I HAVE MY MOM HAVE A SON WHO WENT AND TRIED, AND I KNOW HOW DIFFICULT THAT IS.

WHEREAS THE HILTON HEAD CHRISTIAN ACADEMY EAGLES COMPLETED THEIR FIRST FULL SEASON ON THE SCHOOL'S NEW CAMPUS IN BLUFFTON WITH AN UNDEFEATED RECORD OF 13 AND OH WHILE EXHIBITING HUMBLE SPORTSMANSHIP AND THE RELENTLESS PURSUIT OF EXCELLENCE BOTH ON AND OFF THE FIELD WHERE HIGHLIGHTS LEADING UP TO THE BACK-TO-BACK STATE CHAMPIONSHIP HONOR INCLUDED PLAYOFF WINS OVER CAROLINA ACADEMY, 47 AND NOT, THEN YOU DIDN'T GIVE HIM A CHANCE.

UM, AND PD ACADEMY, WHICH WAS ON TV, WHICH WAS AWESOME.

I WATCHED IT.

UM, AND WHEREAS 2021 TEAM LEADERS, WHICH ARE SENIORS EARNED THE FOLLOWING TOP SKIS, REGIONAL

AND HE WAS NAMED TO THE SHRINE BOWL, WHICH WAS AMAZING FOR OUR, OUR AREA.

AND THEN WHAT WAS FORMERLY KNOWN AS NORTH SOUTH GATE, MS. VAIL TOUCHSTONE ENERGY COOPERATIVE BOWL.

AND THAT WAS PLAYED THIS PAST WEEKEND IN MYRTLE BEACH.

AND WE HAVE SOMEONE THAT WORKS FOR US.

ANGIE, UM, DOUGLAS, WHOSE SON, UM, WAS QUARTERBACK AND HE JOINED MAY RIVERS, J'ONN ALLEN AND COACH.

RODNEY SUMMERS WAS ON THE COACHING STAFF.

I GOT TO BRAG ABOUT VOLLEYBALL CAUSE WE ALSO HAVE NATALIE'S DAUGHTER WHO JUST SIGNED AT FLAGLER TO PLAY VOLLEYBALL.

I SAW HIS PARENTS THEN LOOK, THEY MIGHT BE OUTSIDE WITH, WITH THEIR DAUGHTER.

HE WAS NAMED TO THE TEAM.

TREVOR MURDOCH WAS NAMED TO THE TEAM.

UM, JUSTIN BARROW AND JACQUELYN WILLIAMS. THAT'S HUGE.

SO THESE KIDS ARE GOING DOWN A GOOD LEADERSHIP PATH AND UM, I THINK THEY'RE GOOD REPRESENTATIVES OF OUR, OF OUR TOWN.

SO ANYONE FROM KINDERGARTEN TO 12TH GRADE COULD, IT COULD GO INTO THIS PILE AND BE CHOSEN.

AND THIS MONTH GRAYSON MIZELLE OF OTT ELEMENTARY SCHOOL WON THE TRAIT FOR COURAGE AND TOLERANCE.

UM, AS YOU ALL KNOW, OH, T IS A BLUE RIBBON SCHOOL.

SHE'S HAD, UM, EXPERIENCED SOME DIFFICULT LIFE CIRCUMSTANCES, BUT COMES TO SCHOOL EVERY DAY WITH A POSITIVE ATTITUDE AND A CAN-DO SPIRIT.

SHE BEFRIENDS OTHERS AND TRUST HER BEST EACH AND EVERY DAY.

SHE IS THE EPITOME OF COURAGE IN THE FACE OF VERY TRYING TIMES.

AND WE PROBABLY COULD ALL LEARN FROM HER.

UM, THIS IS DONE BY A LOCAL GROUP.

THAT'S IN ALL OF OUR SCHOOLS, PUBLIC AND PRIVATE CALLED LOW COUNTRY ALLIANCE FOR HEALTHY YOUTH.

