[8. Report of the Town Manager]

OKAY.

REPORT TO THE TOWN MANAGER.

GOOD AFTERNOON, MAYOR, UH, MEMBERS OF COUNCIL, GOOD TO BE HERE IN PERSON MEMBERS OF THE PUBLIC.

I HAVE THREE THINGS TODAY, ONE REAL QUICK.

UM, AN ENCOURAGEMENT FOR ANYBODY WATCHING, LISTENING AS WELL AS IN THE AUDIENCE TO SIGN UP FOR WHAT WE'RE CALLING MY H H I IT'S AN APP.

YOU CAN BUY IT ON THE APP STORE, UM, WHETHER YOU'RE ANDROID OR, OR IPHONE, BUT IT'S OUT THERE.

IF YOU NEED SOME HELP FINDING IT, CONTACT US, UM, LOOK ONLINE.

IT'S ALSO ON THERE, HOW TO DOWNLOAD IT, BUT I READ A REAL QUICK EMAIL ABOUT IT.

I'M NOT TO TELL YOU REGARDLESS WHO IT'S FROM.

HERE'S SOME FEEDBACK THAT WE'VE RECEIVED FROM MY HHI APP.

AND SO POINT OF REFERENCE, I THINK SOMETIMES HELPS US.

I HAVE TO MENTION I'D HAD ANOTHER POSITIVE EXPERIENCE WITH MY HHI YESTERDAY.

IT TOOK A PICTURE OF A TREE HANGING OVER THE TRAIL ACROSS 2 78 FROM WHOLE FIELD FOODS.

I SENT THE PIC AND AN EXPLANATION OF THE PROBLEM THROUGH MY HHI AND THIS MORNING ON A SUNDAY AND MUCH TO MY SURPRISE, THE TREE HAD BEEN REMOVED AND ELIMINATED AN UNSAFE CONDITION ON THE TRAIL, KUDOS TO THOSE, RESPONDING TO THE REPORT IT'S SAFETY ISSUES.

SO GREAT, GREAT JOB, AARON.

I KNOW IT TAKES A TEAM, GREAT JOB TO IT AND, AND A, AND A GROUP OF PEOPLE, BUT WHAT A TEAM EFFORT AND RESPONSIVENESS, EVEN ON A WEEKEND.

SO SAY IT CAN'T BE DONE.

IT IT'S DONE SO GREAT JOB.

YOU GUYS SAW THE MAYOR OUT THERE WITH A CHAINSAW, WE, WHATEVER IT TAKES.

UM, NEXT OUR SEMI-ANNUAL UPDATE, UM, FROM MS. PATSY BRYSON, THE CHAIR OF OUR BOARD OF ZONING APPEALS.

WELCOME.

GOOD AFTERNOON.

GOOD AFTERNOON.

I'M WEARING A DIFFERENT

[00:05:01]

HAT THIS AFTERNOON FROM THE FINANCE ADMINISTRATIVE COMMUNITY THIS MORNING.

AND I WILL TELL YOU, I WORE IT YET A DIFFERENT HAT AFTER THAT MEETING UNTIL NOW I WENT TO THE DERRIUS RUCKER GOLF TOURNAMENT.

IF YOU HAVEN'T BEEN, I ENCOURAGE YOU TO GO.

IT'S A WONDERFUL COURSE AND THE PLAY IS EXCELLENT.

UM, AND I'M SURE YOU'LL SEE FUTURE PGA LPGA PLAYERS, IF YOU GO OUT THERE.

SO, UM, I WON'T SAY WHICH TEAM I WAS PULLING FOR.

I WAS PULLING FOR ALL OF THEM, SO IT AIN'T RIGHT.

SO THIS AFTERNOON, MY HAT IS AS CHAIR OF THE BOARD OF ZONING APPEALS.

AND THE FIRST THING I WANT TO DO IS TO ACKNOWLEDGE THE HARD WORK OF MY FELLOW BOARD MEMBERS.

I KNOW MR. CHRISTIAN, ONE OF MY BOARD MEMBERS IS HERE.

UM, IF I MISS ANYBODY ELSE WHO, WHO CAME ALONG, UH, BUT I APPRECIATE ALL THEIR HARD WORK WE MET YESTERDAY.

UM, AND AS ONE HAS, ARE PART OF OUR REGULAR MEETING CYCLE, ALSO WANT TO ACKNOWLEDGE A MISSY LEWIS STAFF MEMBER WHO'S HERE.

UM, THANK YOU VERY MUCH FOR HER SUPPORT, UH, OF OUR BOARD AND THERESA HALEY, OUR SECRETARY, WHO IS WONDERFUL AS WELL.

AND SO I WANT TO BE SURE TO ACKNOWLEDGE OUR STAFF SUPPORT AND THANK THEM FOR ALL THEY DO FOR US.

UM, YOU'VE RECEIVED A WRITTEN REPORT ABOUT THE FIRST SIX MONTHS.

I'M NOT GOING TO GO THROUGH IT IN DETAIL, BE HAPPY TO ADDRESS QUESTIONS ABOUT ANY MATTER THAT WE CONSIDERED, TO THE EXTENT I CAN DISCUSS ANYTHING.

UM, I DO WANT TO POINT OUT, UM, THAT, UH, WE DID CONSIDER THREE VARIANCES, UM, NO APPEALS, UM, NO EXCEPTIONS.

AND DURING THAT SIX MONTH TIME PERIOD, OF COURSE WE'VE BEEN BUSY SINCE THEN.

UM, BUT, UH, WE ALSO RECEIVE MONTHLY REPORTS ON WAIVERS, GRANTED BY STAFF.

UM, AND WE HAVE SHARED THAT INFORMATION WITH THE PLANNING COMMISSION AND WITH THE TOWN COUNCIL, UH, TO CONSIDER WHETHER OR NOT ANY, UH, AMENDMENT SHOULD BE MADE TO THE LAND MANAGEMENT ORDINANCE LMO AS A RESULT OF, UH, THE WAIVERS BEING GRANTED.

