APPROVAL OF MINUTES – May 28, 2021] ON THE MINUTES. NOW, THE MINUTES ARE GOING TO REFLECT BACK TO MAY 28TH. UH, WE DID NOT HAVE A QUORUM SINCE THEN. WE DO HAVE ONE TODAY. I'LL MAKE A MOTION TO APPROVE MOTION. I W I WAS AT THAT MAN MOTION AND A SECOND ALL IN FAVOR OF THE MOTION, PLEASE SIGNIFY BY RAISING YOUR RIGHT HANDS. SAY AYE. THOSE OPPOSED SEEING NONE THAT'S UNANIMOUS. UM, OPEN IT UP FOR CITIZEN COMMENTS. IF WE HAD ENOUGH TIME TO ANY CITIZEN COMMENTS, ANY COMMENTS ONLINE? OKAY. UM, I'LL DO IT NOW. I WAS WAITING A LITTLE BIT, SO WE HAD EVERYBODY ON THAT WE COULD, BUT WHY DON'T WE GO AROUND THE ROOM AND, UH, EVERYBODY, UH, TELL US WHO YOU ARE. UM, MIKE, TELL ME, UM, WHAT'S THE MPC, UH, TRY TO BEAT ON TOWN HALL. MAYOR. JERRY ASKED MORE TOWN COUNCIL SCHOOL BOARD. I WAS HOWARD DISTRICT FOR BEAVER COUNTY COUNCIL, MITCH MITCHELL, YO CLAVER DISTRICT THREE, KEN KILLS. UM, JASON PINCHER ON MY LADY'S ISLAND RESIDENTS OUT SEA ISLAND, COALITION, ROBERT MERCHANT COOPER COUNTY PLANNING. SO THE ANDERSON COUNTY, JESSE WHITE, CAUSE THE CONSERVATION LAKE, JOE MACK, BUFORD TRAILBLAZERS, TRAILS, AND PARKS. THANK YOU VERY MUCH. AND ONLINE. UH, YOU'RE ON MUTE. I THINK YOU CONTROL MUTE. THERE YOU GO. SO MIKE, WE SAW YOUR LIPS MOVING AND OUR SOUND AND STUFF. I THINK OUR SOUND IS OFF. OKAY. SO ALWAYS JUST ANNOUNCE WHO'S ON ED PAPPAS AND YOUR EYES ARE BETTER THAN MINE. ED PAPPAS, STEVEN MURRAY. AND I SEE LOLITA WATSON. THEY'RE TRYING TO FIX THE SOUND. WE CAN'T HEAR YOU. HOPEFULLY YOU CAN HEAR US. CAN WE GET A THUMBS UP FROM SOMEBODY SAYING YOU CAN HEAR US GOOD SO THEY CAN HEAR US. THANK YOU. NO, IT'S ODD. WE THINK IT'S ON THIS END. THEY'RE TRYING TO FIX IT, BUT NOW WE KNOW THEY DO THIS STUFF EVERY TIME. IT'S LIKE THE FIRST TIME WE'VE DONE IT. IT'S A COMPUTER. EVERY TIME YOU START IT, YOU'RE NOT REALLY SURE WHAT IT'S GOING TO DO. THAT'S THE FIRST THING YOU GOT TO UNDERSTAND WHERE THE COMPUTER, EVERY TIME YOU START IT, WHATEVER, SHOW WHAT IT'S GOING TO DO, MIKE, LET US KNOW WHEN YOU CAN HEAR US. HE CAN HEAR US. WE CAN'T HEAR HIM. ALL RIGHT, BRIAN. THANK YOU. SO SAY IT AGAIN, MIKE. CAUSE THEN I CAN HEAR YOU FINE. WE CAN HEAR, AND THEN WE'LL MOVE TO THE FIRST ITEM ON [6. DISCUSSION OF GROWTH BOUNDARIES – NORTHERN BEAUFORT COUNTY] THE AGENDA. HERE IS THE LADIES ISLAND VILLAGE CENTER TASK FORCE PRESENTATION. AND WE'LL WAIT TO LOAD THAT UP. THANK YOU. UM, OKAY. THE LEIS ISLAND VILLAGE CENTER, UH, TASK FORCE, UM, TO, UH, THE LADIES ISLAND VILLAGE CENTER IS IMPORTANT TO EVERYBODY. IT SEEMS [00:05:01] TO HAVE MADE IT INTO IT. NO, NO, NO. THOSE ARE NOT FOR THIS. NO, NO. SORRY. UM, IS THAT A BEDROOM? THE, UH, UM, UH, IT, IT IT'S MADE IT INTO ALL THE COMP PLANS AND SO, UH, UH, IT'S, IT'S OBVIOUSLY A VERY IMPORTANT ISSUE FOR ALL OF US, UH, GO TO THE NEXT SLIDE. UM, WE STARTED OUT WITH, UH, THE DISSOLUTION OF THE, UH, NORTHERN REGIONAL PLAN IMPLEMENTATION COMMITTEE. UH, AND THEN WE, UH, DID A MANDATE FOR THE LADY'S ISLAND, UH, VILLAGE CENTER TASK FORCE. AND IN, IN GENERAL, WE, WE APPROVED THAT, UH, IN OUR LAST MEETING, UH, I THINK SOME COPIES WERE SENT OUT AGAIN SO THAT YOU COULD REVIEW THEM, BUT BASICALLY, UH, IT MAINTAINS ITSELF IN COMPLIANCE WITH THE LADY SILENT PLAN AND MOVES FORWARD, UH, WITH, UH, ADDITIONAL DETAIL. NEXT SLIDE, MR. CHAIRMAN, CAN YOU, CAN YOU ASK CHRIS TO SHARE THE SLIDES WITH US ON ZOOM SCREEN? THEY'RE TRYING NOW THAT WAS THE CENTER. IT WAS GOT SENT OUT THAT MAP WASN'T SENT OUT. I GOT EVERYTHING ELSE THAT COME UP. NO, THAT THE PRESENTATION WAS DONE AS PART OF YOUR VISITATION. THANK YOU. WE CAN SEE THEM NOW. WE CAN IT OUT HERE. WE JUST NEED A FOLLOW UP NOW. SHE'S LIKE, NOW SHE'LL CALL ME AND TELL ME WHAT WAS GOING ON SO THEY CAN EVERYONE SEE YOU AT HOME AND THEN SHORT, SWEET BITE. CAN YOU STILL SAY IT STEPHEN? CAN YOU SAY THAT? I CAN SEE IT ON HERE. THANK YOU. UM, I'M GOING TO GO THROUGH THIS FAIRLY QUICKLY. UH, AND THEN AT THE END, EVERYBODY CAN ASK WHATEVER QUESTION YOU HAVE, BUT, UH, MANY OF THE PEOPLE, UM, UH, HAVE ALREADY BEEN THROUGH THIS, I'VE PRESENTED IT TO, UH, PEOPLE INDIVIDUALLY. SO LET'S MOVE TO THE NEXT SLIDE. UM, THIS SLIDE IS KIND OF WHERE WE STARTED. UH, WE TOOK A LOOK AT WHAT THE LADY'S ISLAND, UH, PLAN FROM ITS OWNING STANDPOINT. AND AT THE TOP LEFT, YOU SEE THE, UM, UH, IT'S WHERE THE BRIDGE IS. AND THEN THAT LARGER INTERSECTION, THERE IS THE PUBLIC'S, UH, INTERSECTION. YOU CAN SEE, UH, THE, UH, ZONINGS THAT ARE CIRCLED OUR CITY, THE UNCIRCLED ZONES, THEN OUR COUNTY. SO IT'S A REAL MIXTURE OF A LOT OF DIFFERENT ZONES AND, UM, UH, DIFFERENT, UM, UH, RESPONSIBILITIES FOR THE COUNTY AND THE CITY. NEXT SLIDE, PLEASE WANTING TO, UM, LET YOU KNOW, THE TASK FORCE, UH, IS MADE UP OF, AND I'LL JUST RUN THROUGH IT HERE. UH, PAUL SOMERVILLE, ED PAPPAS, CHUCK NEWTON, JASON HENSHER, JESSE WHITE, ALAN PATTERSON. UH, NOAH JOINED LATER ON, UH, LINDA BRIDGES WAS ON EARLIER. UM, UH, AND THEN FROM A STAFF STANDPOINT, UH, THERE'S UH, DAVID PRITCHARD, [00:10:01] UM, DAN FRAZIER, UH, UH, ROB MERCHANT, UH, JARED, UH, KINDA WAS IN AND OUT A LITTLE BIT BRITTANY FIELDS IN JENNIFER BRAG. UH, SO, UM, FROM THE TASK FORCE STANDPOINT, WE HAD A GOOD REPRESENTATION, UM, BACK, UH, WHEN THIS, UH, UH, WHEN WE WERE HAVING OUR MEETINGS HERE WAS ABOUT THE TIME THAT THE TASK FORCE APPROVED MOVING THIS FORWARD, UH, TO THE NEXT STEPS, UH, SINCE THEN, UM, SINCE THEN, UM, A LIST OF PEOPLE THAT HAVE REVIEWED IT. AND YOU CAN SEE THE CHECK MARKS OF THOSE THAT, UH, HAVE AN AFFIRMATIVE, UH, UH, OF MOVING THIS FORWARD TO THE NEXT STEPS. UH, WE'VE GOT GRAHAM TRASK, UH, THE GRAYS, UH, JASON HENSHER, MARY PATTERSON. UM, I'VE SPOKEN WITH SAM, BUT I HAVEN'T REALLY REVIEWED IT WITH HIM. UM, UH, TOM DANIELS, DAVID GAS CUBE, STEVE ANDREWS, ED ALLEN, CHRIS BUTLER, ALAN PATTERSON. UH, AND THEN, UH, AND SO THOSE ARE MOST OF THE MAJOR PROPERTY OWNERS ALONG 21, UH, TOWN OFFICIALS. UH, WE'VE UH, REVIEWED THIS WITH, UH, BEEN ALICE HOWARD, STEVEN MURRAY, UH, MIKE MCPHEE, UH, JOE DEVITO, UH, NOAH, DICK STEWART, UH, YOUR CLAVER, UH, PAUL SOMERVILLE, UH, AND THEN STEPHANIE ROSSI AND MARY LOU, UH FRANSON AND YOU'LL SEE BY, UH, THEY'RE INCLUDED BECAUSE THERE IS A TRANSPORTATION ELEMENT, UH, THAT IS A PART OF THIS. UM, BUT WE'VE GOTTEN A VERY, UH, POSITIVE, UH, RESPONSES TO THE PRESENTATION THAT WE HAVE. NEXT SLIDE. NOW, ONE OF THE OBJECTS OF TAKING A LOOK AT THIS, UH, FOR THE TASK FORCE WAS TO, UH, TRY AND REDUCE TRAFFIC ON 21 THROUGH OTHER MEANS, UH, AS WELL AS INCREASED PARKING AND ACCESSIBILITY. SO, UH, WHAT THIS, UH, UM, VISION, UM, PLAN DOES IS IT SHOWS THE MOVEMENT OF THE NEW DEVELOPMENT OF PROPERTY. SO THE SHOPPING CENTERS, AS AN EXAMPLE, THEY WOULD MOVE TOWARDS 21, UH, WHICH WOULD THEN PUT PARKING BEHIND AND, UH, THROUGH INTERCONNECTIVITY BETWEEN THOSE PARKING ELEMENTS AND OR A ROADWAY SYSTEM THAT CONNECTS ALL OF THOSE, UH, THERE WILL BE ACCESS TO ALL THOSE PROPERTIES. SO WHAT THAT DOES IS, UH, UH, YOU REMOVING THE DEED FOR