I SHOULD SAY CLEAN QUALITY HABITATS ARE ESSENTIAL TO THE ANIMALS IN THE LOW COUNTRY WETLANDS.

LIKE THIS ARE GREAT PLACES FOR BABY ALLIGATORS.

LIKE THESE LITTLE GUYS, THEY NEED PROPER HABITAT SO THAT THEY CAN FIND THEIR FOOD STAY PROTECTED AND REPRODUCE.

AND WETLANDS ARE ESPECIALLY IMPORTANT FOR FISH, BIRDS, AMPHIBIANS, AND OTHER LINES.

JOIN US FOR COASTAL KINGDOM, A FIELD TRIP THROUGH THE LOW COUNTRY AND A CHANCE TO MEET SOME OF THE ANIMALS THAT LIVE HERE.

I JUST THOUGHT, I THOUGHT SHE WAS BACK ON

[6:00 Public Session]

[Action as Necessary or Appropriate Regarding Matters Discussed in Executive Session]

MR. SMITH.

YES.

I THINK WE NEED TO CHANGE THAT TO ONE ABSENT.

ALL THIS CHAIN OF WATTS IS NOT HERE, SO IT'S 10 0 0.

UM, MR. CHAIR, I MOVE, WE APPROVE THE SUPERINTENDENT'S RECOMMENDATION FOR THE MONTHLY ADULT EDUCATION HOMESCHOOL REPORT FOR SEPTEMBER, 2021.

UM,

[00:10:05]

YES, MR. CHAIR, I MOVED AT THE BOARD AUTHORIZED THE SUPERINTENDENT TUITION AWARD THROUGH JUMPER CARTER, CECE ARCHITECTS, PA QUACKENBUSH, ARCHITECTS AND PLANNERS, ROSENBLUM CO ARCHITECTS, INC, AND SGA NORM MORE RIGHT DESIGN FOR PROFESSIONAL DESIGN SERVICES FOR RENOVATION AND MODIFICATION PROJECTS.

SUMMER WORK, FISCAL YEAR 20 23, 20 24.

THE BOARD AUTHORIZES THE SUPERINTENDENT TO NEGOTIATE AN ARCHITECTURAL CONTRACT AND UPON SUCCESSFUL NEGOTIATIONS EXECUTE A CONTRACT WITH EACH PHONE.

UM, I CANNOT SUPPORT THIS CONTRACT TODAY DUE TO, UH, SOME, SOME QUESTIONS THAT WE, WE WERE, WE STILL HAD, UH, MY COLLEAGUES, UH, HAD AS WELL IN EXECUTIVE SESSION AS WELL AS THERE, THERE ARE NO MINORITIES, UM, INVOLVED IN ANY OF THESE CONTRACTS.

AND THIS IS, UH, THIS IS, UH, THIS IS POSSIBLY A LOT OF WORK AND IT DOES BRING CONCERN.

AND THEY'RE STILL ASKED, THERE'S STILL SOME MORE QUESTIONS I HAVE.

UM, AND IN TERMS OF, UM, HOW ARE WE GOING ABOUT DOING, DOING, DOING THIS, UH, DOING THIS ACTUAL CONTRACT.

SO THEREFORE TODAY AT THIS POINT IN TIME, WHERE WE AT, I JUST CAN'T SUPPORT THIS MOTION MOVING FORWARD.

THANK YOU.

YES.

OH

[Approval of Agenda]

YEAH.

TRICIA.

YES.

[Pledge of Allegiance, Moment of Silence, Statement of Media Notification]

[00:15:22]

PERSONAL REFLECTION.

[Student Performance - First Aid Demonstration by ACE Students]

THE DEMONSTRATION.

UM, WE DECIDED TO LOOK AT SOME PRESENTATIONS WE CAN DO SINCE WE DON'T HAVE ANY MUSICAL GROUP SETTINGS.

AND WE THOUGHT OF OUR FIRST DAY, UH, THROUGH OUR EMS PROGRAM, OUR EMS PROGRAM STARTED SECOND SEMESTER LAST YEAR FOR THE FIRST TIME, LET'S TAKE THE COMPLETE COURSE IN ONE SEMESTER, SOMEONE IS SENIORS ONLY BECAUSE OF THE AGE REQUIREMENTS TO STAY.

AND AT THE END OF THE PROGRAM, THEY TEST TO BECOME CERTIFIED EMT.

UH, OUR FIRST INITIAL GROUP WAS A QUARTER TO FIVE STUDENTS.

THREE OF THEM, TWO OF THEM WERE OFFICIALLY ON BUFORD COUNTY EMT.

TWO OF THEM WERE HIRED AND, UM, CURRENTLY THE PROCESS FOR JASPER COUNTY FIRE AND THE THIRD ONE, I MEAN THE FIFTH ONE IS GOING TO TCL FULL-TIME AND HIS WORK TRYING TO GET ON PART-TIME WITH CARNEGIE EMT.

SO WE'VE HAD SUCCESS AGAIN.

WE HAVE ABOUT SEVEN STUDENTS IN IT RIGHT NOW.

AND THEN FOR NEXT SEMESTER, WE'RE LOOKING AT NINE, WHICH IS REALLY THE CAP FOR A PROGRAM LIKE THAT.

UM, MS. CALIFORNIA IS OUR INSTRUCTOR.

I, SHE WAS GOING TO BE JOINING US VIA ZOOM.

I'M NOT SURE SHE, SHE IS ON HERE RIGHT NOW, BUT SHE CAME TO US, YOUR COUNTY EMT, WHERE SHE WAS THE TRAINER FOR THEM.

SO WE GOT REALLY LUCKY AND SHE'S DONE A WONDERFUL JOB IN THE PROGRAM.

UH, WE'RE GONNA HAVE SOME, SOME TIME WHEN THEY SAID TO DO A VIDEO AND GIVE THEM CREATIVE CONTROL.

WE GIVE THEM SOME GOPROS AND, UM, WE HOPE YOU ENJOY WHAT YOU SAY.

[00:21:16]

AND AGAIN, MY LAST LIFE OF SENIOR YEAR OR THEIR EMT PROGRAM, UH, I AM CURRENTLY EMPLOYED AT BUFORD COUNTY EMS, AND I CAN DEFINITELY SAY IT'S WITH GREAT SUCCESS.

I CAN ALSO SAY THAT, UM, I LEARNED A LOT FROM THAT CLASS THAT I USE IN MY EVERYDAY LIFE.

FOR EXAMPLE, I CAN MEASURE A PATIENT'S BLOOD SUGAR, AND I CAN TELL IF IT'S WITHIN NORMAL LIMITS, BUT I DEFINITELY COULD NOT HAVE DONE THAT WITHOUT MY TEACHER, MS. ALWAYS ENCOURAGED ENVIRONMENT THAT WELCOMED ANYONE WITH NO JUDGMENT.

AND SHE ALSO REALLY CATERED TO HER STUDENTS TO MAKE THEM COMPETENT AND HARDWORKING INDIVIDUALS WHO VALUED LIFE, THE WAY THAT FIRST RESPONDERS DO.

THANK YOU.

AND, AND YOUR TEAM FOR SHARING THIS WITH US AND, UH, TRYING TO HURT ANYBODY IF YOU GOT A CHANCE TO CONSIDER DOING, BECAUSE YOU NEVER KNOW WHEN YOU'RE GOING TO NEED IT.

UM, FROM MY PERSONAL EXPERIENCE, TRYING TO LEARN THAT PROCESS.

AND THERE, I SAW A LOT OF DIFFERENT THINGS.

I STARTED A NEW PROCESS IN ORDER TO, UM, FOR PHYSICAL CONTACT.

ALRIGHT, MS. JENNIFER I'M HERE.

YES.

THANK YOU FOR TAKING THE TIME TO LOOK INTO WHAT MY STUDENTS ARE DOING.

IT IS AMAZING WHAT THEY ARE DOING, ESPECIALLY AT THE HIGH SCHOOL LEVEL AND THE FACT THAT THEY'RE GOING INTO THE FIELD RIGHT FROM HIGH SCHOOL WITH PRETTY SUCCESSFUL CAREERS AND NICE SALARY.

SO THEY DO WORK REALLY HARD.

THERE ARE A LOT OF ADVANCED SKILLS THAT HAVE TO BE DONE IN THIS PROGRAM.

IT IS EXTREMELY RIGOROUS, UH, SIX HOURS A DAY, FIVE DAYS A WEEK FOR A WHOLE SEMESTER, BUT THEY LEARNED QUITE A BIT.

AND I'M CERTAINLY BLESSED THAT AT ACE AND, AND HAVING GREAT STUDENTS AS WELL.

THANK YOU.

THANK YOU TO THOSE DEDICATED STUDENTS.

I'LL PROBABLY USE THEM

[Points of Celebration ]

ANY OTHER COMMENTS.

OKAY.

NEXT

I AM COMPLETELY HONORED.

I AM SHOCKED FIRST AND FOREMOST, BUT I JUST CAN'T DESCRIBE HOW MUCH I KNOW ALL THESE PEOPLE WORK AND HOW HARD EVERYBODY WORKS IN OUR DISTRICT.

AND SO TO EVEN BE CONSIDERED FOR THIS IS ABSOLUTELY INSPIRING AND SO HUMBLING AND AMAZING TEACHING WAS HER PASSION.

AND SHE LOVES INSPIRING STUDENTS THAT A CREEK IS A LEADER IN THE SCHOOL, AND IT'S ALL ABOUT SHOWING STUDENTS THAT THEY ARE LEADERS.

AND THAT'S WHAT BRINGS ME BACK.

LIKE THE KIDS HAVE IT.

THE KIDS ARE WHAT ARE GOING TO BE IN THE FUTURE.

AND SO WATCHING THEM FIGURE OUT HOW TO DO SOMETHING, WATCHING THEM

[00:30:01]

GRASP A REALLY HARD CONCEPT OR EVEN STEP UP TO BE A LEADER IS WHY I WANT TO BE THERE EVERY SINGLE DAY AND WHY I LAUGH ALL THE TIME AND WHY I GO BACK AND WHY IT JUST, I APPRECIATE BEING A TEACHER AND I LOVE IT.

I'VE BEEN TEACHING FOR NINE YEARS.

SHE IS JUST INCREDIBLE WITH OUR STUDENTS.

SHE BELIEVES IN THE WHOLE STUDENT, SHE EDUCATES THEIR HEARTS AS MUCH AS THEIR MINDS.

SHE'S VERY, HANDS-ON IN THE CLASSROOM, WANTING THE STUDENTS TO LEARN THROUGH DOING AND OUT BEYOND HER CLASSES.

SHE'S TEACHING KIDS ALL THE TIME THROUGH HOW SHE ACTS BEHAVES, INTERACTS.

SHE LEADS AT OUR STUDENT LEAD TEAM FOR A LEADER IN ME, AND SHE'S ALWAYS WILLING TO HELP.

SHE'S BEEN A DISTRICT MENTOR OF THE MONTH.

I MEAN, SHE LITERALLY IS INVOLVED IN ALL ASPECTS OF THE SCHOOL AND WE JUST ARE SO GRATEFUL AND PROUD OF HER DURING THIS.

AMY, WOULD YOU LIKE TO SAY A FEW WORDS? I HOPE YOU GUYS CAN STILL HEAR ME.

I'M SORRY.

I'M AT MY DAUGHTER'S SOCCER GAME.

I, NOTHING.

I AM STILL VERY HONORED AND STILL A LITTLE BIT IN SHOCK.

I FEEL LIKE I'M KIND OF IN A DREAM, BUT I AM MORE PREPARED NOW.

I'M SO EXCITED TO REPRESENT OUR DISTRICT, BUT MOSTLY I'M SO EXCITED FOR ALL THOSE SUPPORT AND BEING ABLE TO HELP ALL THE TEACHERS IN OUR DISTRICT AND JUST GET AN OPPORTUNITY TO SO MORE OUTSIDE OF MY SCHOOL.

SO I THANK YOU VERY MUCH FOR HAVING ME.

YEAH.

I THINK WE LOVE BEING A MOM, BUT SHE'S DOING THAT TONIGHT AND ANGEL.

OKAY.

UM, IT'S MY UNDERSTANDING THAT ACE ALSO CATERED THAT CORRECT? THOSE STUDENTS.

ANY OTHER COMMENTS? NO.

[First Public Comments]

MY NAME IS AMANDA PAYROLLS AND I'LL STAY ON THIS MEETING.

AND THE QUESTION WAS ASKED IF THERE WERE DESK STAFF AND STUDENTS IN THE SCHOOL SYSTEM.

AND I WENT BACK AND I STARTED RESEARCHING THAT FOUND THAT THERE WAS A MIDDLE SCHOOL TEACHER THAT DIED OF, OF, AND IT JUST AMAZE ME.

IT DOESN'T.

NO ONE HAS SAID ANYTHING.

FESTIVE WAS ASKED TO DR.

ROD LITERS.

I HAVE A RIGHT TO HAVE A COPY, ALL MEATY AND MEAN IT'S MANDATORY.

AND EVERYONE NEEDED TO BE PLEASANT.

EVERYONE NEEDS TO VOTE.

THAT WAS DISAPPOINTING TO BE IN TUNE.

YOU HAD A MEMBER WHO WAS PRESENT, BUT WASN'T ABLE TO TESTIFY AND I'M PERSONAL.

YOU UNDERSTAND? AND I'M NOT CALLING NO NAMES DIGITAL ALONE.

AND I HAD, YOU HAVE A CODE OF ETHICS FOR THE CHILDREN AND JACK THE STUDENT.

I SAW IT,

[00:35:02]

BUT MY CONCERN IS I AM PUTTING THE CHILDREN'S FIRST.

WAIT IS CONCERNED BECAUSE I'VE BEEN COMING HERE EVER SINCE JULY.

AND TO BE HONEST WITH YOU THIS LAST TIME I CAME HERE, I TOTALLY LUCKED OUT THAT I DIDN'T UNDERSTAND THAT PEOPLE SAYING I CALLED IT.

I WILL BE COMING AND UNDERSTAND TO JUST DO SO.

AND I'LL BE CUTTING AND ALVIN WILL BE FOLDING .

THANK YOU.

HAVE A NICE EVENING.

I DO PUBLIC COMMENTS

[Chairman’s Report]

TO THE CHAIRMAN'S REPORT.

[• Superintendent Suggested Schedule Dates for Evaluation]

TENANTS OF JUSTICE SCHEDULED DATES FOR EVALUATION IS COMING UP ACADEMIC EVALUATION AS DRAMATIC AS 26 PACKET EVALUATION NO LATER THAN 5:00 PM.

RIGHT? EVALUATION SCHOOLS.

THE NEXT DAY, 28TH OF OCTOBER, BE WITH DR.

RODRIGUEZ.

WELL, SUMMARY OF EVALUATION CALL UPDATE.

[CLOC Update]

UH, YES I AM.

DR.

RODRIGUEZ.

THANK YOU.

IF WE CAN PULL UP THE PRESENTATION, I'LL DO A SHORT REVIEW OF WHERE WE ARE IN THE THIRD QUARTER OF THIS YEAR.

THANKS EVERYONE.

UM, TED BARBARA HERE, UM, DULY ELECTED CHAIR OF THE CITIZEN LED OVERSIGHT COMMITTEE.

UH, THIS IS OUR THIRD QUARTER REPORT.

SORRY, THERE'S A TYPO ON THAT PAGE.

I'M USING THE SAME FORMAT.

IT'S NOT THE SECOND QUARTER, BUT OUR THIRD CORE REPORT, LET ME KIND OF GO AROUND WITH A FEW PROJECTS AROUND THE COUNTY AND WHERE WE STAND WITH SOME OF THOSE PROJECTS.

UH, NEXT SLIDE PLEASE.

UM, WE'LL GO TO THE, UH, BUFORD L IF AN ELEMENTARY, AS YOU KNOW, IS GOING THROUGH AN EXTENSIVE RENOVATION CURRENTLY IT'S UNDER BUDGET.

UH, THE SCHEDULE IS A LITTLE BIT TIGHT BECAUSE OF SUPPLY.

UM, THEY'RE WORKING ON TRYING TO IMPROVE THAT SCHEDULE AS MOST OF YOU KNOW, IN, IN THE CONSTRUCTION INDUSTRY TODAY.

UH, WE'RE HAVING TIGHT SUPPLY ISSUES, BUT THE OPERATIONS DEPARTMENT IS WORKING WELL TO DO THAT.

HERE'S WHAT WAS THE FUNDING? SO WHAT WE'VE ENCUMBERED AND PAID TO DATE, UM, FOR THE PROJECT FOR BUFORD ELEMENTARY.

NEXT SLIDE, PLEASE.

WE SKIPPED ONE THERE.

LET'S GO BACK THE WEEK.

OH YEAH.

DO FIDELIS GO TO THE NEXT, I'M SORRY.

NEXT SLIDE PLEASE.

YES.

RIGHT HERE, BATTERY CREEK IS, YOU KNOW, BATTERY CREEK IS GOING UNDER EXTENSIVE RENOVATION.

UM, IT IS AN UNDER BUDGET AND IT IS ON SCHEDULE.

A TOTAL FUNDING FOR THIS PROJECT IS 56 MILLION WE'VE ENCUMBERED AND PAID, UH, 53, UM, AND PAID TO DATE IS 56.

SO THIS SMELLY, MOSTLY ENCUMBERED IS EXTENSIVE RENOVATION.

AS YOU CAN SEE FROM SOME OF THE PHOTOGRAPHS, SOME OF THE WORK THAT IS HAPPENING AT BATTERY CREEK.

NEXT SLIDE, PLEASE.

LET'S TALK ABOUT ROBERT SMALLS.

NOW, ROBERT SMALLS, AS YOU KNOW, IS A REPLACEMENT SCHOOL, UM, FOR, UH, THE ACADEMY ITSELF.

UH, IT IS ON BUDGET AND ON SCHEDULE AT THIS POINT.

