AND, UM, AGAIN, THE COMMITTEE GETS A GREAT DEAL OF CREDIT FROM WHERE WE STARTED AND HOW WE DISCUSSED VERY OPENLY ABOUT WHETHER WE WERE GOING TO DO PAID AND FALL, YOU KNOW, FOR ROSE. AND IT'S ALL CAME TO PASS AND HAD A FIVE-YEAR PROGRAM. AND NOW AFTER AN EMMY IS COMPLETED, THEY'RE NOW PRESENT, UH, YEAR SIX THROUGH 11, AND MOST IMPORTANTLY, GOING TO GIVE US A STATUS. ALL RIGHT. UM, AS CHAIRMAN GORDON MENTIONED, WE DID THE FIRST FIVE YEARS, AND THEN WE WERE LUCKY ENOUGH TO GET A CHANCE TO DO THE NEXT FIVE. SO THAT'S, UM, I THINK MOST OF THE COMMITTEE MEMBERS HAVE THIS BOOKLET UP THERE. SO THAT'S WHAT THIS BOOKLET IS. AND YOUR PACKAGE, I JUST A LITTLE BIT OF MORE ABOUT WHAT WE DO. WHAT WE WERE ABLE TO IMPLEMENT THE VISION FROM THIS CTC AND FIVE YEARS GOES BY, AND WE'RE ABLE TO MEASURE PROGRESS AND MAP OUT THE NEXT FIVE. AND I THINK YOU ALL SEE THAT AS BRIAN GOES THROUGH HIS PRESENTATION, UH, THANK YOU CHAIRMAN FOR LESS COME SPEAK TODAY. SO I KNOW WE'VE HAD SOME NEW FACES JOINING THE COMMITTEE SINCE THE LAST TIME WE GAVE THIS PRESENTATION. SO WE'LL JUST GO THROUGH JUST A QUICK, YOU KNOW, WHAT IS PAVEMENT PRESERVATION? CAUSE THAT'S THE ULTIMATE GOAL HERE. SO PAVEMENT PRESERVATION IS TRYING TO MAINTAIN YOUR ROADWAY PAYMENTS IN A GOOD TO VERY GOOD, UH, SITUATIONS. SO YOU SPEND LESS LONG-TERM ON TREATMENT. WHEREAS NORMAL CURVE STARTS WHEN IT'S FIRST PAVED A VERY GOOD, AND THEN IT GRADUALLY DECLINES AS IT, YOU KNOW, IT GETS TRAFFIC ON IT AND HIS WEATHER. AND UNTIL IT GETS TO A POINT WHERE IT, HE GETS PAID TO REHABILITATION, WHICH IS A MAJOR EXPENSE, IT'S TIME CONSUMING, MAJOR INCONVENIENCE TO YOUR CONSTITUENTS. SO THE GOAL IS KEEP IT IN THIS TOP AREA HERE AND JUST DO LITTLE PRESERVATION TREATMENTS LIKE A MICRO SURFACE OR SOMETHING LIKE THAT JUST EVERY FEW YEARS, MORE OFTEN TO KEEP IT IN A GOOD STATE. AND THAT'S THE PRESERVATION. SO, YOU KNOW, WHY DOES THIS MATTER? SO THIS IS AN OLD SLIDE, BUT THE PRINCIPLES STILL HOLD TRUE FOR RECONSTRUCTION. YOU KNOW, YOUR $200,000 PER LINE MILE PRESERVATION IS $20,000 PER LANE MILE. SO IT WAS A BIG SAVINGS AND YOU COULD DO MULTIPLE ITERATIONS OF PRESERVATION AND STILL SPENDING WAY LESS HALF OF WHAT YOU'RE DOING FOR RECONSTRUCTION. SO THAT'S THE BIG GOAL HERE IS TO EXTEND THE LIFE OF YOUR PAVEMENT WHILE SPENDING LESS MONEY. AND SO HOW DOES THIS AFFECT BEAVER COUNTY? SO IN THE PAST BEAVER COUNTY MAINTAINED THEIR PAYMENTS IN A WAY, YOU KNOW, A LOT OF MUNICIPALITIES AND STATES DID, WHICH WAS A MEDICAL WORST FIRST, WHICH IS EXACTLY WHAT IT SOUNDS LIKE. YOU TREAT THE WORST ROAD, I GUESS, THE MOST COMPLAINTS AND YOU TREAT IT BEFORE YOU DO ANYTHING ELSE. I THINK THAT WORKS FINE FOR SMALLER MUNICIPALITIES, BUT YOU'RE SPENDING A LOT OF MONEY ON A HANDFUL OF PROJECTS WHILE THE REST OF YOUR ROADWAYS ARE DECREASING AND GETTING WORSE. AND SO IT'S ALMOST IMPOSSIBLE TO TOUCH ALL YOUR ROADWAYS THAT WAY. SO, UH, CHAIRMAN GORDON CTC REALIZED THAT THEY NEED TO LOOK AT HOW THEY DID THINGS AND, UH, NEED TO EVALUATE THE STATUS OF THE PAVEMENT AND THE COUNTY, AND THEN COME UP WITH A NEW WAY OF MAINTAINING, UH, THE COUNTY'S ROADWAYS. SO I PUT AN RFP AND WE WERE SELECTED TO DO THAT. AND A BIG PART OF OUR TEAM WAS DTS. THIS IS THEIR MOBILE ASSET COLLECTION VEHICLE OR MAC. AND THIS VAN HAS A BUNCH OF DIFFERENT SENSORS AND LASERS AND CAMERAS, ACCELEROMETERS, AND THEY GO, AND THEY CAME DOWN AND RODE, DROVE EVERY PRIVATE NON-PRIVATE PAVE ROADWAY IN THE COUNTY SYSTEM AND MEASURE ALL THE DISTRESSES ON THAT ROADWAY AND CLEAN THINGS LIKE CRACKING RAVELING, POTHOLES, PATCHING, AND THEN THEY'VE PASSED THAT DATA ON TO US AND WE DEVELOP A PQI, WHICH PQI IS DEVELOPED FOR AND USED BY THE DLT TO RANK THE ROADS, TO RATE THE ROADS. IT'S A ZERO TO FIVE SCALE THAT TAKES