ACCESSIBILITY OFF OF 21, BECAUSE THE SHOPS ARE GOING TO BE MOVING TOWARDS 21 IN LARGE PART. UH, SO WHAT WE'VE DONE IS YOU CAN SEE HERE THAT WE HAVE, UH, A ROAD WITH THE ACCESS ROADWAY, UH, SYSTEM THAT IS ALREADY UNDERWAY UNDER THE PENNY TAX. UH, IF YOU LOOK AT MERIDIAN ON THE LEFT WITH A STOPLIGHT THAT WILL MOVE TO MERIDIAN, UH, AND THEN, UH, UM, UH, THE OTHER CONNECTING ROADWAYS FROM, UH, UH, GAYE THAT IS OVER ON YOUR RIGHT WITH A STOPLIGHT THERE THAT WILL GO ACROSS AND CONNECT TO THE, UH, THE SCHOOL. UH, AND THEN THAT GATE DRIVE TURNS INTO HAZEL FARMS AND THEN TO JERICHO. UM, AND, UM, THAT WILL ALSO COME UP AND CONNECT UP IN BETWEEN THE TWO SHOPPING CENTERS WHERE IT, THE ROADWAY ALREADY EXISTS. THE STOPLIGHT THAT IS AT SUNSET THERE THAT WAS AN EARLIER, UH, PLACEMENT OF A STOPLIGHT. WE BELIEVE NOW, BASED ON THE INFORMATION I'VE GOTTEN FROM ENGINEERING, THAT THAT WILL MOVE DOWN. YOU HAVE A POINTER THAT I HAVE, YOU KNOW, FAMILIAR WITH THOSE STREETS. UH, OKAY. SO HERE, YOU'VE GOT, UH, MERIDIAN, YOU'VE GOT YEOMAN'S ROAD THAT COMES ACROSS, AND IT IS GOING TO CONTINUE, UH, WITH YOU COMING DOWN HERE TO A STOP LIGHT INTERSECTION FOR HAZEL FARMS. AND HE HAS A FARMS WILL TURN INTO GAY GAY DRIVE. WE'LL COME DOWN FOR THE STOPLIGHT AND GOING ACROSS, UH, SUNSET WAS GOING TO HAVE A STOPLIGHT HERE, BUT IT LOOKS LIKE THAT'S NOT GOING TO HAPPEN. IT MOVED DOWN TO A YEOMAN'S NOW IN TALKING WITH, [00:15:01] UH, THE PROPERTY OWNERS LONG HERE, THEY FEEL AS IF A STOPLIGHT AT YEOMANS IS PROBABLY A MUCH BETTER OPPORTUNITY FOR THEM, AND IT WILL HELP THAT WE'LL TAKE TRAFFIC THAT'S ON 21. IT WANTS TO DO SHOPPING HERE WITH THE, UH, UH, BUILDINGS MOVING FORWARD. UH, THERE'LL BE ABLE TO HAVE A LARGER ACCESS ENTRANCE HERE, COME IN BEHIND, UH, ON THIS, UH, SECONDARY ROAD AND ACCESS PARKING, AND THAT ACCESS THE SHOPS FROM BEHIND, UH, LEAVING THAT AREA THERE. THEY CAN, UH, STAY ON YEOMANS AND COME ACROSS, UH, AND COME DOWN TO THIS STOPLIGHT INTERSECTION HERE, UH, WITH, UH, HAZEL FARMS. UM, WE'VE CONCENTRATED MOST OF OUR EFFORT IN THIS QUADRANT SO FAR. UH, WE'D BE LOOKING TO A CONSULTANT TO HELP US LOOK AT LAND USE AS IT RELATES TO THESE OTHER SECTIONS. UM, I THINK THERE ARE DEFINITELY OPPORTUNITIES ON THE OPPOSITE SIDE OF THE ROAD WITH DISCUSSIONS WITH LOCAL PROPERTY OWNERS THERE THAT, UH, SOMETHING SIMILAR COULD HAPPEN, UH, WITH, WITH THAT. WE HAD A DISCUSSION WITH ENGINEERING HERE SOME MONTHS AGO, AND THERE WAS SOME CONCERN ABOUT THE SCHOOL, DIFFERENT HIGH SCHOOL BECAUSE OF THE TRAFFIC, YOUR BUS BUSES COMING FROM ST. HELENA AND THE BUS COMING FROM. WELL, I WANT, WHAT I WANT TO EMPHASIZE HERE IS THIS TASKFORCE IS WORKING WITHIN THE PARAMETERS OF THE ACCESS ROAD SYSTEMS. WE DON'T HAVE WE'RE, WE'RE LISTENING TO THEM AND COORDINATING WITH THEM, BUT, UH, WE ARE COMPLETELY SEPARATE FROM THOSE ACTIVITIES. SO THEIR DECISIONS ABOUT WHAT THIS ACCESS ROAD AND 21 ARE DOING, UH, ARE INDEPENDENT OF WHAT WE'RE DOING. WE'RE TRYING TO OPERATE AND LOOK AT THE DEVELOPMENT OF A MASTER PLAN WITHIN THE CONTEXT OF WHAT THEY'RE ACTUALLY DOING. UH, PRIMARILY THOUGH I THINK THE SCHOOL IS LOOKING AT THE ANSWER FROM YEOMAN'S COMING BACK OUT HERE TO THE, UH, UH, ANOTHER LIGHT, UH, THAT THEY DON'T HAVE TO GET BACK ONTO A 21. OKAY. ANY OTHER QUESTIONS ON THAT? LET ME ASK, UM, CAUSE YOU'RE NOT COMING OVER ME DOWN TO THE WALMART. IS THAT A REASON WHY, BECAUSE SHOWING ANY, ANY, ANYTHING THERE, WELL, THERE ARE SOME PENNY TAX STUFF HAPPENING AT THE AIRPORT AS YOU WELL KNOW. UH, BUT I HAVEN'T SHOWN THAT ON THAT. UH, I, THE, THE MASTER PLAN, IT WAS FOR THE, THE, THE VILLAGE CENTER. UH, AND SO WE'VE, YOU CAN SEE BY THIS OUTLINE THAT WE'VE, UH, CONFINED IT TO THAT AREA. NOW IT IS POSSIBLE THAT THAT CAN AND SHOULD EXPAND BEYOND THAT. BUT WE WERE FOCUSING ON JUST THAT, UH, CENTRAL AREA FOR RIGHT NOW, YOU KNOW, IN PLANNING, I WOULD LOVE TO SEE, UM, YOU KNOW, SOME, SOME THOUGHTS GIVEN TO THE PARTICULAR, TO THE WARMUP, BECAUSE THAT'S WHERE IT STOPS AND STARTS FOR US COMING OFF A SING HOME. YES. IT STOPS AND STARTS. RIGHT. JUST WANT TO MAKE SURE WE INCLUDED IN IT AREA FOR PLANNING PURPOSES AS TRAFFIC FLOWS. WELL, UM, IT'S GOOD THAT YOU BROUGHT THAT UP BECAUSE IN ADDITION TO THAT, WHEN YOU TAKE A LOOK AT WHAT THIS ACCESS ROAD IS GOING TO DO, IT'S GOING TO CREATE SOME DEVELOPMENT OPPORTUNITIES THAT I THINK, UH, PEOPLE WILL BE TAKING ADVANTAGE OF. SO THAT'S GOING TO BE IMPORTANT TO TAKE A LOOK AT LAND USE, UH, AND THEN IT HAS A RESPONSE TO LAND USE ZONING. CAN YOU POINT OUT FOR EVERYONE'S WORK? CRYSTAL CRYSTAL LAKE IS RIGHT HERE AND, UH, KNOWS RIGHT NOW, YOU KNOW, ONE'S COMES UP AND IT WILL BE A NOTE NEW ROADWAY SYSTEM THAT, UH, OBJECTS UP TO A LIGHT HERE STRAIGHT ACROSS FROM HAZEL FARMS. IT WAS A FARMS RIGHT NOW. IT'S KIND OF A DIRT ROAD RIGHT THERE AT THAT END, BUT THAT DOES CREATE, UH, A GOOD CIRCULATION SYSTEM, UH, FROM MERIDIAN ALL THE WAY AROUND. IT ALLOWS YOU TO GET, UH, NOT USE THIS INTERSECTION HERE, THE PRIMARY INTERSECTION, BUT INSTEAD, UH, ACCESS AROUND THAT, I THINK WITH THE, UH, UH, WITH POPULATION GROWTH ON LADY'S ISLAND, THAT'S GOING TO BE EXTREMELY IMPORTANT. AND I HAVE THE NEXT SLIDE PLEASE, THAT BRINGS US TO TALKING ABOUT TRANSPORTATION. AND ONE OF THE THINGS THAT, UM, [00:20:01] I WAS STARTED TO LOOK AT AS WE WERE, UH, TAKING A LOOK AT THE MASTER PLANNING EFFORTS WAS THAT THE TRANSPORTATION SYSTEM NEEDED TO BE A PART OF WHAT WE'RE TRYING TO ACCOMPLISH. SO, UH, IN TAKING A LOOK AT THAT, AND THEN THAT BRINGS UP WHY WE WERE, UH, TALKING WITH STEPHANIE ROSSI AND MARY LOU, UH, IS I STARTED TO HAVE SOME CONVERSATIONS WITH THEM IN PALMETTO BREEZE NOW, UM, FROM INFORMATION FROM THEM, UH, THERE'S BEEN STUDIES DONE, UH, FOR TRANSPORTATION, UH, NORTH OF BROAD, BUT THERE HASN'T BEEN ANYTHING, UH, OR SOUTH OF THE BROAD, BUT NOT ANYTHING NORTH OF THE BROAD FOR MANY, MANY YEARS. SO, UM, THEY'RE LOOKING AT, UH, LOOKING AT, LOOKING AT BRANDS AND TRYING TO GET A STUDY DONE FOR OUR AREA. IN PARTICULAR, WHAT I LOOKED AT HERE WAS THE POSSIBILITY OF A TROLLEY SYSTEM THAT WOULD GO FROM, UH, UH, BUFORD DOWN HERE TO PORT ROYAL, UP TO THE LADY SILENT VILLAGE CENTER. AND BACK TO BUFORD, THIS WOULD BE A TRIANGLE AND THERE'D BE OBVIOUSLY STOPS ALONG THERE, BUT THAT WOULD BE A TROLLEY SYSTEM THAT COULD BE USED, UH, THAT WOULD TRANSPORT. EVERYBODY WOULD GIVE YOU BETTER ACCESS TO ALL THE AMENITIES IN EACH ONE OF THOSE AREAS, ESPECIALLY AS PORT ROYAL GETS DEVELOPED, UM, MORE WITH THE, UH, WITH THE BOARD, UH, AS WELL AS, UH, THE VILLAGE CENTER, UH, IT GIVES YOU ACCESS TO BETTER ACCESS TO, UH, UM, UH, THE RESTAURANTS AND THE SHOPS. UH, IT ALSO, THE, THE OTHER PIECE OF THIS THAT YOU'RE SEEING HERE IS A FEEDER SYSTEM THAT COMES INTO THAT LOOP. UH, NOW I'M OUT OF REESE ALWAYS, ALREADY DOES HAVE SOME FEEDER SYSTEMS, BUT IT WOULD BE MORE FORMALIZED WHERE YOU WOULD HAVE, UH, AS AN EXAMPLE, MAYBE SOMEWHERE OUT THERE, WELL, BRANCH, A PARKING AREA WHERE PEOPLE COULD, UH, FROM THE