[5. APPROVAL OF MINUTES - JUNE 16, 2022]
MINUTES YOU'LL RECALL WE DID NOT HAVE AN AUGUST MEETING SO WE ARE APPROVING THE MINUTESOF JUNE 16TH 2012 TOO. >> YOU SHOULD ALL HAVE RECEIVED COPIES OF IT.
HOPEFULLY YOU'VE READ THROUGH ANY CHANGES CORRECTIONS ADDITIONS, AMENDMENTS TO THE MINUTES ARE NONE. ACCEPT A MOTION TO APPROVE THE MINUTES OF THE JUNE 16 2022 MEETING TOM SECONDED OK AND ALL IN FAVOR PLEASE SAY I ANY OPPOSED MINUTES ARE APPROVED
THIS TIME WE HAVE A PUBLIC COMMENT PERIOD. >> I'M NOT SEEING AN OVERWHELM NUMBER OF FOLKS READY TO COMMENT AT THIS TIME YOU EACH HAVE IN FRONT OF YOU AS IN SUBSTITUTE FOR PUBLIC COMMENT. NOTE FROM LARRY FULLER WHO'S A RESIDENT OF HILTON HEAD.
WE'VE ALL READ THE ENTIRE NOTE BUT I URGE YOU TO READ HIS COMMENT FOR DISCUSSION LATER ON
[7. DIRECTOR’S REPORT]
IF NECESSARY. >> HAVING NO PUBLIC COMMENTS, JOHN EUROPE.
>> ALL RIGHT. WELL, HAPPY AUGUST TO YOU. AND WE'LL GO THROUGH THIS.
WE HAVE A LOT TO TALK ABOUT. GET THROUGH IT IS AS DELIBERATELY AS WE NEED TO FIRST KIND OF GO THROUGH THE REPORT AND THEN WE'LL TALK ABOUT I THINK SOME OF THESE
AGENDA ITEMS WILL COME UP AS WE GET THROUGH THE REPORT. >> FIRST THING.
I MEAN ON THE ACTION ITEMS THAT WE DON'T NEED A VOTE I'LL TALK ABOUT A COUPLE THOSE.
FIRST THE ITEM NUMBER 10 WHICH WAS THE SMALL COMMUNITY AIR SERVICE DEVELOPMENT GRANT WHICH IS SCANTY FOR SHORT THAT ONE. AND THEN NUMBER TWELVE WHICH IS THE FAA AP GRANT FOR THE DESIGN AND BUILDING OF THE RUNWAY REHAB THOSE ARE BOTH PROJECTS THAT NO LONGER REQUIRE A RESOLUTION AND COUNCIL APPROVAL TO ACCEPT THOSE GRANTS BECAUSE THEY'RE RELATIVELY SMALL IN NATURE IN ANY MATCH. THE AIRPORT HAS WAS PRE-APPROVED BY THE COUNCIL PASSING THE BUDGET. SO THAT'S A NEW PIECE OF THIS YEAR'S BUDGET ORDINANCE BY THE COUNTY. SO SAVES US A LITTLE BIT OF TIME.
SO IF THAT'S WHY THOSE CAME OFF AND I'LL HIT THE LAST ONE IF WE GET THROUGH THE REPORT SO WE'LL SEE IF THIS GOES. THE PICTURE UP HERE WAS TAKEN BY TAD SOME YOU GUYS KNOW TAD WHO WORKS WITH US ON THE MAINTENANCE CREW AT HILTON HEAD.
HE GOES OUT AND HE'S KIND OF AN AMATEUR PHOTOGRAPHER, A MOLE ALWAYS WORKING ON THE FIELD CATCHES THE SUNRISE AND EVERYTHING HE SAYS OF SOME GREAT PHOTOS EVERY FRIDAY MORNING HE'LL SEND US SOME SOME PHOTOS AND THEN IF WE'VE HAD SOME DIFFERENT TYPES OF AIRCRAFT COME INTO THE AIRPORT, HE'LL USUALLY QUIZ US. STEVE GETS THAT.
I GET IT AND A COUPLE OTHER GUYS GET IN. IT'S A LITTLE TRIVIA THING THAT HE PLAYS WITH US. HE'S NEVER HAD A GOOD PRICES YET BUT SOMETIMES WE'LL BE AERIAL VIEWS OF DIFFERENT AIRPORTS TO YOUR CITIES AND YOU HAVE TO PICK THEM, SAID CHICAGO ON THEIR THE SKYLINE. HE ACTUALLY HAD EVERETT FIELD WAY UP AND IN WASHINGTON ON THERE WHICH HAS GONE INTERESTING. THE ONLY REASON YOU PICKED THAT IS BECAUSE ALL THE 737 FLYING OUT THERE I'D NEVER BEEN THERE BUT I SAW THE SEVEN THREES.
THERE'S GOT TO BE EVERETT. HE ALSO COOKS A MEAN HAMBURGER ON TUESDAY NIGHT.
HE'S A HECK OF A COOK AND HE'S GOT A FEW JOKES AND MAGIC TRICKS.
SO IF YOU SEE THE GUY OUT THERE MOWING THE LAWN WITHIN YOU CAN'T SEE ME WITH HIS GOGGLES BECAUSE HE'S ALL WRAPPED LAST HAD STEERED CLEAR FAIR WARNING. ALL RIGHT.
LET'S SEE IF THIS ADVANCE OR WILL WORK. I DON'T KNOW.
[00:05:04]
I DON'T KNOW IF THIS IS GONNA WORK FOR MYSELF. YOU SHOULD BE ABLE TO SEE IT.DOES IT? I DON'T KNOW WHERE I'M SUPPOSED TO AIM THIS THING.
NO. ALL RIGHT. MAYBE IT WAS IN THE LOWER CORNER, LOWER LEFT TO SAY, BRIAN, WHILE WERE YOU ABLE TO HEAR THE MEETING, BRIAN?
>> NO, I DIDN'T. >> IT KIND OF YOU DID OR I DID SOMETHING.
I THINK I DID. OK, YOU GOT ME WHAT TIME WE GOT?
>> THIS IS MY NEW COMPANY CAR. THEY JUST CAME IN ON MONDAY. SO IF YOU SEE ME COMING DOWN HIGHWAY 170, GET OUT OF THE WAY BECAUSE I'LL TURN ON THAT BUMPER TURN AND BLOW YOU OUT OF THE WAY. BUT NEW TRUCK THAT LITERALLY JUST ARRIVED OVER THE WEEKEND CAME DOWN FROM OSHKOSH. A COUPLE MORE THINGS THAT NEED TO BEAT ATTITUDE THAT ARE KIND OF BACKWARDS DUE TO SUPPLY CHAIN ISSUES. BUT ONCE WE GET THOSE IN AND ONCE THE OSHKOSH CREW COMES DOWN TO TRAIN OUR OUR GUYS, THEN WE'LL GET READY TO PUT THAT IN THE SERVICE. SO I HAVE TWO FIFTEEN HUNDRED GALLON TRUCKS.
THAT THING IS INCREDIBLE. YOU SIT IN IT AND IT'S LIKE BEING IN A GLASS COCKPIT.
I MEAN IT'S YOU CAN SEE EVERYTHING OUT THERE. EVERYTHING'S EASIER TO OPERATE . SO WE'RE SUPER GLAD TO HAVE THAT BRAND NEW AND OH BY THE WAY, 100 PERCENT FUNDED BY THE FAA DIDN'T COST US A NICKEL TO GET THAT TRUCK.
SO BUT A SEVEN HUNDRED THOUSAND DOLLAR TRUCK. >> JOE, WHAT DO WE DO WITH THE OLD ONES? WE. SO THOSE WE TRADE THEM IN.
