SO THE LOW COUNTRY GOLF FOUNDATION HAS TO DO A TWO TO DUAL PURPOSES.

ONE IS TO PROTECT AND PROVIDE SOLUTIONS FOR GULLAH LAND USES AND ISSUES AS WELL SERVE BEAUFORT COUNTY. AND SO OUR MISSION IS TO PROTECT THE GULLAH CULTURE'S GREATEST ASSET WHICH IS HISTORIC GENERATIONAL LAND FOR BEAUFORT COUNTY LANDOWNERS BY PROVIDING FINANCIAL LITERACY AND SUPPORT, ECONOMIC DEVELOPMENT OPTIONS AND HEIRS PROPERTY SOLUTIONS TO FAMILIES WHO ARE AT RISK OF LOSING THEIR PROPERTY BY EITHER FAMILY DIVISION OR AT THE ANNUAL BEAUFORT COUNTY TAX SALE. SO OUR GOAL IS ULTIMATELY TO BE ABLE TO REMOVE ALL OF THE NAMES FOR GULLAH FAMILIES FROM THE BEAUFORT COUNTY DELINQUENT TAX LIST BY ESTABLISHING CUSTOMIZED SOLUTIONS THAT END THE CYCLE OF INSECURITY AND CREATE ECONOMIC OPPORTUNITIES THAT WOULD NOT ONLY BENEFIT THE FAMILIES BUT ALSO BENEFIT

BEAUFORT COUNTY. >> AND SO WHEN IT COMES TO DELINQUENT TAXES THERE ARE

SEVERAL PROBLEMS THAT THAT OCCUR THAT CAUSE THE ISSUE OF FAMILIES GOING TO THE TAX SALE. MOST LANDOWNERS THEY'RE STRUGGLING FINANCIALLY WITH RISING ANNUAL TAXES BECAUSE OF THEIR CHARGED OFTEN CHARGED HIGHER TAX RATES.

THERE'S DEVELOPMENT PROPERTY DEVELOPMENT THAT IS GOING ON AROUND THEM.

SOME OF THE LAND IS LEFT VACANT OR MOST IMPORTANTLY THERE IS A LACK OF INFORMATION.

AND SO PART OF THE SOLUTIONS TO SOLVING THE DELINQUENT TAX LIST IS CREATING EITHER ECONOMIC DEVELOPMENT OR LAND USE OPTIONS ESTABLISHING DIFFERENT GULLAH LAND EXCEPTIONS WITHIN THE COUNTY ORDINANCES OR CERTAIN MUNICIPALITIES AS WELL AS PROVIDING FINANCIAL LITERACY SO

THAT ULTIMATELY WE CAN CREATE GENERATIONAL WEALTH. >> WHEN IT COMES TO RESOLVING HEIRS PROPERTY ISSUES, THE PROBLEMS ARE THAT MANY OF THE FAMILIES THAT ARE LIVING ON HEIRS PROPERTY MIGHT NOT EVEN KNOW THAT THERE IS A PROBLEM UNTIL THERE IS A POTENTIAL SALE THAT EXISTS. THE LIMITED INFORMATION AND GUIDANCE THAT'S AVAILABLE ON HOW TO FIGURE OUT THE PROCESS IS IS NOT CLEAR. AS WELL AS THERE ARE LAND USE OPTIONS THAT ARE AVAILABLE FOR UNDEVELOPED LAND AND UNFORTUNATELY THERE ARE TAX SALE REGULARS THAT ARE IN A CONSTANT CYCLE OF FINANCIAL INSECURITY.

