[8. Report of the Town Manager]
BEFORE? >> SAID ALL PAY RAISE YOUR RIGHT HAND.
THANK YOU VERY MUCH. REPORTER THE TOWN MANAGER. YES, SIR.
GOOD AFTERNOON, MAYOR. COUNCIL. REALLY THE ONLY THING ITEMS OF INTEREST THAT I HAVE TO ADD IN ADDITION TO WHAT'S ON THE AGENDA IS YESTERDAY OF COURSE WE CELEBRATED AND RECOGNIZED MARTIN LUTHER KING JUNIOR DAY WHILE TOWN HALL WAS CLOSED.
WE DEFINITELY TOOK A MOMENT TO AS A STAFF AND THEN AS AN ORGANIZATION TO RECOGNIZE AND HONOR YESTERDAY. WITH THAT HAVING BEEN SAID, WE HAVE TONIGHT ONLY THREE ITEMS OF INTEREST UNDER THE REPORT TONIGHT. MISS ASHLEY FEASTER, I SAW HER ON OUR SCREEN SOMEWHERE. I SEE YOU, ASHLEY. HI.
HOW ARE YOU? I'M GOOD, THANK YOU. HOW ARE YOU? GREAT. THANKS FOR BEING HERE TONIGHT. AND I WILL ASK SEAN CULLEN WHO I ALSO SEE UP HERE TO TO HIGHLIGHT AN OVERVIEW THE PRESENTATION OF THIS YEAR'S UTILITY TAX CREDIT AWARD FROM ASHLEY FROM YOU AND PALMETTO ELECTRIC BURL.
AND AS WE KNOW, ASHLEY IS THE ECONOMIC AND COMMUNITY DEVELOPMENT MANAGER WITH COLEMAN ELECTRIC. AND THIS YEAR WE'RE VERY FORTUNATE AND VERY GRATEFUL TO RECEIVE SOME ADDITIONAL ECONOMIC DEVELOPMENT FUNDS. SEAN, WOULD YOU PLEASE PERHAPS JUST OVERVIEW THE AMOUNT OF DOLLARS AND THE USE OF FUNDS AS WELL AS THE YEARS PASSED?
>> YES, I ACTUALLY GIVE IT THE NUMBER BUT. SO THE COMPOSITE ADDITIONAL SUPPLEMENTAL FUNDING FOR UTILITY TAX CREDITS FOR THE SITE FORMERLY KNOWN AS A MODERN CLASSIC MOTOR SAY WE RECEIVED AN ALLOCATION AND PAST YEAR AND BEEN WORKING TO TRY TO IDENTIFY IMPROVEMENTS TO THAT PROPERTY AND AS PART OF OUR STRATEGIC PLAN THIS YEAR WE WILL COMBINE THESE NEW TAX CREDITS ALLOCATION WITH OLD THE OLD ONES AND OUTLINED A PROJECT TO MEET COUNCIL'S EXPECTATIONS TO BRING THAT SITE UP INTO A CONDITION WHERE WE CAN ACTIVELY MARKET IT FOR ECONOMIC DEVELOPMENT PURPOSE. AND SO THAT'S KIND OF COME BEFORE YOU HERE IN THE FIRST PART OF 2022. AND SO TO TURN IT OVER TO ASHLEY TO DO THE PRESENTATION AND ANNOUNCE THE THE AMOUNT THAT PART OF HER COMMENTS ARE.
>> THANK YOU ALL FOR HAVING ME HERE. I'M EXCITED TO BE WITH YOU.
JUST A LITTLE BACKGROUND ABOUT THE RURAL DEVELOPMENT ACT. IT WAS ESTABLISHED IN 1996 BY THE STATE ALLOWING UTILITIES LIKE PALMETTO ELECTRIC AND OTHERS TO BE ABLE TO TAKE SOME OF IT. IT'S THE FUNDS THAT IT PLACES INTO TAXES AND PLACE THEM INTO ACTUAL ECONOMIC DEVELOPMENT. WE RECEIVE WE ARE ABLE TO TAKE ABOUT FOUR HUNDRED THOUSAND FOUR HUNDRED THOUSAND DOLLARS EACH YEAR AND AWARD THOSE ACROSS OUR THREE COUNTY REGION AND MUNICIPALITIES. AND WE'RE EXCITED TO DO SO SINCE THAT TIME PALMETTO
[00:05:04]
ELECTRIC HAS PUT FORWARD OVER EIGHT POINT EIGHT MILLION DOLLARS SINCE ACTUALLY NINETEEN NINETY SEVEN. ONCE THE ACT BECAME ESTABLISHED AND AND NOW IN 2018 WE ABLE TO PUT FOUR HUNDRED THOUSAND DOLLARS FORWARD FOR THE SUMMIT DRIVE PROJECT ON HILTON HEAD ISLAND AND IN 2000 TWENTY THREE HUNDRED THOUSAND DOLLARS FOR THIS PROJECT THAT WE'RE CURRENTLY TALKING ABOUT THE MODERN CLASSIC MOTORS FORMER SITE AND I'M EXCITED TO LET YOU KNOW THAT THE BOARD OF DIRECTORS FOR PALMETTO ELECTRIC HAS ALLOCATED ANOTHER ONE HUNDRED AND SEVENTY TWO THOUSAND DOLLARS EARTH TWO HUNDRED SEVENTY TO FIVE HUNDRED DOLLARS TOWARDS THIS PROJECT AND WE'RE EXCITED FOR WHAT'S TO COME FOR ECONOMIC DEVELOPMENT ON THAT SITE AND THAT TOTALS THE AMOUNT THAT WE WE'VE BEEN ABLE TO DO FOR THE LAST FEW YEARS SINCE 2018 TO EIGHT HUNDRED AND SEVENTY TWO THOUSAND FIVE HUNDRED DOLLARS.SO I'M EXCITED TO BE HERE WITH YOU ALL AND PRESENT THIS. I KNOW I'LL MAKE SURE WE PRESENT TO THE RIGHT PERSON AND STAFF TO GET IT IN THE BANK FOR YOU ALL.
