AND I MUST SAY THE COUNTY, JIM AND MYSELF WERE JUST TALKING.

AND WHAT WE'VE DECIDED TO DO IS THAT WE WILL HOLD TWO JOINT COUNTY MEETINGS A YEAR, ONE IN EARLY JUNE AND ONE IN THE FALL.

AND WE HOPE TO HAVE THEM A TCL WHERE WE WILL HAVE BOTH FULL COUNCILS FROM THE TOWN COUNCIL AND THE COUNTY COUNCIL.

AND WE'LL MEET IN TCL TWICE A YEAR.

AND WE'RE GOING TO ASK MARK AND ERIC TO WORK ON THE AGENDAS AND JOE AND ME WE'LL SIGN OFF ON.

UM, AND TODAY WHAT I WANT TO DO IS KIND OF CATCH US UP IN THE COMMUNITY UP ON ITEMS THAT HAVE HAPPENED, UM, SINCE THE LAST CONVENING OF COUNCIL SEAN, CAN I INTERRUPT YOU ONE SECOND? YES, SIR.

UM, I WANT TO COVER THE SUMMARY OF RECOMMENDATIONS THAT COUNCIL APPROVED ON OCTOBER 12TH.

UM, A TIMELINE OF ACTIVITIES SINCE COUNCIL TOOK ACTION.

UH, THERE'S BEEN A LOT OF WORK THAT'S HAPPENED, UM, SINCE THAT DATE AND, UH, SOME KEY BENCHMARKS AND UPDATE AND UPGRADES AND UPDATES I WANT TO PROVIDE TO YOU.

UM, I'M GOING TO GO THROUGH REVIEW OF THE SED OT BUFORD COUNTY RESPONSE TO THOSE 26 RECOMMENDATIONS.

UM, THERE W THERE WAS SOME ADDITIONAL WORK TO GET AN OPINION OR PROBABLE COSTS ON A FEW KEY ELEMENTS.

UH, THE ONE VERSUS TWO BRIDGE TREATMENT, UH, THE COST OF THE PEDESTRIAN REFUGES, UM, ON THE BRIDGE ITSELF, AND THEN THE, UM, JENKINS ISLAND MEANDERING OF THE ROADWAY CREDIT MORBID GATEWAY EXPERIENCE ON JENKINS ISLAND, UM, THAT LED TO THE MODIFIED RECOMMENDED PREFERRED ALTERNATIVE THAT WAS, UM, PRESENTED ON MARCH 3RD AT THE ISLAND REC CENTER, UH, S D O T, AND MOBILIZED, UH, THEIR TEAM, UM,

TO COMMUNICATE THOSE CHANGES TO THE PUBLIC, UM, AND, AND CONDUCTED THAT PUBLIC MEETING ON, ON MARCH 3RD, UH, THEY HELD UP OPEN THEIR PUBLIC COMMENT PERIOD THROUGH THE END OF MARCH, UM, AND THAT THAT PERIOD IS CLOSED.

AND, UM, AND THEY'LL, THEY'LL COMPILE THE INPUT THAT WAS RECEIVED AS PART OF THAT PUBLIC COMMENT PERIOD.

UM, AS MANY PEOPLE KNOW BEFORE COUNTY COUNCIL ADOPTED A RESOLUTION ON MARCH 28, SO WE'LL COVER, UH, WHAT THE, UM, WHAT THAT RESOLUTION, UH, OUTLINED AND THE KEY ELEMENTS AS IT RELATES TO THE TOWN.

AND THEN THERE'S BEEN A LOT OF GOOD WORK, AND THERE'S A LOT OF ALIGNMENT ON THE RECOMMENDATIONS THAT THE TOWN HAS MADE, UM, THROUGH THE, WITH THE PROJECT TEAM, BUT THERE'S SOME OPPORTUNITIES FOR FURTHER DISCUSSION, AND THERE'S A FEW KEY ELEMENTS, AND I WANT TO MAKE SURE THAT I BRING THOSE TO LIGHT AND, UH, AND OPEN IT FOR DISCUSSION WITH THE GROUP WHILE WE HAVE EVERYONE HERE.

UM, AND THEN CLOSING.

AND, UM, I'M GOING TO TRY TO GO THROUGH THIS PRESENTATION AND IF WE CAN HOLD QUESTIONS UNTIL WE GET THROUGH, UM, MAYOR AT YOUR DISCRETION, IF, IF WE NEED TO STOP SOMEWHERE IN THE MIDDLE, I'M HAPPY TO DO SO.

UM, AND TAKE IT AT THAT TIME.

I TRIED TO MAKE SURE THAT THE SLIDES HERE REPRESENT THE INFORMATION RIGHT FROM THE OFFICIAL DOCUMENT.

SO, UM, I'M NOT GOING TO COVER, I'M SHOWING THE SUMMARY OF RECOMMENDATIONS.

I'M NOT GOING TO GO THROUGH EACH ONE INDIVIDUALLY BECAUSE WE'RE GOING TO COVER THAT AND THE RESPONSE HERE SHORTLY.

UM, BUT, BUT THERE WERE 26 RECOMMENDATIONS THAT WERE ADVANCED AND APPROVED BY THE TOWN COUNCIL, UH, OCTOBER 12TH, UM, THERE, 12 OF THEM ARE, UH, CORRIDOR WIDE.

AND THEN, UH, SEVERAL OF THEM WERE ZONE SPECIFIC SEWN SPECIFIC RELATED TO THE BRIDGE RELATED TO JENKINS ISLAND RELATED TO STONEY.

UM, AND, UH, EVEN THE, UH, THE SORT OF THE MOSS CREEK SECTION, BUT LEADING UP TO THE, UH, WHERE THE BLUFFTON FLY OVER, UM, YOU KNOW, IT GOES ACROSS.

SO THESE TWO SLIDES, UM, REPRESENT THE SUMMARY OF RECOMMENDATIONS THAT TOWN COUNCIL APPROVED ON OCTOBER 12TH.

AND, UH, I WANT TO JUMP INTO NOW THE ACTIONS THAT HAVE TAKEN PLACE SINCE THE OCTOBER 12TH MEETING, UM, AND WE'LL CONTINUE THE STORY, A NARRATIVE ON THAT.

SO AGAIN, AS A REMINDER IN OCTOBER 12TH, COUNCIL APPROVED WITH A VOTE OF FIVE TO, TO THOSE 26 RECOMMENDATIONS THAT I REPRESENTED ON THE PREVIOUS TWO SLIDES.

UH, THOSE RECOMMENDATIONS WERE REPRESENTATIVE OF THE TOWN'S EXPECTATIONS FOR THE GATEWAY CORRIDOR PROJECT.

UH, WE HAD OUR, UH, PROJECT, UH, CONSULTANTS, M K S K AND HDR HELP US INFORM THOSE RECOMMENDATIONS ALONG WITH AN AWFUL LOT OF OUTREACH TO THE COMMUNITY, PUBLIC ENGAGEMENTS, UH, ONE-ON-ONE MEETINGS, GROUP MEETINGS.

UM, AND, AND THAT'S WHAT LED TO THOSE 26 RECOMMENDATIONS.

WE HAD A SERIES OF SEVERAL WORKSHOPS, UH, STARTING LAST SPRING, UM, UH, STARTING IN MARCH AND CULMINATING IN THIS OCTOBER DATE WHERE WE ASKED COUNCIL IF THEY WERE COMFORTABLE WITH THESE RECOMMENDATIONS.

UM, THE DAY AFTER THE RECOMMENDATIONS WERE APPROVED AT COUNCIL AT A SPECIAL MEETING, WE, WE FORWARDED THAT INFORMATION ON TO, UH, BOTH THE PART, OUR PARTNERS AT BUFORD COUNTY AND STD OT, UH, BUT A REQUEST TO REVIEW, UM, UH, CONSIDER AND PROVIDE RESPONSES BACK TO EACH OF THOSE RECOMMENDATIONS TO THE TOWN.

UM, WE WERE MOVING PRETTY QUICKLY AS YOU CAN SEE RIGHT MEETING ON, UH, ON THE 12TH, ON, ON THE 13TH, AND THEN QUICKLY CONVENED A MEETING WITH, UH, SCD T O S C D O T LEADERSHIP, THE SECRETARY HALL, AND, UH, DEPUTY DEPUTY SECRETARY COLVIN.

UM, ALONG WITH CRAIG, WHEN THE, THE PROJECT MANAGER FOR SCD OT, UH, WE HAD A COUNTY ADMINISTRATOR, UM, UH, ASSISTANT COUNTY ADMINISTRATOR PRESENT AT THAT MEETING.

UH, WE ALSO HAD THE MAYOR, UM, TOM MANAGER AND MYSELF, UH, WE WENT THROUGH EACH OF THE RECOMMENDATIONS ITEM BY ITEM, UM, AND DID SORT OF AN IN-DEPTH EVALUATION AND CAME UP WITH WHAT WE, WE CALL THE PRELIMINARY RESPONSE.

WE WENT, WEREN'T QUITE SURE ABOUT THE FINAL ANSWER OR, OR AN OFFICIAL RESPONSE AT THAT POINT, BUT WE HAD PRELIMINARY FEEDBACK AND DISCUSSION, UH, REALLY TO ITEMIZE THOSE RECOMMENDATIONS THAT WERE PART OF THE PROJECT OR THOSE THAT MAYBE LIVED OUTSIDE THE PROJECT OR, UM, OR THE RESPONSIBILITY OF, OF THE TOWN, THE COUNTY, OR SOME OTHER ENTITY, UM, AT THE END, WHILE IT WAS PART OF THAT DISCUSSION, UM, KNOWING THAT THE RECOMMENDATIONS WOULD HAVE FINANCIAL IMPACT, UM, CERTAINLY WITH A FEW KEY ELEMENTS, UM, WE AGREED TO GAIN OPINIONS OF PROBABLE COST, UM, PRIMARILY FOR THE BRIDGE TREATMENT, THE ONE VERSUS TWO BRIDGE ITEM, THE ARTICULATION OF A GATEWAY EXPERIENCE ON JENKINS ISLANDS.

SO KIND OF MEANDERING A LITTLE BIT, ADDING MORE MEDIAN,

UM, ALONG JENKINS ISLAND, AND THEN THE BRIDGE REFUGES THAT WERE PART OF THE RECOMMENDATION FOR THE MULTIUSE PATHWAY ALONG THE BRIDGE.

THERE HAD BEEN A FOUR, UH, RECOMMENDATION FOR 14 WIDE, UM, SHARED USE PATHWAY, BUT TO HAVE, UM, SOME OPPORTUNITIES FOR REFUGE, UM, SCENIC OVERLOOKS, UM, AND SERVE AND SERVE KIND OF AS A REFUGE, UH, AS YOU'RE CROSSING THAT LONG SPAN.

