I THINK RICHARD WAS ONE PERSON IN MY CLASSROOM KATHERINE IS WILLING TO WORK WITH AND ACCEPT TEAMWORK. THERE ARE COUNTLESS SITUATIONS THAT COME TO MIND. SHE JUST STEPPED UP TO ACCEPT A NEW ONE. BUT ONE INSTANCE STANDS APART. TODAY'S THESE QUALITIES. THERE WERE TWO STUDENTS IN MY CLASS TRAINING HAD NO ONE TO WORK WITH. THE FIRST TO GO TO SCHOOL THEY WERE SMALL IN EVERY CLASSROOM AND THEY KNOW EACH OTHER FROM PREVIOUS YEARS AND IMMEDIATELY GROUPED UP WITH THEIR FRIENDS. THE DIFFERENT WAY. BOTH NEW STUDENTS TO JOIN HER GROUP. SHE WANTED TO TALK TO THOSE STUDENTS WHO WERE NOT LEFT OUT ESPECIALLY IN THIS NEW ENVIRONMENT. SHE MADE SURE SHE SPOKE GROUPINGS AS WELL AS SOCIAL THINGS SUCH AS RECESS. SHE'S THE FIRST PERSON ASKING OTHERS TO JOIN IN. WHATEVER SHE'S DOING THAT DAY SHE'S ALSO AN EXTREMELY RESPONSIBLE INDIVIDUAL. IF SHE KNOWS SHE'S GOING TO MISS SCHOOL, SHE HAS TO. WELL, SIMON'S COMPLETED EARLY IS NOT ALL THE TIME. SHE'S ALWAYS PREPARED FOR CLASS AND THE STUDENT SEEKS OUT ADDITIONAL RESPONSIBILITIES. SHE'S ALWAYS LOOKING FOR SOMEONE SHE WORKING IDEAS OR ORGANIZING READY FOR THEIR RETURN. SHE WILL ALSO OFFER PLANS TO ME ON THE RETURN. SHE IS A TRUE LEADER AND AN EXCEPTIONAL STUDENT DEMONSTRATES THE QUALITIES, RESPONSIBILITY AND COOPERATION CONSISTENTLY WHILE LEFT THAT IMPRESSION. COME ON OVER HERE LATE AND DR. SLOWLY HAD IS STARTING TO UNDERSTAND WE WILL GET YOU YOUR CERTIFICATE. >> YOU'LL HAVE THEIR INFORMATION ON TELLS. OKAY. THIS IS CALLED NATIONAL GUN VIOLENCE FEARLESS PROCLAMATION COME TO MIND AND CAME OUT. YOU COULD COME UP AND ANYBODY ELSE WITH YOU CAN COME WITH YOU [00:15:07] KNOW THIS IS TOUGH TO DO BUT IN THE END IT'S IMPORTANT TO ON WANTING CAME A FIELDS ARE HERE TOO. BRIAN, I'M SORRY. RIGHT HERE TO THIS. SIXTEEN AMERICANS ARE SHOT SHOT OF IT IS LEADING TO NEARLY THIRTY THOUSAND DEATHS EVERY YEAR IN YEAR 25 TIMES MORE LIKELY TO BE KILLED. >> GUNS AND PEOPLE IN OTHER DEVELOPED COUNTRIES AND WHERE ELSE? IN JANUARY 2013 A DIE OF PENDLETON A TEENAGER WHO PERFORMED DURING PRESIDENT OBAMA'S INAUGURAL PARADE WAS TRAGICALLY SHOT AND KILLED JUST ONE WEEK LATER WOULD HAVE CELEBRATED HER 22ND BIRTHDAY. THIS JUNE TEAM NICK WILLIAMS WAS TRAGICALLY TAKEN FROM HIS FAMILY AND FOR GUN VIOLENCE. AND WHEREAS IN HONOR MILLER WE INTO ONE BUT WE'RE GOING TO PUT ANTHEM ON THE STAGE RIGHT. IT'S LIKE I'M SORRY. WE'LL GET THAT IN THERE. ARE THE ONE HUNDRED AND SIX AMERICANS WHOSE LIVES WERE CUT SHORT AND THE COUNTLESS SURVIVORS WHO WERE INJURED BY SHOOTING EVERY DAY. THE NATIONAL COALITION OF ORGANIZATIONS HAS DESIGNATED THE FIRST FRIDAY OF THIS AWARENESS DAY WHERE HIS FRIENDS WHO ASK THEIR CLASSMATES TO COMMEMORATE LIFE ARE WEARING ORANGE CHOOSING THIS COLOR BECAUSE HUNTERS WEAR ORANGE TO ANNOUNCE THEMSELVES TO OTHER HUNTERS. THE WALTON BECAUSE ORANGE IS A COLOR THAT SYMBOLIZE SYMBOLIZES HOW YOU UTILIZE GRASS. ANYONE CAN JOIN THIS CAMPAIGN BY PLEDGING TO WEAR ORANGE. REALLY THIS ENTIRE MONTH THAT WE PUT ORANGE RIBBONS ON JUNE 3RD AROUND ALL OF OUR TOWN OFFICES TO RAISE AWARENESS ABOUT GUN VIOLENCE AND HONOR THE LIVES OF GUN VIOLENCE VICTIMS AND SURVIVORS WHEREAS THE VIOLENCE AND PLEDGE WON'T BE CUTE. >> ALL HANDS AND ENCOURAGE RESPONSIBLE GUN OWNERSHIP TO HELP KEEP OUR CHILDREN SAFE. BRASS AT LEAST THE SUBCOMMITTEE WANTED EVERYONE IN THIS CHAMBER ALONG WITH COUNCIL DID PROCLAIM JUNE 3RD TO BE RECOGNIZED AS NAM NATIONAL GUN VIOLENCE DAY IN THE TOWN OF BLUFFTON TO HONOR AND REMEMBER ALL THE VICTIMS AND SURVIVORS OF GUN VIOLENCE AND DECLARE TO THEIR COUNTRY WE MUST DO MORE TO REDUCE GUN BALLADS. I APPRECIATE YOUR BEING HERE. I KNOW IT'S VERY HARD THAT WE'VE ALL BEEN MEETING. WE WERE AT A GROUP A GROUP NOT JUST TALKING ABOUT IT. AND I THINK WE ALL TO SOME PARTS HERE YOU KNOW WE LOVE YOU AND THINGS ARE ENROUTE TO START MAKING TRUE CHANGE. SO THANK YOU AND THANK YOU. ONE POINT PERFECT. >> THANK YOU. THANK YOU ALL FOR ME, MR. MARK . THANK YOU SO MUCH. THANK YOU EVERYONE FOR THAT. NEXT WE HAVE A PRESENTATION 2016 TO TRANSPORTATION SALES TAX REFERENDUMS. ERIC OFTEN NICE TO SEE YOU AND CHARLIE WETMORE WITH OUR REPRESENTATIVE ON THIS TAX COMMITTEE AND HE IS HERE IF HE WE HAVE ANY QUESTIONS OF THE COMMITTEE AFTER THE PRESENTATION. THANK YOU FOR COMING. WELL, THANK YOU, MAYOR. MEMBERS OF COUNCIL YOU GOT YOU'VE GOT THE B TEAM TONIGHT. I AM I'M ON I'VE BEEN ON THE JOB FOR A TOTAL OF ABOUT SEVEN WEEKS BUT I HAVE BEEN APART. I DID GET A CHANCE TO SIT WITH THE COMMITTEE THAT CHARLIE SERVED ON AND BE ABLE TO SEE THE HARD WORK THAT THEY PUT TOWARDS PUTTING THIS PRESENTATION, MAKING THIS PROPOSAL TO COUNTY COUNCIL. SO WITH THAT WE REALLY HAVE TO TALK ABOUT THE HISTORY OF OF WHERE THIS WAS. SO WE HAD A 2018 TRANSPORTATION SALES TAX THAT IT WAS ONE HUNDRED AND TWENTY MILLION DOLLARS TAX. IT WAS SUPPOSED TO BE IN PLACE FOR FOUR YEARS. IT WAS ONE OR THE OTHER EIGHT EITHER COLLECTED ONE HUNDRED AND TWENTY MILLION DOLLARS OR WAS IN PLACE FOR FOUR YEARS. >> IT WAS APPARENT AS WE WENT INTO 2021 THAT THAT TAX WAS ACTUALLY GOING TO BE ABOVE AHEAD OF SCHEDULE. SO COUNTY COUNCIL HAD DISCUSSED THE POTENTIAL FOR AN ADDITIONAL OR FOR A NEW ONE CENT SALES TAX AT A COUNCIL RETREAT IN NOVEMBER OF 2021. SO THEN AS ANTICIPATED IN 2018 [00:20:01] THE SALES TAX EXPIRED IN DECEMBER. FURTHERMORE, THERE WAS DISCUSSION BY COUNTY COUNCIL AT THE JANUARY 2022 MEETING ABOUT THE FUTURE OF THAT PARTICULAR SALES TAX. SO ON FEBRUARY 7TH COUNTY COUNCIL PASSED A RIGID RESOLUTION ESTABLISHING A CITIZEN COMMITTEE. WE CALL IT THE TRANSPORTATION BINARY COMMITTEE OR TAC COMMITTEE. THIS WAS MADE UP OF 70 MEMBERS CITIZEN MEMBERS. ONE MEMBER FROM EACH ONE OF THE ELEVEN COUNCIL DISTRICTS. SO I'VE GOT THEM LISTED HERE ALL THE ONES THAT ARE PERTINENT TO TOWN OF BLUFFTON. SO WE HAD DISTRICT FIVE WHICH IS JERRY REEVES, DISTRICT SIX. JOHN CRAIG FOREST DISTRICT 7. PENNY ELLSWORTH DISTRICT 8. CHARLES PERRY DISTRICT 9. BILL HUGE. AND THEN OUR ONE MEMBER FROM EACH OF THE SIX MUNICIPALITIES . SO AGAIN YOUR REPRESENTATIVE FOR A TOWN OF BLUFFTON WAS CHARLIE WETMORE. SO AGAIN WE WANT TO THANK THOSE MEMBERS. THEY PUT A LOT OF HARD WORK AND DISCUSSION INTO REALLY STREAMLINING AND REALLY BEING THE STAKEHOLDERS IN THIS IN THIS PROPOSAL. SO THE THE TAC COMMITTEE WAS REALLY THEY WERE MISSIONS WITH THREE TESTS. NO ONE COME UP WITH A LIST PROJECTS NUMBER TO COME UP WITH A MONETARY AMOUNT TO COLLECT. AND THEN THIRD, WHAT WAS THAT? WHAT WAS THE TOTAL TIMEFRAME TO COLLECT ON THAT PARTICULAR TAX ? SO THE COMMITTEE STARTED MEETING WEEKLY FOR ABOUT TWO AND A HALF MONTHS. THEY BEEN ON TUESDAY EVENINGS AND I THINK THEY WERE SUPPOSED TO LAST ABOUT A TOTAL OF AN HOUR BUT I THINK MANY OF THEM TOOK MUCH, MUCH LONGER THAN THAT. SO AGAIN, THANKS TO DEAN ROSS AND THE COMMITTEE FOR DOING THAT. SO INITIALLY THE DISCUSSIONS WERE JUST MORE BECAUSE WE HAD SUCH A WIDE ON THE COMMITTEE THERE. INITIALLY WE JUST STARTED OUT WITH SOME EDUCATIONAL PIECES. AS FAR AS TRANSPORTATION, WHAT THAT MEANS WHAT WHAT COULD BE POTENTIALLY IN THIS TAX THEN SOME OF THE INITIAL PROJECTS WERE INITIATED AND AGAIN RATHER THAN REINVENTING THE WHEEL WE LOOKED OR THE TECH COMMITTEE LOOKED AT DIFFERENT PLANS SUCH AS A COMPREHENSIVE PLAN. >> THE LAST LONG RANGE TRANSPORTATION PLAN IMPACTS THE PROJECT LIST AND THE BIKE AND PAID MASTER PLAN AS IT AS WELL AS ADDITIONAL ADDITIONAL PLANS THAT SO THE THE TECH COMMITTEE REVIEWED OTHER TRANSPORTATION SALES TAX FROM ACROSS THE STATE AS WELL TO COME UP WITH THAT TIMEFRAME AND THEY FOUND THAT THOSE RANGED ANYWHERE FROM FOUR TO TWENTY FIVE YEARS. SO THE FINAL RECOMMENDATION FROM THE TAX COMMITTEE WAS A 10 YEAR PROGRAM WHICH WOULD ANTICIPATE TO COLLECT 700 MILLION DOLLARS BUT DIFFERENT FROM WHAT HAS BEEN DONE BEFORE IN THE PAST HALF OF THE PROGRAM IS ANTICIPATED TO GO TOWARDS SPECIFIC PROJECTS, BIGGER PROJECTS IN THE COMMUNITY AND HALF OF THAT WOULD GO THEN TO TRANSPORTATION PROJECTS, PROJECTS, SMALLER PROJECTS ON ON SCALE TO THE BIGGER PROJECTS BUT ALSO THINGS THAT WE'RE NOT AWARE OF TODAY. >> SO AS WE TALK ABOUT A 10 YEAR TAX, WE DON'T KNOW EVERYTHING THAT'S GOING TO CREEP UP THINGS THAT THAT ARE GOING TO REQUIRE ADDITIONAL ATTENTION AT THIS PARTICULAR POINT IN HISTORY. SO AGAIN, IT GIVES US SOME FLEXIBILITY TO BE ABLE TO ADDRESS THOSE ISSUES INTO THE FUTURE. SO AS WE TALK ABOUT SOME OF THE SPECIFIC PROJECTS THAT ARE LISTED IN THIS TAX REFERENDUM OR PROPOSED REFERENDUM, THREE HUNDRED AND THIRTY FIVE MILLION DOLLARS WOULD BE PROPOSED TO GO TOWARDS SPECIFIC PROJECTS. SO THE FIRST PROJECT WE HAVE LISTED AND AGAIN SOME OF THESE MEAN LESS TO THE TOWN OF BLUFFTON THAN OTHERS. BUT I THINK IT'S IMPORTANT JUST TO SEE THE MULTITUDE AND THE WORK THAT THE COMMITTEE HAD DONE NOT ONLY TO ADDRESS THE MOST URGENT NEEDS IN THE COMMUNITY BUT ALSO SPREAD THOSE PROJECTS OUT ACROSS THE ENTIRE COMMUNITY. >> SO THERE'S REALLY A BENEFIT TO EVERYONE. SO THE THE FIRST PROJECT IS THE 170 IMPROVEMENTS IF ANYONE'S BEEN OUT ON 170 ESPECIALLY SINCE COVERED . I THINK EVERYONE UNDERSTANDS THAT THERE'S CAPACITY SAFETY ISSUES OUT THERE. SO THIS IS 80 MILLION DOLLARS TOWARDS THAT 4.5 MILE SEGMENT FROM 278 TO 462. THE SECOND PROJECT FOR 20 MILLION DOLLARS MEANS A LITTLE MORE TO TOWN OF BLUFFTON WITH CAPACITY AND SAFETY IMPROVEMENTS ON SOUTH CAROLINA 46 FROM 170 TO THE JASPER COUNTY LINE AND THEN ALSO SAFETY IMPROVEMENTS AT INTERSECTIONS ALONG 46 FROM 170 DOWN TO BUCK WALTON PARKWAY. AND THIS IS ONE THAT THAT CHARLIE WAS VERY ADAMANT ABOUT MAKING SURE THAT THAT ALL PLANNED IMPROVEMENTS WOULD BE AS TO DESIGNED TO PRESERVE THAT SCENIC BYPASS DESIGNATION ALONG HIGHWAY 46. SO AN IMPORTANT ONE THERE [00:25:06] BLUFFTON REGIONAL ROADWAY NETWORK 40 MILLION DOLLARS. >> SO AGAIN LOOKING AT THAT, LET'S PLAN. AND PRIORITIZING THOSE PROJECTS BUT BASICALLY 40 MILLION DOLLARS FOR THE TOWN OF BLUFFTON TO COME UP AND PRIORITIZE PROJECTS AND AGAIN THOSE WOULD BE THEN TAKEN THE VIEW FOR 10 FINAL APPROVAL. >> SO JUST TO REFRESH EVERYONE ON THAT 2045 LONG RANGE TRANSPORTATION PLAN HERE ARE THE BLUFFTON LABS PROJECTS. SO WE HAVE BUCK WALTER FRONTAGE CONNECTOR FROM BUCK WALTER PARKWAY TO WILLOW RUN WHICH IS A NEW ROAD BLUFFTON PARKWAY FROM BUCK WALTER PARKWAY TO BUCK ISLAND ROAD, WHICH IS A NEW ROAD. BUCK ISLAND ROAD FROM BLUFFTON PARKWAY TO U.S. 278 WHICH IS ACCESS MANAGEMENT SOUTH CAROLINA 170 SLASH SOUTH CAROLINA 46 FROM THE ROUNDABOUT TO THE JASPER COUNTY LINE WHICH IS A WIDENING PROJECT SOUTH CAROLINA 46, SOUTH CAROLINA 170 FROM ARGENT BOULEVARD TO SOUTH CAROLINA 462 WHICH IS A WIDENING PROJECT. AND THEN FINALLY BUCK WALTER PARKWAY FROM 278 TO FORTY SIX WHICH IS ACCESS MANAGEMENT. SO AGAIN THOSE ARE EXISTING PLANS THAT ARE IN THE LONG RANGE TRANSPORTATION PLAN TODAY. SO FOLLOWING GOING MOVING FORWARD WITH SOME OF THE OTHER SPECIFIC BIGGER PROJECTS THERE IS A HILTON HEAD ISLAND MUNICIPAL PROJECT FOR 40 MILLION DOLLARS. >> AGAIN, LOOKING AT ROAD RESURFACING, INTERSECTION IMPROVEMENT, PATHWAY IMPROVEMENTS