT OF A HILL THERE SO THAT THE EASS IS ALMOST HIDDEN, BUT THE EASS IS, IS THERE SO, UM, KIND OF A COOL PERSPECTIVE OF THAT.
BRIAN SAYS HE IS COMING IN WAY TOO LOW.
SO IF HE HADN'T PICKED THAT UP, WE'D HAVE SOME REAL ISSUES.
LET ME SEE IF I CAN ADVANCE THIS.
I SHOULD HAVE QUIZZED YOU ON THAT TOO, TO MAKE SURE YOU'RE ORIENTED TO THE AIRPORT.
I MISS THAT ONE, MAKE SURE YOU KNOW, YOU'RE LOOKING EAST.
UM, FIRST THING, UM, HOWARD HAD BROUGHT UP LAST MONTH THAT WE TAKE A LOOK AT THE OPERATING AGREEMENT.
UM, FROM THE TIME OF LAST MEETING TO THIS MEETING, I'VE HAD AN OPPORTUNITY TO SPEAK WITH, UM, COUNTY LEGAL, AS WELL AS SOME AVIATION, UH, LAW CONSULTANTS, UH, JUST KIND RUN THIS IDEA PAST THEM AND THEY, THEY FEEL THAT IT'S VERY APPROPRIATE TO DEVELOP A SECOND AGREEMENT.
THAT'S A LITTLE BIT KIND OF SHORTER FORM AND JUST MAYBE MORE IN LINE WITH, UM, WITH A SMALLER BUSINESS, UH, THAT WE SEE AT THE AIRPORT.
SO WE'RE DEVELOPING THAT AND, UH, WE'LL BE ROLLING THAT OUT IN THE COMING WEEKS AND MONTHS.
SO JUST BE ON LOOKOUT FOR THAT, BUT THANKS FOR THAT SUGGESTION.
UM, NEXT ONE ECONOMIC DEVELOPMENT PROJECT.
YOU, I'VE PROBABLY SPOKEN ABOUT THIS IN THE PAST, BUT THIS IS WHAT'S BEEN REFERRED TO AS PROJECT CLOUD, UM, IN THE PAST.
AND THIS IS A PROJECT THAT IS COMING TO US BY WAY OF THE BUFORD COUNTY ECONOMIC DEVELOPMENT CORPORATION.
AND, UH, WE JUST RECENTLY, THE BEGINNING OF THE SUMMER SAW THE FIRST SITE PLAN OF HOW THIS GROUP MAY LAY SOME, SOME PROPERTY OUT THERE FOR DEVELOPMENT PURPOSES AND, UH, THE PROPERTY WOULD BE LOCATED ACTUALLY TO THE, TO THE NORTHEAST CORNER.
SO ACTUALLY ON THE SLIDE YOU'RE LOOKING AT IS KIND OF OFF TO THE, TO THE LEFT FAR LEFT LOWER SIDE.
UM, THERE'S A LOT OF DETAILS STILL COMING TOGETHER ON THAT.
IT'D BE A NEW BUSINESS MOVING ONTO THE ISLAND.
UM, SO WE'RE TRYING TO WORK OUT SOME OF THE DETAILS AND A LOT OF THAT IS, IS KIND OF BETWEEN THE, UH, THE DEVELOPER AND THEN, YOU KNOW, PRIMARILY THE KIND OF THE TOWN AND, AND THE COUNTY TO, UM, JUST LOOK AT THE ECONOMIC BENEFITS OF THE PROJECT AND THEN LOOK AT THE, UH, THE COST ASSOCIATED WITH PUTTING IN, UH, THIS TYPE OF BUSINESS.
ALL THOSE NEED TO BE REALLY BORN BY THE, BY THE DEVELOPER.
UM, SO WE'LL KEEP YOU UPDATED ON THAT.
THERE WAS A, UH, REQUEST FROM THAT THAT BUSINESS TO, TO BASICALLY ALSO DEVELOP THE PORTION OF LAND, THIS KIND OF DEAD CENTER IN THAT SLIDE, WHICH IS RIGHT BY THE AIR TRAFFIC CONTROL CONTROL TOWER BETWEEN THAT AND THE ARF.
UM, THE AIRPORT'S NOT READY TO, TO DO THAT AT THIS POINT.
SO WE'VE ENCOURAGED THEM TO CONTINUE LOOKING AT THAT NORTH END AND, AND DEVELOP THAT TO THE FULLEST EXTENT THAT THEY CAN.
BUT AS YOU ALL WELL KNOW, THE ONLY ACRES OF THE AIRPORT'S GOT TO DEVELOP IS THAT BETWEEN THE, THE TOWER AND THE ARF.
SO WE WILL NOT DANCE WITH THE FIRST PEOPLE WHO COME TO THE, TO THE DANCE.
WE NEED TO BE VERY, VERY DELIBERATE AND INTENTIONAL AS TO WHAT WE DO WITH THAT, BECAUSE ONCE THAT PIECE IS DEVELOPED, THAT'S ALL WE HAVE.
SO, UH, WE ARE INTENTIONALLY GONNA SLOW WALK THAT ANY QUESTIONS ON THE DEVELOPMENT, MORE DETAILS, HOPEFULLY IN THE NEXT FEW MONTHS, UM, 3,600 ROAD IS, I WAS HOPING I COULD TELL YOU THAT IT CLOSED AS OF, UH, TUESDAY, BUT THAT'S STILL IN THE PROCESS OF CLOSING, UM, IS DIFFICULT CUZ THE PROPERTY OWNER'S IN A DIFFERENT STATE.
SO WE'RE HAVING TO COLLABORATE OR, UH, CORRESPOND VIA EMAIL AND, AND PHONE.
UM, AND IF YOU ANYBODY'S GOT A LAW BACKGROUND, ONCE YOU GET LAWYERS INVOLVED, THEY CAN TALK ABOUT SOME THINGS THEY CAN TALK ABOUT WITH SOME PEOPLE, BUT THEY CAN'T TALK ABOUT EVERYTHING WITH ALL THE PARTIES INVOLVED.
SO IT'S BEEN VERY INTERESTING TO, UH, TO CLOSE US ACROSS A MILE.
SO, UH, WE SHOULD HAVE THAT, UH, VERY, VERY SOON.
UM, AND THEN THAT PROJECT IS ONE THAT WILL APPLY FOR B MONEY.
UM, IF YOU RECALL, THERE WERE SEVERAL ASPECTS OF THE B FUNDING AND ONE OF THEM WAS, I DON'T WANT TO CALL IT ENTITLEMENT MONEY, BUT IT WAS MONEY THAT WAS ASSIGNED TO AN AIRPORT TO BE USED VERY SIMILARLY TO NORMAL FAA R P FUNDS.
SO OUR INTENTION IS TO APPLY FOR THE, THE 90% REIMBURSEMENT FROM THE FAA USING
[00:10:01]
THE B FUNDS, CUZ THEY'LL, THEY'LL BE MORE READILY ACCESSIBLE.SO THAT'S A GOOD, GOOD, QUICK REIMBURSEMENT OF THE COUNTY FUNDS ON THAT ONE.
AND THAT IS THE LAST PROPERTY ON HUNTER ROAD TO THE AIRPORT WILL NEED TO ACQUIRE DURING THIS PHASE.
UM, AND THE OTHER ASPECT ABOUT THAT IS, UM, ON THAT PROPERTY, ON PORTION OF THAT PROPERTY IS WHERE AVIS BUDGET RENTAL CARS CURRENTLY SERVICES THEIR VEHICLES.
SO THEY, THEY WASH 'EM VACUUM 'EM AND EVERYTHING GET 'EM READY TO GO BACK INTO THE ROTATION ON THAT PROPERTY.