AND SO THOSE THREE ITEMS, WE ENGAGED OUR CONSULTANT HDR, FOR OPINION OF PROBABLE COSTS AND THE COUNTY ENGAGED, UM, THEIR, THEIR FOLKS KCI AND THEIR PROJECT TEAM, UH, TO WORK TOGETHER, UH, TO DO THAT AS WELL, KRISTA WHERE A, SO AGAIN, THERE WAS A LOT OF WORK THAT WENT INTO THE BACKGROUND OF EVALUATING THOSE ADDITIONAL RECOMMENDATIONS, A LOT OF SUR ADDITIONAL SURVEY WORK DONE BY, UM, STD O KCI, UM, UH, THROUGH THE COUNTY TO EVALUATE THE IMPACTS OF THE RECOMMENDATIONS, THE PERFORMANCE, UM, AND COSTS.

UM, SO, UH, IT WASN'T UNTIL FEBRUARY EIGHT, WHERE WE GOT A, UH, WHAT WE CALL THE OFFICIAL RESPONSE FROM, UM, TO OUR RECOMMENDATIONS.

AND THOSE RESPONSES WERE DEVELOPED BY SED, OT AND B FOR COUNTY STAFF.

UM, AND WE RECEIVED THOSE ON FEBRUARY 8TH.

UM, AT THAT TIME, OUR, OUR TOWN MANAGER ASKED IF WE ASKED THE COUNTY ADMINISTRATOR, IF WE COULD HAVE A POSITION, UH, ON THOSE RECOMMENDATIONS FROM BUFORD COUNTY COUNCIL.

UM, AND THAT'S, I THINK WHAT LED TO THE, THE MARCH 20TH RESOLUTION I'LL GET TO IN A SECOND.

UM, REALLY, WE DIDN'T KNOW WHAT WAS FOLDED IN INTO THE PROJECT OFFICIALLY.

UM, WE WERE ABLE TO EVALUATE THE, UH, MODIFIED RECOMMENDED PREFERRED ALTERNATIVES.

SORRY.

SO WHEN, WHEN SED OT, UM, MADE THE MODIFIED RECOMMENDED, PREFERRED ALTERNATIVE AVAILABLE, UM, IN ADVANCE OF THE PUBLIC, UH, PUBLIC MEETING, WE WERE ABLE TO SEE WHAT WAS INCLUDED, UM, SORT OF OFFICIALLY, OR WHAT HAD BEEN MODIFIED FROM WHAT THEY HAD RELEASED IN THE SUMMER.

UM, THEY CONDUCTED THAT, THAT MEETING ON MARCH 3RD, AND WE HAD A STAFF LEVEL, UM, EVALUATED THE RECOMMENDATIONS, UM, AND, UH, TO SEE WHAT WAS FOLDED IN AND WHAT, AND MAYBE WHERE THERE'S OPPORTUNITY FOR ADDITIONAL DISCUSSION.

AND THEN ON MARCH 28TH, UM, THE COUNTY COUNCIL ADOPTED A RESOLUTION, THE RESOLUTION SUPPORTED THE RESPONSES THAT WERE SUBMITTED TO THE TOWN BY THEIR PROJECT TEAM, UM, ON FEBRUARY 8TH.

SO THERE WASN'T ANY, UM, ANY MODIFICATION TO WHAT WE RECEIVED ON FEBRUARY EIGHT, JUST TO A RESOLUTION OF SUPPORT.

UM, AND THERE WERE SOME OTHER PROVISIONS I'LL GET TO IN THE RESOLUTION, HOW THE IMPACT THE TOWN, UH, ONCE WE GET FURTHER, ALONG IN THE DISCUSSION.

SO I'M GOING TO GO THROUGH EACH OF THE RECOMMENDATIONS, THE PRELIMINARY RESPONSE THAT WE RECEIVED ON OCTOBER 14TH, TWO DAYS AFTER THEY WERE APPROVED BY COUNCIL.

UH, AND THEN THE ADDITIONAL RESPONSE THAT RE THAT WE RECEIVED FROM THE PROJECT TEAM AND ENDORSED BY COUNTY COUNCIL THROUGH THE RESOLUTION.

UM, SO THERE WAS A RECOMMENDATION FROM TOWN COUNCIL TO REDUCE LANE WIDTHS TO 11 FEET, UH, TO HELP WITH TRAFFIC CALMING AND REDUCE PROPERTY IMPACTS.

UH, THAT REQUEST WAS MADE THROUGHOUT THE ENTIRE CORRIDOR.

UM, THE DISCUSSION WE HAD ON, ON OCTOBER 14TH, UH, LED TO MAINTAINING 12 FOOT LANES ON THE BRIDGE AND THROUGH JENKINS ISLAND, UH, BUT REDUCING FOUR OF THE SIX PROPOSED LANES THROUGH STONEY, UH, TO REDUCE, UM, THE TWO INTERIOR LANES IN EACH TRAVEL DIRECTION TO 11 FEET, BUT MAINTAIN A 12 FOOT OUTSIDE LANE.

UM, WE, WE DID LEARN IN THAT MEETING THAT THAT REQUIRES, UM, A DESIGN EXCEPTION AND THAT HAS TO BE PURSUED, UM, UH, THROUGH THE, THE PERMIT STATE, STATE, AND FEDERAL PERMITTING TO ALLOW THAT TO HAPPEN.

SO THE ADDITIONAL RESPONSE IS JUST MAKING IT ACKNOWLEDGEMENT THAT THERE'S AGREEMENT THAT THE 11 FOOT LANES THROUGH STONEY, UM, MAKE SENSE, AND THAT WE WILL PURSUE THAT DESIGN EXCEPTION AS WE ADVANCE THE PROJECT.

SO NOT A LOT OF, YOU KNOW, THERE'S AN AGREEMENT HERE.

UM, SO I WANT TO PAUSE, I WANT TO POINT OUT WHERE THERE IS ALIGNMENT AND THEN WHERE THERE'S SOME ADDITIONAL ROOM FOR POTENTIAL DISCUSSION.

A RECOMMENDATION TWO WAS TO ELIMINATE RAISED CURBS AND MEDIANS, UH, WHERE POSSIBLE, UM, UH, TO

ENCOURAGE VEGETATION, NATURAL DRAINAGE IN THESE AREAS.

AND IF YOU LOOK AT WHEY MOUNTAIN PARKWAY AND MOST AREAS OF THE ISLAND, UM, TH THERE'S, UH, MORE SWALES, LESS CURB CURBING.

UM, THE PRELIMINARY AGREEMENT HERE ON OCTOBER 14TH, UH, WAS WHERE THERE WAS ROOM AND WHERE IT MADE SENSE, UM, TH THERE'S OPPORTUNITY TO ELIMINATE, UM, THE, THE RAISED CURBS, UM, AS YOU GO THROUGH THE STONY COMMUNITY WHERE THERE'S RESTRICTED, YOU KNOW, DIMENSIONS, AIR GEOMETRY, UM, AND WHEN, WHEN THERE WAS GOING TO BE A RAISED MEDIAN, UH, THEN CURBING WOULD BE PROVIDED BOTH ON THE INTERIOR AND EXTERIOR OF THE ROADWAY.

SO NOT A LOT OF, NOT A LOT OF DEBATE THERE, UM, AN OPPORTUNITY TO ELIMINATE CURBS WHERE IT MAKES SENSE WHERE YOU HAD WIDTH AND WHERE YOU HAD THE OPPORTUNITY TO DO SO.

UH, THE THIRD RECOMMENDATION WAS TO VERY MEDIAN WIDTH, MEANDER, THE ROADWAY ALIGNMENT, UM, AND AGAIN, FOR TRAFFIC CALMING AND AESTHETICS, UM, WE KNOW THAT THE STONY AREA IS TIGHT, NOT A LOT OF ROOM TO ME AND TO THE ROADWAY, UM, WHICH WOULD, UH, LEAD TO POTENTIAL ADDITIONAL IMPACTS TO PROPERTIES IN THAT AREA.

UM, BUT THERE'S CERTAINLY OPPORTUNITY THROUGH THE JENKINS ISLAND SECTION WHERE THE TOWN OWNED SIGNIFICANT AMOUNT OF REAL ESTATE, ESPECIALLY ON THE NORTH NORTHERN SIDE, UH, OF THE, OF THE RIGHT OF WAY, UM, TO ELIMINATE THE, THE STRAIGHT LINE, UM, HIGHWAY FEEL AND, AND TRANSITION MORE TO A PARKWAY, UM, WITH ADDITIONAL PLANT IMPLANTED MEDIANS AND SEPARATION, UM, AGAIN, TO HELP WITH THE ENTRY EXPERIENCE, YOU KNOW, WHEN YOU LAND, I GUESS, FROM, FROM THE BRIDGE OR BRIDGES, UM, REALLY STARTING THAT GATEWAY EXPERIENCE AS SOON AS POSSIBLE.

UM, AND SO THERE WAS, THERE WAS A AGREEMENT THAT, UM, THAT, THAT THOSE ADDITIONAL ELEMENTS HAD SOME POTENTIAL RESTRICTIONS FROM THE CURRENT STD OT POT OF MONEY OR THE, OR THE MONEY THAT WAS GRANTED TO THE STATE INFRASTRUCTURE BANK.

UM, BUT THERE WAS, IT WAS WORTHY OF ADDITIONAL DISCUSSION, UM, AND THERE MAY BE SOME ADDITIONAL LOCAL COSTS THAT WOULD HAVE TO BE PURSUED IN ORDER TO, UM, IMPLEMENT THAT, THAT, UM, THAT PROJECT, UM, THE, THE COUNTY SED OT AND THEIR PROJECT TEAM HAD ESTIMATED ABOUT A MILLION AND A HALF DOLLARS, UM, AN ADDITIONAL EXPENSE FOR THE TREATMENT, UH, TO DO THAT MEANDERING THROUGH THE JENKINS ISLAND SECTION.

SO, AGAIN, I'M SORRY.

UM, ON THAT LAST ONE, UM, THERE WAS, THERE WAS AGREEMENT, BUT COST IS A CONSIDERATION.

UH, NUMBER FOUR, TAKE ADVANTAGE OF TOWN, OLD PROPERTY FOR SAKE OF PARKWAY IMPROVEMENTS.

AGAIN, THE TOWN, UM, THE TOWN OF TOWN COUNCIL, UH, HAVE SIGNIFICANT HOLDINGS, UM, ON THE CERTAINLY NORTH SIDE OF JENKINS ISLAND, UM, AND, AND, AND A FEW OTHER PROPERTIES WITHIN THE STONY COMMUNITY, UH, WHERE IT MAKES SENSE, UM, TO CONSIDER SOME OPPORTUNITIES TO IMPROVE THE PROJECT.

UM, THAT WAS PART OF THE, THE APPLICATION THAT WENT TO THE STATE INFRASTRUCTURE BANK.

