WE'RE VERY EXCITED ABOUT THE IDEAS AND STRATEGIES BEING DEVELOPED FOR CROSSINGS PARK CHAPLAIN PARK IN THE MID ISLAND PROPERTY AND THESE FUTURE JEWELS IN OUR PARK SYSTEM.

NOT ONLY WILL ALLOW US TO MEET MANY OF THE NEEDS ADDRESSED IN THE PARKS AND RECREATION MASTER PLAN AND OUR PLAN THEY SERVE AS ADDITIONAL BUILDING BLOCKS TO A SYSTEM WIDE PORTFOLIO OF SUPERIOR BEST IN CLASS. STATE OF THE ART PARK AND RECREATION FACILITIES WHICH WILL ENHANCE THE LIVABILITY AND ECONOMIC OPPORTUNITIES ON OUR ISLAND LIKE YOU.

THE SECOND WAS TO CONSIDERATION OF A RESOLUTION DESIGNATING GREEN FENTY AS THE INDEPENDENT AUDITORS FOR THE TOWN FOR FISCAL JUNE 30, 2020 TOO. THAT RECOMMENDATION WILL ALSO BE COMING TO THE FULL COUNCIL FOR CONSIDERATION AND THE THIRD WAS A VERY BRIEF UPDATE ON THE FINANCIAL PERFORMANCE OF THE TOWN FOR THE MONTH OF FEBRUARY . AND LASTLY, FOCUS ON THE ALTERNATIVE MAPS THAT WERE CONSIDERED AND THEN WE'LL REVIEW THE ONE THAT'S BEFORE YOU THIS EVENING BECAUSE I THINK IT WOULD BE HELPFUL TO VISUALLY SHOW WHAT WE'RE TALKING ABOUT WITH THE AMENDMENT THAT WAS JUST MADE AS WE HAD A VIGOROUS DEBATE GOING ON RIGHT BEFORE THE START OF THIS MEETING ABOUT WHAT THAT AREA WAS ACTUALLY CALLED. SO AGAIN, THIS WAS IN RESPONSE TO OUR DECENNIAL CENSUS EVERY 10 YEARS THE FEDERAL GOVERNMENT SEEKS TO COUNT THE CURRENT POPULATION BASED UPON THE INFORMATION THAT THEY OBTAIN.

LOCAL JURISDICTIONS ARE REQUIRED TO REDRAW THEIR POLITICAL BOUNDARIES ESPECIALLY FOR THOSE THAT HAVE SINGLE MEMBER DISTRICTS. AND SO WE WERE REQUIRED TO REDRAW OUR DISTRICT BOUNDARIES PRIOR TO OUR NEXT GENERAL ELECTION WHICH IS COMING UP IN NOVEMBER OF THIS YEAR. AND SO THAT IS IMPORTANT BECAUSE THE FILING FOR THE TOWN COUNCIL SEATS THOSE THAT ARE ON THE BALLOT WILL OPEN UP JULY 1ST AND THEY'LL CLOSE ON AUGUST 15TH. SO WE WANTED TO BE DILIGENT ABOUT THIS PROCESS BECAUSE WE WANT TO GIVE POTENTIAL CANDIDATES THE OPPORTUNITY TO KNOW WHAT DISTRICT THEY MAY OR MAY NOT RESIDE IN BY THE TIME THAT THIS PROCESS IS OVER. SO WE CERTAINLY WANTED TO BE DONE WELL IN ADVANCE OF THE JULY 30 FIRST FILING PERIOD. YES, SIR.

I'M SORRY. JULY 30 FIRST THAT IS WHEN IT WILL OPEN AND THEN IT CLOSES ON

AUGUST 15TH. SO HERE WAS THE POPULATION FIGURES BASED UPON THE NEW CENSUS NUMBERS AND AS YOU CAN SEE OUR POPULATION DIDN'T GROW SIGNIFICANTLY BUT THE POPULATION WITHIN THE INDIVIDUAL WARDS DID CHANGE SUBSTANTIAL.

