[1. CALL TO ORDER]

[00:00:08]

YOU? >> I CALL THIS MEETING TO ORDER.

>> THIS IS BEAUFORT COUNTY PUBLIC FACILITIES. IT'S MONDAY, JUNE THE 20TH.

IF YOU WOULD RISE FOR THE PLEDGE OF ALLEGIANCE. >> I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION

UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. >> SARAH, WE'VE DONE FOR YOUR

[4. APPROVAL OF AGENDA]

PROPERLY. >> YEAH. THANK YOU MUCH.

AS FAR AS THE AGENDA IS CONCERNED WE DO HAVE TO MINOR CHANGES TO IT.

WHAT I WANT TO ADD A AN APPOINTMENT FOR THE COUNTY TRANSPORTATION COMMITTEE WHICH I'LL TAKE UP IS SEVEN A AND THEN I SHOULD ALSO NOTE THAT WE GET TO ITEM NUMBER 10 RELATIVE

TO THE DIRT ROADS. >> THAT'S A DISCUSSION RATHER THAN AN APPROVAL.

SO IF I COULD HAVE A MOTION TO APPROVE THE AGENDA WITH THOSE TWO MINOR CHANGES I'D

APPRECIATE IT. >> ERM SOME MOTION MR. CHAIRMAN.

>> THANK YOU BRIAN. SECOND SECOND ANY OBJECTION SEEING ON THE AGENDA IS

[5. APPROVAL OF MINUTES- MAY 16, 2022]

APPROVED AS MODIFIED WITHOUT OBJECTION. WE HAVE THE APPROVAL MINUTES FROM OUR MAY 16TH MEETING. IS THERE ANY OBJECTIONS TO THAT OR ANY MODIFICATIONS TO THOSE MINUTES FROM MAY SEEING NONE AT ALL. PROMOTION.

>> THANK YOU. YOUR SECOND. I'LL SECOND MARK.

THANK YOU. WITHOUT OBJECTION THE MINUTES ARE APPROVED.

NEXT ITEM IS 6 WHICH IS CITIZEN COMMENTS. SIR, DO WE HAVE ANYBODY WHO IS

HERE TO SPEAK RIGHT NOW? >> I FEEL SLIGHTED THAT NOBODY COMES TO OUR MEETINGS TO SPEAK

[7. DIVISION UPDATE FROM ASSISTANT COUNTY ADMINISTRATOR, JARED FRALIX]

TO OK. >> JERRY DEAR UP ALWAYS. WE LOOK FORWARD TO YOUR UPDATE.

WHAT'S GOING ON IN YOUR BAILIWICK? ABSOLUTELY.

>> THANK YOU VERY MUCH, CHAIRMAN AND APPRECIATE ADDRESS THE COMMITTEE FOR MY BOOK.

SO A FEW ITEMS HIGHLIGHT LIKE TO TAKE A FEW MINUTES TALK ABOUT ITEMS THAT AREN'T NECESSARILY ON THE AGENDA BUT THINGS THAT WE'RE WORKING ON AS THEY'RE MAKING THEIR WAY TO THE GYM IN ONE FORM OR FASHION. SO FEEL FREE TO STOP ME THROUGH THIS.

IF YOU HAVE ANY QUESTIONS AND I'LL START JUST WITH TRANSPORTATION.

ONE OF THE HIGHLIGHT PROJECTS THAT EVERYBODY'S AWARE OF IS NEED OF ATTENTION AND WE'VE BEEN WORKING ON IS SC 170 SOME GOOD NEWS TO REPORT ON SINCE THE LAST TIME WE MET WE HAVE FINALIZED THE THREE MILLION DOLLAR RGA BETWEEN US AND BEFORE.

OUR JASPER COUNTY AND CITY OF HARDY BILL HARDY BILL ON THE NEAR TERM PROJECTS.

SO THE NEAR-TERM IMPROVEMENTS THAT WE HAVE UNDERWAY CURRENTLY WE'RE UNDER DESIGN AND SUBMITTED FOR INITIAL COMMENTS WITH DST ON THOSE NEAR-TERM PROJECT PLAN IMPROVEMENTS.

>> WE'RE EXPECTING TO GET SOME COMMENTS BACK AND HAVE THOSE PLANS FULLY PERMITTED AND APPROVED SOMEWHERE IN EARLY FALL. AND THEN FROM THAT POINT WE'LL PUT THEM OUT TO BID AND HOPEFULLY HAVE THEM AWARDED AT THE END OF THE YEAR 1ST OF NEXT YEAR. WE SPENT THE TIME OF CONSTRUCTION TAKE ABOUT SIX

MONTHS. >> SO HOPEFULLY BY THE START OF SUMMER NEXT YEAR WE'LL BE FULLY, FULLY CONSTRUCTED WITH THE FIVE INTERSECTION IMPROVEMENTS THAT WE'VE GOT THERE AS PART THE NEAR-TERM SOLUTION. CONCURRENTLY WE'RE WORKING ON A COUPLE OTHER THINGS IN ASSOCIATION WITH 170. SO IN THE STUDY THERE WAS NEAR-TERM, MID-TERM AND LONG TERM WE'RE LOOKING AT A COUPLE OF MID-TERM PROJECTS.

ONE IS SOME IMPROVEMENTS THERE AT OLDFIELD AND TO SEE WHAT WE CAN DO IN THE INTERIM.

WE GET A LOT OF COMMENTS AS PROBABLY YOU GUYS DO AS WELL AS FAR AS GETTING IN AND OUT OF OLDFIELD. ALSO WITH THE WORK THAT'S GOING ON IN JASPER COUNTY THAT EAST ARGENT BOULEVARD DEVELOPMENT. SO EVEN THOUGH THERE'S NOT A LOT OF HOMES BUILT THERE, THERE'S STILL SOMETHING THAT WE'RE GOING TO TRY TO TAKE A LOOK AT IN THE INTERIM.

HOPEFULLY THE GOAL WOULD BE THAT WE CAN PUSH FORWARD WITH SOME INTERIM SOLUTIONS THAT WOULD KIND OF DOVETAIL INTO THE END OF OUR SHORT TERM SOLUTIONS AS LONG AS THAT WE CAN PROVIDE THE FUNDING FOR THAT. AND AS LONG AS WE CAN GET THE SOLUTIONS DEVELOPED ANOTHER ONE THAT WE'RE LOOKING AT IN THAT KIND OF INTERMEDIATE PHASE IS IS ACTUALLY BEYOND THE THIS STUDY LIMITS. BUT JUST BEYOND AT THE DEAL WEB AND SEA GRASS STATION.

SO LOOKING AT IMPROVEMENTS THERE, COORDINATING WITH THE TOWN OF BLUFFTON ON THAT.

THEY'RE IN THE CITY LIMITS. THEY'RE ON THE OTHER SIDE ON THE EAST SIDE OF THE STREET.

SO COORDINATING WITH TOWN OF BLUFFTON ON THOSE POTENTIAL IMPROVEMENTS AND LASTLY WE'VE TALKED ABOUT IT SEVERAL TIMES THAT 170 DOESN'T STAND ALONE BY ITSELF.

IT'S CONNECTED TO 278 NAJIM BOULEVARD. WE'VE TALKED ABOUT THE TRIANGLE PROJECT. SO WE'RE CURRENTLY WORKING WITH A COM TO DO ACCESS MANAGEMENT

[00:05:01]

STUDY ON THE THIRD LEG ON 278 FROM ARGENT BOULEVARD TO 170. THERE ARE A COUPLE MONTHS INTO THAT PROJECT AND HOPEFULLY IN THE NEXT COUPLE MONTHS COMPLETING THAT PUTTING TOGETHER ALL THE PUBLIC PARTICIPATION AS WELL AS COMING UP WITH SOME RECOMMENDATIONS FOR WHAT THAT ACCESS SHOULD LOOK LIKE ALONG THAT SECTION OF THE CORRIDOR.

>> WE'RE ALSO WORKING WITH THE OKATIE IN DOING SOME ASSESSMENT .

>> ONE THING WE TALKED ABOUT IS HOW DO WE DELIVER THIS PROJECT? OUR TRADITIONAL BID BUILD APPROACH OR DESIGN BUILD DESIGN BUILD ALLOWS US TO KIND OF GET SOME MOMENTUM ON THE EXECUTION OF THE PROJECT. SO WE'RE DOING A RISK ASSESSMENT PARALLEL WITH DFT WITH THAT TO SEE IF IT WOULD FIT THAT MODEL FOR EXECUTION. SO AGAIN CURRENTLY WORKING ON A LOT OF THINGS THERE GENTLEMEN. AND IF YOU HAVE ANY QUESTIONS ON THAT NOW I'LL GLADLY ANSWER

THOSE BEFORE MOVING ANY OF THE OTHER ITEMS. >> SO MY QUESTIONS OR COMMENTS ON 170 QUICKLY OR WILL YOU SEE IN FULL VIEW IN THE SECTION I DO SO SIMILAR TO THE REST OF THE LAW VERY DANGEROUS YET SIMILAR TO THE REST OF THE CORRIDOR SIGNALS ARE PART

OF THE ANSWER BUT THEY'RE NOT ALL OF THE ANSWERS. >> SO THE WAYS THAT WE IMPLEMENT THE SIGNALS WHEN WE INTRODUCE A FULLY FUNCTIONAL SIGNAL WITH ALL THE PHASES THAT REALLY CONGEST THE CORRIDOR SO A SIGNAL WITH LIMITED PHASES OF KIND OF STRAIGHT AND THREES FOR THE MOST PART AS WELL AS SOME RIGHT TURNS AND YOU TURN MOVEMENTS THAT REDUCE CONFLICT INTERSECTION IS KIND OF THE TERM THAT YOU CALL IN THOSE INTERSECTIONS OF IMPLEMENTATION OF THOSE KIND OF TWO WORKING TOGETHER IN SOME FORM OR FASHION.

>> WELL WE HAVEN'T FINALIZED THAT. WE'RE STUDYING AND TAKING A LOOK AT WHAT WAS REFERENCED IN THE PLAN BALES ONE A COUPLE IN UP A COUPLE OF QUESTIONS THAT

DON'T GO WELL. >> ONE OTHER THING ON 170. SO WE'RE ALSO WORKING ON SOME ACTIONS THAT THE LAST COMMITTEE THE POLICY COMMITTEE AS WELL AS THE TOWN OF HARDY VILLE AND JASPER COUNTY IS IN ORDER TO MOVE FORWARD ON THE TRIANGLE PROJECT.

WHAT DO WE NEED TO DO ONE THING AND WE'LL BE COMING BACK TO PUBLIC FACILITIES AND ARE PLANNING PERMISSION AND PELLET FACILITIES AND COUNSEL IS WE HAVE THE ACCESS MANAGEMENT PLAN ALREADY THERE THE STUDY BUT MOVED THAT FORWARD AND CODIFY THAT AND MORE OF AN ADOPTION SO THAT WE NEED TO GO THROUGH A PLANNING COMMISSION IN THREE READINGS AND ORDINANCE AND THEN WE'LL PETITION THAT OTHER MUNICIPALITIES JASPER COUNTY AND HARDY THEY'LL DO SOMETHING SIMILAR THAT WAY WE CAN COORDINATE WITH DOJ DFT AND DOTY RIGHT NOW CURRENTLY THAT PLAN IS JUST PLANS SO IT'S NOT SOMETHING THAT THEY'RE EVALUATING ENCROACHMENT PERMITS ON. SO IF WE ALL WORK TOGETHER LOCALLY AND THEN SAY YOU SEE THIS IS WHAT SOMETHING THAT THAT WE'RE PROPOSING FOR THIS CORRIDOR WOULD YOU STAND BEHIND

THIS AND GET A MORE FIRM APPROVAL? >> THEY TYPICALLY DON'T APPROVE PLANS. THEY ARE STUDIES. THEY APPROVE ACTUAL CONSTRUCTION PLANS AND SINCE THIS IS A STUDY AND NOT A PLAN THAT SORT OF THE REASON AND WHERE THEY'RE EVALUATING ENCROACHMENT PERMITS. SO THAT'LL BE FORTHCOMING IN

THE IN THE COMING MONTHS. COUPLE OF QUESTIONS. >> FIRST OF ALL, RELATIVE TO GETTING THEIR PERMIT ARE APPROVAL ON THE CURRENT PLAN OR ARE WE BASICALLY FINISHED THE DESIGN ON THAT AT THIS POINT ABOUT 80 OR 90 PERCENT MINUS WHATEVER COMMENTS COME OUT FROM

D.A.? >> OKAY. >> IT WOULD SEEM LIKE THEY SHOULDN'T NEED FOUR OR FIVE MONTHS TO APPROVE THAT BECAUSE OBVIOUSLY THE LONGER WE WAIT THE HIGHER THE COST IS GOING TO BE. WE KNOW WE'RE INCURRING FATALITIES IN THAT AREA AND IT'S BEEN ON THE LATS SHORT TERM RECOMMENDATION FOR A COUPLE OF YEARS. SO I DON'T KNOW IF WE CAN IN A POSITION TO ASK TO SEE IF THEY

CAN ACCELERATE THAT. >> WELL, WE'RE WE'RE PRETTY CLOSE TO THE.

THEY DO COMMENTS ANYTIME. SO I MEAN WE'RE. THIS IS PART OF THE PROCESS DOES NOT GO ON AND SUBMITS UNLESS WE HAVE SOME COMMENTS THAT ARE JUST SOMETHING THAT ARE HARD TO TAKE CARE OF . I THINK THIS IS THE NORMAL PROCESS AND NO NEED TO PUSH A

PANIC BUTTON RIGHT NOW. >> TWO OF THE QUESTIONS ONE IS WHEN WE WERE TALKING ABOUT THIS LAST FALL THEY HAD A RESURFACING PLANNED I THINK IN THIS UPCOMING FISCAL YEAR ON THE RAMPS ON AND OFF OF 278 CONNECTING ON THE NORTH SIDE OF THAT INTERSECTION WITH 170.

I WAS ALWAYS UP IN THE AIR AS TO WHETHER THEY WERE GOING TO INCLUDE THAT OR EXCLUDE THEM BUT IT SEEMED LIKE IT WOULD BE LOGICAL TO DO IT AT THE SAME TIME SOME ECONOMIES.

SO THEY ACTUALLY HAD A PLAN TO RESURFACE THE STATION TO 78 FROM 170 TO THE BRIDGE THERE.

OKATIE RIVER SINCE THEN THAT HAS BEEN PUSHED IN THEIR OUT ANOTHER YEAR OF THEIR FUNDING.

SO WE WERE HOPING THAT WE CAN COME TOGETHER IN THE JUNE OR JULY TIMEFRAME OF NEXT YEAR BUT THEIR FUNDING YEAR OFF FROM THAT. SO ONE THING THAT CFTC CHAIRMAN GREG GORDON HAS BEEN COORDINATE WITH D.A. IS SEEING IF WE CAN AT LEAST GET SOME ACCOMMODATIONS FROM JODI TO HELP RESURFACE THE RAMPS THEMSELVES NOT NECESSARILY THE

[00:10:04]

MAINLINE BUT ALL FOR RAMPS THAT ENTER ON THE 278. SO HOPEFULLY WE CAN COMBINE

THOSE LEVEL OF EFFORTS. >> IT'S ALWAYS SEEMED TO ME THAT EVEN IF IT'S IN AND OUT YEAR IF THEY COULD COMMIT TO IT, WE COULD ALWAYS FUND IT AND THEY COULD READ VERSUS A YEAR FROM NOW AND PROBABLY SOME DECENT SAVINGS. LASTLY, THERE'S ALWAYS BEEN SOME CONFUSION IN MY MIND ABOUT WHAT THE INTERSECTION AT TIDE WATCH IS GOING TO LOOK LIKE AND ONE PIECE HAS KIND OF A MAJOR DESIGN. THE OTHER IS LOOKS LIKE IT'S BASICALLY THERE AND WE COULD MAKE SOME SIGNAL CHANGES BUT WHERE DOES THAT KIND STAND? AND SO IN THE SHORT TERM THE INTENT IS DEVELOPED IN THIS STUDY WAS TO IMPLEMENT LEFT TURN SIGNALS DUTY HAD PREVIOUSLY DONE A STUDY ON THAT AND SAID THAT IT DIDN'T MEET THE WARRANT ANALYSIS FOR A LEFT TURN SIGNAL. SO WE HAVE UPDATED THE STUDY AND SUBMITTED THAT DUTY AND HAVE RECEIVED COMMENTS HERE RECENTLY FROM TRAFFIC DISTRICT TRAFFIC. SO WE'RE WORKING THROUGH THOSE COMMENTS.