THAT'S NOT FOR US TO DECIDE, BUT FOR US TO PASS ALONG, SECONDLY, UH, THE BZA HAD MADE A RECOMMENDATION FOR AMENDMENTS TO THE LMO BASED ON CASES THAT WE HAD HEARD.

UM, THAT SEEMS TO BE STUCK IN THE PROCESS AS WELL AS OTHER LMO AMENDMENTS.

UM, WE UNDERSTAND THAT PERHAPS THOSE AMENDMENTS MIGHT BE MOVING FORWARD, AT LEAST AMENDMENTS TO THE LMO.

WE HOPE THAT OUR SUGGESTIONS AT LEAST MAKE THE CUT FOR CONSIDERATION, BUT I HOPE THAT THE TOWN STAFF WILL BREAK THAT LOG JAM SO THAT THE AMENDMENTS CAN PROCEED.

SPEAKING OF LOG JAMS, BEING BROKEN, UH, WE HAVE BEEN ASKING FOR AMENDMENTS TO OUR RULES OF PROCEDURE FOR NEARLY A YEAR AND A SPECIAL THANKS TO TOWN MANAGER, MARK ORLANDO FOR BREAKING THAT LOG JAM SO THAT WE COULD HAVE THOSE BEFORE US YESTERDAY.

UH, WE CONSIDERED THOSE AMENDMENTS, UH, SUGGESTED SOME REVISIONS.

UM, AND THOSE WILL COME BACK BEFORE US AT OUR MARCH BOARD MEETING.

AND BECAUSE OF THE WAY OUR RULES READ, NOW WE HAVE TO WAIT UNTIL APRIL TO ADOPT THEM.

SO ONE OF THE AMENDMENTS IS TO STREAMLINE THAT PROCESS.

SO WE STILL HAVE CAREFUL CONSIDERATION OF THE WRITTEN LANGUAGE AND ADEQUATE TIME TO DISCUSS THEM.

BUT SO WE DON'T HAVE TO WAIT A COUPLE OF MONTHS BEFORE WE ACTUALLY TAKE ACTION ON SOMETHING WE'VE ALREADY DECIDED ON.

SO, UM, THAT'S MY REPORT, UH, BE HAPPY TO ADDRESS ANY QUESTIONS THAT YOU MIGHT HAVE AND APPRECIATE BEING ABLE TO SERVE YOU IN THIS COMMUNITY IN THIS ROLE.

I SEE, I HAVE ONE COMMENT WITH REFERENCE TO THE GOLF TOURNAMENT, GO LADY DOGS.

WELL, I, LIKE I SAID, I DIDN'T, I DIDN'T COME HERE WITH ANY FAVORITES.

ALTHOUGH LET'S SEE SEVERAL MEMBERS OF MY HUSBAND'S FAMILY ARE VANDERBILT GRADUATES.

HIS NEPHEW IS AN ATTORNEY AND WORKS IN THEIR SPORTS COMPLIANCE, UH, AREA.

SO, UM, YOU KNOW, BUT AS A SISTER SAID, WHEN SHE WAS A SENIOR AT VANDERBILT TO THE FOOTBALL TEAM, 2, 4, 6, 8 SCORE BEFORE WE GRADUATE.

HM, MR. AHMAD WAR, THAT'S GOING TO BE HARD TO, HARD TO COME AFTER, BUT COME ON UP, SIR.

UM, EVERYBODY, THIS IS A MOD WARD WHEN WE KNOW A MOD, UH, EXECUTIVE DIRECTOR, UM, FOR THE MITCHELLVILLE FREEDOM PARK, AND HE'S HERE TO PROVIDE A, AN UPDATE ON ALL THE GOINGS ON, UM, OUT AT MITCHELLVILLE, FREEDOM PARK.

THANK YOU FOR WHAT YOU DO.

THANKS FOR BEING HERE.

I APPRECIATE IT.

MY PLEASURE BEING IN FRONT OF YOU IN PERSON FOR THE FIRST TIME HAD A LONG TIME, IT FEELS LIKE GREAT TO SEE YOUR FACES, MR. MAYOR, UH, COUNSELORS, MS. TOWN MANAGER.

THANK YOU FOR THE OPPORTUNITY.

UH, WE WANTED TO GIVE YOU A QUICK UPDATE ABOUT WHERE WE ARE WITH HISTORIC MITCHELLVILLE, FREEDOM PARK, EVEN THOUGH WE HAVEN'T BEEN IN FRONT OF YOU, WE'VE BEEN WORKING AND TRYING TO GET SOME THINGS IN PLACE.

AND SO, UH, WE ARE ENGAGED IN, UH, WELL, WE ACTUALLY FINISHED ENGAGING WITH A FEASIBILITY STUDY FOR OUR CAPITAL CAMPAIGN.

SO WE KIND OF HAVE THE BLUEPRINT NOW TO MOVE FORWARD, TO TRY TO RAISE $23 MILLION.

AND SO, UH, I CAN, I'M HAPPY TO REPORT AT THIS POINT, WE HAVE SEVERAL HIGH LEVEL NATIONAL TARGETS THAT WE ARE MAKING OVERTURES TO RIGHT NOW, UH, WHICH MAKES US FEEL PRETTY GOOD.

AND WE'RE TALKING SIX TO SEVEN FIGURE GIFTS THAT CAN GET US STARTED IN THE APPROPRIATE DIRECTION TO GET WHERE WE NEED TO GO.

[00:10:01]

AND SO WE ARE FEELING PRETTY CONFIDENT ABOUT THOSE THINGS.

IF YOU DIDN'T KNOW ANYTHING ABOUT FUNDRAISING, YOU KNOW, YOU GOT TO, IF YOU HAD COIN FLIP CHANCE, YOU'RE DOING PRETTY GOOD.

SO I THINK A COUPLE OF THOSE ARE COIN FLIPS FOR US, AND WE'LL HOPEFULLY THAT THEY WILL MATERIALIZE AS EARLY AS THIS YEAR TO HELP PUSHES NEAR THE FINISH LINE.

