WE STARTED OUR PROGRAM IN 2012 TO PROVIDE LOCAL ATHLETES WITH A PLATFORM TO CONTINUE TO ATHLETIC PURSUITS POST HIGH SCHOOL IN A DECADE THAT WE'VE BEEN IN EXISTENCE. WE HAVE HELPED SEVERAL PLAYERS RECEIVE COLLEGE SCHOLARSHIPS, SOME PLAYERS, OUR CURRENT CONTRACTS TO PLAY PERFECTIONS, BUT IN THOSE 10 YEARS HAVE RECEIVED CONSISTENT RESISTANCE AND USE OF DISTRICT FEEDS. YOU HAVE NEVER BEEN GIVEN ACCESS TO A HIGH SCHOOL STADIUM. WE WOULD PRACTICE ISSUES BEFORE PRINCIPALS, THE COO IN THE PAST AND CURRENT SUPERINTENDENT. THE MAIN REASON FOR I PASS IT DOWN A SECOND CONCERN, OR WE'RE PLAYING CONDITION OF THE GRASS FIELDS OR UNDERSTANDABLE CONCERN. BUT WE WERE TOLD BY SEVERAL DISTRICT OFFICIALS, INCLUDING THE CURRENT ATHLETIC DIRECTOR WHO HAD HIGH SCHOOL AND AT THE FIELDS, WHATEVER RESEARCHERS, ARTIFICIAL TURF, THAT WE WOULD HAVE ACCENTS. I EXERCISE MY CIVIC DUTY AND VOTED FOR A BOND REFERENDUM THAT PROVIDED THE FUNDS TO UPGRADE A PLAIN SURFACE AT HILTON HEAD HIGH SCHOOL. NOW I JUST WANT THEIR ACCESS TO SOMETHING I WILL. WE ARE CURRENTLY STILL BEING DENIED ACCESS TO THE FIELDS, EVEN THOUGH THE FIELDS HAVE MEMBER SURFACE AND THERE WERE NO CONFLICTS WITH SCHOOL ACTIVITIES. I BELIEVE THESE DENIALS ARE A CLEAR VIOLATION OF OSA 29 USE OF SCHOOL FACILITIES, WHICH STATES THE PRINCIPLE FOR THE INDIVIDUAL SCHOOL OF THE REQUEST IS YOU SHOULD APPROVE ALL REASONABLE REQUESTS TO USE SCHOOL FACILITIES. THE REGULATION LISTS, DESIGN SPECIFIC REASONS YOU IN DENIAL. AND I SEE NO REASON REASONABLE REASON TO DENY OUR REQUEST. I HAVE HERE A FLAT FOR 7 0 7 TRIAL BE HELD AT HILTON HEAD HIGH SCHOOL THIS SATURDAY, FEBRUARY 19TH, BY ANOTHER OUTSIDE ORGANIZATION ON ONE OF THE GRASS FIELDS WE'VE BEEN DENIED USING ALL THESE YEARS, WE JUST, WE DON'T WANT SPECIAL TREATMENT. IT IS PUBLIC KNOWLEDGE THAT YOU FOR COUNTY COUNCIL APPROVED SEVEN MIL TO SUPPORT TEACHERS. SO IN THE BUDGET UPDATE, WE'LL HAVE SOME MORE CURRENT NUMBERS AS OF JANUARY 31ST. UM, OUR STATE REVENUES ARE 43 MILLION OR 40% AT THE END OF THE SECOND QUARTER. UH, PRIMARILY, UH, THOSE ARE STATE REVENUES FROM THE EFA EDUCATION FINANCE ACT AND TRANSFERS AND FROM THE EDUCATION IMPROVEMENT ACT. SO WE'RE RIGHT ON TRACK. THOSE AS WELL, UH, SPENDING IS REPORTED AT 120 MILLION OR 44% AS, AS AT THE END OF THIS YEAR. UM, SO TYPICALLY, ALTHOUGH WE HAVE WE'RE SIX MONTHS INTO THE FISCAL YEAR WHERE ONLY ABOUT, UH, FOUR AND A HALF MONTHS INTO THE SCHOOL YEAR. SO THEREFORE THE SPENDING BEING SLIGHTLY LESS THAN 50%. SO WE WILL, UM, MAKE UP FOR THAT IN THE JUNE, JULY, AUGUST TIMEFRAME AS THOSE, UM, THE END OF YEAR COMES AND WE'RE ACCRUING BACK TO THE PRIOR FISCAL YEAR. UH, SO SPECIAL REVENUE FUNDS, UH, THE LION'S SHARE OF THE SPECIAL REVENUE FUNDS IN THIS QUARTER OR THE E S SAR, THE, AS HER FUNDS FROM THE FEDERAL GOVERNMENT, UH, FLOWING THROUGH THE STATE. AND, UH, WE SPENT $8.6 MILLION OF THOSE FUNDS IN THE SECOND QUARTER. NOW WE'RE GOING TO TALK ABOUT SEVEN MONTHS OF TAX COLLECTIONS. SO THE CURRENT YEAR TAX REVENUES AS THREE, THE END OF JANUARY 31ST FOR 148 MILLION. SO AGAIN, THE LION'S SHARE OF OUR TAX FROM THE COMES IN DECEMBER AND JANUARY. SO WE'RE AT 19.5% OF THAT COLLECTION. UH, WE WOULD TYPICALLY BE CLOSER TO 94 OR 95% [00:40:01] AT THIS POINT IN THE YEAR. AND THERE IS ANOTHER DELAY THIS YEAR. WE'VE HAD A FEW OVER THE YEARS AND THIS, THIS ONE IS A LITTLE DIFFERENT THAN WHAT WE'VE EXPERIENCED IN THE PAST. UH, THERE IS SIGNIFICANT, I BELIEVE, DUE TO GROWTH IN THE COUNTY, THERE'S A LARGER MUCH LARGER NUMBER OF APPLICANTS FOR THE LEGAL RESIDENTS, A TAX ASSESSMENT. SO THIS 4% TAX ASSESSMENT, THOSE WHO ARE, UM, APPLYING FOR THAT LEGAL RESIDENCE, UH, THE BENEFIT BEING ZERO SCHOOL OPERATING TAXES ON THE TAX BILL, A SIGNIFICANTLY REDUCED, UH, TAX BILLS. UH, THAT'S CREATED A BACKLOG AND THE COUNTY, UH, ACCOUNTING OFFICE BUILDING THE ASSESSOR'S OFFICE IN PARTICULAR. UM, I