BUT THANK YOU ALL FOR THE EFFORTS YOU DO FOR ECONOMIC DEVELOPMENT IN THE AREA THROUGHOUT THE REGION. I WILL SAY THIS JUST TO ADD A NOTE THAT THE ACTUAL STATE LEGISLATURE IS LOOKING TO POSSIBLY INCREASE THE AMOUNT THAT UTILITIES ARE ABLE TO PUT FORWARD IN FUTURE YEARS MOST LIKELY IT'LL COME BEFORE THEM IN A BILL THIS YEAR I BELIEVE QUESTING ABOUT SIX HUNDRED THOUSAND VERSUS FOUR HUNDRED THOUSAND THE MAXIMUM ALLOTMENT OF SIX THOUSAND. SO WE MAY BE COMING BACK TO YOU ALL OF BEFORE THE END OF THE YEAR TO HELP US REACH OUT TO OUR LEGISLATORS AND HELP THEM MAKE THE DECISION TO INCREASE THAT AMOUNT. SO JUST WANT TO BRING THAT UP ALONG HERE.
THANK YOU ACTUALLY AND I JUST WANT TO MAKE SURE COUNCIL IS AWARE THAT WE ARE ACTIVELY PURSUING ALTERNATIVE FUNDING SOURCES. THIS IS AN AWESOME PROGRAM AND WE'VE TAKEN ADVANTAGE IN THE PAST. WE'LL CONTINUE TO TRY TO TAKE ADVANTAGE OF THAT IN THE FUTURE . BUT WE'RE LOOKING AT A LOT OF ALTERNATIVE FUNDING SOURCES TO HELP US MEET OUR MEET YOUR EXPECTATIONS AND IMPLEMENT PROJECTS TO MOVE THINGS FORWARD. SO THANK YOU ACTUALLY.
I LOOK TO WORKING WITH ANY FUTURE. THANK YOU.
THANKS, MARK. YOU'RE WELCOME. ASHLEY, GREAT TO SEE YOU AS ALWAYS AND THANK YOU VERY MUCH TO YOU. BERLE AND PALMETTO ELECTRIC AND TREY AND MISTY AND YOU GUYS WE MISS SEEING YOU. NEXT WE HAVE OUR BI ANNUAL UPDATE FROM MISS KATHY FOSTER, CHAIRWOMAN OF OUR DESIGN REVIEW BOARD.
GOOD AFTERNOON AND WELCOME. MS. FOSTER, YOU'RE ON.
VIEWED THERE YOU ARE. THANK YOU. THANK YOU.
WE APPROVED CONDITIONS NINE NEW DEVELOPMENTS, ELEVEN ALTERATIONS, ADDITIONS AND THREE SIGNS IN THE PAST SIX MONTHS. IN GENERAL EVERYTHING WENT VERY, VERY SMOOTHLY AND I WON'T GO OVER ALL THE PROJECTS. I'LL JUST HIGHLIGHT SOME OF THEM. THE NEW DEVELOPMENT OF THE CHARLES LUXURY VILLAS AT 63 SCULL CREEK WAS PRESENTED TO US AS A ITALIAN EIGHT DESIGN AND THE BOARD REALLY WORKED CLOSELY WITH THE CLIENT. WE PUSHED THEM A LITTLE BIT AND GOT IT INTO A DESIGN THAT WAS MORE IN KEEPING WITH OUR ISLAND CHARACTER AND WE FEEL IS MORE SUITED FOR HILTON HEAD ISLAND.
THE NEW DEVELOPMENT OF THE AIRPORT TERMINAL WAS AN EXCITING PROJECT IN THAT DAY.
FIRST IT WAS FIRST PRESENTED TO US TO KEEP THE DESIGN OF THE EXISTING AIRPORT AND ALL OF US UNANIMOUSLY FELT LIKE IT NEEDED TO BE AN AIRPORT THAT BROUGHT HILTON HEAD ISLAND TO OUR VISITORS AND AS WE DROPPED OFF OUR RESIDENTS NOT ONLY IN JUST THAT ARCHITECT SURE.
BUT THE LANDSCAPING AND THE BENCHES AND BIKE RACKS ET CETERA, ET CETERA.
AND WE THINK IT'S GOING TO AN EXCITED VENTURE. THE WILMINGTON TIMESHARE AT 15 REMINGTON WHICH WAS PREVIOUSLY THE PORT ROYAL TENNIS COURTS WAS A PROJECT I FIRST WAS LIKE ONE OF MY FIRST PROJECTS. I GOT TO REVIEW FOUR YEARS AGO SCARED ME TO DEATH BECAUSE SO BIG I DIDN'T MAKE MANY COMMENTS. I DIDN'T LIKE IT.
BUT NOW THAT IT WAS CHANGED AND BROUGHT BACK TO US AND WE WORKED WITH THE APPLICANT A LOT AND I THINK THAT THAT PROJECT IS MORE AN EYE THAN KEEPING ANOTHER FUN PROJECT WAS THE WE FOOD AT PORT ROYAL PLAZA THAT AREA THE ONE THAT THEY'RE PRESENTING VERY NICE HAS VERY NICE DEFINED OUTDOOR DINING AREA WITH A FIRE PIT AND I BELIEVE IT'S GOING TO BRING A LOT OF LIFE TO PORT ROYAL PLAZA AND MAYBE NEW TENANTS OR EXISTING TENANTS WILL FEEL
[00:10:05]
COMPELLED TO SORT OF UPDATE THAT AREA THEMSELVES IN GENERAL WE FIND THAT ALMOST EVERY PROJECT BROUGHT BEFORE NEEDS TO UPGRADE BEEF UP THE LANDSCAPING.>> THAT'S A BIG ISSUE ON BASICALLY EVERY PROJECT AND WE FEEL THE NEED TO ALWAYS REMIND OUR APPLICANTS THAT THEY HAVE TO WORK ON ALL SIDES OF THE BUILDING TO MAKE IT A UNIFIED
ELEMENT, BRING THE DESIGN ALL THE WAY AROUND. >> A LOT OF PEOPLE LIKE TO IGNORE THE SIDE OF THE FENCE OR IN THE BACK END BUT WE'D LIKE TO MAKE THEM OR WE ASK THEM TO UPDATE THE PROJECT SO THAT IT'S ALL INCLUSIVE AROUND THE WHOLE BUILDING.