HOWEVER, IN WORKING WITH ROBERT SMALLS, IT HAS BEEN A CHALLENGE IN THE CONSTRUCTION ENVIRONMENT.

UM, THE DEPARTMENT HAS DONE A REALLY GOOD JOB IN TRYING TO VALUE ENGINEER THE PROJECT.

I'M GOING TO TALK A LITTLE BIT MORE AND SHARE WHERE WE ARE ON SOME OF THE FUNDING.

UH, BUT THIS PROJECT HAS BEEN A CHALLENGE THEY'VE WORKED, UH, TO ACTUALLY GET IT TO WHERE IT NEEDS TO BE.

THEY'VE HAD TO USE SOME CONTINGENCY FUNDS THOUGH, IN ORDER TO MEET THE DESIGN OF ROBERT SMALLS, BUT IT'S DOING VERY WELL AT THIS POINT IN TIME.

UH, MOBILE LICENSE SITE

[00:40:01]

ACTIVITIES ARE ANTICIPATED TO BEGIN IN NOVEMBER WITH THE COMPLETION OF THE BUILDING PAD IN FEBRUARY.

SO WE'RE JUST STARTING THIS PROJECT.

IT IS A VERY LARGE PROJECT FOR THAT REPLACEMENT SCHOOL, BUT RIGHT NOW IT'S GREEN STATUS AND WE WILL FOLLOW UP WITH THIS AS WE MOVE FORWARD.

IT'S NOT ONLY BUILDING THE REPLACEMENT SCHOOL, BUT WE HAVE TO DEMO THE OLD SITE, UH, AS WELL.

AND THAT IS PLANNED TO BE COMPLETED IN DECEMBER OF 2023.

NEXT SLIDE PLEASE.

OKAY.

UM, DIFFERENT HIGH, DIFFERENT HIGH IS DOING WELL.

UM, THERE WERE SOME ADDITIONS, THERE'S THE ADDED WEIGHT WRESTLING ROOM ADDITIONS, AS WELL AS SOME ROOF FRAMING IS COMPLETE.

UH, THIS PROJECT IS DOING WELL.

IT'S ON TRACK.

IT'S ON SCHEDULE.

UH, THERE WERE SOME ADDITIONAL CONTINGENCY USES, UH, FROM THE FUNDING TO COMPLETE SOME OF THE PROJECTS.

OF COURSE, THESE WERE ALL APPROVED BY THE BOARD, UH, TO MOVE FORWARD WITH THESE PROJECTS AT BUFORD HIGH, BUT ALL IN ALL THIS DOING WELL BASED ON THE STATUS AT THIS POINT IN TIME, NEXT SLIDE, LADIES ELAM, LADIES ISLAND ELEMENTARY.

UM, A LOT OF THESE PROJECTS ARE GOING ACROSS THE DISTRICT TODAY.

I JUST WANT TO PICK THIS ONE THAT LADY'S ISLAND.

THIS IS AROUND IT, INSECURITY IMPROVEMENTS AND DOOR HARDWARE AND THINGS LIKE THAT.

OTHER TECHNOLOGY AND INFRASTRUCTURE IMPROVEMENTS, AS WELL AS SOME PLAYGROUND OR IMPROVEMENTS THAT HAVE BEEN DONE.

THESE ARE ALL ON BUDGET AND ON SCHEDULE IT LADIES ISLAND ELEMENTARY, UH, THE CONSTRUCTION OF THE IT ROOM IS 90% COMPLETE AND THE CABLE TRAIN, ET CETERA, AS YOU CAN AS A HUNDRED PERCENT.

SO WE'RE WINDING THIS PROJECT DOWN, BUT AS A, SEE, HERE'S A PROJECT WHERE WE'RE WORKING ON A LOT OF THE IT SECURITY ISSUES AS WE ARE ACROSS THE DISTRICT.

NEXT SLIDE PLEASE.

ALRIGHTY, ST ST.

HELEN ELEMENTARY, SAME THING ST.

HELEN.

OH, WE'RE DOING A LOT OF THE IT SECURITY UPDATES.

AS YOU CAN SEE, THIS IS ALL GREEN AS WELL.

THERE'S A PLAYGROUND AND IMPROVEMENT, ET CETERA.

AND THEY'RE MAINLY TECHNOLOGY AND BID PACKAGES ARE ON SCHEDULE.

EVERYTHING'S GOING WELL THERE, AS WELL AS AN EXAMPLE OF SOME OF THE PROJECTS HAPPENING.

NEXT SLIDE PLEASE.

ALL RIGHT.

AND ONE OF THE THINGS THAT WE'VE BEEN WORKING WITH THE OPERATIONS DEPARTMENT IS LOOKING AT WHERE WE ARE.

WE'RE ABOUT MID-YEAR IN THE PROGRAM WITH REFERENCE SPENDING.

WE'RE WORKING WITH THEM ON A MID PROGRAM, RESET UPDATE TO UNDERSTAND EXACTLY WHERE WE ARE AND WHERE WE'RE GOING TO GO.

SO WE CAN UNDERSTAND, CAN WE COMPLETE ALL THE PROJECTS BASED UPON THE CHALLENGES THAT WE HAVE HAD IN THE CONSTRUCTION MARKET, ESPECIALLY IN THIS, IN THIS INFLATION MARKET THAT WE SEE THAT WE'RE DEALING WITH.

SO WE ARE, THEY PRESENTED A MID PROGRAM PRESENTATION TO US ON SEPTEMBER THE FIRST, UM, THAT WAS PRESENTED TO THE OPERATIONS COMMITTEE ON THE 15TH.

UH, WE'RE GOING TO SEE A FINAL ON THAT RESET PROGRAM AT OUR MEETING TOMORROW EVENING ON OCTOBER THE SIXTH, WE'RE GOING TO REVIEW THAT AND GIVE THEM FEEDBACK FOR IT'S BROUGHT BACK TO WORK TO YOUR OPERATIONS COMMITTEE ON OCTOBER THE 13TH.

AND THEN THE BOARD WILL SEE THE RESET ON THE 19TH.

THEY REQUESTED THAT WE PROVIDE INPUT INTO THIS RESET PROGRAM AND WHERE THEY ARE, AND WE'LL BE GLAD TO DO THAT.

WE WON'T BE ABLE TO DEMONSTRATE TO THE PUBLIC THAT WE CAN FINISH ALL THE PROGRAMS WITH THE REMAINING FUNDS AVAILABLE.

WE'RE GOING TO DEVELOP BUDGETS AND SCHEDULES FOR THE MAJOR PROJECTS TO MAKE SURE WE CAN DO SO.

AND THEY WERE GOING TO PRESENT SOLUTIONS FOR THE CHALLENGES THAT THE DISTRICT IS DEALING WITH RIGHT NOW IN THE ENVIRONMENT THAT WE SEE CONSTRUCTION TODAY.

NEXT SLIDE, PLEASE WE'LL HAVE MORE ON THAT AFTER OUR MEETING.

SO THE EVALUATION DOES IS NOW RIGHT NOW, 90% COMPLETE LOCAL MARKET CONDITIONS CONTINUE TO BE UNFAVORABLE.

IF MANY OF YOU HAVE DONE ANY CONSTRUCTION, A HOME, OR GONE OUT AND PURCHASED A REFRIGERATOR OR A NEW STOVE FOR YOUR HOME, YOU NOTICE THAT YOU'VE HAD TO WAIT TO RECEIVE IT.

NOW, CURRENTLY WE'RE EXPLORING A ONE-YEAR REFERENDUM, A SCHEDULED EXTENSION DUE TO ESCALATION OF COSTS.

AND SO WE'RE, WE'RE SCHEDULED TO BE FINISHED IN 2024, BUT WE'RE GOING TO SPACE OUT.

THE REMAINDER PROJECTS COULD ALIGN BETTER WITH OUR CAPABILITY WITHIN MARKET.

WE'RE HAVING TROUBLE FROM NOT ONLY EQUIPMENT, ALSO SUPPLIER CAPABILITY, AND BE ABLE TO DELIVER THE PRODUCT PROJECTS.

WE'LL ALIGN CONSTRUCTION SCHEDULES TO OCCUR DURING SUMMER BREAKS.

AND OUR FINANCIAL ADVISOR TO THE BOARD HAS RECOMMENDED THAT THAT, UH, 24, A 2024 BOND REFERENDUM BASED UPON WHERE WE ARE TODAY.

AND YOU'RE GOING TO HEAR MORE ABOUT IT IN THE FUTURE.

SO OUR ITEMS THAT ARE CHALLENGING US TODAY, OUR HILL HAD HILTON HAD MIDDLE SCHOOL ADDITIONS, THE REMAINING TECHNOLOGY AND SCOPE, OR REMAINING SAFETY AND SECURITY SCOPE.

WE'VE GOT SOME ATHLETICS SCOPE AND IT'S PREMATURE TO FORECAST SAVINGS ON A MAJORITY OF THE CURRENT PROJECTS BASED UPON THE CURRENT CONSTRUCTION MARKET.

SO WE'RE WAITING TO SEE HOW WE END UP, LET ME SUMMARIZE WHERE WE ARE RIGHT NOW THROUGH THE END OF AUGUST.

CAUSE YOU KNOW, THE TOTAL FUNDER REFERENDUM WAS 3 44, 6, 10,

[00:45:02]

WE'VE ENCUMBERED A DATE 1 68, 6 3 4.

THAT HAS GONE UP NOW.

AND I'LL TALK A LITTLE BIT ABOUT WHY THAT HAS GONE UP AS OF THIS REPORT.

TOTAL FUNDS REMAINING ARE 1 7 5, 9, 7.

SO WE'VE GOT 51% LEFT TO SPAN.

OF COURSE THAT NUMBER HAS CHANGED.

AND I'LL TALK ABOUT THAT IN JUST A MOMENT SINCE I WROTE THIS REPORT.

SO THERE HAS BEEN A QUESTION ABOUT WHAT'S THE SPREAD OF FUND TO GO BACK TO THAT PREVIOUS SLIDE THERE, MOLLY.

THANK YOU.

I JUST WANT TO POINT OUT AT THE BOTTOM, IF YOU LOOK AT ALL OF THE PROJECTS ACROSS THE ENTIRE REFERENDUM, 58% OF THE MONEY'S BEING SPENT NORTH 33 ON THE SOUTH AND 9% AT THE DISTRICT LEVEL.

SO THERE'S MORE WORK TO DO IN THE FUTURE.

HENCE THE 20, 24, BUT I JUST WANTED TO PROVIDE THAT INFORMATION BECAUSE THERE HAVE BEEN SOME QUESTIONS ABOUT THAT.

ALL RIGHT, LET'S CONTINUE WITH THE PROGRAM UPDATE.

SO HERE ARE THE THINGS THAT ARE REMAINING THE FUNDS THAT ARE UNENCUMBERED.

THAT MEANS THEY HAVEN'T BEEN LACKED AT THIS TIME.

YOU CAN SEE THAT'S THE LIST OF WHAT HAS TO HAPPEN.

NOW, THE ONE I HAVE HIGHLIGHTED THEN THE AREAS ROBERT SMALLS, THAT CONTRACT HAS BEEN SIGNED, THAT MONEY HAS BEEN ENCUMBERED.

SO NOW THAT PERCENTAGE OF MONEY THAT HAS BEEN ENCUMBERED HAS GONE UP AND THE TOTAL HAS GONE DOWN AS OF THIS SLIDE THAT JUST HAPPENED AS THIS REPORT, YOU CAN SEE HERE'S ALL THE REMAINING THINGS THAT WE HAVE TO DEAL WITH, ESPECIALLY WITH HILTON HEAD HIGH, THAT'S AN ADVANCED DESIGN MONEY TO DO ADVANCED DESIGN WORK FOR WHAT WE NEED TO DO IN THE FUTURE FOR HILTON HEAD AND HIGH, THE OTHER SUNDRY, PLAYGROUND SAFETY AND SECURITY, ATHLETICS, AND TECHNOLOGY AND INFRASTRUCTURE WORK AS WELL.

ALRIGHTY, NEXT SLIDE, PLEASE.

LET'S TALK A LITTLE BIT ABOUT THE WAY WE ARE CONTINGENCY, UH, CARRIED THAT THE DISTRICT OFFICE LEVEL IS 17 MILLION, WHICH YOU AS A BOARD MEMBERS APPROVE FOR THE USE OF THOSE FUNDS.

SO RIGHT NOW THEY'VE YOU HAVE APPROVED THE USE OF 15 MILLION, SIX, 10, UH, THERE'S NOTHING TO BE RETURNED THERE'S SO NOW THE CONTINGENCY AT THE HOME OFFICE LEVEL OR DISTRICT LEVEL IS 2, 1 7, OH, THERE'S FORECASTED TO BE SOME FUNDS RETURN, BUT THAT'S NOT FOR SURE.

SO WE THINK IT WILL BE 8 MILLION.

NOW, ONE THING IS TO REMEMBER THAT ALL INDIVIDUAL PROJECTS CONTAINED CONTINGENCY MANAGED AT THE PROJECT LEVEL.

SO EACH PROJECT HAS ITS OWN CONTINGENCY AMOUNT.

SO IF YOU LOOK AT THAT AT THE PROJECT LEVEL, THE PROJECT LEVEL IS 14 MILLION, FIVE 50 ACROSS THE DISTRICT, THE PROGRAM LEVEL, WHICH IS THE 17 7 81.

SO WE HAVE A TOTAL OF 32 MILLION IN CONTINGENCY FUNDS AS A THROUGH 8 31 AT THE PROJECT LEVEL, THE DISTRICT HAS USED $10.5 MILLION.

THE PROGRAM IS USED AT THAT AMOUNT, THE 15 6, 10 FOR A TOTAL OF 26, 1 54.

SO WE HAVE USED 80% OF THE CONTINGENCY AT THIS POINT IN TIME.

NOW MOST OF OUR LARGE PROJECTS ARE UNDER UNDERWAY AND THE REMAINING 20% OF THE CONTINGENCY WOULD BE USED FOR THOSE OTHER PROJECTS THAT YOU SAW ON THAT LIST.

SO RIGHT NOW THE CONTINGENCY IS TIGHT.

WE FEEL IT'S MANAGEABLE BASED ON THE PROJECTS THAT WE HAVE COMMITTED AT THIS POINT IN TIME IN THE REFERENDUM.

NEXT SLIDE PLEASE.

SO FINANCIALLY EVERYTHING'S GOING WELL.

THE DOLLARS THAT ARE APPROVED, UM, EQUAL THE DOLLARS THAT HAVE BEEN SPENT TO DATE THROUGH AUGUST, UH, INDIVIDUAL BUDGETS HAVE BEEN ADJUSTED BASED UPON THE CONTINGENCY AMOUNT THE DOLLAR SPAN HAVE, AND ENCUMBERED DO NOT EXCEED WHAT'S BUDGETED.

AND THE DOLLAR SPENT PER PROJECT DO NOT EXCEED THE ESTIMATED PRODUCTS COME OUT, BUT HAVE A CONSTRUCTION COSTS.

AS I SAID EARLIER, CONTINUES TO BE A CHALLENGE AND WE'RE GOING TO WORK WITH THE OPERATIONS DEPARTMENT TO DO THAT, BUT FINANCIALLY WE'RE DOING WELL RIGHT NOW BASED UPON THE, ALL THE LARGE PROJECTS WE HAVE UNDER WAY AT THIS POINT IN TIME.

NEXT SLIDE PLEASE.

SO LET'S TALK ABOUT WHERE WE ALL CLOSE OUT.

THIS IS JUST A QUICK LIST AND ON, DOWN ON PAGE 17 OF THE PRESENTATION OF ALL THE PROJECTS, WE HAVE A FEW THAT ARE IN YELLOW HERE, AS YOU SEE.

AND WHAT THAT MEANS IS WE'RE WAITING ON A LOT OF CLOSE OUT DOCUMENTATION BECAUSE ONE OF THE THINGS THAT WE KNOW IN CONSTRUCTION IS THE PROJECT'S NOT DONE UNTIL THE PAPERWORK IS DONE.

SO A LOT OF CONSTRUCTION PAPERWORK THAT NEEDS TO BE CLOSED OUT AND THE, UH, ALL THE PROJECT MANAGERS WORKING DILIGENTLY, CLOSE THESE PROJECTS FROM A PAPERWORK, PAPERWORK PERSPECTIVE, BUT ALL IN ALL THESE PROJECTS ARE ALL WORKING TO BE CLOSED OUT AT THIS TIME.

NEXT SLIDE PLEASE.

SO WITH THAT, I WANT TO THANK ALL OF YOU ALL.

WE'D BE GLAD TO ENTERTAIN ANY QUESTIONS THAT POINT IN TIME.

UM, AS I HAVE SAID IN THE PAST, YOU'RE WELCOME TO ALWAYS ANY BOARD MEMBERS WELCOME TO ATTEND OUR MONTHLY CLOCK MEETINGS.

WE MEET THE FIRST WEDNESDAY OF THE MONTH.

WE'LL BE MEETING VIA ZOOM TOMORROW EVENING.

YOU'RE WELCOME TO ATTEND AS WELL.

WELL THANK YOU FOR ALLOWING US TO BE INVOLVED IN THIS PROCESS.

[00:50:01]

WE CONTINUE TO BE ENGAGED WITH THE OPERATIONS DEPARTMENT, WORK HEAVILY WITH THEM AND ASK A LOT OF QUESTIONS IS WORKED THROUGH OUR MEETINGS EVERY MONTH, BUT ALL IN ALL, THIS IS AN UPDATE OF WHERE WE ARE.

WE FEEL VERY CONFIDENT IN WHAT'S HAPPENING AND WE FEEL THAT WE'RE ON TRACK TO DELIVER, UH, WHAT HAS BEEN ASKED FOR WITHIN THE REFERENDUM THAT THE VOTERS VOTED ON.

