[00:00:01] CLOSED CAPTIONING PROVIDED BY BEAVER COUNTY AND AFTERNOON, EVERYONE IN PERSON AND ON THE INTERNET WORLD. IT IS, UM, TUESDAY, JANUARY THE 18TH, WE HAVE QUARTERLY WORKSHOPS, UM, JUST A GOOD, EASIER TIME BACK AND FORTH DISCUSSION. USUALLY NO VOTE, BUT WE ARE GOING TO PUT A PUBLIC HEARING ON THIS PARTICULAR ONE. SO WE HAVE DAN FRED AND MYSELF. LARRY WILL NOT BE HERE. AND I DON'T KNOW ABOUT BRIDGET. SO RIGHT NOW WE HAVE A QUORUM. LET'S START BY PLEDGE OF ALLEGIANCE. AND SINCE I DID PRAYER TUESDAY, WELL, IT HAS IT ON THERE. SO WE GOT TO DO A QUICK ONE. I PLEDGE ALLEGIANCE TO AMERICA AND TO THE REPUBLIC FOR WHICH THIS INDIVISIBLE I'LL DO THE PRAYER FATHER. HE COME THAT ACCIDENT YOU TO BE HOW IT IS. I'LL TELL HIM IN OUR HEARTS AS WE CONDUCT THE BUSINESS OF THIS TOWN SO THAT WE MAY BE FRUITFUL AND PRODUCTIVE AS WE CONDUCT THESE, ALL OF THE BLESSING IN YOUR NAME. AMEN. AMEN. MR. STACE, IS THERE ANYTHING ON THE AGENDA THAT YOU WANT TO TAKE OFF OR UPDATE? NO. MA'AM. IS THERE A MOTION TO ACCEPT THE AGENDA? IS THERE A SECOND, ANY DISCUSSION, ALL IN FAVOR STATE BY SAYING AYE. AYE. ALL OPPOSED ANY OPPOSED? THAT'S THREE, ZERO, AND WE ARE MOVING FORWARD. WE HAVE ONE ITEM THAT COULD NOT MAKE IT ON OUR REGULAR AGENDA BECAUSE OF THE DATE NUMBER OF DAYS. SO THANK YOU FOR PUTTING IT ON THIS WORKSHOP, KEVIN. YES. ALL RIGHT. UM, SO WE ARE HERE. THIS IS A SECOND AND FINAL READING AND A PUBLIC HEARING FOR A PROPOSED AMENDMENT SPECIFICALLY TO CHAPTER. UM, OUR, EXCUSE ME, ARTICLE FIVE DESIGN CENTERS DEALING WITH SIGNS. UM, YOU HEARD THIS AT THE DECEMBER MEETING. UH, SO WE'RE BRINGING THIS FORWARD, UM, AND IT IS A PUBLIC HEARING. SO I'LL LET YOU DO YOUR PART FIRST CALL FOR PUBLIC COMMENT OR THE PUBLIC HEARING FOR I DON'T NUMBER ONE AMENDMENT TO THEIR TOWN OF BLUFFTON CODE OF ORDINANCES, CHAPTER 23, ARTICLE FIVE, SECTION FIVE POINT 13, SECTION 5.6 15.6 AND ARTICLE NINE, SECTION 9.2. I CAN CALL FOR PUBLIC COMMENT FOR THIS PUBLIC HEARING. ALL FOR PUBLIC COMMENT AT THIS PUBLIC HEARING PUBLIC COMMENT IS CLOSED AND THE PUBLIC HEARING IS CLOSED. WHERE THERE ANY CHANGES FROM FIRST TO SECOND, I'M REALLY CHANGES FROM, UM, THE TOWN COUNCIL ACTUALLY REQUESTED ONE ITEM, UH, TO REFLECT CHANGES THAT WOULD FOR THE NON-DIGITAL ELECTRONIC SCROLL SIGNS IN OLD TOWN. IF YOU REMEMBER THAT WHEN WE TALKED ABOUT THAT, IT'S MORE OF A MECHANICAL SKY SIGN THAT WOULD SCROLL THE NUMBERS AROUND SPECIFICALLY FOR, UH, UM, FOR GAS STATIONS. UM, SO THAT WAS ONE OF THE ITEMS THAT WAS, WAS REQUESTED AS A PROPOSED CHANGE. UM, AGAIN, THAT WOULD, UM, SPECIFICALLY ADDRESS THIS SECTION AS LISTED, UM, ON THE PRESENTATION, UM, FOR PERMANENT SIGNS AND IT REFERS TO THE CHANGEABLE COPY. UH, CURRENTLY WE ALLOW FOR THE HAND CHANGE OF, OF NUMBERS, UM, AS OPPOSED TO THE ELECTRONIC VERSION OF THAT, A STAFF RECOMMENDATION IS ACTUALLY TO CONTINUE WITH WHAT WAS PROPOSED IN THE FIRST, UH, FIRST READING AND TO NOT ALLOW THAT, UM, AND THE REASON WHY IS THAT ONE OR A COUPLE OF REASONS HIS PROPOSED TEXT, UH, HAD NOT BEEN REVIEWED BY THE PLANNING COMMISSION. SO THAT WAS AN ITEM THAT THEY HAD NOT ADDRESSED. UM, AND IT'S CURRENTLY NOT BEING REQUESTED BY ANY APPLICANTS IN THE HISTORIC DISTRICT. WE DO HAVE A, A GAS STATION SIGN THAT'S BEING PROPOSED, BUT IT'S NOT FOR AN ELECTRONIC SCROLL PORTION OF IT. THEIR PROPOSED SIGN IS FOR THE, IS FOR THE, THE, UM, MANUAL CHANGE OF THAT, UH, OF THAT SIGN. AND THIS IS SOMETHING THAT IF YOU SO CHOOSE, WE CAN BRING IT FORWARD WHEN WE DO OUR ANNUAL UPDATES, UH, SOMETHING THAT TOWN COUNCIL REALLY, REALLY WANTS, WE CAN BRING THAT FORWARD, UH, IN THAT REQUEST. UM, I JUST WANTED TO KIND OF PROVIDE SOME EXAMPLES JUST SO YOU CAN SEE WHAT WE'RE REFERRING TO. UM, THE, UH, ONE EXAMPLE FOR, UH, NICKEL PUMPER, THEIR SIGN, WHERE THEY MANUALLY CHANGE THAT OUT. IT'S VERY SMALL. UH, THE SIGN ITSELF IS VERY SMALL. IT'S ONLY ABOUT APPROXIMATELY 16 SQUARE FEET. SO THE AMOUNT OF SIGNAGE THAT'S USED TOWARDS, UM, THE ACTUAL LETTERING, UM, FOR THE NUMBERS IS VERY SMALL. AND THEN YOU CAN SEE THE PROPOSED SIGN FOR THE TEXACO THAT'S GOING TO BE GOING IN. UH, THOSE ARE HAND CHANGE. UH, SO THEY'RE NOT EVEN PROPOSING TO DO THE MECHANICAL CHANGE THAT IS BEING REQUESTED. UM, AND THAT REQUIREMENT ONLY APPLIES TOWARDS, UM, GAS STATIONS. UH, SO AT THIS TIME IT'S THE STAFF RECOMMENDATION [00:05:01] TO, TO JUST CONTINUE MOVING FORWARD WITH THE INFORMATION, UH, AS SUBMITTED BY STAFF. UM, HOWEVER, IF YOU, SO CHOOSE, YOU CAN, UM, ADD THAT AS PART OF YOUR, UM, PART OF YOUR REQUEST AND THEN IT WOULD GO UNDER, AND AGAIN, IT WOULD GO UNDER THAT SECTION 5 15, 6 Q FOUR B, UM, AND IT DEALS WITH THE CHANGEABLE COPY WHERE IT WOULD, IT WOULD STATE, UM, UM, RIGHT HERE WHERE FUEL PRICES MAY BE CHANGED BY HAND OR NON DIGITAL ELECTRONIC SCROLL SIGNAGE. SO IF YOU'D LIKE TO KEEP THAT INFORMATION IN THERE, UM, IT WOULD BE RIGHT HERE. HOWEVER, WE HAVEN'T, HASN'T BEEN REVIEWED BY PLANNING COMMISSION. WE'D PREFER THAT, THAT IT'S NOT INCLUDED IN THERE AND THAT WE WOULD JUST MOVE FORWARD AND WE CAN BRING IT BACK IN A FUTURE AMENDMENT. YOU'RE SAYING YOU DON'T WANT US TO, BUT WE CAN. RIGHT. AND IF WE DID IT, ARE WE VIOLATING SOMETHING WHERE IT, I MEAN, IT COULD BE CONTESTED. YES. I'M SORRY. IT'S FINE. I PROBABLY EXPLAIN THE WORDING A LITTLE BIT BETTER IS THAT IT WASN'T ADVERTISED TO INCLUDE THAT SECTION OR THE HISTORIC DISTRICT CHANGE OF SIGNS. SO TO MAKE SURE THAT WE MEET ALL THE PUBLIC ADVERTISEMENT AND NOTICE THAT WE NOTICED THAT AT THE PLANNING PRIOR TO PLANNING COMMISSION PUBLIC HEARING, BECAUSE THAT WAS SOMETHING THAT WASN'T PART OF THE PLANNING COMMISSION PUBLIC HEARING. NOTICE, SORRY TO GO AHEAD FOR IT. UM, INPUT ON NOT GOING WITH THE GOAL WITH A NON-DIGITAL PHONICS STROLL, WHAT DOES, WHAT DOES THAT FEELING ON THAT? WHY DID YOU FEEL, UM, FROM SPECIFICALLY IN THE HISTORIC DISTRICT THAT IT'S NOT NECESSARY? UM, AS YOU CAN SEE AGAIN, WITH THE, THE, THE ISSUES OF THE FACT THAT IT WASN'T PROPERLY NOTICED, UM, W THE, THE ACTUAL SIZE OF THE SIGNS ARE VERY SMALL, UM, AND THE ACTUAL LETTER ITSELF IS IT IS ON GROUND LEVEL. SO AN INDIVIDUAL CAN EASILY GO OUT THERE AS OPPOSED TO A SIGN THAT MAY BE TALLER AND HAVE DIFFICULTY OF GETTING UP TO ACTUALLY, UM, YOU KNOW, CHANGE THOSE SIGNS. UH, THAT WAS ONE OF THE BIG FACTORS. ALSO THE FACT THAT WE DON'T HAVE ANYONE THAT IS REQUESTING THAT AT THIS TIME, UM, THAT'S NOT NECESSARY. UM, IT'S NOT, UH, HASN'T BEEN BROUGHT FORWARD TO US. I WAS JUST GOING TO ASK. SO IF WE WENT IN AS RECOMMENDED, AND THEN YOU BRING IT BACK AFTER THE PLANNING COMMISSION IS LARGER THAN A TEXT AMENDMENT, I'M ASSUMING THAT, NO, SORRY, SORRY. TWO OF US OUT HERE. I DON'T MEAN TO BE AWKWARD TIMING IN, BUT IT IS A TEXT AMENDMENT TO THE UDL. SO, BUT AS YOU'RE FOLLOWED, WE DO OUR INITIAL ADVERTISEMENT. WE TRY TO BE VERY SPECIFIC SO THAT THE PUBLIC KNOWS WHAT WE ARE PROPOSING TO CHANGE IN THE UDL. SO THIS WAS NOT ONE OF THOSE SECTIONS THAT WAS PART OF THAT INITIAL ADVERTISEMENT AND PUBLIC NOTICE OF A PLANNING COMMISSION, THE PLANNING COMMISSION, CORRECT? BECAUSE THERE'S THE PLANNING COMMISSION, PUBLIC HEARING, WHENEVER OUR PROCEDURES, ALSO, WHENEVER IT ADDRESSES ANYTHING IN THE HISTORIC DISTRICT, WE'VE ALSO PROCEDURALLY RE YOU KNOW, RESPECTFULLY REQUEST INPUT FROM THE HISTORIC PRESERVATION COMMISSION. AND ALTHOUGH WHAT KEVIN IS TALKING ABOUT IT, YOU KNOW, THERE MAY NOT BE THE, UM, IT MAY NOT BE USED. IT MAY NOT BE APPLICABLE, BUT IT ALSO MAY BE, WE DON'T KNOW AT THIS POINT. UM, CAUSE LIKE I SAID, THAT WASN'T PART OF THE ORIGINAL NOTICE. SO WE CAN CERTAINLY LOOK FORWARD ALL SOUL. NOW WE KNOW IF WE BRING SOMETHING UP LIKE THAT, IF YOU WOULD HAVE TOLD US, THEN IT NEVER WOULD'VE BEEN EVEN IN OUR MOTION. CORRECT. SO THAT'S WHAT TYPICALLY WE DO. WE GO BACK AND SOME CHANGES YOU CAN DO. IT DEPENDS, AGAIN, IT JUST DEPENDS LARGELY ON HOW THAT PUBLIC NOTICE WAS HANDLED, HOW THAT STAFF REPORT WAS PRESENTED. SO THE CONSERVATIVE APPROACH WOULD BE, AND THE LEGALLY JUSTIFIABLE APPROACH WOULD BE TO GO BACK, ASK FOR INPUT FROM THE PLANNING COMMISSION, MAKE IT CLEAR THAT THERE'S PROPOSED CHANGES TO SIGNS IN THAT HISTORIC DISTRICT. ALL RIGHT. SO THERE'S THE PLANNING COMMISSION. THIS CHANGE IS MADE, I'M GOING TO SPECULATE AND THEN IT COMES BACK TO COUNCIL AND IT WOULD ONLY STILL REQUIRE ONE. READING HAS TO GO BACK TO TWO. AND WHAT, UM, KEVIN WAS REFERRING TO IS WHAT STAFF IS PROPOSING AS WE MOVE FORWARD IS YOU'LL SEE, ON YOUR, YOU'VE SEEN ON YOUR AGENDA. THERE'S LOTS OF DIFFERENT UTO TEXT AMENDMENTS THAT COME FORWARD TO YOU. AND SO WE'VE GOT FIRST READING, SECOND READING AND THINGS GOING ON. WE'VE UM, WE'RE PROPOSING TO PACKAGE THOSE UP IN A MORE ORGANIZED WAY. UM, FOR EXAMPLE, LIKE ONCE A YEAR, OBVIOUSLY THINGS [00:10:01] TAKE PRIORITY AND WE MAY NEED TO SHIFT, BUT THESE CHANGES MORE, THESE HOUSEKEEPING CHANGES, UM, TO BRING THEM TO YOU IN ONE PACKAGE ON AN ANNUAL BASIS. SO THAT'S WHAT WE