[4. APPROVAL OF AGENDA]

[5. 10:00 AM - 12:00 PM Executive Committee Discussion]

[00:13:43]

QUESTIONS? >> NO. >> BUT JUST TO COMMENT THAT'S

[00:13:46]

AN OUTSTANDING LIST OF THINGS THAT WE HAVE DONE THAT WE SHOULD BE VERY PROUD OF .

[00:13:53]

THEY SHOULD BE LISTED ON OUR WEB SITE SO THAT AS PEOPLE REVIEW WHAT WE'RE DOING TODAY, TOMORROW AND THE NEXT DAY THEY CAN SEE SEVERAL OF THESE ACCOMPLISH.

>> WELL, WE'LL PUT WE'LL POST ALL OF THESE FROM FROM EACH DAY.

APPRECIATE THAT. ANY OTHER MEMBER OF COUNCIL WISH TO MAKE A COMMENT.

>> OKAY. PLEASE CONTINUE. OKAY.

ONE THING I FORGOT TO DO WHEN I WAS DOING MY THANK YOU'S AND I REGRET THAT I HAVE TO GO BACK

AND DO THIS. >> SOMETIMES WHEN YOU'RE TRYING TO RECOGNIZE A LOT OF PEOPLE

YOU LEAVE FOLKS OUT. >> I FAILED TO MENTION OUR LEGAL DEPARTMENT OF CURT TAYLOR TOM CAVANEY AND BRAND NEW AWARD. THEY HAVE DONE JUST A PHENOMENAL JOB THIS YEAR GIVING ME ADVICE AND GIVING ME DIRECTION AND KEEPING ME ON TRACK AND HANDLING A LOT OF CONTROVERSIAL ISSUES IN LITIGATION AND THINGS LIKE THAT FOR US. AND I DO I'M ETERNALLY GRATEFUL TO THEM NOT ONLY FOR THEIR PROFESSIONAL WORK BUT ALSO FOR THE PERSONAL RELATIONSHIP THAT I ENJOY IN WORKING WITH THEM AS

WELL. >> SO HAVING SAID THAT, I'M ON THE SHOW NOW TO THE REGIONAL

[00:15:01]

HOUSING FUND IMPLEMENT IF YOU DO LIKE THIS MOSTLY. >> THANK YOU TO YOU FOR YOUR APPROACH TO LEADERSHIP. BEING VERY INCLUSIVE AS YOU MOVE FORWARD DO NOT MAKE A DECISION ON YOUR OWN BUT YOU ARE RELYING ON THE PROFESSIONAL STAFF THAT YOU HAVE AND I THINK THAT'S A GOOD WAY TO TO LEAD PEOPLE. SO I JUST SAY THANK YOU FOR YOUR LEADERSHIP. THANK YOU. I APPRECIATE THAT.

I'M ON A SHELF NOW TO THE REGIONAL HOUSING TRUST FUND. THIS IS SOMETHING THAT WAS WAS A REGIONAL INITIATIVE THAT INCLUDED US AT JASPER COUNTY AND HIGHLIGHT THE DETAILS OF THAT AS I GO THROUGH THIS. THIS IS A FAIRLY LENGTHY PRESENTATION AND HONESTLY WILL BE PROBABLY NOT THE MOST EXCITING THING THAT YOU WILL HEAR HERE TALKING ABOUT OVER

THE NEXT FEW DAYS. >> BUT IT'S ALSO ONE OF THE MOST IMPORTANT THINGS THAT WE NEED TO TALK ABOUT AND WE NEED TO ADDRESS. SO SARA, IF YOU COULD PULL UP THAT PRESENTATION WHENEVER YOU CAN GET TO IT. THAT WOULD BE GREAT.

>> AND WHILE THAT'S BEING PULLED UP, MR. GREENWAY HAS BEEN GOING AROUND TO ALL OF THE MUNICIPALITIES WITHIN BEAUFORT COUNTY AND JASPER COUNTY TO PRESENT WHAT WAS OUT OF SOME LOCOS INITIATION TO HAVE A REGIONAL HOUSING TRUST FUND OF OH I'M SORRY I'M NOT YOU

WON'T SHOW THAT PERSON'S. >> I MEAN RIGHT BEFORE WE DO THE PRESENTATION ON RIBAUT WE ARE MORE WE WANT TO GO FOR YOU THAT YOU WILL SEE OVER THE COURSE OF NEXT FEW DAYS WITH THE VARIOUS DIVISIONS HIGHLIGHTING WHAT THEY'RE WORKING ON AND WHAT THEIR NEEDS

WILL BE IN THE UPCOMING. >> THIS IS COMMUNICATIONS

THROUGH. >> HELLO, MY NAME IS PATRICK IL.

AND IN THIS SEGMENT I WILL BE TALKING ABOUT THE COMMUNICATIONS AND INFORMATION TECHNOLOGY DIVISION. THE COMPANY ACCELERATED DIGITAL TRANSFORMATION THAT COUNTY HAS EXPERIENCED HAS REALLY CHANGED THE WAY THAT WE WORK. WE ARE UNLIKELY TO SEE SUCH A DISRUPTION TO THE WORKFORCE WITHIN OUR LIFETIMES EVER AGAIN.

AND WE'VE USED THIS OPPORTUNITY TO LEARN AND ADAPT AND IMPLEMENT NEW TECHNOLOGIES THAT CAN CHANGE THE WAY THAT WE WORK. SOME OF THE BIG CHANGES WE HAVE SEEN IS THAT OUR COUNTY'S VIDEO IN DIGITAL LITERACY HAS REALLY INCREASED.

WE HAVE BEEN ABLE TO USE COMMUNICATION AND TECHNOLOGY TO DRIVE CULTURE AND ALIGN THE ORGANIZATION THROUGHOUT THE PANDEMIC NOW ATTENDING A MEETING VIRTUALLY AS SOCIALLY ACCEPTABLE AND AS WE COME OUT OF THE PANDEMIC WE ARE SEEING THIS TREND CONTINUE WITH HYBRID MEETINGS WE'VE BEEN ABLE TO SUCCESSFULLY UTILIZE AND INTEGRATE TOOLS SUCH AS KEYNES ZU X, CISCO PHONE SYSTEMS ET CETERA TO ENHANCE COLLABORATION AND INCREASE TEAM PRODUCTIVITY AND MAKING THE TRANSITION BETWEEN THE DIFFERENT WORK STATES SEAMLESS.

PREVIOUSLY MUCH OF OUR TECHNOLOGY RESOURCES WERE STATIC AND ONSITE.

BUT AS WE CONTINUE TO MOVE FORWARD IN THIS NEW FUTURE OF WORK ACCESS TO INFORMATION AND A CONSISTENT USER EXPERIENCE AND PORTABILITY HAVE BECOME MORE AND MORE IMPORTANT . WE ARE CURRENTLY USING THE COMPUTATIONAL POWER AND STORAGE OF THE CLOUD TO ENHANCE THE ORGANIZATION IN EXCITING WAYS. THIS YEAR WE'VE MOVED MANY SYSTEMS TO THE CLOUD PLATFORM AZURE HD OFFICE 365 INTER GOV MUNIS SHAREPOINT G.I. S AND MANY MANY OTHER DEPARTMENTAL APPLICATIONS HAVE BEEN MOVED TO THE CLOUD AND ARE CURRENTLY UP TO SERVE DIGITAL INFORMATION FROM MANY DIFFERENT LOCATION TO MANY DIFFERENT USERS IN THE NEXT FISCAL YEAR. THE MAPPING AND APPLICATIONS DEPARTMENT WILL FINALIZE THEIR

[00:20:03]

CLOUD MIGRATIONS BY FOCUSING ON MIGRATING AND MODERNIZING THE LAST OF OUR COUNTY'S LEGACY SYSTEMS AND TECHNOLOGY IS A TOOL TO HELP PEOPLE DO SOMETHING ELSE MORE EFFICIENTLY . AND WE ARE LOOKING TO NEXT GEN TOOLS HELP MOVE THE COUNTY FORWARD AND TO LIVE, WORK AND PLAY MORE EFFECTIVELY AND WE UNDERSTAND THE USABILITY OF OUR TOOLS IS BECOMING MORE AND MORE IMPORTANT. NEXT FISCAL YEAR WE WILL BE CREATING TRAINING SESSIONS WITH THE PARTNERS ON HOW TO FULLY UTILIZED THESE TOOLS IN THE NEW WORKPLACE IN THE NEXT FISCAL YEAR. THE BROADCAST DEPARTMENT WILL CONTINUE TO IMPLEMENT THE LATEST AUDIO AND VIDEO TECHNOLOGIES PROVIDING CITIZENS WITH RICH ENGAGING MEDIA CONSUMPTION EXPERIENCE. NOT ONLY WILL THE BROADCAST PARTNER CONTINUE TO MAKE IMPROVEMENTS TO OUR WONDERFUL COUNTY CHANNEL AND ITS AWARD WINNING PROGRAMS BUT LOCAL SPORTS AND PARADES ARE BACK AND THE BROADCAST DEPARTMENT IS IN DEMAND NOW MORE THAN EVER. THE IMPROVEMENTS AND UPGRADES THAT ARE CURRENTLY BEING DONE TO OUR AVIS SYSTEMS MAKE OUR BROADCAST ASSETS EVEN MORE IMPRESSIVE THAN THEY ARE TODAY.

IN ADDITION, WE'RE UTILIZING NEW WAYS TO ENGAGE CITIZENS THROUGH BROADCAST MEDIA SUCH AS GAS STATION TV WHCA GI BROADCAST STATION AND INFOMERCIALS THAT WILL SHOW ON OTHER NETWORKS TO REACH AND ENGAGE MORE CITIZENS. NO ONE CAN ARGUE THAT MACHINE LEARNING HAS VASTLY IMPROVED OUR LIVES. WE USE A.I. EVERY DAY COOL IN FANTASTIC WAYS. WHEN YOU ARE IN A VIRTUAL MEETING YOU BLURRED THE BACKGROUND. THAT'S A LIE. NOISE CANCELATION VIDEO FACIAL TRACKING. THAT'S A LIE. SOCIETY IS USING A.I.

ARTIFICIAL INTELLIGENCE IN WAYS WE HAVEN'T BEFORE AND ACCOUNTANT COUNTY IS UTILIZING A. TO IMPROVE THE WAY WE LIVE, WORK AND PLAY THIS YEAR.

THE COMMUNICATIONS AND INFORMATION DIVISION HAS USED A.I. AND UNIQUE IN CREATIVE WAYS FROM HELPING TO TECH DIGITAL CYBER THREATS IN OUR NETWORK AND IN OUR EMAILS AND SERVING UP DATA. THAT IS THE MOST RELEVANT TO US.

THE COMMUNICATIONS DEPARTMENT WILL CONTINUE TO LEVERAGE AI AND MACHINE LEARNING WITH ITS SPRINKLER PLATFORM TO SIFT THROUGH LARGE DATASETS THAT SPAN MANY SOCIAL MEDIA COMMUNITIES SUCH AS FACEBOOK, TWITTER, INSTAGRAM, LINKEDIN TO DELIVER RELATIVE AND TIMELY CONTENT FOR CAMPUSES AS THE I.T. SYSTEMS DEPARTMENT WILL CONTINUE TO SAY I TRAINED BY UPDATING TO NEXT GEN FIREWALLS IMPLEMENTING IMPLEMENTING A SMART CLOUD BROKER SYSTEM AND DEPLOYING THE LATEST SOFTWARE SOLUTIONS LIKE WINDOWS LEVIN AND SERVER 2020 TO ALL THESE TECHNOLOGIES HELP US LIVE, WORK AND PLAY BETTER COMMUNICATIONS AND INFORMATION TECHNOLOGY DIVISION WILL CONTINUE TO ADAPT AND GROW. THIS COMING FISCAL YEAR WE ARE WILLING AND READY TO TAKE ON NEW CHALLENGES AND WHEN THEY FAIL AT TIMES BUT FAILING IS ONE OF THE WAYS THAT WE LEARN. ULTIMATELY WE CAN USE TECHNOLOGY TO BUILD A BETTER VALUE FOR AND TO MAKE YOUR COUNTY A GREAT PLACE TO LIVE, WORK AND PLAY A LOT

OF INFORMATION THERE. >> I'VE LOST COUNT SO AGAIN IF THEY HAVE ANY QUESTIONS ABOUT ANY OF THOSE THINGS WE'RE TALKING ABOUT OF ME OUT DEFERRED UP MR. HILL IF YOU DO HAVE ANY QUESTIONS BECAUSE I MAY NOT KNOW WHAT MANY OF THOSE THINGS ARE AS WELL BUT ONE OF THE GREAT THINGS ABOUT HAVING THE TOWN STAFF WE HAVE IS I'M NOT REQUIRED TO KNOW ALL OF THAT STUFF. SO IT DOES SEEM BY HAVING QUESTIONS ABOUT ANY OF THEM.

>> NO. BUT ONCE AGAIN COMMENT YOU KNOW, OUR TECHNOLOGY DIVISION IS LIGHT YEARS AHEAD OF MANY OTHER ORGANIZATIONS. SO THAT'S THAT'S GREAT NEWS TO US. MY WORK WITH PATRICK ALMOST ON A REGULAR BASIS THIS MORNING I SENT HIM AN EMAIL THAT LOOKED SUSPICIOUS TO ME. HE INVESTIGATED THAT EMAIL.

FIND OUT. YES. IT WAS ACTUALLY CALLED THE COMPANY BECAUSE THEIR COMPANY EMAIL WAS MOVED AND SO WE SOLVED THE PROBLEM.

SO GREAT JOB PATRICK AND THE TEAM DO GREAT WORK. >> THEY ARE WONDERFUL TO WORK

WITH AND I APPRECIATE THOSE WORDS. >> THANK YOU VERY MUCH.

SO WE'LL GET THE AFFORDABLE HOUSING TRUST FUN PRESENTATION GO ON HERE AND DO FORGIVE ME IF I MISS STAY UP OR MISPLACE WHERE I'M SUPPOSED TO BE IN ALL OF THIS BECAUSE I'VE GOT A LOTTA I'VE GOT A LOT OF GOING THROUGH THE OLD NOGGIN RIGHT HERE.

>> JUST BEAR WITH US. SO VERY APROPOS AS TO THE ARTICLE IN THE NEWSPAPER THIS MORNING ABOUT AFFORDABLE HOUSING GOING ON UNTIL TED AND THE CITY OF MILFORD.

YEAH, THIS STUFF. >> THIS HAS A LOT OF INTEREST RIGHT NOW.

[00:25:03]

AS CHAIRMAN SAID, I'VE BEEN GOING AROUND IN PRESENTING THIS TO ALL THE JURISDICTIONS I WILL

APPEAR BEFORE THE BLUFFTON TOWN COUNCIL NEXT WEEK IN PERSON. >> I'VE DONE THIS PRESENTATION

TO UMC HARDY VALE, THE TOWN OF HILTON HEAD ISLAND. >> TODAY YOU ALL.

AND THEN HOW WOULD DO BLUFFTON I HAVE TO SCHEDULE JASPER COUNTY AS WELL.

>> SO THIS WAS AN INITIATIVE THAT WE UNDERTOOK A COUPLE OF YEARS AGO.

NOW SHE'LL GO THE NEXT SLIDE. SARA, THANK YOU VERY MUCH. AND WE WERE SUCCESSFUL IN RECOMMENDING TO EIGHT JURISDICTIONS A FUNDING STRATEGY TO HIRE A CONSULTANT TO DO THAT WORK IN THOSE EIGHT JURISDICTIONS ARE THERE THEY PARTICIPATED IN HELPING PAY THE

CONSULTANT FOR THIS. >> THERE'S WIDESPREAD SUPPORT FOR THIS INITIATIVE BECAUSE IT'S VERY IMPORTANT I THINK OUR FUTURE OF LEGAL WORK IN PLAY AND THE QUALITY OF THAT DEPENDS UPON US HAVING THIS ISSUE NOT ONLY FOR THE CITIZENS BUT ALSO FOR THE BUSINESSES THAT HAVE PEOPLE HERE THAT NEED WORKERS. WE'VE GOT TO TAKE CARE OF THE AFFORDABLE HOUSING ISSUE.

>> NEXT SLIDE YOU CANNOT DO IT WITH THIS AS. >> SO THE PURPOSE OF THE STUDY WAS TO ANSWER SOME KEY QUESTIONS REVENUE SOURCES WHAT TYPES OF REVENUE SOURCES CAN PROVIDE A SUSTAINABLE ONGOING REVENUE SOURCE FOR THE REGIONAL HOUSING TRUST FUND AND WE'LL

TALK ABOUT THAT MORE DETAIL A LITTLE BIT. >> THE USES OF THOSE FUNDS, HOW WILL THAT BE STRUCTURED? WHAT WILL BE WHAT WILL BE THE PROGRAMING THAT THIS MONEY WILL BE SPENT TOWARD TO SUPPORT AFFORDABILITY, THE FUND GOVERNANCE, GOVERNANCE AND

PARTNERSHIPS? >> HOW DID YOU GOVERN THE FUND ONCE IT IS ESTABLISHED AND WHAT PARTNERSHIPS ARE KEY TO ESTABLISHED THAT WILL ENSURE THE OVERALL HEALTH AND SUSTAINABILITY OF THE FUND MOVING FORWARD AND THEN PROJECT CRITERIA?

>> WHAT DOES REGIONAL HOUSING TRUST FUND CONSIDER AFFORDABLE AND WHAT TYPES OF PROJECTS MIGHT BE ELIGIBLE FOR FUNDING AND HOW LONG SHOULD THOSE PROJECTS REMAIN PROPERTIES REMAIN AFFORDABLE. THIS THIS PRESENTATION I DON'T WANT TO ALARM ANYONE.

THIS PRESENTATION IS ABOUT 70 SLIDES. I'M ONLY DOING ABOUT 25 TODAY.

SO THIS IS PART 1 OF A MULTIPART PRESENTATION. SO I'M GOING TO TAKE YOU ALL TODAY THROUGH STEPS 1 AND 2 FOR ESTABLISHING THE HOUSING TRUST LINE.

IF YOU GO TO THE NEXT SLIDE FOR ME, YOU ARE YOU KNOW THIS INFORMATION BECAUSE YOU ALL AND

I WANT TO COME MENU ALL ON THE INTERSTATE. >> YOU HAVE TAKEN WITH AFFORDABLE HOUSING AND THE SUPPORT THAT YOU HAVE GIVEN TO IT BOTH IN YOUR INTEREST AND IN YOUR FINANCIAL VOTES TO SUPPORT US PULLING OFF AFFORDABLE HOUSING AN AFFORDABLE HOUSING TRUST FUND IS GENERALLY SOMETHING THAT'S ESTABLISHED BY THE PUBLIC SECTOR TO FEEL GAPS

IN THE SUPPLY PROVIDED BY THE MARKET. >> SO IT PLAYS A ROLE IN HELPING CLOSE THE GAP BETWEEN WHAT MARKET CAN DO AND WHAT THE GOVERNMENT SHOULD DO IN ORDER TO PROVIDE PLACES TO LIVE IN AN AFFORDABLE MANNER FOR THEIR CITIZENS.

>> SO THERE WERE SEVERAL PRIORITIES THAT WERE ESTABLISHED BY THE BY THE CONSULTANT AND THE STEERING COMMITTEE AND ONE OF THOSE PRIORITY NUMBER ONE WHICH IS MAYBE NOT THE MOST IMPORTANT BUT IT IS UP THERE AND THAT IS PROVIDING ACCESSIBLE AFFORDABLE HOUSING TO THE REGION TO SUPPORT THE WORKFORCE AND THE SERVICE ECONOMY AS WELL AS

OTHERS WITH HIGH HOUSING COST BURDENS. >> YOU CAN SEE THERE IN THE LAST TWO LINES THE TYPE OF INCOME YOU NEED IN BEAUFORT COUNTY TO AFFORD MEETING IN

GROSS RENT IS 48 THOUSAND DOLLARS. >> THE MEDIAN INCOME YOU NEED IN JASPER THIRTY SEVEN THOUSAND DOLLARS AIA OUR 60 PERCENT AM I.

>> FOR A FAMILY OF FOUR IS FORTY SIX THOUSAND FIVE HUNDRED DOLLARS PER YEAR.

>> SO PEOPLE THAT ARE MAKING 60 PERCENT OF OUR A.M. I WOULD NOT BE ABLE TO AFFORD TO LEAVE OF HERE IN BEAUFORT COUNTY AND THAT'S KEY STATISTIC THAT YOU NEED TO KEEP IN MIND.

>> PRIORITY NUMBER TWO IS OVERCOMING BARRIERS TO AFFORDABLE DEVELOPMENT SUCH AS

FINANCIAL GAPS AND LAND AVAILABILITY. >> AS WE ALL KNOW THERE ARE CERTAIN THINGS ABOUT OUR ENVIRONMENT HERE THAT ARE IMPEDIMENTS TO AFFORDABLE HOUSING AND THAT'S WHY WE NEED TO STEP IN A BIG WAY AS GOVERNMENT.

>> ONE OF THOSE IS THE AMOUNT OF LAND THAT AVAILABLE FOR AFFORDABLE HOUSING.

[00:30:01]

>> WE HAVE A LOT OF WATER, SMALL LAND. >> WE HAVE A PROGRAM WHICH I HIGHLY SUPPORT AND IN FAVOR OF THAT ALLOWS US TO BUY LAND TAKE THAT OFF OF THE OFF THE

MARKET TO RESTRICT IT FROM BEING DEVELOPED IN THE FUTURE. >> THAT'S AN IMPEDIMENT TO AFFORDABLE HOUSING AND THEN WE HAVE ENVIRONMENTS OR AREAS OF THE COUNTY THAT ARE PREDOMINANTLY GEARED TOWARD TOURISM AND BECAUSE OF THE BEAUTY AND THE AESTHETICS OF THOSE AREAS WHICH MEANS LAND PRICES AND HOUSING COSTS ARE MORE EXPENSIVE IN THOSE AREAS BECAUSE OF THE VACATION AND TOURIST RELATED ACTIVITIES THERE.

>> SO THAT'S ONE THING. >> OTHER THING IS INFRASTRUCTURE COST.

>> ROADS, WATER, SEWER ALL OF THOSE THINGS TO DEVELOP HERE ARE MORE COSTLY.

AND THEN YOU HAVE THE IMPACT FEES THAT GO ALONG WITH THAT. >> THAT AGAIN DRIVE UP THE COST

OF DOING AFFORDABLE HOUSING. >> SO THE REGIONAL HOUSING TRUST FUND CAN HELP CLOSE THOSE FINANCING GAPS RELATED TO INFRASTRUCTURE, LAND, BANKING OTHER THINGS THAT MAY NEED TO BE NECESSARY IMPACT FEES AND THINGS LIKE THAT THAT WE MAY NEED TO LOOK AT ASSISTING

THROUGH THAT PROGRAM. >> PRIORITY NUMBER THREE ENSURING A REGIONAL APPROACH FOR THAT ADDRESSES THE NEEDS OF EACH JURISDICTION WHILE MEETING IMPORTANT STRATEGIC

GOALS FOR HOUSING LOCATION. >> TWO THINGS WE DO NOT WANT TO HAPPEN WITH THE AFFORDABLE

HOUSING TRUST FUND. >> WE DO NOT ONE ONE AREA OF OUR COUNTY, OUR REGION TO BECOME THE GROUND FOR ONLY AFFORDABLE HOUSING. THAT IS ONE OF THE CURRENT CONCERNS THAT HAVE BEEN VOICED. SO THE GOAL IS TO TAKE A BALANCE APPROACH SO THAT EACH JURISDICTION THAT THE AFFORDABLE HOUSING IS SPREAD OUT THROUGH THE REGION SO THAT

PEOPLE ARE ABLE TO LIVE CLOSER TO WHERE THEY CURRENTLY WORK. >> AND NOT OUT TO TRAVEL SIGNIFICANT DISTANCES IN ORDER TO GET THERE. THE OTHER THING THAT THE AFFORDABLE HOUSING TRUST FUND NEEDS TO ATTEMPT TO DO IS THAT IF JURISDICTIONS ARE PUTTING MONEY INTO THE REGIONAL HOUSING TRUST FUND, THEY NEED TO GET A CERTAIN AMOUNT WHERE IT'S ADVANTAGEOUS FOR THEM TO DO SO OF THOSE AFFORDABLE HOUSING PROJECTS AND HAVE THAT MONEY

REINVESTED INTO THEIR COMMUNITIES. >> SO IT'S GONNA BE A BALANCING ACT. YOU DON'T WANT TOO MUCH BUT YOU ALSO DON'T WANT TO ASK THEM TO CONTRIBUTE MONEY AND NOT BE ABLE TO GET AFFORDABLE HOUSING PROJECTS IN THEIR JURISDICTION

. >> SO THAT'S PRIORITY NUMBER THREE.

PRIORITY NUMBER FOUR IS UNDERSTANDING THE TOOLS AND RESOURCES AVAILABLE TO HOUSING

TRUST FUNDS THROUGH VARIOUS STATE LAWS AND REGULATIONS. >> THAT SPEAKS FOR ITSELF.

THERE'S PLENTY OF PEOPLE OUT THERE THAT OPERATE REGIONAL HOUSING TRUST FUNDS THAT CAN DO THAT WITHOUT DOING A LOT RESEARCH. AND THEN PRIORITY NUMBER FIVE, IDENTIFY STABLE AND RELIABLE DEDICATED REVENUE SOURCE. AND I'M TALK ABOUT THAT OF IN THE FUTURE IN A FEW MOMENTS. THE ONLY WAY THE REGIONAL HOUSING TRUST FUND IS GOING TO HAVE A SIGNIFICANT IMPACT AND REMAIN HEALTHY, UNSUSTAINABLE IS IF WE AS JURISDICTIONS DEDICATE A RELIABLE REVENUE SOURCE TO CARRY IT THROUGH STARTED TO ALLOW IT TO CONTINUE TO REMAIN HEALTHY AS IT AS IT GROWS AND ADDITIONAL PROJECTS COME ON LINE.

>> SO OBJECTIVES OF THE STUDY NEXT LINE. >> ALL RIGHT.

>> SO THIS IS THIS IS A BUSY SLIDE. I WANT TO TALK ABOUT BULLET POINTS ONE AND THEN WE'LL TALK ABOUT THE LAST BULLET POINT YOU CAN READ THE REST OF THAT AND I'LL PAUSE WHEN I GET THROUGH. BUT THE PRIMARY OBJECTIVE IS TO CREATE NEW HOUSING UNITS OR REAL REHABILITATE OR PRESERVE EXISTING HOUSING UNITS FOR HOUSEHOLDS AT OR BELOW 120 PERCENT OF AREA MEDIAN INCOME WITH A STRONG FOCUS ON HOUSEHOLDS AT OR BELOW 60 PERCENT OF AREA MEDIAN INCOME. SO WHAT DOES THAT LOOK LIKE IN REALITY? WELL, I TOLD YOU ALL THAT 60 PERCENT OF EMR HERE IN BEAUFORT COUNTY IS FORTY SIX THOUSAND

FIVE HUNDRED DOLLARS. >> IF YOU TAKE 30 PERCENT OF THAT WHICH IS WHAT WE'RE TARGETING THAT PEOPLE SHOULD ONLY HAVE TO SPEND FOR HOUSING COST AS A RESULT.