THERE WAS SOME CONSIDERATION FOR, UH, VALUE THE VALUE OF TOWN OWNED PROPERTY AS PART OF THE IN KIND, UM, YOU KNOW, PROJECT FUNDING, UM, COUNCIL OF COUNCILS ONLY OFFICIAL ACTION ON, ON THAT WAS NOT TO UTILIZE PROPERTY ON JENKINS ISLAND THAT WOULD IMPEDE, UH, THE PROJECT UNTIL WE KNEW WHAT THE PROJECT WAS.

AND SO THERE'S SOME DISCUSSION ABOUT, UM, COUNCIL CONSIDERATION FOR THEIR TOWN PROPERTIES, UM, UH, GOING FORWARD, BUT CERTAINLY JENKINS ISLAND, UH, THIS MODIFIED RECOMMENDED PREFERRED ALTERNATIVE ALSO HAS A LITTLE BIT MORE IMPACT TO A TOWN HOLDING ON SPIRE POPE AND, UM, AND WILLIAM HILTON PARKWAY.

UM, BUT, BUT I BELIEVE THAT COUNCIL HAD CONTEMPLATED USING SOME TIME ON PROPERTY TO ENHANCE THE PROJECT, UM, WHERE APPROPRIATE, UH, UTILIZE ITS SMART SIGNAL TECHNOLOGY.

AND WE USE A TA ADAPTIVE SIGNAL SYSTEMS, OR, UM, THE, THERE WAS AGREEMENT.

UM, THIS ELEMENT WAS, WE WANT TO SAY BAKED IN, BUT WAS ALREADY CONSIDERED AS PART OF THE PROJECT SCOPE.

UM, AND THEN THERE WAS, UM, UH, AN ADDITIONAL RESPONSE.

IT REALLY GETS DOWN INTO THE MAINTENANCE OF THE, OF THE SYSTEM.

UM, I'VE ADDED A, A POINT IN THE OPPORTUNITIES FOR FURTHER DISCUSSION, BUT I WANT TO BRING IT UP HERE.

NOW, THE TOWN, UM, AS PART OF ITS DRAFT CAPITAL IMPROVEMENT PROGRAM FOR NEXT YEAR HAS ADAPTIVE SIGNAL, UH, SYSTEMS, UH, BUDGETED, OR WILL BE BUDGETED WITH COUNCIL COUNCIL APPROVALS, UM, RECOMMENDED RIGHT NOW

TO ACCOMMODATE ALL OF THE SIGNALIZED INTERSECTIONS WITH THIS TECHNOLOGY ON THE ISLAND.

THERE ARE 26 SIGNALS ON THE ISLAND, THREE W THREE WITHIN THIS CORRIDOR.

UM, AND YOU KNOW, IT WILL REQUIRE A SYNCHRONIZATION STUDY AND ULTIMATELY, UH, WOULD LOVE TO COORDINATE WITH, UH, BUFORD COUNTY ON MAINLINE SIGNALS TO MAKE SURE THAT THE SYSTEM IS WORKING EFFICIENTLY.

UM, AND SO I JUST WANT TO SAY IT'S PART OF THE PROJECT.

UM, I THINK THERE'S AN OPPORTUNITY ON THE BIGGER SYSTEM, BOTH ON ISLAND AND ON THE MAINLAND FOR SYNCHRONIZATION AND IMPROVEMENT TO, UH, TRANSPORTATION AND MOBILITY, UH, THAT MAKES MAKE SOME SENSE.

AND I'VE ADDED THAT IN, UH, AND AN OPPORTUNITY FOR FURTHER DISCUSSION SLIDE AT THE END.

UM, NUMBER SIX, REDUCE CURB CUTS AND PROVIDE ALTERNATIVE SAFER, UH, PROPERTY ACCESS THROUGHOUT.

UH, WE WORKED, UM, OVER, UH, SEVERAL MONTHS TO IDENTIFY DIFFERENT, UM, ACCESS POINTS, UM, UM, WHETHER IT WAS CONTROLLED, WHAT WAS FRONTAGE ROADS, UH, TO IDENTIFY OPPORTUNITIES FOR, UH, FOR BETTER, SAFER ACCESS TO COMMUNITIES? UH, OUR TWO PROPERTIES WHEN THE SONY COMMUNITY, UM, WE, I THINK, I THINK WE'RE OBLIGATED TO CONTINUE TO TRY TO IDENTIFY WAYS, UH, TO INCREASE THAT SAFETY AND MOBILITY, UH, FOR THE PROPERTIES THERE.

UM, IN OUR WORK, THE REQUESTS FROM THE PROPERTY OWNERS WAS TO MAINTAIN ACCESS, UM, AT CURRENT, AT CURRENT CURB CUT LOCATIONS AND NOT, AND NOT CHANGE THE TRAVEL PATTERN.

UM, I WILL SAY THAT THE WESTBOUND TRAVEL, UM, HAS A CURB CUT A CURB, CUT ACCESS AND TURN AROUND AT THE CRAZY CRAB.

UM, AND THERE IS A POINT OF CONTENTION WITH SOME OF THE NATIVE PROPERTY OWNERS THAT THERE'S NO, UM, THERE'S NO MEDIAN CROSSOVER ACCESS FOR THEIR PROPERTIES, BUT THERE IS ONE FOR THAT, UM, FOR THAT COMMERCIAL SPACE, UM, AT THE MEETING, UM, ON THE MARCH 3RD MEETING, THERE WAS SOME DISCUSSIONS FROM SOME PROPERTY OWNERS ABOUT ELIMINATING THE, THE CRAZY CRAB CURB CO ALTOGETHER, UH, ROUTING TRAFFIC DOWN TO THE, UM, TO WOMEN HARBOR INTERSECTION, UH, OR CHANGING THE ACCESS FURTHER WEST SO THAT, UM, ALL TRAVELERS WOULD NEED TO USE THAT.

AND IT WOULDN'T BE SORT OF CATERING TO ONE, UM, CURB CUP.

UM, I JUST WANTED TO BRING, BRING THAT UP.

UM, I THINK WE'LL CONTINUE TO WORK ON OPPORTUNITIES WHERE THERE'S, UM, FOR DISCUSSION ON ACCESS, UM, AND SAFETY IMPROVEMENTS, WHETHER IT'S CURB CUT CLOSURES, WHETHER IT'S FRONTAGE ROADS, WHETHER IT'S MODIFIED TREATMENTS, UM, BUT THERE WAS AGREEMENT WITH WITHIN THE, THE DISCUSSION AND AN ADDITIONAL RESPONSE, UH, TO CONTINUE TO PURSUE, PURSUE THOSE EFFORTS.

UM, AND AT THIS POINT, KNOWING THAT WE HAVE SOME LIMITATIONS TO NOT IMPACT MORE PROPERTY, UH, WITH, UH, WITH THIS PROJECT AS IN THE, UH, TRADITIONAL CULTURAL PROPERTY AREA, UM, THIS, THIS RECOMMENDATION NUMBER SEVEN, PROVIDE TRAILS ON BOTH SIDES OF THE PARKWAY, UM, AGAIN WHERE POSSIBLE AND PROVIDE SEPARATION FROM THE ROAD INSTEAD OF SIDEWALKS.

UM, THIS ONE, WE RECEIVED A LOT OF FEEDBACK, UM, REALLY FROM OUR BIKE PAD FOLKS.

UM, A LOT OF, UH, INPUT WAS GAINED THROUGH THE U S 2 78 GATEWAY CORRIDOR COMMITTEE THAT CONVENED A APPROXIMATELY 25 TIMES HERE ON THE ISLAND, BEFORE WE ENGAGED, UH, MKS K AND HDR AND, AND GOT COUNCIL AND TOWN MANAGERS SUPPORT TO PURSUE THIS AS A CORRIDOR PROJECT.

UM, TH THE RECOMMENDATION REALLY FROM THE BEGINNING OF THAT DISCUSSION WAS TO PROVIDE A, UH, A BETTER, MORE SIGNIFICANT TRAIL ON THE NORTH SIDE OF THE PARKWAY AND ELIMINATE THE SOUTHERN SIDE TRAIL.

UM, YOU KNOW, ONCE YOU GO PAST CRAZY CRAB, UH, THE ONLY NEXT CONNECTION IS WINDMILL HARBOR.

UM, SO THE RECOMMENDATION THAT'S THAT'S COME OUT, IT'S BEEN PRETTY CONSISTENT IS TO HAVE THAT TRAIL ON THE NORTHERN SIDE, UM, TO SHIFT IT NORTH, UH, NORTHWARD ON JENKINS ISLAND, AWAY FROM THE TRAVEL MAINLINE TRAVEL OF THE PARKWAY.

UM, AND THEN NOT, UH, INTRODUCE CONFLICT THAT THE WOMEN HARBOR PROPOSED SIGNAL, UH, BUT TO ROUTE BE INTENTIONAL IN THE ROUTING AND DIRECTION THAT, THAT, UH, MO THAT SHARED USE PATHWAY SHOULD RUN UNDER HAVING AN UNDERPASS UNDER THE BRIDGE WESTWARD OF, UH, OF THE WINDMILL HARBOR INTERSECTION.

THE ONLY SOUTHERN SIDE PATHWAY CONNECT CONNECTION OR SEGMENT WOULD BE FROM THE UNDERPASS BACK TO THE WINDMILL HARBOR GATE.

AND SO WEST WINDMILL HARBOR INTERSECTION, UH, WESTWARD TO THE UNDERPASS, THAT'S THE ONLY, UM, THE ONLY SOUTH

SIDE PATHWAY.

UM, AT THIS POINT, UM, THIS RECOMMENDATION, IT GETS INTO SORT OF THE SYSTEMS OF THE PATH, A BIKING AND PAD PATH SHARED USE PATHWAYS, AGAIN, AGREEMENT ON ONLY A NORTH SIDE, UH, TRAIL, UM, AGAIN, SEPARATED FROM THE ROADWAY AND I'LL GET IT'S IMPORTANT.

IT'S IMPORTANT THAT I POINT THAT OUT, UM, BECAUSE WHEN WE GET TO IT, WE'LL SEE THAT THAT TRAIL HAS BEEN MOVED BACK ALONG THE MAIN LINE, UH, SEGMENT OF THE PARKWAY, UH, WITH NOT A LOT OF SEPARATION.

UM, SO ANYWAY, THE DISCUSSION ALL ALONG WAS TO SEPARATE THAT FROM THE ROADWAY AND MOVE IT NORTH ON JENKINS ISLAND.

UM, THERE'S A FRONTAGE ROAD PROPOSED THERE WHERE IT WOULD BE MORE APPROPRIATE TO HAVE THAT IN PROXY, UH, APPROXIMATE TO THAT FACILITY.

UM, WE KNOW THAT THERE'S ENVIRONMENTAL IMPACTS, THERE'S A CAUSEWAY THERE, UM, IN A MARSH.