PROPOSED, UM, TO INCLUDE THAT IN THE BIG PACKAGE. I THINK IT WAS JUST A CONVERSATION WITH LARRY THAT IT SEEMED TO MAKE SENSE JUST TO DO. WHY, WHY DO WE SEPARATE? I MEAN, I REMEMBER THAT AND I REALLY, I WASN'T ON ONE SIDE OF THE FENCE OR OTHER, SO ARE Y'ALL OKAY WITH THAT? JUST TO HAVE THEM HAVE A, SO IS THERE A NEW MOTION THAT'S GOING TO BE DIFFERENT FROM THE FIRST RATING? UM, WELL IT WOULD JUST BE THAT YOU WOULD BE APPROVING THE SECTIONS. THIS WAS BASED OFF OF THE FIRST READING. OKAY. CAUSE THE FIRST READING HAD THAT LISTED IN THERE OR WAS THAT JUST A NOTE FOR YOU? THAT WAS, THAT WAS, UH, THAT WAS A NOTE. OKAY. YEAH. YOU'RE A MOTION TO APPROVE THE AMENDMENTS TO THE TOWN OF LEFT-HAND CODE OF ORDINANCES, CHAPTER 23, UDL ARTICLE FIVE DESIGN STANDARDS, SECTION FIVE, 13 SIGNS IN 5 15, 6 OLD TOWN, BLUFFTON HISTORIC DISTRICT ARCHITECTURAL STANDARDS SIGNS IN ARTICLE NINE, DEFINITIONS AND INTERPRETATIONS ON TERMS. OKAY. ANY DISCUSSION ALL IN FAVOR STATE BY SAYING HI. HI, I'LL POST. GREAT. THANK YOU. UM, MS. BRIE, DO WE HAVE ANY PUBLIC COMMENT? UM, IT, PUBLIC COMMENT IS CLOSED. UM, WORKSHOP UP WHO'S ADAM. OH, IS ADAM JOINING US REMOTELY? SO THIS IS A PRESENTATION OF THE TOWN OF BLUFFTON COMMUNITY WIDE SURVEY RESULTS BEFORE EVERYBODY GETS ON NEXT DOOR. IF YOU'RE LOOKING FROM OUTSIDE, UM, I SHOULD HAVE BEEN CLEAR ON MY ARTICLE. WE DIDN'T CALL EVERYONE AND THERE WASN'T A LINK FOR EVERYONE TO GET TO. IT WAS A PROFESSIONAL THAT GAVE US TRUE STATISTICS ON WHAT THEY'D LIKE TO SEE TO GET A REAL SAMPLING OF OUR COMMUNITY. AND SO YOU MAY HAVE BEEN, I WASN'T CALLED, UM, I JUST WANT TO CLARIFY THAT, BUT I AM EXCITED. I KNOW DAN'S BEEN ASKING FOR THIS FOR A WHILE AND WE'RE EXCITED TO HEAR FROM ADAM EVEN WHILE HE'S PULLING IT UP. ARE WE BACK AND FORTH COMMENTS OR IS THIS MORE OF JUST A PRESENTATION THAT HE HAS IT SET UP? UM, WE SENT THE PRESENTATION OUT TO YOU JUST SO YOU'D HAVE A CHANCE TO LOOK THROUGH IT BEFORE TONIGHT, IF YOU WANT TO, HE'S GOING TO KIND OF GO THROUGH THE FIRST ABOUT 10 SLIDES AND TALK ABOUT SOME OF THE BACKGROUND INFO THAT THAT IS IN THERE. SO YOU CAN SEE THE DEMOGRAPHIC BREAKDOWNS. THEN AFTER THAT, HE'S JUST GOING TO GO THROUGH THE RESULTS FOR EACH QUESTION AND YOU'RE MORE THAN WELCOME TO STOP HIM AT ANY POINT IN TIME. IF YOU HAVE ANY CLARIFICATION OR QUESTIONS YOU WANT TO ASK ABOUT THAT. SO IT IS MORE OF A BACK AND FORTH AS HE GOES THROUGH THE PRESENTATION. UH IT'S ALL RIGHT. I'LL START OFF. I'LL SHARE MY SCREEN AND HOPE THIS ALL WORKS WELL. IF EVERYBODY CAN SEE IN HERE, HERE, EVERYTHING, THEN THE CHALLENGES OF THAT, I THINK THE OPPORTUNITY TO PRESENT A REALLY HAD A GREAT EXPERIENCE OR HAVING A GREAT EXPERIENCE WORKING WITH THE STAFF, UH, WE'RE WE'RE CONDUCTING THE EMPLOYEE SURVEY AS WE SPEAK AND IS GETTING A GREAT RESPONSE. SO I'LL GET RIGHT INTO THE SURVEY ITSELF. AND, AND UM, LIKE I SAID, WE'RE GOING TO GO THROUGH THE FIRST SET OF SLIDES JUST TO GIVE YOU THE CONTEXT AND THEN I'LL MOVE QUICKLY THROUGH THE RESULTS, JUST TO GIVE YOU SOME SENSE. UH, WE WERE VERY INCLUSIVE IN THIS SURVEY TO MAKE SURE WE WERE FULLY REPRESENTATIVE OF THE COMMUNITY, UM, INCLUDED SPANISH AS AN OPTION, WHICH 4% OF YOUR COMMUNITY CHOSE TO TAKE IN SPANISH. WE TALKED TO PEOPLE ON THE PHONES, MOST PEOPLE RESPONDING ONLINE. UM, BUT, AND OF COURSE ON THE PHONES, MOST PEOPLE RESPONDED ONLINE LINES. 400 IS A VERY ROBUST, UH, NUMBER OF RESPONSES AND THAT IN A TOWN OF YOUR SIZE, JUST TO GIVE YOU SOME CONTEXT, YOU KNOW, STATEWIDE, YOU MIGHT HAVE 800 OR SO RESPONSES TO A SURVEY, SO VERY ROBUST FOR A TOWN OF YOUR SITES. UM, AND THEN THEY WENT INTO SOME RESULTS. WE ASK AN OPEN-ENDED QUESTION TO GET A SENSE OF WHAT PEOPLE ARE THINKING. WHAT'S THE TOP CONCERN OF THEIR MIND. UM, AND YOU CAN SEE A THEME THAT WE'LL SEE THROUGHOUT THE SURVEY IS, UH, DEVELOPMENT AND POPULATION AND CONCERN. OVERGROWTH IS, IS SOMETHING. WHAT I WILL SAY ALSO IS THAT THIS ISN'T A 50, 60% ISSUE, UH, CAUSE THERE'S OTHER THINGS THAT ARE LISTED HERE AND QUITE FRANKLY, PEOPLE COULD HAVE CHOSEN MORE THAN ONE, BUT, UM, THIS IS CERTAINLY SOMETHING THAT IS A THEME. WE'LL SEE, PEOPLE DO HAVE CONCERN OVER GROWTH AND THE COMMUNITY AND THESE OTHER THINGS. OBVIOUSLY WE NEVER DISMISS ANYTHING, SAY ROOMS AND TRANSPORTATION AND THINGS LIKE THAT. UH, SO RIGHT INTO IT, UH, 61% SAY OPT IN IS GENERALLY HEADED IN THE RIGHT [00:15:01] DIRECTION VERSUS THE WRONG DURATION. UM, A COUPLE OF THINGS HERE, UH, THIS IS NOT AN ACADEMIC EXERCISE, SO WE'RE WE'RE AMERICANS AND WE DON'T AGREE. EVERYTHING WAS ANYTHING. SO WITH 60% OF 61% AGREE THAT YOU'RE ON THE RIGHT TRACK, THAT'S ACTUALLY A VERY BIG NUMBER, ESPECIALLY IN COMPARISON TO SOME OF THE OTHER COMMUNITIES. SIMILARLY SITUATED THROUGHOUT THE COUNTRY, UH, IS A STRONG NUMBER. CERTAINLY AS YOU TRACK OVER TIME, I EXPECT YOU WANT TO SEE THOSE NUMBERS GO UP. BUT, UH, THE OTHER THING WE LOOK AT HERE IS THE DELTA BETWEEN THE PEOPLE THAT SAY WRONG DIRECTION VERSUS RIGHT DIRECTION, YOUR TUTOR, ONE MORE THAN THE FOOD AND ONE SAYING RIGHT IN THE DIRECTION, VERY STRONG. I ALSO WANT TO POINT OUT THE UNSURE, WHICH YOU'LL SEE THROUGHOUT. THERE'S ALWAYS GOING TO BE PEOPLE WHO DON'T HAVE CONTEXT FOR, FOR THIS, RIGHT? I, I, YOU KNOW, I GO TO WORK, I DID MY KIDS TO SOCCER, WE'RE GOING TO CHURCH. I REALLY DON'T KNOW WHAT'S HAPPENING TO THEM. AND, UH, THAT MIGHT BE DISAPPOINTING TO SOME OF US WHO REALLY ARE CIVICALLY INVOLVED, BUT THE REALITY IS THERE'S ALWAYS GOING TO BE PEOPLE WHO JUST DON'T HAVE CONTEXT. AND THAT'S WHERE, SO LET'S LOOK AT THE WAY WE BREAK DOWN THE NUMBERS IN DEMOGRAPHICALLY, AND THIS IS ALL THROUGHOUT THE PRESENTATION, BUT I'M GOING TO LARGELY SKIP IT FOR TIME PURPOSES, BUT IT'S THERE. I DON'T WANT TO MAKE SURE EVERYBODY CAN REACH IT WHERE IT READ IT APPROPRIATELY. SO WE LOOK AT THIS QUESTION BASED UPON GENDER BASED UPON THE AGE CATEGORY, AND THEN BASED UPON THAT, THIS'LL BE HERE. SO YOU CAN SEE THERE MIGHT BE SOME NUANCES WITH, UH, SOME PEOPLE IN THE 50 TO 64 CATEGORY WHO ARE A LITTLE BIT LESS HAPPY OR FEEL THAT THERE'S MORE OF A WRONG DIRECTION HAPPENING. AND AMONG, LET'S SAY A WHITE RESPONDENTS OR SOMETHING LIKE THAT. YOU MIGHT SEE SOME NUANCE DIFFERENCES HERE. UM, BUT WE'RE LOOKING AT, AND SEEING IF THERE'S A SPECIFIC COMMUNITY THAT YOU WANT TO ADDRESS THAT YOU THINK NEEDS SOME ADDITIONAL OUTREACH. ALSO, WE LOOK AT IT BASED UPON WHETHER THE HOUSEHOLD, WHETHER THE RESPONDENT HAS CHILDREN IN THEIR HOUSEHOLD UNDER 18, UH, BASED ON ZIP CODES OR GEOGRAPHICALLY BASED ON LANGUAGE THEY RESPONDED IN AND THE MOOD THAT THEY RESPONDED IN. SO PHONE AND ONLINE, AND THEN EVEN FURTHER THE TYPE OF PHONE THEY'VE RESPONDED, OR IF THEY'RE ONBOARDED BY TEXT MESSAGE OR EMAIL, SOMETIMES WE SEE PRETTY BIG DIFFERENCES WHILE DIFFERENCES ARE HERE. WE REALLY DON'T SEE BIG DIFFERENCES, BUT SOMETIMES WE DO. SOMETIMES PEOPLE ARE A LITTLE BIT MORE HONEST IN THE ONLINE ENVIRONMENT AND WE CAN DISCOVER THERE'S MAYBE A CHALLENGE THAT WE NEED TO ADDRESS, NOT MAKE CHANGES HERE. SO NOT SOMETHING TO WORRY ABOUT. SO WE DO ASK WHY, WHEN SOMEONE SAYS THEY FEEL THIS, THE TOWN IS GOING IN THE WRONG DIRECTION, WHAT IT IS, THAT'S OUR BIGGEST CONCERN. AND I'LL SAY WE CAN CAPTURE THEIR ACTUAL WORDS. SO WHETHER THEY'RE A COUPLE JOE'S ON THE PHONE OR THEY ARE, UH, THEY ARE, THEY'RE TYPING OUT WHEN THEY'RE RESPONDING ONLINE, WE CAPTURE THEIR VERBATIM RESPONSES. AND SO IN FINAL REPORTING, YOU'LL HAVE THE VERBATIM RESPONSES. IF YOU CAN READ THROUGH IT'S, YOU KNOW, SOMEWHAT TEDIOUS, BUT GREAT BEDTIME READING TO REALLY UNDERSTAND THE WORDS THAT PEOPLE USE TO TALK ABOUT THEIR CONCERNS EXPECT THAT YOU'LL ALL WANT TO DO THAT. UM, AGAIN, THIS THEME CONTINUES OF THEIR CONCERN OVER OVERGROWTH AND DEVELOPMENT, UH, IS, IS A BIG CONCERN. AND YOU CAN ADD TO THAT PERHAPS A FEELING THAT THERE'S TOO MUCH DEVELOPMENT, AND THEN THERE'S NOT ENOUGH PLANNING. AND THEN OVERPOPULATION YOU'LL BE SEGMENTED THESE OUT BECAUSE THEY WERE ENOUGH OF THE WORDS USED TO MAKE THEM SEGMENTED, BUT CLEARLY, UM, AMONG THAT GROUP, UH, AND I'LL GO BACK HERE REAL QUICK AMONG THIS 25%. UH, IT'S, IT'S REALLY THIS CONCEPT AND CONCERN OVER DEVELOPMENT AND ADD IS WHAT THEY'RE REALLY TALKING ABOUT. SO, UH, READ OVERALL QUALITY OF LIFE AND LUCKY. SO A LITTLE BIT OF A DIFFERENT QUESTION, 65% SAY, GOOD. WE'VE VERY SMALL NUMBER WHO SAY THAT IT'S POOR. UH, AND WE HEAR THE SPIRIT THROUGHOUT THE SURVEY. WE NEVER DISMISS THESE FOLKS, BUT THIS IS PRETTY REMARKABLE. WE ALSO DON'T TEND TO PUT A VALUE JUDGMENT ON FAIR. UH, NOPE, IT'S FINE. YOU'RE YOU'RE NOT, YOU'RE NOT WINNING ANY AWARDS WITH ME. IF A RESIDENT SAYING THAT'S FAIR, BUT, BUT IT'S FINE. I DON'T, I DON'T EXPECT MUCH MORE. SO IF YOU WANT TO PUT THESE IN THE SAME CATEGORY, YOU HAD A REALLY STRONG POSITION OF PEOPLE WHO GENERALLY SAY IT'S OKAY OR SAY IT'S REALLY GOOD. AND SO THAT'S, THAT'S PRETTY AMAZING THAT, THAT THERE'S SO SUCH A FEW NUMBER OF PEOPLE WHO SAY