YUP.

UNDER HIGHLIGHTS OR JETTA TOPIC HIGHLIGHTS WHERE THERE'S THOSE COLORED BULLET POINTS.

THE SECOND TO LAST ONE IS GOING TO BE, UM, WHAT WE CAN DO TO HELP EACH OTHER.

PERFECT.

OKAY.

SO THE NEXT ITEM IS ITEM E WITH DISCUSSION, UH, WITH THE BEAVER COUNTY TREASURER MARIA WALLS.

UM, MS. WALLS HAS BEEN JOINING US THROUGHOUT OUR WORK, HELPING TO UPDATE, UM, THE COMMITTEE ON, UM, ALL THINGS RELATIVE TO TAX COLLECTIONS AT THE TREASURER'S OFFICE AND HOW THEY MAY IMPACT US IN LOCKTON'S GROWTH.

UM, SO I WANTED TO THANK HER AGAIN FOR HER TIME, VERY MUCH.

WE TRULY APPRECIATE IT.

UM, AND THESE REPORTS HAVE BEEN VERY HELPFUL IN OUR WORK.

UM, SO MS. WALLS, I WILL LET YOU TAKE IT AWAY.

I BELIEVE YOU PROBABLY HAVE SOMETHING TO SHARE ON THE SCREEN.

I DO.

SO I AM GOING TO SHARE MY SCREEN.

I HOPE THE COMMITTEE RECEIVED THE TAG MAP THAT, UM, MS. CUSHION BARRY WAS JUST LAYING ON THE SCREEN.

IT'S THE SAME APP AS THE PREVIOUS PRESENTATIONS I'VE MADE, BUT I JUST WANTED TO MAKE SURE YOU HAD IT.

SO I AM GOING TO YOU AND I STOPPED SHARING SO THAT YOU CAN GO AHEAD AND SHARE THAT.

THANK YOU.

SO I THOUGHT IT WOULD BE BEST TO FOLLOW THE FORMAT WE'VE HAD IN PREVIOUS MEETINGS.

SO WE'RE GOING TO ANSWER THESE SAME QUESTIONS AS THE TIMES BEFORE, HOW ARE WE DOING? HOW MUCH ARE WE GROWING AND WHERE ARE WE GROWING AND WHERE I THOUGHT IT WAS MOST RELEVANT.

I INCLUDED THE PREVIOUS SLIDE THAT I PROVIDED TO YOU AS WELL AS A CURRENT UPDATE.

SO YOU CAN SEE THE SHIFT AS WE GO THROUGH THE DATA.

FIRST AND FOREMOST IS A COLLECTIONS REPORT JUST TO GIVE YOU A HIGH LEVEL IN COMPARISON TO LAST YEAR, WHICH LAST YEAR WAS A LITTLE BIT OF AN ANOMALY, BUT WE ARE WELL AHEAD ALMOST ACROSS THE BOARD, OVER 90% OF COLLECTION RATE OF COLLECTIONS AS OF JANUARY 31ST, THE SIGNIFICANCE OF THAT IS IT'S BETTER THAN WE'VE HAD IN

[00:05:01]

THE PAST, OUT, EVEN OUTSIDE OF 2021, WHICH IS GREAT.

WHAT IS CONSISTENT IS SCHOOL OPERATIONS TAXES GENERALLY LAGS A LITTLE BIT BEHIND THE OTHER TAX ITEMS ON THE BILL BECAUSE OF THAT FOUR TO 6% SHIFT, WHICH WE'RE GOING TO TALK ABOUT A LITTLE BIT.

SO JUST WANT TO REMIND ALL OF YOU AND ANYBODY WATCHING.

THERE ARE THREE YEARS THAT THE TREASURER'S OFFICE TYPICALLY DEALS WITH AT ANY GIVEN TIME, A FISCAL YEAR, A TAX YEAR AND A CALENDAR YEAR.

THE FISCAL YEAR IS GOING TO BE THE TIMEFRAME THAT WE REPORT OUR FINANCIAL STATEMENTS ON A TAX YEAR.

IT'S GOING TO START WITH THE MAILING OF THE BILL AND NOT AS THE COMMENCEMENT OF THE NEW YEAR'S TYPICALLY HAPPENS AROUND NOVEMBER 1ST OF EVERY YEAR AND GOES THROUGH OCTOBER 31ST.

SO THE NEXT YEAR, AND WE ALL KNOW A CALENDAR YEAR.

SO JUST WANT TO MAKE A NOTE OF THAT IN THE DATA.

YOU MIGHT NOTICE IT SAY DIFFERENT YEARS, BUT FOR COMPARISON, I WANTED YOU TO SEE WHAT THAT LOOKED LIKE.

SO NOW YOU'RE GOING TO WANT TO GRAB YOUR MAP.

AND IF YOU RECALL A TAG AS A TAX AUTHORITY GROUP, IT IS, IT IS REALLY JUST A TERMINOLOGY WE USE IN THE TAX SOFTWARE TO IDENTIFY DIFFERENT GEOGRAPHICAL AREAS OF THE COUNTY SO THAT THE AUDITOR'S OFFICE IS APPLYING THE APPLICABLE MILLAGE FOR THOSE VARYING AREAS.

SO, UM, YOU'LL SEE DIFFERENT TABS ACROSS THE BOTTOM, BUT MOST NOTABLY 606, 10 ARE GOING TO BE IN BLUFFTON.

SO WE'LL TALK A LITTLE BIT ABOUT THOSE PARTICULAR AREAS AS WELL AS COUNTY-WIDE.

SO LET'S JUST TALK ABOUT ACCOUNT VALUE WE'VE HAD AND CONTINUED TO HAVE GROWTH.

SINCE THE LAST TIME I REPORTED TO YOU INCREASED VEHICLES AND OF COURSE INCREASED REAL PROPERTY ACCOUNTS, BUT THE, AND THE TREND IS GROWING.

SO WE'RE NOT JUST INCREASING, WE'RE INCREASING FASTER EVERY SINGLE YEAR.

SO FISCAL YEAR 2020 VERSUS 2021, UM, WE'RE SEEING ALMOST A 20,000 ACCOUNT VOLUME GROWTH 20,000 ACCOUNTS AND WHAT WE'RE HANDLING AT THE TREASURER'S OFFICE.

SO THIS MEANS MORE ASSETS IN BUFORD COUNTY FOR WHICH THE SCHOOL DISTRICT COULD POTENTIALLY COLLECT TAX REVENUE FROM.

AND PLEASE FEEL FREE TO STOP ME AT ANY TIME IF YOU HAVE SPECIFIC QUESTIONS OR NOT, I'M JUST GOING TO KEEP ON VALLEY.

SO TOTAL REAL PROPERTY ACCOUNTS IS TYPICALLY THE HIGH DOLLAR VALUE ACCOUNTS FOR THE SCHOOL DISTRICT, OUR REAL PROPERTY ACCOUNTS AND UTILITY ACCOUNTS, CORPORATE ACCOUNTS.

SO WE WANT TO SEE FROM A REVENUE STANDPOINT, WITH EVERYTHING GOING ON IN OUR COUNTY, WE'RE GROWING A LOT.

YOU'RE GOING TO EXPECT TO SEE A GROWTH HERE.

UM, TAX YEAR 21 IS BEEN BUILT.

SO I WOULDN'T EXPECT THIS NUMBER TO CHANGE VERY, VERY DRASTICALLY OVER THE COURSE OF THE NEXT COMING MONTHS, BUT IT IS STILL INCREASED.

SO NOW LET'S LOOK AT WHERE SO REAL PROPERTY ACCOUNTS IS NOT A TRANSFER.

IT'S NOT, I SOLD MY HOUSE TO YOU.

IT IS A NEW PARCEL, WHETHER IT COULD BE A BUILDER THAT TAKE IT TO THE LARGER PARCEL, IT IS NOW SPLICING IT OUT FOR, UM, FOR HOME BUILDING, BUT IT MEANS A NEW PARCEL.

IT DOES NOT NECESSARILY MEAN YET THAT THERE IS A DWELLING ON IT.

WE'RE GOING TO TALK ABOUT NEW CONSTRUCTION IN A LATER SLIDE, BUT AT THE END OF THE DAY, THIS IS WHERE THE GROWTH IS HAPPENING.

AGAIN, NOT SURPRISING.