WE KEEP THEM. WE NEED THEM. IT HELPS US MEET OUR INDEX
REQUIREMENTS SO WE'LL KEEP THOSE SORT OF MOVING. >> MY QUESTION PICKUP TRUCK TYPE VEHICLES THEN. YES, AND WE'RE NOT TOTALLY SURE IF WE'RE GOING TO KEEP THAT AS A AS OUR VEHICLE WILL TRANSITION THAT INTO ANOTHER ONE.
WE DON'T TECHNICALLY NEED IT ISN'T OUR VEHICLE EXCEPT FOR A BACKUP NOW THAT WE'VE GOT TO 15 GALLON TRUCKS BECAUSE THEY WANTED TO GO DOWN AS WE HAVE ONE WE'RE GOOD.
SO WE'RE WE HAVE ONE AND A BACKUP RIGHT NOW SO WE'RE IN GOOD SHAPE.
SO WE HAVEN'T TOTALLY MADE THAT DECISION BUT THAT ONE ACTUALLY HAS FAIRLY LOW OPERATING TIME ON THE SMALL TRUCK YEAR WISE IS KIND OF OLD BUT SO WE MAY KEEP THAT AROUND.
SO ANYWAY, ANOTHER PICTURE HERE DIFFERENT ANGLE WE CAN SEE WE'VE GOT THE NEW LOGO ON THERE AND EVERYTHING BUT VERY SLEEK BIG CAB OFF THE THREE FOUR SEATS AND THEY'RE OFFERING IT.
OH THERE THERE'S THREE THAT THERE'S TWO SECONDARY SEATS. >> YEAH.
YES WE'VE FED A BUNCH PEOPLE IN THERE. PLUS IT'S GOT A NICE HATCH UP TO THE TO THE ROOF TO THAT TURRET. REALLY EASY TO GET AROUND IN EVEN IN THE ENGINE COMPARTMENT IN THE BACK. IT'S GOT A BIG OPEN DOOR SO YOU CAN ACTUALLY CRAWL INTO THE ENGINE COMPARTMENT TO DO WORK INSTEAD OF HAVING TO BE ALL SMASHED UP INSIDE PLACES SO A REALLY NICE ELECTRIC OR REQUIRE ANY CREW TRAINING.
HAS BEEN DONE OR IT DOES. >> WE HAD TWO OF OUR OFF OUR OFFICERS GO TO OSHKOSH ABOUT TWO WEEKS AGO AND DO THE FINAL INSPECTION BEFORE IT CAME OFF. OUT OF THE THE FACILITY AND SO THEY KIND OF DID THE THE SIGN FROM OUR STANDPOINT FOR ACCEPTANCE AND THEN GOT SHIPPED DOWN HERE AND THEN THE THE TRAINERS FROM OSHKOSH WILL BE DOWN SO THEY CAN TRAIN ALL OF OUR PERSONNEL ON THAT TRUCK AND ONCE THAT TRAINING IS DONE AND THERE'S ONE CONTROL PANEL THAT NEEDS IN A DISPLAY PANEL ONCE THAT'S INSTALLED THEN WE'RE READY TO PUT THE SERVICE . ALL RIGHT. SO THAT'S THE TRUCK.
LET'S SEE WE'LL TALK ABOUT NOW WE'LL TALK ABOUT THE TURMOIL. BUT LET ME GO BACK WE'LL JUST LET YOU FOCUS ON THE TRUCK AND THEN WE'LL WE'LL TALK ABOUT AIR W FIRST.
WE TALKED A LITTLE BIT ABOUT HOURS CHANGING OUT THERE, CHRIS AND I THOUGHT TRAIN I THOUGHT YOU WERE LOOKING AT THE HOURS OUT OF AIR W ON THE WEEKENDS AT LEAST DURING THE SUMMER TIME HAS BEEN PRETTY SLOW. IT USUALLY DOES. YOU REMEMBER FROM SEEING THE NUMBERS ON THE REPORTS THAT OPERATIONS AND FUEL SALES TYPICALLY DO DECLINE IN THE SUMMERTIME BECAUSE OF THE HEAT . WE THINK THAT THERE MAY BE A KIND OF A DOUBLE WHAMMY EFFECT THIS YEAR WITH THE FUEL PRICES JUST FROM INFLATION.
SO WE'RE TRACKING THAT. BUT IN THE MEANTIME WE'RE LOOKING AT ADJUSTING HOURS OUT THERE. WE MIGHT ONLY BE OPEN HALF A DAY ON SATURDAY AND SUNDAY.
A COUPLE REASONS FOR THAT. NUMBER ONE, WE WE DON'T KNOW THAT IT'S AN EFFECTIVE USE OF OF OUR STAFF TIME TO BE SITTING THERE AND IT KIND OF I DON'T WANT TO LOSE STAFF BY HAVING THEM SIT THERE AND WAIT FOR SOMEBODY TO LAND BECAUSE THAT GETS FOLKS BORED AND FRANKLY WASTE THEIR TIME AND I'M NOT INTO THAT. SO WE'RE PROBABLY GONNA BE DOWN HALF DAYS ON WEEKENDS WE'LL FIGURE OUT WHAT THOSE ACTUAL HOURS ARE.
BUT THEN AS THE SEASON PICKS UP AND CHRIS REMINDED ME THAT ONCE THE SESSION REOPENS THE GOLF COURSE THEN WE GET MORE TRAFFIC AND TYPICALLY A LOT MORE TURBO PROP AND SMALL JETS THAT MAY
[00:10:05]
COME IN AND THEN WE'LL LOOK AT MAYBE ADJUSTING THINGS. BUT WE'RE TRYING TO MAKE THE RIGHT DECISIONS BASED ON STAFFING AND THE REQUIREMENT FOR BEING OPERATIONAL OUT THERE. THERE'S ALWAYS GOING TO BE THE SELF SURVIVED GAS SO THERE'S FLIGHT TRAINING GOING ON OR SOMETHING LIKE THAT. YOU CAN ALWAYS GET AB GAS AND THEN OF COURSE IF ANYBODY WANTS A CALL OUT FOR JET FUEL THAT YOU CAN STILL DO THE AFTER HOURS CALL OUT. SO THAT'LL BENEFIT OUR EMPLOYEES AS WELL.SO THAT'S THE HOURS TO STAY TUNED ON THAT. THE EXTERIOR PROJECT RENOVATIONS OF THE TERMINAL, THEY'RE ONGOING RIGHT NOW. SO IF YOU'RE OUT BY THE AIRPORT YOU'LL SEE THAT THE TERMINAL IS BEING PAINTED ON THE OUTSIDE. THE ALL THE HANDRAILS THAT GO UP THE WALKWAYS ARE BEING REDONE, ALL THE POSTS AND EVERYTHING HAVE BEEN REMOVED.
THE NEW ONES ARE BEING INSTALLED. SO ALL THAT SKIN FINISHED UP.
WE'LL FOLLOW THAT UP WITH SOME LANDSCAPING. WE'LL HAVE NEW SIGNAGE OUT THERE. WE'VE NEVER REALLY HAD A MONUMENT SIGN ON THE ROAD.
