[00:00:10] I'D LIKE TO CALL TO ORDER STORM WATER MANAGEMENT, UTILITY BOARD, JUST WEDNESDAY 20TH, 22. FIRST ON THE AGENDA IS APPROVAL OF THE AGENDA THAT WE APPROVE THE AGENDA. SECOND MOTION PASSES TO APPROVE THE PREVIOUS MINUTES OF FEBRUARY 9TH. BEAVER COUNTY STORMWATER MANAGER, UH, ALISON HOWARD COUNTY COUNCIL DISTRICT FOUR JULIANA COORDINATOR FOR COUNTY ENVIRONMENTAL ENGINEER, JACOB TARRYTOWN, DYLAN SNYDER REPRESENTATIVE PATRICK MITCHELL REPRESENTING LADY'S ISLAND, DANE HERITABLE PIPELINE MANAGEMENT. I'VE BEEN WILLIS BEFORE. HI, I'M MARK FEINBERG AND I REPRESENT UNINCORPORATED DISTRICT NINE AND DEBUSKEY ISLAND. AND AT THIS TIME I WOULD ASK, IS THERE ANY PUBLIC COMMENT AT THIS TIME? I'D LIKE SPECIAL PRESENTATION BY CYPRUS. YEAH. UM, WELL, WE'RE GOING TO DO TODAY. I'M GOING TO HAVE A TRAVIS FOLK AND DEAN HARRIS GO WITH FOLK LANE MANAGEMENT, GIVE YOU AN OVERVIEW OF KIND OF THE HISTORY OF THE WETLANDS AND WHAT ITS FUNCTIONALITY IS. AND, UH, WHAT WE HAD IN MIND WHEN WE PULLED THIS ALL TOGETHER. UH, IT'S ONLY ABOUT A, WHAT? A 45 MINUTE HOUR LONG PRESENTATION. OKAY, GOOD. OKAY. SO, BUT, UH, WE'RE OBVIOUSLY VERY PROUD OF THIS FACILITY AND, UH, WHEN WE WERE APPROACHED ABOUT HOSTING, WE WERE PRETTY EXCITED AND HAVE VERY HAPPY TO HAVE Y'ALL. UM, I DID DECREE THAT THE WEATHER WAS GOING TO BE THIS WAY TODAY. SO HOPE YOU ENJOY THAT. SO I'LL TURN IT OVER TO YOU GUYS NOW. OKAY. SO CAN I MOVE THIS A LITTLE BIT CLOSER? YES, SIR. I FEEL LIKE I'M HOLLERING. SO WHAT WE'RE GOING TO DO TODAY ON THE FIRST, MY NAME IS DEAN HAIRBALL, FULL PUBLIC ACKNOWLEDGEMENT. I WENT TO CLEMSON, NOT ONCE BUT TWICE. SO TAKE ME AS I AM, YOU KNOW, BUT WHAT WE'RE GOING TO DO TODAY IS TALK A LITTLE BIT ABOUT THE LAYOUT OF THE STORM WATER SYSTEM HERE IN, IN PORT ROYAL, AND MORE SPECIFICALLY ABOUT THE CYPRESS WETLANDS AND THE HISTORY AND WHAT WAS INVOLVED IN IT. UH, THE STORM WATER SYSTEM, I'LL REFER TO YOU WHERE YOU GAVE YOU A LITTLE NARRATIVE. THIS IS IN LIEU OF A POWER POINT. UM, SO RAIN OR SHINE DOCUMENT IN OR OUT, AND THE, THE LAYOUT OF THE STORM WATER SYSTEM HERE IN THE CYPRESS WETLANDS. IF YOU LOOK AT MAP ONE IN THE BACK, THIS IS LIFTED FROM A REPORT DONE BY ATM, UM, THE ALTOIDS PREMIER WITH THESE GUYS, MR. KLINK DID THIS, BUT IT SHOWS THE OVERVIEW OF OBAR STORM WATER SYSTEM HERE WITH THIS BASE IN BEING ONE OF THE PRIMARY, UH, FUNCTIONING UNITS OF IT. SO IF WE START UP HERE, WHICH I THINK IS NORTH, UM, WE, WE COLLECT WATER IN A BASIN UP, WHICH IS LABELED WETLAND ONE THAT'S FROM THE PRESERVE AREA THAT W THAT WATER CHANNEL INTO A SECONDARY BASIN RUNS UNDERNEATH REBO ROAD, DOWN RICHMOND AVENUE, PUMPED IN TO THIS BASIN DIRECTLY OFF IT. YOU SEE WHERE THE CAR SHINE AND THAT'S ABOUT WHERE IT ENTERS INTO THE BASIN. THE SECOND PRIMARY AREA THAT, THAT REACHES OUR BASIN HERE, IT'S COLLECTS THE WATER AROUND PARIS AVENUE AND THAT ENVIRONMENT, AND BRINGS IT INTO A PIPE THAT'S [00:05:01] PRACTICALLY UNDER OUR FEET HERE. SO ALL THIS WATER COMES INTO HERE. THE CYPRESS WETLANDS IS FIVE ACRES. AND ALL OF THESE NEARLY ALL OF THESE BASINS WERE NATURALLY OCCURRING. IF YOU LOOK AT THE AERIAL PHOTOS ARE KIND OF LIKE SINKHOLES, BUT THEY DIDN'T SINK SO FAR. YEAH. AND SO AT ONE TIME, IF YOU LOOK AT ANCIENT AREAS, ANCIENT HISTORICAL, HISTORICALLY, OR PHOTOGRAPHY, YOU CAN SEE THEIR SIGNATURE ON AN OLDER MAP. SO FROM THIS BASE, AND THIS WAS THE LARGEST ONE, IT'S FIVE BAKERS AROUND THE CORNER AT THE END PARALLEL AND RICHMOND AVENUE, THERE'S AN OUTLET CANAL THAT LEADS INTO A SMALLER WETLAND BASIN. AND THEN THERE, IT EXITS ON, ONTO, INTO 16TH STREET, BACK TO RICHMOND AVENUE AND DOWN RICHMOND AVENUE. AND THAT WATER FROM THIS BASIN EMPTIES, I KNOW WHAT I CALL THE LITTLE BROWN SCHOOLHOUSE BASIN BECAUSE IT'S RIGHT ACROSS THE STREET FROM THE SCHOOL HOUSE EXITS THAT BASIN VIA A LITTLE CANAL AND GOES INTO THE FINAL BASIN, WHICH WE CALL DUCK ON WHICH ON YOUR MAP IS, IS BASING SEVEN, WAIT DOWN AT THE BOTTOM. ALL RIGHT, WHEN IT ENTERS, ENTERS THE DUCK POND, THERE ARE TWO DOCTORS THAT ARE AT THE DUCK POND THAT CONTROL THE WATER LEVEL OF THE DUCK POND CONCRETE OVER ADJACENT TO RICHMOND AVENUE, ACCEPTS THIS WATER DIRECTLY. IT DOESN'T GO INTO THE DUCK POND, BUT IT GOES INTO THAT CULVERT UNDERNEATH RICHMOND AND OUT INTO THE MARSH. THE DUCK POND PROPER ACCEPTS THE WATER FROM THE LOWER END OF THE PARIS ISLAND. NOT PARASOLID, I'M SORRY, PARIS AVENUE COMPLEX VIA A CANAL THAT RUNS DOWN. AND THE MAP THAT MAP TO KIND OF SHOWS YOU THE BASIN CONFIGURATION. SO THAT'S JUST KIND OF A SYNOPSIS OF THE LAYOUT OF THESE BASINS AND HOW THEY INTER ARE INTERCONNECTED. UM, ORIGINALLY