[00:00:01]
WE HAVE SOME MATERIALS THAT ARE BEING DELAYED AND THEY SHOULD BE HERE IN ABOUT 15 MINUTES.SO, UH, WHAT WE'RE GONNA DO IS WE'RE LOOK AT THE AGENDA AND WE WILL TALK ABOUT SOME OF THE SPECIFIC POINTS IN WHICH WE, UH, LIKE HAVE CAROLINE HERE AND WE'VE GOT, UH, OTHERS, UH, OUR TRIAL THAT CAN TALK ABOUT THEIR ISSUES AND THEN WE'LL COME BACK OFF.
BUT TO START OFF LET'S, UH, FIRST AND FOREMOST, I CALLED THIS MEETING
[2. CALL TO ORDER]
TO ORDER, UH, APPROVAL OF THE AGENDA.[3. APPROVAL OF AGENDA]
YOU DO NOT HAVE AN AGENDA IN FRONT OF YOU.SO, UM, WE'RE WAITING ON THAT APPROVAL OF
[4. APPROVAL OF MINUTES – DECEMBER 2, 2021]
THE MINUTES, UM, FROM THE LAST MEETING, UH, I THINK YOU PROBABLY SAW THE MINUTES, BUT IT BROKE AWAY DOWN THAT INTRODUCTIONS.[5. INTRODUCTIONS]
WE CAN GO AHEAD AND GET THAT OFF OF OUR SHEET.I'M RANDY BONOMI FROM DISTRICT NINE.
UH, CHRIS VINAY, MARINE CORPS, AIR STATION BUFORD LIAISON SALAD IN HIS DISTRICT SEVEN KIM KIM CORRELATE DISTRICT EIGHT, BRAD WOODS MARINE CORPS, RECRUIT DEPOT, PARIS ISLAND LIAISON, DEREK CODE SOME TOWN BLUFFTON BILL GREENER.
THINK IT'S THIS ROOKS 46 AND MIKE BENNETT HILTON HEAD DISTRICT BOARD, OUR TRIAL HARM, BEAVER COUNTY, CAROLINE DOLBY, SOLID WASTE.
YOUR CYCLING ANGEL MORRISON COFFEE.
IT'S ALL THE WASTE AND RECYCLING.
WELL, THANK YOU EVERYONE FOR BEING HERE.
[6. PUBLIC COMMENT]
HAVE, UH, ANY PUBLIC THAT HAS JOINED US TODAY, ARE THERE ANY PUBLIC COMMENT THAT'S COME IN.OKAY, SO WE HAVE NO PUBLIC COMMENT.
[7. UPDATES REGARDING MEETINGS WITH COUNTY COUNCIL (ALL)]
UPDATES REGARDING MEETINGS WITH COUNTY COUNCIL.UM, SOMETIMES IT GETS A LITTLE PAINSTAKING.
UM, I'LL GO AHEAD AND JUST THROW IT TO THE LEFT.
WE'LL GO CLOCKWISE AROUND THE ROOM.
UM, SO I, UM, HAVE HAD SEVERAL MEETINGS.
I WROTE A LETTER TO EVERY POLITICIAN, UM, FROM BLUFFTON TO COLUMBIA THAT REPRESENTS US.
AND, UM, I GOT A LOT OF RESPONSE BACK, CAROLINE, YOU SAW THE LETTER THAT I WROTE AND, UM, WE HAVE, UH, WE HAVE A LOT OF SUPPORT AS A PERTAINS TO RECYCLING AS IT PERTAINS TO LITTER MANAGEMENT, AS IT PERTAINS TO THE OTHER ITEMS, UM, THAT ARE ON THE BOARD RIGHT NOW.
SO WE AS A BOARD JUST NEED TO COME TOGETHER AND IN MY OPINION BECOME, UM, WE NEED TO DELINEATE AND BECOME, UH, I THINK A LITTLE BIT MORE OUTSPOKEN, UM, IN TERMS OF WHAT WE NEED AND WHAT WE ENVISION AS A GROUP.
SO AS IT WORKS, OBVIOUSLY WE ARE APPOINTED, UM, TO COME UP WITH RECOMMENDATIONS THAT GO TO COUNCIL FOR A VOTE.
SO THEY DON'T COME UP WITH RECOMMENDATIONS AND SEND IT TO US TO, BUT WE COME UP WITH RECOMMENDATIONS.
SO IF WE THINK ABOUT 180 DEGREES OPPOSITE, WE NEED TO BE THINKING ABOUT SOME GREAT IDEAS.
BILL, UH, AND MYSELF HAD TWO MEETINGS, UH, WITH CINDY, UM, ANGEL IN REGARDS TO SOME OF THE TERMINOLOGY THAT IS CONTAINED, UH, IN JUST SOLID WASTE AND RECYCLING.
SOME OF THAT NEEDS TO BE CLEANED UP.
BILL MADE US AWARE OF IT AND IT WILL BE CLEANED UP JUST TO MAKE SAMPLE.
SO ALWAYS BE THINKING ABOUT THAT AS YOU COME TO THESE MEETINGS, WHAT IS IT THAT, THAT WE CAN TALK ABOUT? THAT'S ON YOUR MIND THAT WE CAN COME TOGETHER? MIKE, YOU CAN PROBABLY GOT 15 THINGS ON YOUR MIND, CAUSE I KNOW YOU SO WELL.
UM, BRING THEM IN, LET'S TALK ABOUT THEM AND LET'S START GETTING SOME MORE IN FRONT OF A TOWN OR UP HOW MANY COUNCILS SO THAT, UH, THEY HAVE THE OPPORTUNITY TO SAY YES AND OR NO, BUT WE CAN BE MORE PRESENT, YOU KNOW, MORE VISIBLE.
UM, I FEEL PRETTY STRONGLY ABOUT THAT.
UM, BECAUSE WE KEEP HEARING ABOUT THINGS ARE GOING TO HAPPEN.
WE SAT HERE HAIRLINE, WHAT WAS IT? 18 MONTHS AGO WHEN DAVE WILL HAVE CALLED A SPECIAL MEETING ON A SUSTAINABILITY CAMPUS, THOSE LIKE 18 MONTHS AGO, TWO YEARS AGO.
SO, AND WE'RE STILL TALKING ABOUT IT, BUT I THINK IT IS MAKING PROGRESS.
IT IS, IT IS, BUT I DON'T THINK ANYONE HERE REALLY KNOWS THE PROGRESS, RIGHT.
I DON'T THINK THAT THEY CAN, THEY DON'T HAVE ANY, UH, ANY DETAILS TO SHARE.
I KNOW THAT CINDY'S WORKING ON IT.
AND WHAT YOU MEAN BY SUSTAINABILITY COMPLEX AND FROM WHERE I COME FROM, IT'S A TERM, IT'S A TERM THAT EVERYBODY IN THE WORLD IS USING, BUT REALLY IT COMES DOWN TO BASIC
[00:05:01]
OPERATIONAL THINGS.THE ONLY THING WE'VE SEEN OR I'VE SEEN ARE A BUNCH OF SITES POTENTIAL IN ONE LOCATION WITHOUT ANY REAL RECOMMENDATIONS.
I DON'T KNOW IT DIDN'T CONTAIN ANYTHING.
AND HOW DO YOU SELECT THE SITE IF YOU DON'T KNOW WHAT YOU'RE GOING TO DO ON IT? I THINK FOR TWO, THEN YOUR POINT'S WELL TAKEN AND YOU DON'T HAVE A GRADE WITH YOU.
SO IT'S PREMATURE FROM A UPDATED PLAN WITH AN IMPLEMENTATION SCHEDULE AND WHAT YOUR LONG-TERM GOALS, OR IF IT'S THE SIT BACK AND SAY, I'M GOING TO MAKE THEM AT THE 25 YEAR CONTRACT FOR LANDFILLING, THAT'S FINE.
THAT LEAVES YOU WITH A COUPLE OF OTHER THINGS, BUT I DON'T KNOW WHAT A SUSTAINABILITY COMPLEX THAT THEY'RE TALKING ABOUT IS PROPOSED TO DO WELL.
I JUST DON'T THINK WE SHOULD PROBABLY TALK ABOUT IT YET.
I THINK IT'S PRETTY MUCH YEAH, BECAUSE THERE WILL BE A POINT.
BUT WE, WE WILL GET THERE AND THAT'S, THAT'S THE SPORT'S RESPONSIBILITY.
UM, AND WE'RE A COUPLE MONTHS AWAY FROM BEING ABLE TO START TALKING ABOUT A COUPLE OF THINGS.
AREN'T WE, THAT'S THE LAST WORD I GOT.
SO JUST A COUPLE OF MONTHS AWAY.
SO, UM, BUT I GOT TREMENDOUS RESPONSE BACK, UM, IN, IT WAS GOOD.
SO IN MY, WHAT MY LETTER WAS WAS ABOUT, UH, THE WHOLE CONCEPT OF, EXCUSE ME, SOLID WASTE, RECYCLING LITTER.
I MEAN THAT WHOLE BIG, BIG, GIANT, UM, AGENDA THAT WE HAVE TO TACKLE.
AND I GOT REALLY SPECIFIC ON THE LITTER PORTION OF IT, WHICH IS ANOTHER BOARD.
UM, SO I DID THAT AND, UH, I'M PRETTY ELFA SO I WILL CONTINUE TO DO THAT, BUT PLEASE REACH OUT, YOU KNOW, AND PLEASE LET THESE GUYS KNOW THAT WE'RE HERE.
WE WANT TO MAKE RECOMMENDATIONS.
WE WANT TO PUSH THINGS THROUGH MIKE.
YOU'VE GOT A LOT OF GREAT IDEAS, YOU KNOW, IT'S JUST, YOU'RE WORKING 60 HOUR WEEKS WITH, YOU KNOW, YOUR RECYCLING COMPANY.
BUT I WOULD LIKE TO IN 22 FOR THIS BOARD TO HAVE A HIGHER STANDING, UM, AMONGST THE BOARDS WITHIN BUFORD COUNTY, I REALLY WOULD.
I MEAN, YOU HEAR ABOUT RURAL AND CRITICAL AND YOU HEAR ABOUT SOME OF THESE OTHERS, YOU READ ABOUT THEM, YOU KNOW, IN THE PACKET.
AND WE DON'T REALLY READ A WHOLE LOT ABOUT WHAT WE'RE DOING IN THE PACKET.
UM, AND I'D LIKE TO RAISE THAT IF WE CAN, UM, WE CAN MOVE DOWN TO SOME OF THE REPORTS.
