THANK YOU VERY MUCH. BEFORE THE TOWN MANAGER. >> YES SIR. GOOD EVENING, MAYOR. COUNCIL MEMBERS OF THE COMMUNITY FIRST ON THE REPORT OF THE TOWN MANAGER IS DR. JANE KELLY, OUR STATE ASSISTANT STATE UP IN DEMONOLOGY ASKED TO PROVIDE A STATUS UPDATE ON COVE NINETEEN PANDEMIC. GOOD EVENING AND THANK YOU FOR BEING HERE. >> WELL, THANK YOU VERY MUCH FOR INVITING ME. I DID PREPARE SOME SLIDES SO HANG ON JUST A SECOND. LET ME SHARE MY SCREEN, OK? >> WHAT I WANT TO START WITH IS THE STATE OF THE STATE WHERE ARE WE IN THE EPIDEMIOLOGY OF KOGUT 19. SO THIS IS SHOWING THE NUMBER OF NEW CASES PER DAY IN THE BLUE LINES SINCE MAY 20. AND THE GREEN IS A MOVING BAR MOVING AVERAGE SEVEN DAYS. YOU CAN SEE THAT WE HAD A HUGE PEAK STATEWIDE HUGE SURGE IN AUGUST SEPTEMBER ALMOST AS HIGH A SURGE AS WE HAD IN JANUARY 20 21. BUT FORTUNATELY FOR THE PAST SEVERAL MANY SUCCESSIVE WEEKS WE HAVE HAD A DOWNSLOPE IN THE NUMBER OF NEW CASES AND ALSO A DOWN THE NUMBER OF HOSPITALIZATIONS AND DEATHS . I DO WANT TO DRAW YOUR ATTENTION TO THAT RED ARROW. HOWEVER, BECAUSE IT LOOKS LIKE IT'S BEGINNING TO PLATEAU AND I [00:05:02] KNOW JUST THIS MORNING I WAS SPEAKING TO ONE OF THE MATHEMATICAL MODELERS AT THE MEDICAL UNIVERSITY OF SOUTH CAROLINA AND THEY DO HAVE SERIOUS CONCERN THAT WE MAY STILL SEE A SURGE ASSOCIATED WITH THE HOLIDAYS NOT JUST BECAUSE PEOPLE ARE GOING INDOORS MORE OR NOT PAYING AS MUCH ATTENTION TO MASS MITIGATION MEASURES. BUT ALSO LOOKING AT WHAT IS GOING ON IN OTHER COUNTRIES AND IN OTHER STATES THAT COVID 19 IS AN ODD DISEASE AND SEEMS TO DO THIS ROLLER COASTER UP AND DOWN CYCLING. SO WE STILL HAVE SOME CONCERNS THAT WE'RE NOT OUT OF THE WOODS YET ABOUT THIS. YOU KNOW THAT QUESTION OF WHEN CAN WE TAKE OUR MASKS OFF? THE ANSWER IS STILL SORRY BUT NOT YET. THIS IS A MAP FROM THE UNITED STATES FROM TAKEN FROM THE CDC WEB SITE SHOWING EVIDENCE OF COMMUNITY TRENDS MISSION BY STATE RED WHEREAS MOST OF THE COUNTRY IS MEANS HIGH. COMMUNITY TRANSMISSION SOUTH CAROLINA AS A STATE OVERALL IS SHOWING MODERATE LEVELS OF COMMUNITY TRANSMISSION BUT THAT ONLY INCLUDES SOUTH CAROLINA DATA THROUGH NOVEMBER 10TH. AS YOU SAW, WE ARE STARTING PLATEAU. SO I HAVE WE HAVE CONCERNS THAT THAT YELLOW COLOR MAY NOT MAINTAIN FOR LONG. >> BUT WHAT ARE WHAT DO THESE COLORS MEAN RECOMMENDS AN EXCUSE ME THAT I GET MUTED NOW. >> THANK YOU. CDC RECOMMENDATION IS THAT WHEN CAN YOU TAKE IT FROM STILL MUTED REALLY? >> YOU KNOW YOU CAN HEAR ME OK. >> I'M GETTING A MESSAGE THAT SAID I WAS NEAR THAT CDC OR RECOMMENDATION IS THAT STATES OVERALL HIGH OR SUBSTANTIAL COMMUNITY TRANSMISSION SHOULD DEFINITELY KEEP THEIR MASKS ON. SO WE'RE GOING TO KEEP OUR EYE ON THIS FOR RIGHT NOW. OUR RECOMMENDATION IS KEEP YOUR MASK ON. WHERE DO THESE NUMBERS COME FROM? WHAT IS HIGH TRANSMISSION? YOU KNOW, AT THE HIGHEST POINT OF TRANSMISSION WE WERE HAVING OVER 5000 CASES PER DAY. AND THE WAY WHAT THAT TRANSLATED INTO IN TERMS TOTAL NEW CASES PER HUNDRED THOUSAND PEOPLE WAS LITERALLY FOUR OR FIVE HUNDRED NEW CASES PER HUNDRED THOUSAND IN THE PAST SEVEN DAYS. WE ARE NOW DOWN INTO THAT MODERATE LEVEL OF TRANSMISSION LESS THAN 50 NEW CASES. FOUR HUNDRED THOUSAND PERSONS. THAT'S TRUE FOR THE STATE AS A WHOLE. THAT'S ALSO TRUE FOR BEAUFORT COUNTY. AND THE OTHER THING THAT THEY LOOK AT IS THE PERCENT POSITIVITY OF THESE TESTS. SO JUST SO YOU KNOW, THESE CUTOFFS ARE NOT ARBITRARY. THEY ARE ARE BASED ON SOME NUMBERS THAT ARE ALSO PREDICTED TO INDICATE HOW QUICKLY THE STARS COVID TO VIRUS MAY SPREAD IN A COMMUNITY SOUTH CAROLINA VARIES BY THE COUNTY BUT WE'VE NOT BEEN AT A LOW LEVEL OF TRANSMISSION SINCE MARCH OF 2020. WHAT DO WE KNOW ABOUT THE NEW CASES SINCE THE DELTA VARIANT ARRIVE? THE DELTA VARIANT FIRST STARTED TO APPEAR IN SOUTH CAROLINA IN JULY OF 20 21 AND THAT WAS A BIG CONTRIBUTOR TO OUR SURGE BECAUSE THE DELTA VARIANT IS NUMBER ONE MORE CONTAGIOUS. IT SPREADS MORE EASILY. AND NUMBER TWO, PEOPLE WHO MAY HAVE HAD ANOTHER VARIANT MAYBE THE ORIGINAL STRAIN THE ONE STRAIN FROM CHINA THEY MIGHT NOT HAVE HAD AS MUCH NATURAL IMMUNITY TO THE DELTA VARIANT. WE HAD A BIG SURGE ASSOCIATE AT THE DELTA VARIANT AND A THIRD OF THEM A THIRD OF THE NEW CASES WERE AMONG PEOPLE AGE 20 OR YOUNGER AND SPECIFICALLY FOR BEAUFORT COUNTY. IT WAS THE SAME THING. SO I'M LOOKING AT AUGUST, SEPTEMBER, OCTOBER 2 THROUGH THE BEGINNING OF NOVEMBER LARGE NUMBER OF CASES IN THE YOUNGER PEOPLE INCLUDING A SUBSTANTIAL NUMBER IN THE UNDER AGE 10 GROUP. I WANT TO SHIFT THEREFORE INTO TALKING ABOUT VACCINATION FOR THE UNDER TWELVE AGE GROUP. THIS IS A SPRING CHART OF OUR VACCINE DASHBOARD. WE'VE HAD ALMOST TWO POINT FOUR MILLION PEOPLE FULLY VACCINATED IN SOUTH CAROLINA. SO THAT MEANS FIFTY FIVE POINT SEVEN PERCENT OF PEOPLE AGED 12 AND ABOVE HAVE HAD BEEN FULLY VACCINATED IN SOUTH CAROLINA. NOW THAT'S PEOPLE AGES 12 AND ABOVE. WE HAVE JUST STARTED GIVING VACCINE TO CHILDREN AGES 5 THROUGH ELEVEN. PFIZER VACCINE HAS BEEN AUTHORIZED FOR THAT AGE GROUP. THEY GET A SMALLER DOSES. THEY GET 10 MICROGRAMS AS OPPOSED TO THE PFIZER VACCINE FOR ADULTS AND ADOLESCENTS. THAT WAS 30 MICROGRAMS. WE'VE VACCINATED SO FAR ABOUT SIXTEEN HUNDRED THOUSAND FIVE HUNDRED CHILDREN IN SOUTH CAROLINA HAVE GOTTEN THEIR FIRST DOSE. ABOUT 1 MILLION NATIONWIDE. AND THERE ARE A NUMBER OF REASONS WHY WE ENCOURAGE VACCINATION FOR CHILDREN AGES FIVE TO ELEVEN. YOU KNOW, I'LL SHOW YOU THE DATA ABOUT CHILDREN THAT THEY DO GET SERIOUS COMPLICATIONS WITH AT 19. BUT WE HAVE TO ADMIT OUT LOUD [00:10:01] THAT ANOTHER REASON THAT WE ARE CONSIDERING VACCINATING CHILDREN IS TO REDUCE TRANSMISSION, REDUCE TRANSMISSION TO VULNERABLE HOUSEHOLD MEMBERS AND THERE ARE STUDIES OUT THERE I JUST WANT TO POINT TO ON WHEN PEOPLE SAY THAT CHILDREN DON'T TRANSMIT VIRUS. UNFORTUNATELY THAT'S NOT TRUE. THIS IS A STUDY OUT OF THE JOURNAL OF THE AMERICAN MEDICAL ASSOCIATION, A PEER REVIEWED JOURNAL SHOWING THAT WHEN THE CHILD IS THE FIRST CASE OF COVID 19 IN A HOME ABOUT 27 PERCENT OF THE TIME THEY SPREAD IT TO OTHER HOUSEHOLD MEMBERS, IT'S DIFFICULT TO COMPLETELY ISOLATE A CHILD VACCINE FOR AGES 5 THROUGH 7 PROTECTS THEM BUT IT ALSO HELPS TO PROTECT VULNERABLE FAMILY MEMBERS. SO WHAT IS THE BACKGROUND? WHY ARE WE EVEN TALKING VACCINATING FOR AGES 5 THROUGH 11? IF THEY DON'T GET SERIOUS ILLNESS OFTEN THERE'VE BEEN MORE THAN 2 MILLION. I NEED TO UPDATE THIS SLIDE. I'VE BEEN MORE THAN 2 MILLION CASES OF COVID 19 INFECTION IN CHILDREN AGES 5 TO 11 YEARS OLD IN THE UNITED STATES. AND WE HAD A SHARP INCREASE IN THOSE CASES WHEN THE DELTA VARIANT CAME FREEDOM RIGHT NOW NEW CASES IN SOUTH CAROLINA MORE THAN NINETY NINE PERCENT OF THEM ARE THE DELTA VARIANT THAT SPREADS MORE EASILY AND THERE'S SOME EVIDENCE THAT IT CAUSES MORE SERIOUS DISEASE IN ADULTS AND IN CHILDREN. WE'VE HAD AN INCREASE NEVER CASES AMONG CHILDREN 5 YEAR 11 YEAR OLD ALMOST 7 PERCENT OF THE CASES IN OCTOBER OR IN THAT AGE GROUP EVEN THOUGH THEY ARE LESS THAN 9 PERCENT OF THE POPULATION AND INDIVIDUALS WHO SAY OH MY CHILD, MY CHILD HAD COVERED I'M SURE THAT THEY HAD ALL THE SYMPTOMS LIKE TO POINT OUT THAT LEAST NATIONWIDE ONLY 42 PERCENT OF CHILDREN AGES 5 THROUGH ELEVEN HAVE ANTIBODIES NATURAL IMMUNITY. SO THAT'S LESS THAN HALF OF THOSE KIDS HAVE NATURAL IMMUNITY AND NATURAL IMMUNITY I'M GONNA ARGUE IS NOT AS GOOD AS NATIONAL IMMUNITY PLUS VACCINATION OVER EIGHTY FIVE HUNDRED COKE AND 19 HOSPITALIZATION SETS OF FIVE FOR 11 YEAR OLDS WHO DON'T HOSPITALIZED A CHILD IN THAT AGE GROUPS UNLESS THEY HAVE SEVERE DISEASE LESS THEY NEED OXYGEN OR SOME OTHER KIND OF SUPPORT. AND THIS IS NOT JUST AMONG CHILDREN WHO HAVE DEVELOPMENTAL PROBLEMS OR CHRONIC MEDICAL CONDITIONS 30 PERCENT OF THE 5 THROUGH 11 YEAR OLDS WHO WERE HOSPITALIZED DID NOT HAVE ANY OTHER UNDERLYING CONDITION INCLUDING NOT BEING OVERWEIGHT OR OBESE AND YET ONE THIRD OF THOSE EIGHTY FIVE HUNDRED HOSPITALIZED PATIENTS ENDED UP IN THE INTENSIVE CARE UNIT. AND AGAIN, YOU DON'T PUT A CHILD IN THE ICU UNLESS THEY'RE ON A VENTILATOR OR SOME OTHERS KNOW SERIOUS MEDICAL SUPPORT. THERE WERE 94 DEATHS FROM COVID 19 AMONG 5 THROUGH 11 YEAR OLDS NATIONWIDE 94 DEATHS MAY MAYBE SOUNDS LIKE A SMALL NUMBER BUT I'D POINT OUT THAT COVID 19 WAS THE EIGHTH LEADING CAUSE OF DEATH FOR THIS AGE GROUP SINCE THE PANDEMIC BEGAN. AND SINCE DELTA HAS HIT, IT BECAME THE SIXTH LEADING CAUSE OF DEATH. WE WANT TO PREVENT DEFINITE NINETY FIVE AND IT'S NOT ONLY ABOUT SEVERE ILLNESS AND ABOUT DEATH, IT'S ALSO ABOUT SOMETHING THAT'S BEEN NICKNAMED LONG COVERED ABOUT 10 PERCENT OF CHILDREN AGES 5 FOR 11 XPERIA SYMPTOMS THAT PERSIST FOR MORE THAN FOUR WEEKS. THEY DON'T HAVE TO BE SERIOUSLY ILL IN THE VERY BEGINNING TO EXPERIENCE LONG COMA. THEY MAY HAVE HAD MILD ILLNESS BUT THEN IT HANGS ON AND HANGS ON WITH FATIGUE, HEADACHE, TROUBLE SLEEPING, TROUBLE CONCENTRATING THE SCHOOL TROUBLED FOCUSING MUSCLE JOINT PAIN AND YOU CAN IMAGINE ALL THE DIFFERENT WAYS THAT THAT CAN IMPACT THEIR QUALITY OF LIFE. SO OUR CAMPAIGN IS TO TRY AND ENCOURAGE VACCINATION FOR FIVE THROUGH SEVEN YEAR OLDS. >> EXPLAIN WHAT THE RISK BENEFIT RATIO BECAUSE THE BENEFITS OF VACCINES IN THIS AGE GROUP FAR OUTWEIGH THE RISKS OF VACCINATION IN THIS AGE. WE'RE ALSO TRYING TO SET UP VACCINE CLINICS IN THE SCHOOLS FOR KOGA 19. JUST LIKE WE'VE DONE FLU SHOT CLINICS IN SCHOOLS, WE'VE GOT OVER 200 PEDIATRICIANS FAMILY MEDICINE OFFICES THAT HAVE THE PEDIATRIC VACCINE AVAILABLE SO THAT PARENTS CAN GET THEIR KIDS VACCINATED IN A FAMILIAR SETTING. WE HAVE ADAPTED OUR VAX LOCATOR WEB SITE TO ALSO INCLUDE INFORMATION FOR ALL SOUTH CAROLINIANS AGED FIVE AND OLDER WHERE YOU CAN GET THE CODE THE VACCINE YOU CAN PUT IN YOUR ZIP CODE OR VIEW A MAP AND IT WILL TAKE YOU TO SOMETHING THAT LOOKS LIKE THIS WHERE IT WILL INDICATE ALL THE PLACES WHERE YOU COULD GET COVID 19 VACCINES AND THE ABBREVIATION FOR THE PEDIATRIC ONE TO DISTINGUISH IT FROM THE ADULT PFIZER VACCINE. IS THIS PEASY ARE HERE? SO AS YOU CAN SEE YOU CAN GET IT FOR EXAMPLE AT THIS PEDIATRICIAN'S PRACTICE. YOU CAN GET BOTH THE ADULT PFIZER AND THE PEDIATRIC PFIZER AT THIS OTHER PRACTICE JUST TO REITERATE THAT WHAT IS IN THESE [00:15:06] VACCINES IS REALLY QUITE SIMPLE. THIS IS FOR THE PFIZER VACCINE . THERE IS NO LIVE OR ATTENUATED OR WEAKENED INACTIVATED WHOLE VIRUS IN THIS VACCINE. YOU CANNOT GET COVID 19 FROM THIS VACCINE. THE ACTIVE INGREDIENT IS THE GENE FOR SOMETHING CALLED THE SPIKE PROTEIN. THE SPIKE PROTEIN IS THE ONE THAT ATTACHES THE VIRUS TO THE CELL AND ACTS LIKE A TRIGGER TO SHOOT THE MESSAGE. THE FACT EXCUSE ME TO SHOOT THE VIRUS INTO THE CELL. SO IF YOU COULD MAKE ANTIBODIES TO THAT SPIKE PROTEIN, YOU COULD STOP THE VIRUS FROM EVEN ATTACHING TO A CELL. SO THAT'S THE ACTIVE INGREDIENT. IT'S CALLED MESSENGER RNA BECAUSE IT CARRIES THE MESSAGE FOR THE GENE FOR THE SPIKE PROTEIN. EVERYTHING ELSE IN THE PFIZER VACCINE ARE SIMPLE INGREDIENTS SALT, SUGAR, LIPIDS LIKE AN OIL. THE ONE THING THAT MAY BE CAUSING ALLERGIC REACTIONS IN SOME PEOPLE IS CALLED POLY ETHYLENE GLYCOL. IT'S AN OIL IT'S FOUND IT'S COMMON INGREDIENT IN OVER-THE-COUNTER LAXATIVES. AND WE'RE SEEING ABOUT THREE TO FIVE ALLERGIC REACTIONS PER MILLION DOSES OF VACCINE. IT'S BEEN OVER 220 MILLION DOSES OF THE PFIZER VACCINE GIVEN TO ADOLESCENTS AND ADULTS. THERE'S NO ANTIBIOTICS. EGGS, PORK PRESERVATIVE, ADJUVANT LATEX, MERCURY OR ALUMINUM. DESPITE THE RUMORS ABOUT THERE BEING METAL IN THIS VACCINE WHICH CERTAINLY IS NOT A POPULAR QUESTION IS DO YOU NEED THE COVID 19 VACCINE IF YOU'VE ALREADY HAD IT IF YOU'VE ALREADY HAD CODED USE? PROBABLY DO HAVE A CERTAIN DEGREE OF NATURAL IMMUNITY. HOWEVER, IF YOU WANT YOU CAN CUT YOUR RISK OF RE INFECTION IN HALF BY GETTING VACCINATED. THERE ARE A NUMBER OF DIFFERENT STUDIES ABOUT THIS. I'M ONLY INCLUDING TWO OF THE LINKS TO A STUDY DONE IN UNITED STATES, ONE DONE IN ISRAEL THAT YOU CAN IF YOU'VE HAD PRIOR. THAT'S GREAT. YOU'VE GOT SOME NATURAL IMMUNITY BUT YOU CAN STRENGTHEN BY GETTING VACCINATED A LITTLE BIT ABOUT THIRD DOSE COVID VACCINES CAUSE THERE'S TWO CATEGORIES. ONE IS PEOPLE WHO ARE IMMUNOCOMPROMISED WHO GOT TWO DOSES OF VACCINE. IT IS RECOMMENDED THAT THEY GET AN EXTRA DOSE A THIRD DOSE BECAUSE THEY DIDN'T HAVE A REALLY STRONG RESPONSE TO THE ORIGINAL SERIES. A BOOSTER DOSE IS SOMETHING DIFFERENT. A BOOSTER DOSE IS SOMETHING THAT YOU GIVE SIX MONTHS AFTER THE ORIGINAL SERIES AND WHAT THAT DOES. IT'S IS A TRAINING FOR YOUR IMMUNE SYSTEM SO IT BOOSTS IMMUNITY FROM PEOPLE WHO DID RESPOND TO THE VACCINE BUT THAT IMMUNE IMMUNITY IS BEGINNING TO WANE. LET'S LET'S HOVER ON THIS JUST A LITTLE BIT BECAUSE I THINK IT'S CAUSE WIDESPREAD CONFUSION FOR MANY PEOPLE. A THIRD DOSE FOR PEOPLE WHO ARE IMMUNOCOMPROMISED IS IMMUNO COMPROMISED PEOPLE WITH CANCER ON CHEMOTHERAPY OR RADIATION THERAPY. PEOPLE WITH AUTO IMMUNE DISEASES LIKE LUPUS, RHEUMATOID ARTHRITIS WHO MAY BE TAKING IMMUNOSUPPRESSIVE MEDICATIONS. PEOPLE WHO HAD AN ORGAN TRANSPLANT SAY A KIDNEY TRANSPLANT. THEY'RE ON MEDICATIONS TO SUPPRESS REJECTION OF THAT TRANSPLANT. THOSE MEDICATIONS ALSO UNFORTUNATELY MAKE YOU LESS ABLE TO RESPOND TO A VACCINE. SO WE RECOMMEND THEY GET A THIRD DOSE 28 DAYS AFTER THEIR SECOND DOSE SO THEY DON'T HAVE TO WAIT FOR THAT SIX MONTH POINT. THEY SHOULD GET THREE DOSES. ALL RIGHT. WHAT ABOUT BOOSTER THE RECOMMENDATIONS FOR A BOOSTER DOSE? THE IDEA HERE IS YOU'RE GOING TO GET YOUR BOOSTER SIX MONTHS AFTER YOUR ORIGINAL PFIZER OR DERNA. I SHOULD HAVE SAID OR MADDERN HERE GET A BOOSTER SHOT AFTER SIX MONTHS AFTER YOUR ORIGINAL PFIZER OR MORE MATURE AN A VACCINE. WHO SHOULD GET IT? DEFINITELY PEOPLE AGE 65 AND OLDER. EVEN IF YOU ARE A VERY HEALTHY 65 YEAR OLD. THE ISSUE IS THAT YOUR IMMUNE SYSTEM IS JUST NOT AS ROBUST AS IT USED TO BE. YOU SHOULD RECEIVE THAT BOOSTER. SAME THING FOR PEOPLE WHO ARE RESIDENTS IN LONG TERM CARE FACILITIES. USUALLY IT'S BECAUSE THEY HAVE SOME WEAKNESS IN THEIR IMMUNE SYSTEM AND THEY'RE EXPOSED TO A GREAT MANY OTHER PEOPLE WITH WHOM THEY ARE SHARING THAT FACILITY. AND LASTLY, PEOPLE AGE 50 THROUGH 64 WITH CERTAIN UNDERLYING MEDICAL CONDITIONS SUCH AS DIABETES, HEART DISEASE, KIDNEY LUNG, LIVER DISEASE THAT INDIVIDUALS WHO HAVE OTHER MEDICAL CONDITIONS THAT PUT THEM AT INCREASED RISK THAT IF THEY GOT COVERED THEY WOULD HAVE MORE COMPLICATIONS. [00:20:06] YOU MAY HAVE READ THAT A NUMBER OF STATES AND CITIES ARE NOW SAYING EVERYBODY CAN GET A BOOSTER IF YOU LIVE IN SAN FRANCISCO, YOU LIVE IN NEW YORK CITY, THEY