GULLAH GEECHEE AND OTHER LOWER INCOME AREAS COULD COME PARK, GET ON A BUS, COME INTO THE LOOP SYSTEM AND THEN ACT, HAVE ACCESS TO THE TROLLEY FOR THE ENTIRE LOOP SYSTEM. THAT SAME THING COULD HAPPEN, UH, OUT AT THE APARTMENTS BEFORE YOU GO OVER A ONE 70, UH, SAME THING AT PARIS ISLAND AND OTHER LOCATIONS, NOT TRYING TO PINPOINT LOCATIONS AT THIS POINT, I'M JUST SAYING THERE'S OPPORTUNITIES IN A NUMBER OF AREAS WHERE THAT COULD HAPPEN. WHAT DOES THAT DO? UM, ESPECIALLY NOW, UH, PEOPLE COMING IN FROM OUTSIDE OF THE CITY, UH, WOULD SAVE ON GAS. THEY WOULDN'T HAVE TO PAY PARKING AND IT WOULD GIVE THEM ACCESS HERE SO THAT IF, IF THEY WERE WORKING IN ANY OF THESE AREAS OR AT THE HOSPITAL, UM, IF THEY WANTED TO GO OUT FOR LUNCH, THEY COULD GET ON A TROLLEY, UH, OR IF THEY JUST WANTED TO VISIT SOME SHOPS OR SOMETHING, THEY COULD GO TO THESE OTHER AREAS AND BE BACK AT, UH, THEIR WORKPLACE. UH, IT LOOKS LIKE PROBABLY A LOOP WOULD BE ANYWHERE FROM 45 TO 60 MINUTES. AND, AND JUST BRAINSTORMING A LITTLE BIT WITH MARY LOU. WE WERE THINKING THAT MAYBE, UH, TWO, TWO TROLLEYS COULD MAKE THAT HAPPEN. UM, THE OTHER THING THAT IT DOES IS, UH, WHEN WE HAVE VISITORS COMING IN, UM, THEY'RE STAYING AT HOTELS AND THEY'RE STAYING AT, UM, UH, VRVO OR AIRBNB OR WHATEVER THEY'RE DOING OR FAMILY, UH, THEY CAN LEAVE THEIR CAR IN PLACE WHERE THEY ARE, UH, GET ON THIS TROLLEY SYSTEM AND USE THAT, UH, IT AFFORDS THEM, UH, EASIER ACCESS TO THINGS. UM, IT ALSO REDUCES THE TRAFFIC, A PROBLEM THAT WE HAVE, AND, UH, REDUCES THE AMOUNT OF PARKING THAT WE ARE CURRENTLY IN VERY MUCH NEED OF IN THESE CORE AREAS. SO I THINK IT DOES A LOT, UH, FOR US, UH, ACROSS THE BOARD. SO I'M JUST GOING TO MAKE A COMMENT AGAIN, LIKE, UH, WHEN YOU TALK ABOUT THAT LOOP LADIES ISLAND CENTER, IF YOU CAN CONNECT IT TO THE WALMART FOR US. OH, YES. YEAH. THAT'S ESSENTIAL IS TOUGH. CAUSE, UM, WHEN I WAS GROWING UP BEFORE THE NECK TIP BRIDGE, UM, AS A CHILD TO GET A RIDE HOME, I HAD TO BE AT THE FOOT OF THE BRIDGE, UH, ON BAY STREET AT A CERTAIN TIME. AND THE KIDS RIDE HOME RIGHT NOW. THE WALMART BECOMES THAT AREA. IF WE CAN GET TO THE WALMART, UH, ONE WAY OR THE OTHER, UM, WE CAN GET HOME. YES. UM, THAT'S EXACTLY RIGHT. AND THE LADIES OUT ON BILLY CENTER, ACTUALLY, THE, THE SYSTEM HERE WOULD, WOULD PROBABLY HELP US [00:25:01] CAUSE WE HAD A LOT OF, UH, COMMENTS FROM PEOPLE THAT LIVED IN, UH, APARTMENTS OUTSIDE OF THE CITY. THEY HAD NO WAY TO COLLECT GROCERIES AND GET BACK HOME. YOU KNOW, A LOT OF PEOPLE DON'T HAVE CARS, SO THEY, THEY GET TO PLACES, UH, WITH, UH, FROM, FROM OTHER PEOPLE THAT THEY CAN GET RIDES WITH. AND THAT'S WHY IT WOULD HELP TO FACILITATE WITH, UH, THESE AREAS HERE FOR GENERAL PICKET. AND ALSO YOU COULD HAVE A LARGER BUS THAT HAS A SCHEDULED RUN, COULD PROBABLY CARRY MORE PEOPLE RATHER THAN THE SMALLER VEHICLES THAT THEY'RE, UH, THAT THEY USE A LOT GOING OUT TO THERE IS, I MIGHT HAVE IT, I'M JUST GOING TO BE SITTING WITH THE COSTUME GLOVER IS THE SAME WOULD APPLY OUT AT THAT ROBERT SMALLS PARASOLID GATEWAY INTERSECTION WHERE THE WALMART IS THERE IN BURTON. OKAY. YOU'RE WAY THAT'S A THEATER IN THE LOOP, BUT YEAH, IT'S KIND OF A CENTER POINT. OKAY. UH, AND THAT'S VERY GOOD. AND, AND, UH, I'LL TALK ABOUT THAT IN MINUTE ON HER, UNDER OUR NEXT STEPS, UH, BECAUSE I'VE BEEN CONTINUING SOME CONVERSATION. WANNA TAKE THAT TO THE NEXT LEVEL? I HOPE IF, IF, UH, IF Y'ALL DECIDE YOU WANT TO DO THAT. THE OTHER THING THAT I WAS LOOKING AT, ONE OF THE COMMENTS THAT CAME OUT OF OUR MEETINGS, UH, FOR OUR COMPREHENSIVE PLAN WAS, UH, MEETING WITH THE, UH, THE GULLAH GEECHEE AND OTHER, UH, OTHER COMMUNITIES, UM, THAT THERE'S NO CENTRAL ORGANIZATIONAL POINT, UH, FOR THEM TO, UH, HAVE A PLACE TO SHARE INFORMATION ABOUT THOSE COMMUNITIES AND ACCESS FROM THAT TO OTHER PLACES. SO I THOUGHT PROCESS I HAD WAS, UH, THERE MIGHT BE A, UH, A CENTER FOR THE GULLAH GEECHEE COMMUNITY, UH, MAYBE GREEN STREET GYM, MAYBE THE, UH, BLACK, UH, CHAMBER OF COMMERCE, UH, ARE, ARE TWO POSSIBLE LOCATIONS AT SOME LABS, BUT SOMETHING THAT THAT WOULD WORK WITH SO THAT THERE COULD BE A CENTRAL LOCATION THAT A BUS AT CERTAIN TIMES, ALONG WITH THE INFORMATION THAT WE'RE GIVING ABOUT PENN CENTER AND, UH, FOUR CORNERS THAT THEY'D BE ABLE TO CATCH THAT TRANSPORTATION AND GO OUT TO AND CENTER IN FORTH CORNERS. WE GOT A LOT OF VISITORS THAT COME INTO THE COMMUNITY SYSTEM. UH, THERE WANTS TO GET EDUCATION ABOUT THOSE, UH, ABOUT THOSE AREAS, UH, AS WELL AS THE NORTHWEST AREA. SO I THINK THERE'S OPPORTUNITY TO HELP DEVELOP THAT FROM A VISITOR'S POINT, AS WELL AS LOCAL STANDPOINT. IT ALSO PROVIDES THE ABILITY, THE PEOPLE OUT HERE FARTHER OUT ON THE ISLAND, UH, COULD USE THAT SAME BUS SYSTEM, UH, TO COME INTO TOWN AND GET ACCESS INTO THE ROOFS IS, YOU KNOW, THE SUGGESTION LOOP SYSTEM, THE PARASOL AND GATEWAY THAT CUTS UP THROUGH YES, THAT NEEDS TO BE ADDED ON THE SIDE WHEN YOU'RE GOING FORWARD UP MORE, MORE TO YOUR RIGHT, RIGHT THERE, RIGHT THERE, BECAUSE THERE'S A LOT OF LOWER INCOME. YES, YES. AND THEY WALK THE SIDEWALK. IS THERE ANYTHING OKAY. NOW, LIKE I SAID, THAT'S SOMETHING THAT'S GOTTA BE DEVELOPED BECAUSE I THINK THERE'S A LOT OF NEED OUT THERE THAT WAS GOING TO HELP SATISFY THAT NEED. UH, BUT THERE ARE PROBABLY OTHER LOCATIONS THAT STOPS TALKING ABOUT STOPS AND THOSE, THOSE, UH, ROAD AREAS. UH, THE OTHER THING THAT'S HAPPENING IS THERE'S A STUDY BEING DONE, UH, ON THE CONNECTOR COMING UP, UH, ACROSS FROM THE PARIS ISLAND, UH, UP. AND THEN THERE'S ALSO THE REBUILT ROAD STUDY THAT'S BEING DONE. AND THIS NEEDS TO, WE NEED TO BE DOING THIS NOW BECAUSE IT NEEDS TO HAPPEN IN CONCERT WITH THOSE, UH, SO THAT, UH, I KNOW PROBLEM OUT OF REEDS WANTS TO HAVE BUS BUS, PULL OFFS, UH, MAYBE THERE'S SHELTERS OR SOMETHING ELSE, BUT ALL OF THAT NEEDS TO BE DEVELOPED AS PART OF THIS. SO I THINK THAT THESE TWO, ACTUALLY THE DEVELOPMENT OF THE VILLAGE CENTER, ALONG WITH THIS, UH, WE GOT THE DEVELOPMENT OF THE, UH, PORT ROYAL COURTS AREA, UH, GOING ON AND THEN THE CONTINUING, UH, WORK THAT, UH, THE CITY OF BUFORD HAS GOING ON. I THINK THEY ALL INTERTWINED TOGETHER. UH, AND MAYBE THERE'S DIFFERENT FUNDING SOURCES FOR ALL OF THAT, THAT WE CAN CAPTURE AT THE SAME TIME. NEXT SLIDE, BEFORE WE GET, BEFORE YOU GO ON, OKAY, LET ME, UH, FIVE MINUTES. ONE OF THE THINGS THAT SEEMED TO GET VERY EARLY STAGES, BUT IT'S GAINING QUICK. MOMENTUM IS AN EXPANDED FERRY SERVICE HERE IN THIS REGION WITH THE CITY OF SAVANNAH AND CHATHAM COUNTY. SO THE TROLLEY SYSTEM WOULD WORK VERY WELL IN THAT PARTICULAR SITUATION, BECAUSE WE'RE TALKING ABOUT WORKING WITH SAVANNAH TO PROVIDE VARIOUS SERVICES FOR PEOPLE THAT MIGHT BE ON SAVANNAH THAT COULD COME UP TO PORT ROYAL, [00:30:01] THAT COULD COME INTO THE CITY OF BUFORD THAT COULD POTENTIALLY DOCK SOMEWHERE OUT IN ST. HELENA FOR THOSE THAT MAY WANT TO COME UP, SEE THE PENN CENTER, AND THEN HEAD BACK TO WHEREVER THEY'RE STAYING IN SAVANNAH AND VICE VERSA. WE MIGHT HAVE