WHAT I THOUGHT WAS MOST INTERESTING IS, SO IF YOU LOOK ON YOUR MAP, TAG 600 IS UNINCORPORATED BLUFFTON TAG, SIX, 10 IS INCORPORATED LEFT.

AND SO PARCELS THAT ARE WITHIN THE BOUNDARIES OF THE TOWN OF BLUFFTON.

LOOK AT WHERE I KNOW SO MANY OF OUR CUSTOMERS THAT LEE ESPECIALLY THINK BLUFFTON IS BLUFFTON, BUT FROM THE TAXATION STANDPOINT, IT'S NOT, IT'S DIFFERENT.

AND YOU CAN SEE WHERE THE MAJORITY OF THAT GROWTH IS OCCURRING, OR AT LEAST AT A FAR HIGHER RATE.

THIS IS FAIRLY CONSISTENT YEAR OVER YEAR.

THE MAJORITY OF THE GROWTH IS HAPPENING IN SIX 10.

AND YOU HAVE SOME INTERESTING ACTIVITY OVER HERE IN ONE 12, AND YOU'LL SEE ON YOUR MAP, THESE VARIOUS LOCATIONS.

SO ANYWAY, JUST GOOD INFORMATION.

INTERESTING TO SEE, LIKE I SAID, THE FIRST TIME I PRESENTED, I DON'T THINK I'M GOING TO SAY ANYTHING.

THAT'S GOING TO SHOCK YOU.

WE ALL KNOW WE'RE GROWING AND WE ALL KNOW A LOT ABOUT WHERE WE'RE GROWING, BUT IT'S INTERESTING TO JUST SEE FROM A GRAPHICS STANDPOINT, BASED ON DATA, NOT JUST EYESIGHT AND VISUAL CUES.

SO SIX, 10, SEE THAT'S TOWN OF BLUFFTON.

AND SO I BROKE OUT THIS INFORMATION FOR YOU, JUST LIKE I

[00:10:01]

DID LAST TIME.

THIS IS ACTUALLY 600.

SO UNINCORPORATED BLUFFTON VERSUS INCORPORATED BLUFFTON.

AND AGAIN, LIKE I SAID, YOU DO SEE CONSISTENCY FOR THE MOST PART.

UM, IN SIX TAGS, 600, WE ARE SEEING NOTABLE GROWTH IN TAGS, SIX 10.

AND I THINK THE THING ABOUT GROWTH IS GROWTH IS GOING TO START AT AN EPICENTER, SORT OF START SOMEWHERE AND IT'S GOING TO GROW VERY, VERY FAST.

WELL THEN THE AREAS AROUND IT ARE GOING TO CONTINUE ARE GOING TO START TO GROW.

AND THAT INSTEAD OF BEING A TINY AREA, IT'S GOING TO KEEP CONTINUING TO BUMP OUT AND BUMP OUT AS YOU HAVE GROWTH.

GROWTH IS CONTAGIOUS.

SO I D I WOULD, UM, MY PROFESSIONAL OPINION IS THAT THE GROWTH WE'RE SEEING IN SIX 10, IT'S GOING TO SPREAD TO 600, JUST LIKE AREAS NORTH OF THE FATHERS EXPERIENCING GROWTH.

SO NOW LET'S TALK NEW CONSTRUCTION BECAUSE A NEW PARCEL IS A NEW PIECE OF LAND IS CAN ALWAYS BE ADDED REVENUE FROM A TAXATION PERSPECTIVE, BUT NEW CONSTRUCTION MEANS NEW DWELLINGS AND A HIGHER TAX BASE FOR THE SCHOOL DISTRICT IN PARTICULAR.

SO YOU CAN SEE HERE THAT WE'RE, UM, TAX YEAR 2021 WAS ALMOST RIGHT THERE WITH TAX YEAR 2020.

AGAIN, REMEMBER THAT'S NOVEMBER ONE RUNNING THROUGH OCTOBER 31ST AGAIN, UM, MY PROFESSIONAL OPINION, AND WE'VE ALL EXPERIENCED SUPPLY CHAIN ISSUES AND OUR BUILDING AND OUR CONTRACTOR AND HOME BUILDING INDUSTRY IS NO EXCEPTION.

I HAVE HEARD A LOT OF PEOPLE COMPLAIN THAT THEIR HOUSE IS READY, BUT THEY CAN'T GET A GARAGE DOOR.

SO I, I WOULD PROBABLY TRUMP UP THAT THERE ARE HOMES THAT SHOULD HAVE BEEN FINISHED, BUT WERE DELAYED DUE TO SUPPLY CHAIN ISSUES.

I ABSOLUTELY EXPECT THIS TO CONTINUE TO GROW AND BE IN HIGHER THAN THE TWO BURGERS WE'VE EXPERIENCED.

SO WE'RE IN A BOOM, NOT QUITE WHERE TAX YEAR 18 WAS, BUT WE'RE GOING TO GET THERE.

WE'RE GROWING VERY, VERY FAST.

SO THIS IS JULY.

NOW.

I WANT YOU TO SEE WHERE WE WERE NOW.

SO JULY FOR TAX YEAR 21, WE ALREADY HAD 1,593 HOMES.

WE ARE NOW AT 1809.

SO WE WENT UP ALL UP, JUST SHY OF 275 HOMES.

SINCE THE LAST TIME I PRESENTED TO YOU, AND WE'VE ALREADY ADDED 896 TO TAX YOUR 22, WHICH WOULD BEGIN THIS UPCOMING NOVEMBER 21.

SO AGAIN, SIGNIFICANT GROWTH.

AND WE'RE ALMOST HALFWAY THROUGH, UM, WE'RE ALMOST HALFWAY TO WHERE WE WERE FOR ALL OF TAX YEAR 21, BUT WE'RE ONLY A FEW MONTHS INTO THE TAX YEAR.

SO THAT'S, IT'S AN INDICATION THAT, UH, I WOULD VENTURE A GUESS THAT WILL BE AN EXCESS OF 1809 FOR TAX YEAR 22, THAT BUILDING'S JUST GOING TO KEEP ON HAPPENING.

SO LET'S SEE NEW CONSTRUCTION BY TAG.

AGAIN, VERY INTERESTING INFORMATION BECAUSE THAT REAL PROPERTY ACCOUNT GRAPH WAS KIND OF FLAT IN THE MAJORITY OF THE OTHER AREAS OF THE COUNTY.

BUT THIS IS NOT, THIS IS A LITTLE BIT, UH, THERE IS SOME MOVEMENT HERE, UH, WHAT'S HAPPENING IN THE TOWN OF BLUFFTON.

IT'S NOT SURPRISING.

WE WOULD EXPECT THE GRAPH TO LOOK THIS WAY.

AND IT DOES ALREADY INCLUDE TAX YEAR 22, WHICH IS COMING UP, BUT LOOK AT THE DIFFERENT AREAS OF UNINCORPORATED BLUFFTON HILTON HEAD.

WE'RE GOING TO LOOK AT, UM, WHAT'S HAPPENING IN ONE 12.

YOU SEE INCREASE HERE IN NEW CONSTRUCTION THAT JUST TELLS ME, LIKE I SAID, GROWTH IS CONTAGIOUS.

SO PEOPLE ARE MOVING TO OUR COUNTY, THEY'RE BUILDING NEW HOMES AND I WOULDN'T EXPECT THAT TO CHANGE ANYTIME SOON.

SO LET'S LOOK A LITTLE BIT CLOSER AT LUFTIG NEW CONSTRUCTION AGAIN, TAX YEAR 21 IS HERE AS WELL AS TAX YEAR 22.

WE'RE JUST ABOUT ON PACE BETWEEN 2020 AND 21, AND LOOK FOR WE'RE WELL, ON OUR WAY OF HALFWAY FOR TAX YEAR 22.

AND AGAIN, WE'RE NOT EVEN HALFWAY THROUGH THE TAX YEAR YET.

SO I WOULD EXPECT TAX YEAR 22 TO BE FARTHER ALONG WITH EVEN HIGHER FOR NEW CONSTRUCTION IN BLUFFTON THAN WE WERE IN 2020 AND 2021.

SO PROPERTY TRANSFERS, THIS IS INTERESTING.