SO REAL QUICKLY, I GONNA RUN THROUGH A FEW SLIDES AND SHOW YOU WHAT WE'VE BEEN UP TO.

THIS IS ONE OF THE COOLEST THINGS THAT I CAN SAY THAT HAPPENED LAST MONTH.

UH, WE WERE DESIGNATED AS ONE OF THE 19 BLACK HISTORY MONTH DESTINATION USED TO VISIT BY HGTV.COM.

UH, AND WE ENDED WITH SOME PRETTY, UH, HIGH COMPANY.

SO YOU CAN GO CHECK THAT OUT.

WE FELT REALLY GOOD ABOUT THAT.

AND WE THINK WE DID SEE A BUMP FROM THAT PROMOTION.

SO WE LIKE TO TAKE A COURSE OR A GREAT RELATIONSHIP WITH THE CHAMBER OF COMMERCE AND THE TELEHEALTH HAD ITSELF TO HELP US GET THE WORD OUT THERE ABOUT THE IMPORTANT THINGS HAPPENING AT THE PARK.

IN ADDITION TO THAT, UH, THERE WAS A SUPER BOWL PREVIEWED.

IT CAME OUT, IT WAS A BIG GAME LIKE A MONTH AGO.

YOU MIGHT'VE, MIGHT'VE SEEN IT.

UH, WE WERE IN THE USA TODAY.

SUPER PREVIEW DOES PERIODICAL HAS CIRCULATION, ROUGHLY 5 MILLION PEOPLE.

UH, AND SO AGAIN, WE ARE ABLE TO DO THESE THINGS THROUGH ATEX FUNDS AND THINGS OF THAT NATURE.

SO WE'RE GETTING THE WORD OUT AS MUCH AS WE HUMANLY CAN TO PEOPLE ACROSS THE COUNTRY.

SO WHEN THEY COME TO HELP HEAD IS SOME OF THE THINGS FOR THEM TO DO AND TO KEEP TRACK OF OUR PROCESS.

SPEAKING OF THE PARK ITSELF, UH, WE ARE CURRENTLY WORKING ON THREE BATO SIZED PANELS, UH, ROUGHLY THIS SIZE ANYWHERE FROM SIX TO SEVEN FEET, THAT WOULD BE INSTALLED ALONG THE PARK SITE PATHWAY TOWARDS THE BEACH.

UH, THESE WILL, UH, DISCUSS MITCHELL'S CONNECTION WITH GULLAH CULTURE.

SO WE'LL BE HIGHLIGHTING LAND AND OWNERSHIP, SWEET GRASS, BASKET WEAVING, AND THE BY TOES USE IN EVERYDAY LIFE DURING THIS PERIOD.

AND AFTERWARDS, UH, WE WILL HOPEFUL TO HAVE THESE THINGS UP IN THE FIRST QUARTER, BUT SUPPLY CHAIN THOUGHT OTHERWISE.

AND SO WE'RE HOPEFUL THAT WE CAN HAVE THESE THREE PANELS INSTALLED IN THE PARK AS EARLY AS BEFORE JUNE 10TH.

SO WE'D LIKE TO BE ABLE TO UNVEIL THEM, UH, MEET YEAR.

SO WE'RE EXCITED ABOUT THAT.

AND WE SENT DESIGNS TO THE TOWN, UH, PLANNING TO LOOK AT, UH, MAKE SURE WE HAVE ALL THE APPROPRIATE APPROVALS IN PLACE AND JUST BE ONE STEP ALONG THE LINES OF TRYING TO INSTILL EVEN MORE INTERPRETATION, ADD MORE PHYSICAL ITEMS TO THE PARK ITSELF.

AND SO WE'VE BEEN IN CONVERSATION, UH, WITH THE TOWN AND THE COUNTY ABOUT SOME PARCELS ON BEACH CITY ROAD, UH, THAT IS JOINTLY OWNED BY A TOWN AND THE COUNTY FOR A WHILE NOW, UH, PERSONAL CONVERSATIONS, THERE'S THIS SOME OPPORTUNITIES TO HAVE THE PARCELS ON BCD ROAD.

WE ARE REALLY CONCERNED WITH THE TWO THAT WERE IN OUR AREA THAT ARE IN THE MASTER PLAN.

PARTICULARLY OBVIOUSLY WE WANT TO HAVE ACCESS TO ALL THE PARCELS, BUT RIGHT NOW THE TWO THAT ARE IMPLICATED IN THE ACTUAL PLAN ARE IMPORTANT TO US BECAUSE WE HAVE SOME PROPOSALS THAT ARE GOING OUT THAT MAY REFLECT SOME MOVEMENT ON THOSE TWO PARCELS IN PARTICULAR, UH, NOT TO GO BACK DEEP INTO, UH, THIS SITUATION, BUT YOU KNOW, THIS KIND OF STARTED WITH SOME CONVERSATIONS ABOUT MOVING TO ST.

JAMES BAPTIST CHURCH, UH, APPROXIMATELY MAYBE ALMOST FOUR YEARS AGO NOW THERE'S, AND THAT STARTED, AND THAT WAS ABOUT AN 18 MONTH PERIOD TO WORK THROUGH PLANNING.

AND OF COURSE THE CHURCH HAS NOW MOVED TO ANOTHER AREA, BUT IN THE MIDDLE OF OUR MASTER PLANNING PROCESS, WE MADE A SWITCH TO, TO MOVE SOME LAND FROM OUR AREA AND TO ACCOMMODATE US, THERE WAS A CONVERSATION ABOUT PUTTING SOME PARTS.

IT'S GOING TO BE CITY ROAD FOR OUR PARKING AREA AND ALSO OUR CLASSROOM AND LAB SITUATION.

YOU SEE THOSE CIRCLES ON OUR MAP RIGHT THERE.

AND SO AS WE'RE MOVING FORWARD IN THIS PROCESS TO RAISE FUNDS, THESE PARCELS ARE GOING TO BE REALLY IMPORTANT FOR US TO SECURE.

