[2. CALL TO ORDER]
[00:00:10]
THE ORDER OF THE SOLID WASTE AND RECYCLING BOARD. THIS 28 TO JULY 20 22 AND THIS
[3. APPROVAL OF AGENDA]
PERSON WE NEED TO DO IS PROVE THE AGENDA FOR TODAY. RIGHT OR WRONG TAPERS OFF.[4. APPROVAL OF MINUTES – JANUARY 27, 2022]
>> OH, OK. ALL RIGHT. NOW I GUESS WE'RE LOOKING AT THE MINUTES FROM WAY BACK IN JANUARY 27 THROUGH THE MINUTES WITH THE BRUTAL SECOND.
[5. INTRODUCTIONS]
ALL RIGHT. THAT'S THEIR INTERIM. WE CAN INTRODUCE OURSELVES NOW.AT THE START I GUESS I'M WITH HIM CORALIE I REPRESENT DISTRICT 8 OF THIS DISTRICT 7 DISTRICT 3 BRISBANE TAPE RECORDER STATION 4 LIAISON LITTLE IN THE DISTRICT 6 CLOSING LOST IN TRIAL ON ALWAYS ALWAYS CERTAIN INTERPERSONAL KOSKY SOLID WASTE RECYCLING TYPE OF WATER AND IN JAPANESE I WORK FOR THE COUNSEL'S OFFICE RIGHT NEXT DO WE HAVE ANY
[6. PUBLIC COMMENT]
[7. UPDATES REGARDING MEETINGS WITH COUNTY COUNCIL (ALL) REPORTS]
PUBLIC HERE? >> I DON'T THINK SO. NEXT THING ON THE LIST IS UPDATES REGARDING ANY MEETINGS WITH COUNTY COUNCIL IN CASE ANYBODY HAD ANY MEETINGS OR ANYTHING TO REPORT. I GOT ACTUALLY PRETTY PRETTY GOOD AT TIMES.
SO AS I GUESS FROM BACK IN JANUARY WE STARTED WORKING I WOULD GIVE YOU A LITTLE QUICK HISTORY ON THIS AND THROW SOME ACRONYMS OUT THERE. YOU KNOW? SO TONY, THAT HAS A LOT THAT'S KIND OF A CIVIC ART CALLED THE GREAT RIGHT CANCEL THAT THEY USE AS A RECOMMENDATION BOARD. OK. IT'S JUST PRIVATE PRIVATE CITIZENS BUT IT'S GOT QUITE A BIT OF GOOD COFFEE . YOU MIGHT HAVE HEARD OF THE JIC I SEE BACK IN 2015 ESTABLISHED WHAT THEY CALLED THE SUSTAINABILITY ADVISORY COMMITTEE OFF OF THE G8. SO THAT'S THE SAIC. RIGHT.
SO THE ESSAY SEES MISSION WAS LITERALLY TO ADVISE AND RECOMMEND AND MAKE RESOLUTIONS TOWARDS DEFINITIVE ACTION IN ORDER TO HELP GUIDE THE TOWN THAT YOU MAY BE AWARE THAT BUILDING ULTIMATELY MAYBE THREE YEARS AGO A CAST OF THREE YEARS AROSE ON THE BOARD FOR THE ONE PLAN THEIR COMPREHENSIVE PLAN. WELL, THIS THIS PLAN THEY HAD A PRETTY SUBSTANTIAL SUSTAINABILITY COMPONENT TO IT. IF YOU EVER GET A CHANCE TO READ SOMETHING YOU SHOULD THINK A LITTLE BIT. THEY DID A REALLY GOOD JOB AT ACTUALLY ADDRESSING SOME OF THE SUSTAINABILITY CONCERNS. THEY DID IT FROM THE PUBLIC'S INPUT.
SO IT'S VERY NOT SO THAT REALLY ACTUALLY PUT THINGS IN MOTION SO WE CAN WORK.
I SAID ON THE SUSTAINABILITY BY RECOMMITTING AND WE'VE WORKING TO HELP GUIDE ANY OF THOSE ACTIONS BASED ON THE PLAN THE CALL WOULD HELP GUIDE THE TOWN. OK.
THAT WAS KIND OF THE MISSION. SO WITH ALL THIS GOING ON WITH THE LANDFILL UNDERSTANDING THERE'S A CORRELATION BETWEEN THE TOWN AND OBVIOUSLY YOU KNOW IN THE WASTE AND LANDFILL CONTRACTS AND THE RECYCLING ALL THAT STUFF THAT'S BEEN A BIG INITIATIVE OF THIS SYSTEM RODEOS ADVISORY COMMITTEE SO EFFECTIVE ABOUT TWO MONTHS AGO AFTER MANY READINGS RESOLUTIONS HERE ON COUNCIL GOT FULL APPROVAL FROM THE TOWN. ITS SOURCE PLANS A RECOGNITION OF THE RESOLUTION AND I'LL READ THE RESOLUTION TO YOU THE RESOLUTION RECOMMENDING HILTON HEAD TOWN COUNCIL AND COUNTY COUNCIL WORK TOGETHER IN THE DEVELOPMENT OF A LONG TERM AGREEMENT THAT WILL SECURE THE LANDFILL RECYCLING NEEDS OF HILTON HEAD ISLAND BEAUFORT WHEREAS BEAUFORT COUNTY LANDFILL IS NEARING THE END OF ITS LIFESPAN AND THE CURRENT LANDFILL OPERATION MERLIN FOR OPERATING AGREEMENT WITH WASTE MANAGEMENT.
THIS INCENTIVIZES RECYCLING AND WHEREAS THE LANDFILL OPERATING CONTRACT IS TERMINATED TWO THOUSAND TWENTY FIVE A RENEGOTIATION WITH AN EMPHASIS ON RECYCLING AS AN OPPORTUNITY THAT COULD PROMOTE LANDFILL DIVERSION RECYCLING EXTEND THE LIFE AND WHEREAS THE TWENTY FIVE YEAR LAND CONTRACT BETWEEN WASTE MANAGEMENT BEAUFORT COUNTY COME UP FOR RENEWAL IN THREE YEARS AND THIS CONTRACT TAKES YEARS TO RENEGOTIATE AND TO CLOSE THE TERM AND CLOSE TO THE END OF THE CONTRACT. THE MORE LEVERAGE THE LANDFILL OPERATOR HAS DUE TO EMINENT EXPLORATION OF THE LANDFILL SERVICES AGREEMENT BY TAKING A LEADERSHIP POSITION AND ACTING NOW THE TOWN AND THE COUNTY WILL BOTH BENEFIT ECONOMICALLY AND ENVIRONMENTALLY.