SO WITH THAT, I'LL CLOSE AND SEE IF WE HAVE ANY QUESTIONS FROM THE BOARD.

THANK YOU.

UM, WE DO HAVE PUBLIC PATRICIA, UH, MR. BARBARA, I DON'T HAVE A QUESTION AND I JUST DON'T KNOW.

I WOULD SAY THANK YOU IF YOU HAD, UM, YOUR, YOUR LEADERSHIP AND THE ENTIRE CLOCK COMMUNITIES, UM, CONTRIBUTION TO THIS WHOLE PROCESS IS ABSOLUTELY INVALUABLE.

SO I LOOK FORWARD TO TOMORROW EVENING TO HEAR WHAT YOU ALL THINK ABOUT THE MID PROGRAM RESET.

AND AGAIN, THANK YOU VERY MUCH.

THANK YOU FOR YOUR COMMENT AND THANKS FOR ATTENDING SOME OF OUR MEETINGS AND SUPPORTING US.

AND WE APPRECIATE THAT.

AND YOU LEADING THE OPERATIONS COMMITTEE, UH, THAT HELPS, UH, SHOW THAT YOU'RE SUPPORTING WHAT WE'RE DOING AND WE'RE HERE TO ASSIST THE CITIZENS AS WELL AS THE DISTRICT ACHIEVE THESE IMPORTANT PROJECTS.

AND WE FEEL GOOD ABOUT WHERE WE ARE TODAY AND WE'LL CONTINUE TO DO THAT.

WE'LL GIVE YOU OUR FEEDBACK ON THE MID ON THE MID PROGRAM RESET, UM, AND WE'LL MAKE SURE THAT WE ACCOMPLISH WHAT WE NEED TO WITHOUT, WITHOUT EXCEEDING WHAT WE'VE BEEN ALLOCATED, THE BUDGET WE'VE BEEN ALLOCATED TO OVERSEE.

THANK YOU.

ANY FOLLOW UP QUESTIONS PLEASE, MR. BARBARA, CAN I THINK I'VE HEARD OF THAT.

I'M NOT SURE.

BUT CAN YOU CLARIFY WHEN YOU SAID THAT, THAT THERE ARE WE AS A BOARD OR AS WE, AS A DISTRICT, ARE WE PROPOSING THAT WE ARE COMING WITH A, ANOTHER REFERENDUM? IS IT BECAUSE I JUST KEEP HEARING THE REFERENDUM IN DIFFERENT AREAS OR IN A DIFFERENT TIME? IS THERE A, IS THERE A TALK OUT THERE ABOUT ANOTHER REFERENCE COMING UP? WELL, I THINK BASED UPON THE EARLIER WORK THAT WAS DONE BEFORE THIS REFERENDUM WAS VOTED ON, THERE ARE MANY THINGS ON THAT LIST.

IT WAS RECOMMENDED FROM THE ORIGINAL COMMITTEE THAT MAY OR MAY NOT BE COMPLETED.

I THINK THAT'S A DECISION FOR YOU FOR YOUR BODY TO MAKE THAT DECISION, WHETHER WE SHOULD GO FORWARD OR NOT.

THERE ARE SOME DESIGN PLAN MONIES THAT ARE INCLUDED IN THE REMAINING FUNDING, LOOK AT SOME FUTURE DESIGNS, ESPECIALLY FOR LIKE HILTON HEAD HIGH.

UM, BUT THAT WILL BE LEFT OUT FOR YOU TO DECIDE AS A BOARD.

RIGHT.

BUT I JUST DON'T KNOW.

I HEARD YOU WERE SAYING THAT WE, WE HAVE A REFERENDUM IN 20 TO 24 OR SOMETHING LIKE THAT, THAT I JUST, I, I WASN'T EXACTLY SURE.

SO I WAS KIND OF, UM, I WAS KIND OF LOST IN, UM, AND JUST HEARING YOU TALK, WE'RE TALKING ABOUT AN ADDITIONAL REFERENDUM AND I JUST WANT SOME CLARIFICATION ON THAT.

AND IF YOU HAD ANY CLARIFICATION THAT WE'RE APPRECIATING MR. SMITH, I'D LOVE TO CLARIFY THAT FOR YOU ON A WHALE IN THE PRESENTATION.

WHAT I SAID WAS THAT YOUR FINANCIAL AID ADVISOR ADVISE THAT YOU MAY WANT TO LOOK AT A REFERENDUM IN 24.

SO THAT WAS MY QUOTE FROM THE PRESENTATION.

THANKS.

OKAY.

THANK YOU.

OKAY.

THANK YOU, MAL, UH, MR. BARBER, I JUST WANT TO ECHO THE THANKS THAT MS. FIDRYCH EXTENDED TO YOU.

UM, YOU'RE REPRESENTING THE CITIZENS.

THIS IS THE WAY THE CITIZENS NEED TO SEE PROJECTS RUN.

THIS IS THE WAY THEY NEED TO BE INFORMED, UM, THAT IT'S NOT A BLACK BOX.

HERE IT IS.

THIS IS WHAT WE'RE DOING.

THIS IS HOW WE'RE MONITORING THINGS.

UM, THIS IS JUST INVALUABLE.

UM, I KNOW THE FOLKS IN MY DISTRICT ARE EXTREMELY APPRECIATIVE WHEN THEY TALK TO ME ABOUT THE WORK Y'ALL ARE DOING, OR THEY'RE ESPECIALLY APPRECIATIVE WHEN THEY FIND OUT YOU'RE DOING THIS ON A VOLUNTEER BASIS.

UM, CAUSE THIS IS NOT SOMETHING YOU DO FOR A FEW MINUTES.

THIS IS HOURS AND HOURS AND HOURS.

UM, SO THANK YOU.

THANK YOU TO THE WHOLE COMMITTEE, MRS. .

THANK YOU FOR YOUR COMMENTS.

AND, UM, I COULDN'T DO THIS WITHOUT THE REST OF MY COMMITTEE.

UH, THEY DO A, THEY DO A TREMENDOUS AMOUNT OF WORK.

LET ME PROVIDE YOU WITH A SPECIFIC EXAMPLE, RAY WALCO, WHO IS ON THE COMMITTEE WITH ME, WHO LEADS, UH, LEADS MY FINANCE, WHO LEADS THE FINANCIAL SUB-COMMITTEE SPENDS MANY HOURS WITH HIS TEAM AT THE DISTRICT, REVIEWING THE SPENDING AND UNDERSTANDING ALL THE DOCUMENTATION ASSOCIATED WITH IT.

RAY IS A CPA.

HE KNOWS NUMBERS BACKWARDS AND FORWARDS, AND HE REVIEWS EVERYTHING AND REPORTS THE NUMBERS THAT I REPORTED TO YOU TONIGHT.

AND HE SPENDS HOURS DOING THAT WITH HIS TEAM.

SO WE

[00:55:01]

TAKE THIS JOB VERY SERIOUSLY, EVEN THOUGH WE'RE NOT COMPENSATED FOR IT, BUT WE ARE CITIZENS AS WELL.

AND WE WANT TO MAKE SURE OUR MONEY IS WELL SPENT.

SO WE, WE ARE, WE'RE HAPPY TO DO IT, AND WE'RE GLAD TO SUPPORT WHAT YOU GUYS ARE DOING THE BOARD ITSELF AND WHAT YOU'RE SUPPORTING.

SO THANK YOU FOR THAT COMMENT.

I REALLY APPRECIATE IT.

I'LL MAKE SURE I DO SHARE IT WITH OUR BOARD AT OUR MEETING TOMORROW EVENING.

THANK YOU.

UH, THANK YOU, MR. CHAIRMAN.

I JUST WANTED TO, UH, EXPAND ON WHAT MR. BARBER SAID.

THIS TEAM OF EXPERTS HAS BEEN MONITORING THIS FROM THE VERY BEGINNING AND NOT ONLY HAVE THEY BEEN MONITORING IT FOR THE PUBLIC, BUT FRANKLY THEY'VE BEEN DOING TRAINING FOR OUR FOLKS AND OUR STAFF, UH, THIS TEAM HEADED BY MR. BARBER AS WORLD-CLASS EXPERIENCE DECADES AND DECADES OF EXPERIENCE IN CONSTRUCTION, CONSTRUCTION MANAGEMENT, AND FINANCIAL PLANNING AND PRODUCT THAT HE HAS GIVEN TO THIS DISTRICT WILL STAY IN THIS DISTRICT BEYOND THIS PROJECT.

AND IF WE DO HAVE ANOTHER REFERENDUM, WE CAN CONTINUE TO HAVE THE VOLUNTEERS.

I DON'T KNOW IF WE CAN GET THE SAME FOLKS AND IMPOSE ON THAT.

AND AGAIN, SHE WOULD LIKE TO, BUT I CAN'T UNDER ESTIMATE WHAT THEY HAVE DONE TO MAKE THIS REFERENDUM A SUCCESS.

THANK YOU, MR. BARBER, AND THANK YOU FOR THE CHAIN.

UH, MR. GARA, THANK YOU SO MUCH FOR YOUR COMMENTS.

UM, OUR TEAM IS, IS ALWAYS PLEASED WHEN WE HEAR THOSE TYPES OF COMMENTS AND WE THANK YOU.

I'LL SHARE THAT WITH ALL THE TEAM.

I THINK ONE OF THE THINGS THAT THE BOARD COULD DO, AND MANY OF YOU HAVE DONE IS ATTEND ONE OF OUR MEETINGS.

YOU CAN ATTEND BY ZOOM.

YOU CONTEND FOR A FEW MINUTES AND YOU CAN LEAVE.

UM, THAT REALLY HELPS SHOW YOUR SUPPORT FOR WHAT WE'RE DOING.

WE HEAR THE COMMENTS, BUT IF YOU'D LIKE TO GET INTO A LITTLE BIT OF THE NITTY GRITTY ABOUT THE QUESTIONS WE ASK THEM, WHAT WE DO.

AND SOME OF THE THINGS THAT WE PUT THE OPERATIONS DEPARTMENT UNDER A MICROSCOPE, AND THEY DON'T LIKE IT SOMETIMES, BUT THAT'S WHAT WE DO.

AND THAT'S WHAT WE'LL BE CHARGED TO DO.

AND WE DO IT AND WE DO IT WELL.

UM, SO, UH, I ENCOURAGE YOU TO ATTEND SOME OF THOSE MEETINGS IF YOU'D LIKE, IF YOU'D LIKE TO ASK QUESTIONS OR BE PART OF THE PROCESS OR LEARN MORE ABOUT WHAT WE'RE DOING, PLEASE COME JOIN US AT ANY TIME.

IT'S AN OPEN APPETITE, BUT THANK YOU.

I'LL TAKE ANY UP QUESTIONS.

I DON'T SEE ANY OTHER QUESTIONS.

THANK YOU, MR. CAMPBELL.

THANKS EVERYONE.

HAVE A GOOD EVENING.

I'M GOING TO LEAVE THE MEETING, BUT THANK YOU VERY MUCH.

[Committee Reports]

AND I SEE ONE COMMITTEE FOR

[Academic]

THE ACADEMICS TO MAKE.

ALL RIGHT.

THANK YOU.

THE ACADEMIC COMMITTEE, SEPTEMBER, SEPTEMBER 29.

AND AT THAT TIME WE HEARD PRESENTATIONS ON THE OPIOID STAFF WILL BETTER LISTEN TO SET PROJECTORS.

SO CAN WE HAVE PRESENTATIONS ON OGI 12.3 AND 12.13 FROM THE INSTRUCTIONAL PROGRAM AND E 1.4 AT 14.1 AND 14.2, THE LEARNING AND VERY FEW TREATMENT OF STUDENTS, UM, FAMILIES PRESENTATIONS TO BE THOROUGH AND ALIGNED TO THE NEW FORMAT WHERE, UH, THE SUPERINTENDENTS INTERPRETATION WAS THERE ALONG WITH HOW THE, UM, MEASURED.

HOPEFULLY EVERYONE'S HAD A CHANCE TO LOOK AT THOSE DOWN IN THE CONSENT AGENDA ON WEDNESDAY, OCTOBER, CONTINUING.

THANK YOU.

THANK YOU.

[Superintendent’s Report ]

THE SUPERINTENDENT, SUPERINTENDENT ACHIEVEMENT,

[ESOL Audit Review]

AND OUR, AS OUR TEAM, UH, WORKS THEIR WAY UP

[01:00:04]

AND A DEPARTMENT OF DEFENSE EDUCATION GRANT THAT WE RECEIVED.

AND SO, UM, UH, MONITORING THE, AND IF YOU UP, DOES ANYTHING WORK NEVERS ADVISED HERE NOW HANDLE.

I FIRST WANT TO DO THIS TO MY LEFT.

DIANA DRUGS SCALE WILL BE PART OF THIS PRESENTATION.

SHE IS OUR NEW COORDINATOR, TITLE THREE, AS WELL AS A ROLE LANGUAGES TONIGHT, YOU WILL RECEIVE RESULTS FROM THE SOUTH CAROLINA DEPARTMENT OF EDUCATION TITLE THREE MONITORING VISIT TYPE THREE IS PART OF THE ELEMENTARY SECONDARY EDUCATION ACT.

THE 1965 AS AMENDED BY THE EVERY STUDENT SUCCESS ACT OF 2013, THAT MANY OF US KNOWN AS ESSA.

THE PURPOSE OF FILE THREE IS TO ENSURE THAT STUDENTS WITH MULTI-LINGUAL FEDERAL DESIGNATION, ATTAIN ENGLISH LANGUAGE PROFICIENCY AND MEET STATE ACADEMIC STANDARDS.

THIS VISIT WAS CONDUCTED BY SOUTH CAROLINA TITLE DEPARTMENT OF EDUCATION, TITLE THREE OFFICE ON SIX SCHOOL DISTRICTS IN THE STATE OF SOUTH CAROLINA.

YOU FOR, FOR NIL, ORI, JASPER LAUREN, IF V6 AND AREAS, SCHOOL DISTRICTS OF THESE SCHOOL DISTRICTS, BEAVER COUNTY SCHOOL DISTRICT HAS A LARGEST MULTILINGUAL POPULATION.

THIS IS THE FIRST TITLE THREE VISIT THAT BCSC HAS HAD IN A SIGNIFICANT AMOUNT OF TIME.

THE LAST ONE WAS CONDUCTED IN 2016.

HOWEVER, WE RESULTS WERE NOT ARCHIVE BY STATE DUE TO A MENTALITY TO, TO ADD OUR DIRECTOR OF FEDERAL PROGRAMS IN GRANTS.

TERRY HAS YEAR THAT HE HAS NOT HAD AN EASEFUL AUDIT OR MONITORING VISIT UNDER HIS TENURE.

AND HE'S BEEN WITH THE DISTRICT SINCE 2010 HAD DONE THIS YEAR LEVEL, THE CURRENT 2021 DAYS, IT WAS INITIATED TO PROVIDE A SAMPLING OR THE SOUND COUNT LIKE A TITLE FOR A OFFICE OR IT MONITORING INSTRUMENTS TO BE ERECT.

THEY ARE NEW.

SO THIS WAS AN ALPHA TEST BY THE STATE FOR NEW TOOLS THAT THEY WILL BE UTILIZING.

THEY'RE TAKING FEEDBACK FROM THE SIX DISTRICTS, IF DO MODIFICATIONS AND UPDATES.

THESE TOOLS WE USE AS I SHARE WITH YOU AS AN ALPHA TEST, BUT FIRST PHASE OF UTILIZATION BY THE STATE AGENCY INFORMATION EVENT PRESENTED TONIGHT, HIGHLIGHTS AREAS OF OPTIMAL RECOGNITION AS WELL AS AREAS TO ASSIST US AT DETERMINING A BASELINE FOR GROWTH FOR STUDENT ACHIEVEMENT OR SHARED BY SUSAN HERBIE, OUR STATE TITLE, GREEN COHORT COORDINATOR.

WE SHOULD CONTINUE THIS ON OUR GOALS AND OBJECTIVES AS A DISTRICT AND CONTINUE TO MOVE FORWARD WITH OUR IMPLEMENTATION OF PROGRAMS AND SERVICES WE HAVE IN PLACE ARE MULTILINGUAL LEARNERS.

THIS DISCUSSION VERY GOOD TO THE NEXT SIDE, PLEASE.

SO IT'S BEING HANDED TO THIS PRESENTATION.

I'D LIKE TO ALSO PAINT THE ATMOSPHERE AT THE TIME AND PLACE AS THE STATE WAS PREPARING NEW TOOLS FOR MONITORING VISITS.

SO IT WAS THE STATE NEWSPAPER INVESTIGATION TEAM CONDUCTING INTERVIEWS THROUGHOUT THE STATE AND SELECTED THREE DISTRICTS TO REVIEW HOW MULTILINGUAL STUDENTS ARE TREATED.

HOW HAS YOUR EDUCATION HAS A REGISTRATION PROCESS? IT'S LIKE YOU'RE POSSESSED THREE HEADLINES.

MANY OF YOU ARE FAMILIAR WITH THIS ALREADY.

I JUST WANTED TO GET PAINT AT THE TIME.

AND I SAID, BOTH ITEMS WERE HAPPENING SIMULTANEOUSLY HERE AT BEAVER COUNTY.

NEXT SLIDE PLEASE.

SO THIS YEAR IS TO GET A CONFIRMATION THAT TITLED RATE IS PART OF THE OTHER FEDERAL LABS.

I DO WANT TO SHARE THAT A STUDENT OR A MULTI-LINGUAL STUDENT WITH AN EYE LAB, WHICH IS A LANGUAGE VARIETY PLAN AND HAS THE SAME CREDENCE IN WAITING ON A STUDENT WITH DISABILITIES AS AN IEP ARE BOTH OF THOSE FEDERAL GUIDELINES.

PLEASE GO TO THE NEXT LINE.

