SO, UM, THE DRAFT ORDINANCE HAS CHANGED SLIGHTLY SINCE IT WAS LAST BEFORE YOU, UM, WHAT'S IN FRONT OF YOU IS SUMMARIZED HERE IN FOUR KEY POINTS. UM, IT IS TO AMEND THE TOWN CODE TO DEFINE E-BIKES AND THAT THEY'RE PERMITTED ON TOWN PATHWAYS ALSO TO REQUIRE THE DISTRIBUTION OF THE SAFETY AND ETIQUETTE DOCUMENT, UM, WHICH IS UP ON THE SCREEN AND HAS BEEN AMENDED TO, UM, OMIT, UH, THE 12 MILE PER HOUR REFERENCED, UH, SPEED LIMIT, UM, AS WELL AS REQUIRED LABEL, INDICATING THE HORSEPOWER AND MAXIMUM ASSISTED SPEED. UM, AND THEN ALSO TO ESTABLISH AN ENFORCEMENT MECHANISM ALSO, UM, THERE ARE SEVERAL ONGOING CONSIDERATIONS AND SOME CHANGES TO THOSE THAT WE DISCUSSED PREVIOUSLY. UM, ONE IS TO CONSIDER ADDING PATHWAY CENTER LINES, STRIPES, AS WELL AS SOME ON PATHWAY CAUTIONARY GUIDANCE IN SOME OF OUR CONGESTED AREAS, UM, TO ADVANCE THE POPE AVENUE STREETSCAPE PROJECT AND THE UPCOMING CIP PLAN, UM, WHICH WOULD EXAMINE TRANSPORTATION AND PATHWAY RELATED ISSUES WITHIN THAT AREA, AS WELL AS PARTNERING WITH BIKE WALK AMBASSADOR PROGRAM TO EDUCATE AND PROMOTE SAFE BEHAVIOR AND ETIQUETTE, UM, STAFF WILL CONTINUE TO MONITOR, UM, EQUIPMENT LIKE THE SCOOTERS WITHIN THE TOWN, BUT CURRENTLY MOTORIZED VEHICLES ARE PROHIBITED ON THE PATHWAYS AS WELL AS STAFF IS WORKING TO ACCELERATE A COMPLETE STREET CONCEPT FOR POPE AVENUE, WITH THE FOCUS ON THE SEGMENT FROM CORDELO TO COLIGNY CIRCLE. UM, AND THOSE WOULD INCLUDE SOME SHORT-TERM AND LONG-TERM, UM, APPLICATIONS THAT WOULD MEET OR EXCEED ASH DOSE STANDARDS. AND THERE WAS A CONCEPT THAT WAS INCLUDED IN THE PACKET, UM, THAT SHOWED SOME SCHEMES AS EXAMPLES OF WHAT COULD MEET OR EXCEED ASH DOE. UM, AND ON THE PICTURE ON THIS SLIDE ARE JUST SOME SECTIONS OF OUR EXISTING PATHWAY THAT DO HAVE A CENTER LINE STRIPE AS THEY APPROACH INTERSECTIONS. SO THOSE ARE SOME OF THE CHANGES IN THE ACTUAL ORDINANCE. UM, AND I KNOW THAT WAS REALLY BRIEF AND QUICK, BUT IT'S FINE. DO YOU HAVE ANY QUESTIONS? YES. AND I KNOW THAT THERE'S BEEN A LOT OF INVESTIGATION INTO THAT, AND IT'S MY UNDERSTANDING, THE REASON FOR THAT IS THAT THEY ARE FAR FROM FOOLPROOF, THAT THERE ARE MANY WAYS TO OVERCOME THEM. UM, AND IT'S NOT PRACTICAL FOR US TO HAVE THAT REQUIREMENT IN THERE, LET ALONE ENFORCEABLE, UH, WOULD YOU SAY WHAT I SAID IS ESSENTIALLY CORRECT. AND DO WHAT YOU'D LIKE TO FILL IN THE BLANKS A LITTLE BIT, UH, WHAT YOU STATED IS ESSENTIALLY CORRECT? YES. UM, THE, THERE ARE WAYS [00:05:01] TO MANIPULATE THE GOVERNORS, UM, ON THESE, THESE BIKES. UM, IT'S HARD