HINES JOINED THE MAINTENANCE TEAM SIX YEARS AGO AND WAS SERVING AS THE NORTH ABROAD MAINTENANCE MANAGER WORKING CLOSELY WITH OVER 20 SCHOOLS.

AND, UM, WE WILL BE SIGNING OR WE DO THIS EACH YEAR.
WE EACH SIGN A PLEDGE TO ADHERE TO THE ETHICS AND RULES OF GOOD GOVERNANCE, WHICH IS KIND OF A NO BRAINER.
BUT IT'S IMPORTANT TO SIGN UP FOR EACH OF US TO SIGN THIS.
SOPHIE, JUST TAKE A MOMENT TO DO THAT.
AND ANGELA AND WE'LL UM, YOU CAN SIGN IT WHENEVER YOU GET IN.
YOU CAN CAN GET INTO THE DISTRICT OFFICE TO SIGN IT.
UH, THE NEXT TIME IS DECEMBER STUDENTS OF THE MONTH, MR. , UM, AND SCHOOL BOARD MEMBERS JANUARY.
OH, I WANT TO JUST MENTION A MOMENT ABOUT SCHOOL BOARD APPRECIATION MONTH.
JANUARY IS A SCHOOL BOARD APPRECIATION MONTH WITH THE THEME OF CELEBRATING OUR LOCAL LEADERS AND CELEBRATING LOCAL
[00:25:01]
LEADERS REMINDS US ALL TO CELEBRATE THE UNIQUE ROLE OF SCHOOL BOARDS, PLAY IN CHAMPIONING AND ADVOCATING FOR QUALITY EDUCATION AND THE OWNERSHIP THAT THEY TAKE FOR GOVERNING THEIR LOCAL PUBLIC SCHOOLS.AS THE ELECTED REPRESENTATIVES OF THE PEOPLE IN THEIR LOCAL COMMUNITIES, THEY REPRESENT THEIR LOCAL COMMUNITIES AND VOICE AND VISION FOR THEIR PUBLIC SCHOOLS.
AS A SMALL TOKEN OF APPRECIATION, YOU WILL FIND PERSONALIZED NO CARDS AT YOUR SEATS FOR YOUR USE IN CORRESPONDING WITH YOUR CONSTITUENTS.
EVERYONE, PLEASE JOIN ME IN EXPRESSING OUR APPRECIATION.
AS WE HONOR THE YEAR ROUND COMMITMENT THAT SCHOOL BOARD MEMBERS MAKE TO OUR DISTRICT AND TO THE COMMUNITY.
NEXT IS OUR STUDENT OF THE MONTH AND OUR CHARACTER EDUCATION PROGRAM WAS FORMED TO SUPPORT PARENTS EFFORT TO DEVELOP GOOD CHARACTER IN THEIR CHILDREN.
TONIGHT WE'RE CELEBRATING THE CHARACTER ED STUDENT OF THE MONTH OF DECEMBER, DECEMBER.
HIS CHARACTER TRAIT WAS COMPASSION.
COMPASSION IS DEFINED AS A FEELING OF WANTING TO HELP SOMEONE WHO IS SICK, HUNGRY IN TROUBLE, ET CETERA.
DECEMBER STUDENT OF THE MONTH FOR NORTHERN BUFORD COUNTY IS DAVION ALLSTON, A FIFTH GRADE STUDENT AT WHEEL BRANCH MIDDLE SCHOOL.
DAVION'S NOMINATING TEACHERS SHARED THAT THEY READ SOMEWHERE THAT COMPASSION ISN'T ABOUT SOLUTIONS.
IT'S ABOUT GIVING ALL THE LOVE THAT YOU'VE GOT AND THAT DAVION AND THAT'S DAVION.
FOR EXAMPLE, AS A CLASS ENTERED THE GYM, I NOTICED THE FEMALE STUDENT WAS CRYING AND OUT OF NOWHERE ON APPEARED NEXT TO ME, I ASKED THE STUDENT WHAT HAPPENED.
AND SHE SHARED THAT HER MOTHER IS, AND THAT SHE WAS AFRAID.
SOMETHING BAD WOULD HAPPEN TO HER BEFORE I COULD EVEN RESPOND.
DAVION WRAPPED HIS ARMS AROUND THE STUDENT AND CONSULTANT.
DAVE YON TOLD THE STUDENT THAT HE UNDERSTOOD AND THAT EVERYTHING WOULD BE OKAY.
DAVID PATTED HER ON THE BACK AND SAID, WE GOT THIS.
AFTER THEY WENT INSIDE THE GYM, I SNUCK INSIDE TO MAKE SURE THAT SHE WAS OKAY.
WHERE DID I FIND DAVID SITTING NEXT TO THE STUDENT ON THE BLEACHERS? DAVEY ON NEVER MISSES HIS OPPORTUNITY TO SHARE COMPASSION, KINDNESS, HUMILITY, GENTLENESS, AND PATIENCE, DAVION.
THEY THOUGHT THE MEETING WAS IN, UH, THE DISTRICT OFFICE.
AND I THINK HIS GRANDMA AND DAVE ARE ON THEIR WAY.
SO WHEN THEY DO SHOW, IF IT'S APPROPRIATE, WE'D LIKE TO RECOGNIZE WE'LL ALL BE STANDING UP.
UM, FOR S UH, SOUTHERN BUFORD COUNTY, THE DECEMBER STUDENT OF THE MONTH IS KATIE LYONS, A SENIOR AT HILTON HEAD ISLAND HIGH SCHOOL.
WHEN KATIE WAS 10 YEARS OLD, SHE UNDERWENT TREATMENT FOR AN ADVANCED CONDITION.
DOCTORS GAVE KATIE A 98% CHANCE OF NEEDING SURGERY.
THEY PUT HER IN A HARD TURTLE SHELL BRACE TO HELP SLOW THE CONDITION.
SHE WORE THE BRACE 22 HOURS A DAY OVER FIVE YEARS, AND WAS A WONDERFUL MODEL TO OTHERS ABOUT HOW TO BE COMPLIANT WITH BRACE TREATMENTS, KATIE BEAT THE ODDS AND NEVER NEEDED THE SURGERY.
KATIE HAS ASPIRED TO KEEP A POSITIVE ATTITUDE AND SHARE THAT WITH OTHERS, WHICH BUILT HER CHARACTER AND HER COMPASSION IN HER TIME AT SHRINER'S HOSPITAL.
KATIE SAW KIDS WHO STRUGGLES WERE SO MUCH TOUGHER AND WOULD ALSO BE LIFELONG.
THIS REALIZATION REALLY PUT HER OWN CHALLENGE INTO PERSPECTIVE.
SHE WANTED TO HELP THE PEOPLE AT SHRINER'S HOSPITAL NOTICED HER ATTITUDE AND ASKED HER TO BE AN AMBASSADOR.
AND SHE SOON BECAME THE FACE OF BRACE COMPLIANCE AND SUCCESS.
THROUGHOUT THE YEARS, WHEN HER DOCTOR HAS SEEN A PATIENT THAT HAD POTENTIAL FOR BRACING SUCCESS, HE'D PASS KATIE'S NUMBER ALONG OR GIVE KATIE THEIR NUMBER FOR PEP TALKS AS HER IB DIPLOMA PROJECT.
KATIE IS ALSO WORKING ON A WEBSITE CALLED POSITIVELY TWISTED IN WHICH, IN WHICH SHE WANTS TO SHARE ENCOURAGEMENT AND POSITIVE EXPERIENCES AND POSITIVE ATTITUDES ABOUT WEARING A BRACE.
IT HAS BECOME KATIE'S NORM TO SEE OTHERS WITH STRUGGLES AND TREAT THEM KINDLY AND WITH COMPASSION, CONGRATULATIONS TO DAVION AND KATIE AND SOMEONE WILL LET US KNOW WHEN THEY GET THERE WHEN THEY GET HERE.
[4A. Public may address the Board]
AND WE'RE ON TO PUBLIC COMMENTS.DO WE HAVE ANY, IN ADDITION TO THIS ONE MORE, DR.
[00:30:12]
I HAVE TO SAY GOOD EVENING, HAPPY NEW YEAR TO, UM, SUPERINTENDENT RODRIGUEZ, DR.UM, THIS IS A NEW, MORE NEW YEAR, 2022.
I WOULD LIKE TO SAY TO YOU THAT I AM NOW THE PRESIDENT OF THE BUFORD COUNTY EDUCATION ASSOCIATION.
AND WE WOULD LIKE TO WORK CLOSELY WITH YOU.
CYNTHIA GRAMMY SMALLS, AND I DO KNOW MOST OF YOU UP HERE, I AM THE NEW ELECTED PRESIDENT AND MY GOAL THIS YEAR IS TO ESTABLISH A BETTER WORKING RELATIONSHIP WITH THE BOARD AND THE SUPERINTENDENT.
WE REALIZED THAT OUR STUDENTS HAVE BEEN THROUGH A LOT TO SHARE WITH COVID.
THEY HAVEN'T BEEN IN, THEY HAVE BEEN OUT, THEY HAVE WORKED VIRTUALLY INDEPENDENTLY, AND SOMETIMES IN ISOLATION, WE HAVE WONDERFUL STUDENTS IN BUFORD COUNTY SCHOOLS AND WITH EVERYTHING THEY'VE BEEN THROUGH IN THE LAST TWO YEARS, WE WANT TO HELP CLOSE THE ACHIEVEMENT GAP.
SO OUR INTENTION IS TO WORK VERY CLOSELY WITH YOU, DR.
RODRIGUEZ, WE WILL BE CALLING ON YOU IN THE NEAR FUTURE, AND, UM, LOOK FORWARD TO WORKING WITH OUR BOARD INDIVIDUALLY AT YOUR INDIVIDUAL SCHOOLS.
AND HOPEFULLY WE CAN MAKE A DIFFERENCE IN THE 2223 SCHOOL YEAR.
WE ALSO LEAVE YOU WITH, BECAUSE WE ARE A LITTLE LATE WITH THE JONATHAN GREEN CALENDAR, EACH ONE OF THE BOARD MEMBERS, UM, WE ALL GOT JONATHAN GREEN IS COMING HERE VERY SOON AND HOPEFULLY, UH, HE CAN EXPRESS HIS LOVE OF ART AND THE COLORS DEPICTING FAMILY MEMBERS IN THE ROOTS IN WHICH HE WAS, UM, ROUNDED.
HOPE TO SEE YOU ALL INDIVIDUALLY AND COLLECTIVELY IN THIS NEW YEAR.
GOOD EVENING, MR. CHAIRMAN BOARD MEMBERS THAT GROCERY DOESN'T STAFF.
I HOPE EVERYONE HAD A NICE HOLIDAY SEASON TENDS TO DEFAULT TO WHAT I HAVE ALREADY WRITTEN.
IT MAKES IT QUICKER AND MORE EFFICIENT.
THANKS SO MUCH FOR YOUR HARD WORK.
UH, YESTERDAY AT FOUR 50 IN THE AFTERNOON, AFTER A LONG WEEKEND, WE GOT A PHONE CALL FROM THE SCHOOL NURSE THAT WENT TO VOICEMAIL AND CALLED HER BACK AT 7:00 PM TO SPEAK WITH HER FOR ABOUT 20 MINUTES.
SHE INDICATED MY SON HAD BEEN EXPOSED TO COVID POSITIVE CLASSMATES COMPENSATION.
I SIMPLY ASKED FOR PROOF OF A POSITIVE TEST, AS WELL AS THE NAME OF THE STUDENT.
SHE CITED HIPAA AND SAID, SHE'D LOSE HER LICENSE.
SHE SAID, SHE'S THE MESSENGER AND SHE'S NOT THE ENFORCER.
SO I'VE GOT TO ASK WHO'S THE ENFORCEMENT, THE CDC ISSUES, GUIDELINES.
DO YOU HAVE ISSUES GUIDELINES FOR THE SCHOOLS BASED ON STATUTE? HOWEVER, THE ENFORCERS GOTTA BE SOMEWHERE BETWEEN STATE AND MY STUDENT.
THE PROCESS IS PAINSTAKING TO VERIFY MY SON WAS WITH THE CHILD THAT WAS CAUSING COVID POSITIVE.
THIS COULD, THIS VERY, COULD WELL BE A PARENT THAT DECIDED I'M GOING TO BUY MYSELF 90 DAYS OF IMMUNITY FROM KEEPING MY KID HOME AND WE'LL KEEP HIM HOME.
NOW, HE ALREADY HAS THREE DAYS UNDER HIS BELT TO A 10 DAY QUARANTINE.
SO WHO IS THE ENFORCER? WHAT I WITNESSED TODAY AND MY SON DOING ZOOM CLASS WAS REALLY A STRUGGLE FOR THE TEACHER.
IT'S ALMOST INHUMANE FOR FIRST TO FIFTH GRADERS, NOT TO MENTION THE TEACHERS.
I'M SURE IT'S A DAMN DISASTER ALL THE WAY THROUGH FIFTH GRADE.
I KNOW IT'S MORE DIFFICULT FOR THE TEACHER BECAUSE SHE SUDDENLY HAS NOT 18 STUDENTS IN FRONT OF HER, BUT SHE HAS 10 STUDENTS IN FRONT OF HER AND EIGHT LITTLE FACES TO SEE ON A COMPUTER SCREEN.
SO I ASKED YOU, THERE'S NOT A WHOLE LOT OF COMMON SENSE TO THIS WHOLE PROCESS OF QUARANTINING, A HEALTHY CHILD.
CAN WE DO BETTER? YEAH, I BELIEVE WE CAN.
AND I BELIEVE YOU HAVE THE POWER TO DO BETTER.
THAT'S WHAT THIS IS ALL ABOUT.
THERE WAS NO REASON FOR THEM TO BE QUARANTINED.
[00:35:02]
PARENTS HAVE THE RIGHT TO MAKE THE DECISION AS TO WHETHER OR NOT THEIR CHILD IS HEALTHY ON NUMEROUS OCCASIONS.WE'VE KEPT OUR SON HOME WHEN HE HASN'T FELT WELL.
AND THE SAME WITH OUR DAUGHTER, IF THEY HAD A FEVER, THEY STAYED HOME.
IF THEY TOLD US THEY DIDN'T FEEL GOOD, THEY STAY HOME AND BELIEVE ME, THEY DON'T LIKE TO STAY HOME.
SO PLEASE ALLOW THE DECISION TO MOVE FORWARD.
THAT GIVES, GIVES BACK PARENTS THEIR RIGHT TO DECIDE WHETHER OR NOT THEIR CHILD IS HEALTHY ENOUGH TO ATTEND SCHOOL.
WHEN WE LOOK AT THE BIG PICTURE, WE SEE THAT, OKAY, THERE'S A CLOSE CONTACT.
SO THE CLOSE CONTACT IS REALLY WHAT DRIVES EVERYTHING.
QUARANTINING DOESN'T DO ANYTHING.
IT JUST SENDS THE KID HOME AND SUBJECTS THEM TO A WORST LEARNING POSITION.
AND THEY STRUGGLE WITH EVERYTHING ON THE COMPUTER, POST CONTACT, SOCIAL DISTANCING IN THE CLASSROOM.
IT GIVES THE KIDS A CHANCE TO BE IN THE CLASSROOM AND THEY'RE NOT WITHIN SIX FEET OF EACH OTHER.
THAT'S THE PRECISE PROXIMITY THAT IS SUPPOSED TO SAFEGUARD.
AND I'LL LOOK FORWARD TO HEARING YOU MAKE.
AND, UH, WE HAVE ONE PHONE CALL MENTOR.
UM, I'M INCREDIBLY FRUSTRATED WITH THE WAY THINGS ARE BEING HANDLED WITH DISTRICTS.
OUR DAUGHTERS HAVE BEEN ON A CONSTANT WARRANTY ROTATION.
ONE OF OUR SEVENTH GRADERS IS WARRANTIED ENDING UP ALMOST 20 DAYS IN TOTAL.
OTHERWISE HERE ARE A FEW POINTS OF CONTENTION.
SHE HAS NO FEVER, NO COUGH, NOT EVEN A SNIFFLE.
FALSEY RECENTLY SAID THAT MATH DON'T WORK.
WHY WOULD IT BE FORCED UPON HER IF WE TESTED? SO SHE COULD RETURN TO SCHOOL BEFORE THE END OF THE QUARANTINE LIKE THEY'RE INFECTED.
SO CDC DECIDED THAT PCR TESTS ARE NO LONGER VALID AND ISSUED A STATEMENT THAT THEY NO LONGER HAD EMERGENCY USE AUTHORIZATION AFTER DECEMBER 31ST.
YET I CAN NOT ASK YOU TO PULL THE TOP OF KYLE'S.
HOW DID YOUR TEST USE IF A PCR TEST WASN'T STACKED THE DETERMINING FACTOR AS TO WHETHER THE CHILD WAS SICK OR NOT.
I HAVE A REAL ISSUE WITH THAT.
IF THE TESTS ARE INVALID, WHY ARE WE USING THAT AS A REASON TO EXCLUDE CHILDREN FROM SCHOOL, ESPECIALLY IF THEY ARE HEALTHY, BECAUSE THESE ARE SO HARD TO KEEP IT REALLY BLAME THEM.
THIS PARTICULAR DAUGHTER, TWO WELLS TERMS UP, WHAT IS FOR INTRO TO CAREER CLUSTERS.
I LEARNED TODAY THAT LONG-TERM SUBS ARE NOT REQUIRED TO DO THEIR LESSONS FOR QUARANTINE CHILDREN.
MATH IS NOT SOMETHING THAT CAN BE DONE WITH WORKSHEETS AND BUSY WORK SHELTERING INSTRUCTION.
THE DISTRICT IS KEEPING MY HEALTHY CHILD FROM HER, RIGHT TO EDUCATION BECAUSE THE TERM STUFF DON'T DO THEM.
AND BECAUSE SHE IS WARRANTIED, WE HAVE ISSUED A REVISION TO AS QUARANTINE REQUIREMENTS FOR TEACHERS AND BUILDINGS, WHERE THEY ARE.
SHORT-STAFFED HOW CONVENIENT AND UNVACCINATED THE TEACHER COULD HAVE BEEN EXPOSED TO.
COVID YET CONTINUE TO TEACH MY UNVACCINATED.
HAS IT MAKE SENSE SOON ENOUGH WARRANTIES WON'T BE REQUIRED FOR ANYONE.
LET ME MOVE ON TO THE CHAIRMAN'S REPORT.
[5. Committee Assignments]
REPORT IS THE 2022 COMMITTEE ASSIGNMENTS.UM, I RECEIVED FEEDBACK FROM ALMOST EVERYONE AND I TRIED TO GIVE EVERY IN FACT I DID GIVE EVERYONE WHAT THEY ASKED FOR, WHICH I THOUGHT WOULD MAKE ME EXTREMELY POPULAR WITH THE BOARD, BUT REALLY IT WAS, IT WAS A NICE DISTRIBUTION.
[00:40:01]
COMMITTEES HAVE FOUR MEMBERS AND THAT'S BECAUSE FOUR PEOPLE SAID THEY WANTED TO BE ON THE COMMITTEE.I DON'T SEE ANY PROBLEM WITH THAT.
