SO THAT IT'S MORE IN LINE WITH WHAT WE NEED AS A SYSTEM.

AND NOW IS IN A SUPERVISOR ROLE HERE AT THE HILTON HEAD LIBRARY.

UM, SOUTH CAROLINA, AS, AS A, AS A GOVERNMENT HAS A PROGRAM IN PLACE TO PROVIDE RENT AND UTILITY ASSISTANCE TO, UH, THOSE INDIVIDUALS WHO WERE IMPACTED FINANCIALLY BY THE PANDEMIC.
AND AS A RESULT, YOU HAVE A COUNTY LIBRARY, UH, HAS POSTED REPRESENTATIVES, UH, DIRECTLY ASSISTING BUFORD COUNTY RESIDENTS WITH SUBMITTING THE APPLICATION FOR RENT OR UTILITY ASSISTANCE TO DATE.
SINCE AUGUST OF 2021, OVER 700 INDIVIDUALS HAVE VISITED A DIFFERENT COUNTY LIBRARY FOR DIRECT ASSISTANCE.
AND, UH, BUFORD COUNTY LANDLORDS HAVE RECEIVED $1.5 MILLION THROUGH THAT PROGRAM.
PEOPLE HAVE BEEN ABLE TO STAY IN THEIR HOMES.
SO IT'S JUST WANT TO LET YOU KNOW THAT YOUR LIBRARIES ARE DEFINITELY FULFILLING THAT MISSION OF, FOR LEARNING FOR LEISURE IN PORTLAND AS A, AS A, AS A, AN ADDENDUM TO THAT, UH, THIS PAST MONTH IN OCTOBER THROUGH OUR PARTNERSHIP WITH SOUTH CAROLINA, D HECK UH, OUR BRANCH LIBRARIES RECEIVED A SMALL SUPPLY OF TAKE HOME COVID SALIVA TEST KITS.
UM, PEOPLE CAN PICK ONE UP AT THEIR LOCAL BRANCH LIBRARY, UM, ADMITTED THERE'S INSTRUCTIONS AND A VIDEO TO HOW TO ACTUALLY ADMINISTER THE TEST.
AND IT INCLUDES A FEDEX ENVELOPE FOR NO COST TO SHIPPING IT OFF, UH, FOR THE RESULTS TO LATER THAN BE DELIVERED BACK TO THEM.
SO OUR BRANCH LIBRARIES HAVE A, A SMALL SUPPLY, UM, THROUGH THIS PARTNERSHIP WITH THE HEC, AND WE'RE PROUD TO BE ABLE TO ASSIST RESIDENTS WITH ANOTHER LIFE VALUING SERVICE.
AND THEN I HAVE, UH, THE LAST PART OF OUR REPORT IS TWO RECOMMENDATIONS FOR YOU TO CONSIDER THE FIRST IS, UM, I'M GOING TO ASK THAT YOU RECOMMEND ALLOWING LIBRARY STAFF TO RESUME OUR IN-PERSON LIBRARY PROGRAMS, STORYTIMES LIBRARY, LED BOOK CLUBS, UM, MOVIES, JUST THE NORMAL TYPES OF PROGRAMMING WE HAVE HOSTED IN THE PAST AND WOULD LIKE TO AGAIN, MAKE AVAILABLE TO OUR, TO OUR COMMUNITY.
UM, JUST TO KIND OF, UH, GIVE YOU A LITTLE HISTORY ON THAT.
WE, WE STOPPED DOING IN-PERSON PROGRAMMING DURING THE PANDEMIC AND HAVEN'T REACHED IT YET.
UM, I'M CONFIDENT IN MAKING THIS TO YOU FOR CONSIDERATION, UH, GIVEN THE FACT THAT OVER 70% OF BUFORD COUNTY RESIDENTS HAVE RECEIVED AT LEAST ONE DOSE OF BY COVID VACCINE, UH, 60 OVER 60% HAD RECEIVED OR ARE FULLY VACCINATED.
AND NOW THAT THE VACCINE IS AVAILABLE TO CHILDREN FOR THE PARENTS TO CONSIDER, I THINK IT'S APPROPRIATE THAT WITHIN THE COVID SAFETY PROTOCOLS THAT WE ALREADY HAVE IN PLACE TO, AGAIN, POST LIBRARY PROGRAMS, AMANDA, WOULD THAT REQUIRE THE WEARING OF MASKS FOR THESE PROGRAMS. WE WON'T REQUIRE A MASK TO BE WORN IN THE BUILDING UNLESS BUFORD COUNTY ADMINISTRATION.
AGAIN, ENACTS THAT POLICY IN COUNTY BUILDINGS THIS TIME AT THIS TIME, IT WILL JUST BE A PERSONAL CHOICE FOR SOMEONE TO WEAR A MASK.