TO KNOW, EVEN SOMEONE ON A PEDAL BIKE, HOW FAST THEY'RE GOING IF THEY DON'T HAVE A SPIT ON HER. SO, UM, ENFORCEMENT IS GOING TO BE A CHALLENGE. UM, THE SAFETY NETIQUETTE DOCUMENT WAS EDITED THAT WE RECOMMEND THE SAFE SPEED. UM, BUT A SPEED LIMIT IS NOT BEEN DESIGNATED. ALSO, AS I UNDERSTAND, TO CREATE A SPEED LIMIT, IT REQUIRES ADDITIONAL ORDINANCE. UM, I THINK MR. GRUBER COULD SPEAK TO THAT MORE. UM, BUT RIGHT NOW WE DON'T HAVE AN ACTUAL SPEED LIMIT DRAFTED. UM, I, FOR ONE REGRET THAT WE HAVE TO DO THIS, BUT THE PRACTICAL CONSIDERATIONS OUTWEIGH WHAT WE MIGHT DESIRE. I THINK IN TERMS OF, UH, SPEED GOVERNOR. UM, I AM ENCOURAGED BY THE FACT THAT THE TOWN IS AS WE SPEAK IN THE PROCESS OF RETAINING SOME MORE CODE ENFORCEMENT OFFICIALS. AND, UM, I AM HOPING THAT WE'RE GOING TO SEE SOME SPOTS, SPEED CHECKS, AND DANGEROUS DRIVING CHECKS, UM, ON OUR PATHWAYS AS WE'RE MOVING FORWARD, WE'VE BEEN TALKING ABOUT COMPLETE STREETS FOR A LONG TIME. MY GOOD FRIEND, FRANK BACK THERE HAS TALKED ABOUT THE MANY TIMES. CAN YOU GIVE US JUST A BRIEF DESCRIPTION OF WHAT COMPLETE STREETS WOULD MEAN IN THAT COLIGNY AREA? WELL, CAN COMPLETE STREETS GENERALLY IS THAT YOU'RE THINKING OF ALL USERS ON A, ON A ROADWAY, INCLUDING PATHWAYS FOR PEOPLE, BIKES AND ALL EQUIPMENT THAT COULD BE USED. UM, AND THE SCHEMATIC THAT WAS SHOWN FOR IT TO MEET OR EXCEED ASTO STANDARDS, WHICH IS A, A STANDARD FOR, UM, DESIGNING, UM, PUBLIC, UH, ROADWAYS, UM, IS THAT WE WOULD BE LOOKING FOR BEST PRACTICES, UM, AND THAT WE WOULD EITHER MEET OR EXCEED THOSE. SO WE WOULD HAVE FACILITIES THAT ARE GOING TO BE DESIGNED TO BE SAFE AND COMPLETE FOR ALL USERS OF THE SYSTEM. SO THAT WOULD MEAN WIDER PATHWAYS FOR BICYCLES, INCLUDING EBIKES. IT WOULD ALSO MEAN A SEPARATE PEDESTRIAN LANE. AS I UNDERSTAND IT, IS THAT CORRECT COULD MEAN, YES. I MEAN, THOSE WOULD HAVE TO BE EVALUATED. IT MAY MEAN WIDER FACILITIES AND SEPARATED PATHWAYS. UM, AGAIN, THOSE ARE JUST EXAMPLES. UM, BUT CERTAINLY, UH, THOSE WOULD BE, UH, FACILITIES THAT WOULD EXCEED ASHDOD STANDARDS. WE'LL LOOK FORWARD TO THOSE DEVELOPMENTS. THANK YOU, MR. UM, WHEN WE WERE DELIBERATING THIS, WE REALIZED THAT A SINGLE SPEED LIMIT FOR HILTON HEAD ISLAND BIKE PATHS DIDN'T REALLY MAKE SENSE BECAUSE IN SOME AREAS PROBABLY FASTER THAN 12 MILES AN HOUR, IT WOULD BE PURELY, PURELY ACCEPTABLE. WHEREAS SOMETIMES ON POPE AVENUE WHERE THERE ARE HIGHER NUMBER OF PEOPLE ON THE BIKE PADS AT THE SAME TIME IN CURVED, UH, BIKE PATHS, THAT IT WOULD BE LOWER THAN THAT. SO I