AS FOR A FAMILY OF FOUR FORTY SIX FIVE IS FOR A FAMILY OF FOUR.

YOU TAKE 30 PERCENT OF FORTY SIX FIVE. THAT EQUATES TO THIRTEEN THOUSAND NINE HUNDRED FIFTY DOLLARS A YEAR THAT SOMEONE'S SHOULD BE USING FOR THEIR HOUSING COSTS IN BEAUFORT COUNTY IF YOU DIVIDE THAT BY 12.

THAT RESULTS IN A MONTHLY HOUSE PAYMENT OR RENT PAYMENT OF ABOUT ELEVEN HUNDRED AND

SIXTY THREE DOLLARS PER MONTH. >> ELEVEN HUNDRED SIXTY THREE DOLLARS PER MONTH.

[00:35:04]

SO I LOOKED THIS MORNING WHEN I GOT HERE THE WORK AT THE RENT REQUIREMENTS HERE IN BEAUFORT COUNTY AND I ONLY FOUND THREE APARTMENT COMPLEXES THAT HAD RENT BELOW ELEVEN SIXTY THREE

PER MONTH THREE APARTMENT COMPLEXES COUNTYWIDE. >> AND IF YOU DELVED INTO THAT THE RENTS ARE BELOW ELEVEN SIXTY THREE PROBABLY ARE NOT FOR ANYTHING THAT WAS SUPPORT.

>> A FAMILY OF FOUR LIVE IN THEIR ELEVEN SIXTY THREE WILL BUY YOU A HOUSE THAT WOULD HAVE A VALUE OF ABOUT TWO HUNDRED AND THIRTEEN THOUSAND FIVE HUNDRED DOLLARS.

>> THERE'S NOT MANY HOMES HERE IN BEAUFORT COUNTY IN THIS PARTICULAR MARKET THAT YOU CAN BUY FROM TWO HUNDRED THIRTEEN THOUSAND FIVE HUNDRED DOLLARS. SO RIGHT NOW OUR AFFORDABLE HOUSING PROGRAM HERE MOVE RECOUNTING IS ESSENTIALLY RELATED TO MANUFACTURED HOUSING WHERE PEOPLE ALREADY HAVE LAND OR HAVE FAMILY LAND WHERE THEY CAN GO OUT BUY A HOME TO BE ABLE TO AFFORD TO LIVE IN THE COUNTY IF THEY CAN'T DO THAT THEN THEY'RE FORCED TO LIVE IN OTHER COUNTIES AND COMMUTE BACK IN THE BEAUFORT COUNTY TO WORK AND THAT IS NOT A CAR QUALITY

OF LIFE. >> THEY MAY BE ABLE TO WORK BUT THEIR PROBLEM IS NOT DOING MUCH LIVING AND THEY'RE PROBABLY NOT DOING MUCH PLAYING IF THEY'RE HAVING TO SPEND A MAJORITY OF THEIR LIVES TRAVELING BACK AND FORTH TO WORK AND THINGS LIKE THAT.

THIS IS A PROBLEM AT OUR VERY OWN DETENTION CENTER AND I WILL TELL YOU THAT MY HIGHLIGHT THAT WE REQUIRE THOSE FOLKS TO WORK LONG SHIFTS MANY OF THEM BECAUSE OF THE SHORTAGE OVER THERE HAVE TO WORK BACK TO BACK SHERIFF'S YOU ASK AN EMPLOYEE TO WORK ABOUT A BACK ISSUE UP AND DETENTION CENTER AND THEN THE TRAVEL AND NOT MORE THAN AN OUR HOME TO GET SOME REST AND THEN THEY HAVE TO GET BACK IN THEIR CAR AND TRAVEL BACK OVER AN HOUR TO GET BACK OR DOESN'T

LEAVE THEM MUCH TIME TO DO OTHER THINGS. >> IT LEADS TO ALL KINDS OF PROBLEMS. AND IT IS THE PART OF OUR SOCIETY THAT AT LEAST CAN AFFORD TO DO THESE THINGS BECAUSE WHAT THAT DOES IS THEY'RE SPEND THEIR TIME TRYING TO LEAVE AND YOU GET TO GET TO AND FROM WORK AND TO GET TO WORK THAT DOESN'T LEAVE ANY TIME OR ENERGY FOR THEM AFTER WORK TO HELP THEIR KIDS WITH SCHOOLWORK TO DO EXTRA THINGS

WITH THEM TO GROW THEIR KIDS SOCIALLY. >> DIRECTOR WITH THEIR KIDS OR FAMILIES. SO IT IS HIGHLY PROBLEMATIC FOR US AND WE HAVE GOT TO SOLVE

THIS PARTICULAR ISSUE HERE IN THIS REGION. >> IF WE ARE GOING TO CONTINUE TO BE A PREMIER PLACE FOR ALL ASPECT OF OUR ECONOMY TO LIVE, WORK AND PLAY AND THAT IS HOPEFULLY SOMETHING THAT WE'RE GOING TO BE ABLE TO ACCOMPLISH THROUGH THE REGIONAL HOUSING

TRUST FUND. >> LAST BULLET POINT AND ONE OF THE KEY ADVANTAGES AS I'VE TOLD YOU ALL BEFORE OF ORIGINAL HOUSING TRUST FUND IS TO BE ABLE TO LEVERAGE OUTSIDE FUNDING FROM BANKS, CORPORATIONS, PHILANTHROPIC INSTITUTIONS, FEDERAL, STATE

AND LOCAL GOVERNMENTS. >> I'VE TOLD YOU THE STORY MANY TIMES ABOUT GREEN ONE.

>> I KEEP REPEATING IT BECAUSE ONE I LIKE TO REPEAT MYSELF OVER AND OVER APPARENTLY AND

TWO IS KEY FOR YOU TO UNDERSTAND THIS. >> GREEN WELL MADE LIKE A TWO MILLION DOLLAR INVESTMENT IN SEED IN THEIR REGIONAL HOUSING TRUST.

THEY TURNED THAT TWO MILLION DOLLAR INVESTMENT INTO FORTY THREE MILLION DOLLARS THAT THEY WERE ABLE TO LEVERAGE IN OUTSIDE FUNDS. IF WE CAN DO THAT HERE IN BEAUFORT COUNTY WE WILL SOLVE OVER TIME OUR AFFORDABLE HOUSING ISSUE BUT IT'S GOING TO

TAKE TIME AND IT'S NOT GOING TO BE AN OVERNIGHT SOLUTION. >> AND WE MAY NOT HAVE READ ALL THE BUGS WORKED OUT. AND ONE OF THE THINGS THAT GOOD PEOPLE, THE PUBLIC AND POLITICIANS BECAUSE OF THE INSTANT GRATIFIED CREATION MINDSET OF OUR SOCIETY NOW IS THAT WELL IF YOU CAN'T DO EVERYTHING AND YOU CAN'T GET ALL THE BUGS AND HAVE EVERYTHING ADDRESSED WHENEVER YOU START THIS, THEN WE'VE GOT A PROBLEM WITH THAT.

>> WELL, YOU'VE GOT TO START SOMEWHERE AND I NEED YOU ALL TO KEEP THAT IN MIND MOVING FORWARD. WE GOT TO START SOMEWHERE AND WE'VE GOT TO BUILD THIS OVER TIME. IF WE START SOMEWHERE WE MAY NOT HAVE ALL THE ISSUES RESOLVED OR ALL THE BUGS WORKED OUT. BUT IN FOUR OR FIVE YEARS WE WILL BE STANDING HERE LOOKING BACK AND SAYING MAN, WE DIDN'T HAVE EVERYTHING WORKED OUT

INITIALLY BUT WE FOUGHT EVERYTHING OUT OVER TIME. >> WE TRUSTED THE PROFESSIONALS THAT WE'VE HIRED TO DO THIS WORK. AND WHAT AN IMPACT WE'VE HAD IN FOUR OR FIVE YEARS WITH THE REGIONAL HOUSING TRUST FUND. ONCE WE GET IT SET UP AND RUN IN NEXT SLIDE. SARAH, LET ME PAUSE RIGHT THERE BEFORE I MOVE INTO THIS BUSY

SLIDE. >> ARE THERE ANY QUESTIONS ABOUT ANYTHING I'VE GONE

THROUGH AT THIS POINT? >> ANYONE HAVE A QUESTION JUST ON THE PLACE WHERE YOU

[00:40:05]

CREATED THE SCENARIO THAT SAID YOU HAVE TO MAKE SO MUCH MONEY AND THAT THAT EQUALS A PAYMENT OF ABOUT ELEVEN HUNDRED SIXTY THREE DOLLARS THAT ONLY COVERS YOUR PRINCIPAL AND INTEREST PAYMENT ON YOUR MORTGAGE, CORRECT? THAT'S CORRECT.

SO YOU STILL HAVE TO WORRY ABOUT INSURANCE PROPERTY TAXES. WELL THAT WOULDN'T BE THAT BASED ON THAT CALCULATION AND IT WOULD TAKE IN THE PROPERTY TAXES ON THE HOUSE AND THE INSURANCE ON MY HOUSE. BUT IT DOES NOT TAKE INTO ACCOUNT WHAT THEY MAY BE PAYING CAR CHILD CARE OTHER ANCILLARY COSTS THAT THEY MAY HAVE THROUGHOUT THE MONTH.

>> OK, SO THAT'S AN IMPORTANT DISTINCTION. MAYBE LOOK UTILITIES AND THAT'S A GOOD POINT. GUESS WHAT I WAS LOOKING AT BUILDING A HOUSE YEARS AGO.

THE PERCENTAGE WAS 25 PERCENT. YOU'VE YOU'VE EARNED GOT 30 PERCENT.

BUT YOU KNOW THAT'S BETTER THAN WHAT SOME OF THE LENDERS HAVE BEEN USING OVER THE YEARS 40 PERCENT AND I THINK THAT'S RIDICULOUS. BUT I APPRECIATE WHAT YOU'RE PRESENTING. MY MY MY DISTRICT HAS A LOT OF IT IS PROPERTY AND YOU DO KNOW THAT. AND SO HOUSING COULD BE THROUGH MOBILE HOME WHICH BASICALLY DOESN'T ALLOW YOU TO CREATE WEALTH BUT GIVE YOU A PLACE TO STAY RENT.

AND SO A LOT OF FOLKS DO NOT HAVE TO PURCHASE LAND BECAUSE THEY HAVE FAMILY THAT HE COULD USE. HOWEVER, THERE ARE OTHER EXPENSES THAT EQUATE TO HOUSING AND ONE OF THE AREAS BECAUSE OF THE SMALLNESS OF THE AREA IS ACTUALLY THE SEPTIC SOURCE OF .

YOU TALK ABOUT SEWER AND MY DISTRICT REALLY DO NOT WANT SEWER BECAUSE WHAT SEWER WOULD DO TO FOR THE RURAL COMMUNITY? IS THERE ANY TALK ABOUT ASSISTING PEOPLE WITH SEPTIC TANK ISSUES? THEY COULD YOU KNOW THAT SOMEHOW FUNDING COULD BE

PROVIDED FOR THEM IN THOSE AREAS AND STUFF. >> WE HAVEN'T GONE INTO THAT LEVEL DETAIL YET. BUT HERE'S A KEY POINT. IT'S SOMETHING THAT I'VE CONSIDERED BECAUSE IF YOU LOOK AT SOMEONE HAVING TO PUT IN AN ENGINEERED SEPTIC SYSTEM, YOU KNOW YOU'RE LOOKING AT DOUBLE THE COST. EXACTLY.

SO THOSE TYPES OF THINGS ARE BEING THE TYPES OF THINGS THAT I THINK WOULD BE ELIGIBLE FOR THE ORIGINAL OUT FOR THE TRUST FUND TO HELP PEOPLE OUT WITH IN ADDITION OF THAT IMPACT FEES, YOU KNOW, YOU KNOW WE DEAL WITH CHUCK ANDERSON AND DEALS WITH THERE'S QUITE A BIT FOR PEOPLE MANUFACTURING, HOUSING THEY GO OUT, GET THE MAN, RAISE YOUR HOUSE.

THEY COME AND TRY TO GET PERMANENT AND THEY'RE LOOKING AT, YOU KNOW, A COUPLE EXTRA GRAND AND PAYING AN IMPACT FEE IF IT'S A NEW HOME SITE, THEY MAY NOT BE PREPARED, MAY NOT BE ABLE TO AFFORD THAT. SO THE HOUSING TRUST FUND AND BE MY VISION TO HELP PROVIDE SOME OF THOSE WAIVERS AND A REVENUE SOURCE FOR THAT. SO WE DON'T HAVE A TOTALLY IRONED OUT YET AGAIN BUT IT'S SOMETHING THAT'S ON OUR RADAR. OK, THANK YOU.

ANY OTHER QUESTIONS? >> I HEARD SOME FOLKS TALK ABOUT WHY IS OK.

ALL RIGHT. >> SO THIS IS A BUSY SLIDE AND ORDEALS DON'T THING I'M ALSO STRAIGHT ABOUT THIS SLIDE IS THAT THERE'S GONNA BE A LOT OF STEPS TO PULL ALL THIS TOGETHER MEANING THINGS WILL BE HAPPENING BEFORE OTHER THINGS WE WE AND WHILE OTHER THINGS ARE HAPPENING YOU CAN SEE ALL THE ARROWS ON THERE AND THINGS LIKE THAT.

YOU DON'T NEED TO WORRY ABOUT THAT. THIS IS SOMETHING THAT I HAVE UNDER CONTROL. I KNOW WHAT NEEDS TO BE DONE. I'M WORKING WITH OTHER PROFESSIONALS WHO HAVE MORE EXPERIENCE WITH THIS THAN I AND WE WILL GET THIS ACCOMPLISHED.

>> HOPEFULLY WITHIN THE TIME FRAME THAT WE'RE GOING TO TALK ABOUT HERE NEXT ON THE NEXT

SLIDE ERIC, THIS IS STU. >> IF I COULD ASK A QUESTION. YES, SIR.

TWO THINGS. ONE, I DO BELIEVE THAT THE RELIEF ON THE IMPACT FEES HAS THE MOST SIGNIFICANT UPFRONT HELP OF THE AFFORDABLE HOUSING. BUT MY QUESTION IS THIS I ASSUME THE NUMBERS ARE BASED ON ONE WAGE EARNER. AND IF SO, IF THERE ARE TWO WAGE EARNERS. DOES THAT MEAN THAT THE NUMBERS DOUBLE IN TERMS OF LET'S SAY GOING FROM TWO HUNDRED AND FIFTY TO FIVE HUNDRED THOUSAND FOR A HOME? YOU KNOW, IT'S REALLY IT'S REALLY BASED ON THE NUMBER OF PEOPLE AND HOUSEHOLDS AND IT

CHANGES BASED ON THAT. >> SO I'M GIVING YOU THE MEDIAN INCOME FOR A FAMILY OF FOUR.

>> IF THEY HAVE LESS FOLKS AND THAT THAN IT WOULD TAKE LESS INCOME IN ORDER TO HAVE A LIVING WAGE HERE IN THE COUNTY. BUT AGAIN, HOUSING PRICES ARE FAIRLY CONSTANT ACROSS THE BOARD WHETHER YOU HAVE ONE PERSON IN EUROPE WHERE YOU HAVE ONE CHILD OR TWO OR THREE YOU'RE PROBABLY GOING TO BE PAYING ABOUT THE SAME AMOUNT OF MONEY FOR YOUR HOUSING COSTS

HERE IN BEAUFORT COUNTY UNLESS YOU HAVE A SINGLE INDIVIDUAL. >> THANK YOU.

[00:45:03]

NEXT SLIDE. THANK YOU VERY MUCH. SO THIS IS THE TIME FRAME OF WHERE WE GO FOR THE NEXT UNTIL THE END OF NEXT YEAR 2020 TO YOU CAN SEE WE'VE DONE THE FINAL PROPOSAL AND THE IMPLEMENTATION PLAN COME OUT AND A PUBLIC FUNDING SOURCES QUARTER FOR THAT'S WHAT I'M DOING RIGHT NOW IS GOING AROUND ALL THE JURISDICTION TO TRY TO GET JURISDICTIONS TO COMMIT FUNDING. THERE WILL BE AN COMING OF YOU HERE SHORTLY IN THIS PRESENTATION. SO GET READY FOR THAT THEN WE HAVE TO QUARTER ONE QUARTER THREE QUARTER THREE OF TWENTY TWENTY TWO FORMALIZED A PHILANTHROPIC PARTNERSHIP QUARTER TO A TWENTY TWENTY TWO SO THAT'LL BE APRIL MAY JUNE

OF NEXT YEAR. >> STAFFING THE NEW ORGANIZATION ACTUALLY HIRING PEOPLE TO OPERATE REGIONAL HOUSING TRUST FUND AND THEN QUARTER 20 22 PUBLIC LAUNCH AND BEGIN ACCEPTING APPLICATIONS FOR AFFORDABLE HOUSING PROJECTS.

>> THAT IS A VERY AGGRESSIVE TIMELINE. >> THAT MEANS THAT A LOT OF MY TIME OVER THE NEXT YEAR IF YOU ARE OKAY WITH THAT WE'LL BE DEDICATED TO CONTINUING TO SET UP AND WORK WITH THE VARIOUS JURISDICTIONS AND PROFESSIONALS TO SET UP THE REGIONAL HOUSING

TRUST FUND SO YOU NEED TO BE AWARE OF THAT. >> I WOULD LIKE TO ESTABLISH THE COMPLETION OF THIS AS ONE OF OUR PRIMARY GOALS FOR 2022 AND PROVIDE FUNDING FOR THAT.

SO NEXT SLIDE YOU HAVE TO PASS LOCAL FUNDING ORDINANCES THAT WE'LL BE WORKING WITH OUR LEGAL TEAM TO MAKE SURE WE GET ALL OF THAT IN PLACE FOR JURIST ACTIONS TO CONSIDER AN ADOPTING MODEL ORDINANCES TO GO ALONG WITH THAT THROUGH EITHER OUR LEGAL DEPARTMENT OR OUR CONSULTANT THAT WE WILL BE WORKING WITH TO SET THIS UP NEXT SLIDE STEP THEN POINT TO

SECURE OUR FUNDS IN YEAR ONE. >> SO SO THE AMERICAN RESCUE PLAN ACT TWENTY POINT ONE ALLOCATED SIXTY 67 MILLION TO THE BEAUFORT JASPER COUNTY REGION.

WE'RE ASKING EACH PARTICIPATING JURISDICTION TO DEDICATE 3 PERCENT OF THEIR INDIVIDUAL ARBOR ALLOCATION TO THE REGIONAL HOUSING TRUST FUND IN YEAR ONE.

THERE IS A CHART THAT WOULD SHOW THAT EXACT AMOUNT COMING UP.

IDEALLY THESE WOULD COME FROM STATE AND LOCAL RECOVERY POOL OF FUNDS WHICH IS THE MOST FLEXIBLE POOL AND WILL ALLOW FOR MORE STREAMLINED FINANCING IN THE REGIONAL HOUSING TRUST FUND. WHAT THAT MEANS IN A NUTSHELL IN LAYMAN'S TERMS IS THAT ARPA CARRIES WITH IT A LOT OF REGULATIONS ABOUT WHAT YOU CAN DO USE THE MONEY FOR AFFORDABLE HOUSING IS ONE OF THOSE THINGS WE'RE NOT SURE TOTALLY THAT ARPA CAN BE USED TO SEE THE REGIONAL HOUSING TRUST FUND FOR AFFORDABLE HOUSING.

>> WE THINK WE'RE OKAY WITH THAT BUT IF YOU CAN SHOW A LOSS OF REVENUE DURING THE PANDEMIC AND RIGHT NOW BEAUFORT COUNTY IS SHOWING A LOSS OF REVENUE OF I BELIEVE AROUND TWENTY SEVEN MILLION DOLLARS OF THE THIRTY SEVEN THAT WE'RE GETTING IF YOU CAN SHOW A LOSS

OF REVENUE THAN THOSE FUNDS OR PRETTY MUCH FREE USE. >> YOU DO NOT HAVE TO DO THE SAME TYPE OF REPORTING REQUIREMENTS. YOU DO NOT HAVE DOESN'T TAKE THOSE FUNDS TO ARPA SPECIFIED CATEGORIES. YOU WILL GET A FULL DETAILED PRESENTATION OF OUR ON WHAT WE'RE PLANNING TO DO WITH OUR MONEY ON THURSDAY OR TOMORROW.

DURING THE FINANCE PORTION OF THE THE THE MEETING. SO STEP ONE POINT THREE NEXT SLIDE BEYOND YOUR ONE WE'RE ASKING FOR EACH JURISDICTION TO COMMIT TO A COMBINATION OF SHARE OF FIVE HUNDRED THOUSAND DOLLARS BASED ON POPULATION SHARE AND THE SECOND

YEAR AND ONGOING. >> SO NEXT SLIDE THIS WILL SHOW YOU THE ACTUAL NUMBERS.

>> SO BEAUFORT COUNTY COUNTY'S NUMBERS AS THE FIRST COLUMN YEAR 1 3 PERCENT OF OUR MONEY WOULD BE YOU 1 MILLION ONE HUNDRED NINETEEN THOUSAND DOLLARS HILTON HEAD 156 815 ONE HUNDRED THOUSAND BDC BLUFFTON THAT NUMBER'S LOW THIS IS DONE ON THIS WAS DONE ON ENTITLEMENT

OR NON ENTITLEMENT COMMUNITIES AS WELL. >> BLUFFTON NUMBERS LOW WE JUST BLUFFED AS NUMBER BASED ON THEIR POPULATION FOR THAT YEAR AND WE WILL WE WILL WORK ON

THAT. >> YOU CAN SEE THE REST WILL NOT GO INTO FULL DETAIL AND THEN YOU CAN SEE YEAR 2 THROUGH 10 WHAT OUR ANNUAL CONFERENCE CONTRIBUTE WOULD BE BASED ON

OUR SHARE OF THE POPULATION. >> SO IT RANGES FROM TWO THIRTY ONE IN YEAR TO 232 IN YEAR TWO ALL THE WAY UP TO 2 AND 94 IN YEAR 10 GIVEN US A TOTAL 10 YEAR CONTRIBUTION OF 3 MILLION

[00:50:09]

FOR ONE HUNDRED AND SEVENTY FIVE THOUSAND DOLLARS. >> THIS WOULD BE FOR KEN THAT WOULD BE AND THAT WOULD BE FOR THE ENTIRE REGION ALL THE JURISDICTIONS THAT HAS ALL PARTICIPATING JURISDICTIONS LISTED THAT'S SEVEN MILLION IN SYDNEY TO ME SEVEN POINT NOW SEVEN TO NOW YOUR QUESTION IS IS ACCURATE MR GLOVER OVER THE COURSE OF THE 10 YEAR PERIOD OF TIME BEFORE THE COUNTY WOULD WOULD SUPPLY THREE POINT FOR OUR PORTION WILL BE THREE POINT FOUR I'M SORRY I'M SORRY I DIDN'T UNDERSTAND YOU AND THE TOTAL FOR THE REGION WOULD SAY THERE'S SEVEN MILLION OKAY FROM YEARS FROM YEARS TO THE TOWN SO TOTALLY IT'D BE ABOUT 10

MILLION FROM YEAR ONE TO YOUR TEAM. >> I BELIEVE MY NUMBERS ARE MY

MATH IS RIGHT HERE. >> I GOT A SLIDE ON THAT. YOU'RE SOMEWHERE.

>> NEXT SLIDE. SARAH, AS I SAID BEFORE, A STABLE, RELIABLE DEDICATED FUNDING SOURCE. YOUR PROGRAM PROVIDES REGIONAL HOUSING TRUST FUND WITH A FLOW OF RESOURCES THAT WILL CAN AGGREGATE AND INCREASE OVER TIME.

THAT'S GOVERNMENT PORTION OF THE CONTRIBUTION THAT DOES THAT DOESN'T COUNT WHAT WE CAN LEVERAGE WITH GRANTS, PHILANTHROPIC CONTRIBUTIONS, CORPORATION CONTRIBUTIONS,

THINGS LIKE THAT. >> SO AND THEN STEP ONE POINT FIVE.

NEXT SLIDE TALKS ABOUT CONTINUING OUR CONVERSATION WITH PHYLLIS TROPIC AND CORPORATE PARTNERS WHICH IS WHAT WE HAVE TO DO. I WON'T SPEND A LOT OF TIME ON THAT. PARTICULAR ITEM AND THEN BANKS AND CORPORATE DOLLARS AND SLIDE ONE POINT SIX. ALSO WE WILL PROVIDE ANCILLARY FUNDING TO THE REGIONAL HOUSING TRUST FUND BANKS CORPORATIONS LOVE THIS TYPE OF STUFF BECAUSE THE TAX CREDITS THEY GET FOR DOING IT. THIS IS GONNA BE A PARTNERSHIP THAT'S GOING TO REQUIRE BOTH A PUBLIC AND PRIVATE INVESTMENT BECAUSE AFTER ALL WE ARE DOING THIS SO THAT OUR FOLKS THAT PROVIDE PLACES TO WORK HOW PEOPLE A WORKFORCE THAT LIVES NEAR WHERE THEY WORK THAT THEY CAN PULL FROM IN ORDER TO SUSTAIN THEIR WORKFORCE AS WELL.

>> SO THOSE THAT CONCLUDES THAT PART OF THE FUNDING DOES ANYBODY HAVING QUESTIONS ABOUT

THAT? >> ANY QUESTIONS? ALL RIGHT.

WE'LL MOVE ON TO STEP TWO. >> DEVELOPING THE ORGANIZATION FOR THE REGIONAL HOUSING TRUST . WE MAY HAVE TO DEVELOP AN ORGANIZATION OR WE MAY NOT BUT THE ONE THING THAT WE HAVE TO DO IS DETERMINE THE FIBER ONE C 3 BOARD STRUCTURE IN AUGUST.

SO LOCO VOTED UNANIMOUS THAT EACH PARTICIPATING JURISDICTION WOULD BE ABLE TO APPOINT ONE BOARD MEMBER PER JURISDICTION SO ALL THAT WOULD BE IF ALL EIGHT PARTICIPATE THEN THE BOARD WOULD BE EIGHT MEMBER BOARD THAT WOULD OVERSEE AND GIVE DIRECTION TO THOSE WHO ARE OPERATING AND MANAGING THE HOUSING TRUST FUND UP TO POINT THREE STAFFING THE ORGANIZATION IN YEARS AND FIRST YEAR 1 3 3 WE PROJECT YOU'LL NEED ONE TO TWO STAFF MEMBERS AN EXECUTIVE DIRECTOR AND A PROJECT MANAGER AND THEN BEYOND THAT YOU'LL GO TO THE NEXT SLIDE.

