I'VE BEEN HERE SINCE OCTOBER, UM, WORKED IN SEA PINES COMPANY, WORKED FOR ALL THE MARRIOTTS ON THE ISLAND AND JUST RECENTLY CAME FROM, COME OUT OF BLUFF.
SO I HAVE A RESORT HOSPITALITY BACKGROUND AND WHEN THE TOWN MANAGER BASICALLY INTERVIEWED ME AND HIRED ME AND HE GOES, I WANT BASICALLY HILTON HEAD TO LOOK AS GOOD, IF NOT BETTER OUTSIDE OF THE GATES THEN INSIDE OF THE GATE.
SO THAT IS THE TASK THAT THESE GENTLEMEN AND MYSELF HAVE BEEN ENLISTED IN AND GOT A LOT OF GREAT THINGS TO SHOW YOU.

UH, MOST OF EVERYBODY I'M HOPING THIS VISITED ALL THESE GREAT PLACES, 16 RESTROOM FACILITIES, OVER 1500 BEACH PARKING SPOTS, UH, 304 BEACH TRASH CANS.
THOSE ARE LOCATED ON THE BEACH THEMSELVES.
AND THEN WE HAVE 76 ON OUR BEACH PARK.
WHAT HAVE WE BEEN DOING FOR THE LAST REALLY IT'S BEEN ABOUT EIGHT MONTHS, NOT A YEAR IS A REALLY ASSESSING OUR FACILITIES AND OUR ASSETS, AND THEN MAKING IMPROVEMENTS TO THEM.
ONE OF THE BIGGEST BANG FOR OUR BUCK THAT WE'VE, WE'VE DONE.
AND I GIVE ALL THESE GUYS CREDIT ARE THE INSTALLATION OF OUR NEW MOBI MATS AND RE POSITIONING OF OUR MOBI MATS AROUND OUR BEACH ACCESS AREAS.
UM, NOT ONLY DO THEY LOOK FABULOUS, BUT THEY ALLOW EVERYBODY TO ACCESS THE NUMBER ONE AMENITY THAT WE HAVE, WHICH IS THE BEACH, UH, FROM WHEELCHAIRS TO BIKES, TO DAD, CARRYING 16 KIDS AND FOUR COOLERS AND SIX WAGONS AND ALL THAT KIND OF STUFF.
IT'S A LOT EASIER TO GET TO THE BEACH GOING ON ONE OF THE MATS.
AND THEN THROUGH THE SAND ALSO UPGRADING AND IMPROVING OUR, UH, RESTROOM FACILITIES.
THE PICTURE TO THE LEFT IS ACTUALLY FOLLY FIELD, WHICH WAS TAKEN DOWN ALL THE WAY TO THE STUDS.
A FLOOR WAS ROTTEN OUT, REBUILT BACK IN ALL OF OUR BEACH PARK BATHROOMS HAVE FOXY FLOORS.
UM, WE'VE GOT THE NUMBER 16 BEACH IN THE NATION AND I'M A BIG COMPETITOR.
SO HOW DO WE MAKE IT NUMBER ONE? WELL, YOU ADD LIGHTING.
UM, WE'VE ADDED SOME, UPLIGHTS SOME DOWNLIGHTS THESE GUYS HAVE DONE A LOT OF IMPROVEMENTS ON, UH, CHANGING OUT BOARDS, PAINTING PRESSURE, WASHING, UH, DOING ALL THOSE KINDS OF THINGS.
DECK REPAIRS, A LOT OF REPAIRS AT DREES IN AN ISLANDERS.
UM, AGAIN, I'VE BEEN VACATIONING DOWN HERE FOR 40 YEARS.
IMAGINE THAT, AND I THINK THE PICTURE ON THE LEFT IS FROM 40 YEARS AGO.
SO WE ACTUALLY PUT SOME NEW PAINT ON A LOT OF OUR BUILDINGS.
THEY JUST NEED SOME TLC, A LOT OF LANDSCAPING IMPROVEMENTS IF YOU'VE BEEN DOWN AT COLIGNY AND THIS IS ACTUALLY THE PICTURE NEXT TO THE HAWK SIGNAL ON THE PARKING LOT SIDE, UM, USED TO BE A LOT OF PINE STRAW AND JUST WASN'T VERY ATTRACTIVE.
UH, GOT NEW SOD AND PLANNINGS ALL IN THERE.
THESE GUYS ARE ALSO FOCUSING ON THE BEACH AS WELL.
AND, UM, ONE OF THE BIGGEST NEEDS THAT THESE GUYS HAVE FOUND IS, ARE DOING FENCING, UM, ARE DOING FENCING IS CRITICAL TO OUR DUNE CREATION.
AND A LOT OF THESE STUDENT FENCES WERE IN MAJOR NEED OF REPAIR.
SO SINCE YOU KNOW, LATE LAST YEAR, THESE GUYS HAVE REPAIRED OVER 125 DUNE FENCES ALONG OUR COASTLINE.
TRASH TRASH IS OUR BIGGEST PRIORITY.
AND THESE NUMBERS HERE WERE KIND OF STAGGERING.