AND I WOULD REALLY LIKE TO BRING TO YOUR ATTENTION CHRIS DARNELL AND THERESA HALEY ARE IDEAL TO WORK WITH AND THEY KEEP US IN MIND. THANK IF THERE ARE ANY QUESTIONS PLEASE LET ME KNOW. QUESTION DAVID I DON'T HAVE A QUESTION BUT I TAKE THE TIME TO OBSERVE WHAT KATHY IN THE DERBY DO AND I REALLY DO HAVE TO GIVE YOU KUDOS.
IT'S A DIFFICULT JOB BUT YOU REALLY ARE EMPHASIZING THE IMPORTANCE OF LANDSCAPING AND ARCHITECTURE THAT BLENDS NOT ONLY IN THE ENVIRONMENT BUT ALSO IN KEEPING WITH THE SORT OF HIGHLAND CHARACTER AND AND I THINK IT'S IMPORTANT FOR THE COMMUNITY TO KNOW YOU IN THE DERBY THE MEMBERS ARE PLAYING A SIGNIFICANT ROLE AND WE APPRECIATE.
>> THANK YOU SO MUCH. GLEN. YES.
CATHY, AS YOU MAY KNOW, I SAID IT ON MOST OF YOUR MEETINGS AND I'M ALWAYS IMPRESSED WITH THE THOROUGHNESS OF EACH ONE. MEMBERS OF YOUR COMMITTEE SOMETIMES HEAR SOME FRUSTRATION FROM YOUR COMMITTEE ABOUT SOME OF THE LIMITATIONS YOU FEEL ARE IMPOSED ON YOU.
I WOULD URGE YOU TO MAKE THAT KNOWN TO THE TOWN MANAGER SEND HIM A MEMO OUTLINING WHERE DO YOU THINK THERE ARE ISSUES AND WE'LL ALL TRY TO WORK WITH YOU TO ADAPT THE RULES SO THAT IT'S BETTER SO THAT YOU CAN KEEP WORKING SO HARD TO PRESERVE OUR ISLAND CHARACTER.
THANK YOU FOR ALL YOUR HARD WORK. THANK YOU.
ANY OTHER QUESTIONS? CATHY, THANK YOU VERY MUCH. SPRINKLE THIS BEFORE YOU LEAVE.
>> CATHY I JUST WANTED TO SAY TO RICKY EVERYTHING THAT EVERYONE SAID YOU GUYS DO A
GREAT JOB AND WE'RE ALWAYS HERE IF YOU NEED ANYTHING. >> THANK YOU SO MUCH.
OUR MANAGER SIR, BEFORE WE LEAVE YOUR REPORT I JUST WANTED TO.
REGARDING MODERN CLASSIC MOTORS IT SOUNDS AS THOUGH WE'RE HEADED DOWN PAST AND I WONDERED WHEN THE TOWN COUNCIL WOULD RECEIVE A BRIEFING ON WHAT THAT PATHWAY LOOKS LIKE AND WHERE
IT'S GOING TO END UP. YES, SIR. >> MY ANTICIPATION IS TO BRING SOMETHING TO TOWN COUNCIL THAT ONCE WE GET A COUPLE OF THESE OTHER ITEMS BEHIND US PROBABLY IN MARCH OR APRIL. I THINK THAT WILL GIVE US ENOUGH TIME TO PUT A PLAN TOGETHER. YOU KNOW, THE DOLLARS THAT ARE ON THE TABLE FROM PALMETTO ELECTRIC AND OTHERWISE AS PART OF OUR PROGRAM NECESSITY SOME DISCUSSION WITH TOWN COUNCIL.
>> THERE'S A DEFINITE SITE CLEAN UP THERE. I THINK A LOT OF THE DOLLARS WILL BE INTO THAT. BUT AS SEAN AND I KRISTOF FOR THAT MATTER TAKE A LOOK AT JUST AN ABILITY TO PUT ON AN APPROPRIATE AGENDA. MARCH APRIL TIMEFRAME.
THANK YOU. YOU'RE WELCOME. >> AND NEXT STEP IF I COULD ASK MISS AND SIREN WHO I KNOW CAN CAN PLUG IN AND SEAN COLIN IS CLOSE BY AND CHRIS YATES, DR CERISE AND OTHERS BUT IT'S GOING TO GIVE AN UPDATE TODAY AND AS THE INTERIM COMMUNITY OR COMPREHENSIVE PLANNING MANAGER AN UPDATE ON OUR GULLAH GEECHEE LAND AND CULTURAL PRESERVATION PROJECT WORK PLAN AS PROVIDING THE UPDATE. DR CERISE IS NOT.
I THINK IT'S JUST IMPORTANT THAT I SHARE WITH TOWN COUNCIL AND COMMUNITY THAT THE APPROACH IN THE COMMUNITY DEVELOPMENT DEPARTMENT IS A TEAM APPROACH. THERE ARE A LOT OF INITIATIVES UNDERWAY AND I'LL ASK YOU TONIGHT TO GO THROUGH YOUR PRESENTATION.
YOU KNOW QUICK ENOUGH BUT NOT SO FAST. WE'RE LOSING TRACK OF WHAT WE'VE GOT DONE BUT ALSO WHERE YOU AND YOUR TEAM ARE HEADING TO FULFILL THE OBLIGATIONS ON THEIR THE PRIORITIES OF OF THIS IMPORTANT PROGRAM. WITH THAT I WILL TURN IT OVER TO YOU. I BELIEVE YOU'RE GOING TO SHARE YOUR SCREEN AND I'LL ASK MAYOR COUNCIL HOWEVER YOU SO WHICH STOP AND ALONG THE WAY AND ASK ANY QUESTIONS YOU'D LIKE.
[00:15:07]
AND THANK YOU AND FOR EVERYTHING YOU'RE DOING IN YOUR WHOLE TEAM.>> YES, SIR. THANK YOU VERY MUCH. HOPEFULLY YOU CAN ALL SEE MY SCREEN. YES. THANK YOU.
