WE ARE NOW DOWN TO OUR FIRST

[First Public Comments]

PUBLIC COMMENTS AND I'LL MAKE A FEW REMARKS BEFORE WE GET THOSE STARTED PUBLIC COMMENTS ARE LIMITED TO THREE MINUTES, AND THERE WAS A VISIBLE TIMER THAT SHOWS AS YOU ARE SPEAKING.

SO WE ASK THAT YOU, UH, FINISH YOUR REMARKS BEFORE THE THREE MINUTES HAS BEEN COMPLETED.

YOU MAY NOT YIELD YOUR TIME TO SOMEBODY ELSE.

WHO'S SPEAKING.

PLEASE CONFINE YOUR COMMENTS TO ISSUES WITHIN THE DOMAIN OF THE BOARD, AND PLEASE BE CIVIL AND RESPECTFUL WITH YOUR COMMENTS, MS. CUSHING BERRY.

OKAY.

WHY DON'T YOU GO AHEAD WITH ONE OF THE PEOPLE THAT'S REMOTE OR WHOEVER'S READY TO COME UP TO THANK YOU, MS. UH, I'M NOT SURE WHETHER YOU SAY BRENNA OR BRIAN DEAN, PLEASE COME FORWARD AND YOU'LL BE SPEAKING ABOUT COVID AND CRG.

THANK YOU.

[00:20:04]

SO I JUST WANTED TO COME BECAUSE I KNOW ALL OF YOU GUYS ARE PROBABLY A LITTLE UNDER, OH, I'M SO SORRY.

YOU'RE PROBABLY A LITTLE UNDER STRESSED.

I'M SURE THERE'S A LOT GOING ON.

UM, I JUST WANTED TO REITERATE, UM, THAT THERE IS A THING CALLED REDEMPTION THAT YOU HAVE TO KNOW THAT THINGS ARE STARTING TO CRUMBLE.

I MEAN, YOU, PEOPLE ARE STARTING TO DIE FROM GETTING THE VACCINE.

I MEAN, CDC IS FINALLY COMING OUT SAYING THINGS.

THE MASK OBVIOUSLY IS JUST NOT THE CASE.

I MEAN, YOU'RE GOING TO GET IT.

YOU'RE NOT GOING TO GET IT, THAT THE FEAR-MONGERING HAS TO STOP.

AND, UM, DO YOU REALLY THINK THAT THE PEOPLE THAT YOUR SUPERVISORS, WHEN EVERYTHING GOES DOWN, YOU THINK THAT THEY'RE GOING TO HAVE YOUR BACK.

DO YOU THINK YOU'RE NOT GOING TO BE SCAPEGOATS, THAT THEY WOULD RATHER THEY'LL THROW YOU UNDER THE BUS BEFORE THEY'RE NOT GOING TO SACRIFICE THEMSELVES.

THEY'RE GOING TO, YOU GUYS WILL BE ON THE CHOPPING BLOCK.

AND I JUST WANTED TO LET YOU KNOW THAT I'M JUST COMING TO YOU IN A DIFFERENT APPROACH.

NOT YELLING, NOT DEMANDING, NOT THIS, BUT JUST LETTING YOU GUYS KNOW THAT THERE'S A LOT OF US OUT HERE THAT WE WOULD HAVE YOUR BACK.

WE WOULD STAND UP FOR YOU.

AND I JUST WANT YOU TO KNOW THAT THERE IS STILL TIME.

YOU CAN STILL REDEEM YOURSELF.

IT'S JUST THAT WHEN EVERYTHING FAILS AND EVERYTHING STARTS COMING OUT, LIKE IT IS, YOU'RE GOING TO LOSE A LOT MORE THAN A JOB.

YOU'RE GOING TO LOSE TRUST IN THE PEOPLE BECAUSE YOU ALMOST WAITED OUT HOPEFULLY, AND MAYBE YOU KEEP YOUR JOB.

MAYBE THINGS DON'T GET FOUND OUT, BUT IT IS GOING TO COME OUT.

AND I JUST WANTED TO LET YOU GUYS KNOW THAT THERE IS STILL CHANGE.

THERE'S ALWAYS REDEMPTION, BUT IF YOU RUN THE CLOCK OUT, YOU KNOW, IT'S, IT'S GOING TO BE A LOT HARDER TO COME BACK FROM THAT.

SO I JUST WANTED TO LET YOU GUYS KNOW THAT WE WOULD ALWAYS SUPPORT YOU AND HAVE YOUR BACK DOING THE RIGHT THING.

THEY WON'T.

AND YOU KNOW THAT.

SO I JUST WANTED TO LET YOU GUYS KNOW THAT ON A, JUST A DIFFERENT APPROACH, THAT THERE IS STILL TIME.

UM, AND IT'S, IT'S, EVERYBODY'S SCARED, BUT IT'S, UH, YOU HAVE TO DO AND STAND UP AND KIND OF PUT YOUR NECK OUT.

MAYBE TAKE, TAKE THE PUNCH OR TWO, BUT IT'S WORTH IT IN THE END BECAUSE WE'RE, WE ARE ON THE RIGHT SIDE AND YOU CAN BE TOO.

SO THERE'S JUST REDEMPTION.

SO JUST MAYBE THINK ABOUT THAT, THAT IF YOU REALLY THINK THAT THEY'RE GOING TO HAVE YOUR BACK, THAT THEY'RE NOT GOING TO THROW YOU UNDER THE BUS, THAT THEY'RE NOT GOING TO HOLD YOU ACCOUNTABLE.

I MEAN, THEY'RE, THEY'RE DEFINITELY NOT GOING TO TAKE OWNERSHIP FOR ANYTHING, WHAT THEY'VE DONE.

THEY REALLY WON'T.

IT'LL BE YOU.

SO I JUST WANT TO LET YOU KNOW THAT WE WERE LOYAL AND WE WOULD BE LOYAL TO YOU AND BACK YOU UP AND SUPPORT YOU.

AND THERE'S A LOT STRONGER PEOPLE ON THIS END THAN THERE EVER WILL BE ON THAT END.

SO I JUST WANTED TO LET YOU GUYS KNOW THAT THAT'S CHRISTIAN, BARRY, SEAN AT CAR.

OKAY.

MY POINTS.

ALL RIGHT.

IN REGARDS TO THE QUARANTINE, WE HAVE THREE KIDS IN THE COUNTY SCHOOL SYSTEM WHO HAVE ALL RECORDING.

ALSO, NOT EVEN ONE OF OUR CHILDREN WAS QUARANTINE TWICE AT THE SAME SCHOOL WITHIN TWO DAYS, BUT SHARED ARRANGEMENT WITH GRADES, NOT A 10, 9, 8, AND WE'RE NOT ALL QUARANTINED AT THE SAME TIME.

SO I'M NOT SURE HOW IT'S SUPPOSED TO HELP STOP SPREAD.

UM, I DO REALLY THINK WHAT WE READ THE QUARANTINES ASSOCIATED IN PERSON ANYWHERE.

DO YOU THINK THAT THESE KIDS FIND THIS REALLY HELPFUL? I DO THINK KIDS STAY AT HOME AND NOT ASSOCIATED WITH OTHER CO FRIENDS AND COLLEAGUES OUTSIDE OF THE SCHOOL.

UM, BETWEEN JANUARY 20TH, 2020 AND OCTOBER 18TH, 2021.

COVID-19 AK TO FLU CHILDREN, ZERO TO 17,513 KIDS.

UM, NOT AT COVID.

IF YOU DIVIDE THAT BY 50 STATES, THAT'S 10 CHILDREN PER STATE, TWO YEARS DIVIDE THAT BY SIX, 3006 COUNTIES IN THE WHOLE COUNTRY.

THAT BRINGS THE TOTAL 2.007.

CHILDREN THAT HAVE DIED FROM COVID-19.

YES, IT IS A TRAGEDY AND EVERY

[00:25:01]

CHILD THAT DIES SHOULD, HOWEVER, EVERY CHILD AT NYSE SHOULD BE SAD.

YOU'RE CRIPPLING A ENTIRE GENERATION OF EDUCATION WITH FEAR-MONGERING.

YOU REALIZE THAT ACCIDENT IS THE LEADING CAUSE OF DEATH IS ACCIDENT CHILDREN OF ADOLESCENCE, YEARS, AGES FIVE TO FIVE TO 14, THE TOP THREE DEATHS, ACCIDENTS, CANCER, AND SUICIDE.

THE PARENTS ARE SCARED TO SEND THE KID TO SCHOOL.

THEY SHOULD BE MORE WORRIED ABOUT CAR ACCIDENTS, 80 ATV ACCIDENTS, BIKES, SKATEBOARDING, SLIP, AND FALLS, ET CETERA, WHICH ACCOUNT FOR 778 DEATHS IN 2019, FROM 10 YEARS OLD ALONE SUICIDE RATE AMOUNTS TO FIVE AND AT 34 CHILDREN IN 2019, AND THAT'S AGES 10 TO 14.

ALSO, THAT IS THE LAST TWO STATEMENTS.

BUT THE LAST TWO TOTALS ADD UP TO 1300 TO 12 CHILDREN JUST AGES 10 TO 14 YEARS OLD, AND JUST 2020, JUST ONE SCHOOL DISTRICT IN LAS VEGAS, CLARK COUNTY, 19 STUDENTS COMMITTED SUICIDE.

AFTER THE LOCKDOWN BEGAN BY FALSE SUICIDE DEATHS, BLOW THE NUMBERS, PIVOT OUT THE WATER.

ARE WE GOING TO TEACH THESE KIDS OR ARE WE GOING TO PROGRAM THEM LIKE ROBOTS, OKAY.

TO THE GOVERNMENT SCHOOL BOARD AND SCHOOL OVERREACH AND WORRY ABOUT THEIR HEALTH.

THERE IS NO CURSIVE IN SCHOOL ANYMORE.

WE DON'T USE THIS SCENARIOS.

WE DON'T USE THOSE SOURCES, NO ACTUAL TEACHING HANDS-ON WORK FOR THE STUDENTS.

THERE'S ONLY CRITICAL RACE THEORY AND TOTAL GOVERNMENT MACHINES JUST HAND THEM AT THE CREATOR, WHICH BY THE WAY, SEVERAL FOND OF HOW MANY YEARS AGO I SAT HERE AND THEY TOLD MY CHAIR, MY CHILD BASICALLY TEACH YOURSELF.

THIS IS BASICALLY A DAYCARE CENTER RUN BY THE GOVERNMENT SAVED BY OUR TAX DOLLARS.

THIS IS ACTUAL CASE.

I WOULD REQUEST A REFUND AS ALL STUDENTS, ALL CITIZENS.

SHOULD I TAKE MY CHILDREN ELSEWHERE FOR MY 14 YEAR OLD STUDENT HAS BEEN TEACHING HIMSELF BASICALLY TWO YEARS, MY 15 AND 13 YEAR OLD STUBBORN MINISTRY.

LAST TWO YEARS BOTH HAVE 5 0 4 PLANTS MIGHT HAVE NOT BEEN ABLE TO ADHERE TO DUE TO BEING MORE YOUR TIME.

YOUR TIME IS UP, SIR.

THANK YOU.

THANK YOU.

THIS IS ROBIN.

I'M CALLING YOU FOR PUBLIC COMMENTS.

I'M GOING TO PUT YOU ON SPEAKER PHONE, IF YOU WOULD STATE YOUR FIRST AND YOUR LAST NAME AND YOU'LL HAVE THREE MINUTES.

OKAY.

ALL RIGHT, GO AHEAD.

MA'AM HI.

MY NAME IS KATE TO FOLLOW.

UM, I LIVE AT ONE DEAR RON IN BLUFFTON, SOUTH CAROLINA.

I'M CALLING THE DATA FOR US.

MY CONCERN ABOUT THE OUTSOURCING OF PROFESSIONAL OF CARE PROFESSIONALS IN THE DISTRICT TO T TO ESS, AS A PARENT OF A CHILD WITH SPECIAL NEEDS.

I'M CONCERNED THAT OUTSOURCING THIS POSITION WILL LEAD TO A LACK OF CONSISTENCY THAT THE STUDENTS AND STAFF NEED.

I'M ALSO CONCERNED THAT ESS IS ALREADY RECRUITING FOR THESE POSITIONS TO PEOPLE IN THE COMMUNITY, AND NOTHING HAS BEEN COMMUNICATED TO THE BUFORD COUNTY CARE PROFESSIONAL EMPLOYEES THAT CURRENTLY WORK FOR THE DISTRICT.

THAT LACK OF COMMUNICATION TO THE BUFORD COUNTY EMPLOYEES ABOUT THEIR CURRENT JOBS SEEMS LIKE A BAD PRACTICE.

AND I IMAGINE GIVES MANY EMPLOYEES CONCERNS ABOUT THEIR BENEFITS AND JOBS.

THANK YOU.

OKAY.

THAT CONCLUDES OUR FIRST PUBLIC COMMENTS.

AND THANK YOU TO THOSE WHO, UM, COMMENTED, COMMENTED TONIGHT.

WE ARE NOW DOWN TO THE

[Chairman’s Report]

CHAIRMAN'S REPORT.

RODRIGUEZ WE ARE NOW DOWN

[Committee Reports]

TO OUR COMMITTEE REPORTS.

THE FIRST REPORT IS FINANCE WITH CHAIR COLONEL GEIER REPORTING.

THANK YOU.

MADAM CHAIR, THE FINANCE COMMITTEE MET ON SEPTEMBER 14TH AT 2021.

UH, FIRST ITEM WAS A SOLE SOURCE PROCUREMENT, UH, TANYA CROSBY AND KAYLEE PRESENTED THE SECOND HALF SOLE SOURCE EMERGENCY PROCUREMENT PROCEDURES.

AND THAT PERIOD COVERED FROM THE FIRST, UH, JANUARY, 2021 TO, UH, JULY 6TH, 2021, JULY 30TH, I'M SORRY, 2021.

WE ALSO HAD A MILLAGE RATE UPDATE.

UH, MS. CROSBY STATED THAT A LETTER WAS SENT, UH, TO MR. BECKER, THE COUNTY AUDITOR TO CORRESPOND WITH HIM ABOUT THE CERTIFICATION OF THE MILLAGE RATE THAT WAS ADOPTED BY THE COUNTY COUNCIL AND CERTIFIED BY THE BOARD, THE 1 21, 1 21 0.6 MIL, UH, FOR DEBT SERVICE.

NO, THAT'S NOT CORRECT.

IT'S ONE.

YEAH, THERE'S TWO, TWO MILLAGE RATES FOR DEPTH SERVICE, UM, AND THAT THEY WERE SENT TO, UH, THE COUNTY COUNCIL AND THE COUNTY COUNCIL APPROVED THOSE.

AND THE LETTER IS TO CONFIRM THE MILLAGE RATES AND THEIR UNDERSTANDING THAT THEY ARE ACCURATE.

WE ARE AWAITING THEIR RESPONSE, AND WE ALSO HAD A FISCAL AUTONOMY DISCUSSION AND THAT DISCUSSION WAS CARRIED ON AT EXECUTIVE SESSION, UH, THIS EVENING.

AND, UH, THE, UH, THE ATTORNEYS WILL DISCUSS THAT WITH THE FULL BOARD WHEN APPROPRIATE.

THAT'S ALL I HAVE.

THANK YOU, COLONEL GEIER EXCUSE ME.

NEXT UP.

WE HAVE THE OPERATIONS COMMITTEE CHAIR, PATRICIA FIDRYCH REPORTING.

THANK YOU, DR.

CLODS.

UM, THE OPERATIONS COMMITTEE MET ON OCTOBER 13TH AND WE HAVE THREE ITEMS TO BRING FORWARD TO THE FULL BOARD.

THE FIRST ITEM TO BRING FORWARD IS ALWAYS 16.

THE FOYA MONITORING REPORT FOR THIRD QUARTER.

UM, WE VOTED WITH A TWO TO ONE VOTE TO RECOMMEND TO THE BOARD ACCEPTANCE OF ONE 16.1 AND ONE 16.2.

AND YOU WILL FIND THAT ON THE CONSENT AGENDA.

THE SECOND ITEM TO BRING FORWARD THIS EVENING IS A CONSTRUCTION UPDATE AND MR. CORBIN WILL DO THAT.

AND THE THIRD THING TO BRING FORWARD IS THE MUCH AWAITED REFERENDUM, MID PROGRAM RESET AS A COMMITTEE.

WE VOICED OUR SUPPORT WITH A 2 0 1 VOTE FOR THIS REFERENDUM MID PROGRAM RESET, JUST A LITTLE BACKGROUND.

THIS, UH, MID PROGRAM RESET WAS PRESENTED TO THE CLOCK AT THE BEGINNING OF OCTOBER, THE CLOCK SUPPORTED THE HARD WORK AND THE DEPTH OF DETAIL AND THE ANALYSIS THAT WENT INTO THIS REFERENDUM MID PROGRAM RESET.

THEN ON OCTOBER 12TH, THE CLOCK FINANCE COMMITTEE MET WITH MR AND MR. CORBIN TO REVIEW MORE DATE PRIOR TO THE OPS COMMITTEE MEETING ON THE 13TH.

I JUST WANT TO SHARE WITH THE BOARD, UM, THE AMOUNT OF WORK AND DETAIL AND ANALYSIS THAT WENT INTO THIS RESET AND TO ASSURE THE BOARD THAT THE CLOCK, UM, VOTED IN SUPPORT FOR IT AS WELL.

SO, UH, MR. CORBYN, THANK YOU SO MUCH ONCE AGAIN, UH, YOU WANT TO START WITH THE CONSTRUCTION UPDATE.

I'LL BE GLAD TO THANK YOU FOR THE INTRO BEFORE YOU GET STARTED.

UH, MR. SO FOR THE,

[00:35:02]

YOU DO NOT HAVE THE FLOOR, WE'RE GONNA LET HIM REPORT AND THEN I'LL CALL ON YOU, SIR.

SO BRANCHES, I HAD MY MENTOR, I HAD MY HAND UP, UH, BECAUSE I BOUGHT THE FOUR YEAR REPORT.

SO YOU CAN SPEAK WHEN YOU ARE CALLED ON, SIR, PLEASE GO AHEAD, MR. CORBIN, GOOD EVENING.

AND THANK YOU FOR THE OPPORTUNITY TO PROVIDE HIGHLIGHTS FOR THE MONTHLY CONSTRUCTION, UH, UPDATES.

UH, I WILL PAUSE AT THE END OF THE CONSTRUCTION, UH, UH, UPDATES TO TAKE ANY QUESTIONS BEFORE WE MOVE ON INTO THE, UH, MID PROGRAM RESET.

SO IF WE CAN MOVE FORWARD TO SLIDES THREE AND FOUR, THEY'RE RELATED TO, UH, WORK GOING ON AT BUFORD ELEMENTARY, I'D LIKE TO JUST SHARE WITH THE BOARD THAT THE PRIOR ELECTRICAL SUBCONTRACTOR CONCERNS HAVE BEEN RESOLVED.

AND ON THE NEXT SLIDE, YOU'LL SEE THAT WE HAD AN OFFICE OF SCHOOL FACILITIES, FIRE ALARM INSPECTION ON OCTOBER EIGHT THAT PASSED, UH, WE ARE ROUTING AN AMENDMENT NUMBER 16 TO DEAL WITH THE FIRE RISER PUMP ROOM.

UH, THIS IS TO ADDRESS CONCERNS WITH THE WATER PRESSURE ON THE CAMPUS.

UH, THAT AMENDMENT IS BEING ROUTED FOR SIGNATURES, BUT DUE TO LONG LEAD TIMES, UH, FOR THE FIRE PUMP, UH, WE WILL BE LOOKING AT COMPLETING THAT FIRE RISER PUMP, UH, BY THE END OF MARCH OF NEXT YEAR, MOVING ON TO SLIDES FIVE AND SIX MAJOR WORK AT BATTERY CREEK HIGH SCHOOL.

ONE OF OUR LARGER PROJECTS IN THE REFERENDUM, UH, PROGRESS PHOTOS ON THIS, UH, SLIDE AS WELL AS UPDATES ON THE NEXT SLIDE, UH, ARE INDICATIVE OF, UH, THE, UH, GREAT WORK THAT'S TAKING PLACE.

AND THIS PROJECT IS CONTINUING TO PROCEED, UH, IN BUDGET AND ON SCHEDULE SLIDE SEVEN AND EIGHT, UH, ANOTHER MAJOR PROJECT.

AND THE REFERENDUM IS THE WORK OVER AT ROBERT SMALLS INTERNATIONAL ACADEMY.

UM, NEXT SLIDE, YOU'LL SEE THAT SOME OF THE ACTIVITIES THAT WILL BE HAPPENING THIS MONTH WILL BE A INSTALLATION OF THE, UH, SALT FENCE AND SITE CLEARING.

AND THE PROJECT KICKOFF MEETING IS BEING COORDINATED TO TAKE PLACE IN NOVEMBER.

UH, J E DUNN IS SCHEDULED TO MOBILIZE IN JANUARY OF NEXT YEAR.

MOVING ON TO LIKE, LET'S GO AHEAD TO SLIDE 13 HILTON HEAD ISLAND, MIDDLE SCHOOL, THE, UH, UH, DESIGNER, UH, LS THREE P IS PREPARING THE FINAL CONSTRUCTION DOCUMENTS.

UH, THE ENTIRE TEAM IS CONTINUING TO WORK TOGETHER TO ADDRESS THE PRIOR, UH, MENTIONED COST CONCERNS AND THOMPSON TURNERS PROVIDING PRICING FOR THE ITEMS BEING CONSIDERED.

UH, THE INSTALLATION OF THE MOBILE CLASSROOMS ARE STILL SCHEDULED TO TAKE PLACE IN NOVEMBER WITH A CONSTRUCTION ACTIVITY SCHEDULED TO COMMENCE, UH, ON THAT CAMPUS IN THE FIRST QUARTER OF NEXT YEAR.

UH, MOVING ON TO SLIDE 15 QUICK UPDATE AT HILTON HEAD ISLAND HIGH SCHOOL, PLEASED TO REPORT THAT THE FIRST HOME FOOTBALL GAME WAS PLAYED ON THE NEW TURF FIELD.

ON FRIDAY, OCTOBER 8TH, THERE IS SOME REMAINING, UH, WORK ASSOCIATED WITH, UH, NEW TURF FIELD, UH, THAT INCLUDES THE END ZONE LADDERING AND THE MILL MIDFIELD LOGO, UH, WITH THE, UH, UM, SIGNIFICANT RAIN THAT WE HAD OVER THE PAST, UH, PAST FEW WEEKS.

UH, WE, UH, WANTED TO MAKE SURE THAT WE COULD MEET THAT, UH, FIRST GAME.

SO THE REMAINING END ZONE LETTERING AND LOGO WILL BE, UH, ACCOMPLISHED, UH, AFTER THE, UH, FOOTBALL SEASON ENDS THIS YEAR.

UH, THE OTHER PROJECTS ARE MAKING GREAT PROGRESS, YOU KNOW, OVERALL, UH, FROM A PERSPECTIVE OF THE TOTAL PROGRAM, UH, RIGHT NOW WHERE WE ARE IN THE 22ND MONTH OF A 48 MONTH PROGRAM.

THAT'S REPRESENTATIVE OF ABOUT 45% OF THE OVERALL PROGRAM TIME.

ONE OF THE MEASUREMENTS THAT WE LIKE TO, UH, LOOK AT AND SHARE WITH THE CLOCK IS HOW MUCH FUNDS, UH, OF THE REFERENDUM HAS BEEN PAID TO DATE AS WELL AS FUNDS THAT HAVE BEEN ENCUMBERED.

UH, THAT'S INDICATIVE OF WORK THAT'S BEEN PUT UNDER CONTRACT.

