FOR THE FISCAL YEAR 2022 NEIGHBORHOOD ASSISTANCE PROGRAM WAS $190,000.STAFF CONTINUES TO PROCESS APPLICATIONS TO ASSIST INCOME QUALIFIED HOUSEHOLDS IN BLUFFTON AS OF APRIL 28TH, 2022.
WHEN THIS REPORT WAS SUBMITTED, THE AVAILABLE BUDGET WAS 90,509 1690 9,000 490 84 HAS BEEN PAID OUT ON ROOFING REPAIRS, SEPTIC COMPOUNDS AND INCOME VERIFICATION INVOICES.
OUR ESTIMATED SPENDING IS 14,000 6 35, WHICH ARE INVOICES THAT HAVE NOT BEEN PAID OUT AS OF APRIL 28TH, AS OF APRIL 28 34 HOMES HAVE BEEN ASSISTED.
FIVE HOMES ARE WAITING ON REPAIR AND TWO WILL BEGIN WORK WILL BEGIN REPAIR WORK WITHIN UPCOMING DAYS.

AND LAST MONTH WE BROUGHT UP, UM, GWEN BROUGHT UP AN IDEA ABOUT, UM, BUILDING HOMES ON YOUR OWN PROPERTY.
AND, UM, MS. BRENDA WAS A PART OF THE MEETING VIRTUALLY LAST MONTH AND SAID THAT, YES, WE DO THAT.