THINK WE'RE HEADED IN THE RIGHT DIRECTION IF THERE ARE NO PUBLIC COMMENTS IN THIS REGARD, ARE THERE PUBLIC COMMENTS? THANK YOU, MISSY. FRANK, DID YOU WANT TO SAY SOMETHING I'M SURPRISED? IT'S E-BIKES ARE COMING, ELECTRIC VEHICLES ARE COMING RIGHT OR WRONG, AND WE MIGHT AS WELL GET SOME EXPERIENCE WITH IT BEFORE IT BECOMES REALLY, REALLY, REALLY, REALLY IMPORTANT BECAUSE SOMEDAY WE'RE GOING TO HAVE A KIND OF A BRIDGE DONE, AND WE'RE GONNA HAVE A LOT OF PEOPLE COMING OVER ON EBIKES TO COMMUTE HERE. AND, UH, LET'S, LET'S FIGURE IT OUT NOW WHILE WE HAVE IT UNDER CONTROL. SO TO SPEAK, UH, WITH REGARD TO WIDENING PATHWAYS, ENFORCEMENT, ALL THAT STUFF. THE FUNDAMENTAL THING WE HAVE TO DO IS KIND OF FIX WHAT WE GOT. WE DON'T HAVE MUCH IN THE WAY OF BEHAVIOR CONTROL OR PEOPLE UNDERSTAND HOW TO RIDE BIKES ON OUR PATHWAYS. THESE ARE A HUNDRED DOLLAR BIKES. IT'S THE EPITOME OF EQUITY TWENTY-FIVE THOUSAND HUNDRED DOLLAR BIKES THAT ARE OUT THERE AND FAMILIES. AND A LOT OF PEOPLE HAVEN'T [00:10:01] WRITTEN THEM FOR 30 YEARS. SO THEY GOT OUT THERE. THEY DON'T KNOW WHETHER THEY SHOULD BE ON THE RIGHT OR THE LEFT, AND IF THEY'RE WALKING AND THEY DON'T KNOW IF THEY SHOULD BE WALKING AGAINST TRAFFIC OR WITH TRAFFIC. AND WHAT WE HAVE TO DO IS DECIDE OUR PATHWAYS ARE FOR RECREATIONAL RIDERS, PRIMARILY AND FOR COMMUTERS. AND WHAT WE NEED TO DO IS WE NEED TO START ORGANIZING THE WAY PEOPLE OPERATE ON OUR PATHWAYS. OKAY. AND IT SHOULD BE ON ONE SIDE, PEOPLE WALKING RIGHT ON ONE SIDE AND PEOPLE WALK ON ONE SIDE OF THE OTHER AND WE SHOULD BEGIN TO START MARKING UP OUR PATHWAYS WITH REGARD TO ENFORCEMENT. I THINK WE'RE GOING TO HAVE TO REALLY RELY ON SELF ENFORCEMENT. WE'RE GOING TO HAVE TO PUT THINGS LIKE SLOW SIGNS TO SAY HOW FAST PEOPLE SHOULD GO. UM, IT SEEMS TO ME THAT THE BRIDGE TO THE BEACH CORRIDOR OR PALMETTO BAY ROAD, C PINE CIRCLE, POPE AVENUE TO CORDELO AND CORDELO TO THE BEACH ARE THREE SEGMENTS OF AN EXPERIENCE. AND EACH ONE HAS AN INCREASING DEMAND BY PEDESTRIANS, BIKES AND OTHER THINGS HAPPENING. PALMETTO BAY AT THIS POINT IS LARGELY AUTOMOBILE. YOU GET INTO SEA PINE CIRCLE TO CORDELO AND YOU'RE BEGINNING TO HAVE CONFLICTS AT A HIGHER RATE. AND THEN CERTAINLY WHEN YOU GO BEYOND CORDELO TO SEA PINES, YOU HAVE PEDESTRIANS ALL OVER THE PLACE. UM, I THINK THE TOWN NEEDS TO UNDERSTAND THE EXPERIENCES [00:20:01] OF PEOPLE IN THOSE THREE SEGMENTS AND PA AND PLAN ACCORDINGLY. AND I'M REALLY ASKING THE QUESTION, DO WE GET TO A POINT FROM CORDELO TO SEE PINE TO, UH, THE