ON HILTON HEAD THE HIGHWAY TO 78 PROJECT ENHANCEMENTS. SO AGAIN A BIG PROJECT WITH THE 278 BRIDGE. SO AGAIN MAKING SURE THAT WE HAVE THE THE ADEQUATE FUNDING TO MAKE SURE THAT THAT PROJECT OCCURS AS INTENDED. THEN WE HAVE US 21 BUSINESS 21 SOUTH CAROLINA TO 81 75 MILLION DOLLARS. THIS IS BASICALLY THIS IS A DOWNTOWN DOWNTOWN BEAUFORT AS WELL AS PORT ROYAL. SO REALLY A LONG BOUNDARY STREET AS WELL AS IMPROVEMENTS ALONG RIBAUT ROAD. AND THEN LAST BUT NOT LEAST IS LADY ISLAND CORRIDOR IMPROVEMENTS. THIS IS REALLY TAKE IT A STEP FORWARD FROM WHERE WE LEFT OFF WITH THE 2018 SALES TAX TO AGAIN ASSURE THAT THOSE IMPROVEMENTS OCCUR AS INTENDED. SO THOSE ARE THE LIST OF SPECIFIC PROJECTS AND HERE ALL I'LL LIST WHAT THOSE DIFFERENT PROGRAMS ARE THOSE ANTICIPATE PROGRAMS ARE. >> SO AGAIN AS I MENTIONED BEFORE, THIS IS THESE ARE REALLY SMALLER PROJECTS AND PROJECTS THAT WE DON'T NECESSARILY KNOW FROM DAY ONE OUR NECESSARY SO GIVES US FLEXIBILITY TO BE ABLE TO ADDRESS THOSE NEEDS IN THE FUTURE WHEN WE WHEN THEY MAY ARISE. SO MASS TRANSIT WAS THE FIRST PROGRAM FOR 25 MILLION DOLLARS. THIS IS GOING TO LOOK AT BOTH TRANSIT AND FERRY NEEDS IN THE COMMUNITY. WE HAVE A SAFETY PROGRAM FOR 50 MILLION DOLLARS. AGAIN LOOKING AT INTERSECTIONS TURN LANE IMPROVEMENT, PEDESTRIAN IMPROVEMENTS, THINGS OF THAT NATURE RESILIENCE FOR 20 MILLION DOLLARS ADDRESSING FLOODING SEA LEVEL RISE ISSUES WHERE RESIDENTS CAN'T EXIT THEIR PROPERTY IN IN THE EVENT OF HIGH TIDES OR EVEN MAJOR RATE RAIN EVENTS DROPPING EVENING AGAIN JUST PROVIDING THAT BASIC ACCESS TO RESIDENTS ACROSS THE ACROSS THE COUNTY TO MAKE SURE THAT THEY HAVE ACCESS NOT ONLY IN WEATHER EVENTS BUT ALSO FOR EMERGENCY ACCESS AND WHATNOT RESURFACING. >> SO WE'VE BEEN DOING THIS PROGRAM FOR FOR QUITE A WHILE. BUT I THINK THE DIFFERENCE IS THAT THIS IS RESURFACING FOR ALL ROADWAYS IN THE COUNTY. SO THIS WOULD INCLUDE STATE COUNTY AS WELL AS MUNICIPAL ROADWAYS. SO 60 MILLION DOLLARS FOR THAT PATHWAYS TO PROVIDE ACCESS FOR REALLY ALL USERS A TRANSPORTATION NETWORK FOR BICYCLING PEDESTRIANS WHAT NOT. FIFTY MILLION DOLLARS FOR THAT ,50 MILLION DOLLARS FOR TRANSPORTATION TECHNOLOGIES AND ACCESS ROADS. SO LOOKING AT MAKING CONNECTIONS REALLY OFFER THOSE MAJOR CORRIDORS AGAIN TRY TRYING TO DRAW THAT TRAFFIC OFF OUR MOST CONGESTED INTERSECTIONS AS WELL AS WELL AS USING SOME TRANSPORTATION TECHNOLOGY, SOME THINGS THAT EXIST TODAY AND SOME THINGS THAT WILL BE DEVELOPED IN THE FUTURE AGAIN TO REALLY USE SMART TECHNOLOGY TO ADDRESS TRAFFIC CONGESTION IN THE COMMUNITY. AND LAST BUT NOT LEAST GREENBELT SO 60 MILLION DOLLARS ON PURCHASING GREEN SPACE TO REALLY LIMIT THE DENSITY OF DEVELOPMENT THROUGHOUT THE COMMUNITY. SO AGAIN TRYING TO TAKE THOSE CARS FROM DEVELOPMENT OFF THE [00:30:02] ROAD AGAIN TO TO BETTER ADDRESS TRAFFIC CONGESTION. SO THE IMPLEMENTATION RECOMMENDATIONS THAT CAME FROM THE TAC COMMITTEE TO COUNTY COUNCIL WAS TO DEVELOP A ADVISORY COMMITTEE SO SIMILAR TO HOW THE TAC COMMITTEE HAD SERVED COUNTY COUNCIL. >> THIS IS AN ADVISORY GROUP THAT WOULD BASICALLY GRADE PROJECTS LOOK PRIORITY LEVELS. AGAIN, THIS WOULD BE MADE UP OF DIFFERENT CITIZENS THROUGHOUT THE COMMUNITY. THEY WOULD ALSO MAKE A CALL FOR PROJECTS EVERY YEAR. AND AGAIN THEN THEY WOULD WEIGH THOSE BASED UPON DIFFERENT CRITERIA. AND THESE ARE THE. THESE ARE THE PROGRAMS THAT WE WOULD BE LOOKING AT GRADING. AGAIN, A MATRIX WOULD BE SET UP SO WE COULD LOOK AND PRIORITIZE EACH ONE OF THESE PROJECTS MAKING SURE THAT EVERYTHING IS TRANSPARENT TO THE COMMUNITY AND UNDERSTANDING WHAT THOSE PRIORITY LEVELS ARE FOR SAFETY, DIRT ROAD PAVING RESILIENCY, RESURFACING PATHWAYS. AND THEN AGAIN THAT TRANSPORTATION TECHNOLOGY SLASH ACCESS ROAD PROGRAM. SO SOME OF THE ADDITIONAL RECOMMENDATIONS THAT CAME FROM THE COMMITTEE TO COUNTY COUNCIL IS ISSUE REVENUE BONDS SO THAT WE WE MAKE SURE THAT WE'RE GETTING THOSE PROJECTS OUT ON THE STREET. AGAIN, I THINK EVERYONE AGREES THERE'S TRAFFIC INGESTION OUT THERE TODAY MAKING SURE THAT WE GET THOSE BIGGER PROJECTS OUT THERE JUST AS SOON AS WHAT WE POSSIBLY CAN. SO WE WOULD BOMB THE BIGGER PROJECTS, THE GREENBELT WE WOULD UTILIZE RURAL AND CRITICAL LANDS TO DOVE TO DEVELOP THE PRIORITY SETTING FOR THOSE EXPENDITURES AND THEN MASS TRANSIT COMING UP WITH A COMPREHENSIVE MASS TRANSIT PLAN WORKING WITH PALMETTO BREEZE. AGAIN, THEY'RE THE EXPERTS ON TRANSIT IN THE AREA. SO AGAIN WORKING WITH THEM TO COME UP WITH A MASTER PLAN TO GET BETTER UTILIZATION OF MASS TRANSIT THROUGHOUT THE COMMUNITY. SO WHERE DOES THAT LEAVE US TODAY? >> SO THERE WAS A RESOLUTION ADOPTED BY COUNCIL ACCEPTING THE RECOMMENDATION FROM THE TAC COMMITTEE. IT WENT TO THERE'S THE PROCESS IS A THREE READINGS AND A PUBLIC HEARING. SO THE FIRST READING OCCURRED AND PASSED ON MAY 20 THIRD THE SECOND READING WAS LAST NIGHT WHICH WAS TABLED. SO I'LL I'LL BACKUP JUST A SECOND. SO THERE WAS A PRIOR PRESENTATION TO THE TWO TO THIS DECISION OR THIS PARTICULAR READING AT COUNCIL LAST NIGHT AND SENATOR TOM DAVIS HAS A PROPOSAL THAT HE HAS BROUGHT FORWARD FOR A 1 CENT SALES TAX TO BASICALLY ADDRESS THE GREENBELT PORTION. SO ONE CENT THAT WOULD GO TOWARDS PURCHASING GREEN SPACE TO MAKE SURE WE'RE AGAIN ADDRESSING THE DNC CONCERNS ACROSS THE COMMUNITY. >> SO THERE WAS A LENGTHY CONVERSATION THAT HAPPENED AT COUNCIL LAST NIGHT. COUNCIL'S DIRECTIVE WAS FOR STAFF TO GO BACK REEVALUATE THE TRANSPORTATION SALES TAX AS WELL AS THE PROPOSAL FROM SENATOR DAVIS AND COME BACK WITH SOME RECOMMENDATIONS FOR THE NEXT COUNCIL MEETING WHICH IS ON JUNE 27. SO AGAIN TRYING TO KEEP OUR TIMELINE STRAIGHT. THAT MEANS THAT WE WOULD HAVE TO HOLD A SPECIAL COUNTY COUNCIL MEETING SOMETIME IN JULY WHICH TYPICALLY THEY'RE ON BREAK AT THAT POINT TO AGAIN MAKE SURE OR ASSURE THAT WE'RE MOVING THIS FORWARD BECAUSE IT HAS TO GO TO THE STATE PRIOR TO AUGUST 15TH TO SHOW UP ON THE BALLOT THIS NOVEMBER. SO I THINK THAT THE TWO PIECES THE COUNTY COUNCIL WILL DISCUSS AT THE NEXT MEETING IS AGAIN WHAT THAT SPLIT COULD LOOK LIKE BETWEEN TRANSPORTATION AND GREENBELT. AND THEN ALSO WITH THIS TAX WOULD THE RECOMMENDATION BE FOR THIS TAX TO APPEAR ON THE 2022 BALLOT OR SOME ON A BALLOT AT A LATER DATE? SO THAT IS YET TO BE DETERMINED. BUT AGAIN WITH THAT THAT'S THE END OF THE PRESENTATION AND I'D BE HAPPY AS WELL AS CHARLIE. ANY QUESTIONS THAT YOU MAY HAVE ANY QUESTIONS? >> I HAVE A QUESTION. I APPRECIATE THOROUGHNESS OF YOUR PRESENTATION. I DO HAVE A QUESTION ON A ITEM I SEE THAT WAS MISSING FROM HERE THAT OFTEN RAISED AS CONCERN FROM RESIDENTS. AND THAT'S IN TERMS OF IS THERE A LONG RANGE PLAN ON HOW YOU ALL WILL HANDLE THE MAINTENANCE OF SOME OF THE ROADWAYS OF THE UPCOMING PROJECTS IN ADDITION TO SOME OF THE EXISTING ROADWAYS WE HAVE CURRENTLY WHERE THEY OFTEN GO. YOU KNOW, OUR LEFT ON CAMP WITH NOT BEING MAINTAINED AND MODE AND THINGS LIKE THAT THAT BECOME AN ISSUE AS PEOPLE ARE DRIVING. >> SO FROM A TRANSPORTATION IN A PARTICULAR TRANSPORTATION PIECE WE WOULD BE LOOKING AT SO THE MAINTENANCE REALLY HAS TO DO WITH MORE OF A RESURFACING PIECE. SO AGAIN THERE WERE WERE DEVELOPING WHAT THAT PROGRAM [00:35:02] LOOKS LIKE RIGHT NOW AND MAKING SURE THAT WE'RE CREATING THAT THAT PRIORITY LIST FOR ALL ROADS THROUGHOUT THE COMMUNITY. SO AGAIN, IN ADDITION TO RESURFACING, THERE'S DIFFERENT PAVEMENT RESERVATIONS THAT WE'RE ALSO TAKING INTO ACCOUNT. SO TREATMENTS THAT WE CAN DO THAT ESPECIALLY ON LOWER VOLUME ROADS MAY LAST US UPWARDS OF 20 YEARS BETWEEN PAVING. SO AGAIN LOOKING AT TECHNOLOGIES, LOOKING AT DIFFERENT CRITERIA THAT HAVE HAVE BEEN DEVELOPED OVER THE COURSE OF TIME RELYING ON OUR PARTNERS ACROSS THE STATE THAT AGAIN NO SENSE IN REINVENTING THE WHEEL FOLLOWS SOME OF THOSE PRACTICES AGAIN. SO THAT'S IN THE WAY OF TRANSPORTATION. THAT'S HOW HOW WE PROPOSE TO TAKE CARE OF THOSE MAINTENANCE NEEDS. >> NIGHT I GET WHAT YOU'RE DANCING IN TERMS OF LIKE ROAD SURFACING PRO-ISRAEL SHANNON AND OTHER THINGS. I ASK THE QUESTION I DID IN TERMS IF THERE IS A NEED TO DO FURTHER MAINTENANCE IN TERMS OF ADDRESSING THE PATHWAYS THAT YOU CURRENTLY HAVE WITH THE ROADS THAT THE COUNTY OWNS THAT AREN'T BEING MAINTAINED IF THERE IS A NEED FOR THAT. IS THAT SOMETHING THAT SHOULD BE INCLUDED IN THE PRESENTATION IN TERMS OF WHAT POTENTIAL YOU ALL WILL DO IN TERMS OF HANDLING THAT IF IT'S CURRENTLY NOT BEING ADDRESSED WITH THE THE RESOURCES YOU HAVE? THAT'S REALLY GOOD. THAT'S A REALLY GOOD QUESTION. IF I COULD ONE OF THE THINGS WE STRUGGLED WITH IS THE STATE GUIDELINES FOR THE TRANSPORTATION TAX REALLY SKEWED TOWARDS NEW DEVELOPMENT FRONTAGE ROADS, NEW CONNECTOR ROADS, THOSE TYPE OF THINGS AND THE MAINTENANCE ASPECT OF IT IS COVERED IN COUNTY BUDGET AND STATE BUDGET AND SO ON. >> AND IF WE WERE TO GO TOO HEAVY ON THE MAINTENANCE SIDE OF IT, IT WOULD NOT MEET STATE GUIDELINES FOR TAX OF THIS TYPE . AND IF I COULD JUST REAL BRIEFLY A COUPLE OF THOUGHTS THAT MIGHT HELP YOU THAT HELP ME IN OUR DISCOVERY PROCESS AND IN OUR TRAINING PROCESS WE LEARNED BECAUSE THIS IS A BIG BITE. I MEAN WE'VE DONE THE PENNY SALES TAX FOR 20 YEARS AND WE'VE DONE IT 100 MILLION DOLLARS AT A TIME AND IT'S DONE WELL FOR US. IT'S HELPED WITH A LOT OF THE ROADS AROUND HERE. THIS IS A LOT BIGGER. AND THIS IS A LOT LONGER. AND WHAT WE DISCOVERED IS TWO SPECIFIC EXAMPLES I CAN THINK OF YOUR COUNTY IN CHARLESTON AREA HAVE DONE A BILLION DOLLAR. ONE OF THEM I BELIEVE WAS A 25 YEAR AND ONE WAS SHORTER. AND WHAT HAS WHAT IT HAS HELPED THEM DO IS TO DO MORE OF MEDIUM TO LONG RANGE PLANNING. WHAT WE'RE RUNNING INTO HERE IN BEAUFORT COUNTY IS FOR EXAMPLE, THE 2018 SALES TAX PAID FOR THE BRIDGE TO HELP HEAD THAT HASN'T STARTED YET. SO CITIZENS ARE GOING WELL, WHY DO WE WANT ANOTHER TAX WHEN WE HAVEN'T EVEN SEEN WHAT HAPPENED FROM THE LAST ONE? SO THE LENGTH AND THE DOLLAR AMOUNT. WELL, IT'S HARD TO SWALLOW IT FIRST THERE WAS THERE WAS A RATIONALE AND A REASONING BEHIND THAT. AND I THINK FOR THE TOWN OF BLUFFTON AND I THINK EACH AREA OF BEAUFORT COUNTY NEEDS TO HAVE THEIR FAIR SHARE OF WHAT'S GOING ON HERE. I THINK WE ENDED UP GETTING I BELIEVE WHAT'S A FAIR SHARE AND WE'VE GOT ABOUT 40 MILLION DOLLARS MORE IN THIS THAN WE HAD WHEN THE PROJECT STARTED OR WHEN THE COMMITTEE STARTED. >> BUT JUST A COUPLE OF THOUGHTS ON TO ANSWER MAYBE BRIDGET'S QUESTION. >> I CAN BRING THAT UP AT LAX. MAYBE WE CAN GET WITH ERIC BECAUSE THE COUNTY IF IT'S A COUNTY ROAD WE SHOULD KNOW WHAT THEIR MAINTENANCE THRESHOLD IS BECAUSE IT CAN BE BUILT AND WE BUILD BUILDINGS. WE ALWAYS NEED TO FACTOR IN. HOW YOU MAINTAIN THAT THAT'S ALL WE CAN GET WITH YOU LATER. >> ABSOLUTELY. AND I WOULD ENCOURAGE YOU SEE AREAS THAT ARE DEFICIENT. PLEASE LET US KNOW. AND AGAIN, SOMETIMES IT'S JUST THE SYSTEM IS LARGE AND WE MAY NOT BE AWARE OF EVERYTHING. SO AGAIN, IF IF YOU WERE SHARE THAT WITH US. WE'LL DO WELL. WELL WE DEFINITELY CAN DO TELL YOU THAT. DOESN'T GO JUST A COUPLE OF QUESTIONS. >> SO TO PRIORITIZE ANY OF THESE PROJECTS