WELL, THEIR SUGGESTION IS THAT INSTEAD OF THE LEFT TURN SIGNAL THAT WE OFFSET THE LEFT TURN LANES TO HELP SEE AROUND THE ONCOMING TRAFFIC THAT COMES AT A PRETTY SIGNIFICANT COST FOR TRYING TO IMPLEMENT SOMETHING QUICK AND EFFICIENT. SO WE'RE WE'RE PUSHING BACK ON THAT COORDINATE WITH THE CITY TO SEE IF WE CAN COME UP WITH A SOLUTION THAT WORKS FOR BOTH

SIDES. >> THAT SHORT TERM WIN SEEMS TO MAKE SENSE TO ME AND YOU LIVE

CLOSE TO YOU EVERY DAY. >> OKAY. >> ANY OTHER COMMENTS ON 170? SO THAT'S TRANSPORTATION OUT THERE A LITTLE BIT QUICKER THROUGH THESE OTHER ITEMS AND THEN ALSO WANT TO TURN SOME TIME OVER TO HANK TO GIVE YOU A HIGH LEVEL WHERE WE ARE ON ARPA AND WE JUST THOUGHT ABOUT FINANCE COMMITTEE JUST A COUPLE .

>> BUT HE'S GOT A LOT GOING ON AND JUST CAN GIVE YOU A HIGH LEVEL ON THAT.

BEFOREHAND THE FACILITIES MANAGEMENT WE HAVE A FEW UPDATES ON COMMUNITY CENTERS.

>> SO AGNES MAJOR COMMUNITY CENTER WE'RE WORKING TO DEVELOP A NEW 70 SYSTEM.

GREENFIELD THAT WAS ONE THAT HAD SOME PLUMBING PROBLEMS BEFORE.

SO HOPEFULLY BY JULY WE'LL HAVE A NEW SEPTIC FIELD OUT THERE. SCOTT HILL SOME COMMUNITY CENTER WE'RE DOING SOME EXTERIOR REPAINTING AND WORKING WITH THE COMMUNITY ON A COLOR SELECTION. AND THEN ALSO WORKING ON THE ROOF REPLACEMENT OUT THERE FOR THAT BUILD IN THAT STRUCTURE. SO HOPEFULLY AGAIN BY THE 1ST OF JULY WE'LL HAVE SOME OF THOSE IMPROVEMENTS UNDERWAY AND MADE. AND THEN LASTLY AS GLORIA POTTS WE HAD SOME BROKEN WINDOWS OUT THERE SO WE'RE WE'RE WAITING SOME GLASS REPAIRS FROM BEAUFORT GLASS WHICH IS SCHEDULED HOPEFULLY THIS WEEK AND THEN ALSO GETTING SOME QUOTES FROM CONTRACTORS ON SOME CABINETS AND COUNTERTOPS AND SUCH FOR IMPROVEMENTS THERE.

ANOTHER PROJECT THIS IS ON OUR CAPITAL PROJECTS IS THE POOL THE BLUFFTON POOL.

>> SO THE CONSTRUCTION FOR THAT UNDER EMERGENCY WORK ORDER IS WELL UNDERWAY.

THEY'VE DONE ALL THE PAINTING FOR PEARLAND. THEY'VE ALSO INSTALLED SOME ROOF PANELS AND ARE WORKING THROUGH THAT AND STILL ON SCHEDULE FOR A JULY COMPLETION ON THAT THE ROOF BACK OPEN SO THAT PEOPLE CAN GET BACK OPENED THE AIRPORT.

SO WE HAVE BIDS DUE THIS THURSDAY. SO 623 WE'LL BE ANXIOUSLY AWAITING THOSE TO SEE WHAT THAT IS. FINGERS CROSSED IT COMES BACK WITH A PALATABLE NUMBER ONE THING TO MAKE MENTIONED ON THAT.

REMEMBER THE COST OF THAT PROJECT IS FIFTY TWO MILLION DOLLARS.

THAT IS THE TOTAL ALL IN COST OF THE PROJECT. THE COST TO THE CONSTRUCTION IS SOMETHING LESS THAN THAT BECAUSE ALL IT HAS THAT CONSTRUCTION INSPECTION ADMINISTRATION AND ALL OF THAT. SO IF THE NUMBER COMES IN HIGHER THAN THEN THE CONSTRUCTION COSTS THEN THAT MOVES THE NEEDLE ON THE ENTIRE PROJECT.

BECAUSE WE'VE GOT THOSE OVERALL COSTS SO ANYHOW WE'LL WE'LL ANXIOUSLY AWAIT THOSE HOPEFULLY . WE'VE GOT SEVERAL BIDS AND GOOD PRICES SO WE'LL UPDATE THAT AS SOON AS WE GET THAT INFORMATION. AND THEN LASTLY WE SUBMITTED TWO PROJECTS FOR A WALK THROUGH SOUTH CAROLINA ASSOCIATION COUNTY'S SOLID WASTE DECALS SYSTEM AS WELL AS LOCAL PRODUCE DESIGN MANUAL OKATIE HERRERA AND ANGEL MARCIN KOSKI BOTH MADE A PRESENTATION AT THE STUDIO TV STUDIO AND THAT WE'RE HOPE TO HEAR SOMETHING FROM

THOSE IN THE NEXT COMING WEEKS. >> AND THEN IF SO, IF WE PROVE SUCCESSFUL THAT WOULD BE

ANNOUNCED AT THE ICAC ANNUAL MEETING IN AUGUST. >> AND WITH THAT, IF WE DON'T HAVING QUESTIONS I HAVE A QUESTION FOR THE SANDS BULGARIAN.

>> ANY UPDATE ON THAT? >> WE DON'T HAVE AN IMMEDIATE UPDATE BUT WE ARE WORKING TO TO GET THE THE MATERIAL AND SO WE CAN GET THAT BOAT RAMP REPAIRED.

>> SO OUR VETERAN TO A MORE DEFINITIVE ANSWER ON THAT. RIGHT.

>> THANK YOU. THANK YOU. I'M GOING TO GIVE A HIGH LEVEL WHERE WE ARE ON OUR 1 DIRT TRAUMA TO KIND OF GIVE YOU GUYS A AN OVERVIEW OF THE THIRTY SEVEN POINT THREE MILLION DOLLARS TOTAL THAT'S COME THROUGH ARPA WHICH THE SECOND TRANCHE OF INTERESTING WORDS LIKE TO USE THE SECOND INSTALLMENT HAS COME IN BUT JUST OVERALL YOU HAVE THROUGH 2024 TO ALLOCATE THE FUNDS AND THROUGH 2026 TO ACTUALLY EXPEND

[00:15:05]

THE FUNDS AND SO EVERYTHING COMES IN AS YOU GUYS SAW THE RETREAT KIND OF IN THAT FORMATIVE STAGE HERE'S AN IDEA AND SO OF PUT IT INTO THREE BASIC BUCKETS THE FORMATIVE STAGE THE WE'RE ACTUALLY IN THE AGREEMENT NEGOTIATION STAGE OF FINALIZING A PROGRAM, SOMETHING THAT'S OBLIGATED AND OR BEING EXPENDED BECAUSE THAT PROGRAM IS STARTED.

>> SO THOSE THINGS WOULD BE COVERED PAY THAT WAS ALREADY DECIDED OR SOME INTERNAL TRANSFERS THAT ARE FOR CAPITAL CAPITAL EXPENDITURES THAT YOU GUYS HEARD ABOUT.

SO JUST AS A BREAKDOWN WE ALREADY HAVE ABOUT ELEVEN POINT TWO MILLION IN THAT THIRD STAGE AND THAT DOESN'T MEAN IT'S GONE OR DONE AND THERE'S MULTIPLE PHASES TO THIS BUT APPROXIMATE 30 PERCENT HAS ALREADY BEEN ALLOCATED OBLIGATED WHICH IS GOOD FOR THAT 2014 2024 DEADLINE IN THE MIDDLE THAT AGREEMENT NEGOTIATION STAGE IS APPROXIMATELY SEVENTEEN AND A HALF MILLION DOLLARS. SO YOU'RE GOING TO START HEARING OVER THE NEXT MONTHS AND YEAR A LOT OF THESE PROGRAMS COME OUT INDIVIDUALLY AS THEY MATERIALIZE BUT THOSE ARE ALREADY IN THE DISCUSSION AND NEGOTIATION TO GET THEM CLOSER TO M0 USE OR HOW THEY WORK IN THE PROCUREMENT PROCESS IF THEY'RE CONSTRUCTION BASED PROJECTS AND WE ONLY HAVE ABOUT 24 PERCENT STILL IN THAT FORMATIVE STAGE. THAT'S BECAUSE THOSE ARE SOME OF THE BIGGER BUCKETS THAT YOU GET TO DISCUSS BACK THEN THAT TAKE LONGER TERM TO OBLIGATE.

>> BUT ONCE THEY'RE OBLIGATED THE EXPENDITURES WILL HAPPEN RELATIVELY QUICKLY.

SO IF THERE'S ANY QUESTIONS FEEL FREE TO ASK. I WANTED TO LET YOU KNOW THAT WE'RE WE FEEL LIKE WE'RE AHEAD SCHEDULE. IT KIND OF FEELS ANYTIME THERE'S A DEADLINE YOU CAN GOING TO GET URGENT THINKING. WE'VE GOT TO WE'VE GOT TO DO IT. BUT AT THE SAME TIME WE WANT TO DO IT IN A WAY THAT WE MAXIMIZE OUR EXPENDITURES, GET THE MOST BANG FOR THE BUCK WORK WITH PARTNERS.

SO IT'S NOT JUST THE COUNTY SPENDING MONEY ON THEIR OWN AND I JUST WANT TO GIVE YOU A STATUS UPDATE ON THAT. QUESTIONS, COMMENTS I GUESS YOUR ANSWER TO ALL.

>> THANK YOU, MIKE, FOR ONE QUESTION. AS AS AS WE GO FORWARD, IF WE FIND WE NEED A LITTLE MORE IN ONE CATEGORY A LITTLE BIT LESS IN OTHER CATEGORIES OR FLEXIBILITY TO MOVE DOLLARS AROUND DOWNSTAIRS. ABSOLUTELY.

AND THAT'S WHERE THAT FORMATIVE. THAT'S WHY I WANT TO MAKE SURE THAT WE DON'T JUST JUMP IN AND OBLIGATE SOMETHING WE'RE NOT 100 PERCENT SURE AND WE DON'T HAVE FULL BUY IN FROM PARTNERS OR WE'RE MAKING SURE THAT IT FITS WITHIN THE GUIDELINES THAT LEAVES THAT FLEXIBILITY FREE TO ALLOCATE IN THAT WAY. OKAY.

>> GOOD. THANK YOU. WHERE'S MY RESEARCH? YES, GERALD, THIS IN MY MIND HAS NOW IN INITIAL ROUNDS OF SPENDING ON GLOBAL FUNDS WE WE IDENTIFIED ONE OF THE PROJECTS IN THE RURAL COMMUNITIES.

SYDELL AND THE NORTHERN ARC OF THE COUNTY WHICH IS IN MY DISTRICT THE INSTALLATION OF MEDICAL CENTERS LIKE FIBER FIBER FOR WI-FI, WI-FI ACCESS. CAN WE GET AN UPDATE AS TO WHERE WE ARE AND WHAT PROGRESS IS BEING MADE? YEAH.

>> I'M GOING TO BROADEN THAT INTO TWO ANSWERS BECAUSE THERE'S ALSO LOOKING AT COMMUNITY CENTERS WITH TELEHEALTH, ET CETERA FOR BETTER ANSWERING PANDEMICS AND THAT BEGIN IN THE END HOPEFULLY IT NEVER HAPPENS AGAIN. BUT IF IT DOES, WE'LL BE READY.

BUT AS FOREST BROADBAND WE'VE BEEN IN TOUCH WITH THE STATE TO MAKE SURE THAT WE DO NOT EXPAND SOMETHING THAT THE STATE IS GOING TO COVER TO MAKE SURE THAT WE CAN USE OURS TO MAKE THEIRS GO FARTHER. SO THOSE THOSE DISCUSSIONS ARE ONGOING AND TO MAKE BUT THAT IS REMAINS A PRIORITY. THAT IS ONE OF THOSE CATEGORIES THAT'S IN THE FORMATIVE STAGE BECAUSE WE WANT TO MAKE SURE THAT WE'RE IN CAHOOTS WITH AND GONE SUPPLEMENT WHATEVER THE STATE DOES. SPEND OUR MONEY ON SOMETHING THAT THEY'RE GOING TO SPEND ON.

>> I STILL HAVE THIS BUT WE DON'T HAVE A TIMELINE AS BOYS. THE COMPLETION OF THE PROJECT GOT IS USUALLY STARTING ON BUT NOT UNTIL WE FIND OUT WHAT THE FULL PLAN FROM STATE IS FOR

THEIR RURAL OUTREACH AS PART OF THE INFRASTRUCTURE BILL. >> KEEP US POSTED ON ANYTHING.

THE COMMENTS SEEING NONE. THAT CONCLUDES THE UPDATE FROM THE ADMINISTRATION.

THAT TAKES US TO THE NEWLY ADDED 7 A WHICH IS THE APPOINTMENT OF ARTHUR HANNEMAN TO THE BEAUFORT COUNTY TRANSPORTATION COMMITTEE. AND THIS WOULD BE A SUBSTITUTE

AT MARK'S SUGGESTION FOR DISTRICT 9. >> SO I WOULD LOOK FOR A MOTION TO APPOINT MR. HANNEMAN TO THE CTC. I'LL MAKE THAT MOTION.

THANK YOU. IS THERE A SECOND CIRCUIT? ARE THERE ANY OTHER OR ANY

OTHER NOMINATIONS SEEING NONE? >> WE WILL MOVE THIS ALONG TO COUNCIL WITHOUT OBJECTION.

[8. RECOMMEND APPROVAL TO APPLY FOR SC AERONAUTICS COMMISSION (SCAC) GRANT TO FUND A PORTION OF THE PROPOSED EXTERIOR TERMINAL RENOVATIONS AT BEAUFORT EXECUTIVE AIRPORT (ARW). (FISCAL IMPACT: $112,500 REQUESTED FROM SCAC; 60/40 SHARE & $75,000 IN LOCAL H-TAX FUNDS)]

THAT TAKES US TO ITEM NUMBER EIGHT AND NO MEETING IN PUBLIC FACILITIES WOULD BE COMPLETE WITHOUT HAVING JOHN COME TALK TO US AND IS APPLYING FOR ANOTHER GRANT.

TELL US ABOUT IT. YOU MIGHT GIVE US A 30 SECOND UPDATE ON WHAT'S GOING ON WITH

[00:20:02]

THE TWO AIRPORTS TWO, JOHN, AS YOU KNOW MUCH TO DO NEXT WEEK WHEN THE BIDS GET IN.

>> GOOD AFTERNOON, MR. CHAIRMAN. COMMITTEE, THE GRANT THAT WE'RE GOING TO APPLY FOR WE HOPE THAT YOU GIVE US PERMISSION APPLY FOR IS A SOUTH CAROLINA AERONAUTICS COMMISSION GRANT AND THIS IS A GRANT THAT WILL BE USED IN CONCERT WITH SOME HOSPITALITY TAX FUNDS THAT THE AIRPORT PLATFORM RECEIVED COUNTY TAX FUNDS AND THEY WILL BE USED TO DO THE PHASE TWO OF THE PROJECT THAT BEAUFORT EXECUTIVE AIRPORT.

>> IF YOU REMEMBER LAST YEAR OR EARLIER THIS YEAR WE DID A COMPLETE RENOVATION OF THE INTERIOR OF THAT TERMINAL BUILDING AND THIS NEXT PHASE IS TO DO THE EXTERIOR THAT BUILDING. SO WE'LL BE SIGNAGE FACADE PAINTING UPDATES IN THE LANDSCAPE THING AND THE WHOLE EXTERIOR LOOK OF THAT BUILDING. SO IT'S IT'S AN OLDER BUILDING AND IT'S IT'S ACTUALLY THE LAST PRODUCT THERE. THERE ARE SEVERAL TERMINALS LIKE IT AROUND THE STATE. A DIFFERENT GENERAL AVIATION AIRPORT.

