IT'S A 4 0 3.

UH, JOE, WOULD YOU LIKE TO DO THE PLEDGE? UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE.

ALRIGHT.

I'M GOING TO INTRODUCE THE BOARD MEMBERS AND I'M GOING TO CALL THE DISTRICT AND SAY, WHAT DID YOU EVER HEAR OR NOT COUNCIL DISTRICT ONE, BRENDA LATS AND POWELL.

I, YOU HEAR, UH, UH, DISTRICT TWO AND HERE.

AND THOMAS, ARE YOU HERE IN THE ROLE? I CAN'T HEAR VERY WELL.

TERRY THOMAS IS HERE, UH, BURNING COAL DISTRICT THREE PRESENT, UM, TRACY ROBINSON DISTRICT FOUR.

I'M PRESENT.

I AM.

THANK YOU.

UH, JAMES MORALE.

HE'S NOT HERE.

I ANA, UH, DR.

CAMERON NAG.

SHE HERE, I DON'T SEE BRAD, UH, BRASS RAZZLING RICHMOND DISTRICT STAFF, JANET PORTER, UH, DISTRICT EIGHT, UH, DISTRICT NINE IS A VACANCY CORRECTLY.

UM, LYNN MILLER DISTRICT CHAN.

I AM HERE AND JOE GAS, DISTRICT 11.

UM, IS THERE ANY PUBLIC COMMENT? THERE DOESN'T SEEM TO BE ANYONE HERE FOR PUBLIC COMMENT.

UM, NEXT, UH, ARE THERE ANY CHANGES TO THE MINUTES FROM NOVEMBER 10TH, 20, BUT I GET SOMEONE TO FAVOR AND SAY, OH, WE HAVE, UH, UH, DR.

CAMERON IS JOINING I THEIR TAB.

CAN YOU HEAR US DISTRICTS.

UM, FIRST ON THE AGENDA FOR LIBRARY DIRECTOR'S REPORT.

AMANDA, WOULD YOU LIKE TO DO THAT? SURE.

UM, FIRST OF ALL, I LIKE TO UPDATE YOU ON WHERE WE ARE WITH PERSONNEL.

AND SO, UM, AND SO JUST WANNA LET YOU KNOW THAT WE ARE AT, UM, 13 1, 3 VACANT POSITIONS.

THREE OF THOSE ARE IN THE PROCESS OF BEING FILLED.

SO THAT LEAVES 10, REALLY, THAT WE'RE STILL SEEKING OTHER SIN EIGHT ARE POSTED AND WE'RE IN THE INTERVIEW PROCESS FOR, UM, TWO OF THOSE.

UM, I HAVE, UH, REVISE IN WAITING FOR HUMAN RESOURCES TO APPROVE MY REVISED JOB DESCRIPTION.

SO, UM, I ALSO WANT TO TAKE THE OPPORTUNITY TO UPDATE YOU ON A FEW PROJECTS THAT WE HAVE GOING ON.

AS I MENTIONED, UH, PREVIOUSLY THIS YEAR, WE HAVE, UM, BEEN THE RECIPIENT THROUGH A PARTNERSHIP WITH THE HEAD OF COVID-19 SALIVA TAKE-HOME KITS TO DISTRIBUTE TO ANY PERSON THAT IS WILLING TO ASK FOR ONE AND PROVIDE SOME IDENTIFICATION TO DATE.

OUR LIBRARIES HAVE DISTRIBUTED 229 KIDS IN THE COMMUNITY.

UM, SO WE'RE ABOUT HALFWAY THROUGH THE AMOUNT THAT WE WERE GIVEN TO DISTRIBUTE.

AND CERTAINLY BASED ON THE INCREASE, UH, WE HAVE SEEN A DEMAND FOR THOSE TEST KITS AND WE'RE PLEASED TO BE ABLE TO OFFER THOSE TO THE COMMUNITY.

UM, UPCOMING IN FEBRUARY THROUGH APRIL 15TH, OUR LIBRARIES WILL BE THE HOST OF FREE TAX ASSISTANCE BY BOTH VITA AND ARP.

UM, SO JUST WANTED TO MAKE SURE EVERYBODY IS AWARE FOR THOSE WATCHING AT, IN THE EVENING OR AT OTHER TIMES THAT, UM, OUR LIBRARIES WILL AGAIN OFFER THIS VERY POPULAR COMMUNITY SERVICE.

UM, AND THEN I ALSO WANT TO BRING TO

[00:05:01]

YOUR ATTENTION A FEW PROJECTS THAT I'VE NOT BROUGHT BEFORE YOU, UM, UNTIL NOW, AS THEY ARE NOW STARTING TO BE VIABLE.

AND I WOKE, I WOULD LIKE TO SHARE WITH YOU WHERE WE ARE ON THEM, AND THEN ASK WHERE YOU WERE A BLESSING TO PROCEED IN YOUR PACKET.

I SENT YOU A CONCEPT PLAN OF A POTENTIAL PHILIP POCKET.

IT IS, UH, IT IS THE DESIRE LOW COUNTRY, OR EXCUSE ME, HILTON HEAD AND BLUFFTON CHAMBER OF COMMERCE LEADERSHIP CLASS OF 2022.

IT IS THEIR DESIRE TO FUNDRAISE AND HELP ASSIST IN UPGRADING THE GREEN SPACE DIRECTLY IN FRONT OF THE LAWTON BRANCH LIBRARY.

AND THEIR PURPOSE SPECIFICALLY IS THAT IT WOULD BE, UM, A DRAW FOR LIBRARY, GUESTS AND VISITORS.

AND, UM, THE FUTURE OF THAT SPACE WOULD BE NATURAL LANDSCAPING, NO, NOTHING LIKE THAT.

UM, AND THEN ALSO A PLACE FOR OUTDOOR STORYTIMES OR PERFORMANCES SHOULD, SHOULD THE INTEREST IN THAT ARISE.

AND THEN ALSO A DREAM OF MINE, WHICH IS TO INSTALL A STORY, WALK STORY WALKS ARE POPULAR ACROSS THE NATION.

THERE ARE ABOUT 300 OR MORE IN EXISTENCE.

AND WHAT IT IS IS IT'S A, UH, A, UH, A DECONSTRUCTED PICTURE BOOK THAT IS DISPLAYED THROUGHOUT A WALKING TRAIL.

AND SO AS PEOPLE OF ALL AGES ENCOUNTER THAT WALKING TRAIL, THEY'RE ACTUALLY READING TWO PAGES OF THE BOOK ALONG THE PATH.

UM, AND I HAVE TWO OPPORTUNITIES TO DO A STORY.

WALK.

ONE IS HERE IN FRONT OF THE BLOCK OF THE BRANCH LIBRARY IN PARTNERSHIP WITH THIS LEADERSHIP CLASS.

AND THE OTHER IS THROUGH THE FRIENDS OF THE BUFORD LIBRARY.

WHO'VE IDENTIFIED A PARK IN NORTHERN BEAVER COUNTY THAT THEY WOULD LIKE TO INSTALL A STORY WALK.

UM, SO IS MY, UH, MY I'M ASKING FOR YOUR BLESSING, UH, TO PURSUE PARTNERING WITH THESE PROJECTS.

SO I WAS THINKING THAT I WAS THINKING THAT THERE'S BEEN SO MUCH, UH, CRITICISM OF POLICE AND MILITARY, ET CETERA, IF THAT COULD BE INCLUDED SOMETIME DOWN THE LINE, AS, YOU KNOW, WALK IT DOWN OUR FRAIL.