IN ACCOUNT DISTRESSES AND THE ROUGHNESS OF THE ROADS. SO THESE ARE SOME EXAMPLES, SOME OF THE ROADS WE GOT LAST TIME IN 2017, ALL THE WAY FROM VERY POOR ON THE FAR, RIGHT, WHICH YOU SEE A LOT OF POTHOLES, A LOT OF CRACKING, UM, CORE, WHICH HARD TO SEE, BUT PRETTY BAD FATIGUE CRACKING DOWN THAT WHOLE LANE THERE, UH, FAIR, YOU KNOW, A LITTLE BIT BETTER SHAPE, STILL SOME CRACK AND NOT AS BAD, AND THEN GOOD, LESS CRACKING. THERE IS ONE THAT'S MISSING HERE, AND THAT IS VERY GOOD. AND AS OF THE LAST EVALUATION AT 2017, ACCORDING TO THE DATA, BUFORD COUNTY HAD NO VERY GOOD ROADS AND ASSISTANCE. AND SO PQI WORKS GREAT FOR THE DEITY AND THEY CAN USE IT ALONG WITH SOME OTHER CRITERIA TO RANK AND PRIORITIZE THEIR ROADS. [00:10:01] THEY HAVE A LOT OF INTERSTATES AND PRIMARY ROUTES WHERE, YOU KNOW, MAY NOT WORK THE SAME FOR THE DEO FOR THE COUNTY AND THE SMALL LOCAL ROADS AND NEIGHBORHOOD STREETS. SO WE DISCUSSED IT WITH THE COUNTY AND SAID, HOW DO WE WANT TO BETTER PRIORITIZE THESE ROADS FOR A BETTER FIT FOR THE COUNTY? AND THE SOLUTION THAT WAS TO TAKE INTO CONSIDERATION PQI AND ADT ADD IS THE AVERAGE DAILY TRAFFIC, WHICH BASICALLY IS HOW MANY CARS TRAVELED THAT ROADWAY IN A SPECIFIC DAY. SO WE TOOK IT AND THEN DIVIDED THE CALCULATE A PQI BASED ON DISTRESSES BY THAT SCALE FACTOR AND CAME OUT WITH A SCALE PQI. AND THAT SCALE PQI WAS USED TO PRIORITIZE THE ROWS WITH THE LOWER PQI NEAR ZERO WITH THE HIGHEST PRIORITY, AND THEN BETTER ONES, CLOSER TO FIVE, FURTHER DOWN THE CHART. AND SO WE USE THAT TO DEVELOP A FIVE-YEAR PLAN. SO WE CAME UP WITH, YOU KNOW, GONE FROM DISTRESSES TO A RATING ADT TO PRIORITIZATION, THEN USE THAT TO DEVELOP A FIVE-YEAR PLAN COUNTY GAVE US A SPECIFIC BUDGET TO USE EVERY YEAR. AND SO WE TREAT IT AS MANY ROADS AS POSSIBLE FOR THAT BUDGET IN A GIVEN YEAR. UM, AND AS WE CAN DID SYSTEM LEVEL RECOMMENDATIONS, WE JUST SAID, DO AN HMA OVERLAY ON THIS ROAD THIS YEAR, DAN DO PROJECT LEVEL WHERE WE SAID DO AN INCH AND A HALF OF ASPHALT. UM, THE COUNTY JUST FINISHED UP YOUR FOUR OF THE PAYMENT PROGRAM. AND SO FAR I'VE TOUCHED ALMOST 60 MILES OF ROAD. SO I'D SAY GREAT PROGRESS IN JUST FOUR YEARS. AND THEN AFTER YEAR FOUR, CHAIRMAN GORDON CAME TO US AND SAID, WE WANT, YOU KNOW, TO LOOK AT WHAT YOU DID, EITHER FIVE AND REEVALUATE IT. WE'VE LEARNED A LOT FROM THESE FIRST FOUR YEARS. WE THINK THE PROGRAM'S WORKING, BUT WE WANT YOU TO GO LOOK AND JUST, YOU KNOW, MAKE SURE THAT YOUR RECOMMENDATIONS STILL HOLD WATER AND ARE STILL REFLECTIVE OF THE ACTUAL CONDITIONS. A LOT OF TIME HAS GONE ON. SO WE DID THAT AS PART OF OUR QC. WE WENT OUT AND WE WALKED AND RODE EVERY ROAD THAT WAS IN THE YEAR FIVE. AND FOR THE MOST PART, WE WERE HAPPY TO SEE THAT OUR RECOMMENDATIONS HELD TRUE. THERE WERE SOME, YOU KNOW, LIKE THAT WERE REQUIRED, SPECIALIZED CONTRACTORS THAT AT THE TIME MAY HAVE BEEN AROUND OR THAT HAVE SINCE MOVED ON. SO IT WAS NOT EASILY AVAILABLE OR FINANCIALLY RESPONSIBLE TO USE THOSE TREATMENTS. SO THE COUNTY WILL GET THAT AS WELL. AND AS WELL AS IDENTIFY SOME OTHER TREATMENTS THAT MAY NOT BEEN PREFERRED. SO WE DID THAT FOR THE MOST PART, WE JUST GAVE PROJECT LEVEL RECOMMENDATIONS, YOU KNOW, 150 POUNDS SQUARED RSE OVERLAY ON QUARTER-HORSE, BUT THERE WERE A FEW WHERE WE ADJUSTED BECAUSE OF THE TREATMENTS WERE NO LONGER A VIABLE OPTION. OKAY. SO THAT BRINGS US TO 2021. AFTER A FEW YEARS OF THE PROGRAM, AGAIN, CHAIRMAN GORDON AND THE COUNTY SAID, WE THINK IT'S WORKING, BUT WE NEED TO DO A RE-EVALUATION JUST TO MAKE SURE THAT WE WERE ON THE RIGHT PATH, SEE WHAT WORKS AND WHAT DOESN'T. SO THEY PUT ON OUR RFP AND US AND STEPHIE WERE SELECTED TO DO THE SECOND ITERATION OF THIS EVALUATION. UM, WANT TO TAKE THIS SECTION TO SAY THANK YOU TO THE DLT AND THEIR PAYMENT