QUOTED, UM, IN THE NEXT SLIDE, UH, A PENALTY WAIVER THAT'S BEING ALLOWED TO OUR TAXPAYERS GIVING ADDITIONAL TIME FOR PAYMENT FOR THOSE THAT HAVE APPLIED FOR THAT LEGAL RESIDENCE STATUS. AND SO IT DOES GIVE ADDITIONAL TIME WITHOUT PENALTY FOR TAXPAYERS TO PAY THEIR BILL. SO THERE IS SOME QUESTION AS TO WHAT THOSE AMOUNTS WILL ULTIMATELY BE. UH, WHEN WE WOULD TYPICALLY KNOW AT THIS POINT IN THE YEAR, WHAT PRETTY SOLID, WHAT OUR REVENUES ARE. WE REALLY HAVE A, AN UNCERTAINTY AS TO HOW MUCH THAT FINAL COLLECTION WILL BE. SO WE HAVE, UH, WE WILL BE COLLECTING NOW FROM FEBRUARY THROUGH AUGUST 31ST WILL BE, UH, JULY AND AUGUST FREE BACK INTO THE FISCAL YEAR TO ACCOUNT FOR OUR REVENUES, BUT WE HAVE 15 AND A HALF MILLION DOLLARS LEFT TO COLLECT. SO THAT IS PRETTY STEEP COMPARED TO WHAT WE'VE SEEN. TYPICALLY WE SEE ABOUT 10 MILLION DURING THAT PERIOD OF TIME. SO, UH, WE ARE EXPERIENCING A LOT OF GROWTH IN THE COUNTY AND WE ARE HOPEFUL THAT WE WILL SEE, UM, UH, AT LEAST, UH, UH, THE BUDGETED AMOUNT OF 163 MILLION OR SOME NUMBER IN EXCESS OF THAT. SO THE NEXT SLIDE IS PROVIDES A HISTORY OF BUDGETED TO ACTUAL FOR THE LAST SEVERAL YEARS, WELL, ABOUT 10 YEARS. AND, UH, SO YOU'LL SEE IN THE, IN THE RECTANGULAR, UH, BLOCKED AREAS OR THE TAX REASSESSMENT YEARS IN THOSE YEARS, THE RED LINE IS OUR ACTUAL NUMBERS, UH, ACTUAL TAX REVENUE. SO, UM, REASSESSMENT, UH, WAS IT BACK IN 2019? THE NEXT ONE IS, UH, THEY REQUIRED EVERYBODY EVERY FIVE YEARS. THE NEXT ONE WAS ESTIMATED ESTIMATED TO BE ABOUT 20, 24. UM, IF NOT BEFORE THEN. SO WE'LL BE TRACKING THOSE NUMBERS VERY CAREFULLY AND LOOKING FORWARD TO CONVERSATIONS, UH, CALCULATIONS DURING THAT PERIOD, BUT, UH, WHILE STILL WATCHING OUR CURRENT YEAR AS WELL. UH, AND THE VILLAGE IS A CALCULATION OF TIME OF, UM, OUR CURRENT KNOWLEDGE IS 121.6 MILLS. AND OUR, THE VALUE OF THE MILL IN THE SCHOOL OPERATIONS IS ABOUT $1.3 MILLION. SO THAT EQUATES TO 163 MILLION. WE REFERRED TO EARLIER ANNUALLY UNDER ACCURATE RADIATE A STATE LAW. UM, THERE IS A, A MILLAGE CAP AND THE CAP IN ORDER TO CALCULATE THAT CAT IS A COMBINATION OF CPI, CONSUMER PRICE INDEX BASED ON INFLATION AND POPULATION GROWTH. SO THAT WOULD BE REPRESENTATIVE OF INFLATIONARY TIMES. UH, SO WE ARE STILL WAITING ON THE POPULATION GROWTH PERCENTAGES, AND, UM, THOSE WOULD TYPICALLY COME IN IN MARCH IN THE MARCH TIMEFRAME. AND SO, BUT AS YOU CAN SEE NOW, WE ALREADY ARE AT A POINT WHERE THE POSSIBILITY OF RAISING MILLAGE, IF AS MUCH AS 5.7 MILS ABOVE THE 121.6 IS A POSSIBILITY. WE DO COLLECT ABOUT A HUNDRED MILLION DOLLARS A YEAR IN STATE REVENUES. UH, ABOUT HALF OF THAT IS SALES TAX REIMBURSEMENT ON OWNER OCCUPIED. SO BASICALLY WHEN THE STATE LAW AT CREATE REMOVES SCHOOL OPERATING TAXES FROM OUR TAX ROLLS, THEY REPLACED IT WITH A 1 CENT SALES TAX THAT 1 CENT GOES TO THE STATE IS CALCULATED AND REALLOCATED BACK TO ALL SCHOOL DISTRICTS AND STATES, UM, SCHOOL, A SCHOOL DISTRICT RECEIVED 49 IS EXPECTED TO RECEIVE 49.2 MILLION NEXT YEAR. UH, WE RECEIVED THAT INFORMATION RECENTLY, IT'S AN INCREASE OF $1.7 MILLION. UH, ONE OF THE OTHER MAJOR COMPONENTS OF, OF OUR, UH, STATE REVENUES IS EFA. IT IS, UM, PROPOSED FROM THE SUPERINTENDENT AND THE STOP SIGN APARTMENT OF EDUCATION TO BE RAISED BY $30 FROM 2,516 TO 25 46. YOU FOR BEING ONE OF CONSIDERED ONE OF THE WEALTHIEST DISTRICTS IN THE STATE, ACCORDING TO OUR INDEX OF TAX PAYING ABILITY, WHEN WE'RE SEEING ABOUT 25% OF THAT DOLLAR AMOUNT PER PUPIL. AND SO, UM, TYPICALLY IT'S ABOUT $18 MILLION AND WE'RE EXPECTED TO SEE RECEIVE ABOUT 735,000 MORE THAN THE PRIOR YEAR. SO THOSE ARE THE BUDGETED NUMBERS FOR NOW. SO I MENTIONED THE STATE SUPERINTENDENT IS TO PROVIDE A BUDGET PRIORITIES TO THE LEGISLATURE, UM, THAT THE INCREASES THE REVENUE INCREASED OF $30 IS PLUS PROJECTED OR PROPOSED. IN ADDITION TO THAT, A 2% TEACHER SALARY INCREASED COST OF LIVING IN