UM, SO I DON'T KNOW WHO WOULD LIKE TO GO FIRST IN THIS CAPACITY.
GOOD TO SEE EVERYBODY, UH, UH, THEY RUN THE ADOPT A HIGHWAY PROGRAM.
BIGGEST THING WE HAD WAS I THINK YOU ALL SAW THE COPY OF, DID EVERYBODY GET TO LOOK THROUGH THE, A HIGHWAY NEWSLETTER THAT I SENT OUT? IT WAS EXCELLENT.
ANY QUESTIONS ABOUT THAT INFORMATION? I WAS JUST GOING TO REITERATE THE, UM, A DR.
HIGHWAY DATA RESULTS END OF YEAR.
UM, WE HAD 108 ADOPTED HIGHWAY GROUPS.
THEY WENT, UH, REPORTED VOLUNTEERS WERE READ THOUSAND 731 AND THERE WERE 5,308 VOLUNTEER HOURS REPORTED.
I DID EMPHASIZE AS THE MOST VOLUNTEERS THAT WE'VE HAD EVER.
SO IT WAS GOOD TO SEE MORE PEOPLE BECOMING INTERESTED IN HELPING TO KEEP YOU FOR COUNTY CLAIM.
WE'RE EXCITED YOU TO SAY WE JUST, IN JANUARY, I HAD THREE NEW ADOPTED HIGHWAY GROUPS.
SO I'M ALSO HOPING THAT THAT TREND CONTINUES THIS YEAR.
AND, UH, ONE MORE THING I THOUGHT I WOULD MENTION IS LAST YEAR, KEEP AMERICA BEAUTIFUL, CONDUCTED A LITERATURE STUDY.
THEY DID ONE IN 2009 AND JUST WROTE, WROTE MOST RECENTLY THEY, UM, PRESENTED ONE IN 2021.
SO I WENT THROUGH IT AND JUST PICKED A COUPLE OF HIGHLIGHTS THAT I THOUGHT WERE A LITTLE BIT, UH, THAT, THAT WERE INTERESTING TO US.
MAYBE IT'S THE SAME AS OUR EXPERIENCES.
THEY STATED THAT LITTER AND LITTERING HAS DECREASED THAT IT REMAINS A PERVASIVE PROBLEM, BUT IT CONTINUES TO HAVE A SIGNIFICANT IMPACT ON OUR COMMUNITIES AND ENVIRONMENT.
THE REPORT, UH, SAID THAT VISIBLE LITTER ON OUR ROADWAYS HAS DECREASED 54% SINCE THEIR LAST STUDY IN 2009.
SO I THOUGHT THAT WAS, THAT WAS INTERESTING.
AND THEN IN 2009, I THINK IT HAD BEEN SINCE 1970,
[00:10:01]
IT SAID IT HAD DECREASED SINCE 1970.SO I DON'T KNOW, YOU KNOW, WHAT, WHAT YOU ALL HAVE SEEN, BUT APPARENTLY THERE'S A LOT LESS LITTER ON THE ROAD SIDES.
AND THERE USED TO BE, EVEN THOUGH THERE'S STILL A LOT OUT THERE AND THE COMMENTS ON THAT, YEAH.
CONDITIONING, PARDON ME WILL CAUSE A BIG I'D LIKE TO SEE WHAT THE ROADS LOOK LIKE BACK THEN INCREASE.
I MEAN, WITH, WITH A SIGNIFICANT INCREASE IN POPULATION TO YEAH, YEAH.
THAT FINDING IT WAS A LITTLE MR. JAMES THERE, THE HOUSE, IS THERE A TO CHANGE, UH, OR PROCESS OR ANY WAY THAT YOU REFERENCED THIS AS KEEP AMERICAN BEAUTY? YEAH.
I CAN GIVE YOU GUYS THE WEBSITE OR THE LINK TO IT, SO YOU CAN GO THROUGH IT.
IT'S LONG AND YOU KNOW, A LOT OF THE INFORMATION AND YOU'LL JUST WANT TO RUN THROUGH IT, LIKE I SAID, BUT I'LL BE GLAD TO ABOUT, I HAVE TALKED TO CINDY AND I BELIEVE WE CAN SEND TO EVERYBODY THE WEBSITE, IF YOU WANT TO GET MORE OF THE SPECIFICS ON YOU AGREE, THAT'S VERY MUCH LEANING.
OH, THAT'S WHY I BROUGHT THAT UP PRIOR TO THE STATE ORGANIZATION HAS SAID TOO, SO WOULD HAVE WITH MORE POPULATION OR CONSTRUCTION.
I DON'T KNOW IF IT'S FOR ACADEMY THAT WAS ISSUED ON A STATE LEVEL.
UM, AND WE'RE SEEING A LOT OF GROWTH THROUGHOUT SOUTH CAROLINA, BUT BEFORE YOU KNOCK IT AND THINK IT'S NOT TRUE, THINK ABOUT HOW MANY ADOPTIVE HIGHWAY PROGRAMS, PEOPLE LIKE US THAT ARE OUT THERE ACROSS THE STATE, INCLUDING THE BEAVER COUNTY PEOPLE DOING ENFORCEMENT, YOU KNOW, I'M SURE IT'S COMING DOWN A LOT.
I NOTICED THAT TRAVELING THROUGHOUT SOUTH CAROLINA AND BEING OUT THERE EVERY DAY, I SEE A BIG DIFFERENCE.
UM, YOU KNOW, WITHIN BEAVER COUNTY, I JUST REACHED OUT TO CAROLINE AND LET HER KNOW THAT I'VE SEEN A SIGNIFICANT DECREASE ON CERTAIN ROADS HERE AND THERE.
UM, AND WE JUST GOT TO KEEP ON POUNDING AT IT, YOU KNOW, TO SEE THE ACTUAL IMPROVEMENT OR SEE OUR WORK BEFORE OUR EYES.
SO I WOULDN'T SAY IT'S MISLEADING.
I THINK WE SHOULD TAKE THEIR COMMENTS AND, AND FEEL GOOD ABOUT IT.
I WONDER, YOU KNOW, WHERE THEY'RE GETTING SOME OF THEIR STATISTICS FROM, I REMEMBER GOING TO, YOU KNOW, NEW YORK CITY AS A, AS A KID, IT WAS JUST DISGUSTING WHEN I WAS CLEAN.
SO I DON'T KNOW, MAYBE THEY WERE IN NEW YORK CITY AND MAYBE SOME OF THE BIG CITIES HAVE, YOU KNOW, HAD MORE LIPPED, PAID MORE ATTENTION TO LITTER, YOU KNOW? YEAH.
SO, UM, BUT YEAH, I, I, I CERTAINLY WAS DUBIOUS ABOUT THAT NUMBER AS WELL, BUT THAT ANYWAY IS WHAT THEY STAYED.
UH, ANOTHER THING THEY SAID WAS, UM, CIGARETTE BUTT LITTER IS THE MOST HEAVILY LITTERED ITEM ALONG THE ROADSIDES, BUT IT HAS INCREASED FROM 18.6 BILLION CIGARETTES IN 2009 TO 5.8 BILLION CIGARETTES.
SO OBVIOUSLY THAT IS BECAUSE OF THE DECREASE, I BELIEVE IN PEOPLE SMOKING.
UM, AND YEAH, I DON'T SEE THAT MUCH, UH, IN THAT I'M THINKING ABOUT BUFORD COUNTY AGAIN, WHEN I PICK UP JUST LIKE EVERYBODY ELSE, I DON'T SEE THAT MANY CIGARETTE BUTTS OR MAYBE I JUST DON'T SEE THEM.
UM, BUT MAYBE WE HAVE MORE HEALTH CONSCIOUS POPULATION.
UH, THE OTHER ITEM WAS THAT STUDY FINDS AN INCREASE IN THE AMOUNT OF LITTER SINCE 2009 FOR CARDBOARD BEER CONTAINERS, FOOD, PACKAGING, FILM, SPORTS, DRINK, CONTAINERS, AND WATER CONTAINERS.
SO THAT DEFINITELY SOMETHING THAT I HAVE, UM, SEEN A LOT MORE RECENTLY.
SO THOSE ARE JUST SOME HIGHLIGHTS I THOUGHT I'D SHARE WITH YOU.
ARE THERE ANY QUESTIONS? OKAY.
COMMENT THAT I WOULD HAVE IS SOME OF THE SMALL STUFF, SINCE THEY'RE SO MUCH LITTER AND IT'S A LOT OF IT'S CONTRACTORS THAT I DON'T EVEN PICK UP THE CIGARETTE BUTTS ANYMORE.
IF WE DID THAT TOOK TOO MUCH TIME.
ESPECIALLY ON THE HIGHWAY, YOU GET TO THE BEACH OR SOMETHING LIKE THAT.
WE'LL DO PICK THEM UP, BUT YEAH.
IT WAS INTERESTING ABOUT THAT TOO, IS THAT THE MAJORITY OF WHAT WE PICK UP NEXT TO SOME BULKY CONSTRUCTION AND STUFF THAT FLIES OFF OF PEOPLE'S STUFF, IT'S GOING TO BE BOTTLES, CANS, YOU KNOW, THAT'S THE BULK OF WHAT WE DO, BUT YET THERE'S AN INCREASE IN THAT, BUT THERE'S A DECREASE OVERALL.
YOU SEE WHAT I'M SAYING? YEAH.
IT'S LIKE THE NUMBER, SORRY, LADIES.
THAT'S HALF MAYBE THAT INDIAN CRYING IN THE RIVER OR SOMETHING 30 YEARS AGO.
[00:15:01]
WAS THE LITTER.WELL, THAT WAS THE VOLUNTEER COORDINATOR REPORT ON THIS PIER, OUR TRIAL.
WOULD YOU LIKE TO, UH, TALK ABOUT ENFORCEMENT BEFORE I START
[9. RECYCLING COORDINATOR REPORT]
OVER THE FILLING FOR OUR RECYCLING COORDINATOR, VICTORIA HOFFMAN, SHE'S NOT WITH US TODAY, BUT I KNEW SHE WAS EXCITED TO TALK ABOUT SOME ARE GREEN STUFF, INITIATIVES.SO SHE WANTED ME TO UPDATE Y'ALL ON HER E-WASTE EVENT THAT WAS HELD IN DECEMBER.
THERE WAS A TOTAL OF 908 CARS, 332 NORTH OF THE ABROAD AND 576 SOUTH ABROAD.
THE TONNAGE REPORT FROM THAT VENDOR OF THE NEXT EVENT WILL BE HELD ON FEBRUARY 12TH FROM 9:00 AM TO 3:00 PM.