SO THAT'S PART OF THIS PROJECT . WE'LL DESIGN AND GET PERMITTED A MONUMENT SIGN TO TO BE OUT THERE ON THE ROAD. SO THAT'S BEING FUNDED WITH OUR H TAX GRANT WHICH IS HOSPITALITY TAX AS WELL AS WE'VE APPLIED FOR A MATCH FROM SOUTH CAROLINA AERONAUTICS WHICH WE HAD LAST YEAR FOR THE INTERIOR AND WE ENDED UP BEING ABLE TO FUND THAT ENTIRE PROJECT THROUGH GRANTS. SO WE ANTICIPATE DOING THE SAME THING WITH THE EXTERIOR. SO ANY QUESTIONS ON LW THERE IS AN E-MAIL I THINK THAT JIM SENT
OUT. >> JEANETTE ADKINS THE THE HEAD FOR SOME CAROLINA AVIATION POSSIBLY COMING DOWN TO DO A DISCUSSION. I DON'T KNOW IF YOU I JUST SAW IT LITERALLY THIS MORNING POSSIBLY SO I DON'T KNOW IF YOU'RE AWARE THEY WERE LOOKING AT DATES AND WE'LL HAVE DATES NOW THAT JIM GOES DOWN TO TALK TO DAVE DOESN'T ABOUT BASIC OVERALL WHAT'S GOING ON WITH AVIATION IF HE'S TALKING TO JIM? JIM'S NOT TALKING TO ME. OK. I'LL FLY OVER FROM GAZA.
AND JUST IN CASE ANYBODY'S INTERESTED AND KNOWS THIS BUT THE EXECUTIVE DIRECTOR OF SOUTH
CAROLINA AERONAUTICS IS FINISHING UP THERE 10 YEAH. >> I GUESS ABOUT 10 YEARS I THINK HE TOOK OVER. HE ACTUALLY TOOK OVER JUST AFTER I CAME ON BOARD.
SO HE'S MAYBE NINE ISH YEARS BUT WHEN DO YOU KNOW WHEN HIS LAST DAY IS? I CAN'T CALL NOW THEY'RE DOING IS LAUNCH IN TOMORROW IN SEPTEMBER OR OCTOBER BUT HE'S
GOING TO BE ON HAND FOR US. >> SO JAMES IS LEAVING. >> SO THERE'LL BE A NEW EXECUTIVE DIRECTOR AT AERONAUTICS. AND JAMES IS GOING TO GREENVILLE DOWNTOWN SO HE'LL STILL BE WORKING WITHIN THE STATE SYSTEM AND STILL CONTRIBUTING. BUT JAMES BEN, FANTASTIC AERONAUTICS.
SO IF BY CHANCE YOU KNOW JAMES BUMP INTO JAMES, THANK HIM FOR WHAT HE'S DONE OVER THESE LAST NINE YEARS. HE'S BEEN FANTASTIC AND HE'S REALLY HELPED US WITH A LOT OF OUR OUR GRANTS AS WELL. SO GARY STILL THERE WHICH IS GOOD BECAUSE GARY IS PHENOMENAL TOO. AND HE'S KIND PROGRAM MANAGER AND HE'LL BE THE ONE WHO WE INTERFACE WITH ON GRANT'S. SO THAT IS THAT I THINK THAT'S IT FOR AIR WS.
WE'LL GET ON THE TILTON HEAD PART 139 INSPECTION WAS CONDUCTED LAST WEEK AT THE BEGINNING OF THE WEEK. SO WE'RE STILL WAITING ON THE WRITTEN REPORT FROM THAT.
THERE IS ALWAYS SOME HIGHS AND SOME LOWS FROM THOSE WE'VE HAD AS ANOTHER BRAND NEW INSPECTOR FOR US. THIS ONE'S GOT AN ART BACKGROUND SO PRETTY INTENSE RF INSPECTION AND TRAINING RECORDS INSPECTION BUT SHE HAS SOME GREAT SUGGESTIONS FOR US ON OUR TRANSITION FROM OUR OLD TRADITIONAL PAPER TRACKING SYSTEM TO THE COMPUTER BASED SYSTEM WHICH WE HAVE IN PLACE. BUT WE'RE KIND OF TRAINING THE RF GUYS TO TRANSITION TO THAT.
SO COME NEXT YEAR WE'LL HAVE EVERYTHING 100 PERCENT ELECTRONIC WHICH IS IT HAS THE ADDED BENEFIT OF IF THE RF INSPECTOR WANTS TO INSPECT RECORDS, MAKE A REQUEST AND OR WE JUST GET MORE ACCESS TO OUR SYSTEM AND THEY CAN REVIEW RECORDS SO COULD SAVE SOME TIME ON THE ACTUAL FIELD INSPECTION WHICH WOULD BE GOOD AIRFIELDS IN GOOD SHAPE.
SO THAT'S GOOD. I DON'T THINK WE HAVE ANYTHING MAJOR ON THE AIRFIELD.
USUAL EROSION ISSUES THAT YOU HAVE FROM SUMMERTIME RAINSTORMS THAT YOU KEEP UP WITH FROM FROM DAY TO DAY BUT WE ALWAYS FIGHT. SO NOTHING MAJOR. THAT WAS GOOD.
WE DID. YOU MIGHT HAVE SEEN THAT IN THE NEWS THAT WE RECEIVED A BIO GRANT THAT BYPASS INFRASTRUCTURE LAW HAD NO IDEA THAT WE'D RECEIVED THAT WE APPLIED FOR IT BECAUSE THERE'S GREAT OPPORTUNITY BUT THAT'S FOR THE TOWER AND IT WAS A COMPETITIVE GRANT PROGRAM. THERE WAS 20 MILLION DOLLARS AVAILABLE NATIONWIDE AND WE GOT TWO HUNDRED SEVENTY FIVE THOUSAND. SO THAT'S WHEN WE APPLIED FOR AND THAT'LL BE WE'LL UPDATE OUR ADAS IN THE TOWER AND WE'LL UPDATE ALL THE OLD COMMUNICATION GEAR. IF YOU'VE BEEN IN THE TOWER YOU CAN SEE THAT WE'VE GOT OLD
[00:15:04]
PUNCH BUTTON COMMUNICATION DEVICES WHICH ARE TROUBLESOME. THEY USUALLY WORK BUT OBVIOUSLY THE MORE YOU PUNCH A MECHANICAL BUTTON AND YOU PUNCH SAME ONES OVER AND OVER BECAUSE OF THE SAME FREQUENCIES THAT WE'RE OUT. SO THERE'S GOING TO BE A NEW TOUCHSCREEN CONTROL PANEL THAT WILL HAVE. SO WE'LL UPGRADE THAT EQUIPMENT WHICH WOULD BE GREAT FOR THE CONTROLLERS, MAKE LIFE A LITTLE BIT BETTER FOR THEM OUT THERE AND WE'LL WE'LL DO SOME OTHER UPGRADES, LITTLE THINGS LIKE THE CONSOLE THEY WORK ON NEEDS TO BE UPDATED. THE CARPET IN THE CAB HASN'T BEEN UPDATED.OTHER THINGS LIKE THE THE HATCH IT GOES UP TO THE ROOF HAS HAS LEAKED SO THAT NEEDS TO BE REPLACED BUT BASIC THINGS THAT WE NEED TO GET TO NOW WE CAN TAKE CARE OF WHAT THAT GRANT.
SO WHAT ABOUT THE INSTALLATION OF RADAR THE TOWERS THAT CONVERSATION HAD OR NOT WITH
THIS GRANT BECAUSE THAT'S A COUPLE OF MILLION DOLLAR DEAL. >> YOU EVEN GET A FEED IN THE CAN'T FEED. WE'RE WORKING ON THAT. THAT WILL PROBABLY WON'T HAVE ANYTHING TO DO WITH THIS GRANT. WELL, WE'VE BEEN COORDINATE WITH THE AIR STATION OVER THE LAST FEW MONTHS TO FIGURE OUT HOW THAT MIGHT HAPPEN. BUT IT'S AN INCREDIBLY SLOW PROCESS TO EVEN GET PEOPLE TO ANSWER PHONE CALLS AND EMAILS ABOUT THAT.