AND THERE WAS AN INCIDENT AND THE POLICEMAN AT THE THEY HELP THEM OR ENVIRONMENT OR WHATEVER THE CASE MIGHT BE TO COUNTERACT THIS PROBLEM OF THE CRT.

UH, AND I'VE HAD A DISCUSSION WITH SOME TEACHERS RECENTLY, A COUPLE OF DIFFERENT SCHOOLS OR A TEACHING CRC, AND IT JUST ENRAGED AS VAGUE.

AND I'D LIKE TO HAVE AN OPPORTUNITY TO FIGHT BACK.

AND I WAS ALWAYS IN THE COMMUNITY AND MIGHT BE BENEFICIAL TO THE KIDS.

A LOT OF QUESTIONS WILL BE ABOUT WHAT WOULD THE STORY WALK, CONTENT BE? IT WAS WHILE OUR COLLECTION DEVELOPMENT POLICY AND THE LIBRARY IS FOR THE LIBRARY PARTNERSHIP IN THESE STORY, WALKS IS TO PROVIDE THE CONTENT.

SO WE WOULD BE, WE WOULD BE THE LIBRARIANS FOR, UH, PER SE IN SELECTING THE TILES TO BE DISPLAYED IN THESE PICTURE BOOKS.

AND THEY WOULD BE ON A ROTATING BASIS AND , WE CAN DO TO ENCOURAGE THOSE IN THE COMMUNITY AND ENCOURAGE BEING OUTDOORS, BEING ACTIVE AND MOVING.

THAT'S WHAT WE'LL DO, BUT IT WILL FOLLOW THE SELECTION CRITERIA FOR THOSE WHATEVER PICTURE BOOKS ARE USEFUL.

ALL OF OUR CLIPS AND DEVELOPMENT CALLS, MAN, DADDY CAKE, THE WHOLE, THING'S A GREAT IDEA.

I LIKE THAT IT FOLLOWS OUR COLLECTION POLICY MADE TO NEUTRAL AND APPROPRIATE FOR THE COMMUNITY.

I THINK IT'S A GREAT IDEA.

I FULLY SUPPORTED AMANDA ON THIS CONCEPTUAL DRAWING FROM THE, UH, LEADERSHIP PROGRAM.

I ASSUME THIS IS THE LIBRARY BUILDING AT THE BOTTOM WHERE IT SAYS LIBRARY, JUST WANTING TO BE SURE OF THE ORIENTATION.

SO FOR, FOR THIS PARTICULAR, UM, PROJECT AND AT THE LUPTON LIBRARY, IT WOULD GO THROUGH THE COUNTS.

SO MS. HOWARD, YOU WILL HEAR ABOUT THE SKIN.

UM, THE, UH, THE FRIENDS, UH, HAD LOOKED AT SEVERAL PARKS IN, UH, THE CITY OF BEAVERTON TOWN OF PORT ROYAL.

AND SO A LITTLE NATURALLY GO THROUGH THE PROCESS IN THOSE MUNICIPALITIES.

AND YOU'LL HEAR ABOUT THAT AGAIN, BUT I JUST WANTED TO, BEFORE WE START REALLY PUTTING MOVEMENT BEHIND THESE, TO YOUR FAVOR AND BLESSING, UM, THAT ELABORATE SHOULD BE A PARTNER IN THAT SORT OF WALK.

YOU CAN CHANGE THE SPANISH AUSTRALIA, YOU KNOW, HOW THEY HAVE THOSE STATIONS THROUGHOUT THE WAY.

BUT WHAT WE TOOK, WHAT WE WOULD BE LOOKING TO PURCHASE IS A, IS A SIMILAR STANCE, BUT THAT HAS A WAY TO LOG AND CHANGE THE MAP.

[00:10:03]

I DON'T THINK YOU NEED A VOTE EXCEPT, UH, JUST BY WAY OF INFORMATION THAT I'M ASKING THAT WE'D BE AT A PARTNER TAB.

AND THEN DO YOU, DO YOU NEED AN OFFICIAL VOTE TO SAY THAT YOU ENDORSE YOU FOR KIND OF ELABORATE PARTNERING WITH THESE POTENTIAL PROJECTS? OKAY.

I THANK YOU FOR THAT.

I HAVE ONE MORE THING THAT I'D LIKE TO DO BEFORE I WRAP UP MY, UH, MY DIRECTOR'S REPORT.

AND THAT IS TO CONTINUE MY TRADITION OF INTRODUCING LIBRARY STAFF TO YOU.

SO I WANT TO INTRODUCE YOU TO KATHERINE, KATIE MCKEAN STANDBY.

KITTY CAME TO US MOST RECENTLY, UM, FROM FLORIDA IN VIRGINIA, IN GREENVILLE, AND SHE HAS EXTENSIVE EXPERIENCE.

YOU CAN'T SEE BECAUSE SHE'S WEARING A MASK RIGHT NOW, BUT SHE HAS AN IN, IN WHAT I LIKE TO TERM AN INFECTIOUS SMILE THAT YOU CANNOT BE AROUND HER AND NOT SMILE.

IT'S IMPOSSIBLE.

I'VE TRIED JUST GETTING, BECAUSE LIKE KATIE IS THE BRANCH MANAGER OF THE BLUFFTON, RIGHT? AND SHE STARTED WORKING WITH US, UH, SEPTEMBER OF 2020, RIGHT BEFORE WE REOPENED TO THE PUBLIC IN OCTOBER.

AND THEN WE THREW OVER THE PATIENT AT HER AND REMARKED TO JUST LAST WEEK.

UH, SHE HAS BEEN THE PERSON THAT ALLIED ON IN THIS BUILDING TO KEEP STAFF OF THE UP-TO-DATE AND INFORMED ABOUT WHAT'S HAPPENING WITH THE BRAND.

SHE'S MY GO TO HERE AT THIS LIBRARY.

AND WE ARE PLEASED AS PUNCH TO HAVE HER ON STAFF.

AND THAT'S WHY I INTRODUCE YOU TO KATIE.

THANK YOU FOR INVITING ME HERE.

AND IT'S GOOD TO MEET YOU ALL.

DOES ANYBODY HAVE ANY QUESTIONS FOR ME OR I DON'T THINK SO.

YEAH.

I'VE BEEN LIKE MARINE FOR ABOUT 15 YEARS.

UM, I STARTED OUT AT A LITTLE TINY LIBRARY, GEORGIA.

UM, I WAS A BOOKMOBILE COORDINATOR INITIALLY, AND THEN I RAN HOME A BRANCH, UM, AND A LITTLE BIT, A LITTLE TOWN NORTHERN GEORGIA.

AND I RECEIVED MY DEGREE FROM VALDOSTA STATE UNIVERSITY IN LIBRARY SCIENCE.

AT THAT POINT, I WENT TO GREENVILLE, SOUTH CAROLINA, AND I WAS A BRANCH MANAGER THERE AT TWO DIFFERENT LIBRARIES.

AND THEN, UM, MY HUSBAND WAS TRANSFERRED TO VIRGINIA.

SO IN VIRGINIA, I WAS AT ST.

LOUIS PUBLIC LIBRARY AND I WAS OVER, UM, TECHNICAL SERVICES, WHICH IS CATALOGING AND ADULT SERVICES.

AND I WAS THERE FOR ABOUT SIX AND A HALF YEARS AND WE WANTED TO COME BACK SOUTH.

AND THAT'S HOW I ENDED UP HERE.

THAT HAS BEEN A LOT OF FUN.

SO ONE INTERESTING FACT ABOUT KATIE IS THAT SHE IS A TWIN.