WHEREAS ANY NEW CONTRACTS SHOULD MEET THE FOLLOWING REQUIREMENTS, THE OPEN DURING PEAK TIMES TO MEET THE NEEDS OF THE LOCAL COMMUNITY INCLUDE ADDITIONAL INVESTMENT INTO THE RECYCLING PROCESS WHICH WOULD INCREASE THE ABILITY FOR RECYCLING OPERATIONS THAT MIGHT LEAD TO FINANCIAL ADVANTAGES INCLUDE THE DEVELOPMENT OF A SOLID WASTE TRANSFER STATION THAT WOULD ENABLE HILTON HEAD TO MAKE REASONABLE SUSTAINABLE DECISIONS ABOUT THE WASTE AND RECYCLING HAULING AT YOU FOR COUNTY SHOULD TAKE GREATER CONTROL OF LANDFILL THE
[00:05:05]
RECYCLING OPERATIONS TO LIMIT EXPOSURE TO THE WEEDS OF THE CORPORATE AND SPECIFICALLY SEEK TO DEVELOP A MORE LONG TERM SUSTAINABLE SOLUTION RECYCLING WHEREAS BEAUFORT COUNTY IS PAYING FOR LANDFILL DISPOSAL FEE BUT NOT PAYING FOR RECYCLING PROCESSING FEES MEANING THAT ANY ROBUST RECYCLING INITIATIVE NEEDED TO REDUCE THE WASTE AND EXTEND THE LANDFILL CYCLE ARE NOT BEING EXPLORED. COMMERCIAL SIDEWAYS PRODUCERS ARE REQUIRED TO PAY DISPOSAL AND RECYCLING COSTS THEMSELVES EXPLORING NEW RECYCLING ALTERNATIVE FINANCE ACTUALLY ADVANTAGEOUS FOR THE TOWN AND FOR COUNTY.NOW THEREFORE THE GREATER ISLAND COUNCIL DEVELOPMENT ISLAND YOU FOR STRONGLY ENCOURAGE THE HILTON HEAD TOWN COUNCIL IN BEAUFORT COUNTY COUNTY COUNCIL TO TAKE A LEADERSHIP IN NEGOTIATION WITH CURRENTLY INFILL OPERATOR IN OTHER POTENTIAL LANDFALL RECYCLING OPERATORS. BE PROACTIVE DEVELOPMENT OF A LONG TERM AGREEMENT THAT WILL SECURE THE LANDFILL AND RECYCLING NEEDS IN BEAUFORT COUNTY.
THAT WAS ACCEPTED AND ADOPTED BY THE TOWN AND SO FAR THEY HAVE NOW SET FORTH FED MEETINGS WITH A COUPLE OF REPRESENTATIVES FROM THE TOWN ABOUT MORE ENGAGEMENT AND I THINK YOU GUYS MAY HAVE BEEN A PART OF IT. WE STARTED TO MEET WITH WITH CINDY ON A MORE FREQUENT BASIS TO REALLY KIND OF HOPEFULLY PUSH THIS THESE INITIATIVES AND GET THESE THINGS MOVING FORWARD. SO THERE IS ACTUALLY A SECOND RESOLUTION THAT ADDRESSES THE SPECIFICS. I CAN'T SPEAK TO THE SIDE TO IT RIGHT NOW BUT THAT THAT SHOULD BE GOING THROUGH THE APPROVAL PROCESS AND WHICH WILL ADDRESS THE VERY SPECIFIC NEEDS OF WHAT'S NEEDED. IT'S A LOT OF THE STUFF WE'RE ALREADY KIND LOOKING AT THE MURPH BEFORE COUNTY WHERE YOU KNOW YOU'RE GETTING THE RECYCLING FIRST SINGLE HAULER THAT'S ON THE TABLE. I CAN TELL YOU THAT THE TOWN IS INTERESTED IN LOOKING BACK AT THAT ONCE THE RECYCLING IS FIXED AND STUFF LIKE THAT.
SO THE NEXT RESOLUTION WE'LL GET THE NICE THING IS THEY'RE NOT GOING TO RUN HERD.
IT'S NICE TO ACTUALLY ASK ENERGY BEHIND THIS AND THE TOWN'S TAKING THIS THIS SORT OF STUFF. VERY SERIOUS STUFF. SO I THINK WHAT WE SHOULD DO AS A COMMITTEE. I MEAN YOU ARE OBVIOUSLY THE COMMITTEE ALREADY DOING SOMETHING. I WONDER WHAT ELSE WE COULD DO. I THINK YOU REALLY GET A LOT OF THEIR INFORMATION FROM WHAT WE DO IN THIS COMMITTEE BECAUSE I'M ON THE BOARD.
SO I THINK AS LONG AS WE UNDERSTAND THAT WE AGREE TO THAT RESOLUTION WHICH I THINK WE ALL KIND OF DO AND THAT'S THE PROCESS WE KEEP MOVING FORWARD AND DO NOT LET THE PRESSURE GO. AND AS A COMMITTEE PROBABLY TALKED TO YOUR OWN COUNTY REPRESENTATIVE AND YOUR OWN TOWNS AND MAKE SURE THAT THEY'RE ON BOARD THAT SORT OF STUFF. SO WE'RE DRIVING THAT TRAIN IN THE SAME DIRECTION.
THEY'RE LOOKING FOR EXTENDED HOURS TO EFFECT THE BULL OF THE TIMESHARES AND EVERYTHING IS A PROBLEM. YEAH. I MEAN, YOU KNOW, WHEN YOU LOOK BACK WHAT HAPPENED TO OUR AGREEMENT IF IF YOU KNOW THE HISTORY OF THE REPUBLIC SINGLE HOLLER AGREEMENT, THAT WAS A HUGE PROBLEM. Q WELL THERE WAS A HUGE MISTAKE. OH YEAH SURE. YES.
BUT YEAH WHEN YOU GOT THREE TOTALLY DIFFERENT ANIMALS RIGHT ON HILTON HEAD YOU TIMESHARE, YOU GOT RESTAURANTS, YOU GOT RESIDENTIAL AND IT TOTALLY DIFFERENT OPERATIONS AND DIFFERENT KINDS. EXACTLY RIGHT. YEAH IT WAS A GREAT LEARNING OPPORTUNITY. THEY DIDN'T WANT TO GO NEAR IT FOR A VERY LONG TIME.
YOU KNOW ALL THEY WANT TO GO NEAR IT FOR A VERY LONG BECAUSE IT HAD A LOT OF ISSUES BUT YOU KNOW IT ANY FAILURE YOU KNOW YOU CAN LEARN AND GROW AND MAKE SUCCESS BECAUSE I THINK WE ALL AGREE THAT A SINGLE HOG AT SOME OF THESE TRUCKS OFF THE ROAD AND HAVING A SINGLE HAULER SYSTEM MAKING IT CHEAP AND EFFECTIVE AND RECYCLING MORE ALL THOSE THINGS ARE WHAT WHAT WE'RE TRYING TO ACCOMPLISH AND THAT I THINK COULDN'T. BUT IT WAS A BLESSING TO HAVE THAT CONTRACT. WE CAN LOOK AT IT NOW YOU MAKE SOMETHING THAT MAKES SENSE.
I COME FROM AN AREA WHERE TOWNS EXCEED THE POPULATION BEAUFORT COUNTY IN GENERAL AND WHOLE TOWNS BASICALLY OVERNIGHT WENT TO TOWN WIDE MUNICIPAL COLLECTION RESIDENTIAL COLLECTION, SEPARATE OUT COMMERCIAL AND THEN ALL OF THE OTHERS IN A VERY PAINLESS PROCESS CONTRACTS WERE SMALL ENOUGH THE RESTRICTIONS ON HOW MANY CONTRACTS AN INDIVIDUAL CALL IT COULD GET AN WAS IT WAS REALLY SUCH A SIMPLE PROCESS. IF YOU REALLY APPROACH IT REALISTICALLY A SINGLE HOLDER IS A KISS OF DEATH ONCE LIKE THE NEXT STEP OR YOUR NEXT STEP FOR YOUR COMMUNITY OR FOR THE ICAC WILL FINALIZE THAT SECOND RESOLUTION WHICH WILL HAPPEN AND I'LL GO TO HOPEFULLY ONCE THEY FIND THAT WE HAVE SOME TEETH BEYOND JUST THE PLANNED STEPS. YOU CALL PLANT AND YOU'VE SEEN IT AT OURS.
THEY'RE VERY, VERY VAGUE. COMING UP THINGS 20 YEARS OUT OF SO OUR PLANS ARE VERY SIMILAR ALTHOUGH IT'S NARROWED QUITE A BIT FROM THE LAST ONE BUT ATSIC WILL PUT IN SMART DEFINITIVE STEPS TO FULFILL THAT PLAN AND IF THE IF THE TOWN BUYS INTO IT, HOPEFULLY WE'LL HAVE SOME NOTATION THAT REALLY THEY SHOULD LOOK AT IT THREE TOTALLY SEPARATE PROBLEMS
[00:10:06]
AND NOT TRY TO APPROACH IT AS A SINGLE PROBLEM WITH THREE SOLUTIONS TO ADDRESS HACK AWAYAT ONE AT A TIME. >> WELL THEN WE'LL START DELVING INTO THAT.