AND SO BECAUSE OF THAT WE WERE REQUIRED TO GO THROUGH AND REDRAW OUR BOUNDARIES TO BRING THOSE POPULATION NUMBERS BACK IN LINE WITH THE CONSTITUTIONALLY REQUIRED LIMITS. THIS WAS THE TOWN COUNCIL BOUNDARIES AS THEY EXIST TODAY . AND SO THIS WAS KIND OF THE INITIAL STARTING POINT AND THEN LOOKING AT THE POPULATION NUMBERS THAT WERE REFLECTED HERE AND PROVIDED TO BY THE STATE, WE UNDERSTOOD THAT WE NEEDED TO REDUCE POPULATION IN SOME DISTRICTS AND INCREASE POPULATION IN OTHER DISTRICTS IN ORDER TO GET WITHIN THE MARGINS THAT WE KNOW TO BE JUDICIALLY ACCEPTABLE. COUNCIL ADOPTED THE FOLLOWING CRITERIA AS PART OF THIS PROCESS. WE WERE GOING TO HAVE DISTRICTS THAT WERE OF EQUAL POPULATION.

HOWEVER IT'S IMPORTANT TO NOTE THAT WE HAVE A TOLERANCE OF UP TO 10 PERCENT.

SO 5 PERCENT ABOVE 5 PERCENT BELOW WHAT THAT NUMBER IS AND STILL FEEL VERY COMFORTABLE THAT A MAP THAT WENT TO THAT DEVIATION WOULD BE FOUND UPHELD IN SUPPORTED BY THE JUDICIAL BRANCH. WE WERE ALSO GOING TO COMPLY WITH THE FEDERAL VOTING RIGHTS ACT TO ENSURE THAT MINORITIES HAVE AN EQUAL OPPORTUNITY TO ELECT REPRESENTATIVES OF THEIR CHOICE. WE WERE GOING TO ENSURE THAT THE DISTRICTS WOULD BE DRAWN CONTIGUOUS, CONTIGUOUS. SORRY WE'RE GROWTH CONTINUOUSLY SO THAT THEY WERE ALL COMPACT AND TOUCHING ALL PARTS OF THE DISTRICT AND NOT SPOTTY IN ALL OVER THE PLACE.

AND THEN ULTIMATELY TO MAKE SURE THAT THEY REPRESENTED THE COMMUNITIES OF INTERESTS THAT ARE HERE ON THE ISLAND TO THE EXTENT THAT WE CAN. SO IN ORDER TO START THIS

WE'RE GOING OVER THOSE HERE IN A MINUTE BUT YOU CAN SEE JUST KIND OF THE BREADTH OF TIMES THAT WE'VE TALKED ABOUT THIS AS WE'VE TRIED TO MAKE PEOPLE AWARE OF WHAT THIS PROCESS IS, WHAT IT MEANS TO THEM AND ALLOW FOR THEM TO PROVIDE AN OPPORTUNITY TO PROVIDE COMMENTS AND FEEDBACK IN TERMS OF OUR COMMUNICATIONS PLAN.

SO IT'S CURRENTLY IN WARD 2 AND THAT REQUEST WAS COULD IT BE MOVED INTO THE ADJOINING WARD ONE DISTRICT AND WE LOOKED AT THIS AND FROM THESE DISCUSSIONS THE WARD BOUNDARY ITSELF SEE IF I CAN DO THIS CORRECTLY. SO THE WARD BOUNDARIES OF IS ACTUALLY VERY LARGE STARTS UP HERE GOES ALL THE WAY DOWN TO HERE AND THEN COMES BACK UP AND THEN IT'S GOT FOUR INDIVIDUAL LITTLE VOTING PRECINCT ARE NOT PRECINCTS BUT CENSUS BLOCKS INSIDE OF IT.