[00:15:02]

AND I HAD A DISCUSSION WITH SOME REALTORS YESTERDAY, AND THE COMMENT WAS MADE THAT PERHAPS THE PROPERTY TRANSFERS AMOUNTS HAVE INCREASED SO DRAMATICALLY BECAUSE PEOPLE WOULD LIKE TO BUILD A HOME, BUT THAT'S JUST TAKING SO MUCH LONGER THAN IT WOULD HAVE HISTORICALLY THAT THERE THERE'S MORE OF AN INTEREST FOR EXISTING HOMES BECAUSE THERE'S NO WAIT THOUGH THERE ALREADY.

AND I COULD, I THINK THAT FROM A, YOU KNOW, JUST AN OBSERVATIONAL STANDPOINT, THAT'S PROBABLY A VERY VALID COMMENT.

AND PART OF THE REASON WE SEE SUCH A HUGE INCREASE IN THE NUMBER, THE QUANTITY OF PROPERTY TRANSFERS IN THE COUNTY, YOU KNOW, 16 AND 17, I WOULD SAY WERE PROBABLY TYPICAL YEARS FOR BUFORD COUNTY.

AGAIN, I MEAN, FOR YEARS, WE'VE BEEN GROWING AND SEEING GROWTH IN OUR COUNTY COMPARED TO THE PAST, BUT IT IS JUST ACCELERATING AND YOU CAN SEE THAT HAPPENING MOST NOTABLY IN 2020, GOING INTO 2021 SURPASSING, UM, THE NUMBER OF TRANSFERS THAT WE'VE HAD IN THE COUNTY.

AND I WOULD EXPECT THAT TO CONTINUE.

SO LET'S LOOK AT BLUFFTON.

UM, AGAIN, THIS IS A DIFFERENT KIND OF GRAPH, OR AT LEAST THE SHAPE IS SO BLUE IS 600 ORANGE IS SIX, 10 INSTEAD OF BEING FLAT IN 600, THE WAY SOME OF THE OTHER GRAPHS WE'VE SEEN, THERE'S NOTABLE INCREASE.

AND ACTUALLY THERE'S A FAR GREATER PROPORTION OF INCREASE IN 600 THAN SIX 10.

SO ALTHOUGH NEW CONSTRUCTION WAS RELATIVELY FLAT IN TAX 600 AND INCREASING IN SIX, 10 TRANSFERS ARE ON PACE.

AGAIN, I THINK THIS DOES KIND OF, UM, GIVE SOME CREDENCE TO THE COMMENT THAT PEOPLE INTERESTED IN BUYING REAL ESTATE ARE GOING TOWARDS EXISTING HOMES BECAUSE OF THE LACK OF AVAILABILITY IN NEW CONSTRUCTION OR SLOW AVAILABILITY IN NEW CONSTRUCTION.

SO WE'RE SEEING INCREASED, UM, TRANSFERS, INCREASED BUILDING.

SO AGAIN, I THOUGHT THIS GRAPH WAS JUST SO INTERESTING THE LAST TIME I PRESENTED IT TO YOU BECAUSE THIS SHOWS THAT REAL PROPERTY ACCOUNTS, UM, WHETHER THAT'S FLAT ALL IN OTHER AREAS OF THE COUNTY OUTSIDE OF BLUFFTON AND THE NEW CONSTRUCTION MIGHT BE FLATTER IN OTHER AREAS OF THE COUNTY VERSUS BLUFFTON.

THIS SHOWS THAT THE EXISTING HOMES ARE, ARE SWAPPING AND CHANGING AND TRANSFERRING JUST AS FREQUENTLY AS BLUFFTON.

TO ME, THIS IS A REFLECTION OF INTEREST IN ALL AREAS OF THE COUNTY.

AND IF GROWTH IS CONTAGIOUS, ONCE THE, I MEAN, HOW MANY OF YOU HAVE GOTTEN NOTES IN YOUR MAILBOX FROM REALTORS WHO'D LIKE, WHO WANT TO KNOW IF YOU'RE INTERESTED IN LISTING YOUR HOME? EVERYBODY'S GETTING THOSE RIGHT NOW.

SO AGAIN, IT TELLS YOU THAT THERE IS MORE INTEREST IN THE MARKET TO BUY A HOME OR BUILD A HOME THAN THERE IS AN INVENTORY FOR GROWTH IS CONTAGIOUS.

SO IF YOU CAN'T MAYBE GET IN SIX, 10 OR 600, A NEW HOME, YOU'RE GOING TO GO LOOK AT OTHER AREAS OF THE COUNTY AND DO THAT THERE INSTEAD.

SO THIS GRAPH JUST SIMPLY SHOWS THAT THERE IS INCREASED INTEREST IN ALL AREAS OF OUR COUNTY, NOT JUST BLUFFTON, NOT AS HILTON HEAD, ALL AREAS OF OUR COUNTY.

SO LET'S LOOK AT VEHICLES BECAUSE VEHICLES AT ROOFTOPS CAN MEAN PEOPLE, BUT VEHICLES IS AN, IS AN ALSO A VERY GOOD INDICATOR OF PEOPLE.

AND THESE ARE REGISTERED VEHICLES IN BEAVER COUNTY.

OBVIOUSLY WE HAVE, UM, OTHER PEOPLE IN BEAVER COUNTY THAT, UM, LIKE OUR MILITARY THAT MIGHT NOT REGISTER THEIR VEHICLE HERE SO WE CAN SEE THE TOTAL VEHICLE COUNT HAS INCREASED SIGNIFICANTLY IN FISCAL YEAR 21, BIG JUMP IN, IN VEHICLES HERE CAN, AGAIN, INDICATIVE OF PEOPLE AGAIN AND THIS.

SO AGAIN, THIS GRAPH IS INTERESTING, JUST LIKE THE PROPERTY TRANSFER ONE, THIS ISN'T ISOLATED TO JUST ONE AREA OF OUR COUNTY.

IT'S REALLY ACROSS THE BOARD AND VERY SIMILAR, UM, PROPORTIONS OF GROWTH, BUT MOST NOTABLY AND NOT SURPRISINGLY, IT IS HAPPENING THE MOST IN BLUFFTON.

SO YOU SEE A TAG SIX, 10, UM, RIGHT HERE AND TAGS 600 UNINCORPORATED BLUFFTON AS WELL, BUT IT'S HAPPENING EVERYWHERE.

BUFORD PORT ROYAL LADY'S ISLAND, HILTON HEAD IT'S HAPPENING EVERYWHERE.

SO TRICKY TAKING A LITTLE BIT CLOSER.

LOOK AT BLUFFTON.

THIS IS ORANGE

[00:20:01]

IS TAG 600 UNINCORPORATED BLUFFTON AND TAG SIX 10, WHICH HAS INCORPORATED BLUFFING.

AND AGAIN, YOU SEE THAT GROWTH TRAJECTORY IS CONSISTENT BETWEEN THE TWO AREAS.

THAT'S THE SAME THING WITH PROPERTY TRANSFERS AND THE SAME THING WITH REAL PROPERTY.

UM, WELL, NOT WITH REAL PROPERTY ACCOUNTS.

SO, BUT WITH TRANSFERS, IT'S CONSISTENT, WHICH WE WOULD EXPECT TO SEE WHAT THIS IS TELLING ME IS WITH VEHICLES GOING UP AND PROPERTY TRANSFERS GOING UP.

IT TELLS ME THAT MORE PEOPLE ARE MOVING INTO THE AREA THAN WERE HERE BEFORE.

SO MAYBE A FAMILY IS MOVING INTO A HOME WHERE PREVIOUSLY ONLY ONE PERSON OR TWO PEOPLE MIGHT'VE LEFT.

AND I DON'T KNOW WHERE THOSE TWO PEOPLE GOING, BUT WE'RE GETTING INCREASED VEHICLES, WHICH TELLS ME MORE PEOPLE IN BEAVER COUNTY IN PARTICULAR, WE IN BLUFFTON.

SO NOW LET'S TALK ABOUT LEGAL RESIDENTS AND HOMESTEAD.

THE LAST TIME I PRESENTED TO YOUR COMMITTEE, THERE WAS, UM, OBVIOUSLY GROWTH.

AND WE EXPECTED BECAUSE THE LAST TIME I PRESENTED THE 2021 TAX BILLS HAD NOT BEEN MAILED YET.

