JEN RAE IS JEN HERE AND IS NOT HERE BUT REGARDLESS JEN RAE WHO RUNS OUR CAPITAL IMPROVEMENT PROGRAM RECENTLY EARNED A PROJECT MANAGEMENT PROFESSIONAL CERTIFICATION.

IT WAS COMPLETED AT THE UNIVERSITY OF SOUTH CAROLINA AND SHE ALSO HAS OVER FORTY FIVE HUNDRED HOURS OF PROJECT MANAGEMENT EXPERIENCE THAT THAT COINCIDE WITH THAT CERTIFICATION. SHE COMPLETED THE PMP CERTIFICATE EXAM AND WAS BESTOWED BY THE GLOBAL CREDENTIAL PROJECT MANAGEMENT FASHIONABLE FROM THE PROJECT MANAGEMENT INSTITUTE. I KNEW I WOULD STUMBLE WITH THAT BUT THAT'S CONGRATS TO JAN AND SHE IS DOING MORE THAN A WONDERFUL JOB HERE LEADING OUR CAPITAL IMPROVEMENT PROGRAM.

HE'LL HELP WITH RELATIONSHIPS IN THE COMMUNITY. HE WILL BE PROJECT MANAGER OF OUR HOUSING PUBLIC PRIVATE PARTNERSHIP. HE'LL HELP JOSH AND I QUITE A BIT WITH OUR STRATEGIC PLAN,

OUR LAND ACQUISITION STRATEGY AND A WHOLE BUNCH OF OTHER THINGS MOST RECENTLY IN CASE YOU KNOW HE LOOKS FAMILIAR. BEN WAS ON THE TOWN'S DESIGN REVIEW BOARD AND IS A CERTIFIED MANAGER OF COMMUNITY ASSOCIATES . MOST RECENTLY THOUGH HE WAS DIRECTOR OF PLANNING AND PROPERTY OPERATIONS FOR PALMETTO DUNES.

PROPERTY OWNER ASSOCIATION WHERE HE WAS INVOLVED WITH OVER 50 MILLION DOLLARS OF CAPITAL PROGRAM INVESTMENT BUILDING COMMUNITY FACILITIES MANAGING AND OTHER PRIORITY PROJECTS SUCH AS ALL THE BEAUTIFUL ROADS BRIDGES PASS AND BEACH ACCESS AS WE SEE PALMETTO DUNES.

AS THAT CONCLUDES MY REPORT. >> THANK YOU VERY MUCH. MOVING ON, GENERAL REPORTS THE SHOOTING IN CELEBRATION PARK LAST WEEK WAS EXTREMELY DISTURBING.

YOU TURN ON TV HEAT EVERYWHERE IN THE WORLD BUT WE DIDN'T EXPECT THIS TURN ON TV YOU'D HEAR. I'D LIKE TO CONGRATULATE THE INDIVIDUAL WHO TRY TO STOP THE BREAK IN. I THINK HE'S ONE OF WHAT TRUE LOCAL HEROES ALONG THE WAY AND THEN A FUTURE DAY WE WILL BE BRINGING HIM INTO COUNCIL TO RECOGNIZE HIM IN PERSON.

IT DID A GREAT JOB. I'M SURE YOU WOULD ALL DO THE SAME THING.

BUT MARK IS TALKING TO THE SHERIFF'S OFFICE ABOUT WHAT HAPPENED WAS NOT GOING TO HAPPEN. I HAVE A SCHEDULED MEET MEETING IN SECOND WEEK IN JULY WITH THE SHERIFF TO GO OVER NOT ONLY THAT BUT WHAT ELSE IS GOING ON AROUND THAT WE DON'T KNOW ABOUT THAT WE DON'T HEAR REPORTS ABOUT WHICH IS VERY CONCERNING. BUT THAT REPORTS OF THE COMMUNITY SERVICES BILL. THANK YOU, MR. MAYOR. YES, MA'AM, YOU CAN.

THANK YOU. I DO HAVE A COUPLE OF COMMENTS THAT I WANTED TO THAT I WANTED TO MENTION IN SINCE THERE YOU WERE TALKING ABOUT CRIME AND ISSUES ON THE ISLAND.

I HAD INTENDED TO ALSO BRING THAT UP AS A MATTER OF CONCERN. I'VE HEARD FROM MANY RESIDENTS ON THE ISLAND VIA TEXT MESSAGES AND CALLS AND EMAIL THAT THEY ARE CONCERNED ABOUT HOW OFTEN THESE REPORTS OF CAR BREAK INS AND SHOOTINGS AND THE LIKE ARE HAPPENING AND I AND THEY WANTED JUST TO MAKE SURE IT'S BROUGHT TO THE TOWN COUNCIL'S ATTENTION IF IT ISN'T ALREADY.

AND SO IN THAT VEIN I'M GOING TO ASK IF I KNOW WE GET QUARTERLY REPORTS AND I HEAR YOU SAYING THAT YOU'RE GOING TO HAVE A MEETING AND ALL OF THAT IS GOOD.

BUT I THINK THAT WE NEED TO HAVE A BETTER UNDERSTANDING ABOUT WHAT IS HAPPENING, HOW IT'S BEING RESPONDED TO AND HOW WHAT MECHANISMS ARE BEING PLACE PUT INTO PLACE TO HELP DETER ANY FUTURE CRIMINAL BEHAVIOR FROM ESCALATING THE PART OF THAT THAT I WANT TO MAKE SURE WE TALK ABOUT IS WHAT THE BEAUFORT COUNTY SHERIFF'S HAS ASKED US IN THE PAST AND I'LL REITERATE THAT THESE ARE CRIMES AT LEAST THE BREAK INS ARE OF OPPORTUNITY AND SO PLEASE IF YOUR CAR IS OUTSIDE, EVEN IF YOUR CAR'S IN YOUR GARAGE, TAKE YOUR VALUABLES OUT OF THEM.