PRESCHOOL WAS PROPOSED BY THE STATE SUPERINTENDENT, AS WELL AS A 5% INCREASE. NOW, THESE WOULD BE MANDATED IN RACES TO THE SCHOOL DISTRICT. UM, THEN THE GOVERNOR'S PROPOSAL WAS A LITTLE DIFFERENT. IT HAD A $2,000 TEACHER SALARY INCREASE AND, AND ALSO PROVIDED A, ACTUALLY A NEW EDUCATION FUNDING FORMULA THAT WOULD REPLACE OR COMBINE FUNDS FROM THE E F A N E I A EDUCATION FINANCE ACT AND EDUCATION MINDED TOGETHER, AND THEN REFORMULATE THEM, UH, WITH A GOAL OF SIMPLIFYING THE FORMULA AND PROVIDING MORE OF A PER TEACHER, UM, TEACHER OR PUPILS TYPE SCENARIO, UM, FUNDING FORMULA. SO WE'RE IN THE, UH, ACTIVELY FOLLOWING LEGISLATURE ON WHAT THEY'RE DOING, HOW THEY'RE, WHAT THEY'RE TALKING ABOUT AND SESSION, AND, UM, WOULD ENCOURAGE YOU TO, I'M SURE MOST OF YOU ARE KEEPING UP WITH THE LEGISLATIVE UPDATES THAT YOU'RE RECEIVING AS WELL AS WE ARE, AND THEN CALCULATING THEM BOTH WAYS TO SEE WHAT, WHAT THE FUTURE MIGHT HOLD FOR US FOR NEXT YEAR, BUT IT'S STILL EARLY ON IN THE REVENUE PROCESS AND THE DISCUSSIONS AT THE STATE LEVEL. SO WE'LL CONTINUE TO MONITOR THAT. AND, UH, JUST NEXT STEPS, WE'RE GOING TO CONTINUE TO GAIN INPUT ON THE BUDGET, UM, MONITORING ON LOCAL REVENUES, PROJECT OUT THE FUTURE, WHAT THAT MIGHT HOLD ON, UM, FORM OF TAX REVENUES, UM, MONITOR, UH, LEGISLATIVE UPDATES, AND THEN CONTINUE WORK ON OUR BUDGET BASED ON PRIORITIES THAT, UM, WE HAVE IDENTIFIED, WE HAVE HEARD WE, AND WE GATHER AS WE GET OUR INPUT AS WELL. SO, UH, THEY SPENT QUITE A BIT OF TIME TAKING QUESTIONS AND GOING OVER ALL THE DIFFERENT SCENARIOS. UH, WE'RE LOOKING AT SCHOOL SITES AND ALL THE THINGS THAT HAVE TO BE TAKEN INTO ACCOUNT AND KIND OF BROUGHT US UP TO SPEED ON WHAT HE'S BEEN DOING. AND I EXPECT HE'LL BE COMING BACK TO US WITH FURTHER UPDATES. AND FINALLY, WE HAD ABOUT A THREE MINUTE CONSTRUCTION UPDATE, WHICH WAS FINE. THAT MEANT IS THAT THE D WEEK, WHICH WE HAVE FINISHED, UH, CAN'T BE OCCUPIED, EXCUSE ME, OR TAKEN OVER BY THE SCHOOL UNTIL THAT INSPECTION IS FINALIZED. UM, ON PROJECT, ON SLIDE 26, DON'T HAVE THE MIDDLE SCHOOL. UH, WE STILL ARE WORKING THROUGH THE BUDGET PROCESS AND CONTINUING TO WORK WITH THE CONTRACTOR TO GET THAT PROJECT THEN BUDGET SO WE CAN BRING IT TO THE BOARD FOR APPROVAL SLIDE 40, UH, BUFORD HIGH SCHOOL ATHLETIC SCHEDULE CONCERNS. AND WE HAVE AN O N S F INSPECTION THAT REQUIRED A FIRE DOOR THAT WAS ADDED. AND WE'RE WAITING ON THAT FIRE DOOR TO GET THAT INSTALLED BEFORE WE CAN GET OUR FINAL APPROVAL FOR OCCUPANCY. CAMPBELL HAS INITIALLY STARTED SPEARHEADING ON, UH, THE WORK WITH OUR COMMUNITY PARTNERS FOR ACADEMIC RECOVERY AND, UH, MISS, UH, KML DASSLER WHO'S COME ON BOARD WITH THE DISTRICT IS, UH, HEADING THAT UP NOW. AND SO WE ACTUALLY HAVE BOTH OF THEM HERE IN THE CBD WELL ON ZOOM THIS EVENING FOR THE PRESENTATION TO THE BOARD, THE STAFF. GOOD EVENING. GOOD EVENING, EVERYONE. SO FOR THE PAST SIX WEEKS, I'VE BEEN THE DIRECTOR OF COMMUNITY AND EXTENDED LEARNING. AND I WOULD JUST WANT TO SAY THANK YOU FOR ALLOWING ME TO COME BEFORE YOU TO SHARE SOME EXCITING NEWS ABOUT WHAT'S TAKING PLACE IN OUR COMMUNITY. BUT FIRST I'D LIKE TO SHARE A LITTLE ABOUT MYSELF SO THAT YOU CAN UNDERSTAND WHY I AM SO EXCITED ABOUT WHAT'S TAKING PLACE. AND SO THAT YOU CAN UNDERSTAND THE PASSION THAT I HAVE FOR THE WORK. SO I AM A PRODUCT OF DEEPLY COUNTY SCHOOL DISTRICT. I WAS BORN AND RAISED ON SOME HILL AND AN ISLAND TO 18 YEAR OLD, PATSY JOHNSON IN 19 YEAR OLD THOMAS SMASHED HIM AND MY MOM WAS PREGNANT. MY MOM, MY DAD WENT TO VIETNAM. MY MOM WORKED AT FOR VIOLIN CLEANING HOUSES TO TAKE CARE OF ME AND MY BROTHER THAT CAME ALONG 10 YEARS LATER. SO ON SATURDAY MORNINGS, I JOINED HER. ONE OF THE THINGS THAT I HATED THE MOST ABOUT MY CHILDHOOD, THEY HAD EXPERIENCED WAS A DRIVING FORCE AND IT WAS NECESSARIES. EVERY PART OF MY JOURNEY IS NECESSARY. MY MOM DID WHATEVER SHE HAD TO, TO TAKE CARE OF