SO YOU CAN SEE THAT THERE ARE, I'M NOT GOING TO READ ALL THE NAMES TO YOU.
UM, YOU CAN SEE THAT IN FRONT OF YOU.
AND NOW WE HAVE, WE DO HAVE, UM, SOME ISSUES THAT WE NEED TO DEAL WITH.
TECHNOLOGY REALLY ONLY HAD ONE PERSON WHO EXPRESSED AN INTEREST.
UH, WHEN WE AT THE WORK SESSION, WE'RE GOING TO BE TALKING ABOUT COMMITTEES IN GENERAL.
UM, CAUSE I'M NOT GOING TO MAKE DECISIONS ON WHAT TO DO WITH THESE.
WE HAVE TO DO IT AS A BOARD, THE SELF EVALUATION COMMITTEE, NOBODY WANTED TO BE ON THAT.
SO YOU KNOW WHAT, WE'RE GOING TO HAVE TO DECIDE HOW WE'RE GOING TO DO THAT WITH PROBABLY COMBINE THAT WITH ANOTHER COMMITTEE AND LEGISLATIVE CURRENTLY EARL CAMPBELL IS OUR LIAISON.
UH, BUT THERE SEEMS TO BE INTERESTED IN POSSIBLY MAKING THAT A COMMITTEE AS OPPOSED TO JUST THE LIAISON.
AND SO LET'S DISCUSS THAT AT THE WORK SESSION AND COME TO SOME CONCLUSION.
BUT, UM, MOST OF THE, MOST OF THE COMMUNITIES HAVE THEIR ASSIGNMENTS WITH THEIR CHAIRS.
I TRY TO MAKE A GOOD DISTRIBUTION ON CHAIRS.
SO IF THERE'S NO OBJECTIONS, THIS WILL BE, THIS WILL BE THE ASSIGNMENTS.
IF THERE ARE ANY OBJECTIONS, PLEASE LET ME KNOW NOW BECAUSE IT DOES REQUIRE BOARD APPROVAL, POOR PER OUR POLICY SAYING NO OBJECTION.
WE'LL CONSIDER THOSE APPROVED.
UH, ABOUT YOUR, UM, OH MY GOD.
MR. CHAIRMAN Y'ALL Y'ALL Y'ALL HADN'T BOTHERED.
MY MOTHER SAID I BROUGHT MY OTHER WEATHER AND WHEN, UH, WHEN WE, UH, DEALING WITH THAT, SO THAT'S WHY, UH, I DIDN'T FOR MY, TO YOU.
I, I FORGOT TO MENTION THEM, BUT I JUST, YOU SAID SOMETHING WILL CALL ME THIS AFTERNOON.
UM, HE APPARENTLY HAS COVID SO HE'S BEEN, HE'S BEEN ILL AND HE, THAT'S WHY HE COULDN'T GET HIS PREFERENCES TO ME.
SO WE'LL TALK IT OVER AND SEE WHERE, WHERE, WHERE HE, WHERE WE CAN PLACE HIM.
SO THOSE COMMITTEE ASSIGNMENTS, I BELIEVE, UH, WE HAVE AN HONORED GUEST HERE.
HOW ARE YOU? FRANK RODRIGUEZ SUPERINTENDENT HERE IN BUFORD COUNTY.
I WANT TO CONGRATULATE YOU ON BEING OUR STUDENT OF THE MONTH FOR NORTHERN BUFORD COUNTY.
AND JUST WANTED TO KNOW IF YOU WANTED TO SAY A WORD OR TWO I AM VERY HAPPY TO BE WITH MY FAMILY AND FRIENDS AND I AM VERY HAPPY TO BE THE STUDENT OF THE MONTH.
MOM, WOULD YOU LIKE TO TAKE A PICTURE? WOULD YOU LIKE A PICTURE PROUD OF YOU VERY MUCH, MR. CHAIR, DO YOU MIND IF I SAY SOMETHING? NOPE.
UH, CONGRATULATIONS, DAVION FOR YOUR NOMINATION AND FOR BEING AWARDED THE STUDENT OF THE MONTH.
I WANT YOU TO KNOW THAT WE HEARD YOUR STORY.
RODRIGUEZ READ IT TO US AND WHY YOU WERE NOMINATED FOR THIS, UM, SPECIAL AWARD.
[00:45:01]
OF US ARE SO PROUD OF YOU.AND SO THANKFUL THAT YOU ARE PART OF OUR SCHOOL SYSTEM AND SO GRATEFUL THAT YOU CAME HERE SO THAT WE COULD ACTUALLY SEE YOU IN PERSON AND HEAR FROM YOU.
AND WE JUST WANT YOU TO KNOW HOW VERY PROUD WE ARE OF YOU.
I TOOK THE WORDS RIGHT OUT OF MY MOUTH.
YOU WERE MUCH BETTER THAN I, UM, OKAY.
[6. Committee Reports]
MOVE ON TO THE COMMITTEE REPORTS.MADAM CHAIR, CHAIR, MR. CHAIR.
THE FINANCE COMMITTEE MET ON JANUARY 13TH.
WE HAD A NUMBER OF ITEMS ON THE AGENDA.
UH, THE FIRST WAS A RECOMMEND TO THE FULL BOARD APPROVAL OF THE FILING OF THE E RATE FUNDING FOR YEAR 2022 CATEGORY ONE APPLICATION.
UH, THAT'S IS SOMETHING THAT WE DO EVERY YEAR AND IT'S PRETTY MUCH PERFORMA.
AND WE, UH, VOTED ON A MOTION TO RECOMMEND THE BROCHURE WAS UNANIMOUS AND THAT ITEM IS IN THE CONSENT AGENDA.
WE HAD AN UPDATE ON IMPACT FEES, UH, THE IMPACT FEES THAT WE'VE BEEN WORKING ON SINCE, UH, JUNE 22ND, 2017.
UH, WE ARE NOW AT THE POINT WHERE, UH, THE COUNTY HAS HAD, UH, A SECOND AND A THIRD AND FINAL READING FOR APPROVAL OF IT IN JUNE.
AND ON JANUARY 11TH, THERE WAS A STAFF PRESENTATION AT THE TOWN OF BLUFFTON AND RESPONSES TO ADVANCED QUESTIONS WERE TAKEN.
THEN THE NEXT STEPS ARE PRESENTATIONS TO THE TOWN OF HILTON HEAD ISLAND AND THE CITY OF HARTSVILLE.
WE WILL HAVE MORE ON THAT AS IT COMES ABOUT.
WE HAD A DISCUSSION ABOUT A REFORMATTING OF O E FIVE, SIX AND 18, A LONG DISCUSSION ABOUT, UH, REFORMATTING THE OES BASED ON THE PLANNING MEETING OR THE EDUCATION MEETING WE HAD WITH A CONSULTANT ON THE COVERT COHERENT GOVERNANCE.
AND I BELIEVE WE'LL BRING IT UP AT A FUTURE WORK SESSION.
UM, WE HAD A MEETING ON JANUARY 12TH AND WE COVERED SEVERAL THINGS, BUT WE HAVE THREE ITEMS TO BRING FORWARD TO THE BOARD THIS EVENING, THE ANNUAL REPORT AND QUARTERLY UPDATE WAS REVIEWED AND, UM, WAS SENT TO THE CONSENT AGENDA.
WE WILL HAVE A PRESENTATION BY MR. CORBIN FOR THE CONSTRUCTION UPDATE, A AN EXECUTIVE SUMMARY, AND THEN MS. CRUTCHFIELD PRESENTED TO US THE FACILITIES MASTER PLAN.
AND WE DECIDED AS A COMMITTEE THAT IT WOULD BE BEST TO DELVE INTO THAT AT THE WORK SESSION, IF POSSIBLE.
HOWEVER, SHE IS HERE THIS EVENING TO GIVE EVERYBODY AN OVERVIEW BECAUSE IT'S 165 PAGE DOCUMENT AND WOULD BE VERY HELPFUL FOR EVERYONE TO HAVE A CHANCE TO LOOK AT IT, REVIEW IT, UM, AND BE READY TO DIVE DEEP INTO IT WHEN IT'S NEXT ON OUR AGENDA.
SO I BELIEVE, UH, WE MIGHT START WITH MR. CORBIN.
AND THANK YOU FOR THE OPPORTUNITY TO PROVIDE THE EXECUTIVE A SUMMARY FOR THE MONTHLY CONSTRUCTION UPDATES, UH, LONG LEAD ITEMS FOR THE VARIOUS CONSTRUCTION RELATED MATERIALS DO CONTINUE TO BE ENCOUNTERED AS A RESULT OF COVID-19.
UH, PROJECT MANAGERS ARE CONTINUING TO DO AN EXCELLENT JOB.
I WORK WITH CLOSELY WITH THE DESIGNERS AND CONTRACTORS TO FIND SOLUTIONS FOR THESE CHALLENGES WHEN THEY ARISE.
AND, UH, LIKEWISE KEEPING THE SCHOOL ADMINISTRATION AND STAKEHOLDERS INFORMED, UH, CONTAINED IN THE MONTHLY REPORT.
OUR, UH, UH, SIX YELLOW TRAFFIC LIGHTS.
FIRST ONE SHOWS UP ON SLIDE FIVE.
THIS IS FOR BATTERY CREEK HIGH SCHOOL.
WE PUT A YELLOW LIGHT ON THERE, PRIMARILY DUE TO
[00:50:01]
THE MATERIAL DELAYS THAT, UH, WE GO INTO DETAIL ON SLIDE SIX AND SEVEN FOUR ON SLIDE 11, UH, FOR HILTON HEAD ISLAND, SCA SLIDE 12 FOR BLUFFTON ELEMENTARY AND SLIDE 15 FOR HG MCCRACKEN MIDDLE SCHOOL.THESE HAD YELLOW LIGHTS ASSOCIATED WITH THE AMENDMENTS THAT THE BOARD ACTED ON EARLIER THIS EVENING.
THOSE WERE AMENDMENTS 50 51 AND 52.
NOW THAT WE HAVE BOARD APPROVAL TO PROCEED NEXT MONTH, THOSE YELLOW TRAFFIC LIGHTS FOR THOSE THREE SCHOOLS WILL RETURN TO GREEN STATUS.
UH, SLIDE 14 INCLUDES YELLOW TRAFFIC LIGHT THAT HAS BEEN PREVIOUSLY REPORTED FOR HILTON HEAD ISLAND MIDDLE SCHOOL.
UH, WE ARE EXPECTING, UM, UPDATED PRICING TO BE RECEIVED IN, UH, JANUARY.
SO AT THE END OF THIS MONTH, WE'LL BE PROVIDING ANOTHER UPDATE SPECIFIC, UH, TO THE RENOVATION, UH, BUDGET FOR HILTON HEAD ISLAND, MIDDLE SCHOOL.
AND LASTLY, ON SLIDE 23 AT BUFORD HIGH SCHOOL, UH, THE ATHLETIC, UM, AS SOME SCHEDULE CONCERNS, UH, WE, UH, HAD AN OSF FINAL INSPECTION SCHEDULED THAT HAD TO BE DELAYED.
WE LEARNED AT THE END OF THE MONTH, UM, THAT THE, UH, UH, DRAWINGS DID NOT ACCURATELY REFLECT A REQUIRED ADDITIONAL FIRE DOOR FOR EGRESS PURPOSES THAT'S REQUIRED.
AND, UH, THE, UH, CONTRACTOR IS SOURCING THAT MATERIAL.
AND, UH, AS SOON AS THAT IS OBTAINED, WE'LL GO AHEAD AND GET THAT ADDITIONAL FIRE DOOR INSTALLED SO WE CAN MOVE ON A PROJECT.
UH, WE DO HAVE, UH, PROGRESS, UH, TO REPORT, UH, LAST MONTH, UH, WE REPORTED THREE OF OUR REFERENDUM PROJECTS HAD BEEN CLOSED OUT.
WE NOW HAVE THE FOURTH FINAL CLOSEOUT DOCUMENTS FOR RIVER RIDGE ACADEMY EDITION, UH, WAS RECEIVED IN THE FOURTH QUARTER OF LAST YEAR.
SO THAT'S NOW COMPLETED THE SIX THAT YOU SEE ON THE SLIDE THAT HAVE YELLOW TRAFFIC LIGHTS.
UH, WE'RE REALLY, REALLY CLOSE TO COMPLETING THESE PROJECTS AND CALLING THEM COMPLETELY CLOSED OUT.
ALL THE CLOSEOUT DOCUMENTS HAVE BEEN RECEIVED AND ACCEPTED AND UPLOADED TO DROPBOX.
THE FINAL ITEM IS THE ARCHITECT OF RECORD LS.
THREE P IS PREPARING THE FINAL AIA CHANGE ORDER FOR THESE PROJECTS AND THOSE CHANGE ORDERS WILL, UH, BE ROUTED AND ONCE FULLY EXECUTED, UH, THAT'LL ALLOW US TO REPORT THOSE SIX REMAINING PROJECTS ON THE SLIDE WITH YELLOW LIGHTS TO BE, UH, COMPLETELY CLOSED OUT, UH, FOR ACTUAL REFERENDUM EXPENDITURES OVER THE FINANCIAL PORTION OF OUR UPDATE.
UM, THE, UH, EXPENDITURES THROUGH THE END OF DECEMBER, UH, TOTAL 93.91 MILLION VERSUS THE PROJECTED REFERENDUM EXPANDED YOUR TOTAL OF 98.12 MILLION.
THAT'S THE DIFFERENCE OF JUST A LITTLE BIT MORE THAN $4 MILLION.
AND THE LAST ITEM I'D LIKE TO TOUCH DEALS WITH OUR COMMUNITY OUTREACH UPDATE AND IT'S SPECIFIC FOR HILTON HEAD ISLAND, MIDDLE SCHOOL, UH, THE, UM, REVIEW MEETING WITH SCHOOL ADMINISTRATORS AND STAKEHOLDERS AND STAFF TOOK PLACE IN DECEMBER.
PROJECT MANAGER IS CURRENTLY WORKING TO RESCHEDULE THE REVIEW MEETING WITH THE, UH, SCHOOL IMPROVEMENT COUNCIL TO OCCUR THIS MONTH.
AND, UH, FOLLOWING THE SIC REVIEW MEETING, THE PROJECT MANAGER WILL COORDINATE, UH, THE NEXT COMMUNITY MEETING.
AND JUST AS SOON AS THAT GETS SCHEDULE, WE'LL, UH, DISSEMINATE THAT INFORMATION OUT TO, UH, THE BOARD MEMBERS AS WELL AS THE COMMUNITY.
THAT CONCLUDES MY CONSTRUCTION UPDATES SUMMARY FOR THE SMALL.
I DON'T KNOW IF ANY BOARD MEMBERS HAVE ANY QUESTIONS, MY QUESTION, OR I WANTED TO MAKE COMMENTS REGARDING THE FINANCE REPORT, BUT, UM, YOU ALREADY STARTED HERE, SO LET'S LET PEOPLE ASK YOU QUESTIONS IF THEY WANT TO.
UM, I JUST WANTED TO CLARIFY FOR THOSE LISTENING THAT THE HILTON HEAD ISLAND MIDDLE SCHOOL SIC MEETING WILL BE IN FEBRUARY.
UM, THE SIC HAS ALREADY HAD THEIR JANUARY MEETING AND I BELIEVE AS OF RIGHT NOW IS TENTATIVELY SCHEDULED FOR FEBRUARY 8TH, AT FIVE O'CLOCK MS. BUTLER, I THANK YOU SO MUCH FOR CATCHING THAT.
UM, AS YOU CAN TELL LAST WEEK I WAS UNDER THE WEATHER AND I JUST FORGOT TO CAPTURE THAT BECAUSE WE DID DISCUSSED THAT IN THE, UH,
[00:55:01]
MEETING LAST WEEK.UH, SIC IS, UH, UM, FEBRUARY 8TH, I DO BELIEVE SO.
UH, YOU STAY UP, YOU, YOU, YOU, YOU ARE CORRECT.
OKAY, MR. CORBIN, I DON'T BELIEVE ANYBODY ELSE HAS ANY OTHER QUESTIONS.
SO I THANK YOU AGAIN FOR YOUR MONTHLY REPORT.
UM, I DID WANT TO SHARE ALSO WITH THE BOARD THAT THE CLOCK MET, UM, WE, THE OPERATIONS COMMITTEE MET AT FOUR O'CLOCK.
THE CLOCK MET AT SIX AND, UM, THEY REVIEWED IN DEPTH.
EACH OF THESE MATERIALS, I REVIEWED THE FINANCES AND, UM, THEIR REPORTS ARE THINGS ARE MOVING ALONG SWIMMINGLY.
SO, UM, I THINK THAT'S IMPORTANT FOR EVERYBODY TO REALIZE AS WELL.
UM, THE NEXT ITEM ON THE AGENDA FOR OPERATIONS COMMITTEE IS OUR FACILITIES MASTER PLAN.
IF YOU ALL REMEMBER IN YEARS PAST, WE WOULD GET THE, UM, CAPITAL IMPROVEMENT PLAN, WHICH WOULD BE THE FACILITIES PLAN AS WELL AS A PERCENT PROJECTS.
WELL, THIS YEAR IT'S, IT'S BEEN BROKEN OUT.
SO I ASKED CAROL TO SHARE WITH YOU ALL, WHAT SHE SHARED AT OPERATIONS COMMITTEE, WHICH IS GOING TO GIVE YOU A GREAT OVERVIEW OF WHAT THIS FACILITY'S PLAN IS.
SO THANK YOU SO MUCH FOR ALL YOUR WORK, MS. CRUTCHFIELD.
APPRECIATE THAT, MS. , CAN I GIVE YOU AN OVERVIEW OF WHAT THE BOOK LOOKS LIKE? WE ARE, WE DID EVEN GIVE IT A DIFFERENT NAME, SO IT'S FACILITIES MASTER PLAN, UM, AND IT'S 165 PAGES LONG STALE.
SO THERE'S A LOT OF INFORMATION IN THERE THAT WE'LL GO OVER AND I'M JUST GOING TO KIND OF TALK YOU THROUGH IT BECAUSE THERE'S SO MUCH INFORMATION, AND I KNOW YOU ALL WILL HAVE LOTS OF QUESTIONS AT SOME POINT THAT WE CAN COVER AT A FUTURE BOARD MEETING OR PERHAPS A WORK SESSION WHERE YOU ALL CAN KIND OF DO A DEEP DIVE IN AND ASK A LOT OF THINGS.
SO ROBIN'S GOING TO PULL IT UP.
THAT'S WHAT THE BOOK LOOKS LIKE THIS YEAR.
UM, SO THE LAYOUT IS VERY SIMILAR IN THAT, YOU KNOW, THERE'S AN EXECUTIVE SUMMARY AT THE FRONT AND THEN THREE MORE TABS THAT ARE PROGRAMS, DEMOGRAPHICS FACILITIES.