YES, I AM.

AND, UM, SHE WAS INTRODUCED BEFORE COUNCIL, UM, EARLIER LAST YEAR, LATE LAST YEAR.

UM, IT WAS, UH, IT WAS ANNOUNCED THAT IT IS UNCLEAR AS TO IF SHE IS CATHERINE OR MORNING OR MARTHA BETWEEN SHE IS, AS THERE WAS A MIX UP WHEN THEY WERE BABIES TO BRING THAT ONE MORE TWIST.

WE JUST WELCOMED MARTHA TO THE LOBBY GO LIBRARY LAST, UM, LAST WALL.

AND SO WE ARE EMPLOYING BOTH TWINS.

SO YOU SAY YOU HAVE A, I THINK YOU'RE AN INSPIRATION FOR ANYONE WHO'S WATCHING THE MESSAGES, WHEREVER YOU GO, YOU CAN GET A JOB OUT OR YOUR DESCRIPTION OF WHERE YOU MOVED AND WHAT YOU'VE DONE IS GREAT, GREAT PEOPLE WHO LOVE TO READ AND WELL, THANK YOU.

I DO.

I LOVE LIBRARIES.

SO I GREW UP IN A VERY, VERY HAPPY IN LIBRARIES.

VERY, VERY HAPPY HERE AND GAVE HER ACCOUNT.

AND IF Y'ALL NEED ANYTHING, JUST HOLLER AT ME AND I'LL ANSWER WHATEVER QUESTIONS YOU WANT.

YOU'RE WELCOME.

THANKS.

THAT INCLUDES MY DIRECTOR'S REPORT, UNLESS YOU HAVE ANY QUESTIONS FOR ME AS HOWARD WAS OUR LIAISON FOR THE COUNTY.

AND, UM, NEXT YEAR'S OUR, THANK YOU.

UM, AND WE GET TO THE EXCITING PART TODAY.

UM, ACTUALLY I WANT TO COVER THREE THINGS.

[00:15:01]

UM, FIRST OFF ABOUT THROUGH UNUSUAL FINANCIAL DOCUMENTS.

UM, ZACH, I'M WANTING TO PRESENT EVERYONE AN UPDATE ON OUR IMPACT FEE SITUATION, WHERE WE ARE, WHAT WE HAVE, AND LOOK, WE'RE LOOKING AT PROGRESS KINDA OVER HERE.

AND THEN LASTLY, KIND OF WRAP UP WHERE WE ARE WITH OFTEN PROJECT UP THE PHASE ONE PROJECT.

SO TO BEGIN OUR GOOGLE PASSION, WHAT I'D LIKE TO DO IS JUST START WITH THEIR SPECIAL FUNDS PAGE, WHICH IS IN YOUR HANDOUTS.

AND I WILL START ON THE LEFT HAND SIDE, LOOKING AT OUR STATE AID LOTTERY, AND YOU'LL SEE THAT SO FAR, WE RECEIVED TWO INSTALLMENTS FOR OUR STATE AID.

UM, NOTHING HAS BEEN RECEIVED SINCE OUR LAST REPORT.

WE HAVE SPENT AN ADDITIONAL, UM, ABOUT $28,000 OUT OF OUR RESERVE, LEAVING US WITH A HEALTHY BALANCE, 142,000 SITTING THERE ON THERE FOR STATE AID.

WE WILL RECEIVE A THIRD INSTALLMENT OF STATE AID OF ABOUT A HUNDRED, 9,000 AND THEN HAVE A FOURTH INSTALLMENT LATER IN THE YEAR OF OPERATING FIVE.

OVERALL, THIS WOULD REPRESENT ABOUT $40,000 MORE IN STATE AID IN THIS FISCAL YEAR THAN IN THE LAST, OH, WE, THEY STOPPED CAROLINA STATE GOVERNMENT OR SUPPORTED US IN THIS REGARD NEXT LIKELY MOVE OVER TO OUR IMPACT FEES INSIDE.

OKAY.

AND DROP ME DOWN TO THE BOTTOM.

YOU'LL SEE THAT WE'RE SITTING AT 5.3 MILLION AND IMPACT BE BALANCED NOW A BIT ABOUT 17, 18,000.

HOWEVER WE HADN'T RECEIVED SINCE OUR LAST REPORT, ABOUT 118,000 AND AS EXPECTED 71% OF THAT IS FROM THE BOTTOM LINE RATE.

ALL OF MY HILTON HEAD AND ST.

HELENA THERE WASN'T A SINGLE EXPENDITURE MADE IN AND THAT ENDED WITH, OF OFFICE IN CONDO RENOVATION ACTIVITIES AT THAT.

SO OUT IT'S FINE, BUT WE RECOGNIZE THAT WE STILL HAVE WHAT WE CALL ENCUMBERED OBLIGATIONS THAT IS AMENDMENTS TO PAY WHAT A BON-TON PAYS ONE, A PROJECT OF ABOUT 271,000 ALSO OUT THERE IS OUR NEW RIVERSIDE LAND AND DESIGN PHASE ABOUT AN UNDER A MILLION AND A HALF POSSIBLE.

OFTEN PHASE TWO ARCHITECTURAL FEES WILL AFFECT ON DESIGN FEES ABOUT A 45, AND THEN ALSO HELPED HIM HEAD AN E ARCHITECTURAL ENGINEERING STUDY OF ANOTHER 50.

AND WE'RE GOING TO SPEAK MORE ABOUT THAT AS WE GET ON.

AND I WANT TO GIVE YOU A HOLISTIC VIEW HERE.

AND WHILE WE'RE SITTING ON HOW TO DEAL IN TERMS OF IMPACT IS WE ALSO HAVE OBLIGATIONS OUT THERE AND PROJECTS THAT ARE COMING AROUND REPORT THAT WE SIMPLY HAVE TO BE AWARE AND BE TALKED ABOUT, AND I'M GOING TO UNCOVER THEM AND GET INTO OUR TOTAL IMPACT FEE PROTECTION IN A FEW MINUTES NOW, REALLY MORE SO THE CITY OF BEAVERTON TOWN, BUT WHILE I WAS STILL ON A PLANE, I SAW RECEIPTS AT 5,000.

WE'RE STILL, LITTLE ROOTS.

AND THE ONLY NEW SCHEDULE WE'RE ACTIVELY SEEKING OUT, I AM ATTENDING NO LEGISLATION OR THE RELATION HASN'T BEEN PASSED AS CHANGE IMPACT IS WE'RE STILL AT THE WHOLE FIVE DISTRICT BUDGETARY ALIGNMENT, WHERE RIGHT NOW HE HAS BEEN ON THE PRESENTATIONS OF THE IGA DRAFTED IS HAPPENING.

OKAY.

AND THEN LAST THING ON THAT AGE, WE HAVE OUR SPECIAL PROCESS AND THERE WAS A SLIGHT CHANGE ABOUT 70, $73 AND INTEREST.

AND IN OTHER MINDS, NO MATERIAL CHANGE IN TERMS OF SPECIAL FUNDS WERE LOOKING VERY GOOD AND VERY HEALTHY.

NOW LET'S TURN OVER FOR, WITH THE EXPENDITURE.

PAPERS IS ALSO HAVE HOUSE CARE.

AND AGAIN, SIX MONTHS, 50% OR 70 WAIT YEAR HERE, YOU PUT YOUR ORDER THROUGH THE CALENDAR YEAR.

WHAT ABOUT

[00:20:01]

44? 45% IS FAMILY 45% SPEND PERSONNEL SERVICES.

