[7. DIRECTOR’S REPORT]

JON DIRECTED RECORD REMINDER BOARD MEMBERS IF YOU JUST PLEASE MUTE YOUR MICROPHONES WHILE JOHN THANK. WELCOME TO THE BOARD MEETING. IT'S BEEN ANOTHER REALLY BUSY MONTH AT THE AIRPORT SO I'M GOING TO HAVE A BIG SLIDESHOW FOR ALES.

I'VE DONE A COUPLE OF PRESENTATIONS THIS MONTH THAT I PREPARED FOR THEN I ALSO JUST DELIVERED OUR OUR ANNUAL TAX PITCH TOWN OF HILTON HEAD ISLAND, A TAX COMMITTEE JUST ABOUT AN HOUR AND HALF AGO. SO THAT KIND OF TOOK MY ENERGY FOR THE PRESENTATIONS.

BUT ALONG THOSE LINES THAT WE DID GIVE A 160 THOUSAND DOLLAR PITCH TODAY TO TANNEHILL ISLAND FOR A TAX, THEY WENT VERY, VERY WELL. THE COMMITTEE REALLY LIKES THE WAY WE'VE GOT THE SLIDES PUT TOGETHER. WE USE BY THE INFORMATION THAT WE GET FROM VOLARE FROM OUR MARKETING CONSULTANT ELISABETH PUTS THAT TOGETHER FOR US AND WE'VE GOT REALLY GREAT STATS THAT ARE IN THAT PRESENTATION IS VERY SHARP, VERY PROFESSIONAL AND WE GET GREAT COMMENTS BACK FROM THE COMMITTEE ABOUT THAT APPLICATION. SO I THINK THAT TOWNS AGAIN A LOT TAX MONEY THIS YEAR.

SO I'M HOPING THAT IT'S NOT A BIG DEAL FOR THE MEMBERS OF THE COMMITTEE.

YOU MENTIONED THAT IT'S A NICE PHRASE WE HAVE HEARD OF . ALL RIGHT.

TAX APPLICATIONS. BASICALLY THIS IS A NO BRAINER. THEY WILL DEMONSTRATE THROUGH THE NUMBER OF TOURISTS THAT WE'VE SEEN COME IN THUS FAR AND THEN PROJECTED TO THE END OF THE CALENDAR YEAR WE SHOULD BE SOMEWHERE IN THE BALLPARK OF ABOUT HUNDRED FIFTY TO ONE HUNDRED AND SIXTY THOUSAND TOURISTS. THAT'S NOT THAT'S NOT ALL OF OUR RIVALS WITH THAT TO TOURISTS TOURIST. SO BASICALLY THE TAX IS ABOUT A DOLLAR FOR DOLLAR REQUEST. A LOT OF ORGANIZATIONS LISTEN TO SOME OF THE OTHER PITCHES BY THE OTHER ORGANIZATIONS YOU KNOW BASED ON THEIR THEIR FORMULA NUMBER OF VISITORS THAT THEY GET TO THEIR EVENT OR VENUE HAS 20, 30, 40 DOLLARS PER VISITOR IS WHAT THEY'RE ASKING THE COMMITTEE TO INVEST . WE'RE ASKING FOR A DOLLAR PER VISITOR OR LESS. SO BANG FOR THE BUCK. I THINK WE'RE WE'RE DEFINITELY LEADING THE PACK ON THAT ONE. SO LOOK FOR GOOD THINGS THERE. LET'S SEE WHAT ELSE I DO ONCE WE GET THERE. DEBBIE, I DO WANT TO KIND OF BRING PAUL IN.

I KNOW HE'S OUT HERE AS WELL SO WE'LL GIVE HIM A CHANCE TO TALK A LITTLE BIT ABOUT THERE.

W WE'VE GOT A COUPLE OF ACTION SO WHAT KIND OF SAVE THAT UNTIL WE GET TO THOSE THOSE ITEMS FOR FOR HELP AND HAVEN'T USUALLY. W FIRST LET'S JUST PLACE THROUGH HILTON THAT'S IN FAR A

[00:05:06]

TAX WE'RE ALSO APPLYING FOR ON BEHALF OF AIRPORT COUNTY TAX MONEY.

WE'VE NOT DONE THAT BEFORE. BUT WE DID PUT IN AN APPLICATION A COUPLE OF WEEKS AGO. WE'VE GOT SOME TYPE OF PRESENTATION NEXT WEEK.

IT'S VERY SHORT. IT'S ONLY A 10 MINUTE WINDOW SO I'M NOT EXACTLY SURE OF THE

FORMAT OF THAT. >> WE'VE GOT SOMEBODY WHO JUST CHECKED IN.

HE'S REALLY LOUD. I'M NOT SURE. CAN EVERYBODY MEET? OH NO THANK YOU, GENTLEMEN. IF YOU'RE OVER THERE DOING THAT RICHARD SIMMONS NOONTIME WORKOUT OR SOMETHING. BUT SELECTED INTO ALL THESE. ALL RIGHT.

THANK YOU. ALL RIGHT. SO WE'RE GOING TO OR WE HAVE APPLIED FOR COUNTY TAX MONEY. WE'LL SEE HOW THAT GOES. I'LL KEEP YOU IN THE LOOP ON THAT. ALSO A HILL HAD AN AIRPORT. WE'RE WORKING ON A REBRANDING CAMPAIGN EFFORT. WE MENTIONED THIS EARLIER IN THE SUMMER AND WE'VE GOT A FIRM UNDER CONTRACT FOR THAT. IT'S GOING ALONG VERY, VERY WELL.

WE'RE NOT READY FOR THE BIG REVEAL JUST YET. WITH A COUPLE MEETINGS AWAY FROM DOING THAT. BUT WE'RE BRINGING THE LOOP. I JUST WANNA LET YOU KNOW THAT THAT IS MOVING ALONG AT A GOOD STEADY PACE. AND SO ONCE WE GET READY TO ROLL OUT A NEW LOGO AND FULL NEW BRANDING PACKAGE THAT WILL ACTUALLY YOU'RE ALL ON THE LOOP ON THAT ONE AND THEN WE'LL HAVE TO DECIDE WHAT TO DO WITH THE O'BRIEN.