SO THAT WHOLE LIST OF PROJECTS THAT YOU'RE USED TO SEEING AT THE BACK, THE FOLDED OUT PAGES, THOSE ARE GONE, AND YOU WILL SEE THOSE LATER ON THIS YEAR, WHEN WE START LOOKING AT 8% PROJECTS, THEN WE'LL TAKE A DEEP DIVE INTO THOSE.
SO I WILL JUST KIND OF TALK THROUGH EACH SECTION REALLY BRIEFLY, GIVE YOU SOME PAGE NUMBERS, PULL IT OFF AND LOOK AT IT AS WELL.
ROBIN'S GOING TO KIND OF HIT THOSE TWO, UM, FIRST UP PROGRAMS. SO WE, UM, THIS YEAR WAS A LITTLE DIFFERENT.
WE HAVE FREDDIE LAWTON AS PART OF OUR TEAM NOW, AND HE'S SERVING AS LIAISON KIND OF BETWEEN INSTRUCTION AND CONSTRUCTION.
AND THAT HAS BEEN EXTREMELY HELPFUL AS INCORPORATE MORE OF THE PROGRAMMATIC PART OF WHAT ARE THE REAL NEEDS THAT ARE IN THE CLASSROOM.
STRATOSE AND HER TEAM HAVE WORKED VERY CLOSELY.
AND I THINK YOU'LL SEE THAT THAT SECTION IS A LITTLE MORE FLESHED OUT.
UM, STARTING ON PAGE 33, YOU'LL SEE A DISCUSSION ABOUT BUILDING CAPACITY VERSUS PROGRAM CAPACITY.
WHAT ARE THE THINGS YOU ALL ASKED US TO DO? LET'S TAKE A LOOK AT PROGRAM CAPACITY AND WHAT THAT REALLY MEANS TO HOW WE USE OUR BUILDINGS.
AND SO THAT CONVERSATION IS IN THERE, AND I WANTED TO BRING THAT TO YOUR ATTENTION, AND I EVEN PUT A CHART IN THERE.
SO YOU CAN KIND OF LOOK AT THEM ACROSS THE BOARD, UH, BUILDING CAPACITY CAPACITY WITH, UH, WITH THE MOBILES, UH, THE OLD PROGRAM CAPACITY, WHICH WE HAD DONE IN 2018 AND THE ONE WE DID THIS YEAR, UM, AND THEN ON PAGE 37, THERE'S A VISION FOR ACADEMIC FUTURE.
AND, UM, THESE ARE THINGS THAT WE FEEL LIKE THERE'S CERTAINLY A BIGGER VISION.
THESE ARE THE ITEMS THAT ACTUALLY HAVE AN IMPACT ON FACILITIES.
SO, UM, THE THIRD SECTION IS DEMOGRAPHICS AND STUDENT ASSIGNMENT SECTION, AND IT'S VERY SIMILAR TO WHAT YOU ALL HAVE SEEN IN THE PAST.
WE TALK ABOUT OUR ENROLLMENTS BY GRADE.
WE LOOK AT THE RESIDENT STUDENTS WHERE PEOPLE ARE, WE TALK ABOUT THE EFFECT COVID CONTINUES TO HAVE ON ENROLLMENT AND WHAT IMPACT LOSS WE HAD LAST YEAR AND WHAT WE'VE RECOVERED THIS YEAR, IN TERMS OF STUDENT ENROLLMENT.
UM, THE ENROLLMENT WITH CAPACITY, WE TALK ABOUT POPULATION TRENDS.
AGAIN, WHAT INFORMATION WE'VE BEEN ABLE TO GATHER FROM THE TOWN OF BLUFFTON.
UM, AND AGAIN, YOU GET YOUR STUDENT, UH, ASSIGNMENT, DEMOGRAPHIC SHEETS FOR EVERY SCHOOL, WITH A MAP THAT SHOWS WHERE THOSE STUDENTS WHO ATTEND THAT SCHOOL ACTUALLY LIVE.
UM, STARTING ABOUT PAGE 26 IS WHERE WE GET INTO THE PROJECTIONS.
[01:00:01]
WE LOOK AT DISTRICT-WIDE, UH, MORE THAN FOR COUNTY SOUTHERN REEFER COUNTY AND EACH OF THE CLUSTERS INDIVIDUALLY.UM, WE'VE TALKED ABOUT ANY CHANGES IN STUDENT ASSIGNMENT, WHICH WE HAVE NOT MADE THIS YEAR, DO NOT ANTICIPATE MAKING, BUT AS YOU RECALL THEM LAST YEAR'S BOOK, WE HAD ASSIGNED SOME NEIGHBORHOODS WHERE NO STUDENTS WERE YET LIVING WELL THIS YEAR, THERE ARE STUDENTS LIVING IN THOSE NEIGHBORHOODS THAT WE'RE GOING TO KIND OF TRACK THAT DECISION WE HAVE ON THOSE SORT OF DONUT HOLE STUDENT ASSIGNMENTS.
WHAT DOES THAT EFFECT GOING TO HAVE ON US GOING FUTURE IN TERMS OF EASING THE OVERCROWDING? CAUSE THAT'S WHERE YOU GET IT.
SO THERE'S A WHOLE CONVERSATION IN THERE ABOUT THAT AS WELL, STARTING ON PAGE 1 47, WE LOOK, START LOOKING AT FACILITIES AND AGAIN, THAT LIST OF PROJECTS THERE.
UM, BUT WE DO TALK ABOUT MOBILES.
WE TALK ABOUT THE FACT THAT WE'RE, UM, HAVING A FACILITIES, CONDITION ASSESSMENT DONE, AND THEN, UM, THE FACILITIES MASTER PLAN ITSELF, AND IT SORT OF DIVIDES ALL THE PROJECTS UP IN THREE CATEGORIES, UM, ADDITIONAL STUDENT CAPACITY STRENGTHENING DISTRICT INFRASTRUCTURE AND FACILITY MONITORIZATION.
AND THIS STARTS ABOUT PAGE 1 52.
UM, SO LIKE EXAMPLES FOR ADDITIONAL STUDENT CAPACITY.
WE TALK ABOUT, AGAIN, MOBILES AS CLASSROOMS, WHERE WE NEED ADDITIONAL CLASSROOMS, WHERE WE MIGHT NEED ADDITIONAL, UH, SCHOOLS.
WE ALSO TALK ABOUT PRE-K EXPANSION.
IF WE WERE TO HAVE TO GO TO A PRE-K FOR ALL MODEL IN THE FUTURE, YOU KNOW, THOSE BEING KICKED AROUND WHAT THAT WOULD MEAN FOR OUR FACILITIES.
AND THEN WE TALK ABOUT STADIUM EXPANSION, SOME OTHER EXPANSIONS THAT ARE IN THE MASTER PLAN FACILITY, MONITORIZATION THAT TALKS ABOUT REPLACEMENT SCHOOL FOR ROBERT, I'M SORRY FOR LADY'S ELA MIDDLE SCHOOL.
IT TALKS ABOUT CAREER AND TECHNICAL EXPANSIONS.
UM, J R A T C EXPANSIONS, UH, RENOVATION REPLACEMENT AT HILTON HEAD HIGH SCHOOL PARKING LOTS, AND, UM, THE RIVERVIEW CHARTER GYM AS WELL.
THEN UNDER DIFFERENT DISTRICT INFRASTRUCTURE.
WE TALK ABOUT, UH, TECHNOLOGY WAREHOUSE AND IMAGING CENTER.
WE HAVE A LOT OF DEVICES AND THEY NEED A PLACE TO PROCESS THEM.
AND THAT, THAT IS A HUGE NEED, UH, EARLY CHILDHOOD OFFICE SPACES, TRANSPORTATION SHOP IMPROVED THE BUS STORAGE, LOTS KITCHEN IMPROVEMENTS AT MULTIPLE SCHOOLS.
UM, THE KITCHEN AT THE DISTRICT OFFICE THAT CAN SERVE RIGHT CHOICES AND ALSO THE CATE INCREASING CATERING NEEDS THAT WE SEE AT THE DISTRICT OFFICE AND THEN ELECTRIC VEHICLE CHARGING STATIONS.
UM, AGAIN, NO DETAILS ARE IN THIS PLAN.
IT'S THE BIG PICTURE OVERVIEW.
THIS IS HOW WE SEE OUR NEEDS ARE, IS JUST TO PROMPT YOUR CONVERSATIONS.
AND, UM, WE LOOK FORWARD TO BEING ABLE TO DO A DEEPER DIVE INTO THE INFORMATION THAT'S IN THIS BOOK.
AND THEN AS YOU GO FURTHER DOWN THE ROAD ON PROJECT LIST, SO DIDN'T PLAN ON TAKING QUESTIONS, BUT I GUESS I CAN, IF I NEED TO, BUT I WOULDN'T THINK THAT A QUESTION INTO DETAIL.
IF WE HAVE QUESTIONS, COULD IT BE ON THE FORMAT? UM, PARDON? YEAH.
I DON'T THINK ANYBODY'S BEEN ABLE TO DIGEST 165 PAGES YET.
UM, I WILL SAY THAT I DID TALK TO THE PRINTER TODAY AND IT'S PROBABLY GOING TO BE MID FEBRUARY BEFORE WE GET THE BOOKS.
UNFORTUNATELY THEY LIKE EVERYONE ELSE HAS SUPPLY CHAIN ISSUES.
AND SO THEY WERE CONCERNED ABOUT BEING ABLE TO GET EVERYTHING THEY NEEDED TO PUT THE BOOK TOGETHER FOR US.
SO, HOWEVER THOUGH, UM, THERE IS A LINK TO IT.
I DON'T THINK IT WAS INCLUDED IN BOARD DOCS AS EVENINGS.
UM, BUT THE LINK, UH, CAN CERTAINLY IS IT IN THERE.
AND I MUST NOT HAVE REFRESHED.
SO YOU HAVE A LINK FOR IT, RACHEL.
OH, I'LL WAIT FOR THE PRINT COPY.
AND THANK YOU TO YOU, THE WHOLE STAFF, MR. ROTTING, EVERYBODY FOR ALL THE HARD WORK THAT GOES INTO THIS.
I THINK IT'S A FABULOUS DOCUMENT THAT REALLY, UM, IS VERY COMPREHENSIVE AND HOLISTIC, ESPECIALLY WITH ISD, UM, CONTRIBUTION AND, AND SO ON.
SO, UH, GREATLY APPRECIATE IT.
UH, MR. CHAIR, THAT CONCLUDES THE OPERATION COMMITTEE REPORT.
UM, I JUST WANT TO SAY, MAKE A FEW COMMENTS.
SO FIRST OF ALL, I'M REALLY EXCITED TO BE
[01:05:01]
JOINING THE FINANCE COMMITTEE.I'VE ATTENDED A NUMBER OF THEIR MEETINGS, UH, AS A NON COMMITTEE MEMBER.
UM, MR. GEIER SPOKE ABOUT, UH, THE IMPACT FEE PRESENTATION THAT THE DISTRICT DID AT THE, UH, BLUFFTON TOWN COUNCIL MEETING ON JANUARY 11TH.
AND I ATTENDED THAT SINCE I'M ONE OF THE BLUFFTON REPRESENTATIVES AND I DID, UH, MAKE A FEW COMMENTS AFTER THE PRESENTATION WAS MADE ALONG WITH ACTUALLY PAUL SOMMERVILLE WAS IN ATTENDANCE.
I REALLY WOULD ENCOURAGE THE OTHER BOARD MEMBERS, UH, TO ATTEND, LIKE FOR EXAMPLE, THE HILTON HEAD, UH, PRESENTATION, WHEN THAT'S, UH, DETERMINED THAT THE STAFF, OUR STAFF IS GOING TO PRESENT THERE.
I THINK THE BEST WAY TO, FOR THE BOARD TO GET THEIR THOUGHTS ACROSS TO THE COUNCILS IS BY DOING PUBLIC COMMENTS.
CAUSE YOU'LL HAVE THREE MINUTES TO COMMENT.
SO I JUST WANTED TO SAY THAT SPECIFICALLY.
NO OTHER COMMENTS WE CAN MOVE ON TO THE TECHNOLOGY COMMITTEE.
SO I WAS THE CHAIR OF THAT COMMITTEE UNTIL, UNTIL JUST, UH, ABOUT A HALF AN HOUR AGO.
UM, WE, WE, WE MET, UM, WE HAD TWO, TWO MAJOR THINGS.
WE HAD AN EXCELLENT, EXCELLENT PRESENTATION BY KAREN GILBERT ABOUT, UH, TECHNOLOGY AND KATE, MOSTLY ON THE, ON THE KATE ASPECT OF TECHNOLOGY.
IT WAS JUST, UH, A GREAT PRESENTATION AND A COMMITTEE AGREED THAT A FULL BOARD SHOULD SEE THAT.
SO WE'LL SCHEDULE IT FOR THE WORK SESSION SINCE THAT'S MOSTLY AN INFORMATIONAL PIECE.
UM, BUT IT HAS TENTACLES THAT HIT EVERYWHERE, ESPECIALLY WHEN WE'RE TALKING.
ONE OF THE THINGS IN THE PRESENTATION WAS ABOUT THE HORIZONTAL INTEGRATION AND TECHNOLOGY, MEANING THAT THE ENTIRE DISTRICT UNDERSTANDS TECHNOLOGY, UNDERSTANDS THE TECHNOLOGICAL APPROACH TO PROBLEM SOLVING, UNDERSTANDS THE LANGUAGE AND, UH, WE NEED TO DISSEMINATE THAT.
SO THAT'D BE A GOOD PRESENTATION THAT THE WORK SESSION, UM, THE OTHER BIG THING, UH, WAS THAT THE NEXT COMMITTEE, THE FIRST THING THERE'S THERE IS THE COMMITTEE RIGHT NOW.
UM, THE FIRST THING THEY HAVE TO DO IS REVISIT THE MISSION OF THE COMMITTEE, UM, AND MAKE SURE THAT WE'RE PROPERLY FOCUSED ON THE PROPER THINGS AND KIND OF PUT BOUNDARIES ON, ON THAT COMMITTEE.
BECAUSE AS I SAID BEFORE, TECHNOLOGIES IS EVERYWHERE.
IT BLEEDS INTO EVERY PART OF THIS ORGANIZATION.
UM, SO IF YOU DON'T GET BOUNDARIES, YOU CAN BE ALL OVER THE PLACE AND, UH, STAY SHALLOW AND NEVER GET ANYTHING DONE.
SO THAT'S WHAT THAT COMMITTEE IS GOING TO DO.
THE FIRST THING WHEN THEY MEET.
AND THAT ENDS THAT REPORT QUESTION.
I JUST WANT TO TAKE THIS OPPORTUNITY TO MAKE A PITCH ALONG THOSE LINES.
I'M THE ONLY ONE ON THE TECHNOLOGY CLINIC CAN MEET AT THE MOMENT.
BUT IF ANYONE ELSE WANTS TO, IT'S NOT ABOUT WIRES AND HARDWARE AND NETWORK SPEEDS.
IT'S ABOUT WHAT WE'RE TEACHING, HOW WE ARE BEING SMART ABOUT INNOVATING IN THE DISTRICT, HOW WE'RE USING DATA, HOW WE SPEND A LOT OF MONEY ON TECHNOLOGY.
SO I'M JUST GOING TO MAKE A LITTLE PERSONAL APPEAL HERE TO ALL MY FELLOW BOARD MEMBERS.
IT'S NOT GOING TO BE A BORING COMMITTEE AND IT'S, YOU'LL FIND OUT, I MEAN, WELL, I'M GONNA LET YOU CLOSE HERE.
UM, THAT IT IS AN ABSOLUTELY EVERY ASPECT OF, OF THE DISTRICT AND IT'S, IT'S, IN MY OPINION, THE COMMUNITY IS VERY INTERESTED IN HOW WE USE TECHNOLOGY AND IT'S ACTUALLY THE FUTURE OF EDUCATION.
UM, IF THERE WAS ANY DOUBT THAT SHE IS THE CHAMPION OF THAT COMMITTEE, IT SHOULDN'T BE, IT SHOULD BE ELIMINATED NOW, BUT WE WILL IN THE WORK SESSION, WE ARE GOING TO TALK ABOUT COMMITTEES.
AND SO, AND THAT'LL BE ONE OF THE THINGS WE'LL TRY TO FILL OUT THE COMMITTEE.
[7. Superintendent's Report]
YOU.UM, MR. AND THE FIRST ITEM ON THE SUPERINTENDENTS REPORT THIS EVENING IS AROUND STUDENT ACHIEVEMENT, AND WE THOUGHT IT WOULD BE IMPORTANT TO SHARE.
NOW THAT WE'VE BEEN ONE SEMESTER UNDER OUR BELT, A LITTLE BIT ABOUT, UH, THE WORK OR THE ACADEMIC FOCUS OF OUR EXECUTIVE DIRECTORS, UH, WHEN THEY ARE IN OUR BUILDINGS.
AND SO FOR THIS EVENING'S PRESENTATION, I'VE GOT TWO OF OUR EXECUTIVE, TWO OF THE THREE EXECUTIVE DIRECTORS HERE THIS EVENING.
AND THANK YOU AS IS GREAT TO BE, UM, BEFORE YOU NOW, IN THIS NEW ROLE BEFORE I'VE HAD THE PLEASURE OF BEING IN FRONT OF YOU AS THE PRINCIPAL, BUT NOW AS AN EXECUTIVE DIRECTOR WITH MY COLLEAGUE HERE, DR.
[01:10:01]
UM, TODAY WE'RE GOING TO PRESENT TO YOU BUILDING A STRONGER PRINCIPALSHIP, THE ROLE AND THE WORK OF EXECUTIVE DIRECTORS.NOW MORE THAN EVER, ESPECIALLY IN THESE UNPRECEDENTED TIMES CALLED COVID-19, OUR PRINCIPALS NEEDS FOR THEIR DEVELOPMENT AND GROWTH.
THE PERFORMANCE OF OUR PRINCIPALS IS CRUCIAL TO THE SUCCESS OF OUR SCHOOL, ESPECIALLY WITH THE HIGH DEMANDS AND EXPECTATIONS ON PRINCIPALS TO BE INSTRUCTIONAL AND TRANSFORMATIONAL LEADERS WHO WILL IMPROVE CULTURE, STUDENT LEARNING AND ACHIEVEMENT PRINCIPAL WORK WITH OTHERS TO DEVELOP, IMPLEMENT, REFINE PROCESSES, TO CONTINUALLY IMPROVE STUDENT ACHIEVEMENT GROWTH AND NURTURE TO SUSTAIN A POSITIVE CLIMATE AND SAFE LEARNING ENVIRONMENT.
FOR ALL STAKEHOLDERS AS PRINCIPAL SUPERVISORS, WE ARE POSITIONED TO PROVIDE THAT SUPPORT.
THIS HERE IN 2014, THE WALLACE FOUNDATION LOCKS, THE PRINCIPAL SUPERVISOR INITIATIVE, THE INITIATIVE SOUGHT TO ASSIST SCHOOL DISTRICT IN TRANSPLANTING, A POSITION TRADITIONALLY FOCUSING ON ADMINISTRATION OPERATIONS AND COMPLIANCE TO DEDICATED, TO DEVELOPING AND SUPPORTING PRINCIPALS TO IMPROVE INSTRUCTION IN SCHOOLS.