THE AMOUNT OF FUNDS THAT HAVE BEEN PUT UNDER CONTRACT ARE JUST OVER $231 MILLION OUT OF THE 344 MILLION, UH, BOND REFERENDUMS. SO THAT'S REPRESENTING 67% OF THE WORK ASSOCIATED WITH RETINA REFERENDUM IS UNDER CONTRACT AT THIS POINT IN TIME.

UH, TALK A LITTLE BIT ABOUT SLIDES, 36 AND 37.

THEY ARE ASSOCIATED WITH PROJECT CLOSEOUTS.

WE ARE MAKING PROGRESS.

UM, AS FAR AS THE, UH, INFORMATION SHOWN THERE ON SLIDE 37,

[00:40:01]

YOU'LL SEE THAT THE, UH, COMMENTS ARE, UH, SHOWING THAT, UH, MOST OF THESE PROJECTS HAVE RECEIVED THEIR, UH, CLOSE OUT DOCUMENTS.

AS FAR AS THE PAPERWORK SIDE HAS GONE.

UH, THE DESIGNER AND THE PROJECT MANAGER HAVE REVIEWED THAT AND ACCEPTED IT, UH, WHERE WE ARE WITH THESE PROJECTS THAT STILL REMAIN OPEN IS RECONCILING THE USE OF THE 5% PROGRAM CONTINGENCY, AS WELL AS ANY, UM, UH, ALLOWANCES THAT MAY HAVE BEEN ASSOCIATED WITH THE SCOPE OF WORK ON THOSE CAMPUSES.

THIS IS JUST PART OF THE PROCESS WHEN YOU'RE DEALING WITH A CM AT RISK DELIVERY MODEL.

IT DOES TAKE A LITTLE WHILE, BUT, UH, IT IS, UH, UH, AN ITEM THAT WE ARE FOCUSING ON.

WE TALK ABOUT IT, UH, AT LEAST A FEW TIMES EACH WEEK AND AT EACH OF OUR WEEKLY, UH, PM MEETINGS.

SO, UH, THE POINT IS, UH, UH, BROUGHT UP AND LIKE I MENTIONED, WE ARE MAKING PROGRESS TOWARDS CLOSING OUT THOSE PROJECTS THAT ARE LISTED, UH, IN ADDITION TO THE POWERPOINT PRESENTATION MATERIALS THAT GIVES, UH, DETAILED UPDATES FOR EACH AND EVERY ONE OF THE PROJECTS ON SLIDE 38, UH, THAT'S THE SLIDE THAT SPEAKS TO THE MONTHLY FINANCIAL SUMMARY.

UH, THAT INFORMATION WAS ALSO FURNISHED AS AN ATTACHMENT TO THIS REPORT.

SO WAS THE INFORMATION ON SLIDE 39, WHICH IS OUR PROJECT CONTINGENCY LOG.

I WILL POINT OUT THAT WE DID NOT HAVE ANY USE OF PROGRAM LEVEL CONTINGENCY AND, AND THE MONTH OF SEPTEMBER, UH, SLIDE 40 IS, UH, UH, TO, UH, CONVEY THAT WE ALSO PROVIDED THE AMENDMENT TRACKING LOG.

THIS IS A, UH, AN INSTRUMENT THAT WE PREPARED STARTING A FEW MONTHS BACK, AND WE CONTINUE TO KEEP THAT UPDATED SO THAT ANY AMENDMENTS AS THEY'RE PREPARED AND PROGRESS, UH, THEY'RE CAPTURED ON THIS LOG AND SHARED, WE'LL CONTINUE TO SHARE THESE LOGS AS WE MOVE FORWARD WITH THE, UH, UH, FUTURE MONTHLY UPDATES ON SLIDE 41, OUR CASHFLOW, UM, PROJECTION AND ACTUALS, UH, ON SLIDE 41.

THE NEXT SLIDE, YOU'LL BE ABLE TO SEE THAT OUR EXPENDITURES FOR THE MONTH OF SEPTEMBER BRINGS US NOW TO A TOTAL OF 79 MILLION SPENT TO DATE, UM, AND PAID TO DATE, UH, THAT'S APPROXIMATELY $7.3 MILLION FOR THE MONTH OF SEPTEMBER.

THOSE FIGURES ARE BELOW, UH, THE FORECAST.

AND YOU HEARD ME SPEAK OF THIS LAST MONTH THAT BECAUSE OF THE SIGNIFICANT SCHEDULE CHANGES WITH PROJECTS SUCH AS ROBERT SMALLS INTERNATIONAL ACADEMY, UH, AS PART OF OUR MID PROGRAM RESET THAT I'LL GET INTO HERE SHORTLY, WE'LL HAVE BEGUN I, UH, NEW CASHFLOW MODEL, UH, SO THAT, UH, WE CAN PROVIDE, UH, AN UPDATED CASH FLOW PROJECTIONS, UH, TO THE DISTRICT, AS WELL AS THE CLOCK AND TO THE OPERATION COMMITTEE AND THE BOARD AS WE GO FORWARD WITH THE REMAINING PORTIONS OF THIS PROGRAM, SLIDE 44, UH, TALKS A LITTLE BIT ABOUT OUR COMMUNITY OUTREACH.

UH, WE DID HAVE A FORUM WITH THE LEGAL WOMEN VOTERS ON SEPTEMBER 22ND THAT WAS HELD AT MAY RIVER HIGH SCHOOL.

IT WAS REALLY A WELL ATTENDED, UH, EVENT ATTENDEES INCLUDED DR.

RODRIGUEZ, SEVERAL BOARD MEMBERS, DISTRICT STAFF, UH, AHC MEMBERS, CARLTON DALLAS, AND RAY WAR COAST, STUDENTS FROM MAY RIVER HIGH SCHOOL, UH, AS WELL AS MEMBERS FROM THE WOMEN VOTERS AND PUBLIC PARTICIPANTS, UH, FEEDBACK FROM THE LEAGUE OF WOMEN VOTERS HAS BEEN EXTREMELY POSITIVE AND, UH, WE WILL BE WORKING WITH THEM TO HOLD ANOTHER FORUM IN THE FUTURE.

UH, WHEN WE DO THE NEXT FORUM, WE WILL LOOK TO HOLD IT IN A DIFFERENT PART OF THE COUNTY SO THAT IT WILL ALLOW ADDITIONAL PARTICIPANTS TO, UH, ATTEND THAT, UH, NEXT OUTREACH EVENT WITH THE LEGAL WOMEN VOTERS.

UH, WE ALSO, UM, UH, SHARED A FLYER LAST WEEK WITH MS FIDRYCH AND I BELIEVE, UH, THE BOARD MEMBERS HAVE ALSO RECEIVED THAT INFORMATION REGARDING A VIRTUAL COMMUNITY MEETING SCHEDULED FOR OCTOBER TOBER, 21ST, FROM SIX TO 7:00 PM.

UM, THE TEAM ALSO IS CONTINUING TO WORK, UH, AT, UH, ROBERT SMALLEST INTERNATIONAL ACADEMY TO COORDINATE THE GROUNDBREAKING.

AND JUST AS SOON AS ADDITIONAL INFORMATION BECOMES AVAILABLE, WE WILL SHARE THAT, UH, WITH THE BOARD AS WELL.

AND LASTLY, QUICK UPDATE ON COMMUNITY OUTREACH FOR HILTON HEAD ISLAND, MIDDLE SCHOOL ON THE NEXT SLIDE.

UH, YOU'LL SEE THAT THE TEAM

[00:45:01]

IS WORKING ON SCHEDULING A MEETING WITH THE HILTON HEAD ISLAND.

MIDDLE-SCHOOL SIC TO GO OVER THE PLANS AND RENOVATIONS, UH, SCHEDULE FOR THAT CAMPUS, AS SOON AS THAT'S, UH, UH, COMPLETED WE'LL COORDINATE AND SCHEDULE THE COMMUNITY MEETING, UH, AND THEN SHARE INFORMATION AS WELL FOR THAT.

I WILL PAUSE THERE WITH ALL RIGHT.

SO DO WE, ANY BOARD MEMBERS HAVE ANY QUESTIONS REGARDING THE CONSTRUCTION UPDATE IN THE DOCUMENTS THAT HAVE BEEN PROVIDED? MS. BOATWRIGHT? THANK YOU.

UM, MR. CORBIN, COULD YOU TALK A LITTLE BIT ABOUT THE TIMELINE, UH, FOR THE HILTON HEAD MIDDLE SCHOOL, ALL THE VALUE ENGINEERING, WHEN PEOPLE MIGHT EXPECT THAT INFORMATION BECOMING OUT, WE SHOULD HOPEFULLY BE ABLE TO, UH, BEGIN TO DISSEMINATE SOME OF THAT INFORMATION.

UH, WE DID TALK TO THE PROJECT MANAGER EARLIER TODAY, UH, ABOUT THE PROGRESS THAT'S OCCURRING AND I DON'T HAVE A FIRM DATE, BUT OUR PLAN IS TO BE ABLE TO CAPTURE DETAILS OF THESE VALUE ENGINEERING ITEMS. SO THAT SIMILAR TO LIKE WHAT WE DID WITH BATTERY CREEK HIGH SCHOOL AND ROBERT SMALLS, INTERNATIONAL ACADEMY, BOTH OF THOSE PROJECTS WENT THROUGH A SIMILAR EXERCISE OF VALUE ENGINEERING.

AND FOR THOSE ITEMS THAT WERE CONSIDERED, WE PUT TOGETHER A DETAILED LOG, UH, LISTING EACH ITEM AND WHETHER OR NOT IT WAS SOMETHING THAT, UH, WAS ACCEPTED AS WELL AS WHAT THE COST SAVINGS WERE FOR THOSE ITEMS. BUT I WOULD LIKE TO THINK THAT BY NOVEMBER, WE CAN HAVE THAT, UH, DETAIL IN PLACE THAT WE CAN, UH, PROVIDE UPDATES OUT TO, UH, THE, THE VARIOUS STAKEHOLDERS MR. SMITH.

OH, THANK YOU.

CAUSE I, I FORGOT ABOUT MY GUN THAT I DIDN'T HAVE MY HAND UP FUCK.

PRIOR TO, UH, MR. SMITH.

WE'RE TALKING RIGHT NOW ABOUT THE CONSTRUCTION UPDATES OR WE'LL COME BACK TO YOUR QUESTION OR COMMENT REGARDING FOYA.

SO DO YOU HAVE ANY, ANY COMMENTS OR QUESTIONS REGARDING THE CONSTRUCTION UP THERE? MY QUESTION IS WITH GARDEN TO CONSTRUCTION UPDATE AT THIS TIME, PLEASE ASK IT, SIR.

WELL, THANKS FOR THAT.

WELL, THANKS FOR NOW.

WE'LL BE LOOKING IN REGARDS TO QUICK QUESTION, MR. CORPORATE.

UM, DO WE HAVE UPDATE ON THE BATHROOMS OVER AT ROOFER ELEMENTARY SCHOOL? WHAT SPECIFICALLY, WHAT WAS THE UPDATE THAT YOU WERE REQUESTING? UH, REMEMBER THERE WERE STILL PEOPLE WHO WERE SAYING THAT, THAT THE PIPES AND BATHROOMS WERE STILL HAVING A, UM, A, UH, A SMELL.

WE MISSED THE AUDIENCE.

AND, UH, AS I SAID THAT HE HAD HEARD IT AS HEARD ABOUT IT IN THAT THEY WERE POSSIBLY WORKING TO GET TO THE BOTTOM OF THAT.

THAT WAS, YEAH.

YEAH.

THAT QUESTION, I THINK CAME UP DURING OUR OPERATION COMMITTEE MEETING LAST WEEK.

I JUST WANTED TO MAKE SURE I UNDERSTOOD THE, THE QUESTION THAT YOU HAD ON THE FLOOR, UH, DURING THE CONSTRUCTION PHASE, UH, IT IS, UH, UH, COMMONLY EXPERIENCED THAT DEBRIS DOES GET INTO THE, UH, SEWER LINES AND AS PART OF THE, UH, UH, WORK THAT THE, UH, UH, HD RENTALS IS PERFORMING, THEY ARE GOING BACK AND GOING TO FLUSH THOSE LINES.

I AM NOT AWARE OF ANY, UH, CURRENT ISSUES WITH ANY, UH, BATHROOM, UH, UH, WAISTLINES, UH, THAT ARE OCCURRING.

BUT, UH, I, I WILL ASK ROBERT ODDING TO, TO CHIME IN, IN CASE HE IS AWARE OF ANYTHING THAT MAY HAVE COME IN THROUGH, UH, MAINTENANCE CHANNELS.

W WELL, THANK YOU.

UM, MR. SMITH, I JUST LET YOU KNOW THAT I DID CHECK, AND RIGHT NOW THERE ARE NO CURRENT, UH, ISSUES, UH, PLUMBING ISSUES WITH THE RESTROOMS THAT BE FOR AN ELEMENTARY SCHOOL, IF YOU'D KNOW, OR ANYBODY REPORTS ANY, PLEASE ASK THEM TO, UH, ASK THE SCHOOL TO PUT IN A WORK ORDER.

AND WE'LL BE GLAD TO ADDRESS THAT.

UM, MR. IF I'M, IF I REMEMBER CERTAIN CORRECT.

I REMEMBER I THOUGHT WHEN I BROUGHT THIS UP AT THE OPERATIONS COMMITTEE LEVEL, YOU DID SAY THAT YOU WERE, THAT YOU WERE POSSIBLY AWARE OF SOME AND THAT Y'ALL WERE POSSIBLY WORKING ON THAT TO RECTIFY THE SITUATION, MAYBE, UH, I'LL MAYBE I GOT AMNESIA, BUT I COULD SWORN THAT THAT'S WHAT YOU SAID, AND THAT YOU WERE GOING TO BE WORKING ON THAT.

UM, SIR, YOU ARE CORRECT EXACTLY WHAT WAS SAID, IT OPERATIONS AND ALL THOSE, ALL THE ISSUES, UM, THAT, UH, I WAS TALKING ABOUT THAT WERE FROM BEFORE HAVE BEEN ADDRESSED,

[00:50:04]

THEN YOU SUGGEST THAT THAT WOULD BE THE UPDATE THAT THEY HAVEN'T BEEN, THEY HAVEN'T BEEN ADDRESSED IN.

AND THOSE, THOSE BASICALLY YOU'RE TELLING ME THAT THOSE ISSUES THAT WERE OCCURRING HAVE BEEN RECTIFIED.

YES, SIR.

BUT AS MR CORBIN SAID, UM, WHEN CONSTRUCTION IS PRETTY MUCH OUT OF THERE, SO WE SHOULD BE OUT OF THE TIME PERIOD, UM, WHERE THOSE ISSUES ARISE.

SO YES, THEY'VE HAD ADDRESSED, BUT IF ANYONE KNOWS OF ANY ISSUES OR REPORTS THAT JUST PLEASE ASK THEM TO REPORT IT TO MAINTENANCE AND WE'LL, UH, GET ON IT AS SOON AS POSSIBLE.

THANK YOU.

AND ALSO, UM, I ALSO HAVE SOME CONCERNS BECAUSE, UM, AT THE, AT THE LAST CONSTRUCTION, I'M IN LESS CONVENING IN TERMS OF CONSTRUCTION UPDATES.

AND IN TERMS OF YOUR PROJECT, THERE WAS A, THERE WAS A POINT THAT WAS BROUGHT OUT THAT IT SEEMED LIKE, UM, THE PROJECTS COME BEFORE THE BOARD AND WE VOTE ON THEM AND THEN THEY SOMEHOW, OR ANOTHER GET TAKEN TO STAFF AND THEN THEY HAVE A CONVERSATION ABOUT THEM AND THE PROGRESS COULD POSSIBLY TAKE A DIFFERENT TERM.

UM, AND I THINK THAT WAS POINT SINCE FOR US TO RUBBER STAMP THE PROJECTS THAT THEY'RE GOING TO COME, COME BEFORE US, AND THEN GO, GO, GO TO STAFF AND POSSIBLY, UM, YOU KNOW, NOT, NOT JUST UPDATE THE BOARD, BUT ADD THE, BASICALLY MAKE A LONG STORY SHORT THERE, IT SEEMS TO BE A RECURRENT ISSUE THAT WHEN WE TALK ABOUT THESE PROJECTS, THAT THE, THE STAFF, THE STAFF IS GETTING AN UPDATE AND MAKING ADJUSTMENTS TO THE PROJECTS VERSUS THE BOARD DOING THAT.

I JUST WANT TO BRING, BRING THAT, BRING THAT FOR TODAY.

UM, I KNOW MR. SCRIMMAGE HAD DEFINITELY, UH, HE SPOKE, HE SPOKE ABOUT IT AS WELL, AND I THINK HE GAVE IT A, A REMEDY.

UH, IF YOU, IF YOU WOULDN'T THE SCRIPTURE, WOULD YOU SPEAK TO EXACTLY WHAT YOU SAID THAT DAY? I'M SURE.

DO YOU WANT ME TO RESPOND TO THAT? WHY DON'T YOU PUT UP YOUR HAND IF YOU'D LIKE TO RESPOND MR. DISTRIBUTOR, THANK YOU.

MADAM CHAIR.

UM, YEAH, I, MY POSITION WAS THAT BOARD APPROVES A CERTAIN SCOPE, AND WHEN THERE ARE SIGNIFICANT SCOPE CHANGES THAT AFFECT COST OR THE TIMELINE, THEY SHOULD COME BACK TO THE BOARD FOR APPROVAL BECAUSE THE BOARD IS THE PROJECT SPONSOR AND THAT'S PRETTY MUCH THE WAY PROJECT WORK.

AND SO WOULD THAT, WOULD THAT BEING SAID, I'M INCLINED TO MAKE EMOTION THAT, THAT, THAT IS THE, THAT IS THE PROCESS, UH, MOVING FORWARD, BECAUSE IT HAS BEEN SEVERAL TIMES NOW WHERE WE'VE HAD THIS CONVERSATION IN THE OPERATIONS COMMITTEE.

SO I I'M, I'M A LITTLE, UH, I'M A LITTLE CONCERNED, UH, IF I'M A LITTLE CONCERNED ABOUT THAT.

SO, UH, AT THIS TIME I MAKE THE MOTION THAT ANYTIME THAT LEAD PROJECTS CHANGE ALL THE, THE PRICE OF THE PROJECT CHANGE THAT IS BROUGHT BACK TO THE BOARD MS. BOATWRIGHT, UM, I WAS, I WAS I'LL I'LL WAIT AND SEE IF THAT MOTION GETS SECONDED.

ALL RIGHT.

THERE BEING NO SECOND, YOUR MOTION IS NOT ENTERTAINED MS. BOATWRIGHT.

OKAY.

MS. FIDRYCH.

THANK YOU.

DODGE SQUADS.

UM, YES, WE DID HAVE THIS BRIEF CONVERSATION DURING OPERATION COMMITTEE ABOUT, UM, SOME CHANGES AND PART OF THE CONVERSATION WAS REALLY WHAT DICTATES A CHANGE IN SCOPE.

SO, UM, I WOULD LIKE TO SUGGEST THAT AT A, AT A FUTURE MEETING, WE WOULD BE ABLE TO HAVE THAT CONVERSATION AS MR. JUST SAID, WHEN THERE WAS A SIGNIFICANT CHANGE IN COST, A SIGNIFICANT CHANGE IN TIME.

UM, I THINK THAT THOSE ARE TWO, THAT'S A VERY KEY WORD, SIGNIFICANT.

SO, UM, I DIDN'T SECOND THIS MOTION, BECAUSE I THINK THERE NEEDS TO BE MORE DISCUSSION ABOUT WHAT CONSTITUTES A CHANGE IN SCOPE.

SO I WOULD BE VERY HAPPY TO PUT THAT, UM, FORWARD AS A SUGGESTED TOPIC AT THE OPERATIONS COMMITTEE.

WOULD ANYBODY ELSE LIKE TO SPEAK THAT IS NOT SPOKEN

[00:55:01]

DR.

WISNIEWSKI SORRY.

THANK YOU.

MADAM CHAIR.

AND, UM, MS. FIDRYCH, WHEN IT DOES COME TO OPERATIONS COMMITTEE, I WOULD ASK THAT IF THERE'S ANYTHING IN REGARD TO POLICY THAT MAY NEED TO COME TO THE POLICY COMMITTEE, THAT YOU SEND IT THERE, BECAUSE I DO NOTE THAT WE HAVE SOME, UM, POLICIES IN REGARD TO FACILITIES AND CONSTRUCTION, WHERE THIS COULD EASILY JUST BE A LITTLE INSERTION TO FIX THAT.

THANK YOU.

ANYONE ELSE THAT HAS NOT SPOKEN MR. SMITH? UH, THIS SHOP THAT SOMEHOW MY COLLEAGUES, UH, GET AMNESIA AND ONE OF OUR JOBS ACTUAL THE PHYSICAL AUTONOMY, AND WHEN IT COMES DOWN TO IT, IT SEEMED LIKE IN MY OPINION, THAT YOU KNOW THAT SOME OF US, WE, WE DON'T TAKE THIS, UH, SERIOUS, OR MR. SMITH BRINGS UP THAT MOTION AND SOME PEOPLE MAY BE OFFENDED.

THEY MIGHT NOT LIKE WHAT I SAY, BUT IT IS WHAT, AT THIS POINT IT IS WHAT IT IS IS THAT, YOU KNOW, THAT WE CAN SAY, WELL, WE COULD POSSIBLY ENTERTAIN IT, BUT BASED UPON THE MOTION, I'VE SEEN YOU START WITH ONE MOTION AND I'VE SEEN A MOTION CHANGE BECAUSE SOMEONE AGREE WITH IT.

AND THEY GOT A SECOND TO, UM, TO, TO, TO, TO, UM, MODIFY THAT MOTION.

AND, BUT THEN TODAY IS JUST LIKE, OH, WELL, MRS. MILLER BROUGHT THE MOTION UP.

SO, UM, BECAUSE HE BROUGHT IT UP NOW, NOW WE'RE GONNA IGNORE THAT.

WE ARE, WE'RE NOT, WE'RE NOT, IT'S NOT IMPORTANT TO US.

SO IT'S NOT A PART OF MY JOB.

I JUST WANT TO LET IT JUST DO REMIT.

REMEMBER THAT THIS FIDUCIARY RESPONSIBILITIES IS A PART OF OUR JOB AND UNDERSTANDING EVERYONE, WE MAY ALL NOW AGREE, BUT I DO BELIEVE THAT THAT THE FINANCIAL AND THINGS CHANGING US, UH, PROVEN THINGS THAT, THAT IS IMPORTANT TO THE PUBLIC, BECAUSE IF WE WERE TALKING ABOUT, WE WANT ANOTHER REFERENDUM, THEN IF THINGS ARE BEING CHANGED AND WE'LL ALL BE LOOKING AT NOW KNOCKING SOME MAGIC BULLET, WHAT HAPPENED IN THE FUTURE? I'M SURE SOME OF YOU DON'T LIKE DON'T LIKE THAT.

WELL, THANK YOU, MR. .

OKAY.

THANK YOU.

MADAM CHAIR.

I JUST WANT TO EXPLAIN THE REASON I DIDN'T SECOND THAT BECAUSE, YOU KNOW, OBVIOUSLY I'VE BEEN HARPING ON THIS FOR AWHILE IS EXACTLY WHAT MS. SAID, SIGNIFICANT HAS TO BE DEFINED.

UM, YOU KNOW, WE DON'T WANT TO EVERY NICKEL AND DIME CHANGE, UH, BROUGHT BACK TO THE BOARD, WHAT WE WANT, SIGNIFICANT CHANGES.

AND THAT'S THE WORD THAT WE'RE GOING TO HAVE TO DEVELOP A DEFINITION FOR IN THE OPERATIONS COMMITTEE, UH, EITHER A PERCENTAGE OR A DOLLAR AMOUNT OR WHATEVER.