AND SO THE SOLUTIONS TO THOSE PROBLEMS WOULD BE EDUCATIONAL PROGRAMING PROVIDING SPECIFIC GUIDANCE. FAMILY BY FAMILY CASE BY CASE WITH RESOURCES TO RESOLVE THOSE ISSUES AS WELL AS HAVING INFORMATIONAL INFAMY MATERIALS THAT WOULD BE PROVIDED IN ORDER FOR PEOPLE TO ACCESS THEM AND BE ABLE TO UNDERSTAND SOME OF THE SITUATIONS THAT THEY MIGHT BE IN. SO LET ME STATE TAKE A STEP BACK AND A LOT OF YOU MIGHT NOT EVEN KNOW WHAT HEIRS PROPERTY IS. SO HEIRS PROPERTY IS LAND THAT HAS BEEN PASSED DOWN THROUGH GENERATIONS FROM FAMILY MEMBER TO FAMILY MEMBER OFTEN WITHOUT THE PROPERTY HAVING A DEED THE ORIGINAL PURCHASER MIGHT HAVE BEEN AN FORMERLY ENSLAVED PERSON THAT DID NOT HAVE A WILL OR WAS UNABLE TO TRY TO TRANSFER THEIR DEED TO THE DESCENDANTS. THE ORIGINAL PURCHASER MIGHT HAVE TODAY HAVE HUNDREDS IF NOT THOUSANDS OF HEIRS WHO HAVE OWNERSHIP RIGHTS TO THE PROPERTY BUT WITHOUT THERE BEING A CLEAR TITLE EVEN IF THEY'RE LIVING ON THE PROPERTY THE LAND THAT THOSE PEOPLE DO NOT HAVE PROPER LEGALITY OF OWNERSHIP FOR THE PROPERTY. SO LET ME KIND OF BREAK THAT DOWN FOR YOU. SO WITH HEIRS PROPERTY BEING LEFT WITHOUT LEGAL DOCUMENTATION, THE RECORDED TITLE IS USUALLY IN THE NAME OF A DECEASED RELATIVE WHICH MEANS THAT THE TITLE IS A FRACTURED TITLE BECAUSE IT COULD POTENTIALLY BE SHARED BY MULTIPLE FAMILY MEMBERS AND THE WILL IF ONE DOES EXIST MIGHT INCLUDE MULTIPLE HEIRS OR IF THE OWNER DIES WITHOUT WILL. THEY'RE LITERALLY JUST PASSING THE PROPERTY ALONG TO HEIRS AT WILL. AND IF YOU LOOK AT THE THE IMAGE AT THE SIDE, IF THE ORIGINAL POP PURCHASER IS THE THE ELDERLY COUPLE AT THE TOP AFTER 50 OR 100 YEARS THAT GENERATIONAL TRAIN JUST CAN CAN BLOSSOM SO SIGNIFICANTLY. AND SO HERE'S ANOTHER ILLUSTRATION TO KIND OF DRILL DOWN A LITTLE BIT. THE PROPERTY ON TO SEVERAL OTHER HEIRS. >> AND SO ALL OF THE HEIRS THAT HAVE BEEN RECEIVING THIS LAND, WHETHER THEY'RE LIVING ON IT OR NOT, THEY NOW BECOME TENANTS IN

COMMON. AND SO BASED ON THIS ILLUSTRATION, YOU CAN SEE THAT ALL OF THE DESCENDANTS MIGHT BE IN A GREENS BUT IF ONLY ONE DISAGREES WITH WHAT SHOULD HAPPEN TO THE LAND THEN YOU HAVE A SIGNIFICANT ISSUE THAT BECOMES SOMETHING THAT THE

BIDDER. >> SO WHAT ARE THE IMPLICATE TO THE TWO BEAUFORT COUNTY IF HEIRS PROPERTY ISSUES CONTINUE SO OFTEN BLIGHTED OR ABANDONED PROPERTIES CAN BE HEIRS PROPERTY MUNICIPALITIES MIGHT STRUGGLE TO IDENTIFY WHO THE PROPERTY OWNERSHIP IS IF IN CASE THEY NEED TO EITHER COLLECT TAXES OR EVEN ENFORCE LOCAL ORDINANCES.

>> AND WITH THAT ALL BEING SAID, FUNDING FOR THE COMMUNITY REVITALIZATION THEN COULD BE IN JEOPARDY BECAUSE OF THE CLOUDINESS THAT HEIRS PROPERTY HAS WITHIN THE COMMUNITY.

SO WHAT ARE THE IMPLICATIONS FOR HEIRS PROPERTY OWNERS? BECAUSE THERE IS NO CLEAR OWNER OF THE PROPERTY EVEN IN THE CASE OF SOMEONE WHO IS PAYING THE TAXES YEAR AFTER YEAR OR MAYBE FOR GENERATIONS THE PROPERTY IS STILL AT RISK FOR LOS THERE'S AN INABILITY TO SELL OR GET A MORTGAGE ON THE PROPERTY OR EVEN OBTAIN FINANCING WITHOUT HAVING A CLEAR AND CONSISTENT AGREEMENT BETWEEN THE HEIRS. THIS ALSO LEADS TO THE DESTRUCTION OF FAMILY RELATIONSHIPS AS WELL AS BECAUSE THE PROPERTY IS ESSENTIALLY IN FLUX. THERE'S A LACK OF SECURITY AND FREEDOM THAT COMES WITH LAND OWNERSHIP OR HOME OWNERSHIP THAT MOST PEOPLE CAN ENJOY. SO WHAT IS THE CRITICAL PATH TO UNTANGLING HEIRS PROPERTY AND CLEARING TITLES? AS I MENTIONED EARLIER, SOME OF OUR BEAUFORT COUNTY MUNICIPALITIES. THEY HAVE STRINGENT DEVELOPMENT RULES THAT MOST GULLAH ARE NOT FINANCIAL ABLE TO TO EITHER MEET THE ORDINANCES OR FINANCIALLY BE ABLE TO OBTAIN THE THE ABILITY TO TO FOLLOW THOSE RULES.