SO WE'RE DOWN TO OUR LAST FOUR HOUSES THAT WE'RE WORKING ON RIGHT NOW.
UM, THESE ARE ALL SINGLE FAMILY UNITS

UM, I DON'T KNOW IF WE'VE DONE IT WITH THIS AFFILIATE, BUT I KNOW WHEN I WAS IN BUFORD, WE DID IT A COUPLE OF TIMES.
THEY'LL HOMES FOR FAMILIES THAT OWN THEIR OWN LAND.
UM, THERE ARE SOME CONSIDERATIONS, OBVIOUSLY WE CAN'T DO ANYTHING WITH HEIRS PROPERTY.
UM, THERE, THERE HAS TO BE CLEAR TITLE BEFORE WE CAN START TALKING ABOUT THAT PROJECT AND THEN FAMILY ONLY TO MEET ALL OF OUR OTHER CRITERIA.
SO WHAT ARE TRADITIONAL FAMILIES GOING THROUGH THE PROGRAM GO THROUGH? UM, THIS WOULD STILL APPLY FOR, FOR THOSE WHO OWN THEIR OWN LAND.
SO THEY HAVE TO HAVE A NEED FOR HOUSING, WHICH IS THE EASY ONE TO MEET USUALLY.
UM, THEY HAVE TO MEET OUR INCOME GUIDELINES.
SO RIGHT NOW WE'RE SERVING UP TO 60% OF THE AREA, MEETING INCOME BASED ON FAMILY SIZE.
AND THEN THEY DO NEED TO BE WILLING TO PARTNER WITH US.
SO DEPENDING ON WHETHER IT'S A SINGLE APPLICANT OR MULTIPLE APPLICANTS, THEY WILL HAVE THOSE SWEAT EQUITY HOURS TO DO 300 TO 400 HOURS OF SWEAT EQUITY.
UM, THEY HAVE TO HELP WORK ON THEIR OWN HOME.
THEY'LL WORK ON OTHER PROGRAM, FAMILIES, HOMES.
UM, THEY CAN VOLUNTEER IN OUR RESOURCE TO MEET THOSE HOURS.
AND THEN, UM, BECAUSE WE WANT THEM TO BE SUCCESSFUL HOMEOWNERS.
WE ALSO PROVIDE THEM WITH COUNSELING CLASSES BEFORE WE CLOSE ON THEIR HOME.
SO WE HAVE, UM, WORKSHOPS THAT ARE MANDATORY FOR PROGRAM FAMILIES TO PARTICIPATE IN, TO TALK ABOUT BUDGETING, CREDIT, PREDATORY LENDING INSURANCE, UM, LEGALLY SHOES, WHETHER THEY HAVE A WILL OR NOT.
UM, NOW THAT THEY HAVE THIS NEW SIGNIFICANT ASSET OR WE'LL HAVE, UM, INSURANCE, HOME MAINTENANCE, ALL OF THOSE KINDS OF THINGS SO THAT BY THE TIME THEY CLOSE ON THEIR HOUSE AND MOVE INTO IT, THEY'VE HAD, UM, A LOT OF EDUCATION ABOUT WHAT IT MEANS TO BE A HOMEOWNER.
THERE'S ALWAYS THE ONE CONSIDERATION THAT I WANT TO MAKE SURE FAMILIES UNDERSTAND, AND, AND THIS WOULD APPLY WITH ANY LENDER.
UM, ONCE WE SELL THAT HOME TO THE FAMILY, THEY HAVE A MORTGAGE WITH HABITAT.
SO WE'RE STARTING AT 25 TO 30 YEAR RELATIONSHIP WITH THEM.
AND IF THIS LAND IS, HAS BEEN IN THEIR FAMILY FOR A LONG TIME, IT'S FAMILY LAND, THAT THAT HAS, UH, UM, AN EMOTIONAL VALUE, AS WELL AS, AS A MONETARY VALUE, THEY NEED TO REMEMBER THAT THEY'LL HAVE A MORTGAGE.
IF THEY DON'T MAKE THEIR PAYMENTS, THEY COULD LOSE THAT FAMILY LAND.
IF WE WERE TO FORECLOSE ON THAT PROPERTY, THEY COULD LOSE THAT LAND.
SO THEY NEEDED TO BE AWARE OF THAT.
UM, OUR FORECLOSURE RATE IS 2%, I BELIEVE SO IT'S A SMALL RISK, BUT I ALWAYS WANT TO MAKE SURE THAT PEOPLE UNDERSTAND THAT'S A POSSIBILITY.
UM, ANOTHER THING THAT WE HAVEN'T DONE YET THAT WE ARE LOOKING AT RIGHT NOW, AND I'M KIND OF EXCITED ABOUT IT IS WORKING WITH SENIORS.
UM, ANOTHER AFFILIATE IN THE STATE HAS STARTED DOING THAT COTTAGE FOR, UM, SENIORS WHO ARE LIVING IN SAY MOBILE HOMES THAT ARE, HAVE JUST THEY'RE THEY'RE, THEY THEY'RE, THEY'RE USEFULNESS, THEY'RE FALLING APART AROUND THEM, AND IT'S NOT SAFE FOR THEM TO LIVE THERE, OR EVEN, UM, HOMES THAT THEY'RE LIVING IN THAT ARE IN A STATE OF DISREPAIR.
IT WOULD COST TOO MUCH TO BE EFFECTIVE TO, TO DO ANY WORK FOR THEM, UM, ON THAT CURRENT HOME.
AND WE HAVE ACCESS TO A PLAN THAT THEY'VE PUT TOGETHER FOR A COTTAGE, UM, THAT WOULD BE, IT WOULD WORK BEST FOR A COUPLE OR A SINGLE APPLICANT.
IT'S A LITTLE UNDER 700 SQUARE FEET.
IT CAN BE BUILT TO BE FULLY ACCESSIBLE.
SO WE'LL SEE SOMEONE IN A WHEELCHAIR WE'LL BE ABLE TO, TO GET INTO IT.
UM, I KNOW ONE OF THE CATCHES AND THE FIRST THING THAT COMES UP FOR ANYBODY WHO'S LOOKING AT THIS IS THAT IF THEY'RE LIVING IN A HOME, THAT'S