BEACH WHERE PEDESTRIAN BIKES AND ALL SORTS OF NON CARS HAVE THE PRIORITY THAT WE ACTUALLY BEGIN TO DESIGN A SYSTEM WHERE PEOPLE DRIVING THEIR CARS ARE GOING TO HAVE TO RESPOND IN A DIFFERENT WAY TO THAT, UM, SYSTEM. UM, SO I, I THINK THAT, UH, IF, IF YOU WOULDN'T MIND, I WOULD REQUEST THAT IN THE JULY MEETING THAT YOU PUMP THAT YOU, UH, PRESENT TO THE PUBLIC PLANNING COMMITTEE, SORT OF THE WAY STAFF IS GOING TO APPROACH THAT STUDY, THAT YOU REFERENCED IN YOUR PRESENTATION. AND I'D LIKE TO SEE IT EXPANDED TO THE EXTENT THAT IT RECOGNIZES THE EXPERIENCE FROM THE BRIDGE TO THE BEACH, WITH EMPHASIS ON THE POPE AVENUE CORRIDOR, AND PERHAPS AS A REALLY STARTING POINT CORDELA TO THE BEACH. ONE OTHER THING I WOULD ADD, UH, AND THIS PIGGYBACKS ON WHAT MR. BROWN WAS TALKING ABOUT, UM, WHO IS LOOKING AFTER THE BYPASS, UM, WITHIN THE TOWN. AND, AND I THINK THE BIKE PATHS ARE JUST ANOTHER FACILITY THAT WE HAVE A RESPONSIBILITY TO MAINTAIN AND TO OVERSEE. SO I'M WONDERING WHETHER OR NOT UNDER AARON BLACK'S PURVIEW, WE SHOULD BEGIN TO CONSIDER BYPASS AS A FACILITY, AND MAYBE IT ALREADY HAS. I'M NOT AWARE OF THAT, BUT, UH, THAT'S A SUGGESTION. UM, I DO HAVE ONE OTHER THING THAT CAME UP, UH, TWO MEETINGS AGO, WE WERE, UM, ASKING PALMETTO BREEZE TO PRESENT INNOVATIVE VEHICLES SOLUTIONS. AND I DON'T REMEMBER THAT THE COMMITTEE CAME OUT WITH ANY SUGGESTION AT THAT POINT, BUT I DO THINK THAT THE EXPERIENCE OF MOVING IN THE CORRIDOR THAT WE WERE JUST REFERENCING CAN BE ENHANCED IF WE HAVE A DIFFERENT KIND OF VEHICLE MOVING PEOPLE. I THINK THE SHUTTLE SERVES ONE KIND OF PURPOSE, MOVING PEOPLE FROM COLIGNY, PERHAPS TO SHELTER COVE, BUT IT ISN'T THE SAME KIND OF EXPERIENCE THAT MOVES PEOPLE WHO WANT TO MOVE FROM COLIGNY TO, UM, SEE PAWNS. AND, AND SO I THINK THAT, UH, S STAFF SHOULD EITHER BE COMMUNICATING WITH PALMETTO BREEZE TO ADVANCE THAT CONVERSATION OR STAFF OUT TO BECOMING, TO PUBLIC PLANNING, SUGGESTING WAYS OF LOOKING AT SOLVING THAT KIND OF A OPPORTUNITY, UH, ADDRESSING THAT KIND OF OPPORTUNITY. I HAVE HAD COMPLAINTS FROM SOME CONSTITUENTS THAT THERE IS A PROLIFERATION OF TIMESHARE GOLF CARTS MO ROAMING AROUND THAT CORNER DOOR. THAT IS AN ANTITHESIS ANTITHESIS TO OUR BRAND IF IT GETS OUT OF CONTROL. AND SO I REALLY AM WONDERING WHETHER OR NOT IT MAKES SENSE FOR THE TOWN TO BEGIN LOOKING AT EITHER THROUGH PALMETTO BREEZE OR ITS OWN AUSPICES OF ADVANCING A MORE BRAND SYMPATHETIC SOLUTION TO MOVING PEOPLE IN THE CORRIDOR. ALEX, CAN I, UM, JUST ADD TO YOUR COMMENTS THEY