AND SO THERE WAS AGREEMENT THAT THE, THE PATHWAY, UH, DID NOT, UH, IMPACT THE MARSH.

UH, WE HAD SOME ROBUST PATHWAY, UH, SYSTEMS THAT HAD A, UH, SORT OF A BOARDWALK, UH, THAT KIND OF TRAVERSED THE MARS MARSH.

UM, AND IN THAT MEETING, WE, WE TALKED ABOUT TIGHTENING IT BACK UP ON THE CAUSEWAY.

ONCE YOU GET WEST OF THE CAUSEWAY AGAIN, TO SEPARATE THAT PATHWAY NORTH ON JENKINS ISLAND, UM, TO PROVIDE THAT SEPARATION FROM SORT OF THE, THE, THE MAIN MOTORING PUBLIC, UM, THE ADDITIONAL RESPONSE THERE, UM, IS REALLY ABOUT, UM, PROJECT EXPENSE.

THE RESPONSE HERE IS THAT IT CAN'T BE, IT MUST BE COVERED BY LOCAL FUNDS.

IT'S NOT PART OF THE SET D O T OR SUB FUNDING.

UM, AND SO IT'S, AGAIN, I THINK AN OPPORTUNITY FOR ADDITIONAL DISCUSSION, UH, WHEN WE MOVE TO THAT SECTION HERE, AFTER THE RESPONSES ARE COMPLETE, UM, OPEN ENCOURAGE VIEWS TO THE WATER, WHEREVER POSSIBLE, UM, AS PART OF THE ISLAND SIGNATURE, UM, IN THE MEETING ON OCTOBER 14TH, UM, THERE CAN BE SOME SELECTIVE, UH, VIEW SHAD OPPORTUNITIES THAT ARE PART OF THE PROJECT, BUT NO SIGNIFICANT CLEARING, UM, UH, AS PART OF THE PROJECT, UM, WE AGREED THAT THERE'S SOME OPPORTUNITY FOR THE TOWN THROUGH ITS CIP PROJECT TO IDENTIFY ADDITIONAL AREAS OF ENHANCEMENT, UM, UH, OUTSIDE OF THE PROJECT SCOPE.

SO SOME VIEW SHEDS OFF VIEW, SHED OPPORTUNITIES IN THE PROJECT AND ADDITIONAL WORK THROUGH THE TOWN CIP, UM, TO, TO FURTHER ENHANCE, UH, THROUGH THE CORRIDOR.

THIS IS AN AWFUL LONG ONE TO READ, BUT IT WAS, IT WAS BASICALLY LOOKING AT, UM, THE ARCHITECTURE, OUR SIGNAGE, UM, LANDSCAPE SCHEMES, ICONIC FEATURES, LIGHTING, AND SO ON AND SO FORTH.

UM, AND THE DISCUSSION THAT WE HAD ON OCTOBER 12TH OR OCTOBER 14TH, IT WAS THAT THE OTHER TOWN WAS GETTING READY, UM, TO OUTLINE A CORRIDOR PROJECT FOR CONSISTENCY, UM, AND REALLY ADDRESSING ALL OF THESE KEY ELEMENTS AS PART OF THAT, THAT EFFORT.

UM, YOU KNOW, IT'LL GO THROUGH THE ENTIRE CORRIDOR ALL THE WAY TO SEE PINE CIRCLE.

WE'VE GOT EFFORTS ON POLK AVENUE, UM, PALMETTO BAY ARROW.

UM, AND SO THERE WILL BE A BASELINE ELEMENT THAT'S BUILT INTO THE PROJECT FROM SED OT, BUT, BUT THE, THE, THE TOWN AS PART OF THIS CONSISTENCY PROJECT, UM, PROBABLY SHOULD LEAD THAT, THAT ELEMENT.

UM, IF WE ARE ABLE TO IDENTIFY AND, AND TO, UM, DEVELOP THIS INFORMATION, TO INFORM THE PROJECT, I THINK WE WOULD ASK THAT IT BE PART OF THE PROJECT, UM, BUT UNDERSTAND THAT WE WILL HAVE SOME LOCAL OPPORTUNITIES AS WE MOVE FORWARD WITH THAT WITHOUT ELEMENT.

WELL, I'M SORRY.

I SKIPPED OVER AS PART OF THE MITIGATION, UM, THAT WAS, UH, DISCUSSED AS PART OF THE, UM, DEITY COUNTY EFFORT WITH THE STONY COMMUNITY.

THERE ARE A FEW ELEMENTS THAT WERE, UM, AND SORT OF THAT MITIGATION PLAN THROUGH THE, FOR THE TRADITIONAL CULTURAL PROPERTY.

UM, WE THINK THERE'S AN OPPORTUNITY TO INTEGRATE THAT COMMITMENT, BUT WITH ENHANCED MITIGATION OPPORTUNITIES AS WE MOVE FORWARD.

AND THAT'S PART OF, UM, OPPORTUNITY, FURTHER DISCUSSION NUMBER 11, REDUCED DESIGN AND POSTED SPEED THROUGHOUT THE CORRIDOR.

UM, SO AGAIN, SOME GOOD NEWS HERE, THE DESIGN AND DESIGN SPEED AND POSTED SPEED, I WILL BE 45

UH, WE EVEN ASKED, UM, UH, AT THAT MEETING ON OCTOBER 14TH TO EVALUATE THE ENTIRE CORRIDOR ALL THE WAY TO SEE PINE CIRCLE.

UM, AND SO, UM, AS IT RELATES TO THE CORRIDOR, I THINK WE'VE ALREADY SEEN DESIGN SPEED INTEGRATED INTO IT, REDUCE DESIGN SPEED.

UM, AND WE'LL, I'M OPTIMISTIC THAT WE WILL, WE'LL BE ABLE TO HAVE A REDUCED, UH, POSTED SPEED LIMIT IN THAT SEGMENT OVER WHAT'S OUT THERE TODAY.

NUMBER 12, EVALUATE THE ISLAND, MY TRANSPORTATION SYSTEM, UM, AT THE MEETING ON THE 14TH, THERE WAS, THERE WAS AGREEMENT THAT THIS WOULD BE HANDLED LOCALLY.

WE HAD, UH, OUR, OUR ENGINEERING CONSULTANTS, HDR EVALUATE DOWNSTREAM IMPACTS OF THE PROPOSED PROJECT, UM, ON, UH, ON SORT OF THE NEXT, UM, SIGNALER TOO.

SO ON THE, ON THE CROSS ISLAND PARKWAY, WE LOOKED AT IMPACTS ALL THE WAY DOWN TO ARROW, UH, PALMETTO BAY ROAD POINT COMFORT SIGNAL.

AND ON THE BUSINESS ROUTE, WE LOOKED AT, UM, THE GUMTREE INTERSECTION AND, AND WILBURN ROAD.

UM, THERE MAY BE AN OPPORTUNITY TO, AGAIN, LOOK AT THE, THROUGH SORT OF THE THROUGHPUT OPPORTUNITY HERE, PRE AND POST, UM, UM, CONSTRUCTION AND UNDERSTAND THOSE IMPACTS.

UH, BUT THE AGREEMENT HERE WAS THAT THE TOWN WOULD BE, UH, THE TOWN WOULD HANDLE SORT OF AN EITHER WIDE TRANSFER SYSTEM, TRANSPORTATION SYSTEM EVALUATION SO THE FIRST 12 WERE, WERE CORRIDOR WIDE RECOMMENDATIONS.

THE NEXT SET ARE SORT OF AIR, UH, SORT OF AREA, UH, RECOMMENDATIONS.

UM, AND SO 13 HERE WAS ENCOURAGED SUPPORT MOSS CREEK, UH, AREA IMPROVEMENTS.

UM, THERE WAS RECOMMENDATIONS, UH, UH, WERE PART OF THE M CASCADE PRESENTATION AND RECOMMENDATIONS WENT TO COUNCIL, WHICH WAS SUPPORTED.

UM, BUT THESE, THESE RECOMMENDATIONS, AGAIN, REALLY LIVE OUTSIDE OF THE, OF THE, OF THE PROPOSED PROJECT AND CERTAINLY, UM, OUTSIDE OF THE CURRENT FUNDING AVAILABLE.

UM, AND SO, UH, THERE WAS AGREEMENT THAT THESE WOULD LIVE OUTSIDE.

THE PROJECT COULD BE PURSUED, UM, BY THE, BY THE COUNTY AS PART OF REDEVELOPMENT STRATEGY IN THE AREA, UM, IN AND AROUND MOSS CREEK AND THE BOSTON FLYOVER, UM, WITH, UH, WITH THE CAVEAT THAT WE MAKE SURE THAT THERE'S A CONNECTION FROM THE BRIDGE, UH, TO THE MAINLAND, UH, UH, TRANSPORTATION OR PATHWAY SYSTEM.

AND THAT'S, UH, THE ONLY CRITICAL COMPONENT THERE THAT NEEDS TO BE PART OF THE PROJECT CONSIDERATION, OH, THE SEXUAL ESTABLISH A GATEWAY EXPERIENCE, UM, WEST OF MACKEY CREEK BRIDGES.

SO AGAIN, ON THE MAINLAND SIDE, UM, WHEN THE BLUFFTON PARKWAY FLY OVER, WENT IN AND, YOU KNOW, THE COUNTY OR THE TOWN HAD SET ASIDE SOME MONEY FOR SOME LANDSCAPE, UH, ENHANCEMENTS THERE, THERE'S REALLY, THERE'S REALLY KIND OF LIMITED OPPORTUNITY, UM, UH, TO DO THAT.

UM, BUT I THINK THERE'S, AGAIN, THERE'S OPPORTUNITY FOR DISCUSSION SALVAGEABLE FROM, UM, WHAT WE HEARD FROM DOD OR FOR THE, THROUGH THE SIP FUNDING.

BUT I THINK WE WANT TO MAKE SURE THAT GATEWAY EXPERIENCE, IF WE CAN MAKE SOME ENHANCEMENTS, UH, THEN WE DO SO, UM, BUT NO SIGNIFICANT CHANGE TO THE, UH, THE ENGINEERED, UH, PROPOSED, UM, ALIGNMENT, UM, BUT MAYBE SOME OPPORTUNITY FOR SOME LANDSCAPING, UM, IMPROVEMENTS THERE.

UM, NUMBER 15, UH, REDUCE BRIDGE MASS WITH TWOS, UH, SEPARATED BRIDGES, UH, AND INCLUDED SHARED YOUTH PATH ON THE SOUTH SIDE OF THE EASTBOUND BRIDGE KNOW, I WOULD SAY THAT THIS RIGHT NOW, THIS IS SORT OF THE BIGGEST, UM, UH, THIS IS THE BIGGEST ITEM WHERE THERE'S NOT ALIGNMENT.