LISTEN, YOU KNOW I'M EXCITED BECAUSE THIS IS THE FARTHEST ACCOUNTS COME.
YOU'VE BEEN TALKING ABOUT WHAT IT WAS LIKE USE A TERM TO STOP YOU TRANSFER STATION.
IS THAT WHAT YOU REALLY MEAN? I KNOW WE TALKED ABOUT THIS. I REALLY AND EVERYBODY ELSE SEEMS TO UNDERSTAND BUT OUR ANYWAY IT'S JUST IT'S LITERALLY IT'S JUST THINGS IN MOTION, YOU KNOW, TIMELINES PROBLEM WITH ITS NEXT STEP AND SO FORTH MAYBE STEP STEP TWO STEP THREE
IS THE BIG PART OF IT. >> I MEAN WITHOUT FIXING THE RECYCLING COMPONENT OF THIS AND WE TALKED ABOUT THIS WHEN WE LOOKED AT A SINGLE HOLE OR FIVE SINGLE HOLES ACROSS THE BOARD IF YOU IF YOU DON'T FIX THIS THIS THE RECYCLING SIDE OF THIS YOU'RE JUST INCENTIVIZING ANY CONTRACT YOU GO IN IS GONNA BE SKEWED BECAUSE OF THAT AND YOU'RE GOING TO CONTINUE THIS INCENTIVIZE RECYCLING. SO THE MURPH IS REALLY THE FIRST STEP IN THAT ACTUALLY SAYS THAT IN THAT RESOLUTION THAT WE'RE GETTING THAT THAT PROCESS IS ABSOLUTELY CRITICAL.
WE WANT TO EXPAND THAT OPERATION MAKES ME THINK OF THE LANDFILL AS A COUNTY MORE AND THEN THIS COUNTY EVERYTHING THAT I KIND OF HERE LISTEN TO IS BEFORE WE TO A CONVENIENCE CENTER NOT COUNTY IS IF THAT'S REALLY THE INTENT OF THE SOLID WASTE PLAN THEN YOU'VE GOT BIG PROBLEM. I DON'T SEE ALWAYS WHERE I THINK WE WE COULD TALK MORE ABOUT IT. I THINK YOU KNOW, IT'S PRETTY CLEAR THAT I THINK THE COUNTY WANTS TO TAKE CONTROL RECYCLING PROCESS IN ITS ENTIRETY INCLUDING COMING FROM THE COMMUNITY CENTERS. I THINK THAT'S PRETTY. IT'S NOT CLEAR TO ME READING THE PLANT CLOSINGS BACK ANY ANYWAY THE DEVIL'S IN THE DETAIL OF EVERYTHING SO I GUESS
[8. SWR FY22 END-OF-YEAR REPORT JUNE 22 FY22]
WE'RE GOING TO THE REPORT SECTION NOW. I'M NOT SURE HE DOING MUCH WELL TODAY. THAT'LL BE ME AND IT'S GREAT TO SEE EVERYONE AGAIN.WE'VE REACHED THE END OF THE SCHOOL YEAR AND WE'RE GOING TO HIGHLIGHT THE DATA TO REFLECT THE IMPACT OF THE DEKALB PROGRAM HAS HAD ON OUR OPERATIONS AND BUDGET.
SO THE FIRST THING I'M EXCITED TO ANNOUNCE THAT COUNTY WAS RECOGNIZED NATIONALLY LAST WEEK AT THE NATIONAL ASSOCIATION COUNTY CONFERENCE IN COLORADO FOR THE IMPLEMENTATION OF THE DEKALB SYSTEM. WE ARE UP FOR ANOTHER AWARD NEXT WEEK ON AUGUST 3RD FROM THE SOUTH CAROLINA ASSOCIATION OF COUNTIES CONFERENCE AND I WILL BE REPRESENTING THE GRADUATE PROGRAM CALLING FROM THE CENTERS HAS CONTINUED BE REDUCED.
WE HAVE AVERAGED FIVE HUNDRED AND FIFTY SEVEN ALL MONTHLY THIS FISCAL YEAR COMPARED TO AN AVERAGE OF SIX HUNDRED AND SIXTY FOUR MONTHLY DURING FISCAL YEAR TWENTY ONE.
THIS GRAPH IS A PART OF YOUR BOARD REPORT THE SAVINGS FROM HAULING THIS FISCAL YEAR ARE ONE HUNDRED AND EIGHTY TWO THOUSAND SEVEN HUNDRED SO THIS NEXT SLIDE SHOWS THE TRAIN FOR HAULING COST OVER THE LAST THREE YEARS IT IS SPLIT INTO SIX MONTH INTERVALS YOU CAN EASILY SEE THE UPWARD COST UNTIL MID FISCAL TWENTY AND THE SHARP DECLINE IN FISCAL YEAR TWENTY ONE AND THEN THE STUDY FIGURES FOR FISCAL YEAR TWENTY TO BE COUNTY PAYS FOR ALL RESIDENTIAL HOUSEHOLD GARBAGE DISPOSAL BOTH RESIDENTIAL CURBSIDE AND COLLECTION CENTERS THE DISPOSAL SAVINGS FOR ONE HUNDRED AND TWENTY TWO THOUSAND FIVE HUNDRED AND TWENTY SIX AND FISCAL TWENTY TWO. THE TOTAL SAVINGS FOR BOTH CALLING AND DISPOSAL IS THREE HUNDRED AND FIVE THOUSAND TWO HUNDRED AND TWENTY SEVEN. GOOD QUESTION.
SO THE DISPOSAL COSTS NOW AND THAT'S OUT OF THE CONVENIENCE PRIMARILY IS THAT DOES THAT
DISPOSAL INCLUDE THE LANDFILL AND THE CONVENIENCE STORES? >> DOES THAT INCLUDE THIS WOULD I BELIEVE THIS WOULD BE THE DATA THAT WE HAVE FROM THE CONVENIENCE STORE THAT I JUST WANTED TO CHECK ON THAT OUR OUR FISCAL YEAR TWENTY TWO RESIDENTIAL TONNAGE WAS EIGHTY
[00:15:09]
FIVE THOUSAND TWO HUNDRED AND SEVENTY TWO. >> THIS IS FIVE THOUSAND AND SIX FEWER TONNAGE IN FISCAL YEAR TWENTY ONE. AS A REMINDER THESE SAVINGS ARE IMPRESSIVE BUT AS POPULATION AND TWO FEES INCREASE THE DEKALB PROGRAM IS NOT GOING TO BE THE SOLUTION. SO THE TREND LINE FOR DISPOSAL IS REFLECTIVE OF ALL RESIDENTIAL DISPOSAL. THE PEAKS ARE NOT AS NOTICEABLE AS THIS INCLUDES CURBSIDE AND THE COLLECTION CENTER CHARGES FISCAL YEAR 20 TRAFFICKED OR THE CENTERS IS DOWN THREE HUNDRED AND NINETY THREE THOUSAND FIVE HUNDRED FORTY FOUR VEHICLES COMPARED TO FISCAL YEAR TWENTY ONE. WE DO CONTINUE TO STAY BELOW THE TREND LINE TOTAL CENTER TRAFFIC IS NOTABLY REDUCED OVER THE LAST FIVE YEARS RESIDENTIAL CURBSIDE CUSTOMERS MOST MOST LIKELY HAVE AN IMPACT ON THE TRAFFIC NUMBERS AT THE CENTER OVER THE LAST SIX YEARS RESIDENTIAL CURBSIDE ACCOUNTS REPORTED BY PRIVATE HAULERS HAVE INCREASED BY 54 PERCENT OUR FISCAL YEAR. TWENTY TWO ANNUAL RECYCLING TONNAGE TOTAL THREE THOUSAND FOUR HUNDRED AND FIFTY THREE POINT SIX TONS AND INCLUDED FOUR HUNDRED AND SEVENTY TWO POINT NINE TWO TONS OF NEWSPRINT RECYCLING COSTS WERE REDUCED BY TWO HUNDRED AND FIFTY NINE THOUSAND SEVEN HUNDRED AND TWO FROM FISCAL TWENTY ONE.