HOW DO WE PROPERLY RETIRE THE OLD BRAND? OR MAYBE NOW WE'VE GOT CONCESSIONS IN THE TERMINAL. MAYBE WE HAVE SOME VINTAGE PARAPHERNALIA THAT WE CAN SELL.

PEOPLE WANT TO GET SOME RETRO RETRO LOGO PARAPHERNALIA AND THEY CAN THEY CAN BUY THAT.

SO WE'LL SEE ANYTHING FOR A DOLLAR, RIGHT? LET'S SEE PROJECTS.

WE'VE GOT THE RAND PROJECT GOING ON AS MOVE ALONG AT A GOOD PACE THAT THE AIRPORT IS IN THAT NICE BIG CLEAR AREA THAT'S GENERATING A LOT OF EXCITEMENT.

SO IT'S GOOD TO SEE ANOTHER PROJECT UNDERWAY. SEE WE'VE ALSO GOT A FEW PROJECTS WE'LL BE DOING IN THE TERMINAL DURING THE OFF SEASON. WE'LL KEEP YOU UP TO DATE AS WE LAUNCH THOSE. BUT THERE'S A FEW THINGS THAT WE WE KNOW SINCE WE'RE GOING TO HAVE A COUPLE OF MORE BUSY SEASONS IN THIS TERMINAL AS IT IS AND THEN AS WE KIND OF FLEX INTO THE NEW BUILDING, WE'LL HAVE SOME COORDINATION TO DO. WE'VE GOT A FEW PROJECTS THAT WE CAN MAKE LIFE A LITTLE BIT EASIER, A LITTLE BIT MORE BEARABLE.

SO WE'RE GONNA TRY TO TAKE CARE OF SOME OF THOSE IN THE OFF SEASON.

SO I'LL KEEP YOU UP TO DATE AS WE KICK THOSE. SPEAKING OF CONCESSIONS SO WE HAVE THE CONCESSIONS IN THERE IN FULL SWING OPERATING. SO IF YOU ARE IN THE AIRPORT OR IF YOU SAW MY LITTLE FACEBOOK THING ABOUT COFFEE , THEY HAVE GOOD COFFEE .

SO SWING BY PICK A CUP OF COFFEE EVEN IF YOU DON'T GO THROUGH SECURITY.

GO AHEAD AND STOP IN THE LOBBY ,GRAB A CUP OF COFFEE AND THEY CAN ENJOY THAT.

THEY'VE GOT MUFFINS. I THINK THEY'RE DOING SMOOTHIES AND STUFF NOW.

SO IT'S NICE. IT'S REALLY GOOD TO HAVE YOU OVER THERE.

YOU KNOW, PASSENGERS LOOKING FOR THAT FOR A LOT OF YEARS. SO WE'RE HAPPY TO DELIVER THAT . WHAT ELSE DO WE HAVE? LIKE THAT'S IT.

I REALLY JOHN, I HAVE A QUESTION FOR YOU ON THE TAX FUNDS.

>> THOSE FUNDS IF YOU GET THEM, THEY COME WITH ANY STRINGS ATTACHED TO SOME OF THOSE FUNDS. ALSO USED OVER THE NEW TERMINAL PROJECT.

NOW THEY COME WITH MANY, MANY STRINGS ATTACHED. SO NO, THEY CANNOT BE USED LOCALLY. THEY'RE A TAX WE APPLY FOR MARKETING FUNDS FOR A TAX MARKETING. SO THOSE ALL NEED TO BE USED IN THE INBOUND MARKETS MEANING OUTSIDE 50 MILES. SO WE WILL USE THOSE ON CAMPAIGNS THAT WE EXECUTE.

YOU KNOW, BOSTON, PITTSBURGH, D.C., CHICAGO, NEW YORK CITY. THINGS LIKE THAT.

SO WE'RE WERE STRICTLY MARKETING FOR THE INBOUND CROWD .

NOW SOME OF THE H TAX MONEY THAT'S DOES LITTLE BIT OF A DIFFERENT STORY IS AS YOU MAY RECALL WE RECEIVED A TAX FUNDS FROM THE COUNTY LAST SPRING IN APRIL AND WE WILL USE THE FUNDS FOR A W ON THE INTERNAL RENOVATIONS INSIDE THAT TERMINAL.

>> SO THE LOBBY AND KIND OF THE CAFE KITCHENETTE AREA IS GOING TO BE RENOVATED.

WE'LL BE ABLE USE THE H TAX FUNDS FOR THAT. SO IT'S A LITTLE BIT MORE FLEXIBLE SO WE CAN DO THAT UP IN AIR W BUT WE DID RECEIVE SOME H TAX BONDS IN HILTON HEAD AS WELL. AND THAT THAT WE'RE USING AGAIN FOR MARKETING AND REBRANDING NOT AS MANY STRINGS SO WE CAN USE IT A LITTLE BIT LOCALLY BUT A TAX YOU REALLY CAN USE LOCALLY. SO I HOPE THAT ANSWERS THAT QUESTION.

ANY OTHER QUESTIONS ON HILTON HEAD? STEVE YOU ON THE WAY IN IS OR

WHAT FORGETTING? >> NOW YOU'RE NOT FORGETTING ANYTHING OTHER THAN MAYBE A

[00:10:01]

SLOW DOWN A LITTLE BIT TO THE SEASON. >> SO THE AIR TRAFFIC IN HERE, IT'S NOT NEAR AS BUSY IT IT WAS DURING THE SUMMER AND I'M NOT SURE IF WE WANTED TO INVITE LESLIE IN TO KIND OF TALK ABOUT UPCOMING AMBASSADOR OR WHAT'S GOING ON WITH THAT.