AND I'M JUST GOING TO READ A LITTLE BIT, THEY ARE NOT HERE TO ACCEPT IT, NOT BECAUSE THEY DON'T WANT TO.

WE'RE JUST TRYING TO SLOWLY GET BACK INTO SOME STATE OF, OF ATTENDANCE AT OUR COUNCIL MEETINGS.

BUT, UM, THE GIST IS THERE'S, UM, IT IS NATIONAL IMPAIRED DRIVING PREVENTION MONTH.

DRIVING ON OUR ROADWAYS CAN BE DANGEROUS, ESPECIALLY DURING THE TWO MOST CELEBRATED DAYS OF THE YEAR.

AND THAT'S CHRISTMAS, EVEN NEW YEAR'S EVE, DECEMBER HAS BEEN RECOGNIZED AS NATIONAL IMPAIRED DRIVING PREVENTION MONTH BY EVERY PRESIDENT SINCE 1981, LOW COUNTRY ALLIANCE FOR HEALTHY YOUTH AND TEENS FOR HEALTHY YOUTH ARE WORKING TO RAISE AWARENESS ON THE DANGERS OF IMPAIRED IN STRAP AND DISTRACTED DRIVING.

UM, THE SAME ALSO SHARE OUR APPRECIATION AND SUPPORT FOR THE TOWN OF BLUFFTON.

LET'S SEE 43 CAMPAIGN, WHICH AIMS TO PREVENT IMPAIRED IN DISTRACTED DRIVING.

AND I, ALONG WITH TOWN COUNCIL, UH, WE'LL PROCLAIM DECEMBER, 2021 IS NATIONAL IMPAIRED DRIVING PREVENTION MONTH IN THE TOWN OF BLUFFTON AND URGE ALL CITIZENS TO TAKE AN ACTIVE FIGHT AGAINST IMPAIRED AND DISTRACT TO DRIVING DURING THE HOLIDAYS AND THROUGHOUT THE COMING YEAR.

UM, A POSITIVE NOTE, I SAT WITH SOMEONE YESTERDAY AND THEY WERE TALKING ACTUALLY IT WAS EASILY.

UM, STEVEN THAT SINCE UBER AND LYFT HAS STARTED, THEY HAVE NOTICED A DEFINITE DROP IN, UM, DUIS AND DRIVING UNDER THE INFLUENCE.

SO THAT'S A POSITIVE HOPE.

IT CONTINUES.

UM, PUBLIC COMMENT IS THAT ALL EVERYTHING KIM, COULD I DO EVERYTHING? PUBLIC COMMENT.

WE HAVE PUBLIC COMMENT ONCE EVERY MEETING, UH, WE HAVE RULES THAT WE DO, UM, STRONGLY HAVE YOU ABIDE BY YOU ADDRESS COUNCIL, AND THEN WE'LL AVOID DISRESPECT TO COUNCIL AND ANY OTHER PERSONALITIES IN THE ROOM.

WE ARE BEING HELD HOSTAGE AS A PLAYGROUND TO THE SURROUNDING COMMUNITIES IN TOURISTS, BUT BEING CONSTANT SOURCE OF ENTERTAINMENT, THROUGH EVENTS AND CONCERTS, CREATING NOISE AND TRAFFIC ISSUES.

IT USED TO BE SIMPLE.

TWO BIG ATTEND EVENTS A YEAR, THE CHRISTMAS PARADE IN DECEMBER AND THE VILLAGE FESTIVAL IN MAY, THEN A THIRD BEING THE ARTS AND SEAFOOD FESTIVAL AND OCTOBER WAS ADDED.

THERE WAS NO AMPLIFIED MUSIC CONCERT EVERY WEEK.

THERE WERE NO ROUTINE ROAD CLOSURES.

IT IS EASY FOR OUTSIDERS TO SAY THAT WE RESIDENTS SHOULD PUT UP WITH THE CONSTANT INTRUSION IN OUR LIVES FOR THE SAKE OF THE TOWNS, COOL FACTOR, BUT THEY DO NOT LIVE HERE AND THEY GET TO GO BACK TO THEIR PEACEFUL NEIGHBORHOODS AND ASKING THE TOWN TO TUNE IN, TONE IT DOWN.