I THINK RIGHT NOW BETWEEN WHAT TOWN COUNCIL HAD RECOMMENDED ON OCTOBER 12TH AND WHAT WE RECEIVED IN THE RESPONSE IN OUR MEETING THAT WE HAD ON OCTOBER 12TH, DOD MENTIONED THAT THEY WERE NEUTRAL AND THEY'RE NEUTRAL ON, UH, ON A LOT OF THE ITEMS WHERE, WHERE, UM, THE SED OT OR THE SIB FUNDING IS NOT ELIGIBLE TO PAY FOR THE ENHANCEMENTS.

UM, THEY SIMPLY SAY, IF YOU CAN FIND THE MONEY LOCALLY, THEN THEY'RE, THEY'RE NEUTRAL.

THEY SUPPORT W WHAT THE LOCAL COMMUNITY WOULD WANT.

UM, SO DOD WAS NEUTRAL, YOU KNOW, PRELIMINARY DISCUSSIONS THERE.

UM, I KNOW THAT THE COUNTY ADMINISTRATOR MENTIONED HE WASN'T SURE THE BENEFITS WOULD JUSTIFY THE COST.

UM, OT PUT OUT A NUMBER THAT WOULD BE AROUND 10 TO 15% INCREASE IN COSTS.

UM, AND 30 TO 40 MILLION WAS THE NUMBER, UM, THAT THAT WAS DISCUSSED AT THAT MEETING.

WE ALL AGREED TO DO, UH, SOME ADDITIONAL WORK AND HAVE AN OPINION, A PROBABLE COST CONDUCTED, UH, BOTH FROM KCI, UH, WITH THE DOD COUNTY PROJECT TEAM AND AN HDR, UM, TO WORK, UH, ON THAT AS WELL.

UH, THEY WORK VERY CLOSELY WITH, UH, WITH KCI AND THEY DEVELOPED AS A COST DIFFERENTIAL BETWEEN THE ONE VERSUS TWO, UH, BRIDGE OPTION.

UM, SO IN, IN, IN THE RESPONSE, THE, THE ADDITIONAL WORK THAT WENT INTO DRAFTING THEIR RESPONSES, UM, AND THE COSTS THAT CAME BACK AND THAT PENDING THE PROBABLE COST, UH, I THINK IT WAS LED TO THE RECOMMENDATION HERE THAT, UH, RIGHT NOW THERE'S NOT, THERE'S NOT SUPPORT FROM THE COUNTY.

I TALKED ABOUT THE RECOMMENDATION THAT WE REDUCED, THAT, THAT THE LANES BE REDUCED TO 11 FEET THROUGHOUT THE ENTIRE CORRIDOR.

UM, AGAIN, THAT DISCUSSION ON THE BRIDGE WAS NOW WE'LL HAVE, WE NEED TO HAVE 12 FOOT LANES ON THE BRIDGE.

UM, THERE WAS ALSO DISCUSSION ABOUT, UM, HAVING, UH, IN EACH DIRECTION THERE'S THREE 12 FOOT LANES, AND THEN THERE'S TWO 10 FOOT SHOULDERS BREAKDOWN, LANE SHOULDERS.

IT'S REALLY THE LONG VIEWS WHERE YOU, WHERE YOU YOU'D HAVE THAT VISUAL IMPACT, UM, OR CERTAINLY IF YOU WERE, UM, UH, ABOVE OR BELOW.

UM, SO WE'RE HAPPY TO, AGAIN, THE EVALUATION WAS DONE AND THERE WAS AN OPPORTUNITY TO, UH, MODIFY THE, UH, THE, THE PROJECT AND REINTRODUCE THESE INTO THE, INTO THE MIX.

SO, AGAIN, AS PART OF THE, UM, UH, AS PART OF THE EA THROUGH THE NEPA PROCESS, UM, THE, THE SONY COMMUNITY WAS DESIGNATED A TRADITIONAL CULTURAL PROPERTY.

UM, BUT ALSO THAT THEY WOULD BE PAID FOR BY THE TOWN OF HILTON HEAD.

UM, THEY, THE ENHANCEMENTS WOULD BE COORDINATED WITH THE PROJECT TEAM, UM, AND TO MAKE SURE THAT IT DIDN'T IMPACT ADVERSELY IMPACT THE PROJECT AND PROJECT SCHEDULE.

SECOND POINT WAS, UH, ALL RIGHT AWAY, ACQUISITIONS REQUIRED THROUGHOUT THE PROJECT, WHICH WERE ON TOWN PROPERTY WOULD BE PROVIDED TO THE PROJECT AT NO COST.

AND AGAIN, I JUST WANT TO REMIND THAT THERE HAD BEEN NO, NO OFFICIAL FORMAL COMMITMENT, THERE WAS SUPPORT OF THE SIB APPLICATION.

UM, AND THEN THERE WAS A COMMITMENT FROM COUNCIL NOT TO UTILIZE ANY OF THAT PROPERTY UNTIL THE, UM, THE IMPACTS OF THIS PROJECT WERE KNOWN.

UM, AND THAT WAS THROUGH A RESOLUTION ADOPTED BY, BY OUR TOWN COUNCIL, DECEMBER 18TH, 2018.

UM, AND THEN THE FINAL ITEM HERE WAS THAT THE TOWN PROVIDED MUNICIPAL CONSENT FOR THE PROJECT.

UM, AND SO THAT WAS THE, THAT THOSE WERE THE KEY POINTS OF THE BEAVER COUNTY RESOLUTION RESPONDING TO 30 DAYS ON THOSE ITEMS. AND AS PART OF THAT RESPONSE TO PROVIDE MUNICIPAL, MUNICIPAL CONSENT FOR THE PROJECT.

SO HAVING SAID ALL OF THAT, I'M GOING TO COVER THIS QUICKLY BECAUSE I WANT TO MAKE SURE THAT THERE'S TIME FOR DISCUSSION AMONG, UH, THE FOLKS HERE, UM, OPPORTUNITIES FOR FURTHER DISCUSSION.

UM, AS I MENTIONED, SORT OF THE KEY, UH, COST DIFFERENTIAL AND THE RECOMMENDATION RELATES TO THE ONE VERSUS TWO BRIDGE, YOU KNOW, MAINTAINING THE POSITION ON THE TWO, THREE LANE BRIDGE TO ACHIEVE THAT REDUCTION IN BRIDGE MASS, IMPROVE ENTRY EXPERIENCE AND MAINTAIN CONSISTENCY WITH THE DESIRED PARKWAY DESIGN.

UM, THE SECOND POINT IS TO REDUCE THOSE INTERIOR SHOULDERS ON THE BRIDGE, AGAIN, REDUCING OVERALL CONSTRUCTION COSTS OF THE BRIDGE, UM, BUT PRODUCING MASS AS WELL.

UM, LOOK AT REAPPORTIONING TWO FEET THAT SAVED IN THOSE SHOULDERS BACK INTO THE MULTI-USE PATHWAY, UH, SEGMENT ON THE BRIDGE TO ACHIEVE THAT 14 FOOT DESIRED WIDTH.

UM, I, I TALKED ABOUT THAT MULTI-USE PATHWAY ON JENKINS ISLAND BEING MOVED BACK NOW ON THE MODIFIED, UH, PREFERRED REC RECOMMENDED, PREFERRED ALTERNATIVE BACK ALONG THE ROADWAY.

I THINK WE'D LIKE TO STILL SHIFT THAT, UM, NORTH NEAR THE FRONTAGE ROAD AWAY FROM THAT MAIN LINE TRAVEL, UM, AND ALSO TO ELIMINATE THAT PATHWAY CONFLICT AT THE WINDMILL HARBOR INTERSECTION AND HAVE THAT RUN ALONG THE FRONTAGE ROAD.

AND AGAIN, THROUGH THE, UNDER THE BRIDGE UNDERPASS, UH, TO PROVIDE, UM, UH, MORE APPROPRIATE, MAYBE SAFER OR SAFER, UM, ACCESS FOR THE BIKE IMPAIRED FOLKS.

AND I HAVE THAT CONFLICT WITH THE VEHICULAR TRAFFIC.

I THINK THERE'S OPPORTUNITY FOR ADDITIONAL DISCUSSION ON MITIGATION OPPORTUNITIES WITH HIS STONEY COMMUNITY.

I THINK THERE, UH, WE HAVEN'T DISCUSSED CA UH, DISCUSS THE VALUE OF COST SAVINGS RELATED TO REDUCE TRAVEL LANES THROUGH THE STONY COMMUNITY, THIS POTENTIAL REDUCTION OF THE SHOULDERS ON THE, ON THE, ON THE BRIDGE SEGMENT

UM, FOR VARIOUS REASONS, I DON'T THINK THE 30 DAYS, UM, IS A SUFFICIENT TIME PERIOD.

AND, AND I'LL GO THROUGH THAT IN A MOMENT.

I THINK SOMETHING ALONG THE ORDER OF 90 TO 120 DAYS IS PROBABLY BE MORE APPROPRIATE, UM, FOR THESE REASONS.

AND AGAIN, JUST MY OBSERVATIONS OVER THE LAST FEW DAYS, THAT THE LAST TIME I WAS REALLY MATERIALLY INVOLVED IN THIS WAS THE FALL OF 2020.

WHEN I ATTEMPTED TO, UM, SLOW DOWN THE DOD APPROVAL PROCESS A LITTLE BIT, UH, HAVE THE COUNTY GET AN INDEPENDENT ENGINEER, HAD THE TOWN GET A LAND USE PLANNER PROVIDE ADDITIONAL OPPORTUNITY FOR PUBLIC INPUT BECAUSE MY PERCEPTION WAS AT THAT POINT THAT THE PRODUCT WASN'T NECESSARILY SOMETHING THAT PEOPLE OF HILTON HAD FELT WAS THEIRS.

AND SO RE-ENGAGING NOW I'M KIND OF ASSESSING WHAT'S HAPPENED SINCE THE FALL OF 2020, AND THESE ARE MY THOUGHTS.

UM, FIRST OF ALL, A RESPONSE BY THE TOWN BY APRIL 27, I DON'T THINK IS FEASIBLE BECAUSE YOU STILL HAVE THE NEPA PROCESS THAT'S ONGOING.

YOU, YOU STILL HAVE PUBLIC COMMENTS THAT WERE SUBMITTED THAT, THAT HAVE YET TO BE FACTORED INTO, UM, THE WHOLE PROCESS.

I THINK THERE IS A, UH, THERE'S VALUE IN, IN LETTING THAT PROCESS PLAY OUT.

AND THAT IS GOING TO SPILL OVER, BEYOND, UH, APRIL 27TH.