UH, THE AIRPORT, THE COUNTY INTEND TO MAINTAIN THAT RELATIONSHIP WITH AVA'S BUDGET UNTIL SUCH TIME AS WE PHYSICALLY NEED TO DEVELOP THAT PROPERTY.
AND SO THAT WILL HELP TO, UH, GENERATE SOME REVENUE FOR THE AIRPORT TOO, WHICH WILL HELP PAY BACK THE AIRPORT'S PORTION OF THAT PROPERTY ACQUISITION.
UH, WE, AFTER A LONG TIME, I GUESS WHAT TWO, A LITTLE BIT OVER TWO YEARS WE'VE GOT AN, A CHIEF.
UM, SO HE'S GONNA FLY IN THROUGH THE CLOUDS THERE, BOBBY DAVIDSON.
UM, AND I'VE GOT A CHEAT SHEET ON BOBBY, CUZ I, I WANTED TO GIVE A LITTLE BIT OF BIOGRAPHICAL INVITATION OR INFORMATION THAT INVITATION.
DID I GIVE IT TO YOU? OH GREAT.
UM, SO BOBBY CAME TO US FROM BURTON FIRE DEPARTMENT AND HE WAS A TRAINING OFFICER WITH BURTON AND I THINK HE'S GOT ABOUT 30 YEARS OF EXPERIENCE, 30, 35 YEARS IN, UH, FIRE, UH, INDUSTRY FIRE BUSINESS.
AND PRIOR TO THAT, HE WAS IN THE AIR FORCE AND HE WORKED IN THE COMMUNICATIONS SECTOR OF THE AIR FORCE.
SO HE IS GOT A MILITARY BACKGROUND AS WELL.
WHEN BOBBY CAME TO US BACK IN THE LATE WINTER OF LAST YEAR, HE TOOK A REAL INTEREST IN REALLY REVAMPING OUR TRAINING PROGRAM AND, AND, AND REALLY JUST DOVE INTO THE DETAILS OF THE JOB.
AND THEN WE DECIDED IT WAS TIME TO ADVERTISE FOR A CHIEF BOBBY ASKED FOR CONSIDERATION.
SO WE, WHEN WE PUT THE, THE ADVERTISEMENT OUT, HE APPLIED AND UM, MARK, DO YOU HAVE A QUESTION? OH, HE'S JUST WAVING AWAY THE FLIES OR SOMETHING
I'M IN A ROOM AND AN INDIVIDUAL CAME IN.
I WAS WAVING HIGH TO HIM, SO ALL GOOD.
UM, SO BOBBY APPLIED AND UH, AND HE ENDED UP BEING OUR SELECTION AS THE CHIEF AND UH, AND HE'S REALLY TAKEN THE BULL BY THE HORNS.
UM, HE HAD, I DON'T REMEMBER IF WE NAMED HIM CHIEF RIGHT BEFORE THE FA INSPECTION, I THINK PROBABLY RIGHT BEFORE THE INSPECTION.
SO IT REALLY THREW HIM INTO THE, FROM THE FIRING OR FROM THE FRYING PAN INTO THE FIRE.
UM, DID A GREAT JOB AND, AND HE'S JUST CONSUMING INFORMATION AS WE FEED IT TO HIM.
AND THEN HE'S, HE'S, UH, HE'S THINKING THROUGH IT AND WORKING THROUGH IT AND COMING UP WITH NEW TRAINING SCHEDULES, NEW ACCOUNTABILITY PROGRAMS AND THINGS LIKE THAT.
SO REALLY EXCITED TO HAVE BOBBY IN THERE.
UM, SO IF YOU SEE HIM AROUND, IF YOU, BY THE R FOR WHATEVER REASON BOBBY'S GONNA BE THERE, HE'S KIND OF NORMAL BUSINESS HOURS LIKE WE ARE.
AND THEN OF COURSE HE'S ON CALL ALL THE TIME.
BUT, UM, IF YOU DO GET BY THERE, INTRODUCE YOURSELF TO BOBBY AND HE'S GONNA BE A GREAT ADDITION TO THE TEAM.
TERMINAL PROJECT UPDATE, YOU CAN KIND OF SEE THERE'S A RAINBOW IN THAT PICTURE.
AND THE POT OF GOLD AT THE END OF THE RAINBOW IS THAT TERMINAL.
SO, UM, I WANT TO TELL YOU THAT LAST TIME WE MEASURED ECONOMIC IMPACT TO THIS AIRPORT.
IT WAS 416, 17 MILLION A YEAR AS AN ANNUAL ECONOMIC IMPACT THAT WAS DURING, THAT WAS JUST BEFORE COVID AND WE'VE OBVIOUSLY REBOUNDED SIGNIFICANTLY AFTER COVID.
SO I DARE SAY IT'S HIGHER THAN, THAN THAT NOW.
UH, BUT THAT TRULY IS A POT OF GOAL AT THE END OF THE, THE RUNWAY THAT THERE AT THE END OF THE RAINBOW THAT CONTINUES TO, TO PAY DIVIDENDS TO THE TOWN AND TO THE COUNTY, UH, IN, IN WHAT IT PRODUCES, UM, WHERE WE ARE WITH THAT PROJECT.
NOW, UM, WE HAVE RECEIVED THE BIDS.
I MENTIONED LAST MONTH, THE BIDS CAME IN IN HIGH IS PROBABLY NOT SURPRISING GIVEN TODAY'S, UM, ENVIRONMENT, THE ATMOSPHERE OUT THERE AND IN THE INFLATIONARY, UH, WORLD THAT WE'RE IN NOW.
UH, SO THEY DID COME BACK IN HIGH.
AND WHAT WE'VE DECIDED TO DO AS A COUNTY AIRPORT TEAM IS TO, WE'RE GONNA REBID THE PROJECT.
SO WE CANCEL THE FIRST ROUND OF BIDS AND WE'RE GONNA REPACKAGE THE PROJECT.
SO THAT THE FIRST PHASE THAT WE BID WILL THE SCOPE OF WORK INVOLVED IN THAT PHASE WILL BE COMPLETELY FINANCED BY WHAT WE ALREADY HAVE ON HAND.
SO ANY, ANY GRANTS AND FUNDING WE'VE ALREADY RECEIVED, WE'LL PAY FOR THAT INITIAL PHASE THAT WE BID.
THERE'LL BE SOME FLEXIBILITY BUILT INTO THAT SCOPE OF WORK IN THE WAY OF SOME, UH, SOME BID ALTERNATES IN THE EVENT THAT ADDITIONAL FUNDING COMES IN BECAUSE THERE'LL BE A, YOU KNOW, MONTHS LONG PROCESS TO KIND OF REPACKAGE, REBID, EVALUATE THE BIDS AND, AND BE READY TO BE BACK IN A POSITION TO AWARD A CONTRACT IN THAT TIME PERIOD.
[00:15:01]
WE'RE, YOU KNOW, EXPECTING, HOPING THAT THAT MORE FUNDING MAY BECOME AVAILABLE.WE ARE STILL WAITING ON THE, UM, SOUTH CAROLINA AERONAUTICS TO MAKE THE DETERMINATION OF HOW MUCH OF THAT 50 MILLION THAT'S SET ASIDE FOR COMMERCIAL AIRPORTS WOULD COME OUR WAY.
THERE'S ALSO A SECOND ROUND OF COMPETITIVE TERMINAL GRANTS THROUGH THE B.
AND WE SHOULD BE GETTING THAT NOTICE OF, UH, FUNDING OPPORTUNITY ANY DAY.