HAVE AS THE CHAIRMAN, UM, AS FAR AS THE POMONA BREEZE IS CONCERNED, UM, THIS IS NO MEANS A METRIC, BUT JUST FROM MY VISUAL, AS I SEE THE TROLLEYS GOING AROUND, IT'S, IT SEEMS TO ME LIKE MORE AND MORE PEOPLE ARE RIDING THEM. UM, SO THE, THE INTENT OF US GOING IN DIRECTION OF TRYING TO GET, UH, MORE CARS OFF OF THE ROAD, AND I KNOW THAT C PINES, AS WELL AS, UH, SOUTH BEACH HAVE, UH, IMPLEMENTED A MORE ROBUST TROLLEY SYSTEM, NOT JUST FOR VISITORS, BUT ALSO FOR EMPLOYEES. UM, SO IT, IT JUST SEEMS TO ME THAT [00:25:01] NATURALLY WE SHOULD BE PLANNING TO CONNECT THOSE SERVICES OUTSIDE OF THE GATE SOMEHOW. UM, SO ANY WAY THAT THE TOWN CAN HELP FACILITATE OR MEDIATE THOSE CONVERSATIONS, I THINK WE SHOULD GET MORE HEAVILY INVOLVED, UM, BECAUSE, YOU KNOW, UH, WHEN IT COMES TO A VISITATION STANDPOINT, THERE'S ONLY SO MANY PARKING SPACES DOWN THERE AND THE MORE AND MORE FOLKS THAT COME TO HILTON HEAD AND NEED TO GO TO WORK, AND THAT SORT OF THING IS JUST, UH, IT'S, UH, IT'S VERY CLUSTERED. UH, I HAVE ASKED JOSH TO PROVIDE ME WHEN HE HAS SOME TIME WITH SOME OF THE LEGAL PRECEDENTS THAT APPLY IN SOUTH CAROLINA, DEALING WITH THIS. I'M NOT SUGGESTING THAT WE NEED TO DO SOMETHING HERE TODAY, ALTHOUGH IT'D BE GREAT IF WE COULD, UH, I AM SUGGESTING THAT WE ALL NEED TO START TO THINK ABOUT THIS AND HOW IT MIGHT IMPACT US AND HOW WE MIGHT IMPLEMENT THIS SUBJECT. UM, SO THIS IS A CHALLENGE THAT'S BEFORE ALL OF US, IT IS A PROBLEM THAT WE NEED TO FACE BECAUSE I DON'T WANT US TO CHOKE ON OUR OWN GROWTH HERE. UM, THE FAMILY COMPOUND WITH SUBDIVISION WHILE I THINK MO UH, THE INTENT IS BEING MAD THERE, SOME, SOME, UH, UH, MODIFICATIONS THAT WOULD HELP US BE MORE EFFECTIVE AND IMPLEMENTING THOSE PROVISIONS. UM, AND SO THE PLAN IS TO BRING FORWARD TO COMMITTEE THIS INITIAL LIST FOR AGAIN, PRELIMINARY DISCUSSION SO THAT WE CAN BEGIN TO MOVE FORWARD. THOSE, UM, MOST CRITICAL AMENDMENTS, IT'S A PRETTY LONG LIST, UM, AND WE'RE OVERDUE. AND SO I WANT TO LET YOU KNOW THAT WE HAVE PRIORITIZES WITH THE STAFF TEAM, UM, TO DEVELOP THE LIST. AND, YOU KNOW, THE THINKING ALL ALONG WAS THAT WOULD BE THE FIRST DISTRICT. AND THEN WE WOULD REPEAT THAT IN A FEW OTHER DISTRICTS. UM, WE'RE HAVING THIS EXISTING TRENDS AND CONDITIONS TO HELP OUTLINE THE GROWTH FRAMEWORK AND MASTER PLAN. UM, AND SO I WANT TO LET YOU KNOW, UH, UH, COMMITTEE MEMBERS AND THE OTHER COUNCIL MEMBERS THAT ARE HERE, UH, WE WILL BEGIN TO ADVANCE, UH, THAT NEXT MONTH AND HAVE A DISCUSSION ON BOTH OF THOSE FRONTS, UH, WITH YOU.
