IS A DISCUSSION OF AN ORDINANCE THAT ACCEPTS THE TRANSFER OF THE CONDUCT OF MUNICIPAL ELECTIONS FROM THE CITY BEAUFORT TO THE BOARD THE VOTER REGISTRATION AND ELECTIONS OF BEAUFORT COUNTY. WE DON'T HAVE ANY AUTHORITY TO DO ANYTHING WITH RESPECT TO THE BOARD OF ELECTIONS OR THE MUNICIPALITIES BUT SOMETHING THAT SOMETHING THAT CAME OUT OF THE LEGISLATURE LEGISLATOR GAVE US THAT RESPONSIBILITY SO 2022. NOW THE CITY OF BEAUFORT WISHES TO NOW DIVEST ITSELF OF ITS SOLE REMAINING RESPONSIBILITY WHICH IS THE CERTIFICATION OF THE ELECTION. AND IF YOU THINK ABOUT IT, IT MAKES PERFECT SENSE BECAUSE THE CERTIFICATION OF ELECTION INVOLVES TAKING THE INFORMATION THAT COMES FROM THE BOARD OF ELECTIONS AND SAYING YEP, THAT LOOKS GOOD TO US AND CERTIFYING THE ELECTION.

SO IT'S REALLY IT'S A SUPERFLUOUS PROCESS AT LEAST I THINK IT IS SEEMS TO BE A.

RIGHT AFTER BEING ELECTED MAYOR SOME OF YOU MAY RECALL WE HAD A LITTLE ISSUE WITH ONE OF OUR ELECTION COMMISSIONERS AND THOSE OF YOU WHO ARE IN LOCAL GOVERNMENT, ONE OF THE THINGS THAT IS MOST EXCITING TO ME ABOUT GOVERNMENT YOU NEVER KNOW WHAT THE DAY IS GONNA BRING AND AN ELECTION COMMISSION ISSUE IS ONE OF THOSE WHERE WE WENT DOWN A PRETTY DEEP RABBIT HOLE ABOUT ELECTIONS COMMISSION LAWS AND HOW IT'S SORT OF STRUCTURED BETWEEN THE MINUTES COUNTY IN THE COUNTY AND THE STATE ELECTIONS COMMISSION. SO IN THAT SORT OF DISCOVERY PERIOD IN TALKING WITH THE DIRECTOR OF THE ELECTIONS COMMISSION BARRY SMALLS, WE LOOKED AT ALL THE STATE STATUTE AND TO YOUR POINT BACK IN 1999 THE CITY DEFERRED ALL OF THE SORT OF MECHANICS OF AN ELECTION TO THE COUNTY ELECTIONS COMMISSION.

IT'S A SIX YEAR TERM SO WE APPOINT THESE FOLKS WHO ARE VERY EXCITED AND THEN BY MAYBE A YEAR TWO, THREE, FOUR THEY GET A LITTLE LESS INTERESTED.

SO WE'VE GOT COUNTY EMPLOYEE SPENDING A LOT OF TIME CHASING DOWN MUNICIPAL ELECTION COMMISSION MEMBERS TO SIMPLY COME IN AND LOOK AT THE INFORMATION THAT'S BEEN PROVIDED WHICH I THINK IS CREDIBLE AND I THINK OUR COUNTY ELECTIONS OFFICE DOES A GREAT JOB JUST TO SIMPLY CERTIFY THAT VOTE. AND IT WAS SOLD TO ME AT THAT POINT THAT WE COULD ALSO DEFER WE SHOT OUR ELECTIONS COMMISSION DOWN AND SAID THAT ALSO COUNTY STAFF DOESN'T HAVE TO CALL A SEPARATE BODY. THEY DON'T HAVE TO PUBLICLY NOTICE THE ELECTIONS COMMISSION AND WE DON'T HAVE TO HAVE A SEPARATE CERTIFICATION OF VOTE.

SO OUR COUNCIL CITY COUNCIL TALKED ABOUT IT BACK EARLIER IN THE YEAR.

WE HAVE BY ORDINANCE IN MAY WE HAVE COMPLETELY SHUT IT DOWN BECAUSE OUR UNDERSTANDING IS THESE THINGS HAVE TO MOVE IN PARALLEL BETWEEN THE COUNTY AND THE CITY.

SO OUR HOPE IS BECAUSE WE THINK IT MAKES IT A LITTLE EASIER FOR COUNTY STAFF.

IT'S PROBABLY A LITTLE MORE COST EFFICIENT FOR TAXPAYERS AND LESS LESS CUMBERSOME.

BUT IF CHINA DOESN'T WANT TO DEFER IT, WE'RE OK KEEPING OUR ELECTIONS COMMISSION.