THAT'S THE FIRST POINT I WOULD MAKE TH THE SECOND IS A LOT OF THESE, UM, UH, A LOT OF WHAT THE COUNTY HAS SUBMITTED TO THE TOWN FOR CONSIDERATION INVOLVES THINGS THAT THE COUNTY DOESN'T NECESSARILY OBJECT TO, BUT THE COUNTY WON'T FIND, OR CAN'T FIND IN DOD HAS SAID THEY WON'T FUND THEIR CANNED FUND.

UM, I THINK THAT THERE IS A VERY GOOD CHANCE OF GETTING THOSE CHANGES FUNDED, UM, BY THE DEITY.

UM, I SAY THAT GIVEN THE AMOUNT OF, UM, OF FEDERAL MONEY, THE DEITY NOW HAS THE, THE AMOUNT OF RECURRING STATE APPROPRIATIONS THAT ARE BEING MADE TO DRAW DOWN THAT FEDERAL MONEY.

UM, THE PROCESS OF ENGAGEMENT RIGHT NOW IN BOTH THE HOUSE AND THE SENATE WITH THE SECRETARY OF TRANSPORTATION.

UM, SO WHAT I WOULD ENCOURAGE THE TOWNIE TO DO IS TO INSTRUCT AND WORK WITH OUR DELEGATION AND TRYING TO GET THE DEITY TO FUND THOSE ADDITIONAL THINGS.

I THINK THERE'S AN OPPORTUNITY THERE.

IT'S GOING TO TAKE AGAIN, UM, BEYOND APRIL 27, UM, OR, OR CURRENTLY NOW DEBATING THE BUDGET IN SENATE FINANCE.

THE RAVENEL BRIDGE IN CHARLESTON IS ICONIC.

AND I CAN REMEMBER BACK WHEN THE DEITY FIRST DESIGNED THAT BRIDGE IN CHARLESTON, IT WAS, IT WAS VERY UTILITARIAN.

AND THEN MAYOR JOE RILEY STEPPED IN AND SAID, NO, WE DON'T WANT TO SIMPLY MOVE PEOPLE FROM POINT A TO POINT B.

WE WANT SOMETHING THAT IS A SIGNATURE OR SOMETHING THAT, UM, YOU KNOW, REPRESENTS OUR COMMUNITY WELL.

AND, AND SO I WANT TO SEE THIS PROJECT BE THAT AS WELL.

I, I WANT, I WANT, UM, THOSE CONSIDERATIONS TO FACTOR IN, THEY'RE NOT PURELY AESTHETIC OR FRIPPERY.

I MEAN, THEY ARE SUBSTANTIVE IN TERMS OF THIS IS, THIS IS THE FIRST IMPACT PEOPLE HAVE WHEN THEY COME ONTO THE ISLAND.

AND IT'S MATERIALLY RELATED TO HOW THIS, THIS ISLAND IS VIEWED BY PEOPLE, IN MY OPINION.

AND THEN THE THIRD THING WOULD BE, AND I COMMENTED ON THIS LAST FALL, UM, OR FALL OF 2020 IN THE COUNTY COUNCIL MEETING.

UM, THE NORTHERN END OF THE ISLAND HAS HISTORICALLY BORN THE NEGATIVE BRUNT OF ECONOMIC GROWTH ON HILTON HEAD, WHETHER YOU'RE TALKING ABOUT THE LOCATION OF THE AIRPORT, WHETHER YOU LOOK AT LOCATION OF THE TRANSFER STATION, UM, THIS HIGHWAY INFRASTRUCTURE, IT IS JUST A FACT THAT THE NORTHERN END HAS, HAS SUFFERED DISPROPORTIONATELY, UM, TO THE REST OF THE ISLAND BY VIRTUE OF THAT GROWTH.

AND SO I SAW THIS AS AN OPPORTUNITY TO, TO MITIGATE THAT AND ACTUALLY TURN THAT AROUND A LITTLE BIT.

AND SEAN TOUCHED UPON THAT WITH THE ECONOMIC DEVELOPMENT CORPORATION, WHICH I COMMEND TOWN COUNCIL FOR DOING, I THINK THAT'S AN EXCELLENT INITIATIVE.

UM, AND IT'S, IT'S ONE THAT, UM, THAT I'VE BEEN SEEKING TO GET AN APPROPRIATION AND THIS YEAR A STATE BUDGET TO GET IT KICKED OFF.

UM, ANOTHER, SO, SO TAKING ALL THAT INTO ACCOUNT, THERE'S ALSO A NEED, I THINK, TO ACCELERATE OR TO, TO DELAY THE TOWN'S RESPONSE, UM, TO THE COUNTY TO DO A COUPLE OF ADDITIONAL DUE DILIGENCE ITEMS. AND AGAIN, I LOOK AT THIS TRANSACTIONALLY ALMOST LIKE A, A PURCHASE AND SALE, A PURCHASER BEFORE HE OR SHE CLOSES ON, ON LAND DOES DUE DILIGENCE.

YOU GET THE PROPERTY APPRAISED, YOU, YOU SERVE THE TITLE, EACH CHAPTER ACCESS, THE SEPTIC SYSTEM.

YOU INSPECT THE PROPERTY TO MAKE SURE IT'S IN GOOD CONDITION, VARIOUS THINGS THAT YOU HAVE TO DO IN ORDER TO MAKE AN INFORMED DECISION.

THERE, THERE SEEMS TO BE THE NEED FOR THE TOWN, UM, TO HAVE AN INDEPENDENT REVIEW PROCESS IN REGARD TO END TO END SIMULATION THROUGHPUT.

AND, AND BY THAT, I MEAN, UM, GETTING SOMEBODY INDEPENDENT, THE TOWN HIRES IN WHO IN CONFIDENCE HAS REPOSED BY THE CITIZENRY, UM, TO LOOK AT WHAT THE SIMULATION THROUGHPUT WOULD BE, UM, UNDER THE PREFER, UH, MODIFIED, PREFERRED, ALTERNATIVE, GIVEN OTHER ALTERNATIVE ROUTES AND PERHAPS COMPARING IT TO, TO WHAT EXISTS NOW.

UM, THE SCOPE SHOULD BE IN MY OPINION, UM, FROM MOSS CREEK, UM, TO THE CROSS ISLAND GUMTREE AREA.

UM, IT'S MY UNDERSTANDING THAT THAT CAN BE DONE, UM, WITHIN A 90 TO 120 DAY TIMEFRAME FOR A COST OF $250,000, UM, WHICH I BELIEVE THAT I CAN GET VIA A PROVISO IN THE BUDGET.

SO NOT TALKING ABOUT A FISCAL IMPACT TO THE TOWN, BUT WE ARE TALKING ABOUT ARMING THE TOWN WITH ADDITIONAL DATA THAT I THINK PUTS US IN A POSITION TO REALLY MAKE AN INFORMED DECISION IN RESPONSE TO WHAT THE COUNTY'S PROPOSED.

UM, I WOULD LIKE TO BE, I WOULD LIKE TO HELP WITH, UH, FACILITATING THAT TO BE EXPANDED OUT TOWARD MAYBE BUCK WALTER, AS YOU SAY, ADD ON TO THE, TO THE MAINLAND.

UM, I THINK ERIC, YOU PROBABLY HAVE SOME, SOME PROPOSALS IN THAT REGARD TOO, AND PERHAPS THOSE SYNCHRONIZATION EFFORTS COULD BE TIED TOGETHER AND ACCELERATED.

SO THAT WOULD ADDITIONALLY BE INFORMATION THAT THE TOWN HAD IN HIS POSSESSION WHEN IT THEN DECIDED HOW TO FORMERLY RESPOND TO THE COUNTY'S REQUEST.

UM, I THINK THAT IN REGARD TO THE HISTORIC STONEY, UH, ECONOMIC DEVELOPMENT CORPORATION, WE'RE GOING TO BE IN A MUCH BETTER POSITION, 30, 60, 90 DAYS FROM NOW IN REGARD TO, CAN I GET WHAT I HAVE ASKED FOR AS A $5 MILLION APPROPRIATION TO SEED MONEY THAT, THAT ECONOMIC DEVELOPMENT CORPORATION, WHICH I THINK HAS BIPARTISAN SUPPORT IN THE GENERAL ASSEMBLY? I FEEL VERY CONFIDENT ABOUT GETTING THAT.

I THINK THE TOWN HAVING INFORMATION IN REGARD TO WHETHER THAT EFFORT'S BEING FUNDED AT THE STATE LEVEL WOULD FURTHER ENABLE IT TO RESPOND TO THE COUNTY'S REQUEST AND INFORMED WAY.

UM, ALSO JOTTED DOWN AND, AND, AND THERE'S BEEN A LOT OF TALK ABOUT THE, THE CITY OF $120 MILLION AND THE NEED TO COMPLETE THE PROJECT BY A CERTAIN DATE, OR WE FORFEIT THE FUNDING OR, OR OTHER THINGS MIGHT HAPPEN.

WHAT I WOULD ENCOURAGE BOTH THAT THE COUNTY AND THE TOWN AS THEY, AS THEY GO ABOUT DECIDING WHAT'S IN THE BEST INTEREST OF THE PEOPLE OF HILTON HEAD, DON'T LET THAT PARTICULAR THING BE DETERMINATIVE OF WHAT YOU DECIDE.

UM, FIRST OF ALL, THERE IS AMPLE PRECEDENT FOR MODIFICATION OF INTER-GOVERNMENTAL AGREEMENTS.

UM, YOU KNOW, UH, LENGTHENING THE PERIOD OF TIME TO, TO COMPLETE THE TASK.

UM, THE DELEGATION IS IN A GOOD POSITION, I THINK, TO BE YOUR ADVOCATES IN THAT REGARD, I'M NOT SAYING IT ISN'T A FACTOR, $120 MILLION IS A LOT OF MONEY, BUT, BUT I WOULD NOT LET THAT BE DETERMINATIVE.

AND I WOULD NOT WANT EITHER THE COUNTY OR THE TOWN TO FEEL LIKE THEY WERE RUSHED TO DO SOMETHING WITH FINALITY, FOR FEAR OF LOSING THAT MONEY.

I MEAN, I I'D ENCOURAGE YOU TO KIND OF PUT THAT A LITTLE BIT ON THE BACK BURNER AND FOCUS ON SOME OF THESE OTHER FACTORS.

UM, YOU KNOW, THIS IS SORT OF A, LIKE A VENN DIAGRAM.

YOU'VE GOT, YOU GOT THE TOWN AND THE COUNTY AND THE DEITY AND THE SIBS AND THE VARIOUS RESIDENTS IN THE COMMUNITY.

AND IT'S, IT'S, I THINK THERE'S BEEN A LOT OF GOOD FAITH EFFORT BY EVERYBODY AT THIS TABLE TO TRY TO FIGURE OUT WHERE THOSE THAT VENN DIAGRAM IS.