UM, AND THEN WE CAN HAVE A EMOTION, UM, THAT IS SPECIFIC AND AS CHIEF.

UM, SO THAT'S THE ONLY REASON I DID.

I DIDN'T SUPPORT THIS MOTION.

THANK YOU.

I SPELL IT.

RIGHT.

THANK YOU.

UM, I HAVE TWO COMMENTS.

ONE, MY INITIAL THOUGHT WAS WITH THE MOTION WAS TO REFER IT TO OPERATIONS COMMITTEE FOR THE SAME REASON.

I THINK WE ALL THINK THIS IS A VERY VALID CONCERN THAT NEEDS SOME FURTHER FLESHING OUT.

I DON'T THINK THAT OUR PUBLIC SESSION BOARD MEETINGS ARE THE APPROPRIATE PLACE.

IT WASN'T ON THE AGENDA.

WE DON'T NECESSARILY HAVE THE STAFF.

WE DON'T HAVE THE RESEARCH.

WE DON'T HAVE.

I LIKE TO DO A LOT OF RESEARCH BEFORE I COME TO A DECISION.

SO BRINGING SOMETHING UP, THAT IS WHY WE HAVE COMMITTEES.

WE, WE FLESH THINGS OUT AND COMMITTEES.

WE GET THEM TO A POINT WHERE WE ALL UNDERSTAND IT, THEN WE BRING THEM AND THEN WE CAN HAVE A GOOD DEBATE THROWING EMOTION OUT WITHOUT IT BEING ON THE AGENDA, WITHOUT IT GOING THROUGH COMMITTEE, I THINK RUNS THE RISK OF MAKING THE WRONG DECISION.

SO THAT'S MY FIRST COMMENT.

THE SECOND COMMENT IS I WOULD LIKE TO REMIND ALL OF US ON THIS BOARD, THAT ACCORDING TO ROBERT'S RULES, WE CANNOT ATTACK THE MOTIVES OF OTHER BOARD MEMBERS.

IT IS SECTION 43, SECTION 21.

IF A MEMBER DISAGREES WITH ANOTHER STATEMENT IN REGARD TO AN EVENT THAT BOTH WITNESS, HE CANNOT STAY INTUBATED, THEIR STATEMENT IS FALSE.

YOU CAN SAY OTHER THINGS YOU CAN GO AFTER THE MEASURE THAT'S BEING TAKEN, BUT YOU CANNOT ASSIGN THE IDEA THAT WE DO NOT TAKE OUR JOB SERIOUSLY.

UM, OR THE IDEA THAT WE HAVE AMNESIA, NOT ONLY DO I THINK THAT'S UNPROFESSIONAL, IT GOES AGAINST ROBERT'S RULES OF ORDER.

SO I'M NOT GOING TO MAKE A POINT OF CALLING A MEMBER TO ORDER, BECAUSE I THINK IT'S A GOOD REMINDER FOR EVERYBODY DURING THESE VERY TENSE TIMES, WE CANNOT ASSIGN INTENT TO ANOTHER MEMBERS DISCUSSION.

ALL RIGHT.

THERE BEING NO FURTHER HANDS UP.

UH, THANK YOU.

UM, MR. CORVIN FOR YOUR PRESENTATION, MS. FIDRYCH.

YES.

YOU CAN START HOLDING.

THANK YOU FOR THE CONSTRUCTION UPDATE.

AND SO NOW WE'RE GOING, I THINK MR. SMITH NOW WANTS TO ASK HIS FOYER QUESTION, BUT WE'RE, WE'RE GOING TO GO INTO THE REFERENDUM MID PROGRAM RESET.

OKAY.

OKAY.

AT MY HAND UP PRIOR TO HER MAKING THAT ANNOUNCEMENT, AND ACTUALLY THAT WAS JUST GOING TO SIT, UM, I, THE LAST STATEMENT THAT WAS MADE, UM, I, I DON'T, I DON'T REMEMBER ANYONE'S CALLING WAS COPYING ANYONE AMNESIA.

[01:00:01]

I DO.

I DO REMEMBER SAYING THAT MAYBE I HAVE MR. SMITH HAD, YOU ARE OUT OF WATER.

YOUR MOTION WAS NOT SECONDED, AND THERE'S NO FURTHER DISCUSSION ABOUT IT.

GO AHEAD AND WE'LL CARRY ON THOUGH.

OKAY.

SO THE NEXT ITEM FROM THE OPERATIONS COMMITTEE IS, AS I REFERENCED EARLIER, UM, THE REFERENDUM MID PROGRAM RESET, THERE WAS A LOT OF TIME, A LOT OF ANALYSIS THAT WENT INTO THIS RESET.

AND I THINK THAT AFTER MR. CORBIN PRESENTS THE INFORMATION TO THE PUBLIC AND TO THE BOARD, YOU'RE GOING TO WALK AWAY WITH GREAT CONFIDENCE AND HOW THE REFERENDUM IS BEING RUN.

SO, MR. CORBYN, IF YOU WOULD PLEASE, THANK YOU, MS. FIDRYCH AND LOOK, GO AHEAD AND GO TO THE NEXT SLIDE.

I'M GOING TO START WITH THE SUMMARY.

UM, WE PUT A LOT OF WORK INTO THE MID PROGRAM RESET, BUT THAT WORK CONSISTED OF, YOU KNOW, CONFIRMING WHAT SCOPES REMAIN, UH, ASSOCIATED WITH ALL OF THE PROJECTS, UH, IN THE REFERENDUM.

WE ALSO WENT THROUGH DETAIL, UH, UH, ANALYSIS FOR PROGRAM SAVINGS, BOTH FORECASTED AND ACTUAL.

I'LL GO A LITTLE BIT MORE INTO DETAIL ON THAT SHORTLY.

UH, WE ALSO WENT THROUGH, UH, THE VARIOUS PROJECTS THAT WILL, UH, NEED BUDGET INCREASES.

THOSE HAVE ALL BEEN CALCULATED WITH THAT BEING SAY SAID, THE GREAT NEWS THAT I HAVE TO SHARE IS THAT OUR ANALYSIS INDICATES THAT THE REMAINING REFERENDUM SCOPE CAN BE COMPLETED WITHIN THE ORIGINAL REFERENDUM BOND TOTAL OF $344,610,000.

SO MOVING ON TO THE NEXT SLIDE, TALK A LITTLE BIT ABOUT OUR ACTUAL END FORECAST SAVINGS, UH, FOR COMPLETED PROJECT SCOPES.

UH, WE USE THE CURRENT MONTHLY FINANCIAL REPORTS, UH, TO DIVE IN AND LOOK AT, UH, THE REMAINING UNSPENT PROJECT LEVEL FUNDS, UH, FOR PROJECTS THAT ARE NEARING COMPLETION, SUCH AS BUFORD ELEMENTARY, WE MEET WITH THE PROJECT MANAGER AND WE GO THROUGH AN ANALYSIS THAT I REFER TO AS COST TO COMPLETE.

AND FOR EXAMPLE, AT BUFORD ELEMENTARY, WE WERE AWARE THAT THERE WAS AN AMENDMENT COMING FORWARD ASSOCIATED WITH THAT FIRE PUMP THAT YOU HEARD ME SPEAK OF EARLIER TONIGHT.

SO WE, WE MADE SURE THAT WE'VE IDENTIFIED ANY OF THOSE REMAINING ITEMS. UH, BEFORE WE, WE, WE, WE LOOK AT WHAT SAVINGS THE PROJECT CAN HAVE AND BRING FORWARD, UH, THE OTHER, UH, ITEM THAT I'LL GO INTO AND SHARE AS WE GET INTO THE ATTACHMENT IS RELATED TO, UH, THE FORECASTED AMOUNT OF SAVINGS THAT CAN BE RETURNED FROM OUR PROJECTS THAT ARE EARLY ON IN THEIR CONSTRUCTION, UH, PHASES.

UH, OUR EARLIER PROJECTS, SUCH AS THE ADDITIONS THAT MAY RIVER HIGH SCHOOL AND RIVER RIDGE ACADEMY, UH, WERE COMPLETED WITH VERY LITTLE USE OF THE CONSTRUCTION CONTINGENCY, BUT WE WENT IN AND FOUND SEVEN ADDITIONAL PROJECTS THAT WERE, UH, VERY CLOSE TO REACHING THE COMPLETION PHASE.

AND WE ANALYZE THEIR USE OF, UH, OF THE, UH, UH, PROJECT LEVEL CONSTRUCTION CONTINGENCY.

AND FOR THOSE PROJECTS, WE SAW FIGURES CLOSER TO AN AVERAGE OF 25%.

AND IN SOME CASES, A WELL ABOVE 30%, BUT SO THAT WE APPROACHED THIS MID PROGRAM RESET ON A CONSERVATIVE BASIS, WE ONLY FORECAST IT RETURNING 20% OF THE 5%, UH, CONSTRUCTION CONTINGENCY THAT'S EMBEDDED INSIDE EACH OF THE GUARANTEED MAXIMUM PRICE PROPOSALS.

UH, THIS INFORMATION IS YOU HEARD MS. FREDERICK SHARE.

WE DID, UH, SHARE IT WITH THE CLOCK, UH, AT OUR MEETING EARLIER THIS MONTH.

AND WE ALSO SHARED IT WITH OUR FINANCE COMMITTEE ON OCTOBER 12TH BEFORE SHARING IT WITH THE, UH, UH, OPERATION COMMITTEE.

THE INTENT OF THAT MEETING WITH THE FINANCIAL COMMITTEE OF THE CLOCK ON OCTOBER 12TH WAS MORE OF A OPPORTUNITY TO USE THOSE RESOURCES AS A SOUNDING BOARD TO MAKE SURE THAT THE INFORMATION THAT WE'RE PRESENTING TONIGHT IS AS CLEAR AND CONCISE AS POSSIBLE.

SO WITH THAT SAID, I'D LIKE, UH, ROBIN, IF YOU COULD PULL UP AN ATTACHMENT EIGHT, A THAT'S EIGHT B UH, EIGHT, EIGHT IS THE SAVINGS ONE, PLEASE.

THAT'S IT.

SO, UH, WHAT, WHAT I DID HERE, ONCE AGAIN, I STARTED WITH, UH, UH,

[01:05:01]

AN EXECUTIVE SUMMARY AND YOU SEE COLOR CODING AND THAT COLOR CODING WILL COME INTO PLAY AS WE GO, UH, INTO THE NEXT COUPLE OF PAGES, BUT WANTED TO BEGIN WITH AN OVERALL, UH, RECAP, UH, AS PART OF THE BOND REFERENDUM, UH, A PROGRAM LEVEL CONTINGENCY WAS ESTABLISHED, UH, THAT AMOUNT WAS $17,781,187.

UH, OUR PROGRAM CONTINGENCY FUNDS USED TO DATE ARE TRACKED IN OUR CONTINGENCY LOG THAT, UH, WAS PROVIDED WITH THE CONSTRUCTION UPDATES THIS EVENING.

UH, THOSE FUNDS USE TO DATE ARE JUST OVER 15.6 MILLION.

SO THAT W UH, RESULTS IN A CURRENT AVAILABLE PROGRAM CONTINGENCY BALANCE OF JUST OVER 2.17 MILLION.

UH, WHEN WE GET TO THE NEXT PAGES, YOU'LL SEE THAT, UH, FOR THE FOURTH QUARTER OF THIS YEAR, WE'RE GOING TO BE RECOMMENDING BUDGET TRANSFERS, TAKE PLACE FROM THE PROJECT LEVELS THAT ARE LISTED TO GO BACK TO PROGRAM CONTINGENCY.

THE AMOUNT THAT'S BEING RECOMMENDED IS, UH, ALMOST 9.9 MILLION, UH, BY TRANSFERRING THESE FUNDS ACT PROGRAM CONTINGENCY, IT WILL BRING OUR CONTINGENCY BALANCE BACK UP TO A FIGURE OVER 12 MILLION.

UH, WE'LL HAVE ADDITIONAL, UH, BUDGET TRANSFERS THAT WE'VE IDENTIFIED THAT WILL TAKE PLACE IN THE FIRST QUARTER OF NEXT YEAR.

THOSE FUNDS ARE FORECASTED TO, UH, TOTAL JUST OVER 4.5 MILLION, UH, THAT BRINGS OUR RUNNING BALANCE THAT WE'RE PUTTING CASH BACK INTO PROGRAM CONTINGENCY TO OVER 16.6 MILLION.

AND BY THE END OF THE FOURTH QUARTER OF NEXT YEAR, THOSE, UH, BUDGET TRANSFERS THAT ARE LISTED ON THE NEXT COUPLE PAGES ARE FORECASTED AT 3.7 MILLION.

SO OUR UPDATED PROGRAM CONTINGENCY BUDGET THAT'S FORECASTED FROM THESE TRANSFERS GETS US BACK TO A FIGURE HIGHER THAN WHAT WE BEGAN THE PROGRAM WITH THAT FORECAST.

THAT TOTAL IS 20.4 MILLION.

AND WE'LL COMPARE THAT TO THE PROJECT UPDATES, UH, THAT REQUIRE ADDITIONAL HERE SHORTLY, BUT THE COLOR CODING THAT YOU SAW ON THE FIRST PAGE, YOU'LL SEE FROM THIS PAGE HERE, THAT THE FIGURE THAT WAS IN BLUE THERE, THE 2.17 MILLION THAT REMAINS AVAILABLE.

THAT'S WHAT WAS TRANSFERRED OVER TO THE, UH, EXECUTIVE SUMMARY ON PAGE ONE FOR THE BUDGET TRANSFERS THAT ARE BEING RECOMMENDED IN THE FOURTH QUARTER OF THIS YEAR, THEY'RE LISTED THERE INDIVIDUALLY.

AND, UH, FOR REFERENCE, WE DID PROVIDE THE AVAILABLE BUDGET AMOUNTS THAT ARE, UH, FROM THE LATEST FINANCIAL INFORMATION, UH, PREPARED BY THE DISTRICT, AS WELL AS THE RECOMMENDED FUNDS TO TRANSFER THAT FIGURE THERE, UH, FOR THE FOURTH QUARTER, ONCE AGAIN IS JUST OVER, JUST UNDER 9.9 MILLION.

UH, WE DO HAVE, UM, THE, UH, RECAP ON PAGE HERE, SO YOU DON'T HAVE TO GO BACK AND FORTH, BUT BY DOING THAT TRANSFER ON THE FOURTH QUARTER, YOU'LL SEE THAT WE'RE BACK UP TO 12 MILLION, $57,652 ON THE NEXT PAGE.

YOU'LL SEE THE RECOMMENDED AND FORECASTED SAVINGS THAT, UH, ARE LISTED TO TAKE PLACE IN THE FIRST QUARTER OF NEXT YEAR.

UH, THE, THOSE ONCE AGAIN ARE TOTALING 4 MILLION, $573,847.

UH, AND THERE'S THE, THE LINE ITEM BELOW IT THAT SHOWS WHAT THE ADJUSTED BALANCE WOULD BE IN PROGRAM LEVEL CONTINGENCY AFTER, UH, COMPLIMENTING THOSE BUDGET TRANSFERS IN THE FIRST QUARTER, IN THE FOURTH QUARTER OF NEXT YEAR, WE HAVE THOSE PROJECTS LISTED THERE.

AND THE TWO THAT ARE LISTED AT THE BOTTOM THAT ARE IN YELLOW.

THAT'S WHAT I WAS SHARING EARLIER ABOUT THE FORECAST AND SAVINGS FROM OUR CURRENT AMENDMENTS.

UH, WE DID WANT TO, UH, RECOGNIZE THAT FOR ALL OF OUR PROJECTS, WE ARE SEEING SAVINGS BEING RETURNED.

AND WITH THAT, WE WANTED TO MAKE SURE THAT, UH, UNDER THIS ANALYSIS, WE CAPTURE THAT FINANCIAL INFORMATION.

AND ONCE AGAIN, WE TOOK A VERY CONSERVATIVE APPROACH AND, UM, IN OUR MODELING 20% OF THE 5% TO BE FORECASTED AS SAVINGS, AND THAT'S, UH, FROM TWO DIFFERENT AREAS, ONE'S FROM OUR CURRENT AMENDMENTS.

AND THE SECOND ONE WILL BE FOR OUR FUTURE AMENDMENTS FOR THE REMAINING WORK THAT STILL NEEDS TO BE PUT UNDER CONTRACT.

WE CALCULATED EACH OF THOSE FIGURES.

AND ONCE AGAIN, WITH THOSE, UH, FORECASTED AND RECOMMENDED BUDGET TRANSFERS,

[01:10:01]

OUR ADJUSTED BUDGET, UH, GOING BACK INTO PROGRAM LEVEL CONTINGENCY DOES, UH, TAKE US OVER TO THE ORIGINAL STARTING POINT TO A FIGURE THAT'S BEEN FORECASTED TO BE CLOSE TO 20.4 MILLION.

SO WITH THAT, I'LL PAUSE THERE TO SEE WHAT QUESTIONS THERE MAY BE FROM THE INFORMATION RELATED TO OUR RECOMMENDED IN FORECASTED BUDGET TRANSFERS, THINKING ABOUT A CHAIR.

HI, MR. CORBIN, CAN YOU EXPLAIN TO ME ITEM, UH, ON THE BUDGET TRANSFERS TO PROGRAM CONTINGENCY FOR Q1 2022? THE BULK OF THAT IS MAY RIVER HIGH, WHICH SHOWS AN ATHLETICS, A SCOPE, A BUDGET OF 7,000,007 POINT.

AND WE'LL GIVE YOU ALL THE NUMBERS 7.5 AND A FORECASTED FUNDS TO 3.3 MILLION.

MY UNDERSTANDING IS WE HAVEN'T EVEN STARTED PLANNING THE ATHLETICS ACCORDING TO THE, UM, WHAT'S ON OUR WEBSITE FOR THE ATHLETICS PROGRAM.

SO CAN YOU HELP ME UNDERSTAND THOSE NUMBERS? OKAY, GLAD TO, UH, IT WAS ACTUALLY A GOOD SITUATION, THE, UH, ANALYSIS, LIKE I HAD BEGUN THE SECTION WITH, WE WENT THROUGH AND LOOKED AT THE LEVEL OF DETAIL FROM THE SCOPE THAT WAS PRESENTED TO THE CITIZENS AND VOTERS AT EACH AND EVERY CAMPUS.

WHEN WE GOT TO MAY RIVER HIGH SCHOOL, WE LOOK CLOSELY AT THE ATHLETIC SCOPE THAT WAS TO BE PROVIDED AT MAY RIVER HIGH.

AND WHEN WE WENT THROUGH THE, UH, ROUGH ORDER OF COST MAGNITUDE ESTIMATES THAT WE PREPARED FOR THE ATHLETICS THAT MA MAY RIVER HIGH IS TO RECEIVE THE ORIGINAL BUDGET OF 7.5 MILLION IS WAY TOO HIGH.

IT DOES NOT REQUIRE THAT LEVEL OF, UH, FUNDING.

AND, UH, ONCE AGAIN, WE, WE TOOK A CONSERVATIVE APPROACH AND WE FEEL COMFORTABLE IN SAYING THAT WE COULD TRANSFER FUNDS AWAY FROM MAY RIVER, HIGH ATHLETICS, LEAVING THEM STILL OVER $4.2 MILLION TO ACCOMPLISH THE ATHLETICS THAT, UH, ARE ASSOCIATED WITH THE APPROVED SCOPE.

AND THAT, UH, WILL BE SUFFICIENT TO DELIVER ON THE SCOPES THAT WE ARE, UH, TASKED TO DELIVER.

NOT VERY WELL NOW, CAN YOU HEAR ME? YES.

OKAY.

SO THIS IS, AND THIS IS WHY I KNOW WE'RE GOING TO TALK ABOUT SCOPE AND OPERATIONS COMMITTEE.

WHEN YOU TALK ABOUT THE APPROVED SCOPE, WHEN I GO TO THE SOURCE DOCUMENTS FOR MAY RIVER HIGH, AND I LOOK AT ATHLETIC IMPROVEMENTS, THERE'S TWO ITEMS, LACROSSE, FIELD RESTROOM FACILITY, AND TENNIS BLEACHERS, BUT I'M SHOWING A BUDGET OF 7.5 MILLION OF WHICH YOU'RE STILL APPARENTLY GOING TO NEED 4.5 MILLION.

SO CAN YOU TELL ME WHAT'S IN THE APPROVED SCOPE FOR MAY RIVER AND WHERE I COULD FIND THAT INFORMATION, THAT INFORMATION IS AVAILABLE STILL ON THE DISTRICT WEBSITE.

IF YOU REMEMBER, THERE WAS A ONE PAGE DOCUMENT THAT WAS PREPARED FOR EACH CAMPUS.

YOU CAN GO BACK AND PULL THAT UP.

THAT'S THE SAME SOURCE DOCUMENTS.

UH, OUR TEAM USED IN THIS MID PROGRAM RESET.

THAT'S WHAT I'M LOOKING AT.

AND UNDER ATHLETIC IMPROVEMENTS, IT JUST HAS LACROSSE FIELD RESTROOM, FACILITY, AND TENNIS BLEACHERS.

I'M LOOKING AT THE ONE PAGE SOURCE DOCUMENT ON OUR WEBSITE FOR MAY RIVER HIGH.

YES.

SO WE HAVE $12 MILLION BY THE THEN FOR LACROSSE.

I DON'T HAVE AN OPEN IN FRONT OF ME, BUT THAT, THAT, THAT, THAT IS MY RECOLLECTION, THAT THERE WAS ONLY A FEW ITEMS THAT MAY RIVER HIDE TO BE ADDRESSED, UH, UNDER ATHLETICS.

OKAY, WELL, WE'LL, WE'LL TALK ABOUT THIS IN OPERATIONS.

I JUST DON'T UNDERSTAND WHY WE GOT $7.5 MILLION.

AND ESPECIALLY SINCE IT SAYS, WE'RE NOT GOING TO START CONSTRUCTION TILL FALL OF 20, 22, AND YET YOU'RE ALREADY RECOMMENDING TRANSFERS.

SO I JUST, I FEEL LIKE THERE'S AN ISSUE THERE THAT WE NEED TO KIND OF LOOK INTO A LITTLE BIT FURTHER.

AND THIS IS ONE OF THE REASONS WHY WE PUT THIS INTO THE CATEGORY OF A Q1 BUDGET TRANSFER AND NOT IN THE FIRST ONE.

UH, WE ANTICIPATED THAT THERE MAY BE SOME QUESTIONS RELATED TO THAT, AND IT GIVES US A CHANCE TO WORK THROUGH THOSE DETAILS, UH, AT, UH, THE APPROPRIATE TIME.

YOU CAN LOWER YOUR HAND, PLEASE.

THANK YOU.

ALRIGHT, SO MADAM CHAIR, NO MORE QUESTIONS.

NOPE.

NO ONE ELSE HAS THEIR HAND UP.

ALL RIGHT, MR. CORBIN.

ALL RIGHT.

WE'LL GO BACK TO THE POWERPOINT FOR JUST A SECOND SLIDE 49.

IF WE COULD, PLEASE, WE'LL TALK A LITTLE BIT ABOUT THE, UH, BUDGET INCREASES THAT WERE IDENTIFIED AS PART OF THE, UH, UH, MID PROGRAM RESET.

UH, THE

[01:15:01]

ONE THING THAT I DO WANT TO MAKE SURE EVERYONE'S AWARE IS THAT WHEN WE MAKE A RECOMMENDATION TO TRANSFER FUNDS, WE ARE MAKING THAT RECOMMENDATION TO PUT IT BACK INTO THE PROGRAM LEVEL CONTINGENCY.