SO WE'RE WE'RE STILL WORKING ON THAT. BUT ON THAT FEED, IF YOU THOUGHT IT WOULD COME FROM THE AIR STATION SAVANNAH. YES.
YEAH. I DON'T KNOW THAT SAVANNAH HADN'T REALLY INDICATED ANY INTEREST TO OUR TOWER PERSONNEL BUT THE AIR STATION HAS AND THEY'RE ACTIVELY WORKING ON IT.
SO I THINK THAT'S OUR BEST CHANCE WORK BEFORE YOU GOT GUYS OR GIRLS IN THEIR MORNING IF THEY COULD GET IT WITH INCREASED TRAFFIC SPOKE WELL FROM A SAFETY STANDPOINT AND IT MAKES A LOT OF SENSE IN THE PAST IT WAS FINE WHEN IT WAS MOSTLY KNOW TURBO PROPS ON THE COMMERCIAL SIDE AND THEN A LOT FEWER JETS OPERATING IN AND OUT OF HILTON HEAD.
BUT NOW YOU KNOW, IF YOU IF YOU LOOK IN THE SKY IT DOESN'T LOOK TO BE VERY BUSY.
BUT IF YOU JUMP ON FLIGHT WEAR OR ADP OR SOMETHING LIKE THAT, YOU SEE HOW INCREDIBLY BUSY IT IS UP THERE AND IT WOULD BE REALLY NICE IF OUR CONTROLLERS COULD SEE WHAT'S GOING ON BEFORE THEY VISUALLY SEE IT. BUT THAT'S LITERALLY WHAT THEY RELY ON NOW AS BINOCULARS AND AND A VOICE CALL SAYING HEY YOU, THIS IS ME. YOU'VE GOT A YOU KNOW, SUCH AND SUCH COMING FROM THE NORTHWEST LOOK OUT FORM AN OUR GUYS CAN'T PICK THEM UP UNTIL THEY CAN PHYSICALLY SEE THE AIRCRAFT. SO IT'S TOUGH BECAUSE IT MEANS SAVANNAH AND BEAUFORT HAVE TO HANG ON TO THAT AIRCRAFT LONGER UNDER CONTROL BEFORE THEY CAN PASS IT OFF.
IF WE CAN SEE THEM IF OUR FOLKS COULD SEE HIM THEN THAT PASS OFF HANDOFF TAKES PLACE EARLIER WHICH MEANS IN THIS CASE BEAUFORT CAN TURN ITS ATTENTION BACK TO THE F THIRTY.
AND WE'D LIKE I'M PAYING ATTENTION TO 30 FLIGHTS. SO WE'LL WORK ON THAT AND WE'LL PROBABLY NEED YOUR HELP ON THAT WITH SOME WATER SO WE'LL BE IN TOUCH, OK? HOW TO USE GAS DO YOU GRANT? WE'LL TALK ABOUT THAT. WE'VE APPLIED FOR THE SKIES TO GRANT THREE TIMES AND WE GOT IT THIS YEAR WHICH IS GREAT. SO THAT'LL BE THERE'S A 250000 DOLLAR GRANT AND THEN IT'S GOING TO BE MATCHED BY COMMUNITY PARTNERS SO THAT WE'RE STILL ADDITIONAL MATCH MONEY ON THAT BUT WE'RE HOPING TO BOOST THAT UP TO 350 TO FOUR HUNDRED THOUSAND DOLLARS AND THAT'S MARKETING MONEY AS MARKETING PROMOTION MONEY THAT WE USE IN THOSE OUTBOUND MARKETS. I THINK WE MIGHT HAVE TO REVIEW THE APPLICATION. WE MIGHT HAVE A SMALL LOCAL COMPONENT TO IT BECAUSE OF OUR REBRANDING. SO I THINK WE'LL BE ABLE TO USE SOME ON SOME LOCAL WORK AS WELL BUT IT'LL BE PRIMARILY FOR THAT INBOUND CROWD COMING FROM THOSE CITIES LIKE D.C., NEW YORK, BOSTON CARGO, DALLAS, FORT WORTH, YOU KNOW, PLACES LIKE THAT WHERE ADVERTISING IS NOT INEXPENSIVE. SO EVERY DIME IS GOING TO HELP ON THAT.
THEY USE THAT MONEY. JOHN IS BEING DICTATED BY THE AIRPORT BY YOU, NOT ANOTHER VENDOR OR NOT. IT DOESN'T GO TO ANOTHER ORGANIZATION AND WILL BE USED BY YOU FOR AIRPORT PROMOTION. KNOW IT'S USED AS AIRPORT AND DESTINATION PROMOTION BECAUSE THE PARTNERS ARE COMMUNITY PARTNERS. SO IT'S ARE THE RESORT PARTNERS IN THAT AND ALL THAT WORKS IN THROUGH WE COORDINATE WITH THE CHAMBER.
WE RUN IT WHERE THE ADMINISTERS ADMINISTRATORS OF THAT GRANT THAT LOCALLY BUT WE WILL USE THEIR THEIR FUNDING POWER AND SOME OF THEIR CAMPAIGNS PROBABLY TO KIND OF USE THEIR LEVERAGE AND USE THAT THAT BRAND OF KIND OF LEVERAGE THEIR BRAND TO HELP THE AIRPORT AND THE ISLAND AT THE SAME TIME. SO THERE'LL BE SOME COOPERATIVE EFFORTS IN THAT.
SO THAT WAS GOOD NEWS . THAT'S ASKANCE YOU GRANT AND THEN THE LAST AND PROBABLY MOST EXCITING IS THE TERMINAL PROJECT AND WE DIDN'T TALK ABOUT IT IN JUNE.
WE HAD AT THAT POINT WE HAD NOT QUITE GOTTEN THE BIDS IN. WE DID RECEIVE THE BIDS ON JUNE THE TWENTY THIRD AND WE'VE BEEN EVALUATING A BUNCH OF DIFFERENT ITEMS WITH THE BIDS AS YOU MIGHT IMAGINE IF YOU BUY GAS OR IF YOU EAT ANYTHING OR IF YOU CONSUME ANYTHING, YOU KNOW THAT
[00:20:04]
IT'S GOT A LITTLE BIT MORE EXPENSIVE THESE DAYS TO DO ANYTHING.THOSE BIDS CAME IN PRETTY HIGH ABOUT 35 40 PERCENT HIGHER THAN WHAT WE WOULD HAVE LIKED TO SEE AND FRANKLY WHAT THE LATEST ESTIMATES SHOW. SO LONG STORY SHORT, WE'VE BEEN WORK BASICALLY THE WHOLE SUMMER TO FIGURE OUT DIFFERENT STRATEGIES ON HOW WE CAN EXECUTE THAT PROJECT AND HAVE THAT FUNDING IN PLACE BECAUSE YOU'VE GOT TO HAVE ALL THE FUNDING IN PLACE IN ORDER TO EXECUTE A CONTRACT. SO AFTER A LOT OF TIME WORKING ON THAT AND MANY, MANY DIFFERENT PROPOSALS AND DISCUSSIONS AND HOW IT MAY WORK WELL WE CAME UP WITH LITERALLY JUST YESTERDAY MORNING IS THAT WE'RE GOING TO PHASE THE PROJECT BECAUSE WE HAVE ENOUGH FUNDS IN HAND BASED ON THE GRANTS AND I'LL REVIEW THOSE FOR YOU. WE'VE GOT A TOTAL FROM THE FAA OF TWENTY ONE POINT SIX MILLION. WE'VE GOT 12 MILLION FROM THE STATE OF SOUTH CAROLINA AS YOU REMEMBER. AND THEN WE'VE GOT ABOUT 2 MILLION THROUGH THE AIRPORT SLASH ARPA. SO THAT'S A TOTAL OF THIRTY FIVE POINT SIX MILLION.