EARLY ON, A LOT OF THEM WERE JUST ISOLATED. THEY WERE JUST THE SALT FOR THAT AREA, A PROJECT THAT WAS STARTED SOMEWHERE AT THE TURN OF THE 20TH CENTURY AND WAS COMPLETED IN 2010, KIND OF CONNECTED THESE THINGS AND GAVE SOME FLOW TO THE SYSTEM AND, AND BETTER FILTRATION QUALITIES OUT INTO THE OIL SAND. THAT'S A REAL BRIEF SUMMARY OF THE OVERVIEW AND GIVES YOU AN IDEA OF WHERE WE ARE. THIS IS THE BIGGEST ONE, THE MOST OF THE SYSTEM. AND I'LL TURN IT OVER TO TRAVIS AND LET HIM TALK TO YOU ABOUT THE HISTORY OF THE CYPRESS WETLANDS PROPERTY PROPERLY. AND Y'ALL FORGIVE TRAVIS. HE WENT TO GEORGIA AND AUBURN, SO, OKAY. GO DOGS. UM, SO ERIC COMPANY FOLK LAND MANAGEMENT, IS IT GREEN POND? SHE MIGHT'VE SEEN GREEN POPULAR IN CHARLESTON OR THE ACE BASIN. AND, UH, WHAT WE DO IS, UH, PRIVATE LAND MANAGEMENT, ECOLOGICAL LAND MANAGEMENT. AND MY FATHER STARTED THEIR COMPANY BACK IN THE EIGHTIES AND WAS APPROACHED WHERE YOU HERE, MAN, WHEN HE STARTED THIS, IT WAS JUST BEFORE YOU. AND IT WAS IN THE LATE NINETIES. UM, AND IT SAID, UM, YOU KNOW, WE'VE GOT LARGE ACREAGE HERE. IT'S SERVING A STORMWATER, UH, FUNCTION, BUT IS THERE SOME OTHER NATURAL RESOURCE VALUE THAT CAN BE ADDED TO THIS? UH, WHERE'S YOUR PRINCIPAL SPRING ISLAND WAS PART OF THIS EARLY BRAINSTORMING SESSION AND IT WAS DECIDED MAYBE WE CAN CREATE SOMETHING THAT PROVIDES SOME NESTING HABITAT FOR A GROUP OF BIRDS. AND WE CALL IT COLONIAL NESTING WAITING BIRDS. SO GREAT. YGRITTE SNOWY GRITS. AND HE GOES, ALL OF THE THINGS THAT ARE GROWN UP NESTING TOGETHER, COLONIALLY OUT THERE. UM, THIS IS A RELATIVELY SIMPLE SYSTEM AND THERE ARE TWO DYNAMICS I WANT YOU TO LOOK AT. UM, THERE ARE SEVERAL ISLANDS, THERE'S THIS ISLAND RIGHT HERE. AND THEN JUST BEYOND THAT SECOND, UM, WALKWAY IS, UH, IS ANOTHER ISLAND AND THE, UH, RENOVATION A YEAR AND A HALF AGO, WE CREATED A THIRD ONE IN THE BACK. THOSE ISLANDS HAVE THE SU SUITABLE NESTING STRUCTURE FOR THESE BIRDS. THESE BIRDS CAN NEST IN EVERY SINGLE TREE, BUT THINK OF WAX BARTLE, THINK OF SUMAC, THINK OF ELDERBERRY, THINK OF CYPRUS, THINK OF OTHER TREES THAT HAVE GOT SUFFICIENT HORIZONTAL LIMBS TO ALLOW THOSE BIRDS TO NEST. SO THAT GIVES THE STRUCTURE FOR THESE BIRDS TO NEST. ONE THING THAT'S REALLY TASTY OR THE EGGS OF THESE BIRDS. SO, UM, AND RACCOONS REALLY LUCKY TO. SO THE SECOND PART TO THIS EQUATION IS SOME, SOME AQUATIC [00:10:01] PROTECTION FOR THOSE NESTING BIRDS FROM RACCOONS, WHICH UNFORTUNATELY EVERYBODY'S GOT A LOT OF THAT'S THE SECOND DYNAMIC. SO IF YOU NOTICE AROUND ALL OF THESE ISLANDS, IF YOU'VE GOT A CHANCE TO GO TO WALK AROUND, YOU'LL REALIZE THERE'S ESSENTIALLY A MOAT AROUND EACH ONE OF THESE. SO WE HAVE SENDIBLE NESTING STRUCTURE, AND THEN WE HAVE AQUATIC PROTECTION FOR THOSE NESTING BIRDS FROM PREDATORS REALLY, UH, MOST LIKELY RIGHT HERE. SO THE PROJECT WAS CONCEIVED IN THE LATE NINETIES. IT WAS PERMITTED. UM, LUCKILY IN 99, NEITHER THE CORPS OF ENGINEERS NOR D HECK HAD REALLY ANY HEARTBURN OVER IT. IT WAS RELATIVELY SIMPLE PERMIT. UM, THE WORK WAS DONE RIGHT AROUND 2000 ABOUT WOOD BROTHERS CONSTRUCTION IN GREEN POND. UM, AND THINGS WENT GANGBUSTERS BY I THINK, FIVE OR SIX YEARS IN THE NUMBER OF NESTING BIRDS HAD REALLY INCREASED DRAMATICALLY, UM, AROUND 20 17, 20 18 BEST SUCCESS PLUMMETED. AND THAT WAS BECAUSE WE LOST ONE OF THE COMPONENTS OF THAT EQUATION. I JUST TOLD YOU ABOUT. AND THAT WAS, UM, UH, PROTECTION FROM PREDATORS. THERE HAD BEEN SUFFICIENT FLOATING AQUATIC PLANTS THAT HAD TAKEN OVER THE WATER TOP OF THE, OF THE WETLAND TO ALLOW RACCOONS TO GET OVER AND PREDICT THOSE NESTS. AND AT THAT POINT, THE ROOKERY REALLY, UM, THESE ARE OBVIOUSLY MAN-MADE SYSTEMS. THEY AREN'T GOING TO STAY IN THE SAME CONDITION AND PERPETUITY. SO LIKE ANY NATURAL RESOURCE ROUTE HERE REQUIRES SOME LEVEL OF MANAGEMENT BECAUSE AT THAT POINT, THAT VAN, UH, DEAN AND I BEGAN TO TALK, SAY, WELL, OKAY, THIS IS OBVIOUSLY A VALUABLE NATURAL RESOURCE OF VALUABLE AMENITY TO NOT ONLY THE RESIDENTS, BUT VISITORS. WHEN WE STARTED THE RENOVATION ON THIS PROJECT, I WAS TALKING TO A GUY FROM FISH AND WILDLIFE SERVICE BIOLOGISTS BY AGE. AND HE SAID IN CHARLESTON, HE SAID, NO, WHAT ARE YOU TALKING ABOUT? YEAH. YOU KNOW, THE PORT ROYAL, I THINK I'VE HEARD OF IT. WELL, ABOUT TWO WEEKS LATER, I SAW HIM. HE SAID, HE SAID, I DROVE DOWN THERE JUST TO SEE WHAT YOU'RE TALKING ABOUT. AND HE SAT SOMEWHERE RIGHT HERE FOR ABOUT AN HOUR AND WATCH BIRDS AND THE MOST AMAZING THING BEYOND JUST THE BIRD, LIKE IT WAS HERE. HE STARTED TALKING TO PEOPLE, THERE WAS ONE COUPLE FROM MARYLAND. HE SAID, OH, WHY ARE YOU