UM, AFTER I WENT THROUGH ORIENTATION HERE AND AFTER MY INTERVIEW, UH, SHE SET UP MY SET UP MY COMPUTER IN MY OFFICE BACK IN 2018.

UH, THIS IS A MS. HEATHER HAAS, UH, SHE'S WITH OUR IT, UH, INFORMATION TECHNOLOGY, UH, SYSTEMS DEPARTMENT.

UH, SHE'S BEEN WITH US 22 YEARS AND SHE IS THE INTERIM IT SUPPORT ADMINISTRATOR.

SO THAT MEANS THAT SHE SUPERVISES AN ASSIST IN THE DAILY SUPPORT ACTIVITIES OF THE SIXTH BUFORD COUNTY COMPUTER SUPPORT TECHNICIANS.

AND I WANT TO TELL YOU, THOSE ARE SOME VERY TALENTED FOLKS, ALL OF THEM, UH, AND VERY ACCOMMODATING.

SHE ALSO MANAGES THE COUNTIES, IT SERVICE DELIVERY SYSTEM, AND SEEKS TO ENSURE THAT I T SUPPORT CALLS FROM STAFF ARE HANDLED QUICKLY AND EFFICIENTLY.

SO SHE, UH, SHE HAS A BUSY JOB, UH, SOME DAYS, NOT EVERY DAY.

UM, SO THIS IS SOMETHING UNIQUE AND I, I DIDN'T, I WASN'T REALLY SURE THAT, UH, THINGS LIKE THIS EXISTED, BUT APPARENTLY, UH, THEY DO HEATHER USED TO WORK FOR JOHNSON AND JOHNSON IN NEW JERSEY IN THE ORAL CARE MARKETING DEPARTMENT FOR REACH TOOTHBRUSHES AND ACT FLUORIDE ROUNDS.

SO AS A RESULT OF THAT, SHE WOULD GET ALL SORTS OF TOOTHBRUSHES AND RENT THIS FOR FREE.

SO YOU DIDN'T HAVE TO BUY ANY TOOTHBRUSHES OR MALVERN.

THAT'S QUITE UNIQUE.

UM, HEATHER STARTED HER CAREER WITH BEAVER COUNTY IN 1999 AS AN ADMINISTRATIVE ASSISTANT FOR MOSQUITO CONTROL, JUST TO GET HER FOOT IN THE DOOR HERE.

NOT ONLY DOES SHE HAVE A COMP TIA, A PLUS COMPUTER CERTIFICATION, WHICH I'M TOLD BY PATRICK KEEL, THAT THAT'S THE PREMIERE CERTIFICATION FOR IT, UH, TECHNICIANS, BUT SHE ALSO HAS A PESTICIDE APPLICATORS LICENSE AS A RESULT OF WORKING IN MOSQUITO CONTROL.

UM, SOMETHING UNIQUE ABOUT MELISSA IS THAT SHE AND HER HUSBAND HAVE HOSTED FIVE FOREIGN EXCHANGE STUDENTS FROM FIVE DIFFERENT COUNTRIES.

AND THAT'S PRETTY, UH, ADMIRABLE THAT THEY ARE WILLING TO DO THAT.

AND SHE DOES A GREAT JOB.

SO HE ALSO HAS TO DEAL WITH BUGS AND TO MAKING SURE THAT, UH, NO ONE IS GETTING INTO THE SYSTEM THAT DOESN'T NEED TO BE THERE ON ELECTION DAY.

SO HE'S BEEN WITH US 15 YEARS.

UH, HE IS RESPONSIBLE FOR MANAGING THE COUNTY'S ELECTION DATABASE FOR FEDERAL STATE COUNTY AND MUNICIPAL ELECTIONS.

HE OVERSEES THE INVENTORY MAINTENANCE DISTRIBUTION, THE SECURITY OF ALL ELECTION RECLAIMED RELATED EQUIPMENT, AND HE IS RESPONSIBLE FOR PRE-ELECTION ELECTION DAY AND POST ELECTION ACTIVITIES, REPORTS AND AUDIT REQUIRED TO EFFECTIVELY EXECUTE SUCCESSFUL ELECTIONS IN BUFORD COUNTY.

AND, UM, SOMETHING UNIQUE ABOUT HIM IS HE SERVED EIGHT YEARS IN THE MARINE CORPS AS A SERGEANT WITH THE MARINE FIGHTER ATTACK SQUADRON 1 22 ON OUR VERY OWN M CAST HERE IN BUFORD.

AND HE HAS ALSO A CHRISTIAN DJ WHO'S HANDLE IS DJ JESUS BEATS.

UM, IN 1995, PRESIDENT REAGAN, WHEN EXECUTIVE ORDER MADE THIS AN ANNUAL OBSERVANCE IN THE UNITED STATES, AND IT'S BEEN OBSERVED THAT WAY SINCE, I GUESS, 1985, PROBABLY ABOUT 35 YEARS NOW.

