SO, CAUSE I KNOW YOU'VE BEEN VERY BUSY DISCUSSION.
LAST TWO HOURS, JUST FASCINATING, ALL THE DIFFERENT THINGS THAT YOU'RE DOING IN THE VISIONS THAT YOU'RE CREATING AND THE ACTION PLANS AROUND THOSE.
UM, I AM THE CHAIRMAN OF THE PLANNING COUNTY PLANNING COMMISSION POINTED IN 2016.
PRIOR TO THAT, I WORKED WITH THE RURAL AND CRITICAL AND CONSERVATION FOR 10 YEARS.
SO I'VE BEEN AROUND A LITTLE BIT.
I'M WORKING WITH BOARDS AND COMMISSIONS OVER A LITTLE BIT.

UM, JUST A LITTLE BACKGROUND, AS YOU KNOW, THE PLANNING COMMISSION IS MADE UP OF NINE COMMISSIONERS FOR NORTH OF THE BROAD, UH, FOR SOUTH OF THE BROAD AND ONE AT LARGE.
UM, ROB TELLS ME THAT THE PLANNING COMMISSION IS KIND OF THE GRANDDADDY, THE BIG DADDY OF, UH, OF COMMISSIONS AND BOARDS SINCE IT'S BEEN AROUND FOR SO LONG.
AND IT'S, UH, IT BRINGS THEM MANY, MANY ISSUES BEFORE THE NATURAL RESOURCES COMMITTEE FOR THEIR FURTHERING.
UM, OUR AUTHORITY OBVIOUSLY COMES FROM THE STATE OF SOUTH CAROLINA AND AS ADOPTED IN THE CODE IN THE MORTON SAYS BY YOUR OFF BY YOURSELVES, UM, ARE OUR DUTIES AND RESPONSIBILITY ARE OUTLINED IN THE COMMUNITY DEVELOPMENT CODE, SECTION SEVEN DOT FIVE.

WE ARE AN ADVISORY BODY TO COUNTY COUNCIL ON APPLICATIONS INVOLVING A NUMBER OF DIFFERENT THINGS, COMP PLAN AMENDMENTS, UH, TEXTS, THE MINUTES, MEN MITTS TO THE COMMUNITY DEVELOPMENT CONE ZONE MAP, AMENDMENTS REZONING MATTERS OF LONG RANGE PLANNING, UM, INCLUDING THE COMPREHENSIVE PLAN AND CAPITAL IMPROVEMENTS PROGRAM.
UM, WE ALSO SERVE AS AN APPLET BODY ON APPEALS AS SPECIFIED IN SECTION 7.2 OF THE COMMUNITY DEVELOPMENT CODE DURING 2011.
IT'S BEEN A VERY UNUSUAL YEAR, OBVIOUSLY EVERYBODY WITH THE PANDEMIC AND WE WERE CONFINED AS YOU WERE MANY TIMES WITH ZOOM MEETINGS, TRYING TO FIND OUR WAY THROUGH THE TECHNOLOGIES.
WE COULD UNDERSTAND EACH OTHER AND READ EACH OTHER'S LIPS WHEN WE'RE OUT OF SYNC WITH THE WORDS.
UM, BUT WE WORKED BEAUTIFULLY ON 11 TEXT AMENDMENTS, UH, EIGHT MAP REQUESTS TO ROAD RENAMING, AND MOST SIGNIFICANTLY, UH, THE REVIEW AND RECOMMENDATION FOR APPROVAL OF THE 2040 COMPREHENSIVE PLAN.
THE VISION HAS BEEN COMPLETED.
UM, IT'S, IT WAS A LENGTHY PROCESS THAT WAS INTENDED TO BE ABOUT A YEAR THAT EXTENDS ITSELF TO TWO YEARS, UH, AS A RESULT OF PANDEMIC AS A RESULT OF THAT, UH, IT'S A, IT'S A PRODUCT THAT, THAT, UH, WE'RE VERY PROUD OF AND I KNOW YOU'RE VERY PROUD OF IT AND PASSING IT AND APPROVING IT, MOVING FORWARD WITH IT.
I HEARD IT MENTIONED MANY TIMES TODAY AS, UH, AS A EMBODIMENT OF THE PLANS THAT ARE BEING RECOMMENDED TO GO FORWARD WITH THE FUNDS, UM, WAS A UNIQUE EXPERIENCE.
WE ONLINE SURVEYS, UM, COMMUNITY FORUMS, PUBLIC MEETINGS, UM, REALLY GOING OUT INTO THE COMMUNITY.
THAT'S WHAT I THINK MADE THE PLAN IS, IS AS GOOD AS IT IS.
UM, LISTENING TO WHAT THE PEOPLE HAVE TO SAY TO THEM AS