SO STAFF DEVELOPED A PLAN, WHICH INCLUDES AN INITIAL ORIENTATION, UH, AN ONBOARDING ORIENTATION, AND THEN QUARTERLY ONGOING EDUCATIONAL OPPORTUNITIES.
UH, STAFF WILL PRESENT THE PLAN IN FULL TO THE GALA TASK FORCE.
WE RECEIVED SOME INITIAL RECOMMENDATIONS AND REVIEW FROM THEM, UH, AT THE NEXT CALL, A TASK FORCE MEETING, WE'LL PUBLISH THE ENTIRE

PLAN AND ADVANCE THE MEETING.SO THE TASK FORCE HAS THE OPPORTUNITY TO REVIEW IT.

UM, THEN STAFF WILL IMPLEMENT THE PROGRAM.

ESTABLISH AN OPEN AIR GULLAH MARKET.
THIS IS A CULTURAL PRESERVATION PROJECT IN WHICH THE TOWN IS A SUPPORTING AGENCY.
THE LEAD AGENCY IS THE NATIVE ISLAND BUSINESS AND COMMUNITY AFFAIRS ASSOCIATION.
THE TOWN HELPED THEM DEVELOP A, A PLAN, A MARKETING PLAN, AND DISCUSS THE LOCATION OF THE MARKET, WHICH IS PROPOSED TO BE A MONTHLY MARKET.
UH, THERE WAS A DESIRE CERTAINLY TO HAVE THE MARKET CLOSER TO A NEIGHBORHOOD.
UH, NIBCO DID SELECT THE LOW COUNTRY CELEBRATION PARK AS THE INITIAL LOCATION FOR THE MARKET.
AND THAT'S IN CONSIDERATION OF TOWN FACILITIES AND AVAILABLE PARKING.
UM, THERE WAS A SUCCESS, A SUCCESSFUL MARKET IN DECEMBER.
UM, AND SO THEY'D LIKE TO FOLLOW UP ON THAT SUCCESS.
SO THEY'RE COORDINATING WITH THE EYELID REC WHO MANAGES THE PROPERTY, UH, TO HOLD THOSE MONTHLY MARKETS, UH, STAFF WILL PROVIDE COMMUNICATION SUPPORT.
AND WHEN THE USDA'S 78 PROJECT IS COMPLETE CONSIDERATION OF AN ALTERNATIVE LOCATION FOR THE MARKET CLOSER TO THE NORTH END OF THE ISLAND, TEMPORARY AND SEASONAL SIGNS, THIS IS A PUBLIC POLICY INITIATIVE THAT IS TOWN LED.
UH, THE INITIAL DISCUSSION THAT STAFF PRESENTED WAS THAT THERE WAS A DESIRE TO HAVE, UH, SIGNS THAT WOULD IDENTIFY ALL THE BUSINESSES.
AND THOSE WOULD BE AVAILABLE THROUGHOUT THE HISTORIC NEIGHBORHOODS, WHICH AS, YOU KNOW, COVER A LARGE AREA OF THE ISLAND.
UH, THERE WERE SOME CONCERNS ABOUT THE BREADTH OF THOSE SIGNS.
THE NUMBER OF SIGNS WOULD BE DISPLAYED.
AND SO STAFF REVISITED THAT AND WITH THE GULLAH TASK FORCES, UH, GUIDANCE IDENTIFIED 10 BUSINESSES THAT WE THINK WOULD ACTUALLY BENEFIT FROM THE SIGNS.
SO OUR NEXT STEPS ARE TO, UH, WORK WITH NITKA TO DISCUSS HAVING, UH, SIGNS THAT ARE ALREADY LMO COMPLIANT, THAT THOSE BUSINESSES CAN USE, UH, DISCUSS THOSE WITH THE BUSINESSES, SEE IF THOSE WORK, UM, IF THOSE SIGNS DON'T WORK AND ADDITIONAL AMENDMENTS NEED TO BE MADE TO THE LMO TO ACCOMMODATE SIGNS, THAT WILL BE MORE SUITABLE STAFF WOULD BRING FORWARD A RECOMMENDATION TO TOWN COUNCIL AT THAT TIME FOR THOSE SIGNS AND THE LAST RECOMMENDATION, IT'S A PUBLIC POLICY RECOMMENDATION TO ESTABLISH AN OVERLAY DISTRICT.
I KNOW YOU ALL ARE VERY FAMILIAR WITH US, UH, FOR THE BENEFIT OF THE PUBLIC.
THAT INITIAL RECOMMENDATION WAS AN OVERLAY DISTRICT THAT COVERED THE HISTORIC NEIGHBORHOODS ON THE ISLAND.
UM, PARTS OF THAT, UH, OVERLAY DISTRICT WERE APPROVED BY BY TOWN COUNCIL.
UM, THOSE WERE THE FAMILY COMPOUNDS OF FAMILY SUBDIVISIONS AND SOME AMENDMENTS TO DEVELOPMENT REGULATIONS ON THOSE PROPERTIES TO MAKE IT EASIER TO DEVELOP THOSE PROPERTIES.
UM, WITH THE BENEFIT OF WORKING WITH PROPERTY OWNERS IN THE HISTORIC NEIGHBORHOODS, STAFF HAS IDENTIFIED A LIST OF, UH, CONTINUING CHALLENGES FOR PROPERTY DEVELOPMENT, AND WE PRESENTED THOSE TO THE TASK FORCE, UH, FOR THEIR REVIEW AND INPUT.
SO THINGS SUCH AS, UH, ADDRESSING, UM, ACCESS, UH, PRESERVATION OF HEIRS PROPERTY GENERALLY, BUT SPECIFICALLY TRYING TO CLEAR TITLE AND THE COST ASSOCIATED WITH DEVELOPMENT.
SO THERE'S STILL SOME CHALLENGES THAT FOLKS ARE FACING AND STAFF'S RECOMMENDED PRIORITY IS TO FOCUS ON FINDING SOLUTIONS TO THOSE ISSUES AND BRINGING THOSE HORTA TOWN COUNCIL AS SOON AS POSSIBLE.
UM, AND THEN REVISITING THE ADDITIONAL CODE MODIFICATIONS THAT WERE PART OF THE ORIGINAL OVERLAY DISTRICT, UH, UPON THE COMPLETION OF THE CONDITIONS AND TRENDS ASSESSMENT, AND THE CREATION OF THE GROWTH FRAMEWORK AND ISLAND MASTER PLAN.
AND THAT WOULD BE FOURTH QUARTER 2022.