UM, THE LAST STRATEGIC PLANNING PROCESS CALLS, UH, TOOK ABOUT 18 MONTHS WITH A HURRICANE IN THE MIDDLE.
AND SO, UM, BECAUSE WE WANT TO MAKE SURE WE HAVE A STRATEGIC PLAN ON THE BOOKS TO GUIDE LIBRARY OPERATIONS OVER THE NEXT THREE YEARS.
WE WANT TO GET THIS PROCESS UNDERWAY.
SO RIGHT NOW, UM, OCTOBER, NOVEMBER, WE ARE LAYING THE FOUNDATION.
UH, THE STRATEGIC PLANNING COMMITTEE HAS BEEN ESTABLISHED, AND WE ARE CONFIRMING THE APPROACH, SHARING THAT WITH YOU NOW, ALONG WITH THE TIMELINE AND WHAT WE HOPE TO PRESENT TO YOU AS DELIVERABLES AT THE END, FROM DECEMBER THROUGH APRIL OF 2022, WE'RE GOING TO GO THROUGH THE PHASE OF GATHERING AND ANALYZING OUR DATA.
AND THAT WILL INVOLVE A STAFF, A STAFF SURVEY, A COMMUNITY SURVEY, AND A

STAFF WILL CONDUCT FOCUS GROUPS WITH STAKEHOLDERS THAT WILL FUNNEL INTO PHASE THREE, WHERE WE TAKE ALL THAT DATA AND TRY TO REACH A CONSENSUS ON THE GOALS, STRATEGIES, AND TACTICS.THAT WILL BE THE STRATEGIC PLAN.
THE KEY ELEMENTS OF THAT PHASE WILL BE A LIBRARY STAFF RETREAT AT OUR APRIL STAFF DEVELOPMENT DAY, AS WELL AS A LIBRARY BOARD OF TRUSTEES RETREAT TO CONSUME THE DATA AND HERE, UM, OUR POINTS OF VIEW.
AND THEN ALSO TO CONFIRM THE LIBRARY'S MISSION STATEMENT, THAT VISION GOALS AND PRIORITIES MOVING FORWARD.
AND THEN FINALLY THROUGH THE SUMMER AND EARLY OF SEPTEMBER OF 2022, WE WANT TO MAKE SURE THAT THIS BOARD, THIS BODY GETS TO ADOPT AND APPROVE THE STRATEGIC PLAN.
AND THEN WE GET THE WONDERFUL TASK OF COMMUNICATING THAT WIDELY TO THE PUBLIC.

WE, THE GROUP, THE CONSENSUS OF THE GROUP YESTERDAY WAS THAT WE SHOULD DO FOCUS GROUPS THAT WE SHOULD DO BOTH IN-PERSON AND SOME ZOOM OPPORTUNITIES AND THAT WE SHOULD DO LIKE TEN-ISH.
UM, BUT THAT THEY WERE REALLY VALUABLE AND PROVIDED VALUABLE INFORMATION.
SO THE COMMUNITY SURVEY, THE WRITTEN SURVEY THAT WE'RE TALKING ABOUT WITH 2,800 IS ONE WAY WE'LL HEAR FROM THE COMMUNITY.
AND THE OTHER WAY WE'LL HEAR FROM THE COMMUNITY IS THROUGH FOCUS GROUPS.
AND THE POINT OF ALL THAT IS TO COME UP WITH THEMES.