ARE OPENING DOORS. EVERYBODY CAN GET A BOOSTER. AND HONESTLY ANYBODY OVER AGE 18 IN SOUTH CAROLINA CAN GET A BOOSTER. WE'RE JUST DISTINGUISHING BETWEEN THE PEOPLE THAT WE REALLY ARE URGING THEY SHOULD GET A BOOSTER. THOSE OLDER PEOPLE, PEOPLE WITH MEDICAL CONDITIONS AND THOSE WHO MAY RECEIVE A BOOSTER SHOT BASED ON THEIR INDIVIDUAL RISKS AND BENEFITS. SO FOR EXAMPLE, SOMEONE 18 THROUGH 49 WHO'S AT HIGH RISK BECAUSE THEY HAVE THOSE UNDERLYING MEDICAL CONDITIONS AND THEY WANT TO GET A BOOSTER DOSE TO AS EXTRA INSURANCE OR PEOPLE WITH INCREASED EXPOSURE SAY OCCUPATION EXPOSURE SAY YOU'RE A 30 YEAR OLD HEALTHY TEACHER, NO MEDICAL PROBLEMS BUT YOU'RE A TEACHER AND YOU'RE DEALING WITH ELEMENTARY SCHOOL CHILDREN WHO ARE LARGELY ON VACCINATE SO YOU'RE REPEATEDLY EXPOSED. THAT'S SOMEONE WHO COULD GET A BOOSTER. THERE IS NO BOOSTER RECOMMENDED AS YES FOR PEOPLE UNDER AGE 18 AND IT MAY BE UNDER AGE 18. THEY HAVE SUCH A ROBUST RESPONSE TO VACCINE THEY MAY NOT NEED A BOOSTER. ONLY TIME IS GOING TO TELL. THERE ARE A NUMBER OF THINGS THAT ARE COMING SOON. YOU KNOW ABOUT MONOCLONAL ANTIBODIES. THOSE ARE PASSIVE ANTIBODIES THAT ARE MADE IN A LABORATORY. AND IF SOMEBODY GETS COPIED 19, THEY CAN RECEIVE THOSE ANTIBODIES TO TRY AND STIMULATE THEIR IMMUNE SYSTEM, HELP THEIR IMMUNE SYSTEM OUT SO THAT IT TO PREVENT THEM FROM GETTING SEVERE DISEASE AND GOING TO THE HOSPITAL. THE PROBLEM SO FAR HAS BEEN THAT THOSE MONOCLONAL ANTIBODIES DON'T LAST VERY LONG. THEY ONLY LAST ABOUT THREE MONTHS. ASTRAZENECA IS DEVELOPING A LONG LASTING MONOCLONAL ANTIBODY THAT MIGHT BE EFFECTIVE FOR UP TO A YEAR. IT'S NOT HERE YET. MAY HAVE READ ABOUT THE MERCK PILL MOL NEW PURE SEVERE 50 PERCENT EFFICACY AND PREVENTING HOSPITALIZATION. THE NICE THING ABOUT THIS IS THIS IS NOT AN IDEA. THIS IS NOT AN INJECTION. YOU DON'T HAVE TO GO TO A SPECIAL INFUSION CENTER. IT'S A PILL. THE CHALLENGE IS THAT YOU HAVE TO BUY IT STARTED EARLY. YOU HAVE TO START IT WITHIN FIVE DAYS OF TESTING POSITIVE. IT IS HAS BEEN SUBMITTED FOR YOU. THE EMERGENCY USE AUTHORIZATION BY THE FDA I IMAGINE IT WILL BE APPROVED. IT'S NOT FOR EVERYBODY CAN'T GIVE IT TO KIDS UNDER AGE 18 AND YOU CAN'T GIVE IT TO PREGNANT WOMEN. THERE'S ANOTHER PILL THAT'S COMING OUT. THIS IS A PFIZER COMBINATION ANTIVIRAL PILL CALLED PAX. EIGHTY NINE PERCENT EFFICACIOUS IN PREVENTING HOSPITALIZATION. THIS JUST LIKE ALL NEW PERUVIAN . THESE ARE PILLS THAT YOU TAKE FOR FIVE DAYS. BUT YOU'VE GOT TO TAKE THEM REALLY EARLY ON. I THINK THAT THIS WILL HELP A LOT IN PREVENTING HOSPITALIZATION. OBVIOUSLY THEY DON'T PREVENT DISEASE. YOU GIVE THIS WHEN PEOPLE HAVE DISEASE BUT THEY'LL GO A LONG WAY TOWARDS PREVENTING HOSPITALIZATION AND DEATH. AND JUST REITERATE WHAT IS AVAILABLE AND THEN BECAUSE I THOUGHT YOU MIGHT BE INTERESTED IN KNOWING ABOUT COSTS AS WELL . IT'S ESTIMATED THAT THE AMOUNT OF PURE OF THE EARTH IT'S GOING TO BE ABOUT SEVEN HUNDRED DOLLARS FOR FIVE DAYS COURSE OF PILLS AND THAT INSURANCE WILL COVER IT. WE DON'T KNOW ABOUT THE PACT'S FLOATED BUT PROBABLY IT BE ABOUT THE SAME. IT IS A FIVE DAY COURSE BUT I DON'T KNOW HOW MUCH IT WILL COST MONOCLONAL ANTIBODIES FOUND. TWELVE HUNDRED AND TWENTY ONE HUNDRED DOLLARS PER INFUSION. AND REMEMBER THEY DON'T LAST FOREVER. IT'S A ONE TIME THING. IT'S NOT A VERY GOOD SUBSTITUTE FOR VACCINATION AND THAT YOU MUST BE AGE 12 OR OLDER FOR MONOCLONAL ANTIBODIES AND AT LEAST TWO OF OUR OLDER FOR THESE THOSE PILLS PROBABLY 18 OR OLDER FOR THOSE KILLS WHEREAS THE M R AND A MESSENGER RNA VACCINE PFIZER AND THE DERNA THEY'RE ABOUT 20 BUCKS A DOSE. NINETY FIVE PERCENT EFFICACY AND PRESENTED PREVENTING HOSPITALIZATION AND THEY ARE AVAILABLE PFIZER'S AVAILABLE NOW FOR AGES 5 AND UP. JUST TO PUT IN A REMINDER, YOU KNOW, WE HAVEN'T SEEN LAST YEAR THERE'S NOT MUCH OF A FLU YEAR . BUT WE'RE CONCERNED THAT THIS YEAR THAT MIGHT BE DIFFERENT BECAUSE PEOPLE DON'T HAVE MUCH CROSS IMMUNITY FROM INFLUENZA LAST YEAR. THERE IS THERE ARE EXCELLENT FLU VACCINES AVAILABLE. THERE ARE FLU VACCINES FOR PREGNANT WOMEN. FLU VACCINES JUST SIX MONTHS ENOUGH FLU VACCINE IS SPECIALLY FORMULATED FOR SIXTY FIVE ENOUGH FLU VACCINES FOR PEOPLE WHO DON'T WHO OBJECT TO EGGS. FLU VACCINES FOR PEOPLE DON'T LIKE NEEDLES THAT YOU CAN GET A NASAL SPRAY. SO WE'RE ENCOURAGING EVERYBODY TO GET YOUR FLU SHOT. YOU CAN GET YOUR BOOSTER AND YOUR FLU SHOT COATED BOOSTER FLU SHOT ON THE SAME DAY. AND HERE WITH MY EMAIL IF WE DON'T ANSWER ANY OF YOUR QUESTIONS TODAY, YOU THINK [00:25:04] OF SOMETHING LATER PLEASE FEEL FREE TO EMAIL ME DIRECTLY. IT IS KELLY J M ONE AT DEAC DOT S.E. DOT GOV. THANKS MANY QUESTIONS BY MEMBERS OF THE COUNCIL ONLY DR. KELLY HAS ALWAYS SAID OUTSTANDING BILLING BILLING GOOD INFORMATION AND IF POSSIBLE WOULD YOU SEND US A COPY OF YOUR SLIDES? >> ABSOLUTELY. I DIDN'T KNOW IF THERE MIGHT BE ADDITIONAL QUESTIONS ABOUT MYOCARDIAL YES OR SYMPTOMS AND. I DON'T KNOW WHETHER THE FOCUS YOU WANT TO TALK MORE ABOUT FIVE OR ELEVEN OR OR THE EPIDEMIC IN GENERAL. YOU SEE. THANK YOU, DR. KELLY. THANK YOU, DR. KELLY. REALLY APPRECIATE THAT. AND IF YOU E-MAIL CHRIS TO THOSE SLIDES, WE'LL MAKE SURE THEY'RE AVAILABLE. >> WE'LL DO. THANK YOU SO MUCH FOR INVITING ME. THANK YOU. NEXT UP, MR. JOEL TAYLOR, CEO OF HILTON HEAD REGIONAL HOSPITAL. JOEL, YOUR YOUR YOUR NEW OR INTO YOUR ROLE AS CEO AND JUST WANT TO WELCOME YOU TONIGHT IN OFFER OUR CONGRATULATIONS TO YOU AND ASK YOU FOR A LITTLE BIT OF UPDATE FROM THE HOSPITAL. I'M REALLY WELL. THANK YOU, MARK. THANK YOU, MR. MAYOR AND COUNCIL. I APPRECIATE THE OPPORTUNITY TO SPEAK WITH YOU AND HAVING HAVING HEARD DR. KELLY A COUPLE OF TIMES IN VARIOUS MEDIUMS THINK FIGURE OUT IF IT'S BETTER TO GO BEFORE OR AFTER HER INCESSANT GREAT JOB EXPLAINING KIND OF THE CURRENT STATE OF THE PANDEMIC LOCALLY. I WOULD TELL YOU WE WE THANKFULLY REALLY ARE IN LINE WITH THE GRAPH THAT SHE SHOWED KIND OF THAT FIRST SLIDE THAT BY ALL ACCOUNTS WE HAVE WEATHERED THE LATEST SURGE ACROSS OUR TWO HOSPITALS. WE HAVE FOUR COVERED POSITIVE INPATIENTS, ONE OF WHOM IS IN THE ICU AND THAT HAS BEEN FAIRLY CONSISTENT FOR THE LAST THREE TO FOUR WEEKS. I WOULD ESTIMATE PROBABLY THREE WEEKS IN PARTICULAR. WHAT I WOULD ECHO TO IS HER SENTIMENT THAT SOMEWHERE BETWEEN SEVENTY FIVE TO EIGHTY FIVE PERCENT OF THE PATIENTS WE'RE SEEING THAT ARE ADMITTED ARE UNVACCINATED. THE VACCINE HAS HAS DONE A TREMENDOUS JOB IN KEEPING PEOPLE OUT THE HOSPITAL. AND WE'RE THANKFUL FOR IT. WE WE CONTINUE TO STRONGLY ENCOURAGE BUT BY ALL ACCOUNTS WE HAVE WHETHER THIS LATEST SURGE. WE ARE WATCHING CLOSELY BOTH THE PREDICTIVE MODELS AND OUR OWN EXPERIENCE WITH POSITIVITY RATES LOOKING TO DETERMINE IF WE CAN EXPECT ANOTHER SURGE IN THE FUTURE. WE STAND READY IF IF INDEED THERE IS ANOTHER SURGE. BUT WE ARE HOPEFUL THAT MAYBE WITH THE VACCINE RATES AND OTHER EFFORTS WE'VE GOT THIS LARGELY BEHIND US AT LEAST THE SPIKES ARE BEHIND THIS NOTHING ELSE THAT'S KIND OF A SHORT SHORTS SUMMARY OF HOW THE THAT HOSPITAL SITS RELATIVE TO THE COVERED COVERED SURGE. HAPPY TO ANSWER ANY QUESTIONS YOU ALL MAY HAVE. >> ANY QUESTIONS FROM MEMBERS OF THE COUNCIL? ALL RIGHT. THANK YOU, JOEL. GREAT TO SEE YOU. OKATIE NEXT VERY EXCITING PRESENTATION OF THE CRYSTAL WARD FROM SOUTH CAROLINA CHAPTER OF THE AMERICAN PLANNING ASSOCIATION FOR OUR PLAN AS WE KNOW THAT'S THE 20 20, 20, 40 COMPREHENSIVE PLAN. AND ILL IF I DON'T SEE SEAN UP HERE OR CHRIS YATES, CHRIS OR SEAN, THEY'RE GOING TO INTRODUCE THIS MATTER A LITTLE FURTHER TAYLOR. >> I'M SORRY, LINDA. WE HAVE STEPHANIE, OUR SON. YES. HELLO. WE WE'VE STEPHANIE TILLERSON WITH US TO PRESENT THE AWARD FROM THE SOUTH CAROLINA CHAPTER OF THE AMERICAN PLANNING ASSOCIATION. WONDERFUL. >> AND STEPHANIE AND I GO WAY BACK AND I WILL REMIND PEOPLE I'VE REVERSED THAT STEPHANIE HERE. THE SECOND FLOOR OF THE PLANNING DEPARTMENT SOME YEARS AGO WHEN WHEN STEPHANIE WORKED HERE AND WE WERE EARLY IN OUR CAREERS AND STEPHANIE HAS BECOME AN AND ALWAYS REMAINS A GOOD FRIEND TO ME. AND SO A FELLOW COLLEAGUE AS HE LOST COUNT HER. YES. THANK YOU. IT IS. I SHARE MY SCREEN HERE BECAUSE I HAVE A LITTLE A SHARP PRESENTATION. I KNOW YOU GUYS ARE BUSY BUT BUT IT BRINGS GREAT PLEASURE TO GIVE THIS AWARD BECAUSE AS YOU SAID, I WAS A PLANNER. I WAS THINKING TODAY I DON'T WANT TO DATE AND MYSELF BUT 20 YEARS SO AND I KNOW I STILL LOOK LIKE I'M A LITTLE GIRL TO YOU. ALL RIGHT. BUT I WAS A CURRENT PLANNER THERE AND I STARTED MY CAREER THERE AS A PLANNER WITH THE [00:30:03] TOWN OF HILTON HEAD. I LEARNED SO MUCH AND I DON'T THINK I WOULD BE WHERE I MET TODAY IF IT WASN'T FOR ALL THE PLANNERS THERE AND THE LEADERSHIP THAT WAS AT HILTON HEAD THE TIME I WAS EMPLOYED THERE. SO NOW AS YOU SAID, I SIT HERE AS THE TOWN ADMINISTRATOR WITH THE TOWN OF KEEL ISLAND AND I AM THE INCOMING PRESIDENT OF THE SOUTH CAROLINA AMERICAN PLANNING ASSOCIATION. SO I AM HERE TODAY WITH THAT HAT TO PRESENT THE AWARD TO TAYLOR WHO'S ALREADY ACTUALLY RECEIVED THE AWARD. SHE CAN HOLD IT UP BECAUSE OF COVE IT WE COULD NOT PRESENT IN PERSON BUT WE SUBMITTED WE SENT THE AWARDS OUT TO EVERYONE SO QUICKLY. THIS IS FOR THE OUR TOWN 20, 20, 20, 40 CONFERENCE A PLAN THAT YOU ALL DID SUCH A GREAT JOB. VERY INNOVATIVE IN THINKING OF WAYS TO TO GO ABOUT DOING COMMUNITY PLANNING. SO JUST GOING TO GO AHEAD AND BEST TO THE NEXT SLIDE HERE IF I CAN. I'M JUST GONNA GO RIGHT TO THIS PART HERE. >> THIS PART THAT TAYLOR SHARED WITH ME IS THE SEVEN CORE VALUES I'M SURE YOU ALL ARE AWARE OF AND THE SHINING REASON WHY THIS WAS SELECTED BY THE SOUTH CAROLINA AMERICAN PLANNING ASSOCIATION IN TERMS OF RECEIVING AN AWARD THINKING ABOUT THE INNOVATION THAT YOU ALL BRING TO THE TABLE THE COMMUNITY EFFORT, LOOKING AT THE NUMBER OF HOURS OF VOLUNTEER STAFF TIME THAT YOU ALSO HIRED CONSULTANTS TO DO THIS WORK AND THAT YOU HAD IN-HOUSE A GROUP THAT WAS ABLE TO PUT THIS PLAN TOGETHER AND WITH THE COMMUNITY SUPPORT I THINK EVERYONE CAN BUY IN TO KIND OF MOVING THE FUTURE FOR FOR THE TOWN OF HILTON HEAD. AND ONE OF THE THINGS I REALLY LIKED AND I JUST PUT IN JUST TWO PHOTOS THAT WERE SHARED WITH ME IS TO SHOW THE AMOUNT OF COMMUNITY ENGAGEMENT THAT THIS PLAN HAS. BROUGHT ABOUT. AND SO I HOPE EVERYONE IN THE COMMUNITY REALLY FEELS AND BELIEVE THAT THIS IS THEIR PLAN NOT JUST THE TOWN OF HILTON HEAD BUT A THEIR PLAN IS THEIR DOCUMENT, THEIR BIBLE TO DISCUSS FUTURE GROWTH OF THE COMMUNITY. AND I JUST THOUGHT THIS WAS GREAT HERE LOOKING AT THE KIDS AND GETTING THEM INVOLVED IN THE PROCESS BECAUSE OF COURSE THIS IS FOR THIS IS FOR THEIR FUTURE. SO IN THE END JUST CONGRATULATIONS. GREAT JOB. WE LOOK FORWARD TO MAYBE YOU GUYS PRESENTING SOME SOME MORE ON YOUR PLANE AND OUR NEXT CONFERENCE THAT WE'RE OUR NEXT PLANNING CONFERENCE THIS FALL RIGHT THERE IN YOUR BACKYARD IN HILTON HEAD. SO THANK YOU. THANK YOU. TYLER. THANK YOU, TAYLOR. THANK YOU, STEPHANIE. GREAT TO SEE YOU AGAIN. EVEN THOUGH. YEAH. GREAT TO SEE YOU. TAKE CARE. APPRECIATE YOUR TIME. THANKS. >> MIXED UP. MR. MIKE SCANLON, CHAIRMAN FOR ME ANNUAL UPDATE FROM THE PLANNING COMMISSION. MR. SCANLON, GREAT TO SEE YOU AND THANK YOU FOR EVERYTHING YOU DO. YOU'RE ON ME, SIR. MY NAME IS NOW. YES, SIR. OK, GREAT. FIRST OF ALL, LET ME SAY AS A MEMBER OF THE ARB PLAN DEVELOPMENT TEAM, THE CHAIRMAN COMPREHENSIVE PLAN COMMITTEE PLANNING THE MISSION I WANT TO CONGRATULATE PYRAMID LAND AND ALL THE STAFF WHO WERE INVOLVED IN THAT SPECTACULAR EFFORT TO BE CONGRATULATED TO SEE RECEIVE THIS AWARD. MR. MAYOR, AND MEMBERS COUNCIL AS THE NEW CHAIRMAN OF THE PLANNING COMMISSION. I'M PLEASED TO BE ON THE CALL TODAY TO PROVIDE COUNSEL WITH OUR SOMEWHAT SEMIANNUAL REPORT WHICH YOU HAVE IN YOUR PACKET. PAGES 10 AND 11 I BELIEVE OUR REPORT COVERS SEVEN ITEMS THAT WE HAVE RECOMMENDED FOR TOWN COUNCIL ACTION OVER THE LAST SIX MONTHS RANGING FROM AN ELBOW AMENDMENT REGARDING FAMILY COMPOUNDS AND SUBDIVISIONS TO OUR COMPREHENSIVE PLAN UPDATE SUCH AS THE LOW COUNTRY HAZARD MITIGATION PLAN. WE'VE ALSO REJECTED ZONING MAP AMENDMENT ON MARSHLAND ROAD AND WE HAVE APPROVED AN ACTION AT SEA PINES COUNTRY CLUB. PLEASE NOTE THAT THREE MEMBERS OF THE COMMISSION RECUSED THEMSELVES ON THAT PYNE'S ACTION BECAUSE THERE ARE ALSO MEMBERS OF THAT CLUB. WHILE WE'VE HANDLED OTHER ROUTINE MATTERS SUCH AS THE PASSIVE PARK AT THE FORD SHALE RING AND HAVE CHANGED STREET NAMES AND THE LIKE. AS THOSE WERE ALSO ADDRESSED MOST RECENTLY WE FORWARDED TO TOWN COUNCIL THE GREATER ISLAND COUNCIL BEAUFORT COUNTY LANDFILL RESOLUTION. MY FELLOW COMMISSIONERS AND I WOULD LIKE TO THANK THE MAYOR [00:35:05] MCCANN AND TOWN MANAGER ORLANDO FOR THEIR WILLINGNESS TO OPEN COMMUNICATIONS WITH THE PLANNING COMMISSION. WE WOULD LIKE TO WE AS A COMMISSION TO BE IN SAFE WITH COUNCIL AND TOWN LEADERS AND NOT BE SEEN OR NOT FEEL THAT FOR SOME REMOTE OUTRIGGER OF GOVERNMENT. MY MAIN CONCERN AT THIS POINT IS PROBABLY HOW WE CAN BE HELPFUL IN SOLVING OUR WORKFORCE HOUSING ISSUE AND THE OTHER ITEM I WANT TO MENTION IS THAT I WANT TO THANK MR. ORLANDO FOR SEEING TO IT THAT HIS NEW STRATEGIC PLAN FITS VERY BY HAND IN GLOVE WITH THE COMPREHENSIVE 20 YEAR PLAN. WE'RE VERY PLEASED TO SEE THAT AND I'VE INVITED MR. ORLANDO TO COME TO OUR PLANNING COMMISSION MEETING AND BRIEF ON THAT DOCUMENT, ESPECIALLY THOSE ELEMENTS OF THE PLAN WHICH WILL COME TO PLANNING COMMISSION BEFORE THEY ARRIVE ON YOUR DESK. THAT PRETTY MUCH CONCLUDES WHAT I HAD TO SAY UNLESS THERE ARE ANY QUESTIONS. MY LAST COMMENT IS WE HATE ZOOM MEETING JUST FOR THE RECORD AND THERE ARE ANY QUESTIONS FOR MIKE. >> I THANK YOU VERY MUCH AND I ENJOYED MEETING WITH CHRIS AND LESLIE. >> THANK YOU. THANK YOU, MIKE AND I APPRECIATE IT. I WORK WITH KRISTA MAYOR COUNCIL. I'VE WORKED WITH KRISTA TO APPEAR AT A PLANNING COMMISSION POTENTIALLY IN JANUARY TO OVERVIEW THE STRATEGIC PLAN. ONCE YOU ADOPT IT AS AS FORMAL AS A FORMAL BODY AND A FORMAL APPROVAL. SO MORE TO COME ON THAT. AND LAST BUT NOT LEAST TO HAVE YOUR STATUS UPDATE TOWN HALL TECHNOLOGY AND SECURITY ENHANCEMENT JUST REAL BRIEF AND IN A HIGH LEVEL WITH THE USE OF THE AMERICAN RESCUE PLAN FUNDS YOU DIRECTED SOME OF THE USE OF THOSE DOLLARS TOWARDS SOME IMPROVEMENTS TO TAKE TECHNOLOGY AS WELL AS SECURITY AT TOWN HALL. I JUST WANT TO SHARE WITH YOU AND THE COMMUNITY THAT THOSE ENHANCEMENTS ARE SCULPT AND THE INITIAL STAGES OF THEM ARE ARE UNDERWAY SO THAT AS WE RETURNED TO TOWN COUNCIL CHAMBERS YOU WILL SEE AND HEAR SOME IMPROVEMENTS TO THE AUDIO VISUAL PROGRAM IN THERE AS WELL