AND THE INTERSECTION IS, UM, I STAND READY FROM A STATE PERSPECTIVE TO ASSIST THE TOWN AND THE COUNTY WAS SEEKING FUNDING FOR THE, THE EXTRA ITEMS ON THE 20 C 26 REQUESTS.

I MEAN, I WOULD LIKE TO SEE ALL 26 REQUESTS MET.

I MEAN, I, I WANT, I MEAN, THAT'S ALWAYS BEEN MY POSITION THAT THE TOWN COUNCIL BEST REFLECTS WHAT THE PEOPLE OF HILTON HEAD WANT, UM, WITH THE HELP OF ITS, UH, LAND USE PLANNER AND WITH A LOT OF CITIZEN INPUT, THEY'VE COME UP WITH 26 RECOMMENDATIONS.

I'M A GOAL ORIENTED PERSON I'D LIKE TO SEE ALL 26 OF THOSE RECOMMENDATIONS MET, UM, OR, OR, UM, INCORPORATED IF THERE NEEDS TO BE ADDITIONAL STATE FUNDING, I THINK THAT PUT US TO WORK AND LET'S TRY TO GET THAT AND MAKE THAT HAPPEN.

UM, UH, IT IS MY STRONG SENSE THAT IN ORDER FOR THERE TO BE A COMMUNITY BUY-IN AND FAITH IN THE PROCESS IN THIS FIRST OBJECTIVE BEING SATISFIED THAT THIS IS SOMETHING THAT, THAT, YOU KNOW, THE PEOPLE CAN CLAIM OWNERSHIP OF.

WE DO NEED TO HAVE THAT END-TO-END SIMULATION THROUGHPUT.

WE DO NEED TO HAVE THE SCOPE.

UM, AS I SAY, FROM MOSS CREEK TO CROSS ISLAND AND GUMTREE, UM, WE DO NEED TO ANALYZE, UM, UM, YOU KNOW, UH, HAVE THIS INDEPENDENT REVIEW PROCESS CONSULTANT LOOK AT COSTS, UM, COMPARE, COMPARE COSTS.

I THINK THAT ALSO HELPS THE TOWN RESPOND IS, IS HAVING, UM, A WAY TO COMPARE, UH, THE VARIOUS COST ALTERNATIVES.

UM, AGAIN, GOING BACK TO MY REAL ESTATE ANALOGY, THIS IS ALL PART OF THE TOWN'S DUE DILIGENCE.

THIS IS ALL PART OF PUTTING THE TOWN IN A POSITION TO CONSTRUCTIVELY AND IN AN INFORMED WAY, RESPOND TO WHAT THE COUNTY HAS ASKED.

I SUGGEST IT WILL TAKE 90 TO 120 DAYS.

I SUGGEST THAT ALL THOSE THINGS ARE, ARE THINGS THAT THE COUNTY WOULD UNDERSTAND ARE REASONABLE AND THAT THE COUNTY WOULD UNDERSTAND THAT THE TOWN IS TRYING IN GOOD FAITH, UM, TO, TO MOVE THIS, MOVE THIS THING FORWARD.

UM, I THINK IN ONE RESPECT, IT'S, IT'S, IT'S GOOD THAT THE COUNTY WENT AHEAD AND THREW DOWN THIS GAUNTLET BECAUSE IT'S PROVOKING THIS CONVERSATION.

AND AS, AND IT'S PROVOKING A DISCUSSION OF WHAT ADDITIONAL INFORMATION IS NEEDED BY THE TOWN IN ORDER TO GIVE ITS APPROVAL.

AND, AND I THINK THIS WORKSHOP TODAY IS EVIDENCE OF THAT.

SO I, I, I

COME IN FOR THE CAT, THE COUNTY FOR TAKING THAT STEP, BUT, BUT I DO THINK 30 DAYS IS WAY TOO AGGRESSIVE.

IT IS GOING TO TAKE 90 TO 120 DAYS.

I DON'T THINK THAT'S GOING TO MATERIALLY IMPACT.

UM, THE, THE COMPLETION DATE ON THE PROJECT NEPA APPROVAL IS STILL PENDING.

THERE ARE THOSE ADDITIONAL DUE DILIGENCE ITEMS THAT I'VE MENTIONED.

UM, BUT THOSE WOULD BE MY THOUGHTS, I THINK, IN TERMS OF LOOKING AT THE VARIOUS MOVING PIECES IN THAT VENN DIAGRAM, I SEE THESE THINGS WHERE I'VE TALKED ABOUT BEING INTERSECTION POINTS OF ALL THOSE CIRCLES.

SO THOSE, THOSE ARE MY THOUGHTS.

UM, AND I'M HAPPY TO ANSWER QUESTIONS ABOUT THE, UM, UH, THE LIKELIHOOD OF ANY OF THESE THINGS BEING ACCOMPLISHED OR THE NECESSITY OF THEM, OR WHAT SORT OF, UH, OBJECTIVES THEY SERVE.

UH, I HAVE A QUESTION ACTUALLY FOR ERIC AND JOE, THE INTERGOVERNMENTAL AGREEMENT IS A TWO PARTY AGREEMENT BETWEEN THE STATE AND THE COUNTY DOES ANYTHING THAT YOU JUST HEARD FROM SENATOR DAVIS, UH, INTERFERE WITH THAT AGREEMENT.

IT DOESN'T INTERFERE WITH THE AGREEMENT, BUT WE HAVE TO GIVE A JUSTIFICATION EVERY QUARTER TO THE SIOP ON WHERE WE ARE WITH THE PROJECT.

SO IF WE CAN'T JUSTIFY ADDITIONAL DELAYS TO THE CBE, THEN THERE'S GOING TO GET A POINT TO WHERE, UH, POLITICAL LEADERSHIP AT THE STATE LEVEL WILL HAVE TO GET INVOLVED, POTENTIALLY KEEP THAT FUNDING AND INTACT.

IF WE DON'T HAVE A REASONABLE JUSTIFICATION FOR DELAYING, I HAVE BEEN INFORMED BY DLT THAT AN ADDITIONAL 90 DELAY ON MUNICIPAL CONSENT IS NOT AN ISSUE, UH, FOR THE PROJECT.

IT DOES NOT ADD ANY TIMEFRAME TO THE PROJECT, BUT THERE'S GOING TO COME A TIME VERY, VERY SOON WHEN THE TOWN OF HILTON HEAD ISLAND IS GOING TO HAVE TO MAKE A DECISION AND TAKE A VOTE AND DECIDE WHAT YOU'RE GOING TO DO WITH THIS PROJECT.

BUT AN ADDITIONAL 90 DAYS IS NOT PROBLEMATIC.

WE PUT THE 30 DAY TIMEFRAME IN THE RESOLUTION, TWO AS AN ATTEMPT TO TRY TO GET THIS MEETING AND TO GET THIS DISCUSSION STARTED SO THAT WE CAN START PINNING DOWN A TIMEFRAME FROM THE TOWN COUNCIL ON WHEN A DECISION WOULD BE MADE.

AND THE COUNTY WOULD UNDERSTAND WHAT THE TOWN'S POSITION IS ON THE PROJECT, BUT AN ADDITIONAL 90 DAYS TO MR. DAVIS'S POINT EARLIER IS NOT, UH, DOES NOT HAVE A NEGATIVE IMPACT ON, ON THE PROJECT.

THEREFORE, IF THAT'S THE CASE, THAT'S GOOD NEWS.

I WOULD ASK THAT THE COUNTY KEEP THE TOWN INFORMED, UH, OF ANY UPCOMING DEADLINES BEYOND THAT 90 DAYS THAT YOU MAY, YOU MAY FACE IN THAT IGA IS BECKER.

BECAUSE WE KNOW FROM THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION'S REPORT, EVEN AFTER THIS PROJECT IS DONE AT THIS GREAT EXPENSE, NOT ONLY FINANCIALLY, BUT DISLOCATION TO THE COMMUNITY, TO THE RESIDENTS AND TO THE VISITORS OF HILTON HEAD ISLAND, IT DOESN'T.

AND SO THOSE ARE VERY IMPORTANT ANSWERS THAT WE NEED.

SO 120 DAYS, UM, IS, IS TRULY WELCOMED, UM,

UM, I'D ASKED THE QUESTION, HOW DO WE CREATE VALUE IN A MEMORABLE GATEWAY EXPERIENCE? AND I WOULD ANSWER

UH, IF YOU LOOK AT HILTON HEAD ISLAND, WE HAVE DONE THINGS DIFFERENTLY THAT HAS, HAVE CREATED VALUE BOTH FOR OUR PHYSICAL ASSETS, BUT ALSO FOR OUR COMMUNITY.

AND I THINK IT'S IMPORTANT FOR US ON THE ISLAND AND ALSO ACROSS THE COUNTY TO RECOGNIZE THAT THAT EXTRA EFFORT, THE STRATEGIC VISION AND THE ATTENTION TO DETAIL THAT CREATES THE PACKAGE THAT PEOPLE SAY, WE WANT TO BE A PART OF THAT COMMUNITY.

WHAT TROUBLES ME LEADING UP TO THIS MEETING.

AND I DON'T FEEL THAT WAY IN THE MEETING, BUT WHAT TROUBLED ME UP TO THIS LEADING UP TO THIS MEETING IS IT DIDN'T SEEM TO ME THAT WE ON THE TOWN AND THE COUNTY WERE IN ALIGNMENT THAT WE HAD LOST OUR ATTENTION TO COLLABORATING AND ADVOCATING FOR THE BENEFIT OF OUR RESIDENTS AND FOR OUR ECONOMY AND SHAME ON US BECAUSE THAT'S GOING IN THE WRONG DIRECTION.

THE ISLAND HAS AN ECONOMIC VALUE BECAUSE OF THE BRAND THAT IT TRIES TO PROTECT.

AND IT IS THE RESPONSIBILITY OR THE OPPORTUNITY OF NOT ONLY CITIZENS ON THIS ISLAND, BUT ALSO ACROSS THE COUNTY TO PROTECT THAT BRAND JUST TODAY IN THE E EDITION OF THE PACKET, THERE IS A STORY ABOUT SEVEN HOUSES ON HILTON HEAD THAT ARE WORTH MILLIONS OF DOLLARS.

NOW, I DON'T LIKE TO BOIL THINGS DOWN TO JUST AN ECONOMIC VALUE, BUT I WANT YOU TO THINK FOR A MOMENT WHAT OTHER PARTS OF THE COUNTY COULD HAVE THAT SAME ARTICLE WRITTEN TODAY.

SO WE ARE IN THIS TOGETHER BECAUSE OF THE REVENUES THAT THIS COMMUNITY, THIS ISLAND GENERATES FOR THE BENEFIT OF THE ENTIRE COUNTY.

AND SO IT REQUIRES OF US AND OF THE COUNTY SPECIAL VIGILANCE IN THE, THE STRATEGIC DECISIONS WE MAKE AND THE DETAILS THAT WE ENCOURAGE.