MY BROTHER AND I, BUT THAT EXPERIENCE WAS A DETERMINING FACTOR IN MY LIFE. I KNEW THAT I DIDN'T WANT THAT TO BE MY LIFE. I WAS THE FIRST IN MY FAMILY TO GRADUATE FROM COLLEGE. I ATTENDED SOUTH CAROLINA STATE UNIVERSITY OBTAINED A BACHELOR'S DEGREE IN MANAGEMENT AND ADMINISTRATION. AND I ALSO OBTAINED A MASTER'S DEGREE IN PUBLIC HEALTH ADMINISTRATION FROM THE UNIVERSITY OF SOUTH CAROLINA IN COLUMBIA. I WORKED IN HEALTHCARE FOR OVER 25 YEARS, BUT ALWAYS KNEW THAT THAT WASN'T MY WHY. IT TOOK ME A LOT LONGER THAN MOST TO FIGURE OUT MY WHY. BUT WHEN I DID, I TOOK A LEAP OF FAITH TO SERVE THE CHILDREN AND MY COMMUNITY THEOLOGIAN HOWARD THURMAN SAYS, DON'T ASK WHAT THE WORLD NEEDS, BUT AS WHAT MAKES YOU COME ALIVE AND GO DO IT. SO SINCE 2014, I HAVE BEEN DOING WHAT MAKES ME COME ALIVE. AND THAT IS SERVING THE CHILDREN IN OUR COMMUNITY. EVERY TIME I SEE OUR CHILDREN THAT ARE IN SITUATIONS THAT THEY DIDN'T CREATE AND THEY ARE DEALING WITH THE HANDS THAT THEY WERE DEALT. I SEE MYSELF IN THOSE CHILDREN AND I AM CONSTANTLY REMINDED THAT THERE'S A DIAMOND IN EVERY ONE OF OUR CHILDREN. AND WHAT DETERMINES WHETHER OR NOT THAT DIAMOND SERVICES OR REMAINS DORMANT IS THE ENVIRONMENT, THEIR FAMILY, THEIR COMMUNITY, AND THEIR SCHOOLS, THEREFORE THIS COLLABORATION WITH THE COMMUNITY AND THE DISTRICT. I REALLY FEEL THAT IS VERY NECESSARY. NEXT SLIDE. NEXT SLIDE PLEASE. SO THE PURPOSE OF THE INITIATIVE IS TO INTEGRATE STUDENT SUPPORT. SO AS WE INTEGRATE STUDENT SUPPORT, WE WILL TAKE A WHOLE TRIAL APPROACH AND PROVIDE WRAPAROUND SUPPORT TO COORDINATE EFFORTS WITH THE TEACHERS AND THE COMMUNITY AFTERSCHOOL SITES. WE WANT TO EXPAND AND ENRICH LEARNING TIMES BECAUSE WE WANT TO IMPROVE ACADEMIC ACHIEVEMENT, TEST SCORES, REDUCED LEARNING LOSS, LEARNING GAPS, AND ACHIEVEMENT GAPS. WE WANT TO GET FAMILIES IN COMMUNITIES ENGAGED. SO WHEN I CAME ON BOARD, I CONTACTED EVERY FAMILY WHO EXPRESSED AN INTEREST IN THEIR CHILDREN ATTENDING THE AFTERSCHOOL PROGRAM BECAUSE I WANTED TO GET TO KNOW THEM. AND I WANTED THEM TO GET TO KNOW ME. I AM BUILDING RELATIONSHIPS AND A TRUST FACTOR. I WANTED THEM TO FEEL COMFORTABLE ABOUT CONNECTING WITH THE DISTRICT AND I WANTED THEM TO BE INFORMED. SO I WANTED TO REASSURE THEM THAT THEIR CHILDREN WILL BE IN A SAFE PLACE WHEN THEY ATTEND THE AFTER-SCHOOL PROGRAMS. WE ALSO WANT TO INCREASE STUDENT ACHIEVEMENT. THAT IS OUR ULTIMATE GOAL HERE IS TO INCREASE STUDENT ACHIEVEMENT. NEXT SLIDE PLEASE. SO ON JANUARY 7TH, MY FOURTH DAY ON THE JOB, UH, WE CONDUCTED A TRAINING WITH ALL OF THE SITES THAT WOULD BE INVOLVED IN THE AFTER-SCHOOL PROGRAM, DR. CAMPBELL FACILITATED THIS TRAINING. AND AS A PART OF THAT TRAINING, EVERYBODY THAT ATTENDED TOOK PART IN THE CPR AND STOP THE BLEED TRAINING SAFETY PROTOCOLS. WE TALKED ABOUT SAFE SCHOOL TRAINING. UH, THEY HAD A PRESENTATION FROM MS. ASHLEY WITH THE EARLY CHILDHOOD, AND WE ALSO TALKED ABOUT UPDATES TO THE MOU. WE HAD SEVERAL UPDATES, BUT WE WERE ALL ABLE TO COME TO SOME CONCLUSION ABOUT THE FINAL VERSION OF THE MOU MOA. I'M SORRY. WE ALSO TALKED ABOUT TRANSPORTATION, HOW THE KIDS WILL GET TO THE AFTER-SCHOOL SITES. SO THAT TOOK A LOT OF COORDINATION. AND I AM JUST SO A LADY, A LADY THAT WE HAVE PEOPLE THAT HAVE REALLY TAKEN OWNERSHIP OF THIS PROJECT. SO OUR KIDS ARE PICKED UP FROM THEIR SCHOOL SITE. THEY WERE ASSIGNED A BUS SO THAT THE KIDS, THE PARENTS AND THE SCHOOL KNOW WHAT BUS THE KIDS WILL GET ON WHEN THEY LEAVE SCHOOL THAT THEY'RE TRANSPORTED TO THE SITE. [01:10:02] UM, AND THEN THEY, WHEN THEY GO TO THE SITE, THEY WILL TAKE THEIR SNACKS WITH THEM. SO AFTER THE KIDS ARE ENGAGED IN AFTERSCHOOL PROGRAMS, THEN THE BUS DRIVERS WOULD GO TO ST. HELENA ELEMENTARY AND PICK UP THEIR DINNER. SO AROUND FIVE, 15 OR FIVE 30, THE KIDS TO SERVE AT A DINNER MEAL BEFORE THEY LEAVE THE SITES TO GO HOME. WE ALSO TALKED TO THE, UH, THE SITES ABOUT