RESOURCES GROUP WERE HUGE, UH, THROUGHOUT THE WHOLE THING IN 2017, THEY SAT DOWN WITH ME, ANSWERED ALL THE QUESTIONS ABOUT PQI, HOW IT WORKS, WHAT IT IS, AND WE'RE VERY GENEROUS WITH THEIR TIME. AND THEN 20, 21 STILL VERY GENEROUS WITH TIME, BUT THEY ALSO SENT THIRD DATA COLLECTION VEHICLE DOWN HERE TO COLLECT THE DATA ON ALL THE COUNTY ROADS INCLUDED IN THE RFP. AND THIS IS ACTUALLY THEIR VAN IN BUFORD COUNTY AT THE INTERSECTION OF PARIS AND WEST PARIS. I WAVED OUT THE WINDOW OF MY OFFICE. UM, SO THEY CAME DOWN AND COLLECT ALL THE DATA. VAN HAS THE SAME CAPABILITIES AS THE PREVIOUS VAN. WE USE THE SAME SENSORS AND COLLECT ALL THE DISTRESSES WE NEEDED TO CALCULATE THE PQI. SO WE TOLD HER THE STRESSES AGAIN, FOLLOWING THE SAME METHOD AND CALCULATE A PQI. SO THIS IS THE BREAKDOWN OF WHAT FALLS, THE PRESERVATION REHABILITATE, WHERE YOU CONSTRUCTION ALONG WITH PQI RANGE AND THE CLASSIFIED PATIENT FROM VERY POOR, POOR, FAIR, GOOD, AND VERY GOOD. SO THIS IS THE SAME BREAKDOWN WE USE IN THE PREVIOUS ONE JUST REMAIN CONSISTENT. SO WE'RE COMPARING APPLES TO APPLES AND ORANGES TO ORANGES. AND THEN THESE ARE, IT'S VERY SIMILAR TO WHAT THE DOTD USES, I BELIEVE ALSO. UM, AND THESE ARE THE TREATMENTS THAT WE SELECTED FOR EACH OF THOSE RANGES. A REJUVENATOR IS A SPRAYED ON APPLICATION THAT RESTORES SOME OF THE NUTRIENTS AND COMPOUNDS THE ASPHALT NEEDS. SO IT KEEPS US FLEXIBILITY. SO IT DELAYS SOME CRACKING MICROSURFACING IS JUST A THIN EMULSION AND THE ASPHALT OR AGGREGATE THAT'S APPLIED TO THE SURFACE OF FAIRLY ROADS IN FAIRLY GOOD SHAPE. THEN LIFT IS, YOU KNOW, UH, ASPHALT OVERLAY, GENERALLY THREE QUARTERS TO AN INCH, UH, ROW CAN HAVE A LITTLE BIT MORE, [00:15:01] BUT STILL IN FAIRLY GOOD SHAPE AND THEN VOLUNTEERED AS HMA OVERLAY AND THEN A MILL AND OVERLAY. SO JUST ASPHALT PUT OVER THE TOP OF THE EXISTING ROAD, OR MAYBE MILL OFF THE SURFACE TO GET RID OF THE REPORTS DEFECTS. AND SO THEN WE USE THE SAME METHOD OF, UH, WE USE THE SAME METHOD OF USING WEIGHT, A FACTOR TO CALCULATE A SCALE PQI TO TRY OR TO PRIORITIZE THE ROADS. AND WE DEVELOPED ANOTHER FIVE-YEAR PLAN AT THE TIME, WENT SIX THROUGH 10, UM, FOR A YEAR SIX, WE WENT OUT AND GAVE PROJECT LEVEL RECOMMENDATIONS, LOOKED AT EACH OF THOSE ROADS AS OUR QC, UM, AND THEN SYSTEM LEVEL FOR YEAR SEVEN THROUGH 10. SO, AND WE ARE SHOCKED AND PLEASED THOUGH, THAT WHEN WE STARTED LOOKING AT THE DATA, THERE WERE VERY GOOD ROADS. NOW THESE ARE TWO THAT WERE PAVED IN YEAR FOUR, AND NOW I TOLD HER THE COUNTY HAS ABOUT 67 MILES OF ROADS ARE IN VERY GOOD CONDITION. SO I SAY HUGE IMPROVEMENT FROM THREE, THE FIRST FOUR YEARS OF THE PROGRAM. AND HERE'S A SIDE-BY-SIDE COMPARISON. THE FIRST THING YOU SEE AT THE VERY GOOD ROADS HAVE JUMPED UP IN 2021 THAT WEREN'T THERE IN 2017. AND WE NOTICED A SHIFT UP AND CONDITION OF THE OVERALL ROADWAY, UM, ALL THE OTHER PIE SITES AND GOT SMALLER WHILE THE VERY GOOD HAS GOTTEN BIGGER. SO OVERALL I THINK THIS PROGRAM HAS BEEN A HUGE SUCCESS FOR THE CTC AND FOR THE COUNTY. SO THE SYSTEM AS A WHOLE INCREASE FROM 3.04 TO PQI OF 3.21. SO THAT'S A PRETTY BIG JUMP IN FOR YOU. UM, PQI INCREASE OF TREATED ROADS INCREASED BY 0.8, ABOUT 0.8 AND THE REST OF THE ROADS WERE MADE PRETTY STABLE. THEY DIDN'T DEGRADE THAT MUCH OVER THE, THAT FOUR YEARS. AGAIN, 67 MILES OF ROADWAY ANNOUNCEMENTS ARE VERY GOOD VERSUS ZERO IN 2017. AND MOST OF THE MAJORITY OF THE VERY GOOD ROADS, THERE'S LESS THAN A MILE OF OUR VERY POOR ROADS. THERE'S LESS THAN A MILE HAVE, OR WILL BE TREATED BY THE END OF YEAR SIX. UM, SOME WE'RE CHANGING YOUR FORCE AND WE'LL BE IN YEAR FIVE AND THEN SOME YEAR SIX. AND SO I THINK THE BIG THING EVERYWHERE WE LOOK THAT THAT DATA SEEMS TO BE VALIDATED WITH WHAT WE'RE DOING. UM, WE LOOKED AT THE