AS SOME SOCIAL MEDIA CAPABILITIES. AND SO I'M EXCITED TO PUT THOSE IN PLACE. SO THE LONGER WE WORK IN THE MIDDLE OF A PANDEMIC, THE MORE WE REALIZE THAT TECHNOLOGY NEEDS TO BE OUR FRIEND AND THOSE ENHANCEMENTS UNDER THE CAREFUL WATCH AND AND VISION OF JOHN TUTTLE, OUR I.T. DIRECTOR ARE MOVING FORWARD. IN ADDITION, AS A AS SECURITY PROGRAM NOT TO GET INTO ALL THE VARIOUS DETAILS OF WHAT A SECURITY PROGRAM IS AND ISN'T IN OUR TOWN GOVERNMENT AT OUR TOWN HALL, I'M PLEASED TO TELL YOU THAT OUR VISITOR MANAGEMENT SYSTEM IS IS SOON TO BE FORMALIZED SO VISITING IN OUR BUILDING WILL BE A LOT MORE FORMAL. TOWN COUNCIL PUBLIC MEETINGS AS AN EXAMPLE THE ENTRY WILL BE THROUGH THE CENTER CORRIDOR PAST A SECURITY GUARD AND METAL DETECTOR AS YOU ENTER INTO TOWN COUNCIL CHAMBERS SO THAT WE CAN DO OUR BUSINESS IN A IN A SAFE AND AN INTENTIONAL MANNER. SOME INTERNAL OR AND I SHOULD SAY EXTERNAL LIGHTING WILL BE IN PLACE AND WE WILL HAVE A SECURITY GUARD ON SITE IN FUTURE. SO MORE TO COME. I'VE PROVIDED AN OVERVIEW OF THAT PROJECT AND SOME SPECIFICS FOR YOU. BUT I JUST WANTED TO SHARE THAT UPDATE WITH YOU AND THE COMMUNITY TODAY AND WITHOUT MR. OR WITHOUT MAYOR MECHANICS THAT IS MY REPORTER, THE TOWN MANAGER. THANK YOU VERY MUCH. WE WE HAVE INTENTIONS BECAUSE OF WHAT YOU UPDATE ON SECURITY AND THE UPDATE ON WHAT WE HEAR ABOUT THE PANDEMIC JUST NOW TARGET JANUARY AS OUR REOPENING OF OTHER MEETINGS IN THE COUNCIL THAT WILL BE FOR THE COUNCIL AND ALL MEETINGS LIKE PUBLIC PLANNING AND ARRESTED HIM. >> SO UNLESS SOMETHING HAPPENS UNEXPECTEDLY WE'LL LOOK FOR JANUARY 2ND OPEN IN TOWN OR I SHALL MAKE IT HAPPEN INCLUDING MEETING TECHNICAL SUPPORT TO GET AS I WANT TO THANK ALL THE COUNCIL MEMBERS A STEP OF THE TOWN HALL ON THE TOWN ATTENDING THE VETERANS DAY CELEBRATION AND THE FALL. >> GIVE ME ONE OF THE BEST EVENTS OF THE YEAR. [9. Reports of the Members of the Council] IT'S A BEAUTIFUL PLACE TO BE IN AND IT'S GREAT SEEING ALL OF YOU THERE AND THANK YOU VERY MUCH. NOW AS WE LOOK BY TOWN, MEMBERS I THINK GENERAL POINTS WHAT WE THOUGHT. HIS NAME'S MR. RIBAUT 16. THANK YOU, MAYOR. [00:40:01] I ORIGINALLY ATTENDED A COMMITTEE MEETING BE A ZOOM AND I WANT TO ACKNOWLEDGE HOW WELL A TECH CHAIRMAN JIM LUKER AND AS A TECH COMMITTEE HANDLED A CLEARLY UNINFORMED COLLAR AT AND I'D LIKE TO A KNOWLEDGE THE WAY THEY CONDUCTED THEIR REVIEW OF THE TAX GRANT APPLICATION. THANK YOU. THANK YOU. ANY OTHER GENTLEMAN WAS MR. BROWN. THANK YOU, MR. MAYOR. I'M NOT NOT A REPORT JUST A QUESTION BACK TO YOU FOR THE UPDATE ON WHEN WE WILL BE BACK IN PERSON. DID A COUPLE OF MINUTES AGO WE HAD THE TOPIC OF REDISTRICTING AT HAND AND WE WERE AWAITING SOME MAPS TO I GUESS CORRELATE WITH THE STATISTICS THAT WE WERE GIVEN. ANY UPDATE ON WHEN THAT MAP WILL BE AVAILABLE? AWAITING THAT FROM REVENUE AND FISCAL. >> WE'RE GETTING THAT BASELINE FROM REVENUE FISCAL FIGURES BUT WE'RE ALSO WORKING ON A FEW MAPS INTERNALLY AS THEY READ AS A RESULT IN THE DIFFERENT BLOCKS AND GRIDS AND THOSE MAPS. AGAIN, WE'VE GOT THE MAPS FOR THE EXISTING DISTRICTS AS THEY ARE TODAY AND THERE ARE SIX HUNDRED AND FIFTY ONE CENTERS AND WE HAVE MAPS THAT SHOW WHAT ARE TODAY. >> WHAT WE DON'T HAVE IS THE NEW DATA WITH THE NUMBERS THAT CAME IN FROM RIBAUT FISCAL AFFAIRS. SO IF YOU REALLY FROM. IF YOU'D LIKE FROM A POINT OF REFERENCE WHAT WE CURRENTLY HAVE OR WHAT I WAS WAITING FOR IS TO GET THAT INFORMATION FROM THE STATE AND CALIBRATE THE MAPS ACCORDINGLY. AND ALEX, I'M ASKING JOSH AS WE'RE SITTING HERE TO CORRESPOND WITH THE STATE TOMORROW OR TO SEE WHERE IT IS NOW. OK. THANK YOU. THANK YOU, SIR. MR. JAMES? YES. >> I I WANT TO MAKE SURE THAT THE COMMUNITY KNOWS THAT THE MAYOR WITH HIS NEW YORK YANKEES LANTERN LED THE LANTERN PARADE ON SATURDAY EVENING. IT WAS A BOISTEROUS EFFORT ON THE PART OF ALL THOSE WHO ATTENDED. IT WAS INCREDIBLE. I THINK THAT COMMUNITY SPIRIT WAS FANTASTIC AND I HEARD A NUMBER OF PEOPLE SAY AND ACTUALLY PEOPLE COMING UP TO ME AND SAYING THANK YOU TOWN FOR DOING THAT. AND I JUST WANT TO CALL OUT JEN MCEWAN'S LEADERSHIP IN PUTTING THAT TOGETHER AND THANK STAFF WHO DID SUCH A CREDIBLE JOB OF ORGANIZING IT. BUT MAYOR, KUDOS TO YOU FOR LEADING. THANK YOU, GERRI. GOOD SEEING YOU THERE. AND THE MAJORITY COUNCIL IT WAS IT WAS WHAT HILTON IS ALL ABOUT. MR. GLENN, THANK YOU. I WANT A SECOND DAVID AMES COMMENTS HOURS THERE. IT WAS A GREAT TIME. I DON'T KNOW THE NUMBER OF PEOPLE THAT WERE THERE BUT I WOULD GUESS SOMETHING LIKE TWO THOUSAND OF OUR CITIZENS WERE OUT THERE AND SEVERAL HUNDRED WERE SITTING THERE OBSERVING US AND CHEERING ON. THANK YOU, JAN, FOR AN OUTSTANDING JOB. THIS REFLECTS THE SPIRIT OF THIS COMMUNITY. THANK YOU. HAWKINS. >> AS WE ALL KNOW, THE CONCOURSE WAS A OUTSTANDING SUCCESS REINED IN RAIN BECAME A REAL IMPEDIMENT AND A LOT OF THINGS LOGISTICALLY HAD TO BE ADDRESSED IN SHORT ORDER. >> AND I I WAS ASKED TO PLACE A CALL TO OUR TOWN MANAGER AND IN A VERY EXPEDITIOUS WAY HE INTERVENED AND GUARANTEED THAT THE EVENT WOULD CONTINUE SMOOTHLY IN SPITE OF THE RAIN. SO THANK YOU. TOWN MANAGER YOU'RE WELCOME, SIR. >> I JUST REALLY PASSED THAT OFTEN. YOU KNOW, OUR FEARLESS LEADER JEFF BUCKLEY WHO KNEW WHAT HE NEEDED TO DO TO REALLY IT AND HELP HELP THE AUDIBLE AT THE LINE OF SCRIMMAGE THE DAY OF THE RAIN AS WE WERE SUPPORTING THE CONCOURSE. SO THANK YOU, SIR. ANY OTHER QUESTIONS THAT FORCED OK, YOU FLOODED A LITTLE COUNTRY STAGING SYSTEM. COUNCILMAN STAMFORD? YES. WE HAVE HAD NO MEETING AND SO I HAVE NO REPORT. THANK YOU. LOOK, COUNCIL GOVERNMENTS MISS BECKER TO REPORT THE SAME THING. THANK YOU. >> SOUTH CAROLINA FLOOD WATER COMMISSIONER. MR. BROWN, NO REPORTS ARE SO. >> MR. LENNOX. THANK YOU, JOHN. >> SO LOOK, I MET THIS MORNING AT 10 O'CLOCK. THERE WERE TWO AGENDA ITEMS. THE FIRST WAS A HOUSING TRUST FUND UPDATE FROM ERIC GREENWAY PRIMARILY REPORTING ON THE MEETINGS HE HAS BEEN CONDUCTING WITH MUNICIPALITIES WITHIN [00:45:01] BEAUFORT COUNTY. THE SECOND WAS A REPORT BY DANNY LUCAS, THE DIRECTOR OF DEVELOPMENT SERVICES AND ACTING AIRPORT MANAGER FOR JASPER COUNTY. AMONG OTHER THINGS, HE REPORTED ON THE NINETY FIVE WIDENING AND THE JASPER OCEAN TERMINAL. >> THANK YOU MISS AMES. YES. THANK YOU. THE NEXT AIRPORT BOARD MEETING WILL BE THIS THURSDAY AT 130 AND NO REPORT AT THIS TIME. >> THANK YOU. COMMUNITY SERVICE AND PUBLIC SAFETY MUST STOP AT NO REPORT AT THIS TIME, MR. MAYOR. >> I WENT TO THE NEXT MEETING BILL I BELIEVE IN ABOUT TWO WEEKS. I'LL CHECK NEXT WEEK. NEBRASKA WILL NO. JUST TELL ME NEXT WEEK. >> OTHER PLANNING SYSTEMS. THANK YOU, MAYOR. THE NEXT MEETING WILL BE THIS THURSDAY. IT'S AN IMPORTANT MEETING THE PUBLIC PLANNING COMMITTEE WILL BE DISCUSSING THE COUNTY CONNECT BIKE AND HEAD 2021 PLAN THAT TOWN IS BEING ASKED TO INCORPORATE ITS BIKE HEAD PLANS INTO THAT INTEGRATED COUNTY WIDE PLAN. >> THANK YOU, MR. LENNOX. >> THANK YOU, JOHN. >> THE FINANCE AND ADMINISTRATIVE COMMITTEE MET THIS AFTERNOON AT 1 O'CLOCK WITH THREE AGENDA ITEMS. THE FIRST WAS THE ANNUAL REPORT ON THE TAX INCREMENT FINANCING DISTRICTS. JON CRYER EXPLAINED IN DETAIL AND THE SECOND TIP MATURITY OF THE 10 YEAR EXTENSION WILL BE FISCAL OR TWENTY TWENTY. SECOND ITEM WAS A REPORT ON HILTON HEAD ISLAND FINANCIALS. THROUGH OCTOBER 30TH THERE APPEARS TO BE NO ADVERSE TRENDS. REVENUE CONTINUES TO BE FAVORABLE. THIRD WAS A RECOMMENDATION ON A RESOLUTION TO TOWN COUNCIL AUTHORIZING THE TOWN MANAGER TO ENTER INTO A CONTRACT SECURING FIRE RESCUE FLEET UPDATES. THE COMMITTEE VOTED UNANIMOUSLY TO REFER TO TOWN COUNCIL RECOMMENDING THAT THEY CONSIDER FAVORABLY QUESTIONS. >> THANK YOU VERY MUCH. AT THIS TIME I RESPECTFULLY ASK THE CITIZENS AND MEMBERS OF THE COUNCIL TO TONE BACK THE RHETORIC OF STRATEGIC PLAN AND A CULTURAL PLAN WHICH DOING DAMAGE TO ITSELF. THE MEMBERS OF THIS COUNCIL WERE VERY HARD ON MR. ORLANDO IN TRYING TO MAKE CHANGES PLAN TAKE A SUITABLE FALL. LET'S MAKE A SUITABLE TO DEPOSIT AND ACHIEVE THE GOALS THIS COMMUNITY NEEDS. SO JUST TOLD BACK TO RHETORIC [10. Appearance by Citizens] FOR WHILE WE GREATLY APPRECIATE THE INSIDE PEOPLE ON OUR SIDE. GOOD BYE. THANK YOU VERY MUCH. APPEARANCE BY CITIZENS WILL LIKELY REMIND US CITIZENS OF OUR ROLES. BUT YOUR NAME, YOUR ADDRESS THIS PRESIDENT HAS THREE MINUTES TO SPEAK AND DECORUM IS VERY IMPORTANT. WE SAY WE TALK ABOUT CIVILITY. CIVILITY STARTS HERE AND I WOULD APPRECIATE ALL SPEAKERS OF TO THE CIVILITY RULES. I UNDERSTAND TODAY AND WE HAVE A LARGE NUMBER OF PEOPLE LINED UP TO SPEAK ON THE MATTER. OF THE STRATEGIC PLAN ANY OFFICE OF CULTURAL AFFAIRS BECAUSE I JUST I WANT TO TELL YOU THEY HAVE PLACED THE ITEM ON THE AGENDA FOR THE TOWN MEETING. THE CITY DECLARED ON DECEMBER 7 BUT THIS MAN WAS LAST DISCUSS A MOTION WITH MAJOR SEED TO PLANT APPROVAL UNTIL ADDITIONAL INFORMATION AND CLARIFICATION ON ADOPTION COULD BE PROVIDED. I HAVE SINCE MET WITH ALL MEMBERS OF THE COUNCIL TO GET THEIR THOUGHTS ON WHAT THE CLARIFICATION SHOULD INCLUDE. I HAVE PROVIDED THE COMMENTS THAT I RECEIVED TO THE TOWN MANAGER AND HE IS WORKING TO INCORPORATE THEM IN A REVISED KITCHEN PLAN. THIS WILL BE PRESENTED ON DECEMBER 7. I THANK EVERYBODY FOR THEIR PATIENTS LIKE I TOWN COUNCIL FOR THE WORK AND GETTING IT DONE. KRISTEN DO WE HAVE OPINIONS OF OUR CITIZENS TODAY? YES SIR WE DO. THIS AFTERNOON WE RECEIVED EIGHTY SIX CITIZENS COMMENTS VIA OUR PUBLIC TOWN HALL IN FORCE. CITIZENS HAVE ALSO SUBMITTED EMAILS WHICH WILL BE MADE PART OF THE RECORD AT THIS TIME WE DO. TWENTY TWO CITIZENS SIGNED UP TO SPEAK THREE MINUTES FOR EACH CITIZEN WITH THE FIRST BEING EDWINA DUNLAP. MISS DUNLAP. MISS DUNLOP. >> HI. HI CHRIS. IS ONE OF LAP IMPORTANT MEDIA MEMBERS OF THE CHRIS DUNLAP [00:50:04] FIRE OR MEMBERS OF THE CAMP? >> I THINK THERE'S DELAY. >> CAN YOU HEAR ME NOW? >> YES, MA'AM, I CAN. IF YOU HAVE ANY AUDIO ON THE BACKGROUND OF THE MEETING, WOULD YOU PLEASE TURN THAT DOWN? THAT WILL CAUSE A DELAY. >> YES. CAN YOU HEAR ME NOW? YES, MA'AM. PLEASE GO AHEAD. >> MAYOR MEMBERS OF THE TOWN COUNCIL TOWN MANAGER AND STAFF, THANK YOU FOR THIS OPPORTUNITY FOR US TO PRESENT ISSUES THAT ISLANDERS BEACH BAR AND OUR REQUESTS TO RETURN ISLANDERS BACK TO THE EXCLUSIVE USE OF HILTON HEAD RESIDENTS AS IT WAS ORIGINALLY MEANT TO BE. OUR THREE SPEAKERS TODAY REPRESENT A MUCH LARGER GROUP CONFIRMED HILTON HEAD RESIDENTS ASKING FOR THESE REQUESTS. ISLANDERS WAS ORIGINALLY INTENDED FOR THE USE OF HILTON HEAD RESIDENT VEHICLES WITH BEACH PASS DECALS. HOWEVER, SEVERAL YEARS AGO IN ORDER TO OBTAIN FUNDS FOR BEACH RE NOURISHMENT, THE TOWN AGREED TO PUT 25 PUBLIC PARKING METERS AT THE PARK. THIS OPENED TO ISLANDERS PARKING TO VACATIONERS AND DAY TRIPPERS WHEN THERE ARE NO METERS AVAILABLE MANY SIMPLY PARK IN ANY AVAILABLE SPACE. LOW FINES AND LITTLE TO NO ENFORCEMENT HAVE ENCOURAGED PEOPLE TO IGNORE THE RULES AND PARK AND RESIDENT ONLY SPACES. SOCIAL MEDIA SHOWS THAT VACATIONERS ARE ENCOURAGING OTHER VISITORS TO USE ISLANDERS FOR QUOTE EASY CHEAP PARKING AND GREAT FACILITIES. WE WERE ALSO SURPRISED TO FIND OUT THAT THERE ARE MANY BEACH DECALS. SO TO TIMESHARE GUEST APPARENTLY TIMESHARE GROUPS HAVE BEEN DIRECTING THEIR GUESTS THE ISLANDERS AND THESE GUESTS ARE PURCHASING PARKING DECALS IN INCREASING NUMBERS. THUS REDUCING THE PARKING AVAILABLE FOR RESIDENTS. THE PARKING USE PROBLEM HAS STEADILY GOTTEN WORSE AND REACHED A BOILING POINT THIS PAST SUMMER WHICH PROMPTED THE RESIDENTS TO ORGANIZE AND ASK FOR YOUR ATTENTION AND HELP. THEREFORE WE ARE ASKING TOWN COUNCIL TO IMPLEMENT SOME ACTIONS BEFORE MEMORIAL DAY. SPECIFICALLY NUMBER ONE ISSUE RESOLUTION ORDINANCE THAT WE DEDICATE ISLANDERS BEACH PARK FOR RESIDENTS. AS A RESIDENT ONLY PARK FACILITY TO TIGHTEN UP THE DEFINITION OF HILTON HEAD ISLAND RESIDENT IN ORDER TO CONTROL A NUMBER OF BEACH PAST DECALS SOLD. THIS WOULD INCLUDE ONLY PERMANENT AND SECOND HOME RESIDENTIAL PROPERTY OWNERS ON THE ISLAND AS WELL AS LONG TERM RENTERS WITH A SIX MONTH OR LONGER LEASE. NOTE A TIMESHARE OWNER WITH ONE OR TWO WEEKS DOES NOT MEET THE SOUTH CAROLINA LEGAL DEFINITION OF A RESIDENT. 3 DO NOT ALLOW DECALS TO BE ISSUED TO COMMERCIAL VEHICLES NONRESIDENT GOLF CARTS OR GOLF CARTS THAT CANNOT LEGALLY BE DRIVEN TO ISLANDERS PER SOUTH CAROLINA LAW. 4 REMOVE THE PARKING METERS AND CONVERT THOSE SPACES TO RESIDENTS ONLY FIVE PROHIBIT COMMERCIAL SHUTTLE BUSES OR NON DEKALB VEHICLES FROM ENTERING. ISLANDERS AND DROPPING PASSENGERS OFF AT THE FLIGHT FIX INCREASE THE NUMBER OF PARKING SPACES FOR RESIDENTS BY 50 SPACES. SEVEN SIGNIFICANTLY INCREASED FINES AND ENFORCED TOWING ON AN HOURLY BASIS FOR PARKING VIOLATIONS AND A JUST AS YOU DID LAST SUMMER HAVE PARK ENTRANCE ATTENDANTS FOR ISLANDERS BETWEEN MEMORIAL DAY AND LABOR DAY. THANK YOU FOR YOUR TIME. MY TEAMMATES WILL FOLLOW TO DISCUSS THE OTHER TWO GOALS YOU MISSED AND MISS WHALEY. >> ELLEN WHALEY MISS WHALEY. >> GOOD AFTERNOON. GO AHEAD, MA'AM. I CAN THANK YOU. GOOD AFTERNOON. MY NAME IS ELLEN WHALEY AND I'M GOING TO DISCUSS GOAL 2 WHICH IS A SAFETY INFRASTRUCTURE ISSUES THAT IRELAND IS FOR THE WORKING GROUP TO DISCUSS SAFETY CONCERNS AND REQUESTS OF THE TOWN. SERIOUSLY LOOK AT THE HEIGHTENED RISK OF INCREASINGLY LARGE ON MANAGED FINES AND PEDESTRIAN TRAFFIC INTEREST ON THE MAIN ROAD AT THE VEHICLE ENTRANCE TO ISLANDERS ON FOOT TRAFFIC HAS BEEN ESTIMATED ABOUT FOUR HUNDRED PLUS DAILY DURING PEAK SEASON BASED ON OBSERVATIONS FROM ATTENDANCE AT ISLANDERS THE TOWN MUST COME TO ACKNOWLEDGE THAT THIS LARGER UNMANAGED PEDESTRIAN TRAFFIC FLOW CREATES MORE SAFETY ISSUES BOTH FOR THOSE PEDESTRIANS SUCH AS SENIORS AND FAMILY GROUPS IN THEIR WAGON AS WELL AS THE TEQUILA TRAFFIC AS WALKERS SPREAD OUT IN THE CENTER OF THE ROAD WHEN USING THE PARKS VEHICLE ENTRANCE. THIS INCREASINGLY PUTS DRIVERS WALKERS TOWN AT RISK. THE TOWN COUNCIL SPECIFICALLY FOR NOT RECOGNIZING ADDRESSING THIS ISSUE PROACTIVELY. SO NOW IS THE TIME TO RECOGNIZE AND DEAL WITH THE RISK. IT APPEARS THE GREATEST CONTRIBUTOR RESCUE AND TRAFFIC ISSUE IS COMING FROM LOCAL TIMESHARE COMPLEXES WHICH ESTIMATED APPROXIMATELY 400 PLUS PEOPLE PER DAY THROUGH OBSERVATION. NEW DEVELOPMENTS THAT CAN INCREASE PEDESTRIAN TRAFFIC ANOTHER FOUR TO FIVE HUNDRED REACHING A THOUSAND FROM THESE UNITS ALONE. SO TAKE A MOMENT VISUALIZE THESE NUMBERS MOVING DAILY AT [00:55:04] PEAK SEASON TO A SMALL ISLANDS PARK ENTRANCE AND ITS FACILITIES BECAUSE CLEARLY EVEN THE MOST CASUAL OBSERVER AT THE TOWN PARK FACILITY IS EXHIBITING SIGNS, STRESS AND OVERUSE