I WOULD BE A BAD IDEA. JUST KIND OF DOVETAIL THAT WITH STEVE THAT THE AIRLINES ARE BASICALLY DOWN TO THEIR MAIN HUBS AT THIS POINT. UNITED, AS YOU KNOW, IS GOING TO STICK AROUND AROUND SO THEY'LL BE DOING THE DALLAS HUB BUT EVERYBODY'S A LITTLE BIT SLOWER. WE'RE YOU KNOW, LOOKING AT A FEW HUNDRED PEOPLE A DAY INSTEAD OF , YOU KNOW, TOPPING OUT AT A THOUSAND MORE EVERY DAY.

SO YOU KNOW, NOT NOT AS LOW AS IT USED TO BE BUT IT SLOWED DOWN A LITTLE BIT.

SO WE'VE GOT SOME TIME TO DO A LITTLE BIT OF WORK ON ONE THING REALLY BEFORE I GET LESLIE TO TALK A LITTLE BIT ABOUT THE AMBASSADOR PROGRAM. IS THE CONCORDE ELEGANCE THOSE THE TWO EVENTS ON NOVEMBER 5TH AND 6TH FRIDAY NIGHT IS THE GALA.

SO IF ANYBODY'S DOING THE BLACK TIE THING FRIDAY NIGHT IN THE HANGAR AREA THAT'S ON THE 5TH AND THEN ON THE 6TH DURING THE DAYTIME AS THE ARROW EXPO WHEN WE'VE GOT THE AIRCRAFT AND THE CARS IN THE HANGAR COMPLEX. SO FOLKS ARE WELCOME TO CHECK THAT OUT ESPECIALLY IF YOU BOUGHT IT YOU KNOW YOUR BADGE, THE REGULAR CONCORDE THING THEN THAT'S THE OBVIOUS YOU CAN TAKE PART IN THE IN THE EXPO. SO JUST WANT TO LET YOU KNOW ABOUT THAT AS WELL.

LESLIE, DO YOU WANT TO CHAT ABOUT THE AMBASSADOR PROGRAM? WILL THE I'VE GOT ON MUTE

LESLIE? >> I HAVE SUBMITTED TO YOU AND STEVE FOR REVIEW A SYNOPSIS OF THE PROGRAM THAT WE COULD PUT TOGETHER IN THE SPRING WHEN THE SEASON PICKS UP AGAIN FOR OUR AMBASSADORS TO USE IT TO BE BASICALLY A TRAINING PROGRAM AND I ENVISION NO MORE THAN TWO AMBASSADORS AND A ROVING CAPACITY TO MOVE AROUND BECAUSE WE JUST DON'T HAVE ROOM FOR MORE THAN THAT. BUT WE WOULD START OUT WITH MAYBE WE'LL SEE HOW MANY WE CAN GET. IT WOULD PROBABLY BE WEEKENDS ONLY IT WOULD BE WHEN THE BUSIEST TIMES ARE FOR HOURS TIMETABLES. SO AND I JUST DON'T THINK WE'RE GOING TO NEED THAT MANY BUT WE HAVE LOTS OF PLACES WHERE WE CAN WE CAN GO TO TO FIND PEOPLE. AND WHEN I WAS RIGHT HERE WITH THIS GREAT BOARD WE'VE GOT SITTING HERE LOOKING I CAN'T WAIT TO GET OVER THAT AIRPORT. BUT THERE'S MANY OTHER PLACES TO ALL THE RETIRED GATED COMMUNITIES HAVE VOLUNTEERS THAT ARE WILLING AND READY TO DO THIS SORT OF THING AND THROUGH THE CHAMBER THE LEADERSHIP PROGRAM AND MANY PROGRAMS THROUGH G.I. C WHICH ARE MEMBER UP I'M SURE WE'LL HAVE NO TROUBLE GETTING VOLUNTEERS WE NEED. SO THAT'S PRETTY MUCH IT. OKAY.

>> THANK YOU. AND THANK YOU AGAIN FOR TAKING THE LEAD ON THAT.

IT REALLY DID MAKE A DIFFERENCE TO THE AIRLINES. APPRECIATE IT THIS YEAR AS WELL. AND SO THAT'S WHY WE REALLY WANT JUMP INTO IT IN THE OFF SEASON AND MAKE SURE THAT THAT PROGRAM HAS WHAT IT NEEDS TO GET STARTED.

SO ALONG WITH THAT REBRANDING EFFORT I TALKED ABOUT THE NEW LOGO.

WELL, WE'RE GOING TO MAKE SURE THAT SOME OF THE FIRST PEOPLE WE'RE GOING TO BE SUPPORTING THAT NEW LOGO TO BE OUR AMBASSADOR. SO WE'LL MAKE SURE THAT YOU'RE PROPERLY OUTFITTED AND PEOPLE WILL SEE YOU IN THE AIRPORT COLORS AND LOGO.

SO THAT WILL BE EXCITING TOO. >> I JUST WANT TO MENTION TOO THAT WE HAD ONE OF OUR COUNCILMEN FROM BEAUFORT COUNTY VOLUNTEERED FOR US AND STU RUDMAN AND HE SEEMED TO REALLY ENJOY IT. SO I THINK WE MIGHT BE ABLE TO GET SOME CELEBRITIES OVER THERE ESPECIALLY IF THEY'RE UP FOR REELECTION. SO MOSTLY.

JOHN, I HAVE A QUESTION FOR YOU . I'M RELATED TO AMBASSADOR.