FALLING INTO A STATE OF DISREPAIR, OR THEY'VE BEEN LIVING IN A MOBILE HOME FOR A LONG TIME.THEY HAVEN'T HAD A MORTGAGE PAYMENT IN A VERY LONG TIME.
THERE WOULD BE A MORTGAGE PAYMENT, BUT WE WORK WITH OUR FAMILIES SO THAT THEY WOULDN'T BE PAYING MORE THAN 30% OF THEIR HOUSEHOLD INCOME, UM, ON, ON A MORTGAGE PAYMENT THAT WOULD INCLUDE THEIR, UM, NOT JUST THE PRINCIPAL PAYMENT, BUT THE INSURANCE AND THE TAXES AND THE TERMITE.
AND THEN THERE WOULD, THERE SHOULD BE A PRETTY GOOD SAVINGS IN UTILITIES.
THIS COTTAGE WOULD BE MUCH MORE ENERGY EFFICIENT THAN A MOBILE HOME THAT THEY'VE BEEN LIVING IN THAT'S FALLING APART OR A HOME THAT'S THAT'S IN SUCH A BAD STATE OF DISREPAIR.
SO IT WOULD, IT WOULD BE SOMETHING WHERE MAYBE THE, THE COST OF UTILITIES WOULD COME DOWN ENOUGH TO HELP OFFSET SOME OF THAT NEW MORTGAGE COSTS THAT THEY WOULD HAVE.
AND THEN OTHER THINGS THAT I WON'T GO INTO DETAILS ON NOW, JUST DUE TO TIME, BUT TO LET YOU KNOW, WE HAVE ALSO BEEN LOOKING AT MULTIFAMILY UNITS.
WE HAVEN'T DONE THEM OURSELVES, UM, BUT WE CAN LOOK AT, UM, DUPLEXES OR TRIPLEXES FOR, FOR FAMILIES.
AND THEN WE ALSO HAVE A SMALL REPAIR PROGRAM RIGHT NOW, AND CAN LOOK AT DOING REPAIRS FOR FAMILIES ALSO.

I, YOU KNOW, WE'VE, WE'VE GONE OUT ASKING FOR SOME EXTRA HELP WITH DONATIONS.
UM, WE'RE LOOKING AT OTHER ALTERNATIVE WAYS TO BRING THAT FUNDRAISING IN AND, UM, JUST GETTING BY AS BEST WE COULD, WE WERE FORTUNATE GOING INTO THE PANDEMIC.
WE WERE IN A PRETTY GOOD POSITION.
SO WE'VE BEEN ABLE TO KIND OF RIDE, RIDE THIS STORM OUT A LITTLE BIT, BUT IT IS A CHALLENGE.
THAT DOES THAT WHEN, WHEN THOSE COSTS INCREASE IT, THAT YOU SAID ABOUT 25%, IS THAT ALSO CAUSED INCREASED FOR THE HOMEOWNER.
IT IS, UM, TO A DEGREE, THE WAY THAT WE STRUCTURE OUR MORTGAGE PAYMENTS IS SO THAT THE FAMILY DOESN'T PAY MORE THAN 30% OF THEIR INCOME.
SO WHAT IT DOES IS, UM, WE HAVE TWO MORTGAGES THAT WE PUT ON EACH HOME, THE, THE TWO OF THEM COMBINED EQUAL THE FAIR MARKET, THAT APPRAISED VALUE OF THE HOME.
AND SO THAT FIRST MORTGAGE IS WHAT THEY REPAID BACK TO US.
THAT'S WHAT WE'RE GOING TO SET UP ON THAT 30% HOUSEHOLD INCOME.
THE SECOND MORTGAGE WOULD BE THE DIFFERENCE BETWEEN THE TWO AND THAT ONE WILL GO AWAY.
THEY, THEY BASICALLY PAY WITH THAT ONE WITH TIME.
AS LONG AS THEY STAY IN THE HOME, IT'S THEIR PRIMARY RESIDENCE.
THEY MAKE THEIR PAYMENTS EACH MONTH.
THEY ABIDE BY THE, IF THEY'RE IN A COMMUNITY WHERE THERE ARE COVENANTS, IF THEY ABIDE BY THE COVENANTS, THAT ONE GETS PAID WITH TIME.
THE, THE COTTAGE FOR THE ELDERLY.