AS MARK SAID, THIS IS AN UPDATE ON THE STATUS OF THE REMAINING TOP PRIORITY RECOMMENDATIONS FROM THE GULLAH GEECHEE CULTURAL PRESERVATION REPORT AND THERE IS ADDITIONAL DETAIL
IN YOUR PACKETS ON ALL OF THE TOP 16 PRIORITY PROJECTS. >> THERE IS SOME REMAINING WORK NEEDED TO ESTABLISH OVERLAY DISTRICT. THE RESEARCH AND ANALYSIS REQUIRED WILL BE CONDUCTED CONCURRENTLY WITH THE ISLAND CAPACITY BASED ASSESSMENT WHICH WE'RE BEGINNING THIS QUARTER. STAFFORD COORDINATE WITH OUR ON CALL CODE WRITING CONSULTANTS TO INCORPORATE THAT ANALYSIS TO REVISE THE PROPOSED ELMO AMENDMENTS AND THEN STAFF WILL PRESENT THE REVISED ELMO AMENDMENTS TO THE TASK FORCE PLANNING MISSION AND TOWN
COUNCIL REGARDING AN OPEN AIR MARKET. >> ONCE NATIVE IRELAND BUSINESS AND COMMUNITY AFFAIRS ASSOCIATIONS COMMUNITY LIAISON POSITION IS ONBOARD STAFF AND NEMMCO WILL PRESENT THEIR MARKET PLAN AND THE SAILING AND ROWING CENTER AS A TEMPORARY LOCATION TO THE COMMUNITY SERVICES AND PUBLIC SAFETY COMMITTEE STAFF WILL CONTINUE TO EXPLORE THE FEASIBILITY OF ALTERNATIVE LOCATIONS SUCH AS MITCHELL FREEDOM PARK, THE LOW COUNTRY CELEBRATION PARK AND THE MID ISLAND TRACT. ONCE THE MARKET IS OPEN, STAFF WILL COORDINATE WITH VENDORS AND COMMUNITY PARTNERS TO PROMOTE THE MARKET.
>> THE GOAL A TASK FORCE APPROVED THE DRAFT PROGRAMME FOR TOWN OFFICIALS EMPLOYEES IN
DECEMBER FOR AN EDUCATION PROGRAMME. >> A COPY OF THE DRAFT PROGRAM WILL BE GIVEN TO THE TOWN COUNCIL FOR REVIEW AND ONCE WE RECEIVE APPROVAL WE'LL SCHEDULE THE INITIAL ORIENTATION PROGRAMME AND ORGANISE EVENTS FOR THE FIRST QUARTER.
>> THE INITIAL RECOMMENDATION WAS FOR THE TOWN TO SUPPORT NEPA AND ESTABLISHING A FUND WITH THE COMMUNITY FOUNDATION TO CLEAR PROPERTY TITLES. NIKA IS NOT IN A POSITION TO TAKE ON THAT ROLE THIS TIME. SO STAFF WILL INVESTIGATE THE OPPORTUNITIES AND RESPONSIBILITIES ASSOCIATED WITH CREATING A FUND AND PRESENT THAT INFORMATION AT TOWN COUNCIL REGARDING TEMPORARY AND SEASONAL SIGNS WILL ENGAGE THE ON CODE .
>> THE OF THE ON CALL CODE WRITING CONSULTANT TO DRAFT THE ALL NO AMENDMENTS REQUIRED TO ALLOW THE TEMPORARY AND SEASONAL SIGNS. WE EXPECT TO PRESENT THE AMENDMENTS TO THE PLANNING COMMISSION TOWN COUNCIL THIS SUMMER AND THEN WE'LL PARTNER WITH NEMMCO TO MANAGE THE DISTRIBUTION AND MAINTENANCE OF THOSE SIGNS.
>> THE CENTER FOR HEIRS PROPERTY PRESERVATION PROVIDED AN INITIAL COST ESTIMATE TO
VISIT THE ISLAND ONCE A MONTH. >> IT WAS A LITTLE BIT HIGH AND SO STAFF BEGAN INVESTIGATING MORE COST EFFECTIVE ALTERNATIVES INCLUDING USING THE FAMILY RESEARCH PROJECT OFFICE ON THE USA V. HILTON ISLAND CAMPUS. AND SO WE'LL CONTINUE TO INVESTIGATE THE POSSIBILITY OF OPENING A SATELLITE OFFICE ON THE ISLAND INCLUDING THE RECURRENT COSTS AND ALTERNATE OPTIONS. AS WITH THE FUND DECLARE A PROPERTY TITLES, THE INITIAL RECOMMENDATION WAS FOR NIKA TO CONSIDER ESTABLISHING A FUND WITH A FOUNDATION TO PAY DELINQUENT TAXES AND AGAIN STAFF WILL EXPLORE WHETHER THIS
IS SOMETHING THAT THE TOWN CAN TAKE ON. >> THANK YOU FOR YOUR TIME.
>> ARE THERE ANY QUESTIONS THAT I CAN ANSWER? SHE GOT THROUGH EVERYTHING BUT
STRONG AGAIN ON DAY ONE HERE. >> THIS WAS AS A STATUS OF GET TO TOP FIVE DECK RECOMMENDATIONS WHICH IS THIS IS PAGE TO PAGE THREE OTHERS LIST HERE DOES ESTABLISH AN OVERLAY DISTRICT AND THAT'S 50 PERCENT DONE. IS THERE ANY LEGAL ISSUES INVOLVED HERE? THERE WILL NOT. WE WILL HAVE A LEGAL REVIEW OF THE ALBUM AND THAT'S WHERE WE BRING THEM FORWARD. THIS WAS INITIALLY PRESENTED AS A SINGLE PACKAGE OF RECOMMENDATIONS TO THE PUBLIC PLANNING COMMITTEE AND THE COMMITTEE RECOMMENDED REMOVING THE FAMILY COMPOUNDS OF THEM AS SUBDIVISIONS AND MOVING THOSE FORWARD AND CONTINUING TO DO RESEARCH ON THE DENSITY AND HOME OCCUPATION ISSUES THAT WERE PROPOSED IN THE ORDINANCE. AND SO STAFF IS PROPOSING THAT WHEN WE DO THE ISLAND CAPACITY BASED ON ASSESSMENT THAT WE DO ADDITIONAL RESEARCH NEEDED TO PRESENT THAT INFORMATION TO THE PUBLIC PLANNING COMMITTEE IN THE FORM OF ELBOW AMENDMENTS WHEN WE CLOSE ON THE YES OR WE'RE STARTING THAT CAPACITY ASSESSMENT THIS QUARTER AND WE
SHOULD HAVE THAT INFORMATION. >> WE'RE NOT PLANNING ON THE OVERLAY DISTRICT INFORMATION BEING TIED TO THE ISLAND WIDE MASTERPLAN. WE'RE HOPING TO MOVE THIS
FORWARD QUICKLY. THANK YOU, ALEX. >> YEAH, I'VE GOT A NUMBER
[00:20:01]
OF COMMENTS IN QUESTION BUT I'M GONNA STAY ONLY THE OVERLAY DISTRICT FOR A MOMENT AND YOU CAN YOU CAN MOVE ON TO SOMEONE SOMEONE ELSE AND I'LL COME BACK, MR. MAYOR, TO FOLLOW UP ON YOUR QUESTION. I CAN IF I CAN GET EM TO HELP ON APPEAL THIS A LITTLE BIT.CAN YOU GIVE A LITTLE BIT MORE BACKGROUND AS TO WHY ITEMS LIKE DENSITY AND LAND USES HOME OCCUPATION OR LISTED AS ITEMS THAT COULD POTENTIALLY BE A PART OF AN OVERLAY DISTRICT?