HERE? WE'RE HERE TO SEE THE BIRDS STARTED TALKING TO PEOPLE ALL AROUND THE WETLANDS. AND IT WAS OBVIOUSLY NOT ONLY VALUABLE FOR RESIDENTS, BUT A LOT OF VISITORS TO PORT ROYAL. SO, UM, MULTIPLE VALUES HERE. UM, THE RENOVATION WAS RELATIVELY SIMPLE. IT WAS DE-WATERED. UM, THE MOATS, UH, AROUND THOSE ISLANDS WERE BUCKED OUT. THEY HAD STILTED IN, SINCE WE HAD THIS THING CRACKED OPEN, WE MIGHT AS WELL INCREASE WATER DEPTH. UH, WE REMOVED A LOT OF INVASIVE, EXOTIC PRIMARY, PRIMARILY CHINESE TALLOW. THAT WILL ALWAYS BE THE BANE OF EXISTENCE IN THESE SORTS OF SYSTEMS. SO FAST-GROWING TREE SPECIES. UM, WE ALSO CREATED THE THIRD ISLAND. IF YOU GET OVER TO THE SIDE, YOU'LL SEE IT KIND OF BACK CENTER. UM, THAT WAS PRIMARILY BECAUSE WE HAD A GOOD BIT OF VOLUME OF MATERIAL, UM, UH, THAT RATHER THAN TRYING TO TAKE IT OFF SITE, WE SAID, WELL, THE FIRST TWO HOURS WORK, WELL, MAYBE THE THIRD ONE WILL AS WELL. SO THAT'S WHAT WE DID. UM, AFTER THAT WORK WAS DONE IN DECEMBER, JANUARY, UM, UM, WE THEN PLANTED, UH, UM, MOST OF THESE ISLANDS AGAIN WITH, UH, THE SPECIES THAT REALLY DO WELL OUT HERE, WAX, MYRTLE, UH, BLACK WILLOW, UH, BALD CYPRESS. YOU'LL NOTICE OUT THERE THERE'S SOME TUBES AND TREE SHELTER TYPE TUBES. THOSE ARE PRIMARILY AROUND THE CYPRESS TREES, UH, FOR A VARIETY OF REASONS. THOSE WILL COME OFF LATER THIS YEAR. UM, SINCE THAT TIME, UH, PORT ROYAL, UM, HAS, UM, TAKEN SOLITUDE LAKE UPON MANAGEMENT UNDER CONTRACT, UM, WHICH DEAN HAVE GODS THEIR WORK. AND SO THEY'RE OUT HERE ON A MONTHLY BASIS, BOTH DOING HERBICIDE CONTROL, THE VEGETATION AND ALL THINGS THAT WE NEED. SO, UM, IT'S A PROJECT I'M MOST PROUD OF. I TOLD VAN EARLIER THAT WHEN I WAS IN, I DIDN'T GET BACK TO GRADUATE SCHOOL TILL TWO, 2006. I WAS BORN HERE IN BUFORD. UM, AND WHEN I CAME BACK, I GUESS, 2003, 2004, WE CAME TO GET MY GRANDMOTHER FOR DINNER AND CAME DOWN HERE AND DAD SAID, Y'ALL, MY MOM WAS WITH US. YOU GOTTA COME SEE THIS PROJECT. AND WE STOOD RIGHT ABOUT THERE. SO IT WAS A PROJECT HE WAS PROUD OF. THEN THE PROJECT I'M PROUD OF BEING HAS BEEN DEAN'S REALLY THE DRIVING FORCE. HE TACKLED THIS FROM THE VERY GET, GO OVERSOLD. THE CONTRACTOR CONTINUES. UM, YOU'RE DOWN HERE A COUPLE OF TIMES A MONTH. UH, WE'RE ALSO DOING NET SURVEYS GETTING TO DOCUMENT THE INCREASE WITH THIS RECORD. SO I APPRECIATE THE TIME, MAN. I APPRECIATE YOUR, UH, TRUSTED US TO DO THIS AGAIN. UM, WE LOVE THESE SORTS OF PROJECTS, YOU KNOW, WHO DOESN'T LOVE A BUNCH OF NESTING BIRDS. SO I THINK THAT'S ABOUT ALL I CAN MUSTER. [00:15:01] UM, IF Y'ALL GOT ANY QUESTIONS AND I REVAMPED AFFIDAVIT FOR WHATEVER BIOLOGICAL SURE. MULTIPLE BIRD'S NEST IN THE SAME SPOT. IN OTHER WORDS, YOU FIND MULTIPLE SPECIES OR LIKE WE HAD ONE ISLAND, YOU'D JUST FIND ONE ON MOTHER. I INTERMINGLED. THEY DO. YEAH. YEAH. THERE'S SOME CHRONOLOGICAL DIFFERENCE. THE FINGERS ARE ON NEST. THE GRADY GROUPS ARE SNOOZE ON. YEAH, GRADY, SNOWY. AND TONIGHT HERE IS JUST GETTING STARTED. HE ALSO GOT A FIVE IN CHAIRS AND THREE IN THE TREES, BUT THEY ALL GATHERED TOGETHER AND IT'S PRETTY TOUGH TO KEEP SEPARATE SPACEY THERE, BUDDY, DOWN LIKE THIS BECAUSE OUR GRANDCHILDREN, THE TURTLES ALLIGATORS, ALL OF IT AND EXERCISE BE OUTSIDE. THEY STILL LOVE YOU STILL COME HERE. WELL, YOU KNOW, WHEN WE WERE SITTING DOWN, WHEN YOU WERE SPEAKING, I TOLD, I LEANED OVER TO VAN. I SAID, UH, I SAID, YOU KNOW, ONE OF THE COOLEST THINGS ABOUT THIS IS WHAT'S THAT HE SAID, AND THAT WAS OUT HERE WHEN WE WERE PLANTING A CYPRESS SHOES. I SAID, THERE'S A VAN TO MINSK. I SAID, THERE'S A LITTLE PRESCHOOL OVER THERE. AND THEY BRING THEIR KIDS OUT EVERY DAY AND THEY'RE MAKING FUTURE ORNITHOLOGISTS. YEAH, MY WIFE AND I OWN THAT. YEAH. IT'S GREAT TO SEE KIDS OUT HERE. SO THAT'S AWESOME. YES, SIR. UM, GREAT PRESENTATION WANTED TO ASK, WHEN DO YOU ESTIMATE PROBABLY A MAJOR RENOVATE? WELL, IT'S DEFINITELY GOING TO HAVE TO BE SORTED. NATURAL SYSTEMS ARE GOING TO MAINTAIN THIS SORT OF A MAN-MADE STRUCTURE IN PERPETUITY. YOU KNOW, IF, IF THE LAST 20 YEARS HAVE BEEN A GUIDE PROBABLY ANOTHER 20 YEARS. YEAH. ALL PART THINGS UP A LITTLE BIT AND OUR MARCHING ORDERS FROM BAND AND DON'T LET IT HAPPEN, BUT YOU KNOW, ALL THE WAY , YOU'RE GOING TO HAVE THE TIME. IT'S JUST LIKE, JUST LIKE A HOUSE, BUT EVERY 20 YEARS, YOU NEED TO TOUCH IT UP, ALONG AND ALONG, YOU DO THE ODDS AND ENDS TO KEEP THINGS IN, CHECK SOMEWHERE ALONG THE LINE, REPLACE IT TO REPLACE A WINDOW. WE'RE HOPING IT'LL LAST THE RESTAURANT, HOW MUCH EXTRA CAPACITY DID Y'ALL THREE FOR I DON'T, UM, YOU KNOW, WE DIDN'T ACTUALLY COMPUTE THAT DIRECTLY. HOWEVER CREATED WITH A