SHOWERS, RESTROOMS AND BOARDWALK AREAS AND DIFFICULT AND COSTLY TO MAINTAIN WITH THIS INCREASED CAPACITY. SO WE POSED THE QUESTION WHERE IRELAND'S PARK FACILITIES EVEN DESIGNED FOR SAFE DAILY USE OF THROUGHPUT. THEY WILL NOW NUMBER OVER 800 HUNDRED PEOPLE A DAY AT THIS PEAK SEASON. WE RECOGNIZE MANAGING USER CAPACITY PEDESTRIAN TRAFFIC REQUIRE A DIFFERENT APPROACH. THE TOWN TO OPTIMIZE LOCAL RESIDENTS USE OF THIS PARK. TOWN COUNCIL MUST RECOGNIZE THIS IS NOT A NOVEL PROBLEM IN MANY U.S. COASTAL OTHER COMMUNITIES HAVE IMPLEMENTED RECREATIONAL PARK CONTROLS TO SET ASIDE A PARK FOR LOCAL YOUTH TO USE OF THINGS SUCH AS I.D. GATES OR ATTENDANTS IN ORDER TO SAFELY CONTROL DAILY CAPACITY. THINGS HAVE CHANGED ON HILTON HEAD ISLAND AND SO MOST OPERATIONAL POLICIES TO ENSURE THOSE WHO ARE LOCAL RESIDENTS CAN ENJOY THESE PARK RESOURCES SAFELY. THE TOWN IS NOW WORKING ON FUNDING IMPLEMENTING NEW RESIDENT RECREATION FACILITIES ACROSS THE ISLAND. IT SHOULD LOOK TO THE FUTURE OF ISLANDERS AND IMPLEMENT PROPER USER CAPACITY CONTROLS TO PROTECT THE SAFE USE BY RESIDENTS WHO DO APPROVE OF MAKING THESE LOCAL INVESTMENTS. THE LONG TERM AND WE LOOK FORWARD TO ENJOYING THOSE FACILITIES FOR THEIR HEALTH AND SAFETY TAXATION. WE STAND READY AS A GROUP TO WORK WITH YOU AND COUNT ON SOLUTIONS. THANK YOU FOR YOUR TIME. THANK YOU MISS WHALEY. MRS. BITTNER. SHERRY BITTNER ARE YOU. CAN YOU HEAR ME? YES, MA'AM. PLEASE PROCEED. >> THANK YOU. I'M SHERRY BITTNER AND I WANTED TO BRIEFLY ELABORATE ON THE PREVIOUS CONCERN REGARDING TIMESHARE FOOT TRAFFIC. THE GREATEST CONTRIBUTOR TO THE FOOT TRAFFIC ISSUE IS COMING FROM THE SIX TIMESHARE COMPLEX LOCATED ACROSS THE STREET IN PORT ROYAL VILLAGE, A STATED EARLIER TIME VACATIONERS DO NOT NEED THE SOUTH CAROLINA LEGAL DEFINITION OF A RESIDENT. THE NEW TIMESHARE COMPLEX GETTING READY TO BE BUILT AT 15 WIMBLEDON COURT WILL ADD ONE HUNDRED SIXTY SIX UNITS WHICH IS GOING TO GREATLY INCREASE THE FOOT TRAFFIC PROBLEM WHICH IS ALREADY OVER 400 PEOPLE PER DAY. IT IS IMPORTANT TO NOTE THAT MANY OF THE TIMESHARE VACATIONERS FROM PORT ROYAL VILLAGE HAVE ACCESS TO THE WESTERN FACILITIES TO INCLUDE BEACH ACCESS IN AN ATTEMPT TO RECLAIM ISLANDERS PARK BACK TO THE RESIDENTS. WE ARE SIMPLY DIVERTING TIME FOOT TRAFFIC TO THE PROPER ACCESS POINT. THE RESIDENTS OF HILTON HEAD BELIEVE THAT NOW IS THE TIME TO ADDRESS THE TIMESHARE FOOT TRAFFIC PROBLEM. I'D LIKE TO CONCLUDE WITH OUR FINAL GOAL WHICH IS TO CREATE A STRONG MESSAGE TO THE GENERAL PUBLIC THAT ISLANDERS BEACH PARK IS A RESIDENT ONLY PARK FIRST FOR THE TOWN TO PLACE LARGE VISIBLE SIGNAGE INSTALLED AT THE IMMEDIATE ENTRANCE OF ISLANDERS PARKING LOT STATING BEACH PASS DECALS ONLY TOWING STRICTLY ENFORCE NO PEDESTRIAN TRAFFIC. THE SECOND REQUEST IS TO CHANGE THE TOWN WEBSITE TO CLEARLY REFLECT THE RESTRICTED RESIDENTS ONLY ACCESS TO ISLANDERS PARK. THIRD, IMPROVE TOURISTS INFORMATION ON HOW TO GET TO THE BEACHES. FOR EXAMPLE, THE TOWN WILL SEND LETTERS TO THE TIMESHARE P.O. ALWAYS INFORMING THEM THAT ISLANDERS BEACH PARK IS A RESIDENT ONLY PARK WILL ALSO PROVIDING INFORMATION ON PUBLIC PARKS FOR THEIR TIMESHARE GUESTS TO USE. WE WANT TO BE CLEAR THE RESIDENTS OF HILTON HEAD ARE IN NO WAY DENYING ANYONE'S RIGHT TO ENJOY THE BEACHES. THE TOURISTS SIMPLY NEED TO BE MADE AWARE THAT THERE ARE MANY ACCESS POINTS ON THE ISLAND TO THE BEACHES AND THAT ISLANDERS PASS IS RESTRICTED TO RESIDENTS WHO ASSIST TOURISTS IN GETTING TO THE BEACHES DEBRIS TROLLEY WHICH HAS MULTIPLE STOPS ON SOLID FIELD ROAD CAN EASILY TAKE TOURISTS TO OTHER PUBLIC ACCESS POINTS. THE RESIDENTS BELIEVE IT IS INHERENTLY UNFAIR THAT TOURISTS HAVE THE LUXURY OF WALKING TO ISLANDERS PARK TO GET TO A BEACH. WHILE MOST RESIDENTS MUST DRIVE 20 MINUTES TO GET THERE, THE RESIDENTS BELIEVE IT IS REASONABLE TO EXPECT THE TOURISTS CAN ALSO DRIVE OR TROLLEY TO DESIGNATED PUBLIC PARKING TO GET TO THE BEACHES ON BEHALF OF THE RESIDENTS OF HILTON HEAD. WE WOULD LIKE TO WRAP UP BY ASKING THE QUESTION ARE RESIDENTS A PRIORITY TO THE TOWN OR NOT AS SO MANY RESIDENTS HAVE SAID? ALL WE'RE ASKING FOR IS A SMALL SLICE OF THE ISLAND TO CALL OUR OWN. THIS IS THE TOWN COUNCIL'S OPPORTUNITY TO SHOW THE RESIDENTS OF HILTON HEAD THAT OUR NEEDS ARE IMPORTANT. WE SINCERELY WANT TO THANK YOU FOR YOUR INTEREST AND SUPPORT IN THIS IMPORTANT ISSUE. >> THANK YOU. >> MISS IT. NOW NEXT WE HAVE TERRY SINGER. GOOD AFTERNOON, MAYOR AND COUNCIL. THIS IS TERRY FINGER. CAN YOU HEAR ME? >> YES, SIR. THANK YOU. THANK YOU VERY MUCH. >> TERRY FINGERED 25 MACKINTOSH ROAD IN SPANISH WELLS. [01:00:02] FIRST OFF, LET ME UM THANK THE MAYOR FOR HAVING THE YANKEES EMBLEM FRONT AND CENTER AT THE LANTERN PARADE. I CAN'T BE IN A LONG ISLAND BOY THAT MAKES ME FEEL GOOD. I I AM HERE SPEAKING ON BEHALF OF THE FOLLY FIELD PROPERTY ASSOCIATION. THAT IS AN EIGHTY FIVE LOT AND HOME SUBDIVISION. Y'ALL KNOW EXACTLY WHERE THAT IS. THERE ARE ELEVEN LOTS AND FOLLY FIELD THAT FRONT THE OCEAN IN THAT COMMUNITY IS FIDDLER'S COVE VIOLIN CLUB HELD BEACH AND TENNIS AS YOU KNOW FROM THE WALKER CONSULTANTS STUDY. THERE'S FIFTY FOUR PARKING SPACES AT THE FOLLY FIELD BEACH AND THERE ARE 160 SPACES AT ISLANDERS. YOU'VE HEARD FROM A NUMBER OF OWNERS ABOUT ISLANDERS PARK. WELL NOW I TRY NOT TO REITERATE ANYTHING THAT THEY HAVE SAID MY CLIENTS ARE VERY CONCERNED ABOUT THE 166 UNIT TIMESHARE DEVELOPER THA THE OLD PORT ROYAL TENNIS COMPLEX AND THE TRAFFIC ISSUES THAT THAT AND I WONDER BEACH CLUB GENERATES IN AND OF ITSELF. WE HAVE A COUPLE REQUESTS WE WOULD LIKE TO RESPECTFULLY MAKE THE COUNCIL AND TO THE PLANNING STAFF FIRST OFF FOR THIS HUNDRED AND SIXTY SIX NEW UNIT TIMESHARE. PLEASE MAKE THEIR ENTRY GO THROUGH PORT ROYAL. I'M NOT DOWN FOLLOWING FIELD ROAD FOR OUR ISLANDERS. GO INTO THE ISLANDERS BEACH CLUB PLEASE MAKE THEIR ENTRY THE SAME WAY THROUGH PORT ROYAL AND NOT DOWN FOLLY BEACH ROAD WHICH IS ALREADY VERY CONGESTED BY SAYING PORT ROYAL I'M NOT SAYING THEY HAVE TO GO INTO PORT WELL PLANTATION YOU ALL KNOW THEY GO DOWN TO THE WEST AND HEAD DOWN THAT WAY. ONE OTHER ITEM I'D LIKE TO MENTION IS THAT WE WOULD LIKE TO REQUEST THAT TROLLEYS AND BUSES NOT BE AUTHORIZED TO DROP PEOPLE OFF AT ISLANDER BEACH CLUB ALL DAY DURING THE SEASON. I GUESS ONE OF OUR PRIMARY SUGGESTIONS WOULD BE IS THAT WE WOULD ENCOURAGE THE TOWN TO TAKE A STEP BACK. LOOK AT THIS EIGHT PLUS ACRES WITH A 160 UNITS ARE GOING AND PERHAPS THINKING ABOUT BUYING THAT FACILITY. WE HAVE A GREAT TENNIS ACADEMY DOWN IN HARBOR TOWN. THE SMITHS STERN STAN SMITH'S ACADEMY. IT WOULD BE GREAT TO HAVE A FIRST CLASS LOCATION IN THE MIDDLE OF THE ISLAND WHERE EVERYBODY COULD FIND IT. IT WOULD IMPROVE TENNIS ON THE ISLANDS AND IT CERTAINLY WOULD GIVE US A A BETTER USE OF THAT FACILITY. AGAIN, I'D LIKE TO THANK MAYOR AND COUNCIL. I KNOW THAT FROM A RECENT ARTICLE IN THE ISLAND PACKET THAT YOU'RE STUDYING THESE ISSUES VERY CAREFULLY. WALKER AND CONSULTANT STUDY WAS DONE VERY WELL. IT TELLS YOU THAT WE HAVE BEACH ACCESS ISSUES. WE'D ASKED YOU TO PLEASE NOT GENERATE A LOT MORE TRAFFIC ON SALLY FIELD ROAD. WE'VE GOT TOO MUCH ALREADY. AGAIN, THANK YOU. I APPRECIATE YOUR ATTENTION THIS AFTERNOON, TERRY. >> NEXT, SIR, WE HAVE MARTIN A LUSH MR LUSH. >> HELLO, MARTIN. >> MISS WARD ONE I JUST WANTED TO THANK THE MAYOR AND MARK ORLANDO FOR MEETING WITH MEMBERS OF THE ARTS COUNCIL YESTERDAY FROM WHAT I HEAR. THIS WAS VERY PRODUCTIVE. I URGE COUNCIL AND THE MANAGER TO DO A BETTER JOB IN THE FUTURE WITH COMMUNICATIONS WITH ARTS LEADERS. I'M GLAD THEY ARE OPEN TO ESTABLISHING A BETTER WORKING RELATIONSHIP GOING FORWARD. REGARDING EDI TRAINING WOMAN BECKER HAS BEEN DISTRIBUTING AN EDI TRAINING VIDEO WHEN PARTICIPANTS WERE TOLD IT WOULD BE A SAFE SPACE AND CONFIDENTIAL REGARDLESS OF FALLUJAH THAT ACT ALONE. SINCE ENTIRE COMMUNITY TO ME THIS HAS PUT ORGANISATION AND RESIDENTS OF THIS TOWN WHO TOOK THE TRAINING IN A PERILOUS POSITION BECAUSE SHE'S BEEN INCITING PEOPLE WITH MISLEADING STATEMENTS AND WHAT MEDIA TRAINING IS THIS COULD HAVE BEEN HANDLED WITH PROPER CHANNELS A BIT OF PATIENCE BUT INSTEAD WE CHOSE THIS ROUTE. SECONDLY, MY TRAINING IS REQUIRED TO WORK ALMOST ANYWHERE ON WALL STREET. IT'S REQUIRED TO WORK IN MANY LARGE CORPORATION. IT'S REQUIRED TO RECEIVE GRANTS FOR MANY NONPROFIT ORGANISATIONS. THIS IS NOT CRT BEYOND NOT ONLY BEING REQUIRED, IT'S ALSO BENEFICIAL IN A MULTITUDE OF WAYS. I WOULD SAY THAT SOME MEMBERS OF COUNCIL COULD BENEFIT FROM THIS TRAINING. THEY SHOULD BE CONSIDERED IN THE FUTURE. HAVING A MEMBER OF COUNCIL DENIGRATING 40 MILLION DOLLAR A YEAR INDUSTRY AND EXPOSING MEMBERS OF ITS POTENTIAL SAFETY CONCERNS AND DISRUPTIONS IS IRRESPONSIBLE. NOT EVERY ORGANISATION CAN SET ASIDE ONE MILLION DOLLARS OF TAXPAYER MONEY IN ORDER TO INCREASE SECURITY SO THAT THEY FEEL SAFE TO CONDUCT BUSINESS IN OVER TWENTY FIVE YEARS OF WORKING FOR THE ARTS ON HILTON HEAD. I DON'T THINK I'VE SEEN A PERSON LET ALONE A TOWN COUNCIL MEMBER TAKING ACTUALLY ACTIONS DESTRUCTIVE TO THE ARTS. THIS HAS RESULTED IN THE TARGETING OF TOWN EMPLOYEES AND ARTS ORGANISATIONS WITH BLATANT LIES IN ATTEMPTS TO DEFUND. AS FOR CHANGING THE [01:05:03] ORGANISATIONAL STRUCTURE OF THE ARTS COUNCIL AND THE OCA I FEEL THIS WOULD BE A BIG MISTAKE. THE SUCCESS IS OF THIS YEAR'S CASSANDRA FESTIVAL INCLUDING THE LANTERN PARADE, JAZZ FEST, THE CRESCENDO KICK OFF AND OTHER EVENTS SO JUST HOW WELL THINGS ARE WORKING. THE ISLAND IS DEVELOPING SIGNATURE CULTURAL EVENTS TO DESTROY THAT MOMENTUM WOULD BE A TRAVESTY. >> LASTLY, VIGILANCE COMMITTEES AND MILITIA GROUPS ARE TAKING ROOT IN VIEW FOR COUNTY COMPANIES TO STAND TOGETHER AGAINST THESE GROUPS WHEN THEY THREATEN OUR PEACEFUL ISLAND CULTURE NOT BE INCITING. I URGE YOU TO PASS AN OCA PLAN ACCEPTABLE TO THE ARTS AND CULTURAL COMMUNITY BY WORKING TOGETHER. I ALSO URGE COUNCILS TO COMMUNICATE BETTER WITH HOUSING CULTURAL ORGANISATIONS GOING FORWARD SO WE CAN AVOID FUTURE INSTANCES LIKE THIS AND PUSH FORWARD A MORE UNITED MANNER. THANK YOU TO ALL THE MEMBERS OF COUNCIL FOR ATTENDING THE VARIOUS CENTRAL EVENTS IN THE PAST TWO WEEKS. WE LOOK FORWARD TO YOUR SUPPORT AT NEXT YEAR'S EVENT. THANKS FOR THE TIME TO SPEAK YOU MR MARSH. >> THE PRINCE IS PRINCE SIR. >> YOU ARE THE ONE. YES. >> THANK YOU, CHRIS. I'M THE PRINCE 26 MARKETPLACE DRIVE. PLEASE NOTE THESE COMMENTS REFLECT ONLY MY PERSONAL BELIEFS. NOT THOSE OF ANY OF THE GROUPS THEY USUALLY REPRESENT ELECTED OFFICIAL TO ABUSE OR ENGAGE IN ACTIONS THAT APPEAR TO ABUSE THEIR POWER FOR PERSONAL GAIN OR TO PROMOTE THEIR PERSONAL POLITICAL AGENDA OR BREACHING THEIR OATH OF OFFICE AND VIOLATING THEIR COMMITMENT TO THEIR CONSTITUENTS. THE LAST TOWN COUNCIL REGULAR MEETING AGENDA INCLUDED DISCUSSION OF PROPERTY PURCHASED BRADLEY CIRCLE NOTABLY THIS IS MISS BECKER'S STREET ONCE THE HISTORIC GAWLER NEIGHBORHOOD. IT HAS BEEN TURNED INTO MEGA MANSION EXCEPT FOR ONE PROPERTY A TOWN STAFF MEMBER WAS DIRECTED TO CONTACT THAT PROPERTY OWNER WITH AN OFFICE TO PURCHASE THIS ONE REMAINING DOLLAR OWNED PROPERTY ON BRADLEY CIRCLE. THIS PROPERTY IS NOT ON THE MARKET NOR IS IT A STRATEGIC TARGET FOR THE TOWN. THE PUBLIC HAS A RIGHT TO KNOW IF COUNCIL IS CONSIDERING DIVERTING FUNDS FROM EQUITABLY BENEFICIAL TOWN PROJECTS TO FURTHER BENEFIT. MISS BECKER'S PERSONAL INTEREST MS. BECKER'S OTHER RECENT MOVE IN HER ROLE AS A TOWN COUNCIL MEMBER SHE SPOKE AT A PARTISAN POLITICAL RALLY WITH KNOWN TIES TO A WHITE SUPREMACIST GROUP. SHE CALLED FOR THE TOWN TO FUND A CHARTER SCHOOL WITH HER CHOSEN RELIGIOUS CURRICULUM WHICH WOULD DIVERT FUNDS FROM OUR PUBLIC SCHOOLS. AND SHE BROADLY DISTRIBUTED A VIDEO THAT PUTS THE TOWN AT RISK OF A CLASS ACTION LAWSUIT AS IT VIOLATES THE PRIVACY PARTICIPANTS ALL OF WHICH ARE CAUSING TREMENDOUS CONCERN FOR OUR RESIDENTS. TODAY OTHERS ARE TALKING ABOUT THE DAMAGE SHE IS BRINGING TO OUR ARTS AND CULTURE ECONOMY. WHO BENEFITS FROM THESE ACTIONS? AS FAR AS I CAN SEE ONLY MISS BECKER DOES PERSONALLY AND POLITICALLY AND WHO IS HARMED? THE PUBLIC. SHE IS TRYING TO DIVIDE YOU, MR. MAYOR AND OTHER TOWN COUNCIL MEMBERS BY PUTTING YOU DIRECTLY IN THE CROSSHAIRS AS SOUTH CAROLINA VOTERS DO NOT HAVE THE POWER TO RECALL ANY EXISTING BLACK ELECTED OFFICIAL. THE PUBLIC MUST RELY ON THOSE WHO SURROUND THE ABUSERS TO CURTAIL THEIR IMPACT. MR. MAYOR, MR. ORLANDO AND COUNCIL MEMBERS, I URGE YOU TO RESIST ALL FUTURE ATTEMPTS TO PUSH THE PERSONAL AGENDA AT THE EXPENSE OF THE COMMUNITY'S GREATER INTERESTS. WE ASK YOU TO JUST SAY NO AND STOP APPEASING MISS BECKER. >> JUST A COMMENT HERE I GUESS BEFORE I GUESS DOWNSIZES. LET'S HAVE A LOT MORE STABILITY HERE. UNDERSTAND VINEYARDS I UNDERSTAND PEOPLE'S OPINIONS BUT WE SHOULD BE AS SIMPLE AS POSSIBLE WITHOUT ATTACKING AN INDIVIDUAL. >> I UNDERSTAND YOUR FEELINGS. THANK YOU VERY MUCH. SIR. NEXT WE HAVE JANE JOSEPH ON THE LINE. MISS THOMPSON? >> YES. GOOD AFTERNOON AND THANK YOU FOR THE OPPORTUNITY TO SPEAK TODAY AS CHAIRMAN OF THE ARTS COUNCIL HILTON HEAD. THE CITIZENS OF HILTON HEAD ISLAND WANT A STRONG TOWN STRATEGIC PLAN INCLUDING AN OFFICE OF CULTURAL AFFAIRS SECTION THAT SPEAKS TO THE VALUE REPRESENTED IN OUR PLANT REVITALIZING AND MODERNIZING OUR ECONOMY WHILE BUILDING DIVERSITY AND INCLUSION. THE OCA HELPS TO GROW THE ARTS AND CULTURAL BUSINESS SECTOR WHICH BRINGS IN ANNUALLY OVER FIVE MILLION DOLLARS IN STATE AND LOCAL TAX REVENUE AND THE EQUIVALENT OF OVER NINE HUNDRED [01:10:05] JOBS. IT PUMPS THIRTY NINE MILLION DOLLARS OF SPENDING INTO OUR ISLAND ECONOMY. I HAVE BEEN SADDENED TO WATCH DECADES OF WORK BY TOWN COUNCIL STAFF AND HUNDREDS OF VOLUNTEERS BE ATTACKED TO ACCUSE THE OCA AND ARTS COUNCIL OF A CONSPIRACY TO SNEAK CRITICAL RACE THEORY INTO SCHOOLS UNDER THE GUISE OF ART CLASSES IS A MISREPRESENT NATION OF THE TRUTH AND DISRESPECT THE OCA DIRECTOR FOR COMMUNITY AND THE TOWN A SCHOOL VOLUNTEER. THE VOLUNTEERS IN THE SCHOOL EACH PART PERIOD DAMAGING THESE PROGRAMS WOULD PRIMARILY HURT ONE GROUP OUR TOWN'S CHILDREN. >> IN 2020 THE TOWN PASSED AN ORDINANCE TO ESTABLISH A NEW ARTS COUNCIL TO SUPPORT THE OCA DIRECTOR. THIS WAS APPROVED SEVEN TO ZERO WITH NO DISCUSSION. THE ARTS COUNCIL IS PROVIDING JUST THAT KIND SUPPORT GREATLY NEEDED STAFF SUPPORT TO THE OCA DIRECTOR. ALLOWING MORE TO BE ACCOMPLISHED BY THE COMMUNITY TO SEE WHAT THE ARTS OCA IS IN DIVERSITY EQUITY AND INCLUSION REALLY IS ONLY ONE ONLY NEEDS TO LOOK AT THE LAND PARADE THIS PAST SATURDAY EVENING THOUSANDS OF PEOPLE EVERY