>> WHY THEY WERE PART OF THE OVERLAY DISTRICT? YES, INITIALLY YES.
THERE WERE SOME CONCERNS I BELIEVE IN THE COMMUNITY THAT THERE WAS A DESIRE TO ALLOW MORE DEVELOPMENT OPPORTUNITIES WITHIN THE COMMUNITY AND SO INCREASING THE DENSITY IN THE AREA OF THE OVERLAY DISTRICT ALLOWING HOME OCCUPATION WOULD ALLOW THOSE ECONOMIC
OPPORTUNITIES. >> OK. IT IS SAFE TO SAY THAT THE WALKER COLLABORATIVE REPORT DOES SPEAK TO ECONOMIC DEVELOPMENT AND THAT IS HOW
THIS PARTICULAR RECOMMENDATION HAS HAS COME BEFORE US. >> AM I CORRECT IN IT? YES, SIR. OK. THIS ONE'S BEEN STUCK 150 PERCENT FOR A WHILE NOW, RIGHT. MR. MAYOR AND I KNOW THAT A LOT OF QUESTIONS STILL TO BE ANSWERED DO THE WALK OF COLLABORATIVE DEFINITELY SPEAKS ECONOMIC OPPORTUNITY.
BUT I'LL TAKE A LITTLE STEP FURTHER BACK INTO THE PAST IN WHEN YOU START TO TALK ABOUT THE INITIATIVE AREAS. WARD 1 MASTERPLAN AND EVEN ROOT AT DENSITY IN PARTICULAR WAS ALWAYS MENTIONED. YOU KNOW MOST OF THE HISTORIC NEIGHBORHOODS WERE IN THE LOWER DENSITY AREAS. AND PART OF THAT WAS BECAUSE OF LACK OF INFRASTRUCTURE LIKE SEWER OK MUCH MORE LAND TO TO BUILD SEPTIC THAN YOU DO CURRENTLY WITH SEWAGE BEING AVAILABLE. WITH ALL THAT BEING SAID, GO BACK TO THE FACT THAT IS AROUND ECONOMICS, RIGHT? SO CONTAINED TO YOU GUYS WHO PUT HIM ON NEW ECONOMIC OPPORTUNITY IS SO VITALLY IMPORTANT TO THE PRESERVATION OF THE CULTURE RIGHT.
>> SO DENSITY IS DEFINITELY A TOOL THERE. LAND USE IS A TWO LAYER BUT I WANT US TO OPEN OUR MINDS JUST A BIT TO REALIZE THAT THOSE MAY NOT BE THE ONLY OPTIONS FOR ECONOMIC OPPORTUNITY. OK. WE'VE SPOKEN ABOUT DEVELOPMENT CORPORATION WRAPPED AROUND THE GULLAH CULTURE. SO LONG STORY SHORT THERE A LOT OF A LOT OF WAYS TO SKIN THIS CAT. OKAY.
AND I AGREE WHOLEHEARTEDLY WITH MR. MAYOR. WE DON'T 50 PERCENT HERE.
WE NEED TO START PUSHING ALONG SO THAT WE CAN MOVE THAT NEEDLE.
BUT IT MAY REQUIRE US TO GET OUT OF THE BOX A LITTLE BIT AND I'LL TAKE TO DO SO AND I'LL STOP THERE. MR. MAYOR, THANK YOU. AND THE OTHER QUESTION, TRENT.
DAVID GOT TAMMY STAND UP. SHE CAN GO FIRST AND DON'T GET TAMMY LAKE DISTRICT MAJOR.
>> AND CAN YOU BE SPECIFIC WITH US SO THERE'S AN UNDERSTANDING WHERE ARE THESE OVERLAY
DISTRICTS THOUGHT TO BE APPLIED? >> I DON'T HAVE A MAP ON HAND.
>> MOSBACHER BACK AND ON THAT MAP TO YOU THERE WAS AN INITIAL MAP OF THE OVERLAY DISTRICT SHOWING THE AREAS RIGHT. SO I'M I'M FAMILIAR WITH THAT. I WAS JUST HOPING TO MAKE SURE THAT WE WERE INFORMING OTHERS WHO MAY NOT BE FOLLOWING IT AS CLOSELY AS I RECALL OR THOSE AREAS THE HISTORICALLY DESIGNATED THE ONES WHERE WE SEE SIGNS AROUND THE ISLAND OR THOSE THE AREAS THAT THE OVERLAY DISTRICT WOULD APPLY. YES, MA'AM.