UH, SHE HAS HER GREEN STEP SERIES GOING ON RIGHT NOW AT LIBRARIES, UM, THAT BEGAN WITH COMPOST AND RECYCLING, PROVIDING RESIDENTS, INFORMATIVE PRESENTATIONS, RECEIVING REQUESTS TO SPEAK AT COMMUNITY MEETINGS AND SCHEDULES AND MORE SERIOUS SERIES OF DATES.
SO, UM, SHE'LL BE GETTING WITH EVERYONE ABOUT GETTING THOSE GOING A LOT MORE.
UM, SHE'S WORKING WITH MENACE WASTE MANAGEMENT TO SCHEDULE A TOUR OF THE MURPH.
UM, IT'S BEEN DELAYED DUE TO COVID RELATED REASONS.
UH, SHE HAS A CALM PACE, COMPOSTS, EXCUSE ME, A COMPOST CAMPAIGN TO START IN MARCH.
AND, UH, SHE REACHED OUT TO THE NPR AS A REQUEST BY RANDY BOOMI AND SHE'S WAITING TO GET A RESPONSE BACK.
SO I KNOW I DIDN'T DO THAT AS WELL AS HER.
DO WE HAVE ONE THING TODAY? UM, DR.
RODRIGUEZ AND I ARE FORMULATING A FRIENDSHIP THAT I JUST MET HIM AND, UM, WE'RE EMAILING BACK AND FORTH.
I WOULD LIKE IF WE COULD SOMEHOW SOME WAY, UH, BRING HIM IN TO THIS BOARD, TO THE OTHER BOARD AND, UH, GET HIM TO SEE, UH, AND ACKNOWLEDGE THIS LITTER PROBLEM AND ALL THE OTHER THINGS THAT ARE GOING ON EDUCATIONALLY AS FAR AS RECYCLING.
AND THEN HE CAN, UH, UH, HOPEFULLY GIVE US THE GREEN LIGHT ON THAT, UH, KINDERGARTEN UP TO SIXTH GRADE THAT WE CAN MAKE A PART OF THE CURRICULUM.
WE'VE TALKED ABOUT THIS SEVERAL TIMES AND WE'VE BEEN IN AND OUT OF IT, BUT AN ACTUAL PART OF CURRICULUM.
UH, AND IT WOULD BE A STAIR-STEP, UH, MORE UNDERSTANDING THE OLDER YOU GET KIND OF STUFF.
I CAN SIXTH GRADE, YOU KNOW WHAT I MEAN? UH, THE BIO DEGREGATION OF PLASTIC AND WHAT IT DOES AND ANOTHER CHEMICAL NATURE OF WATER, WHATEVER IT MIGHT BE.
SO I DUNNO IF THAT WOULD BE HER RESPONSIBILITY.
UM, AND I'M VERY PROUD TO SAY ONE OF MY, I HAD TWO BIG GOALS THIS YEAR, GOING FORWARD, UM, EDUCATION AND OUTREACH FOR THE LITTER SIDE OF IT.
UM, AND OBVIOUSLY MORE SUPPORT WITH ENFORCEMENT, UM, GETTING TRANSPORT POLICE, DLT, POLICE INVOLVED ALONG WITH HIGHWAY PATROL, UM, TO ASSIST MYSELF IN THE SHERIFF'S OFFICE.
BUT SINCE VICTORIA'S COME ON AS OUR RECYCLING COURSE, SHE'S DONE A NUMBER OF EDUCATIONAL AND OUTREACH PROGRAMS. UM, WITH SOME ELEMENTARY SCHOOLS, SHE SENT ME TWO EMAILS YESTERDAY WHERE SHE HAS, UM, SOMETHING COMING UP AT, AT SCHOOL, UM, ANGEL SENT OR SOMETHING TO DO SOMETHING AT ANOTHER SCHOOL.
AND WE'RE GOING TO DO A COMBINED RECYCLING LITTER TALK COMING UP AT ANOTHER ELEMENTARY SCHOOL.
BOTH ANGEL IS GOING IN FOR CAREER DAY AT BUFORD ELEMENTARY, VICTORIA IS DOING ANOTHER SCHOOL.
THESE ARE ALL THINGS HAPPEN IN, IN A COUPLE IN THE COMING WEEKS.
SO WITH THOSE TWO YOUNG LADIES, I MEAN, THAT'S, THAT'S THEIR NUMBER ONE GOAL, YOU KNOW? AND DO YOU SEE WHAT I'M SAYING? IT WOULD BECOME A CURRICULUM THING.
SO THERE'S, THERE'S A CURRICULUM THAT'S ALREADY HANDED DOWN BY THE STATE THAT VICTORIA IS THAT SHE USES.
I'D LOVE TO SEE A COPY OF THAT.
CAROLYN, DO YOU HAVE A COPY OF THAT WITH THE CURRICULUM IS A IT'S ON THE WEBSITE.
CAUSE RODRIGUEZ WAS KINDA SORTA LIKE, YOU KNOW, VERY ENGAGING ON US, BUT IN THE SAME THING, INTERESTED IN MORE INFORMATION KIND OF STUFF.
I MEAN, THERE THERE'S, THERE IS A VERY DEEP, I MEAN, I WOULDN'T WANT TO STUDY THAT BOOK IF I WAS A RECYCLING COORDINATOR, BUT IT'S A BIG BOOK WITH CURRICULUM.
LIKE YOU SAID, FROM, YOU KNOW, K-12 ONE UP, UM, CAROLINE GOES OUT WITH, YOU KNOW, THE RERUN, UM, THE ANIMATED, UM, GOSH, WHAT'D YOU CALL IT CAROLINE, SCOTT, NOT THE MASCOT, BUT YOU KNOW, THEY'RE, THEY HAVE A PROGRAM THAT THEY USE THAT INTERACTS WITH THE STUDENTS.
YOU KNOW, THEY DO THAT ALONGSIDE WHAT THE STATE PROVIDES THEM TO USE AS THEIR CURRICULUM.
[00:20:01]
WHOEVER YOU WANT TO BRING IN, WHOEVER CAN BRING SOME MORE THINGS TO THE TABLE.YOU CAN, THERE'S ALWAYS ROOM TO IMPROVE.
SO I JUST WANT TO LET YOU KNOW THAT WE DO HAVE A CURRICULUM THAT WE FOLLOW AT THIS TIME, BUT WE CAN ALWAYS IMPROVE.
AND BRANCHES CAN COME OUT OF THAT WHERE I COME FROM.
UM, THIS IS A REALLY BIG DEAL AND SO RECYCLING AND ALL.
SO, I MEAN, THERE ARE SCHOLARSHIPS GIVEN TO SENIORS IN ALL FROM INDIVIDUAL FOUNDATIONS, YOU KNOW, THEY HAVE TO WRITE ESSAYS ON ALL THIS STUFF, AND THEN THERE'S A WINTER PICK AND THEY GET UP, YOU KNOW, A THOUSAND OR $1,500 TOWARDS FURTHER EDUCATION POST HIGH SCHOOL.
YOU KNOW WHAT I MEAN? I'D LOVE TO GET THAT FAR.
WE'RE A LONG WAYS FROM SOMETHING LIKE THAT, BUT THAT KIND OF IS IN EXISTENCE OUT THERE RIGHT NOW.
AND IF YOU WANT TO TAKE A LOOK AT THE CURRICULUM THAT THEY'RE WORKING WITH NOW IT'S ON DX WEBSITE.
[11. LITTER AND ENFORCEMENT INITIATIVE REPORT]
AND JOY LITTER.I CAN UNDERSTAND WHAT WASTE MANAGEMENT'S PROBLEM IT IS FOR.
COVID LOOKING AT A MURPH SENTENCE.
WELL, WE ALL KNOW THE HISTORY BEHIND IT.
IT'S NOT, IT DOES NOT FUNCTION.
THEY HAVE MATERIALS GO TO THAT SITE AND THEY TAKE IT OFF TO ANOTHER FACILITY THAT CAN PROPERLY HANDLE THOSE MATERIALS.
SO I CAN'T SPEAK FOR WASTE MANAGEMENT ON WHY COVID IS AFFECTING THE TOUR.
IF THAT ANSWERS YOUR QUESTION.
SO MOVING ON TO LITTER, YOU'VE GOT A LOT OF GREAT THINGS GOING ON THIS YEAR AND NOT PUMPED UP.
SO, UM, OUR ORIGINAL LETTER CREW HAS BEEN STAFFED.
WE WERE DOWN A GUY, SO THAT POSITION WAS BACKFIELD.
AND WE HAVE BEEN ABLE TO, UH, ADD, UH, ANOTHER CREW OF TWO TO OUR LITERAL CONTROL TEAM THAT PUTS US UP TO FOUR GUYS THAT WILL BE OUT, UM, EVERY DAY.
UM, THE LITTER CREW JUST RECEIVED A $25,000 GRANT FROM PALMETTO PRIDE.
AND THAT MONEY IS GOING TO BE USED TO HIRE, UM, SOME TYPE OF ASSISTED, UH, HELP WITH LITTER PICKUP.
SO IT COULD BE A LANDSCAPING COMPANY WHO WANTS TO TAKE ON THE JOB OF HELPING US COLLECT ROADSIDE LITTER.
UM, THEY'LL WORK PRIMARILY ALONGSIDE OUR LOADER CREW DURING THE DLT BOEING CYCLES.
SO WE'LL HAVE MORE HELP TO GET OUT THERE ON ONE 70 AND 2 78 AREAS TO TACKLE THOSE PROBLEMS BEFORE THE MOWERS COME.
THAT WEREN'T SPECIFICALLY GOING TO BE AS PRE-MOLARS IS THAT YOU'RE GOING TO FOCUS ON THAT, BUT THEY WILL BE ABSOLUTELY.
I MEAN, IT'S, IT'S A TOUGH, IT'S A TOUGH JOB FOR US TO TRY AND GET THINGS PICKED UP ON THE MAJOR ROADWAYS BEFORE, UM, BEFORE THE MOWERS COME NOW, NO MATTER HOW IT'S, HOW THE CONTRACT IS WRITTEN, I DEFINITELY WILL PUT IT IN THERE AND, YOU KNOW, OTHER ROADS OR AREAS AS NEEDED.
I DEFINITELY WANT TO GET INTO SECONDARY ROADWAYS ALSO, UM, OR, YOU KNOW, RESIDENTIAL ROADS, BUT HAVING THAT EXTRA SUPPORT, WE'LL BE ABLE TO POSSIBLY HAVE ME TAKE A GUY OR TWO AWAY TO GET SOME OF THOSE SECONDARY ROADS.