SO THIS IS A PROCLAMATION TO BE DELIVERED TO THE YOUNG MARINES, THE MARINE CORPS LEAGUE.

AND THEN I'LL HAVE SOME PERSONAL COMMENTS TO TALK TO YOU ABOUT AFTER THAT.

WHEREAS COMMUNITIES ACROSS AMERICA, HAVEN'T BEEN PLAYED BY THE UBER'S PROBLEMS ASSOCIATED WITH ILLEGAL DRUG USE, AND THOSE, THE TRAFFIC IN THEM AND WERE ASKED THERE WAS HOPE AND WINNING THE WAR ON DRUGS, AND THAT WHOLE BIAS IN EDUCATION, DRUG DEMAND REDUCTION, COUPLED WITH THE HARD WORK AND DETERMINATION OF ORGANIZATIONS, SUCH AS THE YOUNG MARINES OF THE MARINE CORPS.

WHEREAS ONE OF THE PILLARS OF THE YOUNG MARINE PROGRAM IS TO LEAD POSITIVE DRUG FREE LIFESTYLE, AND TO EDUCATE AND ENCOURAGE OTHERS TO DO THE SAME.

AND WHEREAS YOUNG MARINE UNITS ARE MANDATED TO TEACH A STANDARDIZED CURRICULUM THAT FOCUSES ON GATEWAY DRUGS, BUT ALSO STAYS CURRENT WITH DRUGS THAT AFFECT OUR YOUTH.

AND WE'RE AS YOUNG MARINES PARTICIPATE YEAR ROUND WITH COMMUNITY PROJECTS AND EVENTS THAT FOCUS ON REDUCING AND ELIMINATING DRUG ABUSE FIGHT, OR YOU WHEREAS GOVERNMENTS AND COMMUNITY LEADERS KNOW THAT CITIZENS SUPPORT IS ONE OF THE MOST EFFECTIVE TOOLS IN

THE EFFORT TO REDUCE THE USE OF ILLICIT DRUGS IN OUR COMMUNITIES.

AND WHEREAS THE RED RIBBON HAS BEEN CHOSEN AS A SYMBOL, COMMEMORATING MARCO ENRIQUE, KIKI CAMARENA WHO WAS MURDERED IN THE LINE OF DUTY AND REPRESENTS THE BELIEF THAT ONE PERSON CAN MAKE A DIFFERENCE.

AND WE'RE AT THE RENT WRITTEN CAMPAIGN WAS ESTABLISHED BY CONGRESS TO ENCOURAGE YOU DRUG FREE LIFESTYLE AND INVOLVEMENT IN DRUG PREVENTION AND REDUCTION EFFORTS.

AND WE'RE AS OCTOBER, 2331 HAS BEEN DESIGNATED A NATIONAL EVENT READING WEEK, WHICH ENCOURAGES AMERICANS TO WEAR A RED RIBBON TO SHOW THEIR SUPPORT FOR A DRUG-FREE ENVIRONMENT.

BE IT RESOLVED THAT YOU RECOGNIZE AS THE YOUNG MARINES DURING RED RIBBON WEEK FOR THEIR EFFORTS IN EDUCATING THE YOUTH ALL YEAR LONG FOR VARIOUS EVENTS AND COMMUNITY PROJECTS.

AND I'M VERY PROUD OF BECAUSE OF THE GREAT WORK THAT THEY DO AND HAS AGREED TO COME HERE AND ACCEPT THIS APPROXIMATION ON THEIR BEHALF.

SO I MADE A COMMENT IN REGARD TO PUBLIC SCHOOL, WHICH WAS ONE OF THE 300 COMMENTS YOU SEE ON THE CONDITION AND TEXT AMENDMENT TO THE CONFERENCE OF PLAN PLANNING, COMMISSION SUPPORTED AND MOVE FORWARD TO THEN COME COUNCIL MEETING ON SEPTEMBER THE 13TH.

I REMEMBER 25 STATES THAT TEXTED THEM TO THE BUFORD COUNTY CONFERENCE OF PLAN TO MEN, CHAPTER 12 PART INVESTMENT ELEMENTS, INCLUDING ENVIRONMENTAL EDUCATION SAID THEY'VE BEEN IN 10 PLANTATION IN THE TENURE CAPITAL IMPROVEMENTS PLAN CIP.

AND IT SAYS THE NATURAL RESOURCES COMMITTEE REJECTED THE PROPOSED AMENDMENT AT THE SEPTEMBER MEETING.

I WAS NOT PRESENT.

AND THEN I NOTICED AN ARTICLE IN THE NEWSPAPER.

IT SAYS NEIGHBORHOOD MAY BE COMING TO BUFORD COUNTY.

AND THEN IT SAYS HUNTING CLUB AMENDED WILL BE CONSIDERED AS PART OF IT AT ALL.