SMALL SAMPLE SIZE, BUT WE LOOKED AT THE IMPROVEMENT FOR DIFFERENT TREATMENTS AND THE OVERLAY AND MILL AND OVERLAY TREATMENT TIES. YOU CAN EXPECT BIG GAINS, THOSE INCREASED BY ALMOST A POINT OF PQI, WHEREAS YOUR MICROSURFACING AND THIN LIFTS, UH, INCREASED BY ABOUT 0.3 AND 0.5 RESPECTIVELY. SO THAT'S PROBABLY WHERE YOU WOULD EXPECT IT TO BE. UM, AND THEN THAT ALSO IS YOU LOOK AT YOUR SEVEN THROUGH 10, YOU START TO SEE MORE OF THOSE PRESERVATION TREATMENTS INSTEAD OF, UH, THE BIGGER OVERLAYS AS YOU GO ON ARE BECOMING MORE AND MORE, JUST ALL ROWS OF MICROSURFACING OR THEN, UM, UP TO THE POINT WHERE IN YEAR 10, I THINK WE'RE TREATING 60 BETWEEN 60 AND 80 GROWS JUST BECAUSE YOUR MONEY IS GOING FURTHER AND TOUCHING MORE ROADS WITH THAT SAME BUDGET. AND SO THAT'S THE PAVEMENT PRESERVATION IN ACTION, RIGHT? THERE IS IMPROVING YOUR ROADS, GETTING INTO A POINT WHERE YOU SPEND LESS IN TREATMENT. AND I THINK IT'S BEEN A BIG SUCCESS AND I CONGRATULATE TERM CORE AND THE CTC AND BEAVER COUNTY ON WHAT THEY'VE BEEN ABLE TO ACCOMPLISH IN A SHORT PERIOD OF TIME. UH, THE ROADS, UM, THIS YEAR WE ACTUALLY COLLECTED MUNICIPAL ROADS ALSO AND GAVE MUNICIPALITIES THAT, THAT PQI AND THAT DATA TO MAKE THEIR DECISION, HOW THEY WANT TO HANDLE THEIR OWN ROADS. TYING INTO THAT. I WAS DISCUSSING BEFORE THE MEETING THE COMMITTEE, I GIVE A GREAT DEAL OF CREDIT FOR GETTING A VISION. AND THAT VISION IS THAT WE'RE REQUIRED TO SPEND THE NUMBERS WITH A MILLION DOLLARS A YEAR OF OUR FUNDS ON STATE ROUTES. AND WE'VE MADE THE DECISION THAT ROUGHLY HALF A MILLION WILL BE SPENT BY THE DISCRETION OF THE VARIOUS COMMITTEE MEMBERS THAT HAVE BEEN PICKING ROUTES THAT THE STATE. AND WE ALSO THEN ARE LOOKING AT ROADS WITH INTERESTING OF THE ROUGHLY 400 MILES OF STATE SECONDARIES IN BUFORD COUNTY, ROUGHLY 200 OF ADT FOR 500 [00:20:01] OR LESS, WHICH IS REMARKABLE. AND SO WE'VE ELECTED. WE HAVE FROM UNDER CONTRACT THAT IS REVIEWING ALL OF THE FIVE HUNDRED AND EIGHTY FIVE HUNDRED EIGHTY OR LESS, AND COMING UP WITH THE PROGRAM, SIMILAR TO WHAT WE HAVE IN OUR FIVE-YEAR PLAN. AND THAT'S WHAT WE WILL BE FOLLOWING FOR THE FUTURE. SO DIRECTIVES 84 AND 85 OF DEITY, THOSE ROADS WILL NEVER BE TOUCHED BASED UPON THE CRITERIA THAT THEY'RE USING. SO THIS IS A WAY WE CAN MAKE A DIFFERENCE IN THE NEIGHBORHOODS AND WE'RE LOOKING AT, UH, DIFFERENT METHODOLOGIES AND WHAT WE'VE BEEN USING UP TO NOW, UM, TO TOUCH THOSE ROADS. MOST OF THE ROADS ARE IN THE SUBGRADE IS IN GOOD SHAPE. IT'S JUST THE WRITING SURFACE NEEDS ATTENTION. SO WE HAVE A PROGRAM IN PLACE AND WE'LL BE SPENDING ROUGHLY 500,000 ON 580 OR LESS, AND WE'VE BE SPENDING MORE MONEY ON THE OTHER RIGHTS THROUGHOUT THE COMMUNITY. SO WITH THAT SAID, JOE, YOU'RE UP NEXT, SIR, YOU HAVE MY PRESENTATION. SO FIRST I'D LIKE TO SAY, THANK YOU TO THE COMMITTEE FOR ADAM VOT, COME AND SPEAK TO YOU. UM, WE TRULY ARE A PARTNERSHIP AND THE WAY THAT THIS RELATIONSHIP IS SET UP, THERE IS A REQUIREMENT TO SPEND MONEY ON STATE ROADS. BUT WE VIEW THIS AS A PARTNERSHIP. UH, THE COMMUNITY HERE, UH, DEPENDS ON THE PUBLIC SERVICE OF YOU ON THE COMMITTEE, AND WE APPRECIATE YOUR PUBLIC SERVICE GO TO THE NEXT SLIDE. SO I'D LIKE TO GIVE A LITTLE HISTORY ABOUT THE SEAT PROGRAM, WHICH IF YOU EVER HEAR C PROGRAM C FUNDS, THE CTCS NOWADAYS, THEY ARE PRETTY MUCH SYNONYMOUS. UM, BUT THE EARLY HISTORY OF THE C PROGRAM WAS BACK IN THE 1940S. THE STATE HIGHWAY SYSTEM WAS DIVIDED INTO A PRIMARY AND SECONDARY SYSTEM. AND THE REASON WHY WAS BECAUSE MOST OF THE ROAD, UH, THE ROAD DOLLARS WERE BEING SPENT ON THE PRIMARY SYSTEM OR WHAT WOULD BE CONSIDERED THE PRIMARY SYSTEM NOW, BECAUSE THOSE WERE THE ROADS THAT WERE TAKING PEOPLE BETWEEN COMMUNITIES, BUT THOSE LOCAL ROADS OR FARM TO MARKET ROADS, WEREN'T