AND THE COMMITTEE MET FOR 10 SESSIONS, UM, EVERY WEEK, 17 GENDERS, UM, REPRESENTING EACH OF THE COUNTY DISTRICTS AS WELL AS HE SHOULD IN MUNICIPALITIES.
UM, THE RECOMMENDATION, WHICH I'M SURE YOU HAVE A COPY OF, UM, WENT TO THE PUBLIC FACILITIES COMMITTEE OF THE COUNTY COUNCIL, UM, YESTERDAY EVENING.
AND IT WAS UNANIMOUSLY MOVED FORWARD TO THE FULL COUNCIL FOR FIRST READING, A COUPLE OF HIGHLIGHTS ON THAT THERE WAS NOT UNANIMITY OR EVEN CLOSE TO YOU IN ANONYMITY ON WHETHER OR NOT THIS SHOULD GO TO A REFERENDUM THIS YEAR OR AT ALL.
UM, OBVIOUSLY WITH THE PRESENT FINANCIAL CLIMATE, UM, FOLKS, RETIREMENT SAVINGS ARE VERY MUCH BEING AFFECTED.
INFLATION IS AT AN ALL TIME HIGH FUEL PRICES.
FOOD PRICES, UM, ARE ALL SKYROCKETING AND FOR THE FORESEEABLE FUTURE, WE'LL PROBABLY GO UP.
SO WHETHER OR NOT THE, THE CITIZENS OF BUFORD COUNTY HAVE AN APPETITE TO TAX THEMSELVES ANOTHER 1%, UM, AT THIS TIME, UM, IS GET TO BE SEEN.
SO IT'S BE UP TO THE COUNTY COUNCIL.
WE DID NOT RECOMMEND A TIMEFRAME IF I HAD MY RECOMMENDATION WOULD BE, UM, FAR OFF IN THE FUTURE, MAYBE POSSIBLY 20, 24, UM, BECAUSE I JUST DON'T BELIEVE THE TAXPAYERS WOULD BE UP FOR THAT TYPE OF AN INCREASE.
UM, THE RECOMMENDATION WAS TO, FOR 1% SALES TAX, UM, TO RAISE $700 MILLION OVER A 10 YEAR PERIOD FOR A VARIETY OF TRANSPORTATION, UH, RELATED PROJECTS, UM, DIRECTLY RELATED TO HILTON HEAD ISLAND.
UM, IT WAS ABOUT $80,000 OF 40, OR EXCUSE ME, $80 MILLION, UH, 40 MILLION FOR STRICTLY MUNICIPAL PROJECTS WITHIN THE TOWN AND ANOTHER 40 MILLION, UM, TO AID IN THE QUARTER REVIEW, WHICH IS THE BRIDGE AND 2 78 QUARTER PROJECT.
UM, THERE WERE OTHER, UM, PIECES IN THERE THAT WOULD BENEFIT HILTON HEAD.
UM, THERE WAS 60 MILLION FOR ROAD RESURFACING THROUGHOUT THE COUNTY, INCLUDING MUNICIPALITIES.
UM, THERE WAS IT, UM, FUNDS TO MAKE OUR SIGNALIZATION SMARTER, UH, AND OVER THOSE, YOU KNOW, WE'D BENEFIT THE TOWN.
ONE OF THE THINGS I BROUGHT UP IS THAT, YOU KNOW, ALTHOUGH IT'S A $700 MILLION EXCURSION, UM, A VERY LARGE DISPROPORTIONATE AMOUNT OF THOSE FUNDS, IF THIS EVER PASS WOULD BE RAISED BY THE TOWN OF HILTON HEAD, WE PROBABLY HAVE THE, WE'D HAVE THE GREATEST ECONOMIC IMPACT, UM, ON THIS PARTICULAR TAX, JUST BECAUSE OF THE NUMBER OF PEOPLE THAT