UNFORTUNATELY THERE WAS TONNAGE REDUCTION IN RECYCLING FOR FISCAL YEAR TWENTY ONE OF ONE THOUSAND FORTY TWO POINT FORTY SEVEN TIMES FROM WITH ALL OF THE RECYCLABLES THAT GO TO THE TRANSFER STATION. DO YOU GET ANY INFORMATION BACK FROM WASTE MANAGEMENT OF WHAT WAS REALLY RECYCLED WHILE FENDING AND VICTORIA DID DO A FIELD TRIP OUT TO LOOK AT ONE OF THE MARKS AND WE ARE WORKING ON SETTING UP A FIELD TRIP MAYBE FOR THE BOARD TO GO OUT AND SEE THE MERMAID AND REJOIN IF THAT'S SOMETHING I KNOW WE EMAILED AND THAT WAS SOMETHING THAT WE WOULD LIKE. YEAH JUST TO KIND OF SEE THE TRANSFER STATION SEE AND THEN ALSO THERE WHERE THEY TRANSFER TO AND WHAT'S BEING RECYCLED TO ME I DON'T VERY WELL COULD DISTINGUISH RECYCLABLES AT THE TRANSFER STATION BETWEEN BEAUFORT COUNTY AND ANYBODY ELSE SO IT JUST BECOMES A WHOLE COMMINGLED MESS AND SHOULD IT BE SEPARATED SO YOU CAN TRULY GET A HANDLE ON WHAT YOU'RE TRULY RECYCLING FROM THE COUNTY.
WILL THEY SCALE SO THAT THE YARD WHEN THEY COME IN I DON'T KNOW IF THEY'RE DOING THIS BUT THEY SCALE THE TRUCKS SO THE TRUCK KNOWS WHERE IT CAME FROM, YOU KNOW CAME FROM X, YOU KNOW, WHATEVER AND THEY'LL SAY OH MICHAEL OKAY. YEAH IT'S ALWAYS COMING FROM HIM. WELL NO IT'S 1 1 TRUCK IF THEY PULL ONE LOAD AND TAKE ONE LOAD FROM YOU KNOW THAT RECYCLING CENTER TAKE IT SCALE IT, DUMP IT, SCALE OFF AND GO.
SO AS LONG AS THEY'RE KEEPING THEIR RECORDS WHICH WASTE MANAGEMENT YOU'RE YOU'RE PRETTY FORTHRIGHT ABOUT THAT STUFF. THEY'RE KEY EFFICIENT. THEY SHOULD BE ACCURATE AS FAR AS OTHER LET ME SAY I THINK YOU KNOW HOW SOMETIMES I REJECT THE LOAD AND AT THE END OF IT I THINK THAT'S THE WE ARE WE REALLY TRACKING WHAT THEY'RE REALLY DOING VERSUS GO AHEAD AND ONLY CAUTIOUS SIDE THE OTHER THEY'RE NOT TRACKING IT'S JUST ABOUT THAT INFORMATION LAST WEEK YOU KNOW HOW MUCH YOU ACTUALLY WASTE WHICH IS WAYS NOT MUCH ACTUALLY IT'S NOT YOU CAN YEAH IT'S I'VE BEEN THERE ONCE IN THERE WAS SO MUCH STUFF STORED OUTSIDE INSIDE THERE
THEY'RE WORKING ON DOLLIES AND MARKET. >> SO THE COUNTY REALLY I I PERCEIVED DOESN'T HAVE A CLUE WHAT IS TRULY RECYCLED AS OPPOSED TO JUST TRANSFERRED AND WE PLAN TO CONTINUE WORKING ON NEW EDUCATIONAL CAMPAIGNS TO FREEZE RECYCLING AND REDUCE CONTAMINATION CONTINUE DISCUSSIONS OF A MARKET BEFORE COUNTY SHIFT BASED OUR RECYCLING GOALS RECYCLING REVENUES FROM A POSITIVE AT FOUR HUNDRED SIXTEEN THOUSAND THREE HUNDRED AND TWENTY TWO LESS ADDITIONAL WASTE MANAGEMENT PROCESSING COST OF EIGHTY THREE THOUSAND THREE HUNDRED AND FIFTY THREE PROFIT FOR FISCAL YEAR TWENTY TWO IS
[00:20:05]
THREE HUNDRED AND THIRTY TWO THOUSAND NINE HUNDRED SIXTY. ANY QUESTIONS ANY KIND OF LIKE PROJECTIONS THOUGHT BEING PUT INTO THE PROFIT ECONOMY GOES DOWN LESS PEOPLE ARE GOING TO KIND OF IMPLEMENTED THE SYSTEM AS THE ECONOMY WAS GETTING BETTER SO PEOPLE WERE MORE LIKELY TO PAY THE TWENTY TWENTY FIVE BUCKS A MONTH TO HAVE THE CURBSIDE.DO WE THINK THAT THESE NUMBERS COULD ALTER YES. PEOPLE DECIDE IT'S NOT WORTH IT ANYMORE. THAT'S SOMETHING THAT ALONG WITH ARMOR AND EVERYTHING ELSE WE NEED TO BE LOOKING AT AND DISCUSSING IT ALONG THOSE LINES.
COMMODITIES PRICES LAST YEAR FANTASTIC AND THEY ARE DECLINING AS WE SPEAK.
YOU'RE GOING TO SEE A OBVIOUSLY CORRECTION. AND SO IT'S SOMETHING TO CONSIDER IN ANY SORT OF BUDGETING. YOU KNOW THAT WHICH IS HARD TO IT'S HARD TO FORECAST BUT IT'S SO WIDESPREAD NOT TO MENTION THE WITHDRAWAL OF SERVICE CONTROLLING VALUE REALLY. WHAT IS YOUR OBJECTIVE? YOU SAID TO RECYCLE TO AVOID LANDFILL IN WHAT YOU RECYCLE WITH A PROFIT IF YOU SAID FROM A COUNTY PERSPECTIVE YOU'VE GOT TO LOOK AT IT A LITTLE DIFFERENTLY THAN A PRIVATE ORGANIZATION THAT I THINK THAT'S THE COUNTY'S IS THEY DON'T LOOK AT IT FROM WHAT A PRIVATE ORGANIZATION BUT YOU STILL HAVE TO LOOK AT IF WE KNOW MARKETS AND STUFF. YEAH.
SO IT'S A BUSINESS YOU KNOW, IT'S DEFINITELY BUSINESS AND YOU HAVE TO YOU WHEN YOU LOOK AT IT YOU GOT TO BE NIMBLE AND YOU GOT TO WORK THE SYSTEM ATTENTION TO WHAT YOU CAN DO BOTH. YOU CAN YOU CAN RECYCLE MORE AND MAKE MONEY BUT YOU'VE GOT TO BE NIMBLE TO BE ABLE RESEARCH WALKERTON BILL AVAILABILITY AND HOW YOU GET IT THERE. YES. COST EVERYTHING FROM WE WE HAD OUR OWN TRANSPORT EQUIPMENT SO TRANSPORT COST WAS A SMALL PART OF IT.