RESEARCH HAS SHOWN STRONG PRINCIPALS ARE AS INTERVALS TO STRONG SCHOOLS AND TO RAISING THE QUALITY OF TEACHING AS EXECUTIVE DIRECTORS, WE ARE A POINT OF LEVERAGE FOR SUPPORTING AND DEVELOPING PRINCIPALS, THE FIVE COMPONENTS AS YOU SEE HERE REVIEW, BUT THE ONE MAIN ONE FOR OUR PRIMARY FOCUS HERE IN BUFORD COUNTY SCHOOL DISTRICT IS STRENGTHENING DISTRICT OFFICE STRUCTURES TO SUPPORT AND SUSTAIN CHANGES IN PRINCIPAL SUPERVISOR BRIEFS.
YES, IT IS WIDELY KNOWN THAT THE KNOWLEDGE AND SKILLS OF THE DISTRICT OFFICE STAFF DIRECTLY INFLUENCE LEADERS' CAPACITY TO IMPLEMENT A STRUCTURAL IMPROVEMENT AT THEIR SCHOOLS, SHIFTING FROM COMPLIANCE TO LEADERSHIP DEVELOPMENT AND SUPERVISION OF INSTRUCTION, THE MODEL PRINCIPAL SUPERVISOR PROFESSIONAL STANDARDS, OUTLINED KEY DISPOSITIONS THAT ARE THE HEART OF THE WORK THAT WE DO AS EXECUTIVE DIRECTORS.
AS YOU CAN SEE ON YOUR SCREEN, THE FIRST SET OF STANDARDS AND LEADERSHIP ATTRIBUTES ON EDUCATIONAL LEADERSHIP, PROVIDING IMPROVING PRINCIPALS' CAPACITY AND INSTRUCTIONAL SUPERVISION.
THE SECOND SET INVOLVE ENSURING THE SMOOTH, INEFFECTIVE FUNCTIONING OF THE DISTRICT OFFICE.
THIS WORK LEVERAGES THE UNIQUE POSITION OF THE PRINCIPAL SUPERVISOR WITHIN THE DISTRICT AND REQUIRES US TO SERVE AS A LIAISON BETWEEN THE DISTRICT OFFICE AND INDIVIDUAL SCHOOLS BY HOLDING BOTH THE DISTRICT OFFICE AND THE SCHOOL BASED PERSPECTIVES.
WE CAN AFFORD POLICIES AND PROCEDURES THAT ENSURE THAT THEY ARE EFFICIENT AND EFFECTIVE.
NEXT SLIDE, EACH EXECUTIVE DIRECTOR WORKS WITH PRINCIPALS AT SCHOOL LEADERSHIP TEAMS WITHIN OUR PERSPECTIVE PORTFOLIOS ON EFFECTIVE INTEGRATION OF THE NINTH, SOUTH CAROLINA PRINCIPAL EVALUATION STANDARDS.
WE REVIEW THE PRINCIPALS PROGRESS ONLY STANDARD THREE TIMES A YEAR, OFFERING DEVELOPMENT AND SUPPORT IN EACH AREA.
DURING WEEKLY SCHOOL VISITS, EXECUTIVE DIRECTORS ARE CONTINUOUSLY COLLECTING EVIDENCE TOWARD EACH PRINCIPAL'S EVALUATION.
THE DAY IN THE LIFE OF AN ED DR. RODRIGUEZ AND DARKER BRADLEY HAD DIRECTED AND COACHED US TO SPEND MOST OF OUR TIME IN OUR SCHOOL WITH OUR PRINCIPALS, WE CONDUCT BUILDING WALK-THROUGHS STRATEGIC CLASSROOM OBSERVATIONS, PLC REVIEWS, INSTRUCTIONAL REVIEWS, AROUND ONE-ON-ONE COACHING FACE-TO-FACE OR BY ZOOM.
IN ADDITION, WE FACILITATE OUR PORTFOLIO MEETINGS ONCE A MONTH, EACH WEDNESDAY, THE FIRST WEDNESDAY OF THE MONTH NIECES.
AGAIN, EACH OF THE EXECUTIVE DIRECTORS HAS A PORTFOLIO OF SCHOOLS THAT WAS SET BY THE SUPERINTENDENT AND CHIEF OF SCHOOLS.
HAVING A FOCUS SET OF SCHOOLS ALLOWS EACH EXECUTIVE DIRECTOR AND TR INTO INCREASE THE EMPHASIS ON INSTRUCTIONAL LEADERSHIP PRACTICES DURING SCHOOL VISITS, INCLUDING PRACTICES TO SUPPORT DATA USAGE TEACHERS' FEEDBACK IN CLASSROOM OBSERVATION, TO GIVE YOU A LITTLE BIT MORE ON PORTFOLIO MEETINGS, WHAT IS THE PURPOSE OF A PORTFOLIO MEETING
[01:15:01]
PORTFOLIO MEETINGS ARE THE PRIMARY VEHICLES FOR SUPPORTING PRINCIPAL LEADERSHIP DEVELOPMENT AND PEER LEARNING.IN THE SMALL GROUP SETTING, WE CAN OFFER DIFFERENTIATED SUPPORT FOR OUR PRINCIPALS HERE.
OBSERVATION FEEDBACK AND PRACTICE.
PREVIOUS TOPICS HAVE BEEN EARLY CHILDHOOD LITERACY SPENDING OF TITLE ONE FUNDS DATA-DRIVEN DECISION-MAKING PRINCIPLES AS AS LEADERS, AS LEADERS FOR LITERACY, UNDERSTANDING AND MONITORING REPORTS AND FEAR LIKE OF LEARNING LIKE THE ORANGE JUMPSUIT.
AS WE LOOK AHEAD AT OUR WORK AS A TEAM, WE WILL CONTINUE TO ADDRESS THE CHALLENGES OF PRINCIPAL LEADERSHIP AND BUILD INITIAL SUCCESS BY DEVELOPING A COMMON DEFINITION OF INSTRUCTIONAL LEADERSHIP TO BUILDING THE INTERNAL CAPACITY THAT PROVIDES HIGH QUALITY JOB EMBEDDED TRAINING AND SUPPORT FOR SUPERVISORS, REFINING APPROACHES TO IDENTIFY AND TRAINING NEW PRINCIPALS AND SHIFTING THE DISTRICT OFFICE SORT OF MORE STUDENT CENTERED CULTURE.
WE THOUGHT IT WOULD BE REALLY IMPORTANT FOR THE BOARD TO HEAR FROM OUR PRINCIPALS ON HOW THEY FEEL ABOUT THE ROLE OF EXECUTIVE DIRECTOR.
SO YOU CAN SEE A FEW QUOTES ON THE SCREEN BEFORE YOU, SO JUST GOING TO SUMMARIZE A FEW PRINCIPLE LUCAS OF HILTON HEAD ISLAND SCHOOL FOR CREATIVE ARTS.
SO THE FIRST THING SHE RECOGNIZES THE GUIDANCE PROVIDED BY HER EXECUTIVE DIRECTOR AND HOW THIS SUPPORT HELPS TO STREAMLINE A SHARED FOCUS OF PROVIDING THE HIGHEST QUALITY OF INSTRUCTIONAL SERVICES TO ALL STUDENTS.
FIRST YEAR, PRINCIPAL OF LADY'S ISLAND ELEMENTARY DAVINA POHLMAN.
SHE SPEAKS TO THE VALUE SUPPORT.
THE MEMBERSHIP IS FEEDBACK PROVIDED TO HER BY HER EXECUTIVE DIRECTOR, SLIGHTLY SUSPICION.
BARRY, COULD YOU CONTINUE WITH PRINCIPAL VOICES BEGINNING PRINCIPAL, MS. MARVIN KNEEL AT WALT RANCH ELEMENTARY SCHOOL STATES.
HER EXECUTIVE DIRECTOR IS READILY AVAILABLE VISITS FREQUENTLY AND PROVIDES PROFESSIONAL DEVELOPMENT THROUGH COLLABORATION WITH OTHER DISTRICT LEADERS WHILE MATTHEW HALL PRINCIPAL AT BLUFFTON MIDDLE SCHOOL STATED THAT THE EXECUTIVE DIRECTOR OFFERS A MORE PERSONAL AND ACCESSIBLE, ACCESSIBLE CONNECTION WITH A VETERAN ADMINISTRATOR.
AND LASTLY, FINALLY, THE VETERAN PRINCIPAL OF BROAD RIVER ELEMENTARY SCHOOL, MS. CONSTANT GOOD WINE LEWIS DECLARED THAT THE EXECUTIVE DIRECTOR HELPS HER CLIMB HIGHER SHARPENS HER TOOLS AND TUNE INTO HER GREATNESS AS A GREAT LEADER HERE, WE'RE ENDING WITH A QUOTE HERE.
PRINCIPAL SUPERVISORS ARE INSTRUMENTAL IN SHAPING PRINCIPALS, INSTRUCTIONAL LEADERSHIP CAPACITY CAPABILITIES, THE WALLACE FOUNDATION CHALLENGES, SCHOOL DISTRICTS TO REDEFINE THE PRINCIPAL SUPERVISOR POSITION AS EXECUTIVE DIRECTORS FROM TRADITIONAL FOCUS ON ADMINISTRATION, OPERATION AND COMPLIANCE TO A POSITION DEDICATED TO DEVELOPING AND SUPPORTING OUR PRINCIPALS FOR SCHOOL IMPROVEMENT, TRANSFORMATION AND INSTRUCTIONAL LEADERSHIP.
FRANK RODRIGUEZ AND SENIOR STAFF HAVE TAKEN THE CHALLENGE AND INVEST IT SYSTEMATICALLY AND EXECUTIVE DIRECTORS AS A POINT OF LEVERAGE FOR PRINCIPAL SUPPORT AND DEVELOPMENT.
QUESTION AND COMMENT IS I TALKED TO FOUR SCHOOLS IN MY DISTRICT AND ALL GIVE YOU TOTAL THUMBS UP WHAT YOU'RE DOING ON YOUR HEALTH.
THE QUESTION IS, CAN YOU GIVE ME A REWARD BACKGROUND ABOUT THE WALLACE FOUNDATION PIPELINES, BUT COULD YOU EXPAND ON WHAT THE WALLACE FOUNDATION IS ABOUT? I'LL TAKE THAT YOU DON'T MIND.
SO, UM, THE WELLS FOUNDATION IS REALLY THE FOREMOST AUTHORITY IN THE COUNTRY AROUND THE RESEARCH AROUND THE ROLE OF PRINCIPAL SUPERVISORS IN ENHANCING THE SKILL, THE PRACTICING ETHICACY OF SCHOOL LEADERS, I THINK, AS WAS NOTED IN THE PRESENTATION, HISTORICALLY, PRINCIPALS HAVE BEEN ENGAGED IN A MYRIAD OF ACTIVITIES, BUT SOMETIMES THOSE ACTIVITIES ARE NOT DIRECTLY RELATED TO ENHANCING TEACHER PRACTICE AND INSTRUCTIONAL, AND THE GENERAL RESEARCH THAT HAS COME OUT OF THE WILD STOUT NATIONS THAT THEY NEED STRATEGIC, ONGOING, REGULAR SUPPORTS.
AND THAT'S QUITE FRANKLY THE ROLE OF OUR EXECUTIVE DIRECTORS WE'VE MODELED THEIR ROLES AND RESPONSIBILITIES DIRECTLY OFF OF THE BODY OF RESEARCH.
THAT'S COME FROM THE WATTS FOUNDATION.
THAT'S REALLY BEEN, UH, KIND OF AROUND FOR SEVERAL YEARS
[01:20:01]
NOW, BUT WE'RE JUST NOW GETTING AROUND TO IT HERE IN B FOR COUNTY.UM, I HAVE A COMMENT ALSO IN THE, UH, MANY OF THE SCHOOL VISITS THAT MR. EARL CAMPBELL AND I WENT ON AS PART OF THE NORTH OF THE BROAD COMMITTEE.
UM, WE WERE ACCOMPANIED BY MS. MONA, LISA DIXON.
AND I JUST HAVE TO SHARE WITH THE OTHER BOARD MEMBERS THAT WHEN WE VISITED THE SCHOOLS THAT YOU SERVE, UM, IT WAS SO APPARENT HOW WELL MS. DIXON KNEW THAT SCHOOL.
NOW THIS WAS BACK IN SEPTEMBER, RIGHT? SEPTEMBER, OCTOBER TIMEFRAME.
SO YOU HAD NOT BEEN ON THE JOB VERY OFTEN.
AND IT WAS SO OBVIOUS THAT MS. DIXON HAD BEEN IN THE BUILDING SEVERAL TIMES, BUILDINGS SEVERAL TIMES, CONVERSED WITH THE PRINCIPALS, SEVERAL TIMES TALKED ABOUT GOALS, VISIONS MISSION TALKED ABOUT PERSONNEL, STAFFING REQUIREMENTS, BUILDING REQUIREMENTS, MS. DIXON WAS SO WELL-VERSED IN WHAT EACH OF HER SCHOOLS NEEDED.
AT LEAST THOSE THAT WE VISITED WITH YOU, UM, THAT I WALKED AWAY A BELIEVER I REALLY DID.
SO I WANTED TO THANK YOU FOR THAT.
AND I CAN ONLY EXTRAPOLATE THAT THE SAME IS TRUE OF MR. COX AND DR.
LAVONNE I'M EXTRAPOLATING THAT.
UM, I WILL BE SO EAGER TO HEAR AT THE END OF THE YEAR ABOUT PRINCIPAL RETENTION, HOW THIS HELPS ABOUT STUDENT ACHIEVEMENT AND HOW THIS PARLAYS INTO SOME REAL INTERESTING METRICS AND DATA, EVEN IN THIS COVID ERA.
SO THANK YOU FOR WHAT YOU'RE DOING.
I'VE HEARD NOTHING AND I'VE SEEN NOTHING, BUT REALLY GOOD THINGS.
WELL, THANK YOU BOTH FOR YOUR PRESENTATION THIS EVENING AND, UM, THANK YOU.
THANK YOU, MR. CHAIR, YOU KNOW, I THINK WITH GOOD IDEAS, CAN YOU, CAN YOU HEAR ME? YES.
I, UM, YOU KNOW, APPLAUD THE EFFORT AND I'D LIKE TO KNOW YOUR BASELINE, YOU KNOW, NUMBERS.
WHAT, WHAT, WHAT KIND OF EXPERIENCE PRINCIPLES ARE YOU WORKING WITH YOUR TWO YEAR PEOPLE? FIVE-YEAR PEOPLE I'M GOING TO, YOU HAVE 12 PRINCIPLES AND WHAT THEY EXPERIENCE IS BECAUSE, YOU KNOW, IN ORDER FOR US TO ADEQUATELY EVALUATE THIS FROM A BOARD STANDPOINT, WE NEED TO KNOW WHERE YOU'RE STARTING FROM AND YOU KNOW, WHAT IS THE RETENTION RATE AND HOW ARE THEY MOVING ALONG? SO I LIKE TO, I LIKE TO KNOW, YOU KNOW, SOME THINGS ABOUT THE BACKGROUND OF THOSE PEOPLE THAT YOU'RE WORKING WITH.
SEE THE GLORY COMMENTS THEY MADE, BUT WHO ARE THEY AT SOME POINT IN TIME, YOU KNOW, LIKE TO GET SOME, SOME, SOME PORTFOLIOS.
SO THOSE INDIVIDUALS, MS. FISHER GO BACK TO WHERE IT SAYS THE PORTFOLIO HERE ARE OUR PORTFOLIO SCHOOLS.
, SHE'S LOADED DIRECTOR OF ELEMENTARY.
THEY'RE BETTER KNOWN AS THE OCEANS.
13 COX IS OVER THE DIRECTOR OF SECONDARY, UH, THEIR MEMPHIS TEAM.
WE STILL TRY AND FIGURE OUT WHY THEIR MYTH IS TAN, BUT THEIR MYTH IS DEAD.
AND I'M, I'M THE DIRECTOR OF SCHOOL PRESENTATION.
AND, UM, WE'RE CALLED THE DIVINE, THE DIVINE NINE.
I HAVE FOUR PRINCIPALS THAT ARE THEIR FIRST YEAR.
I WANT TO KNOW IT ABOUT ALL OF THOSE FOLKS.
UM, MY, UH, IN MY PORTFOLIO, PASTAS IS COST IS LEWIS IS THE VETERAN PRINCIPALS.
LIKE I SAID, I HAVE FOUR THAT ARE NEW PRINCIPALS, UH, EITHER NEW TO THE PRISON SHIP, OR I HAVE ONE THAT HAS A VETERAN PRINCIPAL, BUT SHE'S USED TO ACCOUNT FOR THAT PART OF IT.
TARA MAC WHO'S IN HER SIXTH, SIX YEAR, AND THEN WE HAVE, LIZ WERE BARE AND JOSEPH SHAMAN WHEN SHE'S IN HER THIRD YEAR.
RUNS THAT LADY'S ISLAND MIDDLE SCHOOL AND SHE'S IN HER SECOND YEAR
[01:25:01]
THERE AT LEAST ON THE MIDDLE SCHOOL, BUT SHE'S BEEN A PRINCIPAL.WELL, I DON'T WANT TO INTERRUPT YOU, BUT I DON'T WANT YOU TO GIVE ME THAT INFORMATION TODAY.
IT'S GREAT THAT YOU HAVE IT READ ON TOP OF YOUR HEAD.
RODRIGUEZ COULD PICK SUCH VERY SELECTIVE INDIVIDUALS, I SHOULD SAY, BUT I JUST WANT TO HAVE IT IN FRONT OF ME, MYSELF, WHERE I CAN LOOK AT IT AND SAY, THIS IS WHO IS AT THAT SCHOOL.
I DON'T THINK WE ALL KNOW WHO THOSE INDIVIDUALS ARE.
MR. CAMPBELL, I WOULD ALSO ADD, THERE ARE SEVERAL MARKERS OF SUCCESS FOR OUR EXECUTIVE DIRECTORS ISSUE.
WE HAVE MULTIPLE, UH, ACADEMIC INITIATIVES, PROFESSIONAL LEARNING COMMUNITIES, INSTRUCTIONAL PLANNING, OBSERVATION SUPERVISION, AND FEEDBACK ASSESSMENT.
THESE ARE THINGS THAT WE EXPECT FOR OUR PRINCIPALS TO BE EXECUTING WITHIN THEIR BUILDINGS, BUT IT'S CRITICALLY IMPORTANT THAT THEY HAVE OVERLAPPING SUPPORTS, UH, AS THEY ARE LEADING THAT WORK AND THEIR BUILDINGS.
AND I THINK ONE OF THE THINGS THAT'S REALLY POWERFUL, A NEW STRUCTURE MANAGEMENT STRUCTURE AND SUPPORT STRUCTURE WE HAVE ARE THE PORTFOLIO MEETINGS WHERE IF THERE IS SOMETHING THAT THOSE PRINCIPALS ARE STRUGGLING WITH, THAT WE EXPECT TO SEE FULL IMPLEMENTATION OF.