LIVE HERE PERMANENTLY AND THE AMOUNT OF TOURISM, UM, WE ATTRACT IT, DOESN'T COME CLOSE TO THE OTHER MUNICIPALITIES OR THE OTHER UNINCORPORATED AREAS OF THE COUNTY.AND I THINK THEY'RE VERY MUCH AWARE OF THAT.
UM, THESE ARE MUCH NEEDED PROJECTS.
ACCORDING TO OFFICIALS, SOME OF THESE PROJECTS SHOULD BE STATE PROJECTS.
SOME OF THESE PROJECTS SHOULD BE THE DOMINION OF THE TOWN OF HEARTY BILL, WHO, AS I'M SURE EVERYONE IS AWARE, UM, APPROVED, UH, MANY, MANY, UH, SUBDIVISIONS TO BE DEVELOPED.
UM, BUT REALLY DIDN'T DID NOT HOLD THOSE DEVELOPERS, UH, FEET TO THE FIRE, UM, FOR THE INFRASTRUCTURE THAT WILL BE NEEDED OUTSIDE OF THOSE DEVELOPMENTS TO FEED THAT ADDITIONAL, ADDITIONAL TRAFFIC SO THEY ARE NEEDED.
UM, IT'LL BE A QUESTION OF WHEN THIS NEEDS TO HAPPEN AND WHO'S GOING TO PAY FOR IT.
SOME OF THIS MONEY WILL BE LEVERAGED WITH, WITH STATE MATCHING FUNDS, AS WELL AS FEDERAL FUNDS.

UH, THE FIRST 500,000 FOR FISCAL 2020 TO HAVE BEEN AWARDED THE PROCESS WORKS AND THE AWARDS SEEM TO BE MOST APPROPRIATE.
THE SECOND AGENDA ITEM WAS A REPORT BY JOHN TROYER, OUR CFO ON THE 10 MONTH OPERATING RESULTS FROM THE TOWN, THE SOURCES OF REVENUE, UH, SEEM TO BE, UH, MOST APPROPRIATE.
THE TRENDS ARE POSITIVE, UH, EXPENSES TO DATE, UH, ARE AS PER BUDGET.
AND THERE'S NO UNEXPECTED VARIANCES IN EXPENSES, UH, FUND BALANCES CONTINUE TO GROW, UH, AND THROUGH 10 MONTHS, UH, THE REPORT WAS POSITIVE.

AND, UM, UM, THE COMMON THING ON ALL FIVE OF THESE RIDES IS THAT AT TIMES I'VE BEEN ABOVE 15 MILES PER HOUR, ALMOST ALL TIMES, I'VE BEEN AT ABOUT 12 TO 15.
UM, THREE OF THOSE RIDES, ROMAN I E BIKES LABELED.
YOU CAN TELL EXACTLY WHO THEY ARE.
THEY GOT MY PHONE NUMBER ON THEM, BUT ONLY ONE OF THOSE RIDES WOULD HAVE BEEN IN VIOLATION OF THE SPEED ORDINANCE.
AND IT WOULD HAVE BEEN A POSSIBLE FOR ANYBODY TO KNOW.
SO I THINK YOU'RE GONNA HAVE A REAL PROBLEM WITH TRYING TO FIGURE OUT BECAUSE THE REALITY IS A LOT OF PEOPLE ARE RIDING THEIR E-BIKES WITHOUT PEDAL ASSIST THE RIDING THEM AS BIKES.
AND IT'S VERY EASY TO GO 12, 14, 50 MILES PER HOUR ON A BIKE, WHICH I DO ON MY ROAD BIKE WITHOUT THE PEDAL ASSIST EVEN DOING ANYTHING.
AND THAT'S WHAT I DID RIDING OVER HERE TODAY.
BUT IF YOU SAW ME COMING BY ON MY BIKE, I WOULD HAVE BEEN A NUISANCE.
SO I THINK THERE'S A REAL, MORE THOUGHT THAT'S GOT TO BE PUT INTO THE 12 MILE PER HOUR GOVERNING COMPONENT OF THE ORDINANCE.