SO THIS IS THE LAST ONE. THERE'S NOT BEEN DEMOLISHED AND WE THINK THAT WE'RE BREATHING SOME MORE YEARS INTO IT WITH THIS PROJECT. SO WITH VERY LITTLE TO A VERY LOW INVESTMENT, WE'RE REALLY BIG DIFFERENCE OUT THERE. WE'VE GOT A LOT OF POSITIVE COMMENTS ON THE INTERIOR RENOVATION SO WE LOOK FORWARD TO DOING THE EXTERIOR AND

THAT'S THAT'S WHAT THIS IS FOR . >> AND THE TOTAL OF THE TWO SOURCES WE'LL TAKE CARE OF THE ENTIRE EXTERIOR THAT YOU WANT TO DO IS AT AND THEN JUST IN THE WAY OF A GENERAL UPDATE DOWN IN HILTON HEAD LIKE DARED MENTION THIS IS KIND OF A BIG

WEEK FOR THE BIDS COME IN ON THURSDAY AFTERNOON. >> SO WE'RE EAGERLY ANTICIPATING THAT. I THINK EVERYBODY IN THIS DAY AND AGES IS GOING TO BE GUESTS AND THE NUMBERS ARE PROBABLY GONNA BE A LITTLE BIT HIGHER THAN WHAT THE ESTIMATES WERE BECAUSE IT'S IT'S JUST THE WAY THE WORLD IS RIGHT NOW AND WE'LL JUST QUANTIFY THAT.

>> BUT IT IS A PROJECT THAT NEEDS TO MOVE FORWARD AND WE'RE STILL WAITING ON FINAL WORD MAY HURT SENATOR DAVIS BRIEF LAST WEEK. THERE'S TWELVE MILLION COMING FROM THE STATE. SO AS SOON AS THE GOVERNOR SIGNS THAT I'LL INITIATE THE ACTUAL CELEBRATION WHEN I CAN DO IT TOO EARLY AND THEN WE HOPE TO HEAR ON THE I OWE MONEY TO THE BIPARTISAN INFRASTRUCTURE LAW FUNDING FOR THE TERMINAL PROJECT.

>> WE APPLY FOR THAT BACK AT THE END OF MARCH AND WE'RE TOLD THAT ANY DAY NOW THE WORD WILL COME FORTH FROM THE FAA AND THE AWARDS OF THOSE GRANTS. SO WE'RE HOPING THAT WE DO WELL

A SENSE ON THE RANGE OF THAT ONE. >> I DON'T WE APPLIED FOR 30 MILLION SO IT COULD BE BETWEEN 0 AND 30 BUT HOPEFULLY CLOSER TO 30 AND IT WAS ONE MORE IF MEMORY SERVES ME CORRECTLY WHERE SOUTH CAROLINA HAD MONEY FOR TERMINALS AND IT WAS QUESTION WHETHER BEFORE TERMINALS OR SIX TERMINALS IS THAT THE SAME ONE IS THE 12 MILLION OR THAT AN ADDITIONAL POT OF MONEY THAT MIGHT BE IF I'M CATCHING THAT CORRECTLY IT MIGHT BE JUST THE SOUTH CAROLINA AERONAUTICS BUDGET AND THEY HAD A SEPARATE REQUEST THIS FROM THE NON-RECURRING FUNDING FROM THE STATE FORCE SPECIFICALLY FOR COMMERCIAL AIRPORTS BECAUSE IN THE PAST ONLY HILTON HEAD ISLAND AIRPORT IN FLORENCE REGIONAL AIRPORT RECEIVED ANY AERONAUTICS FUNDING AND IT WAS BECAUSE OF THE SIZE AIRPORTS.

>> BUT NOW THE AERONAUTICS IS FUNDING ALL THE AIRPORTS DO A VERY MINIMAL EXTENT JUST TWO HUNDRED FIFTY THOUSAND A YEAR. SO IT DOESN'T GO VERY FAR. SO THE IDEA WAS FOR AERONAUTICS COMMISSION TO APPLY FOR THAT NON-RECURRING FUNDING REALLY IN AN EFFORT TO KEEP UP WITH THE NEIGHBORS BECAUSE GEORGIA IS GETTING READY TO PASS AN ENORMOUS IF IT GOES THROUGH AN ENORMOUS BILL, A LAW THAT WOULD WOULD FUND THEIR AIRPORTS AND IT DOESN'T IT DOESN'T INCLUDE ATLANTA. SO IT WOULD BE SPREAD OUT BETWEEN THE SMALLER AIRPORTS A SIGNIFICANT AMOUNT AND THEN NORTH CAROLINA IS FAR AND AWAY AHEAD OF US ON STATE FUNDING OF COMMERCIAL AIRPORTS AS WELL. AND THEN. DON'T GET ME STARTED ON FLORIDA . SO ANYWAY WHAT THAT IS PROBABLY WHAT THAT WAS AND IT LOOKS LIKE THEY THEY WILL BE AWARDING. I THINK IT WAS 50 IF I'M NOT MISTAKEN.

SO WE'LL FIND OUT HOW THAT GETS DISTRIBUTED AMONGST THE DIFFERENT COMMERCIAL AIRPORTS.

>> YOU'VE GOT A LOT OF MOVING PIECES THAT WOULD BE A LOT OF CLARITY IN THE NEXT COUPLE WEEKS. WE HOPE SO. IT'S GONNA BE AN EXCITING MONTH . SO AS ALL OF THESE NUMBERS GIVE YOU SOME PRIVACY, YOU DO IT RIGHT. YES. WE TRY NOT TO STAY TO DO OKAY.

>> I NEED A MOTION TO PROVE THE THAT WE CAN APPLY SOME OF YOUR SECOND SO I CAN'T ASSUME THERE'S NO OBJECTION. NOT HEARING ANY GO AHEAD AND APPLY THAT ACTION WOULD BACK

[9. RECOMMEND APPROVAL TO AWARD IFB#050522E US 21 (RIBAUT ROAD) SIDEWALK PROJECT (FISCAL IMPACT: $218,521.50)]

SOON FOR THE ACCEPTANCE. >> THANK YOU, JOHN. ALWAYS GOOD TO HAVE YOU WITH US. NEXT ITEM IS A RECOMMEND TO APPROVE AN AWARD ON THE SIDEWALK PROJECT ALONG SIDE RIBAUT ROAD. ARE YOU DOING THAT ONE? OK. SO MORE THAN EXCITED TO BRING TO YOUR SIDEWALK CONSTRUCTION PROJECT ON THE 18 SALES TAX. SO THIS IS THE SECTION OF RIBAUT ROAD A SMALL SECTION

[00:25:03]

ON THE U.S. ROAD FROM RON DROP AFTER LEONORA PARK. WE PUT OUT THE BID.

WE RECEIVED TWO BIDS. THE HIGHEST ARE THE LOWEST BID COMING FROM FIRST CONSTRUCTION MANAGEMENT DUE TO THE NATURE OF THE PROJECT AND THE SIZE. WE HAD A 20 PERCENT CONTINGENCY TO THAT SO FORTY EIGHT THOUSAND ZERO SIXTY ONE WITH A TOTAL CONTRACT AWARD OR CONTRACT AWARD FOR US OF TWO HUNDRED SIXTY SIX THOUSAND FIVE HUNDRED TWENTY ONE DOLLARS AND FIFTY CENTS. SO THIS WOULD BE RECOMMEND STAFF'S RECOMMENDATION TO TO APPROVE THIS SIDEWALK CONSTRUCTION PROJECT LIKE TO MAKE A MOTION TO APPROVE THIS.

>> THANK YOU. THE SECOND A NEW YORK SECOND. ANY QUESTIONS FROM ON? THIS IS IT. THIS IS PART OF THE 18 REFERENDUM ON YES.

>> CORRECT? YES. THIS IS THE FIRST ONE.

THIS IS THE FIRST PATHWAY. YES, SIR. >> MOTION SECOND.

ANY OBJECTIONS STANDS APPROVED OF THE MOVE ON THE COUNCIL? WITHOUT OBJECTION.

>> GOOD CHRISTMAS TO YOU, SIR. WELL, THE COSTS FOR THIS PROJECT WAS BUDGETED AT ONE

PRICE. THIS IS OVER THE BUDGET. >> NO.

THIS WAS WITHIN THE ENGINEER'S ESTIMATE. THIS ONE IS OK.

THAT'S ONE OF THE ONLY PRIDE ITEMS HERE LATELY. THAT'S KIND OF BEEN WITHIN THE ENGINEER'S ESTIMATE AS WE UNDERSTAND WHERE WE ARE IN TOWN LATER.

SO YES, THAT'S GOOD. OKAY. IS THERE.

THANK YOU. I WISH THAT BIG DOLLAR PROJECTS HOPEFULLY THEY'RE THE SAME BUT

OK. >> NUMBER 10 DISCUSSION DIRT ROAD PAVING CRITERIA.

YES SIR. THIS IS. AND BRYONY.

COME ON UP HERE. SO THIS IS SOMETHING I WANT TO GIVE YOU GUYS A HIGHLIGHT OF WHERE WE ARE AND THEN TALK ABOUT WHAT WE HAVE GOING ON. SO AS YOU ALL AWARE, WE HAVE A FIVE YEAR DIRT ROAD PAVING CONTRACT OR PAVING LIST. WE ARE AT THE END OF THAT FIVE YEAR WE'RE GOING TO WE'RE IN YEAR THREE RIGHT NOW. WE'RE WORKING ON YEAR FOUR AND WE SEE YEAR FIVE RIGHT OUT THERE. WE TYPICALLY STAY A YEAR AHEAD IN THE RIGHT AWAY ACQUISITION. SO IT DOVETAILS NICE WITH OUR LETTING.

AND THEN IT TAKES A YEAR OF DESIGN AND A YEAR OF CONSTRUCTION.

SO IT'S A IT'S A MOVING PROJECT LIST THAT WE KEEP GOING AND GO AND SO WE'RE AT THE POINT WHERE WE NEED TO REEVALUATE THE ROADS AND COME UP WITH THE NEXT FIVE YEAR LIST.

WELL, WE THOUGHT IT'D BE FITTING TO REACH OUT TO COMMITTEE.

WE ACTUALLY REACHED OUT TO CHAIRMAN R. COUNCILMAN GLOVER AND DAWSON LAST WEEK MET WITH THEM AS A LOT OF THE DIRT ROADS WITHIN THOSE DISTRICTS. BUT WANTED TO BRING IT TO ALL OF THE COMMITTEE TO KIND OF GIVE THE UPDATE WHERE WE ARE.

AND SECONDLY, GIVE THE OPPORTUNITY IF THERE'S ANY DISCUSSION POINTS ON CHANGING ANY OF THE CRITERIA. OUR HOPE IS THAT WITH THIS AGAIN THIS IS THIS IS APPROVED AT THE FULL COUNCIL THAT YES. THIS IS THE CRITERIA THAT YOU USE.

WE RANK THE ROADS AND AGAIN IT SETS OUR PRIORITIES FOR THE NEXT FIVE YEARS.

AND ADDITIONALLY, IF SALES TAX WERE THE THE REFERENDUM BE APPROVED, THERE'S DIRT ROAD PAVING FUNDS SET ASIDE FOR THAT. SO WE WOULD BASICALLY JUST LOAD THAT EXTRA FUNDING INTO THIS PRIORITIZATION AND MAY MEAN THAT WE HAVE TO ADD MORE ROADS ,FILL THIS AND WE WOULD COME BACK AT THAT TIME. BUT THE INTENT WOULD BE THAT WE USE THE SAME PRIORITY INDEX. SO AGAIN, THAT'S THE REASON WE WANT TO COME BACK TO YOU GUYS AND LET YOU FIRST REMIND YOU WHAT THAT PRIORITY IS. AND SECOND TELL YOU ABOUT SOME OF THE TWEAKS THAT WE WERE THINKING ABOUT. SO THERE'S NO BACKUP THAT DOCUMENTATION IN YOUR AGENDA AND WE'LL WILL SEND SOME EXTRA STUFF OUT TO YOU AFTER THIS DISCUSSION. BUT THOUGHT IT'D BE FITTING TO ONE FIRST INTRODUCED BRIAN BAUER. HE'S A NEW TRANSPORTATION PROJECT MANAGER.

HE STARTED WITH US A LITTLE OVER A MONTH AGO. >> BUT BUT HE EVEN THOUGH HE STARTED WITH US AS A COUNTY STAFF, HE'S BEEN WORKING WITH US BEFORE COUNTY FOR QUITE SOME TIME. HE WORKED AS A CONSULTANT IN THE AREA FOR EFFORT TO ME.

HE'S FROM HERE BEFORE COUNTY RAISED I WENT TO CLEMSON FOR A LITTLE WHILE AND CAME BACK.

SO IT'S ALWAYS GREAT TO HAVE A HOMEGROWN ENGINEERING WORKFORCE .

AND SO HE'S BEEN WORKING WITH THE CONSULTANT THAT ACTUALLY ESTABLISHED THE FIRST FIVE YEAR PAVING CONTRACT LISTS. SO BRIAN, IF YOU CAN KIND OF TELL US GIVE US THE OVERVIEW ABOUT WHAT'S INCLUDED IN THE PRIORITIES AND THEN WHAT WE HAVE PROPOSED AND THEN BY THEN IF YOU GUYS HAVE ANY COMMENTS OR QUESTIONS WILL GLADLY TAKE THOSE.

>> AND THEN THE INTENT IS THAT WITH ANY COMMENTS RECEIVED TODAY OR OVER THE COMING WEEKS FROM YOU GUYS WE COME BACK AT THE NEXT PFC MEETING AND GET APPROVAL AND THEN TAKE THAT AS COUNSEL FOR FULL APPROVAL SO WE CAN FINALIZE THINGS. SURE.

GOOD TO HAVE YOU WITH US. YOU'RE WELCOME. SO THE CURRENT PRIORITY LIST THAT'S CURRENTLY BEING FROM FIVE YEAR PLAN HAS TWO PARTS TO IT.

THE FIRST PART A TAKES INTO ACCOUNT RIGHT AWAY ACQUISITION. HOW FAR ALONG IN THE PROCESS

[00:30:02]

THEY ARE AND ALSO WHAT THEY HAVE TERMED THE ADT. THEY'RE LOOKING AT THE NUMBER HOUSES NUMBER OF BUSINESSES NUMBER CHURCHES, BUS ROUTES, THINGS OF THAT NATURE TO DETERMINE A POINT VALUE FOR A NUMBER. CARS ACCUSE THE ROAD EVERY DAY . THE SECOND PART IS A COST BENEFIT ANALYSIS THAT TAKES INTO ACCOUNT THE MAINTENANCE COST VERSUS THE COST TO PAVE IT AND THEN THEY PUT THAT TOGETHER TO COME UP WITH A SCORE AND THEN THEY RANK THAT SCORE. SO THE NEW PROCESS PART BE THAT

THEY'RE PROPOSING IS GOING TO STAY THE SAME. >> THE COST BENEFIT ANALYSIS DOESN'T CHANGE. AGAIN, IT'S GOING TO LOOK AT COST FOR MAINTENANCE VERSUS THE COST TO PAVE WHERE THEY ARE PROPOSING MAKE CHANGES IS IN PART A WHICH THE BIG CHANGE THEY WANT TO MAKE. IT'S JUST DIFFERENT WEIGHTINGS OF WHAT GOES INTO IT.

THEY WANT TO RATE THE RIGHT AWAY ACQUISITION HOW FAR ALONG IT IS A LITTLE BIT HIGHER AND THEY ALSO WANT TO ADD IN A ROADWAY CONDITION THAT'S GOING TO LOOK AT THE CONDITION WHEN THEY REVIEW AND ADD SOME POINTS FOR THAT AND SUPERVISOR COMMENTS.

AND SO WE MET WITH CHURCH COUNCILMAN GLOVER ANDERSON LAST WEEK.

THEY MADE SOME RECOMMENDATIONS FOR HOW WE CAN CHANGE THE ADT FORMULA OF IT.

SO WE WILL HAVE THEM INCORPORATE THAT AGAIN SOME POINT CHANGES HERE AND THERE.

SO THAT'S GOING TO BE THE BIG OVERALL CHANGE THAT CONSULTANT HAS PROPOSED AT THIS MOMENT MISSIONS, COMMENTS, QUESTIONS FOR THE INCORPORATED AREAS THAT MAY STILL HAVE SOME DIRT ROADS

. >> WILL THEY BE ABLE TO PARTICIPATE IN THIS TOO OR IS

IT JUST GOING TO BE THE YOUNGEST REALITIES? >> THIS IS JUST FOR COUNTY

DISTRICT ENTITIES. >> SO THERE ARE SOME DIRT ROADS IN THERE ARE SOME DIRT THIS VALLEYS. YES, OK. OTHER QUESTIONS, COMMENTS.