THE EXPECTATIONS OF THE AFTERSCHOOL PROGRAM, BECAUSE WE WANT TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE AND THEY KNOW WHAT IT IS THAT WE'RE EXPECTING FROM THEM AS FAR AS, UM, BEING A PART OF THE AFTERSCHOOL PROGRAM AND THEIR COMMUNITY ENGAGEMENT INITIATIVE. SO WHERE ARE WE ARE PRIOR TO COMING ON BOARD? DR. CAMPBELL SENT OUT A SURVEY TO PARENTS TO SEE IF THEY WERE INTERESTED IN THEIR CHILDREN, ATTEND ANY AFTER-SCHOOL PROGRAM. AND IF THEY WERE INTERESTED, WHAT SITES WOULD THEY WANT THEIR CHILDREN TO PARTICIPATE? AND, UM, AT ALL, THE PARENTS WERE CONTACTED TO CONFIRM THEIR INFORMATION AND ON JANUARY 22ND BY AMWAY'S WERE SIGNED. SO ON THAT DAY WE HAD INCLEMENT WEATHER AND, UH, DR. STRATAS WANTED US TO GET OUT OF THE AIR BECAUSE OF THE WEATHER. AND I TOLD HER, I JUST CAN'T LEAVE TODAY BECAUSE WE GOT TO START THIS INITIATIVE ON JANUARY 24TH. SO I STAY THERE. WE HAD ALL THE SITES COMING IN ON THE VERY LAST DAY THAT THEY COULD, AND WE HAD ALL FIVE OF OUR SITES TO START, UM, THAT WERE UP AND RUNNING ON JANUARY 24TH, ALL OF THE REQUIRED LIABILITY INSURANCE OR RETAINED BY ALL OF OUR PARTNERS, THE MEAL PREPARATION AND DELIVERY, OR COORDINATED WITH ALL OF THE PLAYERS AND ALL FIVE OF THE SITE AGAIN, STARTED ON THE 24TH ON TODAY. ACTUALLY WE HAD OUR FIFTH SITE TO START, UH, THE SCOTT COMMUNITY CENTER. SO I WENT TO SCOTT COMMUNITY CENTER. UH, THEY WERE AN OPERATION LIKE THEY'D BEEN IN OPERATION FOREVER. SO TODAY WAS DAY ONE AT SOME PICTURES FROM THE, FROM THE SCOTT COMMUNITY CENTER. AND THAT SITE IS UP AND RUNNING AS WELL. ALL OF THE SITES HAVE CERTIFIED OR CLASSIFIED TEACHERS. THERE'S ONE SITE, UH, THAT DOES NOT HAVE A CERTIFIED TEACHER, BUT THEY HAVE TWO RECENT COLLEGE GRADUATE. AND, UM, ONE OF THE YOUNG LADIES THERE, SHE WAS AN EMPLOYEE WITH THE SCHOOL DISTRICT, BUT SHE WORKED WITH, UH, SPECIAL NEEDS CHILDREN, BUT ALL OF THE SITES ARE REALLY, REALLY ENGAGED IN, THEY ARE WANTING THIS TO BE SUCCESSFUL LIKE FIVE, PLEASE. THE CURRENT ENROLLMENT. NOW THESE NUMBERS WERE AS OF, UH, TUESDAY, THURSDAY WHEN I ACTUALLY HAD TO TURN IN THE PRESENTATION. SO AS OF TODAY, WE HAVE 92 CHILDREN THAT ARE ENROLLED IN THE AFTER SCHOOL PROGRAM. UH, THE SCOTT CENTER STARTED WITH FIVE CHILDREN. THEY NOW HAVE 16 CHILDREN ENROLLED, ENROLLED, AND, UH, THE GRACE CHAPEL AME CHURCH, THEY ALSO HAVE 16 STUDENTS ENROLLED. THEY HAD TWO ADDITIONAL STUDENTS, CHARLES AND I TURNED IN THE PRESENTATION. SO WE HAVE, AGAIN, A TOTAL OF 92 CHILDREN THAT ARE PARTICIPATING IN THE COMMUNITY, THE EXTENDED OF COMMUNITY INITIATIVE ON THE ST. HELENA AND LADIES ISLAND AREA. NEXT SLIDE PLEASE. SO THIS IS JUST A PICTURE OF ALL OF THE SITES THAT ARE PARTICIPATING, OR THAT STARTED ON JANUARY 24TH, GRACE CHAPEL, AMY THAT'S IN THE LADIES ISLAND CHURCH OF THE HARVEST IS ON ST. HELENA MEADOWBROOK IS ON LADIES ISLAND. NEW LIFE DELIVERANCE IS ON SANTA HELENA AND THE GO AWAY IS ALSO ON ST. HELENA. NEXT SLIDE PLEASE. SO IN ADDITION OF THE HILTON HEAD, BOYS AND GIRLS CLUBS STARTED THEIR SATURDAY AND RESTAURANT PROGRAM ON THE, UH, ON NOVEMBER SIX, OF COURSE, BRIGHT TO ME COMING. AND THEY CURRENTLY HAVE 50 CHILDREN. THAT'S ENROLLED IN THE HILTON HEAD, A BOYS AND GIRLS CLUB, A BOYS AND GIRLS CLUBS, SATURDAY ENRICHMENT PROGRAM. NEXT SLIDE, PLEASE SET OUR MEASURABLE OBJECTIVES. ONE OF THE THINGS THAT WE WANT TO DO WITH IS THAT JUST GO PROGRAM IS TO BE ABLE TO MONITOR THE PROGRESS OF THE CHILDREN AND THE PROGRAM. SO IN ADDITION TO LOOKING AT MAP SCORES, WE WILL ALSO USE THE READING PLUS AND DREAM BOX PROGRAM, WHICH WILL SHOW A GRADUAL PROGRESSION SO THAT WE WILL BE ABLE TO MONITOR MORE CONSISTENTLY THE PROGRESS OF THE CHILDREN IN THE PROGRAM. ON THIS PAST FRIDAY, ALL THE CENTERS CAME, WE MET AT LADIES ELA MIDDLE SCHOOL, AND THEY RECEIVED AN INITIAL TRAINING ABOUT THE READING PLUS SOFTWARE. [01:15:01] SO WHAT WILL HAPPEN IS THAT WE WILL