SHE DID SUCH A GREAT JOB IN DEPTH THOROUGH.
AND I DIDN'T UNDERSTAND THAT I WAS THAT SAME WAY WHEN I GOT STARTED IN MY FIRST JOB AND DIDN'T UNDERSTAND MY SUPERVISOR, NOT BEING ABLE TO GIVE ME ENOUGH WORK.
AND NOW I HEAR I AM THE SUPERVISOR AND HAVING SOMEBODY AS TALENTED AS DASIA AND NOT BEING ABLE TO KEEP HER BUSY.
SO IT WAS, IT WAS A TOUGH TASK AND A GOOD PROBLEM TO HAVE, BUT LATER WE GOT INVOLVED.
OUR BIG PART IN THE ENGINEERING DIVISION WAS THE TRAFFIC, UH, THE 2018 SALES TAX PROGRAMS. SO THAT'S REALLY WHAT WE WERE WORKING ON AND DASIA, UH, WE HAD DONE A LOT OF WORK, BUT WE HADN'T GOTTEN ANYTHING OUT TO BID.
SO DASIA AND I WERE CHARGED TO REALLY VAMPING UP WHERE WE WERE IN THE PROGRAM.
AND ONE OF THE THINGS WE DECIDED TO DO FIRST WAS HIRE A MARKETING CONSULTANT TO HELP US TELL THE PUBLIC WHERE WE ARE IN THE PROGRAM.
SO, UH, WE KINDA GAVE THAT AS DAY, JUST KIND OF TOP PRIORITY.
SO SHE WAS WORKING WITH THE CONSULTANT.
PART OF THEIR RESPONSIBILITY WAS TO DEVELOP SIGNAGE.
UM, SO THEY CAME UP WITH THREE OR FOUR DIFFERENT SIGNS AND THEY WAS LIKE, THIS IS NOT GOOD.
AND I AGREE, THEY, THEY PROBABLY WEREN'T THE BEST.
SO THEY JUST SAID, I THINK I CAN DO SOMETHING.
AND SO SHE STARTED TOOLING AROUND AND WITHIN 10 MINUTES, 15 MINUTES, SHE CAME UP WITH PRETTY MUCH WHAT WE SEE HERE TODAY.
WE MODIFIED IT A LITTLE BIT HERE AND THERE, BUT I THINK WHAT SHE CAME UP WITH WAS PERFECT.
IT EASILY IS IT CREATED THE BRAND FOR OUR PROGRAM.
THIS IS SOMETHING WE'RE GOING TO HAVE UP AT EVERY PROJECT THAT WE DO.
AND IT CLEARLY DELINEATES WHAT WE'RE DOING.
WE'RE DOING PATHWAYS, WE'RE DOING A BRIDGE AND WE'RE DOING ROADWAY PROJECTS AND I THINK THAT'S COMPLETELY EXEMPLIFIED.
SO, UH, IT'S MY HOPE THAT AS WE, UH, BUILD OUR PROGRAM AND WE DEVELOP OUR PROJECTS, THAT EVERY TIME YOU SEE THIS PROJECT SIGN, THAT THAT'S JUST ONE REASON WE CAN THINK BACK AT DASIA AND CELEBRATE THE LIFE THAT SHE LIVED.
WE, WE CAN ALL HAVE A BETTER APPRECIATION OF THAT.
WE DON'T KNOW HOW MANY DAYS WE DO HAVE, BUT IF WE USE DASIA AS OUR EXAMPLE, TO BE CONFIDENT IN WHAT WE DO AND JUST TACKLE THE WORLD, I THINK THE WHOLE WORLD IS GOING TO BE A BETTER PLACE.
IT MEANS I'M SEEING SOMETHING THAT DAISY WANTED TO DO COME TO FRUITION.
UH, SHE WAS VERY HONORED TO BE WITH THE COUNTY AND AS THE ENGINEER AND BEING A LOCAL CAUSE SHE WAS BORN HERE.
AND ONE OF HER THINGS THAT SHE REALLY WANTED TO DO IS WITH IMPROVE THE COMMUNITY.
AND I RECALL WHEN THE BRIDGE INCIDENT HAPPENED, SHE WAS STILL IN, UH, EITHER HIGH SCHOOL OR AN ELEMENT IN MIDDLE SCHOOL.
AND SHE MENTIONED IN ONE OF HER PAPERS THAT SHE DONE THAT BECAUSE OF THAT BRIDGE, THAT INSPIRED HER TO GET INTO THE TRACK, TO TAKE TRANSPORTATION, FIELD OF ENGINEERING AND STUFF LIKE THAT.
AND LIKE I SAID, THIS IS A DREAM COME TRUE.
THIS MEANS A LOT TO ME AND TO ME AND A LOT TO MY FAMILY AND I KNOW DAYS OR SOMEWHERE JUST SMILING RIGHT NOW.