SO NEXT STEP IS THAT YOU ARE GETTING FEEDBACK AND COME BACK FORWARD AT SOME POINT IN TIME FOR US TO APPROVE THAT YET ATLANTA. SO THEY'VE DONE A LOT OF THE WORK IN THE FIELD ALREADY CONSULTANT HAS THEIR WEIGHT IN ON THIS COMPONENT.

SO WHENEVER WE GET ANY COMMENTS AND AGAIN WE HAVE COMMENTS FROM COUNCILMAN GLOVER AND COUNCILMAN DAWSON LASTLY IF THERE'S ANY OTHER COMMENTS WE'LL TAKE THAT BACK AND THEN WE'LL UPDATE AND THEN ONCE APPROVAL WE'LL MAKE THE FINAL LIST AND AND THEN HAVE THAT FOR A PLAN IN PLACE JUST FOR BACKGROUND ABOUT HOW MUCH DO WE SPEND ON DIRT ROADS AS A MOMENT

COMES FROM A TWO AND A HALF MILLION DOLLARS. >> MOST OF THIS THROUGH THE TAG ACCOUNT. SO AGAIN WE HAVE SOME ONGOING LITIGATION WITH THE TAG FUNDS.

SO IF THAT WAS TO CHANGE WE WOULD WE WOULD HAVE TO CHANGE THE MONEY OUT OF MONEY.

THAT'S RIGHT. AND TYPICALLY THAT GETS US ABOUT FOUR ROADS A YEAR OR SO.

AND THEN WE'LL CONTINUE AT THAT PACE UNLESS WE HAVE OTHER FUND AND SALES TAX WOULD BE A MAJOR,

[11. A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE A LEASE AGREEMENT BETWEEN BEAUFORT COUNTY AND BEAUFORT-JASPER-HAMPTON COMPREHENSIVE HEALTH SERVICES, County Council Agenda – Beaufort County, SC INC. FOR THE PROPERTY AT 6315 JONATHAN FRANCIS, SR. ROAD ($90,000: $18,000 ANNUALLY FOR A PERIOD OF FIVE YEARS)]

MAJOR INCENTIVE. THANK YOU VERY MUCH. OK, NEXT ITEM IS NUMBER ELEVEN WHICH IS A RESOLUTION AUTHORIZING THE ADMINISTRATOR TO EXECUTE A LEASE BETWEEN THE COUNTY AND THE COMPREHENSIVE HEALTH SERVICES WHICH WOULD BE FOR EIGHTEEN THOUSAND ANNUALLY FOR FIVE YEARS. WELCOME. THANK YOU.

YES, SIR. SO AS YOU'RE ALL AWARE, JET JULY FIRST WE ARE STARTING ON NEWS 60 AND A BETTER PROGRAM WOULD JUST BE FOR COUNTIES NEW SENIOR PROGRAM.

>> WE HAVE BEEN AFFORDED THAT OPPORTUNITY THROUGH BEING AWARDED OUR RFP THROUGH EL COG STATE FUNDING EVERY FIVE YEARS THAT COMES UP AND THIS YEAR WE WANT IT.

SO WE'LL BE PROVIDING THOSE SERVICES. CURRENTLY THERE IS A SENIOR PROGRAM THAT WAS FUNDED UNDER THE LAST FIVE YEAR SEGMENT AT LEROY.

>> EXCUSE ME. AT THIS PARTICULAR LOCATION AND WHAT WE WOULD LIKE TO DO IS ASSUME THAT LEASE AND CONTINUE IT THERE ARE ABOUT 30 SENIORS THAT WOULD LIKE TO CONTINUE

MEETING THEIR SCHUBERT AREA. >> I WOULD PUT THAT ON FLOOR FOR A MOTION IN GET A SECOND.

I ALSO LIKE TO MAKE COME INTO STUFF TOO. OK.

FOR A SECOND. ALICE, THANK YOU. MARKET JURIST THANK YOU.

>> THE CHAIRMAN WILL WIN THE COUNTY TOOK OVER THE SENIOR PROGRAM ONE OF THE SITES THAT WAS CURRENTLY BEING USED BY THE COUNCIL ON AGING AND WAS REALLY THIS PARTICULAR CENTER RIGHT HERE. IT WAS NOT INCLUDED IN THE COUNTY INITIAL PROPOSAL BUT IT HAS A LOVELY AMENITIES THERE AND A LOT OF THE SENIORS PREFER TO BE THERE BECAUSE NOT ONLY THE LIBRARIES DATA BUT ALSO THE HEALTH CENTERS THERE AND IS JUST A YOU KNOW, A NICE FACILITY FOR THEM AND THEY FEEL REALLY GOOD ABOUT IT. AND I THINK BEAUFORT HAS A

[00:35:03]

COMPREHENSIVE HEALTH WANT TO USE THAT ROOM ANYWAY FOR SOMETHING ELSE.

THE NEW DIRECTOR WANTS TO BUT THESE SENIORS AND MR. GARDNER HAS BASICALLY SAID, YOU KNOW, THIS HAS BEEN THERE FOR THEM. AND HE REALLY WEIGHED IN ON THAT TO SAY LET'S KEEP THIS HERE. BUT IT WAS REALLY CONTINUED UPON THE COUNTY ACTUALLY SUPPORTING THAT EFFORT. AND I'M GLAD TO KNOW THAT THE COUNTY IS DOING THAT.

SO THAT'S THAT'S MY SUPPORT FOR THIS YEAR MOVING FORWARD. THERE IS ABOUT LEAST 30 OR 40 SENIORS THERE ON A REGULAR BASIS. AND I THINK THIS WILL REALLY ADD AND BE HONEST WITH YOU. THERE ARE SOME PEOPLE SENIORS IN ALL THE COMMUNITIES THAT ARE ACTUALLY COMING THERE BECAUSE THEY PREFER THAT SITE. IT'S JUST NICE SITE.

THANK YOU, MR. OTHER COMMENTS QUESTIONS. WELL, WE HAVE A MOTION DOOLEY

MOTION AND SECONDED. >> IS THERE ANY OBJECTION TO THIS SEEING ON THE STANDS APPROVED WITHOUT OBJECTION. AND ERIC, IS THIS SMALL ENOUGH THAT YOU WON'T HAVE TO GO TO

[12. A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO ACCEPT CONVEYANCE OF THE REAL PROPERTY IDENTIFIED AS TMS NO. R200 014 000 0139 0000 (WHITE HALL) (IF APPROVED, PUBLIC HEARING AND APPROVAL OF THIS RESOLUTION WILL OCCUR AT THE JULY 11TH COUNCIL MEETING)]

COUNCIL? >> OK. SO THIS WOULD BE FINAL APPROVAL FOR THIS ITEM NOT MEETING TO GO TO COUNCIL. THAT TAKES US TO ITEM NUMBER TWELVE WHICH IS CONVEYANCE OF SOME PROPERTY ASSOCIATED WITH WHITEHALL.

WHO'S GOING TO TELL US ABOUT THIS BRITTANY? WHEN WHITE HOUSE ORIGINALLY PURCHASE THERE WAS A PUMP STATION DELEGATED TO BE PURCHASED.

OUR WATER SEWER IT IS LOCATED ON THE WHITEHALL PROPERTY WHICH WE OWN CAME TO MY ATTENTION BY THE ASSESSOR'S OFFICE AND THERE WE ARE LOOKING TO HAVE THE B FOR JUST FOR WATER CONVEY THIS POINT ZERO FOR ACREAGE BACK OVER TO THE COUNTY AND IT WILL THEN BECOME ALL PART OF WHITEHALL PLANTATION OUR WHITEHALL PARK LOOKING FOR A MOTION SECOND THAT I'LL MAKE

THE MOTION. >> THANK YOU. SECOND, YOUR SECOND AND FURTHER DISCUSSION QUESTIONS ON THAT SEEMS PRETTY STRAIGHTFORWARD. ANY OBJECTIONS? OK. THAT WOULD BE APPROVED WITHOUT OBJECTION AND THIS WILL MOVE ON TO COUNCIL. IT LOOKS LIKE THE MEETING OF JULY 11TH SO THAT THERE'S

TIME TO GET A PUBLIC HEARING IN ON THIS THIS QUESTION WILL. >> LET'S GO AHEAD.

WHY WHITEHALL BOTTLING? >> NO, YOU YOU WILL TALK ABOUT WHITEHALL.

BUT WENDY ASK YOU A QUESTION FIRST I'LL TALK ABOUT WHY PLAIN OLD LADY IS QUOTED AS THE

SOURCE OF THAT. >> I DON'T KNOW. SO I'M ASKING THE QUESTION I'M BEING IGNORANT SO I NEED TO ASK THE BECAUSE WHAT IS HAPPENING WITH THE HIKING AREA WHAT YOU

SAID. >> SO THAT'S A SEPARATE PROJECT.

THAT'S I NO MORE ENERGY. SO THERE IS A STORMWATER SOME BEST MANAGEMENT PRACTICES THAT ARE BEING INSTALLED IN THERE AS WELL AS SOME ADDITIONAL PARKING NOT JUST FOR THE STORMWATER

PARK. >> THEY WON'T BE MOVING STORAGE OR NO.

>> NO. I DO REMEMBER THAT HAPPENING. I THINK HE'D GO TO COUNCIL ABOUT THREE YEARS. SO THAT'S ALMOST LIKE OK. YEAH.

[13. RECOMMEND APPROVAL OF THE UPDATED SOLID WASTE MANAGEMENT PLAN, UPDATE FROM A. GOLDSMITH RESOURCES, LLC (JUNE 2022)]

I APPRECIATE. THANK YOU. I'M FROM.

>> OK. OK. ITEM NUMBER 13 IS RECOMMEND APPROVAL OF THE SOLID WASTE MANAGEMENT PLAN YET SAID THIS GAME LAST BLAST PSC IN IN MAY.

>> BUT WHAT IT IS IS THE PLAN AT THAT POINT IT WAS A DRAFT PLAN AND THERE WAS ANY COMMENTS WE'VE TAKEN THOSE COMMENTS AND UPDATED PLAN. HOWEVER WHEN WE TURN THAT INTO THE STATE THEY SAID OH WELL YOU NEED TO APPROVE THIS PLAN AND AND OUR RICK ARE RESPONSIBLE.

DOESN'T NEED RESOLUTION, DOESN'T NEED ALL THIS. AND THEY SAID WELL, WHATEVER

YOU'VE DONE IN THE PAST. >> SO THEY LOOKED AT US AND TOLD US WHAT WE'VE DONE IN THE PAST AND IN THE PAST WE'VE APPROVED IT. EVERY TIME WE UPDATED IT AND UPDATED IT IN 10 YEARS. SO THAT'S WHY WE DIDN'T KNOW WHAT WE DID LAST TIME.

BUT EVERY TIME YOU UPDATE IT YOU HAVE PROVEN IN THE SAME MANNER THAT YOU DID THE FIRST TIME. WELL WE DIDN'T PASS A RESOLUTION AND WE DIDN'T PASS

THE ORDINANCE. WE JUST APPROVED IT. >> SO THAT IS WHAT IS HERE TODAY IS THAT DRAFT IS NOW NO LONGER DRAFT AND IS OUR UPDATE TO OUR SOLID WASTE MANAGEMENT

PLAN WHICH BASICALLY DESCRIBES HOW WE OPERATE AND DO BUSINESS. >> AND SO WE WOULD BE SEEKING CONSENT BY APPROVAL THAT WE COULD TAKE THIS TO FULL COUNCIL AND GAIN APPROVAL TO SUBMIT

BACK TO THE STATE. >> IT WOULD SEEM LIKE IT WOULD NOT NEED AN ORDINANCE AND

[00:40:06]

ACTUALLY THIS IS MORE BINDING THAN A RESOLUTION. SOME COUNTIES DO REQUIRE ARNETT SOME REQUIRE CONSENT OR RESOLUTION. JUST JUST HOW THEY ADOPTED THE

FIRST TIME AND THAT'S WHAT THE STATE HOLDS. >> WE WOULD LEAVE IT TO STAFF WHATEVER THEY RECOMMEND. WELL OUR RECOMMEND IS TO APPROVE IT BY VOTE.

AND THAT WOULD BEING IN CONSISTS WITH THE WAY IT WAS APPROVED IN YEARS PAST.

OK. >> GOOD LOOKING FOR EMOTION THE SECOND ON THAT AS WELL.

I WILL FORWARD AND I'LL SECOND IT. OK.

WE THOUGHT WORKING. WE DID TALK ABOUT AT THE LAST MEETING.

LOOKS LIKE ERIK HAS SOMETHING TO TELL US ABOUT THIS GUY. OK.

ANY FURTHER QUESTIONS ON THIS? I THINK THIS IS MEETING THE SAME FORUM AT OKATIE WITH THE FULL COUNT SIMILAR NOT A RESOLUTION OR ORDNANCE JUST A VOTE.

>> IT DOES INCLUDE A YOU'RE JUST MAKING A RECOMMENDATION. >> YEAH.

SEEMS LIKE A LOGICAL RIGHT. >> WE HAVE MOTION A SECOND ANY FURTHER DISCUSSION ON ANY OBJECTIONS? NOT SEEING ANY THIS STANDS APPROVED AT COMMITTEE TO MOVE ON TO COUNCIL WHICH IS THE SOLID WASTE MANAGEMENT PLAN TO BE CONSISTENT WITH IS REQUIRED BY THE STATE. THANK YOU. GO AHEAD.

[14. RECOMMEND APPROVAL OF DESIGN ALTERNATIVE 4 FOR THE BEAUFORT HIGH SCHOOL ACCESS REALIGNMENT ALTERNATIVE]

>> I DON'T KNOW. I MEAN I INTRODUCED THE NEXT ONE ITEM WHENEVER YOU OK? THE NEXT ITEM HAS TO DO WITH THE DESIGN ALTERNATIVES FOR THE ACCESS REALIGNMENT AROUND THE BEAUFORT HIGH SCHOOL AND JUST A LITTLE BACKGROUND. SAM, WE'VE BEEN THROUGH A LOT OF ALTERNATIVES STILL A LITTLE BIT OF CONTROVERSY ABOUT IT. SO YOU'RE GOING TO ENLIGHTEN US ON ALL THAT WE'RE GOING TO JUMP TO AND THAT'S WHAT I WANTED TO MAKE SURE.

>> COUNSEL UNDERSTANDS AS FIRST OF ALL I WOULD APPRECIATE IT IF SHE WANTS TO SPEAK.

JESSE WHITE IS HERE. SHE MISSED THE INITIAL COMMENTS SECTION BECAUSE SHE WAS ALWAYS GLAD TO HELP ME WITH ANOTHER MATTER. SO PLEASE GIVE HER AN OPPORTUNITY TO DO HER THREE MINUTE. SHE DID SEND YOU A WRITTEN SET OF WRITTEN COMMENTS TODAY ABOUT ALTERNATIVES FORUM 5. YOU ALSO RECEIVED WRITTEN COMMENT FROM THE SEA ALLEN COALITION A SUPPORTING ALTERNATIVE FOR BOTH OF THESE ALTERNATIVES THAT YOU ARE GOING TO HEAR ABOUT THIS AFTERNOON WILL POTENTIALLY SIGNIFICANTLY IMPACT CRYSTAL LIKE PART WE WE'RE OUT OF OPTIONS ON HOW TO DO THIS ACCESS THROUGH.

WE COULDN'T GO OUT SEA ISLAND BECAUSE PEOPLE DON'T LIKE THAT BECAUSE IT WENT THROUGH A COMMERCIAL COMPLEX STRIP CENTER. WE COULDN'T USE MARINE ROW BECAUSE THERE'S SOME HISTORIC VERBAL AGREEMENT THAT HAPPENED MANY, MANY YEARS AGO AND SAID THAT THERE WOULD NOT BE ANY SCHOOL TRAFFIC MERIDIAN ROAD. WE CAN'T GO OUT IN THE OTHER WE CAN'T GO OUT THE OTHER SIDES THAT WE HAVE. THE OTHER THREE SIDES.

