UM, THE LANDSCAPE IN FRONT OF IT CHANGES ALL THE TIME, A LITTLE BIT, AND THIS WAS TAKEN FROM GOOGLE, GOOGLE MAPS TODAY BECAUSE, UM, I, MY PICTURE WAS BLURRY.

SO HERE IS THE SITE PLAN.

SO AGAIN, YOU CAN SEE THE RATE ON THE PROPERTY NEXT DOOR, AND THIS IS THE PARCEL THAT WE ARE SPEAKING TO TONIGHT.

THE ADDITION IS IN THE SHADED GRAY AREA WITH THE CARRIAGE HOUSE BACK HERE ALSO PROPOSALS NEW.

THESE ARE THE EXISTING ELEVATIONS.

SO YOU'VE GOT TO JUST A VERY SIMPLE RECTANGULAR STRUCTURE WITH A GABLE FORWARD FACING GABLE ROOF.

AND IT HAS THOSE BIG STOREFRONT WINDOWS ON THE FRONT.

AND THEN THERE IS A, UM, METAL AWNING HERE THAT IS A FLAT AWNING AT THE FRONT.

THOSE ARE THE MOST NOTABLE CHARACTERISTICS OF THIS STRUCTURE.

HERE IS YOUR EXISTING FLOOR PLAN AND THEN THE PROPOSED FLOOR PLAN.

SO YOU CAN SEE THE PRIMARY STRUCTURE REMAINS MOSTLY UNCHANGED HERE.

UM, THE LAYOUT OF THE LITTLE ROOMS INSIDE DOES CHANGE A LITTLE BIT, BUT WITH THE ADDITION TOWARDS THE REAR OF IT, AS WELL AS TO THE LEFT SIDE, THEN YOU CAN SEE THE ROOF HERE AS WELL.

SO THEY'RE PROPOSING TO REPLACE THE ROOF, BUT KEEP IT AT THE SAME SLOPE.

ADD IN THESE, UM, SMALL, I CALL THEM SUNROOFS, BUT I KNOW THAT'S WRONG SKYLIGHTS.

THERE WE GO.

AND THEN, UM, THE ADDITION HERE AT THE REAR, AS WELL AS THE SHED ROOF PORCH ON THE LEFT SIDE AGAIN, SO YOU CAN SEE IT HERE.

I'VE PUT IN THE CORNER, A TINY LITTLE PICTURE OF WHAT THE CURRENT ELEVATION IS JUST TO MAKE IT A LITTLE EASIER AS WE FLIP THROUGH IT HERE.

AND THE APPLICANT HAS PROVIDED THE RATE, WHICH IS THE NEXT DOOR CONTRIBUTING STRUCTURE ON THE FRONT ELEVATION, JUST SO THAT YOU HAVE AN IDEA OF WHAT THE SCALE OF THESE STRUCTURES NEXT TO EACH OTHER WILL LOOK LIKE.

AND CURRENTLY DOES LOOK LIKE.

UM, SO CURRENTLY IT LOOKS LIKE THIS WITHOUT THIS GUY AND PROPOSED, IT WILL INCLUDE THAT.

SO, UM, IT IS NOT CHANGING THE RELATIONSHIP OF THE STRUCTURE TO THE RATE, WHICH IS THE CONTRIBUTING STRUCTURE NEXT DOOR.

UM, AND IT'S JUST IN THE STAFF REPORT.

IT HAS BEEN NOTED, BUT JUST TO NOTE, THIS IS NOT A CONTRIBUTING STRUCTURE.

HOWEVER, THEY HAVE STARTED THE PROCESS TO REQUEST THAT IT IS CONSIDERED TO BE A CONTRIBUTING STRUCTURE.

SO WHEN WE DID THE REVIEW FOR THIS, UM, WE WERE SURE THAT THE CHANGES THAT WERE BEING PROPOSED WOULD NOT, UM, CONFLICT WITH THE ABILITY TO CONTINUE THROUGH THAT PROCESS.

UM, SO THEY WERE VERY CONSIDERATE OF THE EXISTING STRUCTURE WHEN THEY PROPOSE THESE CHANGES TO IT.

YOU HAVE THE REAR ELEVATION, THIS IS WHERE YOU SEE THE LARGEST CHANGE BECAUSE YOU HAVE THIS, UM, NEW ADDITION TO THE REAR.

IT'S GOING TO HAVE THE WHORES.

LET ME TRY AGAIN, VERTICAL, UM, HARDIE SIDING HERE, A WINDOW THAT IS NOT THE EXACT SAME, BUT MIRRORS THE SAME SHAPE AS THE ONES ON THE FRONT.

AND THEN YOU CAN SEE THE ADDITION ON THE SIDE HERE TYING INTO THE ROOF LINE.