UH, AND THEN WE ALSO ARE STILL WORKING WITH OUR STATE DELEGATION IN COLUMBIA.
IF YOU REMEMBER, THEY WERE ABLE TO DELIVER 12 MILLION, UM, IN THE KIND OF MIDSUMMER OF THIS YEAR.
AND THERE'S BEEN SOME, UH, I GUESS SOME, SOME TALKS WITH THE DELEGATION AND, AND THEY FEEL THAT THERE, THERE, WORK'S NOT DONE IN SUPPORT OF THIS PROJECT YET.
SO THERE ARE OTHER FUNDING OPPORTUNITIES OUT THERE, WHICH IS WHY WE WANT TO ADD SOME ALTERNATES TO THAT SCOPE OF WORK.
SO THAT IN THE EVENT THAT WE GET FUNDING, WE CAN EXPAND THAT SCOPE AND EXECUTE A LITTLE BIT MORE.
IT'S GONNA TAKE A COUPLE OF MONTHS TO, BECAUSE, YOU KNOW, BASICALLY GOT TO A POINT AND THEN HAD TO CALL TIME OUT, LOOK AT THE PLANS.
WE'VE GOT, ASK THE ARCHITECTS TO KIND OF TAKE 'EM APART AND PUT 'EM BACK TOGETHER AND A FORMAT THAT WE'RE ABLE TO BID BY PHASE.
THAT'S GONNA TAKE, YOU KNOW, SEVERAL MORE WEEKS TO GET THAT TEED UP.
SO IT'S PROBABLY GONNA BE LATER ON THIS CALENDAR YEAR THAT WE'RE SET UP FOR A BID, UH, AND THEN WE'LL DETERMINE THE BEST TIMING OF THAT BASED ON A MULTITUDE OF ISSUES, INCLUDING THE FACT THAT THERE'S SOMETHING GOING ON THAT FIRST WEEK IN NOVEMBER.
I THINK THAT EVERYBODY'S TALKING ABOUT, WHICH COULD POTENTIALLY HAVE SOME BEARING ON, ON PRICES IN THE INFLATIONARY ENVIRONMENT WE'RE IN NOW.
UM, I HATE TO SAY YOU HAVE TO WAIT FOR EVERYTHING UNTIL AFTER THE ELECTION, BUT IT MIGHT MAKE A DIFFERENCE.
SO WE WILL WAIT AND SEE, AND, UH, WE'LL BID THAT OUT BY PHASES.
SO THAT WAS A LOT, ANY QUESTIONS ON WHERE WE ARE WITH THAT.
AND I CAN'T SEE OUR VISITORS NOW, SO I CAN SEE MARK.
UM, I SHOULDN'T SAY VISITORS, OUR REMOTE ATTENDEES IAN'S ON THERE TOO.
SO IF ANYBODY'S GOT QUESTIONS, JUST SPEAK UP, NOTIFY US SOMEHOW.
BRIAN, GIVEN THE FACT THAT THIS HAS ALL GOTTEN DELAYED, IS THERE A TIMEFRAME WHEN THAT MONEY SORT OF TURNS INTO A PUMPKIN AT MIDNIGHT OR IS AN INDEFINITE GRANT THAT YOU HAVE? OKAY, GREAT QUESTION FROM BRIAN.
WHAT'S THE, WHAT'S THE LIFE CYCLE ON THOSE GRANT FUNDS? THE FAA GRANT FUNDS ARE FOUR YEARS.
SO FROM TIME OF AWARD, THEY'RE GOOD FOR FOUR YEARS.
UM, SO WE DID RECEIVE A GRANT IN JUDY.
YOU MIGHT HAVE TO HELP ME, WAS IT 20 OR 21 IN 2019? IS THAT WHAT WE GOT? THE GRANT WAS 19 FIRST ONE.
SO THE FIRST GRANT FOR THE 10 MILLION FROM THE FA WAS 2019.
SO IN 20 BY AUGUST, SEPTEMBER OF 23, WE NEED TO SPEND THAT NOW SOME OF THAT'S ALREADY BEEN SPENT CUZ THERE WAS SOFT COSTS.
YOU KNOW, THAT'S BEEN PAYING FOR THE DESIGN, EVERYTHING SO FAR.
UM, BUT THE ITEM THAT YOU'RE GONNA VOTE ON TODAY THAT SECOND GRANT, WHICH 11.6, UH, THAT WILL HAVE A, WE JUST APPROVED THAT THE COUNTY ADMINISTRATOR AND ATTORNEY SIGNED LAST WEEK AND THIS WEEK.
SO WE'VE GOT UNTIL I THINK WHAT WAS IT THE 14, I THINK AS FOUR YEARS FROM YESTERDAY TO EXECUTE THAT ONE.
SO WE'VE GOT A LOT OF TIME THERE.
SO IF WE WERE TO GET FUNDING THROUGH THE B, THAT'S GOT FOUR YEAR PERIOD OF PERFORMANCE AS WELL, WE DON'T HAVE ANY DETAILS ON THAT STATE MONEY.
SO I DON'T KNOW YET IF THERE, YOU KNOW, IF THAT 12 MILLION HAS A, A ONE YEAR, YOU KNOW, TIMER ON IT, I, I REALLY DON'T KNOW YET.
SO WE'LL GET SOME MORE INFORMATION.
THAT'S THE ONE I'M KIND OF MOST CONCERNED ABOUT JUST BECAUSE WE DON'T HAVE ANY DETAILS YET.
SO DO YOU HAVE A TIMELINE FOR THE REBIDDING PROCESS TO BE COMPLETED? YES.
WHAT WE'RE LOOKING AT NOW IS PROBABLY REBIDDING THAT, LIKE I SAID, TOWARDS THE END OF THIS CALENDAR YEAR OR FIRST PART OF JANUARY.
SO IDEALLY, AND AGAIN, THIS IS ALL IN A VERY, YOU KNOW, NOT SHARPENED PENCIL.
UH, WE'RE LOOKING AT BIDS, YOU KNOW, LATE DECEMBER, EARLY JANUARY AND THEORETICALLY SHOULD BE A LITTLE SMOOTHER, QUICKER BID PROCESS.
WE DID ONLY GIVE SIX WEEKS LAST TIME, BUT WE CAN, I THINK NARROW THAT TO 30 DAYS, FOLKS WILL BE FAMILIAR WITH THIS.
MAYBE WE'LL GET A FEW MORE BIDDERS CUZ THE SCOPE WILL BE A LITTLE BIT SMALLER.
AND UH, YOU MAY HAVE A LITTLE BIT, YOU KNOW, THAT, THAT LOWERS THE AMOUNT OF BONDING THAT A CONTRACTOR HAS TO DO, WHICH MIGHT BRING MORE PLAYERS IN.
UM, SO WE'LL LOOK AT 30 DAYS AND THEN SOME EVALUATION AND AWARD THAT BID.
SO, YOU KNOW, THEORETICALLY WE COULD BE READY TO AWARD A BID, UM, PROBABLY IN THE LATE WINTER, EARLY SPRING OR AWARD A CONTRACT LATE WINTER, EARLY SPRING TIMEFRAME.
SO IF ALL THE, IF ALL THE STARS ALIGN, THAT'S WE SHEET FOR JOHN, IS IT SAFE TO ASSUME THAT EACH PHASE OF THE PROJECT WILL BE A COMPLETE PHASE? SO IF YOU COMPLETE PHASE ONE, IF THERE'S A REASON TO HALT AT THAT POINT FOR A PERIOD OF TIME, PHASE ONE IS COMPLETE'S NOT A TEMPORARY BUILDING, NO TEMPORARY WALLS.