THEY HAVE, UH, THEIR COLLEAGUES, WHICH ARE ALSO LED BY THEIR EXECUTIVE DIRECTORS WHERE THEY CAN REALLY KIND OF SUPPORT ONE ANOTHER.
SO, BUT THOSE ARE THE THINGS THAT WE EXPECT TO SEE IN OUR BUILDINGS AND THE EXTENT TO WHICH THEY ARE HAPPENING EFFECTIVELY HINGES ON THE EXTENT TO WHICH OUR EXECUTIVE DIRECTORS CAN SUPPORT PRINCIPALS IN ENROLLING THAT WORKOUT.
UM, I WOULD DEFINITELY AGREE WITH WHAT THEIR THING WAS.
KEVIN SAID, THIS WAS WHAT MRS. FISHER SAYS.
UM, WELL, ONE OF MY, ONE OF MY, UH, GOT CONCERNED WHEN THAT WAS OVER MY, UH, ALSO I, WE GOT TO ADD, HOW ARE WE MEASURING, LOOKING TOWARDS TO MEASURE THE CULTURE AND THE CLIMATE.
I MEAN, STUDENTS DOING THAT CULTURAL, EXCUSE ME, HOW ARE WE ENVISIONING THE CLIMATE OF THE DISTRICT IN TERMS OF THESE POSITIONS AS WELL? AND ALSO IN TERMS OF, UH, A LONG ALONG WITH THE TERMS OF OUR RETENTION OF TEACHERS AND ALSO, UM, RUBBER TIPS OF ALL POSITION ON THE LEADERSHIPS AS WELL.
HOW, HOW, HOW, HOW, HOW ARE WE, WHAT IS THE, UH, WHAT, WHAT'S THE, WHAT'S THE PROCESS IN MEASURING THAT? SO CAN YOU HEAR ME? SO, UH, MR. SMITH, TO YOUR QUESTION, WE'RE CONSTANTLY EVALUATING, UH, THE CULTURE AND CLIMATE OF OUR SYSTEM.
UH, ONE OF THE THINGS THAT, UH, IS OF PARAMOUNT IMPORTANCE IS THE AMOUNT OF TIME THAT I EXPECT THEM TO SPEND IN BUILDINGS.
AND THAT'S HOW YOU, YOU, ONE, YOU GET A FEEL OF, OF, UH, OF THE CLIMATE AND CULTURE AND BUILDINGS, AND YOU CAN SEE, FEEL, AND MONITOR CLIMATE AND CULTURE AND BUILDINGS BECAUSE THEY'RE THERE SO OFTEN, UH, IT'S NOT JUST ABOUT THE WORK WITH PRINCIPALS.
IT'S ABOUT THE WORK WITH THE ENTIRE LEADERSHIP TEAM.
AND IT'S ABOUT THE WORK THAT THEY DO, UH, IN CONNECTION, EVEN WITH OUR INSTRUCTIONAL STAFF, RIGHT? SO THEY GET TO KNOW THEM, THEY GET TO KNOW THE PERSONNEL IN THE BUILDINGS.
THEY GET TO KNOW, UH, WHAT'S HAPPENING THERE.
THEY COMMUNICATE REGULARLY WITH THEM.
AND THEN WE HAVE, UH, YOU KNOW, JUST OUR STANDARD CHECKS THAT WE WOULD HAVE ONCE A YEAR ON, ON CULTURE AND CLIMATE AS WELL.
SO, UM, SO THAT IS A PART OF THE EQUATION.
THAT IS A PART OF THE COMPONENT.
UH, AND, AND IT'S ABOUT, UH, MAKING SURE THAT THE RIGHT SYSTEMS ARE IN PLACE TO SUPPORT THE DELIVERY OF INSTRUCTION IN SPITE OF THE CHALLENGES THAT EXIST TODAY, UH, AROUND COVID THOSE, HOPEFULLY THOSE COVID CHALLENGES AREN'T GONNA BE AROUND FOREVER, RIGHT.
BUT, BUT, BUT, UH, WE STILL HAVE TO MOVE FORWARD.
WE STILL HAVE TO CARRY THE WORK ON, YOU KNOW, IN SPITE OF WHAT WE'RE DEALING WITH.
IT'S A CRITICAL COMPONENT OF THEIR WORK.
UH, AND I HEAR WHAT YOU'RE SAYING, DR.
ROBBINS BOOK, MY QUESTION STILL IS HAVE METAL.
HOW WHAT'S THE, WHAT'S THE, WHAT IS THE MEASURING TOOL BESIDES THOSE THINGS? AND AT WHAT POINT DO WE MAKE THOSE, THOSE MEASURES? I HAVE HAYDEN SAYING, YEAH, EVERY TIME WE WOULDN'T PUT IT, BUT THEY HAVE TO BE.
SO CAMERON, WHAT, WHEN, WHEN YOU WAIT, YOU SIT DOWN
[01:30:01]
AND YOU MEASURE, MEASURE THESE THINGS.AND LIKE, AS WE HAVE TESTED THAT AT THE BEGINNING OF THE END OF THE YEAR, AND YOU GET YOUR TEST SCORES, TEST SCORES.
SO MY QUESTION IS HOW WHAT'S THE PROCESS OF BUILDING THE CLIMATES AND WITH THESE POSITIONS AND HOW THAT TRANSFERRED TO, TO, TO, TO, TO THE, TO THE POSITIONS, TO, UH, TO THESE POSITIONS? WELL, WE TAKE OUR STANDARD.
WE TAKE OUR STANDARD MEASUREMENT AT THE END OF THE YEAR AROUND, UH, UH, CULTURE AND CLIMATE.
AND WE GET THAT FEEDBACK, UH, THAT THEN IS SHARED WITH OUR EXECUTIVE DIRECTORS AND THEN THE EXECUTIVE DIRECTORS WORK WITH THE PRINCIPALS, UH, BASED ON THE SPECIFIC, UH, INFORMATION THAT THEY HAVE OR DATA THAT THEY HAVE AS A RESULT OF THOSE MEASUREMENTS AROUND CULTURE AND CLIMATE IN THEIR INDIVIDUAL BUILDINGS, THEN PRINCIPALS SHOULD TAKE THAT DATA AND GET TO WORK ON THE ITEMS THAT ARE HIGHLIGHTED WITHIN THAT DATA, THAT SHOW AREAS THAT NEED IMPROVEMENT.
ALL RIGHT, WELL, HOW'S THE HOUSE WITHOUT SAYING, I JUST TOLD HIM HARVARD, THE LIBRARY THINGS OF, UH, FROM, FROM, FROM, FROM THIS, UH, FROM THIS TEAM, FOR BOTH OF THEM, THE DIRECTORS, IT'S LIKE TO KEEP A GOOD WORKOUT, BUT, UM, BESIDES YOU SEE, WHEN YOU GO AND SEE WHAT SHE WILL SEE, WHAT ALL YOU GET ACCOMPLISHED AND, UH, THAT'S IT, THANK YOU.
WE WOULD ALSO SAY ABOUT, UM, THE UPBEAT DATA THAT WE BASICALLY, THAT WE COACH WITH, UM, OUR UPBEAT DATA CONSULTANTS, WE COACH OUR PRINCIPALS ON THAT.
SO WHEN MR. SMITH WAS TALKING ABOUT HOW WE MEASURE THE UPBEAT DATA THAT IS DONE FROM HR, FROM MATTHEW HAHN AND ALICE WONG, THAT WE DO LOOK INTO THAT DATA AND DIG REAL DEEP WITH OUR PRINCIPALS AND COACH THEM ONE-ON-ONE ON HOW THEY CAN MAKE BETTER DECISIONS ON GETTING THAT CULTURE AND THAT CLIMATE THAT IS THE STANDARD MEASUREMENT THAT I SPEAK ABOUT.
UH, NEXT ITEM ON THE SUPERINTENDENTS REPORT IS ON FISCAL RESPONSIBILITY.
UH, SO, UM, MS. CROSBY IS GOING TO WALK US THROUGH, I BELIEVE THE FIRST THREE ITEMS ON THAT REPORT.
AND THEN, UM, MS. DENISE IS GOING TO WALK US THROUGH, UH, THE S OR UPDATE.
UM, WE DO HAVE TWO MONTHS WORTH OF REPORTS THIS, UH, THIS MONTH WE ARE DOING OCTOBER AND NOVEMBER, UH, TRANSPARENCY AND A HUNDRED THOUSAND DOLLAR REPORTS, UM, TWO VERSIONS, A CONSOLIDATED AND THE DETAILED VERSION.
UM, AND SO, UH, I WANTED TO MENTION, UM, I REMEMBER IN A PREVIOUS MONTH, UH, DR.
IN PARTICULAR AT REQUESTED INFORMATION ABOUT AMAZON, AND, UH, WE DID LOOK INTO THE AMAZON PURCHASES, UH, AND THE NUMBERS, WE'RE SEEING TWO MAIN VENDOR TITLES, AMAZON, AND AN AMAZON DISTRIBUTION WHEN COMBINING THE TWO, UH, FOR THE MONTHS OF OCTOBER, NOVEMBER FELL JUST SHY OF A HUNDRED THOUSAND DOLLARS.
SO IT DIDN'T SHOW ON THE A HUNDRED THOUSAND DOLLARS REPORT, BUT IT'S STILL LISTED INDIVIDUALLY IN THE TRANSPARENCY REPORT.
SO I WANTED TO MENTION THAT TO YOU.
WE ARE KEEPING AN EYE ON THAT AND MAKE SURE THAT IT'S GOING TO SHOW UP, UH, IN A COMBINED BASIS OF THE TWO VENDOR NAMES, UM, IN THE FUTURE MONTHS AND MAKE SURE THAT IT'S ALL THERE.
SO WITH THAT, I'LL TAKE ANY OTHER QUESTIONS YOU MAY HAVE RACHEL.
I JUST WANTED TO, OH GOODNESS.
UM, THANK YOU VERY MUCH FOR DOING THE WORK ON THAT, BECAUSE I THINK THAT THAT WAS, IT WAS CLOSE.
WE, WE KNEW IT WAS CLOSE AND I APPRECIATE YOU DIVING INTO THAT VERY MUCH.
UM, I THINK THERE WAS ANOTHER THING IN REGARD TO AMAZON, BEFORE THAT WE WERE LOOKING, I WANTED TO SEE IF WE COULD LOOK INTO, WHICH WAS SEEING WHETHER OR NOT OUR PURCHASES WERE, UM, IN A SENSE, PAYING US BACK THROUGH AMAZON SMILE, THEIR, UM, NON-PROFIT THAT THEY HAD.
AND I WILL, I CONTINUE TO FOLLOW UP.
I WAS LOOKING AT EMAILS REGARDING THAT, AND I, UH, DO WE ARE MEMBERS OF AMAZON PRIME, WHICH PROVIDES SOME BENEFITS TO THE DISTRICT.
UM, BUT THERE WAS, IT WAS SORT OF INCONCLUSIVE WHAT I WAS READING ABOUT THE AMAZON SMILE.
I DON'T BELIEVE WE'RE PARTICIPATING, BUT I WILL CERTAINLY GO BACK AND FOLLOW UP ON THAT AND MAKE SURE, SORRY.
I MEAN, IT'S MY UNDERSTANDING THAT A 5 0 1 C3
[01:35:01]
CAN SIGN UP TO BE ON THAT.AND SO I KNOW THAT WE HAVE THE EDUCATION FOUNDATION.
UM, AND SO PERHAPS WE MAY WANT TO LOOK INTO THOSE PURCHASES, ASSIGNING ANY PURCHASES THAT THE DISTRICT IS MAKING TO THAT PERCENTAGE, THEN BE GOING TO THAT FOUNDATION.
I DON'T KNOW IF THAT'S THERE'S ANY RULES AGAINST THAT OR NOT.
UM, BUT SINCE WE MAKE SO MUCH EVERY MONTH IN PURCHASES THROUGH AMAZON, WE MIGHT AS WELL BE SUPPORTING, UM, OUR FOUNDATIONS.
UM, WE ARE, WE ARE A SUBDIVISION OF STATE GOVERNMENT, NOT NECESSARILY A 5 0 1 C3, BUT THE FOUNDATION CERTAINLY IS.
UM, SO I GUESS I MIGHT WANT TO HAVE A CONVERSATION OFFLINE WITH YOU A LITTLE MORE TO UNDERSTAND WHAT YOU'RE LOOKING FOR, BUT I CAN CERTAINLY LOOK AT YEP.
I THINK THAT CONCLUDES THIS PORTION, IF NO OTHER QUESTIONS.
AND THEN I THINK, UH, WE'LL MOVE ON TO THE SRO UPDATES.
UM, WE HAVE PROVIDED YOU WITH AN UPDATE OF THE ACTIVITIES AND THE REMINDER THAT THOSE ARE CONTINUOUS THERE THROUGHOUT THE WHOLE GREEN AT YOU'RE SEEING THE WHOLE BRAND AS A, UM, AS A WHOLE.
SO, UM, I'VE MADE THE POINTS THAT I WAS GOING TO COVER, AND THEN TAKE ANY QUESTIONS THAT YOU HAVE.
WE STARTED WITH FOUR BRANDS, UM, UM, THE EDUCATION DEPARTMENT, UM, ONE WAS CALLED CRF AND THREE-YEAR CALL ASTRO AS FOR ONE TO INTEGRATE CRF IS SPANISH.
SO WE'RE DONE WITH THAT WHEN WE HAVE THIS THREE THAT WE'RE WORKING ON EXTRA ONE HAS NINE MONTHS REMAINING IN THE GRANT, AND WE HAVE SPENT 93% OF THAT GRANT, UM, FOR THE TOTAL EXPENDITURES FOR NOVEMBER AND DECEMBER, ABOUT $229,000.
TOTAL, THE LARGEST AREA OF SPENDING WAS, UM, FOR CAMERAS AND OR IN TECHNOLOGY FOR SUPPORTING OF ARTS INSTRUCTION ABOUT $123,000 THERE.
AND THE OTHER AMOUNT SPENT IN THAT GRANT IS PPE.
AND THAT'S WHAT WE'RE THRILLED, STILL TRYING TO SPEND IN THAT, UM, AS HER ONE S OR TWO HAS 21 MONTHS REMAINING.
UM, AND WITH THE GRANT, WE HAD A TOTAL OF EXPENDITURES OF 1 MILLION, 29,112.
OUR LARGEST AREA OF SPENDING WAS WITH A RENEWAL FOR ESL SOFTWARE, UM, OR AFTERSCHOOL AND TUTORING PROGRAMS AT SCHOOLS HAVE WRITTEN PLANS FOR, UM, HIS NEXT WITH 184,994.
AND THEN FOR THE ONGOING SANITATION IS $111,000 SINCE 1863.
THAT IS WHAT THE CHANGES IN FROM THE LAST REPORT YOU HAD TILL THIS ONE.
AND WE HAVE SPENT ABOUT 30% OF THAT GRANT ALREADY.
SO 28.8% OF THAT GRANT IS EXPENDED.
UM, ANSWER THREE WAS THE LARGE GRANT THAT WE RECEIVED.
WE HAVE 33 MONTHS REMAINING ON IT.
UM, IT FEELS LIKE A LOT, BUT IT'S JUST 33 MONTHS THERE.
UM, THE TOTAL EXPENDITURES FOR NOVEMBER AND DECEMBER WERE 6 MILLION, $312,000 IN 130 300, $12,951.
OUR LARGEST AREA OF SPENDING WAS THE MIDDLE-SCHOOL REFRESH ACTIVITY WHERE IT WAS $2.9 MILLION.
UM, THAT'S GOING TO BE ON PAGE NON-ACTIVITY.
WE WILL BE RECEIVING A REIMBURSEMENT FOR THOSE FUNDS OF $2.4 MILLION THAT WE SPENT THERE FROM, UH, THE EMERGENCY CONNECTIVITY FUNDS.
OF COURSE, WE HAVE TO ADD AN ACRONYM.
AND, UM, THOSE ARE NEW FUNDS THAT HAVE TO BE SPENT BY JUNE OF THIS YEAR.
THIRD, THEY HAVE A REAL TIME LIMIT ON THEM.
THEY'RE PROVIDED BY THE FCC TO DISTRICTS THAT APPLIED FOR THE FUNDS.
AND SO WE APPLIED FOR THE FUNDS AND ACTUALLY RECEIVED THEM.
SO THE EIGHT THEY'RE ALSO RE USED TO PROVIDE THE TOOLS AND THE SERVICES NEEDING FOR REMOTE LEARNING.
UM, WE WILL MAKE A BUDGET ADJUSTMENT WHEN THE, WHEN EVERYTHING GETS HERE AND THE INVOICES ARE PAID TO USE THOSE FUNDS INSTEAD OF SR THREE,
[01:40:02]
BECAUSE THEY ACTUALLY SPEND IN THE, IN THE MOST RECENT, UM, TIME, WHICH IS JUNE OF THIS YEAR, THAT WE'LL LEAVE THE SAVINGS THERE TO, UM, ALSO NOW INCLUDE A REFRESH OF ELEMENTARY AND TECHNOLOGY, NOT, I DON'T KNOW EVERYTHING ABOUT HOW THAT WORKS THERE.I JUST KNOW THE FUNDING NOW IS ALLOWING US TO DO, UH, ANOTHER CYCLE OF REFRESHES, UM, WITH THE TECHNOLOGY.
AND, UM, AND THEN WE ALSO HAVE A PAYMENT OF $1.9 MILLION IN DUAL MODALITY TO OUR TEACHERS WHO HAVE GOTTEN ALL THEIR ROOMS SET UP AND ARE USING, UM, VIRTUAL INSTRUCTION AT THE SAME TIME THAT THEY'RE USING IN CLASS INSTRUCTION THERE.
AND WE ARE 13%, UM, SPENT TO THIS DAY OR FOR THAT CERT.
SO IN THE LAST NOVEMBER AND DECEMBER, WE SPENT $7.5 MILLION.
SOME OF THAT'S GOING TO BE REIMBURSED.
SO IT'S ABOUT $5 MILLION WE SPENT IT, BUT WHERE IT'S GOING, NOT OUT OF THE QUESTION AND I'LL GO THROUGH THAT PRETTY FAST.
I MEAN, PROBABLY TRIED TO ANSWER IT, BUT THE REFRESH WHEN, WHO MADE THAT DECISION AND HOW WAS IT MADE WHEN IT WASN'T DONE BEFORE? I, I'M NOT QUESTIONING THE DECISION I'M QUESTIONING WHETHER, WHETHER WE SPENDING MONEY THAT WE WOULDN'T NEED TO SPEND AND THAT DIRECTION THAT COULD BE USED ELSEWHERE, THAT WE POSSIBLY CAN NOT RETRIEVE ALL THIS MONEY THAT WE'RE SPENDING FOR REFRESH TARGETED MONEY THAT WE'RE SAVING ON DOWN A LOT DOWN THE ROAD.
UH, YOU KNOW, MY, MY, MY QUESTION IS, IS THE S A FUNDING BEING UTILIZED IN THE TIME PERIOD THAT IS ALLOTTED FOR, WITH THE MAXIMUM USE USAGE.