UM, THIS ROOF LINE OF THE ADDITION SITS BELOW THE EXISTING ROOF LINES SO THAT IT'S NOT VISIBLE FROM THE STREET.

AND THEN YOU HAVE THE RIGHT ELEVATION.

UM, SO THIS IS THE ADDITION TOWARDS THE REAR.

THE MOST OF THE RIGHT SIDE REMAINS UNCHANGED.

THEY ARE PROPOSING TO REMOVE, THERE ARE SOME METAL BARS ON THESE WINDOWS HERE THAT ARE EXISTING WINDOWS, UM, IN THE STRUCTURE.

SO THEY ARE HORIZONTAL, BUT THEY'RE EXISTING.

SO, UM, THEY'RE NOT BEING PROPOSED TO CHANGE ANYTHING ABOUT THAT.

BESIDES REMOVING THESE SAFETY BARS, YOU CAN SEE THEM UP IN THE LITTLE SCREEN HERE.

UM, AND THEN THIS IS THE PROPOSED LEFT ELEVATION, WHICH DOES HAVE SOME CHANGE TO IT, BUT IT IS AGAIN SYMPATHETIC TO THE STRUCTURE ITSELF.

UM, IT IS PUTTING THESE THREE NEW OPENINGS IN AND FILLING IN FILLINGS THE WINDOW THAT'S HERE AND ADDING A PORCH TO THE SIDE.

YOU CAN SEE THE LITTLE SKYLIGHT UP IN THE ROOFLINE THERE, UM, WHICH IS LOW PROFILE AND WOULD NOT BE VISIBLE FROM MOST PEOPLE'S STREET PERSPECTIVE.

MAYBE SOMEBODY'S VERY, VERY TALL IS IT'S A SHORT STRUCTURE.

AND THEN YOU'VE GOT THE LARGER WINDOWS THAT KIND OF REFLECT THE SAME AS THE FRONT ON THE NEW ADDITION TOWARDS THE REAR.

THEY HAVE PROVIDED US WALL SECTIONS HERE THROUGH THE, UM, EXISTING STRUCTURE AND THE NEW STRUCTURE AS WELL AS THE PORCH.

AND IT KNOWS I LIKE ALL OF THE SECTIONS.

AND THEN YOU'VE GOT YOUR ADDITIONAL DETAILS HERE, ALONG WITH THE SERVICE YARD I'M GOING QUICKLY THROUGH, BUT I AM HAPPY TO GO BACK AND THEN YOU HAVE YOUR ADDITIONAL DETAILS, MORE ADDITIONAL DETAILS.

I LABELED IT MORE, EVEN AT THE TOP FOR ALL OF THE WINDOWS AND DOORS.

AND THEN THIS IS THE PROPOSED CARRIAGE HOUSE.

SO THIS IS THE ROOF PLAN, AS WELL AS THE FLOOR PLAN ON THE RIGHT-HAND SIDE HERE.

AND YOU CAN SEE HERE IS THE ELEVATION THAT WOULD FACE BRIDGE STREET.

IT WOULD NOT ACTUALLY BE LIKE FRONTING REGISTRY BECAUSE IT'S TOWARDS THE VERY REAR OF THE PROPERTY AND SITS DIRECTLY BEHIND THE EXISTING STRUCTURE.

SO, UM, WHILE IT FACES BRIDGE STREET, IT'S NOT TRULY FACING BRIDGE STREET.

THIS IS THE REAR ELEVATION AS WELL AS THE RIGHT AND LEFT ELEVATIONS.

SO THE LEFT ELEVATION HAS A SMALLER PIECE HERE.

YOU CAN SEE OFF TO THE SIDE.

IT DOES HAVE JUST THAT SHED, UM, A FAIRLY STRAIGHTFORWARD, SIMPLE STRUCTURE WITH THE SIDING THAT REFLECTS THE SIDING AND WINDOWS THAT REFLECT THE NEW ADDITION TO THE REAR OF THE STRUCTURE RATHER THAN THE BRICK, WHICH IS, UM, KIND OF, UH, AN EXISTING, BUT NONCONFORMING WALL MATERIAL.

FOR THE MOST PART HERE IN BLUFFTON, WE DON'T HAVE MUCH CLAY HERE.

AND THEN A WALL SECTION FOR THAT CARRIAGE HOUSE HERE IS THE LANDSCAPE PLAN.

UM, SO YOU CAN SEE THEY'VE PUT IN THE FOUNDATION PLANTINGS UP TOWARDS THE FRONT.

THERE'S AN EXISTING TREE OUT HERE THAT THEY WORKED TO AVOID WHEN THEY WERE PLANNING THEIR SITE.

AND THEN YOU CAN SEE THE ACCESS FOR THE CARRIAGE HOUSE COMES ALONG THE SIDE OF THE BUILDING AND INTO THE GARAGE HERE.

