SO PUBLIC COMMENT, NEXT WORKSHOP ITEMS, AND WE ARE ON OUR SECOND PART OF OUR BUDGET.

AND THIS IS CAPITAL IMPROVEMENT PROGRAM FUNDING FOR THOSE WATCHING THIS VERY IMPORTANT TO SEE WHERE YOUR MONEY IS SPENT.

UM, THIS PRESENTATION ISN'T AS LONG AS THE ONE ON TUESDAY, BUT, UM, WE DO HAVE KIM HERE AND HEATHER HERE TO TALK ABOUT PROJECTS ON THAT SIDE.

WE HAVE, UH, CHRIS AND NATALIE ON THIS SIDE TO TALK ABOUT FINANCES.

SO AS WE GO THROUGH AND YOU HAVE ANY QUESTIONS, I HAVE THE POWER TEAM HERE TO TALK ABOUT IT, AND WE CAN MAKE SURE THAT WE TRY TO GET ANSWERS TO YOUR QUESTIONS AS WE GO THROUGH.

SO THIS IS A SLIDE THAT WE HAD UP THERE ON TUESDAY WITH THE GOALS FROM COUNCIL.

ONE OF THEM BEING HER CAPITAL IMPROVEMENT PROGRAM TO INCLUDE HISTORIC DISTRICT SEWER CONNECTIONS, PROJECTS LIKE SQUARE POPE, UM, BRIDGE STREET IMPROVEMENT AND PEDESTRIAN SAFETY PARK IMPROVEMENTS AND SO FORTH.

SO WE'RE GOING TO GET INTO OUR CAPITAL IMPROVEMENT PROGRAM AND JUST TO GO THROUGH CONSOLIDATED BUDGET.

SO YOU GET AN IDEA OF WHAT THE CAPITAL IMPROVEMENT PROVEMENT PROGRAM FUND CONSISTS OF.

OUR OVERALL BUDGET IS A LITTLE, IT WAS ABOUT 16 AND A HALF MILLION DOLLARS RECOMMENDED FOR FISCAL YEAR 23 OF THAT, ABOUT 28 MILLION WITHIN THE CAPITAL IMPROVEMENT PROGRAM FUND.

YOU CAN SEE THAT AS IT'S BROKEN UP, IT'S ABOUT 46.2% OF OUR OVERALL RECOMMENDED BUDGET FOR NEXT YEAR WITH THE OTHER PORTION, BIGGEST PORTION BEING GENERAL FUND AT 41.1%.

SO WHAT DOES THE CAPITAL IMPROVEMENT PROGRAM FUND? YOU CAN READ THAT THERE FOR YOURSELF, BUT ULTIMATELY IT'S WHERE WE PUT ITEMS THAT ARE GOING TO COST $5,000 OR MORE.

AND, UM, BUILDINGS, ROADS, ET CETERA, THAT ARE $50,000 OR HIGHER AS WE BUILD PROGRAMS THAT WE NEED TO DEPRECIATE AND ACCOUNT AS CAPITAL ASSETS.

SO AS WE DO OUR CAPITAL IMPROVEMENT PROGRAM, WE FOLLOW A PROCESS TO MAKE SURE AS WE DETERMINE WHAT OUR PROJECTS ARE AND HOW WE'RE GOING TO IMPLEMENT THEM.

WE HAVE OUR GUIDING DOCUMENTS, WHICH YOU CAN SEE THERE.

THEY INCLUDE OUR STRATEGIC PLAN THAT WE JUST RECENTLY UPDATED WITH COUNCIL, OUR COMP PLAN THAT WE'RE ABOUT TO FINALIZE WITH COUNCIL.

WE HAVE OUR MAY RIVER WATERSHED ACTION PLAN, OUR NEIGHBORHOOD PLANS, OLD TOWN MASTER PLAN AND ALL THE OTHER ONES THAT WE'VE DONE TO GUIDE AND PROVIDE PROJECTS THAT WE WANT TO WANT TO COMPLETE.

UM, AS PART OF THOSE PLANS, WE DID THE REVIEW OF THE CURRENT NEEDS AND AVAILABLE FUNDING SOURCES, BRING THOSE TO TOWN COUNCIL FOR CONSIDERATION AND PRIORITIZATION, WHICH Y'ALL DID THINK TWO MEETINGS AGO.

AND, UM, THEN PLANNING COMMISSION DID THAT, UM, JUST RECENTLY.

AND THEN NOW WE'RE BRINGING IT TO YOU AS PART OF THE FISCAL YEAR BUDGET ADOPTION.

NOT AFTER THAT, WE TAKE IT AND WE PUT IT TO WORK AND Y'ALL KNOW, Y'ALL SEEN, SEEN THAT IN ACTION WITH THE PLANNING AND DESIGN COMMUNITY ENGAGEMENT, THE PROCESS THAT WE GO THROUGH TO GET THEM MOVING TOWARDS CONSTRUCTION.

