I CAN TELL YOU WHAT OUR HOSPITAL HAS DONE FOCUS ON RETENTION AND SO VARIOUS RETENTION BONUSES AND APPRECIATING THE STAFF THAT HAVE BEEN WITH US THROUGH THIS FOR SO LONG NOW FOCUSED ON RECRUITMENT AND RECRUITMENT TO THE ISLAND IS IN PARTICULARLY CHALLENGING TO BE FRANK.

THE STATE RECITE LAYING GOAL FOR THE STATE OF SOUTH CAROLINA FOR MUNICIPAL SOLID WASTE TO BE AT 40 PERCENT RECYCLABLE AREA IN 2020. BEAUFORT COUNTY WAS AT 18 PERCENT THE STATE AVERAGE FOR RECYCLING ACROSS THE STATE OF SOUTH CAROLINA AT TWENTY FIVE AND A HALF PERCENT. I'M I'LL GIVE YOU ALL OF THESE NUMBERS AND THE NUMBER ONE TILE IS DOWN TO WHERE I'M HEADED IN 2020 BEAUFORT COUNTY COLLECTED ONE HUNDRED THIRTY THOUSAND TONS OF SOLID WASTE IN THE COUNTY. THIRTY THOUSAND OF THOSE TONS WERE RECYCLED. SO WE'RE WELL BELOW THE STATE GOAL OF 40 PERCENT.

ON RECYCLING IT'S VERY IMPORTANT FOR THE COUNTY AND MOST DISPARITIES IN OUR OPINION AT THE COUNTY TO CONTROL THE WASTE STRING IN THE COUNTY DUE TO THE TREMENDOUS AMOUNT COST THAT MUNICIPAL SOLID WASTE IS COSTING ACROSS STATE IT'S ABOUT 2.8 BILLION DOLLARS THAT IT COST JURISDICTIONS ACROSS THE STATE LAST YEAR TO HANDLE THEIR SOLID WASTE IN THE STATE OF SOUTH CAROLINA. SO WE ARE LOOKING FOR FACILITIES TO BE ABLE TO DO THAT AND YOU'RE GOING TO HEAR A TERM AND AN ACRONYM CALLED MURPH ASSUME OUR ELFIN MATERIAL RECOVERY FACILITY WE SHOULD BE RECOUNTING ARE CURRENTLY LOOKING FOR LOCATIONS TO PUT TWO OF THOSE FACILITIES IN THE COUNTIES SO THAT WE CAN HAVE A PLACE FOR THE WASTE TO GO THERE TO BE SORTED OUT INTO THINGS THAT WILL GO TO THE LANDFILL AND THOSE THINGS THAT CAN BE

THEY GET TO DO FOR THOSE DECALS. THEY GET TO DO THE THINGS ON THAT SCREEN AND THE BULLET POINTS UNDERNEATH THERE THEY GET 3 3 VISITS PER WEEK TO DROP THEIR SOLID WASTE IN THE RECYCLABLES OFF THAT COMING UP CENTER.

THE DECLINE IN THE ILLEGAL DUMPING PRODUCED A SAVINGS TWO HUNDRED NINETY THOUSAND DOLLARS COMPARED TO THE SAME TIME PERIOD IN 2020.

SO WHAT HAPPENED IS WAS EXACTLY WHAT MY STAFF WHO ARE A LOT MORE EDUCATED ON THESE THINGS THAN I WAS AT THE TIME AND THAT WHAT THEIR THEORY WAS PROVED TO BE ACCURATE.

SO THAT'S EXACTLY WHAT WE WERE WANTING TO DO IS MAKE SURE THAT THOSE FOLKS THAT WERE CHARGING RESIDENTS TO HAUL THE MATERIALS TO THE LANDFILL WERE PAYING THE LANDFILL THOSE MATERIALS THERE AND THE COUNTIES AND MOST COUNTIES WOULD SEE A REDUCTION IN THE COST TO US. OF CULTURAL AFFAIRS FOR THE RECORD. >> SO WE HAVE BEEN WORKING ON A PROJECT THAT WAS FUNDED BY THE COMMUNITY FOUNDATION AND WE PUT LOCAL PROFESSIONAL ARTIST MARY FERRIS INTO THE LOCAL HIGH SCHOOL FOR A THREE WEEK ARTIST IN RESIDENCY PROGRAM.

HE WORKED FOR THE TOOTIE VISUAL ARTS STUDENTS AND THOSE KIDS GOT TWO PRODUCTS FROM THAT.