THERE'S A CHALLENGE, A PROBLEM THAT THEY DON'T, AGAIN, I'LL LOOK AT THIS SLIDE JUST FOR THIS ONE TO KIND OF EXPLAIN 39% OF THOSE PEOPLE WHO SAY IT'S GOOD TO SEE IT'S EXCELLENT. AND 29% WHO SAY IT'S POOR OF THIS 33% SAY IT'S VERY IMPORTANT. WE TEND TO LIKE TO SEE THE INTENSITY, WHICH IS WHAT WE CALL THIS ON THE SIDE OF THE GOOD, UH, IF THAT'S YOUR GOAL. AND SO YOUR INTENSITY IS GREATER FOR EXCELLENT THAN IT IS FOR VERY IMPORTANT. THAT'S A GOOD THING. UM, WE TEND TO KIND OF EQUATE THIS, PERHAPS LET'S SAY TO A BALLOT MEASURE OR A TAX MEASURE, YOU KNOW, YOU [00:20:01] ALWAYS WANT TO BE, HAVE THE INTENSITY ON YOUR SIDE HERE. YOU HAVE IT. THAT'S POSITIVE THING AGAIN, YOU'RE THE CROSS TIGHTER THAN THE RESULTS, WHICH I'M LARGELY, UNLESS SOMEONE ASKS ME TO STOP OR SOMETHING BE, IS REALLY IMPORTANT THAT YOU HAVE AN INTEREST IN MAKING SURE YOU GET THE BIG NUMBERS AND WE CAN ALWAYS DIVE IN DEEPER LATER. SO, UH, WE DO ASK A QUESTION ABOUT THE POSSIBILITY OF INCREASING THE SIZE OF THE COUNCIL, UH, AND THE RESULTS I WOULD CALL MIX, RIGHT? YOU'VE GOT A PLURALITY OF 42% THAT SAY, YES, THIS IS SOMETHING THAT WOULD, UH, YOU KNOW, UH, WILL BE BENEFICIAL RESIDENTS, BUT YOU'VE GOT 28% THAT SAY NO AND A WHOLE LOT THAT DON'T HAVE CONTEXT. SO I DON'T THINK THERE'S A MANDATE, BUT YOU CERTAINLY HAVE A PLURALITY THAT, THAT SAYS, YES, I WAS A SEMINARY AND THEY CAN SEE, THERE MAY BE SOME, YOU KNOW, DIFFERENT GROUPS THAT MIGHT HAVE A STRONGER CONCERN OR RATIONALE, BUT GENERALLY, UH, VERY MIXED. SO WE, WE LOOK AT WHERE PEOPLE ARE IN THEIR NEWS AND INFORMATION ABOUT WASHINGTON AND, UH, AND EVEN SEE, UM, THAT REALLY IT'S, IT'S, UH, IT'S THE NEIGHBORHOOD. AND I'M TALKING TO MY FRIENDS, MY NEIGHBORS, THAT'S WHERE I'M GETTING MY INFORMATION FROM, UM, WHICH IS PRETTY UNIQUE. I WILL SAY. UH, WE TEND TO SEE A LOCAL NEWSPAPER, A LOCAL TV STATION, UM, YOU KNOW, FRANKLY, UH, SOCIAL MEDIA BE MUCH HIGHER IN COMPARISON TO, UH, PEOPLE ARE TALKING OVER THE BACKYARD FENCE IN FRONT OF YARDS. AND SO IT'S, IT'S KIND OF A COOL THING TO SEE, BUT IT'S A CHALLENGE FOR YOUR PUBLIC INFORMATION STAFF TO FIGURE OUT HOW TO GET THAT INFORMATION OUT, BECAUSE THAT'S WHERE MOST PEOPLE ARE TALKING. YOU GOT ALMOST, UM, YOU'LL HAVE A LOT MORE, ONE-ON-ONE KIND OF CONVERSATIONS. YOU CAN SEE THE OTHER PLACE. PEOPLE ARE LOOKING FOR NEWS ON BOSTON. AND OF COURSE THEY WERE ABLE TO SELECT MORE THAN ONE. UH, WE ASKED WHERE PEOPLE ARE ESSENTIALLY LIVING ONLINE, WHICH MOST OF US DO, UH, WHERE DO THEY SPEND THEIR TIME? AND THIS IS FOR TARGETING PURPOSES, UH, MAYBE BUYING ADS OR JUST PUTTING YOUR CONTENT UP THERE REALLY IT'S FACEBOOK. THAT'S WHERE THEY'RE SPENDING THEIR TIME. THIS IS, UM, NOT ATYPICAL TO HAVE FACEBOOK ON TOP IN SIMILARLY SITUATED COMMUNITIES THROUGHOUT THE COUNTRY, BUT IT IS REALLY, UH, EXACERBATED. IT'S, IT'S A MUCH BIGGER NUMBER IN BOSTON THAN IT IS IN ALMOST ANY OTHER COMMUNITY. 66% IS, IS VERY LARGE INSTAGRAM, OF COURSE. AND THEN YOUTUBE, UH, NEXT DOOR IS PRETTY SIGNIFICANT FACTOR. THIS, YOU KNOW, HOW'S YOU DIRECT HOW MUCH TIME? WELL, WE'RE PROBABLY NOT GONNA SPEND MUCH TIME ON TWITTER OR LINKEDIN OR SNAPCHAT, BUT WE CAN CERTAINLY FOCUS OUR ATTENTION HERE. WE'RE PUTTING OUT A MESSAGE YOU'RE BUYING. UM, SO WE THEN KIND OF GO THROUGH A SERIES OF STATEMENTS ABOUT AGREEING OR DISAGREEING, AND THEN SOME OTHER WAYS WE ASK QUESTIONS, BUT, UH, YOU KNOW, THE TOWN RESPONSIVE TO THE NEEDS OF RESIDENTS, 71% AGREE THAT YOU ARE A RESPONSIVE TO RESIDENTS, 20% SAYING THEY DISAGREE IN SOME, WE SAY THEY'RE IN SHORT, REALLY STRONG NUMBER AGAIN, AT SOME POINT IN THE FUTURE, WE'LL HAVE A BOX RIGHT HERE AND YOU'LL HAVE A TREND LINE. AND OF COURSE, I ASSUME YOU WANT THOSE TRENDS TO GO UP, UH, BUT REALLY STRONG PLACE. SOMETIMES IT'S HARD TO HAVE THOSE TRENDS GO UP BECAUSE YOU'RE SUCH A STRONG PLACE TO BEGIN WITH. UM, AND THEN WE'LL GO TO, ARE YOU GENERALLY SATISFIED OR UNSATISFIED OF THE SERVICES? THIS IS KIND OF A BIG BUCKET, RIGHT? IF ALL THE SERVICES THAT THEY CAN CONJURE IN THEIR HEAD AT THE TIME TO PROVIDES EASE 3%, THEY'RE SATISFIED WITH WHAT YOU'RE DOING. ONLY 11% SAYING THEY'RE UNSATISFIED REALLY AGAIN, STRONG NUMBERS OF SAYING THEY'RE SATISFIED WITH THE SERVICES PROVIDED. UM, YOU, WE GOT, WOULD YOU SUPPORT OR OPPOSE, UH, REASONABLE TAXES TO PAY FOR CITIZENS PRIORITIES, UH, AND IMPROVE, UH, AND INCREASED SERVICE LEVELS. UM, SO HERE YOU HAVE, UH, 44% WHO SAY THEY WOULD SUPPORT AND 45% WHO SAY THEY WOULD POSE. SO FIRST OBVIOUSLY, OBVIOUSLY YOU'VE GOT A ONE POINT ADVANTAGE FOR THOSE WHO SAY, WHAT WAS IT? WE DIDN'T GIVE A LOT OF INFORMATION HERE, UH, INTENTIONALLY, BECAUSE WE DON'T HAVE A SPECIFIC PROPOSAL TO SHOW THEM, BUT JUST CONTEXTUALLY. UM, OBVIOUSLY IF YOU'RE TRYING TO PURSUE NEW REVENUES, UH, YOU'D WANT TO HAVE THESE NUMBERS SLIP, BUT YOU'VE GOT A BIG BASIS IMPORTANT, DO SUPPORT RAISING TAXES FOR WHATEVER IT IS THAT YOU'RE TRYING TO ACCOMPLISH. AND, UM, IF YOU CAN ANSWER SOME OF THE THINGS THAT THEY'RE CONCERNED ABOUT, I THINK YOU'RE, YOU'VE GOT A REAL VIABLE POSSIBILITY OF PURSUING THE REVENUE EFFORTS. IF THAT'S SOMETHING THAT POLICY-WISE THE TOWN PURSUITS. SO, UH, THE MOST ISSUE, UH, MOST PRESSING NEED IN LOCKTON, AND THAT SHOULD BE FUNDED WITH INITIAL TAXES. SO IF THERE WERE SUPPORTIVE OF IT, WHERE DO YOU WANT THAT MONEY NEEDS TO GO ROADS AND INFRASTRUCTURE, AFFORDABLE HOUSING EDUCATION KIND OF CASCADES FROM DOWN THERE. BUT THIS I UNDERSTAND IS A CHALLENGE BECAUSE YOU'RE REALLY NOT, UH, NECESSARILY IN CONTROL OF THE, THE, THE ROADS. UH, MAYBE THERE'S SOME THE GREEN INFRASTRUCTURE, [00:25:01] BUT THIS MIGHT BE AN EDUCATIONAL PROCESS, UH, IN TRYING TO ADDRESS THIS. AND THIS IS WHERE THEY, THIS HAS KIND OF, UM, YOU KNOW, IT'S SO GREAT. WE CALL THIS HOMEWORK RIGHT, ESSENTIALLY WHERE THEY WANT YOU TO ADDRESS CONCERNS, AND THEN YOU'RE GOING TO GET THEM TO FIGURE OUT A WAY TO TALK THROUGH. UM, SO HE ASKED ME A QUESTION ABOUT THINGS THAT ARE SERIOUS PROBLEM FOR PEOPLE WHO LIVE IN THE TOWN AND, AND HERE, UH, YOU KNOW, NUMBERS OF DIFFERENT, RIGHT. IT'S REALLY A PROBLEM FOR ME AND MY, MY FELLOW NEIGHBORS. WELL, HOUSING AFFORDABILITY IS ONE, UH, IS, IS POS AND THEN TRAFFIC, LOCAL STREETS, ROADS, THIS KIND OF EVERYTHING, YOU KNOW, RELATED TO THAT, UH, THE, THE, THE ROADS AND TRANSPORTATION, UH, PROTECTING OPEN SPACE, YOU CAN SEE THINGS REALLY ARE TH TH THESE TOP SEVERAL ARE, ARE FAIRLY SIGNIFICANT AND THINGS THAT, AGAIN, YOU'LL WANT TO KIND OF HAVE SOMETHING IN YOUR QA AND YOUR PRESENTATION. WHEN YOU TALK TO THE PUBLIC ABOUT HOW YOU'RE ADDRESSING EACH ONE OF THESE THINGS. OBVIOUSLY HOUSING PORTABILITY IS A CHALLENGE BECAUSE IT'S NOT LIKE YOU CAN JUST, YOU KNOW, MAKE PRICES LOWER, BUT THERE ARE THINGS THAT CAN BE DONE. POLICY-WISE, AND THAT'S SOMETHING THEY REALLY WANT TO SEE ADDRESS. UM, AND THEN, UH, THINGS THAT ARE PERSONALLY IMPORTANT TO ME. SO THIS WAS KIND OF, WHAT DO YOU THINK GENERALLY IS A SERIOUS PROBLEM? HERE'S, WHAT'S IMPORTANT TO ME PERSONALLY, AND YOU CAN SEE MANAGING GROWTH RISES ABOUT AS DOES, YOU KNOW, MAINTAINING STREETS AND ROADS. AND THEN, YOU KNOW, AGAIN, THE HOUSING AFFORDABILITY COMES UP, BUT YOU CAN SEE THERE'S KIND OF THIS DIFFERENCE WHEN WE COME BACK TO THE THEME OF MANAGING GROWTH AND DEVELOPMENT AND STREETS. AND SO, UH, YOU, YOU CAN SEE THAT, YOU KNOW, REALLY, REALLY WHAT PEOPLE ARE CARING MOST ABOUT. WHAT'S REALLY INTERESTING IS WE BUILD A MATRIX HERE AND WE TAKE SOME OF THOSE THEMES AND PLOT THEM HERE, AND YOU CAN SEE ESSENTIALLY THE THINGS THAT ARE THE HIGHEST AND THE FARTHEST TO THE RIGHT, RIGHT IMPORTANT TO ME PERSONALLY, AS SERIOUS PROBLEMS IN TOWN, YOU CAN SEE THE, THE, THE, THE THING THAT STANDS OUT HERE IS HORRIBLE HOUSING AND DEVELOPMENT IN TOWN. AND THAT'S REALLY WHERE, WHERE, YOU KNOW, ACCORDING TO ME, UH, AND, AND AS STRANGE PROBLEM VERSUS WHAT, TO ME, THOSE ARE THE THINGS, AND YOU CAN EVEN LIVE IN CONDITIONS. THE ROADS WERE REALLY, THEY'RE, THEY'RE, THEY'RE MOST CONCERNED ABOUT, AND IT RECONCILES WITH THINGS THAT ARE IMPORTANT TO THEM. AND SO, UH, THAT'S PROBABLY WHERE YOU'RE GOING TO FOCUS. UH, I, I ASSUME DON'T SEE WHY SOME OF YOUR ATTENTION, UM, LET'S TALK ABOUT SOME OTHER SERVICES SATISFIED WITH POLICE SERVICES. 