AND SO STAFF LOOKED AT CREATING WARD 3 ON THE NORTHERN BOUNDARY OF BROAD CREEK AND WARD 4 ON THE SOUTHERN BOUNDARY OF BROAD CREEK AND ULTIMATELY THE POPULATION DIFFERENCES BETWEEN THIS AREA AND THIS AREA ARE SO SIGNIFICANT THAT IT RESULTED IN ABOUT A 12 HUNDRED PERSON DIFFERENCE IN WARD 4 AS COMPARED TO WARD 3.

SO OBVIOUSLY THIS WAS NOT AN ACTIONABLE ITEM BECAUSE IT WAS NOT SOMETHING THAT WE COULD GET TO FIT WITHIN THAT 5 PERCENT DEVIATION. WE ALSO RECEIVED A REQUEST TO LOOK AT TRYING TO PLACE AS MANY HISTORIC NEIGHBORHOODS IN WARD 1 AS POSSIBLE.

THE MAP THAT YOU SEE IN FRONT OF YOU IS AN OVERLAY OF BOTH THE PROPOSED DISTRICTS AND THE HISTORIC NEIGHBORHOODS WITH THE RED HASHED OUTLINES ON TOP OF THAT.

AND WE SHOWED BY LOOKING AT EACH ONE OF THESE INDIVIDUAL CENSUS TRACTS HOW MANY PEOPLE WERE IN THEM AND WHY THEY COULD OR COULD NOT BE BROUGHT IN AND ULTIMATELY WE CAME DOWN TO YOU THE ONLY ONE THAT REALLY CAME CLOSE WAS RIGHT HERE. THERE WAS ENOUGH PEOPLE THAT WE COULD BRING THAT IN BUT ULTIMATELY WE WOULD HAVE HAD TO HAVE MADE A CHANGE UP HERE PROBABLY SOMEWHERE TO WARD 1 WHICH WOULD HAVE TAKEN AN AREA OUT.

AND SO THE END OF THE DAY WE WEREN'T ABLE TO BRING ANY ADDITIONAL AREAS INTO WARD ONE THAT WERE A HISTORIC NEIGHBORHOOD WITHOUT HAVING TO REMOVE SOME OTHER AREA THAT WAS CURRENTLY PROPOSED TO BE IN THAT WARD AND THEN LAST. AND AGAIN IT'S KIND OF AN EXTENSION OF THAT LAST ONE THAT WE LOOKED. SO THIS LOOKS AT BOTH HISPANIC CONCENTRATE ASIANS AND AFRICAN-AMERICAN CONCENTRATIONS AND YOU CAN SEE REALLY THE ONLY ONE THAT'S OUTSIDE OF THE ANALYSIS FROM WARD ONE IS THIS DISTRICT DOWN HERE AND YOU CAN SEE THE SIZE OF THE CENSUS BLOCK I BELIEVE IF I RECALL CORRECTLY IS ABOUT 500 80 PEOPLE THAT ARE IN THAT CENSUS BLOCK. SO AGAIN, IT WASN'T REALLY EASY TO BE ABLE TO PUT THAT ANYWHERE. AND AT THIS POINT IN ORDER TO HAVE CONTINUITY, IT REALLY COULDN'T GO ANYWHERE ELSE TO GET INTO WARD 1 OR ANY ANY OTHER AREA. THIS IS THE CURRENT PROPERTY IT'S ON SQUARE POPE ROAD NEAR THE INTERSECTION AND THE ROUNDABOUT WITH GUM TREE ROAD. THERE IS CURRENTLY EARTHEN TRAILS THERE MOSTLY HEAVILY TREED FIGURE EIGHT FOR THE SHOW RING BUT VERY LIMITED INFORMATIVE ACCESS TO THE PROPERTY RIGHT NOW AND WE BOUGHT THE PROPERTY WITH BEFORE COUNTY IN 2003 AND HAD AN INTERGOVERNMENTAL AGREEMENT AT THAT TIME AND THIS NEW AGREEMENT WOULD SUPERSEDE THAT AGREEMENTS BEFORE COUNTY COUNCIL DID LOOK AT THIS JOINT OPERATION OWNERSHIP AND OPERATING AGREEMENT AND APPROVED IT IN APRIL OF 2021 SINCE THAT TIME TOWN STAFF HAS BEEN WORKING WITH COUNTY STAFF ON AN ACTUAL SITE PLAN AND WHAT THE DETAILS OF THAT WOULD BE. SO WE MADE SURE WE CAME FORWARD TO COUNT.