I MEAN, ARE WE GOING TO USE IT ALL? ARE WE BACKLOGGING? WHERE ARE WE GOING TO LOSE MONEY? BECAUSE WE'VE DONE SOME THINGS THAT WE PROBABLY COULD HAVE SAVED IT, YOU KNOW, YOU UNDERSTAND WHAT I'M SAYING? IT'S THE QUESTION CLEAR.
YEAH, BECAUSE WHEN YOU SAID REFRESH, I'M TAKING, DO WE HAVE TO REFRESH, OR COULD THAT REFRESH, YOU KNOW, POSTPONE AND SOMETHING ELSE A LITTLE BIT MORE ACTIVE DONE AT THE TIME, ESPECIALLY WITH THE SITUATION.
SO I, I'M NOT QUESTIONING THE DECISION.
I JUST WANT TO KNOW ABOUT THE DECISION.
IF I MAY, MY, MY ROLE, UH, HAS A FOOT IN TECHNOLOGY AND A FOOT IN THE CAPITAL WORLD AS WELL.
SO, UM, THE DECISION WAS MADE, UM, AND ULTIMATELY OVER FOR TWO REFRESHES, WE'LL SAVE FOUR AND A HALF MILLION DOLLARS FROM GOING, UM, BEING ADDED TO THE 8% PROJECT LIST.
AND ULTIMATELY, YEAH, THAT'S RIGHT.
THAT'S, THAT WAS THE KIND OF ANSWER I WAS AS UTILIZED.
UM, SO WE HAD INITIALLY JUST PLANNED FOR 2.9, I BELIEVE, OR 2.4 MILLION AND ASTOR FUNDS, BUT THE OPPORTUNITY BECAME AVAILABLE JUST RECENTLY, VERY QUICKLY ACTUALLY THROUGH THE FCC FUNDS WHO ALSO ADMINISTER E RATE.
UM, AND SO WE TOOK THAT OPPORTUNITY TO SHIFT THOSE OVER AND TO REPLACE THEM WITH REFRESHES THAT ARE ACTUALLY SCHEDULED.
SO ARE REFRESH THIS SUMMER IN ELEMENTARY WILL BE REFRESHED NEXT SUMMER.
AND SO SINCE THE ESSAR FUNDS DON'T EXPIRE UNTIL 2024, WE HAVE ANOTHER YEAR WE'RE BUYING A LITTLE TIME AND ARE ABLE TO UTILIZE THAT WHILE SAVING SOME MONEY.
THAT'S THAT'S I LIKE THE WORD OPPORTUNITY THANK YOU, MR. CHAIR.
UM, MY QUESTION IS IN REGARD TO THE ESL SUPPORT SOFTWARE, UM, AND I'M NOT SURE IF YOU CAN ASK THIS QUESTION OR NOT, BUT I JUST, I SEE THAT THERE HAS BEEN A SMALL AMOUNT OF EXPENDITURE IN THAT AREA.
AND I DO KNOW THAT, UM, THAT'S AN AREA WHERE WE ALSO NEED TEACHERS.
WE NEED TEACHERS EVERYWHERE, BUT, UM, IF THERE'S SOME INSTRUCTIONAL SOFTWARE THAT COULD HELP OR ASSIST OUR ESL STUDENTS, I JUST WANT TO MAKE SURE THAT IT'S AVAILABLE TO ALL GRADE LEVELS OF ESL STUDENTS.
STRATEGY LOOKED LIKE YOU WERE READY TO ANSWER THAT, BUT I JUST WANT IT TO SEE WHAT DOES THAT ALL ENTAIL IS THAT COVERING ALL OF OUR ESL STUDENTS AND, UM, DO WE NEED TO DO MORE? DID HE EVEN HAVE THOSE NETSCAPE? THE SOFTWARE FOR ESL
[01:45:01]
STUDENTS IS AVAILABLE AFTER THE K THROUGH 12? THIS WAS A FIRST YEAR OF IMPLEMENTATION, WAS AN ANNUAL RENEWAL THAT WE WILL BE PURCHASING.WE ALSO HAVE SUPPORT FOR PROFESSIONAL DEVELOPMENT THAT WAS PROVIDED AND IS CONTINUALLY PROVIDED FOR THE SCHOOL SITES.
SO IT IS FOR ALL GRADE LEVELS.
SO THERE'S PROFESSIONAL DEVELOPMENT FOR THE TEACHERS RIGHT NOW AT ALL SCHOOL SITES.
YOU SAID THE TD STARTED IN ALL ACTUALLY LAST SPRING WAS REITERATED IN AUGUST, CONTINUED THROUGH SEPTEMBER, AND THEN WE HAVE PERSONNEL WHO ARE NOW ABLE TO SUPPORT THROUGH THE TWO.
WELL, WE HAD TWO ESAU COACHES.
ONE HAS TAKEN A POSITION AT ANOTHER SITE.
THEY WOULD TRAIN THIS TRAINERS AS WELL, AS WELL AS OUR ESAU OR COORDINATORS, TECHNICALLY ESL WORLD LANGUAGE COURSE.
APPRECIATE TIME ABOUT THE STRADDLES.
WHEN, WHEN YOU SAY POSITION AT AN M CAN YOU HEAR ME OKAY.
WHEN YOU SAY POSITION AT ANOTHER SITE, JUST WANT TO CLARIFY, YOU MEAN WITHIN OUR SCHOOL DISTRICT? I DO APOLOGIZE.
WE DID LOSE ONE OF OUR COACHES TO GEORGIA.
SHE WENT TO GO LIVE WITH FAMILY, SO WE HAD TO TRAIN THE TRAINER MODELS IN PLACE THROUGH OUR USEFUL COACHES, WHICH ARE FUNDED THROUGH TITLE THREE AND ONE GEORGIA ACTUALLY TOOK HER BACK HOME FOR FAMILY PURPOSES, THOUGH.
UM, I ALSO SEE THAT THERE IS A SURVEY, A RECRUITMENT SURVEY TO IDENTIFY AND MEASURE STRATEGIES FOR STAFF RETENTION AND RECRUITMENT.
AND I WAS JUST WONDERING WHERE WE WERE WITH THAT UM, THAT IS AN ONGOING, I DON'T KNOW THE DETAILS ON THAT, SO I WILL GET WITH MS. WALTON IN THAT, DENISE.
UH, APPRECIATE IT VERY MUCH, EVEN TANYA.
UM, THE NEXT ITEM ON THE AGENDA IS RELATED TO COVID, UH, COVID UPDATE ON THEIR OTHER MATTERS.
UM, SO AS YOU CAN IMAGINE, UH, ONE OF THE CHALLENGES THAT WE'RE FACING AS A DISTRICT IS DEALING WITH CONSTANT AND REGULAR.
YOU HAVE CHANGES TO REQUIREMENTS FOR SCHOOLS.
UH, HONESTLY, SINCE WE STARTED BACK, UH, WE'RE IN THE THIRD WEEK, WE PROBABLY HAD FOUR OR FIVE CHANGES, UH, WITHIN A TWO WEEK PERIOD, UH, TO THEIR, TO THEIR PROTOCOLS.
SO THAT IS A CONSTANT CHALLENGE FOR US BECAUSE AS YOU CAN IMAGINE, IT, IT ALSO FRUSTRATES PARENTS, RIGHT? IT FRUSTRATES TEACHERS, IT FRUSTRATES OUR NURSES WHO ARE TRYING AND DOING THEIR VERY BEST TO IMPLEMENT, UH, THESE DIFFERENT REQUIREMENTS.
SO I WANTED TO SHARE THAT, UH, REGARDING COVID UPDATE, AS YOU CAN IMAGINE, OUR NUMBERS, UH, HAVE INCREASED JUST AS THEY HAVE IN OUR COMMUNITY AND, UH, SCHOOL DISTRICTS ACROSS THE COUNTRY FOR LAST WEEK IN THE SCHOOL SYSTEM, WE REPORTED TO D HECK, UH, POSITIVE STAFF CASES, 114, UH, QUARANTINE STAFF, UH, 58 AND POSITIVE STUDENT CASES, UH, 500 IN QUARANTINE STUDENTS, 2,160.
UH, WE HAVE TEMPORARILY SHIFTED, UH, THE FUSSY ELEMENTARY TO REMOTE LEARNING, UH, FOR THIS CURRENT WEEK.
AND WE CONTINUE TO REVIEW EACH SCHOOL SITUATION ON A DAILY BASIS, SEVERAL TIMES A DAY.
UM, WE MONITOR IT VERY CLOSELY.
UM, AND WHAT I WANT TO SHARE, YOU KNOW, ABOUT THAT IS THAT WE WILL DEAL WITH EACH SCHOOL ON AN INDIVIDUAL BASIS AS WE WOULD NEED TO JUST AS WE DEAL WITH CLASSROOMS, UH, AT SCHOOLS ON AN INDIVIDUAL BASIS.
AND SO, UM, I'D LIKE TO, FIRST OF ALL, JUST SHARE WITH YOU AND TAKE A MOMENT WHILE WE'RE HERE IN THIS PUBLIC SETTING TO RECOGNIZE EVERY ONE OF OUR STAFF MEMBERS IN THE BUFORD COUNTY SCHOOL DISTRICT, EVERYONE, UH, BECAUSE IT'S TAKEN EVERY INDIVIDUAL IN OUR SYSTEM TO SUPPORT AND WORK HARD AND THEY'RE PULLING TOGETHER AND WORKING VERY HARD TO KEEP OUR SCHOOLS OPEN.
IT IS TAXING ON MANY OF THEM, UH, BECAUSE OFTENTIMES THEY'RE RIGHT NOW AT THIS STAGE, THEY'RE COVERING CLASSES, RIGHT? UH, WHEN, WHEN THEY HAVE A PLANNING PERIOD, UH, BECAUSE, UH, WE HAVE A TEACHER OUT OR THAT SORT OF THING.
SO, UH, THEY'RE DOING MODALITY INSTRUCTION, UH, AND WORKING VERY HARD AT IT.
SO I WANT TO SPECIFICALLY RECOGNIZE EVERY ONE OF OUR STAFF MEMBERS.
WE ARE UTILIZING, UH, STAFF MEMBERS FROM THE DISTRICT OFFICE THAT WE PUSH OUT TO SCHOOLS, UH, TO HELP, UM,
[01:50:01]
UH, COVER CLASSES AND PROVIDE, UH, SUPPORT, UM, WHEN SUBSTITUTES ARE NEEDED AND WHAT ISN'T AVAILABLE.SO WE WERE PUSHING OUT ANY SUPPORT THAT WE HAVE THAT'S AVAILABLE, UH, TO DO THAT AT THIS TIME.
UM, THIS IS SOMETHING THAT WE DID DURING FIRST SEMESTER, UH, IN THE MONTHS OF SEPTEMBER WHEN, UH, WHEN, WHEN THE NUMBERS WERE HIGH AT THAT TIME, I WANT TO TALK A MOMENT ABOUT DUAL MODALITY INSTRUCTION AND SECOND SEMESTER.
UH, DURING FIRST SEMESTER WE COMPENSATED OUR, OUR, UH, TEACHERS A THOUSAND DOLLARS FOR DUAL MODALITY INSTRUCTION.
AND WE COMPENSATED EVERY ONE OF OUR TEACHERS, UH, FOR DUAL MODALITY.
EVERYBODY WAS COMPENSATED FOR DOING MODALITY INSTRUCTION.
UM, DURING SECOND SEMESTER, UH, WE HAVE A SLIGHT SHIFT TO THAT.
SO DURING SECOND SEMESTER, WE INTEND TO COMPENSATE $1,000 FOR DUAL MODALITY INSTRUCTION FOR TEACHERS THAT DELIVER DUAL MODALITY INSTRUCTION.
SO IF THEY DON'T HAVE TO DELIVER DUAL MODALITY INSTRUCTION DURING SECOND SEMESTER, THEN THERE'S NO COMPENSATION AROUND DUAL MODALITY INSTRUCTION DURING SECOND SEMESTER.
UM, WE HAVE, UH, UM, RECOMMENDED MOTION, UH, UH, AROUND THAT IF IT'S POSSIBLE TO TAKE THAT UP AT, AT THIS TIME, MR. CHAIRMAN, I MOVED AT THE BUFORD COUNTY BOARD OF EDUCATION, AUTHORIZED A SUPERINTENDENT TO PAY $1,000 OF COMPENSATION TO CLASSROOM TEACHERS WHO DELIVER FOR DELIVERING DUAL MODALITY INSTRUCTION IN THE SECOND SEMESTER OF THE 2122 SCHOOL YEAR, BUT FEDERAL SRF FUNDS AND AN AMOUNT NOT TO EXCEED $2 MILLION.
RODRIGUEZ, I THINK IT'S VERY APPROPRIATE TO COMPENSATE OUR TEACHERS FOR THIS.
IT'S BEEN A HECK OF A HECK OF A SCHOOL YEAR ALREADY, AND IT DOESN'T LOOK LIKE FOR THE VERY NEAR FUTURE THAT IT'S GOING TO EASE UP AT ALL.
SO EVEN PERHAPS BASED ON THE NUMBERS YOU JUST SHARED WITH US, THERE'LL BE MORE TEACHERS AND PERHAPS FIRST SEMESTER THAT WILL ACTUALLY BE INSTRUCTING IN THE DI THE DUAL MODALITY MODE.
SO MY QUESTION REGARDING THIS MOTION IS, SO ARE YOU SUGGESTING WHETHER YOU FOR ONE WEEK OFFER DUAL MODALITY OR YOU END UP DOING IT FOR A MONTH? IT'S IT'S, IS THERE, IS THERE ANY DIFFERENCE IT'S GOING TO BE, AND HOW ARE YOU, HOW ARE YOU, WHAT ARE SOME OF THE LOGISTICS BEHIND IS HOW ARE YOU GOING TO, UM, TRACK THIS? SO, UM, OUR PRINCIPLES ARE GOING TO BE, UH, TRACKING DUAL MODALITY INSTRUCTION IN THEIR CAMPUS, ON THEIR CAMPUSES AND REPORTING TO OUR, UM, UH, HR DEPARTMENT WHO THEN HAS TO REPORT TO THE STATE DEPARTMENT OF EDUCATION, UH, INDIVIDUALS WHO, UH, DELIVERED DUAL MODALITY INSTRUCTION.
SO IF I WERE A HIGH SCHOOL TEACHER AND I TEACH ONE CLASS DUAL MODALITY, JUST, JUST ONE OUT OF MY FOUR OR THREE, I'M NOT SURE.
THE SAME AS AN ELEMENTARY SCHOOL TEACHER THAT MIGHT TEACH THE ENTIRE DAY.
THAT WOULD BE, THAT WOULD COUNT.
THEY BOTH WOULD COUNT AS ONE DAY OF DUAL MODALITY TEACHING.
I MEAN, HOW IS, HOW HAS THE STATE ASKING FOR IT TO BE REPORTED? UM, I DON'T KNOW IF MS. WALTON IS ON THE LINE OR IF MS. CROSBY COULD TACKLE THAT QUESTION SPECIFICALLY ON, UH, ON THAT I AM, UH, MR. FREDERICK, WILL YOU PLEASE ASK THAT QUESTION AGAIN? WELL, I'M NOT SURE I CAN'T MS. WALTON.
UM, I GUESS BASICALLY I WAS MORE INTERESTED IN SOME OF THE LOGISTICS OF THIS.
I FULLY SUPPORT THIS, BUT I KNOW SOME QUESTIONS WILL BE COMING, UM, FROM SOME CONSTITUENTS ABOUT, SO IF I'M A HIGH SCHOOL TEACHER AND I TEACH ONE CLASS DURING THE DAY THAT I HAVE TO DO DUAL MODALITY, BUT MY OTHER TWO OR THREE CLASSES ARE NOT, IF
[01:55:01]
I'M AN ELEMENTARY SCHOOL TEACHER, I TEACH SEVEN HOURS OR SIX HOURS FOR, UM, DUAL MODALITY.SO NO MATTER HOW LITTLE YOU DO IT, EVERYBODY'S GOING TO GET THAT $1,000 OR HOW MUCH YOU'RE GOING TO DO IT.
WELL, ACTUALLY, THEY WERE STILL IN PROCESS OF TRYING TO FIGURE THAT OUT BECAUSE THE STATE HAS NOT MADE IT VERY CLEAR HOW THEY WANT US TO REPORT THAT YET.
SO ONCE WE GET MORE CLARITY FROM THE STATE AND HOW THEY WANT US TO GIVE THEM INFORMATION, THEN WE CAN MAKE THAT DETERMINATION.
UM, I KIND OF ECHO, I THINK LIKE MS. FIDRYCH, YOU KNOW, LET'S PAY THE TEACHERS SOME MORE TO DEAL WITH THIS, BUT I DO THINK THERE'S SOME LOGISTICAL PITFALLS.
UM, ONE OF WHICH I KNOW THAT THERE WAS, WE GAVE, UH, CLASSIFIED STAFF A THOUSAND DOLLARS BECAUSE THEY WERE COVERING CLASSROOMS. SO IF YOU ARE A PRINCIPAL AND YOU COVER A CLASSROOM THAT IS DUAL MODALITY, ARE WE LIMITING IT TO CERTIFY TEACHERS? WHAT ABOUT A TEACHING ASSISTANT? APPARENTLY SUBS CAN'T OFFER DUAL.
I MEAN, I MEAN, I THINK WE'VE GOTTEN BYZANTINE WITH OUR COVID RESTRICTIONS, YOU KNOW, IN TERMS OF FROM D HECK AND ALL THE CHANGES.
I'M NOT TALKING ABOUT, WE, THE DISTRICT I'M TALKING ABOUT, WE, THE HUMAN RACE HAS JUST GOTTEN KIND OF VERY COMPLICATED, BUT WHAT WORRIES ME IS WE'RE GOING TO GIVE SOME TEACHERS AND IT MIGHT GENERATE SOME BAD FEELINGS, AND THEN YOU'RE GOING TO HAVE, WHAT ABOUT THE BUS DRIVERS AND THE CAFETERIA WORKERS AND PEOPLE ARE COVERING, AND NOW YOU GOT LONG-TERM SUBS.
AND SO I THINK WE NEED TO MAKE SURE THAT IF WE VOTE THIS IN THAT WE ARE VERY CLEAR ON WHAT THE GUARDRAILS ARE FOR THIS MONEY, BECAUSE I DON'T THINK WE HAVE ANOTHER BONUS THAT WE'RE TALKING ABOUT FOR CLASSIFIED STAFF AGAIN.
SO IS THAT GOING TO CREATE FRICTION OR IS THERE GOING TO BE SOME CONFUSION, UM, WHEN PEOPLE ARE COVERING CLASSES? SO I THINK IT WARRANTS MORE DISCUSSION AS TO HOW EXACTLY NOT BECAUSE I'M NOT IN FAVOR OF IT, BUT BECAUSE I WORRY ABOUT IMPLEMENTING IT SIMPLY AND NOT ANTICIPATING SOME OF THE PROBLEMS MIGHT, I MIGHT CAUSE FURTHER PROBLEMS. UM, JUST TWO QUESTIONS UP.