84%, 10% ARE UNSATISFIED. UM, YOU WERE IN A MUCH STRONGER POSITION THAN, YOU KNOW, OTHER, UH, MS. VALLEY'S IN, IN SIMILARLY SITUATED THROUGHOUT THE COUNTRY. SO REALLY STRONG SUPPORT FOR POLICE. UH, AND THEN WE CAN GET, UH, UH, PREPARED. YOU ARE AS A, AS A CITY, AS A TOWN FOR EMERGENCIES, 80%. SO YOU SEE YOU BEING PREPARED. AND AGAIN, I LOOK AT THESE, THE DELTA HERE, YOU KNOW, 10 TO ONE, ESSENTIALLY REALLY, REALLY STRONG NUMBERS SEEING THAT YOU'RE PREPARED. UM, AND THEN WE, WE GIVE SOME CONTESTS TO, UH, THE ROWS. AND WE SAY THAT, YOU KNOW, ALMOST ALL THE ROWS IN THE TOWN ARE, ARE PRIVATELY OWNED AND MAINTAINED BY THE COUNTY. OR I SEEMED OUT, UH, ARE YOU SATISFIED OR UNSATISFIED WITH THE STREETS AND ROADS IN THE TOWN? UH, INTERESTINGLY ENOUGH, 72% SAY THEY'RE SATISFYING. UH, OBVIOUSLY YOU'RE 23 AND 43% IS SIGNIFICANT. DO YOU WANT TO ADDRESS THAT? BUT YOU DO ACTUALLY HAVE A LARGE MAJORITY. YOU SAY THERE'S, UM, SO PUBLIC LANDSCAPING AND PARKS, 81% ARE SATISFIED AGAIN, BIG NUMBERS, HARD TO IMPROVE THAT IN THE TRENDLINE, UH, IN THE FUTURE. AND THEN, UH, PRESERVING RIVERS AND STREAMS 76%. SO THE PUBLIC IS RECOGNIZING YOU AS A TOWN BEING, UH, ENVIRONMENTALLY CONSCIOUS AND, AND HAVING A VERY SPECIFIC PURPOSE AND, AND DOING THE WORK AND PRESERVING RIVERS AND STREAMS. THIS IS REALLY STRONG. AND THEN, UH, GETTING TO PROMOTING ECONOMIC DEVELOPMENT AND JOB CREATION 63%, UH, SEE YOU'RE DOING A GOOD JOB THERE. ONE OF THE THINGS THAT WE SOMETIMES SEE ON A QUESTION LIKE THIS IS THAT, UH, THERE MAY NOT BE NECESSARILY A SENSE THAT THAT IS YOUR JOB AS A TOWN COUNCIL, AS A TOWN, UH, REALLY SEE THAT AS KIND OF MAYBE A STATE, UH, EFFORT OR, OR, UH, UH, BUSINESS EFFORT, BUT YOU GET HIGH MARKS REGARDLESS, UH, IN THIS, IN THIS REALM, AND THEN LOOKING AT MANAGING GROWTH AND DEVELOPMENT. SO, UH, WE NOW KNOW THERE'S A STRONG THEME OF CONCERN OVER THAT, BUT THEY ACTUALLY ACTUALLY GET MAJORITY SUPPORT SAYING, THEY'RE SATISFIED WITH HOW YOU'RE DOING IT. IT'S JUST THIS 30 TO 38% WHO FEEL LIKE THEY'RE NOT SATISFYING. AND SOME FOLKS THAT ARE UNINSURED, UH, OBVIOUSLY, YOU KNOW, THEORETICALLY [00:30:01] YOU'D WANT THESE NUMBERS TO ALL BE IN THE SEVENTIES AND EIGHTIES. UM, BUT, BUT THEY ARE OKAY WITH YOU. IT'S JUST THOSE FOLKS THAT YOU WANT TO MAKE SURE YOU'RE ADDRESSING IN SOME CAPACITY, UH, COMMUNITY EVENTS AND SPECIAL EVENTS, LIKE HOW THEY CELEBRATIONS. YOU GOT IT, 82%. THEY'RE VERY HAPPY, UM, OR WELL OVER 10 AND ONE IN, UM, ZONING AND BUILDING ZONING AND BUILDING CODES. AND WE KIND OF SEE, THIS GOES BOTH WAYS RIGHT NOW. I MIGHT HAVE A NEIGHBOR WHO IS, IS NOT REALLY FOLLOWING THE RULES, AND I WANT YOU TO CRANK DOWN ON IT, OR I MAY NOT BE TOTALLY IN COMPLIANCE. AND I'M FRUSTRATED BY YOU, UH, ENFORCING IT ON ME. BUT REGARDLESS IF YOU'VE GOT A STRONG MAJORITY OF 63% SAYING THEY AREN'T SATISFIED, UH, THE WELL WHEN, WHEN THOSE WHO ARE UNSATISFYING, SO, UH, AFFORDABLE WORKFORCE HOUSING DEVELOPMENT. SO YOUR JOB AT PURSUING THAT AND MAKING SURE IT'S, IT'S, UH, I GUESS AVAILABLE 58 OR 59% SAY THEY'RE SATISFIED WITH IT. BUT AGAIN, SINCE THAT WAS AN ISSUE THAT COMES UP, UM, YOU CAN SEE HERE, THIS IS THE 26% THAT ARE REALLY CONCERNED ABOUT THAT ISSUE. AND DON'T FEEL LIKE YOU'RE ADDRESSING IT. AND THEN AGAIN, ABOUT 16% OF OUR SHORE. SO, UH, YOU'RE A SPECIFIC, UH, YOU KNOW, UH, ISSUES AND, AND EVENTS, HOW YOU COMMUNICATE WITH THE PUBLIC ABOUT, UH, INCIDENTS AND THINGS THAT ARE COMING UP THE TOWN 74% ARE HAPPY WITH, WITH HOW YOU DO THAT. UH, ALWAYS ROOM FOR IMPROVEMENT, BUT YOU'VE GOT A STRONG COMMUNICATION BASE NOW AND HOW YOU'RE DOING IT. AND, AND YOU CAN ALWAYS IMPROVE ON THAT. THAT'S GREAT, UH, PROVIDE SERVICES LIKE BUILDING PERMITS, UH, REPORTING CONCERNS, OR ACCESSING IMPORTANT INFORMATION. SO THIS IS THE TECHNOLOGY SIDE. AND WHAT YOU DO, ARE YOU IN A PLACE WHERE YOU'RE DOING IT? WELL, 66%, ALMOST TWO THIRDS SAYING THEY'RE SATISFIED WITH HOW YOU USE TECHNOLOGY FOR THOSE SEVERAL THINGS THAT YOU MIGHT WANT TO DO ONLINE, PRETTY DARN HAPPY. UH, AGAIN, 22%, AS YOU CAN IMAGINE, I JUST DON'T DEAL WITH IT. I DON'T, I DON'T, I HAVEN'T NEEDED THE SERVICES. SO I'M NOT GOING TO HAVE CONTEXT FOR THAT, UH, TOO MUCH, TOO LITTLE, OR JUST ABOUT THE RIGHT AMOUNT OF DEVELOPMENT. UH, THERE'S TOO MUCH AT 45% OR 49% TO SAY JUST ABOUT RIGHT. UH, TOO LITTLE. SO IF I SHOULD GET MAJORITY SAYING JUST ABOUT RIGHT, OR TOO LITTLE, UM, YOU KNOW, SIZEABLE MAJORITY ABOUT 55%, UM, BUT YOU DO HAVE THIS 45%, A BIGGER KIND OF NAYSAYERS, WHATEVER THEY SAY, I DON'T WANT MORE, UH, THAT, THAT IS RIGHT IN THE SHADOW OF THE RIGHT THERE, OR TWO TO REALLY KIND OF MIXED NUMBERS, I WOULD SAY. AND THEN YOU CAN KIND OF SEE AS THERE, YOU KNOW, VIRTUALLY ALL OF THESE DIFFERENT GROUPS ARE, ARE EITHER SAYING TOO MUCH OR, OR JUST ABOUT RIGHT. THERE IS NO PARTICULAR CONSTITUENCY FOR, WE NEED MORE ELEMENTS, UH, IN ANY REGARD. UM, SO, UH, YOU GOT TO GET OUT OF RELATION WITH 20,000 BUILD OUT. WHAT'S LIKE 65,000. UH, WERE YOU AWARE OF THIS? AND, UH, MAJORITY SAYS, THIS IS NOT ON OUR RADAR, THAT, UH, THAT THE TOWN, THE BUILD OUT LOOKS LIKE THAT IT'S 53% WERE NOT AWARE. AND SO, UH, THAT, I THINK, OF COURSE, I ASSUME AS THE COMMUNICATION PLANNING AS YOU GO DOWN THE ROAD TOWARDS THAT, UH, SO SPECIFICALLY RESIDENTIAL DEVELOPMENT, UH, LOOKING AT THAT, WE GOT TOO MUCH AT 28%, BUT, UH, THERE'S PROBABLY A RECOGNITION HERE THAT, UH, HOUSING AFFORDABILITY MIGHT COME HAND IN HAND WITH HOUSING SOCKET AVAILABILITY. SO, UM, 58%. SO YOU JUST ABOUT RIGHT, THAT YOU'VE GOT ANOTHER 11% THAT SAY TOO LITTLE. SO THERE IS A RECOGNITION THAT MORE HOUSING IS COMING, AND THEN THERE WILL BE VALUE IN HAVING MORE AVAILABLE IN RESIDENTIAL. AND YOU CAN SEE, MAYBE YOU'D BE ABLE TO SEE, DEPENDING ON THE CROWD WOULD BE DOING THIS 40 TO 49 CROWD, MAYBE CONCERNED WITH YOUR KIDS, THINGS LIKE THAT, AND WHERE, WHERE THERE'S GREATER SUPPORT FOR WINDOW LOOKING SPECIFICALLY COMMERCIAL DEVELOPMENT, UH, 64% SAID, IT'S JUST ABOUT RIGHT, BUT YOU DO HAVE 13 OR 12% SAY TOO LITTLE. SO YOU ADD THOSE TOGETHER AND YOU'VE GOT WELL OVER 70% LOOKING AT THE, TO HAVE MORE OR WE'RE OKAY, OR WE CAN HAVE MORE COMMERCIAL DEVELOPMENT. AND THEN SPECIFICALLY THE POLICE PRESENCE, UH, IF THEY'RE JUST ABOUT RIGHT AMOUNT OF POLICE PRESENCE OR VEHICLE PATROL, UM, YOU GOT 72% SAY WE'RE DOING GREAT AND ANOTHER 15% AND SAY, WE NEED MORE. SO YOU'RE IN A STRONG PLACE TO KEEP OR GREATER MAXIMIZE YOUR POLICE PRESENCE. UH, AND, AND THERE'S ONLY 8% WHO [00:35:02] WAY IT IS OR MORE IS JUST FINE. AND THEN, UH, WHAT'S RATE THE FRIENDLINESS AND APPROACHABILITY OF, OF POLICE DEPARTMENT EMPLOYEES, UH, GOOD AT 50, 60 APRIL PERCENT AND FAIR AT 36%. SO PUTTING THESE TOGETHER, IT'S, YOU KNOW, REALLY, REALLY STRONG NUMBERS. UM, AND YOU'RE NOT GOING TO REALLY GET IF YOU'RE NOT REALLY IMPROVED SO MUCH. I THINK THE KEY THING HERE IS THERE'S LESS THAN 3% WHO SAY THAT THE, THEIR APPROACHABILITY AND FRIENDLINESS IS POOR. AND THIS NUMBER WE'VE SEEN IN OTHER COMMUNITIES BE MUCH HIGHER AND SOMETHING THAT NEEDS TO BE ADDRESSED, BUT NOT SOMETHING SPECIFICALLY THAT YOU, SO, UH, LET'S ASK ABOUT SUGGESTIONS IS WHAT WE DID FOR HOW THE POLICE DEPARTMENT CAN IMPROVE THEIR SERVICES. WHAT IS IT THAT, THAT, UH, THIS WAS ASKED TO EVERYONE, BY THE WAY, POLICE SERVICES ARE KIND OF UNDERMINE AND PEOPLE IN GENERAL, UM, WE ASKED THEM, MOST PEOPLE SAID NOTHING. WE HAD NO PROBLEM WITH IT. UH, AND THERE'S CANCELS OF PEOPLE IN EACH OF THESE CATEGORIES SAYING MORE VISIBILITY THAT RECONCILES WITH, WITH PEOPLE WHO SAID THAT EARLIER, UH, MORE INVOLVEMENT WITH COMMUNITY OUTREACH, HIRE MORE OFFICERS, BETTER TRAINING, RACE RELATIONS, THINGS THAT YOU MIGHT EXPECT TO SEE, BUT AGAIN, SMALL NUMBERS OF THESE MENTIONED AND IN THE OPEN-ENDED RESPONSES, WE'LL BE ABLE TO MAKE SURE YOU'RE ABLE TO READ THE VERBATIM WORDS. SOME OF THOSE WORDS MAKE YOU SOMEWHAT CHARGE, UH, YOU KNOW, TALKING ABOUT SPECIFIC INCIDENTS THAT MIGHT'VE HAPPENED TO INDIVIDUAL PEOPLE, BUT IN GENERAL, IT SHOULD BE VERY, UH, INFORMATIVE ON HOW PEOPLE, UH, HURT MEANS GOOD AND FAIR, UH, TOTAL, UH, YOU KNOW, BASICALLY 90, OVER 90%. UM, THAT'S PRETTY REMARKABLE. YOU'RE DOING GREAT. YOU'RE DOING GOOD OR OKAY. UM, ALWAYS ROOM FOR IMPROVEMENT, BUT THAT'S PRETTY REMARKABLE HAVING SUCH A SMALL GROUP OF PEOPLE, UNHAPPY, UM, PATHS AND TRAILS MAINTENANCE, AGAIN, UH, MAJORITY SAYING GOOD AND AGREED AT MAJORITY 38% MAKING IT 58 SAYING YOU'RE DOING OKAY OR GOOD, ONLY 5% SAYING YOU CAN. AND, UH, IF THE TOWN PEDESTRIAN PLAN, RIGHTLY 76% SAY YES, 21% SAY, NO, UH, NOT DISMISSING THE SMOKES. I GUESS THERE'S SOME STEPS OFF THAT CAN BE DONE. THERE ARE CROSSWALKS, YOU KNOW, LIGHTS, UH, ALL KINDS OF THINGS THAT MIGHT BE OVER TIME TO BE ABLE TO BE ADDRESSED. AND THEN WHAT IS IT, WHAT CAN WE DO TO MAKE IT MORE PEDESTRIAN FRIENDLY AMONG THOSE PEOPLE WHO SAID NO MORE SIDEWALKS IN THE BIGGER AND BRIGHTER, MORE TRAFFIC LIGHTS AND SIGNS, MORE BIKE PATHS, WHICH, UM, ESSENTIALLY IF YOU'VE GOT THE ANSWERS, THE WAYS THAT YOU CAN MAKE THAT THE PEDESTRIAN FRIENDLY, UH, ENVIRONMENT, AND THEN ARE YOU BIKE FRIENDLY, 72% SAY YES. AND WE CAN SEE IT'S PRETTY BIG ACROSS THE BOARD, BUT AMONG THE PEOPLE THAT SAID, NO, WHAT CAN WE DO WELL, GIVE US BIKE PATHS AND GIVE US BIKE ROUTES AND MORE SIDEWALKS. AND IT'S KIND OF COOL BECAUSE NOW YOU HAVE THE ANSWERS TO KNOW WHAT YOU CAN DO. IF THIS BECOMES A PRIORITY, SEE MY STUDENTS TO ADDRESS THESE CONCERNS, YOU KNOW, EXACTLY HOW TO DO, UM, TOO MANY TOO FEW OR, OR JUST AN OPERATING OUT OF ENTERTAINMENT EVENTS, UH, IN TOWN, UH, 71% SAY WE'RE SPOT ON. WE'RE GOOD AND 13% TO A FEW. SO AUGMENT THAT A LITTLE BIT. AND YOU MIGHT BE IN A GOOD