SO, YOU KNOW, OTHER PLACES AREN'T NEGLECTED AND WE'RE NOT JUST HAMMERING 1 72 78 MAY RIVER ROAD.
SO THOSE ARE, YOU KNOW, INTEREST PARKWAY ALONG WITH THAT.
UM, SO WE EXPECT ALL OF, UM, YOU KNOW, WE EXPECT TO HAVE THIS, UH, UP AND RUNNING BY MARCH OR APRIL, BUT THIS, THIS GRANT AND THE CONTRACT HAD CREW TO HELP OUT.
SO WE ALSO RECEIVED, I THINK I SPOKE ABOUT THIS, UM, AT THE LAST MINUTE, BUT WE RECEIVED TWO KAYAKS FROM PALMETTO PRIDE THAT WE'D USE TO, UM, GO OUT AND DO CLEANUPS WITH SOME OF THE NONPROFIT ORGANIZATIONS LIKE OUTSIDE FOUNDATION AND PORT ROYAL SOUND FOUNDATION.
AND EVEN OUR OWN CHI CLEAN UP SET AND SOLID WASTE, UH, HOSTS.
SO WE GOT THOSE WRAPPED AND IT SAYS, KEEP OUR WATERS CLEAN.
IT HAS THE RERUN LOGO AND THE COUNTY SEAL, AND IT LOOKED REALLY GOOD.
AND, YOU KNOW, YOU THINK KAYAK AND GOING OUT IN THE RIVER, BUT I WAS ABLE, WE WERE ABLE TO USE THEM LAST WEEK TO GO IN A SWAMPY AREA TO RETRIEVE SOME TELEVISION.
UM, AND OTHER THAN THAT, THAT IS PRETTY MUCH ALL I HAVE ANY QUESTIONS.
DO YOU KNOW WHEN YOU'RE GOING TO GET, UH, THE TWO FOLKS BACK FROM PGT? UM, I DO NOT.
UH, I WOULD DEFINITELY SAY IT WOULD BE AROUND MARCH OR APRIL WHEN SUMMERTIME KICKS OFF BECAUSE, YOU KNOW, THEY SPEND A LOT OF TIME PATROLLING THE WATERWAYS AS WELL.
UM, BUT AS OF NOW WHAT I WAS TOLD, UM, IT'S FOR THE FORESEEABLE FUTURE.
SO, YOU KNOW, THERE'S A GREAT SHORTAGE AND DEPUTIES RIGHT NOW, I BELIEVE THEY HAVE OVER 40 VACANCIES, SO THEY'RE DEFINITELY MISSING ME.
SO AT BLUFFTON, UH, THEY WENT FROM VACANCIES OF 12 TO SIX,
[00:25:01]
BUT THEY'RE STILL SIX BLANK.AND I GUESS I WONDER WHY, OH, THAT'S NOT ME.
BUT, UH, AND SO ONCE WE GET THOSE GUYS BACK, UM, YOU KNOW, DEFINITELY HELPING PICK UP, ENFORCEMENT'S GOING WELL.
UM, SINCE JANUARY 1ST I'VE WRITTEN A NUMBER OF TICKETS.
UM, AND LIKE I SAID, GOING FORWARD THIS YEAR, IT'S GOING TO BE EDUCATION OR ENFORCEMENT.
I WANT TO GET EMT AND HIGHWAY PATROL EVOLVE, WHAT WE'RE DOING.
UM, DO SOME CAMPAIGNS AND COMMERCIALS ON TARPING, YOUR LOAD SECURE AND SECURE LOADS IS GOING TO BE WHAT I PRIMARILY NEED TO FOCUS ON THIS ENTIRE YEAR.
UM, CINDY AND I WILL BE MEETING, UH, AT SOME POINT WITH THE BEAVER COUNTY HOME BUILDERS ASSOCIATION TO TRY AND GET OUT THERE IN FRONT OF THESE, THESE NORMAL CONTRACTORS.
WE SEE, UM, YOU KNOW, SPEAK TO ANY, ANYBODY WE CAN ABOUT THE IMPORTANCE OF TARPING.
WE HAVE A HAULERS MEETING SET UP WHERE THAT'S GOING TO BE MY PRIMARY TOPIC AND, UM, IT WILL REDUCE THINGS A LOT IF WE CAN GET EVERYBODY ON BOARD, YOU KNOW, UM, I'VE EVEN HAD THOUGHTS OF, UM, YOU KNOW, WHEN THE CONTRACTOR GOES TO PULL PERMITS FOR SOMETHING, THERE'S A PAMPHLET THERE SAYING TARP YOUR LOAD.
SO, UM, WE GET THAT EDUCATION OUT THERE.
AND WE TRY TO GET, YOU KNOW, THE COMMERCIAL POLICE OFFICERS OUT HERE TO GET THESE ROLL OFF TRUCKS AND THE MARKED CONTRACTORS THAT ARE LOSING CONSTRUCTION DEBRIS WILL BE OF GREAT HELP.
SO IF YOU HAD AN OPPORTUNITY TO MEET WITH THIS DISTRICT'S, UH, CAPTAIN AT THESE, FOR THE SOUTH CAROLINA TROOPERS, HAVE I HAD THE OPPORTUNITY TO, YES, I HAVEN'T.
AND SO THERE'S INTEREST IN EDUCATION THERE, UH, FOR THEIR OFFICERS.
SO IT'D BE SOMETHING ELSE, UM, THAT WE CAN TOUCH UPON.
SO I LOVE TO GET WITH YOU AND THEN SPEAK WITH HER IF WE CAN.
UM, I KNOW, YOU KNOW, ONE THING I WAS LOOKING AT MAY RIVER ROAD, UM, AND IT LOOKS PRETTY GOOD RIGHT NOW.
UM, I KNOW YOU'RE PROUD OF IT.
UM, BUT YOU KNOW, A BIG THING, YOU KNOW, RANDY, I KNOW YOU SAID A LONG TIME AGO THAT YOU SAT DOWN WITH THE CHIEF AND, UM, I KNOW THEY PUT THE SIGN UP, NO THROUGH TRUCKS, BUT THE POLICE DEPARTMENT ISN'T ENFORCING THAT AT ALL.
YOU KNOW, SO THEY WAS THROUGH THERE ALL DAY LONG, WE WERE PICKING STUFF UP AS IT COMES OFF THE TRUCK.
SO IT'S ALL OF US, WE JUST GOTTA, WE GOTTA DO WHAT WE SAY WE'RE GOING TO DO.
SO, AND IN, IN THAT REALM, COULD YOU PLEASE SEND ME AN EMAIL AND I WILL FORWARD IT AND BECAUSE I CAN TELL YOU THAT I DO NOT BELIEVE THAT CHIEF PRICE KNOWS THAT I, I, I DON'T THINK SHE DOES.
UM, AND I THINK AGAIN, I THINK, AGAIN, IT CHANGES THE OTHER GUARDS CHANGING EVERYTHING ELSE.
MAYBE IF SOMETHING JUST MISS WITH SOME OF THE NEWER RECRUITS THAT'S COMING ON BOARD.
SO I THINK IT'S, AGAIN, IT'S JUST A LITTLE BIT MORE EDUCATIONAL.
DEFINITELY TALKING TO HER ABOUT THAT.
BUT YOU KNOW, WE, WE KNOW THESE BIG TRUCKS ARE PROBABLY THE NUMBER ONE CONTRIBUTING FACTOR TO WHAT WE SEE ON THE ROADWAYS.
AND IF, IF WE CAN GET THEM TO STOP THOSE TRUCKS AS THEY COME IN, I MEAN, IT'LL IMPROVE YOUR WRITING AND THEY'D BEEN PROCESSED OR IT TAKES TICKETS THAT I'M WRITING.
THEY ALL GO THROUGH THE BEAVER KIND OF EXTRAS.
THAT'S GOOD IN THERE ALL, I MEAN, THE JUDGE IS SAYING FINE.
THE JUDGES SAYING, YES, I MEAN, THE FINES ARE NORMALLY REDUCED, BUT THERE IS A PAYMENT THAT IS MADE.
I CAN ASSURE YOU THAT, UH, I WAS IN A CONVERSATION THIS MORNING.
THAT'S WHY I ASKED, UH, THERE, WHERE I WAS BROUGHT UP, UH, THAT THEY'RE GETTING THROWN OUT AND I HAD NO CLUE.
I MEAN, I, I'VE CERTAINLY LOST CASES, YOU KNOW? UM, AND IT'S MY HAIR, YOU KNOW? UM, BUT YOU LEARN AND WE MAKE SURE THAT WILL HAPPEN AGAIN, YOU KNOW, I CAN SAY AS A, AS A HOLLER AND I THINK IT WAS ABOUT A YEAR OR TWO AGO, I THINK YOU HAD MENTIONED TO ME THAT THAT MAY RIVER WAS NOT A THREE ROW.
I WOULD SEND OUR TRUCKS THROUGH THERE BECAUSE IT'S A FAST ROUTE.
I WAS EXCITED WHEN BRANDY, I THINK RANDY SPEARHEADED THAT SIGN BEING PUT UP.
UM, SO IT'S LIKE DOWNTOWN BRIDGE.
YOU VERY SELDOMLY YOU'LL SAY 18, WE'LL ACROSS THAT BRIDGE.
THERE'S SPOT SIGNS POSTED EVERYWHERE.
AND IF YOU DO SEE ONE CROSS IT SOMEHOW, AND THE POLICE ARE ALWAYS RIGHT THERE TO GIVE THEM.
BUT, YOU KNOW, I, YOU KNOW, IF YOU SPEAK TO THE MANAGER, THE OWNER OF THE HOLLER, WHEN YOU HAVE THE HAULERS MEETING, THAT'S GREAT, BUT IT ALSO HAS TO CASCADE DOWN TO THOSE DRIVERS BECAUSE THE DRIVERS WILL STILL, YOU KNOW, IT'S, IT IS GOOD TO GET THE LAW ENFORCEMENT INVOLVED BECAUSE THE DRIVERS WILL STILL DO THE FASTEST ROUTE.
AND USUALLY GOING THROUGH OFTEN LIKE THAT IS.
AND SO, UM, SOMEHOW THAT NEEDS TO BE, YOU KNOW, YOU CAN TALK TO THE OWNERS AND HAVE LAW ENFORCEMENT JUST FOLLOW UP WHEN THEY CAN TO, TO STOP THE DRIVERS AND SAY, HEY,
[00:30:01]
YOU CAN'T COME THROUGH HERE.I'LL SEND YOU AN EMAIL ALREADY.