SO IF WE CAN FOLLOW UP ON GETTING ADDITIONAL INFORMATION AND MAKING THAT A FOCUS OF BE MAKING SURE THAT WE'RE AWARE OF WHAT'S HAPPENING ON THE ISLAND SO THAT WE CAN BE SPOTTED PROPERLY WHEN WE GET THOSE EMAILS AND TEXT MESSAGES AND CALLS OF CONCERN WAS BUILT PUT ON THE COMMUNITY.

IT'S BECOMING QUITE APPARENT TO EVERYONE THAT WE'RE REACHING A TIPPING POINT IN TERMS OF THE DEVELOPMENT HAPPENING AND THE NUMBER OF HOMES, ET CETERA THAT ARE BEING FIT INTO COMPACTED INTO SMALL SPACES AND THE REPERCUSSIONS ACROSS THE ISLAND MAYBE EVEN SOME OF THEM CRIME WHO KNOWS THAT IS HAPPENING.

AND SO I BELIEVE LAST TIME WE MET I HAD ASKED THAT WE SET THAT AS A PRIORITY AND I'M ASKING AGAIN I HAVEN'T HEARD ANYTHING SINCE THEN. I KNOW THAT OUR TOWN MANAGER IS WORKING ON IT. I KNOW THAT STAFF IS WORKING ON IT.

BUT I REALLY THINK THAT WE AS A COUNCIL NEED TO FOCUS AND ON HOW THE TOWN IS CONTINUING TO DEVELOP WHILE WE'RE LOOKING INTO OUR CAPACITY STUDY FOR LACK OF A BETTER WORD AND THOSE ISSUES DOWN THE ROAD. ONE OF THE REASONS IT BECOMES A IMPORTANT.

IS THERE ARE THINGS HAPPENING ON THE ISLAND THAT NOT ONLY ARE WE NOT AWARE OF IN TERMS OF DEVELOPMENT BUT NEIGHBORHOODS ADJACENT NEIGHBORHOODS AREN'T AWARE OF .

THAT'S HAPPENING IN THEIR OWN BACKYARDS. AND HAVING BEEN THROUGH THIS ONCE BEFORE, I FIND IT DIFFICULT TO SIT BY AND ALLOW COMMUNITIES TO BE CAUGHT OFF GUARD BY CHANGES THAT ARE HAPPENING. AROUND THEM.

AND SO I WOULD ALSO ASK THAT AS DEVELOPMENTS ARE BEING COMING THROUGH I THINK IN THE BEGINNING THAT TOO LONG AGO WE WERE GETTING A NOTICE OF WHAT WAS COMING UP AND COMING THROUGH. AND THOSE SEEM TO HAVE STOPPED. I WOULD ASK THAT WE GET THIS THAT COMMUNICATION AGAIN SO THAT WE'RE AWARE OF WHAT'S HAPPENING ACROSS THE ISLAND WHERE THE RESIDENTS ADVOCATES I AM I KNOW WE ALL ARE CONCERNED ABOUT MAKING SURE THAT YOUR VOICES ARE HEARD. AND IF WE DON'T KNOW WHAT'S HAPPENING AND IT HAPPENS AND WE'RE CAUGHT OFF GUARD, THAT'S NOT A GOOD POSITION TO BE IN. SO THOSE ARE THE THINGS I WANTED TO TALK ABOUT THAT WERE IMPORTANT. ALSO JUST ASK IF THERE WERE ANY TO 78 UPDATES THAT MAY BE HAPPENING. I KNOW THAT THERE ARE WELL OVER A THOUSAND PEOPLE WHO ARE CONCERNED ABOUT THE STUDY THAT WERE PROMISED AND WHERE WE ARE WITH THAT. WHEN WE AGREED TO THE TRANSFER WITH THE STATE WE WERE GOING TO HAVE A REPAVING EFFORT MUCH MORE ROBUST THAN WHAT I SAW TO ADD SOME METRICS TO THAT. IF I RECALL WE WERE TOLD AND I THINK IT'S IN WRITING THAT WE'D HAVE SIX TO EIGHT INCHES REPAVING. SO FROM A CAPITAL EXPOSURE STANDPOINT IF I COULD ASK THROUGH YOU TO THE TOWN MANAGER TO LOOK THIS UP IT WOULD BE NICE TO HAVE THAT RIGHT PAVING DONE SO OUR CITIZENS DON'T HAVE TO THINK ABOUT PAYING FOR THAT THEMSELVES FIVE OR 10 YEARS FROM NOW. COMMITTEE. >> WE RECEIVED THE RESPONSES AND LATE MAY REVIEWED AND SCORED BOTH RESPONSES AS PRESENTED. THE RESPONSES WERE FROM MALDEN AND JENKINS LLC AND GREEN PHINNEY CALLIE LLP. ON JUNE 14TH WE HAD ZOO MEETINGS AND INTERVIEWS WITH BOTH FIRMS AND BASED ON THOSE INTERVIEWS.

WE RE SCORED THE APPLICATION BASED ON PRESENTATION AND CONTENT IN THE RESPONSES.

ON JUNE 20TH AND I SHOULD SAY THAT BOTH FIRMS RESPONDED WERE STRONG AND THE TOWN WOULD HAVE BEEN WELL SERVED WITH EITHER. HOWEVER ON JUNE 20TH THE COMMITTEE UNANIMOUSLY AGREED ON MALDEN AND JENKINS AND RICH ROTH WHO REALLY QUARTERBACK THE ENTIRE PROCESS AND DID A HECK OF A GOOD JOB DOING SO.