PLACE. UH, ONLY 8% SAYING THERE'S TWO MEN AND WE SEE NO, UM, UH, SPECIFIC KEEP IN MIND AND I'LL SHOW YOU IN A MINUTE, BUT THE, THE, SOME OF THESE GROUPS ARE SMALLER, UH, LIKE MULTIRACIAL ONE PERSON CAN REALLY INFLUENCE THOSE, THOSE NUMBERS PRETTY SIGNIFICANTLY. UM, SO WE ASK A VERY SPECIFIC QUESTION ABOUT A VERY SPECIFIC TASKS, UH, ASKING IF, UH, IF THERE WAS SUPPORT, UM, UH, EXTENDING IT ESSENTIALLY, UM, OR PASS ANOTHER ONE, UH, FOR THE, ANY REFERENDUM AND 1%. AND, UH, YOU GOT 63% SUPPORT TODAY. UM, WE GAVE HIM ALL THE BASIC INFORMATION, HOW MUCH HAS IT RAISED AND WHERE THE MONEY WENT TO AND, AND, AND WHERE THE MONEY GOES TO, UH, AND YOU GOT SUPPORT FOR IT. SO, UH, WE DON'T ALWAYS SEE THIS SHOW UP, BUT I THINK IT'S PARTLY DUE TO THE FACT THAT THEY'VE GOT FULL CONTEXT OF WHERE THE MONIES ARE SUPPOSED TO BE SPENT, UH, AND POTENTIALLY KNOWING THAT THERE'S KIND OF A THEME OF CONCERN OVER ROADS, UH, AND TRANSPORTATION, UH, IN THE COMMUNITY THAT THE MONIES ARE GOING TO GO ADDRESS THOSE CONCERNS. YOU CAN SEE. UM, ONE THING I WILL POINT OUT HERE IS THAT DEFINITELY YESES ARE [00:40:01] ACTUALLY OUTWEIGHED BY THE DEFINITELY KNOWS, EVEN THOUGH THE NO'S ARE ONLY 25% HERE. UM, IT IS, IT IS, UH, YOU KNOW, INTENSITY ON THE SIDE. YOU KNOW, THE MAJORITY IS WELL WITH IT. YOU CAN KIND OF SEE FROM A MESSAGING STANDPOINT, OLDER, UH, OLDER RESIDENTS, UH, CHILDREN IN THE HOME ALSO CONSIDERED. SO, UH, HERE'S YOUR PROFILE OF YOUR ENGINEER IDEA OF LOSING LAND THERE AND HOW LONG? UH, SO YOU'VE GOT, YOU KNOW, ESSENTIALLY PEOPLE WHO LIVE AND WE HAVE THEM FOR A PRETTY LONG TIME OR WORK EXTENDED PERIODS OF TIME IS WHO IS YOUR CONSTITUENCY, UH, OBVIOUSLY WITH GROWTH, THAT THOSE NUMBERS WILL CHANGE. UH, AND THEN, UH, WE ASKED THEM IF THEY'D BEEN IN TOUCH WITH THE TOWN IN 40 EMPLOYEE OVER THE COURSE OF THE LAST YEAR AND 75% SAY NO, UH, WHICH WAS NOT A PROBLEM, IT'S JUST, IT'S JUST NOT A PART OF WHAT THEY DID LAST YEAR, 22% SAYING YES. AND, UH, IN THIS KIND OF CATEGORY ENGAGED GROUP, UM, AMONG THOSE PEOPLE, HOW DO YOU RATE THE INTERACTION? 74% SAY GOOD AGAIN, NO VALUE JUDGMENT ON THERE. IT WAS OKAY. THEN THE QUESTION WAS ANSWERED. THEY WERE POLITE, YOU KNOW, NOTHING EXTRAORDINARY. SO REALLY STRONG NUMBERS. THERE WAS 8%, IT SAID PORT AND THAT'S CONCERN. AND, UH, THAT'S UH, SO WE ASKED HIM HERE. I SAID, IF THEY HAVE CHILDREN IN THE HOME BOY, UH, 41% HAVING CHILDREN IN THE HOME IS, IS REALLY SIGNIFICANTLY LARGER THAN A LOT OF OTHER SIBLINGS SITUATED COMMUNITIES. AND SO YOU'VE GOT A UNIQUE SITUATION OF HAVING A VERY LARGE, UH, POCKET AND THAT, UH, THAT CAN CERTAINLY HELP GUIDE YOUR PROGRAMMING AND YOUR, YOUR, YOUR SERVICES AND THINGS LIKE THAT. YOU'RE DEFINITELY A PLACE WHERE YOUR SERVICES NEEDED FOR YOUNG. AND THEN, UH, WE, WE MADE SURE THAT WE MATCHED LARGELY THE DEMOGRAPHIC OF, UH, THEY SEE IN, UH, BOUNCING. YOU CAN SEE, UH, HERE'S THE CENSUS NUMBERS, HERE'S OUR NUMBERS. UM, VERY, UH, YOU KNOW, ESSENTIALLY NASH THE GROUP, UM, VERY, VERY CLOSELY WITHIN A PERCENTAGE POINT OR TWO, UH, TO MAKE SURE THAT WE WERE FULLY REPRESENTATIVE, UH, UM, UH, I APOLOGIZE TO ANY CIVICS TEACHERS THAT ARE, UH, THAT ARE, THAT ARE WATCHING RIGHT NOW. UM, MOST PEOPLE DON'T WANT TO SERVE ON A TOWN COMMITTEE OR COMMISSION, NO, SORRY. UM, THOSE AMONG US IN THE WORLD WHO HAVE DONE THIS, I HAVE FOUND IT VERY REWARDING, BUT, UH, I APOLOGIZE, UH, THEY'RE FOCUSED ON OTHER THINGS. UH, SO, UM, SO, SO THAT'S THAT, UH, THIS MIGHT BE KIND OF COOL BECAUSE YOU DO KNOW NOW WHO MAYBE YOU CAN TARGET, UH, WHO MAY BE A LITTLE BIT MORE INCLINED, BUT MOSTLY JUST ARMS. UM, AND THEN HERE, JUST SO YOU KNOW, AGAIN, AS YOUR DEMOGRAPHICS, UM, THE, YOU KNOW, GENDER BREAKDOWN, AGE BREAKDOWN, HER CHILDREN IN THE HOME, THE PEOPLE WHO LIVE IN THE TWO DIFFERENT, UH, POSTAL CODES, UH, THE LANGUAGE DIFFERENCES, UH, IN HITTING THE SURVEY AND THEN HOW MANY SURVEYS WERE COMPLETED MY MODE. AND THEN OF COURSE YOUR ETHNICITY AS WELL. THIS IS YOUR COMMUNITY IS WHAT YOU'RE LOOKING AT. UM, I KNOW THAT WAS A LOT OF MATERIAL AND, UH, UM, WELCOME TO HAPPY TO TAKE QUESTIONS NOW, OR, UH, YOU KNOW, WE'RE ON THE TEAM, LOVED IT. AND SO IF, IF, UH, IF IT'S A MEMO THAT COMES TOMORROW OR, OR, OR IN SIX WEEKS FROM NOW, UM, WE'RE GOING TO ANSWER IT. WE'RE GOING TO GIVE A SPECIALIZED REPORTING. WE'RE GOING TO DO WHATEVER STANDARDS. WELL, WE SAW WHAT WAS ON THE PACKET INFO. I DIDN'T SEE ANOTHER EMAIL, BUT WHAT HE HAD WAS ON OUR PACKET INFO. DO WE HAVE ACCESS TO, IF YOU SAID NO, WHAT ARE THE COMMENTS AND ALL THAT YET. OKAY. AND THEN WHEN THEY SAID, NO, THERE WAS SUCH A HIGH PERCENTAGE OF OTHER LIKE, SAY NO, BUT WHAT DOES OTHER MEAN? UM, IF WE'RE TALKING TO OPEN ENDED RESPONSES, LIKE YOU HAD, LIKE, YOU HAD A QUESTION, I FORGET WHATEVER THEY SAID. NO. AND YOU SAID THESE PEOPLE, EXACTLY WHATEVER. AND THEN OTHER ALWAYS SEEMED TO HAVE A HIGH PERCENTAGE. WHAT, SO FOR INSTANCE HERE, OTHER OBVIOUSLY IT'S SMALL, WHAT HAPPENS IS WE WERE TO GIVE YOU IN THE SLIDE DECK, WE WANT TO GIVE YOU SOME, SOME, UH, SIGNIFICANT RESPONSES IN BUCKETS, ESSENTIALLY. SO YOU HAVE TO GET A SENSE OF WHAT PEOPLE ARE SAYING, BUT OFTENTIMES [00:45:01] WE'LL HAVE LITERALLY ONE OFF COMMENTS THAT REALLY DON'T CONFORM TO ANY PARTICULAR BUCKET. AND YES, IN THE OPEN-ENDED RESPONSES, YOU'LL BE ABLE TO MEET AND SEE THEM. AND THEY MAY SPEAK TO YOU BECAUSE YOU MAY HAVE HEARD IT, ESPECIALLY FROM A COUNCIL PERSPECTIVE, YOU MAY HAVE HEARD THIS IN OTHER PLACES, IN A GROCERY STORE, OR WHEN YOU'RE ON A HIKER OR A TRAIL. AND, AND SO IT MAY RESONATE WITH YOU, BUT IT JUST WASN'T ENOUGH TO PUT INTO A CATEGORY, YOU'LL BE ABLE TO READ THEM. AND ONE OF THE THINGS WE DO WHEN WE PRESENT THAT, THAT REPORTING, OBVIOUSLY WE DON'T IDENTIFY ANY INDIVIDUAL RESPONDENTS, BUT YOU WILL SEE CONTEXT FOR THEIR AGE CATEGORY, THEIR GENDER, HOW LONG THEY'VE LIVED IN TOWN, UM, AND, AND THEIR, THEIR, THEIR ETHNICITY. SO YOU GET SOME SENSE OF, OKAY, WHO IS, UH, NOT INDIVIDUALLY, BUT THE EXPERIENCE IN LIFE THIS PERSON HAS WHEN YOU'RE READING THEM. THANK YOU. YEAH. I'D LIKE TO ASK A QUESTION. I I'M, I'M CONFUSED ON THE 18 AND UNDER IN THE HOUSEHOLD. YES. THAT NUMBER WAS IN THE 40 PERCENTILE. UM, YEAH, IT WAS 41% 41%. WERE YOU ABLE TO DETERMINE, I DON'T KNOW IF IT WAS ASKED? WELL, I GUESS YOU DID. UH, HAVE YOU HAD ANY CONCEPT? WE ARE, UH, AVERAGE MEDIAN AGE IS AROUND 37 TO 38. ANY, ANY FIELD FOR THAT AND IN THIS SURVEY, BECAUSE I WOULD HAVE EXPECTED THAT NUMBER TO BE HIGHER, BUT I MEAN, MAYBE I'M JUST NOT THINKING CORRECTLY ON THAT THE NUMBER OF KIDS IN THE HOUSEHOLD WOULD BE HIGHER THAN THIS YOUNG FAMILIES I WOULD HAVE. YEAH. I MEAN, THIS IS HUGE BY THE WAY. I MEAN, YOUR TYPICAL CHILDREN AND HOUSEHOLD, UH, IS IN THE HIGH TWENTIES. SO LUCKED IN IS, IS DRAMATICALLY HIGHER THAN ANY OTHER COMMUNITY THAT WE SERVE A REALLY BIG NUMBER. HEY ADAM. ONE OF THE THINGS THAT I THINK WILL HELP WITH A LITTLE BIT IS WHEN YOU START PREPARING THE FINAL STUFF TO TRANSMIT, AS IF MAYBE YOU COULD DO SOME COMPARISONS, MAYBE YOU COULD SHOW LIKE HOW WE COMPARE TO SOME, LIKE YOU KEEP MENTIONED COMPARABLE TOWNS. MAYBE YOU COULD SHOW US A COMPARISON COMPARED TO TWO OR THREE THAT YOU MIGHT SAY THAT A SIMILAR, SO WE CAN SEE HOW WE COMPARE TO SOME OF THESE OTHER TOWNS OR CITIES THAT YOU'VE SURVEYED. YEAH. AND THE TWO OTHER ITEMS. CAUSE THAT WAS WHAT HE JUST SAID WAS ONE OF THEM I WAS GOING TO HAVE YOU GO BACK TO THE VERY FIRST GRAPH AND, AND, YOU KNOW, I DON'T KNOW HOW YOU, YOUR ASSESSMENT, IF YOU WERE GOING TO GIVE GRADES FOR EXAMPLE. AND I DON'T KNOW IF IT'S POSSIBLE, LIKE ABC OR B MINUS OR SOMETHING. I DON'T KNOW WHERE WE STAND IN THIS WORLD. CAUSE THERE'S NOTHING TO COMPARE IT TO, TO STEVEN'S POINT. UH, I REALLY HAD THE DAY, UH, TO DO, UH, GIVE A LETTER GRADE JUST BECAUSE I, AS I SAID, THIS ISN'T AN ACADEMIC EXERCISE. WE REALLY DO LOOK FOR, UH, YOU KNOW, BIG PLURALITY AND MAJORITIES. AND IF YOU LOOK AT, YOU KNOW, IF YOU LOOK AT, LET'S SAY, YOU KNOW, ANY OF THESE, ANY OF THESE NUMBERS, UM, YOU KNOW, THESE ARE DRAMATIC NUMBERS AND BEING HAPPY WITH, WITH EACH OF THESE DIFFERENT INDIVIDUAL SERVICES AND, AND, UM, UM, YOU KNOW, ANY OF THESE THINGS, PEOPLE ARE IT WITH THIS DELTA, YOU KNOW, BEING, YOU KNOW, THREE TO ONE, ESSENTIALLY BEING SATISFIED WITH THINGS LIKE ECONOMIC DEVELOPMENT. THOSE ARE BIG, BIG NUMBERS. I'LL ADD PER PER STAFF RECOGNITION, ALL, ALL ADD CONTEXT. BUT, UM, THERE IS, UM, UH, 81% IS OFF THE CHARTS. UH, 76% IS HUGE. UM, ANYTHING OVER MAJORITY IS, IS REALLY A STRONG, STRONG PLACE TO BE. AND LIKE I SAID, THE REAL, THE REAL KIND OF TELLING, UM, DATA OVER TIME WILL COME WHEN YOU CAN SEE KIND OF, HOPEFULLY SIMILARLY YOU A STAYING STEADY WE'RE INCREASING TRAJECTORY, WHICH IS WHAT WE SEE IN MOST OF THE COMMUNITIES THAT WE'RE SERVING BECAUSE THE, THE, THE STAFF AND THE COUNCIL BASICALLY TAKE THE RESULTS TO HEART AND ADDRESS THE CONCERNS THAT THEY'RE SEEING IN THE DATA. AND THEN THEY'RE