HOW'S IT GOING WITH THE NEW DOORWAY THE NEW GATE DOOR THAT YOU PUT IN? IS THAT WORKING OUT OK? WHAT IS THE STATUS OF THAT IF YOU WHICH YOU TALKED ABOUT AS A NEW EXIT WAY SO IF YOU HAVEN'T BEEN OVER TO THE AIRPORT YOU NO LONGER EXIT THROUGH THE OLD

LANE RIGHT UP NEXT TO THE SECURITY CHECKPOINT. >> SO NOW YOU ACTUALLY EXIT OUTDOORS. YOU GO PAST THAT GATE TOO, WHICH IS A MODULAR BUILDING AND THEN YOU COME IN RIGHT NEXT TO THE NEW CONCESSIONS AREA. SO WE BROKE THROUGH THE WALL, PUT A COUPLE OF NEW DOORS IN AND THAT IS THE ONLY KIND OF WRINKLE THERE IS SINCE IT'S NOW NOT CO-LOCATED WITH THE TSA CHECKPOINT. WE HAD TO MAKE SURE THAT WE HAD A PERSON WHO'S AT THAT EXIT LANE ANY TIME YOU KNOW, PEOPLE COULD BE COMING OUT ALSO FEET PASSIVELY A SECURITY CHECKPOINT. SOMEBODY IS GOING TO BE MANNING THAT THAT EXIT LANE. SO WE'VE PUT A SECOND PERSON ON OUR HARD SECURITY STAFF AND THEIR POST IS RIGHT AT THAT LANE JUST TO MAKE SURE THAT WE DON'T HAVE A TURNAROUND OR SOMETHING LIKE THAT THAT WE DON'T SEE. SO WE'VE GOT PEOPLE WE'VE GOT

[00:15:01]

CAMERAS. SO THAT'S HOW WE'RE KIND OF MANAGING THAT.

IT'S BEEN GOING PRETTY WELL JUST TAKING PEOPLE A LITTLE WHILE TO GET USED TO COULD YOU STILL GET SOME PEOPLE THIS MIGHT AS YOU KNOW IT DOES MATTER HOW MANY TIMES YOU PUT UP AND IT SAYS DO NOT ENTER AND EXIT THE BAGGAGE CLAIM NO REENTRY THAT ARE BY RIBAUT.

SO WHAT HAPPENS THOUGH IS THAT THEY COME OUT AND THEY TRY TO GO BACK IN AND THE PERSON SENDS IT BACK OVER TO THE SCREENING CHECKPOINT AND THEY GET ANOTHER CHANCE TO MAKE A NEW FRIEND.

>> AND THE WORST THING THAT CAN HAPPEN IS IF THEY DO GO BACK IN THAT DOOR AND GET AWAY WITH IT.

AND IT'S A MAJOR SECURITY BREACH FOR THE AIRPORT AND COULD POTENTIALLY SHUTDOWN EVERYTHING. SO WE WHICH IS WHICH IS EXACTLY WHY THERE'S SOMEBODY STATIONED

AT THE DOOR. >> YEAH, JOHN, COULD YOU EXPLAIN THE REMAINING STEPS WITH RESPECT TO THE TERMINAL BUILT OUT OF ROUGH APPROXIMATION OF A TIMELINE WHEN YOU THINK IT MIGHT BE TIME TO GET A SHOVEL ON THE GROUND? I COULD TELL YOU WHAT THE STEPS ARE AKIN TO A TIMELINE. THE STEPS WE HAVE TO GET THE REST OF THE FUNDING SQUARED AWAY AND WE'RE STILL WORKING ON THAT. SO BECAUSE OF THAT I DON'T HAVE A TIMELINE FOR YOU JUST YET. OK, THAT'S AN ONGOING EFFORT. THAT IS THAT IS MOST OF WHAT I DO A LOT OF PEOPLE TALK TO ON THAT. ALL RIGHT.

ANY ELSE I HAD THAT WILL SHIFT ACROSS THE RIVER? ALL RIGHT.

I'LL LET PAUL JUMP IN IF YOU WANT TO TALK A LITTLE BIT ABOUT DIRTY AND BUSY OVER THERE AS

WELL. >> IT HAS IT'S BEEN A VERY BUSY MONTH FOR US.

JUST LOOKING BACK IN SEPTEMBER WE'VE SOLD ABOUT ALMOST FIFTEEN THOUSAND GALLONS OF FUEL WHICH

IS THREE TIMES WHAT WE SOLD LAST YEAR. >> SO THAT GIVES YOU AN IDEA OF THE TRAFFIC THAT WE'VE HAD HERE. THAT'S A GOOD THING.

THE BAD THING IS THE FUEL COST HAS GONE UP 30 CENTS WITHIN THE LAST THREE WEEKS.

>> SO WHAT I WAS PAYING FOR FUEL 372 IN SEPTEMBER AND OCTOBER I KNOW WE'RE ABOUT FOUR DOLLARS AND TEN CENTS A GALLON . IT HASN'T SLOWED FUEL SALES YET BECAUSE WE'RE STILL COMPETITIVE IN THE AREA. SO PEOPLE ARE STILL FLYING AND PEOPLE ARE STOPPING AND GETTING YOUR WE'VE HAD ABOUT BETWEEN FIVE AND SIX HUNDRED PEOPLE COME THROUGH THE TERMINAL THIS MONTH THAT ARE NEW TO THE AREA. WE DON'T COUNT PREPARING CUSTOMERS PEOPLE THAT ARE COMING IN AND PICK OFF PRETTY GOOD BEAUFORT OR SOME TERMINAL

REMODELS SHOULD START. >> JEFF HAS ASSURED US THAT IT'S GOING TO START ON THE 8TH OF NOVEMBER. SO IF YOU COME OVER HERE YOU'LL SEE A LITTLE BIT CONSTRUCTION WATER WHICH IS PROGRESS THAT'S BEEN THING. WE'VE SPENT ABOUT FOURTEEN THOUSAND DOLLARS IN THE LAST MONTH ON HER HANGERS REDOING LIGHTING AND THEY'RE OUT THERE TODAY FIXING SOME OF THE HANGAR DOORS THAT WERE BROKEN. SO WE'RE TRYING TO GET THAT KIND OF STUFF CLEANED UP. WE HAVE ALSO HIRED TWO NEW EMPLOYEES HERE FOR A TIME AND ALIGNMENT TO WORK. HAYLEY STABLE AND FRANK PLAYER. SO IF YOU'RE OVER HERE TO SEE THEM, BE SURE TO STOP IT AND WELCOME THEM TO THE AIRPORT COMMUNITY AND ALSO THIS MONTH THEY DID TALK ABOUT THE LAND LEASE. THEY'VE DONE SOME DRILLING UP HERE BY THE MOSQUITO CONTROL HERE TO TRY TO GET SOME FOR SOME THE INFORMATION THEY NEED TO BE ABLE TO FIGURE OUT WHAT THEY'RE GOING TO DO AS FAR AS BUILDING THE COMMUNITY HANGARS AND WHAT IT'S GOING TO COST THEM AS FAR AS CONCRETE AND THINGS LIKE THAT.