CREATE A GROUP SO THAT I CAN MONITOR THE PROGRESS OF ALL THE CHILDREN THAT ARE IN THE AFTERSCHOOL PROGRAM, COORDINATING EFFORTS WITH THE TEACHERS THAT ARE IN THE SCHOOLS, AS WELL AS THE LEADS AT THE AFTER-SCHOOL CENTER. THE OTHER THING THAT WE WILL MONITOR ARE THE, UM, ATTENDANCE OF THE CHILDREN THAT ARE PARTICIPATING IN THE PROGRAM, AS WELL AS BEHAVIOR. WE WILL ALSO, WE WILL MONITOR THE NUMBER OF DISCIPLINE REFERRALS THAT THESE CHILDREN RECEIVE. SO THOSE ARE THE THINGS THAT WE WANT TO LOOK AT, NOT JUST ACADEMICS, BUT WE WANT TO SEE AN IMPROVEMENT MANAGE BY IMPROVEMENT IN ATTENDANCE, AS WELL AS THE CHILDREN'S BEHAVIOR. OUR DESIRED OUTCOME. ONE IS TO REENGAGE THIS ENGAGED CHILDREN. WE ALL KNOW THAT COVID CREATED A CRISIS FOR OUR CHILDREN, AND IT WILL TAKE TIME, EFFORT, AND MANPOWER TO RECOVER. YOU KNOW, I AM HUMBLED AND I'M GRATEFUL TO BE A PART OF THIS EFFORT TO LEVERAGE RELATIONSHIPS WITH THE DISTRICT AND THE COMMUNITY. ONE THING THAT EXCITES ME THE MOST IS JUST TO SEE HOW THE CHURCHES ARE SO ONBOARD AND THEY ARE COLLABORATING AMONGST EACH OTHER TO ENSURE AGAIN, THAT THIS INITIATIVE IS A SUCCESS. WE WANT TO PROVIDE INTERVENTION AND STUDENT, UH, SUPPORT OR OUR TEACHERS. WE WANT TO INCREASE A SCHOOL FAMILY COLLABORATION. AND OF COURSE, AGAIN, INCREASE STUDENT ACHIEVEMENT, IMPROVE SCHOOL ATTENDANCE, DISCIPLINE. AND OF COURSE WE WANT TO INCREASE THE GRADUATION RATE. NEXT SLIDE PLEASE. OUR SCHOOLS, UH, STILL PROVIDE SUPPORT, UH, ALSO, UH, AFTERSCHOOL AS WELL, RIGHT? SO SCHOOLS ARE STILL GETTING, SCHOOLS ARE STILL PROVIDING AFTER-SCHOOL SUPPORT. AND WE HAVE STUDENTS WHO STAY AFTER SCHOOL AND GET FOR IT THROUGH, THROUGH OUR PROGRAMS AT TOOL SITES. UH, THIS IS, THIS IS, UH, ADDITIONAL TOGETHER BROADER OUTREACH, UH, FOR STUDENTS THAT, THAT MAYBE WE CAN'T CONNECT. AND NOW I THINK YOU WERE GETTING READY TO ANSWER AS WELL AS I JUST WANTED TO, YOU KNOW, EXACTLY WHAT YOU SAID THERE'S TO ENSURE THAT THIS IS ACTUALLY THE PILOT SENT HELEN AND THE LADY'S ISLAND IS THE PILOT. ONE IS WHAT IS THE STAFFING MODEL? IF THIS IS THE PILOT, ARE THESE SCHOOL EMPLOYEES OR ARE THESE PEOPLE IN THE COMMUNITIES THAT THEY'RE CERTIFIED TEACHERS? [01:20:01] UM, BUT A COUPLE OF THEM WERE JUST COLLEGE GRADUATES. CAN YOU TELL ME WHAT THE STAFF CALL WOULD BE? UM, AS WE SURE, THE CERTIFIED TEACHERS THAT ARE AT THE AFTER-SCHOOL SITES, THEY'RE ALL BEING FREE COUNTY EDUCATORS. SO THEY WILL, AFTER THEY LEAVE THEIR SCHOOL, THEN THEY GO TO THE SITE TO ASSIST AT THE AFTER-SCHOOL STANDARDS. THEY MAY NOT BE THE FACILITATORS OF THE SITE, BUT THEY ARE ONE OF THE CERTIFIED TEACHERS AT THE SITE. AND LIKE I SAID, THERE'S ONLY ONE SITE THAT DOES NOT HAVE, UM, CERTIFIED TEACHERS, BUT THESE ARE BE FREE COUNTY SCHOOL DISTRICT TEACHERS. AND WHAT WAS WHAT'S HAPPENING ASSIGNED THAT DOESN'T HAVE CERTIFIED KITCHENS, THEY HAVE JUST TRAINING TEACHERS OR JUST, HOW ARE WE WORKING WITH THE COMMUNITY ON THAT? WELL, THAT SITE, UM, LIKE I SAID, ONE OF THE TEACHERS THERE, SHE WAS, SHE'S NOT CERTIFIED. UM, BUT THAT WASN'T A REQUIREMENT. SHE IS CLASSIFIED, SHE'S NOT CERTIFIED. UM, BUT THEY WILL WORK WITH THE TEACHERS THAT ARE IN SCHOOL, I GUESS THEY WERE PULLING THAT. THAT IS ONE OF THE THINGS THAT WE DID WITH, UM, THE SITE THAT'S NOT CERTIFIED THE LITERACY COACH AT LADIES ELEMENTARY, HOLD THE MAP SCORES FOR THOSE CHILDREN THAT ARE ATTENDING THAT SITE. AND SHE, UM, MADE COPIES OF WORKSHEETS IN AREAS WHERE THE CHILDREN MAY HAVE FALLEN SHORT. AND MOST OF THE KIDS THAT ARE AT THAT SITE, THEY ARE PRE-K THROUGH FOURTH GRADE. THAT'S AT THAT SITE. SURE, SURE. SO THE EXTRA MILE WAS FOUNDED AND 2008. AND, UM, MY HUSBAND STARTED THE PROGRAM BECAUSE THERE, HE SAW A NEED TO CREATE A MENTORING PROGRAM FOR KIDS IN PAPER COUNTY. MANY OF THE KIDS THAT STARTED THE PROGRAM, THEY WERE ATHLETES. UM, AND YOU KNOW, WHAT HAPPENS WITH ATHLETES IS IF THEY'RE REALLY