AND AGAIN, GOING BACK TO WHAT THE RECORD COUNTED THAT WE HAVE 13 VACANCIES, THIS IS UNDERSTANDABLE.

IT REMINDED ME RIGHT THERE.

UM, AGAIN, THIS IS, AGAIN, I THINK REFLECTIVE OF THE COVID CONDITIONS TO REDUCE SERVICES HOURS THAT WE'VE HAD, BUT I THINK AS WE MOVE FORWARD AND AS WE RESTART RESUMING OR NORMAL OPERATIONS, WE'LL SEE MORE FULFILLMENT OF THE SPENDING AS WE MOVE FORWARD.

SO FAR THIS YEAR, WE HAVE UNSPENT DEPENDS ON FED FUNDS ABOUT A QUARTER MILLION DOLLARS.

SO IN SHORT, YOU'RE LOOKING AT TWO PAGES, WE HAVE A GOOD IMPACT BALANCE, GOOD BOOK RESERVE BALANCE, AND WE ARE UNDERSTAND.

AND THEN THE THIRD TIME WE'LL WHAT WE'LL DO IN TERMS OF OUR, OUR REVIEW HERE IS MATERIALS EXPENDITURES, WHICH IS REALLY MY FAVORITE HAIR.

WAS IT SIX MONTHS? WE HAVE SPENT 219,000 WHERE WE DO HAVE INVOICES ON HAND, WAS BRINGING US BACK TO A MORE NORMAL SPENDING PATTERN, WHATEVER WE HAVE HERE.

I'M LOOKING AT THIS THING HOLISTICALLY.

WE HAVE 219,000 SPENT SO FAR THIS YEAR, SIX MONTHS, AND WE HAVE REMAINING STATE, THEY BALANCE 142,000.

UM, WE'RE GOING TO GET OUR THIRD AND FOURTH INSTALLMENT WAS REPRESENTED ABOUT ANOTHER 140,000.

AND WE HAVE AN ANNOUNCEMENT MATERIALS, ALEX .

SO WE HAVE SPENT JUST UNDER 700,000, REALISTICALLY.

WE WANT TO SPEND ALL OF THAT, BUT THE IDEA HERE IS, AND UNDERSTANDING THAT WHILE WE'RE ABOUT 219,000 SPENT SO FAR, THIS YEAR, THERE IS MUCH TO GO AND WE'LL SEE SOMETHING, YOU KNOW, QUITE A BIT NORTH OF THAT AS YOU'RE HERE, YOUR CHURCH.

OTHER THAN THAT, I'D LIKE TO POINT OUT THAT OF THE 219, UH, 99 HAS BEEN SPENT STRIPPING ON COUPON WITH THESE FOLKS IN HARDBACK BOOKS, BRINGING UP THE BALANCE HERE.

UM, SO WE'RE LOOKING AT MATERIAL SPENT, WELL, BEFORE WE MOVE ON TO THE IMPACT PORTION, I'D LIKE TO HAVE THE DIRECTOR SPEAK TO A BLOOD EDGE PATHS OR REALITY STRING, AND SOME OTHER THINGS THAT ARE COMING DOWN THE PIKE IN TERMS OF OUR MATERIALS OFFERINGS.

SURE.

UM, I FEEL LIKE I SPENT A LOT OF MY DAYS BRAGGING ABOUT WHO, AND IT IS A PRODUCT THAT WE ARE PROUD TO HAVE, AND WE CONTINUE TO MAKE THAT AVAILABLE TO BEAVER COUNTY LIBRARY CARDHOLDERS, UM, JUST TO REFRESH ANYBODY FEEL THAT YOUTUBE, BLA OR ISN'T AWARE OF WHAT PEOPLE OFFERS MAYBE AVAILABLE ON A WEBSITE IT'S AVAILABLE AS AN APP, IT IS FREE WITH YOUR LIBRARY CARD NUMBER.

UM, THEN WHEN I REGARDS TO RECOVERS FREE FRUIT, UM, INSTANTLY NO WAY I CAN HAVE IT RIGHT AWAY, UH, MOVIES, TV, BOOKS, AUDIO BOOKS, AND EVEN MUSIC AND COMMONWEALTH SCRAPPING OUT NOW IN TERMS OF DECEMBER, RIGHT BEFORE THE HOLIDAY, AS A CHRISTMAS GIFT.

SO TO SPEAK TO HULA USERS, THEY ANNOUNCED A NEW BORROWER IT'S CALLED A BINGE PASS.

AND IT MEANS EXACTLY WHAT YOU THINK YOU GET TO BINGE ALL YOU OF TWO VERY SPECIFIC CATEGORIES.

YOU CAN HAVE A BINGE PASS FOR MAGAZINES.

SO OVER THE COURSE OF SEVEN DAYS WITH ONLY ONE WHO , YOU CAN READ OR VIEW BRENT DOWNLOADED AS MANY MAGAZINES AS YOU WANT, YOU CAN BINGE ALL MAGAZINES.

YOU COULD ABSOLUTELY WANT THROUGH GOOGLE, OR YOU CAN SELECT WITH ONE PEOPLE TO BORROW ACCESS TO SEVEN DAYS.

IF I ASKED THAT TO ALL OF THE GREAT COURSES, UM, LECTURE SERIES THAT THEY MAY HAVE AVAILABLE JUST DOG TRAINING OR BRITISH US.

UM, SO, UH, YOU CAN PUT IN THE COURSE OF SEVEN DAYS, YOU CAN GET YOUR HEART'S CONTENT WITH ALL THE GREAT COURSES YOU WANT.

I JUST RECEIVED WORD TODAY FROM HOOPLAH AND THEY'RE ADDING A THIRD BINGE PASS, AND THAT IS CALLED CURIOSITY STREAM.

AND THAT IS A THOUSANDS OF DOCUMENTARIES AND NONFICTION SERIES ON SCIENCE, TECHNOLOGY, HISTORY, AND LIFESTYLE, EVEN CHILDREN'S CONTENT.

SO, UM, YOUR RORO AND HOOP GOES A LOT FURTHER THAN IT USED TO WITH THOSE BINGE PASSES.

UH, THIS IS A REFRESHER FOR KIND OF LIBRARY BUDGETS TO PROVIDE EIGHT BORROWS TO EVERY CARD HOLDER

[00:25:01]

IN THE, UM, FOR EIGHT BARS, YOU CAN DOWNLOAD WHAT YOU WOULD LIKE TO HAVE.

WE'RE VERY, VERY PLEASED AND PROUD TO ANNOUNCE.

IT GETS A LOT OF USE.

I AM THE FIRST ONE COMMENTS HERE ON IN TERMS OF THE NINJA PATH AND GREAT HORSES.

UM, WHEN I RECEIVED THE DIRECTOR'S EMAIL ABOUT THE BINGE PASS, I LOOKED AT THE GREAT HORSES, AND THIS IS AN OFFERING ABOUT THE WEIGHT, A HUNDRED DIFFERENT LECTURE SERIES.

AND I CHOSE ONE THAT SPEAKS TO ME.

ANYWAY, I WENT TO ENTER INTO THE MEETING, WHICH IS REALLY BRITISH BRITISH INDIA.

I HAVE COMPLETED 24 LECTURE SERIES, UH, BRITISH INDIA.

THIS IS THE SAME COURSE THAT IS TAUGHT BY THE INSTRUCTOR AT THE US NAVAL ACADEMY.