THE CHANGE COMPARED TO A PRIVATE ONE THAT GOES BACK TO IT GOES BACK TO THE SUSTAINABILITY CAMPUS AND THE ACTUAL VISION THE SUSTAINABILITY CAMPUS IS NOT IN ORDER TO RECYCLE MORE YOU CAN CREATE A FUND THAT'S FANTASTIC. OK, THAT'LL SOLVE ONE PART OF IT. BUT DO YOU NEED MANUFACTURERS NEARBY TO LIMIT YOUR SHIPPING OR SHIPPING COSTS? AND THAT'S THAT IS WHAT THE SUSTAINABILITY CAMPUS WAS WAS DESIGNED TO INCORPORATE WAS ALL ASPECTS OF THAT TRANSPORT TO BUFFER YOURSELF AGAINST AS MUCH OF THOSE VARIABLES AS YOU CAN'T SHIPPING. IT'S A BIG ONE BUT IF YOU CAN BRING MANUFACTURERS CLOSE LIKE GLASS WORKS RIGHT? DON'T JUST MADE GLASS RECYCLABLE. I MEAN THAT THAT'S A GREAT STORY IF YOU CAN WORK WITH THE COMPANIES TO BRING IN OR ECONOMIC DEVELOPMENT COMPANIES AND BRING IN MANUFACTURING WHERE YOU CAN USE THIS MATERIAL THAT THAT SHOULD REALLY ULTIMATELY BE THE END GOAL IN ORDER TO PROTECT RECYCLING MARKETS. YOU KNOW A COMPANY LIKE MINE IS WHAT I DO. I'M LOOKING AT MAKING SOMETHING BECAUSE I NEED TO INSULATE MYSELF. YOU KNOW, I CAN'T KEEP PAYING SHIPPING COSTS.
I WANT SOMEBODY ELSE TO BUY THE PRODUCT AT A REDUCED MARGIN. BUT THAT'S THE KIND OF THINKING YOU'VE GOT TO HAVE IF YOU'RE GOING TO WORK TO REALLY ACTUALLY WANT TO BE SUCCESSFUL AT IT. BUT YOU CAN'T SORRY ELECTRONICS .
[9. LEGISLATION H. 4775 – ELECTRONICS]
OUR NEXT EVENT IS AUGUST 27. THE COUNTING CURRENTLY CONTRACTS OUR ELECTRONIC RECYCLING EVENTS WITH POWER OFFERING ONLINE BEGINNING JANUARY 1ST 2023.SOUTH CAROLINA HAS INITIATED A MAJOR FACTOR CLEARINGHOUSE PROGRAM THAT WILL HANDLE COLLECTION FROM COUNTIES THAT OPT IN BY AUGUST 1ST 2020 TO BEAUFORT COUNTY WILL CONTINUE TO BE SERVICED BY POWERHOUSE FOR THE UPCOMING AUGUST 20 SEVENTH EVENT BUT THAT THE BLUFFTON LOCATION AND THE SHANK LOCATION BEAUFORT AS WELL AS A FINAL CONTRACTED EVENT ON DECEMBER 10 AFTER THAT TIME. THE CLEARINGHOUSE PROGRAM WILL DETERMINE DATES AND VENDORS FOR RECYCLING. THIS IS A NEW PROGRAM FOR EVERYONE SO WE WILL CONTINUE TO WORK TOWARD A SMOOTH TRANSITION IN THE NEW YEAR THERE A LIMIT ON HOW MANY TAKE I HAVE NOT SEEN ANYTHING BUT MAYBE IN THE PAPERWORK. LIMIT OF THE PREMIUM ON THEY START NORMALLY DEPENDING ON HOW QUICKLY THE TRUCKS GO SO THEY'RE STILL LOOKING UP TO HIM SCHEDULE LIKE QUARTERLY THEY'RE NOT GOING TO HAVE THE CLEARINGHOUSE TAKES OVER.
[00:25:03]
SO WHAT IT IS IS IT'S A PROGRAM ,IT'S A COMPANY WHETHER THEY'RE COMING IN AND THEY'RE BASICALLY SAMSUNG, LG ALL THESE COMPANIES THAT MAKE ELECTRONICS.THEY'RE KIND OF PUTTING THAT BURDEN ON RECYCLING TO GET TO WHERE THEY'RE KIND RUNNING IT NOW AND WE'LL DETERMINE AGAIN TO SET THE DATE. SO LOCATIONS OF PICKUPS FOR EACH CUSTOMERS. SO ALL THE BIG NAME ELECTRONIC COMPANIES WILL BE FOOTING INTERESTING, SMART AND ULTIMATELY BUT RECYCLING LOTS AND SELLING PARTS OF TREES AND
THAT'S WHY THEY REALLY WANT THEM. >> THEY DON'T WANT TO PARTS
[10. SC DHEC FY22 GRANT AWARDS]
MANUFACTURERS WE RECEIVED TO SAFETY GRANTS FOR FISCAL YEAR TWENTY THREE OUT OF FOUR POSSIBLE APPLICATIONS. THE SOLID WASTE GENERAL RECYCLING MORE WE'LL HAVE MORE CYCLING EDUCATION AND THEY USED ALL AWARD CONTINUES TO SUPPORT THE MAINTENANCE OF CLEAN ALL AND FILTER RECYCLING OPERATIONS AT THE CENTERS. NO WASTE.AWARDS WERE MADE THIS YEAR DUE TO INCREASED CONTRACTOR FUNDING .
OUR PROPOSAL FOR A LARGE BIG WASTE COMPLEX PROJECT WAS IN THE RUNNING BUT FELL SHORT.
ONLY TWO GRANTS WERE AWARDED. WE WILL RESPOND TO THE COMMENTS PROVIDED IMPLEMENT A STRONGER APPLICATION FISCAL YEAR 20 FOR ALL OF THE GUYS BOARDED THE CITY.
BUT I'LL GO BACK AND CHECK THAT THEY HAVE SOME INFORMATION ON SOME RECYCLING GRANTS THAT YOU CAN GET THE INFRASTRUCTURE BUILD. THERE'S GOING TO BE A LOT OF THAT AVAILABLE MIGHT BE SOMETHING THAT SHE WILL LOOK INTO AS FAR AS SECURING FEDERAL GRANTS. SO I'LL GO BACK THROUGH AND TRY TO DIG THAT INFORMATION UP.
SHERIFF CAN MAKE SENSE OF ALONG WITH UNABLE TO JOIN US TODAY BUT SHE DID PROVIDE SOME NOTES
[11. VOLUNTEER COORDINATOR REPORT]
FOR THE ADOPT A HIGHWAY PROGRAM THROUGH JUNE 30TH. THREE THOUSAND THREE HUNDRED AND TWENTY BAGS OF LITTER WERE REMITTED. PALMETTO PRIDE CONTINUES TO BE SUPPORTIVE OF OUR PROGRAM AND EDUCATIONAL RAT CARD WAS DEVELOPED AND IT IS AVAILABLE TODAY. WE HAVE HAD TWO ADS ON THE ELECTRONIC BILLBOARD ON HIGHWAY 1, 70 AND 80 FOR THE CAMPAIGN TO REDUCE ROADSIDE LITTER, SOLID WASTE AND RECYCLING ALSO HAS A NEW FACEBOOK PAGE AND WE CONTINUE TO POST ADOPT WHITE GROUP PHOTOS TO SAY THANK YOU FOR THEIR VOLUNTEER EFFORTS. CAROLINE AND CINDY RECENTLY MET WITH HILTON HEAD ISLAND STAFF TO IMPROVE THEIR ADOPT A HIGHWAY VOLUNTEER GROUPS AND SIGNAGE HOW LONG WE WILL HOST THE ANNUAL ADOPT HOW A MEETING ON SEPTEMBER SECOND BUILT OUR CLUBHOUSE AND A NEW LOGO THAT IS GOOD. I'LL BE VERY BRIEF. TODAY WE HAVE PICTURES FROM[12. LITTER AND ENFORCEMENT INITIATIVE REPORT]
THIS PAST WEEK WATER FESTIVAL PARADE. OH, WE HAD OUR ATV.I'M SORRY. ELECTRIC CAR. WE WEREN'T ABLE TO GET THE ELECTRIC ATV THAT WE RECEIVED FROM OUR LAST GRANT AND THIS SITE BUT ALSO A LOT OF FUN.