AND SO I AM AVAILABLE TO ANSWER ANY QUESTIONS ABOUT THESE PARCELS AS WE MOVE FORWARD IN THIS PROCESS, SO THAT WE GET THESE THINGS TO LAND AND WE CAN MOVE FORWARD.

BUT THE TOWN'S BLESSING ON MAKING SOME, UH, IMPLEMENTATION HAPPENED AT THE SITE, BEGAN A COUPLE OF THINGS COMING UP FOR YOU OR MITCHELLVILLE, BLUES AND BARBECUE FUNDRAISER IS MARCH 26TH, ACTUALLY IN THE PARK, TICKETS ARE AVAILABLE ON OUR WEBSITE RIGHT NOW.

THIS IS THE FIRST TIME WE'LL ACTUALLY DO IT ON THE PARK SITE.

SO IT WILL BE IN THE PARK.

THIS WILL BE THREE TO SEVEN ON MARCH 26.

THAT IS THE LAST SATURDAY OF THE MONTH.

YOU DO NOT HAVE TO DRESS UP FOR THIS SITUATION.

SO, YOU KNOW, JEANS, T-SHIRTS COWBOY BOOTS, WHATEVER YOU WANT TO DO IS GOOD.

UH, CHRIS WILLIAMS, WHO IS SOUTH CAROLINA'S ALMOST PORT LAUREATE FOR BARBECUE IS DOING THE FOOD.

SO WE HAVE HIM LINED UP THE UPSCALE PARTY BAND FROM GEORGIA AND MARLENE SMALL-GROUP PROVIDING ENTERTAINMENT.

IT'S GOING TO BE A GREAT DAY.

TICKETS ARE STILL AVAILABLE.

SO IF YOU NEED SPACE, WE GOT YOU COVERED, MR. MAYOR, I GOT YOU COVERED.

JUST LET ME KNOW WHERE YOU WANT TO SEND IT.

AND OF COURSE OUR ANNUAL JU TEAM CELEBRATION, JUNE 17TH AND 18TH IN MITZVAH, FREEDOM PARK, YOU KNOW, THIS IS USUALLY A BIG DEAL FOR US.

UH, WE GOT BACK INTO THE PARK LAST YEAR, AFTER BEING OFF IN 2020, WE WERE A LITTLE CONCERNED WHO WOULD ACTUALLY SHOW UP AND WE HAD 900 PEOPLE OUT THERE AT THE PARK FOR THAT EVENT.

SO WE WERE REALLY PLEASED WITH THAT OUTCOME.

WE ASSUME THAT MORE WILL COME NOW THAT PEOPLE ARE FEELING A LITTLE BIT MORE COMFORTABLE BEING AROUND EACH OTHER OUTSIDE.

[00:15:01]

IN ADDITION, WE ALSO WILL BE DOING OUR VIRTUAL JUNE TEAM PARTNERSHIP ON BLK FREEDOM.ORG.

YOU CAN ACTUALLY GO TO THEIR WEBSITE AND SEE THE FIRST TWO PREVIOUS YEARS, UH, PRESENTATION.

LAST YEAR, WE HAD 10 AFRICAN-AMERICAN MUSEUMS FROM ACROSS THE COUNTRY, INCLUDING OURSELVES TO PUT ON A PRESENTATION FOR JUNE 10TH.

WE HAD 153,000 PEOPLE WATCHED THAT ONLINE AT THE SITE ON THAT WEEKEND.

AND EVEN MORE, I'VE SEEN IT SINCE THEN.

SO BY ALL MEANS, TAKE A LOOK AT THAT.

AND THEN AS ALWAYS, THIS IS HOW YOU CAN VISIT US AND ALL OF OUR THINGS TO DEREK'S WE'RE MENSTRUAL.ORG.

WE'RE ON FACEBOOK, TWITTER, AND INSTAGRAM.

WE'LL UPDATE THAT.

YOU CAN CATCH THIS ON INSTAGRAM AS WELL, AND MY MATERIAL IS THERE FOR YOU.

SO WITH THAT, I'M HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT WHERE WE ARE RIGHT NOW.

AND WE THANK YOU FOR YOUR SUPPORT IN THIS PROCESS.

WE COULDN'T HAVE GOT TO THIS LEVEL WITHOUT YOU, AND WE'RE LOOKING FORWARD TO BIGGER AND BETTER THINGS IN 2022 ON YESTERDAY, YOU DID A GREAT PRESENTATION AT THE ORANGE GOLF.

THANK YOU.

APPRECIATE YOU TAKING SO MUCH, MR. MAYOR.

I HAVE A QUESTION IF THAT'S OKAY.

UH, COULD YOU GO BACK TO THE MAP OF THE SITE THAT YOU SHOWED A FEW SLIDES BEFORE? ABSOLUTELY.

UH, THE PROPERTY THAT IS CIRCLED IS THAT IS RIGHT ON THE WATER SIDE OF THE MAIN DRIVE COMING IN.

IS THAT CORRECT? THIS IS RIGHT OFF BC ROAD.

AS SOON AS YOU GET TO THE SIGN, THE HISTORIC METRO FREEDOM PARKS, THESE PARCELS WILL BE ON EITHER SIDE OF THE SIGN, THE DRIVEWAY TO GET ONTO THE PARKSIDE.

AND THAT IS THE PROPERTY THAT'S UNDEVELOPED AND WOODED AT THIS TIME.

CORRECT? RIGHT, RIGHT.

UM, OBVIOUSLY WE WANT TO MAKE SURE YOU PRESERVE ANY SPECIAL ENTRIES IN THERE, BUT I'M SURE YOU WILL DO THAT.

THANK YOU.

GREAT REPORTING.

ABSOLUTELY ANYTHING.

UM, I JUST WANTED TO SAY, UM, THANK YOU FOR THE PRESENTATION, BUT ALSO I RECENTLY WENT ON THE EXPLORE MITCHELLVILLE.ORG WEBSITE, WONDERFUL INFORMATION, EXTRA LINKS, UM, AFTER YOU'VE GOTTEN YOUR, A LITTLE BIT TO GO INTO EXPLORE FURTHER, AND I RECOMMEND TO EVERYONE THAT THEY TAKE THE TIME TO READ THROUGH ALL OF WHAT'S ON THE PAGE AND THE LINKS.