A LOT OF LAND OWNERS, THEY'RE NOT EVEN AWARE OF THE STATUS OF THEY'RE BEING CONSIDERED HEIRS PROPERTY HEIRS, PROPERTY IS TAXED AT A HIGHER TAX RATE BECAUSE WITHOUT A CLEAR TYPE TITLE OR THE PROPERTY BEING HOMESTEAD, IT IS TAXED AT A 6 PERCENT RATE VERSUS THE 4 PERCENT RATE. THE OTHER QUESTION IS WHOSE NAME IS EVEN ON THE TITLE? IS THERE A WILL OR IS THE TITLE CLEAR? HOW MANY ERRORS ARE EVEN WITHIN OWNERSHIP OR HAVE A PERCENTAGE OF OWNERSHIP FOR THE PROPERTY AND IF THEY'RE SAY A THOUSAND HEIRS? HOW DO YOU EVEN CONTACT ALL OF THOSE HEIRS SO THAT YOU CAN

CREATE A CLEAR TITLE? >> SO WHY FUND GULLAH LAND? SO LOOKING AT THE BEAUFORT COUNTY COMPREHENSIVE PLAN FOR 2040 IS SECTION C SECTION 6 IS IT IS TITLED SUPPORT THE PRESERVATION OF THE COUNTY'S RURAL LANDSCAPE LANDSCAPE AND THE WAY OF LIFE AND THESE TWO ARE SECTIONS WITHIN THAT SECTION WHERE IT SAYS THAT GULLAH GEECHEE CULTURE IS UNDER EXTREME STRESS FROM RAPID COASTAL DEVELOPMENT, POPULATION GROWTH, LACK OF RECOGNITION AND FINANCIAL HARDSHIP. AND BECAUSE BEAUFORT COUNTY'S GULLAH GEECHEE COMMUNITIES FACE UNIQUE CHALLENGE IS BROUGHT ON THOSE PRESSURES FROM INCREASED DEVELOPMENT.

WHY SHOULD THIS BE FUNDED? >> GENERATIONAL LAND OWNERS ARE OFTEN PRICED OUT OF BEING ABLE TO PAY THEIR TAXES WHEN NEW DEVELOPMENT COMES INTO THE NEIGHBORHOOD.

LAND VALUATIONS MIGHT BE HIGH BUT WITHOUT ANY INFRASTRUCTURE ON THE PROPERTY OR AN ABILITY

TO ECONOMICALLY DEVELOP THE LAND. MOST HOMEOWNERS STRUGGLE TO HOLD ONTO THE ACREAGE AND TRADITIONAL FINANCIAL LENDING IS JUST NOT AN OPTION WITH HEIRS PROPERTY AND AS A RESULT LANDOWNER OWNERS TEND TO BE LAND RICH AND CASH POOR.

>> SO LET ME TELL YOU A LITTLE BIT ABOUT THE HISTORIC GULLAH LAND PRESERVATION PROGRAM.

ESSENTIALLY WE PROVIDE RESOURCE AND INFORMATION TAX PAYMENT ASSISTANCE AND TARGETED PROGRAMING THE EARTH THE WAY THAT IT MOST EFFECTIVELY WORKS IS EARLY INTERVENTION.

>> SO BY DOING THAT WE'RE PREVENTING GULLAH LAND LOSSES. WE PROVIDE TAX PAYMENT ASSISTANCE WHEN A FAMILY IS STRUGGLING AND IS ON THE TAX LIST, THE DELINQUENT TAX LIST.

WE'VE BEEN WORKING VERY CLOSELY WITH THE COUNTY TO RECEIVE THE THE THE TAX LISTS ON A MONTHLY BASIS STARTING IN APRIL SO THAT WE CAN MONITOR WHO IS THERE. AND AS WE GET CLOSER BASED ON WHATEVER FUNDING WE HAVE, WE'RE ABLE TO PROVIDE PAYMENT FOR THOSE TAXES.

ONE OF THE OTHER THINGS THAT WE DO IS WE OFFER A PROPERTY RESOLUTION ASSISTANCE.

SO CASE BY CASE EVERY FAMILY SITUATION OF COURSE WILL BE DIFFERENT.