SO WE ONLY HAVE A FOUR SIDE LEFT AND I HAVE A FEELING THAT THERE IS GONNA BE SOME SIGNIFICANT QUESTIONS AND DISCUSSIONS COMING UP HERE. SO AGAIN, I WOULD POINT YOU BACK TO SEA ISLAND COALITION'S WRITTEN COMMENTS. PLEASE GIVE JESSE AN OPPORTUNITY TO DO HER THREE MINUTES. YOU ALL MIGHT WANT TO HEAR FROM THE PLANNING DIRECTOR AND THE PAST PART MANAGER AS YOU GO THROUGH THIS DISCUSSION.

IN ADDITION TO GERARD AND THE PRESIDENT'S WE WANT TO HEAR HEAR.

SO YOU'VE GOT ALL OF THE THAT YOU'VE GOT ALL THE AVENUES COVERED AND YOU CAN UNDERSTAND THIS THOROUGHLY AS A COUNTY ADMINISTRATOR. I DON'T HAVE A POSITION EITHER WAY ON WHICH ALTERNATIVE YOU USE BUT WE NEED YOU ALL TO GIVE US SOME DIRECTION AND WHEN WE GET THAT DIRECTION WE NEED TO STICK WITH THAT DIRECTION BECAUSE WE'RE BEHIND SCHEDULE AND WE'VE GOT TO RESOLVE THIS ISSUE BEFORE WE CAN PROCEED ON. SO I LOOK FORWARD TO THE DISCUSSION AND I'M GOING TO STEP OUT HERE BECAUSE I'VE GOT TO GO MEET SOMEONE BARTON WELLS

AT 430. >> THAT'S REASON WHY I'M DOING THIS NOW.

SO IF I LEAVE I'LL BE ABLE TO GO. >> I THINK WHAT ERIC WAS TRYING TO SAY IS THAT HE DOESN'T HAVE ANY OPINION ON THE ON THE OPTION JUST THAT WE MAKE A DECISION TO MOVE SOME OF THESE PRODUCTS. YES, THEY'RE TIMELY AND TAKE A LONG TIME AS WE'VE ALL DISCOVERED ON THE SALES TAX RATE FROM THESE PROJECTS ARE BIG BROWDER'S THEY AFFECT A LOT OF THINGS PEOPLE ENVIRONMENT ALL THE SET.

SO THEY REQUIRE DIFFICULT DECISIONS AND THAT'S WHY WE DON'T ENVY YOU SOMETIMES BEING IN THE SEATS THAT YOU ARE. BUT WE APPRECIATE THAT YOU'RE THERE TO HELP GIVE US GUIDANCE.

SO STAFF CAN MOVE FORWARD AND DELIVER PROJECTS FOR THE PUBLIC.

SO AND ANOTHER COUPLE DIFFERENT COMMENTS HE SAID AS FAR AS JESSE AND OTHERS WE HAVE A PRESENTATION JUST TO FROM JENNIFER BRAGG AND JAY BRAGG CONSULTING.

SHE'S OUR PROGRAM. SHE'S BEEN THE ONE THAT'S BEEN WORKING WITH OUR DESIGN ENGINEERS AND THE PUBLIC TO DEVELOP THE DIFFERENT OPTIONS THAT ARE AVAILABLE.

THIS HAS STARTED WE'VE BEEN WORKING ON THIS PROJECT JUST TO REITERATE WHERE WE ARE.

[00:45:01]

WE SEPARATE THE BEGINNING AND WE SEPARATED THE CORRIDOR PROJECT AWAY FROM THE ACCESS PROJECTS BECAUSE THEY WORK IN IN DIFFERENT TIMELINES AND AND PERMITS.

HOWEVER WE CONNECTED THIS PROJECT WITH THE ACCESS BECAUSE IT WAS MORE CLOSELY ASSOCIATED WITH THE CORRIDOR. OUR EXCUSE ME IS WE ASSOCIATED THIS ACCESS TO THE HIGH SCHOOL WITH THE CORRIDOR BECAUSE IT'S IT WAS TIED TO THAT PROJECT A LITTLE BIT MORE CLOSER THAN THE ACCESS ROUTE. SO WITH THAT WE HAVE A PRESENTATION WHERE WE WANT TO HEAR THAT FIRST OR WHETHER YOU WANT SPEAK FROM OTHERS. I THINK A PLACE TO START IS

WITH JENNIFER AND THE OPTIONS. >> GIVE US SOME IDEA WHERE WE'RE ABSOLUTELY LET DOWN THE ALTERNATIVES ARE. JENNIFER, ALWAYS GOOD TO HAVE YOU WITH US.

PRESENTATION WHILE YOU'RE PULLING UP IS THIS DOES THIS AGAIN FUNDING COME OUT OF THE 18 REFERENDUM? IT IS AS JERRY MENTIONED WAS ONE OF THE NINE PROJECTS POWERPOINT SLIDE WILL RUN US THROUGH ALL THE OPTIONS THAT HAVE BEEN REVIEWED PRIOR TO OUR

INVOLVEMENT AND SINCE WE'VE BEEN INVOLVED. >> SOME OF THIS GOES BACK TO THE 2017 STUDY, ANOTHER PUBLIC MEETING THAT WAS HELD BACK IN 2020 AND THEN WE'VE MOVED FORWARD FROM THERE BASED ON ALL PUBLIC COMMENTS DON'T GIVE THIS TO ME AND WE GET EASILY.

DON'T GIVE US TOO MANY WE GET EASILY CONFUSED YOU GUYS WHEN YOU GET HERE WE GET.

>> OH GOOD. >> VERY GOOD. THAT BEST SIMPLIFIES IT FOR ME.

SO WE JUST MOVE TO THE NEXT ONE. SO WHERE ARE WE? AND THIS IS JUST A BASIC TIMELINE LIKE I SAID OFF WHERE WE STARTED FROM.

SO IN 2017 YOU HAVE THE ORIGINAL STUDY PERFORMANCE DAY IN TECH THAT WAS COMMISSIONED BY THE CITY OF Q4 WITH THEM TO LOOK AT VARIOUS PROJECTS ON THE CORRIDOR.

THEN FROM THERE OF COURSE THE REFERENDUM GOT VOTED IN. SO WITH PREVIOUSLY THE OTHERS STARTED LOOKING AT WHAT COULD BE DONE WITH HIGH SCHOOL BECAUSE THE ORIGINAL OPTION

WENT THROUGH THE SHOPPING CENTER STILL OUT TO SEA ISLAND. >> SO THERE WAS ANOTHER CONCEPT THAT WAS PERFORMED BY ANOTHER CONSULTANT THAT WENT TO A PUBLIC MEETING IN JANUARY 8 OF 2020. AFTER THAT CHANGE IN STAFF WITH JARED COMING ON BOARD BASED UPON THOSE PUBLIC COMMENTS WE HAD AN UPDATE TO THE STUDY THAT WAS THE 2021 IT LOOKED AT A COUPLE OF OTHER OPTIONS WITH THE CORRIDOR AND THE HIGH SCHOOL.

WE WENT TO A VIRTUAL PUBLIC MEETING OF COURSE TO KEVIN WITH ACCESS ROAD WHICH INCLUDED BE

FOR AT HIGH SCHOOL AND FROM THERE WE'VE BEEN MOVING ON. >> SO WE'LL GO TO THE NEXT LINE . SO THESE ARE THE MAINLINE CORRIDOR IN GREEN OF COURSE IS THE SAME POINT TURN LANE THAT'S ALREADY BEING CONSTRUCTED ALL OF THE OTHER ACCESS ROADS AND THEN THE STUDY AREA FOR B FOR HIGH SCHOOL ACCESS REALIGNMENT .

>> SO THE OTHER THING WE LOOKED AT IS WHERE DOES THE HIGH SCHOOL ATTENDANCE COME FROM? OF COURSE ALL OF LADIES IRELAND, ALL OF THE OTHER OUTER SEA ISLANDS AND THEN A PORTION

OF PORT ROYAL B CITY PROPOSED ALTERNATIVES. >> THE VERY FIRST ONE IS A MAP OF ALL OF THE OPTIONS THAT HAVE BEEN READ FROM THE BEGINNING TO SO A LOT OF OPTIONS AND A LOT OF HISTORY HERE WITH THIS ONE PROJECT TRYING TO FIND A SOLUTION FOR THIS TRAFFIC.

SO IF WE'LL GET THE NEXT SLIDE. SO THE VERY FIRST OPTION IS SHOWN IN PURPLE TIES TO THE EXISTING VIEW FOR A HIGH SCHOOL ENTRANCE STILL GOING TO SEA ISLAND.

THIS IS THE ORIGINAL ONE FROM THE 2017 STUDY. IT TIES IN AT THE SUNSET BOULEVARD INTERSECTION ON SEA ISLAND. BUT IT GOES TO A SHOPPING CENTER AND HERE'S THE CAVEAT WITH THE 30 MILLION DOLLARS FOR ALL OF THESE IMPROVEMENTS WHEN YOU GO BACK TO THE 2017 STUDY AND YOU LOOK AT THE COST ESTIMATES IN THE BACK OF IT AND YOU ADD UP THE NUMBERS, YOU THINK 30 MILLION IS ENOUGH UNTIL YOU READ THE FINE PRINT AND THE FINE PRINT SAYS WE EXCLUDE RIGHT AWAY WE EXCLUDE UTILITY RELOCATION SO ON AND SO FORTH. SO THAT'S WHERE ONE WE'VE GOT A FUNDING SHORTFALL WITH THE 30

[00:50:07]

MILLION FOR THE LADY'S ISLAND IMPROVEMENTS WHILE WE'RE LOOKING FOR OTHER FUNDING BUT WE DON'T HAVE ENOUGH MONEY TO PURCHASE A SHOPPING CENTER TO DO THIS OPTION.

SO WITH THAT WHEN WE GO TO THEN THE NEXT TWO OPTIONS AFTER THIS THESE CAME OUT OF THE CONCEPT STUDY THAT WAS DONE BY OTHERS THAT WERE PRESENTED AT THE JANUARY 8TH 20 20 PUBLIC

MEETING. >> IT LOOKED AT VARIOUS OPTIONS OF USING EXISTING ROADWAYS OF GOVERNMENT INCREASING TEACHER DRIVE RIGHT NOW. GATES BASICALLY IT JUST STOPS IT SHOULD GO THROUGH BUT IT DOES AND IT'S NOT EVEN REALLY A DIRT ROAD ANY LONGER.

IT'S MAKING THAT CONNECTION IS CONVERTING THE EXISTING AND FOR AT HIGH SCHOOL ENTRANCE TO RIDE AND RIDE OUT IT AGAIN GOING UP TO YEMEN. SO STILL PUTTING THE MAJORITY OF THE TRAFFIC BACK ON SEA ISLAND PARKWAY WITHIN THAT CORRIDOR OF WHERE THEY WANT THE

VILLAGE CONCEPT. >> SO THERE'S STILL KEEPING ALL THE TRAFFIC ON SEA ISLAND.

THE NEXT ALTERNATIVE LOOKED AT AN OPTION FROM HIGH SCHOOL SPECIFICALLY TO MERIDIAN.

AGAIN, THIS GOES BACK TO A LOT OF PUBLIC COMMENTS AND APPARENTLY AN AGREEMENT BETWEEN THE HIGH SCHOOL GOING BACK TO THE COMMUNITY ON MERIDIAN THAT THEY WOULD NEVER PUT THEIR

TRAFFIC ON MERIDIAN. >> ALSO IF YOU THINK BACK TO THAT ATTENDANCE MAP AND WHERE ALL THE ATTENDANCE IS COMING FROM, NOBODY'S COMING ACROSS THE SWINBURNE TO GET MY SCHOOL.

>> SO YOU'VE GOT KIDS COMING FROM PORT ROYAL SO THEY'RE COMING LADIES ISLAND DRIVE AND YOU'VE GOT EVERYBODY ELSE SEE THEY'RE COMING DOWN SAM'S POINT OR SEA ISLAND PARKWAY IN SO YOU'RE MAKING THEM TRAVEL ALL THE WAY THROUGH TO THEN COME BACK AROUND ALL MERIDIAN TO GET TO THAT CONNECTION. SO YOU'VE NOT HELD THE CAUSE OUT WITH THIS OPTION AND OF COURSE I SAID THE PUBLIC WAS AGAINST THIS OPTION. SO THEN FROM THERE WHAT DID WE DO AND THIS IS WHEN THE REST OF US BECAME INVOLVED, STARTED LOOKING AT THE COMMENTS.

THE NEXT OPTION IS ALTERNATIVE THREE. THIS IS WHERE WITH THE 2021 STUDY STAY IN TECH DATA TO LOOK AT ANOTHER OPTION GOING OUT TO LADY ISLAND DROP AND A LOT OF THE OLD COMMENTS STILL CALL THIS OBVIOUSLY SAM'S POINT THAT LADY'S ISLAND.

SO THE BENEFIT OF THIS IS IT ACTUALLY OFFERS ANOTHER QUADRANT ROADWAY.

IT CONNECTS TO THE PROPOSED HAZEL FARM GATE DRIVE ACCESS ROAD.

>> SO IT'S CREATING ONE INTERSECTION ON LADY'S ISLAND DRIVE AND IT PRETTY MUCH BENEFITS EVERYBODY IN THIS CORRIDOR WITH KIDS COMING FROM PORT ROYAL.

THERE IS A WAY FOR KIDS COMING FROM THE OUTER SEA ISLANDS THAT WHEN THEY'RE COMING IN ON ON SEA ISLAND PARKWAY INSTEAD OF GOING THROUGH THE MAIN INTERSECTION THEY HAVE THE OPTION TO IN THE FUTURE TURN LEFT ON GAY DRIVE FOLLOWED CRAWLS HAS A FARM GO STRAIGHT ACROSS AND STRAIGHT TO THE SCHOOL PROPERTY. WE WOULD STILL MAKE A CONNECTION WITH YOU WROTE THE PART THAT IS UNPAID BACK UP TO THE SCHOOLS FRONT ENTRANCE.

AND WITH THIS ALSO THE EXISTING SCHOOLS INSURANCE ON THE ISLAND BECOMES RIGHT IN RIGHT OUT.

>> SO THAT'S THE BENEFIT OF THIS ONE OF ANOTHER QUADRANT ROADWAY.

THIS ONE ALIGNMENT DOES HIT TWO PROPERTIES OF THE PARK ARE ACTUALLY THREE IS CLIPPING THE CORNER OF ONE BUT IT'S NOT TOUCHING ANY OF THE MAIN INFRASTRUCTURE FOR CRYSTAL LAKE PARK. SO STRAIGHT ACROSS FROM EXISTING HAZEL FARM.

YOU'VE GOT THIS ISN'T THE POINT ,OK? >> SO HOW CAN I.

OKAY. SO PUT YOUR CURSOR. YOU WANT TO DROP SINCE I'LL JUST POINT OUT THE THREE GO STRAIGHT ACROSS TO THE LITTLE ONE THAT THAT BIG PIECE STRAIGHT DOWN BELOW ABOUT ONE AND THEN THE PART OF THE PORTION THAT IS ACTUALLY LABEL THAT PIECE RIGHT THERE. SO WE'RE CLIPPING THE CORNER. THEY ARE NOT TOUCHING IN THE INFRASTRUCTURE AND THEN OF COURSE GOING THROUGH THOSE OTHER TWO AFTER SOME OTHER

INTERNAL COORDINATION. >> WE GOT ASKED IF WE COULD LOOK AT ANOTHER OPTION THAT IF WE HAD TO ENCROACH UPON THE PARK PROPERTY TO MOVE OFF OF TWO OF THE TRACKS AND ONLY HIT THE ONE GO STRAIGHT ABOVE WITH YOUR CURSOR ABOUT THE SIDE THAT WON.

SO WE GET AN ALTERNATE FOR THAT . >> THAT ONE IS MODIFICATIONS.

>> IT'S STILL CREATING ONE QUADRANT ROADWAY IS SHOWING THAT THE CONNECTION WITH THIS HAZEL FARM IT IS HELPING THE MAIN INTERSECTION OUT BY CREATING THIS QUADRANT ROADWAY

[00:55:03]

AND WE'RE ONLY TOUCHING ONE ONE PLATFORM WITH THIS ONE. >> JENNIFER, WHAT DO YOU MEAN

BY QUADRANT ROADWAY? >> SO SO JARED, COULD YOU GET BACK TO THE OVERVIEW? OKAY. SO GO BACK ONE MORE SORRY ONE MORE HOUR.