AND THEN AFTER CONSTRUCTION IS COMPLETE, WE HAVE THE OWNERSHIP AND MAINTENANCE THAT CONTINUES FOR YOUR OVER A YEAR.

SO WHERE DO THOSE FUNDS COME FROM FOR FISCAL YEAR 23? YOU CAN SEE THE BIGGEST IS RECOMMENDED FOR THE, UH, UH, TAX INCREMENT FINANCING DISTRICT BOND THAT WE'RE PROPOSING.

THAT'S THE $9.85 MILLION THAT'S PROPOSED IN THERE.

THE NEXT COMES FROM OUR CIP FUND BALANCE.

AND THEN YOU HAVE TRANSFER IN FROM OUR CURRENT TIF, UM, TRANSFORMING FROM STORMWATER MUNICIPAL IMPROVEMENT, DISTRICT FUNDS, GRANTS, HOSPITALITY, TAX ACCOMMODATIONS TAX.

IT MAKES UP ALL OF THOSE GO TOGETHER TO MAKE UP ABOUT $28 MILLION THAT WOULD GO INTO CAPITAL IMPROVEMENT REVENUE THAT WOULD GO TOWARDS PROJECTS.

SO HOW'S THAT PLAN TO BE EXPENDED.

YOU CAN SEE FOR NEXT YEAR, ONCE THE TIF BOND IS COMPLETE, WE'RE ONLY ANTICIPATING SPENDING ABOUT LITTLE OVER $3 MILLION AT THE BOND AND NEXT YEAR'S BUDGET.

THE REMAINDER OF THAT WOULD GO INTO FUND BALANCE TO FINISH OUT THE BARN PROJECT WITHIN THE NEXT COUPLE OF YEARS, UM, YOU CAN SEE ABOUT 18% GOES INTO PARK PROJECTS.

THAT'S WHERE THE OTHER 3 MILLION WOULD GO WOULD BE PART OF THAT, WHICH IS AN, UM, NEW RIVERSIDE BARN AS WELL AS OTHER PROJECTS LIKE, UM, IMPROVEMENT SOURCE OF FACTORY, UH, OSCAR FRAZIER AND OTHER PARTS ABOUT THE TOWN THAT STORM WATER AND SEWER PROJECTS, LAND ACQUISITION,

UM, HOUSING IT PROJECTS.

AND THEN YOU CAN SEE THE REMAINDERS DOWN THERE TO COME UP WITH A TOTAL OF ABOUT $28 MILLION WORTH OF PROJECTS.

SO YOU SHOULD HAVE THESE SHEETS IN FRONT OF YOU PRINT IT OFF.

IT GETS A LITTLE TRYING TO READ.

SOME OF THIS LANGUAGE GETS A LITTLE TIGHT ON THE POWERPOINT SLIDES.

I WANT YOU TO HAVE IT IN FRONT OF YOU, SO YOU COULD FOLLOW ALONG IN THE PAPER IF IT MAKES IT EASY FOR YOU, IF YOU NEEDED TO MAKE NOTES OR ANYTHING.

THESE ARE JUST A LIST OF ALL OF THE PROJECTS THAT WE WOULD HAVE ACTIVE MOVING INTO FISCAL YEAR 22, 23.

UM, WE BREAK THEM UP INTO STORM, WATER AND SEWER.

YOU CAN SEE THOSE PROJECTS THERE.

UM, AND THEN AGAIN, LIKE I SAID, IF YOU HAVE ANY QUESTIONS ON THOSE PROJECTS, WE HAVE STAFF HERE AND I HAD TO BE ABLE TO ANSWER THOSE AS BEST AS WE CAN.

THE ONES THAT YOU SEE THERE WITH THE P ZERO ZERO XXX, THOSE ARE ONES THAT HAVE NOT BEEN ASSIGNED PROJECT NUMBERS.

YET.

THOSE ARE ONE NEW PROJECTS THAT ARE BEING PROPOSED GOING INTO FISCAL YEAR 22, 23.

STEVEN, THE, UH, THE SLIDE THAT WAS JUST BEFORE THAT HAVE THE LAND ACQUISITION AT 4.5, UH, 4.7.

I THOUGHT IT WAS 3.5.

UM, A REMINDER.

AND I HAD A NOTE ON HERE AND I DID NOT HIT THAT.

WE ADDED THE $1.2 MILLION, BUT COUNCIL COUNCIL APPROVED AT THE LAST COUNCIL MEETING THE LAND, THE ACQUISITION OF BUCK WALTER.

SO THE LAND ACQUISITION COST WENT UP BY THAT $1.2 MILLION.