AND WE, WE KNOW FROM HISTORY THAT SO MANY LEGAL RESIDENTS APPLICATIONS IN HOMESTEAD APPLICATIONS ARE FILED AND BECAUSE THEY'RE PROMPTED BY THOSE TAX BILLS GOING OUT.

SO THIS WAS WHAT THE GRAPH LOOK LIKE IN JULY OF 21.

SO THE LAST TIME I PRESENTED TO YOU, AND THIS IS WHERE WE ARE NOW.

SO YOU SEE THE PRIOR, YEAR'S JUMPING UP A LITTLE BIT, WHICH CAN HAPPEN.

THE CUSTOMERS ARE ALLOWED TO APPLY FOR THE EXEMPTIONS RETROACTIVELY.

SO THERE'S SOME JUMPS THERE.

SO YOU SEE 2019 IS GOING FROM 70 TO 78 TO 72, 7 69.

SO A LITTLE BIT OF CHANGE THERE, BUT LOOK AT 2020, OOPS, SORRY.

I WANT TO FIND 2020.

WAS IT 70 3006 57.

AND NOW IT'S 74, 3 32 AND 2021 IS NOW THERE AS WELL.

SO WE'RE AT 74, 1 23 OR FOR, UM, FOR 2021, ALMOST ON PAR WITH WHERE WE WERE FOR ALL OF TAX YEAR 2020.

AND THERE IS ABOUT, UM, LET'S SEE WHAT I GOT HERE.

THE ASSESSOR'S OFFICE STILL HAS JUST OVER 1,650 APPLICATIONS THAT STILL NEED TO BE PROCESSED.

AND AS YOU ALL MAY KNOW, COUNCIL PASSED A RESOLUTION A FEW WEEKS BACK APPROVING THE EXTENSION OF A 4% APPLICATION.

NOW A CUSTOMER COULD HAVE ALWAYS APPLIED FOR THE 4%.

IF THE EXTENSION WAS REALLY THE GIVING THE CUSTOMER, THE ABILITY TO PAY WITHOUT PENALTY.

SO THAT WAY THEY WERE NOT HAVING TO PAY THE 6% RATE AND INFLATED TAX RATE, IF THEY WERE IN FACT TRULY ENTITLED TO THAT 4% RATE.

SO CUSTOMERS STILL COULD APPLY BEFORE COUNCIL'S RESOLUTION, BUT THE RESOLUTION GIVES THEM THE ABILITY TO APPLY AND, AND THEN HAVE 30 DAYS TO PAY WITHOUT PENALTY ONCE THEIR APPLICATIONS REVIEWED.

SO THERE'S STILL, UM, THERE'S STILL WELL OVER 1600 ACCOUNTS THAT NEED TO BE PROCESSED.

SO I WOULD EXPECT THIS NUMBER RIGHT HERE FOR TAX YEAR 2021 TO INCREASE AS THAT'S WORKED.

SO NOW LET'S LOOK AT WHERE THAT IS.

AGAIN, WE'RE SEEING INCREASES THIS, THIS GRAPH OR THE TRENDS ARE MORE IN LINE, IN MY OPINION, WITH THE PROPERTY GRAPH, THEN THE NEW PARCEL ACCOUNT, NEW REAL PROPERTY ACCOUNT GRAPH, AND EVEN THE NEW CONSTRUCTION.

SO AGAIN, LOOKING AT THE SHAPE, WHAT THIS IS TELLING ME IS THAT THE TRANSFERS, THE MAJORITY OF THE TRANSFERS ARE PEOPLE WANTING TO HAVE A FULL-TIME LEGAL RESIDENCE HERE IN B FOR COUNTY.

MOST NOTABLY, AGAIN, THIS IS HAPPENING THE WELL IT'S MOST PREVALENT IN THE TOWN OF BLUFFTON, AS WELL AS UNINCORPORATED BLUFFTON, BUT EVEN LOOK AT HILTON HEAD, HISTORICALLY, HILTON HEAD IS TRENDED BEHIND THE REST OF THE COUNTY.

MORE, HAVE MORE NON-LEGAL RESIDENTS' PROPERTIES THAN LEGAL RESIDENTS PROPERTIES.

AND, AND WE'RE SEEING AN UPTICK THERE, WHICH IS, IT'S JUST INTERESTING.

SO LET'S LOOK CLOSER AT BLUFFED.

IT, THIS IS WHERE, UM, UNINCORPORATED BLUFFTON IS TRENDING A LITTLE BIT FLATTER, A LITTLE BIT FLATTER IN THAT, IN THAT GROWTH, THEN THE TOWN INCORPORATED BLUFFTON.

SO WE'RE SEEING INCREASES THERE.

SHE'S NOT SURPRISING A LITTLE FLAT OR GROWTH IN UNINCORPORATED LEFT IN.

DID SOMEONE HAVE A QUESTION? I DON'T THINK SO.

I JUST WANTED TO CONFIRM THE LIGHT

[00:25:01]

BLUE IS TEN SIX HUNDRED UNINCORPORATED LEFT AND SORRY, I MISSED THE LEGENDARY AND THE ORANGE IS TAGGED SIX 10.

THANK YOU.

SO I AM SO SAD THAT CURRENT BUYER COULD NOT BE WITH US BECAUSE I KNOW HE LOVED THESE PERHAPS.

SO THIS IS WHAT IT LOOKED LIKE IN JULY, AND WE'RE JUST GOING TO GO THROUGH THE AREAS.

SO I DIDN'T WANT TO LEAVE ANYTHING OUT.

SOME OF THIS IS REDUNDANT, UM, BUT I DIDN'T WANT TO LEAVE OUT ANYTHING THAT I HAD GIVEN TO YOU PREVIOUSLY.

SO THIS IS STRICTLY A TAXABLE VALUE, COMPARISON, LEGAL PROPERTIES RECEIVING THE LEGAL RESIDENCE EXEMPTION ARE IN BLUE AND THE ORANGE IS NON-LEGAL RESIDENCE IN THE ORANGE LINE IS BOTH RESIDENTIAL PROPERTY, NOT GETTING THE 4% AND COMMERCIAL PROPERTY.

SO THAT'S COMBINED IN THE ORANGE LINE AND I JUST WANTED YOU TO SEE THE DIFFERENCE, THE FLUCTUATIONS AND CHANGES SINCE THE LAST TIME I PRESENTED.

SO YOU CAN SEE, AND I'M JUST KIND OF FLIPPED BACK AND FORTH JULY, JANUARY.

SO YOU W YOU CAN SEE THE STEEP INCREASE IN NON-LEGAL RESIDENTS.

SO WE'RE, WE'RE GETTING WELL ABOVE 600 MILLION NOW, UM, IN THE HILTON HEAD AREA, AND EVEN THE LEGAL RESIDENCE LINE IS, IS KIND OF FLATTING FLATTENING.

YOU CAN SEE IT'S NOT QUITE ON A DOWNTREND, BUT IT'S FLATTENED THAT WILL CHANGE AS THE ASSESSOR'S OFFICE WORKS, CONTINUES TO WORK FOR THE, UM, OUTSTANDING APPLICATIONS THAT THEY HAVE, BUT WE'RE, YOU'RE STILL SEEING FLUCTUATION.

YOU'RE STILL SEEING SHARP GROWTH.

AND I THINK THAT THAT'S VERY INTERESTING, ESPECIALLY WHEN YOU LOOK AT THIS LEGAL RESONANCE BY TAG, WE'RE SEEING, WE'RE SEEING THE HILTON HEAD AREAS GROW, INCREASE IN THE NUMBER OF LEGAL RESIDENTS THERE.

SO AGAIN, I WOULD EXPECT THIS GRAPH TO CHANGE EVEN MORE AND SEE THE TRENDS, THE LINES AT LEAST MOVE TOGETHER AND CONSISTENTLY LOOK AT NORTHERN BEAVER COUNTY.

AGAIN, ORANGE LINE HAS BEEN IN THIS PARTICULAR GRAPH.

I'LL HAVE A LATER ONE, THIS BREAKING IT OUT, INCLUDES RESIDENTIAL AND COMMERCIAL PROPERTY IN THAT ORANGE LINE.

AND IN THE BLUE LINE IS THE LEGAL RESIDENCE EXEMPTION.

AND YOU CAN SEE, LOOK AT THE INCREASE IN, IN THAT ORANGE LINE.

SO WE'RE CLOSE.

WE'RE GETTING WELL ON OUR WAY TO 250 MILLION.