SO WE'RE BACK ON THE, LOOKED AT THE LANGUAGE IN THE, UM, ORDINANCES ADOPTED BY THE COUNTY GOVERNMENT, UH, THAT DEALS WITH THE RULE CRITICAL LANDS.

AND THIS SAYS EVERY SINGLE TIME THAT SHALL BE BASED ON A CRANK PUBLIC CRITERIA AND A RANKING SYSTEM FOR FIVE, SEVEN, AND FIVE SEPARATE ON REFERENDUMS. THAT LANGUAGE IS STATED A PUBLIC CRITERIA AND RANKING SYSTEM.

BACKGROUND IS THE LADY'S ISLAND PLAN, WHICH THIS COUNCIL UNANIMOUSLY ADOPTED IN APRIL, 2019, AND WHICH WAS SUBSEQUENTLY ADOPTED AGAIN UNANIMOUSLY BY THE FIRST CITY COUNCIL SHORTLY THEREAFTER, UH, BETWEEN THEN AND NOW, AND UNDER THE OVERSIGHT OF THE NORTHERN PLANT NORTHERN REGIONAL PLAN IMPLEMENTATION COMMITTEE.

THERE WAS A GROUP OF STAFF BASED OVERSEAS FERMENTATIONS LADIES ISLAND CLASS FOR A WHOLE HOST OF REASONS.

THIS GROUP MADE VIRTUALLY NO PROCESS, NO PROGRESS, AND IT WAS DISBANDED BY NERVIK IN APRIL THIS YEAR, BUT THE LADY'S ISLAND PLAN REMAINS AND AWAITS THE COMMITMENT OF THIS COUNCIL AND THE CITY COUNCIL BUFORD TO MAKE IT REAL WORK ON INFRASTRUCTURE.

A TRAFFIC INFRASTRUCTURE IS UNDERWAY, BUT THESE ARE ENTIRELY SEPARATE FROM WORK ON THE LADY'S ISLAND PLAN.

TRAFFIC IMPROVEMENTS ARE CRITICAL.

WE FOUGHT HARD FOR THEM.

SEA ISLAND COALITION INVESTED $10,000 OF ITS OWN MONEY, UM, IN SUPPORTIVE OF THE REFERENDUM EARN PUBLIC SUPPORT.

BUT THERE'S THE REST OF THE TIME.

WHAT IS NEEDED IS FUNDING THE DETAILS OF THE PLAN, A MASTER PLAN FOR LADIES NIGHT RESIDENTS AND THE CITIZENRY HAVE TAKEN AS FAR AS THEY CAN, GIVEN THE AMOUNT OF TIME, ENERGY, AND EXPERTISE.

WE HAVE THE VISION AND DEEP DETAIL.

WE NEED THE NUTS AND BOLTS.

WE ESTIMATE SOMETHING ON THE ORDER OF 350,000.

THIS REQUIRED TO DEVELOP A NON TRANSPORTATION FOCUSED MASTER PLAN FOR THE AISLE THAT NOW HOSTS THE POPULATION GREATER THAN THE CITY OF BUFORD AND GREATER THAN THE TOWN PORT ROYAL TOLD BY THE MAYOR OF BUFORD AND THE CITY MANAGER.

IF THE CITY IS WILLING TO PARTICIPATE SIGNIFICANTLY IN THIS EFFORT, BUT AS THE BULK OF THE LAND IS THE JURISDICTION OF THE COUNTY, THEY WANT DESIRE, EXPECT THE COUNTY TO TAKE THE LEAP.

AND THE 2040 COMPREHENSIVE PLAN RECOGNIZES THIS QUOTE FROM THE PLANNER.

SUCCESS ON LADY'S ISLAND IS DEPENDENT ON COMMITMENT AND COORDINATE AN IMPLEMENTATION BETWEEN THE COUNTY AND THE CITY OF BUFORD, PARTICULARLY FOR A MASTER PLANNING EFFORT FOR THE VILLAGE CENTER AREA, 11 PUBLIC IMPROVEMENTS PROPOSED PROCEED ON PARKWAY.

WE'RE REALLY GOOD AT PLANS.

WE NEED TO GET BETTER AT IMPLEMENTATION.

WE CAN SPEND $83 MILLION FOR BICYCLE AND PEDESTRIAN PATH AND YOUR CURRENT BUDGET CARRY $750,000.

ROUGH GRADES, TENNIS COURTS, AND PICKLEBALL COURTS $350,000 FOR A LONG-TERM PLAN FOR LADY'S ISLAND IS A PRETTY MODEST TASK.

THIS COUNCIL HAS BEEN TERRIFICALLY SUPPORTIVE OF THE PLAN FROM ITS INCEPTION UNTIL NOW WE NEED YOUR SUPPORT TO PUSH IT OVER THE EDGE AND ENSURING THE PLAN MOVES FORWARD.