WE DON'T WANT TO DISPERSE THESE FUNDS THAT ARE BEING RECOMMENDED TO BE TRANSFERRED OUT TO THE PROJECT LEVEL, UH, BECAUSE WE WON'T HAVE ONE OF THE NUMBERS EXACTLY RIGHT OUT OF ANY THAT WE DID, WE'LL GET CLOSE FOR.

SOME WILL BE HIGH, SOME WILL BE LOW, BUT THE KEY IS, IS THAT BY PUTTING THEM BACK INTO PROGRAM CONTINGENCY, THE TRANSPARENCY AND THE TRACKABILITY OF THOSE FUNDS WILL BE PRESENT IN THAT PROGRAM.

LA CONTINGENCY LOG WILL SHOW WHERE THE DOLLARS CAME BACK IN FROM AS WELL AS EACH AND EVERY USE AS THOSE, UH, DOLLARS, UH, ARE PUT TO USE FOR THOSE PROJECTS THAT REMAIN, THAT REQUIRE ADDITIONAL FUNDS TO COMPLETE.

UM, ALL, UH, THIS INFORMATION WAS SHARED WITH THE CLOCK, UH, AT THE OCTOBER MEETING.

AND WE ALSO WENT OVER IT WITH THE CLOTH FINANCIAL COMMITTEE ON OCTOBER 12TH.

AND ONCE AGAIN, WE USED THEM AS A SOUNDING BOARD.

AND, UH, I GUESS WITHOUT ANY FURTHER ADO, LET'S MOVE FORWARD AND OPEN UP, UH, ATTACHMENT EIGHT B EIGHT B, AND GO TO THE TOP.

THERE YOU GO.

I BEGAN ONCE AGAIN WITH AN EXECUTIVE SUMMARY, UH, WHERE WE ARE RIGHT NOW IS THAT, UH, WE ARE FORECASTING FOR THE END OF THIS YEAR.

UH, ADDITIONAL PROJECTS OR PROJECTS WILL REQUIRE ADDITIONAL FUNDS, UH, APPROACHING ALMOST 2.9 MILLION.

SO IF YOU GO BACK AND RECALL, WHAT DO WE HAVE AVAILABLE IN PROGRAM LEVEL CONTINGENCY? CURRENTLY, IT'S ONLY 2.1, 7 MILLION.

SO WE DO NEED TO TRANSFER SOME FUNDS BACK IN, UH, FOR THE FIRST QUARTER OF NEXT YEAR, OUR FORECAST, IT INCREASES, UH, ARE JUST OVER 0.6 MILLION.

SO, UH, DOING THE MATH ON A RUNNING SUBTOTAL, IF WE ADD THE 7.6 TO THE 2.89 BRINGS US NOW TO 10 POINT ALMOST 10.5 MILLION, UH, WITH THE 10.5 MILLION, WE'RE STILL IN GOOD SHAPE BASED ON THE RECOMMENDED Q4 BUDGET TRANSFERS, UH, THE AMOUNT AVAILABLE IN PROGRAM CONTINGENCY.

ONCE WE DO THOSE TRANSFERS WILL BE, UH, 12,057,000.

SO WE'LL COVER THE INCREASES THAT ARE FORECASTED IN THE FIRST QUARTER, SECOND QUARTER OF NEXT YEAR, THE FORECASTED INCREASES, OR JUST OVER 2.7 MILLION, BRINGING OUR OVERALL BUDGET INCREASES, UH, UH, NEEDING, UH, 13.2 MILLION.

UH, THAT'S FIGURE IS HIGHER THAN WHAT WE HAVE, UH, IN PLACE BY THE END OF THIS YEAR.

AND THAT'S WHY THERE'S THE FIRST QUARTER, UH, BUDGET TRANSFERS THAT WE JUST WENT OVER FOR NEXT YEAR.

AND THEN IN THE FOURTH QUARTER, WE HAVE A BUDGET INCREASE AS FORECASTED TO BE 2.8 MILLION IN CHANGE.

AND IN THE FIRST QUARTER OF 2023, THE FORECAST INCREASE THERE'S $400,000.

THE GOOD NEWS IS, IS WHEN YOU COMPARE THIS BOTTOM LINE ON THIS SHEET OF WHAT OUR FORECASTED INCREASES ARE, IT'S $16.4 MILLION.

AND WHEN YOU GO BACK AND RECALL THE FIGURE I SHARED UNDER THE PROGRAM CONTINGENCY AND WHAT THAT FIGURE CAN GET BACK TO WHEN WE DO OUR RECOMMENDED AND FORECAST TO TRANSFER, IS THAT FIGURES 20.4 MILLION.

SO WE'RE TALKING ALMOST AN ADDITIONAL $4 MILLION THAT WE BELIEVE, UH, WILL BE PRESENT OR POSSIBLE TO BE PRESENT WITH OUR RECOMMENDED AND FORECAST.

IT TRANSFERS TO PROGRAM CONTINGENCIES.

AND LIKE I SAID, COMPARING THAT TO OUR FORECAST, THAT ADDITIONAL BUDGET INCREASES W W W WE'RE SETTING IN A VERY GOOD POSITION, UH, UH, TO BE ABLE TO COMPLETE THIS PROGRAM AS I BEGAN THIS CONVERSATION, UH, WITHIN THE ORIGINAL, UH, UH, TOTAL, UH, BOND REFERENDUM FUNDS.

IF WE GO TO THE SECOND PAGE OF THIS ATTACHMENT EIGHT B YOU'LL SEE THE LISTED BUDGET INCREASES, UH, FOR EACH OF THE QUARTERS, THERE ARE THEY, THEY LIST THE, UH, UH, SCHOOL NAME AS WELL AS WHAT SCOPE WILL REQUIRE THE FORECASTED INCREASE AND WHAT THAT FORECASTED BUDGET INCREASE AMOUNT IS.

AND ONCE AGAIN, THESE FIGURES ON THIS PAGE, ALL FEED THE EXECUTIVE SUMMARY THAT I JUST WENT OVER IN DETAIL THERE.

UM, IN THE INTEREST OF TIME, I WILL NOT GO THROUGH, UH, EACH OF THESE, UH, VARIOUS, UH,

[01:20:01]

UM, PORTIONS OF THIS PAGE HERE, BUT I WILL GO TO THE BOTTOM AND SPEAK A LITTLE BIT ABOUT THE LAST ONE.

UM, FOR THE FIRST QUARTER OF 2023, WE PUT INTO THE MID PROGRAM RESET FOR THE TIME BEING, UH, AN ADDITIONAL FORECASTED INCREASE OF $400,000 AT BUFORD HIGH.

THIS IS TO EXTEND THE IT, UH, TO THE STADIUM WHEN THE BOARD APPROVED THE GMP AMENDMENT, UH, FOR BUFORD HIGH, THE INTENT WAS TO CAPITALIZE AND UTILIZED AN EXISTING CONDUIT PATHWAY FROM THE MAIN CAMPUS THAT GOES DOWN TO THE STADIUM.

BUT AS WE, UH, OPENED UP, UH, THAT PATHWAY TO, UH, UH, LOOK AT THE FEASIBILITY OF IT, UH, WE FOUND SECTIONS HAD BEEN CRUSHED OVER THE, OVER THE COURSE OF TIME, AS WELL AS OTHER SECTIONS THAT HAVE JUST FLOODED WITH WATER.

AND BECAUSE OF THAT, UH, WE CAN'T UTILIZE, UH, THAT, THAT EXISTING PATHWAY AND THE COST TO INSTALL, UH, THE, THE PATHWAY AND TO COMPLETE THAT IT WORK AT THE STADIUM HAS BEEN FORECASTED TO REQUIRE A BUDGET INCREASE OF $400,000 AND TALKING THIS THROUGH WITH, UH, UH, THE DISTRICT, WE THOUGHT IT WAS, UM, UH, PRUDENT TO PUT THIS AT THE END AND MAKE SURE THAT ALL OF THE OTHER SCOPES THAT HAVE BEEN PROMISED ARE DELIVERED UPON, AND IT LOOKS LIKE IT'S SAFELY CAN BE, UH, BUT JUST IN AN ABUNDANCE OF CAUTION, WE WANT TO PUT THAT THERE, UH, IN THAT FIRST QUARTER OF 20, 23, TO MAKE SURE THAT EVERYTHING ELSE NEEDED ADDITIONAL FUNDS HAS RECEIVED THE ADDITIONAL FUNDS THEY NEEDED.

AND THEN WE CAN GO IN AND, UH, ADDRESS THE, UH, UH, 400,000 ADDITIONAL, UH, INCREASE THAT'S NEEDED AT BUFORD HIGH.

SO WITH THAT, I WILL PAUSE NOW TO SEE WHAT QUESTIONS THERE MAY BE FROM THE BUDGET INCREASED SIDE OF THIS PRESENTATION.

MS. BOOT, RIGHT.

YOU HAVE YOUR HAND UP WHAT? OKAY, GO AHEAD.

HELLO AGAIN, MR. CORBIN.

UM, SO I THINK ONE COMMENT I WOULD SAY IS OBVIOUSLY ON THESE BUDGET INCREASES SOME OF THE BIG TICKET ITEMS, AND THIS WAS TRUE WHEN WE DID SOME OF THE CONTINGENCIES TECH AND INFRASTRUCTURE TECHNOLOGY.

IT SEEMED LIKE IT WAS A BIG COST OVERRUN.

SO HOPEFULLY THAT'S KIND OF A LESSON LEARNED GOING FORWARD ON THESE REFERENCE.

I MEAN, IT'S VERY HARD TO, ESPECIALLY RIGHT NOW WITH THE SUPPLY SHORTAGES TO ANTICIPATE TECHNOLOGY.

MY QUESTION IS THIS, SO USING JUST AS AN EXAMPLE, SHANKLIN ELEMENTARY SCHOOL SAYS THE AVAILABLE BUDGETS 2 43 FORECASTED BUDGET INCREASE OF BASICALLY ROUGHLY A MILLION DOLLARS 9, 9, 9 2, AN ADJUSTED BUDGET OF 1.2, FOUR, THREE.

UM, WE ACTUALLY APPROVED IN JUNE, UH, BUDGET INCREASE ON, UH, AN AMENDMENT ON SHANKLIN FOR US.

I'M TRYING TO GET TO I THINK, 600 AND SOMETHING, A THOUSAND DOLLARS.

SO HOW IS THAT NUMBER INCLUDED? LIKE, HAVE WE ALREADY GONE THROUGH THAT? AND WE ONLY HAVE 243 AVAILABLE AND YOU NEED AN ADDITIONAL 999, I'D HAVE TO GO BACK AND LOOK AT THE PREVIOUS AMENDMENT YOU'RE REFERENCING TO ENSURE THE, THE ANSWER THERE, BUT THE REMAINING SCOPE THAT HAS NOT BEEN PUT UNDER CONTRACT DOES REQUIRE A TOTAL OF JUST OVER 1.2 MILLION.

SO WHEN WE LOOK AT WHAT IS CURRENTLY AVAILABLE IN THE TECHNOLOGY INFRASTRUCTURE BUDGET AT SHANKLIN, THERE'S 243,697, WHAT WE DID, AND I APOLOGIZE FOR NOT GOING INTO THE DETAIL TONIGHT, AS WE DID WITH THE OPERATION COMMITTEE, WE, WE DID GO THROUGH, WE'VE APPLIED ALL OF OUR LESSONS LEARNED FROM THE BEGINNING OF THE PROGRAM THROUGH THE END OF LAST MONTH, WE'VE TAKEN INTO ACCOUNT THE COST INCREASES THAT WE'VE EXPERIENCED WITH THE TECHNOLOGY AND INFRASTRUCTURE, AS WELL AS, UH, ENGAGED OUR, UH, CVRE HERE, COST ESTIMATORS TO BETTER FORECAST THAT, UH, COST TO COMPLETE, UH, THAT REMAINING WORK.

UH, BUT AT SHANKLIN, WHEN WE GO BACK AND LOOK AT THE ORIGINAL PROMISED AN APPROVED SCOPE, THAT'S WHAT THAT PROJECT WILL NEED.

THAT'S WHAT OUR FORECAST IS INDICATING ADDITIONAL FUNDS, AS YOU SAID, ALMOST OF A MILLION DOLLARS TO FINISH SHANKLIN ELEMENT, RIGHT? AND THAT'S WHERE I GUESS MY QUESTION COMES IN IT'S AMENDMENT NUMBER 21, WHICH IS, UH, APPROVED BY THE BOARD ON JUNE 30TH FOR AN ADDITIONAL $786,000 AND CHANGE FOR SHANKLIN ELEMENTERIES TECHNOLOGY AND INFRASTRUCTURE.

[01:25:01]

SO WHAT I'M TRYING TO UNDERSTAND IS DOES THIS 1.2, FOUR, THREE, IS THAT THE ACTUAL FINAL, TOTAL AMOUNT OF MONEY WE'RE GOING TO SPEND ON TECHNOLOGY AT A SCHOOL AT SHANKLIN? OR DOES THAT NOT INCLUDE, YOU KNOW, IN OTHER WORDS, THESE NUMBERS DON'T MAKE SENSE TO ME BECAUSE WE DID APPROVE 786.

I DON'T KNOW IF YOU'RE SAYING WE NEED ANOTHER 999,000 IN ADDITION TO THE 786 OR, UM, BECAUSE THAT WAS BACK IN JUNE AND THIS REPORT WAS PREPARED ON OCTOBER 12TH.

SO I WOULD THINK THAT THOSE NUMBERS WOULD BE IN THERE.

IT, THIS IS IN ADDITION TO WHAT HAS PREVIOUSLY BEEN PUT UNDER CONTRACT.

AND FOR MANY OF OUR PROJECTS, WE HAVE DEPLOYED THE WORK THROUGH THE USE OF PHASES SO THAT WHEN IT COMES TO TECHNOLOGY AND INFRASTRUCTURE, FOR EXAMPLE, NOW BEFORE WE CAN REALLY MOVE FORWARD WITH THE SECOND PHASE, WE NEED THE IT ROOMS TO BE CONSTRUCTED, CABLE TRAYS TO BE INSTALLED.

AND, UH, WE ALSO TYPICALLY WE'LL DO, UH, BI-DIRECTIONAL AMPLIFIER TO IMPROVE ON THE FIRST RESPONDERS, RADIO COVERAGE IN THE BUILDING.

UH, THERE'S PROBABLY A LIKELIHOOD THAT THE EARLIER ITEM THAT YOU SPOKE OF, UH, WAS ASSOCIATED WITH ONE OF THE EARLIER PHASES ON THAT CAMPUS.

BUT AS WE LOOK AT ONCE AGAIN, THE WORK THAT STILL NEEDS TO BE ACCOMPLISHED, THAT'S WHAT THIS MID PROGRAM RESET, FOCUSES ON.

AND THE, THE FIGURE IS FORECAST, UH, TO REFLECT HOW MUCH ADDITIONAL FUNDS THE PR EACH PROJECT WILL REQUIRE THIS LISTED TO GET ACROSS THE FINISH LINE.

AND WHEN I SAY GET ACROSS THE FINISH LINE, THAT IS TO COMPLETE ALL OF THE REMAINING SCOPE THAT WAS APPROVED BY THE VOTERS.

ALL RIGHT.

THERE ARE NO ADDITIONAL HANDS UP.

THANK YOU, MR. CORBIN.

THANK YOU, MADAM CHAIR.

UM, I ALSO WANTED TO THANK ALL THE BOARD MEMBERS THAT JOINED THE OPERATIONS COMMITTEE MEETING ON WEDNESDAY.

SO, UM, UH, AN EXPRESS, YOU KNOW, ASKED A LOT OF QUESTIONS AND, UM, MADE SOME COMMENTS ABOUT THIS MID PROGRAM RESET.

SO, UM, THANK YOU AGAIN, MR. CORBYN.

THE LAST THING IS THAT WE ARE HAVING ANOTHER OPERATIONS COMMITTEE MEETING ON OCTOBER 26.

THAT AGENDA IS GOING TO INCLUDE, UH, TWO AAR'S FROM STUDENT SERVICES TO, OH, HE IS, UM, AN ADDITIONAL, SO THERE WAS ENOUGH ON THE DOCKET THAT WE NEEDED TO SCHEDULE ANOTHER MEETING.

SO ALL ARE WELCOME TO THAT ONE AS WELL.

ALL RIGHT.

AND THAT CONCLUDES THE OPERATIONS COMMITTEE REPORT.

AND AGAIN, THANK YOU, MR. CORBYN, MR. AUDITING, BOTH OF YOU PLEASE.

THANK YOUR TEAMS FOR THIS IN-DEPTH WORK.

WE'LL DO HAVE A PLEASANT EVENING.

THANK YOU, SIR.

DR.

RODRIGUEZ.

YEAH, BUT I JUST, JUST WANT TO, UM, ADD A REITERATE THAT ON OCTOBER 21ST THURSDAY, THIS THURSDAY, THERE'S A VIRTUAL COMMUNITY MEETING FOR ROBERT SMALLS INTERNATIONAL ACADEMY THAT WILL BEGIN AT SIX.

UM, AND SO, UH, THIS WILL BE THE THIRD ONE THAT WE'VE HAD FOR, FOR ROBERT SMALLS, AND WE'RE CERTAINLY LOOKING FORWARD TO IT ALL RIGHT THERE BEING NO HANDS UP.

WE'LL MOVE ON TO THE TECHNOLOGY COMMITTEE REPORT, CHAIRED DAVID STRIVEN, DEAR MADAM CHAIR.

UH, THE TECHNOLOGY COMMITTEE MET ON OCTOBER 14TH.

WE REVIEWED, UH, OH E 17 DASH 11 BROADBAND EXPANSION, UM, AND THE COMMUNITY, UH, UNANIMOUSLY RECOMMENDS THAT THE BOARD ACCEPT THAT IT'S IN OUR, UM, CONSENT AGENDA THIS EVENING.

AND THE ESSENCE OF THAT IS BASICALLY THAT WE, UH, OR THE DISTRICT ACTUALLY, UM, IS REACHING OUT TO WHOMEVER, UM, TO ENGAGE IN CONVERSATIONS ON HOW TO, UH, PROVIDE, UH, BROADBAND ACCESS, ESPECIALLY IN UNDERSERVED AREAS.

UM, AND THEY ARE, IN FACT, AREN'T DOING THAT AND EVALUATING SEVERAL OPTIONS.

WE ALSO DISCUSSED, UM, COMPUTER, UH, DAMAGE CHARGES WHEN IT, WHEN A COMPUTER IS RETURNED AT THE END OF THE YEAR AND THERE'S DAMAGE, UM, HOW, HOW ARE THOSE CHARGES MADE TO, YOU KNOW, TO THE PARENTS, UM, AND THE COMMUNITY RECOMMENDED THAT THAT PROCESS BE DOCUMENTED AND SHARED PUBLICLY, UM, SO THAT, UM, EVERYONE KNOWS EXACTLY WHAT THAT PROCESS WILL BE.

[01:30:01]

AND ALSO THAT IT'S SOMEWHAT STANDARDIZED, UH, ACROSS THE VARIOUS SCHOOLS.

UH, WE ALSO REVIEWED THE NUMBER AND, UM, NEED, UH, FOR COMPUTER LABS AND ALSO, UM, MULTI-FUNCTION PRINTERS.

UH, AND THERE'S GOING TO BE A FOLLOW-UP AT OUR NEXT MEETING, UM, TO LOOK AT SOME UTILIZATION STATISTICS TO SEE IF THERE'S, UM, IF WE HAVE UNDERUTILIZED AREAS THAT WE CAN, UH, TAKE ADVANTAGE.

AND THAT ENDS MY REPORT.

THANK YOU, MR. , DO WE HAVE ANY, UH, QUESTIONS OR COMMENTS DR.

THANK YOU.

I JUST WANTED TO ASK A QUESTION ABOUT THAT BROADBAND EXPANSION CONVERSATION.

WAS THERE ANYTHING PRIOR TO SEPTEMBER OF 2021 THAT WAS INDICATED, UM, FOR PARTNERSHIPS OR WORK THAT HAD BEEN DONE? I KNOW THERE WAS A LOT AT THE BEGINNING OF THE PANDEMIC THAT WAS DISCUSSED, BUT I DIDN'T KNOW IF THAT WAS INCLUDED IN THIS REPORT.

I REALLY DIDN'T GO BACK.

WE DIDN'T REALLY GO BACK HISTORICALLY SAW.

I DON'T REALLY KNOW THEN YESTERDAY THAT, UM, PERHAPS TANYA OR, OR ROBERT COULDN'T RESPOND TO THAT OF A, WE FOCUSED, UM, BASICALLY AS YOU POINTED OUT, UH, WHAT HAS OCCURRED SINCE THE PANDEMIC BEGAN.

CAUSE I PUT THE SPOTLIGHT ON IT.

I DON'T KNOW WHAT HAPPENED PRIOR TO THAT.

AND THAT WOULD JUST ADD THAT.

CAN YOU HEAR ME? YES.

YEP.

AND I WOULD JUST ADD THAT THERE CONTINUE TO BE ONGOING CONVERSATIONS, UH, EVEN WITH, UH, UH, WITH THE COUNTY, UH, WORKING ON TRYING TO FIND DIFFERENT ALTERNATIVE SOLUTIONS TO BROADBAND.

UH, THERE ARE PROJECTS AND PLANS, UH, I BELIEVE THAT ARE FOCUSING ON, ON COVERING BROADBAND.

UH, BUT, BUT THEY'RE NOT, UH, ON THE SHELF YET.

RIGHT.

AND SO IT WILL TAKE, I DON'T KNOW, SOMETHING LIKE, UH, FIVE YEARS OR SO TO, TO, TO BEGIN TO GET TO COMPLETION.

AND SO THEY'RE LOOKING AT WAYS THAT THEIR PARTNERSHIPS TOGETHER, WE CAN SORT OF BRIDGE THE GAP BETWEEN NOW AND THEN, UH, IN ORDER TO TRY TO TRY TO PROVIDE AND FACILITATE MORE BROADBAND ACCESS TO MORE, UH, MORE PEOPLE AND FAMILIES ACROSS, ACROSS THE COUNTY.

YEAH.

AND I JUST WANT IT TO MAKE ONE OTHER COMMENT.

I WAS, UM, AS I WAS LOOKING THROUGH THE E I WAS APPRECIATIVE OF THE DETAIL AND THEN ALSO THE AREA THAT SAYS KIND OF PROCEDURALLY, IF ANY FUNDS ARE GOING TO BE REQUIRED FOR US TO PARTICIPATE IN DIFFERENT THINGS THAT THAT'S GOING TO GO TO COMMITTEE AND THEN COME TO THE BOARD.

SO JUST WANTED TO SAY, I APPRECIATE THE DETAIL IN HERE.

THANK YOU.

ALL RIGHT.

THERE BEING NO FURTHER HANDS UP.

THANK YOU.

UM, TO THE TECHNOLOGY COMMITTEE AND MR. FOR HIS REPORT, WE'RE NOW DOWN TO THE, UH, SUPERINTENDENTS

[Superintendent’s Report]

REPORT.

DR.

RODRIGUEZ.

THANK YOU.

UH, THIS EVENING WE BEGIN WITH A SUPERINTENDENTS REPORT WITH FISCAL RESPONSIBILITY AND, UH, I BELIEVE THERE IS SOMEONE FROM, UH, HILTON HEAD ISLAND TO, UH, REPORT ON THE UPDATE.

IF I MAY, UM, WE, WE HAD SCHEDULED MR. TROYER TO BE ON THE MEETING TONIGHT, BUT THE HILTON HEAD TOWN COUNCIL MEETING IS STILL ONGOING.

I THINK SO HE'S NOT AVAILABLE.