HYDROGRAPH IS HAPPENING RIGHT NOW. WE THINK, YOU KNOW, 15, 20 MILLION GALLONS, BUT ALSO ALLOWS THAT KIND OF HELP THAT, UH, UH, ONE OF THE THINGS THAT WE ARE GOING TO DO FOR FUTURE MANAGEMENT, IF YOU LOOK AT THE WHOLE NARRATIVE, OUR PLANS ARE PUT IN FLASH-FORWARD RISE, ADDITIONAL STRUCTURE IN THE MOUTH. THE ALSO HELPS WITH VARIATION [00:20:24] IT WAS A REAL SAD TIME. BUT IF YOU REALLY, YOU KNOW, EARLY IN THE MORNING BEFORE THEY HEAD OUT AND IT'S A BEAUTIFUL SITE, I WANT TO THANK DAN WALLACE FOR HOSTING US HERE AND FOR BRINGING FOCUS ON MANAGEMENT. THANK YOU, GENTLEMEN. THANK YOU FOR HAVING US WELL, THANK YOU, GENTLEMEN. THAT'S GOING TO STAND UP AGAIN. THE NEXT ITEM ON OUR AGENDA IS SPECIAL REPORTS. WE'LL HAVE UTILITY UPDATES LIKE HELLO, EVERYONE. THANKS FOR PARTICIPATING IN OUR VIEW THAT YOU, UM, I WAS OUT CLEANING UP THE ROSE OFF SHANKLIN TODAY FOR HER BIRTHDAY. SO HOLIDAYS FOR THE PARENTS TODAY. UH, FIRST STEP FOR OUR UTILITY UPDATE. JUST WANT TO MENTION OUR, AGAIN, THANK VAN FOR ORGANIZING DEAN AND TRAVIS TO COME OUT HERE. UM, THEY DID A GREAT JOB. WE ARE STILL WORKING ON HAVING, UH, DR. MONTY COME IN TO SPEAK TO US AS WELL. UM, BUT I CERTAINLY APPRECIATED, UH, BEING OUT HERE TODAY, UH, AND AT THE CYPRESS WETLANDS. SO NEXT UP, UH, AN UPDATE FOR THE DELINQUENT FEES. I KNOW LAST TIME WE HAD A PRESENTATION BY BUFORD COUNTY LEGAL AND KIND OF WHERE WE WERE AT AT THIS STAGE. THE IGA IS FOR BOTH THE CITY OF BUFORD AND THE TOWN OF PORT ROYAL HAVE BEEN AMENDED TO ADDRESS THE MILITARY DELINQUENT FEES. UM, AND AT THIS STAGE THEY ARE WITH THOSE JURISDICTIONS FOR FINAL SIGNATURES AND APPROVALS. AND THEN LAST UP IS JUST A, AN UPDATE WHERE WE'RE AT WITH THE ANNUAL FINANCIAL REPORTS FROM EVERYONE. UM, I THINK AT THIS TIME WE ARE STILL WAITING FOR TWO JURISDICTIONS, BUT OTHER THAN THAT, UM, WE'VE GOT ALL THAT INFORMATION COVERED. SO, ALL RIGHT. I KNOW IT'S A LITTLE DIFFERENT WITHOUT HAVING THE POWERPOINT KIND OF LIKE LEADING US TO WHERE WE'RE AT. SO I'M JUST GOING TO JUMP INTO THE MONITORING UPDATE. UM, UNFORTUNATELY THE LAB STAFF COULDN'T BE WITH US TODAY, QUARTER 1, 20 22, WHEN OFF, WITHOUT A HITCH, WE WERE ABLE TO GET ALL OF OUR NORMAL WATER QUALITY SAMPLING, AS WELL AS, UH, WORKING ON SOME SPECIAL PROJECTS AS WELL. SO THAT'S BEEN, THAT'S BEEN DONE. THE LAB DID PROVIDE AN UPDATE. IT IS IN Y'ALL'S BOARD PACKET. UM, CERTAINLY IF YOU HAVE ANY QUESTIONS, PLEASE FEEL FREE TO LET ME KNOW FOR THE STORMWATER IMPLEMENTATION COMMITTEES. SWIC, UM, WE HAVE WORKED IN THE PAST OBVIOUSLY TO GET OUR BUDGET CONCURRENCE LETTERS. THOSE WERE PROVIDED IN EARLY FEBRUARY TO THE MUNICIPALITIES. UM, AT THE TIME OF THE REPORT, WE WERE STILL MISSING A FEW OF THOSE CONCURRENCE LETTERS AND WE ARE, WE'VE GOTTEN ALMOST ALL OF THOSE FROM OUR PARTNERS AS WELL. SO JUST A QUICK UPDATE FROM THEM ON THAT. AND NEXT I'M GOING TO TURN IT OVER TO JULIANA HEY EVERYONE. UM, AS FAR AS STORMWATER RELATED PROJECTS GO, WE STILL MEET MONTHLY CONCERNING EASEMENTS AND MOVING FORWARD ON ALL OF THAT STUFF. UH, SHELL POINT, AS FAR AS GRANTS ARE CONCERNED, WE COMPLETED THE REQUEST FOR MORE INFORMATION THAT THE STATE SENT OUT AND ARE WAITING FURTHER GUIDANCE OR INSTRUCTION FROM THEM. HOPEFULLY IT'LL BE A GOOD WORD FROM THEM NEXT. UM, WE ALSO, AT THE SAME TIME HAD A REQUEST FOR PROPOSALS, FOR A ENGINEER TO DESIGN PERMIT AND ENGINEER THE PROJECTS THAT WILL BE ASSOCIATED WITH THAT, UH, BIGGER PROJECT. AND THAT CLOSED APRIL 8TH. SO WE MET THIS WEEK A COUPLE OF TIMES, [00:25:01] EVEN AS SOON AS THIS MORNING, UM, TO FIGURE OUT WHO WE WOULD SELECT, AND WE'LL BE MOVING FORWARD WITH INTERVIEWS OF THE TOP CANDIDATES NEXT WEEK. AND WE'LL HOPEFULLY HAVE A RECOMMENDATION TO BRING TO YOU ALL SIN, THE FACTORY CREEK AND ACADEMY PARK SUBDIVISION PROJECT. THE CLOSING DOCUMENTS HAVE BEEN PREPARED. AND ONCE THE OWNER PAYS THE PROPERTY TAXES, WE'LL BE ABLE TO MOVE FORWARD WITH THAT. UM, SIMILARLY, THE, THEY, THEY DO, I'M GONNA DEFER THAT'S FINE COUNTY CANNOT PAY PROPERTY TAXES FOR PRIVATE PROPERTY. AND SO IN ORDER TO TAKE OWNERSHIP OF THIS PROPERTY, THE TAXES THAT THE CURRENT OWNER OWES ARE, NEEDS TO BE PAID UP PRIOR TO TRANSFERRING OWNERSHIP. SO WE'RE WAITING FOR THAT INDIVIDUAL TO PAY THE TAXES SO WE CAN MOVE FORWARD WITH CLOSING. THIS IS THE ACADEMY PARK POND. SO, UM, YEAH, YEAH, YES, YEP, YEP. KIND OF ASSOCIATED WITH ACADEMY ESTATES AND SIMILARLY ON FACTORY CREEK PHASE TWO, LEGAL IS HANDLING THOSE DOCUMENTS NOW, UM, AS I'M SURE YOU ALL SEE CONSTRUCTION CONTINUES AT BOTH THE GRAVES' PROPERTY AND THE WHITE HALL PROPERTY, AS THOSE PROJECTS MOVE FORWARD, UH, TUXEDO