[00:20:01]
GREAT QUESTION.SO MAKING SURE THAT THAT INITIAL PHASE THAT WE CONSTRUCT IS A USABLE UNIT OF WORK.
AND YES, IT ACTUALLY HAS TO BE DISS SATISFY THE FAA GRANT REQUIREMENTS TOO.
SO YES, THE, THE FIRST PHASE WILL BE, IF YOU LOOK AT THIS, PICTURE'S GONNA BE DOWN TOWARDS THE, THE LEFT.
THAT'LL BE THE NEW BOARDING GATES, THE NEW SECURITY SCREENING CHECKPOINT, ALL OF THAT WILL BE COMPLETELY CONSTRUCTED AND USABLE.
THE ONE ITEM THAT'S THAT'S HANGING OUT THERE IS A AS AN IF WOULD BE THE, THE PASS BOARDING GATES, THOSE ARE EXPENSIVE ITEMS THAT CAN EASILY BE TAKEN OFF AND ADDED BACK ON IF THEY NEED TO BE, YOU CAN ALWAYS GROUND BOARD, THESE AIRCRAFTS IF WE NEED TO BECAUSE OF BUDGET CONSTRAINTS.
UM, SO WE'LL WAIT AND SEE ON THOSE.
WE'RE WORKING SEVERAL OPTIONS, BUT THE BIG THING IS YES, WE'LL HAVE THAT NEW PIECE OF THE BUILDING FULLY OPERATIONAL, ANY QUESTIONS FROM ANYBODY WHO'S ATTENDING REMOTELY.
AND AGAIN, I CAN ONLY SEE MARKS I DON'T CAN ANYBODY ELSE SEE ANYBODY? I DON'T KNOW IF AL CAN SEE HIM IN THE BACK.
MARK HAS NO QUESTIONS, SO WE'RE GOOD.
ANYTHING ELSE ON HILTON HEAD, CUZ WE'RE GONNA SLIDE OVER TO A R W IF WE'RE GOOD HERE.
WELL, I MEAN, ARE YOU GONNA TALK ABOUT THE DEPLOYMENTS OR ANYTHING? I JUST HAVE, I HAVE A, I HAVE A QUESTION LOOKING JUST AT THE NUMBERS COMPARING 'EM TO 21 AND 22, CUZ WE DON'T HAVE FLIGHT OPS.
SO I DON'T KNOW THE FLIGHTS IS THAT THE NUMBER OF DEPLOYMENTS, UM, IS THAT BASED ON MORE, THERE'S NOT ENOUGH FLIGHTS COMING IN OR ARE THE FLIGHTS MORE EMPTY? GOOD QUESTION NUMBERS THIS YEAR, PASTURE NUMBERS ARE LOWER THAN LAST YEAR.
UM, THAT IS EXCLUSIVELY DUE TO FEWER FLIGHTS.
BECAUSE THE LOAD FACTORS ARE ACTUALLY UP ACROSS ALL THREE AIRLINES.
SO THE AIRPLANES ARE MORE FULL THAN THEY WERE LAST YEAR, BUT THEY'RE FEWER FLIGHTS, FEWER FLIGHT, WHICH IS EXPE IS EXPECTED AS, AS EXPECTED.
NOW I, I WILL GET MY SHOUT OUT TO AMERICAN.
UM, AMERICAN CONTINUALLY IS OUR LEAD PERFORMER IN, IN ADDING THOSE FLIGHTS IN THE SUMMERTIME AND REACHING OUT TO THOSE DIFFERENT CITIES.
SO THEY'VE DONE A GREAT JOB TO, TO BOOST OUR NUMBERS.
UM, ALL THE AIRLINES ARE EXPERIENCING DIFFICULTIES.
UM, AS YOU KNOW, DELTA UNITED ARE STILL A LITTLE BIT NEWER IN THE MARKET.
SO THEY'VE GOT A LOT OF, YOU KNOW, THEY'VE GOTTA KIND OF FEEL THIS OUT AND MAKE SURE IT'S, EVERYTHING'S WORKING FOR 'EM.
UM, SO, YOU KNOW, WE'RE JUST KIND OF, WE'RE, WE'RE PLAYING IT AS IT COMES WITH THOSE GUYS, UNDERSTANDING THAT THAT ALL OF THE AIRLINES AND ALL OF THE INDUSTRY IS REALLY STILL REELING FROM THE EFFECTS OF THE PANDEMIC.
NOW THAT THE, UH, SUMMER PEAK SEASON THIS PAST, HAVE YOU GOTTEN ANY INDICATION FROM THE AIRLINES, WHAT THE, THEIR FALL AND WINTER SCHEDULES WILL LOOK LIKE INTO HILTON HEAD? WE DO.
THERE'S ACTUALLY, THERE'S GONNA BE SOME BREAKS.
UM, UNITED AND DELTA ARE GONNA TAKE COUPLE OF MONTHS OFF AND UH, AND WE'LL UPDATE THAT WHEN WE GET THEIR ACTUAL SCHEDULES, BUT IT LOOKS LIKE WE'LL HAVE, BUT AMERICANS FULL ALL THE WAY THROUGH, UH, THEY DO DROP DOWN TO JUST CHARLOTTE THE WAY THEY DO EACH YEAR.
UM, I DON'T KNOW SPECIFICALLY WHEN EACH OF THE CITIES FALLS OFF CUZ THAT KIND OF STAGGERS USUALLY IN OCTOBER.
SO WE'LL FIGURE OUT WHAT THAT LOOKS LIKE, BUT YES, IT DEFINITELY WILL SLOW DOWN IN THE WINTERTIME AND THEN IT MARCHES WHEN EVERYBODY STARTS COMING BACK AND THOSE, THOSE FLIGHTS GET ADDED BACK ON BASICALLY FROM MARCH TO MAY IS ONE PRIMARILY AMERICAN ADDS THOSE ADDITIONAL CITIES.
SO I THINK RIGHT NOW IT LOOKS LIKE NEXT SUMMER, AT LEAST THE SCHEDULES THAT ARE LOADED, WHICH ARE ABOUT AS GOOD AS WHAT YOU'RE PAYING ME.
UM, THEY'RE, THEY'RE VERY, YOU KNOW, FRAGILE AT THIS POINT AND, AND EXPLORATORY I GUESS, BUT THEY'RE VERY SIMILAR TO THIS YEAR'S SO WHETHER THEY'RE LOADED AS PLACEHOLDERS BECAUSE THEY JUST HIT COPY PASTE.
UH, BUT IT LOOKS VERY SIMILAR TO THIS YEAR.
ANYTHING ELSE? GOOD QUESTIONS.
LET'S GO ACROSS THE RIVER TO RW.
WE'VE BEEN WORKING, UM, AS YOU KNOW, WE'VE GOT A, A VISION STATEMENT AND A MISSION STATEMENT FOR HILTON HEAD ISLAND, AIRPORT, AND UM, A W NEEDS ONE AS WELL.
WE NEED THAT TO GUIDE OUR, OUR OPERATIONS OVER THERE AND TO ASSIST WITH OUR DECISION MAKING.
AND SO WE, WE RAN THIS BY CHRIS AND TREY.
UM, WHO ELSE DO WE HAVE? I GUESS MARK WAS IN THE MEETING.
HE WAS WORKING AND UM, NICK WAS THERE.
SO WE DID KIND OF RUN THIS BY THOSE GUYS.
SO WANNA RUN THE VISION BY YOU AND SEE WHAT YOU THINK ABOUT IT.
BUT THE VISION AT BEAUFORT EXECUTIVE IS TO BE THE PREMIER GENERAL AVIATION AIRPORT ON THE ATLANTIC COAST.