ABLE TO, UH, REALLY SEE THOSE NUMBERS IMPROVE OVER TIME. YEAH. MY LAST QUESTION WAS THE I'M SURE I GOT THIS CORRECTLY. THERE WAS THE DRIVING, THE DRIVING CONSENSUS SEEMS TO BE, YOU KNOW, FOR THE RESIDENTS ABOUT GROWTH, TRANSPORTATION AND HOUSING. UM, BUT I THOUGHT THERE WAS A QUESTION YOU ASKED IN THERE ABOUT RESIDENTIAL, WHETHER THE PUBLIC THOUGHT THERE WAS ENOUGH RESIDENTIAL UNITS OR GROWTH OR SOMETHING ALONG THAT LINE. AND THAT NUMBER, UM, SAYS JUST ABOUT RIGHT. [00:50:01] YEAH. 58%. SO YOU JUST SPENT, RIGHT. I MEAN, WHAT HAPPENS IS KEEP IN MIND THAT, UM, IT DOESN'T TAKE A MAJORITY TO, TO INFLUENCE, UH, YOU KNOW, TO, TO CONSTITUTE. YOU'RE GONNA GO BACK TO THINGS THAT ARE IMPORTANT TO PERSONALLY, TO ME, UM, YOU KNOW, THESE ARE, PEOPLE COULD SEE MULTIPLE THINGS. SO EVEN THOUGH A MAJORITY SAYS, YOU WE'RE, WE'RE JUST ABOUT RIGHT. THEY COULD HAVE ALSO SELECTED, RIGHT. IT'S PERSONALLY IMPORTANT TO ME THAT WE MANAGE GROWTH AND DEVELOPMENT. IT DOESN'T NECESSARILY MEAN THAT THAT THERE'S WAY TOO MUCH OF IT. IT MAY JUST MEAN, HEY, I THINK WE'RE PRETTY GOOD PLACE RIGHT NOW. WE DON'T KNOW WHAT TO ADD TO, OR SOME OTHER PERSPECTIVE. SO, UH, SO YEAH, YOU'RE IN A SPIRIT, A GOOD PLACE WITH WHERE YOU ARE NOW AT A GROUP OF PEOPLE WHO WANT MORE, A SMALL GROUP OF SIZEABLE THOUGH. THINGS THAT, THAT YOU GOT YOUR MARGIN. AND THAT'S WHAT HANGOUTS STAFF, I GUESS Y'ALL TALK TO HIM. ANYONE AUDIENCE HAVE QUESTIONS. THANK YOU. WE LOOK FORWARD TO SEEING THE REPORT AND WHAT DOES THAT TOMMY, HE'S STILL DOING THE SURVEY. HE SAID, I USED TO END UP TOWN-WIDE THE STAFF SURVEY. HE'S DOING STAFF SURVEY RIGHT NOW. I WOULD HOPE YOU COULD GET ALL OF STAFF. WE, WE DON'T HAVE THOUSANDS. SO IS THE GOAL TO CALL THEM ALL OR EMAIL OR WHAT, WHAT IS YOUR PROGRAM ON THAT? WE HAVE, UH, JUST LOOKING AT POLITICS, LOOKING DOWN WITH THE NUMBER. I DIDN'T KNOW, UM, THIS, UH, HR KNOWS THIS, THAT YOU HAVEN'T GOT 71 RESPONSES SO FAR, SO WE'RE IN A REALLY STRONG POSITION. UM, YES, WE'RE EMAILING, UH, ALL STAFF AND, UH, DEPENDING ON WHERE WE ARE WITH A REMINDER, WHICH WILL GO OUT THE NEXT STEP, RIGHT? IT'S 24 HOURS. UM, WE, WE MAY INITIATE OTHER CONTACT AS WELL TO, TO ENCOURAGE THEM TO RESPOND, UH, WHICH IS TOTALLY CONFIDENTIAL. UH, THERE WAS NO, UH, THE, YOU KNOW, THE, THE, THE MANAGEMENT, NO ONE EVER SEES WHERE THE, UM, WHERE THOSE RESPONSES CAME FROM. SO MARGARITA, THEY CAME FROM SO REALLY ENCOURAGE STAFF TO RESPOND TO THE, OKAY. I THINK THE EMAIL ACTUALLY ONLY WENT OUT THURSDAY, WEDNESDAY, OR THURSDAY, AND WE HAVE A HUNDRED. AND HOW MANY, WHAT DO WE HAVE IN STORE? THOSE ARE FTES. WE HAVE SOME ATTRITION, SO IT'S LIKE 120, 120. OKAY, GREAT. OKAY. THANK YOU. KEEP WORKING. YOU HAVE A PLANE THAT KEEPS GOING UP BEHIND YOU. WHERE ARE YOU? OH, UH, I'M IN RIGHT NOW. I'M IN NEWPORT BEACH, CALIFORNIA. WE, UH, WE'VE GOT OFFICES IN DC AND SAN FRANCISCO, AND LUCKILY I GET TO BE IN NEWPORT BEACH TODAY. I WAS WATCHING THE WHOLE TIME. NO POLICE THE PRESENCE IN THOSE TRAFFIC. I DON'T SEE ANY POLICE OR I DON'T SEE RED LIGHTS. UH, IT JUST SO HAPPENS THAT THE SAFEST COMMUNITY . THANK YOU. UM, I DON'T KNOW. I THOUGHT WE TOOK OFF UPDATE, BUT WAS, THINK WE JUST HAD ONE ON THERE AND THAT WAS THE ONE FOR THE POLICE, BECAUSE Y'ALL, HAVEN'T RECEIVED ANYTHING OFFICIAL ON THAT. JUST AN UPDATE EMAIL FOR ME. SO WITH US WANTING TO BREAK GROUND AND MOVE FORWARD AND TO GETTING THE DONATION, WE WANTED TO HAVE AN UPDATE ON THAT ONE FOR COUNCIL UP ON THAT, AH, THAT BEEN HERE IN AWHILE. YOU'VE BEEN CREATED IN YOUR, I WOULDN'T BE HERE TONIGHT, BUT KIM CAME DOWN WITH COVID THIS MORNING. OH MY GOODNESS, GRACIOUS. TOMMY, STAY AWAY FROM HIM. I TOLD TOMMY TO STAY AWAY FROM YOU. I'M HERE TONIGHT TO GIVE YOU AN UPDATE ON SOME SELECT CIB PROJECTS. AND IT SOUNDS LIKE YOU JUST WANT TO DEAL WITH THE LEC AREA. SO WE CAN DO THAT. I HAVE A LIST OF OTHER PROJECTS. IT'S AN OVERVIEW OF WHAT PROJECTS WILL BE GOING UNDER CONSTRUCTION FOR THE REMAINDER OF THIS FISCAL YEAR. SO WE CAN GO EITHER WAY ON THAT, MAKE SURE WE COULD GET THAT TOO. IT'S IN HERE. SO, UM, THE LEC, WE FINISHED CONSTRUCTION ON THE ORIGINAL SCOPE OF WORK. NOW W DURING THE COURSE OF CONSTRUCTION, WE CAME UP WITH SOME SUGGESTIONS FOR ADDITIONAL THINGS THAT COULD GO ON OUT THERE. AND ONE OF 'EM WAS A REFLECTION PLAZA, UM, A PLACE FOR LAW ENFORCEMENT AND PERSONNEL TO RELAX AND REFLECT AND REGROUP. THE CONCEPT FOR THE PLAZA IS TO, AS A CONCRETE PATIO, A GRILL FIRE PIT LANDSCAPING AND SITE FURNISHINGS. WE'RE CURRENTLY LOOKING AT TWO [00:55:01] DESIGN CONCEPTS, AND WE'D LIKE TO GET YOUR INPUT IF YOU AND OUR PROPOSED BUDGET IS $75,000 REFLECTION PLAZA IS LOCATED ON THE NORTHWEST CORNER OF THE EXISTING LAW ENFORCEMENT CENTER. THAT'S INSIDE THE GATED AREA WHERE THE NEW PARKING IS IT'S ON THE, UH, IT'S, UH, NORTH OF THE SALLY PORT AREA. THIS, UH, THIS IS ONE OF THE DESIGNS THAT WE'RE LOOKING AT. IT HAS THE, REALLY THE DIFFERENCE HERE IS IT HAS A FIRE TABLE INSTEAD OF A FIRE PIT. I WILL GO THROUGH THESE CONCEPTS. THERE'S TWO OF THEM, AND THEN WE'LL HAVE A LITTLE DISCUSSION ON IT POSSIBLE. CAUSE I KNOW MS. UM, CHIEF PRICE HAS SOME IDEAS ALREADY. UM, PROBABLY CAN YOU SEE MY CURSOR WHERE I HAVE IT RIGHT NOW IS A BIG GRILL IS A GOOD SIZE GRILL WITH A 42 INCH GRILL WITH CABINETS ON NEITHER SIDE. THAT'S THE FIRE TABLE AND THEN THERE'S TABLES AND CHAIRS. THERE'S ALSO BEHIND THIS GRILL, A LITTLE SCREEN DECORATIVE SCREEN PANEL THAT SCREENS THIS AREA FROM THE PARKING LOT. THAT'S SO FURTHER TO THE WEST. THESE ARE SOME OF THOSE COMPONENTS. YOU CAN SEE THE FIRE TABLE AT THE TOP OF THE, AND THE SHADE SALES. THAT'S SOMETHING I DIDN'T MENTION. ALSO THIS IS ON THE WESTERN SIDE OF THE BUILDING, VERY TOUGH ENVIRONMENT. UH, SO I THINK THE SHADES GOING TO BE, UH, IMPORTANT THERE'S UM, UH, TOP OF THE SHEET OF THIS ONE IS THE KIND OF THE DESIGN OF THE GRILL. AND THEN THERE'S SOME COMPONENTS DOWN AT THE BOTTOM. THE THREE IMAGES, THE ONE ON THE LEFT IS TRYING TO SHOW THAT SCREEN PANEL, THAT DECORATIVE SCREEN PANEL CHAIRS AND ARE ON AROUND DECK CHAIRS AND JUST A TABLE AND CHAIRS SECOND FLAT. THE SECOND CONCEPT IS JUST BASICALLY INSTEAD OF A FIRE TABLE, IT'S A FIRE PIT, SOME MASONRY FIRE PIT THAT'S THAT'S BUILT ON SITE THAT WOULD, THAT'S A LARGER PIECE. SO THAT WOULD FORCE THE GRILL TO BE MORE ON THE NORTH SIDE OF THE SPACE. SO, UM, IT KINDA TAKES UP A LITTLE BIT MORE SPACE, A LITTLE BIT LESS ROOM FOR TABLES AND CHAIRS, BUT AGAIN, THE SAME CONCEPT WITH A SHADE SALES, SAME COMPONENTS. THE ONLY DIFFERENCE I I CAN SEE IS THE LOCATION OF THE GRILL AND WHETHER IT'S A FIRE TABLE VERSUS FIRE PIT. SO, SO OUR NEXT STEPS, REALLY, AND I, MAYBE WE SHOULD JUST TALK ABOUT, UH, HE PRICE. YOU MIGHT WANT TO GIVE YOUR INPUT ON WHAT YOU GET YOU PROVIDED TO ME JUST PRIOR TO THE MEETING HERE AND THIS, THE FIRE PIT AND FIRE TABLE, THE SAME HEIGHT. YEAH. THEY'D PROBABLY BE 18 TO 24 INCHES HIGH. SO IT JUST GIVES MORE SPACE FOR TABLES AND CHAIRS. WE WANT HER TO SAY HER NAME AND ADDRESS DEFINITELY PRIVATES ONE-ON-ONE PROGRESSIVE. STRICT. OKAY. SO, UM, THANK YOU VERY MUCH FOR HAVING ME UP HERE TO TALK ABOUT THIS. I DID AN INFORMAL POLL. I GOT THE CONCEPT DRAWINGS TODAY. SO I DID AN INFORMAL POLL OF STAFF, YOU KNOW, PROBABLY NOT GOING TO BE OUT THERE USING IT UNLESS THEY INVITE ME TO COME OUT THERE. ONE THING THAT THEY DID MENTION THAT THEY'D LOVE TO HAVE AS LIKE A LONG TABLE WITH SEATS WITH BACK, MAYBE NOT NECESSARILY A PICNIC, BUT A COMMUNAL TABLE WHERE THEY COULD ALL SHARE THE MEAL THAT THEY GRILLED. AND THAT WAS ONE THING THAT THEY WERE VERY INSISTENT UPON. AND I COMPLETELY AGREE AS YOU ALL KNOW CONVERSATIONS HAPPEN OR WHEN YOU SHARE MEALS. AND SO, AND THAT IS ONE THING THAT THEY DO OFTEN. I DON'T KNOW IF YOU'RE AWARE OR NOT, BUT EVERY SUNDAY, A SPECIAL TO THE OFFICERS THAT WORK AS THEY OFTEN HAVE A DINNER TOGETHER. AND EVERY SUNDAY, OUR PIT, THEY, THEY, THEY WEREN'T REALLY INTERESTED IN THE FIRE PIT. THEY WERE REALLY INTERESTED IN THE GRILL, VERY INTERESTED IN THE GRILL. AND THEY WERE VERY INTERESTED IN SOME SORT OF LONG TABLE THAT HEAVY DUTY SEATING. SO THEY WOULDN'T HAVE TO BRING IT IN EVERY TIME THE WIND BLOWS OF COURSE, CAUSE WE DON'T HAVE TIME TO DO THAT. UM, BUT THEY WERE VERY INTERESTED IN A GRILL, VERY INTERESTED IN THE LONG SEATING. SO I ASK YOU TO CONSIDER THAT PLEASE. THANK YOU. I WAS KIND OF THINKING THAT TO THE ROUND FIRE PIT JUST LOOKS LIKE WE BUILT A PLACE FOR, WITH THE FIRE PIT AND WHO'S GOING TO BUILD A FIRE LIKE, AND SIT, I'D RATHER SEE I'M WITH CHIEF TABLES OR TABLES. MAYBE NOT THE ROUND TABLES, DO MORE TABLES AND REALLY HAVE A PLACE FOR THAT, THAT GRILL. BUT I'M YOUNG TO THE THOUGHT. I HAVE A QUESTION ON THIS FOR [01:00:01] THAT'S THE ONE THAT HAS SHIFTED, BUT THEY USE THE SPACE WHILE THEY'RE ON SHIFT. I'LL COME TO, UM, I WILL TELL YOU THOUGH, OFTENTIMES AS THE COMRADERY GOES, THEY WILL COME WHEN THEY'RE OFF DUTY AND EAT WITH THE SHIFT AS WELL, ALL TIME