EVERYONE DESERVES AT LEAST SUNDAYS IS A DAY OF REST WITH PEACE AND QUIET.

I HAVE TO WONDER, ARE WE THE RESIDENTS OF THE HISTORIC DISTRICT, THE TOWN'S PRIORITY? THERE'S SOMETHING GROSSLY WRONG WHEN THE RESIDENTS ARE NOT FIRST IN MIND WHEN MAKING ANY DECISIONS THAT AFFECT OUR QUALITY OF LIFE.

UH, JUST TO LET YOU KNOW, THIS DID GO IN FRONT OF THE PLANNING COMMISSION, UM, AT THEIR NOVEMBER 10TH MEETING WHERE THERE WAS A VOTE FOR A FOUR TO ONE FOR THE ANNEXATION AND THEN A VOTE OF THREE TO, TO, UM, TO APPROVE THE ZONING AMENDMENT REQUEST AS SUBMITTED, UM, JUST, UH, SOME BACKGROUND INFORMATION, UM, APRIL 13TH, UH, TOWN COUNCIL, YOU CONSIDERED PROVIDED THE DIRECTION, UH, FOR TOWN STAFF TO MOVE FORWARD WITH THIS PROCESS, UM, ON JUNE 29TH, IN 2021, AS WHEN WE UPDATED THE, UM, ANNEXATION POLICY TO MAKE SURE THAT WE ACTUALLY HAD THAT INTENT TO ANNEX.

AND WE BROUGHT THIS ITEM IN FRONT OF YOU, UH, AT THAT POINT, WHICH YOU TOLD US TO MOVE FORWARD WITH IT.

UM, SO, UM, PURSUANT TO BOTH OF THOSE ITEMS, WE'VE BEEN MOVING FORWARD WITH BRINGING THIS UNDER THE GENERAL MIXED USE DESIGNATION, THE ZONING CLASSIFICATION UNDER THAT, UM, UH, THE UNIFIED DEVELOPMENT ORDINANCE.

UM, SO THIS WAS, UH, IN JULY 18TH, UM, YOU ACCEPTED IT AND DECIDED NOT TO MOVE FORWARD WITH NEGOTIATING COMMITTEE, THE 25TH, UH, PLANNING COMMISSION HELD A WORKSHOP, UH, TO DISCUSS THE REQUEST.

UH, THE NOVEMBER 10TH MEETING IS WHERE THEY HELD THE PUBLIC HEARING FOR BOTH THE ANNEXATION AND THE, UH, ZONING MAP AMENDMENT.

UH, HERE'S AN AERIAL MAP OF THE PROPERTY, UH, JUST TO KIND OF GET YOUR REFERENCE.

UH, YOU CAN SEE THE TRAFFIC CIRCLE TO THE NORTH, THAT'S THE BLUFFTON PARKWAY.

AND THEN, UH, THE ROAD TO THE WEST IS BLUFFTON ROAD AGAIN, A LITTLE BIT FURTHER OUT FROM AN AERIAL STANDPOINT.

UH, OBVIOUSLY THIS PROPERTY IS CONTIGUOUS WITH THE TOWN, WHICH IS ONE OF THE REASONS WHY WE'RE ANNEXING.

IT, IT, UH, THE CURRENT ZONING IS UNDER BEAVER COUNTY, WHICH HAS THE, UH, THE FRONT PORTION OF IT AND THAT T4 HAMLET AND THE, UH, REAR PORTION IS THE T3.

UM, THESE ARE THE ADJACENT PROPERTY OWNERS.

UM, I'M NOT GONNA READ EVERY ONE OF THEM, BUT JUST TO LET YOU KNOW THAT IT'S ALL THAT INFORMATION IS LOCATED THERE.

UM, THIS IS A, UH, THE CURRENT ZONING THROUGH BUFORD COUNTY, UH, WHICH HAS A MULTITUDE OF USES RESIDENTIAL RETAIL USES, UM, OFFICE AND SERVICES.