THE HPC CONSIDERS THE EIGHT REVIEW CRITERIA, WHICH I FOUND IN SECTION 3 18, 3 OF OUR UNIFIED DEVELOPMENT ORDINANCE.

WHEN THEY ASSESS I CERTIFICATE OF APPROPRIATENESS APPLICATION AND ARE AUTHORIZED TO APPROVE THE APPLICATION IS SUBMITTED BY THE APPLICANT, APPROVE THE APPLICATION WITH CONDITIONS OR DENY THE APPLICATION IS SUBMITTED BY THE APPLICANT.

IF IT DOES NOT COMPLY WITH THE CRITERIA LISTED IN SECTION 3 18 3, UM, TOWN STAFF HAS FOUND THAT WITH A FEW CONDITIONS, IT WOULD BE ABLE TO MEET THOSE CRITERIA AND RECOMMENDS A APPROVAL WITH CONDITIONS.

UM, AGAIN, THE APPLICANT IS HERE TO SPEAK ON BEHALF OF THE PROJECT TONIGHT.

I CAN SAY THAT I HAVE RE RECEIVED, UM, IN BETWEEN WRITING THE STAFF REPORT AND THE PRESENTATION TONIGHT, UM, DOCUMENTATION WORKING TOWARDS ACCOMPLISHING THE LANDSCAPE PLAN, SHOWING THE CANOPY COVERAGE.

UM, I STILL NEED A LITTLE BIT OF INFORMATION ON THAT, BUT IT IS WORKING TOWARDS THAT AND THEY ARE, UM, VERY, VERY CLOSE TO ACTUALLY HAVING THAT CANOPY WITH THE EXISTING TREE COVERED THAT IS ON THE SITE.

UH, YOU CAN SEE IT HERE.

THERE IS, THIS IS A, I BELIEVE IT'S 38 INCH OAK TREE RIGHT HERE.

SO, UM, IT, THIS DOES NOT REPRESENT THE ACTUAL CANOPY OF THAT TREE.

THIS IS MUCH SMALLER THAN WHAT IS ACTUALLY EXISTING THERE.

UM, AND IT'S A FAIRLY SMALL SITE, SO THEY MAY NEED ONE ADDITIONAL TREE, BUT I'M STILL WORKING ON THOSE CALCULATIONS WITH AMANDA, THE FINISHED FLOOR HEIGHT, WE NEEDED A DETERMINATION ON THE APPROPRIATENESS OF THE FINISHED FLOOR HEIGHT, WHICH WOULD BE LESS THAN THREE FEET ABOVE GRADE, AS YOU ARE FAMILIAR, THIS STRUCTURE SITS CURRENTLY ON GRADE AS IT WAS CONSTRUCTED ORIGINALLY AS A COMMERCIAL STRUCTURE.

UM, AND SO IN ORDER TO MEET THAT FINISHED FLOOR HEIGHT, IT WOULD BE APPROXIMATELY HERE FOR THE NEW ADDITION.

UM, SO WE NEED AN, A DETERMINATION ON THE APPROPRIATENESS OF THAT BECAUSE IT DOESN'T SPECIFICALLY MEAN IT WAS A NOTE THAT IF ANYONE DOES MAKE A MOTION TO MAKE CONSIDERATION THAT THIS IS AN EXISTING LOCATION, UH, AS FAR AS PRECEDENT GOES AND EXISTING LOCATION, WE HAVE APPROVED THE WAIVER OF THAT, UH, REQUIREMENT.

SO IF SOMEONE'S SPEAKING ON EMOTION, IF THAT'S A DESIRE, PLEASE NOTE THAT.

AND THEN THE LAST ITEM THAT STAFF FOUND WAS THAT, UM, WE NEED ADDITIONAL INFORMATION SHOWING THE RECORDED ACCESS EASEMENT FOR ACCESS BEING PROVIDED TO SHOW US WHAT THAT IS.

SO THE ACCESS FOR THE CARRIAGE HOUSE AND THE PARKING FOR THIS SITE IS BEING TAKEN FROM THIS SIDE IN ORDER TO AVOID THE LARGE TREE AT THE FRONT OF THE LOT.

UM, AND IT'S ALSO USING A CURB CUT THAT'S BEING INCORPORATED WITH THE BRIDGE STREET STREETSCAPE THAT THE TOWN OF BLUFFTON IS CURRENTLY WORKING ON THIS PROPERTY IS OWNED BY THE SAME PERSON AT THIS TIME.

AND SO WE HAVE NO DOUBT THAT THAT IS SOMETHING THAT CAN BE, CAN BE ACHIEVED.

UM, WE JUST NEED THE DOCUMENTATION SUPPORTING IT.

YOU CAN HAVE PERMANENT EASEMENT WORK RECORDED.