PARK, POND DRUDGING. WE HAD A BID GO OUT, IT CLOSED. AND THE TWO BITS THAT CAME IN WERE OVER BUDGET. AND PART OF THAT WAS WE HAD A BROAD SCOPE AND THE BID, THE INVITATION FOR BID WASN'T NECESSARILY QUITE SUITABLE FOR THAT. SO WE'RE GOING TO PUT IT BACK OUT AS A REQUEST FOR PROPOSALS AND ALLOW THE CONTRACTORS TO SPECIFY TO US HOW THEY'LL DO IT AND ARE HOPING FOR A BETTER FEEDBACK WITH THAT. AND CERTAINLY SOMETHING THAT FITS BETTER IN OUR BUDGET. THE DESIGN FOR HUSKER COURT NORTH IS 99% DONE, AND I WAS HOPING TO FINISH IT TODAY, BUT DEFINITELY WITHIN THE NEXT FEW DAYS, WE'LL HAVE THAT DESIGN DONE AND READY TO MOVE ALONG WITH ALIGNING THAT DRAINAGE CONVEYANCE. SO NOW I'LL MOVE INTO PROFESSIONAL CONTRACTS, THE CIP FOR FISCAL YEAR 18, LIKE WE MENTIONED, LAST TIME, THE SALT CREEK AND SHANKLIN PROJECTS HAVE BEEN REMOVED FROM THE LIST AND CONSTRUCTION DOES CONTINUE AT THE RURAL MEMORIAL PROJECT. THE CONTRACT FOR THAT WITH THE CONTRACTOR ENDS JUNE 10TH. AND SO IT'LL BE A PUSH TO GET THAT DONE, BUT WE ARE FULLY EXPECTING THAT IT BE COMPLETE BY THEN. THEY HAVEN'T BEEN ON SITE LATELY. IF YOU HAVE BEEN BY THERE, THEY'RE WAITING ON MATERIALS, JUST LIKE A LOT OF OTHER CONTRACTORS WITH SUPPLY CHAIN ISSUES, BUT HOPEFULLY THAT WILL BE, UH, FIXED SOON AND THERE'LL BE BACK OUT THERE TO FINISH UP. THE EVERGREEN REGIONAL POND HAS MOVED FORWARD SINCE THE UTILITY CONFLICT. WE HAD A PRE-CONSTRUCTION MEETING ON APRIL EIGHT TO DISCUSS THE NEW PLAN AND EVERYONE INVOLVED THE UTILITIES, THE ENGINEER, THE COUNTY, AND THE CONTRACTOR WE'RE ON SITE FOR THAT. UM, SO ONCE WE CAN SECURE THE CONTRACTOR SECURES MATERIALS, WE LOOK FORWARD TO THAT GETTING STARTED AGAIN AND HAVING THAT COMPLETE, WE STILL WORK WITH WOLPERT ON A REGULAR BASIS FOR OUR ENGINEERING CONSULTANT SERVICES. JUST TO HIGHLIGHT A FEW OF THE SCOPES I'VE MENTIONED TO YOU ALL BEFORE ABOUT SCOPE NUMBER FIVE CONCERNING THE BATTERY CREEK POND NEAR THE WALMART SHOPPING CENTER AND THE TRASH ISSUES THAT WE'RE HAVING THERE, THE TRASH TRUCK HAS BEEN ORDERED AND, UH, TALK TO THE VENDOR TODAY. AND THEY'RE HAVING HAD AN UPDATE ON THE PROGRESS OF GETTING THAT MATERIAL SYN SCOPE NUMBER EIGHT FOR THE ST. HELENA DRAINAGE STUDY ABOUT TWO WEEKS AGO, KATIE AND I WERE ON A CALL LOOKING AT SOME DIFFERENT MODELING METHODS AND PROPOSALS FOR HOW OR THE DIRECTION THAT THAT STUDY IS GOING TO GO. AND WE'RE REALLY ENCOURAGED AT WHAT WE'LL PROPOSE. IS THERE SCRIPT NUMBER NINE FOR THE ARTHUR HORN PARK. WE'VE DONE A LOT WITH THAT. SEEMINGLY AS FAR AS FUNDING, WE'VE SUBMITTED THE THREE 19 GRANT APPLICATION AND ARE HOPING TO HEAR BACK FROM THAT SOON, WE MET ON SITE WITH NRCS ON APRIL 5TH TO DISCUSS THE PROJECT, AND WE'RE REALLY ENCOURAGED WITH THEIR FEEDBACK AND WE'LL HOPEFULLY HAVE SOME FUNDING FROM THEM COMING THROUGH THE PIPELINE, UH, THAT TENT SCOPE FOR THE LADIES ALLEN DRAINAGE STUDY WOLPERT IS ON-SITE PRETTY MUCH DAILY COLLECTING FIELD WORK SURVEYS AND OF PIPES, ALL THE STUFF THAT THEY'LL NEED TO GO BACK TO THE OFFICE AND MODEL THINGS APPROPRIATELY. SO THAT'S ALL I HAVE. YES, SIR. HOLD ON. AN ALIBI PEOPLE WHO CAN'T GET MATERIALS BECAUSE OF SUPPLY CHAIN, ARE WE EXTENDING DEADLINES? [00:30:02] YES, BECAUSE WE KIND OF HAVE NO CHOICE. UM, WE NEED THE MATERIALS TO GET THE PROJECTS DONE. AND, UM, SO CERTAINLY THERE'S BEEN A LITTLE BIT OF GRACE PROVIDED TO THE CONTRACTORS. UM, SOME MATERIALS, YOU KNOW, THEY WERE JUST SUPPLY CHAIN ISSUES HAVEN'T NECESSARILY BEEN A SECRET FOR TOO LONG. SO, YOU KNOW, THERE IS A LITTLE BIT OF ONUS ON THESE CONTRACTORS TO KIND OF KNOW AHEAD OF TIME WHAT'S WHAT'S GOING ON. BUT, UM, I THINK THIS MATERIAL IN PARTICULAR THAT SHE WAS REFERRING TO FOR THE BREWER MEMORIAL PROJECT IS VERY SPECIFIC. UM, SO YES. AND WHEN YOU GOT EVERYBODY TRYING TO USE THAT VERY SPECIFIC MATERIAL, IT GETS COMPETITIVE, BUT YEAH, W IT'S WE'RE TRYING TO BE AS UNDERSTANDING AS POSSIBLE, BUT AGAIN, WE HAVE BUDGETARY CONSTRAINTS, WE HAVE CONTRACTUAL CONSTRAINTS AND, YOU KNOW, GIVE THEM SITUATIONS. SOME, WE HAVE HAD A LITTLE MORE FLEXIBILITY THAN OTHERS. SO WITH THE EVERGREEN PROJECT, THE GRANT FOR THAT CAME FROM THE EPA. AND SO AS LONG AS THE PROJECT IS DONE BY THE EPA DEADLINE, WHICH WAS JULY 26 OF THIS SUMMER, 2022, UM, YOU KNOW, WE SHOULD BE GOOD BUDGETARILY. WE DID NOT. WE BUDGETED TO COMPLETE THE PROJECT BEFORE THE END OF THE FISCAL YEAR. SO THERE'S SOME TIME ALLOTTED AFTER, YOU KNOW, JULY ONE TO KIND OF BILL OUT, BUT WE EXPECT THAT TO BE DONE BEFORE THE END OF JUNE, SAME WITH BREWER. SO, ALRIGHT, SO REGIONAL COORDINATION. UM, WE CONTINUE TO WORK WITH THE CITY OF