WE GOT OUR CONTRACT OF TO MATCH THE PUBLIC WORKS MONTHS AND BOTH JUST KEEP OUR WATERS CLEAN. SO WE GOT THAT OUT. A LOT OF KIDS, EVERYONE HE'S LITERALLY BECOME A HOUSEHOLD NAME LIKE WE'RE DRIVING THE TRUCK AND THE KIDS ARE GOING CRAZY. THEY NEVER DO IS THE PARENTS DO.
SO THAT'S GOOD FOR OUR EDUCATION. AND WE JUST GOT OUT WITH COUNTY, STARTED AN INTERNAL GROUP AMONGST EMPLOYEES, OUR EMERGING LEADERS AND THEY HOSTED A KIND OF CLEANUP LAST MONTH WHERE WE HAVE BEEN GETTING KAYAKS OUT WITH THEM.
SO WE LOOK FORWARD TO USING THEM A LOT MORE. THEY'VE HELPED US IN THE PAST.
WHEN WE FIRST GOT ON WITH TV IS THAT OR DITCHES THAT WERE FULL OF WATER.
SO THEY WORKED OUT GREAT FOR THAT AND THAT'S IT FOR ME TODAY.
SO I THINK BLOGGER THAT WE'RE GONNA ON DOWN TO THE DISCUSSION ITEMS.
[13. HAULING CONTRACT AWARD]
THE FIRST THING THE HAULING CONTRACT AWARD RFP 0 4 0 1 2 2 WAS AWARDED TO OUR PUBLIC[14. SOLID WASTE MANAGEMENT PLAN (MRF) UPDATE]
SERVICE ON JUNE 20 TO GOING ON 14 SOLID WASTE MANAGEMENT PLAN UPDATE.THIS WAS PRESENTED TO PUBLIC FACILITIES COMMITTEE ON MAY 16TH FOR INFORMATION ONLY AFTER WORKSHOP EDITS AND A FINAL EMAIL TO BOARD MEMBERS. THE PLAN WAS BROUGHT BACK TO PUBLIC FACILITIES COMMITTEE FOR APPROVAL ON JUNE 20. TWENTY TWENTY TWO FULL COUNCIL APPROVED THE PLAN ON JUNE 27. THE SOLID WASTE ORDINANCE 62 IVY GOLDSMITH IS REVIEWING
[15. SOLID WASTE ORDINANCE 62]
[00:30:12]
ORDINANCE 62 IN COORDINATION WITH THE SOLID WHITE SOLID WASTE MANAGEMENT PLAN UPDATE AND COMMENTS PROVIDED PREVIOUSLY BY STAFF AND MR. GREINER.AS WITH THE SOLID WASTE MANAGEMENT PLAN, SOME LANGUAGE WILL REMAIN CONSISTENT WITH THE STATE. WHAT'S UPDATES ARE DRAFTED? WE WILL BRING THIS BEFORE THE
BOARD AND THEN ONTO PUBLIC FACILITIES COMMITTEE. >> THE NEXT THING
[16. REORGANIZATION]
REORGANIZATION SOLID WASTE AND RECYCLING HAS MERGED BACK WITH PUBLIC WORKS.EFFECTIVE JULY 20 22 WE WILL REMAIN AN ENTERPRISE FUND MALE DECIDES THE PUBLIC WORKS DIRECTOR AND SERVED ON THE BOARD AS A REPRESENTATIVE OF DISTRICT 1 THE PAST APRIL HIM RETURN TO PUBLIC WORKS AS THE DEPUTY DIRECTOR VICTORIA HOFFMAN HAS MOVED FROM RECYCLING COORDINATOR AND SOLID WASTE AND RECYCLING TO PROJECT COORDINATOR AND PUBLIC WORKS.
HER POSITION HAS BEEN POSTED IN FIELDS. WE WILL BE EXCITED TO WELCOME CHLOE. I'M SORRY I'M NOT SURE I HAVE THIS LAST NAME YOU CAN STARTING AUGUST 22ND. THERE ARE LOTS OF CHANGES AND WE LOOK FORWARD TO LOTS OF PROGRESS. FOR SOLID WASTE AND RECYCLING. WELL I ALSO WANT TO TRAIN A FORWARD AND BACK JOB JUMP BACK TO NUMBER 15 RECRUIT AND I WAS JUST LOOKING AT THE HE SAID THE SOLID WASTE WORD GOING TO COME BEFORE ASK FOR US FOR REVIEW. WE HAVE YOUR WISH TO MAKE SURE WE HAVE ENOUGH TIME TO REVIEW THAT AND THAT MAY BE AN OPPORTUNITY TO LOOK AT WORDING AND LANGUAGE QUITE HEAVY ORDINANCE. I DON'T KNOW BUT IF THAT'S THE CASE THEN WE PROBABLY NEED TO MAKE SURE WE SET ENOUGH TIME TO REALLY LOOK AT THAT.
IT IS THE ORDINANCE WHICH YOU KNOW WHAT DO YOU THINK THERE'LL ALSO BE SOME ORDINANCE REVIEWS FOR SOME OF THE DIFFICULTIES I'M HAVING WITH GOING TO COURT ON TICKETS SO THEY'LL BE IN THERE AS WELL. JUST SO WE WANT TO MAKE SURE ALL OF OUR PENALTIES AND MAYBE EVEN SOME OF THE ORDINANCE MIRROR STATE STATUTE. SO IT SIMPLIFIES IT FOR THE COURT PROCESS. YOU KNOW A LOT FOR THE JUDGES AND PROSECUTORS AS WELL.
SO YOU'LL SEE THAT IN BUT IT SOUNDS LIKE SOME WE'D PROBABLY NEED TO LOOK AT.
GOOD NOT TO GLOSS OVER. AND I WANT TO READ IT. DO YOU THINK THEY'LL USE THE STATE TERMINOLOGY? THAT'S THAT'S WHAT WE HOPE FOR. YES.
SO AT LEAST THEY'LL START NARROWING THAT HAD GONE THROUGH THE ORDINANCE BACK MONTHS AGO AND TOTALLY MARKED UP FOR CINDY ON TERMINOLOGY. GOOD.
SO THE PROCESS IS ALREADY STARTED. THAT WAS IT.
I DIDN'T WANT TO LEAVE THAT ALONE WHICH I THINK STATION THE ORDINANCE REALLY SHOULD COME BEFORE THE SOLID WASTE UPDATE TO REALLY GEL ANY OTHER QUESTIONS.
CAN WE JUST STICK WITH THE SOLID WASTE PLANT FOR A SECOND? SURE.
WAY BACK KEPT ON ABOUT MURPH WAS A SINGLE STREAM MURPH. >> IS THAT STILL THE INTENT? YES. A SINGLE STREAM? YES.
NOT MIXED RECYCLABLE SINGLE STREAM. SO THEREFORE IT'S ONLY FOR THE CONVENIENCE. POSSIBLY ALSO FOR YOU TO SPELL IT A STONE SEPARATE.
SCOTT CAUSE THE WHOLE PROBLEM WITH THE SOLID WASTE PLAN IT'S REALLY MADE MY TERMINOLOGY WOULD BE THE BEAUFORT COUNTY CONVENIENCE AND THE SOLID WASTE PLAN AND NOT BEAUFORT COUNTY PLAN. I JUST LOOKED AT TOO MANY DIFFERENT PLANS.