UH, WE START WITH THE BASIC CONCEPT THAT THE ISSUE WE'RE CONCERNED ABOUT IS SAFETY AND WHERE THAT TRANSLATES TO IN PRACTICALITY IS SPEED.
STARTING WITH BIKE SHOPS WHO RENT.
AND SO E-BIKES IS CERTAINLY REASONABLE, BUT GOING THROUGH THE BIKE SHOP IS ONLY DEALING WITH A SMALL PART OF WHAT THE, WHAT THE ELECTRIC BIKE POPULATION IS IN THE COMMUNITY.
SO IT'S A GOOD START, BUT WE HAVE TO RECOGNIZE THERE'S A LOT MORE E-BIKES AROUND THE, THOSE THAT COME THROUGH THE BIKE SHOPS.
UH, AS JIM MENTIONED, USING THE GOVERNOR ON AN E-BIKE AS A MEANS OF LIMITING SPEED IS IN MY JUDGMENT AND THE JUDGMENT OF THE COMMITTEE, NOT THE BEST WAY TO DEAL WITH IT.
UH, GOVERNORS ON THE E-BIKES, IF YOU WANT TO SET 12 ON A PATHWAY, WHICH I THINK IS MAYBE IT SHOULD BE DIFFERENT THAN OTHER AREAS.
THOSE SAME BIKES CAN BE WRITTEN IN THE ROADWAYS.
THEY CAN BE WRITTEN OUTSIDE OF HILTON, HEAD IN BLUFFTON.
THEY CAN BE TAKEN HOME IF THEY'RE BY VISITORS AND USED ELSEWHERE, UH, WRITERS ARE NOT GOING TO BE HAPPY IF THEY HAVE TO LIMIT TO 12 MILES IN PLACES WHERE IT'S NOT NEEDED AND NOT REQUIRE.

AND THAT DESIGN MANUAL DESCRIBES A SHARED YOUTH PASS, SHARED USE PATHWAY AS NON-MOTORIZED, THAT'S WHAT WE HAVE ARE SHARED USE PATHWAYS.
UM, AND I PROVIDED THE TOWN WITH EVIDENCE OF MEASUREMENTS OF PATHWAYS IN THE SOUTHWEST BEACH AREA WHERE OFTEN WALK.
UM, AND A LOT OF THOSE ARE EVEN UP TO A LITTLE OVER FOUR FEET WIDE.
UM, THERE'S A LOT OF THE PATHWAYS AND BEAUTIFUL PATHWAYS THAT GO AROUND TREES AND AROUND CURVES.
UH, IT, US A GREAT SCENIC VIEW, EXCEPT FOR WHEN YOU'RE RIDING FAST ON A BIKE, WHICH I DO NOT DO ALL THOSE PATHWAYS.
I LOOK FOR STRAIGHTAWAYS WHEN I DO THAT OR GO OTHER PLACES WHERE YOU HAVE SAFE STRAIGHTAWAYS E-BIKES ARE VERY HEAVY.
UM, EVEN WITH THE NEW DESIGNS, THEY'RE MUCH HEAVIER THAN CERTAINLY THAN ROAD BIKES OR WITH COASTER BIKES.
AND AT THAT SPEED, AND WITH THAT WEIGHT, THEY ARE DANGEROUS.
I'VE ALMOST BEEN CLIPPED TWICE BY ANY BIKE ON THE PATHWAYS.
AND GENERALLY I'M PRETTY AGILE ON MY FEET TO TRY TO GET OUT OF THE WAY, BUT I, I WOULD ENCOURAGE YOU TO KEEP THE ORDINANCE THE WAY IT IS, WHICH DOES NOT ALLOW MOTORIZED VEHICLES.
UM, IF, IF YOU LOOK DAILY AT THE HIGH TRAFFIC AREAS, I'VE ALSO STARTED AS A BIKE AMBASSADOR, PEDALED HILTON HEAD AS ONE OF THE RIDE LEADERS.
UM, BUT, UM, YOU KNOW, I SPENT A LOT OF TIME ON THE PATHWAYS.
UM, AND IF YOU LOOK AT ALL THE DIFFERENT KINDS OF USES THAT WE HAVE, THERE'S GOING TO BE A CONFLICTING USES.
NOW PEOPLE WALKING THEIR DOGS, PEOPLE, UH, WITH CHILDREN ON THE PATHWAYS, CHILDREN, BIKING, UH, YOU KNOW, SOMEONE TAGALONGS AND SOME ON LITTLE BIKES, THEMSELVES, FOLKS OF A MORE EXPERIENCED GENERATION LIKE ME ON BIKES THAT THEY HADN'T BEEN ON IN A WHILE.
AND WE HAVE A LOT OF FOLKS ON THE PATHWAYS.
I WOULD ESPECIALLY URGE YOU TO TAKE A CAREFUL LOOK AT THE HIGH TRAFFIC AREAS, WHICH THE BIKE AMBASSADORS CAN IDENTIFY AND TO PROHIBIT E-BIKES ALL KNOWS THEY SHOULD NOT BE ON OUR PATHWAYS.
THEY'RE NOT DESIGNED FOR THEM.
THE LAST THING I WANT TO MENTION IS THE BEACHES THEMSELVES.
UM, WE GENERALLY ONLY BIKE, UM, AT LOW TIDE BECAUSE THAT'S WHEN THERE'S A LOT OF SPACE, THERE ARE PARTICULAR AREAS WHERE YOU HAVE NO FISHING WHERE THERE'S A LOT OF SWIMMERS AND A LOT OF ACTIVITY.
I WOULD ENCOURAGE YOU TO LOOK AT THE BEACHES AND SAY, NO, E-BIKES ON THE BEACHES WOULD BE THE PREFERENCE, BUT IF YOU MUST ALLOW THEM SOMEWHERE NETS LIKE YOU HAVE WITH KNOW BETWEEN A CERTAIN TIME OF THE YEAR AND WHEN IT'S HIGHLY DIFFICULT, THANK YOU FOR YOUR TIME AND CONSIDERATION THERE.