MULTI WELL IT'S ON THE TWO LAYOUTS AND THE ADDED FROM CHIEF. WELL, I, I, I WAS GOING TO ASK, DID YOU ASK THE STAFF AND YOU DID. AND SO I THINK THAT'S THE PREEMINENT OR, YOU KNOW, DECISION FROM MY PERSPECTIVE, I WOULD SAY REGARDING, UH, THE OTHER FIRE, WHAT DID YOU CALL IT? WHEN THE FIRE PIT FIRE, WHAT TABLE? THAT'S THE KIND OF THING THAT COULD ALWAYS BE ADDED AT A DIFFERENT TIME? YOU KNOW, THE SCALE OF IT, IF SO DESIRED. SO I WOULD, I WOULD KIND OF WEIGH MY RESPONSE TO WHAT THE CHIEF WAS SAYING I DON'T THINK THEY NEED A FIRE TABLE NOR A FIRE PIT. AND YOU LOOK HERE. I MEAN, I WOULD THINK IT'S LESS MONEY. IF YOU LOOKED AT HEAVIER, I'M PROBABLY EQUAL ACTUALLY HEAVIER, HEAVIER, LIKE TABLES. THAT'LL STAY THERE. UM, AND MAYBE, MAYBE ADIRONDACK CHAIRS TOO, IF THEY'RE JUST SITTING, BUT, UM, AROUND THE GRILL. BUT I THINK THE ROUND TABLE FOR FOUR JUST DOESN'T DO MUCH, IT ALMOST SEPARATES FOUR FROM THE GROUP AND THE MORE COMMUNAL TABLES, UM, BRINGS ALL OF US TOGETHER IS MY THOUGHT. AND I'M GLAD THAT THEY SAID THAT. CAUSE I, THE POINT TO THAT IS I THINK IT'S THIS CURSE ON US THAT STEVEN BROUGHT COLD WEATHER TO US, BUT WE NORMALLY DON'T HAVE THAT MANY COLD DAYS TO SEND IT THIS THOUGHT AROUND A FIRE TABLE OR FIVE. WE DON'T WANT TO MESS WITH YOUR CREATIVITY BECAUSE YOU'RE REALLY GOOD AT THESE THINGS LIKE REALLY, REALLY GREAT THAT'S THE PROGRAM. WE STARTED OUT WITH WHAT WE NEED IS WHAT THEY REALLY, BUT THEY WANT WHAT THEY'LL USE. OKAY. SO LONGER COMMUNAL TABLES, DEFINITELY THE GRILL OR ON DECK CHAIRS, AN ICE CREAM. UM, AND I LOVE THE COVERING FOR THE SIGN. I WISH WE DID THAT AT MORE OF OUR PARKS. I LOVE THEIR SHADE SALES. IF THE GRILL IS WHAT'S ACTUALLY GOING TO BE, IS GOING TO BE DEDICATED TO THE OFFICER. SO THAT'S THAT, THAT WAS THE MAIN PURPOSE WAS TO HOUSE THE GRILL. BUT I, I AGREE. I THINK WITH WHAT COUNCIL SAID, WE CAN WORK TOWARDS THAT AND MAKE SURE WE GET SOMETHING THAT REFLECTS THE OFFICER'S INPUT AND COUNCIL'S DESIRE ON THAT. EASY. YOU PUT THAT GIRL OVER TOWARD THAT LONG COURT IN, THEN YOU HAVE MORE ROOM FOR THE TABLES RATHER THAN I SEE THEM GRILLING AND THEY'D STAMP THAT. I MEAN, YOU KNOW, BUT YOU CAN DESIGN IT. GREAT. GROUNDBREAKING FEBRUARY TO, I'M GOING TO, I'M GOING TO CHANGE THAT TO MARCH JUST BECAUSE WE'RE NOT THROUGH, WE'RE NOT THROUGH DESIGN YET. OKAY. STILL CAN FINISH IT. I THINK BY MAY. THANK YOU VERY MUCH. OKAY. LET ME GO TO THE NEXT ONE. OBSTACLE COURSE. THAT'S ANOTHER THING THAT'S UH, THAT WE HAD IN THE ORIGINAL DESIGN. WE ENDED UP PUTTING A STORAGE SHED OUT THERE THAT KIND OF TOOK UP THE SPACE OF THE OBSTACLE COURSE AREA. SO NOW THEY'D LIKE TO SEE A, AN AREA DEDICATED FOR AN OBSTACLE COURSE FOR TRAINING, UM, FOR THE POLICE ACADEMY AND MAINTAIN READINESS READINESS. UM, AND AS FAR AS CIP, THE PROJECT WOULD INCLUDE ADDITIONAL FENCING, BRICK, COLUMNS, LANDSCAPING, LIGHTING, A GATE, UM, AND THE OTHER ELEMENTS WOULD BE PROVIDED BY THE POLICE DEPARTMENT WITHIN THEIR BUDGET. THEY HAVE SOME OF THEIR OWN FEATURES. THIS IS ANOTHER WHERE THIS LOCATED, IT'S BEHIND THE, THE LEC BUILDING. IT'S NOT, IT'S IN AN AREA THAT'S OUTSIDE THE FENCE LINE NOW. SO WE'D HAVE TO PUT A FENCE AROUND IT. JUST TO KIND OF AN EXAMPLE, WE GOT OFF THE INTERNET OF WHAT KIND OF EQUIPMENT KIND OF GOES IN THESE THINGS. IT'S NOT WHAT THEY USE. I, NO, I'VE GOT PICTURES OF WHAT THEY'D GOT. THIS IS THE EXISTING FENCE. THAT'S OUT THERE IN THE COLUMNS THAT GO IN. THIS IS EQUIPMENT THAT THEY HAVE THAT KIND OF LOG IN AND OUT. UM, BUT NOW THEY'LL HAVE A PERMANENT LOCATION FOR SOME OF THESE THINGS PLUS ADDITIONAL ITEMS. AND WE ARE LOOKING AT, UH, YOU KNOW, COMPLETE THE DESIGN AND PERMITTING THIS JANUARY. WE GOT THE POST TO SOLUTION SOLICITATION FOR THIS. SO WE'LL BE LOOKING FOR APPROVAL IN MARCH AND WE'LL START CONSTRUCTION IN APRIL. RIGHT? SO STEVEN, THERE'S THIS WHOLE LIST OF PROJECTS AND THINGS [01:05:01] THAT ARE GOING TO BE GOING UNDER CONSTRUCTION IN THE NEXT, UH, NEXT FIVE MONTHS. DO WE NEED TO GO THROUGH THESE OR YOU WANT TO CUT IT OFF? YES, BECAUSE I GOT TO GET OUT OF HERE 10 MINUTES. OKAY. THIS LITTLE PROJECT, THAT PHASE FIVE, THE I S YES. OKAY. WE HAVE, WE HAD TO BASICALLY FIRE THAT CONTRACTOR. HE WASN'T PERFORMING, HE WAS A DLT BUFORD, JASPER WATER, SEWER AUTHORITY. NOBODY WAS HAPPY WITH HIM. SO WE KIND OF HAD TO DO TAKE A STEP BACK. AND NOW WE'RE LOOKING AT, UH, THE SCOPE OF WORK THAT NEEDS TO BE COMPLETED TO FINISH THE PROJECT. AND WE'LL PUT OUT A SOLICITATION PROBABLY IN FEBRUARY OR MARCH, AND WE'LL START BACK UP IN APRIL TO FINISH IT OUT. A GOOD PLAN FOR ME, HE KNEW THIS CONTRACT WAS UP THREE MONTHS AGO. PART OF THE ISSUE WITH THAT IS IT HAS GOT FEDERAL FUNDS IN IT, AND IT REQUIRES THE FEDERAL GOVERNMENT TO REVIEW EVERYTHING THAT'S BEEN DONE. AND ALSO REVIEW WHAT WE'RE PREPARING TO GO BACK OUT TO BID. AND WE CAN'T, THE FEDERAL GOVERNMENT IS WHAT'S SLOWING THE PROCESS DOWN TO GO BACK OUT TO BID BECAUSE OF THE FIRING OF THE ONE THEY WENT THROUGH THAT PROCESS. WE WENT, WE WENT THROUGH THAT PROCESS BEFORE AND WHOEVER WE PICKED GOT FIRED, RIGHT. I'D BE FOR JASPER ABOUT US FOR BOTH. OKAY, NICE. SO WE'RE ESSENTIALLY HAVING TO GO THROUGH THAT PROCUREMENT PROCESS FOR THE REMAINING PORTION OF THE, OF THE, UH, THE PROJECT, JUST HAVING TO GO THROUGH IT TWICE BECAUSE, UH, TERMINATING THAT EARLIER CONTRACTOR, NOT TO LOSE OUR LOW COST FUNDS. SO ARE WE, ARE WE HAVE A RISK OF LOSING THEM BECAUSE IT'S SO NO THEY'RE AWARE WE'VE BEEN KEEPING THEM AWARE OF, OF OUR SCHEDULE AND WHAT WE'RE DOING. MATTER OF FACT, WE'RE MEETING WITH BUFORD JASPER WATER, SEWER AUTHORITY TOMORROW TO DETERMINE THE EXACT, SO SCOPE OF WORK THAT WAS CONSTRUCTED, THAT THEY WILL ACCEPT. SO WE CAN DETERMINE THE SCOPE TO S TO PUT OUT A SOLICITATION FOR A NEW CONTRACTOR HAPPENING TOMORROW. UM, ONE OTHER THING I KNOW THERE'S SOME RESIDENTS THAT HAS, UM, ALL GRAY AND CABLE ISSUES BECAUSE I CHECKED A PAIR OF WIRES ON TOP OF THE GROUND. HAVE I'M NOT PARTICULARLY, I'M NOT AWARE OF THAT ONE. I CAN TALK TO THE PROJECT MANAGER AND LET HIM KNOW THAT THEY'RE STILL CONCERNED ABOUT COMMUNICATION CABLES. OKAY. LET ME TALK TO MARK ABOUT THAT. THANK YOU. THANK YOU. THANK YOU VERY MUCH. A LOT OF WORK. AND, UM, I KNOW WE'RE GONNA GET THROUGH IT AND THEN WE'LL HAVE STRATEGIC PLAN AND YELLOW CONFINE US TO BE IN A LITTLE SMARTER ON HOW MUCH WE GIVE YOU ANYTHING ELSE FOR THE GOOD OF ANYONE, YOUR MOTION TO ADJOURN. WE'RE DONE. THANK YOU ALL VERY MUCH. THE COUNTY CHANNEL IS ALSO AVAILABLE ON VIDEO ON DEMAND. AND THANK YOU FOR WATCHING THE COUNTY CHANNEL. THIS IS LARRY ROLAND, AND THIS IS A BUFORD COUNTY MOMENT. ONE OF THE EXCITING ASPECTS OF COLOGNE, THE COLONIAL SEA ISLANDS WAS THE ARRIVAL OF NUMEROUS FREEBOOTERS AND PIRATES IN THIS AREA. THE PIRACY [01:10:01] AND THE CARIBBEAN WAS ESSENTIALLY ENDED IN 1713 WITH A TREE BETWEEN SPAIN AND ENGLAND. BUT THE PIRATES WHO, UH, HAD INFESTED THE SPANISH MAIN FOR A HUNDRED YEARS, MOVED NORTH MANY, MOVED INTO THE BAHAMAS. MANY MOVED INTO THE SEA ISLANDS OF THE SOUTH CAROLINA COAST AND INTO THE OUTER BANKS OF NORTH CAROLINA IN THIS AREA, THE COMMON PIRATE HANGOUT WAS THE COAST OF NORTH CAROLINA, WHICH WAS LESS POPULATED AND LESS DEFENDED THAN EITHER THE SEA ISLANDS OR THE NORTH COAST OF SOUTH CAROLINA. SO IN 17, 19 SOUTH CAROLINA SENT A FLEET TO NORTH CAROLINA, WHICH CAPTURED STEVE BONNET AND SANK. HIS VESSEL DROVE BLACK BEARD NORTH INTO BEAUFORT, NORTH CAROLINA, WHERE VIRGINIANS CAPTURED HIS VESSEL AND KILLED BLACK BEARD. AND HIS VESSEL QUEEN ANNE'S REVENGE IS BEING ARCHEOLOGICALLY RECOVERED OFF OF BEAUFORT, NORTH CAROLINA, AS WE SPEAK, UH, SOUTH OF CHARLESTON, THIS PLACE BECAME A VERY ACTIVE CENTER FOR A PRIVATEER WAR IN THE 1730S AND 1740S. THAT WAS ESSENTIALLY A CONTEST BETWEEN THE SPANISH AND ST. AUGUSTINE AND THE ENGLISH AND CHARLESTON DURING THE 1740S SPANISH, PRIVATE INFESTED THIS COAST AND VIRTUALLY STOPPED THE MARITIME TRADE FROM PORT ROYAL, NEAR BUFORD, AND FROM CHARLESTON HARBOR. THE MOST NOTABLE OF THOSE SPANISH PRIVATEERS WAS FRANCISCO LORENZO. AND HE WAS A NOTED GENTLEMEN. HE CAPTURED MANY SOUTH CAROLINIANS IN HIS VOYAGES, CAPTURED 56 ENGLISH VESSELS OFF THE COAST OF SOUTH CAROLINA IN THE SINGLE YEAR OF 1741. BUT ALL OF IT, HIS PRISONERS, HE TREATED WELL WHEN HE WAS FINALLY CAPTURED BY SOUTH CAROLINA NAVAL FORCES IN LATE 1741, HE WAS TAKEN TO CHARLESTON AND THE POPULATION ASSEMBLED AND CHEERED HIM WHEN HE CAME TO SHORE BECAUSE HE HAD BEEN SUCH AN HONORABLE PIRATE. IF THERE IS SUCH A THING, OTHER PIRATES, FRENCH AND SPANISH CONTINUED TO INVEST THE COAST FROM 1742 TO 1744. AND THEN AGAIN FROM 1748 TO 1751, THE LAST SPANISH PIRATE DON JULIAN DE VEGA, UH, WAS HERE AS LATE AS 1760. AND HE WAS CAPTURED BY SPANISH GARDA, KOSTAS, NOT ENGLISH COAST GUARD. DURING THAT TIME, THE BEAUTIFUL TONES AND THE CHARLESTONIANS BUILT TWO INLAND GALLEYS ROWED GALLEYS WITH HEAVY GUNS THAT COULD PROTECT THE INLAND WATERS FROM THE SPANISH AND