OUR TRIAL OR PASSING ON I'M SURE.
[8. SWR MONTHLY REPORT NOV 21 FY22 and DEC 21 FY22]
IN THE REPORT FOR A SOLID WASTE, RECYCLING, I THINK THAT'S OKAY.SO WE HAVE REACHED THE MID POINT OF FISCAL YEAR 22, AND WE'LL HIGHLIGHT THE DATA FROM NOVEMBER AND DECEMBER OF 2021.
THOSE REPORTS ARE IN YOUR PACKET.
SO HAULING FROM THE CENTERS HAS CONTINUED TO BE WELL BELOW LAST YEAR, WE HAVE AVERAGE 547 MONTH LIKE POLLS THIS FISCAL YEAR COMPARED TO AN AVERAGE OF 756 EACH MONTH.
LAST FISCAL YEAR, THE SAVINGS FOR HAULING FOR THE FIRST SIX MONTHS OF THIS FISCAL YEAR.
SO SINCE JULY 1ST IS 220,657, OUR NEXT RFP SOLICITATION FOR HAULING SHOULD BE IN THE SPRING AT OUR CURRENT CONTRACT, EXPIRES JUNE 30TH TO BEAVER COUNTY PAYS FOR ALL RESIDENTIAL HOUSEHOLD GARBAGE DISPOSAL, BOTH RESIDENTIAL CURBSIDE AND COLLECTION CENTERS.
DURING THE FIRST SIX MONTHS, THE DISPOSAL SAVINGS FOR 116,465 OVER THIS PERIOD LAST YEAR, THE TOTAL SIX MONTHS SAVINGS FOR BOTH HAULING AND DISPOSAL IS $337,122.
OUR DECEMBER A YEAR TODAY TONNAGE IT'S 43,256.
THIS IS 4,200 FEWER TONS THAN FISCAL YEAR 21.
AS A REMINDER, THE SAVINGS ARE IMPRESSIVE, BUT AS A POPULATION AND TIPPING FEE INCREASE, OUR DECAL PROGRAM IS NOT THE FINAL SOLUTION.
CAN I ASK A QUESTION? WHAT ARE WE DOING WITH OUR SAVINGS RIGHT NOW? AS FAR AS I'M THERE, THEY'RE THERE.
I'M NOT SURE ANYMORE ON THAT, BUT I CAN CHECK ON THAT OKAY.
DOLLARS THAT ARE PROBABLY, YOU CAN USE STUDY.
JUST CURIOUS, IT'S THAT IT'S NOT SOMETHING FUN SOMEWHERE WHICH COULD BE HAPPENING.
SO FOR CENTER TRAFFIC, UM, DECEMBER, 2021 TRAFFIC THROUGH THE CENTER IS DOWN 42,680 VEHICLES COMPARED TO DECEMBER OF 2020.
WE CONTINUE TO STAY WELL BELOW THE TREND LINE.
SO OUR RECYCLING TANISH TO DATE TOTAL 1,736 MONTHS, WE CONTINUE WORKING ON NEW EDUCATIONAL CAMPAIGNS TO INCREASE RECYCLING AND REDUCING COMBINATIONS.
OUR NEW CONTRACTS WENT INTO EFFECT NOVEMBER 1ST, 2021 WITH WASTE MANAGEMENT AND GLASS WORKS.
WE ARE BELOW BUDGET FOR FISCAL YEAR WITH 44% EXPENDED.
AFTER SIX MONTHS OF OPERATION, WE RECYCLED LOVE CHRISTMAS TREES AFTER THE HOLIDAYS AT ALL CENTERS, THE CENTER, AND WITH PARIS ISLAND TO SUPPLY EXCESS TREES FOR MILITARY TRAINING EXERCISES FROM TWO OF OUR CENTERS, RECYCLING REVENUES REMAIN POSITIVE AT 61,907.
WE HAVE RECEIVED A JANUARY CHECK FROM CHARLESTON STEEL FOR A RECENT MOBILIZATION TO OUR WHITE GOODS YARD.
ARE THERE ANY QUESTIONS, HOW WAS THE GLASS RECYCLING BIN GOING TO KNOW? THAT'S LIKE A NEWER EFFORT AND THAT'S SOMETHING THAT YOUR STATIONS CHRISTINA GETTING SET UP.
INITIALLY? I THINK THE PROPOSAL WAS THAT THEY WOULD PUT SOME CONTAINERS AT THE AIR STATION THAT THEY WOULD PICK UP, BUT THEN LATER THERE WAS A FEE INVOLVED WITH WHICH MADE IT DIFFICULT FOR US TO JUSTIFY, UH, FOR OUR RECYCLING PROGRAM.
SO I JUST KIND OF WANTED TO KNOW HOW THAT'S WORKING OUT IF YOU KNOW, OR IF I CAN FOLLOW UP WITH SOMEBODY TO SEND A YEAR WITH VICTORIA, WHOMEVER.
UM, WE DO A LITTLE BIT OF GORE, QUICK GLASSWORKS, ALREADY COLLECTED DIFFERENT SITES.
UM, THEY ARE COMING ALONG, THEY HAD SOME UPPER MANAGEMENT CHANGES, SIGNIFICANT UPPER MANAGEMENT CHAIN BACK TO BACK.
AND SO THE WHOLE IDEA, AND I MEAN, IT REALLY DID SLOW THINGS DOWN FOR, FOR A WHILE.
IN FACT, I'M AWARE OF THE, OF YOUR GUYS, ALL IN THE AGREEMENT YOU GUYS WERE WORKING OUT SO ON AND SO FORTH.
UM, THEY ARE BACK ONLINE WITH AN ENTIRE DIFFERENT, UH, EXECUTIVE MANAGEMENT.
AND SO I WOULD ASSUME THAT THEY WOULD START REACHING OUT TO YOU AGAIN TO TRY AND NEGOTIATE THAT BECAUSE THEY THINK THAT WAS A HIGH TARGET ITEM FOR HIM WAS WHAT'S YOUR LOCATION?
[00:35:01]
CLEAN, SEPARATED GLASS.THEY ARE ACCEPTING MATERIAL AND THEY HAVE NEVER STOPPED ACCEPTING MATERIAL.
BUT THE AMOUNT OF THE VOLUME AT WHICH THEY EXPECTED TO BE AT RIGHT NOW HAS NOT REACHED ITS POTENTIAL OR WHAT THEY WANTED, BUT THERE, THERE, THERE, THERE, THERE, AND I CERTAINLY DIDN'T WANT TO ANYTHING IN A NEGATIVE LIGHT THERE, BUT I DO WANT TO RE-ENGAGE AS A, AS A WAY, BECAUSE WE HAVE TO DO A BUSINESS CASE ANALYSIS ON ALL OF OUR WASTE STREAMS, AND IT'S GOING TO COST US MONEY TO RECYCLE SOMETIMES THAT DOESN'T ALWAYS SHAKE UP TO THE HIGH PRIORITY.
AND HERE'S THE THING ABOUT GLASS TOO, IS, AND SOMETHING THAT PEOPLE GOTTA REALIZE.
NUMBER ONE, I THINK THAT MODEL BACK TO THE WORD, SUSTAINABILITY, YOU KNOW, THE ECONOMIC MODEL OF HAVING A RECYCLER LIKE THAT IN OUR BACK DOOR TO MAKE IT SO THAT WE REDUCE THE SHIPPING COST OF THIS MATERIAL IS HUGELY VALUABLE WITHOUT THEM THERE.
UM, YOU KNOW, GLASS ITSELF WOULD BE A NET LOSER ALL THE WAY ACROSS THIS WAY.
AT LEAST YOU CAN SHIP IT TO SOMEBODY AND THEN, YOU KNOW, THE COST OF IT IS MINIMAL COMPARED TO ANY OTHER WAY, YOU KNOW, IF WE CAN GET PLASTIC RECYCLERS AND THINGS LIKE THAT, YOU KNOW, IN THE AREA AS AN INDUSTRY THAT CAN HELP SUPPORT ANY RECYCLING EFFORT, THE GLASS ITSELF IS A VERY DIFFICULT PRODUCT BECAUSE THERE'S NOT A LOT OF VALUE IN IT.
AND SO WILL THEY TAKE IT TO MINGLE? DOES IT NEED TO BE COMMINGLED? YEAH.
THE WAY THEY GOT THEIR PROCESS SET UP, IT'S ABOUT AS USER-FRIENDLY AS YOU CAN POSSIBLY GET IT.
I THINK FOR US, BECAUSE WE ONLY HAVE LIKE, BASICALLY A PERSON THAT HALF DEVOTED, YOU KNOW, AND THEY COLLECTION IS ABOUT ALL THEY CAN REALLY HANDLE.
SO, I MEAN, WE DON'T HAVE THE MANPOWER TO SORT, DO YOU DO ANY CONSTRUCTION ONSITE CONSTRUCTION? YEAH, WE GOT A GOOD BIT OF CONSTRUCTION GOING ON.
WE USE THE FULL BACK, FILL AROUND A BYPASS.
SO THE THOUGHT IS NO YOU'RE GOING TO MAKE MONEY IN RECYCLING.
NO, I MEAN, SHOULDN'T EVEN THE SIDE, CERTAINLY NOT THE CASE, BUT A GLASS IS ONE OF THOSE THAT YOU'LL PAY LESS TO HAUL IT AWAY.
YOU KNOW, YOU'RE NOT GOING TO, THERE'S NO VALUE IN IT, BUT YOU'LL PAY LESS THAN WHAT IT WOULD BE TO DO.
I MEAN THE, UH, SAY THE CREDIT, BUT, UH, WE'RE CERTAINLY LOOKING FOR DIVERSION RATES AND ANYTHING TO HELP WITH THAT.
SO ONE OF THE MAIN REASONS WE'RE LOOKING INTO PURSUING THAT BECAUSE WE DON'T REALLY GENERATE THAT, THAT MUCH GLASS.
SO IT'S NOT A HUGE, A HUGE STREAM, BUT ANYWHERE WE CAN INCREASE OUR DIVERSION RATE, WE'RE LOOKING TO DO THAT.
THE NICE THING ABOUT GLASSES THAT WEIGHS A LOT.
SO WHEN YOU'RE LOOKING AT DIVERSION RATE AND COST, WHEN YOU'RE CHARGED BY THE TON TO DISPOSE GLASS BY VOLUME WEIGHS A LOT MORE THAN PLASTIC AND THINGS LIKE THAT.