THAT WILL BE THE SAME COMMITTEE THAT WE HAVE NOW. YOU CALL IT. SO OUR PURPOSE HAD A START AND END AND THE END WAS OUR HIT OR SO. >> COUNSEL HOW WILL THAT COMMITTEE WHAT ROLE WILL THAT COMMITTEE LOOK LIKE IF WE GOING TO HAVE REPRESENTATION FROM IT'S GOING TO BE VARIED. >> MY THOUGHT WOULD BE THAT IT'S VERY SIMILAR. AGAIN IT WILL BE COMPLETELY UP TO COUNTY COUNCIL WHAT THAT LOOKS LIKE. BUT I WOULD I WOULD THINK IT WOULD LOOK VERY SIMILAR TO WHAT THE TAC COMMITTEE LOOKED LIKE WHERE WHERE AGAIN IT HAS REPRESENTATION FROM ACROSS THE COMMUNITY. ULTIMATELY THAT WOULD BE THAT WOULD BE THEIR DECISION. >> BUT I. WELL, MY GUESS WOULD BE THAT ANYBODY THAT'S ON THE TAC COMMITTEE CURRENTLY THAT DON'T DO. >> I MEAN I WOULD THINK THAT [00:40:03] THAT WOULD BE VERY IMPORTANT TO MAKE THAT DECISION UNTIL THE VOTERS DO AND US AND KELLY. I'M SORRY. GO AHEAD. I DON'T MEAN JUST SO THAT IT'S NOT ONE OF THOSE WHATEVER THEY DECIDE TO DO WHEN THEY GET THE MONEY THEY'RE GOING TO DO WHAT THEY WANT TO TYPE OF THINGS BECAUSE AND ONE OTHER THING THAT I CAUGHT ON THERE I THOUGHT I DID IN THE BEGINNING YOUR PRESENTATION ONE OF THE FIRST THREE THINGS WAS A HUGE AMOUNT OF MONEY TWO FROM FORTY SIX 170. >> NO, NO, NO, NO. THE ONE THAT WENT FROM 278 TO 462 THAT 80 MILLION DOLLAR TOP ON THEIR RIGHT. WELL LATER IN THE OTHER ONES I SAW ANOTHER ONE FOR WHATEVER IT WAS 10 OR 20 MILLION DOLLARS FOR ARGENT ROAD TO 462. >> THAT WAS THE LAST PRIORITY PROJECTS. THAT WASN'T NICE. WELL THAT'S HARD FUNDING FOR THE SAME PROJECT. RIGHT. I MEAN IT BE I MEAN THAT THE DEVELOPMENT OF THOSE PROJECTS FOR TOWN BLUFFTON IS REALLY UP TO THE TOWN OF BLUFFTON. >> BUT THAT'S NOT IN OUR JURISDICTION OR I'M NOT TALKING ABOUT THE BLUFFTON REGIONAL RED. >> I'M NOT TALKING ABOUT THAT. >> I'M NOT. WE'RE SPREAD OUT FROM FROM 278 TO 4 62. >> WAS A VERY FIRST VERSUS WHAT I THOUGHT A HALF MILE SEGMENT FOR 80 MILLION. OKAY. AND THEN LATER DOWN IN THERE YOU GO FROM ARGENT ROAD TO RIGHT HERE ABOUT SECOND A BOTTOM. THAT'S LATS PROJECT PRIORITIES. THAT'S NOT THE SAME GUY NECESSARILY AS WHAT WE'RE TALKING ABOUT. >> THAT'S THE SAME SAME PRIORITY LANES SAME ONLY. RIGHT. >> AND THAT WAS JUST TO REALLY SHOW THAT TOTALITY OF EVERYTHING THAT'S IN THE LAST PLAN RIGHT NOW. SO AGAIN, YOU'RE FORTY MILLION DOLLARS ON YOUR ON THE BLUFFTON REGIONAL ROAD ROADWAY NETWORK THAT'S BEING SHOWN AS A PRIORITY IN ANY OF THE PROJECTS IN THE LAD'S TRANSPORTATION BUT LONG RANGE TRANSPORTATION PLAN WHICH IS BASICALLY ALL OF THESE PROJECTS. SO AGAIN ONE OF THOSE LIKE AS YOU'RE STATING IS ALREADY BEING ADDRESSED PROJECT. SO AGAIN, NOT THAT WOULD NOT FOR THE TOWN OF BLUFFTON WOULDN'T RANK VERY HIGH OBVIOUSLY. >> AND ONE OTHER QUESTION. CAN I CAN I ADDRESS ONE THING? I'M SURE IF SHE WERE TO GO BACK ONE PAGE PLEASE. ONE OF THE THINGS THAT THE REPRESENTATIVES THAT YOU APPOINTED FROM BLUFFTON HIM FROM THE DIFFERENT COUNCIL DISTRICTS AND MYSELF LOOKED OUT FOR FOR THE TOWN OF BLUFFTON. IF YOU LOOK AT THE SECOND THIRD PROJECT ON THAT PAGE WHERE WE PUT IN THAT SCENIC BYWAY WOULD NOT BE REMOVED BECAUSE WE KNEW THAT WAS IMPORTANT TO COUNCIL AND TO THE TOWN. AND WE ALSO WORK TOGETHER TO RECOMMEND THAT THAT THIRD ONE WAS SIGNIFICANTLY IMPACT IMPACTED BY WHAT TOWN COUNCIL WANTS. SO YOU SEE IT SAYS BLUFFTON TOWN COUNCIL WOULD DESIGNATE PROJECTS TO BE UNDERTAKEN. SO EVEN IF GOD FORBID THIS COMMITTEE THAT'S HELPING TO OVERSEE THE IMPLEMENTATION OF IT GO SIDEWAYS TOWN COUNCIL WILL STILL HAVE PER THE WAY THIS IS BEING PRESENTED A SIGNIFICANT INPUT INTO THAT. KNOW I JUST GOT IN I'M NOT TRYING TO BEAT THIS UP BUT WHEN I READ SOMETHING I'M GOING TO GET ABSOLUTELY STRAIGHT. NANCY, I APOLOGIZE THAT THAT WASN'T THAT WASN'T CLEAR BETWEEN THOSE AND WHERE YOU WERE TALKING ABOUT THE RECOMMENDATION OR RIGHT NOW. >> YOU KNOW YOU THINK IT WOULD BE BETTER TO BOND THOSE LARGE PROJECTS. SO WHEN YOU DO THAT. WOULD THAT NOT PUT ALL THE SMALLER PROJECTS WAY DOWN THE ROAD BECAUSE YOU HAVE TO GUARANTEE THAT BONDS CAN BE GUARANTEED FROM THIS PAINTING AS IT COMES IN? CORRECT. THAT'S THAT'S GOING TO BE YOUR COLLATERAL IS THE PENNY. SO IF YOU BOND A BIG LARGE PROJECTS REALLY YOU KNOW, 278 BRIDGE WHATEVER IT MAY BE KIND OF SEEMS LIKE TO ME THAT THE SMALLER PROJECTS WHETHER IT'S MAY RIVER ROAD OR SOMEWHERE ELSE WILL GO ON THE BACK BURNER. >> SO WE'LL BE ON WE'LL BE IN THAT SEVENTH OR EIGHT YEAR OF COLLECTING THE PENNY INSTEAD OF A FAIR SHOT TO GET SOMETHING DONE IMMEDIATELY BECAUSE WE NEED IT DONE NOW. YOU GET THE IDEA ON THAT ON THOSE SMALLER PROJECTS IS IS AGAIN YOU LOOK AT THOSE BIGGER POTS OF FUNDS. >> SO AGAIN IT ADDRESSES WHAT THOSE IMMEDIATE NEEDS MAY BE. SO A SMALLER PROJECT YOU KNOW A A LESS THAN MILLION DOLLAR PROJECT WHERE WE'RE LOOKING AT A TURN LANE IMPROVEMENT OR WHATEVER THAT MAY LOOK LIKE. AGAIN, I DON'T THINK THAT THAT'S GOING TO NECESSARILY COMPETE WITH THAT BONDING THAT WE'RE TALKING ABOUT ON THOSE BIGGER PROJECTS. WHAT IT DOES DO THOUGH IS SET ASIDE SOME FUNDING FOR THINGS THAT MAY COME UP IN SAY YOU'RE EIGHT THAT WE'RE NOT AWARE OF . AND AGAIN, AS THAT GOES, IT SHOULD IT SHOULD TRANSITION PRETTY WELL FOR THAT THE COMMITTEES THOUGHT PROCESS ON THE BONDING WAS INSTEAD OF WAITING FOR THE PENNY TO COME IN AND PAYING FOR A PROJECT THAT COSTS 20 OR 50 OR 30 PERCENT MORE LATER. [00:45:07] BOND AS MUCH AS CAN BE UPFRONT. SO THE PROJECTS CAN START AS PENNIES COMING IN. I'VE ALWAYS SUPPORTED THAT IDEA EVEN YOU KNOW HERE AND WITH SOME OF OUR PROJECTS. >> MY BIG CONCERN WAS I KNOW THAT BONDS GOT TO BE MET. SO I JUST FOCUS I JUST WANT TO TRY TO FIGURE OUT SOMETHING WHERE WE ARE NOT THE SMALLER TO ME NOT PROJECTS AREN'T WAITING ON THE TWO HUNDRED MILLION DOLLAR PROJECT BEFORE WE CAN GET RELIEF ON THOSE PLACES. THANK YOU. MAYBE THIS IS THE LAST QUESTION. BUT THE FOLLOW FROM BRIDGE A QUESTION ABOUT MAINTENANCE DID TO MAINTENANCE MAJOR REAM FLOWS THAT DID EFFECT A LOT OF THE SAME CONCERNS ABOUT TRAFFIC FLOW. PEOPLE GETTING IN AND OUT OF THEIR DRIVEWAY. WE HAVE ROSEN IN THE TOWN OF BLUFFTON. THAT EXPERIENCING DISCRIMINATION NOW? IS THAT A LAST QUESTION FOR US? IF I WERE IN. WELL, WE PARTIALLY ADDRESSED IT WITH RESILIENCE AND HAIR AND RESILIENCE AS THE FLOOD ISSUES DISTRICT AND WHETHER IT'S FLOODS RELATED TO HIGH AND LOW TIDES OR WHETHER IT'S FLOODS FLAVOR RAINS THAT ARE FILLING UP DITCHES. I MEAN WE KNEW WHEN HE EXPLAINED IT HE SAID FLOOD RELATED TO HIGH TIDE. SO MOST OF RULES I'M TALKING ABOUT. THAT WAS ONE OF THE EXAMPLES. BUT I'M SORRY. I MEAN OK. >> SO SO IT DOES COVER STORM WATER STORM WATER WITH THE LAKE. RIGHT NOW WE GOT GOATEE ROAD BY CARLIN AND SIMMONS BILL THAT WE'VE BEEN STREAM IN THE COUNTY AND IT SEEMS LIKE THERE'S AN ONGOING SCREAM BECAUSE NO ONE IS LISTENING. SO JUST TO ADDRESS THAT THERE. SO THIS WOULD THIS IS WHY WE COME UP WITH THE CRITERIA FOR EACH ONE OF THESE PROGRAMS AND ONE OF THOSE CRITERIA THAT WE HAD INITIALLY TALKED ABOUT IS AGAIN TALKING PUBLIC WORKS FOLKS, THE ONES OUT THERE THAT HAVE TO DO THE MAINTENANCE ON THOSE ROADS BECAUSE THEY'RE THE ONES WHO ARE ADDRESSING THAT WHEN THEY DO FLOOD TO HAVE TO GET THAT ROAD BACK INTO CONDITION OR DITCHES BACK INTO CONDITIONS. SO ANY KIND OF CITIZEN INPUT OR EXPERIENCE THAT OUR PUBLIC WORKS DEPARTMENT HAS HAD OR EVEN MUNICIPAL PUBLIC WORKS TEAMS HAVE HAD THOSE WOULD BE ADDRESSED WITH THAT CRITERIA IN THAT FLOODING RESILIENCY. SEA LEVEL RISE PROGRAM. NEXT QUESTION IS TRAFFIC STUDIES DOES THIS FUND. IT DOESN'T SAY ANYTHING ABOUT TRAFFIC STUDY IN THIS IN THIS FUNDING. HOW HOW ARE WE GOING TO ADDRESS THE ISSUE OF TRAFFIC STUDY IF WE'RE GOING TO BE IMPROVING AND MAYBE ADDING MORE ROADS BUT THERE ARE DEVELOPMENTS THAT'S GOING ON EVERY DAY AND IN THE REGIONAL ISSUE. >> SO WHEREAS WHERE WE'RE GOING HOW WE'RE GOING TO ADJUST TRAFFIC. >> YES. SO IS THE REGIONAL TRAFFIC STUDY SOME OF THOSE ARE GOING TO BE TAKEN CARE OF WITH LADS. >> THERE'S GONNA BE SOME SOME ROOM FOR SOME OF THOSE STUDIES AND LOOKING AT BIGGER COUNTY WIDE PROGRAMS THROUGH THE TECHNOLOGY PIECE AND THEN ALSO JUST YOU KNOW, THE DEVELOPER REQUIREMENTS AS THEY DEVELOP WITH A MUNICIPALITIES OR WITHIN THE COUNTY PROVIDING THOSE TRAFFIC STUDIES AS A PART OF THEIR DEVELOPMENT. SO I BELIEVE WE ARE GOING TO BETWEEN REALLY THOSE THREE AREAS WE SHOULD BE ADDRESSING THOSE STUDIES JUST AS YOU AS YOU MENTIONED. THANK YOU FOR TAKING BLUFFTON CONCERNS ABOUT THE SCENIC BYWAY DESTINATION BUT IS CONGESTED AND ITS IMPACT FAIRFAX EXTREMELY BAD. DO ALL NET ONE TERM USED TO BE. IS IT THE BUSY HOURS LIKE EARLY MORNINGS AND IN LATE NOVEMBER TODAY AS EVER IT IS ALL DAY EVERY DAY. SO IS THERE ANY IMPROVEMENT THIS COMMITTEE CAN THINK OVER HOW WE CAN BETTER MOVE THE TRAFFIC FROM FROM FROM FROM THIS SCENIC DESTINATION A GOAL SPECIFICALLY WHICH WE DISCUSSED WITH JERRY COULDN'T BE HERE TONIGHT THAT WE WANTED HIM TO MEET WITH US CDO TEAM AND GET CLARIFICATION ON WHETHER THAT CAN BE FOR LAND AND KEEP THE SCENIC DESIGNATION OR NOT OR WHETHER IT HAS TO BE WIDENED STRATEGICALLY THROUGHOUT THEIR I HAVE A COUNCILMAN HAMILTON I HAVE A WIFE WHO COMMUTES THAT ROUTE TWICE A DAY AND I HEAR ABOUT IT EVERY DAY. >> SO BELIEVE ME, I HEAR WHAT YOU'RE TALKING ABOUT AND WE DID DISCUSS IT AT LENGTH. THE TENSION BETWEEN THE TWO AND I I THINK I THINK THE COUNTY AND I THINK THE COMMITTEE COMMUNICATED TO THE COUNTY THAT [00:50:07] THAT'S VERY IMPORTANT TO ACCOMPLISH BOTH OF THOSE ACCOMPLISH THE TRAFFIC FLOW BUT KEEP THE SCENIC DESIGNATION. LAST QUESTION. YES. GETTING DEVELOPERS TO PUT IN TRAFFIC LIGHTS IS ALWAYS A CHALLENGE FOR OUR BORAS BECAUSE IT COSTS TRAFFIC LIGHTS ESPECIALLY WHEN WE WE BRING IN A NEW DEVELOPMENT. IS THERE ROOM IT IS THE DEVELOPER CAN'T PUT IT IN BECAUSE NORMALLY THEY PROBABLY WAIT UNTIL THE END OF DEVELOPMENT TO DO IT OR THEY HAVE IT IN THEIR CONTRACT. >> WE DON'T HAVE TO DO IT FOR 10 YEARS OR WHATEVER IS ANYWHERE WE CAN GET SOME OF THESE FUNDING TO HELP BECAUSE ONCE THE DEVELOPMENT COME IN IT'S OUR PROBLEM NOT THEIR PROBLEM. THAT'S THAT'S REALLY THE REASON FOR THE TRAFFIC IMPACT STUDY AND IT WOULD DEFINE YOU KNOW, BASICALLY WHEN WHEN THE WARRANT IS MET FOR THAT FOR THAT TRAFFIC SIGNALS. SO AGAIN THESE ARE THESE ARE IT'S FEDERAL WARRANTS THAT HAVE TO BE MET. SO THERE'S ABOUT NINE FEDERAL WARRANTS. THERE'S A TRAFFIC IMPACT STUDY THAT IF THE DEVELOPMENT CREATES A BASICALLY SURPASSES THE THRESHOLD ON THE NUMBER OF TRIPS THAT IT GENERATES, THEN IT'S GOT TO DO THAT TRAFFIC IMPACT ANALYSIS AND AGAIN THAT SHOULD CLEARLY STATE WHEN THAT THAT TRAFFIC SIGNAL NEEDS TO BE DEPLOYED AT THAT PARTICULAR INTERSECTION. SO AGAIN, THAT SHOULD BE SHOULD BE HANDLED IN THE TRAFFIC IMPACT. STUDY PIECE. SO AGAIN, THAT'S ONE OF THE THINGS THAT WE'VE TALKED ABOUT JUST AS A COUNTY IS LOOKING AT POTENTIALLY HAVING THREE OR THREE OR FOUR TRAFFIC ENGINEERING FIRMS THAT ARE ON STANDBY WAITING DEVELOPMENT THROUGHOUT BASICALLY FOR ANY OF THE MUNICIPALITIES OR ANY OF THE COUNTY DEVELOPMENTS. SO AGAIN, WE'RE LOOKING AT THE SAME DATA AND