FRENCH FREE BOOTS. BUT BETWEEN 1739, WHICH IS THE BEGINNING OF THE WAR OF JENKINS EAR AND 1763, WHICH WAS THE TREATY OF PARIS THAT ENDED THE FRENCH AND INDIAN WAR. THIS WAS AN ACTIVE AREA FOR PRIVATEERS AND PIRATES AND THEIR COUNTER FORCES, THE GALLEYS OF SOUTH CAROLINA AND JORDAN. THIS IS LARRY ROLAND. THIS HAS BEEN A BUFORD COUNTY TO SEE MORE BEFORE COUNTY MOMENTS GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB. HEY HONEY, CAN YOU SET THE TABLE 9 1 1? WHERE'S YOUR EMERGENCY? UM, MY HUSBAND HE'S, HE'S LAYING ON THE FLOOR IN THE BATHROOM. HE'S NOT BREATHING. ALL RIGHT. WE HAVE SOMEONE IN ROUTE. OKAY. COULD DO YOU KNOW HOW TO DO CPR? I MEAN, I LEARNED IT A LONG TIME AGO. I NEEDED TO START CPR. OKAY. I'M GOING TO STAY ON THE LINE. I'M GOING TO WALK YOU THROUGH IT. GOOD MORNING. IT IS MY SINCERE PLEASURE TO WELCOME YOU TO THE RIBBON CUTTING CEREMONY FOR THE FIRST SHANKEN ROAD EMS STATION THAT WE BUILT. UM, WE ARE HOPING TO BETTER SERVE THE COMMUNITY AND RESPONSE TIMES IN THIS AREA BY HAVING A STATION HERE. AND WE JUST WANTED TO THANK EVERYBODY FOR COMING. THIS WILL BETTER. THE RESPONSE TIMES WILL BE REDUCED. WE'RE RUNNING ABOUT 16,000 CALLS A YEAR, APPROXIMATELY 325 CALLS A WEEK. SO ANYTHING WE CAN DO TO ADD STATIONS AND PERSONNEL IS GOING TO BETTER SERVE THE COMMUNITY BY HAVING US TO WHERE WE CAN GET TO PEOPLE'S HOUSES IN CRISIS, YOU KNOW, QUICKER RESPONSE TIME. UM, I ALSO WANT TO THANK COUNTY COUNCIL FOR, UM, THEIR SUPPORT OF THIS PROJECT [01:15:01] AND FILL FOOT BECAUSE WITHOUT THEM, WE WOULD HAVE NEVER HAD THIS PROJECT COME OFF THE GROUND. SO AGAIN, WE WANTED TO THANK EVERYONE FOR THE CEREMONY COMING OUT. WE KNEW IT WAS RAINING, SO WE WEREN'T SURE HOW MANY PEOPLE WOULD BE ABLE TO COME OUT, BUT WE APPRECIATE YOUR COMING OUT IN THE WEATHER. AND WE APPRECIATE YOU COMING TO SEE OUR NEW STATION. I'D LIKE TO INTRODUCE THE PHIL FOOT. WHO'S THE, UM, THE DIRECTOR OF PUBLIC SAFETY, PHIL. ALRIGHT, THANK YOU, DONNA. THANK YOU FOR STOPPING THE RAIN LIKE I ORDERED. THAT'S EVERYBODY THAT'S STANDING OUT HERE RIGHT NOW AND EVERYBODY THAT'S WATCHING. UH, I LOOK OUT AND I SEE, UH, OUR BROTHERS AND SISTERS FROM OUR FIRE DEPARTMENTS THAT WORK CLOSELY WITH US ON OUR MISSION, ALONG WITH OUR LAW ENFORCEMENT AGENCIES. AND ONE OF THE PEOPLE I WANT TO THANK ALSO IS SOMEBODY THAT'S NOT SEEN AND THAT'S A BIG PART OF THE TEAM. AND, UH, THAT'S OUR DISPATCHERS. THEY TAKE ALL THE CALLS, BUT, UH, A LOT OF PEOPLE DON'T GET TO SEE THEM. AND, UH, THEY'RE OUT THERE HELPING US EVERY DAY WITH THESE CALLS FOR SERVICE. SO THEY'RE A VERY IMPORTANT PART OF THIS TEAM TOO. AND SO I WANT TO THANK THEM FOR EVERYTHING THEY DO EVERY DAY. I WOULD BE REMISSED IF I DIDN'T POINT OUT A FEW PEOPLE OUT HERE, UH, ESPECIALLY MY SUPERVISOR. UH, I THINK THAT'S IMPORTANT. SO, UH, MY INTERIM COUNTY ADMINISTRATORS, MY SUPERVISOR, ERIC GREENWAY, UH, THANK YOU FOR ALL YOUR SUPPORT AND OUR INTERIM DEPUTY COUNTY ADMINISTRATOR, ROBERT BETCHOLD WHO, UH, WITHOUT YOUR SUPPORT, WE WOULDN'T GET THESE THINGS DONE EVERY DAY. SO THANK YOU FOR THAT. ALSO, WE HAVE SOME CELEBRITIES OUT HERE. UM, ONE OF THEM IS A FORMER DIRECTOR OF EMS, RUSTY HOLLINGS WORK. I LIKE TO THANK HIM, UH, FOR HELPING GET THIS SYSTEM TO WHERE IT'S AT AND WITHOUT ANOTHER SPECIAL PERSON, UH, ED ALLEN, WHO WAS OUR FORMER EMS DIRECTOR, WHO WAS THE FORMER CORONER OF BUFORD COUNTY. UH, I DON'T THINK THE EMS SYSTEM WOULD BE WHAT IT IS TODAY, IF IT WAS NOT FOR HIM. SO IF EVERYBODY WOULD GIVE, UH, AT A BIG ROUND OF APPLAUSE, HE GOT US TO WHERE WE'RE AT. SO, SO THANK YOU VERY MUCH FOR THAT. UH, I SEE A LOT OF OTHER PEOPLE, I WISH I COULD HAVE TIME TO THANK EVERYBODY, BUT I DON'T WANT TO KEEP EVERYBODY BACK. UH, BUT YOU KNOW, I DO SEE REPRESENTATIVES FROM ALL THE FIRE DEPARTMENTS ARE OUT HERE. UH, THE SHERIFF'S DEPARTMENT, LAW ENFORCEMENT, UH, THANK YOU ALL FOR COMING TODAY AND SUPPORTING US AND THANK YOU FOR SUPPORTING US EVERY DAY. AND, UM, THIS STATION IS NOT JUST A STATION. IT'S A TESTAMENT TO YOU FOR COUNTY COUNCIL'S COMMITMENT TO THE CITIZENS AND VISITORS OF BEAVER COUNTY, UH, THAT THEY WANT US TO PROVIDE THE BEST POSSIBLE SERVICE TO OUR CITIZENS. AND WE COULDN'T DO THAT WITHOUT GETTING STATIONS LIKE THIS ONLINE AND HAVING THE EQUIPMENT THAT WE NEED IN ORDER TO DO THAT. SO I REALLY LIKE TO THANK COUNTY COUNCIL FOR THEIR EVERYDAY SUPPORT. UM, SOME OF YOU MAY KNOW, AND SOME OF YOU MAY NOT KNOW COUNCILMAN DAWSON WAS A PARAMEDIC FOR BEAVER COUNTY EMS. AND SO, UM, HE DOES HAVE A SPECIAL TIE WITH US AND, AND THAT'S ALSO VERY IMPORTANT. AND SO WE'RE VERY THANKFUL THAT HE'S HERE, UH, TO BE PART OF THIS GRAND OPENING. AND SO WE'RE VERY THANKFUL THAT, UH, HE'S GOING TO SPEAK AND I'M GOING TO GET OUT OF THE WAY. SO THANK YOU ALL AGAIN FOR COMING TODAY. UH, THIS FACILITY HAS BEEN, UH, COMPLETED FIRST, WHAT THE OTHER AND THE SOUTHERN COUNTY TO COME ON LATER IN THE FALL OF THIS YEAR, THE STATION WAS DESIGNED BY COURT ATKINS AND CONSTRUCTED BY, UH, FRAZIER CONSTRUCTION THAT BUFORD COUNTY ENGINEERING DEPARTMENT PROVIDED PROPER PROJECT MANAGEMENT. SO WE WOULD LIKE TO THANK, UH, ANDREA ATHERTON AND WEST CAMPBELL AND, UH, BRITTANY FIELDS. LET'S GET THEM, MAN, IF YOU WILL, THIS STATION WILL BE MAN 24 HOURS A DAY, SEVEN DAYS A WEEK, 365 DAYS A YEAR. UH, IT WILL HOUSE ONE AMBULANCE, UH, WITH TWO CREW MEMBERS AND A QUICK RESPONSE, UH, VEHICLE, UH, BETTER KNOWN AS A QR V. AND THERE WILL BE ONE CREW MEMBER TO THAT, UH, QR RV, THE FACILITY, AND THE CREWS WILL BE A GREAT ADDITION FOR RESPONDING TO MEDICAL EMERGENCIES FOR ALL CITIZENS AND VISITORS OF BUFORD COUNTY. ON A HISTORICAL NOTE, UM, THIS FACILITY HAS BEEN BUILT NEAR THE GROUNDS OF, UH, WHAT IS KNOWN AS THE PORT RAW AGRICULTURAL SCHOOL LATER RENAMED AS THE BUFORD COUNTY TRAINING SCHOOL, BUT CURRENTLY KNOWN AS THE OLD SHANKLIN SCHOOL. THIS AREA REPRESENTS THE RICH HISTORY OF BUFORD COUNTY AND ITS RESIDENTS, THE HISTORICAL MARKER, WHICH IS OUR FRONT OVER HERE, UH, HISTORICAL MARKER, NUMBER 50, UH, DEDICATING THIS AREA AS A SIGNIFICANT HISTORICAL MARKER. UM, AS I SAID, IS LOCATED OUT FRONT FOR ALL THE CITIZENS AND VISITORS TO READ OF THE HISTORY AND THE SIGNIFICANCE OF THE OLD SHANKLIN SCHOOL THAT WAS, UH, ON THE SITE NEAR HERE, BUFORD COUNTY EMS BEGAN IN 1974. IT WAS HOUSED AT BUFORD MEMORIAL HOSPITAL, SERVING THE RESIDENTS AND VISITORS OF GIFFORD COUNTY AS THE POPULATION GREW. SO DID EMS ADDING MORE EMPLOYEES AND AMBULANCES TO STG PLACED THROUGHOUT THE COUNTY HOUSE WITHIN LOCAL FIRE DEPARTMENT? HOWEVER, THE SIGNIFICANCE OF THIS DAY [01:25:01] IS THAT WE ARE HERE CELEBRATING THE GRAND OPENING OF THIS NEW FACILITY, WHICH IS THE FIRST STANDALONE EMS STATION IN THE COUNTY THAT HADN'T BEEN SAID, LET US PREPARE NOW FOR THE RIBBON CUTTING AND OFFICIALLY OPENED THIS NEW S A NEW EMS STATION. BUT BEFORE WE DO THAT, LET ME SAY A PRAYER OF BLESSING, THE FACILITY AND THE, UH, EMPLOYEES THAT WILL HOUSE THIS, LET US PRAY IF YOU WILL, MOST HOLY AND EVERLASTING GOD FATHER. WE THANK YOU FOR YOUR LOVING KINDNESS. WE THANK YOU GOD, FOR YOUR SAVING GRACE THROUGH OBIE LOVE SON, JESUS, THE CHRIST. I PRAY. AMEN. REVEREND CUTTINGTON. HI, I'M VIRGINIA MARSHALL. I'M A PARAMEDIC WITH BUFORD COUNTY EMS, AND WE ARE AT THE NEWS SHANKLIN STATION, SHANKLIN EMS STATION. IT'S THE FIRST STATION. THAT'S A STANDALONE STATION BRAND NEW FOR EMS FOR BEAVER COUNTY. COME ON IN, WE'LL SHOW YOU AROUND. SO OUR FUTURE GOAL POST COVID IS FOR THE PUBLIC TO BE ABLE TO COME IN AND HAVE WHAT WE CALL BLOOD PRESSURE CHECKS AND SIMPLE MEDICAL CHECKS. AND THIS WAS WHAT THIS WILL ROOM WILL BE DEDICATED TO IN THE FUTURE. IT WILL BE CLOSED UP. THE REST OF THE STATION WILL BE CLOSED OFF FROM THE PUBLIC BY THE STORE TO ALLOW US PRIVACY AND ALLOW US TO CONDUCT OUR BUSINESS THAT WE NEED TO, AS FAR AS FINISHING REPORTS AND GETTING READY FOR TRAINING AND THAT SORT OF THING FOR OUR NEXT CALL. SO COME TAKE A LOOK AT OUR LIVING SPACES. SO THE GREAT THING ABOUT THIS STATION IS EVERYTHING IS INDIVIDUALIZED AND THE INDIVIDUAL BUNK ROOMS, THE OLD STATIONS USED TO BE A COMBINED BUNK FROM WHERE EVERYBODY SLEPT TOGETHER. SO THE INDIVIDUAL BUNK ROOMS WILL GIVE US TIME TO DECOMPRESS FROM CALLS. IF WE HAPPEN TO HAVE A VERY BAD CALL. AND ALSO IT GETS US A PRIVACY WITH COVID RESTRICTIONS AS WELL. RIGHT NOW, WE HAVE OUR SPACING HERE TO SEPARATE FROM OUR FELLOW EMPLOYEES AT NIGHTTIME TO SLEEP GOING GREEN. WE HAVE A BOTTLE THAT REFILLS AT THE WATER STATION HERE I WAS AT. THAT'S NEAT. SO WE'RE ALWAYS ABOUT RECYCLING AND BUFORD COUNTY. AND THEN THIS IS OUR COMMON AREA HERE WHERE WE SIT DOWN, WE HAVE OUR TV, UM, FOR STAYING UP-TO-DATE ON THE NEWS AND TRAINING VIDEOS THAT WE CAN DO. AND THEN WE HAVE A COMMON KITCHEN AREA IN HERE. UH, PART OF PAR STATION EMS LIFE IS THAT WE SIT DOWN AND WE HAVE MEALS TOGETHER. WE COOK TOGETHER. AND SO THIS SPACE ALLOWS US TO DO THIS. * This transcript was created by voice-to-text technology.