SO THIS IS ALL OF THE USES THAT ARE CURRENTLY UNDER THAT TABLE THAT WE HAVE IN OUR, UM, UH, UNIFIED DEVELOPMENT ORDINANCE.

THEY FELT THAT, UH, ANY TYPE OF DEVELOPMENT THERE, UH, WOULD POTENTIALLY HAVE, UH, ISSUES WITH, UH, WITH, UH, WITH TRAFFIC ISSUES.

UM, SO MR. FRAZIER HAD SUBMITTED THIS REQUEST ON OCTOBER 1ST.

UM, CURRENTLY IT, UM, THE RESIDENTIAL GENERAL ALLOWS FOR SINGLE FAMILY RESIDENTIAL USE IS UP TO FOUR UNITS PER ACRE, UH, LIMITED COMMERCIAL USES.

UH, HOWEVER RESTAURANTS ARE NOT ALLOWED TO USE, UH, PLANNING COMMISSION, UH, DID MAKE A RECOMMENDATION ON NOVEMBER 17TH, UH, TO APPROVE THE RECOMMENDATION, UH, WITH A VOTE OF FIVE TO ONE.

UM, SO THE APPLICANT IS PROPOSING TO RE-ESTABLISH THE PROPERTY IDENTIFIED, UM, OF 1 96 GUTHY ERODE AS A RESTAURANT WITH THE ASSOCIATED PARKING, UH, THE BUILDING AND HAS PREVIOUSLY BEEN USED AS A RESTAURANT, A GAS STATION, A POOL HALL, UH, CAFETERIA FOR NC RALLY SCHOOL.

AND PROBABLY A LOT OF OTHER THINGS THAT I'M NOT AWARE OF.

UM, JUST A QUICK BACKGROUND.

UM, I'M NOT GOING READ THROUGH EVERY SINGLE ONE OF THESE, BUT, UM, YOU CAN SEE LIKE IN 1960 OR 64, MR. FRAZIER, SENIOR, UH, CONSTRUCTED THE 1500 SQUARE FOOT BUILDING, UH, AND IT WAS LISTED AS GENERAL PURPOSE BUILDING.

UM, THEY OPERATED A RESTAURANT AT THAT LOCATION UNTIL, UH, 1969

WHEN IT CLOSED, UH, 1981 TOWN OF BLUFFTON AND ENACTED A ZONING.

UM, THE PROPERTY WAS ZONED RESIDENTIAL USE.

UH, MR. FRASER SENIOR WAS NOT PERMITTED TO RE-ESTABLISH ANY OF THOSE COMMERCIAL USES, UH, IN 1984 BUFORD COUNTY, UM, DOES DENIED A ZONING VARIANCE TO OPEN THE STORE ACROSS FROM MC RILEY, UH, SHOULD BE NOTED THAT MC RALEIGH SCHOOL WAS AT THAT PREVIOUS LOCATION ON GUTHY ROAD, UM, IN 91, UM, MR. FRAZIER REQUESTS, A REZONING OF THE PROPERTY FROM RESIDENTIAL GENERAL TO MIXED USE TO THAT'S AN OLD ZONING CLASSIFICATION THAT THE TOWN HAD AT THAT TIME.

UH, IT WAS DENIED BY TOWN COUNCIL AND THE RECOMMENDATION PROVIDED BY BUFORD COUNTY, UH, PLANNING STAFF, AND THAT THEY STATED THAT THE SITE LACKED ADEQUATE INFRASTRUCTURE TO HANDLE THE USES OF A MIXED USE TWO'S ZONING DISTRICT 93.

UM, THE TOWN COUNCIL APPROVED THE REZONING REQUEST, UM, AS RECOMMENDED BY PLANNING STAFF, UH, TO THAT MIXED USE TO IN 1992, WHO RECEIVED A STATE RETAIL LICENSE, 1996, RECEIVED A BUSINESS LICENSE WITH THE TOWN, UM, BETWEEN BETWEEN 2001 AND 2002.