GETTING MUCH ATTENTION. AND SO PART OF THAT EARLY PLANNING WAS TO SAY, THESE ROADS ARE GETTING ATTENTION. PEOPLE ARE COMPLAINING ABOUT IT. LET'S TRY TO PUT SOME MONEY TOWARDS THIS, A SMALLER PART OF OUR TRANSPORTATION SYSTEM. AND THEN LATER ON IN 1951, THERE WAS A PROGRAM A, B AND C, AND THAT'S HOW THE PROGRAM GOT ITS NAME PROGRAM C WAS KNOWN AS THE STATE SECONDARY PROGRAM. AND THIS WAS COMPLETELY A DOD PROGRAM AT THAT POINT. NEXT SLIDE. SO A LITTLE BIT MORE HISTORY, YOU KNOW, THE COUNTY TRANSPORTATION COMMITTEES, AS WE KNOW THEM TODAY, DIDN'T COME ABOUT UNTIL AROUND THE 1990S. AND THAT WAS BY A LAWSUIT ORIGINALLY. UM, THE DELEGATION, THE LEGISLATIVE DELEGATION THEMSELVES, UH, WERE THE ONES THAT WERE RESPONSIBLE FOR DOLING OUT THESE FUNDS. AND NOW THERE'S A SEPARATE COMMITTEE. YOU KNOW, THOSE OF YOU IN THE ROOM AND YOU'RE RESPONSIBLE FOR PRIORITIZING THESE FUNDS AND FINDING A GOOD PLACE TO SPEND THEM. SO TYPICALLY THE CTCS ARE APPOINTED BY THEIR DELEGATION. SOMETIMES THAT APPOINTMENT AUTHORITY IS TRANSFERRED. AND AS I UNDERSTAND IT, THAT'S THE CASE WITH BUFORD, UH, APPOINTED BY COUNTY COUNCIL IN THE C FUND LAW. THERE'S NO SET SIZE OR TERMS FOR THE CTCS. AND SO THOSE DECISIONS ARE MADE AT THE LOCAL LEVEL, BUT AS WE SEE IT IN THE C FUND LAW, THERE'S TWO MAIN RESPONSIBILITIES. AND I HOPE EVERY CTC MEMBER IN HERE UNDERSTANDS THIS IT'S TO PRIORITIZE AND MAKE A TRANSPORTATION PLAN. AND THAT'S DEFINED IN THE C FUND LAW. AND I KNOW CHAIRMAN GORDON IS VERY DILIGENT ABOUT THAT AND UPDATING IT EVERY YEAR, THAT'S PRIORITY NUMBER ONE, AND THEN PRIORITY. NUMBER TWO IS FOLLOWING THAT PLAN AND SELECTING ROADS, SELECTING TRANSPORTATION NEEDS THAT FOLLOW THAT PLAN FOR IMPROVEMENT. NEXT SLIDE PLEASE. AND THE LAST BIT OF HISTORY I'LL GIVE IS, UH, ACT 40 FROM 2017. THIS ACT A LOT OF US WOULD REFER TO AS THE NEW GAS TAX AND IT DID TWO THINGS. IT INCREASED THE TOTAL AMOUNT OF C FUNDS AND IT INCREASED THAT STATE ROAD REQUIREMENT THAT CHAIRMAN GORDON MENTIONED. AND SO IT DID OTHER THINGS BEYOND THE C PROGRAM, BUT WE'LL FOCUS ON THE SEAT PROGRAM. NEXT SLIDE PLEASE. SO WHERE DO THESE FUNDS COME FROM? IT'S THE STATE GAS TAX. THAT'S WHERE, UH, THE C FUNDS COME FROM. AND RIGHT NOW, AS OF THIS DAY, WHEN YOU GO PUMP A GALLON OF GASOLINE AND BUFORD COUNTY, 26.75 CENTS OF THAT [00:25:01] PRICE THAT YOU PAY AT THE PUMP IS GOING TO THE STATE GAS TAX IS GOING TO THAT, THAT POT OF MONEY. AND FOR ROUGH NUMBERS, A CENT OF THE GAS TAX EQUATES ROUGHLY TO ABOUT $34 MILLION A YEAR IN REVENUES AND THAT NEW GAS TAX FROM 2017, WE'RE IN YEAR FIVE STATEWIDE OF GETTING THAT IMPLEMENTED. SO THAT'S A 12 CENT INCREASE OVER SIX YEARS. SO WE STILL HAVE TWO MORE PENNIES TO GO. NEXT YEAR, WE'LL BE AT 28.75 CENTS PER GALLON. NEXT SLIDE, PLEASE. THE STATE GAS TAX, THE C FUNDS ARE ABOUT 15% OF THAT. NEXT SLIDE PLEASE. SO AT 40, UH, IT INCREASED THE C FUNDS FROM 2.6, 6 CENTS PER GALLON TO JUST SHY OF 4 CENTS PER GALLON. LIKE I MENTIONED, THAT WAS 15% ROUGHLY OF THE STATE GAS TAX. ONE OF THE BIG PROVISIONS IN THAT WAS THAT THAT TOTAL INCREASE THAT 50% INCREASED, UH, HAD TO BE SPENT ON THE STATE SYSTEM. THAT DONOR BONUS WAS ALSO INCREASED, WHICH IS OF NOTE FOR BUFORD COUNTY. BUFORD IS A DONOR COUNTY AS OF THIS LAST YEAR. AND AS OF NOW WITH NOT WE'RE FULLY IMPLEMENTED, WE'RE, WE'RE AT THE POINT NOW WHERE THE REVENUES COMING IN, OR BECAUSE OF THAT 3.99 CENTS PER GALLON, ROUGHLY $130 MILLION IS FLOWING THROUGH AND RECURRING FUNDS FLOWING THROUGH THIS PROGRAM STATEWIDE. AND THAT INCLUDES THE GAS TAX AND THE DONOR BONUS. AND IF YOU LOOK AT THIS YEAR AS A NOTABLE YEAR, THERE WAS ALSO A $50 MILLION ONE TIME EARMARK. SO THIS, IT WAS $180 MILLION COMING THROUGH THE PROGRAM. NEXT SLIDE. AND ONE THING I WANTED TO POINT OUT