SO WE PROVIDE A CUSTOMIZED SOLUTION TO WHATEVER THOSE ISSUES MIGHT BE IF THEY'RE A LAND USES UP OPTIONS SOMETIMES ECONOMIC DEVELOPMENT IF THE LAND IS VACANT MIGHT BE SOMETHING THAT WILL HELP BREAK THAT FINANCIAL CIRCLE OF INSECURITY OR JUST PRIDING PROVIDING RESOURCES AND INFORMATION. RIGHT NOW THERE IS NO CLEARINGHOUSE FOR INFORMATION WITHIN THE COUNTY TO SPECIFICALLY GUIDE PEOPLE THROUGH THE STEPS THAT ARE NECESSARY. WE ALSO PROVIDE FINANCIAL LITERACY. SO IF THERE IS A QUESTION OF FINANCIAL INSECURITY AND MAYBE JUST FINANCIAL MANAGEMENT OR WITHIN THE FAMILY IS WHAT IS NECESSARY.

WE PROVIDE THOSE THOSE THAT GUIDANCE AND THAT INFORMATION AS WELL.

IN ADDITION TO ECONOMIC DEVELOPMENT AND MORE IMPORTANTLY WE WE ALSO PROVIDE SUCCESSION PLANNING BECAUSE IF FAMILIES DO NOT HAVE A WILL AND THEY NEED TO HAVE A WILL OR AS WELL AS A PLAN FOR WHAT WILL HAPPEN WITH THE LAND DOWN THE LINE INTO THE FUTURE, THAT'S A IMPORTANT AND NECESSARY STEP IN THE PROCESS. SO WHAT ARE THE KIND OF RESOURCES THAT I'M TALKING ABOUT SO LOW COUNTRY GULLAH PROVIDES TARGETED PROGRAMS AS I MENTIONED EARLIER WE PROVIDE TAX PAYMENT AND FINANCIAL SUPPORT.

WHAT WE NEED IS A DEDICATED LOCATION. WE HAVE BEEN SURVIVING ON GRANTS AND DONATIONS FROM PEOPLE WITHIN THE COMMUNITY. BUT ONE OF THE RESOURCES THAT WE WOULD ALSO LIKE TO DO IS HAVE A A TARGETED MARKETING CAMPAIGN SO THAT WE CAN EDUCATE PEOPLE BECAUSE AGAIN THE A LOT OF PEOPLE MIGHT NOT EVEN KNOW THAT THEY'RE IN THE SITUATION THAT THEY'RE IN AS WELL AS WE HAVE BEEN DEVELOPING COLLATERAL MATERIALS AND WHAT BROUGHT SOME SAMPLES OF THAT COLLATERAL MATERIAL WHICH I WILL PASS OUT TO TO EVERYONE.

BUT JUST TO GIVE YOU AN IDEA IS JUST TRYING TO PROVIDE INFORMATION SO THAT PEOPLE CAN BE AWARE OF WHAT'S GOING ON AS WELL AS THIS IS A A A FLYER THAT WAS MAILED OUT TO FAMILIES . WE WE CONTACTED OVER A THOUSAND FAMILIES WITHIN THE PAST YEAR TO MAKE SURE THAT THEY'RE EVEN AWARE OF THE FACT THAT NOT ONLY ARE WE HERE BUT WE'RE ALSO HERE TO HELP AND PROVIDE THE RESOURCES THAT IS NECESSARY. AND SO WHAT IS THE PATH TOWARDS RESOLUTION? THIS IS A COMMUNITY WIDE ISSUE AND IT NEEDS A COMMUNITY WIDE EFFORT THAT STARTS WITH COORDINATION TRUST WITHIN THE COMMUNICATE WITHIN THE COMMUNITY AS WELL AS EDUCATION AND SO BUILDING A GREATER LEVEL OF COLLABORATION BETWEEN THE MUNICIPALITIES. AGAIN, I MENTIONED WE'RE ALREADY WORKING WITH THE COUNTY AS FAR AS THE TAX OFFICE IS CONCERNED AND WE'RE ALSO WORKING WITH A COUPLE OF THE MUNICIPALITIES SO THAT WE HAVE A COORDINATED EFFORT. BUT THIS IS SOMETHING THAT

COULD BE EXPANDED TO COUNTY WIDE. IN ADDITION TO THE WORK THAT WE'VE BEEN DOING WITH THE MUNICIPALITIES, WE ALSO WORK WITH THE CENTERS FOR HEIRS PROPERTY, THE HERITAGE LIBRARY ,SOUTH STATE BANK AS WELL AS SCORE AND SO ESTABLISHING CREDIBILITY AND TRUST AND I'M SURE I DON'T NEED TO EXPLAIN TO EVERYBODY THE LEVEL OF CONCERN THAT THE COMMUNITY HAS IN TRYING TO RESOLVE THINGS AND WHERE THEY GET THEIR INFORMATION.