ONE OF THE PROBLEMS THAT I SEE WHERE WE ARE TODAY IS THAT WE HAVE NOT AS A BODY ADVOCATED FOR THINGS THAT ARE IMPORTANT TO US.

UH, SENATOR DAVIS MENTIONED JOE RILEY AND THE BRIDGE UP IN CHARLESTON, MAYOR RILEY UNDERSTOOD THE ESSENTIAL CONNECTION BETWEEN DOING SOMETHING THAT WAS EXCELLENT AND SPECTACULAR FOR THE BENEFIT OF THE COMMUNITY BRAND.

AND WHAT HAVE WE DONE? WE'RE TALKING ABOUT TWO BRIDGES RATHER THAN ONE TO REDUCE THE VISUAL IMPACT OF COMING ONTO THE ISLAND.

WE'RE TALKING ABOUT JENKINS ISLAND AND HAVING A PARKWAY EXPERIENCE RATHER THAN A THROUGHWAY.

WE TALKED ABOUT MAYBE NO TRAILS ON THE SOUTHERN SIDE OF 2 78.

I WOULD DISAGREE.

I THINK WE OUGHT TO HAVE BOTH SIDES.

I THINK YOU SHOULD ENCOURAGE PEOPLE TO MOVE ALONG OUR, OUR, UH, ROADWAY, THE GATEWAY TREATMENT.

THERE WAS A MENTION ABOUT THE GATEWAY TREATMENT ON THE OTHER SIDE OF THE BRIDGE TOWARDS A MOSS CREEK, THE BOWL BOUTS AND THE BRIDGE DETAILS.

ALL OF THESE ARE ITEMS THAT UP IN THAT LIST, WE'RE GOING TO BE SOMEBODY ELSE'S EXPENSE, NOT S C D O T'S EXPENSE.

I E WE FAILED IN OUR COMMITMENT, OUR ADVOCACY TO GO TO THE STATE AND SAY, JUST LIKE JOE RILEY, DID WE WANT TO CREATE SOMETHING THAT'S SPECIAL FOR THIS COUNTY? THAT'S OUR OPPORTUNITY TODAY.

SO, UH, I THINK HE'S ILLUMINATED VERY CLEARLY, UH, SOME BULLET POINTS THAT WE SHOULD, UH, REFLECT ON AND SUPPORT.

AND I THINK THE DIRECTION THAT HE SET FORTH, UH, DEMONSTRATES IN A VERY COGENT, UM, MANNER THAT IT'S VERY REALISTIC TO TALK ABOUT.

I DON'T WANT TO USE THE WORD DELAY, UH, BUT, UH, I RATHER SAY IMPROVING THE PROCESS AND ULTIMATELY IMPROVING THE PRODUCT.

EVERY DAY, WE DELAY THE COMPLETE DESIGN OF THIS BRIDGE.

IT'S GOING TO COST US MORE.

AS I LISTENED TO SOME OF THE COST ANALYSIS OF TWO BRIDGES VERSUS ONE, ANYWHERE FROM 27 TO $40 MILLION THAT'S TODAY, AND THE BRIDGE HASN'T BEEN DESIGNED YET, IT COULD BE MORE MONEY.

THE BULL BOATS, THE JENKINS ISLAND ENHANCEMENT, AND SOME OTHER THINGS THAT WE HAVE TO DO, THE PROJECT HAS ESCALATED IN ITS COST FACTORS.

SO MY SUGGESTION IS THESE ARE GREAT THINGS THAT WE WANT TO DO, BUT THE URGENCY IS FOR US TO GET TOGETHER, TO BEGIN TO DEMAND THAT THINGS HAPPEN IN A GREATER TIMEFRAME THAN WE HAVE RIGHT NOW.

SO MY SUGGESTION IS THAT WE

SET OUR TIMEFRAME NO MORE THAN 90 DAYS, THAT WE BEGIN TOMORROW WITH THE ANALYSIS THAT WE HAVE TO DO, THAT WE SET FORTH, THOSE THINGS THAT WE CAN DO SO THAT HILTON HEAD ISLAND IS COMFORTABLE WITH THE PROCESS PROCEDURE AND THAT WE HAVE A QUALITY PROJECT.

IF WE GET THIS BRIDGE DONE, THE BETTER OFF THE CONSTITUENTS WHO LIKED TO LIVE, WORK AND PLAY AND BUFORD COUNTY, BUT THEY WORK ON HILTON HEAD.

I MEAN, AT A JENKINS ISLAND, THE U TURNS THE ELIMINATION OF THE THIRD SIGNAL.

SO I THINK, UH, CONGRATULATIONS TO, UH, MKS K BRIAN AND YOUR FOLKS AND SED OT.

UM, THERE'S A LOT OF MISCELLANEOUS STUFF WE'VE TALKED ABOUT, BUT ONE IS I THINK ABOUT THE STONY PIECE AND I THINK ABOUT WHAT, WHAT WE WANT TO DO THERE.

I THINK THERE'S AN OPPORTUNITY TO ESSENTIALLY EXPAND WHAT YOU WANT TO DO THERE TO POSSIBLY BECOME THE VISITOR CENTER AND A CULTURAL CENTER FOR THE GULLAH GEECHEE CORRIDOR, WHICH IS PART OF THE NATIONAL PARK SERVICE.

THAT WOULD BE A GREAT WAY TO HONOR WHAT WE'RE TRYING TO DO.

THE NEXT SLIDE, IF YOU WOULD.

UM, I THINK THE OTHER PIECE IS WE HAVE TO UNDERSTAND THAT WE NEED TO GET THE NEPA PROCESS DONE AS QUICK AS WE CAN SO THAT WE DON'T DELAY ANY OF THE THINGS THAT WE'RE TALKING ABOUT, SID FUNDING OR ANYTHING ELSE.

AND WHAT THAT DOES IS IT ESTABLISHES THE FOOTPRINT THAT WE HAVE TO WORK WITHIN.

NOW, ONCE THAT'S DONE, THEN THERE CAN BE MODIFICATIONS WITHIN THAT FOOTPRINT.

UM, AND I THINK ABOUT VALUE ENGINEERING, AS I UNDERSTAND IT, THERE'S A VALUE ENGINEERING PHASE THAT'S REQUIRED UNDER, UNDER FEDERAL LAW.

SO THAT WOULD HAPPEN AFTER WE FINISHED THIS PROCESS, IT COULD INCLUDE THE THINGS LIKE LOOKING AT THE BREAKDOWN LANES OR WHAT THE WIDTH OF THE TRAIL ON THE BRIDGE MIGHT BE.

BUT I SEE THREE THINGS MOVING AT THAT POINT IN TIME.

ONE IS THERE'S SOME POTENTIAL COST REDUCTIONS.

SECONDLY, WE WOULD LOOK AT WHAT'S GOING ON THE JOSEPH'S POINT ON THE INFLATION THAT'S THAT'S, UH, BEARING DOWN ON US AND SENATOR WITH THE, WHERE YOU CAN HELP WITH THE FUNDING I HAD.

I SEE IT A GREAT OPPORTUNITY, BUT I THINK THE KEY THERE IS NOT TO LET THOSE THINGS HOLD US UP, WHERE WE GET THROUGH THE NEPA PROCESS AND GET THE PROJECT APPROVED.

AND WE AGREE AMONG OURSELVES THAT THOSE KINDS OF THINGS WILL GET ADDRESSED DOWNSTREAM AS PART OF THE PROCESS, UH, IN TERMS OF THE ARRIVAL EXPERIENCE, UM, IT WAS PROMISED, AND I THINK WE HAVE TO DELIVER ON THAT.

AND IT'S BEEN A LOT OF COMMENTS MADE AS TO WHAT IT, WHAT IT NEEDS TO BE, BUT WE DO NOT NEED TO LOSE SIGHT OF THAT, THAT IT HAS TO BE ALL IT CAN BE FOR ALL THE REASONS.

UM, LASTLY I DO THINK THE CONCEPT OF THE ADAPTIVE SIGNALS AND DOING

THE, UH, EVALUATION OF ALL OF THE TRAFFIC BEYOND THE CORRIDOR IS SOMETHING THAT THAT NEEDS TO BE DONE.

SO, UM, AND I ALSO SHOULD NOTE THAT THE, UH, REFERENDUM THAT'S PROVIDING PART OF THE MONEY FOR THE PROJECT OR COLLECTIVE BY ABOUT 10%.

SO MY HOPE IS THAT THERE THAT THE COUNTY IN SOME FORM WILL CONSIDER SOME CONTRIBUTION TO SOME OF THE THINGS THAT YOU WANT TO DO IN SENATOR THAT MAY PROVE.

SO, UH, I WOULD THINK WHAT WE OUGHT TO DO IS ADOPT THE DIET ON THE 90 DAYS, UH, MARY YOU'RE LOOKING AT A MEETING IN JUNE AND PERHAPS WE COME BACK TOGETHER AGAIN AND WE'VE GOT A LOT OF THESE THINGS PUT TO BED, UM, AND I MAY BE NAIVE, BUT MAYBE WE END UP WITH A JOINT RESOLUTION OF THE TWO COUNCILS THAT UNANIMOUS.

FOR THE SECOND HALF OF THIS PROJECT, THE TEAM MOVES TO THE FORD ITSELF.

THE DECISION IS MADE TO LAY OUT CONTIGUOUS TWO METER UNITS THAT SPAN THE FORTS INTERIOR WALL TO WALL.

GIVEN THE DEPTH REQUIRED, THERE IS A LOT OF DIRT TO BE MOVED.

NEAR THE EAST WALL.

THE TEAM ENCOUNTERS OR REBEL FILLED FEATURE.

THIS FEATURE IS EXCAVATED AND THE CONTENTS BAGGED FOR THE TRIP TO THE LAB.

WHEN THE SITE IS REOPENED, WE'VE BEEN REFERRING TO IT AS THE RUBBLE, AFTER MANY MONTHS IN THE PLANNING STAGES, A WEEK OF SHOVEL TEST PROBES, A MONTH OF UNIT EXCAVATIONS WITH MOUNTAINS OF SOIL MOVED PLUS WEEKLY ENGAGEMENT WITH THE PUBLIC ARCHEOLOGY AT THIS SITE IS DONE FOR NOW NEARLY TWO TONS OF OYSTER SHELL BRICK AND ARTIFACTS WERE TRANSPORTED TO THE INSTITUTE OF ARCHEOLOGY AND ANTHROPOLOGY AT USC IN COLUMBIA FOR ANALYSIS, IT IS HERE THAT THE SIGNIFICANCE OF WHAT THEY FOUND WILL BE ASSESSED AND ADDED TO OUR UNDERSTANDING OF THOSE WHO OCCUPIED THE FORT FREDERICK HERITAGE PRESERVE AND THAT'S WHAT'S HAPPENING IN BUFORD COUNTY.