I READ IT IS A TOTALLY DIFFERENT DOCUMENT EVEN IF IT COMES DOWN TO A PROJECT IN MERTHYR COUNTY MAY CREATE NEAL AND DAVE FOR A LONG TIME ALONG WITH CINDY IF IT COMES IN AS DOORS STREAM THEY'VE LOOKED AT COUNTLESS COMPANIES THAT PROVIDE ADEQUATE MACHINE TO BREAK IT DOWN A SINGLE STRAND. YEAH BECAUSE YOU WERE GONNA END UP WE'RE GOING TO HAVE THE SORTING LINES TO GET IT DONE IF IT COMES IN AS NORMAL STREAM DON'T LEAVE A SINGLE WORD IF DOESN'T MEAN JUST SINGLE STREAM OR SURFACE RECOVERY FACILITY OF TERMINOLOGY THAT'S BEEN USED HISTORICALLY I WAS LED TO BELIEVE THAT THEY'RE LOOKING AT NO SINGLE STREAM AS IF IT WERE
[00:35:03]
COMING FROM THE CONVENIENCE SAID AND NOT FROM A CO MINGLED VEHICLES DROPPING CALLED WOOD GLASS PLASTICS AND I REALLY THINK THAT HAS TO BE CLARIFIED IN THE SOLID WASTE PLAN BECAUSE IT'S A WORLD TO ME IT'S A WORLD OF DIFFERENCE. NO SINGLE STREAM COMING OUT OF THE TRUCKS WOULD BE THAT SINGLE STREAM OR MAKES RECITING THOSE TERMS ARE VERY INTERCHANGED CYCLING WORLD AND THEN SOMEBODY HAS TO DO OF CLARIFICATION AND I THINK SETTING THE MURPH UP FOR SINGLE STRAIN OR YOU KNOW IS THE RIGHT WAY TO GO BECAUSE THAT'S YOUR WORST CASE SCENARIO. YOUR OTHER SCENARIOS DUAL SCREEN SINGLE OR SO SORT SOURCE SEPARATED TYPE OF MATERIAL WHERE YOU STILL HAVE TO CLEAN IT THAT'S BETS LIKE THAT TAKES ACTUALLY EQUIPMENT THINGS AND DIFFERENT LINES AND DIFFERENT IT'S ACTUALLY EXPANSION ON THE SERVICE THAT JUST TAKING SINGLES THINGS IS NOT A GOOD PROBABLY SO I DON'T LIKE BUT IT SURE TO FRAME THE PLAN AS SINGLE STREAM AND THEN MOVE AWAY FROM THAT IS MUCH EASIER I THINK THEN MAYBE MAYBE I'M JUST CONFUSED IN TERMINOLOGY BUT NO WASTE MANAGEMENT COMES THROUGH MY NEIGHBORHOOD CITY PICKS EIGHT THOUSAND DWELLING UNITS EVERYTHING IS IN THE SAME TRANSFER ROOMS WHERE I COME FROM THAT IT GETS DUMPED ON THE TOP FLOOR.THAT'S EXACTLY AND THEY GO THROUGH PROCESSING THE STUFF THAT COMES AT A CONVENIENT AS IS WOULD BE CONSIDERED NORMAL. I MEAN THAT'S DEFINITELY DUAL AND TRI STREAM.
I MEAN IT'S ACTUALLY VERY CLEAN . YOU KNOW WE WE GOT A BACHELOR'S. YEAH I LET'S CONSIDER THAT THE SINGLE STREET.
OH YEAH THAT'S NOT ANY GOOD I WOULDN'T CONSIDER THAT SINGLE SCRAP METAL THAT'S ACTUALLY TRIED BECAUSE IT'S SEPARATE AND PLASTICS ARE COMBING RIGHT THERE'S ONES AND TWOS AND STUFF LIKE THAT BUT YOU'RE LITERALLY PLASTICS GLASS THAT'S THAT SEPARATE A MATERIAL I DO THINK THOUGH IT'S A SHAME AND THIS IS ONE OF MY MY GRIPES WITH WASTE MANAGEMENT SANTAS THEY TAKE THAT STUFF AND DUMP IT AND THEN AND THEN CALL ME OH IT BACK AND THEN SHIP IT TO RALEIGH AND THEN GO BACK AND BE SEPARATED AGAIN WHICH IS JUST A TRAGEDY REALLY SOMEWHERE BAD FOR OK ANY
[17. PUBLIC COMMENT]
[18. BOARD REQUESTS]
OTHER COMMENT OR MORE REQUEST? YEAH, I'D REQUEST THAT WE NO WAY BACK WE WERE GOING TO HAVE A TOUR OF THE ONLY TRANSFER STATION WAS CALLED BECAUSE THE CODE WAS CANCELED.I WOULD LOVE TO GET TO SPEND THE DAY THERE AND THEN AT THEIR ACTUAL PROCESSING ON THE ROAD THERE'S BEEN EVIDENCE. ALL RIGHT. WITH HIM IT'S RIGHT AROUND THE CORNER AND IT'S IT'S IT'S NOT EVEN I KNOW I DIDN'T LOOK UP AND GO OH OKAY.
THERE'S NO MORE INVOLVED TO BUT IF YOU WANT TO GO I'LL GO AFTER THIS.
ALL RIGHT. UP THERE WITH YOU. YEAH.
I JUST DIDN'T WANT TO GO IN WITHOUT FORMAL APPROVAL. I'VE DRIVEN BY MANY TIMES SINCE I'D RATHER HAVE A FORMAL COUNTY GO. THAT'S WHAT YOU WANT TO KNOW.
>> I MEAN I GUESS THAT'S WHAT I MEAN. I MEAN I GET HERE AND SPENDING SOME TIME I DON'T LIKE TO MEET WEDNESDAY THURSDAY BECAUSE I KNOW SUN CITY IS PICKED UP AND JUST TO SEE WHAT'S BEEN SITTING THERE BEFORE. THAT'S A GOOD IDEA.
SEE THAT'S A GOOD IDEA RIGHT THERE. AND YOU KNOW, TWIST THIS BEAUFORT COUNTY RECYCLABLES SEPARATED FROM JUST BACARDI FROM OTHER JUST WE HAVE A TRUE UNDERSTANDING OF WHAT WHAT IT TRULY COMES HOME. WELL, YEAH, IT'S A MIXED TRANSFER STATION THAT'S GOT IT COMING ON IT. IT'S HARD TO PLAY.
THAT'S IT. THAT'S WHAT YOU KNOW AND THEY USED TO ACTUALLY HAVE IT.
YOU GO WHEN YOU GO THERE IT'S VERY INTERESTING IF YOU LOOK THROUGH THE HISTORY THAT THEY USED TO HAVE AND THEY'RE STILL THEY'RE SO FULL OF STUFF THAT THEY HAVEN'T SOLD THESE DAYS THEY HAD SOME SORT OF SORTING LINE AT ONE POINT AND THEY HAD BAYLOR'S AND THEY HAD STUFF LIKE THAT. THEY HAD EQUIPMENT WERE AT ONE POINT AND THEN YOU KNOW, IF YOU TALKED TO REDUCE THE ATTENDANT THERE, HE'S BEEN THERE EVER REALLY NICE GUY.
IT'S JUST THEY JUST STOPPED INVESTING THEIR TIME THE MARKETS TANK CHINA THAT WHOLE THING AND THEY STOPPED INVESTING AND NOW THAT YOU KNOW, WE GOT A KIND OF A SWEETHEART CONTRACT, WHERE WAS BILL GATES PAID BY ONE PERSON GOING TO THE LANDFILL?