>> SARAH. THIS IS PRETTY MUCH THE BUDGET THAT'S LAID OUT FOR THAT LEVEL OF STAFFING THE REGIONAL HOUSING TRUST FUND THAT WOULD IN YEAR ONE REQUIRE A BUDGET OF TWO HUNDRED FIFTY SIX THOUSAND DOLLARS IN NEW YORK TO TWO HUNDRED SIXTY ONE YEAR THREE TWO HUNDRED SIXTY EIGHT THOUSAND DOLLARS AND THEN ONE OF THE FIRST TASKS THAT THE PEOPLE THAT ARE DOING THE REGIONAL HOUSING TRUST FUND AND OPERATING IT WOULD BE GOING OUT

AND SEEK IN THAT PHILANTHROPIC SUPPORT. >> I AM ALREADY MEETING WITH INDIVIDUALS SUCH AS THE COMMUNITY FOUNDATION THE COMMUNITY FOUNDATION OF THE LOW COUNTRY ABOUT THE POSSIBILITY OF THEIR HOMES AS THEY'RE ALREADY SET UP TO OPERATE A REGIONAL HOUSING TRUST FUND TO OPERATE OUR REGIONAL HOUSING TRUST FUND.

>> AND SINCE THEY'RE ALREADY STAFFED AND PROGRAMED AND HAVE PROCEDURES IN PLACE WE MAY BE ABLE TO SHORTEN THAT YEAR 1 3 3 BUDGET DOWN TO SOMETHING LESS THAN WATCH PROJECTED IN THAT

CHART THAT IS THE FOR AFFORDABLE HOUSING. >> I TOLD YOU IT WAS GONNA BE

[00:55:06]

LONG POSSIBLY BORING A LITTLE BIT A LOT DETAILS, A LOT OF FACTS THERE, A LOT OF FINANCIAL INFORMATION I'M GLAD TO ANSWER ANY QUESTIONS OR LISTEN ANY COMMENT FROM ANYONE.

>> NO, YOU'RE FINE. GO RESISTERS ARE YOU GETTING FROM THE GENERAL PUBLIC? THERE IS ENTITY. ARE YOU GETTING RESISTANCE FROM THEM? I DON'T GET RESISTANCE BECAUSE HERE IS WHY THIS IS WHAT I EXPLAIN THE WHENEVER THAT RESISTANCE QUESTION COMES UP AS YOU KNOW NOT SURE WE WANT THIS NEXT OUR NEIGHBORHOOD AROUND

OUR NEIGHBORHOOD OR NEUROSIS OR WHATEVER. >> AND THIS IS ONE OF THE THINGS I WOULD LIKE FOR YOU ALL TO CONSIDER USING AS A BASIS FOR RESPONDING TO SUCH QUESTIONS. WHAT WE'RE TALKING ABOUT HERE IS PROVIDING HOUSING TO PEOPLE THAT WE ALREADY ALLOW TO DO SOME PRETTY SIGNIFICANT THINGS TO US INDIVIDUALLY.

>> WE DON'T THINK ABOUT WHAT'S HAPPEN. >> IF YOU HAVE A WRECK IN A VEHICLE YOU'RE GOING TO CALL FOR OFFICERS TO COME OUT AND DO A REPORT ON THAT BRAT TO DECIDE

WHO'S AT FAULT. >> SO THAT YOU HAVE APPROPRIATE RECORDS TO DEAL WITH DURING INSURANCE COMPANY. IF YOU HAVE A HEART ATTACK OR HAVE A MEDICAL EMERGENCY, YOU'RE GOING TO BE DRIVEN TO THE HOSPITAL AT A HIGHER RATE OF SPEED TO GET YOU THERE AS QUICKLY AS POSSIBLE WITH PEOPLE THAT ARE TRAINED IN THAT AIM AND WANTS TO PROVIDE MEDICAL ATTENTION IN ORDER TO GET YOU TO THE HOSPITAL WHEN YOU GET TO THE HOSPITAL.

>> YOU'RE GOING TO BE PUT ON A GURNEY. YOU'RE GOING TO BE ROLLED INTO VERY LIKELY AN EMERGENCY. SOMEBODY THAT YOU DO NOT KNOW IS GOING TO COME IN AND STICK AN I.V. START, PUNCH A NEW NEEDLES AND RUN AND TESTS ON YOU AND GIVING YOU MEDICATIONS, WAKING YOU UP AT 4 O'CLOCK IN THE MORNING TO GIVE YOU MEDICATIONS, BRING IN NEW FOOD WHILE YOU'RE IN THE HOSPITAL AND THINGS LIKE THAT. YOU'VE SEEN YOUR KIDS TO SCHOOL THAT ARE TAUGHT BY TEACHERS AND TEACHERS ASSISTANTS. YOU GO TO RESTAURANTS AND YOU EAT ON PLATES AND FOOD THAT YOU DO NOT KNOW WHO HAS COOKED. THESE ARE THE TYPES OF THE

PEOPLE THAT WE'RE TALKING ABOUT PROVIDING HOUSING FOR. >> WE ALREADY ALLOW THEM TO DO THOSE TYPES OF THINGS TO THOSE THAT ARE PRETTY SIGNIFICANT IF YOU THINK ABOUT IT.

>> BUT MANY FOLKS THINK THAT THOSE FOLKS AREN'T ABLE TO LIVE NEAR WHERE THEY LIVE OR COULD LIVE WHERE THEY LIVE AND THERE'S NO LEGITIMATE BASIS FOR THAT.

>> THAT'S AN EMOTIONAL ARGUMENT BECAUSE WE'RE AFTER ALL WE'RE TALKING ABOUT PROVIDING HOUSING TO OUR PUBLIC SAFETY OFFICIALS, TO OUR GOVERNMENT WORKERS, TO THE PEOPLE THAT WORK IN OUR HOSPITAL, TO OUR TEACHERS AND ALL OF THOSE FOLKS THAT HELP OUR COMMUNITY BE A GREAT PLACE TO LIVE, WORK AND PLAY AND WE'VE GOT TO ADDRESS IT LIKE THE APPROACH OF ABSOLUTELY AN

JUST I'VE THOUGHT ABOUT THIS QUITE A BIT. >> THERE ARE A LOT OF PEOPLE THAT ARE HERE NOW DOING THE THINGS THAT YOU JUST DESCRIBED THAT ARE HELP THAT ARE SERVING AS MANY DIFFERENT WAYS LIKE YOU JUST DESCRIBED AND THAT NEED HOUSING ASSISTANCE.

THEY NEED AFFORDABLE HOUSING. I'M NOT SURE HOW THEY'RE LIVING RIGHT NOW BUT BUT THERE THERE ARE NEED FOR HOUSING. WHAT'S TO PREVENT PEOPLE WHO ARE NOT HERE NOW TO SEE THIS PROGRAM FROM JUST FLOODING OUR AREA AND SAYING SIGN ME UP. I WANT ONE OF THOSE SUBSIDIZED HOUSING. I WANT ONE OF THOSE AFFORDABLE HOUSES AND TO THE EXCLUSION OF THE PEOPLE THAT ARE ALREADY HERE DOING THAT WORK AND HAVE BEEN DOING THAT WORK FOR A LONG TIME. SEEMS TO ME THAT THERE'S GOING TO BE A MEETING OF THOSE TWO GROUPS OF INDIVIDUALS BECAUSE IF THE WORD'S GOING TO GET OUT OF A LOT OF PEOPLE WOULD LOVE TO MOVE TO BEAUFORT FOR WHATEVER REASON AND CAN'T BECAUSE IT'S NOT AFFORDABLE FOR THEM. THEY DON'T HAVE JOBS. SO THEY'RE GOING TO COMPETE WITH PEOPLE WHO ARE ALREADY HERE DOING THESE THINGS AND SOMEBODY IS GOING TO HAVE TO SORT THAT OUT. SOMEBODY IS GOING TO HAVE TO PICK WINNERS AND LOSERS.

THAT'S GOING TO BE THAT'S GOING TO BE A PART OF THE BALANCE THAT I TALK ABOUT WITH THIS

OPERATING IS IT'S A LEGITIMATE CONCERN. >> AND THAT'S WHY I SAID EARLIER WE NEED TO ADOPT A BALANCED APPROACH. THAT'S SOMETHING THAT I HADN'T REALLY THOUGHT ABOUT. GLAD YOU PUT IT ON MY RADAR SO THAT I CAN BE MINDFUL OF THAT AS I CONTINUE TO TALK WITH THESE FOLKS THAT ARE GOING TO BE STANDING UP THIS ORGANIZATION DOWN AND WORKING ON THAT IT NEEDS TO BE SOME SORT OF EQUITABLE AND FAIR DISTRIBUTION FOR US TO BE ABLE TO PROVIDE HOUSING. A LOT OF FOLKS THAT DO THESE JOBS NOW YOU'VE GOT TO KEEP HIM . THEY DON'T LIVE IN BEAUFORT

[01:00:01]

COUNTY. THEY'RE COMMUTING FROM OUTSIDE OF THE COUNTY COMING INTO HERE.

SOME OF THEM ARE FORTUNATE ENOUGH TO HAVE AFFORDABLE HOUSING HERE IN THE COUNTY AND THAT'S GREAT. AND WE CAN DO THINGS TO ASSIST THEM WITH REHABS AND THINGS LIKE THAT AND KEEP THEM IN THAT HOUSING AS NECESSARY. AND THAT'S SOMETHING THE REGIONAL HOUSING TRUST FUND CAN DO. BUT SO YEAH, HOPEFULLY THOSE THAT ARE LIVE ON OUR SIDE OF THE COUNTY WORKING IN THE COUNTY NOW WILL HAVE OPPORTUNITIES TO MOVE CLOSER TO WHERE THEY WORK SO THAT THEY CAN CONTINUE TO WORK IN THOSE

LOCATIONS AND ACTUALLY HELP HERE IN THE COUNTY. >> IT WOULD BE ONE COUNTER ARGUMENT TO THAT BUT IT'S SOMETHING THAT WE NEED TO KNOW. WE TALKED ABOUT AND SAID WHO LIVE IN SURROUNDING COUNTIES THAT'S PEOPLE WHO LIVE IN ALASKA OR YOU HAVE A FORUM HERE IN NEW YORK. DID THEY SEE THIS AS AN OPPORTUNITY TO COME AND MOVE HERE AND THAT HASN'T IT HASN'T ADDRESSED A PROBLEM AT ALL TOWNSHIP.

YEAH. SCOTT, A SKIP POINT AND SOMETHING I'LL KEEP IN MIND AS

I MEAN FAR. >> ALL RIGHT. WE CAN TURN IT OVER TO MR. O'TOOLE NOW THAT I'M BORED YOU ALL WITH AFFORDABLE HOUSING AND LET HIM COME UP.

TALK ABOUT EXCITING ECONOMIC DEVELOPMENT STUFF THAT ALSO MOVES US INTO WORKING FOR BEFORE YOU LEAVE. YES, SIR. WHAT IS THE NEXT STEP FOR COUNTY COUNCIL? WE WILL HAVE TO TALK ABOUT AT SOME POINT THIS WILL TODAY.

>> YOU ALL NEED TO GIVE US DIRECTIONS WHETHER OR NOT YOU WANT US TO CONTINUE TO WORK WITH THOSE IF YOU LIKE THE FUNDING STRATEGY THAT'S PROPOSED WITH YEAR ONE IN YEAR TWO AND ARE WILLING TO MEET THAT COMMITMENT SO WE CAN BUILD THAT INTO THE BUDGET.

AND AS A POSSIBLE USE OF OUR MONEY IN ORDER TO STAND THAT UP FOR OUR PORTION.

OK. THANK YOU JEREMY. CAN I MAKE ONE STATEMENT FOR

CAR SLIDES OFF? >> LOGAN GO AHEAD. YEP.

>> I DO LIKE THE IDEA. I THINK THERE'S A COUPLE OF THINGS YOU KNOW WE'RE GOING TO HAVE TO TWEAK AS WE GET GOING. BUT I WILL BE HONEST THIS IS KIND OF FRUSTRATING IN ITSELF WHEN WE'RE GOING TO TALK ABOUT BUILDING A GROUP TO HELP WITH IMPACT FEES. BUT WE JUST GOT DONE RAISING IMPACT FEES AND WE JUST TRIED TO PASS ANOTHER TAX WHICH RAISED THE COST OF LIVING THE SAME ARGUMENT I MADE BEFORE.

I FEEL LIKE WE'RE STILL IN THE SAME SITUATION. IF WE'RE GONNA DO IT, LET'S DO IT. I. IT DRIVES ME CRAZY WHEN WE'RE COUNTERPRODUCTIVE BY PUTTING ONE THING IN AND NOW WE HAVE TO CREATE A PROGRAM TO HELP FUNDING TO OFFSET SOMETHING WE JUST PUT IN PLACE WHERE WE'VE TALKED ABOUT THIS FOR WEEKS.

THAT'S SOME OF THE OTHER GROUPS. I MEAN IT'S APPARENTLY SO I'M WITH YOU. I THINK THIS IS A GOOD IDEA. I TOLD YOU GUYS THIS BEFORE I THINK WE NEED TO GET SOME TYPE OF WORKFORCE HOUSING BE THE COUNTY AND THING AS WE MOVE FORWARD AS A COUNCIL. I FEEL LIKE WE NEED TO START THINKING ABOUT THESE THINGS BEFORE WE START PASSING THINGS UP. PIGEONHOLED US AND RESTRICT US AND WE HAVE TO CREATE ANOTHER GROUP. SO NOW WE'RE TALKING ABOUT ANOTHER TWO HUNDRED AND FIFTY THOUSAND DOLLARS A YEAR AND JUST SALARIES TO MAKE UP FOR SOMETHING THAT WE KIND OF PUT OURSELVES IN SOME WAYS. SO IT'S JUST MY OWN PERSONAL OPINION. I COULD BE COMPLETELY WRONG COMPARED TO SOME OF YOU GUYS MIGHT DISAGREE BUT I JUST WANT TO THROW THAT OUT THERE THAT IF WE'RE GOING TO DO THIS LET'S START PUTTING OURSELVES IN SITUATIONS WHERE WE EVEN HAVE TO GO OUT OF OUR WAY TO CREATE THESE TYPE GROUPS. I'M GOING TO BEFORE I TURN TO JOHN ON THE LEFT, ROB MARCHANT

COME UP. >> ONE OF THE THINGS THAT WE WERE ASKED TO DO IS TO SPEAK TO YOU ALL ON WHAT THE COMP PLAN HAS TO SAY ABOUT THE VARIOUS TOPICS THAT WE'RE COVERING.

SIR, ROB'S GONNA COME UP AND DO A BRIEF FIVE MINUTE PRESENTATION ABOUT WHAT THE COMP PLAN THAT YOU ARE CONSIDERING RIGHT NOW HAS A SAY ABOUT WHEN WE NEED TO BE DOING WITH AFFORDABLE HOUSING AND WHAT WE NEED TO BE DOING WITH THE ECONOMIC DEVELOPMENTS.

OR ROB. WELL, THANK YOU, ERIC AND MR. CHAIRMAN, MEMBERS OF COUNCIL.

IT'S A PRIVILEGE TO BE HERE TO TALK ABOUT THE CONFERENCE A PLAN BECAUSE I KIND OF JOKED AS

A PLANNER, YOU KNOW, WE KIND OF WANT TO SEE THE CONFERENCE. >> A PLAN IS REALLY THE DOCUMENT THAT KIND OF GUIDES OUR DECISIONS, YOU KNOW, AS ACCOUNTING JUST REAL BRIEFLY KIND OF AN ELEVATOR SPEECH, YOU KNOW, FOR THE CONFERENCE A PLAN.

>> I LOOK AT IT AS YOU KNOW WE ALL COLLECT LOVELY VALUE CERTAIN THINGS ABOUT YOU FOR COUNTY WE SHARE CERTAIN VALUES. WE LOVE THE NATURAL BEAUTY OF THIS AREA THE HISTORY, THE QUALITY OF LIFE AND THE CONFERENCE A PLAN REALLY IS MEANT TO DO AS IS TO FORWARD A SHARED VISION FOR THE COUNTY THAT WE COULD ALL AGREE ON. AND IN THE DYNAMIC ENVIRONMENT

WITH GROWTH AND ENVIRONMENTAL THREATS AND EVERYTHING. >> WHAT ARE THE ACTIONS THAT WE NEED TO TAKE TO MAKE SURE THAT WE'RE HOLDING ON TO THIS YOU KNOW, THE COUNTY THAT WE LOVE AND ALSO TAKING A VERY HONEST ASSESSMENT VARIOUS THAT WE CAN IMPROVE ON.

AND I WOULD SAY OVER THE 20 YEARS THAT I'VE BEEN HERE AFFORDABLE HOUSING AND ECONOMIC DEVELOPMENT I'VE BEEN TO I WOULD SAY VERY COMPLEX ISSUES IN WAYS THAT WE WE'VE NEVER

[01:05:05]

HAVE HIT A PLATEAU AND SAID WELL WE'RE THERE OR PERFECTLY HAPPY WITH THE ECONOMY OR

PERFECTLY HAPPY WITH AFFORDABLE HOUSING. >> AND SO THESE TWO CHAPTERS ARE VERY YOU KNOW, IT'S VERY COMPLEX AND THEY FORGE A VERY COMPLEX SET OF OBJECTIVES.

>> JUST REAL BRIEFLY, IF WE GO ON THE NEXT SLIDE THE ECONOMY YOU CAN MOVE ON TO THE NEXT ONE

. >> SO WE DO WE ADDRESS BOTH OF THESE IN THE COMPREHENSIVE PLAN AND OUR STRATEGIES FOR ECONOMIC DEVELOPMENT ARE REALLY YOU KNOW, IT'S A SERIES OF STRATEGIES BUT IT'S IT STARTS WITH LOOKING AT WHAT IS DRIVING OUR CURRENT ECONOMY AND MAKING SURE THAT WE'RE SUPPORTING THOSE BUT ALSO RECOGNIZE THAT WE NEED TO

DIVERSIFY AND WHAT STEPS DO WE NEED TO DO THAT? >> AND IT REALLY IS A COMPLEX EQUATION. LOOKING AT EVERYTHING FROM WORKFORCE, THE AVAILABILITY OF LAND RECRUITING PEOPLE TO TO COME INTO THE REGION AND YOU KNOW, JANO AND HIS AGENCY ARE DOING AN EXCELLENT JOB OF THAT. GO ON TO THE NEXT SLIDE. VERY CLOSELY RELATED TO THE

ECONOMY. >> YOU KNOW, AS MR. GREENWAY HAD MENTIONED IS AFFORDABLE

HOUSING OR HOUSING IN GENERAL. >> YOU KNOW, PEOPLE CANNOT AFFORD TO LIVE HERE.

IT BEGINS TO REALLY AFFECT OUR ABILITY TO FUNCTION AND WE ALREADY SEE THAT WITH ESPECIALLY AS WE'VE BEEN STRUGGLING WITH THE PANDEMIC AND SHORTAGES OF LABOR AND IT AFFECTS EVERYTHING FROM BEING ABLE TO GO OUT TO DINNER OR YOU KNOW, BEING ABLE TO GET ENOUGH PEOPLE HERE TO TO TO TEACH IN OUR SCHOOLS WITH AFFORDABLE HOUSING.

ONCE AGAIN, IF WE GO NEXT SLIDE ,IT IS A YOU KNOW, THESE STRATEGIES HERE ARE VERY GENERAL AND THERE ARE QUALIFIED WITH A LOT OF DIFFERENT BULLETS IN THE PLAN THAT IS AFFORDABLE HOUSING IS A STRATEGY BOTH THE LOCATION OF HOUSING WHERE IT MAKES MOST SENSE WHERE PEOPLE NEED TO LIVE CLOSE TO WORK AND SERVICES REDUCING REGULATORY BARRIERS TO AFFORDABLE HOUSING AND THEN ULTIMATELY AGGRESSIVELY PURSUING HOUSING AND THAT OF COURSE THIS

AFFORDABLE HOUSING TRUST FUND IS A STEP FORWARD IN THAT. >> JUST TO LEAVE YOU WITH THIS LAST SLIDE, THE CONFERENCE A PLAN YOU KNOW, HAS SPECIFIC ACTIONS IN OVER THE NEXT YEAR.

>> WE ANTICIPATE SOME OF THESE THAT WILL BE LOOKING AT WITH THE ECONOMY AND I THINK THAT, YOU KNOW, JOHN O'TOOLE WILL BE SPEAKING ABOUT IT. THERE'S DEFINITELY UNINTERESTED IN PURSUING ACQUISITION ACROSS THE COUNTY FOR SITES THAT ARE APPROPRIATE FOR ECONOMIC DEVELOPMENT AND THAT'S SOMETHING THAT WE ANTICIPATE WORKING CLOSELY WITH OUR AGENCY ON AND OF COURSE AFFORDABLE HOUSING. THE MAIN THING RIGHT NOW IS IS SETTING UP THIS AFFORDABLE HOUSING TRUST FUND BUT ALSO WE INTEND TO GO THROUGH THAT ONCE WHEN WE'RE GOING THROUGH THE COMMUNITY DEVELOPMENT CODE TO MAKE SURE THAT WE ARE REDUCING REGULATORY BARRIERS AS MUCH AS POSSIBLE, MAKING SURE THAT WE'RE MEETING OTHER OBJECTIVES

BUT ALSO TAKING ANOTHER LOOK AT OUR INCENTIVES. >> RIGHT NOW WE HAVE IT AVAILABLE IN ONE DISTRICT AND WE WOULD LIKE TO EXPAND THAT. SO THAT JUST GIVING YOU KIND OF AN OVERVIEW OF THE PLAN THAT'S GOING BEFORE COUNCIL HOPEFULLY FINAL READING ON MONDAY, NOVEMBER 11TH AND YOU KNOW, WE ANTICIPATE OVER THE NEXT YEAR THAT WE'LL BEGIN IMPLEMENTATION AT LEAST IN THESE TWO AREAS FOR WHAT THIS COMMITTEE IS LOOKING AT.

>> THANK YOU FOR THE OPPORTUNITY AND I'LL YEAH HOPEFULLY GIVE YOU AN OVERVIEW

FOR SOME OF THE OTHER COMMITTEES AS WELL. >> OKAY.

BEFORE WE GET TO MR. O'TOOLE, I WANT THANK HIM FOR THE WORKING RELATIONSHIP THAT HE AND I HAVE

AS WELL. >> HE AND CHARLIE STONE ARE PHENOMENAL PEOPLE PERSONALLY AND I ENJOY WORKING WITH THEM. BEFORE I MOVE ON I FORGOT THE LOVE ANOTHER KEY PERSON THAT I

WORK WITH DAILY. >> AND THE REASON I FORGOT HER IS BECAUSE I CONSIDER HER TO BE AN EXTENSION OF MYSELF BECAUSE SHE THANKS A LOT FOR ME. SHE TAKES GREAT CARE OF ME

WHENEVER US TALK ABOUT MY ROLE . >> I'M ALSO INCLUDING HER IN

THAT ADMINISTRATOR CATEGORY A LOT AS WELL. >> AND THAT'S MY PERSONAL I AM VERY TALENTED, VERY LONG STANDING, LONG LIVED ASSISTANT MISS SHERYL HARRIS.

>> SHE DOES A GREAT JOB FOR ME. SHE THINKS FOR ME SHE TAKES CARE OF ME.

SHE'S DOING THINGS FOR ME BEFORE I EVEN ASK HER TO AND I WANT TO THANK HER FOR HER SERVICE TO THE COUNTY AND TO ME AS THE ADMINISTRATOR AND FOR TRAINING ME ON WHAT I NEED TO

[01:10:02]

BE DOING. OVER THE LAST YEAR. THANK YOU, CHERYL.

>> JOHN, COME ON. I CAN ECHO WHAT YOU JUST SAID GLOOMILY.

>> I'M SURE IT WAS ONE OF THOSE PERSONAL PEOPLE THAT YOU SHE KEEPS A LOW PROFILE WITH HER ABSENCE WOULD MEAN DISASTER FOR YOU IN THIS COUNTY JUST LIKE WE ARE EXACTLY RIGHT.

YOU'RE EXACTLY RIGHT. GOOD MORNING. IT'S A REAL PLEASURE, MR. CHAIRMAN. COUNCIL. THANKS FOR ALLOWING ME TO BE

WITH YOU THIS MORNING. >> CAN I SLIDE THIS SEAT? YES, I THINK IT'S EVERY YEAR SINCE WE WERE APPOINTED. EVERY YEAR OLD SYSTEM NOW WE'LL GET THROUGH IT.

WE'LL GET THROUGH IT. I JUST TO COMPLIMENT WHAT ERIC SAID AND ROB SAID IT.

WELL, YOU KNOW, WE'RE WE'RE REALLY PLEASED TO HAVE A NICE WORKING RELATIONSHIP WITH THE

COUNTY AND ITS STAFF THROUGH MY COMMENTS TODAY IN PARTICULAR. >> A LOT OF THE GOOD WORK WE GET DONE IS WITH THE GUIDANCE OF LEGAL AND ALSO GERARD THE ENGINEERING FOLKS.

>> SO WE'RE REALLY PLEASED AS I LOOK AT ECONOMIC DEVELOPMENT. ERIC, IT'S NICE ERIC DESCRIBED HIS OWN ON HOUSING AS BEING LONG AND DULL AND ARE AS HAS BEEN AS EXCITING.

BUT HE CAUTIONED ME TO BE BRIEF SO THAT WE COULD GET INTO A DIALOG.

SO I WILL TRY NOT TO FILIBUSTER. I'LL TRY TO WHIP THROUGH A LOT OF SLIDES VERY QUICKLY AND WE CAN ADVANCE TO THE NEXT SLIDE. BUT I WILL SAY THOUGH IS THAT I'D LOOK AT ECONOMIC DEVELOPMENT AS JUST A SPOKE IN A WHEEL AND EDUCATION IS PROBABLY THE SPOKE I SEE RIGHT AT 12 O'CLOCK. I SEE ENVIRONMENT THE CRITICAL IMPORTANCE OF ENVIRONMENT. I THINK THE GOOD WORK THAT CHARLIE STONE AND I AND THE COUNCIL HAVE GOTTEN DONE SO FAR WITHOUT ENDING UP IN THE CROSSHAIRS OF ENVIRONMENTAL LIST OF WHICH I CONSIDER MYSELF ONE IS PARAMOUNT TO OUR SUCCESS AS A AS A GROUP AND ECONOMIC DEVELOPMENT OBVIOUSLY AND WE'LL TALK ABOUT THOSE RESULTS. WHAT IT CAN DO FOR THE FAMILIES, THE PEOPLE WHO LIVE HERE TODAY AND THOSE WHO WILL BE RELOCATING HERE AS YOU LOOK AT THE CENSUS AND THE GROWTH IN THE AREA NOT JUST BEAUFORT COUNTY BUT THE HARD TO REGION

WILL EXPECT THAT TO CONTINUE. >> THE TWO OTHER FOLKS ARE WORKFORCE WORKFORCE BEING AVAILABLE AND THEN WORKFORCE HOUSING AND THEN THE LAST IS TRANSPORTATION AND IF IF ALL THOSE SPOKES ARE STRONG AND TAKE SOME OF THE STRESS OFF THE OTHERS SPOKE SO WITH THAT WILL KIND OF GET THROUGH THE SLIDE FAIRLY QUICKLY. WE HAVE A GOOD STRONG BOARD OF DIRECTORS AND HOPEFULLY COUNCIL MEMBERS UNDERSTAND THAT ANYTIME A COUNCIL MEMBER ATTENDS OUR MEETING THEY'RE INCLUDED AS A FULL FLEDGED BOARD MEMBER.