I'M CONFIDENT THAT THERE'LL BE CHANGES MADE BASED UPON EXPERIENCE, BUT I WILL SUPPORT THE ENFORCEMENT, THE ADOPTION OF THIS ORDINANCE.
UM, WELL, WHEN WE TALK ABOUT THE GOVERNOR, WE'RE TALKING ABOUT THE RENTAL COMPANIES WHO HAVE TO, UM, TO USE THAT STANDARD AND THEIR, UH, PRODUCT THAT THEY RENT.
IT DOESN'T SPEAK TO ALL OF THOSE WHO COME ONTO THE ISLAND, UM, WHO ARE NOT UNDER THOSE SAME RULES AND THOSE WHO LIVE ON THE ISLAND OR NOT UNDER THOSE SAME RULES.
WE HAVE A SITUATION WHERE WE'RE SETTING A SPEED LIMIT WITH NO WAY TO MONITOR OR INFORM THAT, UM, TO ME WITH, WITH MANY OF THE OTHER, UM, REASONS THAT YOU'VE HEARD HERE TONIGHT, I DON'T THINK THAT, UM, THIS ORDINANCE IS READY TO BE PASSED AND, UM, I WON'T BE ABLE TO SUPPORT IT THIS EVENING.

SO I THINK HOW WE LOOK AT THIS MORE COMPREHENSIVELY, WHETHER IT'S COMPLETE STREETS IN SOME AREAS, WHETHER WE'RE BEGINNING TO ADD ASPHALT IN SOME AREAS, I THINK ELECTRIC BIKES IDEALLY SHOULD BE ABLE TO TRAVEL SOMEWHERE ELSE OTHER THAN A LEISURE TRAIL, BUT WE DON'T HAVE THE SYSTEM IN PLACE TO ALLOW THAT TO HAPPEN.
AND I THINK WE'RE ONLY GOING TO BE FINDING THAT THE OTHER EAST, UH, VEHICLES ARE GOING TO COMPLICATE OUR LIVES.
AND AS A RESORT COMMUNITY, I DOUBT VERY MUCH WHETHER WE'RE GOING TO BE ABLE TO CONTROL THAT ISSUE.

UM, IT HAS BEEN THE GOAL OF COUNCIL TO TRY TO BALANCE THE STAKEHOLDER INTERESTS, THE RESIDENT WHO LIVES IN THE COMMUNITY, THE OWNER OF THE SHORT-TERM RENTAL, UH, THE RENTAL MANAGEMENT AND THE VISITOR.
UM, CLEARLY WHAT WE HAVE BEFORE US TODAY, IT'S MORE OF AN ADMINISTRATIVE ORDINANCE THAT ATTEMPTS TO, IN SOME CASES, ELEVATE THE EXPERIENCE OF VISITORS.
IN OTHER CASES, UM, PERHAPS ELEVATE THE PERFORMANCE OF SOME RENTAL AGENCIES, UM, ADDRESSES THE ISSUES REGARDING ABUSES THAT RESIDENTS OFTEN COMPLAIN ABOUT.

AND SO I THINK WE ARE AT A POINT NOW WHERE IT'S IMPORTANT FOR US ON COUNCIL TO APPROVE THIS, BUT BECAUSE OF THE COMPLEXITY OF THE ISSUE, I FELT THAT IT WAS IMPORTANT FOR THE COMMUNITY TO HAVE ANOTHER OPPORTUNITY TO ADDRESS COUNCIL BEFORE WE TAKE THAT VOTE.JUST GUSHING MY MEMBERS OF THE COUNCIL FOR, TO GO TO THE PUBLIC.
WELL, I THINK IT'S IMPORTANT FOR US TO ACKNOWLEDGE THAT, UM, THIS IS A CHANGE AND THE CHANGE WAS PROMPTED BY A SERIES OF CONCERNS, IDENTIFIED BY RESIDENTS AND BROUGHT TO THE TOWN AND LOOKED AT AND CONSIDERED SERIOUSLY, UM, AS TO HOW WE MOVE FORWARD TO IMPROVE THE QUALITY OF THE LIFE FOR OUR RESIDENTS AND TO MAINTAIN A QUALITY OF EXPERIENCE FOR OUR VISITORS IN DOING SO WE'VE SET FORTH A NUMBER, SOME REQUIREMENTS, SOME GUIDANCE ON A NUMBER OF THE ISSUES THAT BECAME, UM, STAND OUTS THAT SEEM TO BE CONSISTENT ACROSS THE ISLAND OF WHAT WAS INTERFERING WITH BOTH OF THOSE WAS INTERFERING WITH THE QUALITY OF LIFE AND ALSO INTERFERING WITH THE QUALITY OF EXPERIENCE.
AND SO THAT'S WHAT I HOPE WE TAKE FROM THIS.
UM, FIRST ATTEMPT AT THE SHORT TERM RENTAL ORDINANCE.
TO ME, IT THERE'S MORE WORK THAT NEEDS TO BE DONE THAT WILL ACTUALLY PROVIDE, UM, PROVIDE MORE ASSISTANCE IN THOSE AREAS.
AND I THINK THE TOWN HAS A BIG ROLE TO PLAY IN THAT IN TERMS OF HOW WE, UM, LOOK AT DEVELOPMENT AND HOW WE, UM, PERMIT, UM, OUR HOMES ON OUR PROPERTY, UM, THROUGHOUT THE TOWN.
I DON'T THINK THAT THE, UM, MECHANISM PUT IN PLACE, UM, WILL HAVE A STRONG ENFORCEMENT COMPONENT TO IT.