BUFORD ON THE MOSSY OAKS, WATER QUALITY, UM, REPORTING THAT WE ANTICIPATE TO ACTUALLY BE ENDING AT THE END OF MAY, BUT BECAUSE WE ARE WORKING ON THEIR RETROFITS AT THE ARTHUR HORN PARK, UH, DANIELLE AND I HAVE BEEN DISCUSSING, EXTENDING SPECIAL WATER QUALITY MONITORING TO CONTINUE TO REALLY CAPTURE BEFORE CONSTRUCTION DURING CONSTRUCTION. AND THEN AFTER IN THAT AREA. SO WE FEEL REALLY ENCOURAGED BY ALL OF THE CUTE SCHOOL KIDS WALKING BY, UM, LIKE JULIANA SAID, WE HAD A MEETING ONSITE WITH NCRS AND THEIR EX. THEY ACTUALLY, WE MET THE DEADLINE FOR APPLICATION FOR THAT FUNDING BY LIKE SIX DAYS, WE HAD NO CLUE THAT THE DEADLINE WAS THE END OF MARCH. AND WE GOT IN AT MARCH 24TH AND THEY WERE SO GRACIOUS TO COME DOWN AND VISIT WITH US TO LEARN ABOUT THE PROJECT AND HAVE ADVANCED US AGAIN TO THE SECOND STAGE OF FUNDING. SO AT THAT POINT, WHEN, IF WE MAKE IT THROUGH THE SECOND STAGE OF FUNDING, THEY WILL ASSIGN SOMEONE TO KIND OF BEGIN A STUDY OF THE AREA AND THEN TAKE CONTROL AS FAR AS DESIGN AND ENGINEERING. SO WE SHOULD BE HEARING FROM THEM SOON. I KNOW I FOLLOWED UP WITH THEM ABOUT A WEEK AFTER THEY WERE HERE. UM, AND I LOOK FORWARD TO FINDING OUT IF WE'RE SELECTED, CAUSE THAT'S GOING TO BE A GREAT PROJECT. THAT IS A REALLY GOOD QUESTION THAT I DID NOT KNOW OFF THE TOP OF MY HEAD, BUT I CAN TELL YOU WHEN I GET TO MY PHONE, OKAY. YEAH. WE, UM, IT'S, IT'S VERY HARD TO GET IN AND KIND OF KNOW WHAT THEY'VE GOT GOING ON, BUT ONCE YOU'RE IN YOUR END. AND SO, UM, I THINK HIS NAME, STEVEN STEVEN HENRY THAT'S RIGHT. HE IS RETIRING. AND SO IT IS SOMEONE NAMED MIKE SPENCE. THAT'S NOT RIGHT. THAT'S MY OLD D HECK BOSS. WE'LL GET THAT TO YOU. NEXT IS MUNIS FOR REPORTS. UM, I KNOW WE'VE GOT SOME REPRESENTATIVES FROM THE DIFFERENT JURISDICTIONS IF Y'ALL WANT TO COME UP AND TELL US ABOUT WHAT'S GOING ON, FEEL FREE, UM, BEYOND THE STRUCTURE THAT YOU'VE BEEN HERE, WE'RE TRYING TO SELL HERE. WE'RE GETTING READY TO TAKE A $3 MILLION GENERAL OBLIGATION BOND BORROWING ADDRESS. WE SURFACING SOME SIDEWALKS AND SOME ADDITIONAL SNOWBOARDER IN THE NEIGHBORHOOD ITSELF ABOUT THE BIRTHDAY BEFORE. OH YEAH. BIRTHDAY FOR THE FIRST APRIL 30TH, PLEASE COME OUT. DON'T BE FOOD [00:35:01] RELATED. WHAT TIME IS IT? 9, 9 39. O'CLOCK IS THAT SATURDAY? YES. OKAY. THE CITY OF BUFORD, UM, WE'VE HAD GOLDEN HARVEST COME BACK DOWN THERE DOING SOME WORK TO HELP US WITH THE FLAP GATES THAT WE INSTALLED ON THE SPANISH MOSS TRAIL. WE FOUND THERE WAS A BUSHING ISSUE THAT WASN'T LETTING THEM OPEN AND CLOSE PROPERLY. SO THEY HAD TO REDESIGN A NEW BUSHING AND, UM, HOPEFULLY WE'RE GOING TO GET THAT TWEAKED OUT AND COMPLETED TO WHERE THEY'RE ACTUALLY OPENING AND CLOSING ALL AS ONE, INSTEAD OF AT DIFFERENT TIMES. UM, WE'RE ALSO DOING SOME WORK WITH THE DUCK POND THAT'S RIGHT DOWN FIRST BOULEVARD. AND SO DRAINAGE WORK WORKING, UH, SOUTH SIDE PARK AS WELL. UH, ALSO WE'RE GOING TO TRY TO START GETTING SOME POL MAINTENANCE DONE AND BATTERY SHORES AND BUNCH OF ROADSIDE CLEAN OUT THROUGHOUT THE CITY RIGHT NOW, AND A JOINT EFFORT WITH DDOT AND THE DOWNTOWN DISTRICT AND BACKDROP WORK. SO IN THE COUNTY'S ASSISTING US WITH THAT REGARDING HILTON HEAD. UM, STILL FIND LOTS OF SOME OF THE BUDGETARY STUFF AS WE ALL LIKE TO DO. UM, AS I WAS WALKING OUT OF THE DAY, OUR TOWN MANAGER, MARK ORLANDO SIGNED OFF ON OUR ANNUAL REPORT FOR DATA AND IT WILL BE SENT OUT ON MONDAY, APRIL 30TH. OH YEAH. ROGER THAT. GOTCHA. ALL RIGHT. THANKS GUYS. UM, MOVING INTO THE REPORT, I'M ATTACHED TO THE, I KNOW SINCE WE DON'T HAVE A POWERPOINT, WE TRY TO PRINT SOME OF OUR GRAPHS OUT FOR Y'ALL. UM, ONCE AGAIN, WE'RE BACK INTO A VERY BUSY MONTH, NO SLOWING DOWN. WE'RE KIND OF ALMOST 800, OVER 860 INSPECTIONS. WE STAY VERY BUSY. WE ARE LOOKING TO HIRE AN ADDITIONAL INSPECTOR, UM, FOR THE TEAM TO SERVE IN A MORE SENIOR LEADERSHIP CAPACITY, UM, TO, YOU KNOW, ORGANIZE THAT PROGRAM AND, UM, YOU KNOW, JUST BEEF UP THE TEAM THAT WE'VE ALREADY, WE'VE GOT ALREADY ESTABLISHED, UM, COUPLE OF LISTS OF DISCHARGE COMPLAINTS. UH, LUCKILY EVERYTHING WAS ABLE TO BE REMEDIATED VERY QUICKLY, UH, WHICH IS CERTAINLY THE COMPLIANCE WE HOPE FOR WHEN WE'RE WORKING WITH OUR CITIZENS. AND THEN CERTAINLY PLANNED REVIEW INSPECTIONS PERMITTING. UM, AGAIN, WE'RE MOVING FULL STEAM AHEAD ON DEVELOPMENT GOING ON WITHIN THE COUNTY. SO HOW MANY OF YOU HAVE WE HAVE THREE FULL TIME INSPECTORS AND THEN WE, YES. AND YES. YEP. AND WE ALSO HAVE AN INFRASTRUCTURE TECHNICIAN, A LEAD POSITION. HE HANDLES ALL THE GIS AND MAPPING THAT, UM, WE NEED TO DO TO BE IN COMPLIANCE WITH THE STATE PERMIT. UM, ADDING IN ANY NEW