PEOPLE HERE THEY'RE STAYING HERE THAT I WANTED TO GO ON SAVANNAH. I'M GOING DOWN, UH, IN A FEW MINUTES TO, UM, MEET WITH A GROUP IN SAVANNAH AND THE CHAIRMAN OF THE COUNTY COUNCIL TO DISCUSS, UH, THAT PROSPECT OF GOING TO, SO IT'S IN THE VERY EARLY STAGES, BUT THERE'S A LOT OF SUPPORT MOMENTUM FOR IT RIGHT NOW. SO THAT'S GREAT. UH, IT JUST, IT PLAYS INTO THIS WHOLE NETWORKING THAT WE'RE DOING NOW OF ALL THESE ELEMENTS. OKAY AT SOME POINT IN TIME. UM, AND THEY HAVE NOT, THEY'VE TALKED ABOUT IT EARLY ON BEFORE. COVID, THERE'S NO DISCUSSION SINCE THEN, BUT, UH, I THINK HUNTING ISLAND STATE PARK IS GOING TO COME BACK TO THE TABLE, UM, TO TALK ABOUT, UM, SOME KIND OF, UM, TRANSPORTATION SYSTEM THERE BECAUSE OF PARKING. YOU KNOW, IF, IF COUNCIL HAVE TO, UM, LOOK AT THE POSSIBILITY OF PUTTING IN PARKING STATIONS, YOU KNOW, FOR THAT AND STUFF, I THINK IT'S REALLY GONNA ENHANCE THAT AREA AND STUFF AT SOME POINT IN TIME, WE NEED TO SEE HOW THAT WOULD WORK OUT WITH THAT WOULD FLOW WITH THIS ONE HERE. YEAH. I, I'M NOT READY TO LOVE TO SEE THAT TROLLEY SYSTEM DEVELOP AND, UH, CONNECTIVITY WITH YEAH. SEEING HELL ON HER. AND IF I HAVE TO USE HONEY, ALL OF THAT WILL DO SO. OKAY. THAT'S FINE. I'M NOT SURE HOW THAT WORKED, BUT THAT'S, YOU KNOW, WE'RE AT THE BEGINNING OF THIS, UH, REALLY STARTING TO TALK ABOUT IT. UH, SO, UM, UH, THAT'S GREAT. I'LL, I'LL KIND OF ADD THAT INTO OUR THOUGHT PROCESS. AND BY THE WAY, WHEN WE TALK ABOUT THE TASK FORCE, THE TASK FORCE, YOU KNOW, I KEPT THE TASK FORCE FAIRLY SMALL, WANTED IT REPRESENTATIVE OF ALL THE DIFFERENT COMMUNITIES. HOWEVER, THAT WAS BECAUSE OF, UH, COVID UM, IF PEOPLE ARE, UH, WANTING TO PARTICIPATE AS PART OF THE TASK FORCE AS WE MOVE FORWARD, UH, UH, LET ME KNOW. WE CAN ALWAYS, UH, UH, UH, USE SOME INPUT FROM PEOPLE. UM, SO GO TO THE NEXT SLIDE. I JUST, UH, WHAT I DID HERE WAS, UH, WE HAVE TAKEN, UH, THE, UH, THE CITY OF BUFORD AND THE COUNTIES, UH, AREAS AND, UH, SHOWN WHAT THE ZONING REQUIREMENTS ARE IN THOSE. AND THEN TAKING A STRAW MAN HERE OF THE LADIES ISLAND VILLAGE CENTER AND REDEFINING WHAT THE ZONING CHARACTERISTICS, UH, WOULD WANT TO BE FOR THAT. SO WE STARTED THAT PROCESS GO TO THE NEXT SLIDE. WE'VE ALSO DONE A, UH, AN OVERLAY SYSTEM. WE DON'T KNOW IF WE'RE GOING TO TRY AND OPERATE WITHIN THE CONTEXT OF THE EXISTING ZONES, OR IF WE GO TO, UH, AN OVERLAY SYSTEM THERE'S PROPONENTS OF BOTH. AND, UH, WE'LL GET TO THAT, I THINK AS WE MOVE THROUGH THE PROCESS, BUT, UM, THAT'S SOMETHING ELSE THAT'S DOCUMENTED. THAT'S ON 20 PAGE DOCUMENT THAT I'VE ALREADY CREATED AS A FIRST DRAFT. NEXT SLIDE. THANKS. SO THAT TAKES US TO NEXT STEPS. UH, AND THIS IS WHERE I'D LIKE TO HAVE EMOTION COMING OUT OF HERE. THE FIRST IS A CONSULTANT RFP. NOW I'VE ALREADY PUT TOGETHER A DRAFT RFP. UM, I HAVE A COPY OF IT HERE, BUT IT'S A DRAFT RFP. UH, THE COUNTY ALREADY HAS IT IN THEIR POSSESSION. THE CITY HAS IT IN THEIR POSSESSION, AND I'VE GOTTEN SOME COMMENTS FROM THE COUNTY. UH, I'LL GET COMMENTS, UH, PUT THOSE BACK INTO IT AND THEN, UH, UH, RE UH, PUT THIS THING BACK OUT. UM, SO, UH, AND, UH, QUITE FRANKLY, I DIDN'T, I DIDN'T GIVE ANYTHING TO THE TOWN. UM, BUT THAT'S SOMETHING I GUESS WE MIGHT CONSIDER FOR RIGHT NOW. WE HAD BEEN JUST CONSIDERING THE VILLAGE CENTER IMPACT FOR THE COUNTY AND THE CITY. UH, BUT THERE'S A HUGE IMPACT OBVIOUSLY WITH THE TOWN, UH, AT THE INTERSECTION OF THE OTHER BRIDGE, UH, HOW WE, HOW WE DEAL WITH THAT, I THINK IS, IS A QUESTION THAT WE ALL NEED TO DEAL WITH. BUT, UH, MOVING FORWARD, UH, WITH AN RFP, THE RFP IS NOT THE SAME AS WHAT WE'VE DONE IN THE PAST. UH, IN THE PAST WE INCLUDED, UH, THE ACCESS ROAD SYSTEM AND CONNECTIONS TO THE ACCESS ROAD SYSTEM THAT WERE A PART OF THE RFP. UH, WE'VE CALLED THOSE PIECES OUT BECAUSE THOSE ARE ALREADY BEING DONE AS PART OF THE PENNY, UH, AND REDUCE IT DOWN TO, UH, WHAT [00:35:01] I THINK RIGHT NOW, BASED ON WHAT I'VE GOT IS THE MASTER PLANNING AND LAND USE OF THE AREAS WITHIN THE, UH, WITHIN THE CONTEXT OF THOSE, UH, ACCESS ROAD SYSTEM. AND THE RFP IS NOT GOING TO BE PART OF THE TROLLEY SYSTEM. THAT'S GOING TO BE SEVEN, NO, THAT'S TOTAL TWO DIFFERENT, UH, UH, I WOULDN'T MIND SEEING THE TOWN WOULDN'T MIND SEEING IT FOR INFORMATIONAL PURPOSES, BUT LIKE IF THE TROLLEY SYSTEM WAS GOING TO BE INVOLVED, WE WOULD WANT TO BE MORE INVOLVED IN COMMENTING, BUT WITHOUT THE TROLLEY SYSTEM, JUST FOR INFORMATIONAL PURPOSES OF WHAT YOU'RE LOOKING FOR. SO I THINK AS ALL THE TOWN NEEDS THIS POINT, ABSOLUTELY AS YOU'RE STAYING TO, IF YOU STAY IN THAT BUDGET VILLAGE CORE CENTER, IF YOU DECIDE TO EXPAND OUT, WE'RE GOING TO TRANSPORTATION FURTHER OUT THAN WE WOULD LIKE TO BE FROM. AND AS WE ALREADY HAVE, WE'VE GOT A SEAT THERE FOR YOU WITH THE TASK FORCE. SO, UH, YOU'LL BE AWARE OF EVERYTHING THAT'S GOING ON, WHAT WE'RE DOING, UH, AT THE SAME TIME, THE TASK FORCE, UH, AND STAFF FOR THE CITY AND THE COUNTY WILL BE, UH, MOVING FORWARD WITH A ZONING RESOLUTION, TAKING THAT ZONING PLAN THAT I HAD, UH, UP THERE JUST NOW GOING THROUGH THAT AND TRYING TO MAKE SOME DECISIONS ABOUT WHAT THE ZONING LOOKS LIKE AS WELL AS FINE TUNING THE, UM, UH, THE OVERLAY SYSTEM, UH, AND THEN WORKING WITH THE CONSULTANT TO HELP THEM, UH, HELP US DECIDE WHAT THE BEST DIRECTION IS, UH, FOR THE, UH, FOR THOSE. AND THEN WHAT WE NEED TO DO IS PUT TOGETHER A TRANSPORTATION STUDY REQUEST LETTER. AND IN SPEAKING WITH, UH, UH, UH, MARY LOU, UM, WE, UM, WE NEED TO HAVE SOME FORMAL OR MULTIPLE FORMAL LETTERS THAT COME FROM, UH, THE CITY, THE COUNTY, AND THE TOWN SAYING THAT WE REALLY NEED TO HAVE THIS DONE. IT'S IMPORTANT TO US AND IMPORTANT TO OUR DEVELOPMENT. AND, UH, IF, IF WE CAN, UH, GET ANY, UH, UH, SENATORS OR CONGRESSMEN WHO ADDITIONALLY, UH, WRITE A LETTER SAYING THAT IT'S IMPORTANT TO US IN THE DEVELOPMENT OF OUR COMMUNITY, UH, THOSE WILL BE LOOKED AT, UH, PROBABLY IN A BETTER LIGHT THAN IF WE DON'T HAVE IT. I HAVE A QUESTION ABOUT THAT. SO, UM, THIS WOULD BE FOR THE LOW COG TO, TO DO THAT BECAUSE WE HAVE OTHER AVENUES TO DO A TRANSPORTATION STUDY. IS THAT, I MEAN, IS THAT WHAT YOU'RE ARE THEY, DO THEY THINK THEY CAN GET SOME GRANT MONEY? SO, UM, IT'S INTERESTING. THERE'S SOME NEW GRANT MONEY THAT'S BEEN BEING MADE AVAILABLE, UH, MARILOU THOUGHT THAT THERE'S SOME OPPORTUNITIES THERE. UH, BUT YES, DEFINITELY THROUGH GRANTS NOW, PARTICULARLY AGENCY YOU'RE TALKING ABOUT THROUGH THE FIT BO LOCALLY COMING THROUGH THE FEDS, BUT, UM, I THINK IT WOULD BE, UH, STEPHANIE AND MARY LOU, BUT I'M NOT SURE YET WE HAVEN'T HAD THOSE DETAILED DISCUSSIONS. WE JUST HAD THE, THE INFORMAL DISCUSSIONS THEY WERE ON BOARD. THEY THOUGHT THIS WAS PROBABLY A GREAT IDEA TO, TO DO THAT, UH, TRANSPORTATION STUDY AND DO THE TRANSPORTATION, UH, THE INFORMATION ABOUT TWO TROLLEYS, BUT YOU'D HAVE TO HAVE A THIRD FOR, UH, YOU KNOW, MAINTENANCE KIND OF A BACKUP SITUATION, UM, BECAUSE THE COUNTY HAS, UM, PROBABLY CORRECT ME IF I'M WRONG, BUT I THINK THE COUNTY HAS, UM, DECIDED