UM, THE TOWN REZONED THE PROPERTY TO GENERAL RESIDENTIAL, UM, THAT WAS ALONG WITH THE ANNEXATION AND ESTABLISHED ZONING ON OTHER PROPERTIES ALONG BOTH THE AND SCHULTZ GUTHY ROAD AND SCHULTZ ROAD.

UM, AND THEN THE TOWN DID PROVIDE A DETERMINATION THAT HE DID HAVE VESTED RIGHTS TO CONTINUE THAT MIXED USE TO, UM, DESIGNATION WITH NON-CONFORMING USE, UH, IN 2016, UH, TALENT ATTORNEY, WE STATED, UM, PROVIDED A STATEMENT THAT THE RESTAURANT WAS NOT ALLOWED, UH, HAD ABANDONED THAT LEGAL NONCONFORMING USE.

UM, YOU LOSE A LEGAL NONCONFORMING STATUS AFTER ONE YEAR.

UH, IF I USE IS NOT RE-ESTABLISHED, UH, IN SEPTEMBER OF THIS YEAR, WE MET WITH MR. FRAZIER ONSITE, UH, FOR A PRE-APPLICATION MEETING TO DISCUSS, UH, HIS STEPS THAT WE'VE HAD ON THE 28TH OF SEPTEMBER.

HE SUBMITTED HIS APPLICATION.

UH, NOVEMBER 1ST WE HAD WORKSHOP WITH THE PLANNING COMMISSION ABOUT THIS, UH, AND THEN THE ON NOVEMBER 17TH IS WHEN THE PLANNING COMMISSION HELD THEIR, UH, PUBLIC HEARING, UH, FROM A PUBLIC NOTICE STANDPOINT, ALL PROPERTY OWNERS WITHIN 250 FEET WERE NOTIFIED.

WE PUT A NOTICE IN THE PAPER AND THEN A SIGN HAS BEEN OUT ON THE PROPERTY.

UM, SINCE OCTOBER 17TH, UM, WE DID RECEIVE, UM, UH, I RECEIVED A CALL FROM MR. SERRANO, WHO IS THE ADJACENT PROPERTY OWNER TO THE NORTH.

UM, AND AS STATED WISHED TO MR. FRAZIER ALL THE BEST IN HIS REZONING, SO HAD NO CONCERNS, UM, WITH THE REZONING.

UM, WE DO HAVE THE SIX REVIEW CRITERIA, UM, ALL WERE MET.

AND THEY HAD CONCERNS ABOUT THAT.

UH, EVEN THOUGH THERE ARE NUMEROUS FACTORS THAT COME INTO PLAY WHEN DEALING WITH A DEVELOPMENT OF A SITE.

UM, THE ONE USE THAT WAS IN QUESTION WAS A CARWASH.

UM, HOWEVER, YOU KNOW, FROM A PLACEMENT STANDPOINT, UH, MOST CAR WASHES WOULD NOT BE LOCATED ON A, ON A SMALLER ROAD LIKE THIS.

THEY WOULD NEED MORE VISIBILITY.

SO, UM, READY TO TELL THEM THAT HE DIDN'T WANT A CAR WASH.

UM, HE, HE DID NOT.

UM, HOWEVER, YOU KNOW, WHEN, ANYTIME YOU REZONE A PROPERTY, ALL OF THE USES THAT ARE LISTED IN THAT DISTRICT HAVE THE OPPORTUNITY TO BE THERE.

UH, SO THEIR CONCERN WAS WITH THAT, THAT MORE INTENSE USE OF THE POSSIBLE WHEN WE REZONED A PROPERTY, UM, IT, TO THEM TO TELL US WHAT THEIR INTENTIONS ARE.

SO HIS INTENTIONS ARE TO REESTABLISH THE RESTAURANT, UH, AND IN THE BUILDING THAT HE HAS, AND THEN THE ADJACENT, HIS, HIS OTHER PROPERTIES IS SINGLE FAMILY RESIDENCE THAT HE DID CLARIFY.