THANK YOU VERY MUCH.

APPRECIATE IT.

THE QUESTIONS WERE INVALID, ALEX.

UH, THE TWO PROPERTIES THAT YOU'RE SPEAKING ON THERE, UM, OMAN WHO OWNS THEM, THE TOWN AND THE COUNTY JOIN THE OWN ON THOSE PROPERTIES RIGHT THERE.

RIGHT? NOT, NOT A CURRENT LEASE BETWEEN US COUNTY AND MITCHELLVILLE.

IS THAT WHAT YOU SAY? WELL, THERE'S SOME CONVERSATIONS IN MOTION RIGHT NOW TO TRY TO WORK SOME THINGS OUT AND THERE'S SOME MORE CONVERSATIONS TO COME.

UH, WE'RE JUST TRYING TO, UH, YOU KNOW, PUSH THE BUTTON JUST A LITTLE BIT, THAT WE MAY HAVE AN OPPORTUNITY TO DO SOMETHING ON THOSE SITES SOONER RATHER THAN LATER.

SO WE JUST WANT TO HAVE ACCESS SPECIFICALLY TO THOSE TWO PARCELS RIGHT THERE.

OKAY.

IS THAT IN COMMITTEE SOMEWHERE OR DO WE KNOW THAT BEING IT'S NOT IN COMMITTEE YET, BUT IT COULD BE IF YOU'D LIKE IT TO BE SO ABSOLUTELY WITH, UH, WITH MITCHELLVILLE GETTING THE EXPOSURE THAT THEY'RE GETTING AT THE MOMENT AND I'M GOING AFTER THOSE BIG BOOKS, I THINK IT'S IMPORTANT THAT WE HAVE THE INFRASTRUCTURE IN PLACE FOR THEM TO BE SUCCESSFUL.

SO WELL, I'LL ASK MARK TO PUT ON THE COMMUNITY SERVICES COMMITTEE.

OKAY.

THANK YOU.

ALL RIGHT.

ANY OTHER QUESTIONS? THANK YOU.

APPRECIATE YOU.

THANK YOU VERY MUCH FOR WHAT YOU'RE DOING.

MY PLEASURE.

THANK YOU.

THANK YOU.

THAT CONCLUDES MY REPORT.

[9. Reports of the Members of the Town Council]

OKAY.

GENTLEMEN, WITH MY MEMBERS OF COUNCIL, JUST THE GLEN, MR. MAYOR, I HAVE A HORT ON, UH, THE ST.

JAMES CHURCH.

UM, I THINK EVERYONE KNOWS THAT THE ST JAMES CHURCH IS LOCATED AT THE END OF THE AIRPORT RUNWAY.

UM, UNTIL IT WAS EXTENDED, THE CHURCH WAS NOT INTERESTED IN MOVING ONCE IT WAS EXTENDED AND THE REGIONAL JETS STARTED COMING OVER.

THEY REALIZED THAT THEY NEEDED TO MOVE.

SO THE TOWN IN THE COUNTY HAD BEEN COOPERATING WITH EACH OTHER TO TRY TO PROMOTE, UM, ANOTHER SITE.

WE IDENTIFIED ANOTHER SITE, WHICH IS, UH, PART OF THE MID ISLAND PROJECT.

UM, AND, UH, THE CHURCH CAME FORWARD WITH A DESIGN PLAN THAT INCLUDED A SANCTUARY PLUS A FELLOWSHIP HALL WITH A FULL COMMERCIAL KITCHEN.

THEIR CURRENT FACILITY IS A SANCTUARY WITH SOME RESTROOMS AND AN OFFICE.

UM, NEEDLESS TO SAY, THE PROJECT THAT THEY ENVISION IS MUCH LARGER THAN THEIR CURRENT PROJECT IS.

SO WHAT HAPPENS IN THIS PROCESS IS THAT A PROJECT IS SUBMITTED TO THE FAA.

IF THE FAA APPROVES THE PROJECT, THE LOCAL GOVERNMENTS ASSIST IN BUILDING IT.

AND THEN IN THE FUTURE, THE LOCAL GOVERNMENTS GET REIMBURSED.

90% OF THE INVESTMENT THAT THE TOWN AND COUNTY MAY HAVE MADE.

ANOTHER 5% WILL COME FROM THE STATE ON THAT.

BUT THAT PROJECT WAS SUBMITTED

[00:20:01]

TO THE FAA AND THE FAA AND SENT IT BACK.

THEY HAVE SAID, WHAT WE DO IS WE REPLACE WITH A LIKE STRUCTURE.

IT DOESN'T MEAN AN OLD STRUCTURE, BUT IT MEANS LIKE IN TERMS OF SIZE AND FACILITIES.

SO THAT PUTS US BACK PRETTY MUCH TO GROUND.

ZERO IS GOING TO BE A LOT OF DISCUSSION BACK AND FORTH.

UM, WITH THE CHURCH, THEY ARE AWARE OF THIS.

WE ARE TRYING TO WORK COOPERATIVELY WITH THEM TO PROMOTE THIS PROJECT, WHICH WE SEE IS VERY WORTHY FOR THE BENEFIT OF THIS VITAL, UH, ASPECT OF THE COMMUNITY.

SO STAY TUNED, NO FURTHER DEVELOPMENTS ON IT AT THIS POINT.

THANK YOU, MR. MAYOR.

THANK YOU.

OKAY.

ANY QUESTIONS FOR GLENN ON THAT? YES, SIR.

THIS OF COURSE, A LOT OF THIS WAS GOING ON BEFORE I TOOK MY SEAT, UH, MRS. STANFORD.

SO I APPRECIATE THE, THE REPORT.

I'M JUST CURIOUS.

WAS THERE, UM, ANY LETTER OF SUPPORT FROM TOWN OR COUNTY THAT WENT ALONG WITH THE ORIGINAL REQUEST TO F A AS I RECALL THERE WAS ALEX, BUT, UM, I CAN'T EXACTLY QUOTE IT TO YOU.