AGE GROUP GENDER, ETHNICITY ABILITY AND NEIGHBORHOOD PARTICIPATED AND FELT WELCOME. THIS IS AN EXAMPLE OF THE REAL AGENDA OF THE OCA. WE WILL NOT ALLOW A SMALL MINORITY TO HARM THIS AGENDA. THE ARTS COUNCIL WILL CONTINUE TO WORK WITH THE TOWN COUNCIL AND STAFF THE INTENTION OF THE ARTS COUNCIL AND THE OCA WAS AND IS TO PULL TOGETHER OUR CITIZENS AND OUR ARTS AND CULTURAL ORGANIZATIONS FOR THE BETTERMENT OF OUR COMMUNITY. AND THIS WILL CONTINUE. THE ARTS COUNCIL APPRECIATES THE TOWN'S CAN. KEN EWING SUPPORT OF THE ARTS AND CULTURAL ORGANIZATIONS. THANK YOU SO MUCH FOR YOUR TIME AND SUPPORT. >> THANK YOU MISS. MY NEXT CALLER IS DR. ROSELLE WILSON. DR. WILSON WAS A GENTLEMAN WHO WAS AND THIS WILL CONTINUE. >> DR. CALVIN CAME TO TOWN. SHE'S STILL SPEAKING FOR. NO, NO. >> TURN THE VOLUME DOWN BEHIND YOU. WE'RE ON TO YOU NOW, MA'AM. >> OK, THANK YOU VERY MUCH. YEAH. MAYOR. MR. MAYOR. TOWN COUNCIL TOWN MANAGER AND STAFF. MY NAME IS ROSELLE WILSON AND I LIVE AT 7 BRADLEY BEACH ROAD HILTON HEAD ISLAND. AND I THANK YOU FOR THIS OPPORTUNITY. I'M ALSO A MEMBER OF THE RELENTLESS PURSUIT OF EXCELLENCE COMMITTEE THAT WAS SUBMITTED WITH OUR PLAN TO THE STATE OF SOUTH CAROLINA AND IS NOW CONSIDERED AN AWARD WINNING PLAN. I'VE ALREADY WRITTEN TO YOU EACH IN A LETTER SPECIFICALLY ADDRESSING THE CONCERNING THE EQUITY DIVERSITY INCLUSION DISCUSSION THAT OCCURRED IN THE SPRING OF TWENTY TWENTY ONE A MEETING THAT WAS BY INVITATION ONLY TODAY AND THAT THE STRATEGIC PLAN OF THE OFFICE OF CULTURAL AFFAIRS IS IN ACCORDANCE WITH THE AWARD WINNING PLAN ALREADY APPROVED BY TOWN COUNCIL INCLUDING THE CITIZENS OF HILTON HEAD AND THE PLANNING COMMISSION AND IT INCLUDES EQUITY AND INCLUSION. SECONDLY, I WOULD ADDRESS TRAINING FOR EQUITY DIVERSITY AND INCLUSION IS ACTUALLY GOOD BUSINESS AND GOOD BUSINESS IS CENTRAL TO THE TOWN OF HILTON HEAD ECONOMY. A CLOUD OF RACISM IS NOT GOOD BUSINESS AND THE INTRODUCE AND WE HAVE BEEN INTRODUCED WITH A CLOUD. BUT NOT KNOWING WHAT E D OR C R T IS A BOMBSHELL A LIVE GRENADE HAS BEEN THROWN IN OUR MIDST AND THE PEOPLE ARE BEGINNING TO PICK UP THIS BANNER ABOUT PATRIOTISM. PLEASE DO NOT ALLOW FEAR INDUCED NARRATIVE TO DERAIL THIS STRATEGIC PLAN OF THE OFFICE OF CULTURAL AFFAIRS OR THE AWARD WINNING OUR PLAN OF THE NET THE CLOUD OF DIVISION DOG WHISTLING AND GRENADE THROWING ARE NOT GOOD FOR THE ECONOMY. WE BASE OUR LIVES ON THIS ECONOMY AND IT BRINGS PEOPLE FROM MANY LOCATIONS MANY STAGES OF LIFE AND MANY CAPACITIES TOGETHER IN OUR MYTHS. OUR BRANDING IS TOURISM CULTURAL AND HISTORICAL AS WELL [01:15:04] AS RECREATED. PLEASE ABOUT THE CURRENT STRATEGIC PLAN OF OCA AND LET'S MOVE FORWARD. THANK YOU AGAIN FOR THIS OPPORTUNITY. THANK YOU, DR. WILSON. NEW HONOR SELLERS MR. SELLERS PUSHING LUANDA, ARE YOU THERE? HELLO, YES, MA'AM. GO AHEAD, PLEASE. OK. >> THANK YOU. GOOD AFTERNOON. THIS IS A LOT OF GREAT SELLERS AND I WOULD LIKE TO SHARE WITH YOU AN AFRICAN WORD. THE WORD IS SANKOFA AND IT'S BASED ON THE AFRICAN PROVERB THAT YOU CAN'T KNOW WHERE YOU'RE GOING UNLESS YOU KNOW WHERE YOU CAME FROM. AS A BLACK WOMAN ADDRESSING YOU, I SHOULD NOT HAVE TO TEACH NOR REMIND ANYONE ABOUT OUR NATION'S PAST. BUT IN REMEMBERING OUR PAST WE SHOULD BE ABLE TO LEARN FROM IT SILENCE OR IGNORING OUR PAST CONSENT IN THINKING ABOUT WHAT I WOULD SAY TODAY UNFORTUNATE LATELY I FELT THAT I NEEDED TO REMIND THE COUNCIL THAT NOT ONLY IS THERE SIGNIFICANT GULLAH COMMUNITY ON HILTON HEAD THAT DESERVES TO LIVE AND BE RESPECTED IN AN INCLUSIVE COMMUNITY BUT THE ISLAND AS A WHOLE IS DIVERSE. OUR DIVERSITY IS WHAT MAKES US SPECIAL AND THE NUMBER ONE ISLAND THAT WE PROMOTE. WITH THAT BEING SAID, I NEVER THOUGHT THAT I WOULD BE CONCERNED ABOUT OR DISCUSSING RACISM OR THE REMOVAL OF DIVERSITY TRAINING AS A TOPIC IN A PLACE THAT IS DESCRIBED PARADISE. I NEVER THOUGHT THE CONVERSATIONS EVEN DIFFICULT CONVERSATIONS ABOUT DIVERSITY AND INCLUSION WOULD BE STRICKEN FROM THE TOWN'S PLAN. YES, OUR PLAN. I HAVE EXPERIENCED RACISM ALL OF MY LIFE. SOMETIMES SUBTLE AND SOMETIMES BLATANT. IGNORING OR WISHING RACISM AWAY JUST ALLOWS GROW, FESTER AND RETURN IN THE SAME OR GREATER FORM. I THOUGHT THAT HILTON HEAD WAS BETTER THAN THIS THAT THIS IS A PLACE WHERE DIVISIVE BEHAVIOR AND POLARIZATION ARE ISSUES FOR OTHER AREAS OF THE COUNTRY WHERE IGNORANCE EXISTS. I THOUGHT THAT THIS WAS AN ISLAND WAS A PLACE WHERE CONVERSATIONS ABOUT OUR DIFFERENCES WERE MEANT TO GROW AND EVOLVE FROM NOT TURN BACK THE HANDS OF TIME BUT THE OPPORTUNITY TO UNDERSTAND EACH OTHER IN UNITY NOT DIVISION. YOUR DISCUSSIONS AND ULTIMATE DECISION ON ENABLING VR TRAINING TO BE PART OF THE ARTS COMMUNITY AS WELL AS OUR COMMUNITY IS NOT AND SHOULD NOT BE DISCARDED IF HILTON HEAD IS TO REMAIN A COMMUNITY FOR ALL OF US THEN IT SHOULD BE A COMMUNITY WHERE ALL OF US ARE WELCOMED AND INCLUDED. IF THE REMOVAL VOTE STANDS IT WILL BE AN ACTION THAT WILL NOT BE GOOD FOR OUR COMMUNITY AND THE CONSEQUENCES CANNOT BE UNDONE. CULTURALLY DIVERSE AND INCLUSION IS VALUABLE TO ALL OF US. MY CULTURE THE VERY FABRIC OF MY IDENTITY IS IMPORTANT AS IS YOURS. I BEGAN WITH TELLING YOU ABOUT THE SANKOFA DEPENDING ON WHAT DEFINITION YOU FIND. IT ALSO MEANS THAT IT IS NOT TABOO TO GO BACK AND FETCH THAT WHICH YOU HAVE FORGOTTEN. THANK YOU. >> THANK YOU MISS SELLERS, DR. GLORIA HOLMES. DR. HOLMES. >> DR. HOLMES, CHECK THEIR HOMES. ARE YOU ON MY DR. MILES? SHE'S ON BUT SHE IS NOT ON MUTING. >> OK, SHE TO ME DR. HOLMES, YOU'VE GOT AN ONION. >> YOU'RE FOLLOWING YOUR LINE. >> CAN YOU ON MEAL DR. HOLMES MOVE ON. WE'LL COME BACK AND SEE TIME TELL TO GO AHEAD. NANCY, YOU HEAR ME? YES, MA'AM. PLEASE PROCEED AHEAD. >> OK, GET OFF YOUR BED. >> YES, WE CAN TELL I LIVE IN H HP. >> THANK YOU FOR GIVING ME THIS OPPORTUNITY TO ADDRESS COUNSEL. I AM HERE TODAY TO SPEAK TO TWO ISSUES THE FIRST PATIENT KNOW I'M SORRY. >> I WANT TO THANK YOU FOR GIVING THIS OPPORTUNITY TO ADDRESS CAMPBELL YOUR AUDIO FIRST DEGREE. >> OK, SO I PRESSED STAR AND NOW I HAVE TAKEN OFF FACEBOOK SOUND TO HEAR ME OK? [01:20:05] >> YES MA'AM. OK, I NEED TO START AGAIN IF YOU COULD RESET THE CLOCK. >> APOLOGIES CEO WE THANK YOU. >> I'M NANCY. >> I LIVE IN HP. THANK YOU FOR GIVING ME THIS OPPORTUNITY. COUNSEL I'M HERE TODAY TO SPEAK TO TWO ISSUES. THE FIRST IS THE NEED FOR OBVIOUSLY A STRATEGIC PLAN A.S.A.P. INCLUSIVE STRATEGIES FOR DIVERSITY, EQUITY AND INCLUSION. AND THE SECOND IS TO PROVIDE FEEDBACK ON THE DIY TRAINING VIDEO AND TO CORRECT THE STATEMENTS MADE BY COUNCILWOMAN BECKER ABOUT THAT VIDEO. I LEARNED ABOUT THE RESCINDING OF THE VOTE FOR THE OCA STRATEGIC PLAN AND AN ISLAND PACKET ARTICLE OF OCTOBER 8TH. I THEN REVIEWED THE COUNCIL MEETING SESSION OF OCTOBER 5TH. MISS BECKER CLAIMED SHE HAD VIEWED A VIDEO OF MY TRAINING OFFERED BY THE OCA TO HILTON HEAD ISLAND ARTS CULTURAL ORGANIZATIONS. SHE FURTHER STATED THAT IT WAS QUOTE UNQUOTE NOTHING BUT CRT AND THAT HORRENDOUS COMMENTS HAVE BEEN MADE ABOUT WHITE. THEY OFFERED TO MAKE THE VIDEO AVAILABLE TO ANYONE WHO WANTED TO SEE IT. I GOT IT AND WATCHED ALL THREE HOURS TO EVALUATE HER CLAIMS FOR MYSELF AND I FOUND THAT THE SPEAKER'S COMMENTS WERE ACCURATE AND IRRESPONSIBLE. THIS VIDEO WAS A VERY TYPICAL TRAINING AND I WAS THE PRIMARY GOAL OF HAVING AN ARTS CULTURAL ORGANIZATIONS CONSIDER HOW THEY COULD DIVERSIFY THEIR ORGANIZATION, THEIR AUDIENCES AND PROVIDE MORE OF THE HISTORY OF THIS ISLAND. IN PARTICULAR THE GULLAH HISTORY TO RESIDENTS AND TOURISTS. HORRIBLE, RIGHT? NO, NOT HORRIBLE. ABOUT 20 MINUTES IF THAT WAS SPENT ON PARTICULAR PIECES OF HISTORY THAT ILLUSTRATED HOW BLACKS HAD BEEN DISABLED FROM GAINING THE GENERATIONAL WEALTH THAT WHITES HAVE HAD. FACTS LIKE THESE HELPED TO UNDERSCORE THE NEED TO RAISE UP THE VARIOUS GROUPS WHICH WE KNOW SO LITTLE HISTORY BE THEY BLACK, ASIAN, JEWISH, LATINO ETC. LEARNING THE HISTORY OF OTHERS ENABLES US TO TALK WITH EACH OTHER ABOUT IT. WITHOUT THAT WE ALL JUST CONTINUE TO LIVE IN SEPARATE REALITIES. THE BULK OF THE VIDEO WAS SPENT IN BREAKOUT SESSIONS FOR THE ARTS REPRESENTATIVE. I SAW A VERY POSITIVE SERIES OF DISCUSSIONS. THE OUTCOME WAS THE SHARING OF CONCRETE IDEAS FOR ENHANCING OFFERINGS TO OUR ISLAND RESIDENTS AND TOURISTS INCLUDING UPLIFTING THE HISTORY OF THE GULLAH HERE. NONE OF WHAT HAS BEEN PROPOSED IN THE OCA STRATEGIC PLAN OR IN THE DCI TRAINING PROVIDED BY THE OCA WOULD LEAD ANY REASONABLE HUMAN TO CONCLUDE THAT ARTS PROFESSIONALS ARE GOING TO TEACH THE ARTY IN OUR SCHOOLS. THIS HAS NOTHING NOTHING WHATSOEVER TO DO WITH THAT. SO I'M ASKING THAT YOU AGAIN VOTED THE MAJORITY IN FAVOR OF THE O.C. A STRATEGIC PLAN INCLUSIVE OF THE TRAINING AS YOU KNOW FUNDING ORGANIZATIONS LIKE THE NATIONAL ENDOWMENT FOR THE ARTS REQUIRE GRANT APPLICANTS PROVIDE A STATEMENT ON G.I. TRAINING THAT'S BACKED ALONG WITH THE ECONOMICS OF WATER ISLAND ARTS CULTURAL ORGANIZATIONS PROVIDE TO OUR COMMUNITIES SHOULD COMPEL YOUR POSITIVE VOTE. THE ARTS AND CULTURAL ORGANIZATIONS HERE IS SO KEY TO THE SATISFACTION RESIDENTS AND TOURISTS EXPERIENCED BY BEING HERE. LET'S NOT BE HELD HOSTAGE TO CONSPIRACY THEORIES. RAISING UP DIVERSITY INCLUDING BLACK HISTORY IS WHAT OUR ARTS ORGANIZATIONS SHOULD BE ALL ABOUT. THANK YOU FOR YOUR TIME. IF YOU MISS UNTIL NEXT WE HAVE LOUISE COLLINS MISS COLLINS. IF YOU PLEASE MAKE SURE YOUR BACKGROUND IS MUTED AT YOUR BACKGROUND SPEED IS MUTED. >> MISS COHEN PLAYS SAY HELLO. >> CAN YOU HEAR ME? YES, MA'AM. PLEASE PROCEED. OK. >> GOOD EVENING TO UNCLE MEMBERS. YEAH. CAN YOU HEAR ME? >> YES. PLEASE MAKE SURE YOUR BACKGROUND NOISE IS OK. >> GOOD EVENING EVERYBODY. >> I AM LOUISE AND THE LOCAL IN OK. >> CAN YOU HEAR ME NOW? YES, MA'AM. OK, SO I'LL START OVER. GOOD EVENING EVERYBODY. I AM LUISA MILLER COHEN. THANK YOU SO VERY MUCH FOR THIS OPPORTUNITY TO SPEAK THIS EVENING, OK. MY ADDRESS IS THREE FARMERS CLUB ROAD HERE ON HILTON HEAD ISLAND. I AM THE FOUNDER AND DIRECTOR OF THE MUSEUM OF HILTON THAT ISLAND. OUR MISSION IS TO KEEP THE CULTURE ALIVE AND TO SHOOT WITH THE WORLD. WE ARE ASKING THAT THE OFFICE OF CULTURAL AFFAIRS PLAN BE REINSTATED AS IT WAS AND OF COURSE WE WOULD LIKE TO MEET WITH THE ART COUNCIL OR THE ART COUNCIL. WE'D LIKE TO MEET WITH THE TOWN LEADERSHIP BECAUSE GOING FORWARD WE WOULD LIKE TO CONTINUE TO WORK TOGETHER IN UNITY AND LOVE. [01:25:05] SO HILTON ALLEN WILL CONTINUE TO BE THAT ONE ISLAND, ONE BELOVED COMMUNITY HAD IT ALWAYS BEEN. WE THANK THE TOWN COUNCIL FOR WORKING WITH US TO HELP US TO GROW OUR CELEBRATION AND TO CAUSE PEOPLE THAT WANT TO COME TO HILTON HEAD TO WANT TO EXPERIENCE THE CULTURE AND WE HAVE SEEN A GREAT TURN AROUND SINCE THE OFFICES OF CULTURAL AFFAIRS. I'VE BEEN WORKING WITH US THE TYPICAL EXAMPLE WAS AT OUR FIFTH ANNUAL GULLAH FOOD FESTIVAL ON THE 30TH OF OCTOBER . THE NUMBER HAVE CHANGE FROM 200 TO OVER ELEVEN HUNDRED PEOPLE ATTEND THAT THAT VET EVENT SO WE CAN WE HOPE AND PRAY THAT WE WILL CONTINUE TO WORK WITH THIS TO DULL THE LOVE THAT WE HAVE WITH WORKING WITH HERE WORKING TOGETHER. WE'LL CONTINUE THAT AND WE WILL NET NOTHING COME BETWEEN US AND SEPARATE US. I READ A COMMENT A NEGATIVE COMMENT ABOUT THE ARTWORK THAT HANGING ON THE ARM ON THE FENCE, THE MURALS, THE BEAUTIFUL MURALS THAT WE GET SO MANY POSITIVE COMMENTS FROM OUR VISITORS THAT DRAW PEOPLE TO OUR SITE. WE GET SO, SO MANY POSITIVE COMMENTS ABOUT AND SO WE AS A PEOPLE WE ARE STRONGER THAN THAT TO LET PEOPLE BRING US DOWN BY SAYING NEGATIVE THINGS ABOUT US AND WE ALWAYS SAY IT IS NOT WHAT PEOPLE CALL YOU. WHAT YOU ANSWER. SO WHAT I'M SAYING TO THE COUNCIL AND TO EVERYBODY ALL OF US HERE AND YOU CAN ADD ELEMENTS LET'S CONTINUE TO WORK TOGETHER IN UNITY AND LOVE AND LET'S MOVE FORWARD. GOD WOULD HAVE US TO DO. THANK YOU VERY MUCH FOR YOUR TIME AND THANK YOU FOR ALLOWING ME TO SPEAK THIS EVENING. GOD BLESS. >> NEXT WE HAVE ABRAHAM WITH ME ON THE PHONE. IBRAHIM IBRAHIM, ARE YOU ON THE LINE IF YOU ARE. >> I NEED YOU TO MUTE YOUR BACKGROUND NOISE. MUTE YOUR FACEBOOK C EVERYONE THIS IBRAHIM I'M DOING MALIK I'M LOVIN IT. >> YOU CAN HEAR. YES, SIR. PLEASE PROCEED. I WOULD LIKE TO SAY THAT'S IMPORTANT DIVERSITY TRAINING AND EDUCATION BUT I BELIEVE THAT WE NEED TO MAYBE CHANGE OUR OWN APPROACH IN THIS KIND OF EDUCATION BECAUSE ALL TOO OFTEN LANDS SINS ARE DRAWN EVEN BEFORE WE START COUNTING SINCE I MEAN TO THEM HERNANDEZ AND SO SOME GUY IN THE KORAN I READ DOWN THE PEOPLE WE CREATED YOU FOR MALE AND FEMALE AND MADE YOU INTO NATIONS RACES TRIBES IN ORDER THAT YOU MAY COME TO KNOW EACH OTHER, COME TO RECOGNIZE EACH OTHER AND TO HAVE A VALUE FOR INTERNAL AND SURELY THE MOST NOBLE OF ALL IN THE SIGHT OF GOD IS THE ONE WHO IS MOST REGARDS AND WE RAN OURSELVES AS ONE ISLAND, ONE COMMUNITY I THINK WOULD BE MORE ACCURATE IF WE WERE TO SAY THAT WE WERE ONE ISLAND, A DIVERSE COMMUNITY. >> THERE'S A LOT OF DIVERSITY IN COMMUNITIES ON THE INTERNET. THERE ARE A LOT OF TRIBES MEN AND THEN CERTAINLY IN THE TRIBALISM I NEVER MET OUR DIVERSITY. HOWEVER WE CAN CLOSE OUR DIVISIONS THINKING THAT SOMETHING IS THAT I'D SAY THAT'S PROBABLY DONE DOESN'T BUT IN FACT WE SHOULD EMBRACE THAT REFUGEE WITHIN SAY APPRECIATION AND HOSPITALITY TOWARDS EACH OTHER RATHER THAN HOSTILITY AND THE HAVING BE GONE AND HOW ARE WE GOING TO EMBRACE EACH OTHER WITHOUT GENUINE ONE ACKNOWLEDGEMENT AND GENUINE RECOGNITION AND WE GOT IN THE MOST HONORABLE AMONGST ANY OF US THOSE WHO ARE MOST GONE FROM I'D SAY WE CAN HAVE THE DRAINING MURPHY'S LAW. >> WE HAVE THIS TRAINING. [01:30:04] LET'S MAKE A COMMITMENT IN CASE OUT APPROACH BECAUSE THAT'S WHERE I BELIEVE THE PROBLEM LIES. >> THANK YOU VERY MUCH. >> THANK YOU SO MUCH. WE HAVE SHOWN IN ME AND THE WORLD MISS LEE IF YOU COULD MAKE IT BOTH SPEED IS TURNED OFF BY THE REGIME. I THINK SHE'S GOING TO BE FAMOUS. SHE COMES TO ME SO TRUSTWORTHY FAR. MISS LEE, I NEED YOU TO TURN OFF YOUR BACKGROUND IN YOUR FIELD OF VISION. >> WHY IS THIS? THERE'S EVEN ONE MISSING DR. STONEY AND EVERYONE WON'T EVEN LET YOU LOOK SO KNOW? >> SHE ASKED LOOKING BUT SHE PRESSED. >> SIR, I'M GOING TO GO ON AND MOVE TO A MISS LIKING MISS LEE SO LIKING. SHE'S JUST JOINING THE CALL MISS LIKING IF YOU HAVE YOUR FACEBOOK FEED AND IN THE BACKGROUND PLEASE MAKE SURE YOU TURN THAT DOWN. >> GREETINGS. >> HELLO. CAN YOU HEAR ME? YES. YES. JUST LIKE PLEASE MAKE SURE YOU ALREADY ARE BASED OFF. >> CAN YOU HEAR ME? YES, MA'AM. >> PLEASE MAKE SURE YOUR FACEBOOK FEED IS TURNED OFF FIRST BUT THAT IS MISS LADY ON THE FARM WE MISS LEE MAKE SURE YOUR