TOWN STAFF HAS DONE AN OUTSTANDING JOB RESEARCHING THE ORDINANCES OF OTHER COMMUNITIES AROUND SIMILAR TO THIS COMMUNITY.
AND WE HAVE BEEN ABLE TO DRAW FROM THE SUCCESSES AND THE FAILURES OF OTHER COMMUNITIES IN THESE ORDINANCES.
I RECOGNIZE THE VALUE OF TOURISM IN THIS COMMUNITY.
THAT BEING SAID, I RAN FOR OFFICE SAYING RESIDENTS FIRST.
I HAVE HEARD IMPASSIONED PLEAS HERE FOR PLEAS, FROM RESIDENTS WHO SAYING, YOU'VE GOT TO GET SOME CONTROLS ON THIS.

AND AT THIS POINT, ARE WE CONFIDENT IN WHAT WE ARE APPROVING AS FAR AS THIS BABY STEP TOWARDS, UH, I GUESS BIGGER SOLUTIONS DOWN THE ROAD? UM, IF I UNDERSTAND YOUR QUESTION, WHICH IS, IS, IS THE ORDINANCE AS TRASHED AND DO WE BELIEVE IT TO BE A LOGICAL AND LEGAL STEP TO CREATE A REGULATORY AND LICENSING SCHEME, WHICH IS WHAT IT DOES THEN? AS MANY OTHER RESORT DESTINATIONS HAD ALREADY ENACTED, UH, SOME SORT OF ORDINANCE MANAGED THE MANAGING THE CONCEPT AND THE INDUSTRY OF SHORT-TERM RENTALS IN THAT COMMUNITY.
UH, THE FIRST QUESTION THAT I ASKED MYSELF, UH, WAS, IS THERE A PROBLEM? AND IF SO, TO WHAT EXTENT DO WE HAVE A PROBLEM, UH, IS THE PROBLEM ISLAND WIDE? AND IF NOT, IS IT POSSIBLE TO INITIATE EFFECTIVE COMPLIANCE REGULATION AS NEEDED MORE IMPORTANTLY, WHERE NEEDED? I RECOGNIZED THAT THE LARGE MAJORITY OF SHORT TERM PROPERTY OWNERS AND SHORT-TERM PROPERTY MANAGERS ARE AND HAVE BEEN COMPLIANT WITH ALL OF THE ELEMENTS OF THE PROPOSED ORDINANCE.
AND THERE'S NO REASON TO THINK THAT'LL CHANGE.
I ALSO RECOGNIZE THAT THE PROBLEMS AND COMPLAINTS WE'VE RECEIVED ORIGINATE FROM A VERY SMALL PERCENTAGE OF SHORT TERM PROPERTIES.
IT'S ALSO CLEAR TO ME THAT THE NUMBER OF SHORT-TERM RENTAL PROPERTIES AND COMPLAINTS ARE INCREASING, AND IT REALLY IS THE ROLE OF LOCAL GOVERNMENT TO ASSURE THAT THESE NUISANCE PROPERTIES DON'T INCREASE TO THE EXTENT THAT IT THREATENS ISLANDER QUALITY OF LIFE.
THE SHORT-TERM RENTAL INDUSTRY HAS BEEN AN INCREASING SOURCE OF REVENUE FOR BUSINESSES OR PROPERTY OWNERS AND LOCAL GOVERNMENT, AND THAT ANY ATTEMPT TO MANAGE THIS INDUSTRY MUSTN'T CAUSE A DAMAGE TO THE INDUSTRY IN THE LEAD UP IN THE MONTHS, LEADING UP TO THIS ORDINANCE, I HAVE BEEN AMAZED, UH, AT THE EXHAUSTIVE COMMUNITY OUTREACH BY TOWN STAFF.
AND WE'VE HEARD REALLY THE GOOD AND THE BAD FROM PROPERTY OWNERS, FROM NEIGHBORS, PROPERTY MANAGERS AND OUR BUSINESS COMMUNITY.
SO WHAT WE DO HERE THIS AFTERNOON, WE DO WITH AS MUCH INFORMATION AVAILABLE TO US AS POSSIBLE.
CERTAINLY WE ARE NOT UNINFORMED.