SO THAT'S, THAT'S WHAT WE'RE SHOOTING FOR.
THAT'S THE END ALL BE ALL BIG GOAL THAT, UH, THAT WE'RE GONNA STRIVE FOR.
KEEP IN MIND A VISION IS SOMETHING THAT IS, IS VISIONARY AND IT'S POTENTIALLY NOT ATTAINABLE, BUT IT'S SOMETHING THAT WE'RE GONNA AIM FOR.
[00:25:01]
A LITTLE POLITICALTHE MISSION IS, IS WHAT WE DO, WHO WE DO IT FOR AND HOW WE DO IT.
SO BEAUFORD EXECUTIVE AIRPORT DELIVERS AN EFFICIENT AND LAID BACK LOW COUNTRY EXPERIENCE TO OUR AVIATION COMMUNITY.
OUR SUPERIOR CUSTOMER SERVICE ENSURES A HIGHEST QUALITY SERVICE AT AFFORDABLE RATES.
OUR AIRPORT IS A VALUED COMMUNITY ASSET THAT WILL CONTINUE TO DEVELOP AS WE MEET THE NEEDS OF OUR REGION.
I MIGHT HAVE A PROBLEM WITH JUST THE, THE WORDS LAID BACK, PERHAPS CONVEYING THE WRONG UNINTENTIONALLY, CONVEYING THE WRONG MESSAGE.
IT IS A WORKING FUNCTIONAL AIRPORT THAT WILL HAVE PROMPT, COURTEOUS SERVICE TO ALL AIRCRAFT THAT CAN FIT AT THE AIRPORT.
SO HOW ABOUT RELAXED, RELAXED, MAYBE I, I THINK WE NEED TO BE A LITTLE BIT MORE PROFESSIONAL BECAUSE WE'RE NOT ONLY DEALING WITH THE, THE, UH, GENERAL AVIATION AND PISTON POWERED AIRCRAFT.
WE'RE DEALING WITH A LOT OF TURBINE AIRCRAFT AS WELL OVER THERE.
AND THEY'RE NOT NECESSARILY LOOK FOR THE LOOKING FOR THE LAID BACK HOLE.
YOU OUGHT SEE HIM ON THE ROCKING CHAIRS, HOWARD
I AGREE WITH HOWARD'S ON THAT ONE AND I THINK IT'S TOO, TOO SLANG COLLOQUIAL FOR A MISSION STATEMENT.
WE'LL TAKE A LOOK AT THE WORDING ON SEEMS SUFFICIENT.
ANY QUESTIONS ABOUT A R W I'M GONNA LEAVE ALL THE, IF THERE'S ANYTHING ELSE, CHRIS, I'M GONNA LET YOU TALK ABOUT IT FROM THE COMMITTEE STANDPOINT.
I DON'T WANNA STEAL YOUR THUNDER.
UH, JOHN, LAST MONTH YOU TALKED ABOUT THE FACT THAT DUE TO, UH, VARIATIONS IN ACTIVITY AT THE AIRPORT, THAT THERE MIGHT BE CLOSURES OF THE FBO ON, ON CERTAIN DAYS OF THE WEEK.
IS THAT STILL GOING INTO EFFECT AND HOW DOES THAT CONFLICT WITH THE MISSION STATEMENT? THANK YOU.
YEAH, WE'VE TALKED ABOUT THAT ON THE STAFF LEVEL AND I DON'T THINK THAT RIGHT NOW, IT LOOKS LIKE WE'RE NOT GONNA DO THAT.
UM, I THINK THAT WE MAY, WE MAY HAVE AN INSTANCE WHERE THE PERSON WHO'S, UH, WORKING THE DESK OR, YOU KNOW, OUR, OUR LINE TECH MIGHT BE OUT DOING SOME MAINTENANCE ON THE AIRPORT AND MIGHT NEED TO BE CALLED, BUT THEY'D STILL BE THERE TO SERVE THE AIRCRAFT.
I THINK THAT'S PROBABLY HOW WE'RE GONNA HANDLE IT.
UM, BECAUSE WE'VE GOT ENOUGH OTHER THINGS TO DO AT THE AIRPORT THAT IF, IF WE HAVE A SLOW PERIOD, AS FAR AS FUELING, THEY CAN BE RUNNING THE, THE LAWN MOWERS AND MAINTAINING THE, THE PROPERTY.
SO THAT'S PROBABLY WHERE WE'RE GOING WITH THAT.
BRIAN, THANKS FOR THE FOLLOW UP ON THAT.
MM-HMM
AND I KNOW WE'VE SAID THAT BEFORE, BUT YOU KNOW, WE KIND OF HAD THE MONSOON SEASON FOR A LITTLE WHILE THERE AND WHEN THE SUN CAME OUT THIS WEEK, IT IS, HAS BEEN EXTREMELY BUSY OUT THERE, YOU KNOW, OFF AND ON WITH HIGHS AND LOWS, BUT MUCH BUSIER THAN IT HAS BEEN FOR THE LAST MONTH AND A HALF.
AND THEN WE ATTRIBUTE THAT TO JUST THE, THE WEATHER HAVE, HAVE HAD GREAT.
UH, THANKS IAN, FOR THE CHAMBER OF COMMERCE WEATHER.
IT'S BEEN, IT'S BEEN GOOD FOR US, SO THAT'S ALL I'VE GOT, UNLESS THERE'S ANY OTHER QUESTIONS.
WELL, IF YOU JUST HANG OUT THERE FOR A MINUTE, JOHN CAUSE UNFINISHED BUSINESS, ANYTHING ELSE? UH, JOHN HAS ALREADY TOUCHED ON, UH, OUR UNFINISHED BUSINESS.
LET'S MOVE RIGHT INTO NEW BUSINESS THEN PLEASE.
[10. BEAUFORT EXECUTIVE AIRPORT (ARW) - TBE WORK AUTHORIZATION 2119-2103]
ITEMS TODAY.THE, THE FIRST WE'LL TAKE A SEPARATE LEASE THERE, ONE FOR EACH AIRPORT.
UM, THE FIRST ONE IS A WORK AUTHORIZATION FOR TBAR BRIGHT ELLINGTON AND THAT'S TO EXECUTE THE DESIGN WORK AND THE BIDDING WORK FOR OUR RUNWAY REHAB PROJECT.
UH, THAT'S ON THE IT'S ON OUR C P LIST WITH THE, UH, WITH THE FAA AND WE WE'VE RECEIVED THE GRANT FOR THAT DESIGN AS WELL.
SO IT'S JUST TO EXIT OR TO THIS VOTE WOULD BE TO AUTHORIZE THAT, THAT WORK AUTHORIZATION.
AND IT WILL GO FROM YOU TO, UH, PUBLIC FACILITIES COMMITTEE PROBABLY IN OCTOBER CUZ THEY, THEY MEET NEXT WEEK.
I THINK THEY MEET MONDAY IF I'M NOT MISTAKEN.
SO WE'LL, WE'LL BE IN FRONT OF 'EM IN OCTOBER.
SO I'LL ENTERTAIN QUESTIONS ABOUT IT IF YOU WANT, BUT IT'S JUST, IT IS THE DESIGN OF THE, THE RUNWAY REHAB PROJECT.
IT'S ONLY THE DESIGN PHASE DESIGN AND BIDDING DESIGN AND BID NO WORK.
ANY QUESTIONS I'LL ENTERTAIN A MOTION TO APPROVE
[00:30:01]
THE WORK AUTHORIZATION, UM, FOR A R W TWO 19, UH, DASH 2103.AND MARK, WHY DON'T YOU MAKE THAT MOTION? GIVES YOU A LITTLE INVOLVED THAT OKAY.