MAKING SURE THAT DEVELOPERS ARE NOT HIRING THEIR OWN TRAFFIC ENGINEERS TO COME UP WITH THE STUDIES SO THAT THAT'S AN ONGOING DISCUSSION, RIGHT? >> VERY GOOD. THAT'S VERY RICH. THIS PROBLEM WE HAVE FOR DEVELOPMENT GOING ON AT ONE TIME AND WE DO ONE TRAFFIC STUDY FOR THIS DEVELOPMENT WENT TO 50. IT'S KILLING US. >> THANK YOU. APPRECIATE IT. YEAH. >> I JUST WANTED SOME CLARIFICATION ON THE RESURFACING THAT YOU MENTIONED AND YOU HAD THE LCD OKATIE INCLUDED INTO THAT AND IN THE YOU KNOW THE ONE SALES TAX ARE ASSUMING THE GAS TAX WAS PASSED A PROGRESSIVE BECAUSE IT COULD ONLY TAKE IN SO MUCH MONEY AND DO SO MUCH WORK IN A GIVEN PERIOD OF TIME AND KNOWING THE LOCOG REGION WHICH IS THE FOUR COUNTY AREA. IT'S LIKE 255 MILLION DOLLARS FOR A FIVE YEAR PLAN RIGHT NOW BEING IMPLEMENTED. >> MOST OF THE RESURFACING IS TAKING PLACE IN ALLENDALE, HAMPTON AND JASPER COUNTIES NOT SO MUCH. BEAUFORT COUNTY AT THIS TIME. MY QUESTION IS STATE MONEY'S THERE IS COMING IF IT'S NOT ALREADY FOR BEAUFORT COUNTY YOU'RE NOT TAKING SOME OF THAT OFF THE TABLE ARE YOU BY WORKING WITH THE STATE? >> NO. WE WOULD I MEAN BASICALLY WHAT? WELL, AND AGAIN, I HAVEN'T BEEN HERE FOR LONG ENOUGH TO KNOW WHAT THAT TOTAL AMOUNT IS THAT'S COMING INTO THE COMING INTO THE COUNTY. BUT THIS IS THIS IS BASICALLY TO LOOK AT THEY'RE PRIMARILY CONCERNED WITH THEIR INTERSTATE AND PRIMARY ROUTES. THIS IS LOOKING MORE AT THOSE SECONDARY ROUTES, THE MINOR ROUTES THAT MAY NOT GET THAT IMMEDIATE ATTENTION. AND AGAIN, I THINK THAT PART OF WHAT WE'RE LOOKING AT IS JUST MAKING SURE THAT AS SOMEBODY DRIVES INTO THE COMMUNITY THEY DON'T KNOW THE JURISDICTIONAL BOUNDARIES BETWEEN STATE, COUNTY, MUNICIPALITY MAKING SURE THAT THAT EXPERIENCE IS THE SAME FOR EVERYONE COMING INTO THE AREA AS FAR AS THE THE MONEYS THAT WE GET FOR OR THAT THAT THE STATE GETS FOR RESURFACING, I WOULD HAVE TO I'D HAVE TO STUDY THAT A LITTLE BIT. >> WELL, I GUESS MY WHOLE POINT I THINK YOU HAVE TO GO BACK BECAUSE LIKE I SAID, THERE'S A FIVE YEAR PLAN BEING IMPLEMENTED RIGHT NOW. WE MIGHT BE YEAR TWO OR THREE AND SO ON THAT WISE DOWN THERE'S A WHOLE BUCKET FULL OF MONEY GOING BE COMING BACK THROUGH. SO MAYBE THE ROADS THE SECONDARY ROADS THAT YOU'RE ALLUDING TO THAT FUNDING MIGHT BE AFTER THE PERIOD OF TIME YOU'RE TALKING ABOUT. I MEAN BEFORE THAT 10 YEAR PERIOD IS WHERE. WELL, I DON'T WANT TO I DON'T WANT TO LOSE THEIR MONEY IF IT'S AVAILABLE AND THE COMMITTEE ACTUALLY TALKED ABOUT THAT OF THIS AND IF YOU LOOK I BELIEVE IT'S 60 MILLION DOLLARS AND PUT IT IN PERSPECTIVE THAT'S SOMEWHERE OVER 10 YEARS AND AT CURRENT RATES I BELIEVE THAT'S. >> SO THAT'S 2 MILLION OR A MILLION DOLLARS THAT'S TWO [00:55:01] MILES. SO THAT'S SIX MILLION DOLLARS A YEAR. THAT'S NOT TRUE. THAT'S TO AUGMENT WHAT'S ALREADY COMING IN. IT'S NOT TO REPLACE IT. IT'S NOT TO JUST PUT A LITTLE BIT MORE TOWARDS WHAT'S BEING DONE. SO WE DON'T HAVE POTHOLES IN AREAS THAT WE HAVE AS YOU MAY KNOW IS A MILE TO RESURFACE SHOULD BE A MILLION A MILE FOR NEW NEW TO BUILD. >> OK. ALL THAT WAS IT. THAT'S WHAT I THOUGHT IT WAS A HALF MILLION. SO THAT'S THAT'S WHAT I THOUGHT. SECOND PART OF THIS IS THE INFORMATION YOU BROUGHT TONIGHT ABOUT SENATOR DAVIES'S SUGGESTION AND I SEE WHAT THE POINT IS. >> THE POINT IS TO TAKE PROPERTY WHATEVER WE CAN DO TO TAKE, YOU KNOW, THE DEVELOPMENT OFF THE OFF THE TABLE. WE'RE ALL FOR THAT. >> BUT DID I AM I UNDERSTANDING THAT HE'S PROPOSING THAT PREVENTS OR USURPS WHAT THE COMMITTEE HAS DONE OR NOT? >> SO IS THE IT WAS IT WAS RECOMMENDED AS A AS A ONE CENT POTENTIALLY MOVING FORWARD FEEL LIKE THE THAT THE CONVERSATION THAT HAPPENED LAST NIGHT AT COUNTY COUNCIL WAS THEY UNDERSTOOD THAT IT HAS TO BE A BALANCE OF BOTH A BALANCE OF TRANSPORTING IMPROVEMENTS AS WELL AS PRESERVING THOSE GREEN CORRIDORS FOR TWO TO LIMIT DENSITY OF DEVELOPMENTS. I THINK WE'RE WE'RE GOING TO END UP IS JUST A BALANCE. SO WHETHER THE WHETHER THE TAX REMAINS AT A 10 YEAR PROPOSAL OR IT IS POTENTIALLY A LITTLE BIT LONGER OR WHAT PERCENTAGE OF THAT TAX WOULD BE WOULD GO TOWARDS GREENBELT VS. TRANSPORTER. AND SO AS OF RIGHT NOW IT'S LESS THAN 10 PERCENT IN THIS PROPOSAL RIGHT NOW. GREENBELT IS LESS THAN 10 PERCENT OF THE TOTAL TAX. SO WHETHER THAT DISCUSSION IS WHETHER THAT NEEDS TO BE INCREASED TO KIND OF MARRY THOSE TWO PROPOSALS. OK. SO IT WOULDN'T PREMIER LIKE 170 IS A DISASTER. >> YOU KNOW, WE KNOW IT NEEDS TO BE TAKEN CARE OF . SO THAT WOULD NOT PREEMPT ANY OF THAT TRANSPORTATION TAXES ALLOWED TO BE UP TO 1 PERCENT. >> THAT'S RIGHT. YES. SO THAT WOULD BE SEPARATE FROM WHAT SOME DAVIS SAID. WELL THEN HE IS THAT MUDDY WATER THAT'S THE REASON FOR MY QUESTION. >> I THINK HE'S WORKING ON AT THE STATE LEVEL IS WHAT YOU WERE SAYING, CORRECT? YEAH, YEAH. YEAH, OK. SO AS OF RIGHT NOW COUNTIES CAN IMPLEMENT UP TO 1 PERCENT TRANSPORTATION TAX TO DO ALL THIS. SO WHAT HE'S WORKING SEPARATE. OK. THANK YOU. I JUST HAVE A COUPLE. THANK YOU VERY MUCH. HERE ALL THIS LAND BUYING I WORRY WE'RE GOING TO GET RID OF RURAL AND CRITICAL LANDS AND I HOPE THAT'S NOT A GOAL BECAUSE I KEEP HEARING SENATE SENATOR DAVIS ENOUGH BUYING LAND THAT WE ALREADY HAVE A NICE GROUP IN PLACE THAT PEOPLE TRUST AND SUPPORT. SO I HOPE I'M JUST STATING THAT ON YOUR COMMITTEE WE'VE DONE THIS IN THE PAST AND WE DID HAVE A GROUP CALLED B TAG AND THAT WAS ELECTED OFFICIALS FROM A LOT DIFFERENT AREAS BECAUSE WE'RE THE ONES THAT ARE PUSHING AND VOTING ON RESOLUTIONS FOR US TO CHARGE THIS. SO I HOPE I THINK IT COULD BE A MIX BUT I HOPE IT'S MORE FORMAL WHERE WE GET A NICE BOOK AND A BINDER AND WHAT ARE THE PROJECTS AND WHERE'S THE IMPACT FEE AND THE THIS AND THE THAT AND HOW IT'S PAID FOR. SO THAT'S MORE OF JUST YOU KNOW, THE ANSWER IS JUST TO OBSERVE OVATION. BUT THANK YOU. APPRECIATE IT. ANY OTHER QUESTIONS FROM ANYONE FROM THAT? GREAT. AND CHARLIE, THANK YOU FOR TAKING TIME. IT WAS MORE THAN TWO MEETINGS BUT I APPRECIATE YOUR COMMITMENT TO IT. >> YES. THANK YOU FOR IT. THANK YOU FOR JOINING ME. I APPRECIATE IT. I DID I DID MUMBLE UNDER MY BREATH A COUPLE OF TIMES AT EIGHT O'CLOCK AT NIGHT WHEN WE WERE STILL MEETING IT WAS IT WAS WELL DONE. I'LL KEEP YOU OUT OF TROUBLE. GOOD LUCK. THANK YOU VERY MUCH. [IX. Public Comment] COME BACK. GET BRIGITTE YOUR CONTACT INFORMATION SO WE CAN GET WITH YOU ON MAINTENANCE, HOWEVER. OK. NEXT IS PUBLIC COMMENT. WE HAVE PUBLIC COMMENT ONLY ONE TIME DURING OUR MEETINGS AND THEN YOU PULL UP THE ROLLS WHEN YOU COME UP YOU JUST ADDRESS COUNCIL AND IN SPEAKING AVOID DISRESPECT AND CONFINE YOURSELVES TO THE QUESTIONS THAT ARE UNDER OUR JURISDICTION AND WE KEEP SAYING IT TO BE MINDFUL AND RESPECTFUL OF THOSE WHO WERE IN THE ROOM. >> THIS IS AYMAN YOU HATE CREECH. PLEASE STATE YOUR NAME AND ADDRESS WHEN YOU GET UP HERE. >> FOR THE RECORD, MARY I DON'T MISS SHE CALLS HIM MALE MAYOR LISA SOCA AND COUNCIL. >> I'M KATE CREECH. I'M AT THE HAYWARD HOUSE MUSEUM AND WELCOME CENTER AT 70 BOUNDARY STREET AND I JUST HAVE A FEW UPDATES FOR YOU ALL TODAY . FIRST I'M GOING TO START WITH A QUESTION DO WE NEED TO STEP BACK? I'M READY. >> LOOK, WE'RE ALWAYS HERE. WE HAVE SOME. [01:00:19] >> OK, I'M GONNA START WITH A QUESTION HOW MANY OF YOU HAVE SIGNED UP FOR OUR EMAIL NEWSLETTER AND HOW MANY OF YOU HAVE SIGNED UP FOR OUR NEW MEMBERSHIP? DON'T WORRY I HAVE FORMS AND PEN IF YOU WOULD LIKE TO FIND ME AFTERWARDS OR YOU KNOW WHERE TO FIND YOU AT THE HAYWARD HOUSE. WE'VE BEEN REALLY BUSY SINCE THE LAST MEETING YEAR TO DATE WE'VE ALREADY SURPASSED OUR GOAL FOR FOOT TRAFFIC. THE GOAL WAS ELEVEN THOUSAND FIVE HUNDRED. WE WERE NEARLY AT 13000. OUR IMPACT VISITORS THOSE ARE NON-LOCAL SO TOURIST OUR GOAL WAS SEVENTY SIX HUNDRED. WE'RE NEARLY SEVENTY EIGHT HUNDRED AT SEE WE'VE BROUGHT BACK THE NEWSLETTER AND WE'RE EXCITED TO KEEP CONTINUE COLLABORATOR WITH OTHERS TO SHARE LOCAL HISTORY AND SUPPORT AND PROMOTE OTHERS IN OUR COMMUNITY WITH LIKE MINDED VISIONS WE ARE PLANNING OUR MEMBER DRIVE WHICH IS GOING TO BE REALLY EXCITING. I'VE ALSO BEEN HOSTING MEETINGS WITH DYNAMIC PEOPLE IN THE INDUSTRY TO TO STRATEGIZE AS NEW FUNDRAISING INITIATIVES AS WELL AS PARTICIPATE IN WHAT WEBINARS TO FURTHER ARE TO GET INTO DONOR SOFTWARE PROGRAM AND SOME COACHING ON HOW NONPROFIT BUDGETS WORK. >> WE'RE VERY EXCITED TO SEE WHAT THE REST OF THE SUMMER HAS TO BRING THIS FRIDAY. I HOPE TO SEE YOU ALL AT THE JUNETEENTH CELEBRATION AT THE HAYWARD HOUSE. I'LL HAVE A LOT MORE UPDATES FOR YOU AT THE NEXT MEETING WHICH I PLAN TO HAVE A PRESENTATION FOR YOU AND SOME TANGIBLE THINGS FOR YOU TO LOOK AT SUCH AS A MEMBERSHIP CARD AND SWAG WHICH IS KIND OF A FUNNY WORD BUT WE ARE REALLY TRYING TO AMP UP THE NOTORIETY OF OUR MEMBERSHIP AND WHAT ALL IT CAN DO FOR OUR COMMUNITY AND LET'S SEE. >> SORRY I. ONE MORE THING. OUR NEW SAT WITH OUR NEW STATISTICS WE ARE PROJECTING TO HAVE AT LEAST 15000 THOUSAND VISITORS WHICH IS A 250 PERCENT INCREASE FROM LAST YEAR. THAT WAS IT. THANK YOU. I HAVE A MINUTE TO SPARE. IN A MINUTE SHORT. THANK YOU. SHARON BROWN, MY NAME AND ADDRESS PLEASE. YES, MA'AM. GOOD EVENING, EVERYONE. SHARON BROWN I'M AT 163 BLOCK ALLEN ROAD AND BLUFFTON, SOUTH CAROLINA. AND I WOULD LIKE TO START OUT BY SAYING OUR MISSION STATEMENT YOU KNOW I'D LIKE TO GO WITH THE MISSION STATEMENT. SO THE MISSION STATEMENT SAYS WE TAKE CARE OF OUR CITIZENS. THE TOWN AND EACH OTHER BY CONTINUOUSLY MAKING OUR COMMUNITY ORGANIZATION BETTER. AND I WANT TO PUT ANOTHER LITTLE PEACE IN THERE. MAKE IT DIVERSE TOO. OK. I WANT TO START OFF BY SAYING THANK YOU, STEVEN AND AMY FOR MEETING WITH ME IN REFERENCE TO DIVERSITY OF YOUR STAFF HERE IN THESE LEADERSHIP THESE UPPER MANAGEMENT POSITIONS. SO TOWN COUNCIL I THINK IT'S TIME FOR THE TOWN TO IMPLEMENT EQUALITY AND DIVERSITY INCLUSION WORKPLACE FOR YOUR MINORITY WORKERS HERE AT THE TOWN THEY SHOULD BE EQUAL ADVANCEMENT OPPORTUNITIES WITHIN EACH DEPARTMENT AND TRAINING AND YOUR MINORITY EMPLOYEES SO THEY CAN MOVE UP. THERE SHOULD BE SOME TRANSPARENCY AFTER MEETING WITH STEVEN AND AMY. I GUESS SOME OF THE EMPLOYEES YOU KNOW SOME QUESTIONS THAT WAS SAID TO ME IN REFERENCE TO YOUR HIRING PROCESS AND HOW YOU LET PEOPLE KNOW YOU KNOW, WHAT IS BEING OFFERED IN THE DEPARTMENT AND SOME OF THEM WANT ANSWERS WERE DIFFERENT THAN WHAT WAS GIVEN TO ME. SO YOU GUYS NEED TO HAVE SOME TYPE OF DIALOG AND MAYBE A SURVEY WHICH YOUR MINORITY EMPLOYEES TO FIND OUT HOW THEY FEEL BECAUSE THEY DON'T FEEL LIKE TERRORISM WHEN IT COMES TO THE JOBS THAT ARE OFFERED. HOW IS BEING PRESENTED YOU KNOW, IF IT'S YOU KNOW, PERSONAL HIRE WITHIN? I DIDN'T GET THAT IMPRESSION WHEN I ASKED THEM. OK, AND ALSO FOR YOUR LEADERSHIP, YOUR INTERNSHIP PROGRAM, YOU GUYS THE TOWN YOU TOWN OFFICIALS SHOULD BE LOOKING AROUND SAYING YES, SOMETHING BROKEN. I SHOULDN'T BE COMING UP HERE TALKING ABOUT DIVERSITY. YOU GUYS SHOULD KNOW THAT. LOOK, IT'S TOTALLY NOT DIVERSITY. YOUR INTERNS THAT I SAW ON THE FACEBOOK PAGE YOU HAVE BLUFFTON HIGH SCHOOL SENIORS. THEY GRADUATED ME ARE YOU