SO COUNCIL WITH THE MOST FINISHED PRODUCT THAT WE COULD AND THEN IN THE AGREEMENT THERE IS AN OPTION THE COUNTY CURRENTLY HAS OTHER COM FRIENDSHIP AGREEMENTS WITH OTHER COMMUNITY OTHER COMMUNITY ORGANIZATIONS. SO THEY'VE ADDED AN OPTION TO THIS ONE TO WORK WITH THE HILTON HEAD CHAPTER OF THE ARCHEOLOGICAL SOCIETY TO POSSIBLY RUN TOURS, DO INSPECTIONS, CLEANUPS, MAINTENANCE OF THE SHELTERING PROPERTY FOR THE FINANCIAL AND MAINTENANCE RESPONSIBILITIES THE COUNTY IS GOING TO TAKE ON

SO IF WE WANTED TO ADD A DOCK OR OVERLOOK OR CONNECTION TO THE WATER THAT WOULD BE SOMETHING THAT THE TOWN WOULD HAVE TO TAKE ON RCMP THE TOWN'S RESPONSIBILITY WILL BE JUST ROUTINE MAINTENANCE. WE WILL OPEN AND CLOSE THE PARK. WE WILL KNOW AND BLOW THE TRAILS IN THE PARKING LOT TO DO

SOME MINOR TRIMMING AT A MINIMAL COST TO THE TOWN. >> THIS IS THE PROPOSED SITE PLAN THAT WE HAVE AT THIS POINT . THE OUTLINE OF THE TRAIL THAT YOU WILL SEE THERE IS BASICALLY THE TRAIL THAT IS THERE NOW THAT HAS BEEN USED HISTORICALLY AND THE CENTER IS THE SHELL RINGS AND WE HAVE PUT THE PARKING IN AREA WHERE I THINK WE'LL HAVE TO REMOVE ONE TREE. SO WE TRIED TO HAVE AS LITTLE IMPACT AS POSSIBLE ON THE PROPERTY WHEN WE LOOKED TO LOCATE THE PARKING ON THE PROPERTY.

SO HERE WE ARE FOUR TOWN COUNCIL WITH A RECOMMENDATION AND SO IF THE JOINT OPERATING OWNERSHIP AGREEMENT IS APPROVED WILL EXECUTE THAT AGREEMENT WITH THE COUNTY AND THEN STAFF WILL CONTINUE TO WORK WITH THE COUNTY TO EXECUTE THEIR PERMITTING AND CONSTRUCTION OF THE PARK AND GO THROUGH THE BIDDING PROCESS AND MONITOR THE CONSTRUCTION.

AND THEN AGAIN WE'LL NOTE THAT IF THE TOWN COUNCIL WANTS TO MOVE FORWARD WITH THE OPTION TO DO IT, THEN THE CONNECTION TO THE WATER WE WILL HAVE TO PUT THAT THROUGH AN RC IP PROGRAM THAT'S TWELVE. SO IT WILL BE THIS IS FIRST READING REALLY INTO EASEMENTS THAT ARE EXISTING AND NEW FOR THE PROPERTY. SO AGAIN WE'LL LOOK AT THE LOCATION AND CONDITIONS WE'RE GOING TO BE TERMINATING AN EASEMENT AND THEN CREATING AN ACCESS UTILITY EASEMENTS SO THE SAME PROPERTY AGAIN WITH THE CURRENT CONDITIONS, THE CURRENT ACCESS IS WHERE IT'S SHOWN WITH THE GREEN DASHED LINE WHERE IT ENTERS ON SQUIRE POLK ROAD.