>> SO YOU'RE ALWAYS WELCOME TO ATTEND MEETINGS. THEY ARE THE THIRD THURSDAY OF EACH MONTH. NEXT SLIDE I DO HAVE A LITTLE BIT OF SHOW AND TELL.

QUITE PLEASED WE WERE LAST MONTH WE WERE GIVEN A GOLD AWARD FOR EQUITY AND INCLUSION WHICH I THINK IS A GREAT REFLECTION ON THE COUNTY A PROJECT THAT INCLUDED THE

GULLAH FARMING GULLAH FARMERS CO-OP AND I DON'T OK. >> YOUR.

I WAS IN SPEECH TILL FIFTH GRADE SO BE PATIENT WITH ME. BUT WE WORKED WITH THE GULLAH FARMERS CO-OP AND ALSO THE ROYAL FAMILY FOR THE LOW COUNTRY MARKET OF PROJECTS

WITHIN THE INTERNATIONAL ECONOMIC DEVELOPMENT COMMUNITY. >> WE WERE CITED AS THE BEST PROJECT IN SHOW WHICH I I HOPE COUNCIL MEMBERS TAKE PRIDE IN THIS.

BUT FOR BEAUFORT COUNTY WHICH HAD STRUGGLED FOR THE LAST 20 YEARS TO HAVE SOME RESULTS AND ECONOMIC DEVELOPMENT AND THEN TO BE AND WE CAN GO TO THE NEXT SLIDE TO BE RECOGNIZED BOTH FOR EQUITY AND INCLUSION WHICH IS A WONDERFUL REFLECTION ON OUR COUNTY KIND OF BRIDGE THAT GAP WITH PEOPLE WITH LAND AND THE ABILITY TO DO GREAT THINGS WITH THEIR FARMS AND THEN BRIDGE THAT WITH AFFLUENT SOCIAL ENTREPRENEURS THAT WANT TO WANT TO DO SOMETHING TO HELP PEOPLE ALONG THE LINES OF DON'T DON'T GIVE PEOPLE FISH BUT TEACH HIM HOW TO FISH.

>> AND SO THAT WAS A GREAT PROJECT. OUR CHAIRPERSON ASHLEY FEASTER WAS AT THE CONFERENCE WITH US AND WE DO KNOW ASHLEY KEEP HER AND HER FAMILY IN YOUR PRAYERS.

>> HER GRANDMOTHER PASSED AWAY YESTERDAY MORNING SO THOUGHTFUL AND WOULD SEND HER A NOTE THAT

WOULD BE NICE. NEXT SLIDE. >> OUR VISION IS TO BE

[01:15:02]

COLLABORATIVE AND TO BE COLLABORATIVE AND I APPRECIATE THE COMMENTS OF THE ADMINISTRATOR THIS MORNING TO BE COLLABORATIVE. YOU HAVE TO UNDERSTAND ALL THE PEOPLE WHO CONTRIBUTE TO YOUR SUCCESS AND IF YOU HEAR ME SAY I IT'S A BIG MISTAKE.

IT'S GOT TO BE US US WORKING TOGETHER. AND SO OUR ROLE IS NOT TO BE THE ATTENTION GETTER BUT TO BE THAT GROUP THAT FACILITATES SUCCESS.

YOU KNOW, OUR ARE OUR PASSION BOTH CHARLIE STONE AND MY PASSION IS TO ATTRACT

INVESTMENTS. >> YOU KNOW WHERE WE KEEP TRACK, WE KEEP SCORE AND THEN THE IMPACT THAT IT HAS ON PEOPLE'S LIVES AND I CAN TELL YOU WALKING THROUGH GUYS MORE FOR A PROJECT DONE BEFORE WE GOT HERE. THEY'RE LOOKING AT EXPANDING THAT PLANT. AS I STAND BEFORE YOU TODAY. BUT WALKING THROUGH THAT PLANT AND ASKING WHILE THE AL REYNOLDS, THE GENERAL MANAGER WAS TALKING TO ONE OF OUR PROSPECT COMPANIES TALKING TO ONE OF HIS LINE WORKERS ABOUT WHAT IT MEANT TO HIS LIFE AND HOW AT 50 HE BOUGHT HIS FIRST HOUSE AND WAS PLANNING THIS PRE COVERED HIS FIRST CRUISE.

>> BUT TO SEE THE IMPACT THAT IT HAS PEOPLE'S LIVES. NEXT NEXT SLIDE THEY'RE SAYING

THIS IS JOHN TALKING QUICK. >> HE BETTER GET THROUGH THIS. OUR TARGETED INDUSTRIES AND ERIC AND I DO ENJOY TEASING EACH OTHER WHILE BEING EFFECTIVE BUT OUR TARGET NAME INDUSTRIES WERE APPROVED BY THE 400 AND 400 PLUS PEOPLE WERE AT LAST CONVERGE SUMMIT BUT JOB WE WE CONSTANTLY ARE TRYING TO IMPROVE THESE THINGS THAT WE'RE GONNA BE FOCUSING ON A LITTLE BIT MORE OUT OF THIS LIST IS A REGIONAL HEADQUARTERS BACK OFFICE OPERATIONS WHICH WE SEE

A LOT OF POSSIBILITIES FOR IN THE COMMUNITY. >> NEXT SLIDE TRY NOT TO READ ALL THESE SLIDES BUT CLICK AGAIN I'M SORRY I TRY TO TAKE THE BUILD OFF THIS CLICK ONE MORE TIME. THANK YOU. AND IT'S IT'S IMPORTANT AND AS I WAS DOING THIS LAST NIGHT I ADDED THE LOW LOW COUNTRY COUNCIL AND GOVERNMENT AND JUST SO MANY PARTNERS ADD UP TO OUR SUCCESS. YOU KNOW, CHARLIE AND I JUST TWO PEOPLE BUT WHETHER IT'S THE ENERGY COMPANIES CONTRIBUTING TAX CREDITS, YOU KNOW, WE HAVE PROBABLY SECURED OVER A MILLION OF THOSE IN THE LAST 40 MILLION DOLLARS WORTH IN THE LAST FOUR YEARS AND AGAIN LEGAL AND ENGINEERING FOR HELPING US WORK THROUGH THESE PROJECTS THAT ARE COMPLICATED BECAUSE WE HAVE TO USE UTC BEFORE WE TRANSFER THE PROPERTY TO A PRIVATE INVESTOR.

>> NEXT SLIDE WE DO KEEP SCORE AND I THINK FOR ZOOMING IN I APPRECIATE IT BUT I USUALLY DO

THIS ON MY OWN SLIDE AND I CAN ZOOM IN. >> WE KEEP TRACK OF INVESTMENTS. WE HAVE A PRETTY GOOD PIPELINE. WE'LL BE OVER 200 WHERE WE'RE RIGHT FOUR YEARS DOING THIS I WOULD SAY THE FIRST THREE MONTHS KIND OF SETTING UP BANK ACCOUNTS AND AND MEETING LOTS AND LOTS OF PEOPLE. BUT AT THIS POINT WE'RE OVER 200 MILLION DOLLARS IN INVESTING INVESTMENTS. THE JOB NUMBERS IS OVER A THOUSAND AND IF IF YOU ZOOM INTO THAT DON'T YOU DON'T HAVE TO ZOOM IN ANY MORE.

BUT IF YOU LOOK AT THE AVERAGE COMPENSATION ACROSS THOSE JOBS AND WE'RE AT HELPED ME YOU KNOW, I DON'T WANT TO I DON'T WANT TO TELL A FIB HERE. IT VARIES IT LOOKS LIKE WE'RE AT FORTY FIVE THOUSAND. SO IF YOU GET TWO INCOMES LIKE THAT AND THE HOUSEHOLD PEOPLE ARE DOING A LOT BETTER IN BEAUFORT COUNTY. NEXT SLIDE AND WE WORK REALLY

WELL WITH COMMERCE. >> WE DID THIS RECENTLY AS PART OF OUR PRIVATE OUR PRIVATE FUNDRAISING EFFORTS. I KNOW COUNCILMAN WHELAN WE WERE TELLING HIM ABOUT THIS PRE COVE BUT WE'RE BITING BACK INTO THE PRIVATE FUND RAISING CURRENTLY THE CLEMSON ECONOMIST RAN IT THROUGH THEIR MODELS THREE POINT THREE BILLION DOLLARS WORTH OF IMPACT NOT

QUITE WHERE THAT'S OVER A SEVEN YEAR. >> SO IT'S NOT QUITE WHERE YOUR HOSPITALITY AND TOURISM FOLKS ARE OR THE DEFENSE INDUSTRY FOR THIS COUNTY.

BUT IN TERMS OF DIVERSIFYING THE ACCOUNTING WE ECONOMY IN THE COUNTY WE'RE MAKING PROGRESS OVER SIX HUNDRED AND SEVENTY MILLION DOLLARS IN SALARY I EIGHTEEN.

>> HUNDRED JOBS. THE MULTIPLIER EFFECT PER YEAR AND MUNICIPAL COUNTY REVENUES NEARING SEVENTEEN MILLION DOLLARS. NEXT SLIDE.

>> I'LL GO THROUGH THESE VERY, VERY QUICKLY. SO STAY READY.

[01:20:01]

SENATOR, WE'RE GOING TO GO QUICK BUT WE HAVE THE CONVERGE SUMMIT CHAIRMAN PASSIM ITSELF DOESN'T GET THAT ESTABLISHED AT SUN CITY AND IT SHOULD BE EXCITING A LARGER VENUE.

SO WE SHOULD BE ABLE TO COMEDY MORE FOLKS AND BRING THEM UP TO SPEED.

I DO BELIEVE AS PART OF OUR SUCCESS IS MAKING SURE PEOPLE ARE READ IN AND NEVER SURPRISED BY WHAT WE'RE DOING. NEXT SLIDE THE NAMES WILL BE CLOSE THAT WE CALL THAT THE CONVERGE SUMMIT BEFORE WE WENT OUT TO BID AND SELECTED CONVERGENT AS OUR VENDOR FOR PRIVATE FUNDRAISING LEADING TO FEASIBILITY STUDY AND WE'LL ACTUALLY BEGIN PROBABLY AFTER THE NEW YEAR. RAISING MONEY IN EARNEST NEXT SLIDE.

JUST GONNA GO THROUGH A FEW OF THESE SLIDES ARE THE KEY SUCCESSES IS OBVIOUSLY UNDERSTANDING WHY PEOPLE HAVE CHOSEN TO BE HERE. EXHILARATING ENVIRONMENT WHICH I THINK FITS IN WELL WITH ALL THE THEMES THAT WE'RE IN THE VIDEOS THAT COMMUNICATIONS HAD DONE AND THE THEMES THAT THE ADMINISTRATOR COVERED IN HIS PRESENTS ASIAN.

BUT WE'VE SURVEYED FOLKS HAD FOCUS GROUPS. THESE ARE THE REASONS THEY COME HERE EXHILARATING ENVIRONMENT SKIP READY AND SKILLED WORKFORCE.

THE MARINES BEING KIND OF OUR ACE IN THE HOLE ON THAT FRONT AND UNPARALLELED SUPPORT.

CHARLIE STONE IS SORT OF THE POSTER CHILD. WE HAD AND WE'LL COVER THIS IN A SECOND. WE HAD A CONCRETE COMPANY THAT JUST ACQUIRED LOW COUNTRY CONCRETE NIGHTS. THEY'RE PLANNING ON HIRING 80 PEOPLE.

WE HAD THEM IN THE BEAUFORT DIGITAL QUARTER CONFERENCE ROOM YESTERDAY.

AND THEY HAVE OPERATIONS IN PROBABLY EIGHT OTHER LOCATIONS AND WE'RE THE ONLY COUNTY THAT HAS A MASTER WORKFORCE TEAM. AND THAT WAS A COMMENT FROM THE COMPANY REPRESENTATIVES YESTERDAY. SO WE TRY TO PROVIDE CONCIERGE LEVEL SERVICE.

WE DON'T TRY WE SUCCEED AND CHARLIE'S A BIG PART OF THAT NEXT.

THANK YOU. THE. CHARLIE WAS JUST OUT AT THE SPEC BUILDING THERE POURING THE WALLS. THE WALLS ARE ABOUT THIS ABOUT TO GO UP ON THAT BUILDING 64000 SQUARE FEET. SO THAT'S PROGRESSING.

NEXT BUILDING OUR NEXT NEXT SLIDE. THIS ONE IS MIRROR FOODS AND THE KEY HERE IS IS WE'RE GONNA GET INTO THE PRODUCT REPORT IS THAT THAT BUILDING BECAME AVAILABLE THE LAST DAY OF JANUARY AND THROUGH CHARLIE'S QUICK ACTION AND WORKING WITH THE OWNER. THEY WERE TOURING IT ON FEBRUARY 2ND AND AS YOU CAN SEE THE BUILDING WAS UNDER CONTRACT ON FEBRUARY 8TH. CHARLIE ALREADY HAD A INCENTIVE SUMMARY BACK FROM THE DEPARTMENT OF COMMERCE AGAIN A BIG PARTNER OF OURS BY FEBRUARY

17TH. >> BUT IT BRINGS HOME THE POINT THAT IF WE HAVE PRODUCT WE CAN MOVE IT. AND SO THAT'S WHERE WE'RE GOING WITH OUR PRODUCT REPORT.

NEXT SLIDE. THIS IS JUST A NICE STORY. SMALL MACHINE SHOP ON HILTON HEAD DAY ARE GOING TO BE EXPANDING BY FIVE TIMED BUT THEY'RE WORKING WITH OUR SCHOOL DISTRICT IN PARTICULAR THE K THROUGH 12 MONTH APPRENTICESHIP PROGRAM AND THAT'S A MEETING YOU CAN SEE ALEX BROWN MEETING WITH THE OWNER OF THE COMPANY AND WE HAD THE SCHOOL DISTRICT WE HAD TCO OUT THERE. SO AGAIN, MANY PARTNERS CONTRIBUTE TO OUR SUCCESS.

NEXT SLIDE THIS IS LOW COUNTRY CONCRETE. THERE ARE NOW NIGHTS AND YOU'LL SEE THE NIGHTS TRUCKS IN TOWN BUT WE'RE GONNA DO QUITE WELL WITH THEM.

THEY'LL BE 80 GOOD PAYING JOBS OUT THERE. LONG WORKWEEK.

JUST SEE IF YOU KNOW ANYONE LOOKING FOR A JOB. PLEASE SEND A MA AWAY AND AND THE WAY WE APPROACH THIS IS ONE PERSON AT A TIME ADDS UP TO 80 JOBS.

>> ONE PERSON AT A TIME ADDS UP TO A THOUSAND JOBS. BUT WE WANT TO TAKE CARE OF EACH INDIVIDUAL. NEXT SLIDE AND MARGIE, WE'RE GOING TO HAVE A GROUNDBREAKING

FOR THIS NEW JERSEY COMPANY OUT IN THE COMMERCE PARK. >> SO IF YOU HAVE LOOK AT IT WE'VE HAD THE SPEC BUILDING. THIS WILL BE LOT 15. WE'LL HAVE THIS NEW JERSEY COMPANY PROBABLY IN THE NEXT I WOULD SAY 15 TO 30 DAYS. BREAKING GROUND OUT THERE.

NEXT SLIDE AGAIN. CREDIT TO CHARLIE STONE WORKING WITH COMMERCE.

WE'VE GOT A TWO HUNDRED THOUSAND DOLLAR GRANT FOR ROB SITE DEVELOPMENT AND WE'RE BUILDING A 25000 SQUARE FOOT BAD OUT THERE. AND AGAIN, JARED AND HIS STAFF HELPED US GET THE ROADS PAVED OUT THERE. WE DID GET A GRANT FROM COMMERCE ON THAT AS WELL. AND BOTH OF THESE DOMINION ENERGY CONTRIBUTED A COMBINED.

THE ROAD PAVING AND THIS PAD DEVELOPMENT WELL ONE HUNDRED THOUSAND DOLLARS IN UTC.

[01:25:05]

>> SO THE MONEY YOU'RE CONTRIBUTING ECONOMIC DEVELOPMENT IS BEING LEVERAGE AND THEN USING THE SKILLS OF YOUR ENGINEERS GETTING GREAT THINGS DONE.

PEOPLE WHO WERE OUT AT THE GROUNDBREAKING WERE IMPRESSED THE PARK LOOKED DRAMATICALLY DIFFERENT WITH THOSE PAVED ROADS. NEXT SLIDE.

AND THIS IS WHAT. THIS IS WHAT? AND THIS IS WHAT NOW LOOKS LIKE. SO THANK YOU, JARED AND YOUR STAFF ANDREA AND EVERYBODY

ELSE. NEXT SLIDE. >> MYRTLE BUSINESS PARK.

>> GOOD THAT THIS FELT LOOK SHADOW THERE IS ME THERE ON THIS SITE ON THE LEFT SIDE THEY'RE TAKING THE PANORAMIC PICTURE. REALLY EXCITED HERE.

IT'S NOT THAT FUNNY BUT THE SITE IS BEING DEVELOPED. >> SO THANK YOU VERY MUCH.

I WAS OUT THERE YESTERDAY TAKING THAT SHOT AND WILDLY EXCITED.

I WILL TELL YOU I'M WILDLY EXCITED BECAUSE ONCE THAT WORK IS DONE WE CLOSE.

AND YOUR FINANCE COMMITTEE HAS AGREED TO MOVE THOSE PROCEEDS TO OUR SITE FUND WHICH WITH ALL THE ACTIVITY I SOMETIMES WONDER IF I NEED TO BORROW OR GOING TO MAKE IT YOU KNOW, STAY IN THE BLACK. WE'RE GONNA STAY IN THE BLACK. BUT WE'VE GOT A LOT OF ACTIVITY GOING ON. NEXT SLIDE. WE HAVE A PIPELINE OF 35 MILLION DOLLARS OF NEAR TERM PROJECTS. SO WE'RE WE'RE EXCITED FOR THE FUTURE. NEXT SLIDE THIS IS ONE I WANT TO COVER BECAUSE I'M REALLY PLEASED TO LET YOU KNOW THAT LAST WEEK I WAS IN TUCSON, ARIZONA WITH SANDY STEEL

OF SOUTHERN CAROLINA ALLIANCE. >> WE MET WITH 12 COMPANIES AND YOU KNOW, I KNOW AT TIMES OUR

NATION CHIP HAS BEEN CONFUSING AND CHALLENGING. >> I WILL TELL YOU TODAY THAT OUR APPROACH AND PERSISTENCE AND THEIR WILLINGNESS TO TRY TO UNDERSTAND WHAT WE'RE LOOKING FOR. WE'VE MADE GREAT STRIDES AND I THINK COUNCIL FOUR TIMES STANDING UP STRONGLY BEHIND US AS WE'VE TRIED TO PRESS FOR PERFORMANCE IN THIS AREA.

>> BUT WE'RE DOING QUITE WELL WITH THE SOUTHERN CARROLL CAROLINA ALLIANCE TODAY.

SO THANK YOU. NEXT SLIDE THE PRODUCT REPORT WHICH HOPEFULLY COUNSEL WILL SEE AND I THINK WE'RE GONNA BE WITH BUSINESS FACILITIES AT SOME POINT I'LL JUST GIVE YOU A

LITTLE OVERVIEW OF WHAT OUR APPROACH HAS BEEN. >> BUT WE DO HAVE PRODUCT RECOMMENDATIONS. NEXT SLIDE. OUR APPROACH IS TO LOOK AT, YOU KNOW, A LOT OF TIMES PEOPLE TALK ABOUT TRANSIT ORIENTED DEVELOPMENT.

I LOOK AT IT AND PROBABLY AFTER 18 YEARS WITH THE PUBLIC UTILITY LOOK AT IT IS ENFORCED . SURE. DEVELOPMENT AND LOOKING AT WHERE COMMUNICATIONS, ELECTRIC GAS, TRANSPORTATION AND ZONING. AND AGAIN WORKING VERY CLOSELY WITH THE PLANNERS MATTERS, WE KIND OF BREAK THE PRODUCT PLAN INTO SHORT TERM THINGS THAT WE COULD EXPECT TO ACCOMPLISH IN TWO YEARS MEDIUM TERM 40 I THINK THAT 48 MONTHS.

SO FOR YEARS AND ALSO LONG TERM AND WE DO HAVE RECOMMENDATIONS IN EACH OF THESE AREAS.

NEXT SLIDE WHAT WE DO IS WE AND WE IN THE REPORT WE HAVE THIS BREAKDOWN.

IT'S A LITTLE BIT OF AN EYE CHART. DO NOT WORRY ABOUT IT.

WE CAN GET EACH EACH COUNCIL MEMBER A A CONFIDENTIAL COPY OF THE REPORT.

>> BUT WHAT WE DO IS WE JUST SCORE THEM IN TERMS OF A LIKELIHOOD OF SUCCESS.

>> I DO BELIEVE OUR APPROACH I KNOW SOME COUNCIL FOLKS HAVE BEEN CONCERNED ABOUT LIKE WHY

HAVEN'T WE GOTTEN BIG ASK FOR FUNDS EARLIER? >> BUT IT'S MY MY THOUGHT THAT WHAT IS IT TO THOSE WHOM MUCH IS GIVEN? MUCH IS EXPECTED.

AND IF WE ASK FOR SOMETHING WE WANTED TO MAKE SURE THAT WE COULD PERFORM.

SO I THINK AT THIS POINT WE KNOW THE MARKET, WE KNOW WHAT WORKS IN BEAUFORT COUNTY.

AND I THINK IF YOU WIND IT BACK TO ALL THE EFFORTS IN IT AND I'M IN DEVELOPMENT OUR APPROACH IS SUCCESSFUL. YOU KNOW, YOUR QUESTION MIGHT BE WELL, IF WE SCALE THAT UP, COULD WE EXPECT MORE? I DO EXPECT CONVERSATIONS ABOUT COMMERCIAL.

OUR BOARD HAS BEEN LASER FOCUSED ON INDUSTRIAL BUT AT THE SAME TIME WHEN PEOPLE DO COME IN FOR DATA ON HEALTH CARE OR ON HOSPITAL REALITY AND TOURISM WE FOCUS ON ALL THOSE AREAS AND WORK WITH THE ADMINISTRATION HERE AT THE COUNTY AND EACH BE DISPARITY TO MAKE SURE PEOPLE HAVE A GOOD EXPERIENCE IN BEAUFORT COUNTY BECAUSE WE THINK EVERYONE WE SPEAK TO IS A POTENTIAL INVESTOR. NEXT SLIDE AND THEN SO SHORT

[01:30:08]

TERM, YOU KNOW WE IF WE WERE TO PURSUE EVERYTHING AND YOU DO NOT HAVE TO PURSUE EVERYTHING

IT'S CLOSE TO WELL IT'S 14 MILLION FOUR THOUSAND. >> SOME OF THE MEDIUM TERM STUFF WOULD BE INFRASTRUCTURE IN ALL LIKELIHOOD UP TO THE BINGO SITE AND SO THAT'S JUST A NUMBER THROWN OUT THERE. I DO KNOW THE ADMINISTRATOR IS WORKING ON ON ACTUALLY

QUANTIFYING COSTS TO BRING AN INFRASTRUCTURE OUT THERE. >> IF THAT WAS A TARGET THAT WAS DECIDED ON NEXT SLIDE LEAVE IN THESE NEXT SLIDES THERE WERE A LOT OF QUESTIONS THE CHAIRMAN HAD PUT OUT INFORMATION WONDERING WHETHER IT'S WORKFORCE AND THAT KIND

OF THING. >> WE LIKE WHERE PEOPLE ARE COMING FROM, HOW FAR THEIR DRIVE AND TO OR HOW MANY PEOPLE ARE LEAVING THE COUNTY. SO I HAVE A COUPLE SLIDES UP HERE. SOME ARE DATED BUT THIS IS A GREAT RESOURCE.

MR CHAIRMAN, YOU MAY WANT TO JUST THROW SOME DOTS AS TO WHERE YOU SEE GROWTH BUT IT'S A DYNAMIC TOOL THAT THE SC POWER TEAM AVAILS TO ANYONE WHO GOES ON THEIR WEB SITE.

>> NEXT SLIDE THIS IS A REPORT THAT IT'S OF MORE COMPREHENSIVE REPORT AND WE CAN MAKE THIS AVAILABLE TO WHOMEVER. IT'S A LITTLE DATED. IT PROBABLY WOULDN'T TAKE MUCH TO WORK THE AGAIN THE SC POWER TEAM HAD COMMISSIONED THIS REPORT IN 2018.

>> I DON'T THINK A LOT OF THE PRINCIPALS WOULD CHANGE BUT IF IF THERE WAS A DESIRE TO REFRESH IT WE CAN WORK WITH WITH COUNCIL AND THE ADMINISTRATOR TO DO THAT.

>> BUT I'LL JUST SHOW YOU SOME OF THE SLIDES HERE AND WE'LL GO THROUGH THESE QUICKLY.

I JUST WANTED YOU TO KNOW THAT A LOT OF THE INFORMATION YOU'RE LOOKING FOR CAN BE FOUND NEXT

SLIDE. >> BASICALLY THEY LOOK AT COMMUTING PATTERNS IN THE REPORT AND THEY HAVE A NICE EXECUTIVE SUMMARY. I WON'T GO INTO ALL THIS DETAIL . NEXT SLIDE SHOW YOU THE DIFFERENT DRIVE PATTERNS.

MOST PEOPLE HAVE 20 TO 25 MINUTE COMMUTE TO WORK IN BEAUFORT COUNTY.

HOWEVER, SOME PEOPLE WILL DRIVE FOR FURTHER 45 MINUTES. SO ON THE NEXT SLIDE, THE I BELIEVE SHOW YOU WHERE WHERE THOSE WORKERS ARE COMING FROM WHICH I THOUGHT YOU'D FIND INTERESTING. AND WHAT YOU CAN SEE IS ABOUT 14 GOOD.

GOOD. YOU MIGHT ZOOM IN FOR MY POOR EYES.

EXCUSE ME. THANK YOU ABOUT FOR JUST OVER 14000 PEOPLE ARE ARE COMMUTING IN AND WE HAVE 15 5 RESIDENTS COMMUTING OUT DAILY. THIS NUMBER IS 3 YEARS OLD PROBABLY YOU COULD PROBABLY ASSUME IT MAY HAVE INCREASED BY 5 TO 10 PERCENT.

>> NEXT SLIDE. AND THEN THIS JUST SHOOT SHOWED WITHIN THAT DRIVE TIME HOW THE DEMOGRAPHICS COMPARE TO THE STATE AVERAGE. SO THAT LINE IN THE MIDDLE SHOWS POPULATION GROWTH AS WE KNOW BEAUFORT AND JASPER ARE OUR FAST GROWING AREAS.

BEAUFORT COUNTY PARTICIPATION RATE TERMS OF BEING IN INVOLVED IN THE LABOR MARKET WERE HIGHER THAN THE STATE AVERAGE MEDIAN AGE WE ARE HIGHER AND THEN MEDIAN HOUSEHOLD INCOME.