KNOW THEM SOMEBODY SHOULD REACHING OUT TO THOSE KIDS TO PUT THEM IN POSITIONS TO BE IN THESE DEPARTMENTS. IT SHOULDN'T BE THAT WE HAVE A ALL WHITE LEADERSHIP TEAM FOR INTERNS. AND I THINK THEY'RE EXCELLENT STUDENTS. DON'T GET ME WRONG, I'M ALL FOR STUDENTS. THAT'S MY NUMBER ONE GOAL WHERE I AM. BUT DIVERSITY HAS TO BE IN THIS TOWN. SOMETHING'S BROKEN WHEN I HAVE TO COME UP. YEAH, I'M BLACK. YOU WHITE AND YOU CAN'T SEE WHAT I SEE. SOMETHING'S BROKEN, OK? AND ALSO WITH THE TWO DEVELOPMENTS THAT'S COMING IN AND ON A ROAD THAT'S KIND OF L.A. IN THE 88 ACRES, 88 HOMES AND THEN ONE HUNDRED AND EIGHTY EIGHT IS THERE WITH THE TOWN TO SET UP SOME KIND [01:05:01] OF MEETING WITH THE RESIDENTS ON BACKGAMMON, SOME OF THE ROADS SO WE CAN ASK SOME QUESTIONS. >> THAT'S IMPORTANT. TRAFFIC IS GOING TO BE COMING. THE FABRIC OF OUR COMMUNITY WILL CHANGE. DRAMATICALLY. THANK YOU SO MUCH FOR YOUR TIME. AND COUNCILMAN, DID YOU GET MY TIPS ABOUT HELPING MY GRANDDAUGHTER? THANK YOU SO MUCH. ONE YEAR PUBLIC WHEN WEBMAIL HARBOR FUNNY MONEY AND GAME OF THE MONTH A MONOPOLY MISSISSAUGA CELEBRATED THE 50 MILLION DOLLAR WAR ON YOUR FRIVOLOUS DEFAMATION LAWSUIT YOUR AMBULANCE CHASING MURDOCH LAWYER WAS ABLE TO WIN PURELY ON YOUR CROCODILE TEARS. >> YOUR EMOTIONS. YOUR DRAMA. YOUR LEGAL THEATRICAL PLAY WITH NO EVIDENCE OR SUPPORTING LAW THAT I DEFAMED YOU. YOU WILL NEVER COLLECT FACTS SUPPORT THAT EVERYTHING I SAID ABOUT YOU ORLANDO AND FINGER IS TRUE. I DID NOT DEFAME YOU. YOU DEFAMED YOURSELF BECAUSE OF YOUR PERJURY, CORRUPTION, LIES AND CONFLICTS. NOW THE BAR HAS BEEN SET AT 50 MILLION. FAIR IS FAIR. I FILED THE SAME 50 MILLION LAWSUIT AGAINST YOU FOR VIOLATING FREE SPEECH RIGHTS. CAUGHT ON VIDEO EVIDENCE. I BELIEVE YOUR LAWSUIT WAS BASELESS SPECIFICALLY FILED TO SILENCE MY VOICE AND OBSCENELY PROFIT YOU AND YOUR MURDOCH LAWYERS CORRUPT POCKETS. IT'S MY RIGHT TO CRITICIZE PUBLIC OFFICIALS AS I SEE FIT. YOU HAVE A LIKEABLE CHEERLEADER PERSONALITY BUT YOUR CORRUPT ACTIONS SPEAK LOUDER THAN YOUR WORDS. I CONTEND YOU LIED AND COMMITTED PERJURY WHICH IS A CRIME YOU LEGALLY GET MEMBERS, DRUG USERS, THE TABLOIDS, THE PROFIT YOUR FRIEND BILL MILES OF THE HILLS IN HIS CHAMBER THAT HARM YOUR OWN SPECIAL GREATER BLESSING CHAMBER. >> YOU ILLEGALLY USE TAX MONEY TO JOIN THE TOWN OF BLUFFTON AS A HILTON HEAD CHAMBER MEMBERS QUID PRO QUO NOT THE LEGALLY OPERATED GREATER BLUFFTON CHAMBER TO LIE FOR YOU. YOU ARE ILLEGALLY USING TAX LOANS TO THE TAX LIKE THE HILTON AND CHAMBER HE ILLEGALLY BE USED WITH ZERO COUNTING VIOLATING A TAX LAWS VERSUS HIRING YOUR OWN OFFICIAL BLUFFTON CBB CHAMBER YOU ARE A FULL TIME REAL ESTATE AGENT, A PART TIME MAYOR. USE YOUR INSIDER STATUS TO PROFIT YOUR REAL ESTATE BUSINESS. THIS CROOK COUNTY LAWYER FINGER USES INSIDE POSITION PROTECTION FOR REAL ESTATE DEVELOPER CLIENTS TO PROFIT. YOU BOTH ARE IN SEVERE CONFLICT. WE NEED OFFICIALS WITH NO HORSES IN THE RACE TO REPRESENT TAXPAYERS BEST INTERESTS NOT THEIR OWN TOTAL DISREGARD FOR DEVELOPMENT AND TRAFFIC AS WELL. STANGER DEVELOPED A FRAUDULENT ATX CONTRACT FOR THE LEGALLY OPERATED CHAMBER AND SCHEME WITH ORLANDO AND TOWN LAWYERS COLTRANE AND GRUBER TO HELP BUILD MILES. HOW HIGH TAX ACCOUNTING FINGERED LIE. WE ALL GOT THE MIDDLE FINGER IS WHAT WE GOT HERE A LOT OF JUDGES GOLDSMITH MURPHY COMMITTED TO IT MASSACHUSETTS. THIS IS DANGEROUS, MISSPOKEN AND FINGERED ORLANDO WOULD NOT FIT TO SERVE DEMAND. ITS LATEST AUDIT ON ALL OF YOU ON THE ACCOUNT ACCOUNTING RECORDS YOUR INTERNAL HARD AUDIT I CONTEND IS A FRAUD SINCE THIS TOWN HAS BEEN CAUGHT IN SO MANY ILLEGAL ACTS AND ONLY SHOWS THE COUNT ONLY SHOWED THE NUMBERS THAT YOU COUNT INSIDERS. ONE IT'S ALL THE SAME. ONLY A FORENSIC AUDIT WILL IDENTIFY CRIMES LIKE FRAUD, EMBEZZLEMENT, ILLEGAL TAX USE WASTE AND OVERCHARGE LEGAL FEES LIKE WHAT HAPPENED TO THE HILTON HIT LAWYER GREG ALFORD THE CROOKED LAWYER WHO COULD NOT BE ANY MORE CORRUPT AND YOU COULD NOT BE ANY MORE IN AND YOU'RE IN VIOLATION FOR YOU ANYWAY. AND IF YOU ARE A CROOK. THANK YOU TO ME FOR DEFAMATION FOR CALLING YOU A LINE THIEF PUBLIC COMMENT. WE HAD COMMUNICATIONS. WE'RE NOT GONNA MAKE THIS A MONKEY SHOW THIS. >> CHAMBERS HE HAD HIS PUBLIC COMMENT. [X. Communications from Mayor and Council] WE DID ON INTERRUPTING. BUT WE DON'T KNOW WHAT'S GOING ON IN OTHER AREAS. SO MIRA WILLIAMS WAS GONNA HAVE EVERY MUNICIPALITY AND COUNTY COME FORWARD AND JUST TALK ABOUT PROJECTS THAT ARE GOING ON. THERE'S SO MANY JUST AROUND BLUFFTON AND SOMETIMES WE DON'T KNOW WHAT THEY ARE. SO I THINK IT'D BE A GOOD EDUCATIONAL HOUR AND I DON'T KNOW IF THAT'S THIS MONTH OR NEXT MONTH BUT THAT WAS TALKED ABOUT LAPSE. THERE'S A TRANSPORTATION PLAN IN PLACE AND I THINK YOU NOTICE THEY ADDED THE NORTH SOUTH CONNECTOR ON THAT WE ARE LAX IS PAYING FOR STUDY, THE TRANSPORTATION STUDY OR THE 462 278 ARGENT BOULEVARD ROAD AS WELL AS BLUFFTON PARKWAY FUTURE TO SEE IF THAT TRULY IS A NEED [XI.1. THANK YOU FOR BEING A SPONGE IN AUDIENCE WANT. I JUST WANT YOU TO KNOW THAT THIS WORLD DOESN'T NEED TO BE A SPONGE. WE DON'T NEED TO BE BEAT UP ON ANYMORE. WE'VE GOT TOO MUCH STUFF GOING ON. THIS WILL BE CONTINUOUSLY FIGHTING OVER SOMETHING HAS BEEN SAID A HUNDRED TIMES ALREADY TO BE REPEATED AND REPEATED AND REPEATED. IT IS NOT NECESSARY JUST PUTTING OURSELVES IN THIS WORLD OF HATE. THAT DOESN'T DO ANYTHING. IT DOESN'T REPRESENT GOD IN ANY WAY. SO THANK SAID THANK YOU. GOOD EVENING MAYOR AND COUNCIL. SO I WILL BE GOING OVER THE RECOMMENDED AWARDS FOR THE FROM THE ATTACK COMMITTEE. FROM THE LAST MEETING WE HAD SIX APPLICANTS FIVE OR HAVE RECOMMENDED GRAND AMOUNTS AND ONE WAS TABLE TO THE NEXT MEETING. I'LL GO ONE BY ONE SO THE FIRST WE HAVE IS THE DEMO AS YOU ALL RECALL YOU APPROVED THE DEMO CONTRACT AT THE LAST MEETING, WENT THROUGH A PUBLIC RFP RFP PROCESS CONDUCTED BY OUR DIRECTOR OF COMPLIANCE AND CONTRACTS. >> WE HAD A ONLY A SINGLE BIDDER ON HIS REVIEW BY A COMMITTEE AND RECOMMEND TO ALL [01:15:03] YOU APPROVED THE CONTRACT BASED ON THAT LEGALLY CONDUCTED R OR A P PROCESS. THIS IS THEIR BUDGET PROPOSAL TO ATTACK AND AGAIN THIS IS BASED ON THEIR 30 PERCENT OF STATE ACCOMMODATIONS THAT THEY RECEIVE AS WELL AS THE AUDIENCE OF 8 PERCENT OF LOCAL ACCOMMODATIONS THEY RECEIVE THE ESTIMATE FOR NEXT YEAR ABOUT A HALF A MILLION DOLLARS AND THEIR PROPOSED BUDGET WAS BASED ON THAT. >> SO THERE IS A BREAKDOWN OF THEIR BUDGET FOR A FLY TWENTY THREE. >> AS YOU'LL RECALL THERE WAS A CONSERVATIVE ESTIMATE AT 522 BECAUSE THE UNCERTAINTY AROUND CODED ALTHOUGH 522 ESTIMATES FOR THAT WILL BE AROUND HALF A MILLION DOLLARS WHEN THEY GET THEIR FINAL ALLOCATIONS. >> MAY WE LEAVE THAT THERE A MOMENT? I WANTED TO BRING UP SOMETHING FOR COUNCIL'S ATTENTION. >> I THOUGHT MY TRYING TO CHANGE THE BUDGET SINCE WE'RE THEY HAVE OUR VOTE NEXT WEEK AND WHENEVER IT IS ONE HUNDRED AND SEVENTEEN PERCENT INCREASE BY LAW BY LAW TO GO FROM TWO HUNDRED THIRTY THOUSAND DOLLARS FOR A LITTLE COMMUNITY LIKE OURS TO THIRTY THOUSAND PEOPLE TO FIVE HUNDRED THOUSAND DOLLARS FOR DMA IS ALMOST RIDICULOUS AND I CALLED A TOWN MANAGER TODAY. >> YOU KNOW SOME OF HIS MANDATED ESTATE TAX IS MANDATED THAT THEY GET 30 PERCENT. THAT'S A BIG NUMBER. BUT WE ALSO DO ORDINANCE THE TOWN OF BLUFFTON GIVES ANOTHER 8 PERCENT WHICH EQUALS ABOUT ONE HUNDRED FIFTY THOUSAND DOLLARS. I DON'T KNOW MAYBE INTO THE FUTURE THAT'S NECESSARY. I THINK THESE NUMBERS ARE GROWING SO EXPONENTIALLY SO QUICK THAT IT BECOMES A PLACE AND A POINT OF TIME THAT IS RIDICULOUS IN MY OPINION. HOW MUCH MONEY DO YOU THROW OUT IF IT WAS IF THAT FIVE YEARS AND NOW BE A MILLION DOLLARS TO ADVERTISE A LITTLE COMMUNITY ANYWAY? >> I THREW THAT OUT THERE. I ASKED A TOWN MANAGER MAYBE TO MAKE SOME COMMENTS ON THAT IF YOU WANT TO HEAR HIM NOW WE CAN GET ALL THE WAY THROUGH THIS. >> I WANT I'D LIKE TO SEE WHAT'S UP BUT I DO WANT HIM TO GO THROUGH EVERYTHING AND WE CAN GO THROUGH ONE AT A TIME AND THEN VOTE ON EACH ONE. >> IT'S NO DIFFERENT WITH YOU HERE AND NOT NATALIE. IT KIND OF GETS IT BAD. YEAH. YEAH. I HAVE A QUESTION ON HIS. I DIDN'T KNOW HE WAS GONNA SAY THAT BUT WHILE YOU'RE THINKING ABOUT ANSWERING IT, IS THERE A TIME WE NEED TO SIT AND FIGURE OUT. AND I GUESS IT'S 8 PERCENT. IS IT BUDGET TOWN WORKSHOP OR FRUSTRATING? BUT IS THERE SOME TOM STRATEGIC PLAN WHERE THE DMA CAN COME AND START THINKING OUT OF THE BOX OF WAYS TO SPEND THAT OTHER THAN ADVERTISING? I DON'T KNOW IF THAT'S THE CASE OR NOT. OR IS IT TO THE POINT WE HAVE ENOUGH TOURIST YOU KNOW, DO WE. DOING LAWN ANYMORE? AND THAT 8 PERCENT KID THAT GO TO SOMETHING THAT WE COULD PUT TOWARD WHERE PEOPLE TOUCH AND FEEL LIKE CONTRIBUTING STRUCTURES THAT ARE NONPROFITS OR THINGS LIKE THAT. SO THAT WAS JUST MY FAULT. EVER SINCE WELL THAT WAS THAT BREAKS INTO EXACTLY THE CONVERSATION WE HAD IN THE WHAT I WOULD TALK ABOUT IS DID IT CHANGE THAT IT IS AN ORDINANCE THAT WE HAVE. SO WE WOULD NEED TO GO THROUGH AND HAVE THAT CONVERSATION. PART OF IT IS IT NOT DOESN'T JUST GO TO ADVERTISING PART OF IT. IT DOES GO TO OPERATIONS FOR THEM TO OFFSET THEIR STAFF THAT THEY HAVE RIGHT NOW BASED ON WHAT THEIR OPERATIONS ARE. WHAT'S GOING ON IS ACCOUNTING FOR ABOUT 28 PERCENT OF THEIR ADMINISTRATIVE OPERATIONS. THEIR OVERALL FOR THE DEPARTMENT FOR THEM. THE CONVERSATION IF COUNCIL WANTS TO LOOK AT THAT 8 PERCENT, I THINK WE CAN START DOING THAT. I THINK THERE'S SOME CONVERSATIONS THAT CAN BE HAD ABOUT WHAT THEIR WHAT OUR EXPECTATIONS ARE. I LIKE WE TALKED ABOUT THE STATE TAX ACTUALLY COMES WITH THE FORMULA THAT WE SET SAYS THAT WE KEEP A CERTAIN PERCENTAGE A CERTAIN AMOUNT AND A PERCENTAGE AND THEN 30 PERCENT GOES TO THE DEMO FOR THEM TO DO THE MARKETING SERVE AS OUR MARKETING ORGANIZATION THE APES AND THAT'S SOMETHING WE CHOOSE LOCALLY. IT'S FIRST ORGANIZATION THAT I'VE BEEN IN OR THAT HAS BEEN DONE. I WOULD GO BACK AND SAY THAT WAS PROBABLY DONE BEFORE WE HAD MORE HOTELS HERE THAN WE DID NOW TO HELP SUPPLEMENT THAT REVENUE THAT WAS THERE. PART OF WHAT TALKED ABOUT THIS MORNING WERE JUST SOME QUICK THINGS THAT WE COULD LOOK AT. [01:20:02] MAYBE THERE'S A CERTAIN AMOUNT THAT WE'RE GOOD WITH AND THEN YOU KNOW, LET'S SAY THINGS GO DOWN FOR WHATEVER REASON MAYBE WE SAY WE'RE GOOD TO SUPPORT IT. UP UNTIL THIS DOLLAR AMOUNT THEN AFTER THAT THE WE DON'T GIVE ANY MORE OF THE LOCAL TAX, YOU KNOW THE THEY'RE ON PACE TO GET ABOUT THREE HUNDRED AND FIFTY THOUSAND DOLLARS FROM STATE TAX. WE MAY SAY WE'RE GOOD WITH THE 350 BUT WE'RE GOOD WITH 4 UNDER IT AND ONCE WE CAN'T REACH THAT THEN WE CAP OUT WITHOUT GIVING ANY STATE A TAX OR WE REMOVE IT ALTOGETHER. BUT AS USUAL OF TALKED ABOUT THERE'S PLENTY OF PROJECTS AND WE CAN PUT THAT TOWARDS IF WE DON'T SEND IT TO THEM. THERE'S THINGS THAT WILL PROBABLY COME DOWN THE PIPELINE SO THAT WE CAN USE IT FOR LIKE A CAR OR SOME STUFF LIKE THAT THAT MAY CAN BE DISCUSSED IN OUR STRATEGIC PLAN. BUT I THINK IT'S DEFINITELY WORTH HAVING A CONVERSATION WITH THEM SITTING DOWN AND MAKING SURE