NOW IN MOST GAMES THAT WOULD BE PRETTY GOOD AND WE'D BE RIGHT EXECUTE THE PROJECT.
BUT LIKE I SAID, ENTER INFLATION AND NOW WE'VE GOT A LITTLE BIT MORE HALF OF WHAT WE NEED. SO WHAT WE'RE GONNA DO IS GOING TO PHASE OUT PROJECT AND WE'RE GOING TO PHASE IT SUCH THAT THE INITIAL PHASE THAT WE CONSTRUCT WILL BE COMPLETELY FUNDED WITH THE MONEY WE'VE GOT NOW AND THAT BUYS US SOME TIME BECAUSE THAT'LL BE A YEAR AND A HALF TO TWO YEARS WORTH OF CONSTRUCTION FOR THAT FIRST PHASE WHILE THAT'S GOING ON.
WE'LL LINE UP THE REMAINDER OF THE FUNDING AND OR BONDING FINANCING IF WE HAVE TO FOR THE FOLLOW ON PHASES. THE OBVIOUS GOAL IS TO ACCOMPLISH THE ENTIRE PROGRAM BECAUSE IT HAS TO BE ACCOMPLISHED. BUT THAT FIRST PHASE IS IS ONE THAT WE CAN GET STARTED. SO WHAT WE HAVE TO DO LEGALLY IN ORDER TO MAKE THAT HAPPEN IS WE'RE GOING TO REBID IT WITH JUST THAT FIRST PHASE. SO THAT'S REALLY THE ONLY WAY YOU CAN DO. WE MET WITH LEGAL AND MET WITH PROCUREMENT REVIEW THE STATE LAW REVIEWED LOCAL CODES AND THAT'S HOW WE NEED TO DO IT. SO THAT'S WHAT'S GOING TO HAPPEN AND WITHIN THE NEXT PROBABLY A WEEK TO TWO WEEKS I'LL HAVE A A PLAN WITH MILESTONES AND COSTS PROJECTED COST AND WHAT THAT LOOKS LIKE TO LAY OUT THAT NEXT BID PHASE.
SO WE DO PARTICULARLY SUGGESTING THAT THE BIDS CAME IN IN EXCESS OF 65 MILLION.
>> SO THE LOWER BID WAS AROUND SIXTY SIX AND CHANGE AND I HAVE THE EXACT FIGURE BUT THEY WERE YES THEY WERE MID 60S AND THAT'S THAT'S FOR THE CONSTRUCTION.
SO IT WAS MUCH MORE THAN WE ANTICIPATED. SO I WANT TO SHOW YOU THESE JUST TO KIND OF POINT OUT KIND OF WHAT'S GOING TO BE BUILT. I DON'T KNOW.
CAN YOU DRAG BRIAN'S DIALOG BOX OVER TO THE OTHER SIDE? WE'LL DO THAT OR YOU CAN MINIMIZE DON'T WORRY, BRIAN, WE DON'T MINIMIZE THE NIGHT GRAB THAT GRAB THE BLACK BAR ON THE
TOP RIGHT THERE. >> THERE YOU DRAG HIM ACROSS THIS.
>> DESCRIBE THE BLACK BOX ON THE RIGHT. THE VERY UPPER PART IS LET'S
LEAVE IT RIGHT THERE. >> THAT'S OKAY. ON YOUR NOW YOU MAY HAVE TO
JUMP ON THE BACK ON BRIAN'S THING OR SOMETHING. >> SHERRY, MY BETTER LATER MY SUIT RAISED. YES, REALLY? AND MY MUCH BETTER I HAVE I SAW SOMETHING TO TAKE A SHARE AT YOUR IMPROVEMENTS. I WAS ONE OF THE 60.
THIS IS OUR DECISION. AGAIN, I SAW OUR MULTIPLE SCREENS IS KIND OF HARD TO MOVE
[00:25:08]
THOSE THINGS AROUND A POINTER HERE BUT I DON'T KNOW THAT IT WORKS ON THESE SCREENS SO IF YOU LOOK AT THE SCREENS HOPEFULLY I CAN SEE THOSE PRETTY CLEARLY.>> IF YOU MOVE OVER SEE THE BLUE CAR KIND OF ON THE END IF YOU COME RIGHT UP TO THE ROOFLINE ABOVE THAT BLUE CAR AND THEN LOOK ALL THE WAY OUT TOWARDS THE RIGHT, THAT'S THE FIRST PHASE, OK? SO THAT PORTION OF THE BILL AND I'LL SHOW YOU SOME MORE BUT THAT FORCE IN THE BUILDING IS WHAT WILL BE CONSIDERED THE FIRST PHASE.
THAT'S ALL THE THE FULLY NEW CONSTRUCTION AND THAT WOULD ALSO INCLUDE THE THE LANES IN FRONT OF THE TERMINAL. SO THE NEW DROP OFF LANES WOULD BE INCLUDED IN THEIR AND THEN HERE IF YOU LOOK KIND OF TOWARDS THE TOP THERE'S A BEST WAY TO DESCRIBE BUT THERE IS A TOWARDS THE END OF THE DROPOFF ROUTE ROOF THAT YOU CAN SEE THAT ROOFLINE IF YOU COME UP FROM THAT THERE'S A PEAK ON THE LAST LARGE PEAK THERE ABOUT FROM THERE ALL THE WAY DOWN IS THE PHASE THAT WE'RE GOING TO WORK ON. THAT'S NEW CONSTRUCTION AND OBVIOUSLY THERE'S A LOT OF RENOVATION IN THAT THAT'LL HAPPEN WITH THE OLD BUILDING NOW. BUT ALL THAT IS TO THE TO THE SOUTH TO THE TOP OF THE PAGE IS NEW CONSTRUCTION. THAT'S ALL THE BOARDING GATES, A SECURITY CHECKPOINT.
I DON'T KNOW IF ALL A TICKETING IS IN THERE BUT I THINK THE NEW AIRLINE OFFICES ARE IN THERE AS WELL. THAT'S WE'RE LOOKING AT FOR THE FIRST PHASE AND INCLUDING THE THE FOUR LANES IN FRONT. THAT'S KIND OF WHAT IT LOOKS LIKE GRAPHICALLY WHERE THE ARCHITECTS PUT THIS TOGETHER FOR THE BRIEFING WE DID THE LAST COUPLE OF DAYS.
THAT'S WHAT THAT FIRST PHASE IS GOING TO LOOK LIKE INCLUDING ALL THE COLORED AREAS WILL BE THE BLUE KIND OF THE ORANGE ISH RED AND THAT GREEN WILL BE INCLUDED.
>> YEAH. SO THAT'S THAT'S KIND OF WHAT IT LOOKS LIKE.
SO THAT'S ME WITH MY CROWN. LET ME HAVE ANYTHING SHARP SO THAT THAT'S ABOUT WHAT THE FIRST PHASE LOOKS LIKE AND WE CAN ACCOMPLISH THAT WITH LIKE I SAID WITH THE FUNDING WE HAVE
NOW WITHOUT NEEDING FINANCING. >> SO WE'RE GONNA GET UNDERWAY WITH THAT WE'LL BID THIS GET UNDER WAY AND THEN THAT GIVES US SOME TIME TO BE TO BE WORKING ON FUNDING FOR THE REST OF THE PROGRAM. NOW WE DO NEED TO DO, YOU KNOW, COMPLETE THE FULL PROGRAM BECAUSE WE'VE GOT PERMITTING IN PLACE FOR THE FULL PROGRAM AND THEN THE PURPOSE AND NEED FOR
THE PROJECT INCLUDES THAT FULL PROGRAM. >> JOHN BERMAN, IT'S SIMILAR TO OTHER PERMITS WHEREAS AS LONG AS YOU'RE CONTINUING WORK THE PERMIT DOESN'T EXPIRE UNTIL WORK ACTUALLY STOPS. SO YOU STILL HAVE TIME AFTER THAT.