AND BRIAN, THE SECOND, UH, ALL IN FAVOR, UH, SIGNIFY BY SAYING I UH, AND HE OPPOSED, OH I THINK MARK HAS SOMETHING TO SAY OR WHAT WAS THE CROSS? THE CROSS SIGNALS.
[11. GRANT ACCEPTANCE - FAA AIP GRANT FOR HILTON HEAD ISLAND AIRPORT (HXD) TERMINAL CONSTRUCTION]
THE NEXT ONE ON THERE IS ITEM 11 AND THAT'S A GRANT ACCEPTANCE FOR THE FAA GRANT.AND THIS IS UH, GRANT 50 AND THIS IS THE 11.6 MILLION GRANT THAT'S IN SUPPORT OF THE CONSTRUCTION FOR THE TERMINAL.
AND THIS IS THAT SECOND FAA GRANT THAT WE SPOKE ABOUT FOR THE LAST COUPLE OF YEARS.
ANY QUESTIONS WITH RESPECT TO THE GRANT? ALL RIGHT.
WE'LL ACCEPT A MOTION, UH, TO APPROVE THE FAA A I P GRANT FOR THE HILTON HEAD ISLAND, AIRPORT TERMINAL CONSTRUCTION.
AND SECOND SECOND YOU HAVE TOO LATE.
UM, ANY FURTHER DISCUSSION ALL IN, IN FAVOR, PLEASE SIGNIFY BY SAYING AYE.
RAISING A HAND FOR THOSE ONLINE.
ANY OPPOSED? NONE YOU YOUNG MOTION CONTESTANTS.
REMIND ME TO NEVER PICK YOU FOR FAMILY FEUD.
ALL RIGHT, MR. CHAIRMAN, I'LL TURN IT BACK TO YOU.
UH, LET'S MOVE INTO COMMITTEE REPORTS
[COMMITTEE REPORTS]
AND, AND LESLIE, UH, PASSENGER SERVICE.UM, I SHOULD DISCUSS THE VERY SUCCESSFUL, UH, AMBASSADOR PROGRAM THAT YOU PUT TOGETHER FOR HILTON HEAD.
I SENT EVERYONE A FINAL REPORT, SO HOPE YOU'VE HAD A CHANCE TO SEE THAT.
UM, AND SO I'LL JUST BE VERY BRIEF IN SAYING THAT IT WAS VERY SUCCESSFUL.
I FELT WE, WE DID A VERY GOOD JOB THIS SUMMER PUTTING TOGETHER 12 VOLUNTEERS.
WE, WE HAD TO, WE, WE ABOUT HALFWAY THROUGH, WE REALIZED WE DON'T NEED TWO PEOPLE.
WE WERE ONLY USING ONE AND THAT HELPED A LITTLE BIT TOO, BUT, UM, IT DID.
IN FACT, THE, THE VOLUNTEERS WERE SO WELL ACCEPTED BY EVERYONE, ALL THE PASSENGERS.
I HAVE A NICE LITTLE GIFT HERE THAT WAS SENT TO THE AIRPORT FOR ONE OF OUR VOLUNTEERS.
WE DON'T KNOW WHAT IT IS, BUT WE'RE NOT OPENING IT
THEY TOOK, IT, TOOK IT SERIOUSLY AND THEY ENJOYED DOING IT.
I GOT POSITIVE FEEDBACK FROM THEM AND I WANTED SPEC, ESPECIALLY THANK HOWARD AND JIM BUCKLEY AND MARK BAILEY AND THOMAS SHEEN, UM, BECAUSE THEY ROSE TO THE OCCASION AND WERE WORKED AS AMBASSADORS AS WELL.
SO THAT WAS REALLY SPECIAL TO HAVE THEM INVOLVED.
UM, SO WE'LL LOOK, WE'RE CLOSING IT DOWN UNTIL NEXT YEAR AND WE'LL WAIT AND SEE WHAT JOHN WANTS US TO DO.
THERE MAY BE A LITTLE DIFFERENT ROLE WITH THE TERMINAL CONSTRUCTION, BUT I DO THINK THERE'S PROBABLY SOME ROLE THAT WE CAN PLAY AND, UH, I WILL BE OUT THERE RECRUITING ONCE AGAIN FOR VOLUNTEERS, IF YOU WOULD LIKE TO BE AN ADVOCATE FOR OUR AIRPORT, HILTON HEAD ISLAND AIRPORT, OR, UH, YOU KNOW, AND HELP TO WELCOME OUR PASSENGERS AND TO GUIDE THEM THROUGH THE PROCESS, MAKE IT EASIER FOR THEM THAN THE, THIS IS THE JOB FOR YOU AS A VOLUNTEER.
SO, UM, I WILL BE DOING THAT AND LOOKING FORWARD TO IT.
YOUR IDEA AND GREAT EXECUTION WANT TO THANK, THANKS, STEVEN, JOHN ALSO FOR, FOR WORKING WITH L AND MAKING ALL THESE THINGS HAPPEN AT, UM, H XD AND WE LOOK FORWARD TO ANOTHER ROUND NEXT YEAR WAS A GOOD YEAR FOR LEARNING CURVE, BUT VERY SUCCESSFUL PROGRAM.
UM, WHY DON'T WE GO OVER TO A R W CHRIS, UH, YOU WANT TO DEAL WITH THE A R W REPORT PLEASE? UH, YEAH, WE, UM, SO WE HAD A MEETING OF LAST WEEK, UM, AND DISCUSSED, UH, COUNTIES WORKING ON DOING SOME HANGERS, UH, TT HANGERS.
UM, THAT'S KIND OF IN A DESIGN PHASE RIGHT NOW.
WE'RE WAITING FOR THE DESIGN TO COME BACK TO US.
UH, WE ALSO HAD SOME, UH, GOT AN UPDATE ON THE OLD MITIGATION THAT WE HAD, WHICH HAS BEEN TAKEN CARE OF.
UM, AND WE'RE HAVE A MEETING, UH, WITH ASHER, HOW JUST TO LEARN MORE ABOUT UNDERSTANDING MITIGATION SINCE NONE OF US KNOW THAT MUCH ABOUT IT AND TRYING TO GET A BETTER HANDLE.
SO WE'VE GOT A MEETING NEXT WEDNESDAY AT THREE O'CLOCK, UH, TO, UM, TO HAVE HIM GIVE US A RUNDOWN OF EXACTLY KIND OF MORE HOW MITIGATION WORKS SO WE CAN UNDERSTAND IT GOING, GOING FORWARD.
UM, THE TERMINAL IMPROVEMENTS, I THINK NOW ARE A HUNDRED PERCENT COMPLETE.
ARE THEY NOT OTHER THAN A PUNCH LIST? REALLY? UH, JUST WE HAVE SOME
[00:35:01]
MORE OUTSIDE.MORE OUTSIDE, BUT FOR THE INSIDE, IT'S PRETTY MUCH DONE.
AND THAT'S BEEN WELL, WELL RECEIVED.
I'VE HEARD A LOT OF, LOT OF POSITIVE FEEDBACK, UH, ON THAT YOU'RE EVEN ABLE TO GRAB, UM, SOME FOOD THERE NOW, AS WELL AS, AS DRINKS.
UM, AND THAT'S ALL WE HAD FOR OUR REPORT.
AND CHRIS, WE LOOKING AT ONE LARGE, UH, BOX HANGER OVER AT WELL, THERE'S A, THERE'S A PRIVATE GROUP THAT HAS BEEN REACHING OUT, BUT THEY'VE BEEN SILENT LATELY ON THE BIG BOX HANGER.