AND THE BLUE LINE HAS FLATTENED OUT A LITTLE BIT.

THERE'S A LITTLE SHARPER CURVE YOU CAN KIND OF SEE RIGHT HERE.

IT'S NOT AS NOTICEABLE, BUT YOU CAN SEE IT STARTING AND SORRY.

I KEEP FLIPPING THE WRONG WAY.

AND WE DO HAVE A LITTLE BIT OF GROWTH IN THAT BLUE LINE FOR THE LEGAL RESIDENTS.

SO AGAIN, IT'S GROWING AND I WOULD EXPECT THAT BLUE LINE TO INCREASE AND THE ORANGE LINES DROP AS THE ASSESSOR'S OFFICE WORKS FOR THE REST OF THOSE APPLICATIONS.

AND LAST BUT NOT LEAST, WE'LL LOOK AT BLUFFTON.

THIS IS SO INTERESTING BECAUSE IT IS THE ONLY GRAPH WHERE THE LEGAL RESIDENCE LINE IS HIGHER AND HAS CROSSED OVER THE COMMERCIAL.

AND NON-LEGAL RESIDENTS SLIDE THAT ORANGE LINE.

AND AS WE GET INTO JANUARY, LOOK AT THEM COMING TOGETHER, I WOULD EXPECT AS THE ASSESSOR'S OFFICE COMPLETES ALL THE APPLICATIONS, THIS IS WHAT THE GRAPH IS GOING TO LOOK LIKE VERY COMMON FOR THE SCHOOL DISTRICT THAT ONCE THE BILLS GO OUT, YOU'RE BLUE, THESE BLUE LINES START TO SEPARATE YOUR COMMERCIAL AND RESIDENTIAL NON-LEGAL RESIDENTS' PROPERTIES ARE GOING TO GO DOWN IN VALUE BECAUSE THOSE, UM, RESIDENTS RECEIVING THE EXEMPTION ARE NOT PAYING THE SCHOOL OPERATIONS TAX.

SO I WOULD EXPECT THOSE LINES TO SEPARATE.

DO YOU HAVE A QUESTION? UH, YES.

THANK YOU, DARREN.

RUSEDSKI UM, MS. WALLS.

SO IS THIS GRAFT, UM, THE VALUES BLUFFTON HERE? UM, WOULD THIS BE 606? 10 COMBINED? YES, MA'AM.

OKAY.

YES.

GOT IT.

THANK YOU.

OKAY.

SO NOW LET'S LOOK AT HILTON HEAD.

THIS IS WE'RE GOING BACK TO HILTON HEAD, AND NOW THIS IS BREAKING OUT COMMERCIAL PROPERTY FROM NON LEGAL RESIDENTS PROPERTIES AND LEGAL RESIDENCE PROPERTIES.

SO THE GRAY RIGHT HERE IS RESIDENTIAL PROPERTIES NOT RECEIVING THE 4%.

THE ORANGE IS GOING TO BE COMMERCIAL PROPERTY, JUST NOT ELIGIBLE FOR THE 4%.

AND THEN THAT BLUE LINE IS GOING TO BE THAT 4%.

SO THIS IS WHERE WE WERE IN AUGUST.

SO NOW LOOK AT THAT, LOOK AT THAT JUMP THAT SHARPENING IN THE GRAY LINE, THE NON-LEGAL RESIDENTS, AND LOOK AT COMMERCIAL IF IT'S NOT INCREASING

[00:30:01]

DRASTICALLY, BUT IT DID INCREASE.

IT IS GOING UP SLIGHTLY.

AND YOU DO HAVE A SMALL DOWNTURN IN THAT HILTON HEAD AREA FOR LEGAL RESIDENTS.

AGAIN, AS WE GET THROUGH THOSE APPLICATIONS, THESE ARE THOUSANDS OF ACCOUNTS REPRESENTED IN THESE LINES.

I DON'T THINK YOU'RE GOING TO SEE DRASTIC CHANGES ONCE THE APPLICATIONS HAVE BEEN PROCESSED BY THE ASSESSOR'S OFFICE, BUT IT'S JUST SOMETHING TO KNOW.

I THINK THAT THIS IS MORE IN LINE WITH WHAT YOU CAN EXPECT, UM, FOR TAX YEAR 21.

ANYWAY, SO NOW LET'S GO TO NORTHERN BUFORD COUNTY, AN INTERESTING GRAPH BECAUSE YOU SEE THOSE LINES INTERSECTING, WHERE THIS IS WHERE WE WERE IN AUGUST, THE GRAY LINE.

AGAIN, NON-LEGAL RESIDENTIAL PROPERTY, NOT GETTING THE 4% BLUE IS GETTING THE 4% AND ORANGE IS THOSE COMMERCIAL PROPERTIES.

SO THIS IS INTERESTING BECAUSE THIS, THIS SHOWS THAT IN NORTHERN BUFORD COUNTY, THERE IS A HIGHER VALUE AMOUNT OF LEGAL RESIDENTIAL PROPERTIES, THEN THOSE NOT GETTING THE 6%.

SO JUST INTERESTING TO NOTE, AND THAT WAS BACK IN AUGUST.

SO WE CAN SEE THAT THE LINES DO TREND TOWARDS EACH OTHER A LITTLE BIT, BUT THEY BOTH SORRY ABOUT THAT.

THEY BOTH INCREASED SO LEGAL RESIDENTS, YOU CAN SEE IT WAS JUST ABOVE 160,000, AND NOW WE'RE WE'RE WELL ON OUR WAY TO ONE 770 MILLION.

SO THERE'S GROWTH THERE IN THAT LEGAL RESIDENCE LINE AND GROWTH IN NON-LEGAL RESIDENTS.

SO I WOULD VENTURE A GUESS THAT WE MAY SEE A TREND OF ACCOUNTS IN THAT GRAY ACCOUNTED FOR IN THAT GRAY LINE SWITCH OVER TO THE BLUE LINE AS TIME GOES ON, BUT ALSO REALLY INTERESTING NOTE, WE'VE SEEN IN THE NEWS LATELY THAT THERE'S SOME NEW RETAIL STORES COMING TO NORTHERN BUBER COUNTY, AND YOU CAN SEE THAT YOU CAN SEE GROWTH IN COMMERCIAL PROPERTY INCREASING IN NORTHERN BEAVER COUNTY, WHICH AGAIN, LIKE I SAID, THOSE ARE, THOSE ARE OUR BREAD AND BUTTER FOR THE SCHOOL DISTRICT, FROM A TAXATION REVENUE, A REVENUE STANDPOINT.

SO THAT ORANGE LINE GOING UP FROM JUST UNDER 60 MILLION TO WELL OVER 60 MILLION IS, IS GREAT FROM A REVENUE STANDPOINT FOR THE DISTRICT.

SO NOW LET'S LOOK AT LEFT-HAND.

THIS IS WHERE WE WERE IN, IN AUGUST, AND SHOULDN'T BE A SURPRISE HERE THAT BLUE LINE IS SKY HIGH, AND THERE'S SOME GOOD SPACING THERE BETWEEN THE LEGAL RESIDENCE VALUES AND THE NON-LEGAL RESIDENCE VALUES AND COMMERCIAL IS INCREASING AS WELL.

SO LET'S LOOK AT JANUARY.

SO WE WERE UNDER 300 MILLION AND THE, AGAIN, THIS SHOULDN'T BE A SURPRISE BECAUSE IF YOU REMEMBER BACK FROM THE CHAT, THE DIFFERENT GRAPHS EARLIER I SHOWED, MOST OF THIS GROWTH IS HAPPENING IN BLUFFTON.

MOST OF THE TRANSFERS ARE IN BLUFFTON, LEGAL RESIDENTS, QUANTITY IN BLUFFTON.

SO THIS SHOULDN'T BE A SURPRISE, BUT IT'S AN INTERESTING GRAPH.

YOU CAN SEE THAT THAT BLUE LINE IS GOING FROM, YOU KNOW, LET'S SAY 290 MILLION IN RESIDENTIAL VALUE, LEGAL RESIDENTS, RESIDENTIAL VALUE.

AND NOW WE'RE WELL OVER 300 MILLION IN THE NON-LEGAL RESIDENTIAL VALUE THAT IT SAW SIGNIFICANT GROWTH AS WELL WITH IT, THAT SHARP INCREASE THERE, UM, THAT YOU CAN SEE WHERE JUST AT 200 MILLION.