OKAY.

SO WHERE IT WAS, UM, WOULD HAVE BEEN 3.5, IT SHOWS IT'S NOW INCLUDED IN THERE.

OKAY.

YOU'RE SHOWING IT AS A BUDGET ITEM MOVING HERE.

YEAH.

AND THEN BACK TO THE NEXT MONTH, I MEAN, EXCUSE ME, THE ONE THAT YOU WERE THE PROJECTS.

THE, UH, ONE QUESTION I HAD IS, UM, IT HAS BEEN WITH US FOR QUITE A WHILE, BUT THE STONY CREEK CAMPGROUND UNTIL, AND THAT'S A 20, 23 PROPOSED PROJECT, BUT I DON'T KNOW THAT THE COUNTY'S ANYWHERE NEAR WHERE THEY NEED TO BE TO DO WHAT THEY NEED TO DO FOR US TO MOVE FORWARD.

ARE THEY, UH, I REACHED OUT TO ERIC TODAY ON THAT I'M WAITING ON A RESPONSE FROM HIM.

UM, OUR CONVERSATION THAT WE HAD HAD PREVIOUSLY WAS AS PART OF THEIR ARPA FUNDS, THAT THEY WERE INCLUDING FUNDS FOR SEWER PROJECTS TO INCLUDE STONY CREST, UM, TH THAT PROJECT.

SO I FOLLOWED BACK UP, I EMAILED HIM TODAY ACTUALLY TO ASK HIM IF HE CAN VERIFY THAT THAT MONEY'S THERE BECAUSE WE'RE ALSO MEETING WITH BJ WSA, I THINK, IS IT NEXT WEEK OR THE WEEK AFTER TO TALK ABOUT CAPITAL PROJECTS MOVING FORWARD AND MAKE SURE WE'RE ON THE SAME PAGE.

AND I'D LIKE TO HAVE AN ANSWER FOR THAT.

SO WHEN WE MEET WITH BJ WSA, WE CAN SAY, THE COUNTY DID HAVE THE FUNDING IN THERE.

LET'S GO AHEAD AND EXPEDITE THIS ONE AND MOVE IT, MOVE IT FORWARD.

THE HOPE WOULD BE, AND I RELAYED THIS TO HIM AS WELL IS IF THEY CAN GUARANTEE THEIR FUNDING, WE'VE GOT OUR FUNDING.

BJ WSA HAS THEIRS, AND WE CAN START MOVING THIS PROJECT FORWARD INTO DESIGN.

THERE'S $900 MILLION HAS BEEN SET ASIDE FOR WATER AND SEWER PROJECTS THROUGH THE STATE IS THAT WE CAN WORK WITH BJ WSA TO HOPEFULLY APPLY FOR THOSE FUNDS AND EXTEND OR REDUCE OUR OVERALL COST TO GET THIS PROJECT DONE.

BUT IF WE MISS THIS OPPORTUNITY NOW, THEN WE MAY NOT BE ABLE TO, THOSE FUNDS ARE GOING TO GET EATEN UP BY OTHER AGENCIES.

SO WE'RE, NOW'S A GOOD TIME TO TRY TO MOVE THIS FORWARD AND GET THAT APPLIED.

SHALL WE SAY THAT WE WOULD PROCEED BEFORE THE COUNTY PASSES THEIR CONNECT ORDINANCE ORDINANCE CONNECT? UM, WE WOULD HAVE TIME TO GET THAT DONE BECAUSE WE STILL HAVE TO PUT THIS INTO ENGINEERING AND GET DESIGNED AND GET A BID.

SO WE WOULD HAVE TIME FOR THEM TO GET THAT IN PLACE.

AND WE ARE IN, AND WE'VE SHARED THAT WITH THEM AS WELL.

AND HE DID TELL ME THAT THE VERY FIRST PRESENTATION THAT, THAT WAS IN THERE.

SO WHAT IT IS NOW, WHO KNOWS.

SO IT'D BE NICE TO GET IT RIGHT.

AND IT SHOWS AS, UM, LIKE WATER AND SEWER PROJECT, IT DOESN'T SPECIFICALLY LIST THEM.

SO THAT'S WHY I WANT TO GET IT IN WRITING FROM THEM THAT THAT IS THERE, BECAUSE IF IT IS THEN WE CAN, WE'VE GOT THE FUNDS.

WE CAN GO AHEAD AND EXPEDITE THAT ONE AS WELL.

SO I'M WAITING ON AN ANSWER FROM HIM FOR MY EMAIL TODAY.

SO THE ROAD PROJECTS THERE, WE TRIED TO BREAK THESE UP IN CATEGORIES.