>> WE ARE HIGHER. SO NEXT SLIDE AND THEN UNDEREMPLOYED PA ARE NUMBERS ARE LOWER THAN THE STATE BUT IT ACTUALLY SHOWED THAT WHERE THERE WERE NEARLY TEN THOUSAND POTENTIAL TARGET WORKERS WITHIN THAT 45 MINUTE DRIVE THAT WERE UNDEREMPLOYED AND SO THERE'S HOPEFULLY WE'RE CREATING MORE POSSIBLE EASE FOR PEOPLE TO BE FULLY EMPLOYED BUT I JUST SHOWED YOU THE SLIDE VERY QUICKLY SO YOU KNEW THAT SOME OF THIS DATA COULD BE OBTAINED FAIRLY QUICKLY AND NEXT SLIDE AND THESE GET INTO THE QUESTIONS I'LL TRY ANSWER THOSE

QUICKLY. >> HOW ARE WE DOING FOR TIME? >> MAYBE FIVE MINUTES TOO LONG.

DOING GOOD. OKAY. THANK YOU.

OKAY. SO A IS FOR YOU TO ANSWER LEADING THE U.S. COMMERCIAL DEVELOPMENT BUT WE'VE BEEN YOU KNOW OBVIOUSLY LOW COUNTRY FRESH MARKET IS COMMERCIAL DEVELOPMENT. OUR BOARD IS REALLY FOCUSED ON LIGHT INDUSTRIAL HEALTH CARE.

>> AND THE TARGETS THAT I SHOWED YOU EARLIER I HOPE YOU WEREN'T PLEASED BUT IF YOU'RE NOT, WE DEFINITELY WOULD LOVE THAT FEEDBACK OR IF THERE'S AREAS YOU WANT US TO FOCUS ON,

[01:35:06]

WE CAN TAKE CRITICAL FEEDBACK AND WOULD WELCOME IT. >> IN TERMS OF HOW WE'RE DOING WITH THE SOUTHERN CAROLINA REGIONAL ALLIANCE SCA, I THINK THAT YOU SHOULD YOU SHOULD BE PLEASED THAT OUR COLLECTIVE APPROACH IS BEARING SOME FRUIT NOW AND JUST LIKE I WOULD EXPECT YOU TO HOLD OUR TOES TO THE FIRE IN TERMS OF PERFORMANCE.

>> WE HAVE TO CONTINUE TO DO THAT WITH ACA IN THE MOST POLITE AND PROFESSIONAL WAY AND

I THINK WE CAN DO THAT SUCCESSES. >> I THINK OUR NUMBERS ARE SUCCESSES. I WOULD SAY FOR YOU KNOW OUR FAILURE SOMEWHAT YOU KNOW AND I DON'T MEAN TO MAKE EXCUSES BUT WE HAD GREAT MOMENTUM COMING INTO THE PANDEMIC AND THAT'S BEEN FRUSTRATING. BUT I THINK YOU COULD AND SHOULD EXPECT MORE FROM US AND

WE TRY TO INCREASE OUR METRICS EACH YEAR. >> I WILL SAY ON PRODUCT DEVELOPMENT AGAIN PRIVATE FAILURE. RIGHT.

BECAUSE I KNOW IN PARTICULAR COUNCIL MEMBER RODMAN COUNCIL MEMBER GLOVER HAD BEEN AFTER US TO DELIVER A PRODUCT REPORT, A LARGER ASK AND A BIGGER PLAN THAT'S TEMPERED BY MAKING SURE IF WE GET IF WE WERE TO ASK FOR MORE THAT WE COULD DELIVER AND ALSO TEMPERED BY THE PRODUCT PLAN REALLY WAS READY TO BE DELIVERED PRIOR TO THE PANDEMIC.

BUT WHILE GOVERNMENT ENTITIES WEREN'T SURE WHAT THAT WOULD DO TO REVENUES, THAT'S THE WRONG TIME TO BE ASKING FOR WHILE PEOPLE ARE STRUGGLING FOR A DREAM OR A BIG FINANCIAL.

>> SO IN TERMS OF FAILURES I WOULD SAY IF YOU LOOK AT THAT MIRROR EXAMPLE MIRROR FOODS THAT TOOK THE BUILDING AT 28 ELEANOR FIND BASICALLY THEY WERE UNDER CONTRACT EIGHT DAYS AFTER THE BUILDING WAS AVAILABLE. I WOULDN'T SAY THE FACT THAT WE

DON'T HAVE MORE INVENTORY TO SELL HURTS US. >> I WOULD SAY I'LL SAY THIS IS

A FAILURE OF OF MINE AND OURS OR SOMETHING. >> MAYBE WE COULD HAVE DONE BETTER. BUT WE'RE MAKING GREAT PROGRESS TODAY WITH THE MARINE CORPS.

WE'RE NOW IN THEIR MONTHLY MEETINGS TO MAKE SURE THAT WE'RE SELLING STAYING IN THE AREA AND FILLING JOBS TO EXITING MARINES WERE DOING BETTER THERE.

LET'S JUST SEE IN TERMS OF FAILURE YEARS AS SOME OF THE RELATION RELATIONSHIPS STUFF THAT TOOK US TILL THIS POINT TO RESOLVE THIS PROBABLY A FAILURE AND I THINK YOU CAN ALWAYS LOOK BACK AT SOMETHING AND SAY WHAT COULD I DO TO IMPROVE AND THEN LET'S SEE DIG IN FOR FAILURES.

>> I WOULD I WOULD HAVE TO SAY THEY MAY BE JUST IDENTIFYING PRODUCTS WAS PROBABLY AS WELL.

BUT IN TERMS OF ARE THE ENTITIES WORKING AS WE WOULD LIKE I THINK OUR LEGAL IN OUR ENGINEERING OUR RELATIONSHIP HAS REALLY PROGRESSED REALLY WELL ON ON FINANCIAL STUFF.

WE WERE WE'RE JUST GOT TO FIGURE OUT WHERE WE ARE WITH THE MILL SET ASIDE OR QUARTER MIL OR SOMETHING BECAUSE IT APPEARS LIKE YOUR BUDGETS LAST TWO YEARS WE HAVE BEEN MUCH INTERNET AT DOT TO 7 OF A MILL WAS SET ASIDE FOR SITE AND JOB FUNDS BUT IT APPEARS IN THE PAST TWO YEARS THAT'S BEEN LOWERED TO POINT TWO BUT IT WASN'T WE DIDN'T KNOW ABOUT UNTIL LAST WEEK. SO WE'LL WE'LL RESOLVE THAT. I THINK THERE ARE WAYS WE CAN MAKE UP THOSE GAPS. SO JUST BETTER COMMUNICATION. I WOULD.

I WOULD SAY I WILL SAY THIS THAT WITH ERIC'S LEADERSHIP AND STABILITY IT'S GOING TO IT'S JUST YOU KNOW, IT'S IT'S JUST GOING TO BE A BETTER TIME IF WE CAN JUST STAY THE COURSE AND

KEEP THINGS GOING THE WAY THEY ARE RIGHT NOW. >> SO I THINK WE'RE WORKING REALLY WELL. I WOULDN'T SAY IF COUNCIL MEMBERS THOSE HERE IN THE ROOM OR THOSE KNOW OR JOINING VIRTUALLY IF THEY FEEL LIKE THEY DON'T KNOW WHAT WE'RE WORKING ON, PERHAPS THAT'S PART OF OUR RELATIONSHIP WE COULD STRENGTHEN PERHAPS YOU KNOW, EVEN THE CHAIR, YOU KNOW, MIGHT HAVE BEEN SURPRISED THAT WE'VE MADE SUCH GREAT PROGRESS WITH

SCA. >> SO PROBABLY COMMUNICATION IS SOMETHING WE COULD ALWAYS DO BETTER AND NEW INITIATIVES I WOULD SAY LET'S LET'S LOOK AT THE PRODUCT REPORT IN EARNEST AND FIGURE OUT WHICH PARTS AND WHICH PIECES OF IT COULD FIT INTO A FINANCIAL FRAMEWORK THAT COUNCIL WOULD BE COMFORTABLE WITH BECAUSE I DON'T THINK IT'S LIKE FIELD OF DREAMS IF WE

[01:40:08]

BUILD IT THEY WILL COME AND WE'RE DREAMING. >> I THINK WE KNOW THAT IF WE HAVE PRODUCT WE CAN SELL AND THE LAST THING I'LL SAY IS AND I'M QUOTING CHRIS FISHER FROM GLASS WORK WHO SAID WHO SAYS THIS AREA REMINDS SOME OF CHARLESTON 30 YEARS AGO.

AND WHAT'S NEAT ABOUT THAT IS IS THAT I DO THINK WE'RE POISED FOR GROWTH.

I HAVE AN ECONOMIST WHO LIVES ON HILTON HEAD WHO SAYS YOU'RE SITTING ON A ROCKET.

THE KEY FOR ALL OF US IS OF PLANNERS, COUNCIL MEMBERS AS ADMINISTRATORS AND ECONOMIC DEVELOPMENT IS TO DO IT IN A WAY WHERE WE KEEP THE SCALE AND TO PERHAPS AVOID THE CONGESTION THAT CHARLESTON TO DAY TO DAY AND DO IT IN A WAY THAT WE CAN ALL BE PROUD OF .

AND YOU KNOW, IN THE FIRST PAGE AND I'M WRAPPING BUT THE FIRST PAGE OF OUR ROB PRODUCT REPORT I MY SON SHARED THIS QUOTE WITH ME. I KNOW HE DIDN'T WRITE BUT IT'S

WISE MEN PLANT TREES WHO SHADE. >> THEY KNOW THEY'LL NEVER SIT UNDER AND THAT'S WHERE YOU ARE WITH ECONOMIC DEVELOPMENT. I KNOW A LOT OF PEOPLE LOOKED AT THE COMMERCE PARK AS A AS A

FAILURE. >> BUT AS YOU CAN SEE WHEN YOU DO SOMETHING 30 OR 20 YEARS IN ADVANCE FUTURE GENERATE CAN ENJOY IT AND FIND A LIVELIHOOD RIGHT IN THE COMMUNITY THEY WANT TO LIVE IN. AND I THINK THAT'S IT'S THEIR LAST ONE.

>> HOPEFULLY YOU ALL KNOW HOW TO GET IN TOUCH WITH CHARLIE AND I AND IF WE NEED TO COMMUNICATE MORE, JUST LET US KNOW WHERE TO BE AND WE'LL BE HAPPY TO BE THERE.

BUT I'D BE HAPPY TO TAKE QUESTIONS. >> I WOULD ENCOURAGE COUNCIL MEMBERS TO MAKE AN APPOINTMENT TO SEE THE LATEST AND GREATEST WHAT'S HAPPENING AT COMMERCE

PARK. >> I THINK THAT'S ESSENTIAL ā– FO. >> THANK YOU.

[01:51:57]

ANY OTHER COMMENTS? JOHN, THANK YOU VERY MUCH. >> STILL HERE I HAD STOLEN TWO

[01:52:05]

COMMENTS FOR JOHN. >> ONE IS THE GUY THAT OWNS P.C. MATIC CURRENTLY LIVES IN MYRTLE BEACH AND I KNOW HE'S DOING SOME WORK WITH THE STATE .

SO I'M SURE IF COMMERCE IS NOT TALKED TO YOU ABOUT THAT, IT MAY BE A CONVERSATION THAT YOU WANT TO HAVE WITH THEM OR I COULD FILL YOU IN ON SOME BACKGROUND.

SECONDLY, AS I'VE LOOKED ECONOMIC DEVELOPMENT IN THE NORTHERN PART OF THE COUNTY, THE BOEING'S AND THE VOLVO'S OF THE WORLD TYPICALLY LIKE TO HAVE WHAT THEY CALL THEIR TIER 2 TIER 3 SUPPLIERS MAYBE 100 MILES AWAY SO THAT THEY GET GOOD BENEFIT OF WAGES.

BUT AT THE SAME TIME IT WORKS WELL FOR THE SUPPLY CHAIN AND THOSE KIND OF PLACES ARE TYPICALLY GOING TO BE IN 100 HUNDRED AND FIFTY ACRE TYPES OF PRODUCTS.

AND I DON'T KNOW WHETHER WE SHOULD OR SHOULDN'T OR WHETHER THE AREA DOES OR DOESN'T WANT THAT KIND OF AN INDUSTRY. BUT IF WE DO IT'S A KIND THING THAT IS ATTRACTIVE BECAUSE WE HAVE LOWER TAX RATES THAN THE SURROUNDING COUNTIES AND IT IS NOT NECESSARILY A SPEC BUILDING BECAUSE YOU'VE GOT TO HAVE IT WHERE IT'S KIND OF READY TO GO. BUT BUT NOT NOT BUILT.

SO DOLLARS JUST RAISED THAT AS SOMETHING WHETHER THE PEOPLE THE NORTHERN PART OF THE COUNTY WANT THAT KIND OF FACILITY OR DON'T. BUT I THINK WE WOULD BE VERY COMPETITIVE IF WE DID. THANK YOU. I WOULD IF I COULD I WOULD AGREE WITH WHAT'S TO SAY AND I I'D LOVE TO GET WITH THE COUNCIL ON WHICHEVER COMMITTEE

YOU DEEM APPROPRIATE AND AND AND BITE INTO THIS. >> I'D LOVE TO SHARE THE FOUR DIFFERENT APPROACHES WE'RE DISCUSSING WITH SHELTON ON THEIR PROPERTY AND MAKE SURE

WE'RE IN SYNC. >> THE KEY TO OUR SUCCESS REALLY IS ONE STAYING HUMBLE BUT TO MAKING SURE THAT ANYTHING WE BRING FORWARD WE'RE IN SYNC WITH THIS COUNCIL OR TOWN COUNCIL OR CITY COUNCIL AND MAKE SURE THAT WE KNOW WHAT WE'RE TALKING ABOUT WHEN WE'RE

SPEAKING TO INVESTORS. >> BUT TO STU'S POINT AND WE WE REITERATED THIS NUMEROUS TIMES WITH ABOUT 12 DIFFERENT PROSPECTS IN ARIZONA IS THAT THE PROXIMITY TO THE VOLVO'S TO THE BOEING'S TO THE GULFSTREAM IS VERY ATTRACTIVE AND YET YOU'RE OUT OF THERE COMPENSATION OR YOU'RE OUT OF THEIR TAX OR THAT AND YOU'RE NOT COMPETING WITH THEM ON

BENEFITS AND THAT KIND OF THING. >> SO THE AREA'S ATTRACTIVE FOR EXACTLY WHAT STU IS MENTIONING AND WE JUST NEED TO DECIDE WHERE THAT SHOULD OCCUR.

AND I WOULD ENCOURAGE PLANNING TO BE INVOLVED IN THOSE DISCUSSIONS AS WELL BECAUSE YOU KNOW, WE WE EMPHASIZE ALL THE TIME SYMBOLS SWIFT AND CERTAIN WHEN WE BRING SOMEBODY TO A COMMUNITY AND THOSE THOSE TYPES OF CLIENTS IF YOU HAVE ONE TO SPEND A LOT OF SPIN OFF

[01:55:06]

BUSINESSES THAT WILL BE ATTRACTED TO THE AREA, THEY'RE ALSO ATTRACTIVE IN THE SENSE THAT THEY CAN SERVE THREE MARKETS WHATEVER IS HERE, WHAT'S IN CHARLESTON AND WHAT'S

IN SAVANNAH. >> THANK YOU, JOHN. THANK YOU.

>> THANK YOU, JOHN. THANKS, JIM. I NEED TO SAY THIS IS STILL TO THANK YOU FOR WORKING OUT THE RELATIONSHIP BETWEEN CARMELO ALLIANCE AND I'M GLAD I'M GLAD YOU WERE ABLE TO WORK THAT OUT. I LOOK TO YOU BECAUSE YOU'RE CLOSER TO ME FOR ECONOMIC DEVELOPMENT. SO I'M GLAD YOU WERE ABLE TO WORK OUT THAT RELATIONSHIP WITH THE SOUTHERN CAROLINA ALLIANCES AS I JUST WANT TO SAY THAT I THINK THEY NEED TO RESPOND.

NO, I WILL SAY I APPRECIATE THEIR PATIENCE AND STICKING WITH US TO UNDERSTAND WHAT WE WERE LOOKING FOR AS WELL. AND OUR QUOTE LARRY HUGHES WHO'S PASSED AWAY BUT USED TO LIVE IN BLUFFTON AND I THINK HE BORROWED IT FROM TEDDY ROOSEVELT BECAUSE NOBODY CARES ABOUT WHAT YOU KNOW UNTIL THEY KNOW YOU CARE. AND ONCE WE GOT TO THAT POINT

EVERYTHING'S GONE VERY SMOOTHLY. >> THANK YOU.

>> THANK YOU. SO WE'LL I WILL BRIEF YOU ALL WHERE AND I'LL TAKE A BREAK

HERE BECAUSE LUNCH IS HERE. >> IT'S IN THE WHAT WE CALL THE BABY C.R. WHICH IS A LITTLE ROOM BESIDE THE YOUR IF YOU WHAT SARAH CALLS THE BABY YA. SO ANYWAY THE REST OF YOUR ONLINE CANNOT TAKE A BREAK. WE'LL SEE YOU ALL BACK AROUND 1 O'CLOCK.

OK. WE'RE BACK FROM RECESS SO WE'LL BEGIN THE AFTERNOON PROGRAM.

MR. GREENWAY. THANK YOU CHAIRMAN. GOOD AFTERNOON COUNT SOUL SIR.

>> THANK YOU FOR THE WONDERFUL LUNCH PROVIDED FROM A LOCAL BUSINESS.

SEVERAL LADIES ALAN. >> WE WANT TO TALK ABOUT FINISHING UP THE ECONOMIC DEVELOPMENT SECTION FROM THIS MORNING JUST TO MAKE SURE THAT COUNCIL DOESN'T WANT TO GIVE US

ANY SPECIFIC GOALS THAT WE NEED TO WORK TOWARD. >> THE THINGS THAT WE HAVE FROM AN IT MINISTRATIONS STANDPOINT TO WORK ON DURING THE UPCOMING YEAR ARE SOME THINGS THAT YOU HAVE HEARD ABOUT IN THE PAST. AND ONE THING THAT YOU'RE PROBABLY NOT AWARE OF THAT

MIGHT CATCH ME AS A LITTLE BIT OF A SURPRISE BUT IT'S COMING. >> SO I WANT TO GO AHEAD AND

BRIEF YOU ON IT RIGHT NOW. >> AS YOU ALL KNOW, WE'VE TAUGHT YOU I'VE TAUGHT YOU SEVERAL TIMES AND AS PLANNING DIRECTOR I WORKED ON AN INITIATIVE TO FOR THE COUNTY TO GAIN CONTROL OF THE HEAVY INDUSTRIAL HIS OWN PROPERTY OVER BIKO.

>> IF WE DO NOT DO THAT, WE COULD NOT FIGURE OUT A WAY TO MANAGE THAT SITE.

>> WE'RE GOING TO PUT COUNCIL MEMBER DAWSON POTENTIALLY IN A DIFFICULT SITUATION DOWN THE ROAD TO HAVE SOMETHING GOING ON ON THAT PROPERTY THAT IS NOT APPROPRIATE.

>> THAT IS NOT SUITABLE FOR THE DELL COMMUNITY. SO WE ARE GOING TO UNLESS YOU ALL TELL US OTHERWISE WE'RE GOING TO CONTINUE WITH OUR INITIATIVE AND WORK STRONGLY OVER THE NEXT SEVERAL MONTHS TO TRY TO ACQUIRE THAT PROPERTY OF ALL OF THAT HEAVY INDUSTRIAL LONG PROPERTY AND THEN SOME THAT SITS BETWEEN MORGAN AND KINGS ROAD THAT ENCOMPASSES THE LA BIKO CHEMICAL SITE AND OTHER BIG HEAVY INDUSTRIAL PROPERTY ZONED OVER THERE I HAVE COMMISSIONED THROUGH USING TARP MONEY ALLIANCE ENGINEERING TO DO A CONCEPT DRAWING AS TO WHAT

A SMALL INDUSTRIAL PARK WOULD LOOK LIKE. >> AND WE ARE IN THE PROCESS OF DRAFTING THAT THEN AFTER THAT WE'LL GO TO THE COMMUNITY AND TALK TO THE COMMUNITY ABOUT THIS AND WHAT MY IDEAS WOULD BE ON THE WAY TO CONTROL THAT PROPERTY AND APPROPRIATELY MANAGE IT AS A LONG TERM GROWTH STRATEGY FOR BOTH PLANNING PURPOSES AND ALSO ECONOMIC

DEVELOPMENT PURPOSES. >> SO THAT'S ONE ITEM. SECOND ITEM IS WE'RE WORKING WITH COUNCIL MEMBER GLOVER AND WE'VE RELEASED AN RFP TO PUT OUT AN RFP TO OUR CONSULTANT TO DO A POTENTIAL FEASIBILITY STUDY TO BRING A PERFORMING ARTS CENTER TO THE ST. HELENA AREA OF TO BE ESTABLISHED SOMEWHERE IN THE CORNERS COMMUNITY THAT RFP HAS BEEN

DRAFTED AND IS OUT ON THE STREET RIGHT NOW. >> SO WE'LL BE BRINGING THAT FORWARD HERE IN THE NEXT 60 TO 90 DAYS TO YOU ALL FOR YOU OUGHT TO CONSIDER FUNDING HIRED AND CONSULTANTS TO DO THAT FEASIBILITY STUDY. SO THE THIRD THING IS THE FCA

[02:00:06]

CONTRACT. THAT WAS SOMETHING THAT I HAVE, YOU KNOW, DEALT WITH LAST YEAR WHEN I WAS ACTING COUNTY ADMINISTRATOR AS SOON AS I TOOK OVER THIS ROLE.

WE'VE KIND OF GOT THAT STABILIZED. >> THE CONTRACT WILL COME UP AND THE TIME FOR US TO NOTIFY THEM WHAT OUR WISHES ARE WITH THE WITH THE RENEWAL COMES UP

IN AUGUST. >> JOHN AND JOHN IS MONITORING THAT.

SO WHENEVER THAT TIME COMES UP IN AUGUST WE CAN GET DIRECTION WELL AS TO WHAT YOU WANT US TO COMMUNICATE TO SCA ON RENEGOTIATING THE CURRENT CONTRACT AND WHAT WE MIGHT NEED TO HAVE IN PLACE TO CONTINUE TO GO WITH. I MEAN I'M NOT SAYING WE GO AWAY FROM THEM. I'M NOT ADVOCATING I'M NOT SAYING THAT.

I JUST WANT YOU ALL TO KNOW THAT THAT'S ANOTHER ECONOMIC DEVELOPMENT THING THAT'S ON OUR RADAR THAT WE'LL HAVE COMING UP IN THE NEXT YEAR. AND THEN FINALLY THE ALLOCATION

FOR EDC THAT JOHN MENTIONED WITH HIS BUDGET. >> IF YOU RECALL WE HAD AN

ISSUE BACK IN 2020 THAT WE COULDN'T DO A TENTH ON A MILL. >> SO WE HAD TO BRING IT BACK DOWN. WE WERE NOT AWARE OF THAT HERE WHEN WE CAME IN BECAUSE WE WERE ALL NEW. SO WE JUST CONTINUED WHAT HAD BEEN ALLOCATED.

THAT'S WHY IT WENT FROM POINT TO SIX TO POINT TWO. WE WILL LOOK AT IF YOU ALL ARE IN AGREEMENT THAT THIS BUDGET CYCLE OF PUSHING THAT BACK UP AND GOING TO POINT THREE WITH THE BUDGET YEAR IS ABOUT TWO HUNDRED THOUSAND DOLLAR INCREASE IN THE ALLOCATION TO MR. O'TOOLE AND CHARLIE AND THE EDC GROUP. SO IF THERE IS NO OTHER GOALS OR IF THERE ARE ANY OTHER GOALS WE'D LIKE TO HEAR OF THOSE AT THIS TIME BEFORE WE MOVE INTO

THE NATURAL RESOURCES SECTION. >> I THINK YOU HAVE SET OUT SOME VERY AMBITIOUS THINGS I WOULD ENCOURAGE OUR COUNCIL MEMBERS TO MAKE AN APPOINTMENT OVER TO BUCK WALTER TO SEE JOHN O'TOOLE'S FACILITY THEIR HOW HE RUNS THAT PORTION AND THEN POSSIBLY TOURING SOME OF THE

FACILITY THAT HE'S TALKING ABOUT. >> YOU KNOW OUR COMMERCE PART WHERE WHERE IT STANDS RIGHT NOW MYRTLE PARK AND SOME IDEAS THAT HE HAS.

SO AS WE MOVE TOWARDS THE YEAR WE'VE TALKED ABOUT A LOT OF THINGS THINGS THAT HE WANTS TO DO, THINGS THAT WE THINK WE SHOULD DO. YOU KNOW, I SENT OUT TO THE COUNSEL MEMBERS SOME OF THE IDEAS I HAD IN THE AREA OF ECONOMIC DEVELOPMENT THAT WE CAN BEGIN TO SOLIDIFY OVER THE COURSE OF THE YEAR. SO I THINK THOSE ARE PRETTY GOOD THINGS AND I HOPE THAT THE FELLOW COUNCIL MEMBERS EITHER ONLINE OR HERE WILL AGREE THAT THIS IS A WORTHWHILE VENTURE. OKAY. VERY GOOD.

WILL IT COME IN ON THE LOST MILLION? WE COULDN'T BRING IT TO OUR ATTENTION. THEY NEEDED. THEY'VE BEEN USING THAT AS GOOD LEVERAGE AND THAT HAS TO CONTINUE SO THAT THEY CAN PLAN AND STILL FIRM.

SO I WOULD JUST GO ON RECORD FOR ME THAT HE CAME BACK. HE HAD SAID, YOU KNOW, A LOSS REVENUE THAT THEY HAD YOU KNOW, WE NEED TO MAKE IT OURS PROBABLY SUPPORT IT.

YEAH, WE HAVE. WE'VE GOT SOME WE'VE GOT SOME STUFF THAT WE'RE WORKING ON WITH REGARDS TO INTEREST ON ACCOUNT FOR UTC IS THAT WE'RE GOING TO WORK TO ALLOCATE TO

THEM THIS YEAR TO TAKE THEM UNTIL THE NEW BUDGET. >> OK.

THANKS. WE'RE WE'RE GOING TO TAKE CARE OF THEM.

OKAY. VERY GOOD. SO I'M GOING TO NOW DOES ANYONE

ONLINE HAVE ANYTHING TO SAY TO ADD OR OKAY. >> NO.

[7. 1:00 PM - 3:00 PM Natural Resources Committee Discussion]

EVERYBODY'S OKAY. I WAS GOING. ALL RIGHT.

SO I'LL TURN IT OVER TO CHUCK ATKINS AND NOW HE'S GOING TO LEAVE THE AFTERNOON SESSION.

SO IF IT GOES WELL, GIVE HIM THE CREDIT. IF IT GOES BAD, BLAME ME.