I SHOULD HAVE SOME NUMBERS HERE IN THE NEXT COUPLE OF WEEKS AND THAT SHOULD BE A PROJECT THAT HOPEFULLY WILL BE GOING FORWARD. VERY SOON AND THERE'S A LOT OF INTEREST IN THAT HAD TO MAJOR PLAYERS IN THAT IN THE LAST WEEK EXPRESSED INTEREST THAT THIS PROJECT COULD BE BIGGER THAN WE HAVE ENVISIONED AT SORT OF THE SHORT TERM.

>> SO THINGS ARE HAPPENING OVER HERE. >> IF YOU'RE OVER HERE IN THIS AREA, PLEASE STOP BY. EVERYBODY IS MORE THAN WELCOME. WE HAD TO FIRE A COUPLE OF WEEKS AGO WE HAD ABOUT 60 SOME RUNNERS IN THE RACE. A LOT OF PEOPLE CAME OUT THROUGHOUT THE DAY AND JUST KIND OF CHECKED OUT THE AIRPORT WAS IT WASN'T A REAL LARGE

CROWD BUT STEADY THROUGHOUT THE DAY. >> SO THAT WAS AN OVERALL SUCCESS AND I'VE HEARD NOTHING BUT GOOD THINGS ABOUT THAT. SO THERE'S BEEN A LOT OF GOOD THINGS HAPPENING OVER HERE AT OUR AIR W. AND I INVITE EVERYBODY IF YOU

CAN JUST STOP BY AND CHECK IT OUT AND SEE WHAT'S GOING ON. >> ALL RIGHT.

THANKS PAUL. YEAH, I THINK THAT'S A GREAT RECAP.

[00:20:04]

I THINK THERE YESTERDAY WAS AN THERE AND THERE WERE SEVERAL GETS ON THE GROUND AND THE RAMP WAS WAS PRETTY FULL AND IT'S BEEN FAIRLY CONSISTENTLY FULL. SO THAT SHOWS THROUGH IN THE NUMBERS IF YOU LOOK THROUGH THE BACKUP THAT LANE SENT, YOU SEE THE FUEL NUMBERS AND IF YOU LOOK YEAR OVER YEAR YOU KNOW IN THE PAST THERE W WAS A REALLY STRINGING TOGETHER, YOU KNOW, CONSECUTIVE MONTHS WEATHER IN THE IN OVER 10000 GALLONS OF FUEL SALES AND THAT'S BEEN HAPPENING MORE OFTEN THAN IS NOT HAPPENING NOW. SO IT'S GREAT ACTIVITIES PICKING UP. HOPEFULLY IAN, YOU AND THE REST OF YOUR MEMBERSHIP ARE SEEING SOME OF THE RIPPLE EFFECTS OF THAT. WE'RE TRYING TO CREATE IT TURN THAT RIPPLE WAVE AND BRING INTO THAT AERIAL GATEWAY. SO YOU KNOW, ACTIVITY IS GREAT.

SO WE'RE EXCITED ABOUT THAT AND WE THINK WE'VE GOT NEXT YEAR'S GOING TO BE REALLY, REALLY EXCITING OUT THERE. SO JUST STAY TUNED AND WE'RE GOING TO PUT THE RUNNING SHOES ON BECAUSE WE'LL BE MOVING QUICKLY OR. ALL RIGHT.

ANY QUESTIONS FOR PAUL ON AIR W. OR ME, JOHN? I'LL JUST SAY ONE THING WE GOT IN OUR HANGAR WE GOT THE NEW LIGHTS. THERE ARE A MAJOR, MAJOR IMPROVED. I DIDN'T REALIZE HOW DIRTY MY HANGAR WAS UNTIL THE NEW LIGHTS CAME ON. SO I THINK AS IN CLEANING BUT THAT THE LIGHTS ARE A HUGE IMPROVEMENT. I THINK THAT'S WHAT I'VE HEARD FROM EVERYBODY AS WELL.

>> GOOD. WELL, THAT'S A TESTAMENT TO PAUL'S EFFORTS OVER THERE.

HE'S HAD REAL SERIOUS ABOUT MAKING SURE THAT WE TAKE CARE OF OUR OR BASED CUSTOMERS AN EASY SHOW AND IT'S OFF TO INVEST IN THAT AND THAT'S WHY WE'RE DOING SO.

THANK NOTICE AND I APPRECIATE IT. ANYBODY ELSE ON AIR, DEBBIE?

>> ALL RIGHT. WELL, THAT'LL CONCLUDE THAT PART OF MY REPORT.

THAT'S THE CHAIRMAN I UNFINISHED BUSINESS. I'M NOT AWARE OF ANY UNFINISHED BUSINESS FROM AUGUST. AS ANY BOARD MEMBER NEED TO ADDRESS UNFINISHED BUSINESS.

OK, LET'S GO BACK TO BUSINESS AND JOHN RIGHT BACK TO YOU AGAIN, OK?

>> THANKS. AS WE'VE DONE IN THE PAST FEW TIMES WE'VE GOT TWO OF THE ACTION ITEMS THAT YOU COULD TAKE TOGETHER IF YOU WANTED TO .