THEY UNDERSTAND WHERE WE'RE COMING FROM BEFORE WE MOVE FUNDS THAT THEY ARE COUNTING ON. I THINK IT WOULD BE SITTING DOWN AND GOING THROUGH AND IT COULD BE GETTING THE QUESTIONS ANSWERED ON WHERE THE SPOTS ARE BEING EXPENDED, HOW WE'RE BENEFIT FROM IT AND AT WHAT POINT. LIKE YOU SAID, WE CANNOT READ READ OPERATION WHERE WE'RE GETTING EVERYTHING THAT WE COULD EXPECT FOR OUR COMMUNITY AT A CERTAIN DOLLAR AMOUNT OR A CERTAIN LEVEL AND HAVE THOSE CONVERSATIONS AND MAKE THAT DETERMINED. LET COUNCIL MAKE THAT DETERMINATION WHERE THEY WOULD CONTINUE A PERCENT OR NOT. ONE MORE POINT FOR BRINGING THIS UP AND IN MY THINKING WAS EXACTLY WHAT YOU SAID WHEN I TALKED TO THEM AND YOU KNOW IN THEORY EVEN WHEN I SAY THE 8 PERCENT WASN'T ON THE TABLE TONIGHT IT WOULD STILL BE A 26 PERCENT INCREASE. I THINK WITH AN INCREASE RIGHT AROUND THAT NOW IT WOULD BE NOT JUST SO WE'RE LOOKING TO APPLES TO APPLES. >> WHAT WE BUDGETED WAS BASED ON OUR BUDGET LAST YEAR BUT BASED ON OUR REVENUES THEY'RE ACTUALLY GOING TO BE PRETTY CLOSE TO WHAT WE'RE ESTIMATING FOR BUDGET FOR 2013. I MEAN THEY RECEIVED 230 AND THEN THE ADDITIONAL MONEY WAS THREE SOMETHING. BUT REGARDLESS THE POINT IS THIS WAS SET IN MOTION THE 8 PERCENT BY ORDINANCE. IT HAS TO BE OBVIOUSLY UNDONE BY ORDINANCE AND THE BUDGET WILL ACTUALLY GO THROUGH BEFORE WE COULD EVER GET TO THIS DEBATE. PLUS I MEAN WE WE HAVE TO HAVE A WORKSHOP OR SOMETHING TO KICK THE TIRES ON THIS THING AND GET THROUGH. MY WHOLE POINT IS OBVIOUS. OUR NUMBERS ARE JUST GETTING TO A POINT HOW FAR DO WE WANT TO REALLY GO FOR WHAT WE'RE TRYING TO GET FOR A LITTLE COMMUNITY? >> ARE WE THINKING BRING THIS UP WITH AND GET THROUGH THE SUMMER? BUT DEFINITELY A STRATEGIC PLAN TO START WORKSHOPPING AND GET EVERYONE AROUND THE TABLE BECAUSE WE'RE GETTING AROUND RIGHT FAMILY PARK PROPERTY. I HAVE SOME QUESTIONS ON ONE OTHER WITH THE GULLAH CENTER THAT'S GOING TO BE A NEEDED MARKETING IN ITS CERTAIN AREA. WE'VE BEEN KICKING AROUND HERITAGE TOURISM FOR MORE YEARS THAN I CARE TO THINK AND YOU KNOW, IS THAT A FOCUS? AND DO WE DO WE INCLUDE THAT THING OUT OF THE BOX WITH WITH WHAT IT IS? BUT THEN MOVING FORWARD, HOW DO WE REALLY WANT MARKET TOWN? AND I THINK WE NEED TO GET OUR BUSINESS OWNERS AND OUR RESIDENTS AND I HATE TO SAY CHARETTE BUT KIND OF RIBAUT BAT AND REALLY FIND OUT, YOU KNOW, WHERE DID THEY. ARE THEY HAPPY? THEY'RE HAPPY THEN IT'S WHAT OR WHO ARE WE TO TO DENY SO. OK, ANYTHING ELSE? >> NOW I'D JUST LIKE TO SAY THAT DEFINITELY THANK YOU DAN FOR BRINGING IT UP AND LIKE EVERYONE'S THINKING ON THAT. I WOULD ALSO LIKE THIS SEE THOUGH IN TERMS OF THE STATE MAJOR WE SAY IN COMPLIANCE BECAUSE AS MUCH AS WE SEE THAT THAT'S AN EXORBITANT AMOUNT. WE KNOW THAT THEY SET THE RULES OUTSIDE OF 8 PERCENT BUT THEY SET THE RULES ON HOW MUCH HAS TO GO TO THE GMO SO THAT THEY GIVE US WIGGLE ROOM IN OR IF THEY'RE WILLING. THAT'S SOMETHING WE HAVE TO ADDRESS WITH OUR OUR REPRESENTATIVES. I THINK IT WOULD BE WORTH LOOKING INTO. SO I DON'T I THOUGHT I HAD ALL THIS I HAD IT ON MINE BUT I INCLUDED THE THERE'S SO MUCH EMOTION OUT THERE. LET'S DO IT AFTER EACH ONE. SO ANY OTHER QUESTIONS? IF NOT, IT'S OUR MOTION TO ADOPT THE RESOLUTION FOR THE 2023 BUDGET MARKETING PLAN PRESENTED BY HILTON HEAD ALAN BLUFFTON CHAMBER OF COMMERCE IN ACCORDANCE WITH CONTRACT 20 22 TWENTY THIRTY FIVE AS THE TOWN RIGHT. >> I DON'T UNDERSTAND THE DATA. THAT'S THE CONTRACT FOR THE CONTRACT NUMBER TWENTY TWENTY TWO DASH THIRTY FIVE IS THE TOWN BLUFFTON DESIGNATED MARKETING ORGANIZATION OF THEIR SECOND. ANY DISCUSSION? ALL IN FAVOR OF SAYING HI I OPPOSED. THANK YOU. NEXT IS BLUFFTON MLK NOW I'M ON THE RIGHT PAGE MLK OBSERVANCE COMMITTEE BUT THE MLK SERVICE [01:25:03] COMMITTEE REQUESTED TWENTY THOUSAND FOUR HUNDRED FOR THEIR JUNETEENTH CELEBRATION A TASK RECOMMENDED TWENTY ONE THOUSAND 7 7 4 4 ADVERTISING FACILITIES MUSICAL SERVICES AND TOURIST TRANSPORTATION. >> ANY QUESTIONS? WE DO HAVE OUR CHAIR HERE. I JUST THOUGHT I HAD NO WE HAVE QUESTIONS. WE HAVE OUR CHAIR BACK IN THE BACK OF OUR CHAIR SITTING ON A CHAIR. MR. BRANDO BUT I THINK YOU KNOW, I WAS JUST SAYING WE ALSO HAVE SAM IN THE BACK. IF ANYONE HAS I WOULD ALSO SAY FOR THIS VOTE I DO NEED TO RECUSE MYSELF. >> MISS FRAZIER IS GOING TO RECUSE HERSELF. >> YOU'LL GET HER TO WRITE SOME THAT UP. OK. ANY QUESTIONS OF THE REMAINING COUNSEL AMOUNT? I'M REQUESTED TWENTY EIGHT THOUSAND FOUR HUNDRED AMOUNT RECOMMENDED TWENTY ONE THOUSAND SEVEN HUNDRED SEVENTY FOUR. IS THERE A MOTION TO ACCEPT THE AMOUNT RECOMMENDED IN THE EXECUTION? OH OK. YES. LET'S BACK UP. DO WE HAVE ANY OTHER QUESTIONS? >> YES. WAS THERE WAS THE REASON THEY DIDN'T GET THE FULL AMOUNT? >> I BELIEVE THERE ARE CERTAIN SUMS TO YOU WANT TO COME UP IN CLOSED CERTAIN AREA BECAUSE YOU HAD FORGET FOMC. >> COUNCILMAN HAMILTON THE TOTAL REQUEST EXCEEDED 50 PERCENT. >> THE WAY THAT WE SET OUR RULES TO GIVE ANY ORGANIZATION. SO THERE IS A CAP TO HOW MUCH WE WILL ACTUALLY AWARD THE CAP ON THE AMOUNT OF 10 PERCENT OF THE OF THE TOTAL BUDGET SO THEY WOULD QUALIFY FOR IT BUT. BUT TO CAP IT A LOT AND ALLOW YOU TO AWARD THEM IS WHICH THING. SO IF YOU DON'T YOU SEE WHAT I THINK. BUT WHERE IT SAYS THE 50 PERCENT OF PROJECT BUDGET THE IT HAS THE NUMBERS BROKEN OUT. SO YOU SEE THEY ACTUALLY WE GAVE THEM THE FULL AMOUNT AND THEY QUALIFY FOR I SUPPOSE. YEAH. SIT CLOSER. >> ANY OTHER QUESTIONS? THERE'S THAT AMOUNT RECOMMENDED A TWENTY ONE THOUSAND SEVEN 74 TO BLUFFTON MLK OBSERVANCE COMMITTEE IS THEIR MOTION TO ACCEPT THE AMOUNT RECOMMENDED. >> SO MOVE YOUR SECOND I HEARD THE GUNMAN ANY DISCUSSION ALL IN FAVOR SAME AS SAYING I I OPPOSED THAT'S FOUR AND ONE RECUSAL. NEXT AS BLUFFTON BOYS GIRL BOYS AND GIRLS CLUB AMOUNT REQUESTED 10000 AMOUNT RECOMMENDED 10000 MYSTERY FOSTER. >> YES. >> SO THIS IS FOR ADVERTISING OR THEY'RE LIKE BLUFFTON EVENT YOU KNOW, LIKE YOU COULD EACH ONE JUST MAKE SURE THE AUDIENCE CAN SEE KIND OF HOW THEY I THINK THAT'S GOOD. >> ANY QUESTIONS OF ABOUT THE BOYS AND GIRLS CLUB AGAIN? NEW QUESTIONS AMOUNT RECOMMENDED IS THERE A MOTION TO APPROVE THE AMOUNT RECOMMENDED? TEN THOUSAND DOLLARS FOR THE BLACKS AND BOYS AND GIRLS CLUB . >> SECOND, ANY DISCUSSION? ALL IN FAVOR OF SAYING I OPPOSED NEXT THIS BLUFFTON GULLAH HERITAGE CENTER. >> YES, THE SIXTY THOUSAND AND IT WAS RECOMMENDED TABLE TO TABLE THIS ONE. AND SO THE NEXT MEETING I DO HAVE QUESTION ON THAT ONE. >> ANYBODY ASK FIRST? SO I READ THROUGH I LOVE YALE'S GRADING AND ALL I KNOW I ACTUALLY MY FAVORITE PART TO READ SAY TAX MONEY BUT I'M CONCERNED I'M CONFUSED OVER SOMETHING THAT'S GIVEN NOW PAID UPON RECEIPT. THEY'RE NOT JUST THESE GROUPS AREN'T JUST GIVING MONEY WHEN THE TOWN OF BLUFFTON DID THE SAME THING FOR SCARPA COLLEGE AND WE WERE GIVEN THE MONEY. >> I'M CONFUSED HOW THE TWO ARE DIFFERENT. SO WHAT WERE YOUR THOUGHTS ON THAT? SO THE DIFFERENCE BEING IS I BELIEVE THIS BAREFOOT PARK PROJECT OUR UNDERSTANDING WAS IT WAS PERMITTED. IT WAS FINALIZED AND THE PROJECT WAS WAS MOVING FORWARD IN THIS CASE. I DON'T BELIEVE THERE'S A PERMIT THAT EXISTS PER THE CONVERSATION WE HAD THAT DAY. THERE'S NOT A FINAL PLAN. THERE'S NOT A FINAL SITE PLAN. THE FACT OF THE DIVISION AT THIS POINT PART OF THE REQUEST WAS FOR ADVERTISING AND PROMOTION BUT BECAUSE NONE OF IT EXISTED, THE BELIEF OF THE COMMITTEE FOR THE MOST PART WAS THAT IF YOU IF YOU GO AND START GIVING MONEY FOR SOMEBODY TO PROMOTE SOMETHING THAT DOESN'T EXIST. WHILE THEY CERTAINLY CAN GENERATE THE ADVERTISING FOR THAT IT WAS PREMATURE IN THAT THERE'S NOTHING EXISTING FOR SOMEONE TO COME AND SEE AND DO . [01:30:05] >> HAVE YOU MENTIONED? GOOD ANSWER BUT YES, THOSE APPOINTED JUDGES MAY END UP SEEING REQUESTS COME HERE THAT I HAD THE SAME DOUBTS ABOUT. WELL WE AWARDED THEM THE MONEY WE GAVE THEM THE MONEY. AND I CAN'T GIVE YOU. BUT I'M TALKING ABOUT YEARS OF THIS AND NOW THERE'S SOMETHING THAT YOU DOING NEW BECAUSE WE DID IT BEFORE. >> SAME POINTS THAT THEY DID NOT THEY DIDN'T HAVE THE I GUESS YOU SAY THE VISION OR THAT WAS AND SOMEONE CAME AND SAY THIS IS WHAT WE WANT TO AN OPEN UP METAPHOR. I MEAN I MAY HAVE ONE THE GROUP FROM HILTON HEAD THEY DID NOW AND THEY THINK THEY CHANGED IT TO WAS HELD IN THEIR BLOOD. AND I THINK THE THING WAS IS THAT THE SYMPHONY YOU KNOW, THEY WERE HILTON HEAD AND NANNY BUT THEY'RE BRINGING THINGS TO BLUFFTON BOB WHEN THEY WERE HOLDING THEIR WE GAVE THEM MONEY, NO QUESTION. BUT I STILL SAY LET'S DO IT. AND I DOES THIS THE SAME FEELING I HAVE IF WE'RE GOING TO BE CONSISTENT I CAN SUPPORT IT. BUT IF THERE IS A HIT MISS THEN I CAN'T I DON'T HAVE THE I DON'T HAVE THE UNDERSTANDING WHEN IT COMES TO ME TO SAY YES, I'M GONNA PROVE IT. I WANT TO BE CONSISTENT. I WANT TO BE BALANCED TO ESTHER, I APPRECIATE YOUR CONCERN AND SO THE REQUEST FORGIVE ME I'M NOT SURE IT'S UP THERE BUT DOWN ON LITTLE YOU SEE THE WHOLE THING. >> YEAH, RIGHT THERE. >> 0 6. SO PART OF A LARGE PART OF THIS WAS FOR A FACILITY OF BUILDING A HANDICAPPED BATHROOM FOR A SITE PLAN THAT HADN'T BEEN APPROVED AT UNTIL IS PERMITTED AND APPROVED AND CERTAINLY WE TOLD THE YOUNG LADY AND I FORGET HER NAME. FORGIVE ME FOR THAT TOO. SHE WAS VERY VERY GOOD PRESENTER BUT TOLD HER PLEASE COME BACK WITH A PERMITTED PATH TO SUCCESS AS FAR AS PUTTING THE CULTURES OF THE BLUFFTON GULLAH HERITAGE CENTER PROCESS TOGETHER AND WE WOULD BE HAPPY TO RECONSIDER IN ALL LIKELIHOOD APPROVE IT. WE ALL WERE BEHIND THE PROGRAM. CERTAINLY I THINK IT WOULD BE A FANTASTIC LOCATION. I THINK THE OVERALL FOCUS WHAT THEY'RE GOING TO DO WOULD BE FANTASTIC AND I BELIEVE ALL THE COMMITTEE MEMBERS AGREED WITH THAT BUT WE JUST FELT THAT IT WAS PREMATURE TO TO SUPPORT A BUSINESS THAT DOESN'T HAVE A LICENSE, DOESN'T HAVE A PERMIT. THEY HAVE A GREAT VISION. IN YOUR CASE SPECIFIC LIKE WE TALK ABOUT HIT SYMPHONY ORCHESTRA THEY WERE PLANNING AND HAD THE PLAN TO DO THE EVENT ALREADY IN BLUFFTON WHICH WE PROVED THAT I WAS. I'M SURE I WAS ON THAT COMMITTEE. SEEMS LIKE I'VE BEEN THERE FOR A LITTLE BIT IN A MINUTE. >> SO WHAT WE TRIED TO LOOK AT FROM AT LEAST FROM OUR POINT OF VIEW AS AS CHAIR FOR THAT IS TO LOOK AT AN EVENT THAT'S GOING BRING PEOPLE TO THE COUNTY OR TO THE TOWN AND HOPEFULLY SPEND THE NIGHT. BUT IN ADDITION TO THAT WE WANT TO MAKE SURE THAT WE USE THE RESOURCES FOR SOMETHING THAT EXISTS. AND IT'S A FANTASTIC IDEAL. I BELIEVE WE CHECKED WITH THE TOWN PRIOR TO THE MEETING AND I DON'T KNOW YOU GUYS MAY KNOW SOMEBODY CAN MAY KNOW THE ANSWER BUT I DON'T THINK THEY'VE THEY'VE GOT A VALID PERMIT FOR BUILDING IT. ART ARE EVEN TURNED DOWN THE PART THEY'RE TURNED DOWN OR EVEN A USE PERMIT AND AGAIN I THINK YOUR ANSWER IS VALID. LIKE I SAY, CONSISTENCY IS ALL I'M LOOKING FOR. THAT'S WHAT WE TRY TO DO. WE WANT TO BE AS CONSISTENT AS POSSIBLE WAY AND WE THINK IF THEY'VE BEEN TO OUR MEETINGS LATELY IS WHERE WE'RE REALLY STRIVING TO MAKE THE PROCESS EASIER FOR THE APPLICANTS AND TO PROVIDE GUIDANCE ON THEM AND HOW THEY CAN ACTUALLY APPLY AND IN