TO HAVE THREE DIFFERENT TRANSPORTATION ENGINEERING FIRMS ON BOARD THAT THEY CAN, YES, THEY WILL WORK. I MEAN, NOT THAT WE WOULDN'T WANT TO USE THE LOW CLOUD TOO, BUT I MEAN, WE MAY HAVE RESOURCES THAT WE WILL, THAT'D BE GREAT. YEAH. I, YOU KNOW, THEY'RE KIND OF LIKE ON-CALL, UM, AS FUNDING COMES, BUT I THINK THAT'S ANOTHER, UM, OKAY, WELL, THAT'D BE GREAT. WHAT I'D LIKE TO DO IS I I'D LIKE TO STAY IN CONTACT, UH, WOULD WITH MARILOU'S STEPHANIE, UH, AS WELL AS DELTA COUNTY. YEAH. YEAH. OKAY. WELL WITH JARED AND, AND THEN, UH, AND TRY AND COORDINATE THOSE ACTIVITIES, UH, WHAT OUR NEEDS ARE IN ORDER TO MOVE THOSE ALL FORWARD. UM, AND, UH, UM, AND, AND SEE IF WE CAN'T, UH, YOU KNOW, WE, WE TALK ABOUT LOW-INCOME HOUSING, UH, AND, UH, FACILITATING THAT WELL, THAT'S A LITTLE SLOWER PROCESS, I THINK, THAN IF WE CAN GET A TRANSPORTATION ELEMENT THAT REACHES OUT AND BRINGS IN PEOPLE, UH, FROM DIFFERENT AREAS OF THE COUNTY, UH, UH, TO PARTICIPATE IN AND, AND FACILITATE THE EMPLOYMENT OF THESE BUSINESSES THAT NEED IT SO BAD. UM, AND WITH GAS PRICES GOING UP THE WAY THEY ARE, UH, PARKING, UM, THOSE ARE ALL IMPEDIMENTS TO PEOPLE DOING WORK, UH, ALONG WITH THAT, UM, UH, HOPING THAT EMPLOYERS OR LARGER [00:40:01] EMPLOYERS MIGHT EVEN, UH, PURCHASE SOME, UH, TICKETS FOR THEIR EMPLOYEES TO RIDE THAT TRANSPORTATION AND NOT CLOG UP OUR SYSTEM WITH ALL THOSE ADDITIONAL CARS. I KNOW THE AREA I'M IN, UH, IS COMPLETELY PACKED WITH PEOPLE THAT PARKED THERE THAT, THAT WORKED DOWNTOWN. CAUSE IT'S, IT'S FREE PARKING FOR THE MOST PART, IF WE HAVE OTHER OPTIONS FOR THEM, I THINK THAT THAT WOULD BE GREAT. SO THAT ARE WHAT THOSE ARE, WHAT THE NEXT STEPS ARE. UH, AND I WOULD ASK, UH, NERVIK TO, UH, IF THEY WILL, UH, WANT TO HAVE SOME DISCUSSION OR SOME THAT COMES OUT OF THAT OR MOVING THIS FORWARD, UM, I WOULD APPRECIATE IT. THE TASK FORCE WOULD APPRECIATE IT, AND WE HAVE OUR HANDS FULL MOVING FORWARD WITH THE REST OF THE THINGS THAT NEED TO BE DONE. THAT'S IT LIKE, I KNOW, FIRST OF ALL, YOU TOOK A LOT OF THIS ON YOURSELF AND THANK YOU FOR GETTING TO THIS POINT ALL TASK FORCE AND BRINGING IT TO BRING IT BACK TO US. SO DO YOU, WOULD YOU WANT A SINGLE EMOTION? YOU WANT TO TAKE THE ELEMENTS, THOSE THREE ELEMENTS SEPARATELY? I MEAN, I GUESS THAT'S KIND OF A QUESTION. IS THERE A LITTLE, SORRY, THINKING, UM, YOU COULD JUST DO A MOTION JUST TO MOVE IT TO THE NEXT STEP I'D LIKE TO TASKFORCE, THEN BREAK UP THE ELEMENTS NEXT. WE'RE GOING TO BREAK UP INTO THREE DIFFERENT HELMETS, RIGHT? ANYBODY HAVE ANY THOUGHTS ON THAT? BUT THOSE BACK UP AGAIN, CAN YOU GO BACK TO THAT? SORRY. WE MADE YOU BACKWARDS. WELL, THE, THE KEY ELEMENTS THERE ARE THE FIRST ONE IS THE RFP MOVING, MOVING AN RFP FORWARD. UH, MOVING AN RFP FORWARD IS, IS AN IMPORTANT PART OF THIS PROCESS IS IT'S A PART THAT KEEPS THIS THING MOVING. UH, WE'VE HAD STARTS AND STOPS WITH THAT. UH, ALONG THE WAY. I THINK IT'S MORE IMPORTANT NOW THAN EVER TO GET A CONSULTANT ON BOARD AND, UH, TO MOVE THIS FORWARD, UH, WITH, UH, WITH THE COUNTY AND THE CITY, UH, THE PART ABOUT STAFF AND TASK FORCE, MOVING FORWARD WITH THE FI UH, THE ZONING, UH, RESOLUTIONS. THAT'S SOMETHING THAT WE'VE GOT TO DO, BUT IT'S BETTER TO DO IT IN PARALLEL WITH THE CONSULTANT, IF AT ALL POSSIBLE, UH, BECAUSE THEY INTER INTERRELATE THE LAND USE AND THE ZONING, UH, AND IT RELATES, UH, UH, A LOT. AND THEN, SO I THINK THOSE TWO PROBABLY GO TOGETHER, UH, BUT THE TRANSPORTATION STUDY AND, UH, IS A SEPARATE ELEMENT. AND I, I'M GOING TO BREAK THAT OUT. UH, SO IT IS A SEPARATE ELEMENT FROM THE TASK FORCE, BUT IT'S SOMETHING THAT'S CRITICAL. NOW THERE'S SOME FUNDING AND GRANTS THAT ARE POTENTIALLY AVAILABLE OR COMING AVAILABLE. UH, I THINK IT'S AN IMPORTANT ELEMENT, UH, BECAUSE IT WILL HELP EACH OF THOSE AREAS DEVELOP ECONOMICALLY MORE SO THAN IF IT'S NOT THERE. SO THE SOONER THAT CAN HAPPEN, UH, THE BETTER. AND I THINK OUR COMMUNITY WOULD REALLY SUPPORT THAT AS WELL, BASED ON COMMENTS THAT WE'VE HAD ON THE COMPREHENSIVE PLANS, WHO ARE YOU THINKING IS GOING TO PREPARE THAT LETTER? AND YOU'RE GOING TO GET WITH, I THINK THERE'S SEPARATE LETTERS FROM DIFFERENT ENTITIES. SO, UH, THERE PROBABLY IS A LETTER FROM THE NORTH REGIONAL, UM, BUT THERE'S ALSO, I THINK A LETTER THERE SHOULD BE COMING FROM THE COUNTY, A LETTER FROM THE CITY AND A LETTER FROM THE TOWN. AND THEN I THINK WE TAKE A LOOK AT LETTERS THAT MIGHT COME FROM OTHER, UH, HIGHER LEVEL REPRESENTATIVES, UH, SENATOR CONGRESSMAN. AND THAT ONE ALSO LENDS ITSELF TOWARDS OTHER THINGS THAT ARE ALREADY GOING ON, PEOPLE ALREADY TALKING ABOUT ANOTHER PENNY SALES TAX FOR TRANSPORTATION, GOOD, BAD, OR UGLY, YOU KNOW, I MEAN, THAT WOULD FIT, THAT WOULD FIT INTO THAT. SO I THINK THAT SHOULD BE SEPARATE. RIGHT. AND I THINK THAT FOR THE NEXT STEP FOR THIS GROUP, I THINK IS, IS I FEEL LIKE, I'D SAY IT'S A MOTION FOR SOMEBODY TO CREATE THE FRAMEWORK FOR WHAT THIS TRANSPORTATION STUDY WOULD BE. SO THEN THAT FRAMEWORK CONSENT TO THE DIFFERENT ENTITIES TO SEE IF THEY'RE WILLING TO WRITE A LETTER OF SUPPORT. SO SAYING THAT I'LL TURN THAT INTO EMOTION AND SAY, I'M MAKING A MOTION THAT THE FRAMEWORK FOR THE TRANSPORTATION STUDY BE LAID OUT, AND THEN THAT'D BE FORWARDED TO THE DIFFERENT ENTITIES TO SEE IF THEY'LL SUPPORT AND CREATE A [00:45:01] LETTER IN SUPPORT OF THAT. SO THAT'S MY MOTION. I MEAN, IT'S MAKE SURE I UNDERSTAND YOUR MOTION. WHAT, WHAT ARE THE THINGS I'LL MAKE A COMMENT, UM, THAT, UM, DANA BEACH WITH THE COASTAL CONSERVATION, UM, SAID TO ME SOME YEARS AGO THAT, UM, TRANSPORTATION WAS VERY CRUCIAL AND IT WAS IMPORTANT FOR US TO MAKE SURE THAT WE PLAN FOR IT, UH, AND NOT WAIT UNTIL THINGS HAPPEN, LIKE IN CHARLESTON, WHERE THERE, UM, BACKLOG WITH TRANSPORTATION RIGHT NOW. SO WHAT I SEE HERE AND I APPRECIATE THEIR U COMMITTEE, UM, BEING FORWARD THINKING, UM, ON, ON, UM, WITH THINGS SHOULD FLOW. AND SO I WANT REALLY, UM, UH, THE LOOK AT ALL OF THAT AND IF NOTHING ELSE, MAKE SURE WE PUT THE CONCEPT OF, UH, IN PLACE. UM, WE MAY NOT DO THAT OTHER 50 YEARS, BUT AT LEAST THE FRAMEWORK IS ALREADY ESTABLISHED. THIS TRAFFIC WILL FLOW. YEAH. I THINK, I THINK THAT'S HAPPENING A LOT IN THE PENNY. THAT'S GOING TO HAPPEN A LOT WHEN THE PENNY THING, I THINK FOR THIS ONE, WHAT I'M THINKING IS THE FRAMEWORK SHOULD BE, IT SHOULD STATE SPECIFICALLY AROUND A TROLLEY SYSTEM IN THE AREAS THAT WE TALKED ABOUT. WE REALLY NEED TO LAY OUT THAT FRAMEWORK AND SAY THAT WE WANT TO BUILD A TROLLEY SYSTEM. YOU KNOW, WE CALL IT THE LOOP. THE INNER LOOP IS A NINE MILE LOOP, THE OUTER LOOP, WHICH I THINK IS IMPORTANT GOING, YOU KNOW WHAT, 70 ROB PARASOL GATEWAYS, 14 MILE LOOP. SO SOMEBODY CAN LAY THAT OUT. THEN I THINK THE ENTITIES WOULD THAT BE WILLING TO WRITE A LETTER OF SUPPORT IN THAT , UH, BUT I WILL ALSO WANT TO MAKE SURE THAT, UM, WHAT GREENWAY JUST SAID A FEW MINUTES AGO IS ALSO INCLUDED IN THAT CONCEPT TOO, RIGHT? WITH THE FERRY SYSTEM. YES. SO WELL, LINING THAT SORT OF POTENTIAL, NOT