SO THE VALUE OF THE DIVERSION IS A LOT MORE WITH GLASS THAN IT IS WITH MOST ALL THE OTHER MATERIALS.
UM, BUT THE VALUE OF THE MATERIAL ITSELF IS VERY, THERE'S SO MUCH OF IT IT'S, YOU KNOW, BUT I'M, I CAN, I CAN TALK TO YOU OFFLINE ABOUT IT TOO.
I DON'T WANNA HOLD US MEETING CURIOUS.
I WANT TO SAY ALSO THE CONSTRUCTION ENGINEER GUYS.
IT'S SOMETHING YOU WOULD PAY BY THE TONGUE TO PULL IN AND IT'S REQUIRED.
I'M JUST GOING TO SAY DEFINITIONS.
WELL, UH, LET'S BOUNCE BACK UP TO ONE SO WE CAN GET THE PROTOCOL AND BEHIND US, UH, WE CALLED THE ORDER APPROVAL OF THE AGENDA WE'RE GOING THROUGH RIGHT NOW.
SO I THINK WE'RE ALL ON BOARD WITH THAT, BUT APPROVAL OF THE MINUTES, WE WOULD WANT THAT TO BE ON RECORD.
DID EVERYONE GET ATTACHED CHANCE TO LOOK BACK? AND DOES ANYONE HAVE A PROBLEM WITH THE MINUTES FROM THE 2ND OF DECEMBER? OKAY, GOOD.
WE CAN MOVE ON DOWN NOW TO THE DISCUSSION ITEMS, UH, THE WESTERN END SAMSON
[12. WESTON & SAMPSON REPORT UPDATE – PFC PENDING]
REPORT.SO THE WESTERN STANCE AND SUSTAINABILITY CAMPUS SITTING STUDY WAS SLATED FOR THE JANUARY 18TH PUBLIC FACILITIES COMMITTEE.
HOWEVER, THE ATOM WAS HAILED WHILE WE EVALUATE A COUNTY OWNED PROPERTY OPTION FOR THE MARK.
AND I CAN KEEP ON GOING INTO THE NEXT ONE.
[13. SOLID WASTE MANAGEMENT PLAN UPDATE]
THE SOLID WASTE MANAGEMENT PLAN UPDATE.UM, WE HANDED OUT A COPY OF THAT AND THAT IS THE DRAFT AND IT IS NOW AVAILABLE FOR REVIEW AND COMMENT.
PLEASE SUBMIT COMMENTS TO MYSELF OR CINDY, UM, OWNER.
BEFORE FEBRUARY 18TH OF THE CLOSE OF BUSINESS, WE HAVE COMPLETED AN INTERNAL REVIEW WITH VERY LITTLE CHANGES RECOMMENDED.
[00:40:01]
WITH STAFF, YOU SAID YOU COMPLETED AN INTERNAL REVIEW WITH NO REVISIONS.SO I WAS CURIOUS WHO WAS, WHO, WHO ARE THE INDIVIDUALS THAT LIVED THROUGH THIS WITHOUT REVISIONS? WOULD THAT BE THERE'S ALL FOR A VERY LITTLE REVISION, BUT THERE HAVE BEEN SOME CHANGES, OUR ENTIRE SOLID WASTE STAFF.
THIS IS AN OPPORTUNITY FOR THE CORRECTIONS ON THEM.
I DON'T THINK THAT FEBRUARY 18TH IS A REALISTIC DATE FOR COMMENTS I'LL GUARANTEE.
YOU'LL BE INUNDATED WITH COMMENTS FROM ME.
I HOPE THEY'RE NOT ALL IN WRITING.
AND AT THE MOMENT HAD THE ABILITY TO SIT DOWN AND DISCUSS WITH STAFF OR WHOMEVER AS PART OF A WORK SESSION.
I THINK INDIVIDUAL COMMENTS IS A VERY USELESS, CAN YOU ASK AS OPPOSED TO A SIT DOWN ALMOST SECTION BY SECTION, UH, THE WITNESS WE HAD TO KNOW THIS COME FROM, UH, THINGS LIKE THAT.
UH, WHAT'S THE WHOLE BASIS OF IT.
HAVING WRITTEN PLANS HAD TO OPERATE ON THE PLANS 20 YEAR PLAN.
JUST LOOKING AT THE VOLUME OF IT, GUARANTEED.
I'LL GIVE YOU A LIST OF COMMENTS ARE PROBABLY DOUBLE AND I DON'T FIND JUST WRITING COMMENTS AS A PRODUCTIVE TOOL.
SO AM I UNDERSTANDING THAT YOU'RE MAKING A MOTION, THAT WE WOULD HAVE A MEETING PREVIOUSLY THE BOARD, IF EVERYONE HAS THE ABILITY TO LOOK AT IT, YOU, I FOUND SOME COMMENTS THAT MEET WITH STAFF IN THAT NECESSARILY THE CONSULTANT THAT PUT IT TOGETHER TO WOULDN'T IT BE POSSIBLE TO TAKE A LOOK AT THE AVAILABILITY OF THIS ROOM? UH, PRE LET'S SAY THE SEVENTH.
SO THE SEVENTH IS MONDAY, UM, PRE THE SEVENTH.
THEN WE CAN KIND OF GET BACK TOGETHER.
CAUSE ONCE WE MEET WE'RE GOING TO PROBABLY THEN HAVE THINGS THAT WE'RE GOING TO HAVE TO FOLLOW UP ON.
SO THE 18TH IS ABSOLUTELY VERY PRUDENTLY.
SO I GUESS I NEED TO ASK, DO WE HAVE A SECOND TO THAT MOTION OF COMING TOGETHER AS A BOARD TO REVIEW? OKAY.
KIM OFFICIALLY THE SECOND, ALL IN FAVOR THAT DAY RIGHT NOW, IT WAS A POSSIBLE, BUT LOOK AT THE SCHEDULE FOR THIS ROOM.
I DON'T HAVE ACCESS TO THAT SCHEDULE.
I WOULD NEED TO SEE WHAT'S DRIVING THE, WHAT WOULD THE COURT BEFORE NOW? IT'S THE 18TH.
WHAT IS THE, WHAT'S THE SCHEDULE FOR THIS IN 18TH.
FUTURE DATE PAVED AGAIN, NEED A LONGER DAY.
I CAN CHECK , LET'S GO BACK THEN AND ASK THEM.
WOULD WE PREFER THEM TO, TO MAKE A MOTION THAT THEY'D BE SUSPENDED, UH, FROM THE 18TH, GIVE US ANOTHER 30 DAYS OR WHATEVER.
WOULD THAT BE MORE IN LINE WITH WHAT THE BOARD WISH INSTEAD OF TRYING TO CRAM IT IN NOW? YEAH.
SO WHAT'S THE, WHAT'S THE SCHEDULE OF APPROVAL FOR THIS US FIRST.
IT WOULD BE PRODUCT LOSS COMMENT AND THEN MOVE ON.
AND THEN TO FACILITIES THEN TO NORMAL, IT'S KIND OF START WITH AUSTIN, RIGHT IN SAYING THAT, UM, FEBRUARY THE EIGHTH IS A FRIDAY.
UM, IS THERE ANY WAY WE CAN PUSH IT OUT AT LEAST TWO WEEKS TO MARCH 4TH AND THEN WE CAN DO THIS OVER EMAIL AND THEN WE COULD CALL A MEETING IT'S ALL THROUGH EMAIL.
UM, AND THEN OBVIOUSLY THEY'D HAVE TO BE POSTED.
YOU CAN DO THAT BECAUSE THEN WE CAN ALL COME IN.
UH, LASER FOCUS TOUCHED ON THIS PACKET THAT WE RECEIVED TODAY.
AND IT'S PRETTY SOPHISTICATED.
SO IT JUST GOING TO TAKE SOME TIME TO READ.
AND IT'S, IT'S YOUR BAILEY WHEN IT'S BEEN YOUR BUSINESSES, YOU'RE GOING TO HAVE A LOT OF ISSUES WITH THAT.
I SAID, I WASN'T GOING TO IT UNTIL IT ACTUALLY GOT IT.
I KNOW YOU SHUT DOWN A BUNCH OF CENTERS.
I DON'T KNOW WHAT THIS INFORMATION IS.
THESE ARE ALL THE ORIGINAL, EXTREMELY SUPERFICIAL.
THOSE ARE STILL CAN BE CENTERS THAT ARE OPERATIONAL AT THIS COURTYARD THAT WE SHOULDN'T REALLY SHUT DOWN, UH, GATES IN PORTERVILLE.
[00:45:03]
AND I TOOK THAT MOTION, I BELIEVE A SECOND IN MY CAMS, PUSHING IT BACK.SO, AND EVERYONE'S IN AGREEMENT ON IT.
BUT FOR INSTANCE, I'LL JUST GIVE AN EXAMPLE.
I'M LOOKING HERE, AMOUNT OF WASTE AND THEY'RE HIGHLIGHTING TSW.
ANYBODY KNOW WHAT TSLP WAS? HELLO, MSWS.
WHAT DOES THAT MESS UP? IT'S A WASTE.
IT'S YOU KNOW, YOUR, YOUR, YOUR REGULAR CONTRACTORS, BUT SPECIFIC.
I'M THINKING IT'S RESIDENTIAL COMMERCIAL.
AND IT'S AN INSTITUTION THAT TERMINOLOGY IS USED BY THE APA N D CORRECT? CORRECT.
SO WHY SHOULDN'T WE USE IT? EXCUSE ME.
WE'RE GOOD AMOUNT OF WASTE FOR TSW.
ANYBODY KNOW WHAT IT IS? TSW ONE.
SO THIS IS LIKE WHERE'S WALDO.
I GOT TO GO THROUGH IT IN YOUR POINT'S WELL TAKEN.
I'VE SUBMITTED TO CYNTHIA COMMENTS ON THE ORDINANCE, INCLUDING A WHOLE BUNCH OF DEFINITIONS THAT SHOULD BE INCLUDED BECAUSE MSW IS NOT EVEN INCLUDED IN YOUR ORDINANCE.
TOTAL SOLID WASTE TOTAL SOLLOWAY.
SO C AND D IS NOT MUNICIPAL SOLID WASTE.
MUNICIPAL SOLID WASTE IS RESIDENTIAL OR INSTITUTIONAL INDUSTRIAL.