I HAVE LEARNED MORE THAN THEY EVER THOUGHT POSSIBLE, BUT AT THE SAME TIME, I FEEL THAT THIS IS REALLY THE ULTIMATE LIBRARY OF OFFERING IN TERMS OF EXPANSION OF KNOWLEDGE AND IN USEFUL INFORMATION AND MAKING IT AVAILABLE TO OUR COUNTY RESIDENTS.

THIS IS FANTASTIC.

AND THE COURSES ARE REALLY WELL TAUGHT, WELL DISRUPTED AND WHICH IN THIS CASE, IT WAS WRITTEN BY THE BE A GREAT VALUE TO OUR COMMUNITY.

UH, THIS IS ROSALIE, UM, REGARDING NOVELS AND WHAT'S AVAILABLE WITH THE LATEST NOVEL.

A FRIEND MOVED HERE FROM, UM, NEVADA, AND SHE WAS COMPLAINING TO ME OR MENTIONING TO ME THAT SHE CANNOT GET THE SAME SELECTION THROUGH OUR HOOPLA, THAT SHE CAN GET AND CONTINUES TO GET FROM HER RIVALRY IN NEVADA.

I DON'T KNOW WHY I DIDN'T HAVE ANY ANSWERS FOR HER, BUT THAT WAS HER COMMENT REGARDING NOVEL.

SO THAT'S MY QUESTION, DULY NOTED.

AND WHENEVER ANY OF YOU ENCOUNTER ANY COMMENTS, SUGGESTIONS, FEEDBACK LIKE THAT, PLEASE SEND THEM TO, UH, TO CONTACT US DIRECTLY, EITHER IN PERSON AT THE BRANCH OR THROUGH EMAIL, WE'RE HAPPY TO EXPLAIN, UH, THE OFFERINGS AND PERHAPS POINT THEM TO THE RESOURCES THAT THEY'RE LOOKING FOR.

OKAY.

I WILL TELL HER TO DO THAT PURPOSES OF BACKGROUND WHO OWNS IT, OR WHAT ENTITY OWNS IT AND HOW DO THEY FINANCE? IT'S OWNED BY A VENDOR THAT WE USE FOR PHYSICAL DVDS, ALL ABOUT MIDWEST STATE.

THAT'S THE BEST OF THE COURT COMPANY THAT DOES THAT.

THEY PROVIDE BOTH PRINT AND DIGITAL.

NOW THEIR DIGITAL ARM IS FRUITFUL AND IT'S A SUBSCRIPTION SERVICE.

SO LIBRARIES THAT ARE SUBSCRIBED TO IT, PAY A FEE.

WE PAY FOR A DOWNLOAD.

THAT'S HOW I BUDGETED EIGHT BORROWS FOR A LIBRARY CARD HOLDER.

UM, AND THAT IS HOW THEY ARE CONTENT.

THEY GO OUT TO PUBLISHERS AND ACQUIRE THE DIGITAL RIGHTS TO MAKE THOSE ITEMS. ALL RIGHT.

SO OUR LIBRARY IS SIGNED UP AND WE'RE PAYING THEM SO MANY DOLLARS A YEAR.

ALL RIGHT.

WELL, THANK YOU BACK HERE, WRAP UP WITH A REVIEW OF OUR CURRENT IMPACT AND IT IS INCLUDED IN YOUR HANDOUTS.

WHAT I WANTED TO DO IS THAT SINCE WE'RE LOOKING AT THE BEGINNING OF THE YEAR, SINCE WE'RE WRAPPING UP, LOCKED ON PAGE ONE, IT SAYS WE ALSO HAVE AN ACTIVE YEAR IN TERMS OF THAT.

HERE'S WHY EVERYBODY WITHIN OUR LIBRARIES , AND WE'D ALL HAVE THE SAME.

, UH, ARE INDEPENDENT AT THE BEHALF OF THE END OF LAST YEAR, THE END OF THIS YEAR.

AND WE'RE AT 5 23 NUMBER THAT WE REFERRED TO EARLIER IN THE PRESENTATION THERE, WHEN WE'RE TALKING ABOUT IMPACT IS, UM, TO LOOK AT IS REALLY CALENDAR YEAR 2022 ON FISCAL YEAR CALENDAR YEAR 2022, UM, MOVING IN POUNDS ABOUT 5.3 MILLION AND THEN MOVING IT DOWN, LOCK THAT IN PHASE ONE, MY RELATION BUDGET WAS 70 844,000.

SO FAR, WE PAY OUT ABOUT 489,000.

AND WE HAVE A BALANCE DUE IN HUMBERT

[00:30:01]

THAT IS REMAINING TO BE PAID 271,000.

SO WHEN WE SUM ALL OF THIS TOGETHER, WE'LL SEE THAT WE'RE LOOKING AT SPENDING LESS THAN THEM, AND WE'RE EXPECTING TO HAVE, AND HAD AN UNDER BUDGET ABOUT 82,000, WHICH IS REALLY QUITE REMARKABLE AND GOES TO THE LIBRARY DIRECTOR.

AND HER STAFF ARE DOING THAT.

WHAT I THINK IS ESPECIALLY SIGNIFICANT IS THAT WHENEVER WE'RE LOOKING AT SUPPLY CHAINS, SHORTAGES, AND DISRUPTIONS, AND SO MANY THINGS, A LOT OF THEM WAS REALLY BROUGHT IN VERY, VERY CLOSE TO TIME.

AND REALLY, AND THAT IS WHERE GOAL THAT YOU WENT THERE.

SO THAT'S OFF TO THE RECORD AND JUST ASKED HER THE NEXT THING THAT WE, THAT WE HAVE TO CONSIDER IS REALLY AS A WHOLE.

SO, SO FAR WE'VE SPENT 1,061 DESIGN PHASE, AND THAT REALLY WASN'T PAYING OUT IN YEAR 2019, ALL OF THAT TOGETHER, LOOKING AT A PHASE ONE OFFS , WHICH YOU CAN CONSIDERING THAT WHAT WERE ABLE TO DO WITH IT IN TERMS OF SPENDING THAT AMOUNT OF MONEY AND EXTENDING INTO USEFUL LIFE AND VITALITY OF THIS, OF THIS BUILDING ANOTHER DECADE OR TWO.

SO AGAIN, I THINK FROM MY PERSPECTIVE, I THINK THE BOARD HERE IS REALLY MONEY WELL SPENT, AND THAT INCLUDES ORIGINAL DESIGN TO ME AND FURNITURE, FITTINGS, AND EQUIPMENT.

SO ALL THAT TOGETHER WAS REALLY WELL SPENT.

UM, ALSO WOULDN'T BE HAVE ON GRIND BOARD FOR THIS YEAR IN THE NEXT PHASE OF THEM HAD LIBRARY RESERVATION, AND THEN ANDY STUDIES WITH THAT TOGETHER.

SO THAT DESIGN IS ALREADY SET.

WHAT WE HAVE NEXT CONSIDER IS REALLY THE AME STUDY.

WHAT IS IT GOING TO COST US, TAKE THESE THINGS AND MOVE THEM INTO REALITY.

AND THAT'S ARCHITECT 50,000.

WE ALSO HAVE RIVERSIDE LAND AND DESIGN.

AND AS WE SAID BEFORE, WE PAID THAT UP AT NINE AND A HALF AND HALF HERE'S A POSSIBLE.

AND HE STUDIED LUMPED IN PHASE TWO AND ABOVE TO PAGE TWO, PRIMARILY BEHIND HER TIMES, HER CHECKOUT AND HOTTER, MORE INFRASTRUCTURE, AND THEN PAY THE 45 40 5,000.