THIS SHOWS INFORMATION REGARDING THE MONITORING TOOL SUBJECTIVES, HOW SLIDE DOWN TO THE THREE BULLETS AID TO PROVIDE MEANINGFUL FEEDBACK TO DISTRICTS, TO HELP STRENGTHEN AND IMPROVE THE QUALITY OF SERVICE TO STUDENTS AND TO STRENGTHEN PROGRAMS. THE NEXT SLIDE, WHILE TO VIEW THE CRITERIA AND GET PROVIDES DESCRIPTORS, PUT A MONITORING

[01:05:01]

TOOL RUBRIC, THANK YOU.

THIS DISCUSSION VERY APPRECIATED ON SLIDE SETS AND IDENTIFIES FIRST, THE MONITORING AREAS, LANGUAGE, CONSTRUCTION, EDUCATION PROGRAMS, PROFESSIONAL DEVELOPMENT, COLLABORATION, PARTICIPATING, PRIVATE SCHOOLS AND PARENT AND FAMILY ENGAGEMENT.

YOU WILL KNOW THAT THE SECOND FROM THE LAST BULLET IN THIS AREA IS NOT ONE THAT WAS UTILIZED FOR SCORING DURING THIS MONITORING OUTPUT.

IS IT THE NEXT AREA IDENTIFIES THE MONITORING PROCESS.

THE DISTRICT HAD TO PROVIDE EVIDENCE.

WE HAD DONE ANOTHER ROOT CAUSE ANALYSIS PROVIDE EXECUTIVE SUMMARY.

ALL THAT IS REVIEW AT THE STATE LEVEL.

THEN THE STATE ACTUALLY SAID SELECT A SCHOOL THAT THEY'RE GOING TO COME TO VISIT AND CONDUCT AT THIS TIME.

AND IT IS MONITORING.

VISIT HILTON HEAD ISLAND.

IVY HIGH SCHOOL WAS IDENTIFIED AND MONITORED VISIT WAS CONSIDERED CONDUCTED.

PLEASE GO TO SLIDE SEVEN.

SO AS WE LOOK AT THIS SLIDE AND WE IDENTIFY INFORMATION SHARED BY SUSAN MURPHY TO SAY, THIS IS OUR OPPORTUNITY TO SET OUR GOALS, THAT OUR BASELINE AND BUILD IT TO GO FORWARD IN OUR PROGRESS FROM ALL DEFENDABLE.

I LIKE TO PUT THE SESSIONAL KUDOS TO THE FIRST AREA BINANCE.

SO WE RECOGNIZE THAT WE, THIS IS WHERE WE SCORED SOME AWFUL POINTS.

WITHIN THE PAST 26 MONTHS, YOU CREEK COUNTY HAS PROVIDED APPROXIMATELY 24 PHYSICIANS IN THE AREA TO ASSIST OUR LOCAL HEALTHY LEVEL STUDENTS, TEACHERS, BUT THEN OUR DIVISION AS WELL, WE HAVEN'T BEEN ABLE TO PROVIDE ADDITIONAL BILINGUAL LEADERS AND WE HAVE SHIFTED THE LINE OF, SO THAT HAVE LIAISONS IN THE BUILDING, BUT ALSO MOST CRITICAL AS MS. A LITTLE MORE INFORMATION IS YOUNG.

AS YOU NEED.

YOU HAVE INSTRUCTIONAL COACHES, ENROLLMENT CAPACITY OF OUR TEACHERS IN THE CLASSROOM, HAVE YOU TOOLS, AND YOU'LL HAVE AGAIN, RESOURCES IN THE NEXT SLIDE, PLEASE SLIDE EIGHT.

AT THIS POINT, I'D LIKE TO BRING THIS UP SO SHE CAN TAKE THE OPPORTUNITY TO SHARE WHERE SHE'S LANDED AND WHERE SHE IS GOING UPWARD.

AND I DO WANT TO SHARE WITH YOU, THIS TROTSKY HAS LIKED IT WITH US JUST A FEW WEEKS AGO.

SHE COMES TO YOU FOR AN ELEMENTARY.

I APOLOGIZE.

WE'LL OFTEN ELEMENTARY.

I HAVE THIS BEAUTIFUL THING IN MY MIND.

I DO APOLOGIZE THAT WASN'T VERY FUN.

SO IF I'VE LEFT IT ELEMENTARY, I APOLOGIZE.

MS. BROWN, SHE COMES, HE CAME TO US FROM NEW JERSEY WHERE SHE ALSO WORKED AS AN EDUCATOR.

SHE WORKED AS AN EASEL COORDINATOR, COACH, AND A CLASSROOM TEACHER AT THIS TIME DISTRICT SEAT.

THANK YOU EVERYONE.

I JUST WANTED TO SAY THANK YOU FOR THE INVITATION THIS EVENING.

IT'S A PLEASURE TO BE THIS HONORED, TO HAVE THIS POSITION IN OUR DISTRICT.

I THINK WE'RE DOING WONDERFUL THINGS FOR OUR STUDENTS.

AND I WANTED TO SHARE WITH YOU IMAGINE LEARNING AS A PROGRAM, IT WAS ALREADY IN PLACE BEFORE I ARRIVED.

WE HAVE RECEIVED A WONDERFUL FEEDBACK FROM OUR TEACHERS AND OUR STAFF.

SO WE HAVE DECIDED TO GO AHEAD AND RENEW FOR ONE YEAR.

THIS PROGRAM IS ALIGNED WITH THE SOUTH CAROLINA STANDARDS, CONTENT STANDARDS, AS WELL AS THE META, YOU KNOW, THESE STANDARDS.

AND THEREFORE WE FEEL THAT IT'S GOING TO BE VERY POSITIVE AND MOVE FORWARD AND ASSISTING OUR MULTILINGUAL LANGUAGE LEARNERS IN LANGUAGE AND LITERACY AS ONE OF THEIR COMPONENTS, AS WELL AS MATH LEARNING AID TO DISEASE PROGRAM THAT WE HAVE DISTRICT WIDE, PARTICULARLY FOR OUR MLS.

WE HAVE AN EL COMPONENT TO THE PROGRAM, WHICH TRULY IS MOTIVATING OUR STUDENTS TO WORK INDEPENDENTLY DEMONSTRATES AND KEEPS DATA OF OUR STUDENT GROWTH AND ERRORS ARE READING AND COMPREHENSION.

THE WAITER SCREENER IS A TRAINER FOR OUR TEACHERS, OUR ESL TEACHERS, AS WELL AS OUR BILINGUAL LIAISON.

AS DR.

STRATUS MENTIONED, WE HAVE BEGAN TO TRAIN OUR TO SR, TO BE A TEAM MEMBER OF OUR EASEL BUILDING SCHOOL SITE TEAMS. NOBODY DOES THIS BY THEMSELVES.

SO I REALLY RELATE AS HONORABLE SUPPORT.

OUR ESL TEACHERS ENSURING THAT OUR ESL TEACHERS ARE IN CLASSROOMS AND CONTINUING WITH THEIR INSTRUCTION WHILE WE SUPPLEMENT AND SUPPORT THE REGISTRATION AND ENROLLMENT OF STUDENTS.

AND WE'LL TELL THEM WE'LL LEARNERS IN OUR SCHOOL SITES ON A TIMELY FASHION, MEANING STATE AND FEDERAL REQUIREMENTS OF ENROLLMENT WITHIN A CERTAIN TIME OF ACTUALLY THE STATE GIVES US 10 DAYS WHEN STUDENTS BECOME ENROLLED.

IF THEY'RE MULTILINGUAL LEARNERS AND THEY'RE IDENTIFIED

[01:10:01]

AS SUCH AND THE HOME LANGUAGE SURVEY, WE NEED TO GET THEM SCREENED AND PLACED ACCORDINGLY IN THE SCHOOLS.

SO HAVING OUR BILINGUAL LIAISONS TRAINED IN THE SCREENING PROCESS WILL EXPEDITE THAT, AND THAT WILL SUPPORT OUR WELCOME CENTERS AS WELL.

UM, BY, BY THE MONITORING REVIEW, WAS THAT THE VOLUME WEIGHS ON AT EVERY SCHOOL AND SOME SCHOOLS TOO, RIGHT? IS THAT IS SOMETHING THAT THEY HAVEN'T SEEN ACROSS THE STATE.

SO THERE WERE MANY AIRPLANES AROUND THAT SUPPORT THEM AND, UM, AND A WELCOME CENTER.

UH, WE ALSO HAD TALKED ABOUT, SORRY.

NO, THAT'S FINE.

AND TO PIGGYBACK OFF OF WHAT YOU SAID WITH THE WELCOME CENTER, TOXIC RODRIGUEZ, WE'VE ALSO SUPPORTED OUR BUILDINGS AND OUR SCHOOL NEEDS IN THE SENSE THAT WE HAVE ASK OUR BILINGUAL LIAISONS, AS WELL AS OUR STAFF, FROM DISTRICT, OUR BILINGUAL LIAISON HERE, OUR COMING TO MAGIC TO TRAVEL TO OTHER SCHOOLS TO SUPPORT WHEN WE'VE HAD ISSUES WITH COVID AND OTHER PEOPLE THAT HAVEN'T BEEN ABLE TO BE IN.

AND THERE HASN'T BEEN A BILINGUAL STAFF MEMBER IN THE BUILDING.

WE HAVE ACCOMMODATED THAT NEED BY TRAVELING TO THOSE BUILDINGS THAT HAVE ASKED FOR ASSISTANCE.

WE HAVE DONE THE TRANSLATION PROGRAMS. I AM PLEASED TO ANNOUNCE THAT YESTERDAY I MET WITH DR.

WHITE, WHO IS OUR DIRECTOR OF SPECIAL EDUCATION.

AND WE CURRENTLY HAVE PROGRAMS IN PLACE THAT OFFER WRITTEN AND WORLD TRANSLATION SERVICES FOR OUR ENTIRE DISTRICT.

BUT SHE AND I HAD A VERY SERIOUS CONVERSATION ABOUT DEEP PROCEDURES AND STEPS THAT WE ARE GOING TO COLLABORATE ON TOGETHER, ENSURING THAT TRANSLATIONS OF FEDERAL AND STATE REQUIRED COMMUNICATION TO PARENTS, SHARING PROGRAM MODELS, SHARED STUDENT SERVICES, ET CETERA, WILL BE COMPLETED AND SHARED IN THE FAMILY'S HOME LANGUAGE.

THEREFORE ENSURING THAT WE ARE COMPLIANT WITH FEDERAL AND STATE LAWS FOR SPECIAL EDUCATION, AS WELL AS OUR MULTILINGUAL LEARNERS.

BECAUSE AS DR STRATIS MENTIONED BEFORE, WE HAVE AN EYELASH, WHICH IS CALLED AN INDIVIDUAL LANGUAGE ACQUISITION PLANS FROM MULTILINGUAL LEARNERS.

AND THAT IS IN THE SAME CATEGORY AND HOLDS THE SAME WEIGHT AS AN IEP FOR STUDENT WITH DISABILITIES.

THEY BOTH HAVE ACCOMMODATIONS.

THEY MUST BE ARE LOUD IN MEETING THE NEEDS OF OUR STUDENTS.

AND SO DR.

WHITE AND I HAVE MOVED FORWARD WITH HER TEAM AND OUR TEAM, AND WE'RE GOING TO TRY TO MEET EVERY MONTH TO DISCUSS HOW WE CAN BETTER ALIGN BOTH OF OUR DEPARTMENTS BEING COMPLIANT AND DOING WHAT WE NEED TO BE DOING CORRECTLY, TO MEET FEDERAL AND STATE LAWS, CYBER TRAINING.

WE'VE DISCUSSED THAT BEFORE.

IT HAS CURRENTLY 30 ENROLLED TEACHERS AND IT IS BEING PROVIDED BY CAL TO CENTER FOR APPLIED LINGUISTICS.

AND WE HAVE 30 ENROLLED TEACHERS IN OUR, CURRENTLY THEY ARE RECEIVING BEST PRACTICES AND STRATEGIES, ET CETERA, AND TRAINING, WHICH WILL IN TURN BE BROUGHT BACK TO OUR DISTRICT.

AND THOSE TEACHERS THAT ARE BEING TRAINED THROUGH PATTA WILL THEN IN-HOUSE TRAIN OUR ESL TEACHERS OR GENERAL EDUCATION TEACHERS THAT WOULD LIKE TO BE CITED CERTIFIED TO SIT IN THAT OUR COHORT IS ALSO IN PLACE.

IT IS ACTUALLY FOR EDUCATORS THROUGHOUT OUR DISTRICT, NOT JUST EASEFUL TEACHERS.

IT IS OPEN TO ANYONE WHO IS INTERESTED IN OBTAINING AN ESL CERTIFICATE, BUT IT IS NOT LIMITED TO THE EAST-WEST CERTIFICATE STAFFING.

WE HAVE HAD SUCCESS WITH MANY TEACHERS WHO HAVE DECIDED TO GROW PROFESSIONALLY AND CONTINUE THEIR EDUCATION AND THAT PURSUED YOU SAW AS THEIR FIELD OF CHOICE.

AND I THINK OUR NEXT IS OUR FINAL.

THANK YOU THEN GIVING THAT A FINAL SLIDE.

SO IT IS ACTUALLY WE IN THE PREPARATION CONVERSATION WE WANTED TO SHARE WITH YOU FROM THE STATE AT A TITLE THREE PROGRAM OFFICE IS THRILLED TO SEE THE AMAZING THINGS HAPPENING, BROUGHT ALL THE LABELS AND THE ELLS IS HE HAVING THE BEST UTILIZED AND THEIR FAMILIES IN YOUR DUDES, IN YOUR DISTRICT TOUTED BUFORD COUNTY SCHOOL DISTRICT, AS WELL AS THE GROWTH MINDSET TO CONTINUE IMPROVING YOUR PROGRAM.

THAT IT'S NOT THIS SARAH LONG SHORT FROM YOUR RECORD, YOU OFFICE OF FEDERAL PROGRAMS AND ACCOUNTABILITY.

WE RECOGNIZED THAT WE HAD A MONITORING VISIT.

WE RECOGNIZE THAT THESE ARE ALPHA TOOLS THAT WERE BEING DEVELOPED.

THEY ARE GOING TO GO AHEAD TO SET AT THE STATE LEVEL TO DO WE FIND THAT THEY SAW FOR OUR FEEDBACK AND GROWTH, BUT WE, MOST OF ALL RECOGNIZE WHERE WE WANT TO GO FORWARD.

UM, WE HAD A GREAT OPPORTUNITY TO BUILD ON THE SHOULDERS OF PRIOR COORDINATORS HERE IN BEAVER COUNTY IN A POSITION OF TITLE THREE.

NOW WE HAVE GREAT, GREATER OPPORTUNITY OF GOING FORWARD.

SO AT THIS TIME, IF YOU HAVE ANY QUESTIONS,

[01:15:09]

THANK YOU, MR. CHAIRMAN.

UH, COULD I GET A LITTLE MORE INFORMATION? I THINK IT WAS .

MY QUESTION IS, IS HOW YOU DEAL WITH STUDENTS TRYING TO OUR DISTRICT.

I MEAN, IT IS ONE THING FOR A KINDERGARTNER TO COME IN WITH VERY LIMITED KNOWING ENGLISH LANGUAGE SKILLS, BUT AT THAT AGE, YOU PICK IT UP REAL QUICKLY, BUT WE GET, WE GET STUDENTS DO NOT TO COME IN THROUGH MIDDLE SCHOOL AND EVEN HIGH SCHOOLS THAT DON'T HAVE ANY ENGLISH SKILLS AT ALL, AND MAY NOT HAVE HAD MUCH FORMAL EDUCATION PERIOD.

SO I ASSUME AS YOU USE SAID THAT THIS IS LIKE AN IEP.

SO I ASSUME YOU EVALUATE THESE STUDENTS ON AN INDIVIDUAL BASIS.

AND THEN YOU TAKE A HIGH SCHOOL STUDENT THAT HAS AS MUCH FORMAL EDUCATION.

AND ALSO THERE'S A SPEAK THE LANGUAGE AND CATCH P OR SHE UP WITH YOUR PEERS.

IT SEEMS TO BE ALMOST AN IMPOSSIBLE TASK.

SO I'D LIKE TO KNOW A LITTLE BIT MORE ABOUT HOW YOU INDIVIDUALLY, YOU KNOW, WITH THE STUDENTS BEFORE THEY RESPOND TO YOUR QUESTION, YOU GET A, ONE OF THE TYPICAL CHALLENGES THAT EXISTS, BECAUSE AS YOU MENTIONED, STUDENTS ARE COMING FROM PLACES AND THERE'S DIFFERENT LEVELS, RIGHT? IN SOME CASES THEY SPEAK LANGUAGES THAT ARE SPOKEN LANGUAGE, BUT THERE IS NO CREDIBLE.

LIKE THE DEPOSITION IS ONE OF THE MOST IMPORTANT THINGS THAT WE TRIED TO ACCOMPLISH AND AS QUICKLY AS POSSIBLE, BECAUSE PARTICULARLY WE STUDENTS WHO HAVE A STRONGER FORMAL EDUCATION FROM WHERE THEY WERE COMING, THEY ACQUIRE THE LANGUAGE THEY CAN TAKE OFF, BUT GENERALLY SPEAKING, IT'S AT LEAST THREE YEARS TO ACQUIRE, RIGHT? SO, SO YOU OPENED UP WHAT WE CALL PANDORA'S BOX.

I HADN'T THE REASON I ASKED THIS JOHN'S GIVE, LET ME SLIDE.

BECAUSE AS A PRIOR PRINCIPAL, MY LAST SCHOOL, I WAS 71% STUDENT LOAN LEVEL STUDENTS AT THAT SCHOOL CANVAS.

AND IT WAS A HIGH SCHOOL COMPREHENSIVE STUDY.