THIS WOULD BE MORE ON THE STRAIGHT TEA HANGERS.
UM, YOU KNOW, THE FINAL DESIGN HASN'T BEEN DONE, BUT JUST ADDING TO THE, NOW THAT WE'RE ON, ON SEPTIC, UH, WE CAN, ARE NOT ON SEPTIC NOW THAT WE'RE ON SEWER, THAT SEPTIC AREA WE CAN, WE CAN USE TO, TO, UM, PUT IN, PUT IN HANGERS.
SO THERE, STEVE AND JOHN ARE WORKING ON, ON THAT, ON THE DESIGN ARE GONNA BRING IT BACK TO THE A R W REVIEW COMMITTEE WHEN THEY GET TO THAT POINT REVIEW PAC IDEA OF TIMELINE WHEN HE GOALS FOR TIMELINE.
UM, NO, I THINK WE'RE, I, I, I WOULD SAY YOU'RE PROBABLY LOOKING AT IT 18 MONTHS, A YEAR, 18 MONTHS OR LONGER.
A LOT OF US CAN DEPEND ON FOLLOW ON FUNDING TOO.
NICE GOING AND AGAIN, I, I REMINDED EVERYBODY IN THE PAST, IF YOU HAVEN'T BEEN TO R W AND YOU WERE THERE A FEW YEARS AGO, IT'S WORTH EITHER A PLANE RIDE OR A CAR RIDE OUT TO SEE WHAT WENT ON THERE.
IT'S A DIFFERENT AIRPORT, COMPLETE AND A DIFFERENT EXPERIENCE, UH, FOR PILOTS WHO'S OFFERING THE PLANE RIDE COMING AND GOING, WELL, CHRIS IS GONNA COME PICK YOU UP IN THE, UH, THE TBM AND HE'LL BRING YOU RIGHT OVER, SHOULD LAST ABOUT 35 SECONDS.
YOU COULD MAYBE PICK ALL THE HILTON HEAD OF PEOPLE AND TALK TO BEAUFORD.
FOR THE ONCE MEETING DO THAT, UH, THERE IS NO REPORT TO THE FINANCE COMMITTEE, COMMUNICATIONS AND MARKETING.
JIM IS OUT, UM, THIS MONTH, BUT HE'LL BE BACK NEXT MONTH AND I'M SURE HE'LL HAVE SOMETHING TO GO ON THERE.
AND, UH, THERE IS NO REPORT FROM THE HILTON HEAD ISLAND AIRPORT, UH, COMMITTEE THIS MONTH, BUT THERE WILL BE ONE FOR NEXT MONTH.
UH, ANYBODY ELSE THAT HAS ANYTHING TO ADD TO COMMITTEE REPORTS? NO, IT WAS A, YOU PUT OUT A GREAT EMAIL THOUGH ON THAT I READ THROUGH THAT FOR THE AMBASSADOR PROGRAM.
SO THAT'S A, YOU KNOW, THAT THAT'S A FEATHER.
NOW I LOOK AT AIRPORTS WHEN I GO IN AND SEE IF THERE'S ANY AMBASSADORS.
SO I HAVEN'T SEEN ANY, YOU'RE STILL THE HILTON.
HEAD'S THE ONLY PLACE I'VE SEEN.
WELL, I'LL PUT YOU DOWN FOR NEXT YEAR.
[13. CITIZEN COMMENT]
AGAIN, BACK GO BACK TO OUR PUBLIC PORTION AND, UM, I REMIND OUR COMMENT IS IT'S APPROXIMATELY THREE MINUTES AND, UM, FOR THE BOARD NOT A REBUTTAL SESSION, BUT A GOOD LISTING SESSION.SO, UH, GLEN, THANK YOU MR. CHAIRMAN, GLEN STANFORD.
LESLIE I'M REALLY APPRECIATE THE SERVICE OF THE AMBASSADOR, BUT I'M INTERESTED IN WHAT ARE THE MAIN QUESTIONS OR ISSUES THAT YOU'VE HEARD OTHER THAN WHERE'S THE RESTROOM?
UM, I THINK A LOT OF PEOPLE HAVE THE IMPRESSION THAT, UM, THE HILTON HEAD AIRPORT'S RISKY TO FLY OUT OF.
CUZ I DID TALK TO A COUPLE PEOPLE ABOUT THAT REALLY.
UM, BECAUSE IT'S A SMALLER AIRPORT, BUT I, MY FLIGHT IN AUGUST WAS CANCELED OUT OF SAVANNAH TO GET ME TO PHILADELPHIA, TO GET AN INTERNATIONAL FLIGHT.
SO, YOU KNOW, I, I USE THAT EXAMPLE, BUT I DO THINK THERE'S STILL SOME CONCERN THAT IT IT'S, WE'RE NOT NOTABLY THERE YET.
UM, AND I, I TRY TO WORK TO, TO GET THAT OUT OF IT, BUT THAT'S, THAT'S PRETTY MUCH IT, MOST, THE PEOPLE WERE VERY APPRECIATIVE.
UM, THEY WOULD COME, I THINK IT'S A GREAT THING FOR THE LEOS BECAUSE NOW THAT THEY KNOW WE'RE THERE, WE HAVE SHIRTS AND WE HAVE A PODIUM, THEY DON'T BOTHER THE LEOS AS MUCH.
AND I THINK THAT'S NICE TOO, BECAUSE THEY KNOW WE'RE THERE AND THEY WILL ASK US QUESTIONS.
TRANSPORTATION HAS BEEN AN ISSUE, UM, BECAUSE THEY THEY'RE USED TO ARRIVING AT AN AIRPORT AND HAVING TRANSPORT, THEY'RE WAITING FOR THEM, BE AT A BUS OR TAXI.
AND SO WE HAVE TO EXPLAIN TO THEM, WE GIVE THEM INFORMATION OF WHO TO CALL AND WHY THEY HAVE TO CALL.
I, I STILL THINK IT WOULD BE GREAT IF WE COULD WORK OUT SOMETHING WITH THE HOTELS TO SPONSOR A BUS, TO GET SOME OF THESE PEOPLE, TO THE HOTELS, BECAUSE SEVERAL OF THOSE PEOPLE THAT ASKED ME WERE GOING TO HOTELS.
AND UNFORTUNATELY I COULDN'T TELL THEM THAT THERE WAS A SEPARATE HOTEL TRANSPORT.
SO, WELL, THAT CREATES SOME INTERESTING CHALLENGES, I THINK, TO, UH, SHARE INFORMATION BETTER, UH, WITH, WITH THE PUBLIC THAT'S ARRIVING HERE, UH, LIST THE AIRPORTS TO HELP IN SOME WAY, OR HAVE SOME FLYER THAT IS AVAILABLE TO INCOMING PASSENGERS SO THAT THEY COULD UNDERSTAND SOME MORE OF THE RULES THAT ARE HERE.
BUT I THINK THE IDEA OF RECEIVING PEOPLE, ANSWERING THEIR QUESTIONS
[00:40:01]
IN A FRIENDLY BASIS IS OUTSTANDING.AND SO THANK YOU FOR YOUR SERVICE THERE.
SO GLENN, BEFORE YOU GO, I'D LIKE TO ADJUST THE, UH, RELIABILITY ISSUE JUST A BIT.
I THINK A LIABILITY ISSUE WITH THE, THE RELIABILITY, NOT LIABILITY RELIABILITY ISSUE, UH, REALLY FALLS BACK TO THE OLDER AIRCRAFT THAT WE HAD.
AND BEFORE WE HAD THE RUNWAY EXTENSION AT HILTON HEAD AIRPORT, RIGHT.