YES, HE WANTS TO OPEN HIS RESTAURANT AND HE, AND HE GAVE A, UM, UM, A GREAT SPEECH TO THE PLANNING COMMISSION.

WE STARTED BACK IN 1986 AND I WAS ACTUALLY ONE OF THE FIRST TEAM MEMBERS OF THE SWAT IN 1986.

AND IT WAS MAINLY TO, UH, YOU KNOW, TO SERVE HIGH-RISK WARRANTS.

AND, UH, AND WE WERE DURING THAT TIME OR HEAVILY INVOLVED IN SOME, UH, VIP PROTECTION BECAUSE OF HILTON HEAD AND, AND SOME OF THE FOLKS THAT VISITED US HERE AND B FOR COUNTY, THE SQUAT BASICALLY STANDS FOR SPECIAL WEAPONS AND TACTICS.

AND BASICALLY IT'S MADE UP OF SPECIALIZED OFFICERS WITH SPECIALIZED TRAINING AND EQUIPMENT.

THEIR PRIMARY MISSION IS TO SUPPORT THE ROAD PATROL ANYTHING THAT IS OUT OF THE CAPABILITY OF THE ROPE PATROL.

THE SLOT TEAM WILL HANDLE ANYBODY THAT'S ARMED AND DANGEROUS, UH, HAS AN EXTENSIVE CRIMINAL HISTORY, HIGH RISK WARRANT SERVICE, UM, DRUG RAIDS, UH, VIP PROTECTION, BARRICADES, HOSTAGE RESCUE, OR EVEN SURVEILLANCE DETAILS WHERE WE'RE SURVEILLING AN ARMED AND DANGEROUS PERSON.

UM, THEY ARE CALLED IN TO DEAL WITH THAT SUSPECT DUE TO THEIR EXPERIENCE AND TRAINING, UH, CONSISTS OF, UH, WE, WE TRAIN TWICE A MONTH, EIGHT HOURS A DAY FOR TOW 16 HOURS.

THAT'S NOT INCLUDING ANY TYPE OF SPECIAL EXERCISES OR, UH, ADDITIONAL TRAINING.

AND BASICALLY WHAT THOSE TRAINING HOURS DO IS ALLOW US TO, UH, REHEARSE AND TO, UH, WORK ON THE DIFFERENT ASPECTS OF THE JOB.

SUSPECT TAKEDOWN, OBVIOUSLY WEAPONS, TRAINING, UH, EXTENSIVE WEAPONS TRAINING.

UM, AND WE HAVE VERY, WE HAVE A LOT OF DIFFERENT PIECES OF EQUIPMENT THAT OBVIOUSLY WE HAVE TO KEEP UP ON THE STATE OF SOUTH CAROLINA HAS RECENTLY STARTED UP A, UH, THE STATE LAW ENFORCEMENT DIVISION.

UH, OUR STATE POLICE HAS STARTED UP A WMD INITIATIVE FOR ANTI-TERRORIST OPERATIONS IN THE STATE OF SOUTH CAROLINA.

AND THEY'VE LIKE, THEY'VE IDENTIFIED SEVEN, UH, SWAT TEAMS THROUGHOUT THE STATE, UH, TO BASICALLY COME TOGETHER AND PROTECT THE STATE AGAINST TERRORIST, UH, UH, SITUATIONS AND DEEPER COUNTY SWAT TEAM IS ONE.

WE HANDLE THE LOW COUNTRY, UM, WHICH HAS SEVEN COUNTIES.

AND WHAT WE'LL DO IS WE, OUR CO OUR TEAM HAS COMBINED WITH THE HILTON HEAD ISLAND, A HAZMAT TEAM, OUR SWAT TEAM, AND THE, THE BUFORD COUNTY BOMB SQUAD.

AND WE CAN RESPOND REALLY ANYWHERE IN THE STATE, BUT NORMALLY THE LOWER PART, THE LOWER SEVEN COUNTIES AND STATE, UH, FOR ANY TYPE OF TERRORIST INSTANCES, WE WILL ACTUALLY RESPOND THERE AND HANDLE THOSE CALLS.