AND OF THOSE STUDENTS HAVE, I CAN, AS WELL AS EVERY CHILD, BY THE TIME I LEFT WAS TOUCHED INTO AN ACCELERATED COURSE, THAT'S A CULTURE THAT'S CREATED BY TRAINING AND CAPACITY, BUT WE ALSO HAVE TO RECOGNIZE WE ARE STUDENTS HERE.

WE HAVE ACADEMIC LANGUAGE IS DR.

RODRIGUEZ WAS SHARING, RIGHT COGNITIVE ACADEMIC LANGUAGE.

WE'RE ABLE TO HAVE A TRANSFERENCE OF SKILL SET OR WHAT I KNOW IN MY WHOLE LANGUAGE INTO THE TARGET.

BUT THEN WE RECOGNIZE WE'VE GOT STUDENTS WHO HAVE ENVIRONMENTAL SKILLS OR LANGUAGE.

THEY KNOW, THEY KNOW WENDY'S AT THE BASIC ACADEMIC LANGUAGE.

THAT'S WHAT A SKILLSET THAT'S HERE IN THE CLASSROOM WILL STILL BE CONTENT AND LANGUAGE SIMULTANEOUSLY.

THE MOST IMPORTANT THING FOR REDDIT IS THE SELF RECOGNIZES.

THE SELF-MOTIVATION ALL THAT LANGUAGE FOR THAT STUDENT IS IN THAT CLASSROOM.

BUT THEN I'M GOING TO REVISIT, WHAT DO THEY WANT? THE ONE WHERE THERE'S A DIFFERENT LEVEL OF SELF MOTIVATION.

I AM NOT SAYING THAT THAT IS NOT AN OLD SCHOOL OR YOUNG ADULTS THAT THE HIGH SCHOOL HAS.

IT LED TO THE GREATEST CHALLENGE, BUT I CAN TELL YOU FROM THE EXPERIENCE OF COMMUNITY , UM, THE SELF-MOTIVATING COMPONENT IN LAYER BEYOND.

AND I WILL SHARE, BECAUSE I KNOW WHAT MY CLASS VALVING VALEDICTORIAN WAS A LANGUAGE LEARNER WHO CAME TO MY SCHOOL AND I BEING POSSESSIVE, UM, HAD, HAD AN EXPERIENCE WHERE SHE WAS TOLD TO NOT BE AN ACCELERATED COURSES OR ACQUIRE SCHOOL.

THIS IS A YOUNG LADY WHO WAS MY VALEDICTORIAN, AND HERE YOU COLLEGE OF CHOICE IS A BELIEF SYSTEM.

SO WHEN THAT IS IN PLACE, I WILL SHARE ANYTHING'S ATTAINABLE AND IT IS BALANCED WITH THE LANGUAGE AND CONTENT HAPPENING AND SAME KIND OF CLASHING.

I AGREE.

UM, I THINK IT IS A MONUMENTAL TASK FOR AN INDIVIDUAL TO CREATE A MIND MAP AND DECIDE WHAT

[01:20:01]

ACCOMMODATIONS THE STUDENT NEEDS.

UH, ENGLISH IS MY SECOND LANGUAGE.

SPANISH IS MY THIRD, WHICH OF THESE IS MY FIRST.

I CAME TO THIS COUNTRY.

I WAS 13.

I THINK I DID.

OKAY.

AS AN ESL STUDENT, I LEARNED THAT LANGUAGE WELL, AND WE DIDN'T HAVE THE WONDERFUL THINGS THAT WE HAVE IN PLACE HERE FOR COUNTY.

I CAN SAY THAT FROM AN EDUCATOR'S PERSPECTIVE AND OTHER STATES, AS WELL AS HAVING BEEN AN EDUCATOR HERE FOR FOUR YEARS, WE HAVE AN MDT TEAM AND OUR SCHOOL AS A MULTILINGUAL EDUCATIONAL TEAM, IT HAS AN RTI TEAM.

IT CONSISTS OF THE GEN ED TEACHER FOR THAT STUDENT WILL HAVE AN ESL TEACHER THAT IS NOT THE CASE.

LOOK FOR THAT STUDENT, EXCUSE ME, AND ALSO HAVE AN ADMINISTRATOR.

AND SO THAT IS THE GOAL.

AND AS DR STRATA SAID THE MINDSET AND THE CULTURE THAT WE ARE CREATING GOING FORWARD, AND I ASSURE YOU THAT THOSE HAVE OCCURRED THIS YEAR, SINCE I HAVE COME UP TO HERE, THAT WE ARE MAKING SURE THAT THOSE MEETINGS ARE OCCURRING WITH COUNSELORS, ESPECIALLY IN THE SECONDARY SCHOOLS THAT WE HAVE BECAUSE THERE'S TRANSCRIPTS TO BE TRANSLATED, ET CETERA.

AND THEREFORE PLACEMENT IS A LITTLE BIT MORE COMPLICATED, COMPLICATED, GOOD WORK.

SO THAT TEAM WOULD MEET AND THEN DETERMINE WHAT THE ACCOMMODATIONS ARE THAT THAT STUDENT WOULD NEED IN THE CLASSROOM.

AND THEY ARE FROM BEST PRACTICES, WHICH IS SCAFFOLDS, SUCH AS GRAPHIC ORGANIZERS AND WAIT TIME, ET CETERA, BEST PRACTICE STRATEGIES, TPR, ET CETERA, THAT ARE LISTED.

SOME ARE STATE ASTROCYTES SAYING THESE AREN'T THINGS.

WE SHOULDN'T SEE THEY'RE EVERY EVERYDAY, WHAT JUST GOOD TEACHING IS.

AND THERE ARE OTHERS THAT ARE SPECIFIC, SUCH AS VISUAL CUES, SUCH AS THE CAN-DO IS FROM WEDA WHAT THIS CHILD CAN DO.

AND THEN TEACHERS ARE GIVEN CAN-DO DESCRIPTORS IN ORDER TO SAY, OH, OKAY.

SO THE STUDENT IS IN FIFTH GRADE, THEY CANNOT WRITE THIS ESSAY.

HOWEVER, WITHIN CONTENT AND FOR WRITING TO MEET THE STANDARDS FOR THE STATE STANDARDS, HOW DO WE ASSIST THAT STUDENT AND WRITING AND THE ABILITY THAT THEY CAN IN THEIR FIRST LANGUAGE OR IN OUR TIGER TARGET LANGUAGE OF PAGE, BUT THAT, I MEAN, T TEAMS SHOULD NEED AND DISCUSS, AND THEN WE DECIDE TOGETHER WHAT ACCOMMODATIONS ARE NECESSARY FOR THAT STUDENT.

YOU GOT THE RIGHT GUY ON THE RIGHT SPOT.

THAT WAS OUTSTANDING.

I KNOW THIS IS A LOT OF SCORES.

AND YOU SAID IT'S AN ALPHA TEST DEVASTATE A FEEDBACK ABOUT, OKAY, IN THESE AREAS, SAY UNDER THE LIE TO GET MORE, UM, I'M WITH YOU.

AND SO BEFORE I LET THEM, UH, FACT WITH QUESTION AS WELL, BUT HERE'S WHAT I WOULD SAY.

NUMBER ONE, IT'S THE FIRST TIME THEY USE THE TOOL.

SO THEY ALSO WANT FEEDBACK.

THAT'S THE FIRST THING, THE SECOND THING AT THIS CALL YOUR ATTENTION TO PAGE FIVE ON THE POWERPOINT.

AND WHEN YOU LOOK AT THAT PAGE FIVE, IT SAYS WE ALL, OR PART OF THE FEDERAL REQUIREMENTS.

SO I'M WITH YOU.

I WANT TO BE ALL THE WAY TO THE RIGHT.

RIGHT.

BUT SOME OF THOSE THAT FALL UNDER DEVELOPMENTAL REQUIREMENTS, THEY JUST CODE THERE.

UM, HOWEVER, UH, THERE ARE SOME SUGGESTIONS THAT, THAT THEY PUT FORTH AS WELL.

SO I'LL, I'LL TURN IT OVER TO YOU, BUT I JUST WANTED TO POINT OUT THAT IN THEIR OWN RUBRIC DEVELOPMENTAL CAN MEET ALL THOSE REQUIREMENTS, EVEN THOUGH I AGREE WITH YOU.

SO MRS. WAS BUILDING THE ASSESSMENT TOOL, BASICALLY THE LIST OF WHAT WE PROVIDE IS, BUT I'LL GIVE YOU AN EXAMPLE OF WHAT OUR RESPONSE AND MRS. FASBY HAS SHARED ALREADY.

THIS IS REALLY NEAT.

ADDRESS WOULD WORK OVER TO OUR OFFICER'S STUDENT SERVICES COMMENTS, ENCOURAGED TO COLLABORATE WITH SPED DEPARTMENT, TO OFFER PD SPECIFIC, TO VERY,

[01:25:01]

VERY NEBULOUS, NOT VERY DEFINITIVE AND EXACT THAT'S HOW THEY WORK AND IT WAS NOT SPECIFIC.

SO WE RECOGNIZE WHERE WE WANT TO BE ABLE TO BUILD UPON, TO IMPROVE.

BUT I STARTED TO SHARE THAT DEVELOPED DEVELOPING IT'S NOT AS LIKE THE THRESHOLD POINT.

UM, SO IT WASN'T VERY EXACT FOR US.

IT'S NOT AN, AND THAT'S OKAY.

THAT'S WHAT WE'VE DEVELOPED A VERY STRONG RELATIONSHIP WITH SUSAN MURPHY AND THE DR.

LONG SHOW AS WELL.

UM, I THINK WE'RE ON EACH OTHER'S CELL PHONES.

I THINK THAT FOR FARMERS, YOU KNOW, DR.

STRAUSS POINTED OUT EARLY THAT AS A SYSTEM PROBABLY HASN'T BEEN THROUGH THIS 10 YEARS FOR ONE REASON OR ANOTHER, RIGHT.

SHE DIDN'T HAVE ANY INFORMATION OR WAS ALL RIGHT.

THE EXPERIENCE IS REALLY INVALUABLE GOING THROUGH IT AND GOING THROUGH THE PROCESS.

RIGHT.

AND SO, UH, THE ONLY OTHER THING I WOULD ADD IN OF THE PROCESS IS THAT, UH, THEY, THEY DIDN'T SET FOOT HERE, UH, IN TERMS OF MAKING A VISIT AT HIGH SCHOOL, IT WAS VIRTUAL, ALL OF THAT, RIGHT? SO THEY THOUGHT IT WAS VIRTUAL WITH WHICH THEY MAY ALSO SEE THINGS IN A, IN A FACE-TO-FACE ENVIRONMENT THAT, THAT THEY WOULD SAY, OH, THAT ANSWERED MY QUESTION, BUT MOVE IT OVER HERE.

RIGHT.

OR, BUT THAT'S ANOTHER FACTOR IN THIS PARTICULAR, UH, EXERCISE THIS TIME AROUND, I AM GRATEFUL THAT WE HAD IT AND THAT WE WENT THROUGH IT BECAUSE I THINK IT'S A STANDARD THAT WE CAN, WE CAN MOVE FROM.

THANK YOU, LADIES FOR PRESENTATION.

UM, A LOT OF INFORMATION THERE.

MY QUESTION IS, ARE CHILDREN EVALUATED AND PROVIDE THEM WITH ACCOMMODATIONS? AND I ASKED THAT QUESTION, BEING A PART OF THE VELLUM VC COMMUNITY, MYSELF.

AND I CALL, I SAY THAT I AM BILINGUAL BECAUSE GULLAH IS THE PEOPLE TO USE THE LIGHT.

AND I GREW UP WITH PARENTS, GRANDPARENTS, GREAT-GRANDPARENTS, THAT'S NOT CODE SWITCH.

SO ARE THEY BEING AWKWARD? UM, THIS WOULD BE WONDERFUL FOR OUR STUDENTS BECAUSE THEY'RE NOT CONSIDERED, I'VE BEEN IN MANY DISTRICTS, I'M FROM CHARLESTON.

SO THAT'S ANOTHER PART OF THE WHOLE COUNTRY.

AND I'VE WORKED IN DISTRICTS THERE AND THE GOLA CHILDREN WERE NOT SEEN AS ESOL STUDENTS.

SO CAN YOU TALK MORE ABOUT THAT? SO MR. RECOGNIZING OUR MEETING SEATING, I WAS ANTICIPATING QUESTIONING INTO THIS AREA TO WHAT THE GREATEST RESPECT.

THAT'S WHY I LEARNED IN BEGINNING AT THE INTRODUCTION, THE FEDERAL GOVERNMENT DESIGNATES LANGUAGE FOR SERVICES AND FUNDING.

THEY DO NOT RECOGNIZE DELEGATE EACH.

SO SUBJECT TO THAT.

THAT IS WHY OUR STUDENTS WHO HAVE A HOTLINE OR THAT WE GET SAY THE KIDS KIND OF PROBABLY LOW UNTIL THIS BUGGING YET THEY DO NOT, THEY ARE NOT ADMINISTRATIVE.

EACH FELLOW HAD THE PASSWORD.

THEY ARE, THEY DID NOT FALL INTO THE CLASSES OR THE SHELF.

WELL THEN THE SCHOOLS WILL HAVE TO ADD IN ADDITIONAL INSTRUCTIONAL, LOTS OF READING, EXTENDING ELA TO HELP DEVELOP CONTENT VOCABULARY, UTILIZING THE SILENCE STRATEGIES AND AS DIANA SHARED TPR, TOTAL PHYSICAL RESPONSE.

AND THAT WAS GREAT.

HE, WASN'T GOING TO ASK YOU WHY OR STARTED THAT BY LAUNCHING IN AUSTRALIA, RIGHT.

THAT'S REALLY USEFUL WHEN UTILIZING PHYSICAL RESPONSE AND BUILDING VOCABULARY DEVELOPMENT WITHIN LOCALS, WHO SHE WAS HELPING BUILD THERE, BUT THE FEDERAL GOVERNMENT DOES NOT RECOGNIZE EACH.

WE HAVE A HOME.

SO WITH THAT, DO WE WANT TO BUILD, WE'RE GETTING ISSUES THROUGH OUR SCHOOLS, THE CULTURAL OPPORTUNITIES WHERE THAT EXTENDING SOME OTHER ACTIVITIES THAT OUR DIVISION IS WORKING EXTENDING TO LEARN ABOUT OUR HISTORY AND THE THINGS OR THE STATE STANDARDS INTO OUR CLASSROOMS, RIGHT? ALL OF THE STATE GUIDELINES.

AND WE'RE DOING SOME THINGS OUTSIDE OF THE STATE VIOLENCE, I WILL SHARE WITH THEM, SHARE THAT WITHOUT REALLY HAD TO BRING INTO YOUR BOARD.

BUT AT THE TIME THAT I ABLE TO BRING IN PRESENTATION, ADDITIONAL INFORMATION WE HAVE ON THE GROUND FLOOR, SOME ADDITIONAL, OR BECAUSE WE RECOGNIZE WE WON'T BE ABLE TO, TO MORE CHILDREN OR OUR CHILDREN IN ORDER TO KNOW WHEN WE ARE GOING TO AND KEY

[01:30:01]

WHO YOU ARE ALIVE.

THAT MAKES SENSE AS WELL.

OKAY.

ONE OF THE THINGS THAT THEY MENTIONED EARLIER IN THE PRESENTATION IS CURRENTLY WE'RE HAVING 30, UH, TEACHER TRAINING OR BEST PRACTICES, WHICH IS ONE OF THE KEY COMPONENTS IN, UH, AND YOU SAW, UM, UH, INSTRUCTION WILL, RIGHT, BUT IT IS NOT JUST AN ESAU COMPONENT, RIGHT? SO, SO IT IS BEST PRACTICE, RIGHT? AND SO, SINCE IT IS PART OF THE PRACTICE, ONE OF THE THINGS WE DO WANT TO DO IS UTILIZE THESE TRAINERS THAT WOULD WANT TO HAVE TO ACCELERATE THE TRAINING, OTHER STAFF MEMBERS IN OUR SCHOOLS, TO MAKE SURE THAT WE HAVE A SOLID FOUNDATION IN THE PSYOP TRAINING THAT WE CAN USE ANY THOUGHTS, REGARDLESS OF, CAN I HAVE A POWER QUESTION? WILL THERE BE PEACE IN THAT TRAINING? SO THEY'LL BE TRAINED HERE, IDENTIFY THOSE SCHOLAR STUDENTS THAT NEED THAT EXTRA SUPPORT.

THE CENTER MAY NOT HAVE THE BEST FEEDBACK WE CAN GIVE THEM ARE THERE.

AND WE CAN ALSO SEE CITY.

SO JUST TO HAVE A COGNITIVE RECOGNITION.

AND I THINK IN TIME AS WE GO FORWARD AS A SYSTEM, BEING ABLE TO WORK WHAT OUR ELDERS IN THE COMMUNITY TO WRITE AND DO THE HISTORY OF STORIES THAT ARE LOCAL, BUT TO MAKE IT INTO THINGS THAT WE DO, THAT IS ONE OF THE PERSONAL GOALS THAT WE HAVE WITHIN OUR DIVISION.

SO VERY, VERY GOOD POINT.

YOU KNOW, WE COULD GIVE THAT FEEDBACK IF I MAY ADD TO THAT, WHAT DR.

RODRIGUEZ SAID ABOUT BEST PRACTICES AND THE TRAINING THAT WE HAVE, THOSE TEACHERS ENROLLED IN.

WE ALSO HAVE TWO ESL INSTRUCTIONAL COACHES THAT WERE HIRED ON THE TITLE THREE FUNDS.

SO THAT'S NEW THIS YEAR.

THEY ARE TWO LOVELY LADIES, DR.

SUSAN AND SUSAN RAMIRO AND THEIR GOAL.

AND THEN WE DISCUSSED THIS AS A TEAM IS TO GO INTO OUR SCHOOLS AND BE MODELS FOR THE TEACHERS.