SO I WILL CERTAINLY TAKE. WELL, GOOD AFTERNOON AND THANK YOU ALL VERY MUCH FOR THE OPPORTUNITY. WE'RE GOING TO START OFF THIS AFTERNOON WITH A VIDEO THAT DESCRIBES THE FUNCTION SOME OF THE FUNCTIONS OF THE DEVELOPMENT RECREATION DIVISION . THE VIDEO I NARRATED IT AND SORT OF HAD A BIT TO DO WITH IT. I ASSURE YOU THAT HOLLYWOOD WILL NOT BE CALLING ANYTIME

SOON. >> SO IF YOU START TO VIDEO I APPRECIATE ANYTHING.

THE DEVELOPMENT AND RECREATION DIVISION EXISTS TO SERVE THE PEOPLE OF YOUR COUNTY AND PRESERVE OUR RESOURCES SO THAT WE CAN ALL CONTINUE TO LOVE AND APPRECIATE THE NATURAL BEAUTY AND QUALITY OF LIFE THAT MAKE OUR COMMUNITY UNIQUE.

SO IT'S PRETTY NERVE WRACKING TO SIT IN FRONT 10 MINUTES AND LISTEN TO YOURSELF.

I HOPE YOU FOUND THAT BENEFICIAL A LOT GOOD INFORMATION IN THERE ABOUT WHAT WE DO. THERE ARE SEVEN PRIMARY OBJECTIVES FOR FISCAL YEAR 2020 THREE THAT HAVE BEEN IDENTIFIED FOR OUR DIVISION. I WOULD LIKE TO SHARE THREE OF THEM TODAY FOLLOWED BY A FEW PRESENTATIONS THAT WE HAVE FROM OUR STAFF AND THEN TOMORROW DURING A COMMUNITY SERVICES SESSION WILL ADD ANOTHER FOUR RELATED TO CONFERENCE CODE .

>> SO NUMBER ONE WE WOULD LIKE TO CONTINUE PROGRESS ON THE LIBRARY SYSTEMS CAPITAL IMPROVEMENT PROJECTS. THAT IS BLUFFTON LIBRARY OUTFIT.

IN ADDITION WHICH IS ALMOST COMPLETE, THE NEW RIVERSIDE LIBRARY PLANNING DESIGN CONSTRUCTION BURTON WELLS ANNEX LIBRARY PLANNING DESIGN AND CONSTRUCTION AND HILTON HEAD RENOVATION. NUMBER TWO IS IMPLEMENTATION OF THE NEW 2021 COMPREHENSIVE PLAN PRIORITY LIST. THIS LIST WILL INCLUDE THE LADIES VILLAGE CENTER MASTERPLAN COUNTYWIDE BICYCLE AND PEDESTRIAN PLAN AND GREEN PRINT PLAN IMPLEMENTATION THROUGH THE RURAL AND CRITICAL LANDS PROGRAM. NUMBER THREE.

>> WE WOULD LIKE TO CONTINUE AGGRESSIVE IMPLEMENTATION OF THE PASSIVE PARKS PUBLIC USE

WORK PLAN. >> THIS WILL INCLUDE WHITEHALL PARK CONSTRUCTION WHICH WE ALL KNOW IS CURRENTLY UNDERWAY. THE FORD SHALE RING PRESERVE OPENING OKATIE RIVER PARK

CONSTRUCTION AND IMPLEMENTATION OF THE FOREST MANAGEMENT PLAN. >> SO AT THIS TIME I WOULD LIKE TO ASK ROB MERCHANT ARE OUR PLANNING DIRECTOR TO COME UP HE'S GONNA SHARE A BIT ABOUT HOW THE COAL PLAN RELATES DIRECTLY TO NATURAL RESOURCES AND WHAT THAT COMMITTEE DOES.

ROB. THANK YOU, JIM. AND.

OKAY. YEAH. >> I WOULD SAY OF ALL THE COMMITTEES. THIS IS THE ONE THAT WILL PROBABLY BE THE MOST INVOLVED

WITH THE IMPLEMENTATION OF THE CONFERENCE A PLAN. >> HOWEVER, EACH COMMITTEE IN ITS OWN WORK WILL BE IMPLEMENTING PARTS OF THE PLAN I THINK HIGHLIGHTED THREE CHAPTERS HERE THAT I THINK WILL PROBABLY REPRESENT MOST OF THE THINGS THAT WILL BE COMING BEFORE THE NATURAL RESOURCES COMMITTEE. FIRST ONE NATURAL ENVIRONMENT OBVIOUSLY. YOU KNOW THIS INVOLVES EVERYTHING FROM YOU KNOW, ORDINANCE CHANGES THAT PROTECT THE ENVIRONMENT STORMWATER, THE SOLO ECO MANUAL AND UPDATES OF THAT AS WELL OUR ROOM CRITICAL LANDS PROGRAM. SO ALL OF THESE THINGS ARE WAYS THAT WE IMPLEMENT. THE NATURAL ENVIRONMENT SECTION ,THE COMPREHENSIVE PLAN, SOME NEW DIRECTION THAT WE'VE GONE, YOU KNOW, WITH THIS UPDATE IS THAT WE PAY MUCH CLOSER ATTENTION TO THE ISSUE OF RESILIENCY AND THE YOU KNOW HOW WE WANT TO BE ABLE TO GET ON TOP OF THE UNKNOWNS FACING US WITH CLIMATE CHANGE AND SEA LEVEL RISE.

>> AND SO THERE IS A LOT OF ACTIONS AIMED TOWARDS GATHERING MORE AND MORE INFORMATION AND UNDERSTANDING THE SCIENCE. AND ALSO KNOWING WHAT TYPES OF ACTIONS TO TAKE SO THAT WE COULD BE MORE RESILIENT AND RESPOND AS A COMMUNITY.

THE NEXT SLIDE CULTURAL RESOURCES THIS CHAPTER COVERS EVERYTHING FROM UNDER THE NEXT

COVER . >> IT COVERS EVERYTHING FROM, YOU KNOW, ARCHEOLOGICAL AND HISTORIC RESOURCES PROTECTION OF THOSE TO OUR WAY OF LIFE, OUR AGRICULTURE, COMMERCIAL FISHING THINGS THAT REPRESENT THE CULTURE OF BEAUFORT COUNTY AND THAT MAY NEED INTERVENTION TO HELP, YOU KNOW, THOSE THOSE INDUSTRIES THRIVE. AND WE ALSO LOOK VERY CLOSELY WITH OUR ZONING ORDINANCE AND HOW OUR RURAL COMMUNITIES CAN CONTINUE TO THRIVE BUT ALSO STAVE OFF, YOU KNOW, ENCROACHING DEVELOPMENT THAT MAY THREATEN THE WAY OF LIFE THAT PEOPLE HAVE IN RURAL AREAS AND THAT THAT'S A REAL BALANCING ACT THAT REQUIRES VERY CLOSE WORK WITH THE COMMUNITIES TO DO THAT THE RIGHT WAY AND TO MAKE SURE THAT PEOPLE OR YOU KNOW, HAVE THE ABILITY TO THRIVE IN OUR OWN COMMUNITY.

>> SO THOSE ARE SOME OF THE THINGS THAT WE ANTICIPATE COMING FORWARD AND I'LL DETAIL

[02:20:04]

SOME OF THE MORE SPECIFIC ACTIONS. >> AND THEN FINALLY WE HAVE A CHAPTER THAT DEALS WITH THE BUILT ENVIRONMENT. AND OBVIOUSLY THIS RELATES VERY CLOSELY TO OUR COMMUNITY DEVELOPMENT CODE AND SOME OF THE THINGS WE ANTICIPATE ARE MORE AND MORE READ REGIONAL PLANNING EFFORTS AND INTER JURISDICTIONAL PLANNING

EFFORTS. >> WE SEE A DEFINITE NEED FOR THAT ON THE 170 CORRIDOR AND WORKING MORE CLOSELY WITH HARDY VILLE AND JASPER COUNTY AND THEN THE TOWN OF UMC.

THERE SEEMS TO BE AN INTEREST THEIR STAFF TO WORK WITH THE COUNTY.

THEY'RE ABOUT TO EMBARK ON THEIR OWN COMPREHENSIVE PLAN. SO WE SEE A REAL OPPORTUNITY TO WORK WITH THEM ALONG WITH JUST ONE OF THE MOST IMPORTANT THINGS ABOUT THIS CHAPTER IS IT HAS A FUTURE LAND USE PLAN WHICH WE USE EVERY TIME SOMEBODY COMES IN WITH A REZONING APPLICATION THAT'S KIND OF THE FIRST GO TO SEE IF IT'S CONSISTENT WITH THE PLAN

IF WE CAN GO THE FINAL SLIDE. >> WE ANTICIPATE A LOT OF WORK THIS YEAR IN WELL AS YOU CAN SEE RIGHT THERE, SUN SETTING UP WELL WE ANTICIPATE A LOT OF WORK COMING FORWARD.

>> YOU CAN TRUST ME ON THAT. ONE OF THE THINGS THAT WE'RE GOING TO BE DOING IS WE'RE GOING TO YOU KNOW, OVER THE YEARS AND OUR ENFORCEMENT OF THE COMMUNITY DEVELOPMENT CODE , WE IDENTIFY THINGS THAT WE NEED WE KNOW WE NEED TO CHANGE KIND OF HIS STAFF

INITIATED AMENDMENTS. >> SO WE'RE GOING TO BE COMING FORWARD PROBABLY WITHIN THE NEXT THREE TO SIX MONTHS WITH A CONCRETE LIST OF CHANGES MANY OF A MINOR AND SOMETIMES AS MINOR CHANGES WHEN YOU'RE BRINGING THEM FORWARD IN YOU KNOW BY THEMSELVES MAYBE DRAW TOO MUCH ATTENTION. BUT YOU KNOW, WHEN WE KIND OF LOOK AT THE OVERALL AMOUNT OF THE MEDS WE'RE BRINGING FORWARD, YOU KNOW, WE WOULD WE WANT THE AUDIENCE TO WORK WELL AND TO DO WHAT IT'S DESIGNED TO DO RATHER THAN MAYBE DISADVANTAGED PEOPLE WE DIDN'T INTENDED TO DISADVANTAGE. SO ALL OF THOSE THINGS ARE WHAT WE'RE GOING TO BE LOOKING AT IN A COMPREHENSIVE REVIEW OF COMMUNITY DEVELOPMENT CODE . I HAD MENTIONED EARLIER THE REGIONAL PLANNING EFFORTS THAT WE WISH TO BRING FORWARD IN. SO I WOULD SAY AND THEN THE OTHER THING WE'RE GONNA BE WORKING WITH FURTHER WORKING WITH ST. HELENA ISLANDS IN THERE WITH THEIR CULTURAL PROTECTION OVERLAY DISTRICT THEY'RE FORMING A COMMITTEE TO LOOK AT THAT PARTICULAR OVERLAY DISTRICT THAT WE LOOK AT THIS AS AN OPPORTUNITY TO KIND OF TAKE ANOTHER LOOK AT OUR RURAL LAND USE POLICIES AND MAKE SURE THAT WORKING THE WAY

THEY SHOULD. >> AND THEN THERE ARE OTHER THINGS THAT ARE GOING ON THAT MAY NOT MAKE IT TO THE COMMITTEE BUT WE ARE WORKING ESPECIALLY ON THE ISSUE OF RESILIENCY AND SEA LEVEL RISE. WE'VE ACQUIRED TWO TIDE GAGES.

ONE OF THEM IS ALREADY UP OVER AT THE PORT ROYAL SOUND FOUNDATION AND WE'RE SEEKING ANOTHER PARTNER TO FIND A DIFFERENT LOCATION SO THAT WE HAVE BETTER INFORMATION ABOUT

WHAT'S GOING ON IN OUR TIDES. >> YOU MAY HAVE NOTICED TODAY THAT ARE VERY HIGH.

AND YOU KNOW, SO IT'S BEEN VERY INTERESTING TO KIND OF TRACK THAT AND HAVE MORE LOCAL DATA.

>> AND WE'RE ALSO GOING TO BE INITIATING SOME ANALYSIS OF THE IMPACT OF SEA LEVEL RISE ON

GROUNDWATER BOTH FOR SEPTIC SYSTEMS AND FOR WELLS. >> SO JUST SOME OF THE WORK THAT WE ANTICIPATE IN THIS NEXT YEAR AND HOPEFULLY YOU'LL BE SEEING A LOT OF US.

>> THANK YOU, ROB. >> SO ANYTIME YOU WOULD LIKE FOR US TO EXPAND ON ANY OF THESE TOPICS, WE'D BE HAPPY TO DO SO AT THIS TIME. I WOULD LIKE TO INVITE NEAL AND OKATIE UP TO DISCUSS STORMWATER ISSUES AND SOME OF THEIR NEXT TWO SLIDES TO HIGHLIGHT SOME OF THE STORMWATER ACCOMPLISHMENTS AS WELL AS HIGHLIGHT SOME OF OUR VISION

FOR NEXT YEAR. >> SO JUST RUNNING DOWN THROUGH THAT IS THE FIRST ONE IS THE SLOW GO SOUTHERN LOW COUNTRY DESIGN AND ITS LOCAL ORDINANCE MANUAL.

WE WERE ABLE TO IMPLEMENT THAT AND THAT'S BEEN GOING SMOOTHLY. LOOKING AT MAKING CHANGES AS WE GO ON PERIODICALLY TO UPDATE FOR NEW TECHNOLOGIES AND THINGS OF THAT NATURE.

NEXT ITEM THAT'S CURRENTLY UNDER WAY IS THE CONSTRUCTION OF THE 319 GRANT THAT'S BASICALLY AN EPA GRANT THAT WE GOT AND IT'S FOR A REGIONAL WATER POND CALLED EVERGREEN.

WE'RE ON TRACK AND ON BUDGET AND LOOKING TO COMPLETE THAT PROBABLY IN JANUARY OF 2020.

NEXT ITEM THAT WE ACCOMPLISH OR FINISH WITH OUR CONSULTANT WAS A SHELL POINT DRAINAGE STUDY.

WE MODEL THAT SLIGHTLY WITH WHAT THE CITY DID FOR MOSSY OAKS DRAINAGE PROJECT AND WE'RE LOOKING TO CREATE A TASK FORCE THAT'S BEEN ALREADY CREATED . THE MOMENTUM ON THAT IS

[02:25:05]

TREMENDOUS AND WE'RE LOOKING TO KEEP KEEP THAT MOMENTUM GOING IN A POSITIVE ACTION.

WE'RE CURRENTLY GOING TO BE APPLYING FOR TWO DIFFERENT GRANTS FOR FUNDING OPPORTUNITIES FOR CONSTRUCTION FOR THAT PROJECT. NEXT ITEM IS THE 278 FLY OVER BRIDGE REPAIR PROJECT STAFF NOTICED SOME TREMENDOUS AMOUNT OF EROSION THAT WAS HAPPENING IN UNDERMINING AT AT THE FLYOVER WITH THAT WE'RE ABLE TO USE STORMWATER FUNDS TO KIND OF SHORE THAT BACK UP AND FIX THE EROSION PROBLEMS AND THAT GOT COMPLETED AND IT TURNED OUT

REAL NICE. >> THE NEXT ITEM IS A GRANT APPLICATION FOR ALL JOY AREA PARTICULARLY FOR STORMWATER AND WE COMPLETED THAT AND WE'LL BE SUBMITTING THAT AND THEN WE ARE LOOKING PROBABLY IN THIS MONTH ISSUE A NOTICE TO PROCEED FOR THE BREW MEMORIAL SHOWCASE PROJECT AND THAT'S ON LADIES. AND WE HAVE HAVE HIGH HOPES FOR THAT AND LOOK TO SEE HOW THAT WILL BE A NICE DEMONSTRATION PROJECT FOR EDUCATIONAL COMPONENTS AND THINGS OF THAT NATURE. AND FINALLY THE KIND OF LAST THING THAT WE JUST RECENTLY JUST FINISHED UP WAS A DIVISION WIDE AUDIT OF OURSELVES. IT WAS SELF ASSESSMENT OF OUR DIVISION AND THAT WAS COMPLETED BY OUR CONSULTANTS WARBURTON AND WE'RE LOOKING TO SEE WHERE WE ARE. ARE SOME EFFICIENCIES AS WELL AS HIGHLIGHT SOME OF THE STRENGTHS IN OUR PROGRAM LOOKS LIKE. SO OUR VISION FOR 20 22 IS BASICALLY CONTINUE TO UPDATE AND EDIT OUR LOCAL MANUAL AS TECHNOLOGY CHANGES AND TO SEE HOW WE CAN CONTINUE TO MAKE REFINEMENTS IN THE MANUAL AND ORDINANCE.

>> OBVIOUSLY WE WANT TO KEEP ME KEEPING UP WITH THE LATEST TRENDS AND THE LATEST TECHNOLOGIES AND STORMWATER. SO WE WERE LOOKING TO DO THAT. WE'LL BE APPLYING FOR A THREE NINETEEN GRANT FOR THE ARTHUR KORN PARK. THEY'D BE NICE TO BRING THAT PARK AND KIND OF GET IT BACK TO WHERE IT ONCE WAS AND WE'LL BE APPLYING FOR THAT GRANT TO SEE HOW THERE IS STORMWATER COMPONENT TO HELP WITH ALSO THE DRAINAGE IN THAT AREA.

THE TWO BIG DRAINAGE STUDIES THAT ARE ON TAP ARE FROM NORTHERN LADIES ZONE AND AS WELL AS ST. HELENA. SO THOSE THAT WE'VE STARTED PROGRAMING THOSE IN AND WE'RE LOOKING TO GET THOSE DONE WITH OUR CONSULTANTS. WE'RE GOING TO CONTINUE TO PROVIDE FRESH OIL SERVICES FOR BOTH THE COUNTY MSE AND CITY OF BEAUFORT AS THEY NEED FROM PLAN REVIEW DRAINAGE PROJECTS AND THINGS OF THAT NATURE. AND THEN FINALLY WE HAVE THREE DRAINAGE PROJECTS THAT WE HAVE PROGRAMED IN IN OUR EXISTING EASEMENTS HUSBAND CREEK NORTH MYSTIC DRIVE ON HILTON HEAD AS WELL AS THE DREDGING OF TUXEDO PARK ON LADIES.

I'D JUST LIKE MAKE A COMMENT, MR. CHAIRMAN, PLEASE. >> STORMWATER DIVISION HAS DONE OUTSTANDING WORK AND THEIR COMMITTEE THEIR BOARD IS VERY DEDICATED REVIEW OF WHAT THEY ARE ABOUT AND I'D JUST LIKE TO COMMEND THE STAFF FOR GOING AFTER ANY GRANT MONEY THEY CAN TO SOLVE OUR STORMWATER PROBLEMS. INCENSED STORMWATER IS A REGIONAL PROBLEM. THE IDEA OF HAVING A STORMWATER MEN MANUAL THAT HAS BEEN

ACCEPTED REGIONALLY IS AN OUTSTANDING ACCOMPLISHMENT. >> YES, I AGREE.

THANK YOU. >> THANK YOU VERY MUCH. YOU'RE ALL MAKING IT VERY EASY ON US RIGHT NOW. SO WE EXPECTED MORE QUESTIONS BUT AS WE GO ALONG.

OH YES. BEFORE WE GO ON AND ROBERT MENTIONED WORKING WATERFRONT AND I'M JUST CURIOUS I KNOW THAT'S KIND OF A LEGACY PLACE ONLY THAT'S BEEN THERE FOR EVERYBODY'S LIFETIME. I JUST WONDER IF THERE ARE ANY ACTIVE PROJECTS INVOLVING WORK IN WATERFRONTS. I MEAN WE'RE RUNNING OUT OF THEM PRETTY QUICKLY ANYWHERE. WE HAVE 16 FISHING VILLAGES AROUND HERE THAT NOBODY KNOWS WHERE THEY. YEAH, I WOULD SAY RIGHT NOW THERE ARE THERE ARE NO ACTIVE

APPROACH ANYWHERE WE'RE INTERVENING. >> I MEAN OTHER THAN YOU KNOW WE WE PARTNER WITH THE BOSTON OYSTER COMPANY, YOU KNOW, THE COUNTY OWNS THAT BOAT LANDING AND THEY LEASE FROM US SO THAT THAT TYPE OF ARRANGEMENT IS ONE WAY THAT WE COULD INTERVENE AND KIND OF WORK WITH THE INDUSTRY . I'M NOT AWARE OF ANYTHING CURRENTLY GOING ON BUT WE CERTAINLY ACKNOWLEDGE THAT AS A AS A GOAL AND SO IF AN OPPORTUNITY ARISES THAT'S SOMETHING WE DEFINITELY WANT TO DO.

>> SO THANK LOOK LIKE GOOD. SO I HAD MR. RUN. YEAH.

LET ME COME BACK A LITTLE BIT TO THE REGION. YOU KNOW A LOT OF THIS STORM WATER COMES FROM JASPER COUNTY AND COMES INTO US AND THAT WAS PART OF THE ORIGINAL THINKING

[02:30:01]

OF HAVING SOME KIND OF A REGIONAL AUTHORITY. AND I'VE LOST A LITTLE TRACK OF KIND OF WHERE WE STAND ON THAT PARTICULAR INITIATIVE AS WELL.

THAT'S SOMETHING THAT MAKES SENSE TO DO OR WHETHER WE'RE DOING IT.

>> SO THEY WERE PART OF A DISCUSSION AS FAR AS CREATING A LOCAL MANUAL AND HAVE BEEN

CONTINUE TO BE A PARTNER FOR US AT THIS TIME. >> THEY HAVE NOT NOT ADOPTED THE MANUAL BUT WE'LL BE LOOKING TO IN THE NEAR FUTURE AS KIND OF WHAT STAFF HAS TOLD US IS THE MANUAL KIND OF A DIRECTIONAL THING OR SOMETHING THEY WOULD ACTUALLY AGREE TO.

>> IN OTHER WORDS, SINCE THEY SEND A LOT TO OUR COUNTY THAT THE MANUAL IS A DYNAMIC DOCUMENT THAT CAN BE MODIFIED FOR LET'S SAY ANY MUNICIPALITY OR JURISDICTIONS, IT'S A MATTER OF THEIR COUNCIL AND AND THEY'RE UPPER MANAGEMENT ADOPTING IT.

>> THEY'VE BEING BEEN GIVEN THE. SO AT THIS POINT IT'S IT'S THE

BALL'S IN THEIR COURT. OKAY. >> AND I GUESS LASTLY GOOD VISIT. DOES IT HAVE ETHAN? DID THEY HAVE TO DO THAT OR IS IT JUST KIND OF OBJECTIVES? SO THE STANDARDS IN THE MANUAL ARE BASICALLY FROM A BASELINE WE TAKE THE STATE STANDARDS AND THEN IMPROVE UPON IT AND MAKE IT MORE STRICTER AND MORE RESTRICTIVE. I WOULDN'T SAY RESTRICTIVE BUT JUST A LITTLE MORE STRICTER AND LOOK AT MORE OF WATER QUANTITY AS WELL AS A QUALITY COMPONENT THAT ARE HIGHER STANDARD THAN THE STATES. AGAIN, THE MANUAL IS BASICALLY A DOCUMENT THAT CAN BE DYNAMIC

AND CAN BE CHANGED AND EDITED FOR ANY PARTICULAR MISS POUTY. >> SO LET'S SAY A RURAL MUNICIPALITY LIKE JASPER COUNTY CAN TAKE AND MODIFIED AND ADD DISCLAIMERS OR THINGS OF THAT NATURE THAT KIND OF MEET THE CARE CHARACTERISTIC OF THEIR COUNTY.

BUT THAT THAT ADOPTION NEEDS TO TAKE PLACE FROM FROM THEIR STAFF, THEIR UPPER MANAGEMENT.

>> THANK YOU VERY MUCH JIM GLOVER BOTH BOTH PRESENTERS ON START WITH STORMWATER.

THERE IS A GREAT NEED FOR STORMWATER INITIATIVES. I THINK I SEE WHERE YOU HAVE MADE AS ISLANDS AND DELAWARE INCLUDED IN THAT THAT WILL NOT TAKE A LONG TIME TO COME FORWARD. BUT THE WATER IS A MAJOR PROBLEM NOW ON SINKHOLE.

BUT IT IS NOT ONLY STAYING HOME IS ALL WHOLE ENTIRE COUNTY. FOLKS ARE HAVING A VERY DIFFICULT TIME GETTING IN AND OUT OF THEY ALL RESIDENTS JUST TO GET TO WORK OR JUST GET TO GROCERY SHOPPING OR E-MAILS. SO YOU KNOW, SO I'M LOOKING FORWARD TO SOMETHING COMING FORWARD IN THAT AREA. SO I JUST WANT TO SAY THANK YOU.

WELL, MOVING IT FORWARD AND LOOKING FORWARD TO SEEING THE DOCUMENTS COMING FROM THE CONSULTANT. SO WITH THAT I WANT TO SAY THANK YOU TO YOU TOO.

ROB, I JUST WANT SAY THANK YOU TO YOU FOR THE EFFORTS THAT YOU'VE PUT TOGETHER FOR THE 2014 COMPREHENSIVE PLAN. I WILL SAY TO YOU PUBLICLY I'VE SAID BEFORE YOU LOOK VERY PASSIVE BUT YOU'VE GOT TOUGH SKIN AND YOU HAD A TREMENDOUS JOB.

BUT MORE IMPORTANTLY I THINK YOU MISSED THE MARK AND I THINK YOU LISTEN AND YOU TRY TO FIND A RESOLUTION AND FOR THAT I WAS HERE. THANK YOU.

ALL RIGHT. >> THANK YOU VERY MUCH. SO AT THIS TIME I WOULD LIKE TO INVITE OUR LIBRARY STAFF UP TO SHARE A BIT ABOUT THEIR ACCOMPLISHMENTS AND THEIR GOALS AND OBJECTIVES FOR THE NEXT YEAR. AMANDA AND JOHN.

>> IT'S MY PLEASURE TO UPDATE YOU ON YOUR PUBLIC LIBRARIES. I'M A LITTLE BIASED BUT I DON'T THINK THERE'S ANY GREATER PLACE TO BE IN BEAUFORT COUNTY THAN A PUBLIC LIBRARY.

AND IT'S MY PLEASURE EVERY MORNING TO WAKE UP AND LEAD OUR STAFF IN MAKING SURE THOSE PLACES ARE VALUABLE TO YOUR RESIDENTS. SO THANK YOU FOR YOUR ADVOCACY, YOUR SUPPORT AND FOR HELPING OUR LIBRARIES DO WHAT WE CAN DO.

I'M JUST GONNA TAKE A FEW SECONDS OF YOUR TIME. IT'LL BE A LITTLE BIT MORE THAN A SECOND BUT PROMISE NO MORE THAN FIVE MINUTES. UPDATING YOU ON THE STATE OF YOUR PUBLIC LIBRARIES. AS YOU KNOW THERE ARE FIVE CHUCK MENTIONED BEAUFORT LUFT IN HILTON HEAD LA BIKO ST. HELENA AND TWO BOOKMOBILE. ONE THAT SERVES BOOKMOBILE WE CALL IT BOOKMOBILE S IT SERVES BLUFFTON AND HILTON HEAD AND ONE THAT SERVES THE NORTHERN PART OF BEAUFORT COUNTY. SO WE ARE QUITE ACTIVE AND WE ARE PROUD TO HAVE SAID WE'VE BEEN OPEN SINCE OCTOBER THE 5TH. SO WE FULLY OPEN NO NO MORE CLOSURES AND NO MORE SHUTDOWNS IN 2020 AND 2021 DESPITE ALL THAT WAS BEFORE US.