INFRASTRUCTURE AS DEVELOPMENT CLOSES OUT. AND, UH, WE HAVE A VACANCY, UH, SECOND INFRASTRUCTURE TECHNICIAN, VACANCY AVAILABLE AS WELL. SO WE LOOK FORWARD TO GETTING THAT ADVERTISED AND FILLED AS QUICKLY AS POSSIBLE. SO, UM, ELLEN WAS NOT ABLE TO BE HERE TODAY. SHE DID PROVIDE A REPORT IN YOUR PACKET. THE, UH, IT IS EARTH DAY, EARTH KIND OF WEEK. AND SO SHE'S CURRENTLY IN PARIS ISLAND LEADING AN EVENT ON BEHALF OF THE CLEMSON EXTENSION AND LOW COUNTRY STORM WATER PARTNERS TEAM. SO I GAVE HER A PASS TO BE HERE TODAY. UH, BUT IF YOU DO HAVE ANY QUESTIONS, SHE SAID THAT SHE WAS HAPPY TO ANSWER ANYTHING THAT YOU ALL MAY HAVE. UM, INTER GOV, WE CONTINUE TO IMPLEMENT THAT WE'RE WORKING NOW AT THIS STAGE ON THE CUSTOMER SERVICE SIDE OF THAT SOFTWARE TO MAKE SURE THAT CITIZENS, WHEN THEY COME TO APPLY FOR PERMITS, THAT'S ALL BEING HANDLED ELECTRONICALLY. UM, RIGHT NOW THE PERMIT ISSUANCE IS BEING HANDLED ELECTRONICALLY. ALL THE INSPECTIONS ARE BEING HANDLED ELECTRONICALLY, BUT THE ACTUAL APPLICATIONS ARE STILL, UH, PHYSICAL AND IN PERSON. SO WE LOOK FORWARD TO GETTING THAT DIGITIZED, THAT PROCESS DIGITIZED, UH, NO UPDATE FOR THE STATEWIDE MS FOR GENERAL PERMIT, BUT WE DID GET THE OPPORTUNITY TO GO TO CHARLESTON, TO MEET WITH ARMY CORPS OF ENGINEER AND, UM, OFFICE OF COASTAL RESOURCE MANAGEMENT REPRESENTATIVES. UH, GOSH, APRIL 8TH, I BELIEVE APRIL 1ST. YEP. AND GOT AN UPDATE ON THE NEW GENERAL PERMITS. UM, UNLIKE DEAN AND TRAVIS, NOT REALLY HAVING ISSUES 20, 30 YEARS AGO GETTING PERMITS NOW, THAT'S NOT EXACTLY THE CASE. UM, BUT WE DO FEEL ENCOURAGED BY THE PRACTICAL STEPS THEY'VE TAKEN TO HELP FACILITATE THE APPLICATION PROCESS. [00:40:01] UM, THE COUNTY DID PROVIDE PUBLIC COMMENTS TO THAT AND WE ARE AVOIDING THE ARMY CORPS OF ENGINEERS TO GET THEIR RESPONSE. UM, AND JUST WAITING TO HEAR BACK FROM THEM ON HOW THEY ADDRESSED OUR CONCERNS WHEN THAT WAS PRESENTED BACK IN 2020. AND WE DO HAVE, UM, AS FAR AS OUR STAFF UPDATE CONTINUES, WE CONTINUE TO HIRE FOR ALL OF OUR VACANT POSITIONS. WE HAVE SEVERAL THAT ARE STILL WITHIN OUR INFRASTRUCTURE COMMUNITY, AND WE DO WANT TO KIND OF ESPECIALLY RECOGNIZE MR. JOHN SPENCER. HE IS OUR NEW SENIOR, UM, ADMIN ASSISTANT FOR THE MANAGEMENT AND REGULATORY TEAM. WE'RE VERY EXCITED. YOU'RE HERE. IT'S BEEN QUITE THE JOURNEY. I THINK I'VE PROVIDED SEVERAL UPDATES ON POTENTIAL NEW HIRES. AND WE FINALLY GOT A GREAT ONE, SO IT WAS WORTH THE WAIT AND WE'RE HAPPY THAT YOU'RE ON OUR TEAM. SO WELCOME. AND I'VE GOT MAPS REPORT. OKAY. REAL QUICKLY THAT THE WHOLE CORBIN TEAR ISSUE I TENDED TO FORM WITH, UH, ALBERT CARSON BASE, BASICALLY THE ENTIRE LOOKING FOR, AGAIN, THERE PROBABLY WASN'T A SINGLE JURISDICTION THAT DID NOT THAT RAISED THAT SAME ISSUE REGARDING NON AROUND. AND SO WE'VE ASKED HER TO SEE WHAT HE CAN DO TO HELP EXPEDITE ANYTHING. 20 YEARS AGO, WE GET THE UPDATED PERMIT FOR THIS. IT TOOK US 11 BUCKS TO GET A PERMIT FOR THIS. AND WE HAD TO BUY A MITIGATION. THE MITIGATION CUTS THAT WE TALKED ABOUT, THAT THAT WAS ONE OF THE COMMENTS PROVIDED. AND THEY SAID THAT THEY CAN'T DO ANYTHING ABOUT IT. WE HAVE TO PAY MITIGATION. UM, SENATOR SANDRA SIN WAS IN THE AUDIENCE TOO, AND SHE PUSHED THE SAME THING. UM, SHE'S WATCHING VERY CLOSELY HOW THESE FEDERAL ENTITIES ARE KIND OF TREATING THE STATE JURISDICTIONS, UM, AND WHAT'S GOING ON HERE. UM, SO, UM, I'M THANKFUL FOR HER INPUT AS WELL. SO WELL, BECAUSE WE DID THIS WORK CREATING SOME OF WHAT WE BUILT, SOME OF THE STRUCTURE, IT WAS CONSIDERED A WEAPON. AND SO THEY DID A CALCULATION AND BASICALLY THE PATIENT CALLED THAT WE HAD PURCHASED A MITIGATION CREDITS, UM, TO, TO MITIGATE OUR IMPACT, DESPITE THE FACT THAT WE WEREN'T DOING ANY COMMERCIAL DEVELOPMENT, WE'RE ACTUALLY CREATING NATIONAL WETLANDS. SO WE STILL HAD TO PURCHASE CREDIT TO OFFSET OUR IMPACT ON TRYING TO WIPE THAT COMPLETELY OUT. I'M CURIOUS TO SEE THE INFRASTRUCTURE REPORT WAS PROVIDED BY MR. ROUSH. UH, HE'S NOT HERE TODAY. WE HAD, UM, SIX MINOR PROJECTS AND ONE MAJOR, MOST OF WHICH ARE JUST, UM, DIGGING SOME BUSH HOGGING AND THEN, UM, SOUTHERN MAGNOLIA SUBDIVISION WAS IMPROVING THE ROADSIDE DITCHES JETTING, AND, UM, A FEW DRIVEWAY PIPE REPLACEMENTS. SO HAPPY TO TAKE ANY QUESTIONS ON THE INFRASTRUCTURE REPORT. GOOD TO GO. ALL RIGHT. YEAH, IT'D BE ON THE CAMERA MAN. STAY PROBABLY RIGHT THERE. YOU'LL BE ON CAMERA. OH, OKAY. SO THE 7TH OF APRIL AND JIM WAS THERE, JIM HART CAME, WE HAD A MEETING WITH RESIDENTS AND CHUCK ONLY REALLY WELL KINDA GAVE AN UPDATE AND ALSO, UM, TRAFFIC AND SAFETY ISSUES. JUST KIND OF GOOD NEWS, STORMWATER, BAD NEWS TRAFFIC WENT