FACEBOOK FEED IS TURNED OFF AND GO AHEAD WITH YOUR THREE MINUTES, OK? >> THANK YOU VERY MUCH. TOWN COUNCIL I AM AN IMMIGRANT SO I SUPPORT DIVERSITY AND INCLUSION. HOWEVER I CAME FROM COMMUNIST CHINA AND I'VE COME CRITICAL RACE THEORY WHICH IS ROOTED IN KARL MARX CRITICAL THEORY TO HELP YOU DECIDE ON THE OFFICE OF CULTURE FAIR OFFICES STRATEGIES ON DECEMBER 7TH. HERE ARE MY THOUGHTS ON THE DIVERSITY EQUITY AND INCLUSION PROGRAM AS PROMOTED BY THE OFFICE OF CULTURE AFFAIRS. NO ONE THEORETICALLY SPEAKING THAT THE OFFICE OF CULTURE AFFAIRS HAS NOT BEEN PROMOTING CRITICAL RACE THEORY AS CHAMPIONED BY DERRICK BELL OF HARVARD LAW SCHOOL IN THE 1980S. HOWEVER, BY DENYING ANY LINKAGE BETRAYING DIVERSITY, EQUITY, INCLUSION AND CRT THE GASLIGHTING THE PUBLIC IDEOLOGIES BEHIND OFFICE OF CULTURE AFFAIRS THE EYE STRATEGY RESEMBLES THE CORE OF CRITICAL RACE THEORY WHICH POSITS THAT RACISM IS NOT JUST THE PRODUCT OF INDIVIDUAL BIAS BUT IS EMBEDDED IN SOCIAL, CULTURAL AND LEGAL SYSTEMS AND POLICIES WHICH IS SO-CALLED SYSTEMIC RACISM. JUST PULL A FEW BULLETS FROM THE OFFICE OF CULTURE AFFAIRS. SO WHAT WEBSITES ON RACIAL EQUALITY PRINCIPLES? DIRECT QUOTE FROM THE WEBSITE. THE SOCIAL CONSTRUCT OF RACE IN THE US IS DEEPLY AND PAINFULLY INGRAINED IN OUR NATIONAL AND PERSONAL PSYCHES. NUMBER TWO QUOTE IT ENHANCING OUR UNDERSTANDING OF HOW SYSTEMS OF POWER AND OPPRESSION OPERATE IN BOTH DAILY AND LARGEST SOCIETAL CONTEXTS. I ENCOURAGE YOU TO READ THE ENTIRE WEBSITE. MY NUMBER TWO COMMENT IS THE 1964 CIVIL RIGHTS ACT OUTLAWS DISCRIMINATION BASED ON RACE, COLOR, RELIGION, SEX, NATIONAL ORIGIN AND LATER SEXUAL ORIENTATION AND GENDER IDENTITY. IF ANY EMPLOYER IN THE ARTS COMMUNITY OR TOWN GOVERNMENT OFFICIALS HAVE VIOLATED THE CIVIL RIGHTS ACT, THEY NEED TO BE HELD ACCOUNTABLE. INSTEAD, INSTEAD OF USING TAXPAYER DOLLARS TO CREATE NEW POLICIES THAT ARE CREATING DIVISION IN OUR COMMUNITY BASED ON THE LAST DECADE OF FBI CRIME DATA THERE IS NOT A SINGLE RACE RELATED HATE CRIME IN HILTON HEAD ISLAND. THERE IS NOT. THIS IS ANOTHER PROBLEM WITH DIVERSITY EQUITY INCLUSION TRAINING OR CRT. IT'S BASED ON STORYTELLING AND FEELINGS INSTEAD OF EVIDENCE AND FACTS. NUMBER THREE THERE ARE COMMUNITY. LIKE ALL PRIVATE BUSINESS BUSINESSES CAN GET DIY CERTIFICATE ONLINE. IT TOOK ME JUST ONE MINUTE AND FIND TWELVE D I TRAINING PROGRAMS THEY CAN GET CERTIFICATE FOR LESS THAN ONE HUNDRED TWO HUNDRED DOLLARS SO THERE'S NO REASON FOR IT. THE TAXPAYERS TO FOOT THEIR BILLS. SHOULD WE DO THE SAME FOR THE RESTAURANT BUSINESS FOR ALL THE PRIVATE CORPORATIONS? NO FOR THE CONCEPT OF EQUALITY . BUT SORRY THE CONCEPT OF EQUITY ONLY OFTEN ASSOCIATES WITH EQUAL OUTCOME. [01:35:06] >> I MEAN MY DOWN. OH MAN THAT'S YOUR THREE MINUTES. >> THANK YOU. WHEN I SAW SITCOMS I THOUGHT I STILL HAVE FIFTY FIVE SECONDS. I JUST HAVE A LAST QUESTION. LAST ONE. THE CONCEPT OF EQUAL EQUITY OFTEN ASSOCIATED WITH EQUAL OUTCOME ECONOMIC TERMS AND FAIRNESS IN SOCIAL JUSTICE CONSTRUCT. BUT HOW DOES SOCIETY DETERMINE FAIRNESS? NEXT SIR CALL ON DR. OWENS. DR. HOLMES, YOU'RE ON THE LINE NOW. >> GLORIA, ARE YOU THERE? >> HELLO. GO AHEAD. DR. THANK YOU. MY NAME IS DR. GLORIA HOLMES. I LIVE IN PORT ROYAL. AND I'VE BEEN A PROFESSOR OF EDUCATION FOR CLOSE TO TWENTY FIVE YEARS AND I'VE BEEN A TEACHER FOR MORE YEARS THAN THAT. OVER THE YEARS I'VE LEARNED MANY THINGS AND I STILL HAVE A LOT TO LEARN. BUT ONE THING THAT I HAVE LEARNED IS TO RECOGNIZE IGNORANCE WHEN I SEE IT. EVEN WHEN IGNORANCE MASQUERADES AS PATRIOT ISM OR NATIONALISM, THERE'S NOTHING WRONG WITH IGNORANCE EXCEPT WHEN YOU EMBRACE IT INSTEAD OF TRYING TO ELIMINATE IT BY EDUCATING YOURSELF. THE VITRIOLIC CRITIQUE OF DIVERSITY EQUITY AND INCLUSION TRAINING AND CRITICAL RACE THEORY THAT HAS BLOSSOMED IN OUR COMMUNITY IS A PERFECT EXAMPLE EXAMPLE OF THE DAMAGED BY IGNORANCE AND IGNORANT PEOPLE. THIS PRETTY IS A SMOKESCREENS A DANGEROUS DIVERSION MEANT TO CONCEAL, DELUDE AND DENY THE REALITY OF ENDEMIC RACISM IN AMERICA'S PAST AND PRESENT IT IS REALLY CENSORSHIP. MASQUERADING AS FREE SPEECH AND DEMONSTRATED HOW UNBRIDLED POWER SINCE OVERT EFFORT TO UNIFY A COMMUNITY THROUGH A COMMITMENT TO DIVERSITY, EQUITY AND INCLUSION. THE LOCAL DISCUSSION ABOUT CRITICAL RACE THEORY HAS DEVOLVED INTO A POWER PLAY ABOUT WHO CONTROLS THE NARRATIVE RATHER THAN A LEGITIMATE DISCUSSION ABOUT HOW WE CAN SUPPORT BRAVE CONVERSATIONS AND POWER SHARING IN OUR COMMUNITY. AS A MATTER OF FACT, THIS CONTROVERSY IS A PERFECT EXAMPLE WHY THIS COMMUNITY NEEDS TRAINING IN DIVERSITY, EQUITY AND INCLUSION. THE CURRENT LOCAL AND NATIONAL DEBATE ALSO REVEAL THAT SOME ARE TRAPPED IN THEIR OWN IGNORANCE BECAUSE MOST OF THIS DRYDEN ARGUMENTS AGAINST CRITICAL RACE THEORY REVEAL THAT THE OPPONENTS CAN CONTINUE TO EMBRACE EVEN WALLOW IN IGNORANCE AND DISSEMINATE MISINFORMATION DESPITE DEMONSTRABLE WELL OBJECTIVE PROOF THAT CRITICAL RACE THEORY IS TAUGHT IN LAW SCHOOLS. THE UNIVERSITY LEVEL AND NOT IN PUBLIC SCHOOLS IN 20. ONE OF THE THINGS THAT I WANT TO MAKE SURE I GET IN IS THAT WHEN PEOPLE SAY THAT THEY ARE CONCERNED ABOUT HURTING THE FEELINGS OF WHITE CHILDREN, IT HAS NEVER BEEN STATED THAT THERE IS SOME CONCERN ABOUT WHAT BLACK CHILDREN FEEL WHEN THESE DISCUSSIONS OF RACISM ARE BECAUSE RACISM IS NOT THEORETICAL. IT'S CERTAINLY NOT THEORETICAL TO THE PEOPLE WHO EXPERIENCE IT EVERY DAY. AND I WOULD LIKE TO INVITE YOU TO TAKE A LOOK ACCESS TO ME STREET TOWN HALL ON RACE. THANK YOU. DAMAGED HOMES. RECENT LINKING. LINKING. >> YES. CAN YOU HEAR ME? YES, MA'AM. PLEASE PROCEED. I JUST WANTED TO SAY THAT THE CONFUSION GOING ON ON THIS CALL IS PROOF OF WHY WE NEED TO BE BACK IN TOWN HALL HAVING MEETINGS. >> THE MAYOR CAME OUT ON AUGUST 17TH AND DECLARED A STATE OF EMERGENCY THAT IS STILL ONGOING AND IT'S COMPLETELY UNNECESSARY WHEN THE INFLAMMATION DATA WAS RELEASED AND EVEN THE ISLAND PACKET PUT OUT AN ARTICLE STATING THAT THE SURGE IS ENDING AS NEWPORT COUNTY CASES PLUMMETED EVEN IN THESE SPEAKERS EARLIER TODAY. DANCING AROUND THE GOOD NEWS THAT THERE NO EMERGENCY THERE IS NO REASON TO BE USING A STATE OF EMERGENCY TO CONTINUE TO WALK THE HELPING HAND RESIDENTS OUT OF OUR TOWN HALL AND TO BE DOING ALL OF THESE VIRTUAL MEETINGS AND HYBRID MEETINGS WHICH IS AS I [01:40:02] SAID IN PERSON ON AUGUST 17TH. IT'S ELITIST. THERE ARE PEOPLE WHO HAVE NO CHOICE BUT TO GO OUT INTO THE COMMUNITY IN PERSON. EVERY SINGLE DAY TO EARN THEIR PAYCHECKS TO PUT FOOD ON THEIR TABLE. AND THE PEOPLE IN OUR TOWN COUNCIL YOU GUYS ABOVE ANY OF US IN THE CITY. THIS NEEDS TO BE CUT RIGHT TO AN END IMMEDIATELY. I WOULD ALSO SAY THAT I WATCH THE THREE HOURS AS WELL OF THE VIDEO THAT'S BEING CAST ON CALL ME. >> THERE ARE SEVERAL ISSUES WITH IT. IF YOU DON'T GET INTO THE WEEDS ABOUT THE TOPIC. THERE WERE THREE DOLLARS OF TAXPAYER MONEY USED TO FUND THAT WORKSHOP AND IT WAS USED TO HIRE A FACILITATOR BY THE NAME OF HORSE RACE. THE BIO WHO WAS FIRED FROM HIS POSITION AT KELLOGG COMMUNITY COLLEGE FOR SEVERAL REASONS. PEOPLE CAN LOOK IT UP ON THEIR OWN BUT HE WAS THE ONE FACILITATING THAT AND IN THE CALL HE EXPRESSES HOW HE COULD BE HIS MORE RADICAL SELF OR ON THE WORKSHOP HE DID THAT. SO THIS ISN'T JUST ABOUT TRAINING AND AWARENESS. THIS IS ABOUT INDOCTRINATION AND THEY ADMIT IT. I DIDN'T REALLY I WAS LOOKING FOR SOMETHING TO BE CONSTRUCTIVE ABOUT. OUR LOCAL COMMUNITY AND WHAT WE COULD DO TO ELEVATE AND REALLY HIGHLIGHT THE HISTORY OF THIS ISLAND AND EVERYTHING BE A GOAL A COMMUNITY DESERVES TO BE HIGHLIGHTED BECAUSE IT IS SO IMPORTANT TO THIS ISLAND THAT IS NOT WHAT CAME OUT OF MY WORKSHOP. IT WAS A LOT OF FLUFF AND NOT A LOT OF ACTION AND NOT A LOT OF RESULTS. AT THE END THEY CONCLUDED THEY PRETTY MUCH CAN'T DO ANYTHING ABOUT US ADULTS BUT THEY CAN GO AFTER THE KIDS. THEY'VE GOT TO START IN KINDERGARTEN. SO I REALLY THINK WE NEED TO TAKE TAKE A STEP BACK. EVERYBODY YOU SHOULD GET THE INFORMATION BUT TOWN COUNCIL IS OBLIGATED TO DEFINE THESE TERMS AND BE GOOD. STEWARDS OF OUR OF OUR MONEY AND HOW SPEND AND THE TYPE OF PEOPLE THEY'RE HIRING TO TRAIN UP THE STAFF. >> YOU MISS LIGHTING. AND FINALLY, SIR, WE HAVE MR. COPELAND'S GIFT. OAKLAND ROSTER. >> YOU HAVE MR. GRAY ON THE LINE. I APOLOGIZE. I LOOK RIGHT OVER MYSTERY. GO AHEAD. I APOLOGIZE. YOU'RE HERE. YOU'RE HERE. OH, SORRY. >> GREAT. THANK YOU. MY NAME IS JANICE GRAY. I'M CURRENTLY A RESIDENT AND THE GO RUN AND I APPRECIATE THIS OPPORTUNITY TO SPEAK TODAY. I MEAN IF YOU'RE IN NINETEEN EIGHTY AND SO FOR THE LAST FORTY YEARS I'VE BEEN VERY INVOLVED IN A VARIETY OF ORGANIZATIONS AND THAT 40 YEARS I'VE SERVED AND PROVIDED LEADERSHIP. I WAS A CPA ON THE ISLAND. I HAD MY OWN PRACTICE. I WORKED WITHIN THE VISUALS. I WORKED WITH BUSINESSES. MY TWO BOYS WERE BORN HERE IN THE HOSPITAL. THEY WENT THROUGH THE PUBLIC SCHOOL. I WAS INVOLVED WITH THE SCHOOL SO THEY SETTLED HERE AS ADULTS. SO I'M HERE TO THEY HAVE A VESTED INTEREST IN THE FUTURE OF HILTON HEAD ISLAND. MY CURRENT INVOLVEMENT WAS THE LEAGUE OF HILTON HEAD AND I HAD TO WRITE GRANTS AND PRESENT AT THE DIFFERENT COMMITTEES. THE VALUE OF THE ORGANIZATION I HAD TO COME UP WITH THE ECONOMIC IMPACT AND PRESENT THAT ACCOUNT THOUGHT THAT THEY PROVIDE VALUE. THEY'VE SUPPORTED THE ART LEAGUE OVER THE YEARS AND THEY'VE DETERMINED THAT THEY HAD GREAT VALUE AND FOR NOW 50 YEARS THE ART LEAGUE HAS BEEN ON THE ISLAND AND CELEBRATING THAT ANNIVERSARY NEXT YEAR. I ALSO SERVED ON THE ARTS, CULTURAL COAST ARTS AND CULTURAL STRATEGIC PLANNING COMMITTEE THAT WAS APPOINTED BY THE TOWN AND WE HAD THE TERM IN THE ARTS AND CULTURAL IMPACT ON THE ISLAND AND IT BECAME A TREMENDOUS RESULTS. AND SO THE TOWN THAT OUR RECOMMENDATION AND THEY CAN CREATED THE ARTS AND CULTURAL AFFAIRS CULTURAL AFFAIRS DEPARTMENT HIRED JAN VERY QUALIFIED AND ARTS MANAGEMENT AND SHE HAS A BANG UP JOB. THERE'S TREMENDOUS VALUE TO THE ARTS AND CULTURE ON THIS ISLAND. I'M SPEAKING TODAY BECAUSE I AM SO DISAPPOINTED IN MY TOWN COUNCIL REPRESENTING WIT AND IN SAYING WHAT I BELIEVE ARE MISLEADING, UNTRUE AND INFLAMMATORY STATEMENTS. AND I CAN NOT STAND BY AND LET THAT GO WITHOUT SPEAKING UP. IT'S A TREMENDOUS VALUE TO THIS [01:45:02] COMMUNITY. WE ARE BEING NUMBER ONE ISLAND ON THE CONTINENT. WE CONTINUE TO DO THAT. WE HAVE A GREAT COUNCIL, WE HAVE GREAT GOVERNMENT. WE HAVE GREAT PEOPLE. WE HAVE GREAT VOLUNTEERS, OUR SCHOOLS. I MEAN WE'VE GOT EVERYTHING GOING FOR IT AND TO HAVE THIS MISINFORMATION DERAILING AN INTERRUPTING THESE GREAT SERVICES THAT THE TOWN PROVIDES IS JUST SOMETHING I CAN'T STAND BY AND NOT SPEAK UP ABOUT. SO I HOPE THAT THE TOWN WILL CONTINUE TO SUPPORT AND I THINK THEY WILL THROUGH THE ART OF CULTURAL AFFAIRS AND KEEP OUR ISLAND NUMBER ONE. AND THANK YOU VERY MUCH FOR THIS OPPORTUNITY TO SPEAK. THANK YOU, MISS GRAY AND FINALLY, SIR. MY SPECIALTY IS SKIP HOAGLAND. MR. HOAGLAND ABRUPT AFTERNOON LEFT A LOT OF FIELD MILES JABER DEMOED THE PARTICLE THAT YOU AIM SPEARHEADED WHAT OTHER TOWN FRAUDSTERS IS COMING TO AN END HE LOST TRYING TO PREVENT ME FROM SPEAKING AND OTHERS AS A NON RESIDENT ALL THAT DID WAS EXPOSE YOUR OWN CORRUPT CONDUCT. AS I RECALL SHERIFF TANNER TOLD YOU TO STOP TRYING TO BREAK THE LAW, VIOLATE THE FIRST AMENDMENT AND ABUSED HIS DEPUTIES TO STOP SPEAKERS. MCCLINTOCK HE LOST AGAIN WHEN YOU AND YOUR FELLOW COUNCIL MEMBERS ASKED ETHICALLY CHALLENGED JOSH GRUBER TO PAY A HIGHER LEGAL GUN LAWYER DANNY CROW TO RENDER A FRAUDULENT LEGAL OPINION SAYING THE TOWN DID NOT HAVE TO COMPLY TO MY BOY AND OTHER PEOPLE'S TAX LAWYER GIVING THE TOWN AN EXCUSE TO REJECT COMPLIANCE AND ALL THE TAX FUNDS HE LEGALLY ISSUED TO SHYSTER BILL MYLES. SO BILL MILES FROM THE CHAMBER COULD CONTINUE LINING HIS POCKETS WITH ILLICIT PROFITS FROM THE USE OF OUR TAX FUNDS. HE CALLED IT HIS SECRET SAUCE. THAT'S OUTRAGEOUS LENNOX. YOU HAVE LOST YET AGAIN. NOW THE STATE AUTHORITY TURK HAS COME A KNOCKIN MEANING YOU HAVE TO COMPLY TO MY POINT AND ALSO GET MILES ACCOUNTING AND HANDED OVER TO TURKEY IN ANY OTHER STATE AUTHORITY WANTS TO KNOW WHERE THESE MILLIONS OF TAX DOLLARS HANDED TO BILL MILES HAS DISAPPEARED. DIFFERENT CLUES OVER ONE MILLION AN EIGHT PACK FUNDS TAKEN TO CANADA AS WELL AS ALL THE ILLEGAL ADVERTISING PROFITS BILL MILES STUFFED IN HIS POCKETS AND MR. LENNOX, YOU WERE THE RINGLEADER ON THE FRAUDULENTLY LEGAL INVALID FIVE CHAMBER DEMO CONTRACT THAT ALLOWS AN OUTRAGEOUS FIVE HUNDRED SIX HUNDRED THOUSAND DOLLAR SALARY PAY PACKAGE FOR CHAMBER CROOK BILL MILES YOU SCHEME THIS CONTRACT WITH HIGHLY DISHONEST LAWYERS FINGER ALFORD COLD TRAIN GRUBER CURRENTLY UNDER ETHICS IN MY INVESTIGATION AND DIANE BUSH WASN'T AN INTENTIONAL THAT THIS CONTRACT LIMITED FULL ACCOUNTING PROVISIONS. IF NOT, HOW DO YOU EXPLAIN WHY THERE WEREN'T THEY WEREN'T INCLUDED? THIS CONTRACT IS NULL AND VOID AND NOW YOU MUST PROVIDE THE TAX ACCOUNTING TURK AND I WILL ALSO FOR YOU TURK TO CONFIRM THAT THERE IS NO MORE MONKEY BUSINESS FROM HERE. MR. MANNIX, I HAVE NOT FORGOTTEN THAT YOU AND OTHER OFFICIALS SKIP IF YOUR FELLOW COUNCIL MEMBER LIKENS TWO HUNDRED THOUSAND TAX FUNDS IS HER PRIVATE OWN LAWSUIT ISSUED AS A BANK LOAN BY THE LYING TOWN LAWYER ALFORD THIS WAS IN A LEGAL AND CRIMINAL ACT, MR. LENNOX AND IT WILL JUST RESULT IN A TEN MILLION DOLLAR LAWSUIT DAMAGE LAWSUIT AGAINST THE BACK AGAINST YOU AND THE TOWN AND ALL INVOLVED THIS ATLANTA ATLANTIC YOU ALSO ILLEGALLY USE TAX POINT TO BECOME A CHAMBER MEMBER THAT WAS A QUID PRO QUO . MR. LENNOX I HAVE NO IDEA WHAT BANK YOU OWNED OR WHERE YOU CAME FROM. ALL I KNOW IS I'M GLAD I DID NOT BANK OR BUSINESS WITH YOU. YOU MIGHT AS WELL YOU MIGHT BE MIGHT BE THE MOST CROOKED CORRUPT SCOUNDREL ON HELP ME IN IRELAND AND THAT'S REALLY SAYING SOMETHING. YOU HAVE ANY COMMENTS, MR. LENNOX? IS A WHOLLY IF YOU CONTINUE TO MAKE PERSONAL ATTACKS ON ANY OF THE COUNCIL MEMBERS WE WILL NOT ALLOW YOU TO SPEAK. IF YOU HAVE EVIDENCE OF ANYTHING, PLEASE FOLLOW LAWSUIT. BUT YOU WOULD NOT BE ALLOWED TO COMMIT ANY FUTURE AND CRITICIZING SAY NASTY THINGS OR DO YOU WANT TO SAY IT GETS A COUNCIL MEMBER? I WILL NOT ALLOW IN THE FUTURE. IF YOU WANT TO SUE US PLEASE DO THAT. BUT YOU CANNOT COMMIT AN ATTACK TO COUNCIL MEMBERS. THANK YOU AND GOODBYE. SORRY THAT TOM FOR HIS APPEARANCE BY CITIZENS DID ELEVEN EH A? >> MR. MAYOR, BEFORE YOU BEGAN LIVING? WELL THAT WAS A LONG TIME AND WE ALL HAD TO TAKE OUR TIME TO LISTEN CAREFULLY. I WAS NAMED A COUPLE OF TIMES AND A FEW OF THOSE COMICS THAT I WOULD LIKE TO ADDRESS FIRST THING