UM, BUT IT WAS SUBMITTED BY THE TOWN AND COUNTY, ALONG WITH THE AIRPORT SAYING, THIS IS WHAT THEY WANT.

UM, AND THEY'VE COME BACK AND SAID, NO, IT'S NOT A LIGHT PROJECT.

UH, AND SO I'M NOT SURPRISED AT THAT.

FRANKLY, WE HAD DETAILED DISCUSSIONS WITH THE CHURCH REPRESENTATIVES ABOUT WHAT, LIKE, FOR LIKE MEANS, BUT THEY HAD A DREAM AND THEY THOUGHT THEY COULD GET THIS DONE.

THEY STILL MAY BE ABLE TO GET IT DONE BECAUSE THEY HAVE, UM, UH, ENLISTED POWERS ABOVE THIS TOWN TO TRY TO GET THIS DONE, WHICH I THINK IS WHAT GOT THE FAA OFF OF THE DIME.

I THINK THEY'VE BEEN SITTING ON THIS THING FOR A YEAR.

UM, AND SO FEDERAL GOVERNMENT DOESN'T MOVE VERY MUCH, BUT WHEN A MEMBER OF CONGRESS, PARTICULARLY A SENIOR MEMBER OF CONGRESS SAYS, GET MOVING, IT HAPPENED.

AND SO THEY'VE COME BACK WITH AN ANSWER.

IT'S NOT THE ANSWER THAT ANYONE WANTED.

UM, BUT IT IS THE ANSWER AT THIS POINT.

OKAY.

UM, I DON'T KNOW, MKS K HAS BEEN INCORPORATING SOME PRELIMINARY PLANS AS THEY GO ALONG WITH THE MARYLAND TRACK.

UM, THE DISCUSSIONS THAT YOU SPOKE OF THAT ARE GOING TO START HAPPENING IS THAT A CHURCH IN COUNTY DISCUSSION IS AT A CHURCH COUNTY AND TOWN DISCUSSION.

I'M JUST TRYING TO GET UP TO SPEED AS TO HOW WE ARE DELIBERATING HERE.

WE HAVE DISCUSSED THAT WE BEING, UH, THERE'S AN AD HOC COMMITTEE, IF YOU WILL.

UM, I ATTEND, UM, ONE OR MORE MEMBERS OF THE TOWN STAFF ATTEND TWO OR THREE PEOPLE FROM THE COUNTY, INCLUDING A TOWN COUNCILMAN ATTEND.

UM, THE LAWYER FOR THE CHURCH ATTENDS TWO OR THREE REPRESENTATIVES FROM THE CHURCH ATTEND ON A REGULAR BASIS, ALL ARE INVITED AND THERE HAVE BEEN A SERIES OF MEETINGS.

UM, I'VE BEEN ON COUNCIL, WHAT TWO AND A HALF OR THREE YEARS NOW I'VE BEEN ATTENDING THESE MEETINGS ON A REGULAR BASIS BECAUSE THE CHURCH IS IN WARD SIX.

AND SO I FELT IT WAS PART OF MY RESPONSIBILITY TO STAY ATTUNED TO IT.

AND SO THERE HAS BEEN ACTIVE COMMUNICATION, I WOULD SAY, COOPERATIVE COMMUNICATION, UH, BETWEEN, UH, THE AD HOC COMMITTEE OF THE GOVERNMENT AND THE CHURCH ITSELF.

UM, BUT THEY HAVE A BIG DREAM.

AND WHAT THE FAA HAS SAID, IF YOU WANT TO BUILD THESE OTHER FACILITIES, UH, FINE.

YOU JUST NEED TO RAISE THE MONEY FROM ANOTHER SOURCE, WHETHER THAT'S POSSIBLE OR NOT REMAINS TO BE SEEN.

OKAY.

ALL RIGHT.

THANK YOU.

THANK YOU.

ANY OTHER QUESTIONS FOR GLENN DATE, DAVID, YOU WANT TO GO TO GENERAL REPORTS AND I'D LIKE TO OFFER SOMETHING.

UM, AS WE STOOD TO PLEDGE ALLEGIANCE TO OUR AMERICAN FLAG, I WAS STRUCK TODAY BY HOW INCREDIBLY FORTUNATE WE ARE AS A NATION, WHEN WHAT'S GOING ON IN ANOTHER PART OF THE WORLD.

AND I DON'T KNOW, IT JUST A VISCERAL REACTION TODAY FOR ME.

AND, UH, I THINK IT'S IMPORTANT FOR US TO REMIND OURSELVES HOW FORTUNATE WE ARE.

THANK YOU.

MA'AM THANK YOU VERY MUCH.

I JUST WANT TO ADD TO THAT AS I HAVE IN THE PAST, AND I'M GRATEFUL THAT WE HAD DURING OUR INVOCATION, THE REMINDER TO SAY OUR PRAYERS AND KEEP THE UKRAINIANS IN OUR THOUGHTS.

UM, PLEASE DO.

OKAY.

UH, HELLO COUNTRY, TRANSPORTATION STUDY, MR. STANFORD.

UH, NO REPORT.

THERE HAS BEEN A MEETING SINCE OUR PREVIOUS MEETING.

THANK YOU.

I HAVE A MEETING COMING UP NEXT WEEK AND THE FOLLOWING WEEK HERE, TRANSPORTATION.

[00:25:02]

KRISTA, DO WE NEXT WEEK? I'M SORRY, SIR.

I, I WOULDN'T BE A REGULAR LAST MEETING.

NO, IT'S A REGIONAL SOMETHING TRANSPORTATION MEETING.

UM, I'M NOT FAMILIAR WITH IT YET.

NOT THAT I'M AWARE OF, SIR, BUT I CAN FIND OUT.

OKAY.

THAT'S JUST ANY QUESTION ON THE NEXT ONE, MS. BECKON, ANYTHING ON THE LOW COUNTRY GOVERNMENT? UM, I DO NOT HAVE WE HAVE A MEETING LATER THIS MONTH.