WELL, WE WERE TRYING TO PUT HERE IS IF WE HAVE A BARRICADED SUBJECT INSIDE A BUILDING WITH A MULTI-STORY WITH SOME WINDOWS THAT WE CAN REPEL INTO, UM, SOME OF THE TIME WE CAN'T MAKE ENTRY INTO A BUILDING FROM OUTSIDE PERIMETER, BECAUSE OBVIOUSLY ALL THE WINDOWS, HE CAN SEE WHERE WE'RE COMING FROM.

IF WE CAN GET ON THE SIDE THAT WE KNOW HE'S NOT LOOKING AT IT, WE CAN GET TO THE TOP OF THE BUILDING AND REPEL DOWN IN, THROUGH THE WINDOWS AND GAIN ENTRY TO ONE OF THE MULTIMEDIA STORIES AND COME DOWN THE STAIRS AND GET THE SUBJECT FROM THERE WHILE AT THE SAME TIME COMING IN, BUT THE ENTRY TEAM, SO WE CAN GET THEM FROM BOTH SIDES.

ONE THING IS TO CAMARADERIE, JUST BEING ON A TEAM ASPECT.

UM, IT'S ALWAYS AN ADRENALINE GETTER, EVERYTHING WE DO, AND THAT'S WHAT MAKES IT EXCITING IS DANGEROUS, BUT IT'S ALSO EXCITING AT THE SAME TIME, I SERVED FOUR YEARS WITH THE MILITARY, UM, AND THEN WENT TO COLLEGE.

I AM THE REPEL MASTER FOR THE TEAM, AND TO LEARN HOW TO TIE THE SYSTEMS AND HOOK EVERYTHING UP.

SO IT'S DONE IN A SAFE MANNER, IN A REAL SITUATION.

THEY MIGHT BE EXPECTING THIS TO COME FROM THE BOTTOM FLOOR.

AND IN FACT, WE CAN EITHER COME THROUGH THE TOP FLOOR WINDOWS, WHICH WOULD BE AN ADVANTAGE ON US BECAUSE WE GET THE ELEMENT OF SURPRISE, OR WE CAN ALSO, UH, YOU KNOW, DEPLOY FLASH BANGS, ALL THESE GUYS IN THE SHERIFF'S.

I WAS SWAT TEAM VOLUNTEER FOR THIS.

WE DON'T GET ANY EXTRA MONEY.

I'M GOING TO GET ANY EXTRA PAY.

YOU KNOW, THIS IS A COLLATERAL DUTY FOR THESE GUYS AND THEY ALL VOLUNTEER TO DO IT.

AFTER COMING OUT OF THE MILITARY, UH, SWAT TEAM HAD THE OPPOSITES OF THE SAME THINGS I DID WHEN I WAS IN THE SERVICE AIRBORNE INFANTRY, YOU KNOW, BEING ON THE, I WAS TIP OF SPEAR AND THE TYPES OF HIGH-SPEED THINGS THAT DID THE MILITARY BROUGHT A GREATER SENSE OF SECURITY TO THE CITIZENS OF DIFFERENT COUNTY.

ONE THING ABOUT THE SHERIFF'S OFFICE, I CAN NEVER SAY IS WE DO HAVE THE TOP LINE EQUIPMENT, UH, ALL THE NEWEST GADGETS AND GIZMOS WEAPONS, YOU KNOW, IT'S GOING TO HELP US DO OUR JOB BETTER AND SAFER.

WE HAVE, OBVIOUSLY ALL THE WEAPONS.

WE HAVE A, WE HAVE A LARGE SELECTION OF WEAPONS FOR THE DIFFERENT SITUATIONS, UH, LESS LETHAL MUNITIONS.

WE HAVE REPEL GEAR, RESCUE GEAR.

WE HAVE A LOT OF, UM, WATERBORNE TYPE, UH, GEAR BECAUSE WE DO CAUSE THE, THE AREA THAT

WE LIVE IN, WE WORK ON THE WATER A LOT.