THAT I'D LIKE TO ADDRESS IS THERE WAS ONE CALLER WHO HAS NOW TWICE GOTTEN ONTO THE CALL [01:50:03] IN A PUBLIC MEETING AND SAID THINGS THAT ARE ABSOLUTELY UNTRUE. >> SHE HAS SAID THINGS AGAINST ME, AGAINST MY INTENTIONS. MISS QUOTED ME. AND THAT NEEDS STOPPED AS WELL. BEYOND THAT I WANT TO SAY A COUPLE OF THINGS THAT ADDRESSES SOME OF THE CONFUSION OUT THERE. IN ONE HUNDRED PERCENT OF MY HEART AND SOUL HILTON HEAD ISLAND HAS BEEN THE MOST IMPORTANT PLACE THAT I'VE EVER BEEN AND WE RETURNED HERE AFTER BRINGING OUR CHILDREN HERE FOR MANY, MANY YEARS FOR VACATION TO CREATE HOME AND A LIFE AND TO GET INVOLVED IN EVERY WAY WE COULD TO MAKE THIS ISLAND EVEN A BETTER PLACE. >> THERE WAS A COMMENT MADE AND I'M GOING TO USE OTHERS WORDS BECAUSE I THOUGHT THEY WERE SO POWERFUL. MISS COHEN SAID THAT THIS IS THE WAY HILTON HEAD HAS ALWAYS BEEN A LOVING, PEACEFUL PLACE OF DIVERSITY, OF INCLUSION. AND SHE'S RIGHT. NO ONE HAS SAID ANYTHING DIFFERENT. WHAT BRINGS PEOPLE TO HILTON HEAD? THE REASON WE CALL IT PARADISE IS BECAUSE OF THOSE THINGS. HILTON HEAD IS A LOVING, PEACEFUL, COHESIVE, DIVERSE COMMUNITY. IT'S ONE ISLAND. SOMEONE QUESTIONED RECENTLY NOT BEFORE THIS CONTROVERSY. WHAT ONE ISLAND? ONE COMMUNITY MET. WELL, WHAT IT MEANS IS JUST THAT IT COULDN'T BE MORE SIMPLE WE PULLED TOGETHER. ABRAHAM SAID IT CORRECTLY. YOU WORKED TOGETHER. WE ALWAYS HAVE. AND I BELIEVE WE ALWAYS WILL. THAT'S NOT WHAT THIS DISCUSSION ABOUT THE STRATEGIC PLAN IS ABOUT AT ALL. >> IT'S NOT ABOUT DOING AWAY WITH CULTURE AND ARTS. EVERYBODY LOVES AND ADORES, LOVES AND ADORES VALUES. THE WORK THAT'S DONE THROUGH THE OFFICE OF CULTURAL AFFAIRS, THE EVENTS, THE ENGAGEMENT THAT THE SMALLER ARTS COMMUNITIES ARE HAVING WITH THE LARGER PUBLIC THAT COHESIVENESS IS IMPORTANT. AND THE DIRECTOR HAS DONE A GOOD JOB ON THOSE. THAT'S NOT WHAT THIS IS ABOUT. IT'S NOT ABOUT TEARING APART A RACIST ONE PERSON AGAINST THE OTHER. >> WE'RE ALL ONE COMMUNITY HERE AND WE'VE ALL BELIEVED THAT FOR A VERY LONG TIME. >> IT'S THE WAY IT'S ALWAYS BEEN. MISS COHEN IS CORRECT. HER WORDS WERE POWERFUL. >> I WOULD ASK THAT WE STICK TO WHAT THE POINTS ARE. AND WE NOT DRAG PEOPLE AROUND THROUGH THE MUD AND MISREPRESENT THEM OR OUR COMMUNITY. THERE'S A REASON WE'RE THE NUMBER ONE ISLAND IN THE WORLD AND IT'S BECAUSE OF OUR BEACHES AND GOLF AND ALL THAT. BUT IT'S NOT BAD AT ALL. IT'S ABOUT OUR PEOPLE. >> IT'S ABOUT OUR HISTORY AND IT'S ABOUT OUR LOVE FOR OUR COMMUNITY. >> SO I WANTED TO MAKE THAT CLEAR. >> I COULD GO ON AND ON AND ON AND JUST SO FRUSTRATED WITH ALL THE MISREPRESENTATIONS. >> WE APPRECIATE TRYING TO CLEAR IT UP. I MEAN READ WHAT TAMMY SAID [11a. Consideration of a Resolution – Authorizing the Town Manager to Enter into a Contract Securing Fire Rescue Fleet Updates] TALKING ABOUT AREN'T MUSLIM OKATIE NEW BUSINESS CONSIDERATION RESOLUTION AUTHORITY YOUR TOWN MANAGER TO ENTER INTO HIS CONTRACTS SECURING THE FIRE RESCUE FLEET UPDATES IS MOTION SECOND OK DISCUSSION AMONG COUNCIL MEMBERS IS TO GOING TO GIVE REPORT IF ANYONE WOULD GIVE A REPORT ON THIS THAT WOULD BE MR. TROYER. >> I SEE HIM LONGER THAN I KNOW CHIEF TODD LOCKS ALSO HERE. BUT MR. TROYER, I GUESS FINANCE COMMITTEE RECOMMENDED THIS AND THERE WAS ACKNOWLEDGMENT THAT SOME OF THE TIMING SHARING UNCOMFORTABLENESS OF MAKING THIS DECISION BUT THAT THEY DID WEIGH THAT WITH THE OPPORTUNITY TO LOCK IN SAVINGS AND LOCK IN THE AVAILABILITY FOR THE APPROPRIATE FIRE RESCUE EQUIPMENT THAT WOULD BEST FIT OUR FIRE RESCUE TEAM. >> AND SO ITS FINANCE COMMITTEE RECOMMENDED AUTHORIZATION FOR A 10 MINUTE SEARCH ENGINE INTO A CONTRACT COMMENT BY MEMBERS OF THE COUNCIL COOKING. IS THERE REALLY ANY COMMENTS THAT A MEMBER OF THE PUBLIC? [01:55:07] YES. I HAVE NO CITIZENS. >> YES. ON THE I WOULD COMMENT THAT THERE WERE SIX COUNCIL MEMBERS PRESENT AT THE FINANCE AND ADMINISTRATIVE COMMITTEE WHERE THIS WAS DISCUSSED. >> WE HEARD A PRESENTATION FROM CHIEF PADLOCK. WE HAD SOME QUESTIONS FOR JOHN TROYER. THE PRESENTATION WAS ACCEPTABLE. THE QUESTIONS WERE ANSWERED TO OUR SATISFACTION AS WELL. >> AND HENCE OUR RECOMMENDATION TO THE FULL COUNCIL AND THERE HAVE BEEN NO CITIZENS THAT HAVE SIGNED UP TO SPEAK ON THAT REPORT. THAT IS WITH THAT. ANY OTHER QUESTIONS ON THIS? WITH THAT WE'LL CALL THE BOARD CHRISTOPHER. YES, SIR. MR. HARKINS. YES, MR. BROWN. SUPPORT THE MOTION, MR. AMES. YES. MRS. BECKER? YES. GO ON IT. SO I THINK THE BEST THING WE CAN DO IS JUST LOUD, JEFF, TO TO GET INTO HIS PRESENTATION AND OVERVIEW THE PLAN. JEFF. THANK YOU, SIR. MR. ALL RIGHT. >> MARK AND MR. MAYOR. THANK YOU. Y'ALL WANT TO READ OVER THE PRESENTATION WE DID AT THE COMMITTEE HAVE A NEW AUDIENCE OUT THERE AND I WANT TO THANK EVERYONE THAT HAS SUPPLIED US WITH COMMENTS AND INPUT. THAT'S PART OF THE PROCESS. THAT'S WHAT WE ARE TRYING TO DO IS UNDERSTAND WHAT THE FOLKS WANT OUT THERE. SO LET ME. >> DON'T SHARE MY SCREEN TRYING TO DO IT. >> HOLD ON ONE SECOND. FORGIVE ME, MISS. >> WE GET. >> EVERYONE YOU ARE YOU HAVING TROUBLE SHARING YOUR SCREEN? YES IT SHARE. NO, NO. >> AND WE SEE IT, SIR. I CAN I CAN SHARE IT IF YOU LIKE MAKING. >> THERE WE GO. >> THERE WE GO. WE SEE DOG JFK A WONDERFUL DOG BO, THANK YOU. >> I THINK THE DOG GETS EXCITED. >> COULD YOU GIVE IT AN OUTRIGHT? >> YEAH. THE PURPOSE AND OBJECTIVE OF THIS IS TO IMPROVE THE OVERALL FUNCTION AND EXPERIENCE OF THE USERS AT A TOWN BEACH PARKS. >> AND AS WE'VE HEARD FROM MANY OF OUR CITIZENS, OUR NUMBER ONE PRIORITY IS ISLANDERS EACH PARK. THE STRATEGIC PLAN WE HELD A WORKSHOP ON A FEW WEEKS AGO. THERE ARE THREE INITIATIVE IN THAT PLAN DIRECTLY RELATED TO THE BEACH PARK OPERATIONS. WE HAVE A BEACH OPERATIONS MASTER PLAN THAT WE'RE WORKING ON THE PARKING MASTER PLAN, THE PUBLIC ENGAGEMENT MEETINGS YESTERDAY AND TO IMPROVE THE BEACH SOCIAL SERVICE SEE THE TOWN BEACH PARKS. >> WE HAVEN'T EVEN HAD WE HAVE AN OUTER LANE CALLIGNEE BURKS RECENT FOLLY FILLED ISLANDERS FISH HALL AND MITCHELL WILL GO FROM SOUTH NORTH. HERE'S THE SOUTH ISLAND BEACH PATH. ORDER RIGNEY LOW COUNTRY CELEBRATION. >> WE HAVE PARKING OF THE MID ISLAND. WE HAVE BERKS BEACH WHICH INCLUDES A LOT OF CHAP PARK FOLKS A BEACH BOUND FOLKS PARK THERE AS WELL. DECENT BEACH PARK FOLLY FILLED BEACH PARK ISLANDERS BEACH PARK AND THEN METAL BILL AND FISH ALL UP ON THE NORTH THINGS WE'VE DONE THIS YEAR THIS SUMMER ONCE MARK GOT HERE HE ASSESSED OPERATIONS AT THE BEACH PARKS WANTED TO SEE HOW WE COULD DO BETTER AND SO WE DEVELOP THE BEACH OPERATIONS TEAM. THIS IS A GROUP OF FOUR STAFF EMPLOYEES DEVOTED TO NOTHING BUT THE BEACH. THEY MAY WORK ON OTHER PARKS AND IN THE CASE OF STAFFING ISSUES OR AN EMERGENCY THAT BASICALLY THEY'RE DEVOTED EVERYDAY ALL DAY TO THE BEACH PARKS. WE STARTED BEACH AMBASSADORS PROGRAM THIS YEAR. [02:00:02] WE'D NEVER DONE THAT AND WE PUT IT TOGETHER PRETTY QUICKLY. WE HIRED MOSTLY YOUNG PEOPLE, STUDENTS AND THEY WERE TO POLITELY ENGAGE THE PUBLIC ANSWER QUESTIONS, HELP THEM WITH PARKING WHATEVER NEEDS THEY HAD GETTING OUT TO THE BEACH AND THE FEEDBACK WE GOT WAS REALLY POSITIVE. WE THINK THAT WAS A GOOD SUCCESS AND WE PLAN TO GROW THAT PROGRAM NEXT YEAR. WE HAD PERSONAL PROFESSIONAL SECURITY GUARDS FOR PARKING MANAGEMENT. I THINK GOING FORWARD WHEN WE DO THE PARKING MASTER PLAN WE'RE GONNA GET A VENDOR WHO WILL CONTROL ALL OF THAT INCLUDING SECURITY GUARDS SO WE WON'T HAVE INDIVIDUAL CONTRACTS MOST LIKELY GOING FORWARD. OTHER SHARE PROGRAM WHICH WAS SOMETHING NEW WE TRIED AS WELL WHERE IT'S LIKE THE LEAVE A PENNY TAKE A PENNY PROGRAM AND WE DEVELOPED A SPACE WHERE FOLKS COULD LEAVE TOYS, BEACH CHAIRS ETC. AND USE THEM AS THEY WISHED. SO AGAIN A VERY SUCCESSFUL PROGRAM. ALL OF THESE INITIATIVES I THINK WERE WELL RECEIVED AND WE PLAN TO MAKE THEM BETTER GOING FORWARD. HERE'S THE BRATIONS TEAM MARC ROBSON IS THE MANAGER. >> KEITH FALLON IS THE SUPERVISOR AND WE HAVE TWO TECHNICIANS. EXCUSE ME. >> HI. THIS NIKKO NEIL AND CHUCK HALL . SO THESE FOUR GUYS ARE ALL BRIGHT, ENERGETIC, HARDWORKING GUYS. AND I THINK FOLKS WILL SEE A DIFFERENCE. BEACH PARK'S GOING FORWARD ABOUT ISLANDERS BEACH PARK. >> THIS WAS A THE LAND WAS PURCHASED IN 92 AND THE PARK WAS CONSTRUCTED IN 99. AND AS MISS DUNLAP STATED, THE INTENTION WAS FOR THIS TO BE THE ISLANDERS BEACH PARK. WE GO BACK TO SOME OF THE HISTORY HERE. >> NINETEEN NINETY NINE TOWN COUNCIL WANTED TO ELIMINATE BEACH PARK PASSING AT FOLLY FIELD AND MOVE THESE SPACES TO ISLANDERS. MOST OF THAT IS 38 GREECE AND 38 CALLIGNEE. THERE WAS A RESOLUTION IN NINETY NINE ALSO THAT WOULD CAP BEACH PAST PARKING TO 20 PERCENT OF THE TOTAL PARKING. THAT HAS IMPLICATIONS WITH OUR BEACH MANAGEMENT PLAN WITH DEAC AND OCR AND WE HAVE A NUMBER OF SPACES WHERE TO PROVIDE THE GENERAL PUBLIC AND WE WANT TO KEEP THAT NUMBER AND NOT LET THE BEACH PASS SPACES OVER TOP THAT SO WE'RE NOT MEETING OUR MINIMUMS FOR THE STATE, YOU KNOW FOR TOWN COUNCIL RESOLVED TO SELL TO YOUR BEACH PASSES. THAT'S REALLY JUST TO SAVE WORK EFFORT INSTEAD OF HAVING TO DO IT EVERY YEAR. AND TO GIVE FOLKS TO YOUR WINDOW TO WHICH THEY CAN BUY AND USE THOSE PASSES. AND THEN IN 2010 AS YOU HEARD ONE OF THE SPEAKERS, MISS DUNLAP EARLIER TALK ABOUT THE METERED SPACES BEING INSTALLED AT ISLANDERS. THIS WAS DONE TO RECEIVE MONEY FROM THE STATE IN WHICH WE USED FOR BEACH RE NOURISHMENT AND WE ARE CURRENTLY WORKING WITH DIRECT LEGAL TEAM TO REMOVE OR RELOCATE THOSE SPACES AND HOPEFULLY THAT WILL BE RESOLVED SOON. AND SO ONE HUNDRED THIRTY ONE SPACES THEREFORE THE BEACH PASS DEKALB HOLDERS HERE'S A SHOT I APOLOGIZE YOU CAN'T SEE IT REAL WELL. >> THE ORIGINAL ISLANDERS BEACH PARK WITH THE BATHROOMS AND THE FACILITIES HERE AND THE PARKING SPACES THE MAGENTA OR PURPLE SQUARES SPACES RECTANGLES YOU SEE THERE WERE ADDED LATER GETTING INTO THE PARK ITSELF. >> HERE'S THE ENTRANCE AND I KNOW SOME OF THE FOLKS HAVE MENTIONED THE THE PEDESTRIAN ACCESS AND HOW THIS HAS BECOME A BIG PROBLEM. YOU CAN SEE RIGHT NOW THAT THAT MOST BEACHGOERS ESPECIALLY IF THERE IS A MULTIPLE PEOPLE WITH THEIR WAGONS AND OTHER MATERIALS THEY'RE DRAGGING WHILE DOWN THE MIDDLE OF THE ROAD AND SO FOR EACH PASS HOLDERS AND VEHICLES TRYING TO GET TO THE PARK. THIS IS AN ISSUE I HAD PUT IN THE PRESENTATION ABOUT CAPITAL UPGRADES THAT IF NOT SHOULD HAVE CONDITION THIS BUT IF FOOT TRAFFIC AND BY CYCLES ARE ALLOWED AND STILL ELIGIBLE TO GO TO THE PARK AFTER WE RESOLVED THE DEFINITION OF RESIDENT THEN WE WOULD WANT TO PROVIDE INFRASTRUCTURE AND SAFE MEANS FOR THEM TO GET INTO THE PARK. SO WHETHER THAT'S A SIDEWALK OR A PATHWAY OR WIDENED SHOULDERS WHAT HAVE YOU TALKING ABOUT THAT PEDESTRIAN ACCESS ISSUE? HOW COULD IT BE HANDLED IF THE RESIDENTS BY THE DEFINITION WANTED SOME MEANS TO GET INTO THE PARK? THERE MAY BE WAYS WE COULD DO AN I.D. CARD, ET CETERA, BUT THAT'S ONE OF THE ISSUES WE WILL TACKLE GOING FORWARD. AND I JUST WANTED TO SPECIFY THAT THE INFRASTRUCTURE IMPROVEMENTS WOULD BE MADE IF FOOT TRAFFIC IS ALLOWED TO REMAIN ACCESSING THE PARK. HERE ARE SOME OF THE SPACES WE [02:05:01] USE THE PERVIOUS PAVERS AND WE HAVE THE SPACES NUMBERED. >> HERE ARE SOME METERED SPACES. WE HAVE A PLAYGROUND TUCKED WITHIN MOSTLY LIVE OAK MARITIME FOREST HERE. ALL NICE FACILITIES. SAFE AND EFFICIENT ETC. BUT WE WOULD LIKE TO UPGRADE THESE DO BETTER BRING ABOUT A DAY LIKE I SAY THINGS ARE 15 MAYBE 20 YEARS OLD AND WE'D LIKE TO IMPROVE UPON THOSE. HERE'S THE BATHROOM FACILITY AGAIN. YEAH NICE FACILITY BUT IT'S A BIT DATED SO WE WOULD JUST LIKE TO IMPROVE ENHANCE ALL THE FACILITIES HERE AT ISLANDERS INTERIOR THE BATHROOM. THIS IS THE I GUESS CRAWL SPACE. YOU KNOW THE BUILDING WAS BUILT BACK IN THE LATE 90S TO MEET FLOOD ELEVATION AND SO IT WAS ELEVATED AND OVER TIME FOLKS HAVE USED THE THE UNDER SIDE HERE TO PARK GATORS BEACH ACCESS VEHICLES ETC.. WE'VE GOT SOME FLOODING ISSUES THAT WE WILL NEED TO RESOLVE WITH CAPITAL IMPROVEMENTS. IT'S A BIT OF A BALL AND HOLDS WATER. SOME OF THE UPGRADES WE PLANNED TO CONDUCT OUT THERE WOULD BE SOME BETTER DRAINAGE AND GETTING THAT STORM WATER OUT TO FOLLOW FIELD. THIS IS A TEMPORARY TENT HOUSING SOME OF THE TURTLE PATROL VEHICLES TAKEN TO SPACES. GOING FORWARD WE WOULD LIKE TO ESTABLISH A A BETTER STRUCTURE IN THE CHAPLIN AREA TO LET THOSE FOLKS GET OUT ONTO THE BEACH AND FREE UP THESE SPACES FOR PASS HOLDERS. >> THIS IS THE DECK AREA AS YOU LEAD OUT TO THE BOARDWALK. WE HAVE THE SHOWERS HERE WHERE FOLKS CAN RINSE OFF AND CLEAN UP AFTER THE BEACH. >> HERE YOU SEE OF A VARIETY OF SIGNS. >> WE WANT TO IMPROVE THIS VITAL BETTER AESTHETIC. YOU KNOW, WE'VE GOT DIFFERENT SIZES, DIFFERENT FONTS ETC CETERA. SO WE'RE TRYING TO CLEAN THAT UP, MAKE IT MORE AESTHETICALLY APPEALING TO FOLKS. HERE'S THE BOARDWALK OUT TO THE BEACH AND YOU WILL SEE AT THE END STRAIGHT SEGMENT OFF TO THE RIGHT HERE THAT'S WHERE WE'RE GONNA BUILD THE OVERLOOK PAVILION. >> THAT PROJECT HAS BEEN BID. WE'RE TRYING TO GET THE CONTRACT IN PLACE. CONSTRUCTION SHOULDN'T TAKE TOO LONG BUT THAT IS GOING TO BE BUILT OVER THE WINTER AND IT WILL COME OFF OF THIS BEND IN THE BOARDWALK RIGHT HERE. >> THIS IS THE. THE MORE OLD SCHOOL MOBY MATT BLUE KIND OF MORE SLICK. WE'RE GOING TO UPGRADE THIS TO A NEWER, BETTER VERSION, A HEAVIER TAN VERSION THAT PROVIDES BETTER TRACTION AND WON'T WRINKLE GO AWAY AS EASILY . AND HERE YOU GO WHERE FOLKS END UP OUT ON THE BEACH CITIZEN INPUT. >> YEAH. WE THANK ALL THE FOLKS WHO PROVIDED INPUT. I KNOW EDWINA AND HER COLLEAGUES HAVE PROVIDED VERY SUCCINCT MISSION AND DESIRE STATEMENTS. AND WE APPRECIATE THAT. AND WE HAVE THOSE GOING FORWARD THAT WE'RE GOING TO TRY TO IMPLEMENT AND WE'LL COME BACK WITH RECOMMENDATIONS TO COUNCIL. BUT WE ALSO GOT SEVERAL E-MAILS AND WE APPRECIATE THAT. NERDS FOLKS TO CONTINUE TO PROVIDE INPUT AS WE GO FORWARD ON THE ISSUE ISSUES TO BE ADDRESSED. WE'VE PUT THESE IN FOUR CATEGORIES THERE'S OPERATIONS, THERE'S MAINTENANCE, CAPITAL IMPROVEMENTS AND THEN POLICY DISCUSSIONS FROM THE OPERATION . YOU KNOW, WE WILL CONTINUE TO DO THE SEASONAL SECURITY UPFRONT AND THEN THE AMBASSADORS OF THE PARKING MASTER PLAN IS GOING FORWARD. THAT IS A SPRING TIME INITIATIVE. HOPEFULLY WE WILL GET THAT IN PLACE FOR NEXT SUMMER. WE HEARD A LOT OF COMMENTARY ABOUT THE NEED TO DO BETTER MARKETING PR ESPECIALLY WHEN THE DEFINITION CHANGES AND THERE ARE RESTRICTIONS AND FOLKS WILL NEED TO KNOW MOSTLY TIMESHARE FOLKS AND OTHER PEOPLE SO WE WILL DO A BETTER JOB OF THAT. WE WILL ALSO PROMOTE THE OTHER PARKS. >> WE WANT FOLKS TO ENJOY THE