IS THAT IS THAT CORRECT? I BELIEVE THAT'S THE WAY HILTON HEAD WORKS.
I THINK THEY TYPICALLY HAVE A COMMENCE DATE. YOU KNOW, IF IT SITS WITHOUT YOU EXECUTING THE PERMIT FOR LIKE A YEAR IT EXPIRES. BUT EVEN SO, I'VE EXTENDED TOWN PERMITS MANY TIMES SO YOU KNOW, WE'LL BE ABLE. I'M NOT WORRIED BY THE PERMITS AND WE SPOKE WITH THE FAA. THERE'S NO ISSUES WITH FAA FUNDS AS WELL AS FAR AS EXECUTING IT THIS WAY. SO WE'RE IN GOOD SHAPE LEGALLY PROCUREMENT WISE GRANT WISE, PERMIT WISE AND IT GIVES US A NICE IT'LL GIVE US A GOOD CLEAR SCOPE OF WORK THAT WE CAN ACCOMPLISH. YOU HAVE TO REBID THE JOB, JOHN, BECAUSE YOU'RE ONLY DOING A PARTIAL BASED ON THE FULL BIDS. SO DOES IT HAVE TO BE REBID IN STAGES? YES. COULD YOU DESCRIBE THAT PROCESS AND THE LENGTH OF TIME? BUT THAT'S WHY I JUST SAID WE'RE AFTER MEETING WITH PROCUREMENT AND LEGAL YOU CAN'T TAKE THE FULL PROGRAM AND BREAK IT UP INTO PIECES.
YOU'VE GOT TO BE ABLE IN ORDER TO AWARD A CONTRACT YOU HAVE TO HAVE THAT FULL AMOUNT FUNDED.
RIGHT. SO YOU HAVE TO REBID. >> CORRECT.
WELL, THAT'S WHAT WE'RE DOING NOW. THE TIMELINE WE'RE LOOKING FOR ON THE REBID PROCESS AND THAT'S WHAT I SAY WE'LL KNOW THAT BY THE END OF NEXT WEEK WE'LL HAVE THAT CLEAR SCHEDULE WHAT THE MILESTONES AND WHAT THAT REBID PROCESS LOOKS LIKE.
IT SHOULDN'T BE THAT LONG, YOU KNOW, BECAUSE OF PRESUMED BUBBLY.
THE FOLKS WHO BID THIS THE FIRST TIME WE'LL LOOK AT IT A SECOND TIME.
SO WE'RE GOING TO DO AND THEN THERE'LL BE FAMILIAR WITH WHAT WHAT THEY'RE LOOKING AT.
SOME OF IT MAY BE REPACKAGE A LITTLE BIT AND WITHOUT COORDINATING COMPLETELY WITH
PROCUREMENT. >> THE SHORTEST AMOUNT OF TIME THEY'VE RECOMMENDED TO REBID THIS IS A 30 DAY PROCESS WHICH IS PROBABLY WHAT WE'LL GO FOR THAT SHOULD BE MORE THAN ENOUGH TO REBID. SO WE'LL TAKE SOME TIME TO GET THE DOCUMENTS TOGETHER.
IT'S GOING TO COST US A LITTLE BIT OF MONEY TO PUT THOSE DOCUMENTS TOGETHER BUT IT'S BY FAR AND AWAY THE MORE PRUDENT CHOICE RATHER THAN RISK A A PROTEST ON A ON A BID.
SO IF WE LOOK FARTHER DOWN THE TRACK WHEN WE GO TO PHASE 2 SECOND STEP THAT PROCESS WILL GO THROUGH A REBUILDING PROCESS AT THAT TIME. CORRECT.
IS IT CONCEIVABLE THEY WIND UP WE WIND UP WITH TWO DIFFERENT CONTRACTS PHASE ONE CONTRACT TO TAKE SHARE THAT REBID PROCESS BRINGS US A SECOND CONTRACT OR POSSIBLY IT IS POSSIBLE.
[00:30:01]
ALL RIGHT. MORE QUESTIONS ON THAT. THAT'S KIND OF THE BIGGEST ITEM THAT WE NEED TO TALK ABOUT SPEND TIME ON TODAY. I WANT YOU GUYS TO BE CLEAR ON THAT AND I'LL WORK WITH THE PUBLIC INFORMATION OFFICER TO TO MAKE SURE THAT, YOU KNOW, ANYBODY IS ASKING QUESTIONS ABOUT THIS, UNDERSTAND EXACTLY WHAT'S GOING ON.THERE'S NO NO SECRET AS TO WHAT'S HAPPENING. IT'S PURELY INFLATION.
IS THERE CONFIDENCE THAT THE FUNDING IN HAND WOULD BE ADEQUATE OR PHASE 1? YES. PHASE 1 WILL BE SIZED SUCH THAT THAT BUDGET WORKS.
>> IF YOU DO PHASE WHAT WE'RE TALKING ABOUT BECOMES AVAILABLE.
>> YOU WOULD HAVE A PHASE 2 OUT FOR THAT. YOU COULD DO THAT AS A CHANGE OR CONTRACT. I DID THAT. I LOOK WITH PROCUREMENT BECAUSE I GUESS THERE MAY BE A POSSIBILITY OF LOOKING A BIT ALTERNATE FOR SOMETHING BUT I'M NOT ENTIRELY SURE BECAUSE IF WE HAD A BIT ALTERNATES IN THERE THAT COST MORE THAN WHAT WE HAVE, I'M NOT SURE THAT WE CAN LEGALLY DO THAT, YOU KNOW SAYING I DON'T KNOW THAT WE CAN I GUESS WE CAN BID INTO THAT. SO IT'S. SO YOU KNOW YOU DON'T GO TO YES IT IS POSSIBLE WE MEAN WE MAY HAVE IT SET UP THAT WAY. TRY MAYBE MORE COST EFFECTIVE FOR THE CARRIER BECAUSE YOU BRING A NEW CONTRACT AND LOCALIZATION WE'RE REFERRING TO. YEAH, IT'S DEFINITELY PREFERABLE TO STAY WITH THE SAME TEAM CONTRACT. SO WE'LL SEE HOW THAT THAT BUT WE'LL CHECK INTO THAT.
I THINK THAT'S A GOOD EYE AND WE'LL LOOK AT ANYBODY ELSE. ALL RIGHT.
THAT'S THE BIGGEST NEWS OF THE DAY. I THINK THAT'S ALL THE SLIDES I SAW THE SLIDES I HAVE. SO ANY OTHER QUESTIONS ON THAT OR ANYTHING ELSE I BRIEFED YOU SAID JOHN THERE YOU NEED TO DO THE ENTIRE PROJECT IS PHASE 1 DOES LEAVE YOU WITH A FUNCTIONALITY YOU NEED FOR A PERIOD OF TIME. YOU'RE ON A IF ANY YOU'RE FUNDS FOR PHASE 2. YEAH REALLY GOOD QUESTION. WHAT IAN ASKED THERE THAT IT WILL GIVE US THAT FUNCTIONALITY SO WE WILL STILL BE OPERATING WITH THE OLD BAGGAGE SYSTEM AND THINGS LIKE THAT BUT WE'LL HAVE A BRAND NEW SECURITY CHECKPOINT IN THE BRAND BOARDING GATE AREAS WHICH ARE TWO OF THE PROBABLY MOST IMPORTANT ASPECTS OF WHAT THIS NEW BUILDING PROVIDES AND WE'LL BE ABLE TO USE A NEW APRON THAT WAS ALSO 100 PERCENT FAA FUNDED TO MIDDLE BEETLE ALLOW US TO MOVE THE AIRCRAFT OVER TO THE SIDE ESCAPE INSIDE OF PROCEDURES.