UM, SO TO THAT EFFECT, WE REGRETFULLY SAY, WE'LL HAVE TO POSTPONE THIS PRESENTATION UNTIL HE IS AVAILABLE.

UM, IN THE MEANTIME, IF YOU HAVE QUESTIONS ON THE MATERIAL THAT HE PROVIDED FOR YOU TONIGHT, IF YOU'LL SEND THOSE TO TANYA, UH, SHE'LL GET AN ANSWERS FOR YOU AND WE'LL RESCHEDULE HIM IN A LATER DATE.

THANK YOU, REGGIE.

I APPRECIATE IT.

UM, THE NEXT ITEM IS AN UPDATE ON IMPACT FEES.

AND I WANT TO SHARE WITH THE BOARD THAT ON OCTOBER 8TH, UH, MRS. CROSBY AND I MET WITH OUR BUFORD COUNTY ADMINISTRATOR, MR. ERIC GREENWAY TO DISCUSS IMPACT FEES.

MR. GREENWAY INDICATED THAT A FINAL INTER-GOVERNMENTAL AGREEMENT HAS NOT BEEN FINALIZED BETWEEN THE COUNTY AND THE TOWN OF BLUFFTON, UH, THE TOWN DESIRES TO, UH, DISCOUNT IMPACT FEES FOR RESIDENCES WHOSE INCOME LEVELS FALL BELOW THE AVERAGE MEDIAN INCOME OR AMI.

AND THIS, UH, THIS INITIATIVE PROVIDES RELIEF FOR THOSE RESIDENTS WHO NEED AFFORDABLE HOUSING.

THE LAW REQUIRES, UH, THAT THE SCHOOL DISTRICT, UH, IS MADE WHOLE AT THE FULL AMOUNT OF THE IMPACT FEE STATED IN THE STUDY.

AND THEREFORE IF DISCOUNTS ARE PROVIDED EITHER THE TOWN OR THE COUNTY MS. MAKEUP, THE COST DIFFERENTIAL TO THE DISTRICT ON OCTOBER 13TH, FOLLOWING THAT MEETING,

[01:35:01]

UM, MRS. CROSBY AND I MET WITH THE BLUFFTON TOWN MANAGER, MR. STEVEN STEAZ, MR. CONFIRMED, UH, THE INFORMATION OBVIOUSLY THAT WE'D RECEIVED FROM MR. GREENWAY AND, UH, AND INDICATED THAT THE TOWN COUNCIL APPROVED, UH, AN INTER-GOVERNMENTAL AGREEMENT IN INTERGOVERNMENTAL AGREEMENT AND SENATE TO THE COUNTY WITH SOME STIPULATIONS THAT WERE MENTIONED ABOVE, REGARDING AML D AND MY DISCOUNTS, THE TOWN HAD NOT YET RECEIVED AT THAT JUNCTURE ASSIGNED IGA BACK FROM THE COUNTY, AS OF THE DATE OF THE MEETING, UH, MR. GREENWAY, I KNOW IS ACTIVELY PURSUING THE ISSUE AND, UH, BOTH ELECTED BODIES ARE WORKING TOWARDS A RESOLUTION AT THIS TIME.

SO THAT'S THE CURRENT UPDATE THAT I HAVE FOR YOU ON IMPACT FEES.

UM, UH, HOLD ON.

WE HAVE SOME QUESTIONS, MR. STRIVEN JER.

OKAY.

IS YOUR MADAM CHAIR JUST TO ELABORATE A LITTLE ON THE DIFFICULTY THERE, IMPACT FEES ARE ASSESSED WHEN THE PERMIT IS ISSUED, AND THERE'S NO WAY TO KNOW WHEN THE PERMIT IS ISSUED, WHAT THE INCOME OF THE PERSON WHO'S GOING TO BUY THAT PROPERTY IS GOING TO BE.

UM, SO IT'S, IT'S, IT'S A LITTLE BIT OF A THORNY THING TO FIGURE OUT, UM, UH, FOR THE COUNTY AND FOR THE TOWN, UM, UNLESS THEY FIXED THE PRICE WHEN THEY, IT SHOULDN'T PERMIT, NOBODY DOES THAT.

UM, BECAUSE THE REDUCTIONS ARE KEY TO THE INCOME OF THE PERSON THAT PURCHASES THE PROPERTY.

SO SOMEHOW THEY'RE GOING TO HAVE TO GET AROUND THAT.

THANK YOU.

DO YOU HAVE ANY RESPONSE TO THAT? NO, I THINK, I THINK OBVIOUSLY, UH, HE'S CORRECT ON WHAT HE'S SAYING.

RIGHT.

SO, I MEAN, WE, WE WILL CONTINUE TO, UH, STAY IN COMMUNICATION AND CONTACT WITH, UH, WITH OUR, UH, MY, OR MY COUNTERPARTS, I SHOULD SAY, IN, IN THE TOWN AND IN, UH, IN THE COUNTY, I DO KNOW, UH, THAT THEY'RE ACTIVELY WORKING ON IT.

UH, BUT EVERY DAY IS OBVIOUSLY CRITICAL TO, TO US AS A SCHOOL SYSTEM.

SO, SO CAN I ASK YOU, UM, YOU GAVE US THE UPDATE ABOUT BLUFFTON.

WHAT ABOUT HILTON HEAD DON'T HAVE THAT YET.

OKAY.

ALL RIGHT.

THAT'LL BE ON OUR NEXT ROUND OF MEETINGS WITH, THANK YOU, DR.

WISNIEWSKI.

I WAS JUST GOING TO ADD ONE OTHER PIECE OF INFORMATION THAT, UM, I OBSERVED AT THE SOUTHERN REGIONAL, I DON'T REMEMBER SO LOCAL MEETING, UM, THEY WERE, THAT COUNTY ADMINISTRATOR WAS THERE AND HE WAS DISCUSSING, UM, THAT THEY ARE CURRENTLY IN TALKS WITH THEIR ATTORNEY ABOUT TRYING TO FIGURE OUT IF THEY COULD PUT ASIDE A CERTAIN AMOUNT OF MONEY THAT WOULD COVER, UM, ESSENTIALLY THAT DIFFERENCE THAT NEEDED TO BE MADE UP.

BUT I DON'T THINK, I THINK THEY WERE KIND OF STALLED AT THAT POINT.

UH, AND I SAW, I THINK TO YOUR POINT, UH, TWO THINGS, ONE THEY'RE OBVIOUSLY WELL AWARE THAT THAT DIFFERENT TENDS TO BE MADE UP, RIGHT.

AND NUMBER TWO, THAT THEY ARE ACTIVELY WORKING TOWARDS SOME SORT OF SOLUTION.

I THINK THE CHALLENGE IS JUST THAT EVERY DAY THAT PASSES WITHOUT NEURO GOVERNMENTAL AGREEMENT, UH, IS HURTFUL TO, UH, OUR INITIATIVES AS A SCHOOL SYSTEM.

SO IF THERE ARE NO, NO FURTHER QUESTIONS ON THAT TOPIC, THE NEXT COUPLE OF ITEMS ARE OUR STANDARD ITEMS ON OUR, UM, UH, REPORTS.

AND SO MR. UH, MURPHY IS GOING TO TAKE US THROUGH THE MONTHLY TRANSPARENCY REPORT, MONTHLY A HUNDRED CARE REPORT AND THE BOARD MONTHLY BUDGET.

MR. MURPHY.

YEAH.

THANK YOU, DR.

RODRIGUEZ.

UM, I'LL FOLLOW THE CHINESE LEAD HERE.

SHE NORMALLY JUST OPENS IT UP TO QUESTIONS BECAUSE THESE ARE INFORMATION ITEMS. SO ANY QUESTIONS YOU MIGHT HAVE ON THOSE THREE, THERE DON'T SEEM TO BE ANY QUESTIONS MR. MURPHY, BUT THANK YOU.

THANK YOU, MR. MURPHY.

UM, NEXT ITEM ON THE AGENDA IS OUR S OUR UPDATE AND MS. MATTSON BELIEVE IS ON AND WILL, UH, IS HERE WITH US.

GOOD EVENING.

[01:40:01]

GOOD EVENING.

UM, WE HAVE, UM, INFORMATION TO REPORT TONIGHT ON ALL OF THESE GRANTS, AS YOU CAN SEE FROM THE REPORT, UH, ON PAGE TWO, THE, UM, WHAT WE CALL THE CORONA RELIEF, BACH FUNDS HAVE BEEN TOTALLY EXPENDED.

AND, UM, SO THAT WAS DONE ON TIME AND IT'S COMPLETE THERE.

SO WE'RE GLAD THAT THAT'S AT LEAST ONE SET OF FUNDS.

SO NOW WE'RE JUST MANAGING THREE DIFFERENT SETS OF FUNDS THERE.

UM, AND THEN ON PAGE THREE BEGINS S OR ONE, WHICH WAS, CAME WITH THE CARES ACT.

WE, UM, HAD, UM, WE MADE A BUDGET AMENDMENT FOR THIS, UM, AREA I'LL MS. GRANT.

THERE WAS A NEED THAT ARISES FROM NEEDING CAMERAS, UM, FOR TEACHERS IN THE CLASSROOMS, SO THAT THEY WERE ABLE, WHEN THEY WERE DOING THE DUAL MODALITY, THAT THEY ALSO HAD ANOTHER CAMERA, NOT JUST THE ONE THAT'S ON THEIR COMPUTER.

AND SO WE AMENDED AND MOVE SOME OF OUR PPE MONEY INTO TECHNOLOGY, AND SO WAS ABLE TO, AND GET THAT, UM, COMPLETE.

AND THEY'RE STILL WORKING ON ENSURING THAT WE HAVE ALL THOSE IN THE CLASSROOM, SO THAT BOTH MODALITIES GO WELL.

UM, WE DID THAT FIRST BECAUSE WE ALSO HAD THAT ACTIVITY OF CAMERAS BEFORE, AND IT WAS JUST A MATTER OF A BUDGET MOVE.

OUR STATE IS VERY RECEPTIVE OF CHANGES, AND THEY'RE VERY QUICK TO GET IT BACK TO US.

SO IT'S EASY TO MOVE FORWARD WITH PLANS.

SO I'VE BEEN VERY IMPRESSED WITH THE WORK THAT THEY'RE DOING TO, TO HELP US MANAGE THESE GRANTS THROUGHOUT THIS AREA.

UM, SO SOME, SO THAT'S ONE OF THE BUDGET THIS WHOLE ALLOCATION WILL CHANGE ON SOME DAYS FROM MONTH TO MONTH WHERE YOU CAN SEE, DO YOU SPEND ABOUT 43,000, UM, OR 44 N P P E AND THEN ABOUT 220 SO FAR TECHNOLOGY WITH A LITTLE BIT OF A BALANCE IN BOTH OF THOSE.

SO, UM, WE DO EXPECT THIS ONE TO BE, WE HAVE 11% LEFT AND WE DO EXPECT IT TO BE EXPENDED SOON.

UH, AND IT ENDS NEXT SEPTEMBER OF 2022.

THE NEXT GRANT WE CALL ESSER TWO.

AND, UM, THERE WERE QUITE A LOT OF ACTION ON THESE, UM, THESE EXPENDITURES.

THERE WERE, UM, CLOSE TO 1.2 MILLION SINCE THE LAST REPORT THAT WE HAD THERE, WHICH IS WELL ABOVE OUR MONTH TO MONTH AVERAGE IN ORDER TO EXPEND IT.

AND TWO YEARS WE ARE, WE RECEIVED THIS IN MAY OF LAST YEAR.

AND SO WE'RE, WE'VE SPENT UP TO 25% OF THIS GRANT, UM, WITH TWO YEARS LEFT.

UM, SOME OF THE AREAS THAT WE SEE, UM, MOVING LIKE, UM, ON PAGE FIVE, NUMBER TWO CHILDCARE FOR STAFF, YOU KNOW, WE'VE GOTTEN THAT PROGRAM MOVING IN AND YOU'RE SEEING EXPENDITURES HIT EVERY MONTH THERE.

UM, THERE'S ALSO PROGRAMS THEY'RE BUYING.

UM, THE LITERACY MATERIALS ARE MOVING THROUGH THERE.

WE ALSO SPENT SOME AND, UH, PP AND PPE AND SANITATION.

THAT'S GOING TO BE A $25,000 EVERY MONTH FEE, UM, JUST AREAS AND THAT AS THEY MOVE FORWARD.

SO IT'S, UM, IT'S NICE THAT THE PROGRAMS ARE MOVING FORWARD AND OUR PEOPLE WANT TO KNOW THIS CAUSES A LOT OF OTHER WORK ON PEOPLE THAT THEY DIDN'T HAVE BEFORE THE EXPENDITURES AND ALL OF OUR PROCUREMENT.

AND THEY'VE DONE AN EXCELLENT JOB HELPING GET OUR CONTRACTS THROUGH AND EVERYTHING EXPENDED IN A, IN A TIMELY MANNER THERE, UM, S OR THREE, WHEN THE REPORT WAS GIVEN TO YOU, WE WERE IN NEGOTIATIONS, BUT I CAN REPORT TODAY THAT WE WERE ACTUALLY, UH, CONDITIONALLY APPROVED THE GRANT YESTERDAY AT 4:00 PM.

AND SO, AS SOON AS WE GET OUR GANS SIGNED, WE'LL BE READY TO START CLAIMING ANY FUNDS THAT IS THERE, AND PEOPLE ARE STARTING TO MOVE FORWARD WITH THEIR PROJECTS.

UM, SO ON THE BACK PAGE OF, UM, YOUR OWN PAGE, I GUESS IT WAS 13, I JUST SUMMARIZE SOME BIG POINTS ON THIS.

UM, JUST TO TALK ABOUT, I TALKED ABOUT THE AMENDMENT 11% IS JUST REMAINING IN ONE.

[01:45:01]

UM, ALSO ASKED HER TO, WE DID CREATE AN AMENDMENT TO THAT BECAUSE, UM, EVERY YEAR YOUR INDIRECT COST GETS RECALCULATED.

AND SO WE HAVE TO CHANGE IT AND IT WENT DOWN.

AND SO WE HAD SOME EXTRA FUNDS TO MOVE FROM INDIRECT COSTS, AND WE MOVED IT TO THE PROGRAMS THAT WERE LISTED THERE.

AND THEN AS THEY'RE THREE, NOW WE HAVE, UM, APPROVAL TO MOVE FORWARD WITH ALL OF OUR ACTIVITIES WE HAVE.

UM, WE'RE STILL WAITING ON THE, UM, ACTIVITIES IN THAT HAVE TO DEAL WITH OUR SCHOOL FACILITIES BECAUSE THOSE TWO ACTIVITIES LIKE THE ACS AND THE BIPOLAR IZATION MACHINES ARE STILL AT THE OFFICE OF SCHOOL FACILITIES.

SO THEY WILL, WE'VE GOT ALL THE FUNDS, BUT THEY'RE STILL LOOKING AT THAT INDIVIDUALLY BY SCHOOL.

ANY, I TAKE ANY QUESTIONS MS. ROBOT, THANK YOU.

UM, I NOTICED ON PAGE FIVE, UM, THAT WE HAVE A TOTAL ALLOCATION OF $418,000 TO PROVIDE ADDITIONAL NURSES, BUT WE HAVEN'T SPENT MUCH A BIT.

CAN YOU EXP YOU KNOW, OFFER, UH, A REASON WHY WE HAVEN'T BEEN ABLE TO SPEND THAT MONEY TO GET THE NURSES THAT WE NEED? YEP.

I'LL THINK ONE OF THE CHALLENGES WE HAVE IS IN IS, IS IN, UH, UH, YOU KNOW, FINDING NURSES, RIGHT? I MEAN, THE HOSPITALS ARE HAVING THE ISSUE WHERE WE'RE, WE'RE HAVING THE ISSUE AS WELL.

UH, SO W WE HAVE ONE OF OUR INTENTIONS TOO, IS TO HAVE, UH, ADDITIONAL NURSES ABOVE SO THAT WE HAVE THE, THE RO ROVING NURSES, RIGHT.

THAT WE CAN UTILIZE, UH, AS NEEDED.

UH, AND, AND WE HAVEN'T BEEN ABLE TO, UH, TO REALLY ACQUIRE THAT YET EITHER, BUT IT'S, IT'S, UH, IT'S A SUPPLY, I GUESS.

YES, YOU DO.

I'VE FOLLOWED HER PLACE.

UM, IS IT APPROPRIATE TO TALK ABOUT USING THIS FUNDING TO, UM, FOR THE NURSES THAT WE DO HAVE TO PROVIDE THEM WITH SOME ADDITIONAL FUNDING, BECAUSE I KEEP HEARING THAT, YOU KNOW, NURSES ARE BEING RECRUITED AT MUCH HIGHER RATES THAN THE SCHOOL SYSTEMS PAYING.

SO I'M WONDERING IF WE CAN'T GET ADDITIONAL NURSES, MAYBE IS IT APPROPRIATE TO WHY DON'T, WHY DON'T WE TAKE THAT BACK TO OUR HR TEAM AND WORK WITH, WITH OUR TEAM TO SEE WHAT'S WHAT'S POSSIBLE.

THANK YOU.

DR.

WAS NEVSKY.

UM, THANK YOU, MADAM CHAIR, AS I'M GOING THROUGH THE, GOING THROUGH THIS PRESENTATION.

I KNOW WE'VE GOTTEN IT A COUPLE OF TIMES ALREADY.

UM, I CERTAINLY HAVE A COUPLE OF QUESTIONS I'D LIKE TO ASK, BUT ALSO I JUST WANTED TO MAKE KIND OF A, A CHARGER, A STATEMENT TO THE BOARD AND ALSO THE COMMITTEE CHAIRS.

UM, ONE OF THE AREAS OF PROGRAMMING AND THINGS THAT THESE GRANTS ARE AVAILABLE FOR IS FOR INSTRUCTIONAL SUPPORT AND OTHER ITEMS LIKE AFTERSCHOOL OPPORTUNITIES, UM, THINGS DIRECTLY THAT I WOULD THINK THE ACADEMIC COMMITTEE MIGHT WANT TO LOOK AT SO THAT WE ARE GOOD STEWARDS OF THESE FUNDS THAT ARE COMING TO US.

AND WE'RE MAKING SURE WE'RE ASKING QUESTIONS AND COMMITTEE AS WELL.

UM, AND THAT GOES FOR TECHNOLOGY THERE'S TECHNOLOGY THAT WE'VE BEEN PURCHASING.

UM, AND I JUST THINK THAT WOULD HELP TO BRING MAYBE SOME ADDITIONAL OVERSIGHT ON THIS.

UM, BECAUSE I KNOW THIS ESTHER UPDATE DOES COME ALSO TO THE FI HAD BEEN COMING TO THE FINANCE COMMITTEE.

UM, MY QUESTION, PARTICULARLY IN REGARD TO THIS IS ON, UM, THREE ITEMS, ONE, THE CHILDCARE FOR STAFF, WHERE ARE WE ON THAT? I KNOW BEFORE THE, UM, LAST TIME THEY WERE MAYBE WAITING ON ONE MORE SCHOOL THAT THEY WERE TRYING TO FINISH THAT UP WITH OUR, WE COMPLETED.

NO, I DON'T.

I CANNOT ANSWER THAT.

I JUST KNOW EXTENDERS ARE NOW MOVING THROUGH THERE, SO NO, THEY'RE NOT FULLY STAFFED YET.

OKAY.

THANK YOU.

UM, AND THEN I ALSO NOTE ON THE, TO THE S OR TO ONE, UM, LINE ITEM SIX ON INSTRUCTIONAL SOFTWARE PROVIDE ADDITIONAL ESL SUPPORT SOFTWARE THROUGH A MULTI-YEAR LICENSE SUBSCRIPTION.

WE HAVEN'T EXPENDED THAT.

SO I JUST WANTED TO SEE WHAT THE, IF YOU HAD AN UPDATE ON OUR, DO WE HAVE SOMEONE THAT WE'VE IDENTIFIED AS A POTENTIAL SOFTWARE, AND WE'RE JUST TRYING TO WORK OUT THE CONTRACT.

UM, ACTUALLY THE CONTRACT, THE FIRST YEAR OF THE CONTRACT WAS PURCHASED WITH TITLE THREE FUNDING ALREADY.

AND SO IN DECEMBER, THEY'RE NEGOTIATING THE NEXT YEAR FOR THAT.

AND MOVING THROUGH THERE REALLY, THEY'RE TRYING TO ENSURE THAT IT'S THE CORRECT PROGRAM TOO, THAT WE'RE WORKING ON THAT.

SO YES, IT WAS PAID WITH ANOTHER BRAND AND THIS IS GOING TO BE THE ONGOING PART OF THAT.

AWESOME, GOOD TO KNOW.

AND THE LAST ONE IS IN REGARD TO THE PROVIDE A COMPREHENSIVE TECHNOLOGY

[01:50:01]

ASSESSMENT, AND THIS IS ON THE SR THREE.

AND, UM, THAT MIGHT BE A QUESTION FOR MR. SHOHAN.

I DON'T KNOW, BUT I'M WONDERING WHAT THE TIMELINE LOOKS LIKE ON THAT NOW THAT WE HAVE THE CONDITIONAL APPROVAL ON THAT ONE, I HAVEN'T SEEN THE TIMELINE, BUT I DO KNOW THAT THEY HAD, HAD ALREADY DONE SOME BACKGROUND TO SET ONE OF THESE UP PREVIOUSLY.

AND SO I EXPECT THAT THERE'LL BE MOVING THROUGH WITH THEIR CONTRACT PRETTY SOON ON THAT, BUT WE CAN GET BACK THAT INFORMATION BACK TO YOU.

OKAY.

OKAY.

THANK YOU, MR. SMITH.

UH, I, AND THIS, AND THIS, THIS IS MONEY.

I'M LOOKING TO SEE WHERE, WHERE THE W WHAT, WHAT FUNDS HAVE WE USED FOR THE SPREAD DEPARTMENT, IF ANY, DID, DID YOU SAY THIS BED? THE PART, CAN YOU, CAN YOU REPEAT YOUR QUESTION? WE COULDN'T HEAR IT VERY WELL.

I'M LOOKING TO SEE WHERE THE, WHERE DID WE USE ANY MONEY FOR SPECIAL ED, UH, AND, AND JUST, UH, AS THE FUND MONEY, DID WE USE ANY MONEY TOWARDS SPED? WELL, THAT'S A GREAT QUESTION BECAUSE ACTUALLY, UM, AD DEA ACTUALLY GOT THEIR OWN ALLOCATION FROM, UM, THE SRO FUNDS.

UM, I DON'T KNOW EXACTLY HOW MUCH IT WAS, BUT I DO KNOW THEY WERE WORKING ON THAT PLAN TO INCLUDE WITH OUR NEW IDA I D E A GRANT.

SO THEY D THEY DID GET A SIGNIFICANT AMOUNT THAT IS DIRECTLY FROM THE R S OR THREE FOR THEIR, UM, IDENTIFIED STUDENT PROGRAMS. SO, IN RELATION TO THIS UPDATE, WHERE WOULD THAT UPDATE FOR ALL? WELL, WHAT WOULD THAT UPDATE FOR ALL FALLING, FALLING OUT? W WE CAN, WE CAN SURELY GET TOGETHER, ADD IT TO THIS.

AND IN ADDITION, I THINK, I WOULD SAY MR. SMITH, YOU HAVE, YOU HAVE ITEMS IN HERE THAT DEAL WITH, UH, FOR EXAMPLE, PPE AND THINGS LIKE THAT THAT ARE ACROSS THE BOARD THAT TOUCH, UH, ALL OF OUR STUDENTS AND, UH, AND, AND, AND EMPLOYEES WHO WORK WITH, UH, SPECIAL NEEDS STUDENTS AS WELL.

SO, UH, IT'S, IT'S ALSO JUST SORT OF BUILT IN THERE.