UH, WE HAD NO LOW APPROACH AT THAT TIME.
WE DO NOW AND RELIABILITY HAS GONE DRAMATICALLY FOR ALL.
NOW ALL THREE CARRIERS, UH, SINCE WE'VE EXTENDED THE RUNWAY AND WE NOW HAVE LOW APPROACHES TO THE AIRPORT, BUT I THINK THAT'LL TAKE A LITTLE TIME TO WASH OUT TO THE GENERAL PUBLIC, BOTH TO OUR LANDOWNERS ON HILTON HEAD AND TO OUR VISITORS WHO STILL SOMETIMES CHOOSE SAVANNAH FIRST BECAUSE THEY DON'T ALWAYS KNOW THEY CAN FLY DIRECT.
AND TWO, SOME OF THEM MAY STILL BE WORRIED ABOUT RELIABILITY.
BUT I, I THINK THAT ISSUE TO A LARGE EXTENT AS A RESULT.
AND UH, THIS BOARD'S DOING A GREAT JOB AND WE APPRECIATE YOUR SERVICE.
DAVID IS OUR LIAISON FOR HILTON HEAD TOWN COUNCIL.
AND THE AIRPORTS BOARD INTERESTED IN SOLVING PROBLEMS. UM, IF THE HOTELS, UM, HAVE A ROLE TO PLAY, HAVE THEY ALREADY BEEN CONTACTED IN A WAY THAT THEY CAN SAY YES OR NO? I DON'T KNOW.
WAS THERE SOME SORT OF A TRANSPORTATION MEETING AT SOME POINT ON THAT WITH THE BUS SERVICE TO DO THAT THIS YEAR? NO.
SO THEN THE QUESTION BECOMES, IS CHAMBER A PARTNER IN SOLVING THAT PROBLEM I'M AWARE AND WHO WOULD BE CONTACTING THE, UH, THE CHAMBER.
I'M JUST WONDERING WHETHER OR NOT THIS IS SOMETHING THAT COULD BE HANDLED BY THE AVIATION BOARD, JOHN, WHETHER I NEED TO GET INVOLVED, BUT IT SEEMS TO ME THAT'S SOMETHING WE OUGHT TO GET AN ANSWER ON.
SO I'M GONNA DIRECT THAT TO JOHN.
I THINK THE BOARD WOULD BE HAPPY TO BECOME INVOLVED, BUT ALSO MORE THAN HAPPY TO DEFER TO YOU AS STEVE.
UH, AND DAVID, IF YOU WANTED TO GET INVOLVED, DON'T HAVE TO DECIDE RIGHT NOW, BUT MAYBE WE CAN GET THAT BACK ON THE AGENDA TO FIND SOME SOLUTION TO THAT ISSUE.
I DO THINK THE CHAMBER HAS A SIGNIFICANT ROLE TO HELPING SOLVE THAT PROBLEM BECAUSE THEIR MAIN CLIENTS BASICALLY ARE THE RESORT HOTELS.
I, I WOULD AGREE WITH ABOUT THE CHAMBER OF COMMERCE ONLY BECAUSE YOU LOOK AT IT.
THAT'S, THAT'S MOVING PASSENGER, THAT'S PAYING THAT HOTEL.
I WOULD THINK THE HOTELS WOULD WANT, WANT TO COME IN, WHICH MOST OF THEM WOULD PROBABLY A MEMBER OF THE CHAMBER OF COMMERCE.
SO CHAMBER OF COMMERCE, MY OPINION WOULD BE THE BETTER FACTOR IF WE, THEY MAY NOT KNOW OF THE PROBLEM.
SO IT'S REALLY JUST A MATTER SOMETIMES ALERTING THEM TO SAY, HEY, HERE'S WHAT, HERE'S WHAT WE'RE SEEING.
UM, MAY MAYBE DURING THE MONTH WE CAN DISCUSS THE ISSUE.
AND JOHN HAVE A, UM, YOU KNOW, JOHN COME UP WITH A RESOLUTION AND DIRECTION, UH, FOR EITHER HIS STAFF OR THE BOARD MEMBERS ONE WAY OR ANOTHER.
I HAD A PERSONAL CONVERSATION A FEW MONTHS AGO WITH THE GM AT OMNI.
AND I ASKED HIM THE QUESTION OF WOULDN'T HE LOVE TO HAVE WOULDN'T YOU LIKE TO HAVE THAT? UM, CUZ HE WAS ASKING ME QUESTIONS ABOUT HILTON HEAD AIRPORT AND HE SAID, WE DON'T HAVE A BUS AND WE DON'T HAVE THE FUNDS TO DO THAT.
OR WE WOULD DO IT IN A MINUTE.
AND SO I THINK THAT'S PART OF THE PROBLEM.
IF YOU PUT THE, ON US ON EACH INDIVIDUAL HOTEL TO HAVE TO DO THAT.
BUT IF YOU COULD COME UP WITH A COLLECTIVE EFFORT, WE DON'T HAVE THAT MANY HOTELS HERE, A COLLECTIVE EFFORT THAT WOULD COVER ALL OF THEM.
WELL, UM, I KNOW IF IT'S A FINANCIAL PROBLEM, A COORDINATION PROBLEM OR A DESIRE AND I'M JUST TRYING TO FERRET OUT A SOLUTION.
UM, IF I CAN BE HELPFUL, JUST LET ME KNOW.
I HAVE A QUESTION GOING BACK SINCE WE'VE BEEN TALKING ABOUT THE AMBASSADOR PROGRAM.
I REMEMBER, UH, WHEN WE FIRST STARTED WITH THE, UH, YOU KNOW, IN THE JET SERVICE COMING IN AND UH, WHEN I FIRST CAME ON BOARD, A LOT OF QUESTIONS ABOUT PEOPLE GETTING CONFUSED ABOUT SAVANNAH AND SAVANNAH HILTON HAD AND HILTON HEAD.
ARE WE STILL, ARE YOU GUYS STILL SEEING THE SAME NUMBER OF PEOPLE THAT GO TO THE WRONG AIRPORT OR HAS IT STILL THE SAME NUMBER? THERE ARE STILL PEOPLE THAT WIND UP WITH THE WRONG AIRPORT.
I DON'T KNOW HOW WE CAN COMPARE NUMBERS, BUT THE GENERAL FEELING IS THAT THERE'S STILL CONFUSION IN THE MARKETPLACE, UM, BETWEEN US AND SAVANNAH.
UM, AND FRANKLY, I'M NOT SURE HOW WE DEAL WITH IT.
THEY OWN THE NAME, SAVANNAH HILTON HEAD AIRPORT.
UH, WE OWN THE NAME HILTON HEAD ISLAND AIRPORT, UH, AND PERHAPS IT'S AN EDUCATION ISSUE.
AND AS OUR TRAFFIC INCREASES HERE, MORE AND MORE PEOPLE BECOME AWARE.
UM, HOPEFULLY THAT ISSUE WILL BE MINIMIZED.
ANYBODY ELSE? ANY OTHER COMMENTS HEARING NONE, WE WILL MOVE ON TO THE MOST IMPORTANT PART OF THE MEETING.
UH, I WILL ENTERTAIN A MOTION TO ADJOURN, TOM, THIS IS YOUR OPPORTUNITY.
[00:45:01]
ADJOURN, TOM, AND THEN A SECOND ADJOURN.ANY OPPOSED? THANK YOU VERY MUCH FOR COMING.
AND PLEASE REMEMBER THURSDAY, OCTOBER 20TH IN BEAUFORT IS OUR NEXT MEETING.
PLEASE MAKE EVERY ATTEMPT TO ATTEND IN PERSON.