WE JUST COME TO SOME RESOLUTION BECAUSE WE DO HAVE AN ELECTION COMING UP IN NOVEMBER.

WE'VE GOT TWO SEATS THAT ARE UP IN NOVEMBER AND SO WE HAVE TO HAVE ELECTIONS COMMISSION TO BE ABLE TO CERTIFY THAT THAT VOTE. AND OBVIOUSLY ORDINANCES TAKE TWO OR THREE READINGS DEPENDING

TO PUT THIS IN A LITTLE CONTEXT ,THE TOWN OF HILTON HEAD DOUG ITSELF IT'S NOT JUST THE RESPONSIBILITY FOR CONDUCTING AN ELECTION WHICH ALL THE MUNICIPALITIES HAVE DONE BUT THEY DIVESTED THEMSELVES OF THE RESPONSIBILITY OF CERTIFYING THEIR ELECTION.

MANY YEARS AGO. SO HILTON HEAD HAS BEEN COMPLETELY OUT OF THE PICTURE.

THE ELECTIONS PICTURE FOR A LONG TIME LEAVING BLUFFTON PORT ROYAL AND THE CITY OF BEAUFORT.

IF WE PASS THIS TODAY, THE CITY OF NEWPORT WILL JOIN HILTON HEAD IN NOT HAVING ANY RESPONSE OF ANY ADDITIONAL RESPONSIBILITIES FOR ELECTIONS. I WILL ADD THAT FOR FOR SOME REASON THE TOWN OF PORT ROYAL AND BLUFFTON RETAIN THE OBLIGATION AND THE RIGHT TO CERTIFY THE ELECTION. NOW THAT MAY OR MAY NOT CHANGE. I CAN'T SPEAK FOR PORT ROYAL.

NOR CAN I SPEAK FOR BLUFFTON. BUT I CAN SAY THAT OUR LEGISLATURE MADE AN EFFORT I BELIEVE IN THE 21 IN THE 21 SESSION THEY MAY BE IN THIS YEAR BUT I THINK IT WAS TWENTY ONE SESSION TO PASS A A STATE STATUTE MAKING THESE CHANGES, MANDATING THESE CHANGE COMPLETELY TAKING AWAY ANY ELECTION RESPONSIBILITY FROM ANY MUNICIPALITIES.

BUT THAT HAS NOT HAPPENED. VERY SMALL SEEMS TO THINK IT MAY COME UP AGAIN IN THE NEXT LEGISLATIVE SESSION SESSION. I DON'T KNOW. BUT FOR NOW IF WE PASS THIS TODAY ALL WE'RE DOING IS RELIEVING THE CITY OF BEAUFORT FROM RESPONSIBILITY TO QUOTE UNQUOTE CERTIFY THE ELECTION WHICH MEANS THEY HAVE TO CONTINUE TO APPOINT A MUNICIPAL ELECTION WHICH IS WHICH IS A CUMBERSOME PROCESS AND DOESN'T REALLY ACCOMPLISH ANYTHING AT LEAST IT DOES. SO I WILL ASK FOR A MOTION TO APPROVE.

SO BOTH OF YOU FOR CITY COUNCIL AND BEAR COUNTY ELECTIONS COMMISSION HAVE A PERMANENT VOTE IN SUPPORT OF THIS MOVE. NOT ONLY DID THEY ENCOURAGE IT. THEY OCCURRED.

AND I THINK TO YOUR POINT THERE'S TWO HUNDRED AND SEVENTY FOUR MINUTES OF HOUSES ACROSS SOUTH CAROLINA GIVEN THE CONTROVERSY AROUND ELECTION LAWS AND RULES AND MAKING SURE THAT ELECTIONS ARE PERFORMED IN A VERY RESPONSIBLE WAY. THE BILL IS PENDING AGAIN IN THE GENERAL ASSEMBLY THIS UPCOMING SESSION. SO I THINK THERE WILL PROBABLY BE A STATEWIDE MANDATE DOING AWAY WITH MINUTES ELECTION COMMISSIONS AND ALSO MANDATING THAT CIVIL ELECTIONS OCCUR IN LINE WITH GENERAL ELECTIONS. LIKE MOST OF THE COUNTIES AND NATIONAL NATIONAL EXIT IT'S JUST A MATTER A MATTER OF TIME BECAUSE BOTH HILTON HEAD AND BEAUFORT WE HAVE OUR ELECTIONS WITH THE GENERAL ELECTIONS BLUFFTON PORT ROYAL HAVE OFF CYCLE SORT HERE. MIDDLE OF THE YEAR ELECTIONS.