GOOD ATHLETES, THEY KIND OF FALL OFF THE RADAR AFTER HIGH SCHOOL. SO HE WANTED TO DO SOMETHING TO GET THESE YOUNG MEN ENGAGED, BECAUSE WE WANT THAT WE WANTED TO SEE THEM SUCCEED RATHER IT'S COLLEGE, MILITARY, OR IF THEY JOINED THE WORKFORCE. SO WE'VE HAD SEVERAL OF OUR YOUNG MEN AND WOMEN THAT STARTED THE PROGRAM BACK IN 2008 AND FAST FORWARD. THESE YOUNG PEOPLE ARE YOUNG ADULTS. THEY'RE PROFESSIONAL. WE HAVE ONE AND THAT'S IN THE NFL. WE HAVE ENGINEERS, WE HAVE TEACHERS, BUT THESE YOUNG MEN HAVE GONE ON AND THEY'VE MADE US PROUD. WE, UM, UH, ABOUT, I HAVE THIS THAT'S IN FRONT OF ME, ABOUT 50 PLUS KIDS THAT HAVE GONE ON TO COLLEGE, UH, APPROXIMATELY 20 THAT HAVE GONE ON TO THE MILITARY AND ABOUT 40 PLUS THAT HAVE JOINED THE MILITARY, BUT NOBODY HAS EVER ACTUALLY GONE THROUGH OUR PROGRAM HAS EVER BEEN INCARCERATED. AND WE'RE PROUD OF THAT BECAUSE IF THEY COME IN THE PROGRAM AND THEY STICK WITH THE PROGRAM, THE RESULTS ARE JUST TRULY AMAZING. SO WHAT WE DO WITH THE EXTRA MILE CLUB IS WE HAVE AN AFTERSCHOOL PROGRAM. OUR KIDS ATTEND OUR BIBLE STUDY. THEY, WE HAVE, UM, THEY VISIT COLLEGES, THEY VISIT CAMPS AND COMBINE. AND THESE CHILDREN, UH, THAT ARE AGES FIVE THROUGH 12 IN THAT PROGRAM, THEY HAVE, UM, WE PLAY, THEY PLAY YOUTH FOOTBALL. WE HAVE A YOUTH FOOTBALL PROGRAM. NOW, THOSE KIDS, THEY TRAVEL BECAUSE WE WANT THEM TO GET SOME EXPOSURE OUTSIDE OF YOU FOR HAD IT NOT BEEN FOR YOU OR FOR THE ORGANIZATION. THESE CHILDREN WOULD PROBABLY NEVER GET THAT EXPOSURE OUTSIDE OF YOU FOR OUR KIDS, PARTICIPATE [01:30:01] IN KAYAKING, GOLF, LESSONS, TENNIS, ANYTHING THAT WE CAN GET OUR KIDS INVOLVED IN OUR GOAL WITH THE EXTRA MILE CLUB IS TO TAKE A HOLISTIC APPROACH TO MENTORING SO THAT WE CAN GET OUR KIDS IN BETTER POSITION. SO WHEN THEY LEAVE YOU FOR, YOU KNOW, AND THEY COME BACK, HOPEFULLY THEY CAN KEEP THIS PROCESS ONGOING. SO THERE'S A LOT THAT GOES INTO WHAT WE DO, BUT THE KEY TO THAT IS TO LOVE OUR CHILDREN AND TO NURTURE THEM INTO BEING SUCCESSFUL CITIZENS. BECAUSE IF WE DON'T LOVE THEM, THE STREETS WILL. SO WE WANT TO GET OUR KIDS, YOU KNOW, ENGAGED, AND WE WANT TO KEEP THEM BUSY BECAUSE, UM, YOU KNOW, LIKE I SAID, IF THEY DON'T STICK TO THE PROGRAM, THE OUTCOME COULD BE, YOU KNOW, PRETTY HARSH. SO I, UM, I STARTED THIS WORK, LIKE I SAID EARLIER IN 2014, BECAUSE I WANTED TO MAKE A DIFFERENCE IN THE LIVES OF OUR CHILDREN. I GAVE UP EVERYTHING AS FAR AS CAREER TO DO THIS BECAUSE THAT'S JUST HOW PASSIONATE I AM ABOUT MY COMMUNITY IN WANTING TO SEE OUR KIDS BE SUCCESSFUL. AND WHEN THEY SEE SUCCESS, THAT LOOKS LIKE THEM. WHEN WE HAVE OUR OLDER YOUNG MEN THAT COME BACK AND SHARE THEIR STORY AND THEY SEE SUCCESS, IT CAME OUT OF THEIR NEIGHBORHOOD AND THEY KNOW THAT IT'S POSSIBLE. THEY KNOW THAT IF THEY CAN DO IT. SO CAN I, SO THIS INITIATIVE REALLY SPEAKS VOLUMES TO ME. I, AND I AM JUST, I SAW IT AS AN OPPORTUNITY TO EXPAND, YOU KNOW, MY OUTREACH. SO I AM GRATEFUL FOR THIS OPPORTUNITY TO REACH EVEN MORE CHILDREN THAN WE HAVE, YOU KNOW, IN THE EXTRA ALCOHOL. THAT'S IT. UM, HOW WOULD YOU LIKE TO SAY, UM, I'VE SAT BACK. I'VE HEARD A LOT OF THE ANSWERS, UM, AS WELL AS, UM, SOME MORE CONCERNS, UH, HOW I WOULD START BY SAYING THAT THIS IS A GREAT PROGRAM THAT HAS BEEN POLLINATED IN OUR AREA, BUT NEEDLESS TO SAY IS THAT, YOU KNOW, UH, LIFE WE HAVE THE GOOD, BAD AND UGLY. AND THE REASON WHY, IF I REMEMBER A WINDOWS FROM THIS PROGRAM WAS FIRST STARTED AS WELL, BECAUSE THIS IS NOT THE FIRST, THIS IS NOT THE FIRST TIME THAT THIS HAS BEEN BROUGHT TO THE BOARD. THE LAST TIME THE CAMEL BOARD IS SOMEBODY, SAME QUESTIONS WHERE THERE, AND WE'RE SAYING THAT IS THAT THIS PROGRAM HAS ALSO BEEN PLACED PALLIATIVE BECAUSE THESE ARE SOME OF THE AREAS THAT ARE IN TERMS OF TEST SCORES. UH, AND SECONDLY, I DO BELIEVE THAT THE PARENTS, THEY, THEY, THE SCHOOLS DO HAVE OTHER AFTERSCHOOL ACTIVITIES AND OTHER