OKAY.

MISS THE LINUX ON NEW SO-SO LOCO.

YES, JOHN MET ON TUESDAY, FEBRUARY 22ND AND HARDY VILLE.

UH, AND SCOTT SLATON FROM MIFC MADE A PRESENTATION ON SHORT-TERM RENTALS, WHICH INCLUDED AN UPDATE ON HOUSE BILL 45 47, WHICH THE TOWN STAFF IS WELL AWARE, UH, IS A BAN ON LOCAL GOVERNMENT, UH, REGULATING SHORT-TERM RENTALS.

SO AS WE GO FORWARD, UH, WITH OUR EXERCISE ON THE ANALYSIS OF THE IMPACT OF SHORT-TERM RENTALS ON HILTON HEAD ISLAND AND THE LIKELIHOOD OF SOME SORT OF REGULATION AT THE LOCAL GOVERNMENT LEVEL, UH, WE HAVE TO BE AWARE AND COGNIZANT OF WHAT THIS BILL THAT IS BEING DEBATED IN COMMITTEE, UH, COULD DO TO OUR ABILITY TO REGULATE SHORT TERM RENTALS.

THANK YOU.

THANK YOU, MAYOR.

UH, THE AIRPORT BOARD MET LAST THURSDAY, FEBRUARY 24TH.

THE AIRPORT MANAGERS, UH, UPDATE INCLUDED EXISTING TERMINAL BATHROOM UPGRADES, THE COMMERCIAL APRON FOR PLANES.

THAT'S THE AREA THAT THE PARK PLANES SIT ON.

THAT'S BEEN EXPANDED FAIRLY SUBSTANTIALLY TO ACCOMMODATE THE INCREASE IN SERVICE, BUT HE ALSO NOTED THAT FOR THIS UPCOMING SUMMER, THE EXPECTATIONS FOR THE SAME FLIGHT SCHEDULE THAT WE HAD LAST YEAR HAS CHANGED, AND IT SHOULD BE LESS HECTIC, UH, THAN IT WAS LAST YEAR.

AND THAT IS MY REPORT.

THANK YOU VERY MUCH.

THERE'S THE HAWKINS.

UH, THANK YOU, MR. MAYOR, THE COMMUNITY SERVICE AND PUBLIC SAFETY COMMITTEE HAS MET, UH, RECENTLY AND THEY'RE RECOMMENDING, UM, THREE THINGS TO TOWN COUNCIL FOR CONSIDERATION.

UH, ONE IS THE, UH, ORDINANCE AMENDING SECTION TWO DASH FIVE, TEST 70, WHICH WOULD ALLOW FOR PUBLIC COMMENT FROM ANY INTERESTED PARTY, UH, DURING THE PARENTS, BY CITIZENS PORTION OF THE AGENDA.

AND IT WAS HUMID UNANIMOUS SUPPORT, UH, TO SEND THAT UP TO TOWN COUNCIL FOR REVIEW AND APPROVAL, UH, NEXT, UH, W UH, SUPPORT FOR JOINT, A JOINT OWNERSHIP AND OPERATING AGREEMENT BETWEEN THE TOWN AND BUFORD COUNTY RELATED TO THE DEVELOPMENT, PLUS THE OPERATION OF, UH, THE FORD SHELL RING PROPERTY, AND LASTLY, THE, UH, TERMINATION OF EASEMENTS IN CREATION OF AN ACCESS AND UTILITY EASEMENT ON THE FORD SHOW RING PROPERTY.

AND I MIGHT ADD THAT, UH, TOWN STAFF, UH, IN TERMS OF THE FIRST ITEM, JOSH AND THE NEXT TWO ITEMS, JAMIE, UH, DID EXCELLENT WORK.

THANK YOU.

THANK YOU.

THE STAINS, PUBLIC PLANNING.

THANK YOU, MAYOR.

THE PUBLIC PLANNING MEETING THAT WAS SCHEDULED FOR LAST THURSDAY WAS POSTPONED AND IS NOW SCHEDULED FOR MARCH 9TH AT TWO O'CLOCK IT'S MAIN FOCUS WILL BE ON THE PROPOSED SHORT-TERM RENTALS ORDINANCE.

THANK YOU, MAYOR.

THANK YOU.

JUST THE LENNOX, STEPHANIE KINNEY.

THANK YOU, JOHN.

UH, THE FINANCE AND ADMINISTRATIVE COMMITTEE WITH THE SUPPORT OF TOWN STAFF HELD A SERIES OF FOUR WORKSHOPS DURING FEBRUARY, UH, TO DEAL WITH THE POTENTIAL REDRAWING, UH, OF THE TOWN WARDS AS A RESULT OF THE RECENT 2020 CENSUS.

UH, THE DATA FROM THAT CENSUS, UM, MADE OUR CURRENT DRAWINGS OF THE WARDS NONCOMPLIANT.

UH, SO WE STARTED THE EXERCISE OF ENGAGING INPUT FROM THE COMMUNITY, UH, WITH THE HELP OF THE GIS STAFF AT, UH, AT THE TOWN LEVEL AND COMMENTS FROM TOWN COUNCIL.

UH, THE PRODUCT OF THOSE FOUR WORKSHOPS, UH, WAS SIX MAPS, UH, TO BE CONSIDERED.

THE PURPOSE OF TODAY'S MEETING, UH, OF THE FNA, UH, WAS TO REVIEW THE CONTENT OF THOSE SIX MAPS, UH, AND SELECT A PREFERRED ALTERNATIVE TO RECOMMEND TO TOWN COUNCIL.

UH, THE COMMITTEE HAS SELECTED A PREFERRED ALTERNATIVE, UH, THAT ACCOMPLISHES EVERYTHING THAT WE NEED TO HAVE

[00:30:01]

ACCOMPLISHED IS TOTALLY COMPLIANT WITH THE REGULATION.

AND IT WILL BE FORWARDED TO TOWN COUNCIL FOR INCLUSION ON ITS MARCH 15TH AGENDA.

