AND WHEREAS COMMUNITY PLANNING AND PLANS TO HELP MANAGE THIS CHANGE IN A WAY THAT PROVIDES BETTER CHOICES FOR PEOPLE WORK AND LIVE IN.
WHEREAS COMMUNITY PLANNING PROVIDES AN OPPORTUNITY FOR ALL RESIDENTS TO BE MEANINGFULLY INVOLVED IN MAKING CHOICES THAT DETERMINES THE FUTURE OF OUTCOME OF THEIR COMMUNITIES.
AND WHEREAS THE FULL BENEFIT OF PLANNING REQUIRES PUBLIC OFFICIALS AND CITIZENS WHO UNDERSTANDS SUPPORT AND DEMAND EXCELLENCE IN PLANNING THE PLAN IMPLEMENTATION.
AND WHEREAS THE MONTH OF OCTOBER IS DESIGNATED AS NATIONAL COMMUNITY PLANNING MONTH THROUGHOUT THE UNITED STATES OF AMERICA AND ITS TERRITORIES.

AND 1998, THE OWNERS AND DEVELOPMENT DEVELOPERS OF PALMETTO BLUFF SIGNED AN AGREEMENT WITH THE TOWN OF HEALTH AND HAD IN WHICH THOUSANDS OF ACRES WERE ADDED TO THE TOWN OF BLUFFTON.
THE AGREEMENT ALLOWED PALMETTO BLUFF TO JOIN THE TOWN OF BLUFFTON AND AVOID BEING PART OF UNINCORPORATED BUFORD COUNTY.
AN EXCHANGE BLUFFTON GAINED A HUGE TAX BASE.
THE AGREEMENT ALSO AFFORDED HIGH STANDARDS OF ECO-FRIENDLY DEVELOPMENT AND GREAT PROTECTION FOR THE WATER SURROUNDING PALMETTO BLOCK.
SINCE THAT TIME AMENDMENTS TO THE AGREEMENT HAVE GREATLY WEAKENED THE PROTECTION GIVEN WATERWAYS, NOT ALL THE ALLOWED BUILDING ON THESE AMENDMENTS HAVE COME TO FRUITION.
THIS VERY GOVERNING BODY IN 19, I'M SORRY.
IN 2005 PASSED AN AMENDMENT, WHICH ALLOWED OVER A MILE OF DOCS TO BE BUILT ON THE NEW RIVER SITE AT BIG HOUSE.

MY FAMILY HAS BEEN IN THIS COMMUNITY FOR A LONG TIME BEGINNING WHEN MY GRANDFATHER THOMAS OLD LAWTON SENIOR BROUGHT MY GRANDMOTHER THREE CHILDREN AND THE FAMILY COW TO CAMP AT MARTINS BLUFF IN THE EARLY 20TH CENTURY, THE LAWTONS AND MANY OTHER FAMILIES FROM UPCOUNTRY, SOUTH CAROLINA CAME HERE TO ESCAPE THE SUMMER HEAT ALONG THE WINDING WATERS OF THE MAY RIVER.
THAT DISTINGUISHING FEATURE THAT MAKES OURS OF BLUFF TOWN.
THIS WAS NOT A RIVER THAT RUNS THROUGH OF COURSE, BUT A TITLE ESTUARY SUPPORTING A TRULY OUTSTANDING ARRAY OF SEA LIFE AND BIRD LIFE.

ANYONE WHO HAS WALKED, WRITTEN THEIR BIKES OR DRIVEN THROUGH BLUFFTON TODAY KNOWS THE KIND OF CONGESTION THAT IS NOW CONSUMING THE TOWN.
I AM CALLING ON TOWN COUNCIL TO PUT THE MAY RIVER AND THE SURROUNDING WATERSHED IN THE FOREFRONT OF THEIR DECISION-MAKING NOT JUST IN PROFESSED ALLEGIANCE OR THE BEAUTIFUL PARKS YOU HAVE ERECTED ON THE RIVERSIDE, BUT INDEED TO THE WATERWAYS THAT BROUGHT US HERE IN THE FIRST PLACE, I AM ASKING COUNCIL MEMBERS TO THINK VERY SERIOUSLY ABOUT THE IMPACT OF ALLOWING A SHELTER COVE SIZE MARINA INTO THE WATERSHED ON THE NEW RIVER.