AND IT'LL BE INTERESTING TO SEE, UM, WHAT I DON'T HAVE THAT DATA, BUT WHAT PROPORTION OF THE UNPROCESSED APPLICATIONS ARE IN BLUFFTON.

IF THE OTHER GRAPHS ARE ANY INDICATION, I WOULD IMAGINE THAT THE MAJORITY OF THOSE APPLICATIONS WOULD PROBABLY BE FOR BLUFFTON WOULD BE A GOOD EDUCATED GUEST.

AND THEN THAT COMMERCIAL LINE IS STILL GROWING.

NOW WE'RE WELL OVER A HUNDRED MILLION IN COMMERCIAL VALUE IN BLUFFTON VERSUS, UM, YOU KNOW, UNDER THAT BACK IN AUGUST, THIS IS, THIS IS A GOOD AMOUNT OF GROWTH IN, IN JUST SIX MONTHS.

IT'S A SIGNIFICANT AMOUNT OF GROWTH.

AND, UM, I CAN HAPPY TO TAKE QUESTIONS AND YOU WERE RAN THROUGH A LOT OF DIFFERENT GRAPHS, BUT I DID WANT TO LET YOU KNOW, UM, IN A PREVIOUS DISCUSSION I HAD WITH DR.

RODRIGUEZ AND MS. CROSBY, THAT WHAT IS, YOU KNOW, IT'S SO HARD FOR THE SCHOOL DISTRICT GOING INTO BUDGET SEASON SOMETIMES BECAUSE THE 4% APPLICATIONS NOT BEEN PROCESSED YET.

AND YOU'RE THE ONLY ENTITY REALLY IN THE COUNTY WHOSE TAX REVENUE DECLINES AFTER FEBRUARY, BECAUSE THOSE 4% APPLICATIONS ARE STILL BEING PROCESSED IN SUCH GREAT NUMBERS.

AND YOU ARE THE ENTITY THAT'S MOST IMPACTED BY THAT.

AND WHAT I SUGGESTED

[00:35:01]

WAS A POSSIBILITY WHY DON'T WE LOOK AT ALL OF THOSE OUTSTANDING APPLICATIONS AND JUST SAY, IF THEY WERE ALL APPROVED, I DON'T KNOW THAT THEY'RE GOING TO BE, THAT WOULD BE VERY EXTREME, BUT LET'S JUST SAY ALL OF THEM WERE THERE WERE, AND I APOLOGIZE, I JUST GOT THIS NUMBER BEFORE I JOINED YOU THIS AFTERNOON.

SO IT WAS NOT A SLIDE, BUT THERE ARE 1,654 APPLICATIONS THAT STILL HAVE THAT HAVE NOT BEEN PROCESSED YET.

THE TOTAL TAXABLE VALUE OF THOSE APPLICATIONS IS 42 AND A HALF MILLION.

AND THE SCHOOL OPERATIONS TAX DOLLARS ASSOCIATED WITH THESE 1,654 APPLICATIONS WOULD BE JUST OVER 5.1 MILLION.

SO IF EVERY SINGLE ACCOUNT BY OUR ESTIMATE, IF EVERY SINGLE ACCOUNT WERE TO BE APPROVED, IT WOULD BE A SHIFT OF $5.1 MILLION IN SCHOOL OPERATIONS TAXES FOR THE SCHOOL DISTRICT.

AND AGAIN, GOING BACK TO JUST REFERENCING HIS HISTORY, HISTORIC HISTORY AND PRIOR BUDGET SEASONS, THAT'S A SIGNIFICANT SWING TO HAPPEN OVER A FEW MONTH PERIOD WHEN THIS TANYA IS TRYING TO GET A BUDGET TOGETHER AND GET SOME CONSISTENT NUMBERS.

SO, UM, I JUST WANTED TO THROW THAT IN THERE AND GIVE YOU THAT PIECE OF INFORMATION.

IT IS AN ESTIMATE.

IT IS NOT SET IN STONE, SO I'M GOING TO BE VERY CLEAR, BUT I'M HOPING THAT FOR YOU ALL, IT'S HELPFUL TO KNOW THAT AND FOR MS. CROSBY FOR HER BUDGET PURPOSES, AS WELL TO KNOW THAT THAT'S WHAT THE VALUE IS AS OF, AS OF LITERALLY TODAY.

AWESOME.

WELL, THANK YOU, MARIA SO MUCH FOR GIVING THAT UPDATE.

UM, I'M GOING TO OPEN UP THE FLOOR TO SOME QUESTIONS.

I ONLY HAD ONE SMALL THING THAT I KIND OF WANTED TO MAKE A COMMENT ON, AND THEN IT'S, UM, DR.

QUADS, DO YOU HAVE ANY QUESTIONS? UM, SURE.

SO, UH, THANK YOU MARIA.

VERY MUCH.

I JUST, UH, JOINED THIS COMMITTEE, UH, IN JANUARY.

SO I UNFORTUNATELY DID NOT HAVE THE PLEASURE OF HEARING YOU, UH, THE FIRST TIME ROUND.

UM, SO I GUESS MY BIG QUESTION TO YOU IS THE, THE QUESTION THAT THIS COMMITTEE IS REALLY, UH, DEALING WITH, AND THAT IS YOU'VE SHOWN US A LOT OF GRAPHS, UH, ESPECIALLY, YOU KNOW, UH, UM, SINGLING OUT, UH, THE BLUFFTON STATISTICS, WHAT THE SCHOOL DISTRICT REALLY NEEDS TO KNOW IN ADDITION TO WHAT WE'RE GOING TO BE COLLECTING, OBVIOUSLY, UH, FROM THE PROPERTY TAXES IS HOW DO YOU SEE GROWTH IN BLUFFTON IN TERMS OF ACCOMMODATING OUR STUDENTS GOING FORWARD IN THE NEXT, LET'S SAY FIVE YEARS, UM, YOU HAVE PREDICTORS FROM WHAT YOU SHOWED US, YOU KNOW, THE PROPERTY, REAL PROPERTY VALUES, THE, UM, THE TRANSFERS, ALL THOSE THINGS.

YOU MENTIONED, THE CARS, THE VEHICLES.

SO PUTTING THAT ALL TOGETHER, WHAT, WHAT DO YOU SEE, UM, IN TERMS OF, UH, THE STUDENT POPULATION IN BLUFFTON IN THE NEXT FIVE YEARS? WELL, UM, I DON'T HAVE IT QUICK AND FAST TO ANSWER FOR YOU, BUT THIS IS HOW I WOULD DO IT BECAUSE I DON'T WHAT I DON'T HAVE ACCESS TO.

AND THAT IS TOTALLY OKAY, IS A SINGLE FAMILY HOME.

HOW MANY CHILDREN ARE IN THAT SINGLE FAMILY HOME, ESPECIALLY IF THEY'RE SCHOOL, AGE CHILDREN, THEY'RE NOT GOING TO HAVE A VEHICLE MOST LIKELY, AT LEAST NOT YOUNGER CHILDREN.

AND SO I CAN'T, I CAN'T GIVE YOU, I WOULD NOT BE ABLE TO GIVE YOU AN ESTIMATE OF STUDENT GROWTH, BUT WHAT I CAN SUGGEST IS WE, WE CAN VERY EASILY CALCULATE GROWTH TRENDS IN THE NUMBER OF PROPERTIES, GROWTH TRENDS IN BELIEVABLE RESIDENCE EXEMPTION.

HOW MANY VEHICLES ARE AT EACH OF THESE RESIDENCES, SO THAT YOU COULD POTENTIALLY TAKE THOSE TRENDS AND APPLY THEM TO YOUR STUDENT NUMBERS IN THESE GEOGRAPHICAL AREAS.

AND I ACTUALLY THINK IT WAS MS. ROBIN AT THE LAST MEETING, WHO MIGHT'VE SAID THAT THERE WERE STUDENTS THAT YOU HAVE, YOU DO HAVE OBVIOUSLY STUDENT COUNTS THAT WE CAN OVERLAY WITH THE PROPERTY DATA, AND YOU CAN SEE, OKAY, BECAUSE WHAT I WOULD VENTURE A GUESS AND SAY, UM, I LIVE IN BLUFFTON AND IN MY NEIGHBORHOOD, I'M WILLING TO BET THAT THERE IS A HIGH NUMBER OF CHILDREN IN MY NEIGHBORHOOD, BUT THEN YOU MOVE TO SUN CITY THAT THAT'S GOING TO CORRELATE TO NEW TAX REVENUE FOR THE SCHOOL DISTRICT, BUT NOT STUDENTS.