WE HAVE A LOT OF PROTECTIVE EQUIPMENT, WHICH ARE BALLISTIC SHIELDS AND VESTS AND HELMETS.

UM, AND THEN WE HAVE DIFFERENT CHEMICAL MUNITIONS.

SO WE ACTUALLY HAVE TO FORCE SOMEBODY OUT OF A LOCATION.

WE HAVE A LOT OF DIFFERENT TYPES OF CHEMICAL MUNITIONS THAT WE CAN DEPLOY TO TRY TO RESOLVE THAT SITUATION.

THE BOMB TEAM CAME AROUND, UH, OVER THE PAST COUPLE OF YEARS.

UH, AND THE REALITY THERE IS WE WERE DEPENDENT UPON AN AGENCY, UH, WHICH IS REFERRED TO A SLED LOCATED IN COLUMBIA, WHICH REQUIRES SEVERAL HOURS OF NOTICE BEFORE THEY CAN RESPOND AND ACTUALLY BE HERE AND BE FOR COUNTY.

AND WE SAW THE BENEFITS OF WHAT SWAT HAS DONE, UH, FOR, FOR US LOCALLY AND KNEW THAT THE BOND TEAM WOULD DO THE SAME THING.

WE'VE HAD A BOMB SQUAD, UH, COMING UP ON THREE YEARS NOW.

AND, UH, ONE OF THE ORIGINAL MEMBERS MYSELF FROM THE CAPTAIN, WHAT BIT OF KNOWLEDGE I DID HAVE FROM THE MILITARY OF A MECHANICAL THINGS AND EXPLOSIVES AND ELECTRICAL, UH, THAT, THAT, UH, I MIGHT MAKE AN ASSET TO IT.

AND, UH, I THINK, UH, BUFORD COUNTY IS VERY PROGRESSIVE.

EVERY BOMB SQUAD IN THE UNITED STATES IS ACCREDITED THROUGH THE FBI.

AND ONCE WE GOT THAT ACCREDITATION, WHICH WAS A COMBINATION OF ACQUIRING THE EQUIPMENT AND SENDING OUR, OUR PEOPLE TO BOMB SCHOOL, THAT'S WHEN THE TEAM ACTUALLY, UH, WAS STOOD UP AND WE STARTED ANSWERING CALLS IN THE CAMP.

WE HAVE GROWN BOTH OF THOSE UNITS TO INCLUDE A WATER RESCUE WITH OUR ZODIAC, UH, BOAT.

UH, WE ARE HEAVILY INVOLVED IN, YOU KNOW, IN AN WATER-BORNE, UH, SITUATIONS, UH, BECAUSE OF HOMELAND SECURITY AND THE PROTECTION OF OUR COUNTY, BUT WE ARE, WE'RE A COASTAL COUNTY.

THE, THE THEORY BEHIND ALL OF THIS SPECIAL TEAMS IS TO HAVE BOOTS ON THE GROUND, UH, VERY QUICKLY, UH, IN CRITICAL SITUATIONS AND PROTECT BUFORD COUNTY, CITIZENS, AND GUESTS THAT, UH, THAT, UH, WE'RE HERE AND SWORN TO PROTECT BECAUSE OF THE JOB WE HAVE TO BE VERSATILE.

WE HAVE TO BE ABLE TO WORK IN THE WATER, YOU KNOW, WORKING IN THE WOODS, YOU KNOW, WORK IN URBAN ENVIRONMENTS, UH, UH, BECAUSE WE NEVER KNOW WHERE WE'RE GOING TO BE CALLED TO, TO RESPOND TO THESE GUYS AND GALS, THEY WORK HARD, THEY TRAIN HARD, THEY DO AN EXCELLENT JOB, AND THEY'RE ABLE TO DO ALL OF WHAT THEY DO.

NOT ONLY WOULD THEIR PRIMARY JOB AT THEIR SECONDARY RESPONSIBILITIES AS WELL.