HERE TOO, IS OUT OF THAT STATE REQUIREMENT, A LOT OF TIMES YOU MIGHT HEAR IT BEING REFERRED TO AS A 33% REQUIREMENT OR SOMETHING LIKE THAT. THE C FUND LAW STILL STATES IN THEIR 25%. AND IT STATES THAT THE NEW MONEY HAS TO BE SPENT ON THE STATE SYSTEM DLTS POSITION WITH THIS ALWAYS HAS BEEN THAT, THAT NEW MONEY THAT'S GOING TO BE SPENT ON THE STATE SYSTEM. THERE'S NOT A SEPARATE REQUIREMENT. SO THAT NEW MONEY THAT'S BEING SPENT WILL MEET THAT 25% REQUIREMENT TO START WITH. AND IF YOU LOOK AT THE ROUND NUMBERS, 25%, WHICH WAS THE ORIGINAL REQUIREMENT IS ROUGHLY 6.66 CENTS PER GALLON. AND AT FULL IMPLEMENTATION WHERE WE ARE NOW AS THE STATE REQUIREMENT WENT TO 1.33. SO THAT ENTIRE INCREASE, EVEN THOUGH WE SAY THAT THE ENTIRE INCREASE MUST BE SPENT ON THE STATE SYSTEM, REALLY OUT OF THAT INCREASE, WE WENT FROM HAVING TO SPEND 0.6, 6 CENTS PER GALLON PREVIOUSLY TO 1.33. SO THAT NEW MONEY THAT CAME THROUGH, I'M PROBABLY SPITTING OUT TOO MANY NUMBERS, BUT THE NEW MONEY THAT CAME THROUGH THE CTC HAS DISCRETION ON HALF OF THAT MONEY TO SPEND IT WHERE THERE'S THE BIGGEST NEED AND HALF THE MONEY HAS TO GO TO THE STATE. NEXT SLIDE. SO HOW DO WE DISTRIBUTE THE STATEWIDE? HOW DOES IT COME FROM THE PUMP WHENEVER YOU'RE PUMPING GAS TO GETTING INTO THE CONTROL OF THE CTC AND THE C FUND LAW SPELLS THIS OUT, IT'S BASED ON THREE FAT FACTORS, POPULATION, LAND AREA, AND RURAL ROAD MILES. AND IF YOU TAKE A PERCENTAGE OF WHAT YOU'VE HEARD HAS AS COMPARED TO THE REST OF THE STATE AND YOUR AVERAGE, THOSE THREE TOGETHER, YOU GET 2.3, 2% OF THE TOTAL SEIFUN THAT'S ACCUMULATED STATEWIDE EACH MONTH. AND SO THE GAS TAX COLLECTORS, THE GAS STATIONS AS THEY COLLECT TAXES EACH MONTH, THOSE TAXES ARE DUE TO THE DEPARTMENT OF REVENUE AND THE DEPARTMENT OF REVENUE THEN, UH, TRANSFERS THEM OVER TO STD OT. AND ONCE WE FIGURE OUT WHAT THAT NUMBER IS, THAT PERCENTAGE IS APPLIED TO THAT GAS TAX AND THAT EXACT AMOUNT COMES TO BUFORD CTC EACH MONTH. NEXT SLIDE PLEASE. SO, AS I MENTIONED, THERE'S A COUPLE OF DIFFERENT FUNDING PORTIONS FOR THE CTC, THAT NORMAL APPORTIONMENT AND FOR PLANNING PURPOSES, AS I MENTIONED, WE GET GAS TAXES AS THEY'RE COLLECTED EACH MONTH THAT COME TO THE PROGRAM, BUT BECAUSE THERE'S STRINGS ATTACHED TO THIS MONEY TO BE A GOOD PARTNER WITH A DLT AND THE CTC, AND TO UNDERSTAND EACH OTHER, WE GIVE A FORECAST OF WHAT YOU CAN EXPECT TO GET IN FUNDS. SO WE'LL EQUAL EXACTLY 2, 5, 5, $3 MILLION. NO, BUT IT'LL BE SOMEWHERE WITHIN A FEW PERCENTAGE POINTS OF THAT BASED ON CONSUMPTION. AND SO, AS YOU KNOW, PEOPLE DRIVE LESS WHEN GAS IS MORE EXPENSIVE, WHEN IT GOES WAY DOWN, PEOPLE DRIVE MORE. SO A LOT OF IT'S A SHOT IN THE DARK, BUT WE GIVE A FORECAST AT THE BEGINNING OF THE YEAR TO PLAN [00:30:01] FROM. AND IN ADDITION TO THAT, I MENTIONED THAT BUFORD, CTC IS A DONOR COUNTY. AND SO FOR THOSE OF YOU THAT LIVE AROUND HERE, IF YOU'RE PUMPING GAS IT AND BUFORD COUNTY, BECAUSE THAT NUMBER WILL JUST MEAN THAT BUFORD GETS A BIGGER SLICE OF THE PIE. IF YOU'RE DOWN HERE THIS PAST YEAR, YOU FORGET $251,000 FROM THE DONOR PROGRAM. AND THAT'S OUT OF ROUGHLY $20 MILLION STATEWIDE AND THAT'S ON TOP OF THE GAS TAX. AND SO THAT MONEY RIGHT THERE, THAT DONOR BONUS THAT 251,000, IT DOESN'T HAVE THE STRINGS ATTACHED TO IT, OF THE STATE REQUIREMENT. AND SO THAT STATE REQUIREMENT, I MENTIONED APPLIES TO THAT TOP NUMBER, THAT 2.553, BUT NOT TO THE DONOR NUMBER. AND THEN IN ADDITION, THE LEGISLATURE, UH, GAVE $50 MILLION STATEWIDE TO THE CTCS AND THAT'S BUFORD SHARE OF IT BASED ON THE APPORTIONMENT FORMULA. SO IN TOTAL, ROUGHLY $4 MILLION TO PLAY WITH THIS YEAR AND NEW FUNDS, NEXT SLIDE, PLEASE NEW FOR CTC IS SELF ADMINISTERED. SO I HAVE THE UNIQUE ROLE AT D O T OF BEING PART OVERSIGHT OF THE CTC