THERE WERE CONTINUING WITH THE NUMBER THAT WE USED BEFORE, BACK IN AKHENATEN TO THIS IN TERMS OF REVENUE AND REVENUE FOR THE CALENDAR YEAR 737,000.

SO WHEN WE PULL ALL OF THAT TOGETHER, WE'RE LOOKING AT ENDING THIS YEAR, A LITTLE OVER FALL BREAK.

AND WHEN WE DID THIS, I DID THIS BACK IN MAY.

WE'RE LOOKING AT A MAIN ONE NUMBER OF 7.3.

SO WE MADE THE BIT BETWEEN JULY.

I NEVER WOULD HAVE DONE BACK IN MAY, AND THIS IS THE NUMBER FOR THE END OF THE YEAR.

AND REALLY WE CAN ATTRIBUTE THAT LOWER THAN ANTICIPATED SPENDING, BUT LOTS OF FACILITATE AND IN HIGHER THAN ANTICIPATED REVENUE IN TERMS OF HAVING HAD THE RECEIPTS.

SO IN THAT REGARD, WE'RE LOOKING HOLISTICALLY VERY WELL.

I'M GOING BACK TO THE FACT THAT WE STILL ARE OPERATING WITHIN THE PIPE.

MOST OF THE SPENDING THAT WE'RE LOOKING AT, AND THIS PROJECTION WOULDN'T COME OUT OFTEN AND WE HAVE HOURLY BALANCE.

THERE'S NO RESTRAINTS AT ALL.

WHEN I LOOK AT IT CONSTRAINT, IT COULD BE SOMETHING THAT'D BE ONE IN THE HILTON HEAD DESSERT, IF THERE'S NO, WE HAVE ABOUT 737,000 IMPACT.

THE NUMBER THERE FROM THAT 50,000 IS WHERE THE AME STUDY WAS WELL OVER 600,000.

BUT AGAIN, DEPENDING ON THE SIZE OF THE SCOPE, THE FINAL PASTA, THE ULTIMATE NUMBER OF GOODIES, SEE WHAT WE HAVE ON THAT RENOVATION FEE FOR A LOT OF THEM PHASE TWO OR ADD OR NOT IN PRODUCTION IS WE'RE STILL AT THE THIRD PHASE.

WE ARE LOOKING VERY, VERY HEALTHY AS WE MOVE INTO LOOKING AT THE END OF THIS YEAR, IN TERMS OF IMPACT.

[00:35:01]

I WANT TO LEAVE EVERYONE WITH THAT UNDERSTANDING.

I THINK WE'RE IN TERMS OF THE BUDGET NUMBERS, YOU KNOW, , I JUST MET SO FAR AND WE'RE LOOKING PRETTY GOOD.

SO AT THIS POINT, ANY QUESTIONS ON THE FINANCIAL DOCUMENTS OR THEY B PROTECTION AGAIN, NOTHING BACK TO HERE.

UM, AS WE CONTINUE WITH THE COMMUNITY FOUNDATION IS MEETING, THEY'RE MOVING THEM AND WEDNESDAY.

SO WHAT THEY ARE DOING IN THE LIBRARY RIGHT NOW, IT'S TRACY.

I CAN DO THAT.

UM, YOU'VE HEARD FRIENDS AT THE BUFORD LIBRARY, UM, ASIDE FROM TRYING TO PURSUE THAT, UH, STORY WALK PROJECT.

UM, THEY ARE ALSO, UH, JUST, UH, JUST LAUNCHED THEIR ANNUAL BOOK SANDWICHED IN SERIES.

THAT'S TAKEN PLACE IN PERSON AT USC BUFORD ON MONDAYS, AND THEN ALSO AVAILABLE THROUGH A LINK ON, ON JUNE.

UM, SO THAT, THAT SERIES WILL RUN ALL THE WAY THROUGH MARCH THE SEVENTH.

AND SO THERE'S A FULL DETAILS ON THEIR WEBSITE OR AVAILABLE.

SO YOU CAN SEE ALL OF THE LIST OF SPEAKERS IN THE BOOKS, UM, OR MUSIC THAT THOSE PEOPLE MIGHT BE PRESENTING.

UM, YOUR LIBRARY DIRECTOR IS ONE OF THOSE PEOPLE.

UM, I WILL BE PRESENTING IN FEBRUARY, UM, BUT ALSO, UH, THE FRIENDS WE'LL MEET TOMORROW, UH, TOMORROW AFTERNOON AT FOUR O'CLOCK AND, UH, CONTINUE THEIR GREAT WORK IN SUPPORT OF OUR LIBRARIES.

OKAY.

THANK YOU VERY MUCH.

UM, LOCKED IN WELLESLEY, WOULD YOU LIKE TO TALK ABOUT BLOCKING ? UM, WELL, THANK YOU SO MUCH.

I THINK THEIR INNOVATION LIBRARY MAYBE GAVE THEM A LITTLE LUCK IF IT IS TO REALLY GO FORWARD.

AND THAT'S GREAT NEWS, AND I DID MEET SOME OF THE, SOME OF THE BOARD MEMBERS IN THERE.

THEY'RE VERY EXCITED.

THEY'RE LOVELY PEOPLE, SO IT'S GREAT.

THANK YOU.

UM, HILTON HEAD HAS A NEW MAYBE DADDY TO THEIR BOARD.

THERE'S NEW PEOPLE TOO, AND THERE'S SOME MARKETING PEOPLE AND THEY'RE, UM, THEY'RE PROBABLY WITH YOU IT'S ARE, ARE WORKING TOWARDS, UM, IMPROVING THEIR MEMBERSHIP, GAINING MORE MEMBERS SO THAT THEIR MARKETING PIECES GOING TO BE REALLY EXCITING TOO.

SO WHAT THEY THINK IS WE'RE GETTING SO MANY NEW PEOPLE FROM THE NORTH THAT ARE YOUNGER AND THEY HAVE SO MANY GOOD SKILLS THAT WE CAN USE IN WE'RE LOOKING FOR SOMETHING TO DO.

SO IT SEEMS TO BE A GOOD TIME TO RECRUIT VOLUNTEERS FOR THAT.

THANK YOU.

UM, AND NEXT, WE'RE GOING TO TALK ABOUT THE POLICIES AND PROCEDURES DO, UH, MOSTLY YOU WANT TO TALK ABOUT THE MEANING OF HOW A C YEAH.

[00:40:06]

OF OUR POLICY REGARDING THE USE OF IN THE LIBRARY AND, UH AND BECAUSE THE MAN HAD TO PASS THE CHAIR, UM, , I'D LOVE TO, UM, SO THE MEETING ROOM POLICY IS, IS ESTABLISHED AND IT IS ONE, IT HAS BEEN EXTREMELY HELPFUL IN MOST SITUATIONS, BUT IT DID NOT SPECIFICALLY ADDRESS THE USAGE OF STUDY ROOMS. SO WE HAVE SEVERAL SMALL CONFERENCE ROOMS, LARGE CONFERENCE ROOMS, AND THOSE ARE RESERVED IN ADVANCE, AND THOSE ARE ACCORDING TO THE EXISTING POLICY.

UH, THOSE ARE MADE AVAILABLE TO LIBRARY CARD HOLDERS.

SO YOU MUST BE A LIBRARY CARD HOLDER TO RESERVE THE ROOM, BUT IN A FEW OF OUR BRANCH LIBRARIES, THEY ARE INDIVIDUAL VERY SMALL ONE, ONE TO TWO PERSON STUDY ROOMS. AND THE, UM, OUR STAFF WAS UNCLEAR IN A SITUATION ABOUT, UH, HOW TO ADVISE ON THE USAGE OF A STUDY ROOM.