[02:35:03]

WE DID DO A LOT ADJUSTMENTS TO MAKE SURE THAT LIBRARY SERVICES CONTINUED TO BE AVAILABLE TO CITIZENS WOULD BE FOR COUNTIES IF YOU WANT TO HIT THAT NEXT SLIDE.

FOR ME DURING THAT DURING THAT TIME WE HAVE IMPLEMENTED CURBSIDE PICKUP AND WE.

>> AND THE FACT THAT IT IS A CONVENIENT AND NEW SERVICE FOR PEOPLE.

WE SEE IT NOT GOING AWAY ANYTIME SOON. PEOPLE STILL USE IT TO THE SAME LEVEL WHEN WE WERE IN CLOSED FOR PUBLIC VISITS. WE ALSO LAUNCHED ONLINE LIBRARY CARD REGISTRATION AGAIN. WE'RE REALLY PROUD TO TO BRING LIBRARY SERVICES OUT OUT OF THE BUILDING AND MAKING AVAILABLE NEW RESIDENTS OR JUST RESIDENTS WHO HAVEN'T TAKEN ADVANTAGE OF SIGNING UP FOR A LIBRARY CARD THE CONVENIENCE OF BEING ABLE TO SIGN UP FOR THAT ONLINE. WE'VE ALSO INCREASED OUR DIGITAL COLLECTIONS AND WE'VE ALSO DABBLED ARTO IN PROVIDING OFFERING VIRTUAL PROGRAMS AS YOU JUST HEARD.

WE ARE AT THE END OF OUR BLUFFTON RENOVATION PROJECT. WE ACTIVELY HOPE TO BE ABLE TO OPEN THAT FALL OF 2021 OR THE PART WHERE WE GETTING TO WAIT ON SHELVING AND FURNITURE TO AS

SOON AS THAT'S IN AND WE CAN RESET. >> WE WILL GLADLY OPEN THE DOORS FOR THE PUBLIC AND THEN MOST RECENTLY AS YOU'VE SEEN IN YOUR PRESS RELEASES, WE'VE BEEN WE'VE BEEN PLEASED TO HOST SOUTH CAROLINA STATE PLUS WHO HAVE BEEN ASSISTING TO DATE OVER 700 RESIDENTS SIGNING UP FOR RENT AND UTILITY ASSISTANCE THROUGH THE STATE AND FEDERAL PROGRAM. SO WE'RE REALLY PROUD TO HAVE BEEN THE HOST FOR THAT SERVICE . I WANT TO NEXT UPDATE YOU ON THE BLUFFTON BRANCH RENOVATION JUST TO REMIND YOU FROM THE FLOOR PLAN THAT YOU SEE ON THE SCREEN THAT THIS WAS A RENOVATION THAT ADDRESSED ABOUT 60 PERCENT OF THE EXISTING FLOOR PLAN OF THE BLUFFTON LIBRARY. SINCE MARCH WE'VE BEEN IN RENOVATION MODE BUT WE'VE NEVER COMPLETELY CLOSED THE BUILDING TO THE PUBLIC. WE'VE BEEN OPERATING OUT OF THE LARGE MEETING ROOMS AND I KNOW OUR RESIDENTS ARE VERY ANXIOUS TO GET BACK INTO THE BIG SPACE AND SO WE TO DO THAT SOON. THE MAIN POINTS OF THIS RENOVATION WAS TO EXPAND THE AVAILABLE SPACE TO CHILDREN AND TO FAMILIES AS WE KNOW THAT THE BLUFFTON POPULATION IS GROWING WITH FAMILIES, YOUNG PROFESSIONALS AND CHILDREN. SO WE WANTED TO PROVIDE THOSE ARE OUR YOUNGEST AND ALMOST READERS THE ABILITY TO HAVE SPACE THAT THEY NEED BASED TO

WILL. >> WE'LL WORK ON THE REST OF THE LIBRARY.

THOSE ARE SOME SNEAK PEEKS ON YOUR SCREEN THERE OF THE NEW FURNISHINGS IN SOME OF THE SHELVING THAT'S STARTING TO COME IN. AS YOU CAN SEE, IT'S BRIGHT, IT'S OPEN AND IT'S INNOVATIVE. AND THEN WE'RE LOOKING AHEAD TO A PROPOSED NEW RIVERSIDE LIBRARY IN ONE OF THE HIGHEST GROWING POPULATIONS IN THE COUNTY.

>> WHEN THIS WAS ORIGINALLY PROPOSED IN YOUR COMPREHENSIVE PLAN IT WAS ESTIMATED IT WOULD SERVE ABOUT 30000 RESIDENTS. TODAY WE KNOW THAT'S ABOUT FORTY THOUSAND IN THE REVISED LIBRARY FACILITIES PLANS A PRICHARD BILL LIBRARY WOULD BE ABOUT THE SIZE OF A 15000 SQUARE FOOT BUILDING SO NOT QUITE THE SIZE OF A BLUFFTON BUT CERTAINLY LEAN, MEAN AND

OFFERING EVERYTHING THAT OUR PUBLIC WOULD WANT. >> YOU CAN ALSO SEE IN THE NEXT TWO SLIDES THE PROPOSED A PROPOSED LOCATION IN THE NEW RIVERSIDE DEVELOPMENT.

>> IT'S JUST A TINY PARCEL THERE THAT WE WOULD BUILD A LIBRARY FACILITY POTENTIALLY.

SO OUR BOARD IS CONSIDERING THAT SPACE AS YOU SEE ON YOUR SCREEN RIGHT THERE.

>> THE LIBRARY'S AND THE LOWER PORTION OF THAT PARK IS IN THE TOP SEPARATED BY A PARK, A SHARED PARKING SPACE. AND SO THEY'RE CONSIDERING THAT AND WORKING THROUGH ALL THE PROCESS TO BRING THAT BEFORE YOU FOR CONSIDERATION IN THE FUTURE IN TERMS OF BUDGETING.

>> WE KNOW THAT A 15000 SQUARE FOOT LIBRARY WOULD WOULD ESTIMATE WOULD BE AN ESTIMATE COST OF SIX POINT FIVE MILLION DOLLARS IN CONSTRUCTION AND KNOWING ALL THE THINGS THAT HAVE TO GO INTO THAT FIRST YEAR OF OPERATION. WE ANTICIPATE JUST THAT FIRST YEAR COST OF BEING AROUND HALF A MILLION DOLLARS SO FAR FOR FISCAL YEAR 2022.

>> THIS IS WHAT WE'RE LOOKING AT. WE'RE CONTINUING TO PURSUE A PATH FORWARD FOR THE NEW RIVERSIDE LIBRARY AND THEN ALSO PURSUING PHASE TWO OF THAT BLUFFTON BRANCH RENOVATION TO COMPLETE THOSE TWO PROJECTS ON OUR LIST.

THAT IS ALL I HAVE FOR YOU IN MY PREPARED REMARKS. IF YOU HAVE ANY QUESTIONS I'LL BE HAPPY TO ANSWER. WE'LL BE WANT TO HEAR A LOT ABOUT THE HILTON HEAD LIBRARY

DELTA. >> I WAS JUST AT THE HILTON HEAD LIBRARY FOR THEIR TWENTY THIRD BIRTHDAY IN THAT BUILDING ON MONDAY. AND WE DO HAVE A RENOVATION PLANNED FOR THAT. WE HAVEN'T DONE ANY BACKGROUND PREPARATION STUDIES FOR IT BUT IT IS ON THE BOOKS WE DO WANT TO RENOVATE THAT SPACE TO BRING IT UP TO DATE.

THANK YOU. >> APPRECIATE THE PRESENTATION .

[02:40:06]

>> THE LIBRARY SO VITAL TO THERE'S NO QUESTION ABOUT THE I DON'T KNOW THE IDEAL SIZE FOR MY LIBRARY WOULD SEE IF YOU GOT THAT PRETTY LITTLE LIBRARY. YOUR LIVING ROOM FOR EXPANSION IS A PART OF THE DISCUSSION ON THE PROPERTY TO MAKE SURE THAT THERE'S ROOM FOR THE FUTURE

SHOULD THERE NEED TO BE AN EXPANSION. >> OK MAKES SENSE SINCE MR. CHAIRMAN I'D JUST LIKE TO MENTION THAT IF I'M NOT MISTAKEN THE BLUFFTON RENOVATIONS AND NEW RIVERSIDE WAS WITH IMPACT FEES. CORRECT AND THAT ANOTHER.

ANOTHER POINT I'LL MAKE LATER BUT VERY IMPORTANT THAT WE COLLECT THOSE IMPACT FEES SO WE

CAN DO THE THINGS WE NEED TO AT THE LIBRARIES. >> THANK YOU.

>> THANK YOU. SO. CAN YOU GO BACK TO THE SLIDE THAT SHOWS THE NEW RIVERSIDE LAYOUT? I JUST WANT TO POINT SOMETHING OUT REAL QUICK. SO AN ISSUE THAT STAFF HAS BEEN WORKING THROUGH WITH THE

DEVELOPER AND THE TOWN OF BLUFFTON. >> IT WAS ALLUDED TO THAT WE'RE WORKING THROUGH A PROCESS AND I JUST SORT OF WANT TO DON'T WANT TO OVER EXPLAIN IT.

>> BUT IF YOU LOOK AT THE SLIDE YOU HAD IT RIGHT THERE. OK, ONE MORE ONE THAT SHOWS THE

PLANT. >> YEAH, THAT ONE RIGHT HERE. SO YOU CAN SEE IT'S THAT PROPERTY IS SORT OF AN ARROWHEAD SHAPE. WELL IN 2019 WHEN THE DEVELOPER AND RAY WHO WHO'S THE LABORATORY RECORD THAT TIME CAME BEFORE COMMUNITY SERVICES THE PARK THAT YOU SEE AT THE VERY TIP OF THAT SPEAR DID NOT EXIST.

>> SO SOMETIME BETWEEN 20 19 AND MAY 22ND OF 2021. >> THAT PARK WAS PUT IN AND IT SEVERELY IMPACTED THE PARKING IN THE CIRCULATION ON THIS SITE.

SO WHAT WE'RE WHAT WE HAVE BEEN DOING IT SEEMS LIKE THIS PROJECT HAS SORT OF LINGERED ON AND ON AS STAFF. WHAT WE ARE DOING IS WORKING WITH THE TOWN AND WORKING WITH THE DEVELOPER TO COME UP WITH A WAY WHERE THE LIBRARY HAS ENOUGH ROOM TO BE EXPANDED AND THAT THE PARKING CIRCULATION IS SOMETHING THAT IS A BIT MORE USABLE THAN WHAT YOU SEE.

THEY'RE NOT TRYING TO THROW ANYBODY UNDER THE BUS. BUT THE COUNTY WAS NOT INCLUDED IN THOSE CONVERSATION WHEN ALL OF THIS STUFF WAS CHANGED UNTIL AFTER WE WERE READY TO MOVE FORWARD WITH THE LIBRARY AND THEN ALL OF THESE THINGS BECAME SELF EVIDENT.

>> SO WE HAVE THE DEVELOPER HAS WORKED WITH THE TOWN OF BLUFFTON.

WE HAVE AN UPDATED VERSION OF THIS THAT WE WILL BE PRESENTING TO THE LIBRARY BOARD NEXT WEEK AND WE'RE GOING TO GET THEIR INPUT. THEN WE WILL GO BACK TO THE TOWN OF BLUFFTON. SO IF IT APPEARS THAT THIS PROJECT HAS SORT OF LINGERED ON, THAT'S WHY IT'S NOT AT A STANDSTILL WE'RE MAKING PROGRESS.

BUT I JUST WANTED TO EXPLAIN THAT BECAUSE I KNOW IT SEEMS LIKE MONTH AFTER MONTH AFTER MONTH AND YOU KNOW, WE KEEP COMING BACK AND SAY WE'RE WORKING ON IT.

THAT'S THAT'S WHAT WE'RE DOING WITH IT. >> SO I HOPE THAT HELPS.

>> SO AT THIS TIME I WOULD LIKE TO INVITE STEPHANIE TO COME UP AND TALK ABOUT OUR PASSIVE PARKS PROGRAM. THIS IS SOMETHING THAT WAS A SPECIFIC GOAL, AN OBJECTIVE FOR US IN 2023. THE PARKS PROGRAM IS GROWING EXPONENTIALLY AS WE KNOW AND WE WILL BE ASKING FOR AN ADDITIONAL STAFF MEMBER AND POTENTIALLY AN ADDITIONAL VEHICLE TO SUPPORT THAT GROWTH. SO I'LL TURN THE FLOOR OVER TO STEPHANIE AND I'LL LET HER EXPLAIN WHERE SHE'S AT AND WHERE WE'RE GOING WITH PASSIVE PARK.

>> THANK YOU COUNCIL. THANK YOU, CHUCK. AS YOU KNOW, I'M STEPHANIE NAJEEB, PASSIVE PARK MANAGER FOR B4 COUNTY. I WAS TASKED IN MARCH OF 2013 TO PROVIDE PUBLIC ACCESS AND ALSO STEWARDSHIP FOR THE ROLE AND CRITICAL PROPERTIES

ACQUIRED BY BEAUFORT FOR COUNTY UNDER FEE SIMPLE ACQUISITION. >> I CURRENTLY MANAGE 50 PROPERTIES WHICH TOTAL THIRTEEN THOUSAND FIVE HUNDRED SEVENTY FOUR ACRES.

MY MANAGEMENT INCLUDES ADMINISTRATIVE TASKS LAND MANAGEMENT ACTIVITIES AND PARK

DEVELOPMENT. >> ADMINISTRATIVELY THERE ARE 13 INTERAGENCY AGREEMENTS CURRENTLY SIX LEASE AGREEMENTS, FIVE CONSERVATION EASEMENTS TO FRIENDS GROUPS AND I'VE HAD OVER 50 REQUESTS FOR EVENT RENTALS THAT I HAVE TO MANAGE AND MAINTAIN AND COORDINATE.

>> LAND MANAGEMENT ACTIVITIES INCLUDE CIVIC CULTURE ON 274 ACRES, RARE SPECIES AND HABITAT SURVEYS MAPPING PRESCRIBED BURNING AND INVASIVE EXOTIC CONTROL.

>> THOSE LAND MANAGEMENT ACTIVITIES HAVE BEEN SLOW TO DEVELOP MAINLY BECAUSE IT'S

[02:45:02]

JUST ME FOR THE PARK PROGRAM BUT I'M HOPING TO INCREASE THOSE LAND MANAGEMENT

ACTIVITIES IN THE FUTURE. >> PARK DEVELOPMENT ALSO INVOLVES THE CREATION OF CONCEPTUAL MASTER PLANS DEVELOPMENT PLANS, CONSTRUCTION BIDDING AND OVERSIGHT AND LONG

TERM MONITORING AND MAINTENANCE. >> AFTER OPENING THE PROPERTY TO THE PUBLIC AND EVEN THOUGH IT IS JUST ME AS THE DEDICATED FULL TIME STAFF FOR THE PASSIVE PARKS PROGRAM I RELY ON LITERALLY EVERY DEPARTMENT IN THE COUNTY IN ORDER TO BE ABLE

TO GET MY JOB DONE. >> THERE IS NOT ONE ACA IN THIS ROOM THAT I HAVE NOT PERSONALLY SPOKEN TO AND HAD THEM HELP ME WITH SOME ISSUE I'VE HAD ON ONE OF MY PROPERTIES SO IT IS

REALLY A VILLAGE HELPING THIS PROGRAM. >> THERE ARE CURRENTLY 14

PASSIVE PARKS OPEN TO THE PUBLIC. >> SIX APPROVED CONCEPTUAL MASTER PLANS AND FIVE PROPERTIES CURRENTLY IN THE DEVELOPMENT PLANNING PHASE FOR

THE NEAR FUTURE CONSTRUCTION AND BIDDING. >> SO SOME OF THE ACCOMPLISHMENTS THAT HAVE OCCURRED IN THE LAST YEAR AND A HALF ISH IS THE CRYSTAL LAKE PARK GRAND OPENING THAT WAS ACTUALLY HELD IN JANUARY OF 2020.

>> MANY OF YOU WERE THERE THERE. >> THAT'S TWENTY FIVE ACRES OF FOREST AND HABITAT SURROUNDING A BRACKISH LAKE ON LADY'S ISLAND.

WE WERE ABLE TO CONSTRUCT A HALF A MILE BOARDWALK, AN EARTHEN TRAIL AROUND THE LAKE.

THERE IS OFFICE SPACE THERE CURRENTLY FOR SOME OF OUR COUNTY STAFF TO MOVE INTO AS WELL AS A TENANT THAT WE RENT OFFICE SPACE AND THEY PROVIDE DAILY PUBLIC INTERFACE THERE AT

CRYSTAL LAKE. >> BEFORE IT'S ALL WATER CONSERVATION DISTRICT, I ALSO HAVE A CONFERENCE ROOM AVAILABLE THERE FOR RENTAL FOR NONPROFIT ORGANIZATIONS OR OTHER CITIZEN GROUPS EDGEWAYS WHO MIGHT NEED A SPACE TO MEET FOR BOARD MEETINGS AND SUCH WHICH IN POINT PRESERVE WAS OPENED IN JANUARY OF THIS YEAR 2021.

>> IT'S ONE HUNDRED SEVENTY ACRES OF FAWCETT HABITATS. THERE'S APPROXIMATELY A MILE OF EARTHEN TRAIL IN A LOOP AROUND THAT PROPERTY. THERE ALSO IS A PICNIC PAVILION BRB LINED RESTROOMS WATER FOUNTAIN AND PARKING AS WELL AS AN EVENT BARN THAT IS ALSO AVAILABLE FOR RENTAL AND I HAVE SO FAR THIS YEAR HAD SIX WEDDINGS ALREADY OCCURRED THERE

. >> FORT FREDERICK HERITAGE PRESERVE WAS OPENED IN FEBRUARY OF THIS YEAR. THAT'S SIX ACRES OF MIXED HARDWOOD FOREST MARITIME FORCE AND SALT MARSHES ON THE BEAUFORT RIVER. THERE IS COORDINATED MANAGEMENT ON THAT PROPERTY BETWEEN BEAUFORT COUNTY SOUTH CAROLINA DNR AND THE TOWN OF PORT ROYAL TOWN. PORT ROYAL DOES PROVIDE MAINTENANCE FOR THAT PROPERTY AND IT IS MUCH APPRECIATED. AMENITIES ON THAT PROPERTY INCLUDE TABBY RUINS THAT ARE MANAGED BY THE STATE INTERPRETIVE SIGNAGE AND PICNIC PAVILION WITH PARKING AND OUR MOST RECENT GRAND OPENING IS GOING TO BE NEXT TUESDAY AT FORT FREMONT HISTORY CENTER.

FORT FREMONT PRESERVE HAS BEEN OPEN TO THE PUBLIC FOR QUITE SOME TIME BUT WE DID CONSTRUCT THE HISTORY CENTER. THERE'S 18 ACRES OF MIXED HARDWOOD THERE ALONG THE BLUFFS OF THE PORT ROYAL SOUND. THE PRESERVE INCLUDES THE SPANISH AMERICAN WAR BATTERIES ,THE HISTORY CENTER INTERPRETIVE SIGNAGE, PICNIC PAVILION BEACH ACCESS RESTROOMS ,WATER FOUNTAIN AS WELL AS PARKING. WE DO HAVE COORDINATED MANAGEMENT OF THE PROPERTY BETWEEN BEAUFORT COUNTY AND THE FRIENDS OF FORT FREMONT.

THEY DO PROVIDE INTERPRETIVE TOURS AND THEY WILL BE STAFFING THE HISTORY CENTER FOR ON A LIMITED BASIS AND THAT ALSO IS GREATLY APPRECIATED. THERE IS ALSO A CONFERENCE ROOM AVAILABLE ON THAT PROPERTY AS WELL SO I'M HOPING LANDS AND COMMUNITY DOWN THERE WILL TAKE ADVANTAGE AS WELL AS OTHER RESIDENTS AT ST. HELENA ISLAND IF THEY NEED A PLACE TO MEET.

IT'LL BE A GREAT SPACE FOR PEOPLE TO MEET FUTURE PARKS THAT ARE COMING UP.

>> MR. ATKINSON MENTIONED SOME OF THEM EARLIER WHITEHALL PARK. WE ARE CURRENTLY IN THE CONCEPTUAL PLANNING PHASE AND WE ARE GOING TO BE BUILDING BIDDING OUT THE DEVELOPMENT PLANS THAT ARE CURRENTLY BEING DEVELOPED FOR CONSTRUCTION NEXT SUMMER.

OKATIE RIVER PARK WHICH IS IN. WE DO HAVE THE CONCEPTUAL PLAN APPROVED AND ALSO CURRENTLY WORKING ON THE DEVELOPMENT PLANS THIS YEAR AS WELL FOR CONSTRUCTION QUOTING AND

BUILDING NEXT SUMMER. >> PINE VIEW PRESERVE ON LADY'S ISLAND AND BAILLIE MEMORIAL PARK IN BLUFFTON WHERE THE MOST RECENT CONCEPTUAL PLANS THAT THE NATURAL RESOURCE COMMITTEE REVIEWED AND THOSE ALSO WILL START THE DEVELOPMENT PHASE EARLY NEXT YEAR.

DEVELOPMENT PLANNING PHASE AND THEN FORD SHALE RANG ON HILTON HEAD ISLAND DID HAVE A

CONCEPTUAL PLAN APPROVED BY THE COUNTY IN HILTON HEAD. >> THE TOWN OF HILTON HEAD AND WE ARE CURRENTLY WORKING ON THOSE CONSTRUCTION DOCUMENTS AND WORKING THROUGH THE TOWN'S PERMITTING PHASE FOR THAT AND IF THERE'S ANY QUESTIONS I'M HAPPY TO ANSWER.

>> YES, I DO. >> THANK YOU VERY MUCH. THE GREAT PRESENTATION.

[02:50:02]

YOU MENTIONED YOU HAD A LARGE NUMBER OF REQUESTS AND YOU MENTIONED YOU HAD HALF A DOZEN WEDDINGS AT WHICH POINT ARE THEY CAN'T BE ALL WEDDINGS. WHAT ARE THEY AND TYPICALLY WHAT ARE THEY? WHAT ARE THEY LIKE? ARE THEY CLUSTERED? ARE THEY DO THEY TEND TO BE FOR ONE OR TWO PARTICULAR AREAS OR ARE THEY ACROSS THE BOARD AND THEN HOW DO YOU HOW DO YOU HANDLE? I HAVE A CALENDAR IN OUR COUNTY EMAIL CALENDAR SYSTEM THAT I USED TO MANAGE THE RESERVATIONS.

>> I HAVE A RESERVATION POLICY SO PEOPLE CAN DOWNLOAD APPLICATION.

THEY SEND AN APPLICATION. I REVIEW IT, MAKE SURE I GET ALL THE INFORMATION.

WE HAVE A DISCUSSION ABOUT WHAT THE EVENT ENTAILS AND THEN COORDINATE EFFORTS FOR COMBINATION LOCKS OR OPENING PROPERTY OR WHAT HAVE YOU. SO I DO HAVE THAT PROCESS THAT COUNTY COUNCIL HAD APPROVED IN 2013 FOR THAT. SO THAT'S HOW I DO IT.

THE REQUESTS THAT I HAVE ARE MAINLY FOR USE OF THE CRYSTAL LAKE CONFERENCE ROOM.

THERE ARE A NUMBER OF DIFFERENT ORGANIZATIONS THE FRIENDS OF WHITEHALL PARK BEAUFORT ART ASSOCIATIONS, THE ISLAND CORRIDOR COALITION, THE OPEN LAND TRUST BE FOR WATER AND SOIL CONSERVATION DISTRICT. THE RURAL AND CRITICAL LANDS BOARD.

SOMETIMES OTHER COMMITTEES OR COUNTY COUNCIL MEETINGS OCCUR AND THEN STAFF MEETINGS OCCUR AT THAT PROPERTY. AND SO THAT'S WHERE THE BULK OF THE RESERVATIONS COME AND THE APPLICATIONS AT WHICH POINT HAVE BEEN MOSTLY OF THE SIX APPLICATIONS I'VE HAD FOR HAVE BEEN FOR WEDDINGS. ONE WAS A VOW RENEWAL AND ONE WAS A RECEPTION DINNER.

>> I'M GUESSING YOU'RE GOING TO GET SOME WEDDING REQUESTS FOR ONE.

>> YES, THERE ARE VERY LIKELY WHEN IT'S COMPLETED. WE DID HAVE A FEW WEDDING REQUESTS FOR WHITEHALL WHEN IT WAS COMPLETELY UNDEVELOPED MAINLY JUST PEOPLE GOING TO THE CEREMONY. THEY WANTED TO HAVE A CEREMONY UNDER THE LARGE LIGHTBOX OF QUICKLY. STEPHANIE, WHAT IS THE STATUS OF BROADBAND IN FUKUSHIMA?

>> WE HAVE WI-FI SERVICE AT THE HISTORY CENTER. THANK YOU.

THANKS, STEPHANIE. THANK YOU. >> ALL RIGHT.

THANK YOU ALL VERY MUCH FOR GIVING US AN OPPORTUNITY TO SHARE WITH YOU.

I HOPE IT IS SELF-EVIDENT. HOW VERY PROFESSIONAL AND COMPETENT ALL STAFF ARE.

THEY INSPIRE ME EVERY DAY WITH THEIR THEIR MOTIVATION, WITH THEIR DRIVE AND HOW MUCH THEY CARE ABOUT BEAUFORT COUNTY AND ITS RESIDENTS. SO THAT CONCLUDES THE STAFF PORTION. I WAS HOPING TO KEEP IT AN HOUR AND I'M AT ABOUT 58 MINUTES SO I THINK WE'VE DONE OK WITH THAT. I KNOW COUNCIL MEMBER HOWARD HAS A NUMBER OF ITEMS THAT SHE WANTED TO COVER AND PLEASE KNOW THAT STAFF IS STILL HERE.

WE'RE IN ROOM IF YOU HAVE ANY QUESTIONS, NEED US TO GO ANY DEEPER INTO ANY OF THE TOPICS THAT WE'VE COVERED . GREAT. THANK YOU.

I'D LIKE TO START OFF WITH A PASSIVE FAQ. >> A LOT OF MY CONSTITUENTS WHEN COLBERT HIT AND WE WERE RESTRICTED ON WHAT WE COULD DO AND NOT DO CIRCLE I CAN'T EVEN NAME HOW MANY CONTACTED ME IN AND DID IT AT THE PASSIVE PARTS WERE A LIFESAVER.