AND, UM, SO THEN WE GO TO FACILITIES AND Y'ALL KNOW, SQUIRE, POPE, CARRIAGE HOUSE WITH THE US, UH, USING A TAX FUNDS TO MOVE THAT FORWARD.

WE'RE HOPING TO EXPEDITE THAT PROJECT FASTER.

UM, WE'VE ALREADY AWARDED THE STABILIZATION ON THAT.

SO WE'RE HOPING TO CONTINUE TO MOVE THAT ONE FORWARD AT A FASTER PACE.

IT'S A COMPLETED, OH, THAT WAS QUICK.

I SAW THE FRAMING UP IN THERE, BUT I DIDN'T KNOW IF THEY HAD DONE THE CHIMNEY EVERYTHING.

IS IT POSSIBLE SINCE WE DID THAT SO QUICKLY.

UM, AND WE USED A TAX DOWN THE, YOU KNOW, GIVE IT SOME SPACE, BUT TO MOVE INTO THE SIMILAR

THING WITH SARAH RALEIGH HOOKS, UM, WE HAVE IN THERE FOR NEXT YEAR TO ACTUALLY FIGURE OUT WHAT THE FUTURE USE IS GOING TO BE AND WHAT WE NEED TO DO TO, TO, UM, RENOVATE IT.

BUT ONCE WE FIGURE ONCE WE COMPLETE THAT, THE PLAN FOR IT, WE CAN DEFINITELY DO WELL.

I WOULDN'T SAY DEFINITELY.

I WOULD SAY IT DEPENDS ON WHAT THE USE IS GOING TO BE, BUT I W I WOULDN'T SEE WHY WE WOULDN'T BE ABLE TO USE THOSE FUNDS AS WELL, JUST LIKE WE WERE DOING ONTO OUR PUPS.

AND SO WHAT'S THE NEXT PHASE NOW THAT THE STABILIZATIONS HAS BEEN DONE NOW, IT'S GOING TO BE GETTING IT STARTING WORK ON THE INTERIOR RENOVATIONS FOR THE METERS PLAN FOR RESTORATION, AND THEN IT WILL BE MOVING FORWARD TO ITS USE AS THE TOWNS NEW WELCOME CENTER.

AND AS A BID BEEN, UM, ACCEPTED ON THAT YET, OR THAT'S SOMETHING THAT WE'RE GOING TO BE DOING.

WE HAVE NOT PUT THAT OUT YET.

PAUL, THE NEXT STEP WE WOULD NEED TO DO IS TO GO BACK AND ASK FOR ADDITIONAL FUNDING FROM THE ATTACK COMMITTEE AND MAKE SURE WE CAN GET SOME ADDITIONAL FUNDS TO MOVE THAT FORWARD SO THAT WE HAVE THE FUNDS SITTING AVAILABLE SO WE CAN PUT IT OUT TO BID.

SO WE CAN UPDATE THAT, UM, PRICING ESTIMATE AND, AND THEN GO BACK AN ESSAY TACK FOR ADDITIONAL FUNDS LIKE WE DID LAST TIME AND THE FUNDS FROM A TAG THAT WAS FOR JUST THE STABILIZATION, THE STABILIZATION, THE INTERIOR AND EXTERIOR STABILIZATION.

SO I'M SORRY TO KEEP DOWN ON SARAH RALEIGH HOOKS.

I'M JUST TRYING TO THINK OF A TIMELINE AND HOW LONG IT'S TAKEN TO GET TO THIS POINT FOR SQUARE POPE.

THAT'S OUR ONGOING POLICY WHERE WE HAVE SEWER CONNECTIONS FOR PEOPLE WHO WANT TO CONNECT AND THROUGH OUR PROGRAM AND CAN QUALIFY FOR CERTAIN PERCENTAGE OF REIMBURSEMENT FROM THE TOWN.

UM, GO THROUGH SCHULTE NEIGHBORHOOD IMPROVEMENTS, PHASE TWO, WE HAVE SQUARE POPE CARRIAGE HOUSE, AS WE SAID, WE'RE EXPEDITING THAT ONE FORWARD.

NOW.

UM, WE HAVE THE ROTARY COMMUNITY CENTER FACILITY IMPROVEMENTS THAT ONE GOT PUSHED BACK A LITTLE BIT, JUST TRYING TO FIND A TIME WHEN IT'S NOT BEING USED SO WE CAN GET IN THERE AND ACTUALLY MAKE THE IMPROVEMENTS.

AND THE GOAL WOULD BE JULY COUNCIL MEETING TO BRING THE TIFF EXTENSION AND FINANCING TO COUNCIL FOR APPROVAL FOR IN JULY AND AUGUST, SO THAT WE CAN DO THE FINANCING AND MOVE FORWARD WITH THE MOVE, THE EXPEDITE, THE BARN AND NEW RIVERSIDE BARN AND PARK PROJECT.