I ENDED UP AS BOARD PRESIDENT AND THE FIRST THING THE BOARD DID WAS PASS AN ORDINANCE, UM, THROUGH THE COMMUNITY TO ELIMINATE SHORT TERM RENTALS THAT SAID EVERY FULL-TIME RESIDENT ON THE ISLAND BENEFITS FROM SHORT-TERM RENTALS, THE OWNERS OF THOSE PROPERTIES PAY THE FULL BOAT ON PROPERTY TAXES.
IF THERE'S A 1% SALES TAX, THOSE ARE THE TOURISTS THAT ARE GOING TO PAY THE BULK OF IT.
SO WE ALL BENEFIT FROM WE'VE LEARNED THAT WHEN WE GO INTO A RESTAURANT TO MAKE A RESERVATION A YEAR IN ADVANCE AND ESPECIALLY DURING TOURIST SEASON, UM, WE KNOW THAT WE SHOULDN'T LEAVE THE ISLAND, UM, ON A SATURDAY MORNING OR TRY TO COME BACK ON A SATURDAY AFTERNOON.
AND WE'VE LEARNED TO LIVE THAT WAY.
JUST A COUPLE OF, OF CAUTIONS.
YOU KNOW, THERE ARE INSTANCES WHERE IN A CONDOMINIUM ASSOCIATION OR HOA, WHERE IF THE NUMBER OF SHORT-TERM RENTALS MOVES PAST A CERTAIN NUMBER, AND IT'S USUALLY ABOUT 50%, UM, THE FEDERAL GOVERNMENT WILL NOT ISSUE FEDERALLY INSURED LOANS FOR THOSE PROPERTIES BECAUSE THEY FEEL THEY'RE A BAD RISK.
THE OTHER ITEM IS AS THESE INDIVIDUALS WHO MAY EXHIBIT BAD BEHAVIORS, AND WHAT WE'RE TALKING ABOUT IS BAD BEHAVIOR HERE, IT AFFECTS THOSE WHO ARE LIVING THERE FULL TIME, AND THEN THEY'RE ANNOYED.
AND THEN AT WHAT POINT DID THEY MOVE OUT AND IT MOVES THE COMMUNITY, YOU KNOW, PAST THAT POINT.
SO THERE IS A BALANCE HERE AND THERE ARE PLANNED COMMUNITIES WHO HAVE SHORT-TERM RENTALS AND THEY HAVE ACTUALLY LIMITED, UM, THE NUMBER THAT COULD OPERATE WITHIN, UH, UH, WITHIN THE COMMUNITY.
AND YOU CAN ONLY APPLY TO SHORT-TERM RENT IF SO MANY DROPS OFF AND THAT'S WITHIN AN ATRIAL.
AND THERE MAY BE SOME MUNICIPALITIES WHO MAY HAVE, UH, THE ABILITY FOR SIMILAR ORDINANCES, BUT ALL OF THOSE ITEMS ARE, ARE IN PLAY.
BUT IT'S BEEN SAID HERE MANY, MANY TIMES, THIS IS ABOUT BALANCE AND WE ALL BENEFIT FROM THOSE SHORT-TERM RENTALS.

SO AS THIS ORDINANCE GETS PASSED, WE NEED TO MAKE CERTAIN THAT IT'S IN PLACE FOR A PERIOD OF TIME, THAT WE CAN UNDERSTAND WHAT IT MEANS AND HOW IT AFFECTS EACH COMMUNITY IN EACH OF THE COMPANIES, IN EACH OF THE OWNERS AS THEY OWN THESE PROPERTIES.

SOMEONE MADE THE COMMENT OF HOW WE CAN BE GOOD NEIGHBORS.

BEFORE WE VOTE MIRROR, I DO WANT TO TAKE THE OPPORTUNITY TO ACKNOWLEDGE DREW BROWN, UH, AND HELPING NOT ONLY LOCALLY, BUT REGIONALLY AND STATEWIDE, UH, IN AN EFFORT TO GET THE BEST POSSIBLE INFORMATION AND DATA TO ALL STAKEHOLDERS.
I THINK IT'S IMPORTANT FOR US AS A COUNCIL TO RECOGNIZE AND SARAH AND THE WORK THAT SHE HAS DONE OVER THE PAST YEAR.
UH, I BELIEVE THIS IS THE FIRST STEP TOWARDS A BETTER ORDINANCE.
I BELIEVE THAT ANY THINGS THAT HAVE TO BE AMENDED WILL BE AMENDED IN THE FUTURE, AND I ENCOURAGE THE COUNCIL TO VOTE FOR THIS CRITICAL ROLE.