>> GET BACK TO THE MAYBE TWO MORE THAT ONE. >> SO WHEN I'M TALKING ABOUT A QUARTER RIGHT AWAY WITH ALL OF THESE IMPROVEMENTS YOU'VE GOT THREE OTHER QUADRANTS SURROUNDING THE MAINLINE CORRIDOR PROJECTS. SO WITH THIS WE'VE GOT IMPROVEMENTS ON SUNSET MILLER TO DO A STREETSCAPE PROJECT AND THEN WITH THAT WE ALSO HAVE THE LADY'S ISLAND MIDDLE SCHOOL PROJECT WHICH CONNECTS UP TO ROB AND DRIVE THE LADY'S ISLAND MIDDLE SCHOOL CREATES ONE INTERSECTION WITH GAY DRIVE. SO AND THEN GAY OF COURSE TO HAZEL IF WE MAKE A CONNECTION WITH THIS ALTERNATE THREE OR FOUR OR FOUR B FOR HIGH SCHOOL

WE ACTUALLY END UP WITH THREE CONNECTED QUADRANTS. >> OK HERE.

RIGHT. THANK YOU. WE'RE TRAFFIC AGAIN ON THREE OF THESE ROADS AND NEVER HAVE TO GET ONTO THE MAIN LINE FOR N SO THAT'S WHY I'M TALKING

QUADRANT ROADWAYS. >> CAN CAN WE ASK QUESTIONS? I THOUGHT WE HAD DWIGHT TO THE END BUT GO AHEAD IF IT'S HELPFUL. SURE.

YEAH HAVE. >> WELL YEOMAN'S ROAD QUITE OFTEN THOSE WOULD THE IMPROVEMENTS TO YEOMAN'S DRIVE SOME OF THOSE HOUSES ARE REALLY CLOSE TO THE ROAD WOULDN'T IT.

>> WOULD YOU. IS THERE'S NO TAKING OF PROPERTY ON YEOMAN'S DRIVE RIGHT. THE ONLY THING WE'RE PROPOSING YEOMAN SPECIFICALLY ON ALTERNATE THREE OR FOUR ACTUALLY PUTTING IN A SHARED NEWS BACK ON ONE SIDE ON THE

SCHOOL SIDE OK. >> SO THAT'S THE MAIN REASON WHY WE'RE SHOWING IT.

>> SO WITH THE IMPROVEMENTS THAT WE'RE PROPOSING, THE NEW ACCESS ROAD WOULD BE STILL A TWO LANE ROAD WITH JUST INTERSECTION IMPROVEMENTS AT LADY SELLING DROP.

SO YOU WOULD HAVE A DEDICATED LEFT TURN LANE. A THREE LINE EXCUSE ME THREE LANE AND THEN A DEDICATED RIGHT TURN LANE BECAUSE OF THE SCHOOL TRAFFIC ONTO LADY'S ISLAND.

>> BUT WE WOULD ACTUALLY FOR THE NEW ROADWAY PORTION HAVE TWO SHARED USE PASS ON BOTH SIDES OF WHEN YOU GET TO GEEKY THE CONNECTION FROM CAROLYN AND GEEKY BACKUP TO THE SCHOOLS INSURANCE WE'RE LOOKING AT A SHARED USE PATH ON ONE SIDE AND THE SIDEWALK ON THE OTHER ALONG

. >> YEOMANS WE'RE LOOKING AT FROM YEMEN'S MERIDIAN A SHARED HIS PATH ON THE SCHOOL SIDE. MUST GO SLOW AND AND THEN WANT JUST REAL QUICK.

>> ONE MORE THING WITH THIS IF WE CAN GET THE ADDITIONAL FUNDING MERIDIAN ROAD IS PROPOSED FOR SHARED USE PATH ALONG ITS ENTIRE LENGTH WHICH. SO NOW YOU'RE MAKING A CONNECTION HERE WHERE YOU'VE GOT SHARED USE PATHS IN THIS WHOLE QUADRANT ALL THE WAY

AROUND IN MERIDIAN. >> IT'S BEEN ON THE LIST FOR THE PATHWAY FOR YEARS.

ALL RIGHT. NOW TO THE BUSES WOULD USE THE. IS THIS CORRECT USE OF WHAT IS

IRELAND DRIVE TO GO TO THE HIGH SCHOOL FAMILY? >> THE PROPOSITION IS AIR ALL THE SCHOOL TRAFFIC OR 95 PERCENT SCHOOL TRAFFIC TO USE THIS.

I MEAN THERE WILL STILL BE SOME PEOPLE WHO MAY TURN ON C ALAN AND STILL TRY AND COME IN USING EXISTING YEOMANS BUT THE GOAL HERE IS FOR ALL TRAFFIC TO USE THE NEW ROAD AND THEN THE LAST OPTION WE LOOKED AT IS ALTERNATE SO ALTERNATE 5. EVERYBODY KEEPS SAYING WHY

CAN'T THEY USE EXISTING CAROLYN DRIVE TO ROUTE A BOY? >> CAROLYN DRIVE HAS TO 90 DEGREE TURNS EXISTING. ONE OF THOSE CURVES IS A BLIND CURVE.

YOU HAVE ZERO SIGHT DISTANCE. AND SO THEY COULD USE IT TODAY BUT OBVIOUSLY THE SCHOOL REALIZES THE SAFETY IMPACT SO YOU'VE GOT SOME BUSES THAT MAY USE IT BUT A LOT OF BUSES ARE ACTUALLY ON YEOMANS TRYING TO GET INTO THE SCHOOL AND A LOT OF KIDS ARE GOING EVERY WHICH WAY. SO IN ORDER TO ELIMINATE THOSE TWO 90 DEGREE CURVES AND CREATE MORE OF A FLUID MOVEMENT FOR TRAFFIC IT CALL IT REQUIRES REALIGNMENT.

THIS ACTUALLY HAS MORE IMPACTS. WE'RE STILL HOLDING PARK PARK PARK PROPERTY PLUS WE'VE GOT RELOCATIONS BECAUSE WE ARE HITTING AT LEAST ONE POSSIBLY TWO.

RATH ACTUALLY IT'S STATING THAT THERE WE HIT THE CRYSTAL LAKE BUILDING AND TWO RESIDENTS ON TOP OF IT. THERE ARE POTENTIAL DAMAGES TO OTHER PROPERTIES AND WHAT DO I MEAN BY THAT? WHENEVER YOU PUT IN A ROADWAY AND YOU INCREASE THE RIGHT OF WAY WITH WHEN A RIGHT OF WAY AGENT GOES OUT AND LOOKS AT THE PROPERTY TO ACQUIRE IT, THEY'RE GOING TO LOOK AT HOW CLOSE THAT NEW RIGHT AWAY IS COMING TO THAT PHYSICAL RESIDENTS OR BUILDING AND IF IT GETS TOO CLOSE THEN ON TOP OF THE LAND ACQUISITION THEY'RE GOING TO

[01:00:01]

PAY DAMAGES FOR THE RIGHT OF WAY COMING THAT MUCH CLOSER. SO THERE IS A POTENTIAL FOR THAT TO TAKE PLACE TO FIND OTHER PROPERTIES. SO FROM A PURE TRAFFIC PERSPECTIVE, ALTERNATE THREE FOUR HAVE THE BEST BENEFIT BECAUSE OF HOW THE QUADRANT ROADWAY SETS UP THE DISTANCE BETWEEN THE PROPOSED INTERSECTION UP TO THE MAIN

INTERSECTION. >> SO MORE SO TRAFFIC HAS THE BENEFIT OF GETTING ON THREE OF THE ROADWAYS AND NOT ACTUALLY GETTING ON THE MAIN LONG CORRIDOR.

AND THEN OF COURSE ALTERNATE FOR WE WENT FROM BETWEEN THREE AND FOUR WITH THREE IMPACTING THREE OF THE PARK PROPERTIES TO ULTIMATE FOUR IMPACTING ONE. OK.

SO WOULD THIS BE A GOOD POINT FOR YOU? I'M THINKING MAYBE FOR JESSE TO GIVE US HER TAKE ON THESE. SO I'M READING YOU CORRECTLY MY PURE TRAFFIC STANDPOINT THREE AND FOUR WOULD BE THE LOGICAL ONES FROM YOUR TRAFFIC STANDPOINT.

JESSE, WELCOME. YOU KNOW JESSE WHITE ON BEHALF OF THE COASTAL CONSERVATION LEAGUE AND I APPRECIATE THE OPPORTUNITY TO SPEAK OUT. LET'S SAY WE.

>> WE ABSOLUTELY SUPPORT THE LADY'S ISLAND PLAN AND SUPPORTED THE 2018 PAY SALES REFERENDUM ON THE PROJECTS THAT IT FUNDED AND IN IN THE SPIRIT OF THOSE PROJECTS CREATING AN INTERCONNECTED NETWORK TO MOVE AROUND LADY'S ISLAND AND PRIMARILY ON SECONDARY STREETS AND RELIEVE THE CONGESTION ON THE MAIN CORRIDORS WHILE INCREASING MULTI-MODAL PATHWAYS

SO THAT PEOPLE COULD GET AROUND WITHOUT GETTING IN THEIR CAR. >> HOWEVER, WE DO BELIEVE THAT THE EXISTING ROADWAYS OFFER AN OPPORTUNITY TO MAKE THESE IMPROVEMENTS WITHOUT POTENTIALLY UNDERMINING THE INTEGRITY OF THE ROLL IN CRITICAL LANDS PROGRAM.

>> AS DESCRIBED IN MY COMMENTS THAT I SUBMITTED IN WRITING, IT'S CREATING AN ENTIRE CARVING OUT AN ENTIRELY NEW ROAD PATHWAY WHEN THERE ARE CONNECTIONS THAT EXIST THAT CAN BE IMPROVED. AND SO FROM A FROM A RESOURCES STAKE STANDPOINT WE WE TEND TO ADVOCATE FOR IMPROVEMENTS THE EXISTING ROADS OVER THE CREATION OF NEW ROADS PARTICULARLY WHEN THEY WOULD CUT THROUGH FORESTED WETLANDS AND THE CRYSTAL LAKE PROPERTY AND WE HAVE SERIOUS CONCERNS ABOUT USE OF THAT CRYSTAL LAKE PROPERTY FOR SOMETHING OTHER THAN WHAT IT WAS ACQUIRED WITH TAXPAYER DOLLARS TB WHICH IS A PASSIVE PARK AND CONCERN ABOUT FUTURE USES OF RURAL AND CRITICAL PROPERTY FOR OTHER USES OTHER THAN PROTECTION AND ESTABLISHING A PRECEDENT THAT WOULD UNDERMINE VOTER CONFIDENCE AND THEN INTEGRITY

OF THE PROGRAM AS A WHOLE. >> WE BELIEVE THAT ALTERNATIVE 5 IS PREFERABLE FOR ALL OF THOSE REASONS AND I BELIEVE THAT THERE IT SEEMS IT DOESN'T QUITE INCLUDE CONNECT

IMPROVEMENTS TO ROUTE OF WAR SPECIFICALLY. >> IT'S KIND OF HARD TO TELL FROM THE DRAWINGS BUT WE'RE CURIOUS WHY IMPROVING RUDER BOIS IN AND OF ITSELF WASN'T CONSIDERED AS AN ALTERNATIVE. IT ALSO SETS UP WITH AN INTERSECTION RIGHT ACROSS LADY'S ISLAND DRIVE TO CLUB BRIDGE ROAD OR CLUB ROAD EXCUSE ME.

AND IT DOES LOOK FOR A LITTLE AERIALS LIKE THERE'S A FRONTAGE ROAD THAT WOULD CONNECT CLUB TO HAZEL AND THAT SEEMS LIKE ANOTHER OPPORTUNITY TO TAKE ADVANTAGE OF EXISTING ROAD PATHWAYS. THE A LOT NEW ALIGNMENT THAT'S PROPOSED WITH ALTERNATIVE 5 RAISES A LITTLE BIT OF CONCERN. IT LOOKS LIKE A SPEEDWAY A LITTLE BIT AND SO WE JUST RAISED THAT AS A POTENTIAL CAUTIONARY POINT THAT IT COULD INDUCE HIGHER TRAVEL SPEEDS.

SO THOSE ARE OUR CONCERNS AND WE APPRECIATE OPPORTUNITY. YOUR PREFERENCE WOULD BE FIVE AND THERE'S A COUPLE MINOR MODIFICATIONS THAT YOU MIGHT SUGGEST.

>> YES, SIR. OK. THANK YOU.

THANK YOU. ROB IS A GOOD TIME FOR YOU AND THE STAFF TO WEIGH IN.

>> YES. >> WELL, GOOD AFTERNOON. MEMBERS OF THE COMMITTEE.

DO YOU HAVE A MAP THAT I THINK STEPHANIE SENT YOU? I JUST WANTED TO MAKE IT VERY CLEAR TO THIS COMMITTEE THAT THIS ALTERNATIVE 3 AND 4 BOTH WILL HAVE A SIGNIFICANT IMPACT

ON THE BOARDWALK AT CRYSTAL LAKE. >> THAT PARTICULAR IMPROVEMENT

[01:05:03]

WAS OPEN. I THINK WE HAD AN OFFICIAL RIBBON CUTTING CEREMONY IN JANUARY OF 2010 20. SO THAT'S NOT VERY LONG AGO. AND IT'S VERY HARD TO SEE ON THIS DRAWING THAT THERE IS THE BOARDWALK THAT THAT GOES AROUND CRYSTAL LAKE AND THAT NORTHWEST CORNER. YOU KNOW, THE THE PROPOSED ROADWAY AND ALTERNATIVE FOR AND

ALTERNATIVE 5 IS VERY CLOSE TO THAT BOARDWALK. >> THERE'S ALSO I THINK JESSE YOU'VE MENTIONED FORESTED WETLANDS SO THAT AREA IS VERY LOW AND SO THE CONSTRUCTION OF THAT ROADWAY IS GOING TO NEED A SIGNIFICANT ELEVATION CHANGE AND INFILL BETWEEN THE ROADWAY AND THE BOARDWALK. THIS IS DEFINITELY GOING TO HAVE A SIGNIFICANT IMPACT ON THAT THAT PARK. CRYSTAL LAKE PARK BY ITS VERY NAME IS THE MAIN FEATURE IS CRYSTAL LAKE AND THAT PATHWAY AROUND THE LAKE IS THE PRIMARY FEATURE OF THAT PARK.

YOU KNOW, SO I'M NOT TAKING A STANCE ON WHICH ALTERNATIVE OR RECOMMENDS.

I JUST THINK THAT THE MEMBERS OF COUNCIL NEED TO BE VERY CLEAR ON THE IMPACT OF THIS

PARK. >> SLIDE RIGHT. WE DON'T HAVE THAT PARTICULAR

SLIDE. >> WELL, WE WANT TO MAKE SURE IT'S UNDERSTOOD WHICH PARCELS WERE OWNED BY THE BEAUFORT COUNTY AND PARTLY THE GROWING COMMITS THE UP RIGHT HERE.

>> BUT THE RED IS ONE AND THE PARK RIGHT? >> OK.

>> THE PARK VIEW AND I KNOW THAT ALTERNATIVE FOR YOU KNOW WE OWN SEVERAL PROPERTIES.

I THINK ALTERNATIVE 4 WAS DESIGNED TO MOVE THIS ROADWAY AWAY FROM YOU KNOW SO THAT ONLY

IMPACTED I BELIEVE TWO PROPERTIES OR ONE PROPERTY. >> BUT ALL OF IT IS WE BLOCKED EACH OF THESE AS PART OF A WRONG CRITICAL LANDS PURCHASE FOR CRYSTAL LAKE PARK.

>> QUESTION HOW MUCH OF CRYSTAL LIGHT WAS GIVEN TO THE COUNTY OR WAS ANY OF DONATED TO THE COUNTY? I CAN'T REMEMBER. I THOUGHT PART OF IT WAS NONE

OF IT WAS DONATED. WE BOUGHT IT FROM A CHURCH. >> WELL I THOUGHT I THOUGHT STUART GAVE PART OF THIS TO I BELIEVE IT. YEAH STUART DID DONATE PART OF IT WAS IN CONJUNCTION WITH US BUYING ANOTHER PORTION FROM HIM.

>> SO I THINK THE PART THAT WAS DONATED WAS THE IS LATE WHERE HE CARLISLE THE PHYSICAL WATER MARK AND THEN WE ALSO PURCHASED LAND AROUND THAT I HAVE A QUESTION ABOUT I YOU KNOW WHEN YOU LOOK AT THIS ON THE MAP IS LOGICAL WAYS ARE ALTERNATIVE THREE OR FOUR BUT I'VE SPENT DURING THE DURING THE PANDEMIC I THINK THIS IS TO ME IT'S ALMOST AN EMOTIONAL THING THAT WAS ONE OF THE FEW PLACES YOU COULD TAKE CHILDREN AND WE WENT TO CRYSTAL LIGHT WITH

GRANDCHILDREN AT LEAST ONCE A WEEK. >> IT WAS A PLACE THEY COULD RUN. THEY COULD GET ON THE BOARDWALK AND EXPLORE, YOU KNOW, ALTERNATIVE THREE AND FOR A VERY LOGICAL WHEN YOU JUST LOOK AT THE MAP ALTERNATIVE FIVE.