BUT THE JANITORIAL SERVICES ARE HEADED BY LOOK AT THAT IN BOAT ON IT VIA EMAIL SO THAT WHEN WE TOOK IT TO COMMITTEE WHICH WAS PASSED MONDAY I COULD LET HIM KNOW THAT THE BOARD HAD SEEN EVERYTHING. BUT I DO LIKE TO FOLLOW THROUGH ON THOSE WITH AN ACTUAL YOU KNOW, QUOTE UNQUOTE MEETING BOAT. SO IF YOU CAN I'LL TAKE THAT UP. LIKE I SAID, YOU CAN TAKE THEM BOTH TOGETHER SPLIT ON WHATEVER IS THE THE CHAIRMAN'S PREFERENCE. BUT IF YOU WOULD MIND GOING

[10. BEAUFORT EXECUTIVE AIRPORT (ARW) – AIRPORT CAPITAL IMPROVEMENT PROGRAM (ACIP) LIST ]

AHEAD AND JUST ECHOING WHAT YOU ALREADY VOTED ON VIA EMAIL I WOULD APPRECIATE THAT SOME CAN HAVE THAT IN THE RECORD AND IN THE MINUTES. DOES ANYBODY HAVE ANY QUESTIONS ,JOHN, ABOUT THE TWO CONTRACTS? ONE FOR YOU FOR EXECUTIVE, ONE FOR HILTON HEAD. YOU SHOULD READ THE MATERIAL THAT WAS SENT OUT EARLIER HEARING NO QUESTIONS. I'LL ACCEPT THE MOTION AND WHAT DO WE TIE THEM BOTH TOGETHER TO APPROVE THE EUROPEAN EXECUTIVE FOR JANITORIAL SERVICES CONTRACT AND THE HILTON HEAD ISLAND AIRPORT SERVICES JANITORIAL CONTRACT. ACCEPT THE MOTION FOR THAT BY SOMEBODY PLEASE. WE'RE GOT A SECOND JIMBO. SECOND ALL IN FAVOR SIGNIFY BY RAISING A HAND OR SAYING I AND HE OPPOSED WITH THE HAND OR NAY.

THE MOTION PASSES FROM BOTH CONTRACTS JOHN ARE APPROVED. >> ALL RIGHT.

[11. HILTON HEAD ISLAND AIRPORT (HXD) – AIRPORT CAPITAL IMPROVEMENT PROGRAM (ACIP) LIST (VOTE)]

THANK YOU VERY MUCH FOR THAT PART. PARDON THE TAXING JET OUT THERE. GREAT. SO WE'LL GET THAT I BELIEVE NEXT MONDAY IS WHEN WE'LL GO TO FULL COUNCIL. NOT INCORRECT FOR THE HILTON HEAD CONTRACT. THE OTHER ONE'S GOOD WHICH IS COMMITTEE SO WE'LL GET EVERYBODY MOVING AS WE HAVE DONE GREAT REVIEWS ON BOTH COMPANIES AND WE ENDED UP SELECTING THEY WERE THEY WERE THE COMPANIES HAD THE INTERIM CONTRACTS DURING THE MONTH AND DID A FANTASTIC JOB ESPECIALLY YOU KNOW, IT HELPED THEM WITH ALL THAT INCREASED TRAFFIC WE REALLY NEEDED THAT NEW PROVIDER THIS YEAR AND THEY THEY REALLY CAME THROUGH.

WE DID A GOOD JOB SO WE'RE HAPPY TO KEEP THEM ON BOARD. THE NEXT TWO ITEMS ARE WE SHE IS BUT EVERY OTHER YEAR JUST IN KEEPING UP WITH THE COSTS OF MAINTAINING HANGARS AND

[12. BEAUFORT EXECUTIVE AIRPORT (ARW)-- APPLICATION FOR AMERICAN RESCUE PLAN ACT (ARPA) GRANTS FUNDS (VOTE)]

DOING WHAT PAUL JUST DID REPLACING LIGHTS AND THINGS LIKE THAT, WE'VE GOT SOME OTHER PROJECTS IN MIND FOR FOR HILTON HEAD BUT WE'RE LOOKING YOU KNOW, GET TAKEN TO COMMITTEE HANGER RATE INCREASE LIKE WE DO EVERY EVERY OTHER YEAR. SO WHAT I'D LIKE TO HAVE THERE IS AGAIN JUST YEAR YEAR APPROVAL THAT WE'LL MOVE THAT FORWARD.

A COMMITTEE PERSON SEEMED TO HAVE A NEW YOUNG BOARD MEMBER THAT HAS JUST JOINED US.

I HIGH LET'S DEAL WITH THAT BEAUFORT EXECUTIVE FIRSTS IS A PROPOSED 5 PERCENT HANGER RATE

[00:25:09]

INCREASE FOR EXECUTIVE AIRPORT MEMBERS. HAVE ANY THOUGHTS ABOUT IT? CONVERSATION IS IF NOT ACCEPTED MOTION TO APPROVE A 5 PERCENT HANGER RATE INCREASE THAT BEAUTIFUL EXECUTIVE AIRPORT. NOBODY CAN MAKE THAT MOTION ACTRESS AND A SECOND.

>> LESLIE I SEE YOU AS THE AS A SECOND ALL IN FAVOR OF THAT 5 PERCENT INCREASE.

BIG PLEASE SIGNIFY BY RAISING YOUR HAND OR SAYING I MANY OPPOSED SAYING NO OPPOSITION.

THE 5 PERCENT HANGER RATE INCREASE THE BLUEPRINT EXECUTIVE AIRPORT MOTION PASSES HILTON HEAD AIRPORT 5 PERCENT INCREASE. I HAVE SOME DISCUSSION.