THE SAME WAY WOULD HAVE HAPPENED, BUT I THINK YOU'RE, AGAIN, YOU'RE TALKING ABOUT TWO SEPARATE ELEMENTS, BUT THERE, THERE ARE INTERRELATED. SO I THINK, UH, SOMETHING, UH, TALKING ABOUT THE FERRY SYSTEM WOULD BEING, UH, BEING A PART OF THIS, BUT NOT, YOU KNOW, I MEAN, IT CAN BE AS SEPARATE AS A STATEMENT, THE BELL STOP WILL INCLUDE A PLACE FOR FERRIES TO ENLARGE IT, TO GET ONTO, YOU KNOW, THOSE KINDS OF THINGS. I THINK THAT THAT'S IMPORTANT, BUT I THINK WE REALLY GOT TO GET THAT FRAMEWORK, WHAT WE'RE ASKING FOR. AND THEN WE WRITE THEM LETTERS COULD EASILY FOLLOW BEHIND THAT. AND I THINK, YOU KNOW, CP STEPPING INTO THAT, THEY'RE THE RIGHT ONES TO WRITE THAT FRAMEWORK. THEY'VE DONE IT. THEY DID IT SOUTH OF THE BROAD. THEY PROBABLY HAVE SOME SORT OF A TEMPLATE THAT THEY COULD USE TO LAY OUT WHAT A TROLLEY FRAME FRAMEWORK WOULD BE. AND THEN WE COULD WRITE THE LETTER SUPPORTS BEHIND THAT. SO MY MOTION AND WE GOT A GOOD SECOND ON THAT. I THOUGHT I DID. YEAH, WE DID. AND I SAID, WE GOT A GOOD SECOND ON THAT ONE. OKAY. I HAVE A MOTION AND A SECOND, ANY FURTHER DISCUSSION HEARING NONE. I'LL CALL FOR A VOTE ALL IN FAVOR, SAY AYE. AYE, AYE. ANY OPPOSED HEARING? NONE MOTION CARRIES AND, UH, MOTION RELATED. I WAS THAT MOTION WAS, UH, FOR THE LETTER, UH, NOW, UH, ANY DISCUSSION OR EMOTION FOR THE, UH, MOVING FORWARD WITH A CONSULTANT RFP AND THE TASK FORCE. I THINK THOSE ARE DEFINITELY COMBINED CORRECT. WHAT, WHAT KIND OF MOTION DO WE, I MEAN, WE DON'T, WE DON'T KNOW. I MEAN, WE HAVE NO, WE'RE, WE'RE NOT FUNDED. I MEAN, WE HAVE NO RIGHT AT ME, BUT WE CAN RECOMMEND THIS WOULD BE A RECOMMENDATION. YES, CORRECT. TO, UH, LOOK AT THE CONSULTANT RFP AND THE TASK FORCE SELLING RESOLUTION. I'LL MAKE THAT AS A RECOMMENDATION TO GO FORWARD TO THE CITY OF BUFORD AND, AND THE COUNTY. UM, I'M NOT SURE THE, AT THIS POINT, THE TOWN OF PORT ROYAL, I THINK THEY SHOULD BE INCLUDED. IT'D BE INCLUDED FOR COMMENTS. WE CAN BE INCLUDED FOR COMMENT, BUT I MEAN, AS FAR AS MY STATEMENT OR FUNDING FOCUSED INTO THAT BOX OVERLAYS ON THE CENTER, IF IT WAS BIGGER AND TAKING IN, YOU KNOW, OUR QUARTER OR THE BASE OF THE BRIDGE, THEN THAT WOULD BE A DIFFERENT SCENARIO IN THAT. BUT THIS IS JUST ON THE ZONE AND WE HAVE TO DO THERE THAT ONE'S COMING, IT'S COMING IN A DIFFERENT WAY. SO MAYBE THE RFP HAS CHANGED AFTER. AND IF IT DOES, W WE ALL ARE WILLING TO THE TRIAL BLIND. SO I MAKE THAT MOTION AS A RECOMMENDATION TO THE CITY OF BUFORD COUNTY, ORANGE COUNTY. SO I HAVE A MOTION. DO I HAVE A SECOND MOTION, A SECOND, ANY FURTHER DISCUSSION HEARING NONE. ALL IN FAVOR OF THE MOTION, PLEASE SIGNIFY BY RAISING YOUR HANDS SAYING, AYE, ROB, [00:50:01] DID YOU TRY TO SAY SOMETHING NOW WATCH THIS FOR THE LAST TWO YEARS, IT ALL COMES DOWN TO THE COMMITMENT TO FUNDING. IF WE'RE LOOKING AT SOMETHING, YOU KNOW, I DON'T KNOW IF WE'RE TALKING ABOUT SEVERAL HUNDRED DOLLARS, SEPARATE SEVERAL HUNDRED THOUSAND DOLLARS, WE WILL PROCEED WITH, HE PUT THE DRAFT RFP, AND THEN YOU SEND US A VEHICLE TO APPROACH THE INDIVIDUAL LOCAL COMPLIMENTS. AND, AND THAT'S EXACTLY THE WAY IT SHOULD BE DONE. AND WE DON'T EVEN KNOW WE GOT TO FIGURE OUT WHAT'S GOING TO COST. RIGHT. I THINK THE CONCEPT IS WHAT THIS GROUP IS AGREEING WITH. CONCEPT NEEDS TO MOVE THE RIGHT WAY TO GET THIS TO THE NEXT STEP. AND NOW WE'VE GOT TO FIGURE OUT THE FUNDING SOURCE. AND I THINK, UH, BOTH THE CITY AND THE COUNTY, UH, ARE COMMITTED TO DO FUNDING. IT'S JUST, UH, YOU KNOW, WHAT IS THE COST TOTAL COSTS, UH, THAT, THAT IS IMPORTANT HERE TO MAKE THAT FINAL DECISION. SO I HAVE A MOTION AND A SECOND AND WE ALREADY VOTED, SO, OKAY, WE'RE DONE. WE'RE DONE. UM, ALL RIGHT. UH, [7. PRIORITIZED LIST OF ACTION ITEMS 2021] THE NEXT THING WE HAVE ON, UH, OUR, THE ACTION ITEM, WHAT'S NOW I WENT THROUGH THE ACTION ITEM LIST, UH, AND, UH, THERE'S A LOT THAT HAVE KIND OF GONE BY THE WAYSIDE HERE JUST BECAUSE OF THE LAST FIVE MONTHS THINGS HAVE BEEN COMPLETED. UH, SO I DON'T WANT TO TAKE THEM OFF UNLESS THE, UH, UH, THE COMMITTEE BELIEVES THAT WE OUGHT TO TAKE THEM OFF BECAUSE THERE'S DIFFERENT PEOPLE FROM THE COMMITTEE THAT WOULD PUT THESE THINGS ON. SO, UH, LET ME RUN THROUGH THEM REAL QUICK AND, UH, WE'LL JUST SAY, LEAVE THEM ON OR TAKE THEM OFF. UH, THE FIRST ONE IS THE MANDATE FOR THE, UH, IN OUR, UH, PIC. UM, AND ALICE, YOU'VE KIND OF HEADED THAT UP. DO YOU WANT TO LEAVE THAT ON, TAKE IT OFF. ARE WE GOING TO JUST STAY WITH WHAT WE'VE GOT? I DON'T KNOW THAT I, DO YOU HAVE ANY COMMENTS? YEAH, I THINK WE NEED TO LEAVE IT ON THE COMPLETION OF THE CONSIDERATION ON THE REGIONAL GROWTH BOUNDARY IS TIED UP WITH THAT. LET'S LEAVE IT ON. OKAY, GOOD. UH, LOCAL OPTION SALES TAX DISCUSSIONS GOT GONE. WE ALREADY DID THAT. UH, THE UNIFORM POLICY. WE NEED TO LEAVE THAT ON. OKAY. YEAH, ERIC WAS RIGHT. UM, FUTURE AREAS, UNINCORPORATED AREAS FOR CURBSIDE PICKUP. WE NEED TO LEAVE THAT ON A REGIONAL STORMWATER SEA LEVEL RISE. WE'VE BEEN THROUGH THAT AND WE'RE HAVING ADDITIONAL DISCUSSIONS ON THAT. SO, UH, I GUESS THAT MIGHT JUST BE A REPORT OF WHERE WE ARE WITH THAT, UH, PATHWAYS WE'VE COMPLETED, ROB, I THINK, YES. UH, THAT WAS ADOPTED AT THE SAME TIME AS THE COMPREHENSIVE PLAN PLUS COUNSELING. I THINK IT'S BEEN INCORPORATED INTO THE TOWN'S COMPREHENSIVE PLAN. IT'S YEAH, I THINK ALL OF THE CITIES, I THINK EVERYBODY WE'RE AT VARYING STAGES, YOU KNOW, I THINK JOLYON, I MET WITH THE, ONE OF THE COMMITTEES AND HILTON HEAD, SO WE'RE ALL WE'RE ADVANCING FORWARD SO WE CAN COME OFF, UM, THE, UH, UH, PLASTIC BAG ISSUE. WE, WE WANT TO KEEP THAT ON THERE AND I BROUGHT IT UP DURING OUR, UM, OUR RETREAT. SO WE JUST GOT TO DECIDE WHEN WE'RE GONNA LOOK AT THAT AGAIN FOR MORE ENFORCEMENT. OKAY. AND IT NEEDS SOME, OH, WE SKIPPED CONVENIENCE CENTERS. UM, I, WE HAD TAKEN THAT OFF BEFORE SHOWING UP ON THIS ONE. OKAY. YEAH. IT'S ALL OFF. OKAY. ALL RIGHT. UM, BUT NO, WE NEED TO LEAVE THE PLASTIC BAG RECYCLE ON THERE. OKAY. AND NUMBER 10, THE, UH, REGIONAL, UH, COMMUNITY PARKS, ROB, BUT WE'VE TAKEN CARE OF THAT ONE. WE HAVE A CONSOLIDATED LIST, BUT, YOU KNOW, I THINK THE NEXT QUESTION, I THINK THERE'S ALWAYS BEEN DISCUSSION ABOUT COORDINATION OR IDENTIFYING PARKS THAT HAVE SHARED COUNTY MUNICIPAL INTEREST THAT, UM, OKAY. WE HAVE THE LISTS. THIS PROBABLY NEEDS TO BE REWORDED THEN. AND MAYBE, MAYBE IF, UH, YOU CAN TELL ME WHAT YOU MIGHT LIKE REWORDING OF THAT, UH, AS TO WHAT IT SHOULD BE. OKAY. I GUESS THAT'S MAINTENANCE AGREEMENTS AND OTHER THINGS IS THAT, WELL, MOST OF THOSE CONCEPTS CAME FROM THIS GROUP, YOU KNOW, [00:55:01] NOT, NOT FROM STAFF. AND, UM, THE FORMER MAYOR OF BUFORD WAS VERY INTERESTED IN, UM, KIND OF LOOKING AT THIS REGIONAL PARK AND ISSUE AND COOPERATION ON FACILITIES THAT HAD SERVED REGIONAL INTERESTS. YES. OKAY. I THINK IT SHOULD STAY ON, YOU KNOW, CAUSE WE STILL DOING THE QUICK RATIO OF STUDENTS THAT'S HOPEFULLY THAT WILL ADDRESS SOME OF THOSE CONCERNS, THIS STUFF. LET'S SEE. MY CLARIFICATION BOAT LANDINGS ARE A