[00:40:04]
THEY'RE GONNA PUT MONEY INTO THAT MR MUSK. THEIR HANDS ARE FORCED SOME WAY AND THEIR BUSINESS WHY WOULD CHAMBER? WELL, IT IS INTERESTING.I MEAN IT'S BUT NOW IT'S JUST LITERALLY TIPPING FOR. I MEAN IT GOES YOU SAW IF THIS IS A PILE YOU MAY SCRAPE IT OFF AND PICK IT UP. PUT IT INTO A BIG CONTAINER.
AND I THINK THAT'S YOUR CHIP. I THINK THAT'S WHAT IT WAS. THESE WERE ALL HERE.
IT'S RATHER RECYCLE AMERICA SOME FACILITY. I BELIEVE IT GOES THERE.
I THOUGHT OF IT YOU KNOW, SOME OF IT WHEN IT GOES INTO THAT TRUCK I BELIEVE IT GOES THERE.
BUT YOUR POINTS WELL MADE. I MEAN WHO KNOWS HOW MANY LIVES ? I GUESS THAT'S THAT'S TRUE. I WOULD YOU KNOW WHAT LOADS ACTUALLY GET TO THAT TIPPING YOU KNOW REPORT KEEPS LISTING 0 0 RECYCLE BEAUFORT COUNTY YET YOU'RE GETTING TONS OF RECYCLABLES GOING THERE AND HAVING SOME QUITE SOME IDEA OF MAYBE TOTAL PROCESSED AND NOT A PERCENTAGE OF WHAT CAME IN ON A PERIOD OF TIME PROPORTIONATELY TO YOU KNOW, HERE'S THE PROBLEM WE HAVEN'T HAD THE GUYS DO IT ALL THE HOLDERS THEY THROW A GOOD RECYCLING BUT YOU KNOW, THERE'S ABOUT SEVEN LAYERS OF REASONING WHY THAT OCCURS AND KNOW AT WHAT POINT DOLLARS CAN BEAT UP QUITE A BIT AND AT WHAT POINT IS OUR RESPONSIBILITY TO TRAIN PEOPLE TO NOT CONTAMINATE, TO REPORT, TO NOT TAKE THE MATERIAL.
THAT'S THAT'S WHERE THE ARGUMENT HAS TO BECOME BUT ALSO FROM COUNTY LEVEL WHERE THERE'S NO STANDARD, YOU KNOW, OF WHAT'S ACCEPTED AND WHAT'S NOT.
YOU KNOW, WASTE MANAGEMENT I DON'T THINK DOES A GOOD JOB OF MANAGING THAT STANDARD, MAKING SURE THAT THEY DROP IT. IT'S INSPECTED AND THINGS LIKE AND SO YOU KNOW, YOU GO TO A PLACE LIKE SUN CITY WELL YOU KNOW, YOU GET A ROW OF 100 200 HOUSES.
IT'S ONLY SO THOSE HOUSES TO SCREW UP AN ENTIRE LOAD. RIGHT.
WELL NOW YOU GOT THE COUNTY PAY IN THE BILL. IF IT'S CONTAMINATED.
SO YOU KNOW WHAT? I MAY NOT THAT'S THE TIME TO TO TRAIN OR TO NOT TAKE.
I'LL JUST LET THE PROCESS ROLL THE THROW AND THROW IT IN THE TRASH AND THEN KEEP GOING.
YOU KNOW, LIKE I PROMISE YOU IF IF EVER YOU KNOW YOU SHOULD GET A LETTER PROBABLY RIGHT.
MOST PEOPLE WOULD EVEN ASK RECYCLERS ARE KIND OF SCREW UP THAT RECYCLING AND IF THEY DON'T KNOW THAT THEY WILL CONTINUE TO SCREW IT UP. YOU KNOW YOU CAN'T YOU CAN'T SAY IT'S CONTAMINATED BY LOOKING AT IT. YOU'VE GOT TO ASK A LOAD TO SAY THAT IT'S CONTAMINATED. WELL, WE WE WE INSPECT EVERY NIGHT.
MY DRIVERS ARE TRYING I SPEND A LOT OF TIME REPORTING BACK TO PEOPLE.
WE DON'T HAVE AIR TRAFFIC. RIGHT. I DON'T ADDRESS TRUCK.
I CAN'T TAKE YOUR TRASH AND MY OBLIGATE IS TO NOT ONLY YOU BUT IT'S TO YOU, TO YOU, TO YOU, TO YOU TO EVERY SINGLE PERSON THAT'S IN THAT LOAD THAT HAS ACTUALLY DONE A GOOD JOB.
SO WE TAG WE DON'T TAKE. WE DO ALL SORTS OF STUFF BUT WE INSPECT CAN CAN I ALSO DON'T DO DUMPSTERS BECAUSE OF THAT BECAUSE I CAN'T INSPECT A DUMPSTER.
I DON'T LIKE DUMPSTERS. THEY GET CONTAMINATED AT THE BOTTOM LEVEL AND IT'LL BLOW AN ENTIRE LOAD. AND SO THERE ARE DEFINITELY WAYS.
YOU KNOW, OUR BUSINESS IS RECYCLING SO THAT'S IT'S OUR INTEGRITY IF FOR NOT GOOD FOR NOT GIVING FEEDBACK, YOU KNOW BUT HE'S GOTTEN COMPANIES THAN YOU KNOW THERE'S NO RULES TO SAY, YOU KNOW, THAT'S SOMETHING WE SHOULD ALL LOOK AT EVENTUALLY ONCE WE CAN CONTROL YOU CAN CONTROL THE MURPH YOU CAN CREATE THE STANDARDS. OK.
NOW YOU GOT COUNTY I DON'T CARE WHAT HAULER IT IS EVERYBODY BUYS AND KELLY COUNTY IN COUNTY THESE STANDARDS IT'S NUMBER ONE NUMBER TWO LIDS OFF ALL YOU KNOW THEN YOU GOT YOU CAN TAKE CONTROL OF IT. YOU CAN MARKET IT. YOU CAN TRAIN AND YOU CAN EDUCATE, YOU KNOW, BECOMES MUCH EASIER AND THEN YOU CAN ACCOUNT HOLDERS ACCOUNTABLE ONCE THEY GET YOU HOLD THEM ACCOUNTABLE. IT'LL BE AMAZING HOW QUICK THEY COME TO THE PLATE RIGHT NOW IT'S A FREEFALL. I'M SORRY I DIDN'T BEGIN, DIDN'T I? I'M SORRY I'VE MY TANGERINE BUT IT'S IT'S A CALL VERY COMPLEX. IT'S IN NEW YORK.
WE PHYSICALLY MUNICIPAL AND PRIVATE PAID FOR NEW YORK STATE.
ENVIRONMENTAL CONSERVATION INSPECTORS IN EVERY FACILITY MY AGENCY HAD TWO FULL TIME D.C.
INSPECTORS AT MY LANDFILLS. THE WORSE WASTE TO ENERGY PROHIBITED FACILITIES HAD TO PAY A PERCENTAGE OF A INSPECT WITH HIS OWN VEHICLE AND IT MADE A DIFFERENCE TO HAVE A PAIR OF EYES THAT KEPT EVERYONE FROM WHAT WOULD HAPPEN IF WE TOOK YOU FOR COUNTY PUT A GUY WHO'S JUST YOU SPENT THE MONEY. I WONDER WHAT YOU FIND. YOU KNOW.
YEAH, RIGHT. YEAH, THAT'S A LOT OF SENSE AND A YOU WOULDN'T SAVE YOU MONEY WOULD IT? WELL YOU KNOW WE WERE ALWAYS VERY HAPPY TO HAVE A STATE
[00:45:07]
INSPECTOR. HEY, YOU GOT ME HERE. WHAT DO YOU WANT? THAT'S EVERYTHING WE CAN AJA. OUR NEXT MEETING'S NOT UNTIL SEPTEMBER.SEPTEMBER THE 22ND. SAME BLESSINGS LATER BECAUSE RIGHT NOW WE OUT MUCH AND TRIED TO GET OUR