ONE WAS A REALLY BEAUTIFUL GULLAH HISTORY INSPIRED MURAL AT THE SCHOOL INSPIRED BY MARY'S AESTHETIC A STYLE THAT WAS MANAGED BY THE TWO VISUAL ARTS TEACHER MONIQUE MONIQUE DOUBLE LA AND THEN THE OTHER WOULD BE THE FINAL PROJECT WHERE THIS FOR THE STUDENTS WAS

THAT THEY SAID MINTED THEIR OWN MINI MURAL DESIGNS INSPIRED BY THE ECOLOGY AND HISTORY OF HILTON HEAD ISLAND. WE HAD FORTY NINE STUDENTS SUBMIT DESIGNS THAT WERE VETTED BY THE 19 MEMBER ARTS COUNCIL AND THE TOP 25 WERE PICKED FOR A TEMPORARY INSTALLATION THAT IS SUGGESTED TO GO IN AT JARVIS CREEK SAILING AND ROWING AND THE ISLAND REC FROM MARCH 1ST UNTIL SEPTEMBER 12TH. THE MURALS ARE PRETTY SMALL. THEY WOULD STAND ABOUT FOUR FEET TALL AND THREE FEET WIDE. WOULD THE ART ITSELF BEING ABOUT TWO BY THREE FEET IN THAT GRAY AESTHETIC THAT WE WORK WITH JARVIS CREEK WE ARE DISCUSSING PUTTING NINE STANDING INSTALLATIONS ALONG THE WALKING TRAIL ISLAND RACK. WE GET 10 OF THE INSTALLATIONS AND THEY ARE SO CLOSE TO THE HIGH SCHOOL AND THOSE WOULD BE DETERMINED ON THEIR SITE BY FRANK AND HIS TEAM. AND THEN A SMALL LITTLE EXHIBITION GARDEN AT SAILING ROWING. SO HERE'S THE MAP FOR THE JARVIS CREEK RECOMMENDATION.

AS YOU CAN SEE THE NINE GO AROUND THAT WALKING TRAIL AND THERE'S KIND OF A VIRTUAL MOCKUP OF WHAT THAT WOULD LOOK LIKE. THAT ONE IS NOT IN THE WATER.

EACH PROJECT MANAGER REPORTS ON THEIR PERCENT COMPLETE IS HOW WE MEASURE THE PROGRESS ON A PROJECT AND IN THIS CHART WE COMBINED EACH PROJECT IN ITS CATEGORY AND COMPARE FISCAL QUARTER ONE TO QUARTER TWO OF THE FISCAL YEAR. SO AS THE BAR GETS TALLER THAT MEANS MORE OF THE PROJECTS ARE BEING COMPLETED. SO AGAIN IF YOU LOOK AT PATHWAYS AS AN EXAMPLE YOU CAN SEE IT WENT FROM 6 PERCENT COMPLETE THROUGH THE END OF THE FIRST QUARTER TO 19 PERCENT AT THE END OF THE SECOND QUARTER. THOSE ARE IMPORTANT BUT ARE CONVENIENCE AND I BELIEVE ADMINISTRATOR GREEN WILL BEAR ME OUT IS THE MOST POPULAR AND THE MOST USED IN THE COUNTY. AND PEOPLE USE IT BECAUSE THEY KNOW AND PUT THEIR RECYCLING IN THOSE BINS. IT'S GOING TO END UP IN THE RECYCLING STREAM AND NOT IN THE WASTE STREAM. AND AS I UNDERSTAND IT, HILTON HEAD MAY HAVE SOME TRANSPORTATION NEEDS THAT WOULD MAKE GOOD ONES OUT PROJECTS LIKE THE TRAFFIC CIRCLE THAT DE PONDS HAS BEEN ONE OF THE THINGS THAT'S BEEN RAISED AS A POTENTIAL PROJECT THAT COULD BE ADDED TO THE REFERENDUM. SO CERTAINLY IF YOU ALL DO THIS, I THINK YOU DO NEED TO BE AT THE TABLE. I WANT YOU TO KNOW FROM A COUNTY ADMINISTRATION STANDPOINT THAT BY YOU PUTTING SOMEONE ON THE ADVISORY COMMITTEE I WOULD NOT TAKE THAT AS A VOICE OF SUPPORT FOR THE REFERENDUM BY THIS COUNCIL.