AFTERSCHOOL PROGRAMS. I DON'T BELIEVE THAT MITRE SCHOOL DESAUTELS ST. HELENA. UM, THEY DO HAVE DIFFERENT AFTERSCHOOL PROGRAMS. SOME KIDS GO TO THE AFTERSCHOOL PROGRAMS AND SOME OF THESE KIDS HAVE GO TO THE, THESE DIFFERENT AFTER SCHOOL PROGRAMS, BECAUSE IT, IT MAY BE MORE TO HELP THE PARENTS UP THE PARENT TO BE ABLE TO GRAB THE KID OR TO, UH, UNDERSTAND WHERE THE KIDS AT AND AGAIN, IN, IN THE LOCAL COMMUNITY, UH, SO ON AND SO ON, BUT, UH, MOST, MOST IMPORTANT. UM, I WOULD LIKE TO SAY THAT THE COMMUNITY IS THANKFUL. I'VE TALKED TO THE PASTORS. I THOUGHT THE COMMUNITY MEMBERS WHO HAVE THESE PROGRAMS, I TOO HAVE ALSO VISITED THESE PROGRAMS. UM, YOU KNOW, THE COMMUNITY IS THANKFUL THAT ADDITION, THAT THE DISTRICT HAS CA HAVE CAME TO THE SIDE OF TOWN HERE. THEY'VE FINALLY OFFERED ALL FOR THIS COMMUNITY, THIS SIDE OF TOWN, SOME, UM, SERVICES AS WELL. AND THE THING THAT THINGS FOR THAT, THAT OUR KID, THAT THEY LEARNED THAT THE KIDS ARE, THAT THE KIDS WILL GET AN OPPORTUNITY TO GET HELP WITH THE HOMEWORK IN THAT THIS PROGRAM IS BEING, IS BEING PILOTED. THEY ARE VERY ECSTATIC. THEY'RE HAPPY. THEY'RE HAPPY WITH IT. I, THIS IS A GREAT, GREAT MOVE FOR THE DISTRICT. UM, BLAH, BLAH, BLAH. SO WE'RE LAGGING A LITTLE BEHIND THERE, BUT THERE WERE SEVERAL, UM, POSITIONS IN THIS GRANT TOO, THAT ARE NOW BEING FILMED. SO WE EXPECT THOSE TO CONTINUE AS WE HAVE HIRINGS IN SEASON. NOW A LITTLE BIT, THESE FUNDS, UM, S THREE IS, UM, IT'S ABOUT $654,000. OUR BIGGEST EXPENDITURE, WHICH WAS SO MARY NEEDED, WASN'T THE AREA OF NURSING EQUIPMENT AND THE AUDIOMETERS AND ALL OF THAT. AND SO THAT'S PART OF THE EVALUATION THERE, BECAUSE IF WE'RE NOT ON TRACK TO SPEND ALL OF THAT, WE'RE GOING TO, WE NEED TO PUT IT OUT FOR SOME OTHER NEEDS THERE. WELL, YEAH, THAT'S MY CONCERN. WE CONTINUE TO REVIEW EACH SCHOOL SITUATION DAILY SEVERAL TIMES A DAY. WE CONTINUE TO FOLLOW THE REQUIREMENTS THAT ARE IN SCHOOL AND CHILDCARE EXCLUSION LISTS, WHICH CARRIES A STATUTORY. AND FOR, UH, WE IMPLEMENTED THIS WEEK, UH, TEST TO SAY, ONE OF THE THINGS WE WERE HEARING FROM PARENTS, UH, QUITE FREQUENTLY WAS, UM, AS YOU WERE VACCINATED CHILD, ACCORDING TO THE HECHT RULES, YOU WERE ALLOWED TO STAY AND BE MASS ON VACCINATED, CHOSE THEM OR NOT ACCORDING TO THE POLICY. WHEN I RETIRED, I WAS A LAW ENFORCEMENT, OUR INSTRUCTOR FOR 28 YEARS AND MORE TRAINING IS ALWAYS MY ANSWER TO MOST OF THE PROBLEMS. AND I AGREE WITH YOU WHEN WE TOOK OVER OUR SPEED, THAT WHEN WE CAME TO WORK WITH THE DIFFERENT COUNTY SCHOOL DISTRICT IN THE ELEMENTARY AND THE EARLY LEARNING CENTERS, THAT WAS ONE OF THE THINGS THAT I'M TRYING TO INCORPORATE IN WHAT HOURS I COULD, UH, WAS THAT, OF COURSE, AS YOU'VE HEARD SLIT OF SOUTH CAROLINA LAW ENFORCEMENT DIVISION MANDATES THAT ALL ARMED OFFICERS TO SOUTH CAROLINA GO THROUGH EIGHT HOURS. AND THERE WAS NO WAY THAT I WAS GOING TO FEEL COMFORTABLE OR A GUARD. ONE WAS GOING TO FEEL COMFORTABLE WITH EIGHT HOURS OF TRAINING AND ASSIGNING OUR FOLKS WORK IN THE SCHOOL. SO THAT'S WHY WE, UH, WE ALL AGREED THAT WE WOULD AT LEAST TRY TO GET 32 HOURS AND THAT WE WOULD DO AS MUCH AS WE COULD DURING THAT TIME. NO, MA'AM WE NEED TO GET 40 HOURS, BUT WE DID ADDRESS SOME OF THE TRAINING THAT WE COULD DO. SOME THINGS THAT WE FELT LIKE WE WOULD BE ABLE TO DO WHEN IT CAME TO ONE OF THE STUDENTS WITH SPECIAL NEEDS. UH, PART OF WHAT I'VE TAUGHT WAS THAT OBVIOUSLY YOU'VE GOT YOUR DETECT. THAT'S WHAT THE SITUATION IS AND NON BEHAVIORAL PROBLEM. THE OTHER THING IS THAT YOU'RE IN FIRE DRILLS, OR IF WE HAVE SOME SORT OF AN EMERGENCY, THE SCHOOLS HAD TO BE EVACUATED, NOT EVERY STUDENT'S AS MOBILE AS THE OTHER. WE MAY HAVE TO PLAY A ROLE IN THAT. AND ONE OF THE TASKS WE, OUR FOLKS WAS WHEN THEY FIRST GOT TO THE SPOOLS AND THEY STARTED WALKING AROUND AND MEETING, EVERYBODY STARTED IDENTIFYING WHO THOSE STUDENTS WERE AND WHO MADE THE DARK HILL.