MAYBE NOT SPECIFICALLY CALLED OUT IN THIS REPORT IN THAT WAY, BUT, BUT ANY OF OUR STUDENTS ARE RECEIVING THESE TYPES OF ITEMS AS WELL, OR SUPPORT, ESPECIALLY WITH THE INTERVENTION SOFTWARE AND PROGRAMS. WE HAVE IT'S FOR ALL STUDENTS TO USE THE INTERVENTION, THE LITERACY PROGRAMS FOR THAT.

RIGHT.

AND I DO UNDERSTAND THAT, BUT, UH, IN ADDITION, I AM AWARE OF THAT, BUT I ALSO, I ALSO NOTICED THAT THEY'RE SPECIAL EDITION, LIKE ESL SOFTWARE AND THE SOL THING THAT I'VE BEEN PUTTING THERE, BUT I WOULD LIKE TO KNOW EXACTLY WHAT FUNDS THAT WERE HAVING TO BE USED FOR STUDENTS IN THE SPED DEPARTMENT AND, AND WHAT EXACTLY TYPE OF FUNDS ARE WE, ARE WE GETTING FOR THE SPED STUDENTS AND HOW, AND HOW ARE WE USING THAT, THOSE, THOSE FUNDING? UH, UM, SO I, I THINK THAT'S VERY IMPORTANT TO THE PUBLIC AND TO ME AS A BOARD MEMBER AS WELL.

UM, IF I, IF THAT MAKES SENSE.

YES.

THAT MAKES SENSE.

AND SO, UM, WE'LL GATHER AROUND AND SEE WHERE, UM, DR.

WATTS PLAN, IF MAYBE WE CAN MERGE SOME OF THAT WITH THIS, HER, OUR PLANS.

THANK YOU ALSO.

OH, I WILL NOT HOUSE.

I NEED THE QUESTION ALSO.

I WAS WANTING WITHIN THE SAME INCIDENT, UH, AND I KNOW, UH, THE, THE ANSWER THAT RIGHT DR.

RODRIGUEZ GAVE ME WILL BE, UH, IN SOME OF THE SAME LINE, BUT, UH, I WANT TO SEE HOW, UM, HOW MUCH, HOW, HOW ARE WE ALLOCATING SOME OF THIS MONEY TO WARS THE AFRICAN AMERICANS, UH, UH, OR IN THE POOR RAN IN RURAL AREA IN TERMS OF THIS PPE MONEY, UH, HOW MUCH, HOW MUCH MONEY ARE WE DOING THAT I HAVE WE ALLOCATED FOR THAT, WHERE WE'RE ALLOCATING PPE DOLLARS AND THOSE SORTS OF THINGS, UH, BASED ON ENROLLMENT IN SCHOOL, SO THAT WE HAVE THE APPROPRIATE SUPPLY AT EACH SCHOOL FOR PPE EQUIPMENT, BUT IN TERMS OF INSTRUCTIONS, UM, I KNOW THAT THE GOVERNMENT HAS GIVEN A, A GOVERNMENT IS GIVING ALSO, UH, UH, MONEY FOR THE AFRICAN-AMERICAN, UH, UH, AFRICAN-AMERICAN PEOPLE AS WELL TO, TO HELP THEM TO BE ABLE TO, NOT ONLY JUST TO, UH, TO UNDERSTAND, TO GET PAST SOME OF THIS LAND LOSS, FIRST

[01:55:01]

OF ALL, UH, VERSUS THE, UH, EVERYONE, EVERYONE ELSE, BECAUSE THERE IS A BIG, UH, LEARNING LOSS AND, AND, AND THAT CAN, THAT CAN REALLY, TO, UH, VERSUS OTHER OTHER COMMUNITIES.

AND I KNOW ALSO WITH THE, WITH THE, UM, AMERICANS KEGS MONEY WITHIN THE, THE, WITHIN EXECUTIVE ORDER, I KNOW THAT THAT'S THE STATE THAT IT'S, I'M SURE THAT THE BIG STATES AS AN EXECUTIVE PART, I KNOW IT WOULD STATE THAT, UH, WITH THIS, THIS MONEY HERE WILL FALL UNDER SOME OF THOSE SAME, UH, UNDER THE SAME RULES.

SO I'M JUST TRYING TO FIGURE OUT WHAT, UH, WHERE IS THAT BLOCK OF MONEY BEING SPENT THAT NIGHT, AND HOW IS THAT BLOCK OF MONEY BEING SPENT, AND HOW ARE, HOW ARE WE HITTING THAT TARGET MARKET, A MARKET OF PEOPLE? ONE OF THE THINGS MR. SMITH IS THAT WE HAVE TARGETED SPECIFIC INTERVENTIONS AND SPECIFIC ITEMS TO SUPPORT LEARNING LOSS.

AND, AND SO WE, WE ARE APPLYING, UH, INTERVENTIONS THAT WE USE.

WE'RE APPLYING, UM, UH, SOFTWARE PROGRAMS THAT WE USE TO SUPPORT, UH, UH, LEARNING LOSS THAT, THAT, THAT EXISTS TO, I'M SORRY TO SUPPORT THE ACADEMIC RECOVERY OF LEARNING LOSS THAT EXISTS.

UH, AND SO, SO WE, WE HAVE TARGETED SPECIFIC INTERVENTIONS THAT SUPPORT OUR NEEDS AT SCHOOLS, AND, AND THAT'S WHAT WE'RE USING.

THAT'S WHAT WE'RE DOING.

LIKE, ALL RIGHT, MS. BELL, RIGHT? I JUST HAVE A VERY QUICK PIGGYBACK ON, UH, MS. ROBINS WITH THE NURSES.

CAUSE THERE'S NO WAY WE'RE GOING TO HIRE $400,000 WORTH OF NURSES IN THE NEXT TWO YEARS.

I DON'T SEE THAT SUPPLY CHAIN LOOSENING UP.

SO I THINK WE REALLY NEED TO FOCUS ON RETENTION OF NURSES.

WE HAVE, AND I KNOW THAT'S AN HR ISSUE, BUT ONE OTHER SUGGESTION IS I KNOW I'VE TALKED TO A COUPLE OF NURSES ABOUT SOME OF THE EQUIPMENT THAT THEY WOULD LIKE TO HAVE UPGRADED.

I THINK THAT WOULD FALL UNDER NURSING SUPPORT.

UM, AND I WOULD JUST RECOMMEND THAT WE TALK TO LIKE DENISE UNRUH AND, UM, MS. STODDARD, KAREN STODDARD, AND LOOK AND SEE, CAUSE I KNOW BEFORE ALL THIS HAPPENED, THERE WAS SOME CONCERNS ABOUT SOME OF THE EQUIPMENT AND THERE JUST WASN'T MONEY, BUT IT MIGHT GO A LONG WAY TO RETENTION TO MAKE SURE THAT THEY HAD ALL THE RIGHT EQUIPMENT.

YEP.

I'LL FOLLOW UP WITH THEM TO SEE IF ANY OF THE INFORMATION ON EQUIPMENT THEY'RE LOOKING FOR, FOR EXAMPLE, THAT THEY'VE SHARED WITH YOU, IF THEY'VE SHARED IT WITH DENISE AND THEN IF DENISE HAS BROUGHT IT FORWARD, RIGHT, SURE.

SHE KNOWS SHE CAN TALK TO THE NURSES AND SEE, I JUST KNOW THAT IT'S, IT'S JUST MAKES YOU FEEL GOOD WHEN YOU GET THE, YOU KNOW, AND THAT COULD GO TO RETENTION.

SO YEAH, I CAN SAY WE DO HAVE $300,000 SITTING IN SUPPLIES FOR THAT NURSING AND THEY'RE READY TO GO WITH THE ORDER NOW AT THAT POINT.

SO THAT WAS IN, SO MS. MATTSON, I HAVE A QUESTION.

UM, SO, UH, THANK YOU VERY MUCH FOR THE UPDATES YOU'VE BEEN GIVING AND I'M, THIS IS A PART OF, I'VE JUST KIND OF CURIOUS ABOUT THE PROCESS.

SO, UM, AND YOU MAY HAVE MENTIONED THIS ONE AT YOUR, AT ONE OF YOUR PRIOR UPDATES, BUT WHEN YOU, SO WITH THE, THE FEDERAL, UH, GRANTS, IT SEEMS LIKE YOU, YOU ALREADY MENTIONED THIS TONIGHT, THAT IF YOU, YOU KNOW, SOME CHANGE HAS TO BE MADE THERE FAIRLY QUICK PROCESS TO MAKE THAT CHANGE.

SO HOW OFTEN DO YOU HAVE TO REPORT ONLY WHEN YOU MAKE CHANGES, YOU REPORT MONTHLY TO THEM, YOU REPORT QUARTERLY.

WHAT, I'M JUST CURIOUS HOW OFTEN, UH, YOU'RE REPORTING THE AMENDMENT PROCESS IS WHEN WE ASKED FOR PERMISSION TO MOVE MONEY'S THERE.

AND THAT CAN HAPPEN ANYTIME THROUGHOUT THE, UH, THE QUARTER, WE ACTUALLY, EVERY QUARTER WE TAKE THE BUDGETS AND WE DO THE CLAIMING, WHICH IS WHERE WE SEND HOW MUCH WE'VE SPENT.

AND THEN THE CHECK COMES TO US AT THAT POINT.

BUT AT THAT POINT WE DO SEND A, UM, A REPORT TO THEM THAT DESCRIBES ALL THE THINGS THAT WAS ACTUALLY DONE OVER THERE.

SO IT'S QUARTERLY THAT THAT'S THAT IF THAT REPORT IS SUBMITTED, WHEN WE ASKED FOR THE REIMBURSEMENT FOR THE MONEY, AND THEN WE DO THAT QUARTERLY, AND WHAT DO THEY REQUIRE IN TERMS OF INFORMING THE PUBLIC? LIKE, UM, OR DO THEY HAVE CERTAIN REQUIREMENTS? UM, OBVIOUSLY I ASSUME, YOU KNOW, WHAT THE, THE REPORTS THAT YOU'VE BEEN GIVING WOULD MEET THOSE REQUIREMENTS, YOU KNOW, UH, DO THEY HAVE THIS TEMPLATE FOR, YOU KNOW, YOU GUYS DEVELOPED THIS TEMPLATE, WHAT I'M JUST CURIOUS, THERE'S NOT ANY TEMPLATE OR ANYTHING THAT THEY'VE GIVEN US TO DO THAT IT'S JUST SOMETHING WE'VE FOUND TO COVER THAT.

AND WE POST THIS UP ON OUR WEBSITE TOO, EVERY MONTH TO SHOW THE, THE REPORTS THAT ARE COMING HERE, UM, NOT JUST ON THE BOARD SECTION, BUT THEN ANOTHER SECTION IN THE AREA, UH, FOR IT.

UM, WE, WE CAN, THERE'S NOT A REQUIREMENT ON, ON THAT THERE.

I THINK THIS ALSO HELPS US AS A COMMUNITY REPORTING OUT TO THE BOARD OF THE THINGS THAT ARE GOING ON WITH IT.

WELL, THANK YOU.

UM, IS ANYBODY WOULDN'T BE LIKE TO SPEAK TO THIS, NOT

[02:00:01]

SPOKEN MR. SMITH, ALSO A REFERENCE TO THE MONTH ALSO? WHAT IS IT, HAS THERE NOT BEEN ANY MONEY FOR SOCIAL WORKERS? BECAUSE I DO KNOW THAT WE ALSO HAVE, UH, WE ALSO HAVE NUMEROUS VACANCIES IN THE DISTRICT FOR SOCIAL WORKERS.

DO WE HAVE ANYTHING IN REFERENCING? DO YOU HAVE ANY MONEY TO, TO, FOR THEM AS WELL? UM, YES, SIR.

IN, UH, THERE IS AN ADDITIONAL, UH, THEY WERE ALSO LOOKING FOR ADDITIONAL SOCIAL WORKERS, JUST LIKE THE NURSES, BUT WE'RE CURRENTLY KIND OF MISSING SOME POSITIONS THERE AS WELL, BUT YES, WE DO HAVE MONEY TO INCREASE, UM, THE SOCIAL WORKERS.

AND SO I'M JUST HOPING THAT WHEN WE DO INCREASE THAT IF WE INCREASED NURSES, THAT WE WILL ALSO INCREASE OUR SOCIAL WORKERS AS WELL.

AND, UM, ALSO IN TERMS OF, UM, SUPPORT STAFF TOO, BECAUSE I NOTICED THAT WE HAVE A BUDGET, A BUNCH OF, WE HAVE NUMEROUS POSITIONS OPEN IN THE SUPPORT STAFF AREA AS WELL.

IS THERE FUNDING FOR THEM AS WELL, FUNDING FOR THE CURRENT SUPPORT STAFF DIFFERENT? UH, I, I GET, YES.

YES.

MA'AM AND HIS WIFE KNOWS THAT WE HAVE NUMEROUS POSITIONS OPEN, I IN REGARDS TO SUPPORT STAFF AND AS WELL AS ALSO SOME OF IT, EVEN US, I SPENT, I THINK I READ TO THEM ON THE WEBSITE ABOUT A, UM, A BMS TECH, I MEAN, A BMS CHECKER OR SOMETHING LIKE THAT.

AND I BELIEVE WHEN I READ THE DESCRIPTION OF THE JOB THAT IT ALSO, I GO BACK TO POSSIBLY, I'M NOT SURE, BUT TO ONCE AGAIN, THIS DISPLAY DEPARTMENT, IT ALMOST SEEMED LIKE, UH, IT WOULD, THEY WOULD BE WORKING, UH, IN REGARDS TO SPEC.

YOU HAVE, GO AHEAD, GO AHEAD, MICHELLE ROBIN.

AND THAT WAS BECAUSE, OKAY, MR. SMITH, THERE'S A POINT OF ORDER.

SO YOU HAVE TO SPEAK TO STOP SPEAKING.

CAN YOU, CAN YOU RELATE YOUR QUESTION TO THE SL AND UNRELATED TO THE SR REPORT? AND WHEN WE'RE TALKING ABOUT THE REPORT AND WHAT, WHAT, WHAT MONEY IS IN THIS REPORT THAT CAN BE SPENT? I'VE HEARD, UH, OTHER PEOPLE ASKING MONEY, HOW THEIR PEOPLE ASK AS WELL.

IS THERE MONEY FOR CERTAIN, UH, FOR CERTAIN GROUPS OF STAFF? SO MY QUESTION HERE TOO, IS DO WE HAVE FUNDING IN TERMS OF SUPPORT STAFF AND RE IN REGARDS TO MY EARLIER QUESTION TO JUST GO A LITTLE FURTHER, SUCH AS I'VE SEEN POSITIONS THAT, THAT WERE ON THE WEBSITE TODAY, AND THEN THAT AS A STATEMENT IN REGARDING TO THE QUESTION TO THE NARRATIVE OF IT SAYING THAT ACTUALLY I SEEN THE BMS TECH OR SOMETHING LIKE THAT.

AND I BELIEVE THAT THAT POSITION IS AS THAT POSITION IS A SPED POSITION.

AND IN TERMS OF THAT, DO WE HAVE THE FUNDING FOR THEM FOR THAT? BECAUSE I'VE SEEN A LOT OF THOSE POSITIONS ARE OPEN IN THE DISTRICT.

SO I'M ASKING, IS THERE A POT OF MONEY WITHIN THIS, WITHIN, WITHIN THIS ESSA FUND OR ALSO WITHIN, WITHIN THE OTHER ONE THAT SHE BROUGHT UP EARLIER? OKAY.

SO THE QUESTION IS THE POSITIONS WE HAVE ADVERTISED FOR THE DISTRICT, ARE THOSE USING OR FUNDS TO PUT IT SIMPLY MS. WALTON MIGHT BE ON THE LINE? I THINK THAT THE, I THINK THE THING THAT I'LL KEEP IN MIND IS THIS, THERE, THERE MAY BE SOME POSITIONS OUT THERE THAT ARE S ARE FUNDED POSITIONS, BUT I THINK THE KEY TO SR DOLLARS IS, ARE THOSE S ARE DOLLARS BEING UTILIZED AND TIED TO A SPECIFIC STRATEGY WITHIN THE ALLOWABLE COMPONENTS OF S OR FUNDING.

RIGHT.

AND IF THE ANSWER TO THAT IS YES, THEN IT CAN PROBABLY BE DONE.

WHAT I THINK IS THE, IS THE, UH, THE, THE THING WE NEED TO LOOK AT IS, UM, YOU KNOW, WE GO DOWN THE LIST AND GO ONE BY ONE AND FIND THINGS AND SAY, HOW ABOUT THIS ONE? HOW ABOUT THAT ONE? HOW ABOUT THE OTHER ONE? HOW ABOUT THE NEXT ONE? BUT I THINK WHAT WE, WHAT WE WERE LOOKING AT IS HOW DO WE APPLY THIS TO THE CURRENT STRATEGY THAT IS IN PLACE IN ORDER TO HELP ACADEMIC RECOVERY, WHICH WAS PROBABLY THE MOST SIGNIFICANT COMPONENT OF, UH, OF SR FUNDING, UH, REQUIREMENTS, RIGHT? AND THEN THE OTHER, AND THEN THE OTHER ASPECTS.

I MEAN, I THINK, UH, CERTAINLY AS WE MOVE THROUGH THIS AND WE SEE HOW, UH, UH, HOW THE SPENDING IS GOING WITH REGARDS TO, UH, THE EXISTING STRATEGY AND THE EXISTING, UH, COMPONENTS OF S OR ALLOWABLE FUNDING, UH, THAT, THAT EXISTS, UH, WE MAY HAVE TO MAKE SOME SHIFTS BECAUSE AT THE END OF THE DAY, WE CERTAINLY DON'T WANT TO LEAVE ANYTHING ON THE TABLE, UH, IN THREE YEARS WHEN IT'S OVER.

[02:05:01]

RIGHT.

SO WE WANNA, WE WANT TO ADJUST, BUT ADJUST ACCORDINGLY AS WE MOVE THROUGH THE PROCESS.

RIGHT.

SO, UH, SO AS LONG AS IT'S SOMETHING IS TIED TO ONE OF THE COMPONENTS OF ESSER, UH, ALLOWABLE, UH, EXPENDITURES, THEN, THEN THE ANSWER IS IT COULD PROBABLY BE DONE, RIGHT.

UM, WE'D HAVE TO SEND IT FORWARD, GET APPROVAL, AND IT, AND IT, AND IT COULD PROBABLY BE DONE.

UH, BUT I THINK WE WANT TO LOOK AT AND SEE, UH, GIVE THE EXISTING FUNDING AND EXISTING STRATEGY, A CHANCE TO WORK.

AND THEN, UH, IF THERE ARE SHORTFALLS THAT WE'RE SEEING, BECAUSE WE CAN'T HIRE ENOUGH PEOPLE OR BECAUSE WHATEVER THE REASON IS THEN AT THAT TIME, YOU KNOW, LOOK AT IT AND MAKE THE APPROPRIATE SHIFTS IN, UH, THE ALLOCATIONS OF THOSE DOLLARS, IF THAT MAKES SENSE.

UM, AND I, I DO AGREE WITH THAT, AND THAT'S WHY I'M ASKING.

AND IN TERMS OF LEARNING LOSS, SOME OF THESE ARE, ARE, ARE POSITIONS THAT MAY POSSIBLY BE VITAL.

AND THAT'S WHY I'M ASKING FOR THE, DO WE HAVE THE FUNDS FOR IT? AND THEN IF NOT, THEN MY QUESTION WOULD BE, AND MAYBE IN ANOTHER FORM OF B W WHAT IS THE PLAN TO GET IT? AND, AND WHAT IS THE PLAN TO GET THESE, TO GET THESE POSITIONS UP AND MOVING.

SO THAT'S, THAT'S THE POINT OF ME ASKING THESE QUESTIONS? SO I, I DO AGREE.

HOWEVER, MY QUESTION IS, IS THE FUNDING THERE AND AT THE FRONT END OF THE FUNDING IS NOT THERE, THEN WHAT IS OUR PLAN? BUT THAT, THAT PART, THIS IS THE WAY IT DOES NOT HAVE TO DO WITH THE EXTRA DOLLARS.

THAT WILL BE SOMETHING MAYBE I MADE THAT WILL BE A FUTURE TOPIC.

BUT THE QUESTION FIRST IS, IS THE FUNDING THERE.

AND IF THE FUNDING IS THERE, HOW WE UTILIZE SMITH.

YES, MA'AM.

I HAVE, MAYBE I CAN ANSWER THAT QUESTION FOR YOU.

LIKE, IF YOU'RE TALKING ABOUT THE SUPPORT STAFF THAT WE HAVE LISTED ON A WEBSITE AS VACANCIES, THOSE POSITIONS ARE IN THE GENERAL FUND, THE FUNDING IS THERE.

THEY'RE JUST VACANT BECAUSE WE'VE, HAVEN'T, WE'RE HAVING A DIFFICULT TIME WITH THE STAFFING MARKET.

SO THE FUNDS ARE ALREADY THERE.

WE HAVE FUNDS FOR OUT OF THE SFN SPLURGE, EXTRA SOCIAL WORKERS, EXTRA NURSES THAT ARE POSTED, BUT THE CLASSIFIED STAFF, THOSE FUNDS ARE IN THAT GENERAL FUND.

SO YES, THE FUNDING IS IN PLACE FOR, WE'LL JUST WORKING TO GET THOSE POSITIONS FILLED.

THANK YOU.

ALSO, MS. WA IS THE FUND IS THE FUNDS THEY HAVE TO GIVE TO A BONUS AS WELL? NO, THE FUNDS ARE NOT THERE FOR BONUSES.

THE FUNDS ARE ONLY THERE FOR SALARY AND BENEFITS.

THANK YOU VERY MUCH AS WELL.

AND I APPRECIATE THAT.

ALL RIGHT.

LET'S ROLL BUTTON.

YES.

I WAS JUST GOING TO COMMENT THAT IN THE MATERIALS PRESENTED THE ESSER, UH, EXPLANATION OF HOW FUNDS ARE BEING SPENT, THERE ARE NUMEROUS CATEGORIES, UH, INSTRUCTIONAL SUPPORT, UH, CLASSROOM INSTRUCTION, UM, UNIQUE NEEDS OF STUDENTS, CLASSROOM INSTRUCTION, VIRTUAL TEACHER, QUALITY PARENT, AND FAMILY ENGAGEMENT, THESE CATEGORIES, ALL, UM, ADDRESS STUDENT LEARNING AND ADDITIONAL HIRING ADDITIONAL, UH, STAFF MEMBERS.

ALL RIGHT, WELL, THANK YOU FOR YOUR REPORT, MR. BASSON, AND THERE ARE NO FURTHER HANDS UP.

CAN YOU RAISE YOUR HAND? THANK YOU.

I MEAN, THAT'S WHAT I GOT TO GO ON JUST A MINUTE.

JUST A MINUTE.

WE HAVE ONE MORE QUESTION, MR. BELL CAMPBELL.

OH, OKAY.

SORRY.

IT'S JUST A COMMENT THAT, YEAH.

I THINK TO ADDRESS SOME OF THE CONCERNS, IT'S THE DEVIL IN THE DETAIL, I SUPPOSE.

I MEAN, BUT CATEGORICALLY, WHEN YOU LOOK AT THE LAYOUT OF THE USE OF THE S OF FUNDS, ALL OF THE NEEDS SHOULD BE COVERED WHEN WE FIGURE OUT WHAT THE DETAILS OF EACH OF THESE UNITS ENTAIL.

AND THAT'S NOT ALWAYS PRECISE AS DR.

RODRIGUEZ POINTED OUT, BUT I THINK THERE'S ENOUGH COVERAGE THERE TO DEAL WITH WHAT ARE THE THINGS THAT WE HAVE TO DEAL WITH.