WELL. I THINK WE HAD 40 PEOPLE MAYBE. THANK YOU, MS. HOWARD. UH, AT THIS TIME WE HAVE, UH, MS. CAROLYN WALLACE TO TALK ABOUT BUDGETS, A FAVORITE SUBJECT, AT LEAST WHAT OUR FAVORITE PERSON, IF NOT, IT'S OUR FAVORITE PERSON. THANK YOU. THANK YOU. UM, RIGHT BEFORE I, UH, RIGHT BEFORE THIS MEETING, WE DID GET A CALL FROM THE BUDGET OFFICE. WE DID HAVE TO ADJUST OUR FISCAL YEAR 2023 BUDGET TO COMPENSATE FOR OUR COST OF LIVING, [00:45:01] UM, ALLOWANCE THAT WE ARE RECEIVING. ALL EMPLOYEES ARE RECEIVING HERE SHORTLY. WE HAD ACTUALLY BUDGETED 3% AND, UH, THE COUNTY IS NOW GRANTING US 5%. SO THAT WAS A, A NET INCREASE OF $134,000 THAT WE HAD TO, UM, ADD TO OUR REVENUE BUDGET. SO JUST A MINOR CHANGE, NOT MINOR FOR US, MAJOR CHANGE FOR US MINOR CHANGE TO OUR BUDGET. UM, I'M ACTUALLY BEFORE YOU TODAY TO, UH, PRESENT THE FYI 20, 21, ACTUALLY EVERYBODY SHOULD HAVE THAT HANDOUT. IT WAS IN YOUR PACKET. SO I HOPE THAT YOU TOOK THE TIME TO TAKE A LOOK AT THAT. UM, THIS IS NOW OF COURSE, HISTORICAL DATA. UH, IT'S A COMPARISONS COMPARISON OF WHAT WAS BUDGETED FOR FYI 2021 AND ALL OF OUR EFFORTS AT THIS AND EXPENSES FOR THAT FISCAL YEAR. UM, IF THERE'S ANYTHING THAT STANDS OUT THAT YOU WOULD LIKE TO ASK ABOUT, PLEASE GO AHEAD AND DO SO. I TRIED TO MAKE SURE AND INCLUDE NOTES, UM, AS, AS I WENT ALONG TO HELP UNDERSTAND THE, THE REPORT IF THERE ARE NO, IF THERE ARE NO QUESTIONS. OKAY, THANK YOU. SO I LIKE JULIANA MENTIONED, WE HAD FIVE, UH, CONSULTING FIRMS, UH, PUT IN A BID FOR US FOR THE SHELL POINT PROJECT. AND THREE OF THOSE ARE REALLY CLOSE IN AS FAR AS SCORES ARE CONCERNED AND WE'RE, WE WANT TO DO THE BEST FOR THIS PROJECT AND THEREFORE HAVE THE BEST PARTNER. AND WITH THAT, WE'VE DECIDED THAT TODAY WASN'T THE RIGHT DAY TO BRING FORTH A PROPOSAL FOR APPROVAL WITH THE UTILITY, WE ARE REQUESTING A SPECIAL MEETING. THE MONTH OF MAY, MAY 18TH, WHICH IS THE THIRD WEDNESDAY. UM, THIS WILL GIVE US ENOUGH TIME TO HAVE THESE APPLICANTS COME IN AND, OR PROVIDE A VIRTUAL PRESENTATION TO US AND GIVE THAT FEEDBACK TO THE PURCHASING DEPARTMENT. SO WE CAN THEN BRING OUR RECOMMENDATION TO YOU ALL, UH, WITH THE BOARD. UM, IT WILL BE A TRADITIONAL MEETING. I ENVISIONED JUST WE'LL DO ALL OF OUR NORMAL UPDATES AND THEN WE WILL BRING THE RECOMMENDATION FORTH FOR THE SHELL POINT, UM, ENGINEERING FIRM. SO, AND THIS TIME WE HAVE A, I NEED A MOTION CREATE AN ADDITIONAL 18. I READ THE BULLSHIT. PERFECT. ALL THOSE IN FAVOR. I HAVE A MEETING ON MAY 18TH. PERFECT. CAN'T WAIT TO SEE YOU GUYS THERE. IT WILL BE INDOORS. I DON'T KNOW MR. FEINBERG, DIDN'T BRING A HAT. I KIND OF WANT IT TO ALL RIGHT. WELL, THANK YOU. WE LOOK FORWARD TO BRINGING YOU OUR RECOMMENDATION NEXT MONTH, BEFORE WE GO TO PUBLIC COMMENT, UH, I HAVE AN ANNOUNCEMENT THAT SOME OF YOU SAW SOME EMAILS FLOATING AROUND, BUT MR. BRIAN WATKINS MEMBER, THE BOARD HAS RESIGNED. HE HAS MOVED OUT OF STATE AND THEY'RE NO LONGER HOLD A SEAT ON A UTILITY. AND WE WILL BE SUGGESTING THAT HIS SEAT BE FILLED. WE WILL SEND IT UP BOARDS AND COMMISSIONS AND SWICK AND ALL THOSE COUNSEL THAT NEED TO BE INVOLVED FOR ANY PUBLIC COMMENT. [00:50:15] UH, AT THIS TIME, IF YOU LOOK ON THE BACK OF TODAY'S AGENDA IS THE PROPOSAL FOR THE NEXT MEETING, WHICH WILL BE MADE IN SEPTEMBER. DO I HAVE A MOTION? THE NEXT AGENDA FOR MAY 18TH? WELL, I HAVE A SECOND. ALL THOSE IN FAVOR, MOTION PASSES. I WANT TO THANK VAN WILSON AGAIN FOR HOSTING THIS AND MAKING THIS HAPPEN. AND KATIE FOR DOING THE LOGISTICS AND ALL OF THE VIDEO ATROPHY THAT GOES ALONG WITH IT, IT DOESN'T HAPPEN WITH A SNAP OF A FINGER. SO WE WANT TO THANK YOU, GENTLEMEN, UH, FOR MAKING THAT HAPPEN AGAIN, THEN WE'LL BRING THIS ALL TOGETHER. IT'S OUR FIRST ONSITE MEETING THAT WE HAD JUST PROPOSED LAST YEAR THAT WE HAVE AT LEAST MORE THAN ONE. UH, I WILL, UH, SINCE I HAD GIVEN BRIAN THAT TASK TO COME UP WITH, UH, OUTSIDE READING AGENDAS, UH, SINCE HE'S NOT GOING TO BE THERE FOR THE REST OF THIS YEAR, I'LL WORK DIRECTLY WITH KATIE AND SEE IF WE CAN HAVE ANOTHER ONE. I THINK IT'S REALLY INSTRUCTIVE FOR EVERYBODY TO SEE EXACTLY WHAT WE VOTED ON AND WHAT, WHAT THE OVERALL PICTURES LOOKED LIKE. A GREAT THING IS COMPLETED, AND HOPEFULLY WE CAN GO BACK TO OUR RESPECTIVE AREAS AND TALK ABOUT IT. WE HAVE A PHOTOGRAPHY. WELL THAT JUST PROBABLY DOESN'T EVEN KNOW THIS EXISTS. IT'S A GREAT VENUE FOR THEM. SO AGAIN, I LOOK FORWARD TO THE NEXT MEETING ON MAY 18TH THIS TIME. IS THERE ANY OTHER COMMENTS, IF NOT, DO I HAVE ANY MOTION TO ADJOURN? SECOND? ALL THOSE IN FAVOR. THANK YOU ALL. * This transcript was created by voice-to-text technology.