I HAVE I HAVE WHAT YEOMANS AND I'VE ACTUALLY READ ABOUT PICKING UP TRASH AND YEOMANS AND TO IMPACT FIVE PEOPLE IS FIVE PEOPLES RESIDENTS IS IS NOT A GOOD ALTERNATIVE EITHER.

SO YOU KNOW I DON'T LIKE ANY OF THESE ALTERNATIVES THREE, FOUR OR FIVE JUST A PART LOGICAL AND PART EMOTIONAL. YOU KNOW, I JUST DON'T LIKE THE IDEA OF DESTROYING PART OF CRYSTAL LAKE. I DON'T KNOW WHAT WHAT ELSE. I THINK THE ENGINEERS HAVE DONE THE BEST THEY CAN WITH WHAT THEY HAVE. BUT YOU KNOW, WE NEED.

WE NEED WE NEED ACCESS FOR THOSE BUSES TO GET GET THROUGH TO THE BACK OF THE SCHOOL TO THE HIGH SCHOOL. THAT'S VERY IMPORTANT. AND YOU KNOW, THE PUBLIC MEETINGS THROUGHOUT ANY ALTERNATIVES ON ON ON SEA ISLAND PARKWAY.

I MEAN THE PUSHBACK FROM THE PUBLIC WAS TREMENDOUS IF I REMEMBER RIGHT.

SO I DON'T HAVE AN ANSWER. >> I'M JUST MAKING COMMENTS. >> GO.

WHAT IS THE STANCE OF THE SEA ISLAND COALITION? WHICH ONE ARE THEY SUPPORTING?

>> FIVE OR FOUR FOR CNN'S FOUR. OKAY. FINE.

OKAY. >> IT IS A DIFFICULT SITUATION NATION WE'RE IN A NO WIN SITUATION. THERE IS NO ONE ALTERNATIVE THAT IS PERFECT.

THERE IS GOING TO BE PROS AND CONS AS YOU HAVE INDICATED HERE IT IS GOING TO BE THE ONE THAT HIS HAS THE LEAST AMOUNT OF IMPACT ON THE ENVIRONMENT, ON THE ROAD SYSTEM, ON THE

[01:10:04]

CONSTRUCTION OF IT, ON THE PROPERTIES THAT SURROUND IT. AND IT SEEMS LIKE OF ALL THE ONES THAT I JUST SEE NOW ALTERNATIVE FOR HAS THE LEAST AMOUNT OF IMPACT KAREN MADE.

>> IT'S CERTAINLY CALL REGARDING THE ENVIRONMENTAL EFFECTS.

>> IT'S NOT JUST A FORESTED WETLAND THAT THIS RIVER IS RUNNING THROUGH.

THERE ARE NESTING NIGHT PARENTS THERE. THERE ARE NESTING ALLIGATORS THERE. THERE ARE NESTING SONGBIRDS. THEY ARE PAINTED BUNTING AND OTHER BIRDS THAT ARE EXTREMELY, EXTREMELY POPULAR GIVEN THIS ESSENTIAL OASIS IN THE MIDDLE

OF AN URBAN DESERT. >> THIS PARK IS VERY POPULAR. >> I PROVIDED MISS HOWARD A MAP OF A DASH, THE LINE THAT GOES AROUND THE LAKE. THAT IS A G.P.S. COORDINATE

OF THE ACTUAL BOARDWALK AROUND THE PARK. >> AND SO YOU CAN SEE IT

BECOMES VERY, VERY CLOSE TO THAT CORNER. >> SO THE NORTHERN PORTION OF THIS PARK WHERE THAT BOARDWALK IS IS GOING TO BE EXTREMELY AFFECTED NOT JUST FOR THE VISITORS BUT ALSO THE WILDLIFE THERE. THERE IF THERE IS A ROAD THAT HAS BUSES THAT ALLIGATOR LIVES IN THAT PORTION OF THAT THAT LAKE UP THERE.

WE WILL HAVE A CONFLICT. WE WILL HAVE A BUS HIT AN ALLIGATOR LIKE THAT'S THAT WILL

END UP EVENTUALLY HAPPENING. >> WE HAVE THAT HAPPEN IN OTHER AREAS.

THE COUNTY. SO IT IS AN EMOTIONAL THING FOR ME FOR SURE.

>> BECAUSE THIS IS A RURAL AND CRITICAL PROPERTY. >> IT WAS PURCHASED TO BE

PRESERVED. >> I FEEL THIS COULD BE SETTING A SLIPPERY PRECEDENT FOR OTHER PROPERTIES. UNDERSTANDABLY, YOU KNOW, TRANSPORTATION IS A PROBLEM

THAT NEEDS TO BE ADDRESSED. >> THIS PROPERTY WAS ALSO RECENTLY REASON TO T1 AND P IN ORDER TO PROVIDE THAT EXTRA LAYER OF ZONING PROTECTION TO IT.

>> SO THERE IS A LOT TO CONSIDER AND I DO NOT ENVY YOUR JOB WITH THIS PARTICULAR

PROJECT. >> I WOULD LIKE TO STATE THAT OUR CONTRACTOR FOR THE RURAL AND CRITICAL PROGRAM KATE SCHAEFER IS ALSO HERE AND SHE'D ALSO LIKE TO MAKE A FEW COMMENTS IF YOU HADN'T BEEN IN A RUSH. THANK YOU.

>> KATE, COME ON UP JOTTING DOWN SOME NOTES. KATE SCHAEFER WITH THE OPEN LAND TRUST CONTRACTOR TO THE RURAL AND CRITICAL PROGRAM AND I CERTAINLY DIDN'T HAVE THE OPPORTUNITY TO BECOME A TRAFFIC EXPERT ON THESE ALTERNATIVES OVER THE PAST 20 MINUTES ALTHOUGH I APPRECIATE THE SLIDES. I LEARNED ABOUT THIS ON THE FRIDAY AGENDA JUST LIKE A LOT OF PEOPLE. AND SO I DON'T HAVE AN OPINION FROM AN ENGINEERING PERSPECTIVE BUT I'M HERE TO HOPEFULLY CONSISTENT VOICE IN SUPPORT OF PROPERTIES THAT HAVE BEEN PROTECTED WITH RURAL AND CRITICAL DOLLARS.

THE EXPECTATION OF THOSE PROPERTIES TO REMAIN PROTECTED IS HELD BY MEMBERS OF THE PUBLIC WHO SUPPORT THE PROGRAM AND AND AND US AT THE OPEN LAND TRUST CONSIDERING WE ENFORCE EASEMENTS THAT ARE SUPPORTED BY THE PROGRAM AND YOU ALL IS COUNTY THE TEA ONE MP ZONING IS ONE WAY IN PARTICULAR YOU JUST REINFORCED THE FACT THAT THE IDEA IS THAT THESE PROPERTIES ARE PROTECTED FOREVER AND I THINK THE PUBLIC EXPECTS THAT AND WE CERTAINLY EXPECT THAT WITH RURAL AND CRITICAL DECISIONS WHEN WE MAKE THEM. AND SO I DON'T HAVE ANY ENGINEERING ADVICE TO GIVE YOU OTHER THAN THE DECISION TO IMPACT A RURAL AND CRITICAL PROPERTY WHETHER IT'S FOR A ROAD OR ANOTHER USE IS AN INCREDIBLY SIGNIFICANT ONE AND AND SHOULD SHOULDN'T IT BUT THE PUBLIC EXPECTS THAT IT WOULD NOT OCCUR.

>> SO I WOULD ENCOURAGE YOU TO EXPLORE ADDITIONAL OPTIONS PERHAPS EVEN BEYOND THE MENU OF FIVE CHOICES YOU HAVE TODAY BECAUSE THAT'S A THAT'S AN INVESTMENT THE COUNTY HAS ALREADY MADE. THIS QUESTION IS HELPFUL BECAUSE CONVERSATION.

JENNIFER, DO IT. DO I SENSE THAT YOU LIKE FOR BETTER THAN THREE.

>> SO THE REASON WHY WE'RE PROPOSING FOR A THREE IS FOR IMPACTS ONE BECAUSE THAT WOULD BE YOUR YOUR PREFERENCE WOULD BE FOR OVER THREE OR EVER THREE.

>> OKAY. BECAUSE WE'VE HEARD THEY'RE SURE WHAT THEIR ISSUES ARE WITH THE PROTECTION. IT IS NOT THE INTENT OF THE PROGRAM OR ANY FUTURE TRANSPORTATION TO ARBITRARILY GO INTO EVERY SINGLE PIECE OF PROPERTY.

IT'S HERE WE ARE. AND AS MISS HOWARD STATED, WE'VE GOT NO GOOD SOLUTIONS BECAUSE WE'RE LOOKING AT WHERE THE TRAFFIC IS GOING, WHERE IT'S COMING FROM.

WE'VE HEARD GOING BACK FROM CITIZENS READING THEIR COMMENTS THAT, YOU KNOW, BACK WHEN THE SCHOOL WAS PROPOSED FOR THE SITE THEY WERE PROMISED THEN THAT THE ROAD WOULD COME OUT EVERY CALLS SAM'S POINT LADY ALLEN DRIVE IT WOULD COME OUT. WE'VE LISTENED TO THAT.

[01:15:02]

YOU KNOW, WITH ALTERNATE THREE AND FOUR IT IS PROVIDING THIS OUT OF QUADRANT.

RIGHT. THAT HELPS OUT THE MAINLINE CORRIDOR.

IT LENDS ITSELF TO THE INITIATIVES BY BOTH CITY AND COUNTY FOR THE COMPREHENSIVE PLAN OF THE VILLAGE TOWN CENTER ON S. ALLEN PARKWAY WITH THE CONNECTION HERE.

THIS ACTUALLY WILL POTENTIALLY PULL OFF SOMEWHERE BETWEEN FOUR TO SIX THOUSAND CARS FROM THE MAINLINE CORRIDORS WHICH DOESN'T SEEM LIKE A LOT BUT EVERY LITTLE BIT HELPS SO IT KEEPS THAT MANY CARS FROM GOING THROUGH THAT MAIN INTERSECTS THAT'S ALREADY AT CAPACITY.

SO WITH SOME OF THIS WE'VE DISCUSSED, YOU KNOW, POTENTIALLY TO KEEP THIS FROM HAPPENING BECAUSE AGAIN IT'S NOT THE INTENT OF THE COUNTY TO IMPACT THE THE RURAL AND CRITICAL LANDS PROGRAM POSSIBLY PUTTING UP A RESOLUTION FOR Y'ALL TO PASS IT.

THIS IS A ONE TIME THING ON THIS ISLAND BECAUSE WE ARE ON AN ISLAND WITH LIMITED ROADWAYS THAT DO NOT IMPACT FUTURE LANDS HERE. WE'VE LOOKED AT OTHER OPTIONS TO POTENTIALLY MITIGATE AGAINST THIS WITH A NEW ROADWAY. THEY ARE CORRECT.

YOU KNOW, WE WOULD POSSIBLY LOOK AT A CRITTER CROSSING UNDERNEATH THE ROAD TO KEEP THE WETLANDS CONNECTED INSTEAD OF TRADITIONAL PIPES. SO MY SENSE IS YOU LIKE FOR THREE YES FOLKS ARE YOU FOR FIVE IS BETTER FOR. IS THERE ANYBODY ARGUING FOR ONE OR TWO AT THIS POINT? NO. OK.

JIM MILLER. YOU OKAY? GO AHEAD.

YOU ALREADY SUE. I HAVE A PROBLEM WITH FIVE. OKAY.

HE SIMPLY BECAUSE THE MUSICAL WE JUST TALKED ABOUT IS TOO CLOSE TO TOO MANY HOUSES.

THERE ARE TOO MANY FOLKS THERE WILL BE IMPACT. IN THAT COMMUNITY WHEN THEY WERE PUTTING ONE CONNECTING ROAD THERE FOR THE SCHOOLS AND THE HIGH SCHOOL, I GOT A LOT OF PUSHBACK AND YOU CAN SEE THAT THAT'S A VERY NARROW ROAD. BUT YOU GOT HOUSES ON BOTH SIDES. YOU GOT FAMILIES ON BOTH SIDES. SO I AM I'M ADAMANT.

I MEAN I WOULD BE ADAMANT SUPPORT PROPOSED TO FIVE AND IF IF YOU TAKE THREE AND FOUR OFF THE TABLE ONE JUST LOOKS GOOD EXCEPT FOR ONE WE CAN'T AFFORD. THAT'S OUR SO OPTION ALTERNATIVE. I MEAN ARE YOUR TOP THIS ALTERNATIVE OR YOU'RE TALKING ABOUT THE ORIGINAL DON'T TALK ABOUT ALTERNATIVE ONE. OKAY SO THE ONE SHOWN IN BLUE THAT USES HUMANS ARE YEMEN'S. YES. OR YEMEN.

AND THE QUESTION I REALLY HAVE IS GEECHEE ROAD AND IS THAT PROPERTY FOR SALE OR IS THAT OWNED BY THE COUNTY WHO OWNS THAT? I KNOW WHEN THEY WERE THE HIGH SCHOOL THERE THEY WANTED TO BUY IT BUT THE PRICE WAS JUST TOO TOO HIGH WAS PROHIBITIVE.

SO IS THAT PROPERTY IN BETWEEN THE THE THE THE CURRENT ACCESS ROAD AND GET YOUR ROAD IS THAT PROPERTY OWN YOU WOULD LIKE TO ACQUIRE IT AS PART OF THE IF IT'S NOT CURRENTLY OWNED BY THE COUNTY OR WHATEVER IS NEEDED FOR RIGHT TO FLY WE COULD PURCHASE IT WITH THE PROJECT.

>> THE ISSUE WITH ALTERNATIVE ONE IS IT STILL KEEPS THE MAIN ACCESS ON TO SEA ISLAND PARKWAY WHICH EVERYBODY HAS STATE THAT THEY WANT THE SCHOOL TRAFFIC OFF OF THIS CORRIDOR OF ALLEN PARK RIGHT PARKWAY AND THAT THAT'S WHERE IT DOES NOT BENEFIT THE VILLAGE CONCEPT SOUP. HEY THAT'S ME OK? AND THE PEOPLE ON SUNSET

BOULEVARD. >> SO I'M GUESSING OR ASSUMING THAT BECAUSE THIS IS GONNA BE A SCHOOL ACCESS THAT WE'LL HAVE SIDEWALKS ON ONE SIDE OR BOTH SIDES ALONG WITH THIS AS MUCH AS I AGREE THE THE FOR BEING GETTING THE RURAL AND CRITICAL LANDS PROPERTY BUT THAT MIGHT BE THE BEST THING BECAUSE THEN IT OPENS UP ACCESS FOR PEOPLE TO GET TO THAT PORTION OF THE PROPERTY SOME AREAS THAT WE COULDN'T HAVE GOT TO BEFORE. AND AGAIN THAT'S WHERE WE BUY THE CRITICAL LANDS IS FOR PEOPLE TO ENJOY THEM AND GET TO THOSE.

THIS MIGHT GIVE US AN OPPORTUNITY THEN TO GET TO SOME OF PROPERTY AND TO USE IT FOR

PUBLIC USE ON THE BACKSIDE. >> SO I THINK I THINK FOR US IS WHERE I'M I'M LOOKING TOWARDS ONE THING WHERE THREE OR FOUR WE ARE PROPOSING SHARED HIS PATH ON THE BRAND NEW DRIVEWAY ON BOTH SIDES FROM LADY ISLAND DRIVE DOWN TO THE INTERSECTION WITH CAROLYN.

>> THE REASON WHY SHARED USE PATHS ON BOTH SIDES IS IF THE COUNTY CHOOSES THEY COULD CONNECT THE SHARED PATH TO INTO CRYSTAL LAKE. ALTHOUGH RIGHT NOW WE ARE NOT PROPOSING A CONNECTION DUE TO CONVERSATIONS INTERNALLY BECAUSE OF SAFETY WITH ACCESS

[01:20:04]

INTO THE PARK AND POTENTIAL VANDALISM AT THIS TIME BUT THAT COULD BE DONE IF CHOSEN IN THE

FUTURE. >> ALL THE OTHER QUADRANT ROAD RIGHT QUADRANT ROADWAYS IS HOW WE'LL HAVE A SHARED USE PATH ON ONE SIDE AND A FIVE FOOT SIDEWALK ON THE OTHER.