YOUR PLANS WERE DISCUSSED TODAY, THAT'S A CONTINUANCE OF THE FOUNDATIONS OF THE COMPREHENSIVE PLAN.I STRONGLY BELIEVE THAT, YOU KNOW, A PLAN IS GREAT TO HAVE STRATEGIC PLAN.
I SPENT MY CAREER BIG CORPORATE AMERICA WORKING ON STRATEGIC PLANS AT SOUTH THAT SAT NICELY ON A SHELF.
AND WEREN'T LOOKED AT WINTER, I SET OFF THE UNIQUENESS OF THIS PARTICULAR PLAN IS IT HAS A WORK PLAN.
IT HAS THE WHO, WHAT, WHY, WHEN AND HOW SO THAT YOU CAN TAKE THE STRATEGIC ELEMENTS AND MOVE FORWARD, AS YOU SAID, ACCOUNTABILITY FOR THINGS TO GET DONE.
AND I THINK THAT'S WHAT MAKES THIS PLAN UNIQUE ALONG WITH ALL OF THE DATA THAT SUPPORTS IT, THAT, UH, I'M SURE IT WILL HAVE TO BE UPDATED IN THE CENSUS REPORTS AND SO ON, BUT, UH, IT'S, IT'S A GREAT PRODUCT.
OF COURSE, ANOTHER SIGNIFICANT DEVELOPMENT THAT CAME FROM THE STAFF AND THE, UH, COMMUNITY DEVELOPMENT STAFF IS, IS PAR EXCELLENCE.
THEY'VE GOT GREAT PLAYERS, UH, GOOD, GREAT LEADERSHIP.
AND THEY WORKED ON SIGNIFICANT DEVELOPMENTS AND RECOMMENDATIONS, INCLUDING THINGS LIKE THE PHIL WARDEN.
IT'S IN THE COASTAL RESILIENCY OVERLAY INITIATIVES, UH THAT'S TO ADDRESS THE COASTAL ENVIRONMENTAL VULNERABILITY AND RESILIENCY AND THE IMPACTS OF COASTAL FLOODING.

UM, IT IS SURROUNDED BY OTHER PROTECTED LAND ON ST.
HELENA, INCLUDING SEVERAL FARMS. AND, UM, IT IS YOU HAVE AN OPPORTUNITY TO PURCHASE IT WITH A CLEAN PHASE ONE AND ALL THE DUE DILIGENCE CHECKING OUT.

AND THOSE, THIS ONE GOES ALL THE WAY BACK TO THE TIME THAT JOHN WEAVER WAS HERE AS INTERIM COUNTY ADMINISTRATORS TO THIS TIME, UH, THE, UH, HILTON HEAD REGIONAL HABITAT, UH, FOR THOSE UNITS, I BELIEVE HAVE BEEN BUILT AND HAVE BEEN PERMITTED FOR UNITS HAVE YET TO BE PERMITTED.
UH, SO IT WILL BE A REFUND ON, UH, A PORTION OF IT, A WAIVER ON THOSE THAT HAVE NOT YET REQUESTED A WAIVER.