SEPARATE ISSUE FROM ALL RIGHT. WELL, THEY'RE SEPARATE. BUT, UM, YOU DO IN THAT CONSOLIDATED LISTS, WE TO OLD BUILD LANDINGS. AND SO, I MEAN, THIS IS, WE'VE LEARNED, WE HAVE SOME COORDINATION ISSUES WITH THAT AS WELL, BUT THAT'S, THAT'S BEING LOOKED AT SEPARATELY, RIGHT. SO THERE'S A STUDY AND THAT'S GOING ON. SO WHAT WE'RE TALKING ABOUT NOW IS EVERYTHING, BUT BOTH PLANNINGS, WHAT'S THE NEXT STEP WITH THAT? THE EVENING, THE ACTIVE, THE RECREATION STUDY, THE COUNTY'S DOING. I JUST TRY TO MAKE YOU TRY TO FIGURE OUT WHAT THIS IS ON OUR LIST. TRY TO DEFINE WHAT THIS IS ON OLIVES. WHAT IS IT THAT THEY WOULD DO WITH YOU? WHAT IS IT THAT WE WOULD LIKE TO OFFER THE STAFF, BOTH MUNICIPAL AND COUNTY STAFF ON THIS WITH THIS LIST? THINK IF YOU PUT POETS IN BOAT LENDING, MAKE, MAKE IT CLEAR. I THINK THAT'S PROBABLY WHAT WE WANT TO DO BECAUSE IT'S TWO SEPARATE ISSUES AS FAR AS I'M CONCERNED, BUT WE ARE TALKING ABOUT BOTH MEN AND WE ARE TALKING ABOUT THE ONE THAT WE'RE LOYAL. I KNOW YOU ARE BECAUSE EVERYBODY IS, IS THAT WHEN PEOPLE TALK ABOUT STUFF OVER THE YEARS. YEAH. OKAY. LET'S SPLIT THIS INTO TWO, ONE BEING PARKS, ONE BEING MOLE LANDINGS. AND I GUESS REALLY THE UPDATE IS WHERE MAYBE A PRESENTATION TO THIS GROUP ON WHERE BOTH OF WHERE THEY ARE. DOES THAT MAKE SENSE, ROB? YES. WE'RE DECEMBER MAYBE UPDATED AFFORD THAT STUDY IS GOING OKAY. WELL, I'M GOING TO ADD A BOAT LANDING, SAYS ANOTHER ITEM AND LEAVE THIS ONE AS PARKS, SEPARATE THEMSELVES. OKAY. I GOT A QUICK QUESTION. OKAY. UM, ALL THESE ACTION, ALL THESE ACTION ITEMS, UM, THEY KIND OF RUN THE GAMUT. SO TO MOCK TO MODIFY THE LIST, IS THAT YEARLY, YEARLY THING OR THROUGHOUT THE YEAR, IT'S A YEARLY THING. IS IT THE SAME FOR ADDING IN THE MOBILE? YEAH. THIS, THIS BOARD WOULD, WOULD ADD TO THAT. NOW WE'LL GET TO THAT. THANK YOU SO MUCH. UM, THE FIRE SERVICE, I DON'T THINK THERE'S BEEN ANY MOVEMENT, SO I GUESS JUST KINDA HANGS ON THERE A YEAR PLEASE. UM, RURAL COMMUNITY. UH, YEAH. IT'S THAT'S OKAY. WATER, BUT THAT'S DOWN BELOW. YEAH. THAT'S DOWN BELOW, UM, THE, UH, DIRECTION OF GROWTH, UM, UH, WITH THE MASTER PLANS. UM, I THINK WE'RE, WE'RE HAVING ONGOING DISCUSSIONS ABOUT GROWTH BOUNDARIES, BUT THERE'S A SECONDARY ELEMENT OF DIRECTION OF GROWTH. AND I THINK THAT THE STAFF HAD BEEN WORKING WITH HER COMPREHENSIVE PLANS ON WHAT THEY INDIVIDUALLY WANTED TO TRY TO DO OR ACCOMPLISH. SO, UM, I THINK MAYBE, UM, DO WE LEAVE THAT ON? WELL, THE COMP PLANS, WE'RE ALL GETTING THEM. I MEAN, THEY'VE BEEN APPROVED AND THEY'RE ABOUT TO BE APPROVED. THAT'S RIGHT. UM, WE CAN PROBABLY TAKE THAT OFF. THE ONLY THING I COULD SEE THE NORTHERN REGIONAL PLAN, AND OF COURSE THAT WAS ADOPTED IN 2007, THERE WERE TWO TUNNELS. THAT ONE WAS THE GROWTH BOUNDARY. NOW THAT SAID, WHEREAS MUNICIPALITIES WOULD GROW TO THE RULE OF THE COUNTY AND THE MUNICIPALITIES WITHIN, WITHOUT OUTSIDE OF THE GROUP BOUNDARIES. BUT THERE WAS ALSO AN AGREED UPON REGIONAL FUTURE LAND USE MAP. AND, UM, SO THE COUNTY, WE HAVE A FUTURE LAND USE MAP THAT APPLIES NOT ONLY TO UNINCORPORATED COUNTY, BUT TO THE MUNICIPALITIES AS WELL. WE TRY TO KIND OF APPROXIMATE WHAT'S GOING ON INSIDE THE MUNICIPALITIES AND KIND OF SHOW THE RELATION OF WHAT WE'RE ANTICIPATING OUTSIDE OF MUNICIPALITIES. UM, SO THERE'S POSSIBILITY WE COULD TAKE, YOU KNOW, LIKE WHAT THE COUNTY [01:00:01] HAS AND ITS WORK WITH THE CITY AND A TOWN THAT JUST KIND OF MAKE SURE WE'RE ALL ON THE SAME PAGE. AND THE REASON I BRING THAT UP IS THAT WE'VE HAD A REZONING RECENTLY AND WENT TO METRO AT THE MONDAY MEETING, UM, JUST OUTSIDE OF HABERSHAM AND CHEROKEE FARMS. AND THERE'S, IT'S SIMPLY, NO, IT'S PROBABLY TO AT LEAST 20 PARCELS FOR MANY KINDS OF CONTIGUITY ANNEXATION, YOU KNOW? AND SO WHAT DO WE DO IN A CASE LIKE THAT? I MEAN, I THINK THAT THEY HAVE A RIGHT TO PETITION FOR IT UPSETTING, UM, THAT IF WE HAVING THAT AGREED UPON KIND OF FUTURE LANDIS' FRAMEWORK, THEN THE COUNTY, IF, IF THERE'S SIMPLY NO OPTION TO ANNEX, YOU KNOW, IS THERE, CAN WE WORK THROUGH THAT AGREED UPON FRAMEWORK WHEN WE CONSIDER UPSETTING THINGS STILL GOING THROUGH THE MECHANISMS OF COORDINATION AND GO THROUGH METRO. AND SO, I MEAN, THAT, THAT MIGHT BE ONE WAY TO KIND OF MOVE FORWARD WITH THIS CONCEPT OF THE DIRECTION OF GROWTH. I THINK JUST LIKE THE LAST THING CAME FOR METRO, UH, UH, THIS MONTH, UM, HAVING THAT CONVERSATION BETWEEN THE CITY AND THE COUNTY AND THE TOWN ABOUT ANY OF THOSE AREAS IS PROBABLY IMPORTANT TO HAVE. UM, AND THEN, AND THEN MAKE, START, MAKE DECISIONS ABOUT HOW THAT EACH ONE INDIVIDUALLY MOVES FORWARD. I THINK THAT'S IMPORTANT FOR ME, PARTICULARLY WHEN IT RELATES TO THE CITY. SO, UM, YEAH, WE NEED TO KEEP THAT COMMUNICATION GOING ON NEXT ITEM OR FOR GO AHEAD. CAN I OFFER A COMMENT? UM, JUST A THOUGHT ON KEEPING THE COMPREHENSIVE PLANS ON THE LIST. I KNOW WE DON'T HAVE ANYONE FROM THE TOWN OF MSC PRESENT TODAY, BUT THEY, UM, ARE IN THE EARLY STAGES OF ADOPTING A COMPREHENSIVE PLAN UPDATE AS WELL. AND HAVING IT THERE AND ENCOURAGING THEIR PARTICIPATION IN THIS GROUP MIGHT BE HELPFUL TO KEEP IT ON THE LIST. SO, SO WOULD YOU COMBINE THAT ONE WITH COMPREHENSIVE PLAN COMBINED 13, ROB, TO SEE WHAT HE HAS THOUGHTS? BECAUSE IT'S GOT A LITTLE BIT OF A THOUGHT ON, YEAH, THIS IS SORT OF THE NEXT STEP. I MEAN, A CONFERENCE PLAN PLANS ARE LIVING DOCUMENTS. AND SO IF WE'RE ABLE TO TAKE OUR FOR FUTURE LAND USE MAPS AND KIND OF FIGURE OUT HOW THEY ALL WORK TOGETHER, UM, AND COME UP WITH A CONSOLIDATED AND THAT'S THE DIRECTION OF GROWTH. SO I THINK WE COULD SAY THAT THESE TWO, THESE TWO ON THIS LIST COULD BE COMBINED. YEAH, SO REALLY WE'RE DEFINING THAT NOW IS TAKING THE, THE, ALL THE RECENTLY ADOPTED COMPREHENSIVE PLAN AND BRINGING THAT TOGETHER INTO A DIRECTION OF GROWTH THAT'S GOING TO HAPPEN BECAUSE OF THOSE BLINDS, THEY WERE TO FUTURE LAND USE PLAN, JUST SO WE KEEP THEM 13 OR 17 TO A KIND OF A FUTURE LAND. THE QUESTION, UM, HAS HIS ACCOUNT IS STILL TALKING TO YANCY. I ATTENDED A MEETINGS SO SEVERAL MONTHS AGO. UM, STILL TALK ABOUT THAT. YEAH. I MEAN, WE HAVE, UM, WE'VE BEEN MEETING WITH THEIR STAFF AND TRYING TO WORK WITH THEM AS MUCH AS POSSIBLE. THEY'VE BEEN REACHING OUT TO US BECAUSE THEY'RE, THEY'RE UNDERSTAFFED WHEN THEY START GETTING THESE DEVELOPMENT PLANS. SO WE'VE BEEN HELPING THEM AS WELL, THAT WE'RE HOPING IN OUR COMPREHENSIVE PLAN, WE KIND OF WORK WITH THEM TO START TO TRY TO DEFINE, WELL, THEY'VE ANNEX BENDON AND TWO OTHER LARGE, UH, PIECES OF LAND. WHAT IS THE EXTENT THAT THEY ANTICIPATE GROWING SO THAT WE CAN KIND OF WORK WITH THEM ON THAT? ARE THEY STILL TRYING TO BECOME PART OF ME? IS THAT, UM, INITIALLY WHAT THEY WERE TALKING ABOUT? BECAUSE IT WASN'T, , IT WASN'T A REFERENDUM. WE WERE CONCERNED BECAUSE OF THE SCHOOLS. OH YEAH, YEAH, DEFINITELY THE SCHOOLS. UM, I HADN'T HEARD ANYTHING. MAYBE IT WOULD HAVE HAD TO BE ON THE REFERENDUM, SO THEY'RE NOT THERE YET AND FORGOTTEN TO IT. RIGHT. IT WOULD HAVE TO BE ALL OF HAMPTON AND ALL OF YOU FOR WOULD