SO THOSE BEST PRACTICES WILL BE SHARED AND THEY WILL BE PRACTICED.

SO THERE WILL BE COACHING CYCLES.

THEY WILL GO THROUGH THE SCHOOLS.

ONE IS GOING TO DO, I'M ACTUALLY FOCUSING ON THE ELEMENTARY, DR.

MITZI, WHERE HARMON WILL BE HIGH SCHOOLS.

AND I BELIEVE SUSAN ROMERO WILL BE FOCUSING ON, ON A TRUE SCHOOLS.

I MEAN, MIDDLE SCHOOL.

SO THE GOAL IS THAT THEY DO GO OUT INTO THE, OUR SCHOOL SITES AND TRAIN OUR CONTENT AREA TEACHERS THAT MAY HAVE GOLF STUDENTS IN OUR CLASSROOMS AND MAY HAVE A CHILD THAT IS NOT A SPANISH SPEAKER THAT MAY HAVE A STUDENT THAT IS FROM ASIAN DESCENT OR SOMEONE THAT IS A FRENCH FOR YOUR ORGANIZATION.

IT'S NOT JUST OUR SPANISH SPEAKERS THAT WE HAVE.

WE HAVE MULTILINGUAL LEARNERS.

SO THE GOAL IS FOR OUR COACHES TO GO INTO THE SCHOOL SITES, PROMOTE SUPPORT ADVOCATE, AND BUILD, AS WE LIKE TO SAY, BUILD CAPACITY, BECAUSE YOU CAN'T EXPECT PEOPLE TO HELP EACH OTHER AND HELP OUR STUDENTS THAT THEY THEMSELVES NEED THESE SYSTEMS. SO THAT IS DEFINITELY THE STEPS THAT WE ARE TAKING TO PROMOTE AND GROW THAT.

THANK YOU SO MUCH.

THANK YOU.

THANK YOU.

AND THANK YOU FOR WHAT SOUNDS LIKE SOME WONDERFUL VISION AND PROGRESS AND ALL GOOD THINGS.

UM, I DO HAVE A QUESTION ABOUT HIGH SCHOOL, RIGHT? SO SAY A STUDENT COMES IN FROM ANOTHER COUNTRY AND GRADE TWO TRANSCRIPTS DECIPHERS THAT TRANSCRIPT AND ENSURES THAT WHEN CREDIT MIGHT BE GIVEN FOR A PARTICULAR CLASS TAKEN IN THE CHILD'S HOME COUNTRY, UM, AND IF YOU'RE DOING IT, IF YOU'RE DOING IT AT LOCKTON HIGH AND IT'S THE SAME AT MILTON.

SO IS IT DONE AT THE DISTRICT LEVEL OR IS IT DONE AT THE CHILD'S POSTAL AND OUR, THE WELCOME CENTER? I'M A LITTLE CONFUSED ON THE PROCESS AND, UM, DIANA TO STEP AS WELL.

SO ONE OF THE THINGS THAT WHEN I ARRIVED HERE WAS SHE HAD A TRANSLATION BOOK THAT I HAD FROM MY PRIOR DISTRICT.

I THOUGHT IT WAS NECESSARY IN THE, AND THERE WERE WELL TO UTILIZE THAT THAT WAS HERE WHEN SHE EVER HONORED TITLE THREE.

SO THAT NOW WE ACTUALLY HAD A MORE FORMALIZED MODEL.

THAT IS A UNIVERSAL, WHAT? THIS IS THIS, THIS IS THIS, THIS IS THIS.

SO THAT HOMELESSNESS HAS BEEN PUT HER FLIGHTS ON IT.

THE WELCOME CENTER WE RECOGNIZE AS SNOW, WE'LL START THAT PROCESS

[01:35:01]

BY MOST RECENTLY, WHAT WE PUT AS A LAYER ON TOP OF THAT JERRY'S HENDERSON'S TEAM AND COMMUNICATION.

YOU WERE AFTER SCHOOL COUNSELING NOW AS PART OF THIS CONGREGATION OF ACCIDENT, LAWYER CREDITS TOWARDS GRADUATION.

SO I THINK ONE OF THE THINGS THAT HAS HAPPENED TO US RECENTLY IS HE ADDED ADDITIONAL COLLABORATION THAT IT IS NOT IN ISOLATION, AND WE ARE WORKING WITH OUR SCHOOL COUNSELORS A LITTLE MORE.

AND, UM, JERRY HAS BEEN AN IMMEDIATE GOAL FOR YOURSELF.

SO, UM, THAT'S ONE OF THE AREAS OF GROWTH THAT WE'VE PUT IN PLACE.

SO IT INCLUDES OUR SCHOOL COUNSELORS.

NOW I CAN'T SPEAK TOO MUCH IN THE PAST, BUT WE HAVE PROCESSES IN PLACE TO BE EFFECTIVE.

THAT'S GREAT TO HEAR BECAUSE IT JUST WOULD BE UNFAIR FOR A STUDENT THEN, LIKE THE TRANSCRIPT, MY BOOK, THE SCIENCE CREDIT TO HER HIGH SCHOOL, I SAY, YES, I WILL.

HOW DOES THE HIGH SCHOOL CREDIT? BUT THEN ANOTHER HIGH SCHOOL MIGHT SAY, I DON'T SEE THAT AS A SCIENCE CREDIT.

SO THE UNIFORMITY AND THE CONSISTENCY AND THE EQUITY SUPPORT.

SO THANK YOU VERY MUCH.

UM, I'M NOT SAYING THAT AT ALL.

SO I WILL SUGGEST THAT, UH, CARROTS, YOU CAN JUST ADD IT COMMENTARY, SIR.

THANK YOU, MR. CAMPBELL.

SO WE ARE HOPING TO TARGET ON THE WEEK OF FEBRUARY 18TH, UM, WORKED OUT FOR COMMUNITY.

IT IS IN BIN STATE RIGHT NOW, WE ARE WORKING WITH SIGNIFICANT AMOUNT OF INDIVIDUALS, USC EXPERTS IN THE FIELD OF HISTORY, UM, BUILDING ARTISTS TO KAPOW AS WELL.

UM, YOU JUST MIGHT NOT SAY TODAY, UM, ONE OF OUR BOARD MEMBERS HAS HELPED, UM, FOR THIS PROGRAM.

SO I DON'T WANT TO GO MUCH FURTHER THAN THAT.

IT'S PLAY COMPETITION AND CONTRACTS IN PLACE, BUT WE ARE TAKING THE INITIATIVE TO HAVE A LONG HISTORY AND TO CELEBRATE THE LITTLE COUNTRY.

I THINK THAT'S THE CLEANEST WAY OF PUTTING THAT.

WE STARTED THIS AS A PRACTICE AND IT BECOMES SOMETHING THAT IS INSTITUTIONALIZED AND WE ARE GOING TO BE FOR COUNTY OH, THAT'S MY A COUPLE OF QUESTIONS THEN I WANT TO COMMENT ON, WELL, I'M GOING TO COMMENT WHEN I FIRST GOT ON THE BOARD, WE WERE TALKING ABOUT THIS TOPIC OF ESAU IDENTIFICATION, CALL THIS OR NOT, BUT, UM, I THINK STUDENTS ARE TESTED, RIGHT? I MEAN, SOME SENSE.

I ASKED MR. FATHER, I HAVE NEVER BEEN TESTED FOR SECOND LANGUAGE RESULTS.

[01:40:02]

MAYBE STATED TO ME THAT HE HAD DONE IT IN ONE GOOGLE.

AND WITH THAT GROUP, I SOMEHOW THE NUMBER 23 STICKS IN MY MIND THAT 23 STUDENTS, TWO OF THEM QUALIFIED AS ENGLISH SPEEDS.

OH, MY QUESTION TO YOU FROM A LEGAL STANDPOINT, YOU SAID THE FEDERAL GOVERNMENT IS NOT RECOGNIZED AS A LANGUAGE, BUT OBVIOUSLY FROM THAT TESTING THERE BE SECOND LANGUAGE STUDENTS AND THERE WOULD BE PRIVY TO THE SERVICES.

AM I CORRECT OR INCORRECT IN ASSUMING THAT I WANT THE TWO THINGS FELL FORWARD? THE FIRST ITEM I DO, MR. CAMPBELL, AND I MAY HAVE SHARED THIS AT ONE TIME, AND THIS IS, AND I HAD THE OPPORTUNITY.

I WOULD HAVE BEEN AN EDUCATIONAL LAWYER TO STAND UP AND ADVOCATE FOR THE NEEDS OF CHILDREN.

AND I MADE THEM SINCERELY I'M TOO LATE NOW, BUT I WAS STILL STANDING FOR CHILDREN.

AND A, I WAS SHARING WITH YOU WITH THAT COMMENTARY IS WHEN YOU WILL NOT AND SHOULD NOT DENY ACADEMIC SERVICE TO CHILDREN.

IF I AM DEFICIENT AT VOCABULARY OF THOSE PLENTY UP AWARENESS, COMPREHENSION SKILLS, THAT IS THE RESPONSIBILITY OF EVERYONE WHO TERRIFIED TO THE EDUCATED TO HELP THEM WITH THAT CAPACITY TO GO FORWARD, TO SAY, TO ADD ON THAT, WE WILL NOT GIVE SERVICE.

I WAS TRYING TO SEE THAT WE WILL GIVE SERVICE TO STUDENTS BECAUSE THEY'RE STILL OUR STUDENTS.

THE DIFFERENCE IS IT TITLED TO BE DOLLARS THAT ARE UTILIZED FOR US SHELTERED ESAU CLASSROOM.

THE TIME WOULD BE DOLLARS ARE NOT THAT LARGE, THAT SOUTH CAROLINA PROVIDES AFTER THE FEDERAL GOVERNMENT DEVICE.

YOU KNOW, YOU SEE INTO OUR SCHOOL DISTRICT, I HAVE TO SHARE THAT.

SO IF A CHILD IS NOT IN THAT SHELTER CLASS, THEY ARE IN A CLASS WITH THE EDUCATION BUILDING CAPACITY AND LANGUAGE SKILLS.

SO THAT'S PART OF THE PROFESSIONAL DEVELOPMENT THAT WE WANT TO DO WITH OUR EDUCATORS TO MEET THOSE NEEDS AS WELL.

WELL, ALL RIGHT.

UNDERSTAND ALL OF THAT.

I KNOW THE BOTTOM LINES OF THE MONTH, BUT MY QUESTION IS ON PROCESSES AND RESULTS.

I MEAN, WE SHOWED THE NUMBERS.

IF THE FUNDING IS INADEQUATE, AND IF IT'S THIS PROCESS ALLOWS OUR NUMBERS TO CHANGE, AND IF THEY'RE TESTED AND THEY FALL IN THIS CATEGORY, THEN WE'VE GOT THIS NUMBER OF PEOPLE AND THIS CATEGORY, AND THEN THAT COULD BE READ TO AN OFFENSE OR AN ARGUMENT FOR MORE FUNDING.

AND THAT'S, THAT'S THE CRUX THAT WOULD BE THE WE'LL HAVE THOSE NUMBERS.

AND SOMEHOW WE SHY AWAY FROM THOSE DOWNWARDS BECAUSE WE'RE SAYING THEY'RE LIMITED FUNDING, BUT THAT'S NOT THE ISSUE IN MY MIND, THAT ISSUE IN MY MIND IS DO WE GET GOOD BASELINES FOR SERVICES? AND I'M SAYING, IF YOU CREATE TESTS OR TEST THEM IN AN EARLY AGE, YOU'RE GOING TO GET A TRUE BASELINE.

AND IF YOU DON'T HAVE THE MONEY FROM THE FEDERAL GOVERNMENT AND WE MIGHT GET IT, YOU KNOW, MAKE SOME ADJUSTMENTS IN ALL BUDGET TO MAKE THAT SERVICEABLE.

BUT BOTTOM LINE IS THESE CHILDREN ARE NOT DIAGNOSED AND DESIGNATED.

AND WE ASSUME THAT THE TEACHERS THROUGH THEIR TRAINING OF MESCAL, GOD, THAT'S TRUE.

AND WE CAN GET RID OF THESE OFF.

I THINK AT THE, AND THAT WE'VE PUT IN PLACE MATH FLUENCY, AND I'VE TRIED TO BUILD WHERE WE COULD WORK FROM THAT AND IDENTIFYING CHILDREN FOR RESOURCES.

THIS IS OUR FIRST TIME UTILIZING THAT FROM A WEDNESDAY TO SEE IF THERE'S ANY TYPE OF RELATIONSHIP LOOKING AT IT, MORE PINPOINTED IT ALL.

WE GET THE RESULTS, THAT INFORMATION, BASICALLY, IT'S JUST COMING BACK TO US NOW COMPLETION.

AND THAT COULD BE A LANDSCAPE THAT HAS DANIEL SHOP AND LOOKING AT RELATIONSHIP AND MAYBE THE FLUENCY ITSELF, THAT TOOL, MAYBE A TOOL THAT WE USE PRIOR TO DOING ANY OTHER ADDITIONAL TESTING.

SO HE THOUGHT THAT'D BE THAT OPPORTUNITY FOR US TO LOOK AT DATA IN THAT RESPECT AT FIRST MAY HELP US AND LOOKING AT WHERE YOU'RE DRIVING THE QUESTION, SIR, IT WOULD GIVE ME A FEELING THAT YOU WERE LOOKING AT FROM THE BEGINNING, WHATEVER WE HAVE IN TERMS OF FUNDING.

WE CAN LOOK AT THAT ALSO, BUT BACK THEN WE GOT TO KNOW WHAT THE NEEDS ARE BEFORE WE CAN ADDRESS THEM.

AND WE'RE LOOKING AT THE NEEDS AND

[01:45:01]

THEN, YOU KNOW, THERE'S SOMETHING WRONG WITH THE PROGRAM.

SO I DON'T WANT CROSS REFERENCE WHO GETS IT, WHO DOESN'T GET US TALKING ABOUT, LET'S GET A CRUEL PICTURE.

I'LL DELETE.

UH, THANKS FOR THE PRESENTATION.

UM, LIKE HAS BEEN SAID TONIGHT.

I DEFINITELY AGREE WITH, WITH, UM, MRS. MILTON AND MR. CAMPBELL AND FALLOUT PEOPLE WHO SPOKE TONIGHT.

BUT, UM, UM, I DID HAVE SOME, SOME I DID, I DID HAVE SOME CONCERNS ABOUT IT, BUT I DO UNDERSTAND THAT THE FEDERAL GOVERNMENT, WHEN IT COMES TO THE AFRICAN-AMERICAN STUDENT IN TERMS OF THIS, THAT, THAT THIS PROGRAM IS A, AND I DO SAY THAT THIS PROGRAM IS A FEDERAL GOVERNMENT PROGRAM AND THE FEDERAL GOVERNMENT REQUIRES THIS.

AND THE DIFFERENCE, THE DIFFERENCE IS THAT THE FEDERAL GOVERNMENT DOES NOT REQUIRE, REQUIRE THE PROGRAM FOR THE FULL FOR THE GOVERNOR STUDENTS.

HOWEVER, THE QUESTION POPPED IN MY MIND IS IN TERMS OF OFFERING EQUAL OPPORTUNITIES IN INFANT, IN A FIRST SHOT TO BE ABLE TO COMPETE IN AMERICAN SOCIETY AS A DISTRICT AND AS BOARD MEMBERS, YOU KNOW, I ASKED MY COLLEAGUES AND, UH, ASKED MY COLLEAGUES, THE SIMPLE QUESTION IS, DO WE WAIT ON THE FEDERAL GOVERNMENT TO PUT THIS IN OUR DISTRICT? OR DO WE NOT OURSELVES AND ENGAGE IN THE PROCESS OF FIGURING OUT HOW CAN WE PUT A PROGRAM SUCH AS THIS IN THE DISTRICT? BECAUSE REALLY WHEN, WHEN LISTENING TO THE POWERPOINT PRESENTATION AND LISTENING TO WHAT, WHAT WAS PRESENTED BEEN PRESENTED TODAY, THE BLUEPRINT IS ALREADY THERE.

SO IT DOESN'T HAVE TO BE WRITTEN.

THE QUESTION IS THIS SYSTEM TO MAKE THIS QUIT AND NOT RAN AWAY.

AND ONE IS RELEVANT WHILE WE DIDN'T WANT TO SAY THE QUESTION IS, HOW, HOW DO WE GO ABOUT PUTTING THIS? OR, OR, OR HOW DO WE GO ABOUT PUTTING THIS PROGRAM AND THE DISTRICT TO HELP WITH THE ACHIEVEMENT GAP OR THE, THE, THE, THE DIFFERENCE IN, IN, IN THE, UH, AND BEAVER COUNTY, BECAUSE, YOU KNOW, UH, THIS IS VERY, VERY VITAL.

SO, I MEAN, I NEVER WANT TO SAY IT, SHOULDN'T BE MAKING A EMOTION, UH, AT THIS TIME TO POSSIBLY MAKE, MAKE THIS A, TO, TO, TO MAKE, TO MAKE A MOTION THAT WE, WE, WE, WE, WE ASKED THE SUPERINTENDENT AND HIS STAFF TO BRING US BACK INFORMATION AND, AND, AND READ, GO IN REGARDING TO WHAT WILL IT TAKE FOR US TO GET THIS PROGRAM IN THE, IN THE DISTRICT? I MEAN, BECAUSE I, I DON'T THINK THAT WE SHOULDN'T WAIT ON THE FEDERAL GOVERNMENT, IF WE'RE REALLY SERIOUS ABOUT DOING THIS AND MAKING GOOD, THEY I'M, THERE THERE'S POSSIBLY GRANTS AND EVERYTHING THAT THE OTHER THINGS OUT THERE, BECAUSE IN SOME SCHOOLS YOU HAVE APPARENTLY IS HONEST.