[00:25:03]
IT INCLUDES THOSE STARK NEIGHBORHOODS. SO IT'S NOT JUST ONE SPECIFIC AREA. IT'S ACROSS THE ISLAND THAT WE WOULD BE LOOKING AT DISTRICTS MULTIPLE. YES, MA'AM. AND SO I GUESS SOME OF THE QUESTIONS THAT COME TO MIND IS HOW THOSE CHANGES WITHIN THOSE DISTRICTS ACROSS THE ISLAND WOULD CHANGE THE CHARACTER AND THE UNDERLYING PURPOSE OF A NEIGHBORHOOD, A RESIDENTIAL NEIGHBORHOOD. IF THERE WERE BUSINESSES ALLOWED TO BE CREATED ONE SIGNAGE THROUGHOUT A RESIDENTIAL NEIGHBORHOOD IN ACROSS THE ISLAND I THINK THOSE ARE SOME OF THE QUESTIONS THAT BECOME PARTICULARLY IMPORTANT AS WE LOOK AT THIS SO THAT WE KNOW HOW WE'RE IMPACTING THOSE ESTABLISH RESIDENCES WITH ANY TYPE OF OVERLAYS THAT MIGHT HAPPEN. AND SO I JUST THINK THAT A A BIGGER CONVERSATION AND PARTICULARS FOR EVERYONE TO BE AWARE OF SHOULD PROBABLY PART OF THIS PRESENTATION.JUST STAYING ON OVERLAY DISTRICT IN PARTICULAR, DAVID. >> THANK YOU, MAYOR.
I'D LIKE TO UNDERLINE UNDERSCORE WHAT ALEX WAS ALLUDING TO THE COMMUNITY DEVELOPMENT CORPORATION IDEA CONCEPT THE POSSIBILITIES OF WHAT IT MIGHT DO HAVE EVERYTHING TO DO WITH THE LESS ITEMS THAT AND TALKED ABOUT BUT IN PARTICULAR HEIRS PROPERTY ISSUES AND THE OVERLAY DISTRICT SIDE. I JUST WANT US AS A COUNCIL TO BE AWARE THAT THAT COMMUNITY DEVELOPMENT CORPORATE HAS A SIGNIFICANT ROLE TO PLAY IN
ADDRESSING THESE ISSUES THAT WE'RE TALKING ABOUT RIGHT NOW. >> DURING A QUESTION FRAN.
YES AND I WANT TO DO IT QUICKLY, MR. MAYOR, C.P. 17 AND THE OUTREACH TO THE CHURCHES.
>> I'M GLAD TO KNOW THAT THAT IS ONGOING. I WOULD JUST OFFER THAT THERE MAY BE SOME OPPORTUNITY TO PARTNER WITH THE CHURCHES VERSUS JUST OUTREACH.
OK, PARTICULARLY IT COMES TO THE EDUCATIONAL PROGRAMS. YOU KNOW, I WAS FLIPPING THROUGH YOUR PRESENTATION AND I SAW ALL THESE NICE PICTURES BUT UNFORTUNATELY I DIDN'T RECOGNIZE SOME PEOPLE IN SOME OF THOSE PICTURES. SO I THINK THAT THE CHURCHES CAN HELP US PUT OUR HANDS ON THE FOLKS BACK IN BENEFIT FROM BEING EDUCATED.
RIGHT. AND THEY MAY GET A LOT OF CORRESPONDENCE ABOUT STUFF.
BUT I THINK THE REAL MEAT OF THE MATTER IS WHEN THEY START TO HELP US ENGAGE, OK? C.P. 14, A OPEN AIR MARKET. I'M GLAD TO SEE THAT IT IS MOVING ALONG.
I JUST WANT TO TIE IT INTO WHEN WE START TO TALK ABOUT THE THE THE OPPORTUNITIES ON HILTON HEAD AS MITCHELL BILL STARTS TO COME ONLINE. WE WILL START TO EXPERIENCE MORE AND MORE CULTURAL TOURISM AND I KNOW FOR A FACT THAT THE NUMBER ONE QUESTION THAT COMES OUT OF THE CAMPBELL'S COLOR TOURS EXPERIENCE FROM THOSE THAT VISIT IS WHERE CAN I GET
SOME GOOD FOOD? >> AND I'M NOT SURE THAT I CAN EVEN ANSWER THAT QUESTION.
INTELLIGENTLY AT THE MOMENT BECAUSE IT IS SO SCARCE. HILTON RIGHT.
SO JUST THAT THAT FOOD IS BEING SUCH A BIG PART OF OUR CULTURE AND THAT'S NOT TO HAVE, YOU KNOW, OPPORTUNITIES FOR BUSINESS TO EXPERIENCE IT IS IS HUGE.
SO I THINK THAT'S DEFINITELY A DIRECTION THAT WE CAN CONTINUE TO PUSH IT.
AS FAR AS THE AS PROPERTY IS CONCERNED I HAD THE PLEASURE OF SPEAKING WITH DR. STEVEN WHO'S THE EXECUTIVE DIRECTOR OF THE S. PROPERTY CENTER BASED PROPERTY AND ONE OF THEIR
FOCUSES ALONG WITH CLEAR TITLE IS SUSTAINABILITY. >> OK.
AND MOST COMMONLY THEY ARE KNOWN FOR A FORESTRY PROGRAM. OK, WELL FOLKS MAY HAVE TRACTS OF LAND THAT IS CLEARED FROM A US PROPERTY AND THEN THERE'S AN ECONOMIC OPPORTUNITY TO FORESTS
[00:30:03]
THEIR PROPERTY. WELL, WE ALL KNOW THAT THAT IS NOT NECESSARILY RELEVANT TO HILTON HEAD. RIGHT. SO I PUSHED HER A LITTLE BIT TO ASK THE QUESTION WELL WHAT ABOUT THE COMMUNITIES THAT ARE MORE THREATENED OF GENTRIFICATION? COASTAL COMMUNITIES, FOR EXAMPLE, LIKE HILTON SAID IN HER QUICK RESPONSE TO ME WAS AGORA TOURISM. I WAS I WAS QUITE PLEASED TOHEAR HER SAY THAT THAT SHE HAD SOMETHING IN THE TOOL BOX. >> OKAY.
SO AS I CAN APPRECIATE TRYING TO PUT INSULATION AROUND AS PROPERTY AND HOW WE CAN GET IT CLEARED ULTIMATE QUESTION IS ONCE YOU CLEAR IT, WHAT DO YOU WANT TO DO WITH THERE ARE A LOT OF CASES WHAT WE SEE TODAY ON HILTON THERE THAT IS A US PROPERTY.