SUCH A WAY THAT THEY'RE ABLE TO GENERATE MORE INCOME THROUGH A TAX. AND I ALSO WANT TO COMMEND YOU BECAUSE YOU DIDN'T SAY NO. >> YOU SAID TABLE AND YOU SAID THAT THEY COME BACK THAT THERE'S A GOOD CHANCE THAT THEY COULD GET THE PROOF. WE'RE WE'RE FAIRLY HOPEFUL THAT THEY'RE GOING TO COME BACK WITH A PERMIT AND GO HERE'S EVERYTHING WE'RE READY TO ROCK. AND THAT'S THAT'S OUR GOAL. >> AND I DO IF I COULD ASK A QUESTION ON THAT BECAUSE I DON'T KNOW BUT WHY WOULD A COMMITTEE HAVE TO REACH OUT AND DETERMINE A PERMIT IF THIS IS PAID ON RECEIPT IF THEY COULD GET THE MONEY AND WORK OUT DON'T THEY DON'T GET IT UNTIL THEY PROVIDE A PERMIT? I MEAN I'M JUST I'M TRYING TO FIGURE THAT OUT BECAUSE I [01:35:04] REALLY WANT A WHOLE YEAR TO PASS IT. >> I CAN ANSWER PART OF . THE PERMITS FOR THE ACTUAL HARD FACILITY OF BUT WHEN THEY WERE DOING FOR ADVERTISING PROMOTION OF THEIR OF THEIR CENTER UNTIL THERE'S A PLAN TO HAVE A CENTER THERE WE DIDN'T FEEL AT LEAST I FELT THAT THE CONSENSUS OF THE COMMITTEE WAS THEY DIDN'T FEEL LIKE WE CAN PROMOTE SOMETHING SO THAT THEY COULD ACTUALLY IF WE AWARDED THEM I CAN'T FIGURE OUT HOW A PART OF IT THEN AND THEY WERE STARTING TO DO IT YET THE PROJECT WAS DELAYED AND WE KNOW HOW PROJECTS CAN BE DELAYED OVER A YEAR PERIOD OR SOMETHING. >> THEY COULD ALREADY BE SPENDING MONEY OUT THERE PROMOTING THEIR CENTER THAT DOESN'T EXIST AND I KNOW PART OF THEIR BUDGETARY AND STUFF IS THEY'RE DOING SOME STUFF AND THEY HAD A WHOLE PAMPHLET BUT THE YOUNG PRESENTER AS GOOD AS SHE WAS I DON'T THINK THEY HAD A SCHEDULED EVENTS THAT DIDN'T INVOLVE THE OPENING OF THE OF THE CENTER LIKE THE SCHEDULED SET OF EVENTS THAT THEY HAD ON THEIR SCHEDULE THAT SHE SHOWED IN THE PRESENTATION. >> IF YOU'RE SEEING WHAT I'M SAYING YES AND CARVE OUT THAT DOESN'T MAKE SENSE WHAT THIS IS THIS SAYS JUNE 17TH TO 19TH THAT BURNT CHURCH DISTILLERY BUT IN THAT MLK. I JUST THINK THAT'S NOT RIGHT. SO THERE'S A YOU KNOW, I KEEP A LID ON THE SALT SO THAT THAT'S THAT'S NOT CORRECT. >> THAT SECTION IS THAT FOR. SO WHAT? IT'S SO WEIRD. CAN I HAVE THE I CAN ANSWER THIS FOR ME. >> I KNOW THAT WHAT YOU'RE TELLING ME I WAS I WAS GOING TO SAY I WOULD LIKE TO PURSUE THE PART. I THINK IT'S UP TO THE TOWN TO GET THE MONEY WHEN WHEN ANY GROUP ASK AND THERE'S A BUILDING PERMIT IN PLACE WHETHER WE APPROVE IT. THEY DON'T HAVE TO WAIT A WHOLE NOTHER THREE MONTHS. THE BOX IS CORRECT BUT THE PART ABOVE IT WAS INCORRECT. >> SO THERE 24/7 WAS FOR ADVERTISING OF THE FACILITY. >> THEY WERE PUTTING IN. I THINK CHRIS RIBAUT FIFTY THOUSAND DOLLARS FOR THE TAX TO PAY FOR THE HANDICAPPED BATHROOMS AND THEN SOME SOME ARE ONGOING EXPENSES FOR THE PROJECT. THERE WAS A LITTLE BIT OF EXPENSE THERE AND WITHOUT THE PERMIT TO DO THE CENTER IN THE AREA WE'VE GOT LIKE ALL THAT WAS PREMATURE TO DO THAT. SO ONCE WE TOTAL ONCE THEY HAD THE PERMIT AND THE NOT JUST THE PERMIT FOR THE BUILDING BUT THE PERMIT FOR THE SENATE TO GO IN THERE BECAUSE ARE YOU ALL FOR ME? I WISH SHE WAS. >> WELL, I MY TWO THINGS I DID NOT UNDERSTAND THIS PART OF THE PRESENTATION. COULD WE TALK ABOUT THIS NEXT MONTH AND NOT WAIT THREE MONTHS AND GET THE RIGHT INFORMATION BECAUSE I'M THINKIN I DON'T KNOW EITHER HOW NATALIE WOULD KNOW IF THERE'S A BUILDING PERMIT HOLDER OR NOT AT A TAX MEETING AND A REVIEW OF THE SUBMISSION. >> NOW STOPPED HIS DUE DILIGENCE ON EACH OF THE APPLICATIONS. SO THEN I'M SORRY. AND THEN I GO BACK. WE HAVEN'T TO HAVE PERMANENT ON SCARP COTTAGE LIKE I WANT TO BE FAIR AND WE GOT A LOT OF MONEY FOR THE SCARPA COTTAGE BUYER WE TREAT AND EVERYONE THE SAME. AND WE'RE NOT AND I'M NOT PUT ON THE SPOT HEATHER AND I DON'T MEAN TO BUT WHY AREN'T WE? WHY CAN'T WE INITIATED AND APPROVE IT? BUT NO ONE'S GETTING THE MONEY UNTIL THEY SHOW THEY HAVE A BUILDING PERMIT BUT THEY DON'T HAVE TO WAIT THREE MONTHS. I JUST. THAT'S WHERE I'M TORN WITH BUILDINGS THAT I UNDERSTAND THE MARKETING OF AN EVENT THAT HAS NOWHERE TO GO AT THE MOMENT. I'D LOOK AT. ANYBODY WHO WANTS IT BACK. YES. YES. I'M JUST SO GLAD YOU'RE SMILING AND NOT YELLING HAS DISCRETION TO REVIEW AND APPROVE THESE AS THEY AS THEY EVALUATE THEM. >> BUT I WOULD JUST SAY THAT SUCH OUR CHAIRMAN'S POINT IF THEY'RE APPROVED FOR CERTAIN EXPENDITURES BASED ON SOMETHING IS NOT YET IN EXISTENCE. THERE IS A RISK OF THE ORGANIZATION WITH. ALL RIGHT. HAVE IMPROVED TO MAKE THESE EXPENDITURES BUT THEY DIDN'T SPEND AND MAKE EXPENDITURES THINKING THAT THEY GET REIMBURSED AND SOMETHING HAPPENED. IT JUST COMES TO FRUITION. NOW THEY'RE OUT THAT MONEY AND THEY CAN'T REALLY COME TO US AND GET THOSE DOLLARS BACK. SO IT'S NOT A TO PROTECT THE TOWN RESULTS TO PROTECT THE ORGANIZATION FROM COMMUNITY FUNDS WITHOUT THE GUARANTEE THAT THEY GET SUPPORTED AT THE IT'S THE PLANNED STUFF FALL THROUGH. AND AND THEY'VE ALL THERE ALREADY ARE THESE ADVERTISING DOLLARS OR THESE OTHER DOLLARS AND THEY CAN'T GET THE REIMBURSED MECHANISM GIVES IS THEN THE POINT. THAT NEVER HAPPENED OR THE CRUISE HER POINT. I HEAR YOU. YOU BUT THIS STILL DOESN'T ANSWER HER QUESTION, CHRIS, BECAUSE IF YOU IF YOU HAVE MOVE IT OFF WE APPROVE IT THEN YOU TELL THEM IT'S APPROVED BASED ON THESE CONDITIONS SO YOU CAN'T GET THE MONEY INTO SO YOU DON'T SPEND THE MONEY UNTIL YOU BRING US THE THE DOCUMENTS ARE THE PREMISE THAT WE NEED. >> SO WE STILL CAN APPROVE IT. YOU HAVE TO WORK TOWARDS [01:40:08] DILIGENCE ON BOTH SIDES BOTH FROM TOWN THAT STAFF THAT'S ALL OF THE APPLICANTS AND THEY PUT TOGETHER A CHEAT SHEET FOR US FOR EACH EVENT. >> THANK GOODNESS FOR AND SO WE REVIEW THAT. >> SO I WOULD SAY TWO THINGS IS NOT ONLY WERE WE FROM STAFF AWARE FAIRLY AWARE THERE WASN'T A PERMIT FOR IT BUT ALSO THE THE PRESENTER KNEW THERE WASN'T A PERMIT ONGOING FOR THE WHOLE PROJECT YET. >> YOU KNOW, ULTIMATELY WHAT WE DO IS GIVE YOU GUYS RECOMMENDATIONS BASED UPON BOTH THE PRESENTATION AND WHAT WE SEE AND WHO WE GET TO TALK TO IN FOR A LONG TIME THEY USED TO COME HERE TO TALK TO YOU GUYS AND NOT SEE BY DO THAT NIGHT. >> BUT SO I'M SURE THAT THEY WOULD COME BACK AND REPRESENT BUT WE JUST FELT THAT IT WAS PREMATURE FOR THEM TO BE ASKING FOR THOSE PERMITS. AND REGARDING YOUR QUESTION ABOUT OUR POPE IF YOU'RE DOING CONSTRUCTION SQUARE POPE THERE BETTER BE A PERMIT. >> I AGREE BUT I DID NOT TELL YOU. AND I THINK YOU DO A FABULOUS JOB AND I DON'T THINK WE'VE EVER STRAYED. I DON'T THINK I REMEMBER GOING ABOVE OR BELOW ANYTHING THAT YOU HAVE DONE BECAUSE YOU'LL DO SUCH A GOOD JOB. I JUST DON'T KNOW. I DON'T KNOW. AND I KEEP ASKING AND NOBODY IS TELLING ME WE HAD A PERMIT. SO DID THEY HAVE. DID WE HAVE A PERMIT BEFORE WE GOT THE MONEY FROM A TAX? AND I'M GUESSING WE PROBABLY STOLE OR DID IT. OR MAYBE WE DO. >> YEAH, I UNDERSTANDING IN THE ABOUT 200 PAGE DOCUMENT THAT IT WAS FULLY APPROVED FOR THE RETCHED RESTORATION OF THAT HOUSE AND THE MONEY THAT WE GAVE WAS SPECIFICALLY TO SHORE IT UP SO THAT THE CONSTRUCTION COULD BEGIN. >> SO MUCH OF THAT 60 IS IT A 60? HOW MUCH OF THE 60 WAS GONE FOR THE FACILITIES FOR THE. >> SO IF YOU HAVE IF YOU HAVE YOUR PACKAGE FOR THAT YOU ARE NOT IF YOU'RE OUTLINED HAS THE CORRECT INFORMATION. >> SO THERE ARE TOTAL REQUESTS WAS ABOUT. I'LL GO TO TWO SEVENTY SEVEN THOUSAND MAYBE OF THE FACILITY. SIXTEEN SIXTY WAS GOING TO THE THOUSAND WOULDN'T BE GIVEN UNTIL THEY HAD PERMIT AND AN APPROVED PLAN. >> ALL RIGHT. THEY WOULD NOT BE REIMBURSED UNTIL THEY COMPLETED THE WORK JUST LIKE WE DO. NOW POSTING WHICH MEANS THEY HAVE TO GET A BUILDING PERMIT THEY HAVE TO GO THROUGH ALL THE PROCESS AND ONCE THEY THEN THEY CAN APPLY FOR THE FORTY FIVE THOUSAND AND THEN 50000 WOULD BE FOR MARKETING SO THEY CAN USE THAT MARKETING JUST LIKE ANYBODY ELSE DOES. JOE, I UNDERSTAND. SO WE UNDERSTAND THAT OUR DELAY IN THAT WAS THERE IS NOTHING THAT WAS GOING TO CREATE AN ISSUE FOR THEM UNTIL SUCH TIME AS THEY HAD A PERMIT ON THE CONSTRUCTION SITE TO BEGIN THE PROJECT. SO WE JUST PERSONALLY I FELT LIKE THAT'S WHY WE GAVE THEM TABLED THEIR MOTION OR THEIR REQUEST UNTIL THEY COME BACK AND GIVE US A MORE CONCRETE. THE OTHER THE OTHER THING TOO IS THE RATING SHEETS THAT ADVISED BY THE TOWN SIX YEARS AGO. THOSE ARE HELPFUL. I MEAN I LIKE TO SEE HIM COMPLETELY FILLED. BUT THEY'RE HELPFUL. AND SO THAT PLAYS INTO YOUR AWARDS THE AMOUNT OF MONEY YOU GIVE, RIGHT? >> YES. NO, MAYBE YOU SHOULD. SO WE COMPLETE THOSE IN IN THE OLD DAYS THEY WOULD GO TO STAFF AND THEY WOULD PUT IT ALL INTO A SPREADSHEET AND GIVE IT BACK TO US BEFORE WE VOTED ON IT. OUR NEW PROCEDURE RIGHT NOW IS THAT WE'RE FILLING OUT THOSE SCORE SHEET AND WE'RE RETURNING THE MAN AT THE END BECAUSE NOW WE'RE VOTING ON A MOTION ON THE APPLICANT AT THE END OF EACH APPLICATION AS OPPOSED TO THE OLD THE THE PRE COVERED STUFF. WE'RE AT THE END WE WOULD TARGET THE SCORE SHEETS AS EACH APPLICANT CAME SAFF WE COMPILE THEM INTO A SPREADSHEET, GIVE THEM BACK TO US WE'D SEE TOTAL SCORE WAS AND THEN WE WOULD MAKE OUR MOTION IF YOU GO BACK EVEN REALLY FAR. WE USED TO HAVE TO WORRY ABOUT HOW MUCH WAS LEFT OVER AT THE END TO SAY WE GOT THIRTY THOUSAND DOLLARS TO GIVE THE EIGHT APPLICANTS WE GATHER WE GOT TO DO A BEST. >> LET ME LET ME ASK THIS AGAIN. SO I'M CLEAR ON YOUR ANSWER THAT I WAS ON A TAX WHEN SHIRLEY CREATED THE SCORING SHEETS WITH STAFF AND THEY WERE THERE SO WE WEREN'T JUST NEARLY . >> BECAUSE WHEN I WAS ON A TAX PEOPLE WHO GOT WE GOT NINE WE GOT A HUNDRED THOUSAND POLICIES JUST GIVING WHATEVER THEY WANT. THERE WAS NO MYTHOLOGY TO IT. SO THE TOWN CREATED THAT. SO THERE IS A GUIDE FOR US TO ALSO WEIGH BASED THE SCORING SHEET THE AMOUNT OF MONEY THAT SHOULD BE AWARDED IN THE PROCESS. [01:45:03] ARE YOU SAYING THAT WE ARE DOING THAT OR WE'RE NOT DOING THAT? >> I WOULD SAY YOU GUYS ARE DOING THAT. >> WE DON'T HAVE A SCORING SHEET ON ANY OF OUR THINGS THAT ARE GIVEN ANYMORE. THERE'S ONE IN THE PACKET AND A FOUR. SO AGAIN WE'VE CHANGED THE WAY THAT WE TAX IN THIS. WE'VE DONE IT NOW WAS THREE MEETINGS THAT WE'RE NO LONGER TURNING IN STASIS WAITING TILL THE END OF THE OF THE SESSION AND THEN VOTING TO AWARD THE MONEY. SO WHEN EACH APPLICANT COMES HERE WE SCORE AND THEN WE MAKE A MOTION. WE HAVE A DISCUSSION AND THEN WE WE WE MAKE ABOUT SO WE'RE NOT WE'RE NOT NECESSARILY LOOKING AT ANYTHING ON OUR OWN SCORE SHEET. WE'RE NOT LOOKING AT THE THE CUMULATIVE AMOUNT THAT THE SYSTEM'S NOT WORKING THE WAY IT WAS DESIGNED. >> I WAS ON THE SYSTEM WHEN IT WAS ORIGINALLY RIGHT AND THERE WAS A WORLD OF DIFFERENCE BETWEEN THEN AND NOW. ALL RIGHT. WELL, THAT I'LL TALK WITH LARRY ABOUT THAT PROCESS AND IMPLEMENT IT IN SOME FORM OR FASHION THAT AND LET US KNOW TOO BECAUSE I DO KNOW THAT SHEET ON THAT PARTICULAR ONE ON ONE OF THEM HAD ZERO WELL ZERO. >> SO YOU DO DO ONE BUT IF IT'S SOMETHING THAT COULD BE BETTER AND YOU'VE BEEN DOING IT LONGER. I WAS ON A TAX WHEN WE ONLY HAD 16 HUNDRED DOLLARS TO GIVE OUT SO IT WHAT A CHORE. WE HAD A WORD ABOUT A YEAR AGO NOW WITH THE OPPORTUNITY TO CHANGE BOTH THE HANDBOOK, THE SCORE SHEET AND THE APPLICATION