SO MY, MY THING IS I THINK THE SOLUTIONS THAT NEED TO BE DONE, AND I BELIEVE THAT THIS DISTRICT, WE HAVE THE PEOPLE THAT WHO CAN DO IT, SO WHY NOT DO IT AND BRING IT BACK.

AND LET'S, LET'S MOVE BOTH, BOTH, UH, BOTH COMMUNITIES FORWARD.

SO, UM, THAT, THAT'S MY QUESTION.

IT SOUNDS TO ME LIKE WHAT'S BEING SUGGESTED IS A TRUCK FOR ALTERNATIVE ENGLISH SPEAKERS FUNDED AT THE LOCAL LEVEL.

UM, AND, YOU KNOW, I COULD SEE SOMETHING LIKE THAT BEING VIABLE, BUT BEFORE WE CAN DO THAT, I THINK SOME TYPE OF, UM, UH, INSTRUMENT THAT WOULD IDENTIFY THESE STUDENTS IN THEIR LANGUAGE ABILITY, AND THEN YOU COULD GO FORWARD.

SO, YOU KNOW, I THINK AT THIS POINT TO MAKE A MOTION IS, IS PREMATURE, BUT TO ASK THE, TO IDENTIFY SOME TYPE OF INSTRUMENT THAT COULD BE USED WITH THIS POPULATION, THIS, I THINK WE'RE SPEAKING SPECIFICALLY NOW, ICI, ANYBODY ELSE THAT POLISH OR THEY'RE TAKING OFF.

UM, SO I DON'T KNOW, BUT ANYWAY, THAT SEEMS LIKE WHERE WE NEED TO START AND IDENTIFY, LIKE HOW MANY STUDENTS ARE WE TALKING ABOUT,

[01:50:03]

UM, SUGGESTION ON THIS.

SO WHEN, WHEN IS THE NEXT WORK SESSION, WHAT I LIKE TO DO IS JUST TAKE OUR TEAM BACK AND BRAINSTORM AROUND THE DIALOGUE THAT THE BOARD HAS HAD AROUND THIS AND COME BACK, HAVE A WORK SESSION WITH JUST THE FRUITS OF THAT RANGE FLOORING.

RIGHT? SO KEEP THE DIALOGUE GOING, BECAUSE I HAVE SOME THOUGHTS ABOUT IT MYSELF IN TERMS OF, UH, UH, YOU KNOW, UH, SO I THINK THAT WOULD BE A VALUABLE EXERCISE, UH, AND THEN COME BACK FOR MAYBE A RICHER DISCUSSION AND THEN, YOU KNOW, KEEP THE BALL MOVING ON ON THIS STOP.

SO THANK YOU, MR. CHAIRMAN.

UM, I AGREE WITH DR.

RODRIGUEZ, I THINK THAT, UH, ALLOWING THE DISTRICT STAFF TO KIND OF COMPILE SOME MORE DATA AND MAYBE, UM, PROVIDE US WITH SOME MORE INFORMATION WOULD BE REALLY USEFUL AT A FUTURE MEETING.

UM, MY QUESTION, IF YOU KNOW IT OFF THE TOP OF YOUR HEAD, DR.

SHADOWS, UM, IF NOT, MAYBE AT THAT FUTURE MEETING, BUT WHAT, UM, PER STUDENT FOR THE TITLE $3, WHAT DOES THAT LOOK LIKE FOR ENGLISH LANGUAGE LEARNERS? SO SHARE WITH YOU WEIGH 300 STUDENTS WHO IDENTIFIED AS I CAN SHARE WITH YOU THAT ARE TITLED WHERE YOU FUNDING YOU FOR YOUR COUNTY IS $319,000.

OKAY.

SO 319.

AND APPROXIMATELY HOW MANY STUDENTS DID YOU SAY? YEAH.

OKAY.

THANK YOU.

I WAS JUST TRYING TO FIGURE OUT, YOU KNOW, WHAT WOULD THAT LOOK LIKE IF IT WAS EITHER LOCAL STATE OR FEDERAL? UM, SO I APPRECIATE THAT.

THANK YOU.

AND YOU SAID RATHER QUICKLY YOU CAN, AND BOARD MEMBERS, YOU CAN ALSO LOOK AT A REGISTRATION POLICIES UNDER THE HOME LANGUAGE SURVEY.

AND WHEN WE ASK OTHER LANGUAGE SPOKEN AT HOME, WHY DON'T WE JUST SAY, YEAH, BECAUSE THAT IS MAN, MAN, DR.

CAMPBELL, TO GO BACK TO YOUR ORIGINAL COMMENT ABOUT BEING LEGAL AND LEGAL DOCUMENTATION.

THAT IS WHAT WE ARE POLLED BY.

AS A DISTRICT, THERE WAS A HOME LANGUAGE SURVEY THAT IS PART OF THE REGISTRATION PROCESS THAT PARENTS HAVE TO COMPLETE.

AND IF ONE OF THE ANSWER SAYS THERE IS ANOTHER LANGUAGE IN THE HOME SPOKEN, WHAT WE'RE FINDING IS THAT GL IS NOT LISTED.

SO NOBODY IS PUTTING THAT IN THEIR HOME LANGUAGE SURVEY AS WELL.

IF THAT IS THERE, I ASSURE YOU, WE MUST.

AND WE DO SCREEN THAT STUDENT FOR LANGUAGE SERVICES.

THAT IS A LEGAL BINDING DOCUMENT FOR US.

MAYBE WE GOTTA LOOK INTO THAT AND I'LL TALK TO THE STATE REPRESENTATIVE FOR TITLE THREE AND SAY, WHY CALL IS NOT RECOGNIZE MAYBE JUST ONE OF THOSE LANGUAGES.

WE DON'T GET THE APPLICATION AND THE FIRST PLACE WE WILL PUT UP AS LOCAL.

AND WE'LL BE BEGINNING AS A DISTRICT.

WE'LL BE DOING THESE APPLICATION TO CHILDREN AND PUT A LANGUAGE THAT'S SPOKEN THE, AND GET THE CORRECT NUMBER.

THERE MIGHT BE A FUNNY QUESTION.

WE, AS A DISTRICT WOULD BE LEADING THAT EFFORT AT THE STATE TO GET THE RECOGNIZED WELL, IT'S EXCITING.

IT'S EXCITING.

WE HAVE AN OPPORTUNITY TO CARRY THAT OUT FROM WHAT WE'VE DONE.

YEAH.

MAYBE BE IN THE FOREFRONT OF THAT FOR THE STATE.

ABSOLUTELY.

BELLA SLASH ICHI, BECAUSE SOME PEOPLE DON'T RECOGNIZE THOSE PEOPLE.

YEAH.

THANK YOU.

I JUST HAVE TO SAY, I THINK YOU, FOR COUNTY, WHEN I DECIDED TO RUN FOR THE BOARD, IT'S SUCH A FABULOUSLY DIVERSE EDUCATIONAL COMMUNITY.

AND I DON'T THINK PEOPLE APPRECIATE HOW GREAT THAT IS.

I'VE CO I CAME FROM, UH, YOU KNOW, OUTSIDE OF SEATTLE, WE DON'T HAVE THAT SAME LEVEL OF DIVERSITY.

UM, AND I THINK IT IS EXCITING THAT WE CAN HAVE A PROGRAM.

I DON'T SEE WHY YOU FOR COUNTY,

[01:55:01]

ISN'T A GUIDING LIGHT ON, YOU KNOW, THESE SORTS OF ISSUES BECAUSE WE HAVE THE HISTORY HERE.

WE HAVE THE LANGUAGE, WE HAVE THE CULTURE AND IT'S UNIQUE.

AND I THINK IT'S SO IT'S VERY EXCITING.

I ALSO WANTED TO JUST COMMENT BECAUSE THIS MONITORING TOOL THAT YOU'RE PRESENTING ON THE ESL STUDENTS, I THINK OUR DISTRICT DOES A FABULOUS JOB WITH THESE ALL STUDENTS.

I'VE BEEN INVOLVED HILTON HEAD.

NOW, I THINK ALL OF OUR SCHOOLS ARE A GREAT MAJORITY, UH, ENGLISH LANGUAGE LEARNERS.

UM, AND I ACTUALLY GOT TO GO TO EAST ALL NIGHT AT THE HIGH SCHOOL AND THEY DO A FABULOUS JOB.

AND I THINK THAT WE GO ABOVE AND BEYOND, AND THAT WE HAVE A LOT OF CHALLENGES, UM, SPECIFIC TO OUR AREA AS WELL WITH, UH, THE LANGUAGES THAT ARE BEING MONITORED BY THIS MONITORING DOCUMENT.

AND I JUST WANT TO SAY, I THINK THAT WE CAN CONTINUE TO BUILD ON IT, BUT I REALLY HAVE TO GIVE KUDOS.

I THINK THERE'S EXCITING PROSPECTS OFF IN THE FUTURE.

AND I THINK WE'RE DOING A GOOD JOB NOW.

AND THIS IS AN AREA WHERE B FOR COUNTY SCHOOLS CAN REALLY TAKE A LEADERSHIP ROLE IN STATE.

YOU KNOW, I'M KIND OF TO BE REAL ABOUT, ABOUT THIS.

YOU KNOW, I'M KIND OF BAFFLED, UM, JUST TO SOME OF THE COMMENT AND ALMOST, I WANT TO SAY THAT I FEEL AS ALMOST THAT WE PLAY PING PONG ON ISSUES.

IF WE NEVER ADDRESSED ISSUES AND WE NEVER FACED THEM, WE'RE NEVER GOING TO DEAL WITH THEM.

SO, YOU KNOW, I DIDN'T SAY WE WERE GIVING THEM AN ASSIGNMENT TO GO GET DONE.

MY, MY COMMENTS WERE ALONG THE LINES OF GO OUT, POSSIBLY GOING OUT AND FINDING OUT HOW YOU COULD GET THIS DONE AND WHY NOT LET DIFFERENT COUNTY SCHOOL DISTRICT LEAD THE WAY.

BECAUSE I DO BELIEVE THAT THAT, THAT, THAT IS ONE OF OUR MODELS WHERE WE'RE LEARNING, WHERE YOU'VE KIND OF SCHOOL, WHERE LEARNING LEADS THE WAY.

SO MAYBE WHY DON'T WE ACTUALLY LEAD THE WAY AND NOT WAIT ON THE FEDERAL GOVERNMENT.

AND THAT WE STARTED FIGURING OUT AND PUTTING WHATEVER TASK FORCE OR REFERENCE A GROUP OF PEOPLE TO START FIGURING OUT HOW CAN WE GET THIS DONE AND HOW CAN WE PUT TEETH IN THE WAY IT CAN BE MEASURED AND ALL THAT, OR BRING US BACK INFORMATION OF WHAT RESEARCH HAS BEEN DONE ON IT.

SO AT THIS TIME, MAYBE BECAUSE I WASN'T PUT OUT, I WAS TO PUT OUR MONEY WHERE OUR MOUTH IS FOR US TO PUT OUR ACTIONS WITH WHAT WE ALL AGREED ON TODAY WAS THEY'RE HAVING THIS CONVERSATION.

I'LL MAKE A MOTION THAT WE DIRECT THE SUPERINTENDENT TO BRING US AN UPDATE, AN UPDATE ON INFORMATION RETURNING, PERTAINING GULLAH, GULLAH, PEOPLES REVERS ADVOCACY.

UM, WHAT WAS MS? WHAT WAS IT THAT WAS MILTON WAS, WAS TELLING THAT WAS EXPRESSING A MINUTE AGO WHEN THEY WERE TALKING ABOUT THE, UM, ABOUT, WHAT, WHAT ABOUT THE SURVEY? WHAT WAS THE NAME? MAKING SURE THAT WHEN THEY PUT IT ON THE SATURDAY, THAT'S THE LANGUAGE THAT YOU SPEAK AT HOME PUTTING SLASH YOU SEE, BECAUSE SOME PEOPLE DON'T DIFFERENTIATE TOO, SO THEY CAN SHOW THEM THAT IS CLEAR ON THE SURVEY THAT GOES HOME EVERY YEAR, NOT GETTING ANY PANTS HAVE TO FILL OUT LITTLE SURVEYS AND IT PASSES ON TO THE QUESTIONS AS, YOU KNOW, LANGUAGE SPOKEN AT HOME.

SO THEIR EEG, THEY ARE, SO THOSE STUDENTS CAN BE IDENTIFIED.

AND I THINK, UM, MRS. SMITH ALSO, UM, WHAT'S, UM, DR.

RODRIGUEZ SAID THAT DURING OUR WORK SESSION, THEY'RE GOING TO BRING BACK SOME INFORMATION.

SO IT'S A PROCESS TO GET TO THAT POINT, BUT THEY'RE GOING TO BRING BACK SOME INFORMATION TO US AND PRESENT THAT TO US.

AND I THINK THAT'LL BE A WONDERFUL TIME TO GET REVIEWS AS WELL.

AND I UNDERSTAND THAT, BUT I DON'T SEE NO PROBLEMS MAKING IT FORMAL.

I MEAN, YOU KNOW, THAT, THAT, THAT IS A PART OF BEING, BEING, BEING THE HEAD.

AND THAT IS THE PART OF BEING A BOARD MEMBER THAT WE MUST MAKE DECISIONS, SOME DECISIONS ON OUR OWN AND UNDERSTAND THE DOCTOR, DR.

GUESS HE DECIDED THAT, BUT THERE'S NOTHING WRONG WITH US MAKING IT OFFICIAL BECAUSE I MEAN, YOU HAVE OFFICIAL DOCUMENTS.

WE HAVE UNOFFICIAL DOCUMENTS.

THERE'S NOTHING WRONG WITH THE BOARD VOTING ON THAT AND MAKING THAT AN ACTUAL OFFICIAL DOCUMENT.

I DO RESPECT THAT DR.

RODRIGUEZ, THAT THAT IS WHAT HE WILL DO.

I DIDN'T PUT A TIMEFRAME ON THAT.

IF THAT'S WHAT THAT'S, WHEN YOU WANT TO DO IT, THAT'S GREAT.

BUT I THINK THAT IT'S TIME THAT WE PUT SOME EMPHASIS THAT AS THE BOARD, THAT WE ARE SERIOUS ABOUT DOING THE PEOPLE'S BUSINESS AND THE PEOPLE'S WORK THAT WE WERE ELECTED TO DO.

I MEAN, BECAUSE I'M JUST, I, AS A BOARD MEMBER, I'M JUST SICK AND TIRED OF KICKING THE CAN DOWN THE ROAD.

SOMETIMES WHEN IT COMES TO THINGS WITH MINORITIES,

[02:00:01]

HOPEFULLY COMES WITH THINGS WITH, WITH AFRICAN-AMERICANS.

YOU KNOW, WE TALK ABOUT, WE WANT CHANGE.

WE WANT TO DO THINGS, BUT OKAY, HERE TONIGHT, THIS IS IT.

THIS IS THE PRIME EXAMPLE OF US BEING ABLE TO ACTUALLY SHOW HIM THE SO-AND-SO ON THE CITIZENS THAT WE ARE READY TO MOVE FORWARD.

WHEN IT, WHEN IT COMES TO THIS TOPIC, AND THIS MAY BE AN UNCOMFORTABLE TOPIC FOR SOME PEOPLE, BUT IT'S NOTHING WAS NOTHING WRONG WITH US, ACTUALLY MOVING FORWARD WITH THAT.

SO, UH, THAT'S GOING TO GET A SECOND.

THE MOST EMOTION IS AS SIMPLE AS THIS AT THIS TIME AT DIRECT, THE BOARD DIRECTS THE SUPERINTENDENT TO BRING BACK AN UPDATE ON THE DALLAS PEOPLE.

UM, THE GOVERNOR PEOPLE LEAD LIAISON OR WHATEVER, ET CETERA THAT THEY WANT.

THEY, THEY WANT TO BE CALLED ON GULLAH, GULLAH PEOPLE.

ALI IS ON MOTION TO DIRECT THE SUPERINTENDENT UPDATE ON THE BELLA CAPABLE LIAISON.

THAT'S WHAT I NEED TO SAY.

IS THAT YOUR MOTION? UH, YES.

MA'AM, THAT'S MY MOTION.

YEAH.

WHEN YOU TALK ABOUT GUNS, THEY IDENTIFY WITH IT.

YOU SHOULD SPEAK ENGLISH.

SO IT WOULD BE FOR OUR SESSION AND THEN DISCUSSING AND THEN MOVE ON FROM THERE.

OKAY.

SO MR. KANBAR, I JUST GOING TO LET YOU WANT TO MAKE AN AMENDMENT THAT WE SAID THAT, THAT THE MOTION GOES THAT WE DIRECTLY USE.

DO WE SEND THIS MOTION TO BE WORK SESSION? IS THAT WHAT YOU'RE SAYING, MR. CAMPBELL? I SAY, SO ARE YOU SAYING THAT YOU WANT TO MAKE AN AMENDMENT AND SAID THAT YOU WANT TO SEND THIS TOPIC TO PUT, TO BE PLACED ON THE WORK SESSION AGENDA? IS THAT WHAT YOU'RE SAYING? THIS IS THE RECOMMENDATION FOR THAT'S ONE OF THE TOPICS ON, WELL, WE MAKE THE DIFFERENCES.

THERE'S A DIFFERENCE.

THE DIFFERENCE IS THAT WE MAKE THEM A MOTION ON THIS AND WE VOTE ON IT.

THEN THIS IS ALREADY IN AN AGENDA THAT WE KNOW THAT IT'S GOING TO BE DISCUSSED ON, ON THE WORK, ON THE, A WORK SESSION.

THAT'S THE DIFFERENCE VERSUS IT SAYING THAT THE AGENDA COULD BE PACKED.

OKAY.

MR. SMITH.

I DON'T KNOW IF, UM, YOU CAN'T HEAR US BECAUSE YOU'RE NOT IN THE ROOM, BUT EVERYBODY IN THIS ROOM HAS SUPPORTED YOU SUPPORTIVE OF MOVING FORWARD WITH THIS AND EXPLORING THIS.