STATEWIDE AND, UM, HELPING WITH PROJECT DEVELOPMENT, UH, ACTIVITIES THAT COME THROUGH S C D O T. AND SO WITH, UH, THE CTC STATEWIDE, THEY HAVE THE OPTION. THEY CAN KEEP THE MONEY AT D O T AND WE WILL ADMINISTER THE PROGRAM FOR YOU, OR YOU CAN KEEP IT ON YOUR OWN AND ADMINISTER THE PROGRAM FOR YOURSELVES AND IN DOING SO, THE CTCS THAT ARE SELF ADMINISTERED ESSENTIALLY ARE TAKING THE RESPONSIBILITY TO SAY THE REQUIREMENTS THAT ARE LISTED IN THE C FUND LAW, WE'RE GOING TO ENSURE THAT THAT'S MET. AND THOSE COUPLE OF REQUIREMENTS TO NAME A FEW, UM, ARE, ARE MOST IMPORTANTLY, ARE THAT YOU'RE GOING TO USE A LOW BID SYSTEM. YOU'RE GOING TO NOT JUST GIVE THIS WORK OUT TO ANYBODY. YOU'RE GOING TO ACTUALLY MAKE SURE IT'S COMPETITIVELY BID, BECAUSE THESE ARE PUBLIC FUNDS. YOU'RE GOING TO ACCEPT THE LOW BIDDER FOR CONSTRUCTION. YOU'RE GOING TO AWARD THAT CONTRACT TO THE LITTLE BIT, OR YOU'RE GOING TO ADVERTISE YOUR CONTRACTS. AND SO FOR THOSE THAT ARE FAMILIAR WITH GOVERNMENT WORK, IT'S COMMON SENSE TYPE THINGS. BUT I COME BACK IN ON THE END AND CHECK A VARIETY OF PROJECTS AND SAY, YES, BUFORD, CTC. YOU'RE, YOU'RE DOING THINGS IN LINE WITH THE LAW. AND IT APPEARS THAT YOU'RE DOING, UH, YOU'RE TAKING THE NECESSARY STEPS. YOU'VE SET UP PROCESSES TO MAKE SURE THESE THINGS ARE HAPPENING. AND, YOU KNOW, THERE'S A 60, 40 SPLIT RIGHT NOW, UH, CTC STATEWIDE THAT ARE SELF ADMINISTERED AND THOSE THAT HAVE THEIR FUNDS AT DLT. THAT'S AN IMPORTANT THING TO NOTE IS ADMINISTRATION OF THE PROGRAM IS DIFFERENT FROM PROJECT MANAGEMENT. AND SO A SELF ADMINISTERED CTC MEANS THEY'RE KEEPING THEIR CHECKBOOK, BUT A SELF ADMINISTERED CTC CAN SEND FUNDS BACK TO DLT AND DLT CAN MANAGE A SPECIFIC PROJECT FOR YOU. AND SO IN TERMS OF VOT, THERE'S THE ROLE OF MANAGING THE CHECKBOOK OR BEING A CHECKBOOK BEING MANAGED AT THE COUNTY LEVEL OR IN TERMS OF PROJECT IS A PROJECT MANAGED BY DOD OR IS THE PROJECT MANAGED BY ANOTHER ENTITY? AND SO THAT CAN MEAN YOU CAN SPEND FUNDS ON BICYCLE PATHWAYS, SIDEWALKS, AND THOSE TYPES OF THINGS, BUT TYPICALLY MOST OF THE CTCS FUND, UH, IMPROVING THE PAVEMENTS ON THE ROADS IN THEIR SYSTEM. AND THAT'S WHERE ONE OF THE LARGER NEEDS IS FOR OUR STATE RIGHT NOW, IN GENERAL, THEY NEED TO BE ON PUBLIC PROPERTY. WE DON'T WANT TO SPEND PUBLIC DOLLARS BENEFITING A PRIVATE PROBLEM THAT THEN THAT PRIVATE CITIZEN CAN CLOSE UP AND SAY, NOW WE'RE NOT GOING TO ALLOW THE PUBLIC ON IT AND THEY NEED TO BE ACCESSIBLE TO THE PUBLIC NEXT SLIDE. SO I WANT TO POINT OUT THIS TO THE CTC, YOU HAVE THE AUTHORITY AND THE SOLE AUTHORITY TO DOLE OUT WHERE THESE FUNDS ARE. [00:35:01] AND SO IT'S YOUR RESPONSIBILITY THAT I MENTIONED TO PRIORITIZE AND SELECT WHICH PROJECTS GET FUNDED. THE SECOND ROLE I WANTED TO MENTION AS THE DISTRICT CONTRACT MANAGER, THAT NUMBER TWO, THERE, THE DISTRICT CONTRACT MANAGER, MARCI, SHE'S GOING TO SPEAK IN A MOMENT TOO, BUT T'S RESPONSIBLE FOR BRINGING ESTIMATES TO YOU GUYS, BUT THEN ALSO WHENEVER A PROJECT WOULD BE APPROVED AND COME THROUGH A DOD FOR MANAGEMENT, SHE WOULD BE THE ONE THAT'S WORKING OUT THE DETAILS FOR THAT CONTRACT. SO SHE WOULD BE ABLE TO PROVIDE QUANTITIES AND SCRIPT MAPS TO GET THAT TO A POINT WHERE IT'S ALMOST READY FOR BIDS, THE THIRD ROLE, WHICH I THINK YOU SHOULD BE KNOWLEDGEABLE ABOUT IS THE PROGRAM MANAGER. AND THAT PERSON IS LOCATED IN HEADQUARTERS IN COLUMBIA WITH ME. AND I THINK THAT'S MIKE FULLMER FOR THIS AREA. AND THE FOURTH ROLE THAT I'VE MENTIONED ON HERE IS, UH, THE DISTRICT PERMIT ENGINEER. AND I HIGHLIGHT THAT BECAUSE THERE IS AN OPTION WHENEVER, UH, FUNDS GO THROUGH ON THE STATE SYSTEM, THAT WHEN FUNDS ARE SPENT ON THE STATE SYSTEM, THEY CAN COME THROUGH DLT FOR DLT MANAGEMENT AND FOR CERTAIN PROJECTS, UH, IF YOU HIRED YOUR OWN