HAVE TO TAKE PART IN THAT REFERENDUM. MY UNDER JESS AND MY UNDERSTANDING IS THEY HAVE TO RAISE A OXYGEN THE QUARTER OF A MILLION DOLLARS AND SEND IT TO COLUMBIA AND THEN PASS THE REFERENDUM. AND IN THIS POINT THEY'VE BEEN UNABLE TO RAISE THE FUNDS. SURE. [01:05:05] OKAY. ANY OTHER DISCUSSION ON THAT? GREAT SUGGESTION, JOE. UH, WE'LL GO AHEAD AND COMBINE THOSE. I ALWAYS LIKE TO SHARE OKAY. WORKFORCE DEVELOPMENT. UM, I THINK THIS COMMITTEE PROBABLY OUGHT TO CONTINUE TO HEAR THOSE THINGS. ANY OTHER DISCUSSION ABOUT THAT? ANY OKAY. UH, RURAL COMMUNITY FIRE PROTECTION, UM, BOTH OF THOSE, UH, 15 AND 16 SHOULD STAY ON. UM, I THINK IT'S WORK IN PROGRESS RIGHT NOW. HOPEFULLY IT CAN BE RESOLVED WITH SOME OF THE INFRASTRUCTURE THAT ARE COMING DOWN THE PIPE. UM, IT IS IT, IS THAT SOMETHING THAT YOU COULD GIVE US AN UPDATE ON BOTH OF THOSE IN OUR NEXT MEETING NEXT MONTH? UM, WE, I, I CAN WORK TOWARD THAT END. UM, WE'RE LOOKING AT, UM, INFLUENCING HOW THE RURAL AREAS AND SHELDON RURAL AREAS PROVIDING, UH, WATER. AND ALSO, UH, I SAID RULE OR SHIT SEABROOK IS AS WELL, YOU KNOW, BECAUSE THERE IS NO FIRE HYDRANTS OUT THERE AND THAT'S GOING TO BE THE KEY, UH, TO QUALIFY AS SAFETY, UM, HOUSES ARE GOING UP AND WATER. UH, ALL THEY CAN DO IS WATCH IT BURN DOWN. SO IF WE, IF THERE'S A POSSIBILITY OF GETTING FUNDING FROM INFRASTRUCTURE MONEY TO DO WATER, WE WANT TO TAKE ADVANTAGE OF THAT. THERE ARE POCKETS ON SITTING HELL ON THERE THAT ARE MISSING, AND WE WANT TO FILL THOSE POCKETS AND PROVIDE FIRE HYDRANTS FOR THE COMMUNITY AND STUFF. SO, YOU KNOW, THAT'S THE FIRE PROTECTION FIRE SERVICE LADIES OUT. THERE ARE AREAS THAT WE DON'T HAVE FIRE HYDRANTS AND WE NEED THAT GOOD WORK, GOOD FIRE PROTECTION. SO MAYBE A 15 AND 16 COULD BE COMBINED BECAUSE WE TALKING ABOUT THE SAME THING. YEAH, WELL, PROBABLY WATER, BUT WE ALSO TALKING ABOUT FIRE PROTECTION BECAUSE OF THE WATER ACCESS WE'LL WE'LL COMBINE THOSE TWO AND THEN NEXT MONTH HE CAN MAYBE GIVE US AN UPDATE, BUT WHAT I CAN DO A PARTICULAR FOR THE LATEST HOUSE AND HELEN, LET'S TALK ABOUT THOSE AREAS. UM, BECAUSE CHIEF CLIENT HAS BEEN VERY INSTRUMENTAL IN MOVING FORWARD. I JUST NEED TO MAKE SURE THAT WE CAN HAVE, UM, BURTON CHILDREN, UM, GIVE US A UPDATE ON WHERE THINGS ARE. OKAY. YOU COULD, IF YOU THINK YOU'RE GOING TO TALK ABOUT THAT, I THINK IT'D BE POLITE TO INVITE A WATER AUTHORITY TO HEAR THAT CONVERSATION. SO I THINK YOU SHOULD REACH OUT TO BUFORD JASPER AND LET THEM JOIN US AT THAT MEETING AND HEAR THE CONVERSATION BECAUSE ULTIMATELY NOTHING IS GOING TO GET DONE UNLESS THEY WERE ON BOARD. WE GOT TO GET THEM ON BOARD, GOT TO GOD WHAT YOU SAID IN NEW YORK. I GOT ONE JUST LIKE THAT. WHAT YOU'RE HEARING, I GOT A GOOD REACTION BUDDY, BUT I THINK IT'S JUST, YEAH, JUST TO START THE CONVERSATION THAT THEY KNOW THAT IT'S BEING TALKED ABOUT AT THIS LEVEL, WHICH MEANS IT'S A COMMUNITY IMPORTANCE AND THAT WAY THEY KNOW WHAT'S BEING DISCUSSED. SO I I'VE BEEN, UH, PAIRING SOME CONVERSATIONS WITH FOLKS OUT OF THE SEABROOK AREA IS QUITE THERE. AND, UH, ACTUALLY, UM, THE FOLKS WHO WOULD BE ABLE TO ASK THEM TO MY ATTENTION, THAT SPARK THAT WAS MENTIONED IN THE YUKATA COMPREHENSIVE PLAN. SO TO LET ME KNOW THAT THERE MAY BE AN EFFORT ON A LARGER SCALE, AS OPPOSED TO JUST HAVING THE COMMUNITY AND BE THE BURDEN OF, OF ALL OF THAT COST. SO I THINK IT'S ALREADY ON THEIR RADAR. IF YOU JUST FOLLOW UP, KEEP IT UP YEARS AGO, THEY TRIED TO GET CDBG MONEY PER SEABROOK AREAS, AND THEN THEY WERE UNSUCCESSFUL. BUT, UM, PROBABLY TIME TO TRY IT AGAIN. YEAH. I'M INCLUSIVE OF NORTH AND ABROAD AS WELL AS OF THE SINGLE IN THE AREA. WELL, PRIMARILY ST. HELEN'S JUST POCKETS DEALT WITH THIS STUFF. YEAH. THE CONCERN IS, IS THAT THEY FEEL THAT IT'S THE PRICE OF TAP ONTO WATER BECAUSE WATER GOES UP TO THE SCHOOL, THE ELEMENTARY SCHOOL, AND THEN IT GOES UP TO THE HIGH SCHOOL IN THE MIDDLE SCHOOL. UM, LIKE THE FEETS TAP ON THAT'S THAT'S THE, THAT'S THE PROBLEM. YEAH, THAT'S WHAT I'M SAYING. YOU KNOW, IF WE GOT INFRASTRUCTURE WATER, THE MONEY THAT WILL HELP WITH THE COPS TAKE ADVANTAGE OF THAT MOVING FORWARD. I JUST WANT TO ADD SOMETHING WHILE I'M, WHILE I CERTAINLY UNDERSTAND [01:10:01] THE CONCERNS ABOUT WATER WHEN IT COMES TO FIRE SERVICE. I ALSO THINK IT'S IMPORTANT TO KEEP IN MIND THAT WHEN YOU RUN WATER AND SEWER OR WATER TO A REGION, IT GENERALLY SPURS DEVELOPMENT. AND SO IN THE SEABOARD WHERE ST. HELENA AREAS, IF YOU'RE, IF YOU'RE LOOKING FOR MORE DEVELOPMENT, PUTTING WATER LINES INTO THOSE AREAS IS A GOOD, IS A GOOD WAY TO DO THAT. IF YOU'RE TRYING TO LIMIT DEVELOPMENT, NOT PUTTING WATER IN THERE IS A, IS A GOOD WAY TO DO THAT. WELL, I THINK IT'S, YEAH, I WOULD DISAGREE. I THINK IT'S WASTEWATER. AND SO, YEAH, WE HAVE VERY SPECIFIC POLICIES ABOUT SEWER EXTENSIONS IN THE RURAL AREAS, BUT WATER, I THINK WE'VE ALWAYS SEEN AS A PUBLIC HEALTH ISSUE. RIGHT. STEVE, I MADE SURE THAT I SAID WATER AND THAT SEWER. YEAH. SO ANY FURTHER DISCUSSION. OKAY. SO WE'RE GOING TO ADD I'M SETTING UP IN THE HANDSOME I CAN DO FOR JASPER LAWRENCE OR INVITE LIST FOR THE NEXT PD. CAUSE YOU'RE GONNA, YOU'RE GONNA REACH OUT TO THEM. DO YOU WANT ME TO REACH OUT TO YOU? GO AHEAD. UM, BUT THERE ARE GOING TO BE COPIED ON THE . OKAY. BUT NOT RIGHT THERE. OKAY. UH, MOVING FORWARD. UM, [8. 2022 CALENDAR OF SCHEDULED MEETINGS] WE HAVE THE 20, 22 CALENDAR MEETING DATES. NOBODY GOT HEARTBURN ON ANY OF THOSE DATES. OKAY. JERRY, IT LOOKS LIKE CHECKED THE CALENDAR WHEN I WAS DOING THIS TO MAKE SURE THERE WEREN'T ANY HOLIDAYS THAT WAS GOING TO BE KIDDING. SO I DON'T BELIEVE IT WAS THE 17TH. OKAY. WE'RE GOOD. WE'RE GOOD. WE'RE GOOD. THANK YOU HERITAGE. THERE'S PROBABLY 11 THROUGH. DO YOU NEED A MOTION TO PRODUCE? YES I DO. I MAKE A MOTION. WE APPROVE THE 2022 MEETING SCHEDULE. MOTION TO SECOND. ALL IN FAVOR OF THE MOTION. SIGNIFY. RAISE YOUR RIGHT HAND. ANYBODY OPPOSED? [9. ROUND THE TABLE COMMENTS] ROUND TABLE COMMENTS, ANYBODY VOTED FIVE MONTHS. LET'S LET'S KEEP THIS QUORUM GOING. I WAS JUST LIKE TO SAY THAT GROUNDBREAKING FOR ROBERT SMALLS, NEW HIGH SCHOOL FOR BID DECEMBER 7TH, NEW HIGH SCHOOL OR MIDDLE SCHOOL, NEW HIGH SCHOOL. I'M IN A NEW MIDDLE SCHOOL SCHOOL ON THE 7TH OF DECEMBER. THEIR DISTRICT WAS SET UP AT THE TIME SOMETIME NEXT WEEK OR SO ALL ON THE SAME AREA. OKAY. THANK YOU FOR BEING ABLE TO MEET WITH US TOO. I THINK IT'S REALLY IMPORTANT TO HAVE IN SCHOOL GOAL REPRESENTED REPRESENTATION HERE. 'CAUSE YOU WERE AFFECTED BY EVERYBODY HERE AND VICE VERSA. I GUESS THERE'S A NEW MAYOR IN STATE. WE CAN SAY WE CAN'T GET, YABA SAY TO JOIN US AGAIN. RIGHT? SO WE NEED TO CHANGE THAT OTHER CONTENT. YEAH, BECAUSE IF THERE'S A NEW MAYOR TO SEE IF WE CAN GET VITAL MAPS NORMALLY INVOLVED AND WE'LL SEE IF WE CAN GET THE NEW MAYOR TO JOIN US DOWN HERE, I'LL REACH OUT TO MATT. AND THE NEW MAYOR IS BUSY. A LITTLE BIT OF A ONE MAN SHOW. I'LL TAKE A MOTION TO ADJOURN. SECOND. * This transcript was created by voice-to-text technology.