>> IT'S NOT 100 PERCENT ON FINAL INSPECTION YET BUT ALL THE SERVICES IS DONE PAINTED
SOME EROSION ISSUES LIKE WE ALWAYS HAVE. >> BUT ONCE WE GET THAT SQUARED AWAY AND DO FINAL INSPECTION THAT'LL BE COMPLETE. ALL RIGHT.
ANYTHING ELSE THAT'S NOT I'LL TURN THIS BACK OVER TO THE CHAIRMAN.
THANK YOU. UNFINISHED BUSINESS. I HAVE AN ITEM.
DOES ANYBODY ELSE NEED TO GO BACK OR REVIEW ANYTHING THAT WAS DISCUSSED IN THE PAST? JOHN DON'T SEE IT YET. NO REST FOR THE WEARY. COULD YOU BRING US UP TO DATE ON THE EXACT AIR NORTH OF HILTON HEAD? WHAT'S GOING ON THERE? SPECIFICALLY HELP ME OUT. UNDERLYING LAND IS THE REPURCHASE GOING ON OR IS THAT AN ISSUE? I THOUGHT EXECUTIVE THERE WAS SOME CONSIDERATION BEING GIVEN TO PURCHASING THE LAND UNDER EXACT AIR. THERE IS.
WE ARE CURRENTLY LOOKING AT A VERY SMALL ACQUISITION AND THAT IS THE PIECE OF WHAT'S INEXACT AIR THAT'S ACTUALLY IN THE IT'S PRETTY MUCH IN TAXIWAY ALPHA. SO IF YOU IF YOU KNOW WHAT IT LOOKS LIKE IN THERE THE LITTLE TAX YOU LANE THAT COMES OUT FROM EXECUTOR AND THEN TIES INTO ALPHA BASICALLY FROM THE EDGE OF THAT PAVEMENT TO THE EDGE OF TAXIWAY ALPHA IS ROUGHLY THAT AREA. IT BELONGS TO EXECUTOR BUT BUT IT WAS EFFECTIVELY MADE AIRPORT PROPERTY BECAUSE THAT'S WHERE THE TAXIWAY ALPHA PROJECT TOOK PLACE.
WE'VE GOT DRAINAGE IN THERE. WE'VE GOT LIGHTS, SIGNAGE. SO THE AIRPORT'S GOING TO PURCHASE THAT BECAUSE RIGHT NOW EXECUTOR CAN'T ACCESS THAT PROPERTY BECAUSE IT'S ACROSS THE LINE. SO WE MET WITH WITH THE FOLKS FROM EXECUTOR AND WE AGREED THAT THE AIRPORT NEEDS ON THAT PROPERTY. SO WE'RE CURRENTLY UNDERWAY TO ACQUIRE THAT. STILL THAT'S ALL IT. IT'S STILL NEGOTIATING THAT.
BUT YOU KNOW, WE'RE JUST STAR I MEAN WE'RE JUST WORKING ON APPRAISALS AND STUFF.
SO YEAH, IT'S FORGET JUDY A TENTH OF AN ACRE. I MEAN IT'S REALLY MANO AN ACRE. MAYBE IF IF IT'S AN ACRE I'D BE SURPRISED TY IS A TINY LITTLE RECTANGLE OF GRASS THAT WILL PURCHASE BUT IT'S IT'S SOMETHING THAT IS REALLY ONLY USEFUL TO THE AIRPORT. OKAY. AND COMPLETION DATE ANTICIPATED COMPLETION PUTTING THAT AWAY HOPEFULLY END OF THE YEAR JUST DEPENDS ON I MEAN WE'RE GOING TO YOU'RE GONNA ASK ME TO RELY ON ATTORNEYS AND GIVE YOU A CALENDAR AND I'M NOT GOING TO DO THAT FOR ESPECIALLY AS YOU GET INTO THE END OF THE YEAR. I UNDERSTAND IT SHOULD BE PRETTY STRAIGHTFORWARD THOUGH. THERE WAS ALSO SOME DISCUSSION OF THE MEETING A COUPLE OF MONTHS AGO ABOUT THE VENDOR AGREEMENTS THAT CURRENTLY EXIST ON HILTON HEAD AIRPORT.
[00:35:04]
FIRST OF ALL, THE VENDORS ARE NOW DONE COVERED UNDER THE EXISTING VENDOR AGREEMENT.ARE YOU STILL NEGOTIATING SOME TO THAT? WE STILL HAVE SOME SOME WORK THAT WE'RE DOING ON THAT HAS ANY PROVISION AND YOUR DISCUSSION HAS BEEN MADE FOR THE SMALL VENDORS. SO YOU AND I HAD DISCUSSED THAT A WHILE AGO.
GUYS GOT COME AND WATCH AN AIRPLANE CHANGE A TIRE. THE SIX PAGE VENDOR AGREEMENT THAT CURRENTLY EXISTS BASED ON THAT OIS INTERPRETATION IS KIND OF ROUGH ON A SMALL GUY AND THE TENANTS THAT YOUR CUSTOMERS AT THE SOUTH INTO THE FIELD. SO IS THERE ANY CONSIDERATION BEING GIVEN TO TAKING A LOOK AT THAT VENDOR AGREEMENT AND SCALING IT DOWN FOR SOME OF THE SMALL GUYS? WELL, WE'RE LOOKING AT THAT BUT WE'RE DEALING WITH AVIATION ATTORNEYS TO MAKE SURE THAT WHAT WE DO COMPLIES WITH THE FAA REQUIREMENTS WHICH ARE INVESTIGATING AT LEAST WE THANK YOU ANY OTHER UNFINISHED BUSINESS THERE ARE NONE.
[9. NEW BUSINESS ]
WE COULD THEN MOVE INTO NEW BUSINESS. I'LL STAY RIGHT HERE.>> ALL RIGHT. OKAY. AS WE SAID, WE TOOK A BUNCH OF THOSE ACTION ITEMS OFF AND I DO APOLOGIZE FOR THAT CONFUSION.
I KNOW YOU'VE GOT ABOUT 16 DIFFERENT AGENDAS AND THAT IS COMPLETELY MY FAULT.
BUT THE GOOD NEWS IS LIKE I SAID EARLIER, SOME OF THESE ITEMS DON'T HAVE TO COME BEFORE
[11. HILTONHEAD ISLAND AIRPORT (HXD) - EMERGENCY PROCUREMENT TO FUND SECURITAS SECURITY SERVICES FY23 CONTRACT WITH THE HILTON HEAD ISLAND AIRPORT - VOTE]
THE BOARD OR COUNCIL ANYMORE. >> SO THAT'S GOOD NEWS . BUT ONE IT DOES IS THAT EMERGENCY PROCUREMENT FOR SECURITY SOMEHOW WE MISSED THAT IN THE BUDGET.
IT'S A NORMAL LINE ITEM PIECE THAT THAT SOMEHOW GOT SHIFTED UNDER SOME OF MY FOLDERS ON THE DESK AND I DIDN'T PUT THAT IN THE BUDGET. SO THAT NEEDS TO BE PROVIDED FOR THAT'S WHAT THIS DOES IS GO INTO PUBLIC FACILITIES COMMITTEE ON MONDAY.
IT IS A NORMAL LINE ITEM. IT'S JUST SOMETHING I LEFT OUT OF THE BUDGET.