SO I ASKED THE POLICY AND THE POLICY REVIEW COMMITTEE TO REVIEW THE POLICY INTO, UH, CONSIDER ADDING THE WORD.

UH, THE SENTENCE STUDY ROOMS ARE AVAILABLE FOR PUBLIC USE ON A FIRST COME FIRST SERVED BASIS.

AND THAT WOULD, UM, PROVIDE AN OPTION FOR PEOPLE REGARDLESS OF THEIR STATUS OF HOLDING A LIBRARY CARD OR NOT.

IT WOULD ALLOW THEM AN OPPORTUNITY TO UTILIZE A SPACE, UM, SHOULD THEY NEED IT? WE'RE OFTEN ENTERTAINING GUESTS FROM OUT OF TOWN OR OUT OF COUNTY.

UM, AND THIS WOULD BE AN OFFER OPPORTUNITY TO HAVE A SMALLER SPACE MADE AVAILABLE ON A FIRST COME FIRST SERVE BASIS, REGARDLESS OF LIBRARY CARD MEMBERSHIP.

OKAY.

UM, WITH SOMEONE LIKE TO MAKE A MOTION TO APPROVE THE REVISION A SECOND, ALL IN FAVOR OF THE MOTION, SAY, AYE.

AYE, AYE.

OPPOSED MOTION PASSES.

THANK YOU TO OUR STRATEGIC PLANNING COMMITTEE.

UM, UH, UH, MRS. PORTER, WOULD YOU LIKE TO SPEAK ON THE STRATEGIC PLAN? UM, THIS IS ORDER AND I'M CARRYING THE STRATEGIC PLANNING COMMITTEE.

I, UM, MY POSITION, WE'RE ALL, ALL OF US AS DIRECTORS AT FIRMS. AND, UM, MY TERM HAS ENDED AND I DECIDED TO NOT GROW UP I USE MY TERM IS IN FEBRUARY AND I JUST WANT TO STAY ON .

SO I'M KAT AND, UM, AMANDA AND I HAVE TO WORK TOGETHER TO THE DEPARTMENT WHO WILL BE SHARING THE STRATEGIC PLANNING EFFORT, AND I WILL, UH, SUPPORT, UH, ORIENTATION OF STEP AWAY.

SO I GET A REWARD ALSO, EVEN IF I WASN'T THINKING, OR YOU PROBABLY WOULD HAVE SAID THAT THE ACTIVITIES ALL AROUND ANYWAY, UM, BECAUSE WE HAD DECIDED LAST MEETING THAT WHEN YOU WOULD HAVE GOT ALL WAY AND IT LOSES MY REWARD THAT THANK YOU.

I THINK IT'S 21 YEARS NOW AND IT'S GOT MUCH MORE SPACE FOR SURE.

[00:45:01]

AND I THINK YOU'LL REALLY LIKE IT.

SO THAT'S NOW IN TERMS OF THE RECENT PAST ABOUT RENOVATING THAT LIBRARY, THAT'S STILL IN THE PLANNING STAGE, OR ONCE AGAIN, THAT'S KIND OF LIKE A REVERSE OF THIS OR ENERGY PLANNING.

WE HAVE MANY LESS CHILDREN THAN WE DID 20 YEARS AGO, SO THERE'LL BE MORE AND MORE FOR ADULT FACILITIES, NOT JUST RECONSIDERATION.

UH IS, UH, IS THE NEW RIVERSIDE LIBRARY CONCEPT.

UH, IT IS STILL BEING NEGOTIATED BETWEEN THE COUNTY AND NEW RIVERSIDE, OR I CAN'T SAY WHETHER IT WILL EVER COME FOR SURE.

UH, I DON'T WANT TO MISLEAD ANYBODY, BUT THE, UH, THE PRESENTATION OF PEOPLE THAT HAVE TO GROW THE LITTLE BAR OUTSIDE.

IT'S A GREAT IDEA.

WE WANT TO ACTUALLY VEGETATED AREAS.

UH, SO, SO ONGOING SHOP.

DO YOU HAVE ANY UPDATES FOR US ON THE DEALS WITH THE RIVERSIDE? SURE.

OKAY, THANK YOU.

UM, IS THERE ANY OLD BUSINESS? UM, I WANT TO STAY THAT OUR NEXT MEETING WILL BE SCHEDULED FOR MARCH NINE AT FOUR O'CLOCK AT THE SAME LIBRARY.

AND I ALSO WANT TO PAY BACK A BOARDER FOR ALL OF HER WORK THAT SHE'S DONE ON THIS CORE.

I THINK THAT IT'S BEEN NOW CONTRIBUTED GREAT LEADERSHIP TO, TO THE COMMUNITIES THAT YOU'RE IN CHARGE OF.

SO THANK YOU VERY MUCH, JANET.

IF I SEE YOU AROUND OKAY.

HAVE YOU SEEN ME POINTING VIRTUALLY ON THERE? I WOULD LIKE TO MAKE SURE WE HAVE THE SAME AGENDA OR THIS SWEARING, AND IT'S ALWAYS THE, UH, THE VIEW FOR FRIENDS OF LIBRARY.

WE'VE HEARD MAYOR STEVEN MURRAY AND AMANDA FAMILY.

AND SO I ENCOURAGE ALL OF YOU TO TAKE ADVANTAGE OF THESE FOLKS SANDWICHED IN PRESENTATIONS, OR MAYBE I MADE A PRESENTATION, PLEASE TAKE OF SANDWICH.

IT'S ONLY A THANK YOU.

BERNIE PURSUANT TO SOUTH CAROLINA CODE, SECTION 30 DASH FOUR DASH 70, UH, DISCUSSION AND NEGOTIATIONS, WE'LL BE DISCUSSING, WE'LL BE GOING INTO EXECUTIVE SESSION TO DISCUSS SOME THINGS ABOUT THE PROJECT

[00:50:16]

BECAUSE I JUST GO, OKAY.

ALL OF YOU LET'S GET BACK TO STROLLING INSTEAD OF SCROLLING BEFORE WE CAN SAFELY COME TOGETHER, WE NEED THE FACTS ON COVID-19 VACCINES.

VISIT GET VACCINE ANSWERS.ORG.

SO YOU CAN MAKE AN INFORMED DECISION FOR YOURSELF AND FOR YOUR FAMILY.

DID YOU KNOW THAT STARS HAVE LIFE CYCLES? THEY'RE BORN FORMED FROM FLOATING CLOUDS OF GAS AND DUST IN SPACE.

THEY LIVE SHINING BRIGHTLY FROM THE HEAT AND LIGHT THEY PRODUCE WITHIN.

AND EVENTUALLY AFTER A LONG TIME, THEY GET OLD AND THEY DIE.

SOME OF THEM ENDING THEIR LIVES IN A SPECTACULAR EXPLOSION.

IT'S MUCH LIKE THE WAY A BUTTERFLY GOES THROUGH ITS LIFE CYCLE.

THE CATERPILLAR HATCHES FROM AN EGG, THE CATERPILLAR GROWS AND FORMS A CHRYSALIS, AND THEN IT TRANSFORMS INTO AN ADULT BUTTERFLY.

THESE STUDENTS ARE GOING TO REPRESENT THE CLUMPS OF GAS AND DUST THAT FORMED STARS.

ALL STARS ARE BORN IN A STAR FORMING NEBULA, A GIANT CLOUD OF GAS AND DUSTIN SPACE.

THE FORCE OF GRAVITY DRAWS THE CLUMPS OF GAS TOGETHER.