AND I THINK THAT'S THE GENERAL PROCESS, AND THAT'S WHY IT WAS APPROVED BECAUSE THAT'S THE GENERAL PROCESS OF HOW THESE FUNDS GOTTA BE UTILIZED.

IT'S NOT, WE CAN'T WRITE EVERYTHING DOWN AND THE DETAIL, THE TICK WAY UP TO COVER ANY ONE OF THESE CATEGORIES.

SO I JUST WANT PEOPLE TO UNDERSTAND THAT, YOU KNOW, THERE MAY NOT BE SPECIFIC THINGS THAT YOU'RE LOOKING

[02:10:01]

FOR AND, AND, AND WHAT'S BEING SUBMITTED AS, AS USAGE.

YEAH.

YOU'RE SEEING KIND OF A GLOBAL PICTURE IS DETAILED, YOU KNOW, AS TOM, BUT ANY, ANY OTHER INFORMATION THAT YOU NEED, WE'RE, WE'LL BE READY TO PROVIDE THAT TO YOU GUYS.

AND, AND THESE NUMBERS, THESE PROGRAMS JUST KIND OF HELP US GROUP THINGS CAUSE WE HAVE TO REPORT IT UNDER THOSE CATEGORIES.

AND THAT'S WHY THAT'S THERE TOO.

MR. SMITH.

OH, NO.

YOUR HANDS DOWN.

WELL, I WAS, I WAS JUST GOING TO SAY THAT, YEAH, I GROUPS CAN'T MISS THE CA MR. CAMPBELL AND I, UH, AND I HAD MS. ROBOT, BUT AT THE END OF THE DAY, THERE'S A LOT OF PEOPLE WHO ARE OUT THERE AND COOKED MEAT WHO ARE STILL TRYING TO DIGEST AND UNDERSTAND THESE FUNDINGS AND HOW THESE FUNDS ARE GETTING UTILIZED.

AND, AND, AND, YOU KNOW, I, I DO, I THINK THE MORE WE, THE MORE WE KNOW, AND THE MORE WE UNDERSTAND IT, THE BETTER WAY OF DIGESTED, UH, BECAUSE YOU KNOW, THIS IS TO, YOU KNOW, THIS IS, THIS IS NOT JUST FOREIGN TO, UH, TO, TO, TO OPERA, TO SHORT SOME, BECAUSE SOME PEOPLE ARE BORN WITH, BUT THIS IS ALSO FOR THE PEOPLE IN THE COMMUNITY.

AND THEY ASKED ME THESE QUESTIONS TOO.

AND WHEN HE ASKED ME, I KIND LIKE TO KNOW EXACTLY THAT I KNOW WHAT I'M TALKING ABOUT AND UNDERSTANDING AND PROCESSING IT IN THE CORRECT WAY, IN THE CORRECT WAY AND LET THEM PAY IT BACK.

IF I AM INFORMED THEM OF SOMETHING THAT I FEEL COMFORTABLE, THAT I'M GIVING THEM THE CORRECT INFORMATION.

AND THAT'S WHAT WE HAVE THIS MEANS FOR US, SO THAT WE CAN ASK QUESTIONS AND UNDERSTAND THE PROCESS.

THANK YOU.

AND, AND I DO APPRECIATE YOU, MA'AM FOR BRINGING THIS, UH, FOR BRINGING THE ESSA FUNDS, UM, UH, PRESENTATION AND INFORMATIVE.

THANK YOU.

THANK YOU, MS. SMITH.

NEXT ITEM.

OKAY.

MOVE FORWARD.

DR.

VAUGHN WILL GO AHEAD.

NEXT.

THE NEXT ITEM ON SUPERINTENDENTS REPORT IS A UPDATE ON COVID AND OUR NUMBERS REMAIN LOW, WHICH IS OBVIOUSLY A GREAT THING FOR, UH, FOR OUR SYSTEM.

UH, LAST WEEK IN THE SCHOOL SYSTEM, WE HAD, UH, SIX POSITIVE STAFF MEMBERS, UH, UH, ONE STAFF MEMBER QUARANTINE, AND WE HAD 38 POSITIVE, UH, STUDENT CASES IN 195 STUDENT QUARANTINE.

SO, SO, UH, THEY REMAIN LOW, UH, AND WE WANT THEM TO GO EVEN LOWER, OBVIOUSLY.

SO I DON'T HAVE THAT, UH, IN FRONT OF ME, MS. SWINTON, ARE YOU ON? OKAY.

UH, THE OTHER ITEM THAT HAS COME UP DURING SR REPORTS, UH, IN THE PAST IS A QUESTION REGARDING COUNSELING SUPPORT AND SERVICES.

AND, AND SO MS. SWINTON IS, IF YOU CAN, UH, GO AHEAD AND, UH, SHARE WHAT YOU AND THE TEAM HAVE BEEN WORKING ON.

YES, SIR.

GOOD EVENING BOARD MEMBERS.

UM, JUST WANT TO GIVE A BRIEF UPDATE.

I KNOW THAT RECENTLY THERE WAS SOME QUESTIONS ABOUT, UM, INCREASING THE ACCESS TO MENTAL HEALTH SERVICES.

SO WE WANTED TO PUT TOGETHER A PRESENTATION, UM, WITH SOME OF WHAT WE'VE PROPOSED TO INCREASE ACCESS IN OUR COMMUNITY FOR MENTAL HEALTH SERVICES.

SO WHEN WE LOOK AT IT, WE TALK ABOUT OUR CURRENT REALITY AND WE ALL KNOW HOW MUCH OF AN IMPACT COVID-19 PANDEMIC HAS HAD.

UM, AND IT HAS REALLY INCREASED THE NEED FOR ACCESS TO SERVICES, BOTH FOR STUDENTS AND STAFF.

SO WE'RE TRYING TO WORK ON OPTIONS, OPTIONS TO BE ABLE TO SUPPORT THE INCREASING NEEDS.

UM, WE'VE ALSO BEEN WORKING WITH HOPE PERFORMANCE SYSTEMS AND COPE WITH COASTAL EMPIRE COMMUNITY MENTAL HEALTH TO GET THEM BACK INTO SCHOOL.

SO WE'RE NOW AT, UM, WE'RE SERVING 10 SCHOOLS AND WE'RE LOOKING AT ADDING AN ADDITIONAL FOUR SCHOOLS WITHIN THE NEXT MONTH.

UM, THEY, BOTH, BOTH AGENCIES HAVE HIRED NEW STAFF MEMBERS THAT ARE GOING TO BE SUPPORTING THOSE STUDENTS THROUGH A SCHOOL-BASED EFFORT, AND THAT WILL ALSO BE AVAILABLE TO STAFF MEMBERS.

AND THEN WE'RE, UM, LOOKING AT WAYS THAT WE CAN UTILIZE THE AIR SUPPLIES THAT HAVE BEEN ALLOCATED FOR MENTAL HEALTH SERVICES.

SO WE'RE GOING TO, UM, WE PUT TOGETHER A COLLABORATIVE TEAM INTERNALLY WITHIN THE DISTRICT, AND YOU'LL SEE IN, IN SLIDES THAT ARE COMING UP WHERE WE, UM, DISCUSS WHAT OUR PLAN IS TO GO FORWARD.

SO MS. CUSHION, BARRY, WOULD YOU MIND GOING TO THE NEXT SLIDE FOR ME PLEASE? SO I WANTED TO SHARE WITH YOU ALL WHAT WE CURRENTLY HAVE AS OUR COUNSELING RESOURCES.

THIS IS SOMETHING THAT WE'VE HAD IN OUR DISTRICT FOR AWHILE.

THESE ARE SOME OF OUR PARTNER AGENCIES, AS WELL AS OTHER AGENCIES WITHIN THE COMMUNITY, OR THAT SERVE THE STUDENTS WITHIN OUR COMMUNITY.

UM, AND SO THIS HAS BEEN A WIDELY USED RESOURCE THAT WE'VE HAD IN THE DISTRICT FOR A WHILE, BUT WE'RE LOOKING AT, UM, THIS PAST YEAR, WE EXPANDED THOSE TYPES OF COUNSELING SERVICES AND, UM, AVAILABILITY OF SUPPORT WITH OUR VIRTUAL CALMING ROOM THAT MRS. HENDERSON AND HER TEAM PUT TOGETHER THAT'S AVAILABLE THROUGH OUR DISTRICT WEBSITE.

AND THEN I, UM, EXCUSE ME, I'M SORRY, MS. CHRISTIAN BEAR, WILL YOU GO TO THE NEXT SLIDE PLEASE?

[02:15:01]

ON THE NEXT SLIDE, WE LOOK AT WHAT OUR CURRENT COUNSELING SERVICES ARE.

SO THE PARTNERS THAT WE HAVE THAT ARE PROVIDING SCHOOL-BASED MENTAL HEALTH SERVICES, WHAT I'VE INCLUDED ON THIS SLIDE IS WHAT THEY HAVE PROVIDED TO US SO FAR THIS YEAR.

SO THIS IS THE NUMBER OF STUDENTS THAT, SO YOU'LL SEE FOR COASTAL EMPIRE COMMUNITY MENTAL HEALTH, THE DIFFERENT SERVICES THAT THEY'RE PROVIDING, WHO THE REFERRAL SOURCES ARE FOR THOSE AND THE NUMBER OF STUDENTS THAT THEY'VE SEEN THUS FAR.

SO FROM AUGUST, UM, PRETTY MUCH SEPTEMBER, UM, BECAUSE WE HAD TO WAIT A COUPLE OF WEEKS BEFORE WE COULD ACTUALLY GET THEM STARTED SERVING STUDENTS.

THEY'RE ACTUALLY SERVING 167 STUDENTS THROUGH COASTAL EMPIRE COMMUNITY, MENTAL HEALTH, UM, HOPE PERFORMANCE SYSTEMS AND SERVING A SMALLER POPULATION OF SCHOOLS, BUT THEY ARE SERVING 52 STUDENTS THROUGH SCHOOL-BASED MENTAL HEALTH SERVICES.

UM, AND ALSO 24 STAFF MEMBERS THAT ARE UTILIZING THEIR SERVICES EITHER THROUGH THE, YOU MATTER INITIATIVE WHERE STAFF MEMBERS CAN REACH OUT AT A DISCOUNTED RATE, UM, TO RECEIVE MENTAL HEALTH SERVICES OR THROUGH, UM, HUMAN RESOURCES WHERE WE HAD TO DO FIT FOR DUTY EVALUATIONS, OR WE HAVE PAD STAFF MEMBERS WHO, UM, THROUGH THEIR DUTIES HAVE, HAVE NEEDED ADDITIONAL SUPPORT.

SO WE'VE MADE ADDITIONAL REFERRALS TO HOPE, PERFORMANCE SYSTEMS FOR THAT ALSO RIGHT DIRECTION, FAMILY SERVICES, UM, PROVIDES REHABILITATED BEHAVIORAL HEALTH.

THEY PROVIDE CRISIS SUPPORT AND THERAPEUTIC COUNSELING SERVICES.

THEY'RE CURRENTLY SERVING 117 STUDENTS WITHIN OUR DISTRICT.

AND THEN WE ALSO HAVE, UM, GRIEF SUPPORT THAT HAS BEEN PROVIDED BY FRIENDS OF CAROLINE HOSPICE.

AND WE'RE NEARING 70 STUDENTS.

UM, SO FAR THIS YEAR THAT HAVE BEEN SUPPORTED THROUGH PRINCE OF CAROLINE HOSPICE.

SO AS OUR PLAN MOVES FORWARD WITH THESE FUNDS, WHAT WE INTEND TO DO IS PARTNER WITH LOCAL PROVIDERS TO INCREASE OUR, UM, ACCESS TO SERVICES BY PROVIDING STAFF AND STUDENTS WITH, UM, NO COST MENTAL HEALTH SERVICES.

SO WE KNOW THAT, UM, YOU KNOW, THERE'S A NEED AND, AND WITH THE AGENCIES THAT ARE AVAILABLE WITHIN OUR, WITHIN OUR COMMUNITY, UM, WHAT WE HAVE SO FAR WITH OUR PARTNERSHIPS WOULD BE FAR EXCEEDED BY THE NEEDS THAT ARE AVAILABLE WITHIN OUR COMMUNITY.

SO WHAT WE'RE DOING IS GOING TO, UM, AND THIS IS JUST IN ITS INFANCY.

SO I WANT TO MAKE SURE THAT I STRESS THAT, UM, YOU KNOW, WE'VE JUST STARTED THE INITIAL CONVERSATIONS ABOUT WHAT DOES THIS LOOK LIKE? AND SO WE'RE PLANNING TO MEET NEXT WEEK WITH SOME OF OUR LOCAL PROVIDERS, INCLUDING OUR TWO CURRENT MENTAL HEALTH PARTNERS.

UM, BUT ALSO EXPANDING THAT TO SOME OF OUR SMALLER, MORE INTIMATE COUNSELING AGENCIES TO BE ABLE TO SUPPORT THIS EFFORT.

AND SO WHAT WE'RE GOING TO DO, UM, I'VE BEEN IN CONTACT WITH OUR COMMUNICATIONS DEPARTMENT TO WORK ON A MARKETING PLAN THAT WE WILL REVISIT ONCE WE HAVE MET WITH THOSE PARTNERS.

UM, WE'RE GOING TO LOOK AT THE SERVICES, INCLUDING INTAKE, ASSESSMENT, AND TREATMENT, AND WHY WE SETTLED ON EIGHT WEEKS.

UM, AND AGAIN, THIS IS CONVERSATION THAT WE'LL HAVE WITH THE COMMUNITY PARTNERS WHEN WE MEET IS, YOU KNOW, EIGHT WEEKS IS ABOUT THE LENGTH OF SERVICE THAT, THAT A PERSON WOULD NEED IN ORDER TO HAVE TREATMENT WITH ANY FIDELITY.

SO, UM, AS WE CONTINUE WITH THIS WORK AND CONTINUING THESE CONVERSATIONS, WE WILL GET INTO HOW IS THE BILLING GOING TO HAPPEN.

WE DEFINITELY WANT TO MAKE SURE THAT WE, UM, UH, ABIDE BY HIPAA REQUIREMENTS AND THEN, UM, EXTENDING THOSE SERVICES AS NECESSARY FOR THOSE WHO, WHO MAY NEED SERVICES LONGER THAN EIGHT WEEKS AT A TIME.

AND IF YOU'LL GO TO THE NEXT SLIDE, MS. CUSHION BEAR, AND THEN WE'VE ALSO LOOKED AT THE OPPORTUNITY AND HAVE HAD CONVERSATIONS INTERNALLY ABOUT THE ACCESS TO TELEHEALTH.

UM, WE KNOW THAT THIS IS SOMETHING THAT'S BEING WIDELY USED, AND IT'S DEFINITELY SOMETHING THAT WE MAY LOOK AT, UM, WITH THIS ENDEAVOR.

SO WE'RE JUST TRYING TO LOOK AT AS MANY OPTIONS AS POSSIBLE TO BE ABLE TO PROVIDE THIS ADDITIONAL SUPPORT FOR OUR STUDENTS AND OUR STAFF.

AND THAT'S ALL THAT I HAVE.

THANK YOU.

THANK YOU, MS. SWINTON.

WE HAVE SOME QUESTIONS, MR. EARL CAMPBELL.

UH, YEAH, MY, MY QUESTION IS HOW DO WE DEAL WITH STUDENTS THAT HAVE A DRUG OR ALCOHOL PROBLEM? DO WE HAVE A PROGRAM THAT WILL HELP THEM GET OFF DRUGS? SO, UM, WE ACTUALLY DO WE PARTNER WITH BUPA COUNTY ALCOHOL AND DRUG, BUT THEN ALSO SOME OF THE PARTNER AGENCIES THAT WE HAVE THAT PROVIDE MENTAL HEALTH COUNSELING.

THEY ALSO PROVIDE SERVICES FOR, UM, ALCOHOL AND DRUG ABUSE.

SO, BUT OUR, OUR PRIMARY PARTNER IS BUFORD COUNTY ALCOHOL AND DRUG.

AND WE'VE ACTUALLY MET WITH THEM JUST RECENTLY TO TALK ABOUT, UM, HOW WE CAN EXPAND SERVICES, HOW WE CAN DO SOME MORE PREVENTIVE SERVICES, UM, IN OUR SCHOOLS WITH STUDENTS.

SO THERE ARE CONVERSATIONS BEING HAD, BUT, UM, YOU KNOW, YOU GUYS TALKED EARLIER ABOUT SOME OF THE VACANCIES THEY'RE FACING THE SAME THING.

WE'VE GOT SOME CRITICAL NEEDS AREAS.

THEY'VE GOT A POSITION THAT THAT'S CURRENTLY VACANT THAT WE'RE SERVING, RIGHT.

CHOICES PROGRAM, WHERE WE HAVE, I'M SORRY.

WE HAVE, YOU KNOW, THEY'VE GOT VACANCIES THAT WERE AT RIGHT CHOICES, ALTERNATIVE PROGRAM THAT, UM, IS NOT CURRENTLY BEING SERVED BECAUSE THEY DON'T, THEY HAVEN'T HAD ANYONE TO FILL THAT POSITION.

SO A LOT OF WHAT WE'RE SEEING, WHERE WE'RE PLANNING FOR, UM, HOW WE CAN PIVOT WITH REGARDS

[02:20:01]

TO NOT HAVING THESE POSITIONS FILLED AND HOW WE CAN COME UP WITH OTHER OPTIONS TO BE ABLE TO SERVE THOSE STUDENTS.

BUT YES, SIR, TO ANSWER YOUR QUESTION, WE DO HAVE SUPPORT FOR STUDENTS WITH ALCOHOL AND DRUG ISSUES.

OKAY.

UM, AND THE REASON I ASKED THAT BECAUSE I'M, I'M CONCERNED, UH, ABOUT OUR, SOME OF OUR STUDENTS, WE ARE LOSING A LOTTA, A LOT OF OUR STUDENTS.

AND I THINK SOMETIME IN THE NEAR FUTURE, AND I SPOKE TO ME AND MRS. FISHER'S, I TALKED ABOUT THIS IS THAT WE, AS A BOARD, SIT DOWN WITH YOU FOLKS FROM SOCIAL SERVICE DRUG AND ALCOHOL ABUSE AND MRS. WHITE, UH, AND LAW ENFORCEMENT TO SEE WHAT WE CAN DO TO MAKE SURE THAT WE DON'T, HE STOPPED LOSING OUR STUDENTS TO DRUGS BECAUSE THE PROBLEM IS THERE AND WE NEED TO ADDRESS IT.

THANK YOU VERY MUCH.

THANK YOU, MADAM CHAIR.

AND THANK YOU, MS. SWINTON FOR YOUR PRESENTATION.

THIS IS REALLY IMPORTANT WORK.

AND, UM, THANK YOU TO YOUR TEAM AND YOURSELF FOR PUTTING IN THE LONG HOURS AND THE HARD WORK ON THIS.

UM, MY QUESTION IS REALLY SIMPLE ON PAGE THREE, YOU HAVE THAT RESOURCE GUIDE.

AND, UM, MY QUESTION IS WHERE CAN I FIND A COPY OF THAT? I LIVED ON HER WEBSITE AND I COULDN'T FIND IT.

UM, AND I KNOW THAT YOU'RE WORKING ON A MARKETING PLAN, BUT I JUST WANTED TO MAKE SURE THAT I COULD GET MY HANDS ON IT AND DO WHAT I COULD TO HELP HER SET OUT.

I THOUGHT THAT IT WAS ON OUR WEBSITE, BUT WE'LL DEFINITELY MAKE SURE IT'S NOT THE FIRST THING IN THE MORNING.

AND IT'S CURRENTLY IN BOARD DOCS.

AND WOULD THE PUBLIC HAVE ACCESS TO IT THAT WAY TOO? YEAH.

YEAH.

YEAH.

OKAY.

NEXT IS UH, UM, MS. BOATWRIGHT, THANK YOU, MADAM CHAIR.

THANK YOU SO MUCH WITH SWINTON AND BOOBS, DR.

RODRIGUEZ.

UM, I JUST, AS A PARENT WITH KIDS IN THE SCHOOL, THIS IS WHAT I HEAR ABOUT ALL THE TIME AND IT, AND THERE'S, THERE'S JUST A FEELING OF DESPERATION.

UM, I THINK IN THE, IN THE PARENT COMMUNITY ABOUT THEIR KIDS AND CONCERNS ABOUT THEIR KIDS.

SO I THINK THIS IS GOING TO BE AMAZING.

UM AS YOU KNOW, I HAVE A LOT OF QUESTIONS, BUT I THINK, UH, SOUNDS LIKE YOU GUYS ARE STILL WORKING SOME STUFF OUT AND I'M SURE YOU'LL COME BACK TO THE BOARD IN, IN A WEEK, A COUPLE OF WEEKS AND LET US KNOW SORT OF WHERE ALL THIS IS AT.

SO I'M GOING TO WAIT ON THOSE QUESTIONS.

UM, ONE THING I, AND I TALKED ABOUT THIS TOO.

I THINK PEOPLE NEED TO HEAR THAT THIS IS STILL VERY MUCH A PARENT DRIVEN, UH, PROGRAM THAT THIS IS, UH, GOING TO BE, UH, PARENTS COMING AND ASKING FOR HELP, OR IF TEACHERS AND I DO TALK TO TEACHERS WHO ARE TELLING ME STORIES OF KIDS COMING IN AND JUST WISHING THAT THEY HAD SOMEPLACE, THEY COULD REFER THEM WHERE THEY COULD, UH, GET SUPPORT.

BUT EVEN IF, UH, UH, SO, UH, SOMEONE'S IDENTIFIED IN THE SCHOOLS THAT THAT WILL THEN GO THROUGH, UM, THE, THE PARENTS.

SO THE PARENTS WILL BE INVOLVED.

MY ONE QUESTION IS AT THIS POINT I WAS WRITING SOMETHING DOWN AND YOU SAID 10 SCHOOLS ADDING FOUR.

CAN, WILL YOU TELL ME AGAIN WHAT THAT, WHAT YOU MEANT WHEN YOU SAID THAT AT THE BEGINNING OF THE PRESENTATION? YES MA'AM.

SO WHAT THAT NUMBER WAS, WAS THE NUMBER OF SCHOOLS THAT HAVE A SCHOOL-BASED MENTAL HEALTH COUNSELOR CURRENTLY EITHER THROUGH COASTAL EMPIRE COMMUNITY MENTAL HEALTH, OR THROUGH HOPE PERFORMANCE SYSTEM.

SO THAT MEANS THAT THEY HAVE SOMEONE ON SITE ONSITE AT LEAST TWO DAYS OUT OF THE WEEK, UM, THAT IS ACCESSIBLE AND IS ACCEPTING REFERRALS THROUGH THEIR AGENCY TO PROVIDE SERVICES.

UM, BUT THIS GOES BACK TO THE POINT THAT YOU JUST BROUGHT UP ABOUT BEING PARENT LED.

UM, THIS IS SOMETHING THAT WE, AS A SCHOOL DISTRICT CAN ONLY RECOMMEND WE CANNOT REQUIRE OR MANDATE STUDENTS TO RECEIVE MENTAL HEALTH COUNSELING.

BUT WHAT WE DO TRY TO DO IS HELP PARENTS TO SEEK OUT THOSE RESOURCES.

SO WHAT WE'RE, WHAT WE'RE LOOKING AT, UM, GOING FORWARD WITH THIS PROJECT IS, IS MORE OF A COUNSELING ASSISTANCE OR, OR CONNECTING PEOPLE TO RESOURCES.

IT'S NOT ABOUT MANDATING OR SAYING, YOU KNOW, KIKI, YOU NEED MENTAL HEALTH SERVICES.