>> I HATE TO SAY IT THIS WAY HAS SOME BENEFITS. ONE WOULD BE A TAX COVER BECAUSE MORE LIKELY IS A 4 PERCENT TAX SITUATION. AND NOT A 6 PERCENT TAX SITUATION. OK, SO THE MOMENT YOU CLEAR YOUR PROPERTY OUT OF IS YOU SUBMIT IT AND PUT A FINANCIAL BURDEN FOR LACK OF A BETTER WORD ON THE SITUATION SO THAT AGRO TOURISM WAS JUST ONE TOOL THAT CAN BE PROMOTED SO THAT WHEN FOLKS DO GET OUT OF A US PROPERTY THERE'S OPPORTUNITY TO SUSTAIN THOSE. OF COURSE AGAIN.
THIS THIS IS ALL FALLS BACK TO TO BE AN SBA CREATIVE WITH HOW WE CAN PROVIDE OPPORTUNITY FOR THOSE THAT HOLD LAND ON HILTON HEAD AND THOSE ARE JUST MY COMMENTS AND ON ON HIS PROPERTY KNOW TO FULFILL WHAT IS WORTH A OFFICE ON HILTON HEAD. MAY NOT BE AS IMPORTANT.
>> AS SOME OF THE OTHER ITEMS THAT WE'RE TALKING ABOUT IN TERMS SUSTAINABILITY.
OK. I'LL I'LL I'LL JUST OFFER THAT IF STAFF WANTS TO DISCUSS THAT A LITTLE BIT FURTHER WITH THE TASK FORCE MOVING FORWARD I THINK IS DEFINITELY A TOPIC THAT CAN BE CONSIDERED. THOSE ARE MY COMMENTS. MR. THANK YOU FOR THE TIME.
>> THANK YOU. ANY OTHER QUESTIONS? FRAN AND THANK YOU VERY, VERY
MUCH. >> OK, THANK YOU SO MUCH. AND YOU'RE GOING TO GET THROUGH EVERYTHING I NEEDED TO. YES, SIR. THANK YOU SO MUCH.
WONDERFUL. MAYORS COUNCIL THAT CONCLUDES THE REPORT OF THE TOWN MANAGER
[9. Reports of the Members of the Town Council]
FOR TODAY. THANK YOU, SIR. IT'S MY REPORT.GENERAL REPORT BY NUMBERS. >> JAMIE, I JUST WANTED TO MAKE AN OBSERVATION AND ACTUALLY PARROT WORDS THAT I THOUGHT WERE SMART THAT WAS SHARED WITH ME RECENTLY.
>> WE ALL KNOW WE READ IN THE PAPER ABOUT THE BREAK INS IN THE CARS AND THE ADVICE.
MAKE SURE YOU BLOCK BLOCK TO CARS. THAT'S REALLY GOOD ADVICE TO MAKE SURE THAT WHEN YOU GO INSIDE THAT EVENING THAT YOUR CARS ARE LOCKED.
HOWEVER, THE OBSERVATION THAT MADE THAT I THOUGHT WAS ALSO VERY IMPORTANT FOR PEOPLE TO THINK ABOUT IS MAKE SURE YOU TAKE ALL OF YOUR VALUABLES OUT OF YOUR CAR, MAKE SURE THAT YOU TAKE ANYTHING THAT YOU DON'T WANT TAKEN AWAY FROM YOU OUT OF YOUR CARS SO THAT AS OUR SHERIFF'S DEPARTMENT IS TRYING TO PROTECT AND TO FIND SOLUTIONS TO THIS PROBLEM THAT WE ARE HELPING THEM IN THIS WAY. SO TAKE YOUR VALUABLES OUT YOUR CAR. GOD FORBID YOU HAVE A GUN IN YOUR CAR.
TAKE YOUR GUNS OUT OF YOUR CAR ,LOCK YOUR CARS AND SEE IF WE CAN BE PARTNERS IN TRYING TO SOLVE THIS PROBLEM. THANK YOU BY THE COMMITTEE, SIR.
>> MR. BROWN, JOHN WAS THERE. >> YEAH. ANOTHER REPORT JUST A QUESTION A MASS MEETING. YOU MENTIONED THAT YOU WERE GOING TO ATTEMPT TO INVITE THE CEO FROM THE HOSPITAL, MR. TAYLOR TO GIVE US A REPORT ANY UPDATE ON THAT? NO, IT'LL BE IN OUR NEXT MEETING. THANK YOU.

FINANCE ADMINISTRATION TO ME IS THE LENNOX MISS FACILITIES. YOU SAID ADMINISTRATIVE COMMITTEE MEETING WE CONSIDERED AND IN REVIEWING THE FINAL DRAFT OF THE AFFILIATED AGENCY GRANT APPLICATION AND RECOMMENDED MOVING IT TO THE FULL COUNCIL FOR REVIEW AND ACTION WE DISCUSSED THE TOPIC REDISTRICTING PROCESS AND THE SCHEDULE AND TOOK NO ACTION ON
THAT. >> WE MOVE A PROPOSED ORDINANCE PERTAINING TO AMENDMENTS TO THE TOWN'S MUNICIPAL CODE AS IT CONCERNS AND PERTAINS TO ELECTRONIC PUBLIC MEETINGS AND MOOD THAT ORDINANCE TO THE FULL TOWN COUNCIL OR VIEW AND ACTION.
WE ALSO HAD A PRESENTATION BY EMILY SUBSECTOR A PARTNER IN GARY FINNEY OUR AUDITORS REGARDING THE FISCAL 20 21 AUDIT. AND LASTLY AGAIN WE REVIEWED THE FINANCIAL TRENDS THROUGH THE SIX MONTHS ENDING DECEMBER 30 FIRST 20 TWENTY ONE THAT PRESENTS WAS MADE BY JOHN TROYER. THERE WAS SIGNIFY DISCUSSION QUESTIONS AND JOHN TOOK THE QUESTIONS AND GAVE US THE APPROPRIATE ANSWERS.
I WOULD REPORT TO COUNCIL THAT THE TRENDS THAT WE'VE SEEN IN THE FIRST FIVE MONTHS OF OUR
FISCAL YEAR CONTINUE TO BE POSITIVE. >> YOU MR. 16 ANY APPEARANCE BY
[10. Appearance by Citizens]
CITIZENS? YES, SIR. EXCUSE ME.YES, SIR. MR. HOAGLAND SIGNED UP TO SPEAK .