PROCESS AND I BELIEVE THAT STAFF HAS GOTTEN A LITTLE CLOSER TO GETTING THAT BACK TO US. >> BUT IT'S SOMETHING THAT'S STILL ONGOING FOR US TO DO AS FAR AS OUR HANDBOOK. THE WHOLE PROCESS OF SO TOWARDS THAT END. >> YES. I WOULD BE HAPPY TO NEED TO DO A SCORING COMPILATION TO TO FOR US TO LOOK AT AT THE END AND THEN GO BACK TO THE. THAT'S WHY WE USED TO DO THAT. AND ONE OF THE MEETINGS THAT I WASN'T THAT THEY THOUGHT THIS WAS A MUCH BETTER LAUGH. >> YOU WEREN'T THERE. THE THING ABOUT THE SCORING SHEET IS JUST STATED WELL SO THINGS ARE NOT JUST ARBITRARY. SO THERE IS A STANDARD TOURISM METHODOLOGY TO FIGURE OUT HOW TO OR HOW MUCH MONEY BASED ON THE CRITERIA THAT THE TOWN DETERMINE. YEARS AGO THAT BEING SAID, EVEN IF YOU PILE THE SCORE SHEET AND YOU FOLLOW THE RULES, COUNCIL STILL HAS IT AS THEIR PREROGATIVE IF THEY WANT TO CHANGE SOMETHING IN ANY GIVEN TIME. >> FOR EXAMPLE, IF THE SCORE SHEET SAYS THEY SHOULD ONLY GET X BUT COUNCIL THINGS THEY SHOULD GET Y. WE TO HAVE THE OPPORTUNITY TO DO THAT. WHEN IT COMES BEFORE US. BUT I THINK WE HAVE TO GET BACK ON TRACK WITH OUR MYTHOLOGY. THAT'S JUST SAY ANYMORE. >> THANK YOU. WELL YOU DO A GREAT JOB AND I WANT YOU TO KNOW THAT. SO DO WE EVER GO IN A DIFFERENT WAY? IT'S NOT BECAUSE OF THE RESPECT WE HAVE FOR WHAT YOU DO THEM. >> WE'RE SEEING IT TO YOU. I KNOW THAT I LOVE IT. THANK YOU. THANK YOU FOR BEING HERE. THE HARD PART. THANK YOU. GREAT. NOW WAS REALLY GOOD INFORMATION. >> OKAY. ANY OTHER QUESTIONS ON THAT ONE? I'D LIKE TO MOVE THAT WE AWARD THE FUNDS WITH THE CONDITION AND SOMETIME BEFORE THAT HAPPENS. KIM, I NEED TO RECUSE MYSELF ON THIS ONE. RIGHT. >> YOU'RE INTRODUCING HERSELF. I WENT TO THE WAS THE FUNDS IN TO END WITH THE CONDITIONS THAT THEY HAVE TO PROVIDE THE PERMIT BEFORE THE BUILDING IS WHEN IS AWARDED EMPHATIC FOR THE ADVERTISING COMPONENT ALSO IN THEIR ADVERTISING. BUT BUT BUT I'M NOT PUTTING THAT ESTABLISHED ON THE ADVERTISING NORMAL STIPULATION LIKE PAY ON RECEIPT FOR ALL THAT REALLY IS A NET FOR TOTAL. >> I THINK THAT THERE IS A MOTION TO GET A SECOND AND WE'LL DISCUSS THERE'S A MOTION OR TWO TO RECOMMEND SIXTY THOUSAND THAT THE AMOUNT REQUESTED TO BLUFFTON GULLAH HERITAGE CENTER IS THEIR SECOND. AND THEN WE'LL DISCUSS SECOND ANY DISCUSSION THERE? STEPHEN? YES. THE FULL 60 BEFORE HE FIRED 15 FOR ADVERTISING, 45 FOR FACILITIES FOR AND IF I GOT A QUESTION ON THAT SITE FOR ADVERTISING, IT'S THERE. THEY END UP NOT DOING IT. AH, HOW LONG DO YOU HAVE TO SPEND THIS MONEY? CAN YOU. YOU HAVE TO SPEND IT ON WHAT YOU APPLIED FOR. RIGHT. SO YOU USE IT OR YOU LOSE IT IN TWO YEARS TWO YEARS FOR THAT SAME SAME THING. >> OK, ANY OTHER DISCUSSION ON THIS? [01:50:05] I'M GOING TO ABSTAIN ON THIS. I DON'T FEEL COMFORTABLE. I DON'T KNOW ENOUGH ABOUT IT. I KNOW THAT WE'VE NEVER. NOT SINCE I'VE BEEN ON COUNCIL. IF WE DIDN'T GO THROUGH THE PROPER PROCEDURE THAT SAY I'M IN THE COMMITTEE, YOU KNOW, WE WE WILL WE ALLOW A LOT MORE MONEY IN SOME INSTANCES OR LESS . BUT WITH A TOTAL I MEAN WITH THE WOULD. WITHOUT THE RIGHT PROPER THE PROPER DOCUMENTATION AND STUFF THAT WE TELL THEM TO GET TO QUALIFY. I'M JUST GOING TO ABSTAIN FROM THE VOTE. BUT THAT'S WHAT I JUST PUT IN THE MOTION THERE. THEY HAVE TO APPROVE. THEY HAVE TO GET THERE. I REALIZE THAT BUT I DON'T THINK WE'VE EVER DONE THAT EITHER. NOT MY MEMORY. >> ANY OTHER SESSION? THEY HAVE ONE MEETINGS FOR ONE ABSTENTION, THREE VOTING ALL IN FAVOR. STEP OF SAYING I I OPPOSED 3 1 AND 1. ALL RIGHT. THE NEXT ONE WE HAVE IS THE HILTON HEAD SYMPHONY ORCHESTRA AMOUNT REQUESTED 38 3 7 4 AMOUNT RECOMMENDED 38 3 7 4 FOR TWO EVENTS. IT'S A TINY BIT ONE FOR OCTOBER 20TH WITH OUR ARTS AND SEAFOOD FESTIVAL AND A HOLIDAY POPS CONCERT ON NOVEMBER 26. AND IT'S FOR ADVERTISING AND THE FACILITIES THESE ANY QUESTIONS ON THIS? I DON'T KNOW IF Y'ALL WENT TO THE ONE IN THE PARK. IT NEVER HAD SO MANY POSITIVE EMAILS IN MY LIFE. SO THIS WAS IT WAS GOOD YOUNG TO OLD. IT WAS AMAZING. IT'S BEEN JUST GOING TO CHANGE YOUR NAME. YES. THAT'S PART OF THE GREAT BUSINESS HAS BLUFFTON SYMPHONY ORCHESTRA. I THOUGHT THIS WAS GONNA BE AN EASY NIGHT BUT RECUSED MYSELF. >> I SPOKE WITH KELLY ADDED WITH THE ARTS THE SEAFOOD FESTIVAL WHICH AM. >> OKAY, SO MR. CHAMBERS RECUSING HIMSELF. >> THE FOUR OF US CAN ASK QUESTIONS. ANY QUESTIONS OF THE FOUR OF US AMOUNT RECOMMENDED 3 8. 374 OUR MOTION TO APPROVE THEIR SECOND. ANY DISCUSSION? ALL IN FAVOR STEP OF SAYING I HIGH. >> THAT'S FOUR AND ONE RECUSAL ANYONE RECUSED IN THEIR SELF EVER HISTORIC BLUFFTON FOUNDATION. I GUESS I AM. SO LARRY, YOU'RE A GOOD I CAN'T SEE A WHOLE THING. YOU GOT A SCARLET SO YOU DON'T HAVE TO. MY HUSBAND'S A CHAIR OF YOU BUT YOU HAD A VOTE. YOU CAN STILL DO IT. YOU CAN. I DON'T THINK I CAN TALK AT ALL . >> WELL, I'M NOT. JIM SAID NO. I BELIEVE I'M GIVING YOU. THAT'S IT. OH, SORRY. YES, DON'T SAY NO. KICK IT OFF. EVERY AMERICAN AT THE HISTORIC PUFFIN FOUNDATION IS PART OF THEIR ANNUAL BUDGET REQUEST. THEY BUDGET OF ONE HUNDRED THIRTY FIVE THOUSAND FOR THE WELCOME CENTER AT THE HIT HAYWARD HOUSE. HERE'S THE BREAKDOWN OF THEIR BUDGET. AND AGAIN THEY ARE HERE AT HOUSE. WELCOME CENTER IS HANDLED DIFFERENTLY FROM A GMO. THEY ARE HANDLED ON A REIMBURSEMENT SO THEY SUBMIT TO A SUBSIDIZES AND ARE REIMBURSED ACTUALS UP THERE. DO NOT TAKE QUESTIONS ON THIS QUESTION FROM CARLSON SEE A EMOTION YOU SUPREME EMOTION WANT TO MAKE SURE YOU ON YOUR CHART. I MADE THE MOTION FOR SECOND SECOND AND A DISCUSSION ALL IN VIA I UNANIMOUS GUESS YOU TOLD HER THAT YOU WERE TAUGHT OK OK. >> ANYBODY NEED TO RECUSE THEMSELVES FROM SOCIETY OFTEN ARTIST ANY ARTIST IN THE ROOM. OK I'M RECOMMENDED SIXTEEN THOUSAND SIXTY THREE AMOUNT REQUESTED SIXTEEN THOUSAND SIXTY THREE CHRIS. AND THIS IS FOR THE ADVERTISING PROMOTION. WHAT WAS YOUR MARKETING REASONING FOR THIS? THE GALLERY EDUCATION CENTER LOOKED AT SIX CHURCH STREET AND OLD TOWN. >> ANY QUESTIONS? NO QUESTIONS. >> SANTORUM. A MOTION TO RECOMMEND TO APPROVE THE RECOMMENDATION OF SIXTEEN THOUSAND SIXTY THREE DOLLARS. THE SOCIETY OF BLUFFTON ARTIST I'LL MAKE THAT MOTION. WE'RE GOING TO HAVE A QUORUM OR SOMETHING. [01:55:01] >> SO I CAN THINK GET ANY DISCUSSION CAUSE THAT THEIR TOTAL BUDGET NUMBER OVER HERE I SHOULD HAVE AN ASSOCIATE BEGINNING. THIS IS JUST FOR THIS QUARTER. WAS THAT FOR THE YEAR? OKAY HERE. THANK YOU. THANK YOU. YEAH. GET YOUR FAMILY. OKAY. THAT'S IT I THINK. I LOVE SEEING THE LIST OF PEOPLE. I HOPE WE CAN DO MORE WORKSHOPS TO GET THE MESSAGE OUT THAT THIS MONEY IS AVAILABLE AS WE HAVE A LOT OF MONEY WE NEED TO HAND BACK OUT TO THE COMMUNITY. SO WELL DONE. THANK YOU VERY MUCH. WE WERE AS IF WE DID THAT FOR. >> YES, I READ THAT WAS HISTORIC BLUFFTON COUNTY SHOCKING. [XII.3. Consideration to Authorize Funding Not to Exceed Individual Project Budget Amounts for AsNeeded Materials Testing and Inspection Master Services Agreements with GHD Services, Inc. and F&ME Consultants, Inc. - Kim Washok-Jones, Director of Projects and Watershed Resilience] THANK YOU, CHRIS. AND TELL NATALIE WE MISSED HER. NEXT UP CONSIDERATION TO AUTHORIZE FUN NOT TO EXCEED INDIVIDUAL PROJECT BUDGET AMOUNTS FOR AS NEEDED MATERIALS TESTING AND INSPECTION MASTER SERVICES AGREEMENTS WITH G H D SERVICES INC. AND AN M E CONSULTANTS. MY K GREENVILLE. NO IDEA. GOOD EVENING MARIN AND COUNCIL . HERE TO NIGHT TO REQUEST APPROVAL TO AUTHORIZE FUNDING TO EXCEED 100000 FOR AS NEEDED MATERIALS TESTING INSPECTION SERVICES AS YOU KNOW ANY CONTRACT OVER A HUNDRED THOUSAND DOLLARS NEEDS TOWN COUNCIL APPROVAL. BACK IN NOVEMBER OF 2020 WE PUT OUT A SOLICITATION REQUEST FOR QUALIFICATIONS FOR MATERIALS TESTING TECHNICAL WORK AND WE RECEIVED FOR APPLICATION. AND WE SELECTED F.M. MINI AND GHG RIBAUT BEFORE COUNTY FIRMS AND THEY'VE DONE WELL FOR US. THEY'VE BEEN UNDER CONTRACT FOR NOW FOR ABOUT AN HOUR ABOUT A YEAR AND A HALF. OKAY. THEN WE GET THE AND ONE OF OUR CONTRACTS WITH GHB HIS APPROACHING EIGHTY FOUR THOUSAND DOLLARS. AND WE KIND OF EXPECT WITH UPCOMING CONSTRUCTION CONTRACTS THAT WE'RE GONNA HAVE IN THE NEXT THREE OR FOUR MONTHS TO START CONSTRUCTION PROJECTS NEED TO EXCEED THAT HUNDRED THOUSAND DOLLARS AMOUNT. NEXT SLIDE IS JUST THE BACKGROUND OF THE WORK THAT THOSE COMPANIES DO FOR US. A LOT OF GEO TECHNICAL WORK BEFORE AND DURING DESIGN AND THEN A LOT OF MATERIALS TESTING AND INSPECTION SERVICES DURING CONSTRUCTION AND WE HAVE SOME DUDE WE HAVE SOME SCADA TEAM PROJECTS COMING UP THAT WILL REQUIRE THESE FOLKS TO WORK ALONGSIDE OF US. SO OUR RECOMMENDATION IS FOR TOWN COUNCIL TO AUTHORIZE THE TOWN MANAGER TO ALLOW FOR THE TOTAL EXPENDITURES FOR THE MATERIALS TESTING AND INSPECTION AND MASTER SERVICES AGREEMENT TO EXCEED THE COMBINED AGGREGATE THRESHOLD OF ONE HUNDRED THOUSAND DOLLARS FOR MULTIPLE VIP PROJECTS DURING THE LIFE OF THE AGREEMENT. >> IN THIS CASE THEIR ANNUAL AGREEMENTS CAN BE EXTENDED UP TO FOUR ADDITIONAL YEARS WHILE THE AGGREGATE PAYMENT TO EACH FIRM MAY BE MAY EXCEED ONE HUNDRED THOUSAND DOLLARS OVER THE SPAN OF THE CONTRACT TERM SERVICES PROVIDED FOR EACH PROJECT WILL NOT EXCEED THE BUDGET AMOUNT FOR ANY PARTICULAR VIP PROJECT. SO THE FUNDS FOR THE MATERIALS TESTING MASTER SERVICE AGREEMENTS ARE PAID FOR OUT OF THE PROJECT BUDGETS. SO THERE'S NO THERE'S NET ZERO EFFECT ON THE BUDGET. SO REALLY THE NEXT STEPS WOULD BE APPROVAL. THIS ALLOWS VIP GROUP TO CONTINUE WITH ADDITIONAL GEOTECHNICAL AND INSPECTION SERVICES AS NEEDED TO COMPLETE OUR VIP PROJECTS FOR THE UPCOMING YEAR. IF YOU HAVE ANY QUESTIONS I'D BE HAPPY TO ANSWER THEM. WISE I THINK THERE IS A MOTION IN THE PACKET HAMILTON DON'T QUESTION WHAT MATERIAL TESTING DURING CONSTRUCTION YOU'RE TESTING YOUR BASE FOR COMPACTION YOUR TESTING OR ASK YOU CONCRETE FOR YOU KNOW STRENGTH THOSE KINDS OF THINGS. >> SO THOSE ARE KIND OF THINGS INCREASED DURING DESIGN WHERE WE'RE DOING BOARDINGS OR THAT KIND OF THING TO DETERMINE WHAT THE COMPACTION LEVEL IS ON EXISTING SOILS THAT KIND OF THING. THAT'S THAT'S ABOVE MY PAY GRADE. ENGINEERING. ANY OTHER QUESTIONS? IF NOT, IS OUR MOTION TO APPROVE ARTHUR AUTHORIZING THE [02:00:03] TOWN MANAGER TO ALLOW FOR TOTAL EXPENDITURES FROM THE MATERIALS TESTING AND INSPECTION MASTER SERVICES AGREEMENT WITH G H D SERVICES INC. AND F ENEMY CONSULTANTS AND TO EXCEED THE COMBINED AGGREGATE THRESHOLD OF ONE HUNDRED THOUSAND DOLLARS FOR MULTIPLE PROJECTS DURING THE LIFE OF THE AGREEMENT BUT NOT TO EXCEED INDIVIDUAL PROJECT BUDGETS FIRST NATIONALLY. ANY DISCUSSION ON FAVOR STEP OF SAYING I OPPOSE YOU. [XIII. Consent Agenda Items] GOOD JOB FOR AND YOU DID GREAT. THERE IS A CONSENT AGENDA WITH FIVE DIFFERENT ITEMS LISTED. THEY'RE ALL VERY IMPORTANT. I KNOW YOU'VE READ THROUGH THEM. IS THERE ANYTHING YOU WANT TO PULL FOR FURTHER DISCUSSION? IF NOT, IS THERE A MOTION TO APPROVE THE CONSENT AGENDA? SOME OF ANY DISCUSSION? ALL IN FAVOR. SAY A THING. IS EVERYONE IN THIS ROOM? HAS EVERYONE VOTED YET? TEN MORE MINUTES. IT IS A MADHOUSE TODAY. I MEAN WE HAD DIDN'T VOTE.