>> YOU CAN GO TO THE REGULAR PARKS BUT COULDN'T TAKE THEIR CHILDREN ANYWHERE THAT THEY COULD RUN BURN UP ENERGY AND THE PARTS OF PARKS THAT PURPOSE BOTH FOR CHILDREN AND GRANDCHILDREN AND I THINK IT JUST REINFORCED TOO MANY OF US THE IMPORTANCE OF THE PASSIVE PARKS AND AND HOOPLA WITH THE LIBRARY'S A LOT OF CONSTITUENTS CONTACTED CONTACTED ON AND INCLUDING SOME PEOPLE IN SARAH'S OFFICE. THEY SAID THAT IT WAS A LIFESAVER FOR THEM WITH THEIR CHILDREN WHEN THEY WERO HAVE THE ACCESS TO THAT TO THE LIBRARY. THERE'S A FEW. MOST OF THE THINGS THAT I HAD ON MY LIST HAVE ALREADY BEEN COVERED . BUT THESE ARE SOME OF THE THINGS THAT I THINK NATURAL RESOURCES EITHER FALL UNDER OR OR THEY CAME THROUGH NATURAL RESOURCES. I LOOK BACK AT A 2008 18 NOTES FROM THE RETREAT WE HAD IN FEBRUARY OF 2000 18 AND THE ONE THAT CAME THEN AND IS STILL ON THE LIST IMPACT THINGS.

SO WOULD YOU LIKE TO ADDRESS VERSUS WHERE WE'RE AT AND THE LIBRARIES? OF COURSE HAVE BENEFITED FROM IT BUT SOME OF THE LIBRARIES HAVE NOT BENEFITED FROM IT BECAUSE THE MUNICIPALITIES IN SOME CASES ARE NOT COLLECTING IT.

YEAH SO WE'RE STILL WORKING WITH THE MUNICIPALITIES ON THAT.

WE'VE DONE ABOUT EVERYTHING THAT I KNOW WE CAN DO WITH REGARD TO THE SCHOOL IMPACT FEES TO GET THE INTERGOVERNMENTAL AGREEMENT SIGNED.

WE HAVE ADOPTED THAT ONE. WE ARE WORKING WITH THE CONSULTANT ON THE OTHER IMPACT FEES TO ADD THE TRANSPORTATION PROJECTS MUNICIPALITIES REQUESTED AFTER WE HAD

[02:55:05]

DEVELOPED THE INITIAL PROJECT LIST TO RECALCULATE THE FEES. >> WHAT CAUSED YOU KNOW THE MUNICIPALITY HAS NEVER SAW MANY OF THEM DIDN'T SUBMIT A PROJECT SO WE DIDN'T TURN THOSE INTO THE CONSULTANT. THEN AFTER THE CONSULTANT CAME BACK WITH THE REPORT.

I MUNICIPALITIES SAID WELL WHAT ABOUT OUR TRANSPORTATION UNLESS SO WE'RE LIKE WELL YOU KNOW, YOU'VE GOT TO GIVE THOSE TO US AND WE'LL GET CUT WE'LL GET THE CONSULTANT RECALCULATE THE FEES SO WE'RE DOING THAT CURRENTLY HOPEFULLY IN A COUPLE OF MONTHS WE WILL HAVE THAT DO YOU ALL TO

START THE ADOPTION OF THE E MASS LIBRARY TRANSPORTATION. >> PARKS AND REC IMPACT FEE UPDATES YOU ALL HAVE ALREADY DONE THE SCHOOL. WE HAVE TO.

>> WE HAVE ONE AND WE'VE HAD A COUPLE OF ADMINISTRATIVE APPEALS TO THAT.

WE HAVE ONE PENDING RIGHT NOW THAT WE'RE EVALUATING AND HAVING A HIGHER OUTSIDE LEGAL

COUNSEL TO DEAL WITH AT PEPPER HALL. >> SO JUST ASK MR. CHAIRMAN WHATEVER LEVERAGE AND INFLUENCE WE HAVE AT THAT TIME, WE NEED TO ENSURE THAT MR. SYLVESTER DAKOTA REFRESH MY MEMORY ON PARKS AND RECREATION AND LIBRARIES.

>> AS I RECALL, PORT ROYAL BEAUFORT HAVE NEVER SIGNED ON TO EITHER ONE THAT CORRECT.

WELL, SO THEY'VE NEVER SIGNED ON TO EITHER ONE BUT I DON'T KNOW.

>> SO IT'S AN ADMINISTRATION STANDPOINT. >> I DON'T KNOW WHY THE ADMINISTRATIONS PRIOR TO ME DID NOT COMMUNICATE TO PORT ROYAL AND THE CITY BEFORE.

>> AS I'VE STARTED DOING THAT. HEY, THESE ENERGY EIGHT THESE IGAD ARE ONLY REQUIRED TO BE ENTERED INTO FOUR PROPERTIES THAT RANGE YOUR BOUNDARIES AT THE TIME YOU SIGNED THE AD THAT

WE GAVE YOU THAT G-8 OR WE DID THE IMPACT FEE UPDATE. >> ANY NEW PROPERTIES YOU ANNEX

AFTER WE'VE ADOPTED IMPACT FEES UNINCORPORATED AREA. >> WE DON'T NEED AN RGA YOU'RE SUPPOSED TO COLLECT IT OR YOU'RE SUPPOSED PROVIDE THAT SERVICE.

>> AND UNDER STATE LAW. SO WE'VE STARTED COMMUNICATING THAT NOW TO THE INDIVIDUAL JURISDICTIONS THAT SAYS HEY JANEK IS THIS MAKE SURE YOU COLLECT OUR IMPACT FEES.

>> SO IF YOU ALL WANT TO GO AHEAD AND ADOPT ALL OF THE CURRENT IMPACT FEES AND AN AMENDMENT WHEN THE NEW NUMBERS COME IN IN A COUPLE MONTHS WE CAN GO AHEAD AND DO THAT SO THAT WE CAN, YOU KNOW, DRAW THAT LINE IN THE SAND LIKE WE DID WITH THE SCHOOL IMPACT FEE.

>> SO SPEAKING OF SCHOOL IMPACT FEES, WE'RE MISSING WHAT HARDY BILL BLUFFTON AND HILTON HEAD?

>> YES. >> ALL THREE. YES.

YEAH. YEAH. I MEAN MY MEMORY ON PARKS AND RECREATION AND LIBRARY IMPACT THIS GOES WAY BACK AND I DON'T KNOW HOW MANY CONVERSATIONS

WE'VE HAD WITH BEAUFORT AND PAUL OVER THE YEARS. >> AND I DON'T KNOW HOW MANY TIMES THEY'VE INDICATED THAT THEY WERE GOING TO SIGN IT AND THEN IT NEVER HAPPENED.

OF COURSE I CAN'T EXPLAIN WHY BUT A GOOD I APPRECIATE YOU DOING THAT.

AND THEN I HAD I NEVER THOUGHT ABOUT THAT ABOUT THE NEWLY ANNEXED PROPERTIES IN HOW THEY WOULD NOT BE BETTER BE ABLE TO BENEFIT FROM THE IMPACT. WELL, THEORETICALLY ANYWAY IF THEY EVER SIGNED THAT WE NEED THE RGA AND I DON'T I DON'T WANT TO CREATE AN ISSUE WITH THE MASS PARTIES ABOUT WHAT I'M GETTING READY TO SAY BECAUSE I LOVE WORKING WITH OUR MUNICIPALITIES AND I WANT A COOPERATIVE RELATIONSHIP WITH THEM.

BUT WE'VE GOT TO CLEARLY INDICATE TO THEM, HEY, THERE SEEMS TO BE A STORE VIEW HERE

IN THE COUNTY THAT CO-OPERATION ONLY IS COOPERATION. >> WHENEVER BEAUFORT COUNTY IS DOING EVERYTHING THE MUNICIPALITIES ASK BUT WHENEVER WE ASK THEM TO DO SOMETHING

THEY'RE LIKE OH WE WE NEED THIS STUDY. >> DO WE NEED THIS INFORMATION? WE NEED YOU SURE THIS QUESTION WE'RE WAITING ON YOU TO DO THIS OR WAIT ON YOU TO DO THAT CO-OP THAT'S NOT COOPERATION, OK? HONESTLY. SO THIS NEXT YEAR I'M GOING TO CONTINUE TO SAY A COOPERATION IS A TWO WAY STREET. YOU WANT TO MEET US IN THE MIDDLE? HAPPY TO MEET IN THE MIDDLE. BUT WE'RE NOT GOING TO BE OUT HERE DOING STUFF THAT BENEFITS THOSE PARTIES WHENEVER THAT'S NOT RECIPROCATED.

>> THIS NICE I GUESS CLEMENT. >> YEAH. ERIC, I'M ONE OF THE STICKING POINTS REGARDING LIBRARY IMPACT FEES FOR THE CITY OF BEAUFORT WAS THE POTENTIAL TO BE MOVING

THE HEADQUARTERS OF THE LIBRARY OUT TO BURTON WELLS PARK. >> THAT PLAN HAD BEEN IN THE

[03:00:04]

COMPREHENSIVE PLAN PREVIOUS ITERATION OF THE COMPREHENSIVE PLAN AND I WONDER DID BACKS THAT THAT DID CHANGE, CORRECT? I MEAN WE DO. I REMEMBER TALKING ABOUT IT AT ONE POINT BUT I DON'T KNOW THE COUNTY COUNCIL EVER VOTED ON DELETING THE PLAN TO MOVE THE HEADQUARTERS OR THE LIBRARY TO THE BARTON WELLS PARK AND RETAINING IT IN DOWNTOWN BEAUFORT. SO AS FAR AS I KNOW THE HEADQUARTERS IS TO REMAIN DOWNTOWN. I'VE NOT HEARD CONTRARY TO THAT BUT THERE IS AN ANNEX THAT IS LISTED AS A POTENTIAL PROJECT. I BELIEVE THAT'S QUITE A 3000 SQUARE FOOT SATELLITE LIBRARY IF YOU WILL, TO BE ADDED ON IT BURTON WELLS. BUT AS FAR AS I KNOW THE

ADMINISTRATIVE OFFICES ARE TO REMAIN DOWNTOWN. >> YEAH.

DO ME A FAVOR AND CHECK THE COMPREHENSIVE PLAN TO MAKE SURE THAT THAT IS NOT ANYTHING TO DO THAT THAT'S NOT IN THE CONFERENCE PLAN. THANK YOU.

>> CAN I WILL. CAN I JUST SAY A LITTLE BIT TO BRIAN? I'M THE LIAISON TO THE LIBRARY BOARD. I'D LIKE TO SPEAK TO THAT PLEASE. I RIGHT MCBRIDE WAS HERE. HE REASSURED THE MUNICIPALITY THAT WOULD NOT HAPPEN AND HE ACTUALLY HAS A VERBAL AGREEMENT TO WORK ON THE IMPACT FEES AS LONG AS THEY WERE NOT RETROACTIVE. THAT WAS ANOTHER STICKING POINT WITH THE CITY BEFORE IN THE TOWN OF PORT ROYAL. AND THAT WOULD NOT HAPPEN.

SO I'M BEN. I KNOW THAT THAT HE HE WORKED VERY HARD ON THAT WHEN HE WAS HERE. I'M NOT MAKE IT I DON'T EVEN KNOW IF MAKING HIM RETROACTIVE IS LEGAL ONLY WITH SUCH PROPERTY THAT THEY ANNEXED AFTER WE HAD THE ADDITIONAL STUDY AND AGAIN WE DON'T NEED THE RGA USED TO TO COLLECT IMPACT FEES FOR THINGS THAT WERE ADOPTED AFTER THE AND AFTER FOUR ANNEXATION THAT OCCURRED AFTER WE ADOPTED THE

IMPACT FEES. >> I THINK THE WHOLE ISSUE OF MOVING LIBRARY HEADQUARTERS IS A RED HERRING. THIS POINT HAS BEEN FOR A LONG TIME BECAUSE THAT ISSUE WAS RAISED AND IT WAS PUT TO BED A LONG TIME AGO. I WOULD NEVER SUPPORT RELOCATING THE LIBRARY HEADQUARTERS OUT TO THE RURAL AREA ABOUT IT WOULD SEEM TO ME

WE NEED TO COMMUNICATE THIS TO THEM. >> THEY MAY NOT AND THEY KNOW WHAT THEY KNOW. AS YOU SAID, IT'S A TWO WAY STREET COOPERATION RIGHT THERE.

THEY'RE AWARE THAT AS JUSTICE IS AS YOU KNOW IT SEEMS TO ME AND AGAIN NOT TRYING TO PICK FIGHTS OR MAKE ANYBODY LOOK BAD OR ANYTHING LIKE THAT BUT IT'S JUST ALWAYS ANOTHER DO YOU GET

CROSS ONE THING AND THIS IS SOMETHING ELSE. >> YOU KNOW YOU'RE IN THE SAME VEIN WE SEEM TO HAVE TEMPORARILY CEDED THE ISSUE OF MAINTAINING MUNICIPAL ROADS AND MUNICIPAL BOUNDARIES RENT MAINTAINING ROADS AND MUNICIPAL MATTERS.

>> WE SEEM TO HAVE KIND OF BACKED AWAY FROM THAT WHICH IS A PRETTY GENEROUS ON OUR PART TO HAVE THAT UP TO THIS POINT. SO THAT'S PART OF THE DISCUSSION. I THINK I JUST ANSWERED THE QUESTION NEW CONFERENCE AND PLAN DOES NOT RECOMMEND CHANGING THE LOCATION OF THE ADMINISTRATION OFFICES.

THAT WAS SOMETHING I THINK TWO DIRECTORS AGO. THAT WAS THE ORIGINAL PLAN.

BUT IT CHANGED. THANKS, RALPH. YOU'RE WELCOME.

I NEED A FEW MORE ITEMS LIKE RENEWABLE RESOURCES FOR JOINING V FOR COUNTY RURAL AND CRITICAL LANDS FUNDS. I THINK SOMETIME WE AS COUNSEL NEED AN UPDATE ON THE STATUS OF THOSE FUNDS AND TO TALK ABOUT FUTURE BONDS WHAT WE WANT TO DO OR NOT DO.

I'VE FORGOTTEN WHEN THESE EXPIRE BUT I KNOW THE FUNDS ARE BEING DRAWN DOWN.

THIS IS 17 YOU KNOW. >> YEAH. COME ON.

SO ALTHOUGH THE BOND REFERENDUM WAS VOTED ON IN 2018 WE DIDN'T ACTUALLY OBTAIN THE BOND BOND

FUNDS UNTIL I BELIEVE IT WAS SEPTEMBER OF LAST YEAR 2020. >> SO WE'VE ACTUALLY ONLY X I BELIEVE ACQUIRED THE PROPERTY THE BATTLEFIELD PROPERTY IN DECEMBER OF LAST YEAR WITH THE NEW FUNDING. OKAY. SO THERE'S STILL APPROXIMATELY 19 MILLION LEFT IN THE IN THE ACCOUNT IN THE CURRENT ONE. CORRECT.

AND SO ON PAST FINANCE DEPARTMENTS HAVE REQUESTED THAT WE DON'T APPLY FOR NEW BONDS OBVIOUSLY UNTIL THOSE GET DOWN TO LIKE THE LAST MILLION OR LESS.

OKAY. SO WE PROBABLY HAVE SOME TIME BEFORE WE EVEN NEED TO GO.

>> THANK YOU. THOUGH I'D LIKE TO COME IN. I KNOW IN THE PAST WE'VE HAD SOME ROLLING CRITICAL PLAINS PROJECTS THAT STORM WATER WITH THEM ON.

JUST LIKE TO SEE US CONTINUE THAT ONE AS POSSIBLE WITH SYNERGY FOR THAT.

THAT WAS ONE THING THAT WAS SOMETHING WE TALKED ABOUT BEFORE THE THE OTHER TWO ITEMS

[03:05:06]

I HAD ONE OF THEM WAS ALREADY COVERED A LITTLE BIT WITH RESILIENCY.

DO WE YOU KNOW, HOW DO WE ADDRESS IT? BUT I THINK OUR MATH OUR A PLAN IS WORKING ON THAT. AND THEN LAST BUT NOT LEAST, GROWTH BOUNDARIES AND ANNEXATION IS A HOT TOPIC AND I THINK THE NORTHERN REGIONAL IMPLEMENTATION GROUP HAS TALKED ABOUT IT. I DON'T KNOW ABOUT THE TOWN OF BLUFFTON IN THAT AREA OF THE JUST THROWING IT OUT THERE. IT'S NOT NECESSARILY A BUDGET ISSUE BUT IT CAN BE A BUDGET ISSUE. ANNEXATION KEEP GOING AND WE CALL IT IN THAT AGREEMENT BEFORE RUDD STARTS ANNEXATION IS AN ISSUE STATE WIDE AND THE SOUTH CAROLINA ASSOCIATION OF COUNTIES IS ACTUALLY ADDRESSING THAT ISSUE WITH THE LEGISLATURE ABOUT MAYBE MAKING SOME CHANGES ABOUT THE STATE ANNEXATION TAKES PLACE WHERE THE COUNTY HAS TO HAVE POSITION IN THERE AS WELL. ROB, GO AHEAD. OK, YEAH.

JUST BRIEFLY. ONE OF THE THINGS THAT WE'RE HOPING AND THIS CAME FROM THE LATEST ISLAND PLAN THAT WE ADOPTED TWO YEARS AGO THAT IT CALLED FOR WE HAVE GROWTH BOUNDARIES IN NORTHERN FOR COUNTY THAT RECOGNIZE THE RULE OF THE COUNTY AND MUNICIPALITIES BOTH WITHIN AND OUTSIDE OF THE GROWTH BOUNDARIES.

AND LADY'S ISLAND PLAN ACTUALLY RECOMMENDED RETRACTING IT IN A FEW PLACES, ONE BEING IN THE EUSTIS COMMUNITY. GOING EAST FOR THE WAL-MART IS CURRENTLY AND NORTHERN LADY SILENT AND SO WE'RE WORKING THROUGH THE CITY ON THAT ON ORIGINALLY WITH THE ADOPTION OF THE LEASE ISLAND PLAN. THEY SAID KIND OF GAVE US A TO DO LIST.

YOU BETTER DO THIS BEFORE WE MOVE. WE'LL AGREE TO MOVE THE GROWTH BOUNDARIES. THOSE THREE THINGS WE'RE RESTRICTING DENSITY ON LADY SILENCE IN AREAS THAT HAD ON LOTS SEPTIC SYSTEMS. WE'VE DONE THAT.

WE'VE ADOPTED THE FILL ORDINANCE. HOWEVER, IF THE COASTAL RESILIENCE OVERLAY WAS ANOTHER ONE OF THOSE CONDITIONS. SO NOW WE'RE LOOKING AT HOW CAN WE MOVE FORWARD AND HAVE A SERIOUS DISCUSSION BECAUSE THOSE THREE THINGS WERE NOT

DIRECTLY RELATED TO THE GROWTH BOUNDARY ISSUE. >> AND THEN AS I MENTIONED EARLIER, WE WOULD LIKE TO OPEN UP A DIALOG WITH THE EMBASSY. WE'VE HAD A VERY INITIAL MEETING WITH THEIR STAFF AND A PLAN HAS SUGGESTED GROWTH BOUNDARY IN THE NORTHERN PART OF THE COUNTY ALONG 17 AND WE'RE HOPING WE CAN KIND OF WORK WITH THEM.

WE DON'T SEE A LOT OF DEVELOPMENT PRESSURE THERE BUT IT DEFINITELY I THINK IT KIND OF WEAKENS OUR LAND USE POLICIES IF WE'RE NOT ON THE SAME SHEET OF MUSIC.

AND THEN ONCE AGAIN HARDY VALE AND JASPER COUNTY AND A 170 CORRIDOR WE WOULD LIKE TO HAVE A SIMILAR TYPE OF INTERGOVERNMENTAL AGREEMENT WITH THEM.

BUT IT REALLY TAKES ALL THREE PARTIES AGREEING TO THAT. SO THAT'S CERTAINLY THE

DIRECTION WE WANT TO MOVE IN. >> THANK YOU. WHAT WOULD THE RGA WITH MARTY SPEAK TO? IT WOULD BE SIMILAR WHAT WE HAVE IN COUNTY KIND OF AGREEING. I THINK THAT, YOU KNOW, OUR CONCERN WOULD BE, YOU KNOW,

LAND OF EAST OF 170, YOU KNOW, ON OUR SIDE OF 170. >> AND THEN ALSO, YOU KNOW, WE SEE EVENTUALLY, YOU KNOW, A PORTION OF THAT 170. WE WOULD LIKE TO SEE REMAIN RURAL AND IN THE COUNTY, YOU KNOW, WHETHER IT'S GOING FROM OLDFIELD OUT TO THE BRIDGE OR YOU KNOW, FOR JASPER AND CLASSY ROAD SOME SOME LINE TO SAY WE'RE NOT GOING TO URBANIZE BEYOND THIS POINT. YOU KNOW, IN AGREEMENT WITH THEM IT'S A LITTLE BIT TRICKY BECAUSE THERE'S ALREADY ON JASPER COUNTY SIDE, YOU KNOW, SIGNIFICANT DEVELOPER.

BUT I STILL THINK THERE'S AN OPPORTUNITY TO WORK WITH THEM. SO IT WOULD BE SIMILAR TO WHAT WE HAVE IN THE NORTHERN REGIONAL PLAN THAT WE WORKED ON .

>> ALL RIGHT. LINES YES AND NO. >> AS YOU KNOW ONE THING WE'LL BE COMING BACK IN A MONTH OR SO TO DO WORKSHOP WITH WRONG CRITICAL LANDS ON WHAT WE NEED TO BE DO ON WITH VARIOUS PARTS OF DEVELOPMENT RIGHTS AND CONTINUING TO DEFINE WHAT IS GOING TO BE IN CONSERVATION THESE MONTHS AND WHAT WE'RE GOING TO ACCEPT AND TRY TO FIND THAT TEMPLE A LITTLE BETTER SO THAT ONCE WE DO A CONSERVATION EASEMENT USING PUBLIC MONEY THAT ALL THOSE ARE CONSISTENT AND WE WE HAVE SOME CLEAR GUIDELINES AS TO WHAT TO COMMUNICATE RESPECT OF OWNERS OF WHAT WE ARE GOING TO ALLOW AND WHAT WE WOULD NOT ALLOW IN

EXCHANGE FOR THEM RECEIVING PUBLIC DOLLARS. >> AND AN ALLEGED SENIOR A

[03:10:03]

COUNCIL MEMBER HAS ANYTHING ELSE. >> THAT CONCLUDES OUR AFTERNOON SESSION THANKS TO ALL THE FOLKS WHO PRESENTED THIS AFTERNOON. YEAH.

I WANTED TO JUST REVIEW SOME OF THE ACCOMPLISHMENTS OF THE EXECUTIVE COMMITTEE THIS YEAR AND SOME OF THE THINGS WE'RE GOING TO BE WORKING ON IN THE COMING 12 MONTHS OVERTAKE OR THE THEME IS THE EXECUTIVE COMMITTEE HAS HAD A PRETTY ACTIVE YEAR.

WE HAVE. I'M GOING TO LIST SOME OF THE PROJECTS THAT WE'VE WORKED ON THAT WE THINK ARE COMPLETED AND THEN I'M GOING TO TOUCH BASE ON THE ON THE SOME OF THE OPEN ITEMS THAT WE'RE GOING TO CONTINUE TO WORK ON IN 2021 22 THE COMPLETED ITEMS WE'VE WORKED ON VACCINATION SITES AROUND THE COUNTY MASK ORDINANCE SCA CONTRACT RENEWAL LOST REFERENDUM. THAT'S AN APPROPRIATE NAME FOR DIDN'T GET LOST.

IT LOST TO FORM OF GOVERNMENT REFERENDUM. WE PUT THE WORKED ON THAT OF COURSE THAT LOST AS WELL. STATUS OF SHERIFFS MOVED TO THE OLD COURTHOUSE RETIREE STATUS OF RETIREE LITIGATION DEKALB PROGRAM ILLEGAL DUMPING THEY YES THOSE ARE SOME OF THE ITEMS WE WORKED ON WHICH WE THINK ARE COMPLETE AND SOME OF THE ITEMS WHICH WE WILL CONTINUE TO WORK ON ARE ONGOING ECONOMIC DEVELOPMENT. SCA ANY DC QUARTERLY REPORTS WHICH YOU HEARD JOHN SPEAK TO THAT EARLIER REVIEW OPEN ITEMS WITH COMMITTEE CHAIRS AND THERE WILL BE TIMES WHEN THE EXECUTIVE COMMITTEE WILL REVIEW OPEN ITEMS WITH COMMITTEE CHAIRS THAT'S HAPPENED IN THE PAST. IT WILL HAPPEN AGAIN RULES AND PROCESSES FOR APPOINTING AND REPORTING BOARD MEMBERS, AGENCIES AND COMMISSIONS.

>> THIS IS GOING TO BE AN ONGOING ISSUE THAT'S ALWAYS BEEN AN ISSUE.

IT ALWAYS WILL BE AN ISSUE BECAUSE EVERY MEMBER OF COUNCIL HAS MANY THINGS ON HER HIS PLATE AND IT'S DIFFICULT TO TRY TO KEEP UP WITH ALL OF THE BOARD'S AGENCIES AND COMMISSIONS AND ALL OF A SUDDEN WHEN THERE'S A VACANCY WE SCRAMBLE TO FIND WHO'S APPLIED AND WE GRAB SOMEBODY AND WE AGREE A LONG TIME AGO THERE NEEDS TO BE A MORE THOUGHTFUL PROCESS AND PART OF THAT THOUGHTFUL PROCESS WE'VE APPOINTED LIAISONS TO EACH ONE OF THESE BOARDS AGENCIES AND COMMISSIONS WILL REMIND EVERYBODY WHAT AGENCIES, BOARDS AND COMMISSIONS THEIR LIAISONS TO AND WHO THE WHO THE REPRESENTATIVES ARE FROM THE BILL WHO IS A STAFF LIAISON IS AND WHO THE ANY OTHER LIAISON UNDER THAT BOARD AGENCY AND COMMISSION THAT THE ELECTED OFFICIAL CAN COMMUNICATE WITH TO KIND OF KEEP UP ON WHAT'S GOING ON IN THAT PARTICULAR ENTITY. COUNCIL RULES AND PROCEDURES ARE ONGOING. WE'RE MAKING HEADWAY ON THAT. WE'RE GOING TO BE WORKING ON INFRASTRUCTURE SOUTHERN BEAUFORT COUNTY TAKING A LOOK AND DISCUSSING INFRASTRUCTURE NEEDS AND SETTING BEFORE COUNTY IN PARTICULAR ELECTRIC AND WATER.

WE'RE GOING TO BE TALKING MORE ABOUT IMPACT FEES AND WE'RE GOING TO BE TALKING ABOUT DIVESTING SERVICES TO MUNICIPALITIES AND THAT'S PRETTY MUCH CONCLUDES WHAT WE'RE GOING TO BE TALKING ABOUT THAT WE KNOW OF . THANK YOU.

>> SO IF THERE'S NO FURTHER ACTION OR COMMENTS ABOUT THE MEETING TODAY AND WHAT WE'VE BEEN ACCOMPLISHED, WE WILL ADJOURN THIS MEETING AND WE WILL MEET AGAIN TOMORROW MORNING. ANYBODY HAVE ANY FINAL THOUGHTS BEFORE WE ADJOURN SAYING NONE ADJOURNED