SO THAT'S OUR SECURITY PROVIDES THE THE PAID SECURITY AT THE TERMINAL IN ADDITION TO THE SHERIFF'S DEPUTIES WHO ARE THERE AND WHAT SECURITIZE DOES IS YOU'LL SEE THEM OUT FRONT OF THE TERMINAL MAKING SURE THE CARS CONTINUE TO MAKE SURE PEOPLE AREN'T STOPPING WHERE THEY DON'T NEED TO STOP. AND THEN WE ALSO HAVE ONE OF THEIR STAFF INSIDE THE TERMINAL WHO PROVIDES THAT TSA FEDERAL REQUIREMENT TO WATCH THE EXIT LANE.
SO WE'VE GOT TO A MINIMUM TWO FOLKS ON BOARD WHILE THE TERMINALS AND OPERATION.
SO THAT'S WHAT THAT PROVIDES FOR. >> ANYBODY HAVE ANY QUESTIONS FOR JOHN? DOES THAT CURIOSITY RELATION TO WHAT IT WAS LAST YEAR HOW MUCH HAS IT CHANGED? IT'S MORE THAN LAST YEAR BECAUSE ABOUT WELL, REALLY NOT TOO FAR IN THE LAST YEAR'S BUDGET WE ADDED THE SECOND PERSON BECAUSE THAT EXPLAIN OPENED UP. SO I THINK LAST YEAR WE PROBABLY PAID ABOUT THREE QUARTERS OF THE YEAR OF THAT SECOND STAFF. SO THIS IS A LITTLE BIT MORE THAN LAST YEAR BUT NOT NOT A LOT MORE WE DIDN'T AMENDMENT LAST YEAR WHILE CHRIS.
ALL RIGHT. >> WE'LL ACCEPT A MOTION TO APPROVE THE CONTRACT FOR THE SECURITIES SERVICES FISCAL 2023 CONTRACT FOR HILTON HEAD AIRPORT AND WELL TOM, THE
SECOND PAULA FAVOR. >> ANY FURTHER DISCUSSION LAST CHANCE ALL IN FAVOR PLEASE SIGNIFY BY SAYING I'M RAISING YOUR HAND ANY OPPOSED THE MOTION PASSES.
[COMMITTEE REPORTS]
THANK YOU. NOW I TURN IT BACK OVER TO YOU, MR. CHAIRMAN.ALL RIGHT. COMMITTEE REPORTS. LESLIE IS NOT WITH US TODAY SO I'LL JUST GIVE YOU SOME OBSERVATIONS ON THE AMBASSADOR PROGRAM WHICH I THINK ULTIMATELY WILL TURN OUT TO BE AN OUTSTANDING PROGRAM AT HILTON HEAD AIRPORT.
AS YOU ALL KNOW, TRAFFIC WAS A LITTLE LATER THIS YEAR FOR A WHOLE BUNCH OF REASONS.
HOPEFULLY A LOT OF THAT IF NOT ALL OF IT WILL COME BACK NEXT YEAR.
BUT I WAS OVER THERE ON SEVERAL OCCASIONS AND SEVERAL BOARD MEMBERS WILL BE ENOUGH TO VOLUNTEER THEIR TIME OVER THERE. NOT A LOT OF I AM YET.
WE'LL HAVE SOME MORE EFFICIENT BY THE WAY. VERY EFFECTIVE PROGRAM IS WELCOMING PEOPLE COMING OFF THE AIRCRAFT AND PEOPLE TRAVELERS WHO ARE LEAVING FROM HILTON HEAD OR TAKING SOME OF THE BURDEN AWAY FROM DCA WITH THE COMMON THE SECURITY THE TSA PEOPLE AS PEOPLE WOULD INTERRUPT THEIR WORKLOAD AS SOME VERY BASIC QUESTIONS THAT THE AMBASSADORS CAN HANDLE AND THE SAME WITH THE SECURITY AS THE SHERIFF'S DEPARTMENT HAS FOLKS OVER THERE. OUR AMBASSADORS ARE ABLE TO REMOVE SOME OF THE TRAFFIC FROM THEIR RESPONSIBILITIES AND WHO WOULD HAVE BEEN. SO HOPEFULLY I WILL CONTINUE THE LAST FEW WEEKS AND COMING UP AND WE'LL BE VERY LIGHT. BUT HOPEFULLY WISELY WILL AGREE TO WHAT IT IS UP TO NEXT YEAR. MARTIN, PART OF THE ISSUE WE NOW HAVE OUR OWN PODIUM OVER THERE. APPROVED BY THE PROGRAM NEXT YEAR WE'LL REPORT.
ANY OTHER COMMITTEE REPORTS OR W IMPROVEMENT COMMITTEE? I DID SPEAK WITH JOHN AND STEVE JUST FROM THEIR NEW HANGARS AND THAT'S STILL MOVING FORWARD WAITING FOR SOME FINAL DESIGN
[00:40:04]
STUFF TO GO BACK AND LOOK AT ANOTHER UPDATE FOR YOUR DEBUT ON THE COMMITTEE AS WE'VE HAD SOME DRAINAGE ISSUES ON AIRPORT ROAD COMING INTO THE AIRPORT. SO JOHN AND PAUL REACHED OUT TO THE COUNTY. YES. GATHERING STORM STORM MANAGEMENT TEAM THEY CAME OUT AND THEY CHARGE THE AIRPORT. THEY BOUGHT A NICE BIG CREW.THEY'RE DOING SOME CLEARING GRAB AND REMOVING SOME DEAD TREES.
DON'T LET HIM FORGET TO GET TO FIX A DRAINAGE PROBLEM. THAT'S WHY THEY SHOWED UP.
THEY HADN'T DONE THAT ONE YET FOR THEM TO LEAVE AND NOT FIX THE ORIGINAL PROBLEM AGAIN.
OH OH YEAH. OK. AND WAS RIGHT.
WHAT WAS YOUR PERFECT TIMING? IT'S GOOD TO KNOW WHERE THE WATER'S GOING TO.
SO THAT WAS GOOD NEWS THAT THE COAST AIRPORT THING THEY GOT IT CLEARED OUT A BUNCH OF TREES.
THAT'S REALLY GOOD MOVIES. ROTTEN SOULS OUT OF THE WAY AND AS IT PAINT NEXT YEAR THE HANGAR YOU MENTIONED THAT THE ENTIRE IF YOU HAVEN'T STOPPED BY A RW AND YOU'RE IN THERE GO TAKE A LOOK INTO THAT. IT TURNED OUT AWESOME. LOOKS REALLY GOOD.
IT WAS COOL. IT WAS DO WELL PAST 20 PLUS YEARS.
YEAH. GETS MORE PEOPLE COMING HERE IN THE FALL OF THIS SESSION GUYS THAT LIKE TO BUY A LOT OF JET FUELS. IT'S A NICE WORK.
THANK YOU FOR WHAT YOU. ACTUALLY SHOWS AND AGAIN I SAID THIS LAST TIME THE BOARD MEMBERS HAVE NOT BEEN A WHILE GET A NEW CAR WITHOUT AN AIRPLANE.
AND WHAT ABOUT THAT? OH AND TAKE A LOOK AND SEE WHAT'S DEVELOPING FOR FLIGHT RIBAUT SOME FUEL THAT. I DON'T LIKE A PENNY IS OUT THE REGION'S WAY.
AND SO PEOPLE PARTICIPATE WITH US. THANKS, WOLF AND BRING YOU UP TO DATE ON WHAT'S GOING ON THERE. ANYBODY ELSE SITTING IN COMMITTEE INFORMATION THAT WE NEED? AND NONE.