I'M JUST GIVING NOTICE FROM RENEE THAT MR. HOAGLAND WAS ON THE CALL AND THEN FELL OFF
[11 a. Second Reading of Proposed Ordinance 2022-01 Authorizing the Execution of a Termination for an Easement Located at 9 Bayberry Lane, Hilton Head Island, South Carolina ]
OF THE CALL AND HAS NOT RETURNED. >> WELL, WE GO IN THE A NUMBER 11 UNFINISHED BUSINESS READING THOSE ORDERS 20 DO A SHOW AT 1 AUTHORIZE THE EXECUTION AND DETERMINATION THAT THESE ASSESSMENT ON 9 DAY VERY LATE. SOUTH CAROLINA MOTION SO SECOND GOT ANY DISCUSSION BY MEMBERS OF THE COUNCIL HAVEN'T SEEN THAT CHRISTIAN WHAT YOU MAKE
OF ALL 1870. >> MR. BROWN SUPPORT MR. AMES. YES, MR. HARKINS.
MR. LENNOX. YES. MR. STANFORD.
[12a. First Reading of Proposed Ordinance to Amend Chapter 1 of Title 8 (Beaches), of the Municipal Code of the Town of Hilton Head Island, South Carolina, by amending Section 8-1-112 relating to the Definition of Beach; and providing for severability and an effective date. ]
YES. MAYOR MCCANN. YES.MOTION CARRIES. THANK YOU. NEW THIS FIRST READING PROPOSAL WOULD NEED TO AMEND CHAPTER 1 OF TITLE 8 FEATURES OF THE MUNICIPAL CODE OF A DOWNHILL THAT SOUTH CAROLINA BY AMENDING SECTION EIGHT DASH ONE F 1 1 2 WAY TO THE DEFINITION OF A BEACH THAT PROVIDES A FAIRLY EFFECTIVE DATE MOVED MOVED FOR APPROVAL.
>> I GOT THE DISCUSSION ALEX. YES. THANK YOU.
I WAS ABLE TO TUNE INTO MR. HAWKINS MEETING FOR A LITTLE BIT.
>> ON THIS PARTICULAR TOPIC AND SENT A NOTE OVER TO HIM AND MR. RANDLE WITH A FEW QUESTIONS
[00:40:04]
THAT A THEY GOT BACK TO ME ON. SO I REALLY APPRECIATE THAT. AS IT PERTAINS TO THIS TOPIC JUST THIS ONE QUESTION BECAUSE MY MY EMAIL WAS NOT PUBLIC KNOWLEDGE.OK, THE NEW DEFINITION OF BEACH WATCH WILL NOW INCLUDE GUEST MITCHELL BEACH FISH OIL CREEK AND OVER ONTO PINE ISLAND. THE ACCESS TO THOSE PUBLIC AREAS IS ESTABLISHED HOW BILL?
>> ALL THREE BEACHES ARE ACCESSIBLE TO THE PUBLIC AND FROM AN ENGINEER STANDPOINT I BELIEVE JUST BECAUSE I'M TALL AND HE COULD ELABORATE FURTHER. JEFF BUCKLEY OH GOOD AFTERNOON
MR. MAYOR AND COUNCIL TO MR BROWN'S QUESTION. >> YEAH, THE WE HAVE PUBLIC BEACH ACCESS AT THIS HALL CREEK BEACH PARK SO FOLKS CAN GET OUT THERE AND WALK AND YOU CAN MAKE YOUR WAY AT LOW TIDE ALL THE WAY UP THE PINE ISLAND AND ACCESS THE ENTIRE EXTENTS OF THE BEACH LIMITS. THESE ARE ALSO ACCESSIBLE BY CANOES, KAYAKS, WATERCRAFT ETC.
SO SO THAT I HOPE ANSWERS YOUR QUESTION. THE PANAMA AND BEACH WOULD BE JUST AS ACCESSIBLE AS TOWEL BEACH AND SEA LIONS AS BOYS WALKING OR BOAT CRAFTING AND THAT SORT OF THING. OH YES SIR, THAT IS CORRECT. AND AS I ADMIT IN THE TIDE THERE IS A ROCK DEVELOPMENT THAT IS A LITTLE OVER ONE MILE LONG ALONG THAT STRETCH OF THE PORT ROAD TOWN. SHOULD SOMEONE ACCESS PINE ISLAND TO GET CAUGHT BY THE TIDES? THERE IS A WALKING PATH OR A CONSTRUCTION TRAIL REALLY AT THE TOP OF THE ROCK RESENTMENT THAT THE PLANTATION PFOA HAS ASSURED US FOLKS COULD WALK TO
GET BACK DOWN TO THE MISERABLE AREA IF THAT WAS THEIR ORIGIN. >> OK.
IN THE THE LAST QUESTION SOMEONE ASKED DURING THE COMMUNITY SERVICES MEETING ABOUT THE SANDING IN THE MITCHELL VILLE AREA AND AND IF THAT WOULD BE EQUIVALENT TO WHAT HAPPENS AT THE OTHER AREAS OF THE BEACH THAT WERE PREVIOUSLY SAYING THAT THAT
THAT AREA IS DIFFERENT IN LANDSCAPE TO SAY THE LEAST. >> BUT I ALSO KNOW THAT IT IS A VERY POPULAR AREA FOR CLAMMING IN IN ORDER TO CLAIM YOU NEED A LITTLE MUD TO MAKE AND MAKE IT
WORK. >> SO I'M JUST WANTING TO MAKE SURE THAT WE ARE SENSITIVE AND NOT I GUESS OVERSTATED TO A DEGREE WHERE WE LOSE THAT NATURAL OPPORTUNITY WHEN IT COMES TO THOSE THOSE OF US THAT THEY STILL LIKE TO DEPEND ON THE OCEAN FOR AL-OBEIDI NOW AND THEN. YES OUR YEAH WE WE AS PART OF THE STRATEGIC PLAN WE'RE GOING TO UPDATE OUR BETWEEN NOURISHMENT OBJECTIVES AND LOOK AT THIS IN A COMPREHENSIVE AND RESILIENT MANNER SO IN ORDER TO DO THAT WE HAVE TO ESTABLISH OBJECTIVES, WE HAVE TO GET PERMITS FROM THE PERMANENT AGENCIES WHO LOOK AT THE WILDLIFE HABITAT ETC.