THE GASES BEGIN TO HEAT UP AND FUSION BEGINS AS THE HYDROGEN ATOMS SPATCH TOGETHER.

THEY COMBINED TO FORM HELIUM AND RELEASE A HUGE AMOUNT OF LIGHT AND HEAT.

THEY STARS BORN.

WHAT HAPPENS NEXT DEPENDS ON THE SIZE OF THE STAR THAT HAS FORMED.

WE'LL START WITH A SMALLER STAR.

ONE, THE SIZE OF OUR SUN STARS.

LIKE OUR SUN HAVE LIVES THAT MEASURE IN BILLIONS OF YEARS IN A MAIN SEQUENCE STAR, THE TIME PERIOD WHERE A STAR SPENDS MOST OF ITS LIFE, THE FORCES OF GRAVITY AND FUSION BALANCE ONE ANOTHER.

AND THE STAR IS IN A STEADY STATE.

AFTER OF THE FUEL, IN THE CORE OF THE STARS, YOU STOP THE FORCES IN THE CORE OVERPOWER GRAVITY AND THE OUTER LAYERS OF THE STAR EXPAND.

THE STAR BECOMES A RED GIANT.

IF OUR SUN IS THE SIZE OF A GRAIN OF SAND, A GIANT STAR IS ABOUT THE SIZE OF AN ORANGE.

ONCE THE REST OF THE FUEL IN THE CORE IS USED UP, THE STAR WILL SUDDENLY COLLAPSE IN ON ITSELF ON THE OUTER LAYERS OF GAS, DRIFT AWAY INTO SPACE.

THE MATERIAL THAT REMAINS AT THE CORE IS CALLED A WHITE DWARF.

IF A STAR HAS A LOT MORE MASS THOUGH, AND IS MUCH LARGER THAN OUR SUN SAY 10 TIMES LARGER ITS LIFE ENDS A LITTLE DIFFERENTLY.

A HIGH MASS STAR FORMS IN THE SAME WAY THAT A SMALLER STAR DOES CLUMPS OF GAS ARE DRAWN TOGETHER BY THE FORCES OF GRAVITY AND FORM A STAR.

HOWEVER, THEY HAVE MUCH SHORTER LIVES AND MAY ONLY LIVE FOR MILLIONS OF YEARS WHEN A MASSIVE STAR REACHES THE LATER PART OF ITS LIFE AND BEGINS FUSING ELEMENTS, OTHER THAN HYDROGEN, IT EXPANDS TO A HUGE SIZE AND BECOMES A SUPER GIANT.

IF A GIANT STAR IS THE SIZE OF AN ORANGE, A SUPER GIANT IS ABOUT THE SIZE OF THE BEACH BALL.

ONCE A SUPER GIANT HAS RUN OUT OF FUEL IN ITS CORE, ITS LIFE ENDS IN A MASSIVE EXPLOSION.

THE STAR COLLAPSES IN ON ITSELF AND THE OUTER LAYERS OF THE STAR EXPLODE OUTWARDS INTO SPACE.

ALL THAT REMAINS OF THE STAR WILL EITHER BE A NEUTRON STAR, A VERY TINY, VERY DENSE CHUNK OF MATERIAL THAT WOULD WEIGH THOUSANDS OF POUNDS IN A SINGLE TEASPOON OR A BLACK HOLE, DEPENDING ON JUST HOW BIG THE

[00:55:01]

MASSIVE STAR WAS IN THE FIRST PLACE.

WE CAN OBSERVE STARS IN THE VARIOUS STAGES OF THEIR LIFE CYCLE.

IN THE NIGHT SKY, THE RYAN NEBULA FOUND IN THE CONSTELLATION OF ORION NEAR HIS BELT IS A REGION WHERE STARS ARE BEING FORMED.

OUR SUN IS A LOW MASS MAIN SEQUENCE STAR.

REMEMBER WHEN LOW-MASS STARS GET OLD, THEY FORM GIANT STARS.

I'LL DEBORAH ON A STAR MARKING THE EYE OF TOURISTS.

THE BOWL IS A GIANT STAR, LARGER STARS FORMED SUPER GIANTS WHEN THEY GET OLD RIGEL AND BADAL JEWS STARS IN THE CONSTELLATION OF RYAN ARE SUPER GIANTS AND WILL ONE DAY IN THEIR LIVES IN MASSIVE EXPLOSIONS IN THE YEAR 10 54, A SUPERNOVA WAS OBSERVED FROM EARTH NEAR THE TIP OF ONE OF TOURISTS, HIS HORNS.

WHAT IS LEFT OF THAT EXPLOSION? THE CRAB NEBULA IS VISIBLE THROUGH A TELESCOPE.

LUCKILY FOR US HERE ON EARTH, EVEN THOUGH THERE ARE MANY STARS WHOSE LIVES WILL END IN SUPERNOVAE, NONE OF THEM ARE CLOSE ENOUGH TO EARTH TO AFFECT US.

SO WHY SHOULD IT MATTER TO US? WHAT HAPPENS TO A STAR? MOST OF THE MATTER IN THE UNIVERSE IS HYDROGEN AND HELIUM ONLY BECAUSE OF THE PROCESSES THAT OCCUR WITHIN STARS.

DO WE HAVE THE ELEMENTS THAT ARE ESSENTIAL FOR THE EXISTENCE OF LIFE, CARBON NITROGEN, PHOSPHORUS, GOLD IRON, AND EVEN OXYGEN WOULD NOT EXIST IF IT WERE FOR STARS BEING BORN AND DYING.

SO THE PLANETS US AND ALL OTHER LIFE ON EARTH ARE LITERALLY THE STUFF STARS ARE MADE UP.

I'M DENNIS ADAMS. AND THIS IS THE BUFORD COUNTY MOMENT.

NOPE, YOU FOR TONY AND YOUNGER THAN 60 IS LIKELY TO REMEMBER THE GOLD EAGLE TAVERN.

AND YET FOR OVER 30 YEARS, THE TAVERN WAS A PLACE FOR LOCALS TO BRUNCH AFTER CHURCH FROM A MENU OF LOW COUNTRY AND CONTINENTAL DISHES.

FROM TIME TO TIME IN THE YEARS, BETWEEN 1930 AND 1961, THEY COULD STEAL A GLANCE AT CLARK GABLE AND OTHER CELEBRITIES WHO HAD CHECKED IN TO ENJOY THE WORLD FAMOUS VIEW OF THE RIVER AND THE MARSHES FROM THE TERRORISTS, THE TAVERNS TABBY FOUNDATIONS ON BUFORD'S OLD POINT DATED BACK TO THE 17 HUNDREDS.

AND IT COULD BE SEEN EVEN TODAY, BUT DEVELOPER AND PHILANTHROPIST, KATE GLEASON ADDED THE FAMILIAR ROUND TOWER WHEN SHE OWNED THE PROPERTY IN THE 1920S, THE GOLD EAGLE NAME DATES BACK TO THE EARLIEST OWNER, HENRY WILLIAM DISO, SEWER DIRECTOR OF THE UNITED STATES MINT WHO AUTHORIZED THE FIRST GOLD EAGLE DOLLARS IN THE 17 HUNDREDS.

THE BUILDING WAS DEMOLISHED IN THE EARLY 1960S, BUT THE TAVERN DID HIS PART TO ESTABLISH BUFORD'S REPUTATION AMONG TRAVELERS, THE WORLD OVER I'M DENNIS ADAMS. AND THIS HAS BEEN YOUR BUFORD COUNTY MOMENT.