SO I THINK THAT WE CAN OVERLAY GEOGRAPHICALLY THE AREAS OF THE COUNTY WITH THIS GROWTH DATA FROM A REAL PROPERTY STANDPOINT AND A VEHICLE STANDPOINT.

AND SEE IF THAT'S ALIGNING WITH STUDENT GROWTH,

[00:40:01]

I WOULD VENTURE A GUESS THAT MOST PEOPLE IN MY NEIGHBORHOOD HAVE MORE THAN ONE CHILD IN THE SCHOOL DISTRICT.

NO, THAT SOUNDS LIKE A GREAT IDEA.

UM, AND I THINK THAT WOULD BE REALLY HELPFUL.

AND ALSO, UM, WHEN THE, UH, DISTRICT AND BOARD WAS EVALUATING, UH, IMPACT FEES, WE HAD THIS OUTSIDE CONSULTANT TISCHLER BIAS WHO CAME AND DID THE WHOLE EVALUATION.

AND YOU CAN TELL TOO, BY WHAT TYPE OF HOME, IF IT'S A SINGLE RESIDENCE VERSUS A MULTIFAMILY UNIT, THEY, THEY CAN TELL YOU THAT THEY'RE MORE CHILDREN TYPICALLY IN A SINGLE FAMILY UNIT USING OUR SCHOOLS THAN THERE ARE IN A, IN A MULTIFAMILY UNIT.

SO THERE'S, THERE'S SEVERAL THINGS THAT SEEM LIKE WOULD BE VERY HELPFUL IF WE COULD SOMEHOW SORT OF LAYER THEM WITH THAT INFORMATION.

YEAH, ABSOLUTELY.

WELL, I REALLY, I REALLY, UH, R R THE COUNTY'S GIS DEPARTMENT HAS BEEN SO INCREDIBLY HELPFUL IN THE PAST.

THEY HAVE SOME PRETTY AMAZING CAPABILITIES AND IT MIGHT BE, IT MIGHT BE WORTH A CONVERSATION OR A MEETING BETWEEN FISCAL DISTRICT'S ADMINISTRATIVE TEAM AND MY TEAM AND THEIR TEAM TO SEE HOW WE CAN GROW, BECAUSE THEY CAN MAP ALL OF THIS INFORMATION TOGETHER IN A WAY THAT WOULD BE USER-FRIENDLY FOR NOT JUST THE BOARD, BUT FOR THE PUBLIC AS WELL.

UM, THANK YOU VERY MUCH GOING TO SEE IF ANYBODY ELSE.

I KNOW WE HAVE SOME OTHER BOARD MEMBERS THAT HAVE JOINED US.

I SEE MISS BOATWRIGHT AND MR. SMITH ARE ON.

I WAS GOING TO SEE IF YOU HAD ANY QUESTIONS.

GREAT.

THANK YOU.

UH, TONYA ROBERT, DID YOU HAVE ANY QUESTIONS? I KNOW THAT THEY, UM, THERE WAS JUST A CONVERSATION ABOUT THE GS GIS MAPPING, AND I KNOW CAROL IS VERY FAMILIAR WITH THAT.

SO, UM, SHE PROBABLY, SHE MAY ALREADY BE WORKING ON SOMETHING LIKE THAT.

UM, I'M NOT AWARE OF, BUT, UM, I KNOW THAT SHE'S VERY INTIMATELY INVOLVED WITH THAT AND PROBABLY HAS SOME MORE INFO IN THAT REGARD.

SO WE CAN ALWAYS LOOP BACK AROUND ON THAT TOO.

UM, THE ONLY COMMENT THAT I WAS GOING TO MAKE WAS JUST ONE BASED ON THE AUTOMOBILES OR THE INCREASE IN AUTOMOBILES AND THE BLUFFTON AREA.

THOSE, THOSE NUMBERS KIND OF STOOD OUT TO ME THIS TIME MORE THAN PREVIOUSLY, BECAUSE I, I WASN'T NECESSARILY FOCUSED ON THEM AS MUCH LAST TIME.

BUT WHEN YOU LOOK AT THE AUTOMOBILES IN THE EXTREME DIFFERENCE IN HOW MANY THERE ARE IN THE BLUFFTON AREA, I THINK JUST I'M POINTING OUT THE OBVIOUS.

WHEN I SAY THAT WHEN WE'RE LOOKING AT A LONGTERM PLAN 10 YEARS OUT FROM NOW THAT MAKES ANY FUTURE, UM, LAND OR SITES AND THINGS LIKE THAT, AND THEIR ACCESSIBILITY BE A ROAD EVEN MORE, UM, IMPORTANT.

SO THAT, THAT IS SOMETHING THAT WOULD BE A CONCERN FOR ME IN THE FUTURE, UM, OF MAKING SURE THAT THEY'RE ACCESSIBLE AND, AND AREN'T IN AN AREA THAT'S CONGESTED OR SOMETHING LIKE THAT.

AND I'D ALSO ADD TO THAT, THAT THE MORE AS WE SEE WHO IS, HOPEFULLY WE WILL, AS WE SEE SUPPLY CHAIN ISSUES BEGIN TO RESOLVE THEMSELVES AND BUILDING THAT TIMEFRAME TO BUILD A NEW HOME BECAUSE MANY, UM, THERE ARE MANY COMMUNITIES AND BUILDERS THAT ARE TELLING YOU, TELLING CUSTOMERS THAT IT'S GOING TO TAKE TWO TO THREE YEARS TO BUILD YOUR HOME AS THAT WINDOW SHORTENS.

I THINK YOU'RE GOING TO SEE AN ACCELERATION OF NEW CONSTRUCTION AND WOULD EXPECT THAT.

SO IT'S JUST SOMETHING ELSE TO KEEP AN EYE OUT FOR AS THE BUILDING INDUSTRY STARTS TO TIGHTEN UP THAT TIME WHERE I THINK OUR GROWTH IS GOING TO BE THAT EVEN GROW EVEN MORE RIGHT.

MS. CROSBY, HEY, GOOD AFTERNOON.

UM, MS. WALL, I'D LOVE TO, I WANT TO THANK YOU FOR THE INFORMATION I HAVE REQUESTED FROM THE ASSESSOR'S OFFICE, THE INFORMATION ON THE NUMBERS OF, UH, PROPERTIES, UH, TACTICAL VALUES AND THE IMPACT ON THE SCHOOL DISTRICT.

SO I APPRECIATE THAT INFORMATION SAVING, UM, SNAP.

I WANTED TO MENTION THAT FIRST OF ALL, UM, ALSO, UM, THEY, UH, INFORMATION IS VERY EYE-OPENING AND I HOPE THAT YOU WOULD, UH, HOPEFULLY SHARE THIS PRESENTATION WITH US, BECAUSE I THINK IT'S VERY IMPORTANT THAT OUR, UM, ELECTED OFFICIALS IN BLUFFTON AREA, UH, WOULD NEED TO SEE SOME OF THIS TO, UM, HELP PERHAPS MOVE ALONG THE IMPACT, THE DISCUSSION, UM, THAT WE HAVE BEEN HAVING WITH THEM.

AND I THINK IT'S VERY EYE-OPENING AND, UH, IT PROVIDES THE DATA POINTS THAT I THINK MAY HAVE NOT BEEN A FOREFRONT IN THE LAST CONVERSATION

[00:45:01]

THAT WE HAD WITH TOWN COUNCIL.

UM, I KNOW THIS ISN'T ON THE TOPIC OF THIS IN PARTICULAR, BUT SINCE I HAVE YOUR ATTENTION, I'M GOING TO ASK YOU A QUESTION ABOUT STORM WATER.

UM, WE HAVE A QUESTION THERE'S A POSSIBILITY OF CREDITS TO OUR STORMWATER FEES.

WE PAY ABOUT $300,000 A YEAR THAT HAS CLIMBED SIGNIFICANTLY OVER THE LAST SEVERAL YEARS.