THEN YOU HAVE ON TOP OF THAT WITH THE AUTO SALVAGE C AND D LAND CLEARING THAT IS NOT CONSIDERED AS MUNICIPAL SOLID WASTE BY SOUTH CAROLINA.
JUST TAKE A LOOK AT THE ANNUAL REPORT.
THERE IS NO DEFINITION OF TOTAL SOLID WASTE IN YOUR ORDINANCE.
HOW CAN YOU USE A PLAN TALKING ABOUT THINGS THAT AREN'T EVEN IN YOUR ORDINANCE, UNLESS YOU FIRST UPDATE TO WOODMAN'S.
I, I JUST GET HUNG UP AT CONFLICT BY, BUT WHEN YOU SPOKE TO CINDY AND YOU GOT THE WHATEVER DRAFT YOU GOT, I DIDN'T REALLY LOOK AT IT.
BUT DOES SHE TELL YOU THAT, UM, SHE HAS BEEN WORKING TIRELESSLY WITH OUR LEGAL DEPARTMENT ON ORDINANCE REVISIONS SPECIFICALLY FOR SOLID WASTE? WELL, THEY ARE JUST, YOU KNOW, SO JUST BRING UP ALL THOSE, ALL THOSE, ALL THE THINGS THAT YOU, ALL THE THINGS THAT YOU NEED TO CALL THAT, THAT YOU SEE THAT AREN'T ON THE ORDINANCE.
I MEAN, IT'S ALWAYS GREAT TO HAVE AN EXTRA SET OF EYES AND THEY ARE, I DON'T KNOW WHERE THE NUMBERS COME FROM AS THE BASIS OF DOING A REPORT, BUT IT'S, TO ME JUST BASIC ENGINEERING, YOU GET DOWN INTO WHERE THE WHERE'S THE MEAT COMING FROM IN ORDER TO DO A PROJECTION FOR 20 YEARS.
AND I THINK EVERYONE NEEDS THE OPPORTUNITY TO GO THROUGH THERE AND ASK THOSE SAME QUESTIONS AS BILL'S BRINGING UP.
HOW DO YOU, HOW DO YOU ATTRACT COMMERCIAL WASTE? HOW DO YOU TRACK INDUSTRIAL WASTE? IS IT JUST BY SOMEBODY REPORTING TO STATE AND YOU'RE USING STADIUMS VERY DANGEROUS, POSSIBLY TO GET INTO JUST NEED CLARITY.
THAT'S WHAT IT REALLY COMES DOWN TO.
AND WOULD IT BE POSSIBLE IF WE COULD REQUEST, UH, CINDY TO BE PRESENT FOR SCHEDULE WILL ALLOW US, UH, SINCE SHE'S PUT SO MUCH TIME AND ENERGY OR TRELLO THAT WOULD BE APPROPRIATE WITH A NET? OH, ABSOLUTELY.
I MEAN, YOU KNOW WHAT? I WAS GOING TO REVIEW AND TAKE STEPS, BUT YOU KNOW, YOU GOT AN ISSUE, YOU VOICED HIM IN, BUT I JUST WANT TO LET YOU KNOW, SHE'S WORKING WITH THE LEGAL DEPARTMENT ABOUT THE COUNTY'S SPECIFICALLY PERTAINING TO SOLID WASTE ON THE ORDINANCE, REVISIONS, WORDINGS, AND ALL OF THOSE THINGS.
AND YOU'VE HAD THAT DISCUSSION WITH HER ALSO.
SO, UH, WE'VE HAD TWO DISCUSSIONS WITH HER AND SHE'S WORKING ON IT DOWN.
I THINK WHAT BILL SAID WHEN WE MAKE THESE PUBLIC COMMENTS, WE'VE GOT TO REMEMBER WHAT THAT, AND Y'ALL COME OUT WITH A DRAFT PLAN USING LANGUAGE, IF IT'S NOT ALREADY UNDERSTOOD FIRST TIME FOR THE CLASS, MR. GRAINER IS DRAFT SAY DRAFT PLAN.
IT'S NOT SIGNED, SEALED OR DELIVERED.
WELL, IF YOU WANT TO TURN IT AROUND IN 30 DAYS FROM THE APPROVAL, YOU BASICALLY SAY IT'S ALMOST SIGNED, SEALED, AND DELIVERED THAT THAT STAFF IN THE DEPARTMENT HAVE GONE THROUGH IT AND YOU FIND TOTALLY ACCEPTABLE.
WELL, I HAVE PROBLEMS WITH, THAT'S WHY I THINK IT'S IMPORTANT THAT WE PUSHED BACK IF POSSIBLE A COUPLE OF WEEKS, SO EVERYONE CAN HAVE A FULL UNDERSTANDING AND WE HAVE A SPECIAL MEETING CALL.
UM, AND WE'RE CLEANING IT UP TO THE BEST OF OUR ABILITY.
IT'S ACTUALLY, IT'S REALLY EXCITING TO GET TO, TO HAVE THE OPPORTUNITY TO GO THROUGH THIS TOO.
I MEAN, CAUSE THIS, THIS, YOU KNOW, 40, 41
[00:50:01]
OR 41 IS, YOU KNOW, THAT'S A LOT OF TIME INVOLVED HERE.SO GOTTA PUT OUR THINKING CAPS ON OF WHAT THIS LOOKS LIKE.
NOT JUST, YOU KNOW, IN THE FIVE TO SIX YEAR CONTRACT, YOU KNOW WHAT IT LOOKS LIKE IN 20 YEARS, WHAT DO WE REALLY WANT THIS PLACE TO LOOK TIES IN WITH QUOTE, SUSTAINABILITY CAMPUS? HOW DOES ONE GET BETWEEN? SO LIKE WE HEAR YOU BILL LITERALLY ARGUING LIKE YEAH, NO, NOT AT ALL.
YOU KNOW, IT'S LIKE YOU SAID, IT'S GOING BACK ABOUT SUSTAINABILITY CAMPUS.
YOU KNOW, YOU SAID YOU HEAR THAT NAME THROWN OUT, BUT WHAT EXACTLY IS THAT SUSTAINABILITY CAMPUS GOING TO DO YOU SKIMMED OVER THAT DRAFT PLAN AND IT'S IN THAT DRAFT PLAN? OKAY.
WELL, I ALSO READ THE COUNTY COMPREHENSIVE PLAN FOR 2040, AND I THINK THERE'S A COUPLE OF LITTLE BOXES ON SOLID WASTE THAT COME UP WITH, TO ME SOME RIDICULOUS THINGS.
UH, BUT IF THAT'S THE BASIS INTEGRATED ALSO WITH THE HERE WHO LEAVES A LOT TO BE DESIRED, I SAT IN ON THE ORIGINAL QUOTE MEETINGS FOR THE COMPREHENSIVE PLAN.
THAT GROUP, NO, WHEN JUST SIT THERE WITH A LITTLE PLUG OR NO.
HOW DO YOU FEEL ABOUT THIS 1, 2, 3, OR FOUR AND SUDDENLY GENERATES, UH, A PLAN ON THE BASIS OF A SOLID WASTE PLAN FOR 20 IT'S SCARY.
SO YOU DON'T GET BACK THEN IN TERMS OF THAT.
[14. HAULER MEETING 02/03/2022 (10AM) – DSN CONFERENCE ROOM]
ANGELA, YOU'RE NOT ADDRESS THE HOLLER MEETING THAT'S COMING UP.UM, SO FIRST OFF WE LET THE THING, SALLY, FOR SUGGESTING THAT WE DO THIS MEETING, UM, WE CONTINUE TO SEE A 75, 20 5% SPLIT BETWEEN RESIDENTIAL HOUSEHOLD GARBAGE COLLECTED, CURBSIDE COMPARED TO THAT COLLECTED AT THE CENTER.
AND IT'S BEEN SEVERAL YEARS SINCE WE'VE ALL BEEN TOGETHER AND WONDERING, SO THIS MEETING IS SCHEDULED FOR FEBRUARY 3RD, 2022 AT 10:00 AM.
THAT'S GOING TO BE AT THE DSN CONFERENCE ROOM, UM, DISABILITY AND SPECIAL NEEDS.
THAT ADDRESS IS 100 CLEAR WATER WAY HERE IN BUFORD.
AND SO BOARD MEMBERS ARE WELCOME TO ATTEND.
AND THE THIRD IS IT THURSDAY? I'M SORRY.
DOES ANYBODY PLAN ON ATTENDING? YUP.
CAN YOU MAYBE HELP? I THINK YOU GOT IT.
HAD BEEN TALKED TO SIDNEY ABOUT IT TODAY, BUT SHE'S NOT HERE.
SO I THOUGHT THAT WAS AWESOME IDEA.
SO LIKE I SAID, YOU KNOW, NOT PICKING OFF PICKING ON THE TRASH HAULERS AT ALL.
I'M NOT SAYING ALL OF THEM OUT, BUT WE KNOW IT'S A PROBLEM.
AND UM, YOU KNOW, IT'S NOT ALL ABOUT JUST WRITING A TICKET.
YOU KNOW, IT'S ABOUT CORRECTING THE BEHAVIOR AND ENFORCEMENT COMES.
YOU CAN'T HAVE ENFORCEMENT WITHOUT EDUCATION.
SO TALKING TO THESE GUYS, UM, AND KNOWING THEY'LL PASS IT DOWN AND HAVING THE CONFIDENCE TO PASS IT DOWN TO THE GUYS.
UM, AND THE DATES WITH THE NAME, SINCE YOU DON'T THINK THAT IT'S LIKE JUST THE TRASH FARE, YOU CAN PICK IT OUT.
IF SHE CAN SEE SOMEBODY'S SPACE TO IT, OR ASSOCIATE ME AS THE MAIN GUY, THAT CHASES TRUCKS UP AND DOWN ONE 70.
YOU CAN'T HAVE ENFORCEMENT WITHOUT EDUCATION.
YOU CAN'T HELP THE, WHAT WERE THE OBJECTIVES OF THE MEETING? UM, SO WHAT WE'RE GOING TO HAVE, LIKE SEVERAL PEOPLE TALK.
UM, SO OUR TRAVEL TALK AS VICTORIA TALKING.
UM, I'M NOT SURE, I'M NOT SURE.
UM, AND THEN WE HAVE SOMEBODY, UM, WHO DOES LIKE SAFETY COME AND JUST TALK.
SO JUST TO GET WELL, BECAUSE THE RFP WILL BE COMING OUT FOR THE HAULING FOR THE CONVENIENCE CENTERS.
SO IT'S ALWAYS GOOD TO GET EVERYBODY IN ONE ROOM TO MIGHT HELP THE COUNTY GET A BETTER PRICE.