THIS IS ABOUT SAYING THE SERVICES ARE AVAILABLE AND WE WANT TO DO EVERYTHING THAT WE CAN TO MAKE SURE THAT PEOPLE CAN ACCESS.

RIGHT.

AND I THINK THAT, UM, TO ME, WHAT I SEE AND WHAT I HEAR FROM PARENTS IS THAT, YOU KNOW, THE NEED FOR KIDS, THEY NEED HELP COPING WITH ALL THE, YOU KNOW, WITH THE PANDEMIC, THEY NEED COPING SKILLS AND JUST, UH, LISTENING TO MR. CAMPBELL TALKING.

I MEAN, OBVIOUSLY DRUGS ARE A HUGE PROBLEM, UH, IN OUR STUDENT POPULATION, JUST LIKE IN EVERY STUDENT POPULATION.

AND I JUST WANT, YOU KNOW, SOMETHING THAT HAS STUCK WITH ME AND WE TALK ABOUT MARKETING.

UM, I THINK THERE'S A PERCEPTION THAT THERAPY IS SORT OF SOMETHING THAT YOU DO IN NEW YORK CITY, YOU KNOW, IN MANHATTAN, IT'S A, IT, IT DOESN'T HAVE, THERE ARE A LOT OF COMMUNITIES THAT SEE IT AS A STIGMA THAT SEE IT AS SOMETHING THAT THEY SH A WEAKNESS THEY SHOULDN'T PARTICIPATE IN.

AND I THINK THAT'S GOING TO BE A BIG THRUST OF OUR MARKETING CAMPAIGN IS TO REACH THOSE COMMUNITIES THAT, UM, ARE NOT AS COMFORTABLE SEEKING HELP.

AND I JUST, UH, WHEN I WAS LOOKING AT THIS PROGRAM, THERE WAS THIS, UH, A RAPPER NAMED DMX WHO PASSED AWAY RECENTLY FROM DRUG ABUSE AT THE AGE OF 50.

AND THERE WAS AN ARTICLE WRITTEN ABOUT HIM WHEN HE WAS YOUNGER, WHERE HE SAID HE HAD A REALLY TRAUMATIC CHILDHOOD, UM,

[02:25:01]

AND A LOT OF DIFFICULTIES.

AND HE WAS TALKING ABOUT HIS BATTLE WITH DRUGS THROUGHOUT HIS LIFE.

AND HE SAID, HE SAID IN MY COMMUNITY, IT WAS NOT ACCEPTABLE TO ASK FOR HELP YOU.

AND SO THAT IS THE DRUGS WERE A COPING MECHANISM WITH THE DIFFICULTIES YOU FACE.

SO I THINK SOMETHING LIKE THIS, EVEN POST PANDEMIC, THAT IF WE CAN HELP MAKE IT ACCESSIBLE AND IT AFFORDABLE THAT SCHOOLS ARE A GREAT POINT TO IDENTIFY SOME OF THOSE ISSUES AND HELP THESE KIDS DEVELOP SOME COPING SKILLS, BECAUSE RIGHT NOW I JUST FEEL IT'S SO INCREDIBLY IMPORTANT.

SO THANK YOU SO MUCH AGAIN FOR YOUR PRESENTATION, MR. THANK YOU.

THANK YOU.

UH, TO, TO THE POINT OF ASSISTANCE THAT WE'RE GOING TO PROVIDE.

I THINK WE OUGHT TO NOT LOSE SIGHT, THAT WE ARE TO HAVE THE CULTURE IN PLACE AT EACH OF THESE SCHOOLS WHERE PEOPLE BELIEVE THAT THEY ARE SAFE AND ARE BEING NURTURED.

THEY'RE BEING CARED FOR.

I DON'T WANT TO SEE A 10 YEAR PROGRAM THAT EXISTS WHERE PEOPLE ARE DIAGNOSED OR SUPPORTED OR USHERED IN TO A MENTAL HEALTH SUPPORT SYSTEM WHEN WE COULD DO SOFTER SKILLS AT THE SCHOOLS.

AND, AND SHOULD'VE THEM WOULD BE MORE LIABLE TO COME FORWARD WITH, WITH SOME NEEDS THAT COULD BE ADDRESSED WITHOUT THE EXTENT OF GETTING INTO A MENTAL HEALTH SITUATION.

WHEN I UNDERSTAND THE NEED NOW, AND I UNDERSTAND THE TIMES ARE DIFFERENT, BUT I STILL THINK IT BEGINS AT THE SCHOOL LEVEL WITH THE TEACHERS BEING NURTURING, CARING INDIVIDUALS THAT CAN FIND OUT AND SAW OUT THE LEVEL OF NEEDS.

SO I DON'T WANT US TO THOUGHT THINKING ABOUT PUTTING THINGS IN PLACE AUTOMATICALLY USHERING JOSEPH WITHOUT PROPERLY DIAGNOSING AND SORTING.

SO THAT, THAT'S MY CONCERN ABOUT, ABOUT ALL OF THIS.

THAT'S REALLY THE PARTNERSHIPS I DON'T WANT TO THEN DIMINISH ANYBODY'S ABILITY OF PROFESSIONALISM, BUT I JUST WANT TO MAKE SURE THAT WHEN PEOPLE COME INTO THE SCHOOL FROM OUTSIDE, THEY UNDERSTAND THE EDUCATIONAL PROCESS AND UNDERSTAND THE CHILDREN AND THE TEACHERS ON SITE ARE BEST AT DOING THAT SERVICE.

SO THAT'S, YOU KNOW, I DON'T WANT TO ANSWER THAT.

I WANT IT OUTSIDE.

THAT MAKES SENSE THAT YES, SIR.

AND I'M ALSO A PART OF THIS, WHICH I DIDN'T TOUCH ON, BUT ON THE VERY LAST PAGE, THIS CUSHION BARRY, CAN YOU GO TO PAGE SIX, PLEASE? WE TALK ABOUT EXPANDING OUR THERAPEUTIC PROFESSIONAL DEVELOPMENT FOR STAFF AND ALSO, UM, WITH, WITH REGARDS TO COPING STRATEGY, TRAUMA SUPPORT AND SOME SELF-CARE STRATEGIES, BUT THEN WE ALSO TALK ABOUT INCREASING ACCESS TO TRAINING.

THAT'S GOING TO HELP TO CREATE THOSE ENVIRONMENTS WHERE THERE'S TRAUMA, SKILLED STAFF MEMBERS WITHIN THE BUILDING.

WE CREATE ENVIRONMENTS THAT SUPPORT STUDENTS IN THOSE WAYS THAT YOU JUST TALKED ABOUT MR. CAMPBELL.

SO THAT'S DEFINITELY A PART OF IT.

THIS, AS I SAID IN THE BEGINNING, THIS IS IN THE INFANCY STAGES.

UM, WE'RE JUST, WE'RE OPERATING OFF OF THE INITIAL REQUEST AND LOOKING AT WHAT THIS IS GOING TO LOOK LIKE.

LONG-TERM BECAUSE WE WANT THIS TO BE SOMETHING THAT IMPACTS OUR SCHOOLS FOR A WHILE TO COME, NOT JUST WHILE WE HAVE EXTRA FUNDS AVAILABLE.

OKAY.

DR.

RODRIGUEZ, I THINK, UH, JUST IN ADDITION TO THE CONVERSATION, UH, UH, LISTENING TO SOME OF THE COMMENTS MADE IN PARTICULAR, UH, WHAT, UH, MS. BOATWRIGHT WAS GETTING AT, UM, UH, AS I SPEAK WITH, UH, SUPERINTENDENT COLLEAGUES ACROSS THE COUNTRY, UH, ONE OF THE THINGS THAT, UH, THEY'RE SEEING IS THE IMPACT OF, OF THE PANDEMIC MANIFESTING ITSELF IN A LOT OF, UH, STUDENT BEHAVIOR SOMETIMES WITHIN, WITHIN SCHOOLS, RIGHT? WHETHER IT'S EITHER AGGRESSION OR WHETHER IT'S, UM, UM, YOU KNOW, UH, FIGHT OR WHETHER IT'S, UH, UH, WITHDRAWING OR D EVERYBODY MANIFESTS AND DEALS WITH IT.

AND, UH, AND IT SHOWS UP IN DIFFERENT WAYS FOR PEOPLE, RIGHT? UH, SO BEING, BEING ALERT TO THAT AND AWARE OF IT, UH, BUT THEY, THEY ALSO NOTICE AN INCREASE OF THOSE TYPES OF BEHAVIORS AND THINGS ACROSS THEIR DISTRICTS AS WELL.

SO THIS IS THIS IMPACTING, UH, OUR KIDS IN MANY WAYS, MR. SMITH, UH, UH, THANK I'LL.

THANK YOU, MR. AND YOUR STAFF, UH, DURING THIS REPORT AND FOR, DURING THE DOING THIS WORK.

UM, BUT ONE OF THE CONCERNS I DO REMEMBER BRINGING UP, UH, BEFORE

[02:30:01]

WAS THAT ALSO, AND GIVEN THIS SERVICE, YOU KNOW, WHERE COULD IT BE A SAFE SPACE IN REGARDS TO FACULTY AND STAFF FOR THEM TO GET THESE THESE SERVICES, UH, AND HOW COULD THESE SERVICES BE PROVIDED TO THEM AS WELL? AND, UM, I THINK, I DIDN'T REMEMBER, IT'S COMING BACK TO IMPLEMENT INFORMATION IN REGARDING THAT.

ARE YOU ASKING ME WHERE, WHERE STAFF ARE RECEIVING SERVICES? YEAH.

WHAT DID WE, UH, WE WERE TALKING ABOUT A SAFE SPACE FOR, YOU KNOW, SOME STAFF MEMBERS MAY FEEL SOME TYPE OF WAY IF PEOPLE KNOW THAT THEY'RE GOING FOR THESE SERVICES, THEY MAY FEEL A LITTLE UNCOMFORTABLE BECAUSE PEOPLE MAY LOOK AT THEM DIFFERENTLY.

UH, AS THOUGH, EVEN THOUGH, EVEN THOUGH THEY ARE ADULTS, THEY MAY HAVE THE MENTALITY THAT I DON'T WANT PEOPLE THAT I'M RECEIVING THE SERVICES, YOU KNOW, OR SOME PEOPLE ARE USING IT IN A WAY TO ATTACK THEM.

SO I WAS JUST WONDERING, THEN WE TALKED ABOUT HAVING A SAFE SPACE OR SOMETHING DIFFERENTLY, OR MAYBE OFF CAMPUS FOR THEM TO GO INTO RECEIVE THE SERVICES.

THEN WE HAVEN'T FIGURED THAT OUT.

WE NEVER GOT AN UPDATE ON THAT.

UM, SO WE ACTUALLY HAVE A SPACE AT THE DISTRICT OFFICE.

THAT'S SEPARATED FROM THE HUMAN RESOURCES DEPARTMENT BECAUSE, UM, YOU KNOW, MS. MS. BULLRIGHT BROUGHT UP ALL ABOUT REDUCING THE STIGMA AROUND MENTAL HEALTH.

AND THAT IS SOMETHING THAT WE DO HAVE TO ACKNOWLEDGE AND KNOW THAT IT'S PRESENT.

UM, BUT YOU KNOW, I CAN SPEAK FOR MYSELF.

I'VE MADE THE DECISION TO RECEIVE MY SERVICES THROUGH A TELEHEALTH APP, YOU KNOW, OPPORTUNITY.

SO I DON'T HAVE TO NECESSARILY GO TO AN OFFICE TO RECEIVE SERVICES.

UM, BUT I AM STILL RECEIVING SERVICES.

SO THAT'S A DECISION THAT I MADE FOR MYSELF, BUT WE HAVE ATTEMPTED TO CREATE SAFE SPACES.

UM, AND WE WANT TO TRY TO DO THAT MORE IN DIFFERENT PLACES.

UM, WE ONLY RIGHT NOW HAVE THE ONE DESIGNATED PLACE, BUT THEN WE ALSO HAVE OPPORTUNITIES FOR STAFF TO BE SEEN WITHIN THE ACTUAL PHYSICAL OFFICE.

SO WHILE WE MAY NOT HAVE ONSITE, UM, AT EACH SCHOOL FOR OUR STAFF MEMBERS, WE DO HAVE OPPORTUNITIES FOR STAFF TO BE SEEN THROUGH OUR PARTNER AGENCIES, EITHER AT THE ACTUAL FACILITY FOR THE AGENCY OR, UM, THROUGH A TELEHEALTH OPTION.

SO I WANT TO MAKE SURE I ANSWERED YOUR QUESTION BY SAYING THAT THAT IS AVAILABLE.

UM, IF YOUR REQUEST, IF YOUR QUESTION IS WITH REGARDS TO THE SPACE THAT WE CREATED ON THE, YOU MATTER INITIATIVE, THAT SPACE IS STILL ACTIVE AND BEING UTILIZED.

THANK YOU.

YOU DID THAT.

YOU DID ASK MY QUESTION AND THAT IS AWESOME THAT OUR STAFF CAN GO IN PRIVATE AND GET, AND GET THE, UH, THESE SERVICES.

ANYBODY ELSE CAN MOVE TO THE TELEHEALTH TO DO IT WHEREVER THEY FEEL MOST COMFORTABLE AT THAT, THAT, THAT IS A DEFINITELY A GOOD THING, BECAUSE AT SOME POINT IN TIME, I BELIEVE THAT, UH, THE WAY THE WORLD AND THE COUNTRY IS GOING, THAT WE ALL NEED SOMEONE TO TALK TO THEM AND NEED TO, UH, GIVE THOSE SERVICES OUTSIDE SOMETHING, BY SOME POINT IN TIMES, UH, UH, WITH THESE DAYS THAT WE'RE LIVING IN.

SO, UH, THAT'S, THAT'S A GREAT, I'VE GOT YOUR, I DO APPRECIATE THAT.

AND ALSO, UH, IT WAS ONE.

OH, AND THAT WAS WITH, TO SAY THAT I, I DO AGREE WITH WHAT MR. CAMPBELL SAID THAT, UM, NOW, UH, REALLY BOTH CAMPBELL'S, UM, AND, AND IN RELATIONSHIP TO STUDENTS, UH, AND, UH, BEING LABELED.

AND ALSO, I THINK THAT IT'S VERY IMPORTANT THAT THE STUDENTS WHO WE ARE, WHO ARE, YOU MAY BE INVOLVED IN, OR MAYBE ANYBODY INVOLVED AS SOON AS ROBIN USING DRUGS.

I THINK THAT IT'S VERY IMPORTANT THAT WE GET THEM HELP AS MUCH AS POSSIBLE.

AND AS, AS EARLY AS POSSIBLE, UH, FROM THE MIDDLE SCHOOL LEVEL TO THE ELEMENTARY SCHOOL THAT I'VE HEARD OF, JUST THE DIFFERENT THINGS BEING IN THE ELEMENTARY SCHOOL.

I THINK THE EARLIER THAT WE EDUCATE OUR KIDS AND WE GET THEM HELP, I THINK IT'S, IT'S VERY CRITICAL IN THE TIME THAT WE'RE LIVING IN NOW, BECAUSE KIDS ARE EXPOSED TO MUCH MORE DIFFERENT THINGS AT A MUCH MORE FAIR, A FASTER RATE.

I IN TINY TIME, THEY VERSUS I'M COMING VERSUS WHEN I CAME UP AND YOU CAME UP WITH OTHER PEOPLE.

SO I THINK THAT THAT IS VERY IMPORTANT THAT WE CAN GET ALSO LOOK LOOKING, PARTICULARLY GETTING OUR KIDS SERVICE AT THE ELEMENTARY AND MIDDLE SCHOOL, AS WELL AS HIGH SCHOOL, UM, SERVICES AS QUICK AS POSSIBLE TO GET, TO GET THEM BACK ON THE RIGHT TRACK.

THAT WOULD BE VERY IMPORTANT TOO.

AND, AND HAVE THAT DONE MORE SECRETIVELY.

THANK YOU, RODRIGUEZ.

DOES THAT CONCLUDE YOUR REPORT? YES, IT DOES.

THANK YOU.

OKAY.

THANK YOU VERY MUCH.

[Consent Agenda]

UM, NEXT UP, WE HAVE THE, UH, WE NEED A MOTION TO APPROVE THE OCTOBER 5TH, 2021 BOARD MEETING MINUTES.

UH, DR.

WAS NATZKE I MOVE THAT? WE APPROVE THE OCTOBER 5TH, 2021 BOARD MEETING MINUTES.

MS. MS. BOATWRIGHT.

SECOND, SECOND.

OKAY.

UH, ANY DISCUSSION MR. SMITH? UM, ACTUALLY I LEFT MY HAND.

I WAS GOING TO GO AHEAD AND DO THAT.

THAT'S WHY I LEFT IT UP, BUT YEAH, THAT'S FINE.

[02:35:15]

I WILL NOT BE, UH, I WILL BE, UH, ABSTAINING FROM THIS VOTE.

I WAS NOT AT THE LAST MINUTE MEETING.

VOTING IS NOW OPEN.

THE MEETING MINUTES OF OCTOBER 5TH, 2021 ARE APPROVED A 10 0 1.

I WAS THE ONE ABSTENTION NEXT.

WE NEED A MOTION FOR, UM, APPROVAL OF THE CONSENT AGENDA.

DR.

WAS NASTY.

I KNOW THAT WE APPROVE THE CONSENT AGENDA, MR. STRIVEN, GER DAVID .

OKAY.

THANK YOU, MR. SMITH.

UH, TODAY I WILL NOT SUPPORT THE CONSENT AGENDA BECAUSE OF THE FACT THAT I, I FEEL THAT THE CONSENT AGENDA IS BEGINNING TO BECOME THE OVERFLOW OF THINGS THAT WE, UH, IN, IN ALSO WITHIN THE FOUR YEAR, I FORGOT ABOUT THE FOUR YEAR TO CHA.

I FORGOT TO TAKE THAT OFF TO CONSIDER AGENDA.

I THINK THAT THE MORE THAT WE ARE TRANSPARENT AND MORE THAT WE TALK ABOUT, AND THAT'S WHAT OUR BOARD MEETINGS ARE FOR, FOR US TO TALK TO A STOP TO IT, NOT JUST FOR US TO TALK AND SPEND MONEY AND, YOU KNOW, UM, JUST MAKE SOME DECISIONS THAT WE, THAT WE MAY FEEL THAT ARE IMPORTANT TO US, BUT ALL AROUND.

AND SO I I'M CONCERNED THAT WE USE THE CONSENT AGENDA TO FAST FORWARD ON MEETINGS FROM, FROM BEFORE, FROM BEING, FROM WATCHING THE BOARD MEETING, TO BECOMING A BOARD, A BOARD MEMBER TO JUST WATCHING, OKAY, STAY HERE.

I'M NOT, I'M NOT FINISHED.

WELL, YOU HAD, THERE'S A POINT OF ORDER.

YOU HAVE TO STOP SPEAKING.

SHE COULD INTERRUPT YOU.

IS THERE SUPPOSED TO BE DISCUSSION REGARDING CONSENT AGENDA? NO, THERE'S NO DISCUSSION.

WELL, I KIND OF HAVE, CAN I HAVE A POINT OF ORDER AS WELL? I WAS JUST GOING TO WAIT AND RAISE MY HAND, BUT SO MR. SMITH, YOU'RE FINISHED SPEAKING NOW, MS. BOAT, RIGHT? YES.

AND I, I, I'M NOT FINISHED.

I'M NOT SENDING MR. SMITH.

YOU HEAR WHAT MR. SMITH, I AM CALLING YOU TO ORDER BECAUSE YOU SAID WE SPIT MONEY.

THIS IS AN F AN EFFORT TO FAST FORWARD OUR MEETINGS.

NONE OF THAT IS MY INTENTION WITH THIS PUBLIC, UH, CONSENT.

AND I WOULD APPRECIATE IF YOU WOULD STOP ASSIGNING MOTIVE TO OTHER BOARD MEMBERS.

NO.

UM, I AM NOT THAT SURE.

A PERSON THAT'S YEAH.

THE CONSENT AGENDA IS NOT SORT OF DISCUSSION.

AND IF YOU WANTED SOMETHING, YOU MIGHT CALL THEM TO ORDER SIMPLE.

HE'S OUT OF MR. SMITH.

YOU'RE OUT OF ORDER.

SO YOUR STOP, YOUR SPEAKING AND RESPECT THE GAVEL.

THANK YOU, GOD.

NO, I KNOW.

ALL RIGHT THERE BEING NO FURTHER, NO DISCUSSION MOTION TO APPROVE THE CONSENT AGENDA VOTING IS OPEN.

OKAY.

UM, POINT OF ORDER, MADAM CHAIR.

I DON'T THINK THAT MOTION'S CORRECT.

UNLESS WE'RE DOING IT ONE AT A TIME.

IT SHOULD ALSO HAVE BROADBAND EXPANSION.

WE'RE NOT VOTING ON EVERY TIME MOTION IS CORRECT.

I NOTICED THE SAME THING.

I JUST WANNA MAKE SURE WE WEREN'T MISSING THAT ONE HERE.

SORRY, ROBIN.

I SHOULD TRUST YOU.

SO THE CONSENT AGENDA IS APPROVED TEN ONE, THE ONE.

NO.

IS MR. SMITH.

NEXT UP IS

[Future Agenda Topics]

A FUTURE AGENDA TOPICS.

MR. SMITH, COULD YOU PUT YOUR HAND DOWN SINCE IT HAS NOT GONE DOWN AND THEN BACK UP, IF YOU WANT TO DO A TOPIC.

THANK YOU, MR. SMITH.

[02:40:01]

YES.

I WOULD LIKE TO UPDATE ON THE, ON THE, ON THE GRIEVANCES THAT WERE IN THE GROUPS IS PART ON THE GROUPS IS CALLED POLICY AND THE PROGRAM, THE PLAQUES, THE GROUPS WAS PROGRAM.

THAT WAS THAT THEY, UH, HR WAS COMING BACK WITH AN UPDATE ON THAT.

MR. EARL CAMPBELL.

PERFECT.

WHAT IS THE NEXT MEXICAN? I KNOW WE HAVE A WORK SESSION THIS COMING, BUT WHAT ALL, AND WHAT IS OUR NEXT WORK SESSION? HALF OF US FOR THIS ONE? UM, SO OUR, YEAH, OUR WORK SESSION IS A FRIDAY, UH, THIS FRIDAY TO BEGINS AT 9:00 AM.

AND SO YOU'RE ASKING WHEN THE NEXT ONE IS AFTER THAT.

UM, LET'S SEE.

YEAH, WE DON'T HAVE THE CALENDAR YET THAT FAR.

OKAY.

OKAY.

YOU'RE WELCOME.

ALL RIGHT.

THERE BEING NO FURTHER HANDS UP FOR FUTURE AGENDA TOPICS,

[Announcements]

UH, IN TERMS OF, UM, ANNOUNCEMENTS TO THE BOARD MEMBERS THAT ARE PRESENT HERE TONIGHT, JUST BE SURE YOU LEAVE TONIGHT WITH YOUR PACKET THAT HAS THE SUPERINTENDENT'S, UH, UH, EVALUATION IN IT.

AND AS I ALREADY MENTIONED EARLIER IN THE MEETING UNDER THE CHAIRMAN'S REPORT, WE HAVE TWO MEMBERS THAT ARE PARTICIPATING REMOTELY TODAY AND COULD, AND BE SURE THAT YOU CONTACT ROBIN OR SHE WILL CONTACT YOU IN THE MORNING ABOUT HOW TO GET YOUR PACKET TO YOU.

WE WANT TO BE SURE YOU GET YOUR PACKET.

SO YOU HAVE PLENTY OF TIME TO COMPLETE THE EVALUATION.

WE NOW HAVE WA ONE.