ENGINEER, THE WAY THAT YOU WOULD INTERACT WITH THE STATE SYSTEM IS THROUGH A PERMIT. SO IF SOMEBODY ELSE IS MANAGING IT, WE DON'T WANT SOMEBODY COMING TO OUR SYSTEM AND BUILDING SOMETHING THAT WE DON'T KNOW ABOUT. AND THAT'S, I THINK VERY REASONABLE WHEN YOU THINK OF IT, IF YOU OWN AND ARE RESPONSIBLE FOR YOUR OWN PRIVATE PROPERTY, YOU KNOW, IF YOU HAVE A HOUSE, EVEN THOUGH SOMEBODY IS GRACIOUSLY SAYING, I WANT TO DO THIS IMPROVEMENT TO YOUR HOUSE, I WANT TO ADD THIS DECK ONTO YOUR HOUSE. YOU DON'T WANT TO COME BACK TO SOMETHING THAT YOU'RE NOT HAPPY WITH. AND ESSENTIALLY, THAT'S ALSO ONE OF THE MAIN POINTS I WANT TO MAKE TO THE CTC IS THAT NO MATTER WHO OWNS THE SYSTEM, THAT YOU'RE GOING TO BE IMPROVING, MAKE SURE YOU GET BUY-IN ON THAT OWNER. SO WHOEVER'S COMING TO YOU WITH THE PROJECT THERE THAT THAT PERSON THAT'S REPRESENTING THAT COMMUNITY, OR SORRY, THAT AGENCY, WHETHER IT'S THE COUNTY S C D O OT OR A LOCAL GOVERNMENT, THAT PERSON IS ALSO RESPONSIBLE IN TERMS OF THEIR ROLE FOR MAKING SURE THAT AFTER THE PROJECT IS DONE, THAT THAT LOCAL GOVERNMENT OR S C L E OR THE COUNTY IS HAPPY WITH WHAT'S BEING BUILT BECAUSE AT THE END OF THE PROJECT, THE CTC GOES ONTO THE NEXT ONE. AND IN THAT, IN THAT SENSE, IN TERMS OF HAVING A FUNDING RESPONSIBILITY, THE CTC IS LIKE A MINI DOD, BUT IN TERMS OF PERPETUAL MAINTENANCE, THE CTC IS NOT LIKE A DOD OR A COUNTY GOVERNMENT. AND SO FROM THAT STANDPOINT, AND FOR ME HIGHLIGHTING THAT ROLE IS WHOEVER'S GOING TO BE INVOLVED IN MAINTAINING THAT AFTERWARDS. WE NEED TO MAKE SURE WE'RE BEING GOOD PARTNERS TO EVERYONE INVOLVED, THAT THE SOLUTION THAT'S PROPOSED IS ACTUALLY ACCEPTABLE TO THE PROJECT OWNER. THE NEXT SLIDE, PLEASE. SO I'VE LISTED A FEW THINGS HERE ALSO ABOUT THE HIERARCHY OF DEITY. AND SO I'VE GIVEN THE SPECIFIC ROLES THAT YOU'LL INTERACT WITH THE MOST. AND THE DIFFERENCE THERE IS THE AT-LARGE MEMBERS HAVE TO BE APPROVED BY BOTH THE HOUSE AND THE SENATE. UM, THEY HAVE A NUMBER OF ROLES ACROSS, UH, DLT, A LOT OF THEM SIMILAR, UH, TO THE CTCS THEMSELVES, BUT IN TERMS OF D O T Y, THEY APPROVED VARIOUS PRIORITY LISTS. AND THAT'S A REQUIREMENT OF ACT ONE 14, ALL OF THE MONEY THAT DLT CONTROLS WE HAVE TO PRIORITIZE AND SPEND. WE CAN'T JUST PICK A PROJECT THAT WE WOULD WANT TO, UH, WANT TO, WITHOUT HAVING SOME REASONABLE WAY TO SAY THAT TO THE NEXT ONE ON THE LIST. THEY'RE RESPONSIBLE FOR MAKING SURE THAT STEP IS UP TO DATE. THAT'S THE STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM. THAT'S A LIST THAT TALKS ABOUT FUNDING DOLLARS ON THE FEDERAL SIDE THAT ARE BEING SPENT WITHIN THE STATE. THEY'RE RESPONSIBLE FOR THE LONG RANGE PLAN AND APPROVING OUR ANNUAL BUDGET. AND THERE'S A NUMBER OF OTHER THINGS ON HERE. THEY HAVE THE ABILITY TO REQUEST TO ISSUE BONDS. IF THEY WOULD LIKE TO PUT A BIGGER EMPHASIS ON IMPROVEMENT RIGHT NOW, THEY CAN HAVE THAT MONEY UP FRONT JUST AS THE CTCS HAD THAT ABILITY TO, AND THE C FUND WALL. UH, THEY HAVE, UH, BY OUR PROCESSES, THEY ARE THE ONES THAT ARE RESPONSIBLE FOR APPROVING CONTRACTS EXTENSIONS. AND IF YOU LOOK AT THAT FROM A REASONABLE STANDPOINT, UH, IN TERMS OF PROCUREMENT THERE'S TIMES WHERE YOU'RE BALANCING THE GOOD OF BEING FAIR TO THE INDUSTRY AND BEING FAIR TO THE TAX DOLLAR. SO YOU WANT TO, UH, ENCOURAGE COMPETITIVENESS WITHIN THE INDUSTRY, WHATEVER YOU'RE BIDDING, YOU KNOW, PAVING CONTRACTORS, BUT YOU ALSO WANT TO BE FAIR TO THE TAX DOLLARS. AND SO THAT'S A BALANCE. THEY'RE NOT ALWAYS GOING TO BE SEEN, YOU KNOW, HAND IN HAND. AND SO WHEN THEY WOULD APPROVE CONTRACT EXTENSIONS, UH, WE TYPICALLY DO THAT FOR THE SAME SCOPE OF WORK AND FOR, UH, LOCATIONS THAT WOULD BE VERY, UH, VERY CLOSE BY. THEY HAVE THE ABILITY TO ADD AND DELETE ROADS FROM THE STATE HIGHWAY SYSTEM.