AND WE'RE LOOKING TO DIG INTO THE, UH, FEE STRUCTURE.

I HAVE QUESTIONS ABOUT THOSE VALUES, WHO WHO'S OUR CONTACT AT ACCOUNT ON FORMER PERCY FOR STORM WATER FEES? UM, WELL THAT WOULD BE THIS WARM WATER DEPARTMENT, AND WE CAN, WHAT I CAN DO IS I CAN TOUCH BASE WITH YOU TOMORROW AND WE CAN SET UP A MEETING OR DISCUSSION AND MAKE SURE THAT WE CAN GET ALL THE QUESTIONS ANSWERED, BECAUSE REALLY THEY'RE THE EXPERTS IN THAT.

NOT ME, WE'RE JUST COLLECTING THE DOLLARS FOR THEM AND NAVIGATE THE WHICH DEPARTMENT WE WOULD BE ABLE TO HELP.

SO.

GREAT.

THANK YOU.

YEAH.

HAPPY TO DO THAT.

THANK YOU, MS. CROSBY, AND I APPRECIATE YOU ASKING THE STORMWATER QUESTION, DR.

GLAD'S.

YEAH, I WOULD JUST LIKE TO TAG ONTO WHAT, UM, MS. CROSBY JUST SAID ABOUT, UH, I THINK THIS, UH, PRESENTATION MARIA WOULD BE VERY HELPFUL FOR THE, UH, ELECTED OFFICIALS OF, UH, THE TOWN OF BLUFFTON.

I, UM, HAVING HEARD WHAT THEY HAD TO SAY, AND I KNOW MS. CROSBY DID, AND DR.

WAS NETSCAPE THAT ARE ON TODAY.

AND I I'M SORRY IF I LEFT OUT OTHERS, BUT, UH, I DON'T THINK THEY, UH, UH, HOW SHOULD I SAY THIS HAVE THE SAME, UM, EXPECTATION, I GUESS MIGHT BE THE BEST WORD OF, OF HOW, OF THE GROWTH THAT'S IN THE, UM, WITHIN THE INCORPORATED PORTIONS OF THE TOWN AND THEN THE UNINCORPORATED PORTIONS OF THE COUNTY.

AND I THINK ALSO THAT IT WOULD BE EXTREMELY HELPFUL, UH, AS THE, UH, DISTRICT AND BOARD HAVE, UH, COMMITTED TO, UH, YOU KNOW, IMPACT FEES, BUT WE'RE STILL WORKING ON THE, UH, MOU, AS I UNDERSTAND WITH THE MUNICIPALITIES, I LIKE LAST TIME, I'D BE HAPPY TO SEND THEM ALL, SEND THE WHOLE PRESENTATION TO MS. ROBIN AFTERWARDS.

SEE, WE'LL HAVE IT.

AND PLEASE, I MEAN, PLEASE FEEL FREE TO SHARE IT WITH YOU NEED TO, YOU KNOW, I'M JUST AS AN OBSERVATION OF HUMAN BEHAVIOR, UNLESS EVERY SINGLE ASPECT OF COVID JUST DISAPPEARS AND LIFE GOES TO PRE COVID NORMAL.

LIKE RIGHT NOW, PEOPLE ARE GOING TO KEEP MOVING HERE AND IF THEY CAN WORK FROM ANYWHERE AND HAVE A BEAUTIFUL PLACE TO LIVE AND GREAT SCHOOLS, THEY'RE GOING TO MOVE HERE, BUT THAT IS, I DO NOT SEE ANYTHING RIGHT NOW THAT WOULD IN ANY WAY SLOW THE GROWTH THAT WE'RE HAVING.

YEAH.

I WOULD AGREE WITH THAT TOO.

YEAH.

WE HAVE TO CONTINUE TO BE ABLE TO PROVIDING THOSE WITH GREAT EDUCATIONAL OPPORTUNITIES AND THE SCHOOLS TO THEM TOO.

SO THAT'S WHAT WE'RE DOING HERE, AND I APPRECIATE YOU SO MUCH, UM, MS. WALLS FOR BEING TODAY AGAIN, AND FOR THIS INFORMATION, UM, YEAH, ROBIN, IF YOU CAN FORWARD, UM, WHEN YOU GET THE SLIDESHOW TO US, I'D BE HAPPY TO AFFORD IT ON TO WHOEVER, AND I'M SURE DR.

AS WELL, AND AS CROSBY CAN USE IT IN HER DISCUSSION.

SO THANK YOU VERY MUCH FOR YOUR TIME TODAY, UM, FOR HAVING ME.

THANK YOU.

IF YOU WANT TO HOP OFF YOU CAN.

I THINK WE'RE JUST GONNA MOVE ON TO THE OTHER ITEMS ON THE AGENDA.

UM, LET'S SEE.

THE NEXT ITEM ON THE AGENDA IS DISCUSSION ON FUTURE AGENDA TOPICS.

UM, I WANTED TO SEE IF ANYBODY HAD ANYTHING.

UH, I THINK OUR NEXT MEETING IS, IS IT PRIOR TO THE WORK SESSION, PULL THE CALENDAR.

LET'S JUST SEE IF WE HAVE ANY TOPICS FOR THE NEXT AGENDA.

AND IF NOT, THEN, UM, IT WOULD BE THE DAY BEFORE.

UM, NO, LET ME LOOK SEE.

YES, IT WOULD BE THE DAY BEFORE THE WORK SESSION, THE 24TH, 24TH, UM, DR.

QUADS, DID YOU HAVE ANYTHING OR TANYA? OKAY.

SO A COUPLE OF QUESTIONS.

SO USUALLY WE'RE THE FOURTH A THURSDAY, BUT THIS MONTH WE ARE, YEAH.

OKAY.

YEAH, WE HAD THEM, UM, THE TREASURER'S OFFICE IS NOT NEXT WEEK.

SO, UM, I DUNNO, I GUESS THIS MAYBE IS NOT LIMITED TO THE BLUFFTON GROWTH COMMITTEE, BUT I WOULD KIND OF LOVE TO HAVE AN UPDATE ON THE IMPACT FEES BECAUSE, UH,

[00:50:01]

IT'S PART OF CERTAINLY, UM, YOU KNOW, THE BLUFFTON GROWTH AND, UH, I KNOW WHEN TONYA AND ROBERT AND I, AND DR.

R ATTENDED THE, UM, TOWN OF BLUFFTON COUNCIL MEETING THAT WAS BACK IN, UH, RIGHT AROUND JANUARY 11TH.

I CAN REMEMBER IF THAT'S EXACT DATE, BUT IT WAS AROUND THERE.

THEY WERE GOING TO, UH, HAVE THIS BRING UP THE IMPACT FEES AGAIN, UM, THIS MONTH, BUT I DON'T KNOW IF THEY ALREADY MET OR, UH, OR NOT.

AND WAS THAT A TOPIC? DOES, I GUESS MAYBE I SHOULDN'T ASK ALL THAT? WELL, WE CAN PUT IT, WE CAN PUT IT ON FOR THEM FOR THE NEXT TIME, AND I'M SURE THERE WILL BE SOME CHANGES AND SOME UPDATES BETWEEN NOW AND THEN TOO.

SO WE'LL PUT IT DOWN FOR AN AGENDA TOPIC.

AND I DON'T KNOW IF CAROL HAS ANYTHING FOR US OR ROBERT WE'LL HAVE ANYTHING, UM, UPDATES ON ANYTHING.

OUR BIG THING OF COURSE WILL BE THE, UH, PRESENTATION AT THE WORK SESSION THE NEXT DAY.

SO IT KIND OF, THAT'S OUR BIG THING.

OKAY.

YEAH.

WE SHOULD PROBABLY SAVE THAT FOR THE FULL BOARD ANYWAYS.

I THINK THAT WAS KIND OF THE CONSENSUS.

UM, SO THAT SOUNDS GOOD.

WE'LL JUST, WE'LL DO THE UPDATE ON THE IMPACT FEES AND IF THERE'S ANYTHING ELSE, UM, FROM CAROL OR, UH, MAYBE MS. MIDDLETON, THEN WE'LL ADD THAT.

AND DO WE HAVE A MOTION TO ADJOURN? SURE.

I MOVE.

WE ADJOURN.

WONDERFUL.

THANK YOU.

THANK YOU EVERYBODY.

I APPRECIATE YOUR.