IF WE CAN BEFORE ON THAT THERE ARE SEVERAL THINGS THAT YOU AND I TALKED ABOUT THAT COME BACK PROBABLY FIVE, SIX, SEVEN YEARS. SPECIFICALLY ABOUT THE AIRPORT AS YOU KNOW THE GENERAL AVIATION SIDE OF HST IS SOMEWHAT STEPCHILD BECAUSE OF THE FOCUS ON THE TERMINAL ACROSS THE WAY. BUT BASICALLY FOR THE HANGAR TENANTS AND TO A CERTAIN EXTENT TIED UP TENANTS, IT'S NOT A SERVICE BEING PROVIDED TO THE HANGAR AS YOU'VE INDICATED I THINK OR EXPECTED. I THINK SOMETIME LAST YEAR MOTORS AND WIRES INSIDE THE HANGARS IS PAINT CHIPPING AND PEELING FALLING ON THE FLOORS, SPACKLE PEELING OFF THE WALLS AND THERE'S STILL THOSE DUST BOWLS BETWEEN THE HANGARS WHICH I THINK WE HAVE MONEY IN THE BUDGET FOR THIS YEAR THAT NEED TO BE TAKEN CARE OF THOSE SPORTING IF ANY OF THOSE THINGS ARE ON YOUR AGENDA. KNOWING THAT YOU KNOW, I KNOW YOU'RE CUTTING HANDFULS ACROSS THE WAY BUT THERE ARE STILL HANGAR TENANTS PAYING MONEY FOR THEIR SPACE AND THEY NEED SOME SERVICES NOT AS MUCH AS WE'VE SEEN W BUT CERTAINLY NEED TO BE ADDRESSED AND I'M HOPEFULLY THAT'LL BE ADDRESSED SHORTLY. SO JOHN, REALLY THE QUESTION IS FOR YOU. YEAH. YEAH YOU'RE CORRECT.

THAT'S ONE OF THE REASONS WE'RE DOING AS TRYING TO BANK SOME OF THE FUNDS THERE TO MAKE SURE WE CAN TAKE CARE OF THOSE DUST BOWLS OUTSIDE. AS YOU MENTIONED, IT WAS A UNFORTUNATELY A BAD DESIGN REQUIREMENT BY TOWN. THAT ISLAND HAVE TO PUT THOSE IN THERE. SO WHILE OUR PLAN IS TO GET THOSE DONE SO WE'RE GOING TO

[13. HILTON HEAD ISLAND AIRPORT (HXD)--- APPLICATION FOR AMERICAN RESCUE PLAN ACT (ARPA) GRANTS FUNDS (VOTE)]

WORK ON THAT. THAT'S THE PRIMARY CONCERN AND THEN WE'LL JUMP INSIDE THE HANGARS AND DO THINGS AS WELL. WE DID GO THROUGH AND DO THE ON OUR DOORS AND THINGS THIS PAST YEAR. SO WE'LL CONTINUE TO DO THAT TOO.

BUT THIS DOES ALLOW US TO HAVE MORE PROGRAMMATIC APPROACH TO TAKE CARE OF OUR FACILITIES.

DO YOU HAVE ANY IDEA WHEN THE DUST BOWL THING CONCEPTUALIZED TURNS UP NOT ONLY SAND BUT ROCKS IN THE TAXIWAYS AND IT BECOMES ESPECIALLY DIFFICULT? TWO PLANES THAT ARE TRYING TO TAXI OUT AT THE SAME TIME. THE LEAD PAINT SPOT IS PERHAPS GOING SLOW AND ALL THE JUNK PACKED INTO THE SECOND GUY IN LINE. I'M NOT HEALTHY FOR THE AIRPLANE SO PURSUE ANY SORT OF TIMELINE ON THE DUSTBOWL ISSUE THAT WE DON'T HAVE A PROGRAM THAT WE HAVE TO GO IN AND LOOK AT BUILDS IN THAT FIRST.

[14. CHAIRMAN UPDATE]

>> HOPEFULLY THAT'LL GET DONE NORMALLY. ALL RIGHT.

SET THE MOTION TO HAVE A 5 PERCENT HANGER RATE INCREASE AT HILTON HEAD ISLAND AIRPORT.

ACCEPT THE MOTION FOR SOMEBODY PLEASE AND ADD A SECOND. BRIAN C GO UP ANY ADDITIONAL DISCUSSION ON THE MOTION OR IN FAVOR OF THE 5 PERCENT RATE INCREASE IN HILTON HEAD ISLAND AIRPORT TO SIGNIFY BY SAYING I AM RAISING YOUR HAND. ANY OPPOSE SAME THING PLEASE SIGNIFY RAISING HAND OR SAYING NAY NO NAYS THE MOTION TO RAISE THE HEAT ISLAND AIRPORT HANGAR

RATE BY 5 PERCENT IS APPROVED. >> THANK YOU AND I WILL LET YOU KNOW THAT BASED ON FEEDBACK FROM FROM PAST INCREASES WE'LL TAKE IT TO A DOLLAR LEVEL AND NOT A DOLLARS AND CENTS LEVEL.

WE HAD SOME PEOPLE SAY IT WAS JUST JUST GET US TO A GOOD NUMBER AND THEN WE'LL BE OKAY WITH THAT. SO IT MIGHT BE FIVE OR NINETY FOUR POINT NINE AND MIGHT BE FIVE TWO BUT IT CAN BE RIGHT THERE BALLPARK OR GET YOU TO A NICE EVEN NUMBER SO IT'S EASIER FOR PEOPLE TO KEEP TRACK OF . EXCELLENT. APPRECIATE THAT.

OK. >> SO WE ACTUALLY HAVE EACH COMMITTEE ONE AT A TIME.

ARE THERE ANY COMMITTEE CHAIRMEN THAT HAD REPORTS THIS MONTH AND IF SO WERE YOU MIKE?

>> THE ONLY THING THAT I HAVE IN STEVE TELL ME IF I'M BECAUSE I THINK YOU GAVE ME THE INFORMATION AT THE AIRPORT AND PAUL DIDN'T MENTION WAS THE SEWER HOOKED UP AT A RW NOW THE SEWER IS HOOKED UP IN AJDABIYA IS THE ONLY THING THAT HAS IT. IT IS.

YES, YOU ARE CORRECT. AND IT'S NOT FOR A HANDOUT. YOU HAVE COMMENTS OR REPORT TO

[00:30:01]

MAKE THIS MONTH. TRADE NEXT MONTH WILL BE A LITTLE MORE FOCUSED ON OUR COMMITTEES. SO WE PREPARE FOR A SLIGHTLY ADDITIONAL WORKLOAD BEFORE OUR NEXT MEETING. ALL RIGHT. HERE WE KNOW COMMITTEE REPORTS SO WE CAN MOVE BACK INTO THE CITIZEN COMMENT PERIOD. WE HAVE A U.S. CITIZENS OR

[15. CITIZEN COMMENT]

PUBLIC WITH US. SO WE'D LIKE TO EXPRESS THEIR VIEWS TO THE BOARD.