UM, ARE YOU SUGGESTING WHEN WE TABLE IT TO THE WORK SESSION? I WOULD I MOVE THAT WE TABLE THAT WE POSTPONE THE DISCUSSION OF, UH, ADDITIONAL COMPENSATION TO THE JANUARY 20TH WORK SESSION.
OR AM I, I DUNNO WHAT THE NEXT GO NEXT.
SO I W I WOULDN'T BE ABLE TO SUPPORT THIS NOW I'M OR AT THE WORK SESSION, CAUSE THAT'S ONLY, YOU KNOW, MAYBE 10 DAYS AWAY BECAUSE IT SEEMS LIKE WE NEED MORE INFORMATION BEFORE WE CAN MAKE A GOOD DECISION ON THIS.
I THINK ALL OF US, UH, WOULD AGREE THAT WE WANT TO PAY, UH, TEACHERS, UH, FOR THE WORK THEY DO.
AND IF THEY'RE DOING EXTRA WORK WITH THE DUAL MODALITY, BUT IT SEEMS LIKE IT SHOULD BE, UH, FAIR FOR THOSE THAT ARE DOING MORE OF IT TO PERHAPS GET A DIFFERENT, UH, COMPENSATION THAN THOSE THAT ARE NOT DOING IT AT ALL, OR ONLY DID VERY LITTLE OF IT.
AND WHAT, UH, ALICE WALTON JUST SAID IS THAT WE DON'T HAVE THE DIRECTION YET AT THE STATE LEVEL.
I CAN'T REALLY SEE THE URGENCY TO IT BECAUSE WE WOULD REALLY LIKELY GIVE THIS, UH, COMPENSATION AT THE END OF THE SPRING SEMESTER AND WOULD WANT THEM EMPLOYED AT THAT TIME, SHOWING THAT THEY HAD DONE THIS THROUGHOUT THE SEMESTER.
SO I'LL BE VOTING NO FOR THE AMENDMENT AND I'LL BE VOTING NO FOR THE ORIGINAL MOTION AT THE TONIGHT.
ALL ALONG THE LINES OF, OF DOCTOR WAS THAT, I DON'T KNOW IF WE CAN COMPENSATE BEFORE WE KNOW WHO WE GONNA COMPENSATE AND WHY.
I MEAN, I WOULD ANTICIPATE PROGRAM BEFORE PAY.
AND WHAT I MEAN BY THAT IS HOW MANY PEOPLE WERE GOING TO HAVE A DUAL MODALITY AND WELL, WITH THOSE LOCATIONS, BE IN SPECIFICALLY THE NUMBERS I BEEN IN HIGH SCHOOL STUDENTS AT HILTON HEAD HIGH, IT'S GOTTA BE A DUAL MODALITY TYPE STUDENT.
SO HOW MANY TEACHERS WE'RE GOING TO NEED FOR THAT PARTICULAR SITUATION, LIKE THE ELEMENTARY SCHOOLS, ET CETERA, ET CETERA.
SO WE CAN COME UP WITH A DOLLAR VALUE.
THE DOLLAR VALUE MAY BE, HAVE TO BE SLANTED.
IF SOME SCHOOLS ARE HIT MORE HEAVILY WITH COVID THAN OTHER SCHOOLS, THEN CERTAINLY A THOUSAND DOLLARS HERE.
IT'S NOT GOING TO BE THE SAME AS A THOUSAND DOLLARS OVER THERE.
SO I, I WOULD, I WOULD WAIT AND
[02:00:01]
LET'S MAKE SURE WE'RE TAKING CARE OF THE TEACHERS AND THE STUDENTS FIRST TIME'S OVER, WHO'S DOING WHAT, AND WHO'S OUT OF STUDENTS BEING SERVICED AND THAT'D BE, BILL WILL FAIRLY COMPENSATE THEM AT THE END.HOPEFULLY THEY'LL BUY INTO THAT.
SOME TEACHER'S NOT GOING TO STEP INTO THAT CLASSROOM UNLESS THEY PROMISE TO PAY.
BUT I THINK I BELIEVE IT, MY TEACHERS, I THINK THEY'RE GONNA DO THE RIGHT THING.
SO LET'S ANALYZE WHAT WE HAVE BEFORE WE KNOW WHERE WE NEED TO GO TO HAVE TO PAY.
I JUST WAS KIND OF SAYING LET'S NOT, BUT WHAT I THINK I COULD, MAYBE IF IT'S, IF THE BOARD'S AMENABLE, I COULD AMEND THE MOTION TO LET'S POSTPONE THIS DISCUSSION UNTIL THE DISTRICT HAS A FORMAL PROPOSAL WITH ALL THE NECESSARY INFORMATION PROVIDED.
AND I DON'T KNOW HOW MANY TEACHERS ARE GOING TO BE ENGAGED IN IT THIS SEMESTER.
I DON'T KNOW HOW MANY HOURS THAT'S GOING TO TAKE.
I DON'T, I DON'T KNOW WHAT THAT LOOKS LIKE YET.
UM, WHAT I DO KNOW IS THAT I'VE TAUGHT A CLASSROOM OF STUDENTS VIRTUALLY AND I'VE TAUGHT ONE 10 VIRTUALLY.
AND SO I CAN'T IMAGINE DOING IT IN DUAL MODALITY, AND I KNOW THAT I WANT TO COMPENSATE THE TEACHERS APPROPRIATELY FOR THAT.
UM, I JUST WANT TO MAKE SURE THAT THAT'S FAIR FOR EVERYBODY.
UM, AND THAT WE DO IT IN A WAY THAT DOESN'T DISTURB MORALE, BECAUSE I KNOW MORE OUT IS PRETTY LOW RIGHT NOW, ALREADY AMONGST THEM.
QUADS AND THAT'S WHERE I STAND ON IT AT THE MOMENT.
UM, I THINK THAT THE TAKEAWAY FROM THIS IS, I THINK WE ALL WANT TO DO IT, BUT WE NEED, UM, SOME DATA.
AND SO THAT MEANS THAT, UH, DR.
RODRIGUEZ, YOU SAID THE PRINCIPALS WOULD BE, UM, YOU KNOW, REPORTING, WHO'S DOING IT SO THAT THAT'S GOING TO HAVE TO HAPPEN.
THEY CAN'T WAIT FOR US TO, UM, APPROVE THIS.
YOU'RE GONNA, WE'RE GONNA NEED THAT INFORMATION.
KNOW WHAT I'M SAYING? WE'RE GONNA HAVE TO GO FORWARD WITH THAT PLAN AS IF THIS WERE APPROVED SO THAT WE KNOW WHAT KIND OF, YEAH, I DO UNDERSTAND WHAT YOU'RE SAYING.
AND I THINK HAVING THAT INFORMATION AHEAD OF TIME IS, IS IDEAL.
THE PROBLEM IS THAT IT CAN'T BE ACCURATE.
CAUSE I DON'T KNOW WHO'S GOING TO NEED DUAL MODALITY IN MARCH.
AND I DON'T KNOW WHICH TEACHER IS GOING TO HAVE TO DELIVER IT IN MARCH OR AN APRIL.
THE BEST I CAN DO IS TO BRING YOU A SYNOPSIS IN A COUPLE OF WEEKS, RIGHT.
THAT SAYS SO FAR, THIS IS WHAT WE GOT A UNDERSTANDING, AS LONG AS WE'RE ALL UNDERSTANDING THAT I CAN'T PREDICT WHAT IT'S GOING TO LOOK LIKE, UH, BETWEEN THEN AND THE END OF THE YEAR.
RIGHT? SO WE'RE GOING TO BE AIMING AT A MOVING TARGET NO MATTER WHAT, BUT MAYBE OUR AIM GETS A LITTLE BETTER, IF THAT MAKES SENSE.
I ALSO THINK THAT THAT DATA WILL HELP US SET UP THOSE GUARD RAILS TO USE INGRID'S TERMS, YOU KNOW, LIKE MAYBE WE WITH THAT DATA, THEN WE SAY, OKAY, IF YOU'VE TAUGHT THIS, YOU KNOW, A DIFFERENTIATED INSTEAD OF A THOUSAND DOLLARS FOR EVERYONE, WHETHER YOU'VE TAUGHT ONE OR, OR FIVE HOURS, YOU KNOW, AN ELEMENTARY TEACHER VERSUS, YOU KNOW, HIGH SCHOOL TEACHER.
SO WITH THAT, MAYBE WE, WE WERE LOOKING AT THAT FIRST ROUND OF DATA, MAYBE THERE WOULD BE SOME TYPE OF A DECISION OR THAT WE COULD MAKE THAT WOULD DIFFERENTIATE, I THINK.
AND I THINK THAT'S IMPORTANT AS LONG AS WE ALL UNDERSTAND THAT IF 10 HOURS IS THE, IS THE MARK THAT THERE'S GOING TO BE SOMEBODY AT NINE AND THAT IF IT'S ANOTHER MARK AT 15, THERE'S GOING TO BE SOMEBODY AT 14.
BECAUSE IT'S JUST KIND OF, I, I UNDERSTAND IT, YOU KNOW, I UNDERSTAND IT, YOU KNOW, UH, NOT A LOT OF DIFFERENCE BETWEEN 14 AND 15, UH, THE EFFORT AND THE, AND THE, THE, THE DIFFICULTY AND THE CHALLENGES IS THE SAME.
BUT, BUT THAT IS SOMETHING THAT WALKED THERE, KEEP IN MIND, AS WE PROGRESS THROUGH, THROUGH THIS PROCESS.
SO WHAT IS THE MOTION ON THE FORM? SO, UM, I KNEW THAT THE POSTPONED DISCUSSION OF, UM, DUAL MODALITY COMPENSATION, UH, UNTIL THE DISTRICT HAS A MORE FORMAL PROPOSAL, GOT A GOOD TERM.
I WAS SECONDED BY THIS FITBIT.COM ONE.
[02:05:01]
CLEARLY WE HAVE THE, UM, FUNDS AVAILABLE THROUGH THE SR THREE AND THESE WERE ALREADY, UH, ALLOCATED, UM, FOR THE, UM, COMPENSATION THAT WAS GIVEN FOR THIS IN THIS FIRST SEMESTER.SO I GUESS I'M STATING THE OBVIOUS, BUT IT WILL BE LESS OF AN ESTIMATE AND MORE PRECISE AS WE GET TOWARDS THE END OF THIS SEMESTER.
EXACTLY HOW WE'RE GOING, YOU KNOW, HOW MUCH IS NEEDED OR APPROPRIATE, ET CETERA FOR IT.
SO IT ALSO SEEMS LIKE PUSHING THE GOALPOST BACK, NOT, YOU KNOW, TO THE LAST DAY OF SCHOOL, BUT, YOU KNOW, LATER IN THIS SEMESTER IS, IS OKAY.
CAUSE WE WE'VE GOT, WE KNOW WE HAVE THE FUNDS.
IT'S NOT LIKE WE AREN'T SURE WHERE THOSE FUNDS ARE GONNA COME FROM.
I THINK ALSO, YOU KNOW, LOOKING AT FIRST SEMESTER AND TRYING TO APPLY FIRST SEMESTER TO SECOND SEMESTER, ISN'T, ISN'T GOING TO WORK BECAUSE, UH, IN FIRST SEMESTER WHEN WE WENT THROUGH THIS PROCESS, WE ACTUALLY WERE RIGHT AROUND THE PEAK BECAUSE REMEMBER AT THE BEGINNING OF THE YEAR THAT WASN'T WHAT WE WERE, WHAT WE WERE DOING.
IT, WASN'T DOING MODALITY AT THE BEGINNING.
AND WE WENT SEVERAL WEEKS DURING THAT PROCESS.
AND THEN WE HEARD FROM TEACHERS SAYING, WE WANT TO DO THE DUAL MODALITY.
AND SO, SO WE TRANSITIONED AND WE SHIFTED.
SO THERE WAS A PORTION OF THAT TIME WHERE, UH, YOU KNOW, ANY INFORMATION ABOUT WHO DID DO THEM, MEDALLIA, WHO DIDN'T DO THEM ALL DOWN, YOU KNOW, NO FURTHER HANDS FOR DISCUSSION.
AND MR. JAY, I'D JUST LIKE TO SAY ROBIN, BECAUSE FORMAL FELT WEIRD.
I WAS GOING TO SAY DETAILED, BUT I THINK THE DISTRICT HAS ALL OF THE INFORMATION PROBABLY CAPTURED THE GENERAL NATURE OF THE POSTPONEMENTS.
ALL THOSE IN FAVOR 6, 7, 8, 9, 10, MR. SMITH.
OH, THAT'S NOT SUPPOSED TO BE HERE 11.
WE HAVE NO BOARD BUSINESS ACTION.
MR. TURNER, CAN I SAY SOMETHING ABOUT THE COVID REPORT EMOTION? CAN I ASK A QUESTION ABOUT THAT? SURE.
AND IT'S ACTUALLY NOT A QUESTION, BUT I WANT IT BECAUSE I THINK WE'RE HEARING A LOT FROM THE COMMUNITY ABOUT THE QUARANTINES AND THE CLOSE CONTACT TRACY AND THE CHANGES.
AND IT'S GOTTEN TO A POINT WHERE IT'S, YOU KNOW, IF YOU'RE ON, UM, YOU KNOW, IF YOU, IF YOU'RE SIX FEET TALL OR HIGHER, YOU DON'T HAVE TO COURT, IT'S MAKING A MESS FOR ADMINISTRATOR.
SO I ACTUALLY DID, BECAUSE WE'VE HAD SUCH A CRUSH ON TESTING CAPACITY IN THE COUNTY, I WAS TALKING TO SOME PEOPLE ABOUT, IS THERE A WAY TO MAYBE FINAGLE DX ROLES AND MAKE THEM MAKE MORE SENSE FOR OUR COUNTY? AND I JUST WANT TO LET THE PUBLIC KNOW WE ARE BEHOLDEN TO D HECK WE HAVE TO FOLLOW D HECK I KNOW SOME PEOPLE HAVE SAID THAT THE BUFORD COUNTY SHOULD COME OUT AT SCHOOL DISTRICT SHOULD COME UP WITH ITS OWN SOLUTIONS.
I THINK WE'D LIKE TO, I THINK WE WOULD BE BETTER AT IT BECAUSE WE KNOW WHAT'S GOING ON IN THE SCHOOLS, BUT WE ARE LEGALLY OBLIGATED IS WHAT I'VE BEEN TOLD TO FOLLOW D HECK.
SO, UM, I FEEL THE FRUSTRATION OF PARENTS.
I HAVE THE FRUSTRATION OF PARENTS.
I CAN'T EVEN TELL YOU WHAT'S GOING ON WITH MY COLLEGE CHILDREN.
UM, BUT I THINK THAT IT'S REALLY MORE, WE NEED TO DIRECT SOME OF THOSE CONCERNS TO THE PUBLIC HEALTH OFFICIALS AT D HECK.
I JUST WANTED TO MAKE A, A BRIEF COMMENT AND JUST SAY THANK YOU TO EVERYONE FOR THEIR HARD WORK AT THE ADMINISTRATIVE LEVEL.
UM, I KNOW I REACHED OUT TO DR.
RODRIGUEZ ABOUT THE CHANGES THAT HAVE BEEN OCCURRING AND WHAT I'M HEARING FROM PARENTS AS WELL.
AND I KNOW YOU GUYS, IT'S LIKE ONE PIVOT AND THEN YOU'RE MAKING ANOTHER PIVOT.
UM, AND I JUST WANTED TO SAY THANK YOU FOR THAT AND TRY TO KEEP THINGS CURRENT BASED ON THE CURRENT GUIDANCE, BECAUSE I THINK THAT SOME PARENTS ARE THANKFUL, UM, THAT LIKE MOST RECENTLY WHERE YOU STARTED ACCEPTING THE AT HOME TEST KITS, I THINK THAT'S HELPING TO KEEP KIDS IN THE CLASSROOM.
UM, SO I JUST WANTED TO COMMEND YOU GUYS FOR PIVOTING AND THANK YOU FOR BEING RESPONSIVE.
AND, UH, I UNDERSTAND THERE'S MORE CHANGES COMING, SO I WAS SOMEWHAT DISAPPOINTED THAT YOU DIDN'T USE BYZANTINE AGAIN.
[02:10:01]
MR.[8. Board Business Action]
SMITH HAS HIS HAND UP.I JUST WANT TO KNOW, UH, UH, UM, DO STILL, WE STILL HAVE A MEDICAL DIRECTOR.
WHAT WAS THE QUESTION? DO WE STILL HAVE A MEDICAL DIRECTOR? YES.
UM, HAS THE MEDICAL DIRECTOR, HAS HE BEEN ACTIVELY ENGAGED AND INVOLVED WITH SOME OF THIS DECISION-MAKING IN TERMS OF, UH, SCHOOLS AND GUIDELINES AS WELL? WE HAVE SPOKEN TO THE MEDICAL DIRECTOR IN THE PAST.
WE HAVE SPOKEN WITH, UM, UH, WITH, UH, M USC, UH, INFECTIOUS DISEASE DOCTORS THAT WE'VE HAD HERE BEFORE.
UH, WE HAVE SPOKEN, UH, WITH ON AN ONGOING BASIS THAT, YOU KNOW, MS. BOATRIGHT, I THINK SAID IT BEST, UH, THEY ARE, UH, REQUIREMENTS, UH, NOT, YOU KNOW, UH, SUGGESTIONS, YOU KNOW, SO, SO, UH, WHEN IT'S APPROPRIATE TO TOUCH BASE WITH SOMEONE, THEN WE WOULD, UH, AND WE HAVE A HOST OF OPTIONS ON, ON WHO TO ENGAGE.
SO I HOPE THAT ANSWERS YOUR QUESTION.
UH, THIS FOR THE PUBLIC, WHO IS THIS MEDICAL DIRECTOR, OUR MEDICAL DIRECTOR IS AT, UH, UH, BUFORD MEMORIAL, UH, MS. CARTWRIGHT.
UM, DO YOU WANT TO TALK ABOUT THAT? UM, THANK YOU, BOARD MEMBERS.
HE WORKS AT THE OCCUPATIONAL HEALTH CENTER THERE WHERE THE COVID CLINIC USED TO BE, AND HE BECAME OUR MEDICAL DIRECTOR ABOUT A YEAR AND A HALF AGO.
SO HE CONSULTS WITH THE MS. SUNROOM, HIS DAUGHTER.
UH, AND I, AND I JUST, YOU KNOW, ASK BECAUSE THAT'S HOW IT HAPPENED.
THE BANK, THEY HAVEN'T HAD THE MEDICAL DIRECTOR ON STAFF THAT IS YOU PAY, I NEED TO SOMETIMES, YOU KNOW, SOME OF THE PARENTS WILL BE EASED TO HEAR FROM HIM THAT, YOU KNOW, UH, AS WELL, JUST TO UNDERSTAND THAT WE ARE LOOKING OUT WITHIN THE BEST INTEREST OF OUR KIDS IN THAT WE ARE ALL WORKING, UH, WITHIN ON THE COURT.