THANK YOU, MR. LENNOX.

[10. Appearance by Citizens]

NEXT WE'LL HAVE APPEARANCE BY CITIZENS.

I'D LIKE TO REMIND OUR CITIZENS OF THE TOWN'S RULES AND PROCEDURE FOR PUBLIC COMMENT.

ONCE YOUR NAME IS ONCE YOUR NAME HAS BEEN COOL, PLEASE STATE YOUR NAME AND ADDRESS OF RECORD.

EACH CITIZEN HAS THREE MINUTES TO ADDRESS THE TOWN COUNCIL.

AT THE END OF THREE MINUTES, YOU WILL BE ASKED TO CONCLUDE YOUR COMMENTS.

CITIZENS ARE ESTIMATING THE DECOR SUITABLE FOR THE MEETING AND REFRAIN FROM USING ANY PROFANITY OR ABUSE OR OBSCENE LANGUAGE.

CHRIS, ARE THERE ANY PEOPLE TODAY TO SIGN UP FOR APPEARANCE BY CITIZENS? YES, SIR.

MR. HOAGLAND SIGNED UP TO SPEAK TODAY.

THE HOGAN, IT POKEMON WINDMILL HARBOR, HOW MUCH MORE CORRUPTION AND DYSFUNCTION CAN TAXPAYERS STAND FROM THIS COUNCIL? IT'S SO BAD AS BECOME AN EMBARRASSMENT.

THIS ENTIRE COUNCIL JUST KEEPS VOTING AND RUBBER STAMPING TAX MONEY TO BE LEGALLY, EVEN CRIMINALLY ISSUED TO MISUSE, BUT NOT JUST TO NONPROFIT CHAMBERS, BUT OTHERS.

THIS IS NOT FUNNY.

MONEY OR MONOPOLY, CROOK LAWYER, JOSH GRUBER JUST FOUND GUILTY OF THREE ETHICS VIOLATIONS AND YOU STILL EMPLOY HIM.

MR. MCCANN USE TAX MONEY FLYING FIRST CLASS TO ITALY, WHICH STEVE RILEY, MARK ORLANDO CAUGHT LYING AND ILLEGALLY USING TAX FUNDS IN TOWN'S EMPLOYEES AND BLUFFED HIM WITH LISA'S SOCO AND TEA AND LAWYER FINGER LAWYER, STANFORD PAST PRESIDENT OF THE SECRET GREATER UNDERGROUND ISLAND COUNCIL.

AND HE WILL NOT EVEN TELL WHO WHO'S BEHIND IT.

HARKENS, LENNOX AND MCCANN, ALL COMMITTED FRAUD AND LIED SAYING THEY SAW THE ILLEGAL CHAMBER TAX, ACCOUNTING LAWYERS, COLTRANE, GRUBER BUSH, ALL COMMITTED FRAUD AND SCHEME THE ILLEGAL TAX FUNDED CHAMBER CONTRACT WITH NO ACCOUNTING PROVISION WOULD THAT MAN BEHIND IT, LENNOX NAMES COMMITTED FRAUD AND SCHEMING.

THE CHAMBER CONTRACT WITH BLUFFED AND A LAWYER FINGER.

MS. BECKER REMAINED SILENT ON CORRUPTION.

I DON'T KNOW WHY ON THE CHAMBER CORRUPTION.

I DON'T KNOW WHAT MR. BROWN, I HAVE NO COMMENT AND I WISH YOU THE BEST.

JOHN TROYER, THE FINANCE CHAIR AND LENNOX AND ORLANDO.

WE HAVE HIRED A TOWN AUDIT THAT THEY CALL A POSITIVE EXTERNAL AUDIT REPORT DONE BY GREEN FINNEY.

THIS AUDIT IS A FRAUD IS NOT A REAL AUDIT.

TAXPAYERS CAN TRUST.

I CALLED GREEN FINNEY AND ASKED THEM AND THEY AGREED.

THIS WAS JUST AN AUDIT OF NUMBERS AT JOHN TROYER, LENNOX IN ORLANDO HANDED HANDED THEM.

IT WOULD NOT CATCH CRIMES COMMITTED BY TOWN INSIDERS.

ONLY AN EXTERNAL INDEPENDENT FORENSIC AUDIT CAN ASSURE TAXPAYERS NO INSIDER CORRUPTION LIKE CHEATING WASTE, EMBEZZLEMENT FRAUD, KICKBACKS, PAYOFFS, STEALING, OR HAPPENING, AND AN AUDIT DONE UNDER GAS, GENERAL ACCEPTED AUDITING STANDARDS WILL NOT CATCH CRIMES TO TAXPAYERS.

WE MUST DEMAND THAT JOHN TROYER, ORLANDO AND LENNOX AGREED TO UNDERGROWN A FRONT UNDERGO A FORENSIC AUDIT.

AND IF NOT, THEY MUST HAVE A LOT TO HIDE.

HOW DO YOU TRUST AN AUDIT WHEN OFFICIALS WHO CONTROL MILLIONS OF OUR TAX FUNDS HAVE COMMITTED CORRUPTION.

IT'S TIME TO CLEAN THIS HOUSE.

MR. LENNOX, AS A BANKER, YOU, YOU AGREE TODAY RIGHT NOW TO DO A FORENSIC AUDIT.

AND IF NOT, WHY NOT PLEASE RESPOND TO ALL THE TAXPAYERS IN THIS ROOM.

OF COURSE YOU'RE NOT BECAUSE YOU'RE CORRUPT LENNOX, YOU AND MCCANN AND HARKENS WILL BE LEAVING THIS COUNCIL SOON.

AND YOU'RE GOING TO BE LEAVING DISGRACED.

A MAN SHOULD ALWAYS LEAVE THINGS BETTER THAN HE FOUND THEM.

AND A MAN SHOULD ALWAYS LEAVE THIS EARTH WITH ONLY THE GOOD THAT HE LEAVES BEHIND YOU ARE ALL LEAVING DISGRACED AND LEAVING BEHIND CORRUPTION IN GBS SHAMED TO YOURSELF.