BUT THAT'S THE ONE STRETCH THAT WE'RE HAVING ON BOTH. THEN FROM CAROLYN DOWN TO MERIDIAN. YEOMANS WOULD GET IN ON ONE SIDE.

TIM FISHER SPENT ON THE SCHOOL SIDE AND THEN OF COURSE EVENTUALLY CONNECT TO THE PATHWAY ON MERIDIAN GEEKY WOULD HAVE IT ON CHARITY'S PATH ON ONE SIDE AND WE PUT A PROFIT SIDEWALK ON THE OTHER IF WE CHOOSE AND THEN WITH THE CONNECTION TO THE MINOR IMPROVEMENTS ALONG THE EXISTING ACCESS BACK TO SEA ISLAND PARKWAY WE WOULD STILL CARE THE SHARED HIS PATH DOWN BECAUSE THE COURT OR PROJECTS WILL HAVE SHARED PASS ON BOTH SIDES.

AND OBVIOUSLY THAT INSURANCE BECOMES RIGHT AND RIGHT NOW I DON'T SEE ALAN.

>> BRIAN, THANK YOU. >> JENNIFER, IF WE COULD BRING UP THE MAP OR TURN IT INSIDE WE CAN TALK ABOUT THAT FOR A SECOND. IF YOU LOOK IN THE SOUTHERN PART OF THAT WHERE IT LOOKS LIKE IT'S ALMOST ABOUT TO CONNECT TO ROOT.

BOY, I ONLY SEE TWO PARCELS THAT NEED TO BE PURCHASED. IF WE INSTEAD OF THAT LONG CURVE IT WOULD JUST STRAIGHTEN IT OUT AND A DEAD END ROAD. BOY VERY RUDE BOY CROSSES AND PUT THE LEG AT THE END A RUDE BOY IT DOESN'T TOUCH. CHRIS THE PROPERTY AT ALL IN THAT WAY IN THAT MANNER IT GOES ACROSS. CAROLYN DRIVE GOES ACROSS.

SCHOOL PROPERTY AND AN EXISTING ROADWAY ALL THE WAY DOWN. KEEP GOOD EXTENDING CURSOR ALL THE WAY YOU HAVE TO ACQUIRE A PIECE OF THAT PROPERTY ONE DIRECTLY BOTH BELOW IT BOTH OF WHICH ARE OWNED BY THE SAME PERSON. AND IT WOULD TEA AT THAT POINT.

AND YOU KNOW THE STOP SIGN YES . TRAFFIC WILL BACK UP A LITTLE BIT WITH THE TRAFFIC LIGHT. NOT ALLOWED TRAFFIC COMES ACROSS THE BOY AND I DON'T UNDERSTAND WHY YOU GOT GOT IT. RYAN CROSS DARK CRYSTAL LAKE VISITORS CENTER.

I DON'T KNOW WHY WE HAVE TO DO THAT. COULD YOU EXPLAIN IT TO ME? SO ONE THING WE LOOK AT WITH BECAUSE AGAIN WE'RE GOING TO BE COORDINATING WITH SCADA TSMC D.A. STANDARDS FOR INTERSECTION DESIGN AND THE ANGLES OF INTERSECTIONS AS THEY CROSS THE CORRIDOR. SO THIS IS SETTING IT UP TO CREATE AN IMPROVED INTERSECTION . SO IF WE STAY THE COURSE AND SAY WE STRAIGHTEN OUT ONLY TO 90 DEGREE CURVES, IT STILL WOULD COME DOWN TO A STOP SIGN FOR CAROLYN ONTO ROUTE A BOY.

RIGHT. WOULD HAVE EVERYBODY TRYING TO TURN LEFT.

SO WHEN YOU COME TO LADY'S ISLAND DRIVE THEN TO GET THE CONNECTION BACK CRAWLS YOU

CAN'T JUST GO STRAIGHT ACROSS UNLESS YOU WANT TO BUY A BANK. >> THAT THAT'S THE ISSUE WITH

GOING STRAIGHT ACROSS THAT ROUTE AVOID. >> I MEAN I'M LOOKING AT THAT.

YOU'RE DRIVING RIGHT HERE. IT LOOKS LIKE RUDE BOY. GO STRAIGHT ACROSS HAZEL FARM

ROAD. IS THAT NOT CORRECT? >> NO, IT DOESN'T.

NO, IT DOES NOT. SO WHAT WE'RE SHOWING IN THE RED IS WHERE WE WOULDN'T MAKE ONE INTERSECTION IF YOU WERE TO COME STRAIGHT ACROSS AT EXISTING RUDE BOY STRAIGHT ACROSS LADIES AISLE AND DRIVE AND YOU GO STRAIGHT AND THEN YOU PUT IN YOUR CURVE MEANING SCADA STANDARDS. WE JUST ACQUIRED A BANK OKATIE PROBABLY ALL THOSE HOUSES YOU

TALK ABOUT DESTROYING RIGHT HERE I MEAN WE DESTROY. >> SO WITH THIS I WITH THIS ALIGNMENT YOU HIT THE PARK BUILDING AND TO RESIDENCES THAT WOULD BE RELOCATED WHO

POTENTIALLY HOLDING DAMAGES TO MY MOTHER SIR. >> WHERE IS THE PARK BUILDING A

LITTLE WHITE BELOW THAT LITTLE WHITE BUILDING LIKE OAK MASS. >> QUESTION YOU MENTIONED SOMETHING ABOUT COST. WAS THAT IN RELATION TO YOURS? QUESTION ABOUT ALTERNATIVE ONE

IT WAS A HIGH COST. >> WELL THE HIGH COST COMES IN WITH THE ORIGINAL STUFF REGIONAL. OKAY. SO NOBODY'S PUSHING FOR THAT.

ALL RIGHT. OKAY. IN NEW YORK YOU WERE PUSHING

FOR ALTERNATIVE ONE BEING COMPARED TO THE REST, RIGHT? >> IS I LOOK GOOD TO ME ON ALTERNATIVE ONE THAT WAS DONE IN THE OTHER STUDY BY ANOTHER TEAM BECAUSE IT WAS PROPOSED THAT THE JANUARY 8TH 2020 MEETING THE ISSUE WITH IT IS YOU'VE GOT A LOT OF TRAFFIC NOW COMING OUT ON YEOMANS AND THE DISTANCE BETWEEN THAT INTERSECTION TO THE MAIN LINE

[01:25:03]

IS NOW ARE CALLED IT THE MAIN ONE THE MAIN INTERSECTION OF LADY'S ISLAND SEA ISLAND AND SAM'S POINT. NOW YOU'RE DISTANCE LESSENED AND YOU ACTUALLY CAN END UP WITH MORE TRAFFIC CONGEST FOR THAT INTERSECTION WITH THE SIGNAL BEING TOO CLOSE WHETHER

IT'S TO CLOSE THE ONE WALGREEN'S. >> IS THAT WHAT YOU MEAN? YES, MA'AM. YOU KNOW, THIS IS THE FIRST TIME THE PUBLIC HAS SEEN ALL

THESE ALTERNATIVES. >> I THINK WE WE REALLY NEED SOME MORE PUBLIC INPUT ON WELL IN THIS CASE THE ORIGINAL STUDY AS WELL AS ALTERNATIVES WANTED TO OR SHOWN AT THE JANUARY 8TH

2020 MEETING. >> OUT OF THAT WE PROPOSED ALTERNATIVE 3 WHICH WAS SHOWN IN THE VIRTUAL PUBLIC MEANING. AND SINCE THEN BECAUSE OF THE OTHER COORDINATION WE'VE

DEVELOPED FOR OR TO TRY AND MINIMIZE IMPACTS. >> AND A LOT OF DISCUSSION HAS BEEN USE EXISTING RIBAUT OF AN EXISTING ROUTE A BOY AND CAROLYN DRIVE.

CAROLYN BROWN HAS THE TWO 90 DEGREE CURVES WHICH YOU'RE NOT CONDUCIVE TO PROMOTING MORE

TRAFFIC WITH TO 90 DEGREE CURVES. >> SO THE VOTE WILL GO AHEAD.

THE VIRTUAL HOW MEAN PEOPLE ATTENDED THE I DON'T REMEMBER HOW MANY COMMENTS OR SO

VIRTUALLY ANYBODY COULD GO LOOK AT IT ANY MORE THAN ANY TIME. >> AND WE DID A TOWN HALL WHICH WE HAD SOME PEOPLE VIEWING. RIGHT. BUT WE ALSO POSTED IT AND ALL

THAT INFORMATION IS STILL OUT ON THE WEB SITE. >> 1 2 3 NO.

1 AND 2. VIRTUALLY CORRECT. SO WE POSTED ON THE ON THE MEETING WEB PAGE WE POSTED ALL THE INFORMATION FROM THE JANUARY 8TH IS OUT THERE.

WE'VE GOT THE ACCESS ROADS WHICH IS THE VIRTUAL MEETING THEY HELD.

ALTERNATIVE THREE I AGREE WITH ALAN. >> I THINK IT'S IT'S NOT SOMETHING WE'RE GOING TO DECIDE TODAY. LET ME SEE IF I CAN SUMMARIZE AND SEE IF THIS MAKES SOME SENSE. WHAT I HEAR IS WHAT IT SEEMS TO ME IS THERE'S CERTAIN ONES THAT HAVE DISAPPEARED AS ALTERNATIVES OPTIONS AND FROM A PURE TRAFFIC STANDPOINT YOU'LL LIKE FOR BRIAN AS SUGGESTED SOME POSSIBLE THINGS TO LOOK AT TO AVOID THE PARK ON THAT. BUT THAT'S BASICALLY A TRANSPORTATION SOLUTION.

WITH A FEW MORE LOOK SEES AND THEN FIVE AND MAYBE BRIAN WAS READY TO FIVE BUT FIVE BASICALLY IS LOOKING AT IT FROM USING THE EXISTING PROPERTIES OR EXISTING ROAD NETWORK.

AND I'M STILL A LITTLE CONFUSED ABOUT WHETHER ONE IS IN OR OUT YORK FROM YOUR STANDPOINT.

BUT IT DOES SEEM TO ME THAT WHAT NEEDS TO HAPPEN IS NARROW THESE DOWN TO TWO OR THREE ALTERNATIVES COME BACK IN SOME FORM AND WE'RE PROBABLY GOING TO NEED TO GET SOME MORE PUBLIC INPUT. BUT I DON'T THINK IT'S SOMETHING WE WANT TO LANGUISH ON BECAUSE WE'VE BEEN WAITING FOR A LONG TIME THAT WOULD BE KIND OF MY SENSE OF WHERE WE MIGHT BE. I DON'T KNOW IF THAT WORKS FOR STAFF AND THE REST COUNCIL AND I DON'T MEAN TO SAY THAT WE HAVEN'T HAD ANY PUBLIC COMMENT ON THAT.

>> IS THIS IS JUST KIND OF MIXED IT ALL UP. >> YEAH.

>> I MEAN YOU'VE GOT SOME REALLY WELL THOUGHT OUT ALTERNATIVES.

I'M JUST NOT SURE. >> SO YEAH, THE IMPACT OF CRYSTAL LAKE IS VERY

CONCERNING TO ME. >> SO IT I'M VAGUE. IT MAKES SENSE TO COME BACK.

WE'LL SCHEDULE SOMETHING SOONER RATHER THAN LATER BUT KIND OF A HEAD TO HEAD COMPARISON BETWEEN FOUR AND FIVE. CONSIDERING THE MODIFICATIONS THAT HAVE BEEN SUGGESTED IN SOME FORM AND AGAIN YORK YOU CAN TELL US WHETHER YOU LIKE FOUR OR FIVE OR WHETHER WE NEED TO ADD ONE TO THAT BUT YOU DON'T HAVE TO DECIDE NOW THAT HAVEN'T BEEN MY THOUGHT IN A WAY TO BRING THIS TO SOME KIND OF A LOGICAL CONCLUSION. I DON'T WANT TO BE OVERLY CONCERNED ABOUT COST BUT ON THE OTHER HAND IF THERE'S GIGANTIC COSTS ONE VERSUS AN OTHER THAN WE OUGHT TO UNDERSTAND THAT FROM AN ENGINEERING RULE THE ARE YOU LOOKING AT A BRIDGE TYPE STRUCTURE AS YOU MENTIONED RECENTLY? YOU ACTUALLY LOOKING AT PULLING IN A CODE WITH SOME SORT IT WOULD BE IF WE WERE RIGHT NOW WE'VE GOT STANDARD DRAINAGE PIPES AND THE RIGHT BUT TO ACCOUNT FOR A CREDIT CROSSING WE'D BE LOOKING AT MORE OF A BOX COLOR TO ALLOW THEM EASIER PASSAGE 3 AND THEN TO DIRECT THEM TO USE IT NOT CROSS THE

ROAD. >> THEN WE'D BE LOOKING AT SOMETHING ALONG THE RIGHT WAY TO KEEP THEM DIRECTING THEM THROUGH TO NOT FOR GATE OR TO NOT ACTUALLY GO UP THE

EMBANKMENT BACK DOWN AGAIN. >> OKAY. >> IF IT IS NOBODY DISAGREES WITH IT. I THINK THERE'S MAYBE A PATH FOR GERARD.

YOU'RE OKAY WITH IT? >> YEAH AND IT MAY BEHOOVE SOME OF US TO ACTUALLY GO OUT THERE.

IT WOULD TAKE A LOOK MAKING ANYTHING WE'RE NOT BUT IT'S NOT THAT LONG A WALK AROUND ANYMORE TO DO THAT AND IT WOULD REALLY YOU'D GET A FEEL FOR. YES.

AND WERE THOSE BOND CURBS OUR OWN CAROLINE TO DRIVE THAT OKAY.

[01:30:02]

>> I THINK WE HAVE RESOLUTION ON THAT MOVING FORWARD. >> I DON'T HAVE THE OTHER COMMENTS OTHER THAN TWO QUICK ONES. ONE FOR MARK THERE FORGOT TO ASK YOU ABOUT BUT IN OUR AGENDA REVIEW MEETING THAT WE HAD A CONVERSATION ABOUT IT WOULD BE USEFUL FOR THE STAFF TO BE ABLE TO HIRE AND I FORGOT WHAT THE TITLE WAS FOR WHICH WHICH ONE TRANSPORTATION PLANNER THEY HAVE ENOUGH MONEY IN THE BUDGET TO DO IT BY SUBSTITUTING A VACANCY. THEY DIDN'T WANT TO MUDDY UP OUR THIRD READING BUT TO TAKE A COUPLE MORE WANTS TO DO THAT. IT SEEMS TO ME THAT IT'S NOT PARTICULARLY BENEFICIAL TO US.

SO IF YOU MIGHT TALK TO THEM AND SEE IF YOU'RE COMFORTABLE BUT I DON'T THINK IT WOULD IT WOULD NOT BE MATERIAL IN MY MIND AND WE COULD SUBSTITUTE THAT THIRD READING IF YOU WERE COMFORTABLE WITH IT. I THINK JUST ON THAT NOTE, LINDA, CORRECT ME IF I'M WRONG BUT AS YOU MENTIONED THERE'S SOME VACANCIES THAT WE HAVE IN THE BUDGET AS PLANNED AND WE TAKE A LOOK AT THOSE AS WE GET INTO THE BUDGET AND MAYBE TAKE A LOOK AND SEE IF WE CAN HARVEST SOME VACANCIES FOR THAT POSITION RATHER THAN ACTUAL TRY TO MAKE A CHANGE.

>> THE THIRD READING WE'RE ALMOST THERE WITH THE BUDGET. SO NO CHANGES TO THE BUDGET AS

PLANNED TODAY. >> NO, IT CHANGES THE BODY. THE QUESTION IS WHETHER YOU WANT TO ALLOW THEM TO MAKE THAT THAT CHANGE SO WE DON'T HAVE. I DON'T THINK IT'S MATERIAL ANYWAY MYSELF. I DON'T THINK SO. ANY OTHER COMMENTS FOR THE GOOD

OF THE CAUSE? >> HAVING CONCLUDED OUR BUSINESS, WE STAND ADJOURNED.

THANK YOU ALL. HAVE A GREAT EVENING.