PLEASE DO SO THIS TIME, MR. CHAIRMAN, MR. JIM IMO IS AT YOU .

>> CAN YOU HEAR ME? I CAN HEAR YOU NOW. THANK YOU.

WE HEARD A RUMOR THAT DELTA WAS GOING TO TAKE A SABBATICAL IN THE FIRST QUARTER OF 2022.

I WONDER IF JOHN CAN CONFIRM THAT AND IF SO, WHY WOULD THEY CONSIDER DOING THAT IF IN VIEW OF THE NUMBERS OF PASSENGERS INCREASED? CAN'T HEAR ME.

>> GOT YOU. OK. IT IS DELTA AGAIN BE OFF THERE IN JANUARY OR FEBRUARY AND HAVE BEEN SUPPLIED A REASON FOR THAT.

I JUST ASSUME THAT AS THEY LOOK AT THEIR OVERALL NETWORK NUMBERS THAT THEY FOUND A LOW POINT DECIDED THEY'LL PEOPLE AROUND AND MOVE AIRPLANES AROUND FOR A COUPLE OF MONTHS.

THEY BACK IN TIME FOR THE SEASON, OK. THAT'S AN ANSWER.

YES SIR. I PICKED UP THIS INFORMATION CASUALLY AND IT'S COMING ON A SOURCE THAT SHOULDN'T HAVE SHARED IT AND THEY INDICATED THEY THOUGHT IT WAS RELATIVE TO EMPLOY ISSUES AND I WASN'T SURE WHETHER THAT WAS THE LACK OF OR INABILITY TO RETAIN OR ANYTHING OF THAT NATURE. AND I DON'T KNOW HOW ALL THAT WORKS AT OUR AIRPORT.

SO I JUST LISTENED AND WALKED AWAY. I DIDN'T KNOW JOHN HAS ANY

COMMENT IN THAT POTENTIAL REGARD. >> NO, I'M CERTAINLY NOT GOING TO SPECULATE ON SOMETHING SO I DON'T KNOW ABOUT I WOULD NEITHER.

THANK YOU. >> AND JOHN, I AM ONE OTHER ISSUE BEFORE WE BEFORE WE SIGN OFF YOU AND I HAD A BRIEF DISCUSSION ABOUT NOISE ABATEMENT WHICH SEEMS TO BE NOW GROWING AGAIN. THERE'S A DEFINITE CHANGE IN FLIGHT PATTERN DEPARTURES WITH DELTA NOW AS THEY USED TO DEPART TO THE NORTHEAST, MAKE A LEFT TURN OFF THE SOUND AND THEN HEAD OVER TOWARDS ATLANTA. BUT NOW THE RULE MAKING RIGHT TURNS OUT SOME OF THE PILOTS AT A SOMEWHAT LOW LEVEL WOULD TAKE OFF POWER FLYING OVER THE PLANTATIONS ON THE ON THE SIDE OF THE ISLAND. SO I THOUGHT YOU CHECKED PRELIMINARILY WITH THE TOWER AND DIDN'T GET A FIRM FEEDBACK. BUT I THINK WE NEED TO FIND OUT WHAT'S GOING ON AND PERHAPS GET SOME HELP FROM OUR END. HERE IS CONSIDERABLE DISAPPOINTMENT IN THE INCREASED LEVELS OF NOISE DOWNLINK FROM DELTA WITH THE FLIGHT PATTERN CHANGE.

BUT WE HAVE MORE AND MORE OF THE PRIVATE COMMERCIALS THAT ARE DOING THE SAME THING.

WHEN THEY'RE HEADED WEST. SO I HOPE WE CAN FOLLOW UP WITH THAT BILL OR HOW YOU'D LIKE TO ADDRESS THE ISSUE. WELL, I DIDN'T SAY ANYTHING BACK THAT HOWARD MADE MAYBE DIDN'T SAY IT BUT I THINK YOU SUPPLY TO OUR DATA AND I WENT BACK ABOUT 60 DAYS FROM WHEN WE FIRST TALKED AND THERE WERE I THINK FOUR FLIGHTS WERE DELTA TURNED RIGHT INSTEAD OF LEFT.

THAT WAS IT. AND THEY TURNED OVER THE WATER AT AN ALTITUDE THAT THAT WHEN I SENT YOU HAD HIM UP AT ABOUT THIRTEEN OR FOURTEEN HUNDRED FEET WHEN THEY EXECUTED THE TURN. SO I KNOW PERCEPTION IS PERCEPTION BUT THAT'S THAT'S BLACKBOX DATA. SO AS THE BEST I CAN TELL YOU THEY'RE DOING THEY'RE FOLLOWING PROCEDURES. THEY'RE NOT TURNING EARLY NOT BASED ON THE DATA THAT I CAN SEE AT ALL. I GET I'D HAVE TO SPECULATE ON WHY THEY'RE THEY'RE DOING THAT.

IT COULD BE, YOU KNOW, AIR TRAFFIC AND OTHER PARTS COULD BE OPERATIONS AT THE AIR STATION. HE KNOWS. BUT I REALLY DON'T KNOW.

FLIGHT AWARE DOESN'T TELL YOU ALL THAT. SO I JUST TELL YOU THE ONES THAT I CHECKED I HAD TO LOOK PRETTY HARD TO FIND. THERE WERE CERTAINLY NOT EVERY DELTA FLIGHT. IT WAS ONE OUT OF I DON'T WANT ONE OR TWO A WEEK IS ALL I COULD FIND AT THE MOST. SO I DON'T KNOW WHAT THE CONDITIONS ARE THAT THIS CAUSED THAT THAT SMALL CHANGE. CAN WE CHECK WITH BILL JUST TO GET AN ANSWER? HE MIGHT. I MEAN YOU MAY BE RIGHT. YEAH.