I DIDN'T, THAT'S ANOTHER WAY OF TO, UH, LET THE COMMUNITY KNOW THAT, UM, WE WERE DOING, NOT JUST SAYING THAT WE WORK FOR EVERYONE, UH, EVERY AVENUE, BUT OTHER THAN THAT, THAT'S THAT THAT'S, THAT SHOWED OUR ACTION.
WELL, UM, BECAUSE, UH, IN TERMS OF, IN MY QUESTION, I'VE HAD A COUPLE OF PEOPLE WHO'VE CALLED ME ASKING ME, YOU KNOW, WHERE WHERE'S SHE AT, UH, OR WHO WASN'T IN, YOU KNOW, I, I REALIZED THE PERSON NOT.
SO, UH, THAT'S THE ONE TO, UH, PUT, PUT, PUT THAT, PUT IT OUT THERE.
SO THANKS FOR LETTING US KNOW THAT ROBBERY THAT WE ARE.
UM, THE LAST, UH, LAST QUESTION IS, IS THE DATA CURRENT HAND ADEQUATE RIGOR REGARDING COVID COVID-19 CASES, THEN THE SCHOOLS WITH THE, WITH THE, ALL THE CHANGES THAT DIEGO BROUGHT IN THE GUIDELINES THE PAST TWO WEEKS I MISSED THE FIRST PART OF THE QUESTION IS WHAT THE QUESTION IS, IS THAT DATA CURRENT AND ACCURATE REGARDING COVID 19 CASES, ARE THE SCHOOLS WITH CHANGES THAT WE'VE HAD WITH DA AND GUIDELINES IN THE PAST FEW WEEKS? YEAH, SO THE, THE DATA THAT I SHARED WITH YOU IS THE DATA THAT WE'VE REPORTED TO DEEPAK.
AND I'D JUST LIKE TO GIVE A, DEFINITELY A SHOT TO THE VERSUS, UH, I, I WILL, TRASH HAS BEEN CALLING ME, UM, WHEN THEY, SO SHE ACTUALLY KNEW I WASN'T BOTHERED WHEN SHE CALLED ME AND THIS YEAR, THEN ONCE SHE REALIZED THAT IT WAS ME AND SHE SAID, OKAY, , SHE'S WANTING TO LET ME KNOW THEN, UH, NURSES THAT HAVE BEEN CAUGHT PEOPLE, UH, AT EIGHT O'CLOCK.
AND SHE SAID, YOU KNOW, THAT, THAT SHE GOT, THAT WAS VERY IMPORTANT THAT, THAT WE WEREN'T DOING THAT AND THE NURSES WERE WORKING.
SO I JUST WANT TO GIVE THEM KUDOS TO THEM BECAUSE THE COMMUNITY DO RECOGNIZE THAT OUR NURSES ARE WORKING AT BACK, UH, UH, 8, 9, 9 O'CLOCK AT NIGHT TO, UH, HELP ENSURE THAT WE KEEP THE SCHOOL AND THE COMMUNITY SAFE.
SO I JUST WOULDN'T DEFINITELY GIVE THEM A PUBLIC SHOUT OUT BECAUSE PEOPLE HAVE BEEN TELLING ME THAT TOO, THAT THEY ARE APPRECIATIVE OF NURSING.
I KNOW NURSE STAR ARE, ARE ENDORSING HER ALIVE AT THIS TIME.
THANK YOU FOR SAYING THAT MR. SMITH, YOU HEARD A PUBLIC COMMENT TODAY ABOUT A PHONE CALL FROM A NURSE ON, UH, UH, LAST NIGHT.
[02:15:01]
WORKING NONSTOP.UH, YOU KNOW, AND AS I SAID, IT'S TAXING ON THEM.
I KNOW ADMINISTRATORS ARE HELPING THEM OUT AS WELL, BUT, UH, IT'S, IT'S A LOT RIGHT NOW.
SO THANK YOU FOR MENTIONING THAT.

I WAS JUST GOING TO ASK YOU TO TRY TO BE MORE SPECIFIC.
WE CAN NARROW IT DOWN, BUT YOU JUST WANT TO KNOW, UM, I'D LIKE AN OVERVIEW.
I MEAN, WHAT IS OUR STUDENT POPULATION IDENTIFIED AT THIS TIME? HOW MANY TEACHERS, YOU KNOW, THAT, THAT JUST, UM, YOU KNOW, HOW IS THE, UM, YOU KNOW, HOW WERE THE SCHOOLS, THE PROGRAMS CLUSTER 20, THAT TYPE OF THING.
[11. Announcements]

THE COUNTY IS ONE OF THE OLDEST FORMS OF LOCAL GOVERNMENT IN THE UNITED STATES.
EARLY SETTLERS FROM ENGLAND, BROUGHT THE TRADITION OF COUNTY GOVERNMENT TO AMERICA.
TODAY MORE THAN 3000 COUNTY GOVERNMENTS PROVIDE SERVICES THAT AFFECT ALMOST EVERY CITIZENS LIFE.
SOUTH CAROLINA'S 46 COUNTIES ARE VERY REPRESENTATIVE OF HOW COUNTY GOVERNMENT HAS EVOLVED.
THE COUNTY UNIT IN SOUTH CAROLINA WAS REGARDED AS THE LOCAL EXTENSION OF STATE GOVERNMENT, BUT A STATE CONSTITUTIONAL REFORM MOVEMENT IN THE EARLY 1970S LED TO THE SOUTH CAROLINA GENERAL ASSEMBLY PASSING THE LOCAL GOVERNMENT LAW.
ALSO KNOWN AS THE HOME RULE ACT IN 1975.
THE HOME RELAX GREATLY EXPANDED COUNTY AUTHORITY AND CHANGED THE OF COUNTY ORGANIZATION AND ADMINISTRATION TO WHAT WE KNOW TODAY FOR COUNTY WENT FROM HAVING A BOARD OF DIRECTORS TO A COUNTY COUNCIL MEMBERS OF THE 1975 COUNCIL INCLUDED CHAIRMAN ARTHUR HORN, VICE CHAIRMAN, GRADY THEMES, LEROY BROWN, GARY FORDHAM, WILLIAM GRANT, HARRIET KAISER LANE, DAVID JONES, BILL MCBRIDE, AND BOOKER WASHINGTON.
AS THE NEW COUNSEL SOUGHT TO DISTINGUISH ITSELF.
COUNCIL MEMBERS DESIRED AN OFFICIAL SYMBOL THAT WOULD
[02:20:01]
REPRESENT THE JURISDICTIONS IDENTITY AND UNIQUE CHARACTER COUNCIL APPOINTED AN AD HOC COMMITTEE TO UNDERTAKE THE TASK AND CARRY OUT A CONTEST FOR THE BEST COUNTY SEAL DESIGN ARIA COUNSELING WAS A MEMBER OF KIND OF COUNSEL.AND IT WAS HER IDEA BECAUSE WE DIDN'T HAVE ANYTHING THAT COULD SIGNIFICANTLY IDENTIFY OUR BEAUTIFUL BUFORD COUNTY.
WE MET THEN UP AT A, I THINK IT WAS A CAROLINA BANK AT SOME YEARS AGO, BACK THERE ON WEST STREET.
AND THEN WE PUT THEM IN PILES, YOU KNOW, LIKE GOOD, BAD, MAYBE UNTIL WE FINALLY GOT IT DOWN TO THE ONE THAT WE NOW DO.
COUNTY COUNCIL APPROVED THE SALE COMMITTEE'S RECOMMENDATION, WHICH REFLECTED THE COUNTY'S HISTORY, TRADITIONS AND NATURAL BEAUTY.
THE SEALS COLORS OF BLUE AND GREEN REPRESENT THE COLORS OF THE COUNTY'S OUTDOOR ENVIRONMENT WITH ITS MANY WATERWAYS MARSHLANDS AND MARITIME FOREST.
THE FIVE IMAGES WITHIN THE SEAL, THE PIG TO SOME OF THE COUNTY'S DISTINGUISHING FEATURES, ANCIENT LIVE OAK TREES, THE SEAFOOD INDUSTRY, RICH NATURAL RESOURCES, AND A RARE MARINE ECOLOGY, LOW COUNTRY ARCHITECTURE AND MILES OF RIVERS, CREEKS, AND INLANDS.
I THOUGHT IT ENCOMPASS WHAT, WHAT WE, AS A BODY, WE'RE LOOKING FOR A SEAL.
IT WOULD WHEN YOU LOOKED AT IT AND JUST THOUGHT ABOUT A LITTLE BIT, IT REALLY COVERS THE ASPECTS OF BUFORD COUNTY.
SO HE DID A GOOD JOB OF BRINGING TOGETHER THE THINGS THAT WE HOLD SO THERE.
AND WHAT WE REALLY LIKE ABOUT BUFORD COUNTY AND BILL MCBRIDE WAS AN OFFICE WHEN THE CONTEST WAS HELD AND WAS PRESENT WHEN THE COMMITTEE REVEALED THE WINNING DESIGN, I THINK COUNSELORS AND STATIC ABOUT IT, THAT IF WE THOUGHT THAT THE STEM WAS ON THE SEAL REPRESENTED, UM, ASPECTS OF LIFE IN BUFORD COUNTY, THEY IT'S A SLIGHT CHANGE IN THE ORIGINAL ON DRAFT THAT WAS PRESENTED TO US WHERE YOU HAVE THE SHRIMP BOAT TODAY.
INITIALLY, THAT WAS A PLEASURE CRAFT, A SAILBOAT YACHT TIGHTENED BOAT.
AND, UH, IT WAS CHANGED BY COUNTY COUNCIL BECAUSE WE FELT THAT THE SHRIMP BOAT WAS THE BETTER REPRESENTATION, UM, OF A MORE COMPREHENSIVE, UH, ASPECTS OF YOUTH ACCOUNT OF LAUGH, BECAUSE YOU HAD OTHER THINGS ON THE SEAL THAT REPRESENT THE PLAYERS IN RECREATION, THE FISHING AND THE BEACH.
SO THEY THOUGHT IT WAS SHRIMP BOAT, WHICH WAS A VERY IMPORTANT PART OF BEEF COUNTY CULTURE SHRIMPING, ESPECIALLY AT THAT TIME WOULD BE REFLECTED ON THE SEAL.
THE WINNER OF THE CONTEST WAS AN ARTIST FROM HILTON HEAD ISLAND.
THE LATE LEE PAIN, HIS DESIGN WAS SELECTED FROM MORE THAN 126 CENTURIES SUBMITTED FROM AS FAR AWAY AS INDIANA AND TENNESSEE, HE WAS AWARDED $250 FOR HIS DESIGN, BUT MORE IMPORTANTLY, HE CAPTURED THE LEGACY OF OUTDOOR BEAUTY CULTURE AND HISTORY THAT HELPED TO DEFINE IMPORTANT ASPECTS OF LIFE IN BUFORD COUNTY.

SPREADING SCHOOL SPIRIT OR EXCELLING IN THE CLASSROOM, HILTON HEAD ISLAND, HIGH SCHOOLS, CAROLINE MAYORS IS NOT ALLOWING DOWN SYNDROME TO STAND IN HER WAY.
THE STUDENT ATHLETE WAS RECENTLY INDUCTED INTO THE SCHOOL'S NATIONAL HONOR SOCIETY.
I FEEL, UH, COMPLICE, BUT I'M DOING A GET HIGH GRADES.
I THOUGHT IT WOULD BE, AND IT FEELS LIKE MORE HAPPY.
WELL, BATTLE CAROLINE'S TEACHERS AND FAMILY ARE PROUD OF HER ACADEMIC ACCOMPLISHMENTS FROM THE DAY SHE WAS BORN, HER FATHER.
AND I DECIDED WE'RE GOING TO TREAT HER NO DIFFERENTLY.
WE'RE GOING TO SET THE BAR THE SAME LEVEL THAT WE DO FOR OUR OTHER CHILDREN, FOR HER.
AND IF WE HAVE TO ADJUST IT FOR SOME REASON OR THE OTHER, WE'LL ADJUST IT, BUT WE'RE NOT GOING TO START LOW AND TRY TO WORK HIGH.
WE'RE GOING TO AIM HIGH AND THEN ADJUST ACCORDINGLY.
AND SO ALL OUR OTHER CHILDREN HAVE A FOUR YEAR EDUCATION.
WE FELT CAROLINE SHOULD HAVE THAT OPPORTUNITY TO, AND IF WE HAD TO ADJUST, WE WOULD, BUT WE WANTED HER TO START OFF WITH THE IDEA SHE WAS GOING TO HAVE A FOUR YEAR EDUCATION.
SHE CARES ABOUT SCHOOL SPIRIT.
SHE CARES ABOUT OTHER STUDENTS.
SHE ASKS THINGS ABOUT MY LIFE.
SHE IS JUST A VERY GENUINE PERSON, AND IT'S VERY RARE TO MEET SOMEONE.
HI CAROLINE, WHEN CAROLINE IS NOT STUDYING, SHE'S CHEERING AT ATHLETIC EVENTS OR COMPETING IN CHEER COMPETITION.
TO BE GOOD SPIRIT AND TO SUPPORT THE TEALIUM GIRLS ON THE FIELD AND ON THE MAP.
SO AT FIRST I PUT HER ON THE JV SIDELINE TEAM, AND THEN I REALIZED AS SHE WAS DOING MORE, SHE IS SO CAPABLE OF SO MUCH MORE HER ABILITY OVER A DISABILITY.
[02:25:01]
SHE STARTED PICKING UP ON CHOREOGRAPHY, LEARNING HOW TO STUNT.SO WE PLACED HER ON THE JV COMPETITION TEAM, CAROLINE PLANS TO GO TO COLLEGE.
BUT FOR NOW SHE'S ENJOYING BEING A MEMBER OF SEAHAWK NATION.
I KNOW, AND I, I'M GLAD TO BE IN SCHOOL TO BE IN SEAHAWK AND PUT ON THE SCHOOL OUT THERE BECAUSE SPIRIT IT THAT LIKE DO IT ALL FOUR BOSSES, WHATEVER CAROLINE DECIDES TO DO IN THE FUTURE, HER TEACHERS AND FAMILY KNOW SHE'LL BE SUCCESSFUL.
WHAT SHE HAS GIVEN ME AND GIVEN TO THE PEOPLE AROUND HER ARE THESE IMMEASURABLE GIFTS THAT WE'LL SPEND THE REST OF OUR LIVES, REAPING THE BENEFITS FROM, I THINK SHE'S A TREMENDOUS INDIVIDUAL WHO HAS NOT YET BEGUN TO SHOW US WHO SHE CAN BE.
YOU REALLY CAN'T JUST SAY THAT SOMEONE HAS THIS MUCH POTENTIAL.
SHE HAS SO MUCH MORE TO GO, AND I DON'T WANT TO BE THE PERSON TO SAY, THIS IS ALL SHE CAN DO.
I WANT TO BE THE PERSON BEHIND HER.
THEY BELIEVE CAROLINE'S FAMILY ALSO HAS A WEBSITE, CAROLINE AND FRIENDS.COM.
IT HELPS EDUCATE THE PUBLIC ABOUT DOWN SYNDROME AT HILTON HEAD ISLAND, HIGH SCHOOL, RON LOPES, YOU FOR COUNTY SCHOOL THIS WEEK, SPREADING GLOBAL KINDNESS THROUGH ART, SEVERAL ART CLASSES ACROSS THE DISTRICT ARE CREATING ARTWORK FOR THE MEMORY PROJECT.
BEGINNING IN 2004, THE NONPROFIT ORGANIZATION BEGAN ASKING AMERICAN ART STUDENTS TO CREATE PORTRAITS OF THEIR COUNTERPARTS AROUND THE WORLD WHO ARE FACING CHALLENGES AS A WAY TO BRIDGE CULTURAL DIFFERENCES AND BUILD INTERNATIONAL KINDNESS.
STUDENTS AT HILTON HEAD ISLAND AND MAY RIVER, HIGH SCHOOLS ARE BUSY WORKING ON THEIR PORTRAITS THAT WILL BE SENT TO CHILDREN IN AFRICA.
I'D LIKE TO MARK OUT THE SHADOWS AND THE LIGHTER SPOTS AND JUST KIND OF GRADUALLY GO ALONG LIKE SPACE BY SPACE AND THEN FILL IN AREAS ALONG THE WAY THAT NEED FIXING UP.
I'M JUST GOING ON OFF OF LIKE TRYING TO ENHANCE LIKE, YOU KNOW, THE HIGHLIGHTS AND THEIR FACE AND A BLUSH AND THEIR CHEEKS AND STUFF LIKE THIS YEAR.
THE MEMORY PROJECT IS ASKING ELEMENTARY STUDENTS TO CREATE INSPIRATIONAL ARTWORK, TO INCLUDE WITH THE PORTRAITS, HILTON AND ISLAND ELEMENTARY SCHOOL.
STUDENTS TOOK NO TIME AT ALL TO GET STARTED.
I'M MAKING AN ART PIECE WITH THE HEART AND IT'S A CITY BECAUSE I HOPE IT MAKES PEOPLE FEEL BETTER.
AND I REALLY, I ADDED A LOT OF COLORS BECAUSE COLORS MAKE ME FEEL HAPPY.
I'M MAKING A LITTLE HARD FLYING INTO SPACE TO SOMEONE THAT MAKES I'M HAPPY.
PORT ROYAL ELEMENTARY SCHOOL STUDENTS ARE CREATING ARTWORK INSPIRED BY WHAT THEY'VE LEARNED ABOUT THEIR NEW FRIENDS IN AFRICA AND WHAT THEY LIKE TO DO.
AND WE WANT IT TO BE A WRESTLER.
SO I TRIED THIS FROM RESTAURANTS, THE ART STUDENTS ARE PASSIONATE ABOUT THIS PROJECT AND HOPE THE CHILDREN IN AFRICA WILL LOVE THEIR ART WORK.
I HOPE IT MAKES, I FEEL LIKE SOMEONE CARES ABOUT HIM, THAT HE'S NOT ALONE IN THIS WORLD, THAT THERE'S OTHER PEOPLE AROUND THE WORLD THAT HOPE THAT IN THEIR COUNTRY, IT GETS BETTER.
IT JUST MAKES ME FEEL REALLY GOOD THAT SOMEONE IS APPRECIATING MY WORK AND I'M DOING GOOD FOR THOSE WHO REALLY NEED IT.
AND I THINK IT'S JUST REALLY NICE TO KNOW THAT THESE KIDS HAVE SOMETHING TO BE PROUD OF SOMETHING, SOMETHING THAT'S THEIR OWN.
I FEEL LIKE THEY HAVE SOMEBODY THAT IS CARING FOR THEM OR, YOU KNOW, CURIOUS ABOUT THEM.
AND I FEEL SPECIAL THAT I COULD TO DO THAT FOR SOMEBODY 10 SCHOOLS ARE PARTICIPATING IN THE MEMORY PROJECT.
IT'S FUNDED BY THE ISLAND SCHOOL COUNCIL FOR THE ARTS, FOR THE BUFORD COUNTY SCHOOL DISTRICT ROM LOPES