BEACH OF COURSE AND WE'LL TRY TO MAKE THAT AS CLEAR AS WE CAN WHERE THEY CAN ACCESS PUBLIC BEACH PARKS UP AND DOWN THE COAST THERE. SORRY ABOUT THAT TOWING COMPANY ROTATION. YEAH, WE WANT TO MAKE SURE THAT WE HAVE TRIED TO GET LOCAL ISLAND VENDORS AND THEY WILL PROVIDE A DEBIT OR NON-CASH OPTION FOR FOLKS AND MAKE THAT EASIER. IF SOMEONE DOES HAPPEN TO GET TO ALSO THE TRASH AND LITTER CONTRACTS WE HAVE THERE, WE WILL REVIEW SCOPES AND MAKE SURE THOSE ARE AS SPECIFIC AND GOOD AS THEY NEED TO BE GOING FORWARD MAINTENANCE. >> THAT'S ALWAYS SOMETHING DAWN. KEEP THE BRIDGE TREND. WE HAVE CONTRACTORS AS I SAID WE'LL MAKE SURE THEY'RE DOING THEIR JOB IMPROVE SCOPES AS NEEDED CONSISTENT SIDE APARTMENTS AS THAT CAME UP LAST [02:10:04] TIME THAT COMMITTEE TALKING ABOUT THE AESTHETICS. WE SHOULD HAVE CONSISTENT NICE TRASH CANS, SIGNS, BOLLARDS, BIKE RACKS, ET CETERA. ONE OF THE IDEAS WE RECEIVED WAS A BIKE REPAIR STATION FOR FOLKS WHO MAY RIDE THEIR BIKES TO THE PARKS AND HAVE A PUMP AND SOME TOOLS THERE THAT ARE TIED TO A POST AND FOLKS COULD USE AND THEN REMOVE THE METER METERS OF COURSE. THAT'S SOMETHING WE'RE DILIGENTLY WORKING ON AND HOPING TO GET RESOLVED BY THE SUMMER CAPITAL IMPROVEMENTS THE SCENIC OVERLOOK THAT'S GOT TO BE UNDER CONTRACT IS GOING TO BE CONSTRUCTED THIS WINTER. >> LOOKING AT THE SITE AS A WHOLE, WE'VE GOT A DESIGN TEAM IN-HOUSE. WE'RE MEETING TO SCOPE OUT THE PROJECT AND WE'RE GONNA GET A SURVEY AND UPDATE A SURVEY OF THE ENTIRE SITE. BUT ONE OF THE GOALS IN CAPITAL IMPROVEMENT WOULD BE TO ADD MORE PARKING SPACES. A SECURITY GUARD STATION UP NEAR FOLLY FIELD AT THE GATE. THE SAT THE SIDEWALK OR PATHWAY WOULD ONLY BE DONE IF WE ARE TO CONTINUE TO ALLOW FOOT AND BICYCLE TRAFFIC. REMOVE THE TENT A PERMANENT STRUCTURE OVER IT. CHAPLAIN AND PEDESTRIAN CONNECTION FROM THE PARKING TO THE BOARDWALK AREA. WE THOUGHT THERE MIGHT BE OPPORTUNITIES IN THAT PLAYGROUND AREA TO GET FOLKS OUT TO THE BOARDWALK. IF THEY DON'T WISH TO GO UP NEAR THE BATHROOM AN OPPORTUNITY FOR THAT IMPROVED SIGNAGE WE WANT TO MAKE THINGS CLEAR EVERYONE KNOWS WHERE TO GO. MAKE IT SIMPLE AND CONVENIENT THE PLAYGROUND. AS I SHOWED IT'S NICE AND ALL BUT WE THINK IT COULD BE BETTER. SO WE'RE GOING TO LOOK AT DIFFERENT EQUIPMENT SURFACE ET CETERA AND ADD TO THAT. ANOTHER THING WAS I THINK THERE'S A NICE AREA WHERE WE COULD BUILD TREEHOUSE. DIFFERENT LEVELS WITHIN THE OAKS AND I WOULD LIKE TO MENTION AT THIS TIME YOU'RE BACK AT THE COMMITTEE MEETING. VERY GOOD COMMENT WAS BROUGHT UP AND REPEATED WAS THAT IF WE'RE PROVIDING NEW OR DIFFERENT OR SPECIFIC AMENITIES HERE, THERE'S SOME EXCLUSIVITY TO THIS PARK. WE SHOULD PROVIDE THOSE SOMEWHERE ELSE THAT OTHER PARKS AND THE TREE HOUSE PARTICULARLY THERE IS A GREAT SIDE. BUT ROWING AND SAILING CENTER THAT I WISH WE COULD HAVE AFFORDED OR PUT IT UP THERE WHEN WE WERE ORIGINALLY DESIGNING THE PARK BUT WE COULDN'T SO ANYHOW HAS GONE FORWARD IN DEVELOPING THE NEW CFP. I THINK LOOKING AT THESE AMENITIES AND TRYING TO FIND OTHER LOCATIONS ROWING AND SAILING IT WOULD BE A GREAT SPOT FOR ANOTHER TREE HOUSE TYPE STRUCTURE. AND GOING BACK TO THE OVERLOOK PAVILION I'VE LOOKED AT A SITE AT GREASON PARK AND VERY SIMILAR TO ISLANDERS AS THE BOARDWALK COMES OUT FROM THE TREES AND THERE'S AN OPENING. I THINK THERE'S A VERY GOOD SPOT THAT WE WOULD LIKELY BE ABLE TO GET PERMITTED AND MAY TRY TO BUILD THAT THAT BOARDWALK. EXCUSE ME THE BOARDWALK AT DRAYSON IS PROBABLY THE WORST NEED OF REPLACEMENT. AND SO IF THAT IS A PROJECT GOING FORWARD FOR A PAVILION THERE WE WOULD CONSOLIDATE THOSE AND GET ECONOMIES AND BUILD THE BOARDWALK AND THE PAVILION BOTH TOGETHER IN THE OFF SEASON. SOME OTHER CAPITAL AMENITIES, A FIREPIT GRILLING STATIONS CONNECTING THAT BOARDWALK TO THE PLAYGROUND AREA IMPROVED LIGHTING UP LIGHTING LCD ECOFRIENDLY THE BOARDWALK DECKING REPLACING THAT WE WERE LOOKING AT CONSIDERING DIFFERENT MATERIALS IT WOULD BE MORE COST EFFECTIVE AND USER FRIENDLY TO SWITCH OUT THAT DECKING AND THE BEACH ACCESS MATTING THE MOBI MIGHT I DESCRIBED EARLIER WE GOING TO LOOK TO REPLACE THAT STONE DRAINAGE IMPROVEMENTS IT'S UP NEAR THE BUILDING AND WE CAN WE CAN DO SOME THINGS TO GET THAT DRAINAGE OUT TO THE MAIN DITCH FOLLOWING FIELD LANDSCAPE DESIGN I THINK THERE IS OPPORTUNITY ESPECIALLY IF WE'RE ADDING PARKING SPACES WE'LL TAKE ANOTHER FRESH LOOK AT THAT LANDSCAPE DESIGN BATHROOM UPGRADES FIXTURES MAKE SURE THINGS NEW AND EFFICIENT AND SECURITY CAMERAS JUST TO MAKE SURE WE HAVE PROPER SAFETY COVERAGE OUT THERE AT THIS PARK . >> THE POLICY ITEMS THESE ARE THE ONES WE RECEIVE THE MOST INPUT ON OF COURSE THE BUS DROP OFF TIMESHARES OTHER TYPES OF A I GUESS MULTIFAMILY OTHER TYPES DEVELOPMENTS COME DROP PEOPLE OFF HERE AND IT'S BEEN A BIT OF AN ISSUE EXCUSE ME FOR SOME OF THE RESIDENTS WE'D LIKE TO REDIRECT THEM THE PROPER SIGNAGE AT THE FRONT GATE MEDIA WEB SITE PR CAMPAIGN TO MAKE SURE FOLKS ARE AWARE AND THE SECURITY GUARDS IN THE [02:15:02] SUMMERTIME TO REDIRECT ANY BUSES COMING THERE TO DROP FOLKS OFF VEHICLE ACCESS RESTRICTIONS. >> YOU KNOW, IF IF THERE'S NO STICKER THEN THIS SITE WOULD NOT BE ALLOWED FOR DROP OFF TIMESHARES BUS GOLF CARTS ETC. SO WE'VE HEARD THAT IT'S A PROBLEM WITH THE FOLKS COMING IN AND OUT AND DROPPING OFF AND WE HEAR THAT AND THE POLICY THAT WE'RE GOING TO BE PUTTING FORTH WE WILL LOOK TO ADDRESS THAT SAFETY OF PEDESTRIAN AND BICYCLIST. I HEARD THE NUMBERS SOME OF THE AD HOC COUNTS OUT THERE. FOUR HUNDRED LOOKING AT POSSIBLY DOUBLING THAT WITH THE NEW TIMESHARE DEVELOPMENTS THAT MAY BE BUILT IF AND ONLY IF WE PROVIDE ACCESS WE WILL BUILD THE INFRASTRUCTURE. BUT IF THAT'S DETERMINED THAT WE DO NOT WANT TO DO THAT, THEN WE'LL PUT UP PROPER SIGNAGE AND HAVE THE SECURITY GUARDS REDIRECT FOLKS BEACH PASS PROVISIONS. THIS IS THE BIGGEST ITEM DEFINED BEING RESIDENT TO ORDER WHO IS ELIGIBLE FOR A BEACH PASS THAT'S THE MOST CRITICAL AND WE WANT TO MAKE SURE IT'S A VERY SUCCINCT EASY TO UNDERSTAND DEFINITION. ONE OF THE KEY THINGS IS IT HAS TO BE TIED TO A CURRENT AND MAINTAINED DATA SOURCE SPOKE IN THE NEWSPAPER ABOUT THERE'S A 4 PERCENT AND 6 PERCENT TAX RATE ON FOLKS AND YOU CAN TELL WHO'S WHO WHO'S A PERMANENT RESIDENT FULL TIME RESIDENT AND WHO'S SECONDARY. BUT BUT THAT WAS ONLY 2 TO DISTINGUISH WHAT DATA IS OUT THERE. HOWEVER, THE DEFINITION IS FINALLY DEVELOPED AND APPROVED BY COUNCIL STAFF WILL VET AND RESEARCH TO MAKE SURE THAT THERE IS A A MAINTAINED DATABASE THAT WE CAN EASILY PROCESS THESE APPLICATIONS AND IT'S VERY CLEAR TO FOLKS WHO IS ELIGIBLE WHO IS NOT THE IMPLEMENTATION SCHEDULE DEVELOPING THE POLICY ITEMS NOW MAINTENANCE AND OPERATIONS ARE ONGOING BUT WE HOPE TO SHOW BETTER SHOW IMPROVEMENT THIS NEXT SUMMER AND THEN THE CAPITAL IMPROVEMENTS WE HAVE SOME FUNDS NOW FOR SOFT COSTS SUCH AS SURVEYING, DESIGN, ET CETERA. >> BUT WE WOULD BE LOOKING AT NEXT FISCAL 4 CONSTRUCTION ON THOSE AND IN THE RECOMMENDATIONS PUT FORTH THIS WAS AT THE COMMITTEE TO ENDORSE THE REMOVAL OF METERED SPACES DOWNERS BEACH PARK GIVEN THAT WE GET THE CONCURRENCE FROM THE STATE PARTNERING AGENCY AND TO ALSO SOUNDERS BEACH PARK AS A RESIDENCE ONLY PARK AND FOR TOWN COUNCIL TO DIRECT STAFF TO RETURN WITH A DEFINITION OF RESIDENT FOR PROPER OPERATION AND POLICY MANAGEMENT AND IF THERE ARE ANY QUESTIONS I'LL BE GLAD TO TAKE THOSE. >> WHEN DO YOU LEAVE THE COUNCIL JUST WENT THROUGH THAT SLIDE PRETTY QUICKLY. >> HE DID A GOOD JOB OVER REVIEWING WHAT WE WERE ASKING COUNCIL ONE I BELIEVE THAT WOULD HELP ME THE MOST IS AN AGREEMENT IN PRINCIPLE WITH SEVEN MEMBERS OF TOWN COUNCIL THE MAJORITY TO MOVE FORWARD TO ESTABLISH ISLANDERS BEACH AS RESIDENT ONLY SO I DON'T HAVE THAT YET. THE POLICY THERE IS SIMPLY THE BUILT ENVIRONMENT. IT IS THE PUBLIC METERED SPACES AND IT IS THE BEACH PASS HOLDERS BASIS. WE HAVE MADE A REQUEST TO INQUIRE ABOUT REMOVING OF THE METERS BY NO MEANS BY RECEIVED THAT REQUEST AM I GOING TO GO OUT THERE AND TO REMOVE ALL THE METERS WITHOUT YOUR COLLECTIVE DIRECTION AND SO ONE TONIGHT IF NOTHING ELSE GIVE ME ADVICE DIRECTION ON MOVING FORWARD WITH ISLANDERS PER THE POLICY. JEFF, ON THAT SLIDE YOU HAD THE FIRST ONE WAS ISLANDERS AS RESIDENT ONLY JACK WHAT WAS THE OTHER ONE? >> REMOVAL OF THE METER SPACES. YEAH. >> AND SO KIND OF GO HAND IN HAND IN ONCE THAT IS PROVIDED WHAT I WOULD DO IS COME BACK TO YOU ONCE I LEARN A LITTLE MORE ABOUT THE METERS AND WE'RE WAITING ON THE STATE WITH ALL DUE RESPECT TO THE STATE THINGS DO TAKE TIME. WE HAVE REQUESTED AND ASKED WHAT STRINGS IF ANY ARE THERE IF WE WOULD REMOVE THE METERS THAT WERE PUT IN PLACE AS A CONDITION OF PUBLIC PARKING SOME YEARS AGO. SO I THINK THAT'S THE MOST IMPORTANT TONIGHT WE WOULD HAVE TO ALSO BRING YOU BACK SOME SOME THOUGHT AND WE WOULD ALSO LIKE YOUR INPUT ON WHAT TRULY DEFINES A RESIDENT AND RIGHT. WE'VE RECEIVED THE E-MAILS. BY NO MEANS IS JEFF HERE [02:20:03] TONIGHT RECOMMENDING TO YOU THAT WE CHANGE THE ISLANDS DEFINITIONS OF OF WHAT A RESIDENT IS. >> BUT IF THE BEACH ISLAND RESIDENT IS IT STATUS QUO WE HAVE MORE THAN 6000 BEACH PASSES ISSUED WITH A LITTLE MORE THAN A THOUSAND THIRTEEN HUNDRED OR SO AVAILABLE SPACES . >> SO IF THAT STATUS QUO SO BE IT AT LEAST THE METERS WOULD BE REMOVED. BUT IF THE TOWN COUNCIL WANTS TO ALSO GIVE ME SOME DIRECTION ON AN AMENDMENT TO A POLICY TO REFINE ACCESS THAT'S A THAT'S A THAT'S A BIGGER ISSUE. I DON'T SOME MORE THAN 10 PERCENT MORE THAN NO SPACES THAT WE HAVE NOT MULTIPLES OF SIX. RIGHT. DAVID, WE SEND THIS TO YOUR COMMITTEE SO YOU CAN LOOK AT IT FOR THE NEXT COUNCIL MEETING. I THINK I'D LIKE TO GET SOMETHING DONE IN DECEMBER AND LET PEOPLE SAVE WAIT TILL BEACH SEASON EVERY YEAR AND TALK ABOUT IT, OK? >> YEAH, I I'M I'M FINE WITH THAT BUT I'D LIKE TO TALK TO MARK OFF LINE BECAUSE I THINK THAT WHAT WOULD BE BENEFICIAL IS FOR THE STAFF AT THAT MEETING TO COME IN WITH SOME SPECIFIC OPTIONS SO THAT WE AREN'T JUST SHOOTING WITH SHOTGUNS. I AGREE WITH DAVE. YOU'LL TAKE CARE OF THEM. YES SIR. AND I INTEND TO DO THAT. OK, MR. BROWN HAS A QUESTION, SIR. YES, ALEX. I JUST WANT TO ADD TO THAT I THINK THAT THE THE INCREASE OF TRAFFIC DOWN AT ATLANTA'S BERKS DRAYSON MITCHELL NORTH BEACHES SOMEWHAT A BYPRODUCT OF WHAT WE DID THROUGH THE CIRCLE CIRCLE EXERCISE WHERE WE WANTED TO PUSH MORE TRAFFIC THIS WAY. ALL RIGHT. SO I JUST WANT STAFF TO BE MINDFUL I'M IN FULL SUPPORT OF US RE DESIGNATING ALLEN AS BEACH OK. BUT AS A RESULT OF THAT WE WILL HAVE ADDED PRESSURE ON THE OTHER BEACHES. OK. SO AS I AS I CAN APPRECIATE HAVING SOMEWHAT OF A BUDGET ALONG WITH ALAN WE NEED TO ALSO BE TAKEN? FULWOOD ASKED IMPROVEMENTS AT THE OTHER BEACHES TO HANDLE BUS DROP OFFS AND THAT SORT OF THING BECAUSE I'M NOT QUITE SURE THAT ALL OF THOSE BEACHES THAT ARE ON THE NORTH IN A PARTICULARLY FARLEY FIELD ACCESS ARE CURRENTLY EQUIPPED FOR ADDITIONAL TRAFFIC. SO I'D BE MINDFUL OF THAT AND YOU'RE ABSOLUTELY RIGHT, ALEX. OK. THANK YOU, SIR. OK, ANY OTHER QUESTIONS ON THE BEACH IN I WOULD LIKE TO ASK A POINT CLARIFICATION. THIS CAME OUT TO SERVE AS PUBLIC SAFETY COMMITTEE FROM MR. HARKIN'S COMMITTEE WITH THE RECOMMENDATION TO BRING THIS QUESTION FORWARD. I HAVE NO CONCERNS AT ALL WORKING WITH PUBLIC PLANNING BECAUSE IT'S SOME REAL POLICY BEING ADOPTED AND YOUR KIND OF LIVING IN BOTH WORLDS IS A FACILITY IMPROVEMENT AND ENHANCEMENT BUT IT IS REAL PUBLIC POLICY THROUGH PLANNING EFFORT. AND KEEP IN MIND WE DID SAY THAT WE DO NEED A BEACH MASTER PLAN WHICH WE TEACH A PLAN AND SO WHILE I THINK THAT WHAT WE'RE DOING TODAY IS USE KEEP SMILING THE ISSUE BECAUSE WHEN I'M HEARING FROM MR. BROWN AND CLARITY FROM YOU IS LET'S LOOK AT THE BIG PICTURE. BUT I'M ALSO HEARING THAT ISLANDERS BEACH WAS AN ISSUE LAST YEAR WAS THAT WAS THAT WAS THE MOST EMAILS I'VE EVER RECEIVED. AND I THINK WE MOBILIZED. I THINK JEFF DID A GREAT JOB. MARK ROBSON AND THE WHOLE TEAM MOBILIZED TO MAKE SOME IMPROVEMENTS DOWN THERE WITH SECURITY AND PARKING AND EXPECTATIONS AND CLEANUP. WHAT I'D LIKE TO DO IS HAVING THE ISLANDERS PLAN IN PLACE BEFORE NEXT SEASON KNOWING THAT THE BIGGER PICTURE PLAN IS GOING TO TAKE US A LITTLE BIT OF TIME LIKE RIGHT. YES. BILL, GOOD TO HAND. >> YES. CAN YOU HEAR ME? YES. >> YEAH. THIS JUST PRESENTATION WHICH WAS REALLY IDENTICAL TO WHAT IT WAS SHARED TODAY. IT WAS VERY ENTHUSIASTICALLY ACCEPTED RECOGNIZING A LOT OF DETAIL HAD TO BE WORKED OUT. BUT IN PRINCIPLE CREATING OR RECREATING AN ISLANDERS SPEECH IS SOMETHING THAT WE NEED TO DO . AND ALEX'S COMMENT WAS WELL TAKEN CALLS SO THAT ONE REACTION TO AN ACTION HERE IS GOING TO RESULT IN OTHER REACTIONS THROUGHOUT. SO I THINK MOVING THIS TO PUBLIC PLANNING AS A AS A COUNTY ISLAND WIDE EFFORT MAKES SENSE AND WE'D BE GLAD TO PARTICIPATE IN A HELPFUL WAY [02:25:08] ANY WAY WE CAN. I THINK IN GREAT DETAIL WE CAN WORK WITH DAVID. YEAH, I THINK THAT THAT'S A GOOD MOVE. APPRECIATE IT. IT CAN RESIDE IN PUBLIC PLANNING BUT I WANT TO SAY ONE OTHER THING. >> THE POLITICAL REALITY IN OUR TAKING THIS POSITION OF ISLANDERS IS RESIDENT ONLY HAS TO BE COMMUNICATED TO THE BROADER COMMUNITY IN A WAY THAT WE ANSWER THE QUESTION WHY IN THE CONTEXT OF HOW THIS IS GOING TO RELATE TO THE BROADER ACCESS TO BEACHES ELSEWHERE? >> I'M I DO NOT WANT TO BE PAINTED WITH THE BRUSH OF EXCLUSIVITY CAPITALIZED. YES, WE ARE PROVIDING A PLACE FOR RESIDENTS TO BE ABLE TO GO GET TO THE BEACH BUT WE ARE A COMMUNITY WHERE THERE ARE A LOT OF OTHER PEOPLE WHO MIGHT NOT BE DEFINED AS RESIDENT IN OUR FINAL DEFINITION. >> AND I JUST THINK THOSE PEOPLE ARE OWED AN EXPLANATION OF HOW WE ARE GOING TO RESPOND TO THEIR NEEDS OF BEACH ACCESS AND YOU MEAN. >> BUT LET'S DO IT THEN. OK, OK. SO I'LL MOVE THIS FORWARD WITH STAFF AND TEAM TO PUBLIC PLANNING BUT STAY CLOSE IN TOUCH WITH MR. PERKINS. [12. Executive Session] YEAH, WHATEVER YOU SAID TO DATE, MAKE SURE YOU SEND THE BOAT THING. THANK YOU. ANY OTHER QUESTIONS ON THIS? OK. I'M GOING TO GO WITH THE EXECUTIVE TEAM. IT WENT TO EXECUTIVE SESSION. THE EXECUTIVE SESSION. WELL, WHAT WE'RE DOING IS MOVING UP WILL NEED TO BE NUMBER ONE TO EVALUATION THE TOWN MANAGER FIRST. I HAVE STARTED ON ONLINE JUST FOR CLARITY BOTH TOWARDS MY MARK SITE. I THINK THAT WE ABSOLUTELY SIR. WE JUST NEED A MOTION TO GO INTO EXACTLY. I THINK A MOTION TO GO INTO AND WE GO INTO EXECUTIVE SESSION AS REQUESTED BY THE MAYOR. SECOND ALL THEY RAISE YOUR RIGHT HAND. THANK YOU. IF YOU BREAK, WE NEED TO * This transcript was compiled from uncorrected Closed Captioning.