WE SEE HOW MANY PEOPLE ARE EITHER GOING TO BE BIDDING AGAINST YOU.
UM, JUST DO A LITTLE EDUCATION.
AND THEN I THINK THERE'S PLENTY ON TALKING ABOUT THE RFP THAT'S COMING OUT AND STUFF LIKE THAT.
SO WE HAVE A LOT TO START OFF.
WHO'S GOING TO BE THERE AND NO, YOU KNOW, I'VE SAW BRIEFLY ON SOME OF THE HAULERS THAT HAVE, UH, YOU KNOW, ACCEPTED AND SAID THEY WERE COMING AND GIVING US A HEAD COUNT.
BUT I DON'T KNOW, RIGHT OFF HAND.
I CAN'T REMEMBER TO TELL YOU SPECIFICALLY WHAT HAULERS YOU THINK IT'D BE, UM, APPROPRIATE FOR THOSE THAT HAVE NOT SIGNED UP TO COME, THAT SOMEONE GIVE THEM A CALL.
I'D BE HAPPY TO CALL THEM OR ANYONE GIVE HIM A CALL.
[00:55:02]
I THINK CINDY MAY HAVE.CAUSE SHE WAS TALKING TO ME LAST WEEK ABOUT MY, GAVE HER A PUNCH, BUT NUMBERS AND EMAILS, IT'S GOTTA BE COMPREHENSIVE.
I MEAN, THEY ALL SHOULD BE THERE OR HAVE A REPRESENTATIVE THERE.
I FELT THEY WERE SAID WASTE MANAGEMENT.
THAT'S A WASTE MANAGEMENT PRO DISPOSAL.
UM, I THINK CAROLINA CONTAINERS, UM, THERE WAS A FEW SO AND ONE THING THAT I HAD PLANNED TO DO AND NEVER GOT AROUND TO DO IT LAST YEAR WAS, YOU KNOW, TRY TO GET UP EARLY THESE GUYS AT PROBABLY THREE IN THE MORNING, BUT GET TO ONE OF THEIR SAFETY MEETINGS AND TALK TO THEM.
YOU KNOW, IF I'M GIVEN THE OPPORTUNITY, LIKE YOU SAID, HOPING THAT IT PASSES DOWN TO THE GUYS AND I'M PRETTY SURE IT WILL.
WELL, THAT'D BE GOOD TO GET HERE WITH JAMIE THEN BECAUSE HE LIKE RUNS LIKE FOR US, LIKE HE RUNS A SAFETY MEETING, SO HE COMES IN AND DOES IT.
SO IF YOU CAN GET WITH HIM, I BET YOU, HE CAN GET TO A LOT OF PEOPLE WHEN HE'S DOING IT.
WELL, IT WOULD BE NICE IF THERE WAS A LIST ON WHO'S GOING TO BE THERE SO THAT YOU GUYS CAN IDENTIFY, WHO'S NOT AND GET A PHONE CALL TO THEIR CEO THAT THIS IS HAPPENING.
AND IT'S IMPORTANT THAT THEY HAVE SOMEONE THERE WAS IN TOUCH WITH ALL OF THE HAULERS, JUST BASED OFF OF WHAT THE, YOU KNOW, HANDING OUT THE DECALS.
UM, UM, MAYBE ANGEL MIGHT BE DOING THAT NOW, BUT GETTING THE ACTUAL HOLLERS THEY'RE D THEY'RE PERMITTED DECALS.
SO SHE'LL KNOW WHO'S ISN'T, THERE IS NOT, AND I'M SURE WE'LL DEFINITELY TRY TO DO A SECOND ROUND INVITE TO MAKE SURE EVERYONE IS THERE.
WHICH WAS CALM PEOPLE LAST WEEK FROM MY UNDERSTANDING, TALKING TO HER.
SO, AND MOVING FORWARD, UM, WE HAVE NO PUBLIC
[15. PUBLIC COMMENT]
COMMENT.[16. BOARD REQUESTS]
FROM ANYONE, UH, ON THE BOARD OR OUTSIDE? UH, JUST WANT TO FOLLOW UP ON THE REQUEST FOR THE WASTE MANAGEMENT, HAVING THEM COME AND TALK TO US ABOUT THEIR PLANS FOR THE LANDFILL AND STUFF.I HADN'T HEARD ANYTHING IF IT WAS STILL ON THE BOOKS.
I HAD A TALK WITH THEIR NEW REGIONAL MANAGER.
UM, EARLIER THIS WEEK, UM, MINDY MILLER IS TAKEN OVER FOR RUSS HIGHTOWER, UM, REALLY, REALLY GOOD PERSON, UM, VERY ENERGETIC.
UM, AND LITTLE COMMENT WE HAD THE EXPANSION IS WHAT THEY'RE LOOKING AT WITH A SITE, UM, TO EXPAND IT.
BUT I THINK SHE'S MORE THAN WILLING TO COME TO THAT LITTLE.
I THOUGHT SHE MET WITH YOU GUYS EARLIER TODAY IS WHAT SHE TOLD ME.
UM, BUT I THINK IT'D BE GREAT TO HAVE JUST THE PRESIDENT, ESPECIALLY ON THE RECYCLING FRONT, ESPECIALLY WITH ITS WASTE MANAGEMENT PLAN IN FRONT OF US TO NOW, YOU KNOW, WITH A SOLID WAY, YOU KNOW, WHAT THEIR, WHAT THEIR FUTURES ARE AND WHAT THEIR, WHAT THEIR .
HOW DOES OUR SOLID WASTE PLAN KIND OF MARRY WITH THE JASPER COUNTY ONE? BECAUSE WE'RE STARTING TO SEE THIS STUFF IS SO INTERMINGLED BECAUSE I THINK SHE CAN PLAY THAT WHERE SHE WAS FROM.
WELL, THAT'S WHERE SHE'S WAS AT THE STATION THERE.
SO CHARLESTON, SHE WAS IN CHARLESTON, SHE CAME AND SHE JUST GOT MOVED OVER HERE.
SO SHE WAS THERE A LONG PERIOD OF TIME.
IT'S CRAZY TO SEE BREAST GONE HOUSE PROMOTION IS WHAT WELCOME COMMENT.
SO ARE THERE ANY OTHER REQUESTS? SO THE REQUESTS THAT WE HAVE OUT THERE IS AN EXTENSION OF TWO WEEKS, UH, TO TAKE A LOOK AT, UH, THE SOLID WASTE MANAGEMENT PLAN PLAN AND THEN THE BUCKING OF A SPECIAL MEETING IN WHICH WE'LL COME TOGETHER AND DISCUSS A RECOMMENDATIONS TO BE PASSED ON AS IT PERTAINS TO THE PLAN.
UM, I THINK THAT'S IT AS FAR AS REQUEST AND THEN THE OLD STANDBY TALKED TO YOUR OWN COUNCILMEN AND GET THEM INTERESTED IN THIS STUFF BECAUSE THEY CAN GET HIT FROM EVERY HANDLE.
SO WE GOT TO MAKE OURSELVES KNOWN.
THEY JUST HAVE A JOKE COMMENT THAT C AND D I'M REALLY CONFUSED BY THE STATE'S ISSUANCE OF PERMITS AND STUFF LIKE THAT.
AND WHAT THINGS GET PERMITS FOR WHAT THEY DON'T.
IF YOU DROPPING CONCRETE SOIL AT A FACILITY TO BE PROCESSED, DOES THAT NEED A PERMIT IN NEW YORK? THAT'S SEEING IN THE PROCESSING FACILITY AND YOU'RE PRODUCING A USABLE RECYCLABLE PRODUCT.
NORMALLY WE, IT GETS SIFTED IN THIS STATE, THE OT STANDARDS FOR DIFFERENT TYPES OF MATERIALS AND THAT'S, UH, A PROCESSING FACILITY, UH, THAT THAT'S RECYCLING.
I DON'T KNOW WHAT THE COUNTY'S POSITION IS ON THINGS LIKE THAT.
UH, WE KEEP GOING BY LAND CLEARING LIN COLORING
[01:00:01]
WASTE.WHAT IS IT? WHOLE TREES BESIDES ALL THE OTHER STUFF YOU SEE, LANDSCAPE IS GALORE.
HOW MANY REALLY PROCESSING A CHIPPING BAILEY SEE ONE PERMIT FOR C POINTS.
THESE THINGS HAVE TO EXIST OUT THERE.
AND, UH, IT'S IT JUST, IF YOU THOUGHT ABOUT RECYCLING AND STUFF AND TOTAL SOLID WASTE, NO, THAT'S THE TOTAL SOLID WASTE STREAM IT IS, OR IT ISN'T THEN I THINK FOR ME, I REALLY NEED DEFINITION WHEN SOMEBODY USES THE TERM OF WHAT IT REALLY IS AND MEANS.
HOPEFULLY WE GET THROUGH THAT AND THIS, IF NOT DELINEATE IT MORE, YOU KNOW, I MEAN, ASHLEY, I DON'T WANT TO BE RIGHT THE PLANT, YOU KNOW, SO TO ME THERE ARE THREE OR FOUR TYPES OF SEEING THINGS.
A LOT OF TIME DIFFER FROM EPA, KIND OF THE GOALS AND BUILDS AS IT GOES DOWNHILL, THEN THE RESPONSIBILITY TO THE MUNICIPALITIES.
SO NO, YOU HAVE TO BE BUFORD COUNTY HAS TO BE AS STRINGENT AS AND CAN BECOME MOST RIGID.
JUST CAN BECOME LESS MAKES SENSE.
IN MY AREA, YOU GOT A ROOF SHINGLES COMING OFF GALORE, WHERE DID THEY GO? DID THEY HAVE VALUE AS OPPOSED TO GOING TO A LANDFILL SOMEPLACE? BUT, WELL, ONCE AGAIN, WE'RE TACKLED US, BUT THE SLOW SPECIFIC QUESTIONS COME UP, I LIKE JUST CINDY'S BEEN WORKING ON HIM LIKE OUR TRIAL SEVEN, EVENTUALLY THIS IS 20 YEARS.
GOT TO THINK 20 YEARS NIGHT, YESTERDAY AND CONVENIENCE AT THIS.
SO IF THERE ARE NO OTHER ISSUES AT HAND, UH, LET'S DISMISS AND WE WILL WAIT, GET AN EMAIL TO UNDERSTAND, UM, THE DATE OF OUR SPECIAL MEETING.
AND OTHER THAN THAT, THANK YOU, EVERYBODY.