IT'S LANDLOCKED SO THE ONLY ACCESS TO THAT PROPERTY IS THROUGH THE FORD SHOWERING PROPERS EASEMENT ON THE PROPERTY WHEN IT WAS PURCHASED BY THE TOWN AND COUNTY AND THERE ARE ALSO WAS A SEPTIC AND DRAIN FILLED AREA AT THE REAR OF THE PROPERTY THAT WAS EXISTING WHEN WE BOUGHT THE PARK.

SO WITH THE PROPOSED DEVELOPMENT WE ARE SHIFTING THE ACCESS EASEMENT SLIGHTLY TO THE LEFT AWAY FROM THE MARSH TO GIVE IT MORE OF A BUFFER AREA AND THEN NOW WE HAVE SEWER AVAILABLE WHERE WE'D LIKE TO ELIMINATE THE SEPTIC AND GREENFIELD AREA ON OUR PROPERTY. WE DON'T WANT TO HAVE THAT PUT CLOSE TO THE MARSH AND SO THE ACCESS IS TO THAT RIVER PROPERTY AND SO WE WILL HAVE A PARKING AREA AND AT THE END OF THE PARKING AREA WE'RE GOING TO PUT A CHAIN UP THAT WILL BLOCK ANY OTHER VEHICULAR ACCESS FROM GETTING BEYOND THE PARKING AREA. AND THERE WILL BE A SPECIAL LOCK PUT ON THERE WITH A COMBINATION THAT BARNWELL FAMILY WILL HAVE ACCESS TO IN ORDER TO USE THAT ACCESS TO GET TO THEIR PROPERTY. AND WE'VE HAD DISCUSSIONS WITH THE BARN WELLS. THEY ARE IN FAVOR OF THE TERMINATION AND NEW EASEMENTS AND THEY UNDERSTAND THAT THE TOWN AND COUNTY ARE NOT RESPONSIBLE FOR PEOPLE WHO ARE PUBLIC WHO WERE ON THE FORD SHOULDERING PROPERTY THAT MAY POTENTIALLY WANDER OVER TO THAT PROPERTY BECAUSE THERE IS NO RESTRICTED ACCESS AT THIS POINT.

BUT WE HAVE LET THEM KNOW SHOULD THEY WANT TO PUT UP A GATE OR A FENCE TO BLOCK THAT ACCESS THAT THEY ARE MORE THAN WELCOME TO DO SO. SO THIS IS THE ACCESS EASEMENTS AND THE DRAIN AREA. I WANTED TO SHOW YOU THE FULL PROPERTY FIRST SO YOU KNEW

YOU CAN SEE RIGHT THERE AT THE ENTRANCE THE DASH LINE TO THE RIGHT AS THE EXISTING EASEMENT AND WE'VE SHIFTED IT TO THE LEFT SLIGHTLY AND WIDENED IT FOR TUESDAY TRAFFIC AND THEN HERE IN THE BACK YOU CAN SEE THAT'S THE SEPTIC AND DRAIN AREA, VERY LARGE AREA CLOSE TO THE MARSH. SO THAT WILL BE TERMINATED AS WELL AS THE EXISTING 15 FOOT WIDE ACCESS EASEMENT AND THE NEW EASEMENT THAT'S THERE WILL BE CREATED TO RETAIN ACCESS. IT WILL BE AN ACCESS AND UTILITY EASEMENT SHOULD THERE BE ANY DESIRE TO RUN UTILITIES TO THE PROPERTY IN THE REAR. NOW THE PROPERTY IN THE REAR IS ZONED CONSERVATION. IT WAS PART OF A PD TO OVERLAY FOR THE BARNWELL PROPERTY WHERE THE TABBY IS. SO ALL OF THE DENSITY AND DEVELOPMENT RIGHTS FROM THAT PROPERTY ON THE WATER WERE TRANSFERRED OVER WHERE THE TABBY WAS.