AND DR.

I JUST HAS COMMITTED AND BROUGHT UP, UM, PUTTING THIS ON OUR DEMO AFTER WORK SESSIONS.

THAT'S A DONE DEAL.

I CAN JUST READ UPON THEATER.

WELL, BEYOND, UM, THE WORK SESSIONS.

I HAVE ANYONE THAT'S SPOKEN OUT AND SAID, YOU KNOW, A LOCAL PROGRAM IS SOMETHING THAT WE ABSOLUTELY SHOULD BE EXPLORING.

UM, SO THERE'S A LOT OF SUPPORT FOR THAT IN THIS ROOM.

UM, BOTH, BOTH MALE AND I, YOU KNOW, UM, OR ON THE AGENDA SETTING.

AND I THINK THAT WE CAN GUARANTEE YOU THAT THIS WILL BE ON THE AGENDA FOR THE WORK SESSION.

I THINK WE'VE ALL AGREED TO IT.

UM, I CAN'T SPEAK FOR MEL, BUT I HAVE A FEELING THAT HE WOULD AGREE AND WE'RE TWO OF THE THREE VOTES.

SO I, I, I THINK THAT'S A DONE DEAL,

[02:05:19]

MR. CAMPBELL, W WITH ALL DUE RESPECT.

I DO UNDERSTAND THAT, BUT IT JUST, IT'S JUST CLARITY DAY TO ME THAT IT SEEMS LIKE THE BOARD, LIKE WE HAVE A PROBLEM WITH DOING OUR WORK IN TERMS OF A SIMPLE MOTION, AS IN DIRECTING OR ASKING A SUPERINTENDENT TO DO SOMETHING.

IT SEEMS LIKE WE JUST, RATHER, I SAID IT WAS ASKING THEM, WE JUST WAITED FOR THEM TO COME UP WITH EVERY SINGLE THING.

AND I THINK THAT, YOU KNOW, AS WE GOT TO THE PUBLIC LANDS, I THAT'S A PROBLEM WITH THIS BOARD.

ONE OF MY FUNCTIONS IS THAT SOME OF US, AND PROBABLY BY BEING UNCOMFORTABLE, UNHAPPY WITH WHAT I'M SAYING, BUT IT SEEMS LIKE, LIKE SOME OF US, WE JUST DON'T WANT TO DIRECT, OR WE DON'T WANT TO BE LEADERS, BUT AS BOARD MEMBERS, THAT'S OUR JOB.

SO, SO, AND IT'S NOT JUST ABOUT NO ONE OF, ABOUT A SUPPORT IN HIS MOTION.

IT'S ABOUT SOMETHING AS SIMPLE AS SAYING, OKAY, WELL, WE ALL AGREE ON IT.

THEN WE CAN JUST SAY YES AND GET OUT THE WAY WE SHOULD BE TAKING 30 MINUTES JUST BECAUSE EVERYBODY WAS FIGHTING IT BECAUSE IT COULD BE BECAUSE IT'S MY EMOTION OR IT'S BECAUSE THAT I I'M POINTING OUT THE FACT THAT WE TAKE OUR TIME THAT WE TAKE OUR TIME.

AND WE, WE, WE, WE, WE, WE SAY, WE SAY, WELL, WE'RE, ARE WE GOING TO DO THINGS? AND THERE ARE TIMES WHERE WE DON'T DO THAT.

I'VE HAD A MOTION THAT FOR SEVERAL THREE OR FOUR MONTHS AGO, I GOT AN EMAIL RECENTLY ASKING ME WHAT ABOUT THE MOTION? AND SO THAT IS THE REASON WHY THAT'S THE REASON WHY I WAS PUSHING SO HARD FOR MY MOTION.

YEAH.

THAT'S NOT MY POINT IS THAT THIS POINT IN TIME, MY MOTION IS FOR THAT'S A SHAME.

YEAH.

IS THERE, WHAT ELSE? OKAY.

WHY?

[Department of Defense Education Grant]

YEAH.

SO ONCE AGAIN, BOARD MEMBERS, UM, I GUESS YOU'RE BRINGING FORWARD SOME POSITIVE NEWS AT OUR LAST BOARD MEETING ON SEPTEMBER 27TH, 2021.

WE'LL RECEIVE NOTICE FROM THE DEPARTMENT AT DISPENSE DESIGNATING BUFORD COUNTY SCHOOL DISTRICT, AS A RECIPIENT OF THE DEPARTMENT OF DEFENSE EDUCATIONAL ASSISTANCE GRANT.

THIS GRANT IS BASED ON SUPPORTING OUR MILITARY CONNECTED STUDENTS WITH IMPROVED PROVING MATH ACHIEVEMENT.

IT IS TITLED RETHINKING MATHEMATICS THROUGH THE INTEGRATION OF COMPUTER SCIENCE OR EVENTS.

WE MAKE SCHOOL INCLUDE EIGHT IDENTIFIED SCHOOLS THROUGHOUT OUR SCHOOL DISTRICT.

THIS AUDIO GRAPH THAT BUILDS ON PROFESSIONAL DEVELOPMENT FOR TOLD US $750,000 TONIGHT, OUR ELEMENTARY, YOUR REP, YOUR TEACHING AND LEARNING NICHOLAS FLOWERS.

WELL PRESENT.

HE IS ALSO OUR PROJECT MANAGER.

HE WILL PRESENT THE FOUNDATIONS OF THE GRANT AND THE INITIAL WORK THAT HE HAS STARTED.

[02:10:01]

MR. FLOWERS, PLEASE.

THANK YOU SO MUCH.

SO THE NEXT SLIDE, PLEASE.

SO WHEN THE WORK INITIALLY STARTED FOR THIS GRANT, IT WAS RIGHT AT THE BEGINNING OF COVID, BASICALLY RIGHT BEFORE IT HAD THE DEPARTMENT OF DEFENSE EDUCATION ACTIVITY PUT OUT AN RP THAT WAS SOLICITING PEOPLE TO PROPOSE FOR HOW TO ADDRESS MATHEMATICS ACHIEVEMENT THROUGH A COMPUTER SCIENCE LENS USING COMPUTATIONAL THINKING.

SO THE DISTRICT OF ART, LOOKING AT THE CURRENT LANDSCAPE AROUND STEM JOBS.

SO WHEN THEY LOOKED INTO THAT, THEN THAT FOUND THAT FROM 2009 TO 2015, THERE WAS ABOUT 700,000 JOBS THAT FOCUSED ON THE COMPUTER SCIENCE ASPECT THAT WERE INCREASING.

SO FROM THERE, NEXT SLIDE.

SO FROM THERE, THEN WHEN WE REALLY THINK ABOUT THE DISTRICT AND HOW WE CAN WORK TO FOCUS IN, ON OUR MILITARY CONNECTED STUDENTS, WE ALREADY KNEW THAT WE WERE THE PURPLE STAR DISTRICT.

AND THEN LOOKING AT THE HOUSING STUDY THAT THE MILITARY RECENTLY RELEASED, IT FOUND THAT A LOT OF THE REQUESTS FOR THE PERMANENT CHANGE OF STATIONS THAT WAS NOT COMING FROM SOUTH CAROLINA.

AND SO WE REALLY WANTED TO FOCUS THERE ON HOW CAN WE WORK TO REALLY HIGHLIGHT THE WORK THAT'S BEING DONE AROUND HERE FOR THOSE FAMILIES AND FOR THEIR STUDENTS.

SO WE THINK ABOUT HOW THAT LOOKS, THAT REALLY LED US END TO GOING FOR THE RFP TO APPLY FOR THAT GRANT.

WHEN COLA WENT INTO FULL FORCE, THAT HAS SUSPENDED THE WORK THAT WAS HAPPENING FROM GIARDIA.

AND SO THEN HERE RECENTLY, THE, THEY HAD REACHED BACK OUT AND THEY MADE SOME REQUESTS THAT IF YOU ARE STILL INTERESTED IN THIS, THAT WE, YOU HAVE 48 HOURS BASICALLY TO TURN IT AROUND.

SO TWO SCHOOL DAYS THAT THEY WANTED AT A MASSIVE AMOUNT OF CHANGES TO BE MADE ON THE LANGUAGE AND MAKING SOME TWEAKS BECAUSE OF WHOLE SCHOOL YEAR HAD PASSED AND REALLY LOOKING AT THAT TIMELINE.

AND SO WHEN THAT STARTED, THAT WE MADE THOSE TWEAKS OR WHAT THEY WERE LOOKING FOR, AND REALLY HONED IN ON THE WORK THAT HAD LAID OUT.

AND IT CHANGES BASED ON INITIATIVES AND THINGS THAT WERE ALREADY IN THE WORKS.

FROM THERE, IT MAINTAINED THAT THE SCHOOLS THAT HAD A 10% OR HIGHER ENROLLMENT OF MILITARY CONNECTED STUDENTS HAD NOT CHANGED.

SO THOSE KEY SCHOOLS THAT HAD THE BUY-IN INITIALLY AND WERE PART OF THOSE INITIAL CONVERSATIONS, THEY STILL HAD THE POPULATIONS EVEN NOW.

SO THEY ALL REMAINED THE SAME.

SO THAT BROUGHT US INTO HAVING SIX ELEMENTERIES OF BEING CREW SET, ELEMENTARY, BROAD RIVER ELEMENTARY, LADIES ISLAND, PRICHARD, THE PORT ROYAL AND FEW FRIENDS.

AND THEN THEY'LL BE IDENTIFIED AS PART OF OUR FIRST COHORT THAT GOES THROUGH THIS.

THE SECOND COHORT IS MADE UP OF TWO MIDDLE SCHOOLS, WHICH WOULD BE REFERRED AND A LADY'S ISLAND MIDDLE SCHOOL.

THE GRANT HAS TWO GOALS.

THEN THAT'S REALLY DRIVING WHAT WE'RE LOOKING FOR HERE.

ONE OF THE ASPECTS THAT WERE REQUESTED THAT WE MAKE INITIALLY WE WERE TARGETED ON THE MATH ACHIEVEMENT, FIRST FOUR, GRADES THREE, FIVE, AND SIX, EIGHT, BUT BASED ON FEEDBACK THAT WE RECEIVED, THEY WANTED US TO BROADEN IT UP.

SO WE ARE, ADDITIONALLY, WE'RE LOOKING AT THAT POINT, ANNOTATIVE RESEARCH LENS, WOULD YOU BE YOUR SC READY? THOSE VERY CUT OF SCORE NUMBERS.

BUT ONE OF THE SUGGESTIONS THAT THEY MADE WAS TO LOOK AT ALSO ADDITIVE AND OR QUALITATIVE.

THIS IS VERY IMPACTFUL BECAUSE IT ALLOWS US TO REALLY DRILL DOWN INTO A FOCUS GROUPS, INTERVIEWS, CONVERSATIONS THAT ARE HAPPENING.

A BIG PIECE OF ACCOMPLISHING THESE GOALS ARE GOING TO BE PROFESSIONAL DEVELOPMENT, WORKING WITH THE TEACHERS, BECAUSE EVEN THOUGH IT'S TARGETED FOR MILITARY CONNECTED STUDENTS, THAT WILL IMPACT ALL STUDENTS WITH THEIR MATH EDUCATION, IT'S REALLY GOING INTO THAT COMPUTATIONAL THINKING AND THE DIGITAL LITERACY STANDARDS THAT CAME OUT THROUGH SOUTH CAROLINA AS THAT WORK WAS GOING ON, AND REALLY HONING IN ON HOW WE CAN DRILL DOWN TO HELP THESE STUDENTS ACHIEVE THAT.

WE KNOW THAT AS THEY TRANSITIONED AND MOVE AROUND, WE WANTED TO HAVE SOME KEY STRATEGIES IN PLACE THAT ALLOWED THEM TO BE SUCCESSFUL.

SO AS WE MEASURE THE GOALS, WHAT THEY'LL DO IS YOU SORT GOING TO HAVE YOUR SC READY SCORES, AND THEN WE'RE GOING TO TAKE OUR QUALITATIVE SCORES AND THEY WILL BASICALLY RANK AND FINAL THEM.

SO WE CAN SEE THE EFFECTIVENESS OF THIS PROGRAM.

[02:15:02]

SO WE ARE IN THE PLANNING YEAR AND THERE ARE KEY THREE KEY STRATEGIES THAT HAVE BEEN IDENTIFIED.

SO THE FIRST STRATEGY IS LOOKING AT THAT IN CLASS SUPPORT AROUND CURRICULUM AND INSTRUCTION.

SO THE FIRST THING THAT'S GOING TO BE TAKING PLACE IS TO HAVE A CURRICULUM AND INSTRUCTION REVIEW.

SO THINKING ABOUT LIKE AN AUDIT, LOOKING AT WHAT IS CURRENTLY TAKING PLACE AND WHAT ARE THE CURRENT PRACTICES THAT ARE IN THERE, AND THEN ALSO PUTTING IN A, WHAT ARE THOSE EXPERIENCES THAT STUDENTS AREN'T HAVING WITHIN THEIR COMPUTER SCIENCE, COMPUTATIONAL THINKING AND DIGITAL LITERACY ASPECT, UNDERSTANDING THOSE WILL ALLOW US THEN TO REALLY DESIGN THOSE PROFESSIONAL LEARNING EXPERIENCES AROUND WHAT TEACHERS NEED TO REALLY ENSURE THAT WE'RE HAVING THIS IMPACTFUL, UM, LEARNING EXPERIENCE FOR STUDENTS.

AND THAT WE'LL ALSO HAVE A PARTNERING THAN WHAT SRB AND US, UM, CB WITH THE IMPLEMENTATION OF OUR PROFESSIONAL DEVELOPMENT THERE.

THE SECOND STRATEGY IS FOCUSED AT TECHNOLOGY SUPPORT.

SO THE GRANT ACCOUNTS FOR HAVING AN ENSURING THAT WE ARE BASICALLY LEVELING THE PLAYING FIELD WITH ALL OF OUR SCHOOLS TO HAVE THE SAME ACCESS TO RESOURCES.

SO STUDENTS THEN ALL OF THE PARTICIPATING SCHOOLS WILL HAVE ACCESS TO ROBOTS, 3D PRINTERS AT THE MIDDLE SCHOOL, BOTH MIDDLE SCHOOLS WILL ALSO HAVE ACCESS TO GRAPHING CALCULATORS AND WON THAT THING THAT THE GRANITE COUNTS FOR US.

WE ALL KNOW THAT OVER FIVE YEARS COD WILL BECOME BROKEN, LOST, AND BATTERY REPLACEMENTS AND THE GRANT ACCOUNTS FOR HAVING THAT.

SO WE'RE GOING TO ENSURE THAT THROUGHOUT THE ENTIRE LIFE OF THIS BRANCH STUDENTS WILL HAVE THE MATERIALS THAT THEY NEED AND ACCESS TO THEM.

UM, ALONG AS HAVING SUSTAINED PROFESSIONAL DEVELOPMENT, THAT WILL BUILD THE THIRD STRATEGY THAT FOCUSES IN ON THE EXTRACURRICULAR ACTIVITIES.

SO ONE OF THE PIECES THERE BEING A STEM SUMMER CAMPS, SO REALLY THINKING ABOUT HOW CAN WE PARALLEL WHAT'S HAPPENING WITH SISTA AND ALL OF THAT.

AND BUILDING THAT INTO USING THIS TO REALLY SPRINGBOARD STEM INITIATIVES THROUGH THAT COMPUTER SCIENCE AND DIGITAL LITERACY ASPECT ALONG THE SUMMER, MOST STUDENTS FIND THAT COMPUTER SCIENCE ASPECT, FIVE ENGAGING THAT'S WHERE THE FUTURE'S HEADED.

AND SO THEN THIS IS REALLY PROVIDING THAT SUMMERTIME LEARNING EXPERIENCE.

I'M REALLY HONING IN ON THIS ASPECT OF IT.

ALONG WITH THAT THEN IS SETTING ASIDE TIME TO HAVE A FAMILY STEM NIGHTS WITHIN THESE PARTICIPATING SCHOOLS.

ONE THING I DO WANT TO NOTE IS THAT STUPID, GRANT'S REALLY HEAVY ON THAT PROFESSIONAL DEVELOPMENT, ENGAGING STUDENTS AND VARIOUS TEAMS FROM THE SCHOOL.

SO THE PD DOES PROVIDE FOR THOSE CONTRACTUAL WITH THE TIME THAT GOES BEYOND THE CONTRACTUAL DAYS.

THAT'S A GRANT DOES HAVE COMPENSATION FOR TEACHERS THAT EXTENDS BEYOND THEIR, SO CURRENTLY WE'RE IN THE PLANNING YEAR.

SO WE JUST HEARD, SO IT SQUEEZES THE TIMELINE OF BED, BUT WE ARE IN THAT INITIAL THINKING YEAR.

SO REALLY SETTING OUT WHAT ARE ALL THE THINGS THAT WE NEED TO HAVE THEN HOW WAS THE TASK AT HAND ARE GOING TO BE BUILT ON EACH OTHER? SO WE'RE BUILDING OUT THAT TIMELINE RIGHT NOW OF ALL OF THE PIECES THAT NEED TO BE COMMUNICATED OUT AND BRINGING IN ALL OF THE KEY STAKEHOLDERS THAT ARE GOING TO HELP MOVE THROUGH THIS WORK.

SO HAVING THOSE CONVERSATIONS, YOU KNOW, COMMUNICATIONS PUT OUT WITH PRINCIPALS ALREADY ABOUT, OH, REMEMBER WHEN WE HAD THE BUY-IN AND WE WERE REALLY FOCUSED ON THIS SURPRISE, UM, THEY SUSPENDED IT AND WE WERE ABLE TO ACHIEVE THE GRANT.

SO REALLY TAKING THIS AND LOOKING AT THE CURRENT INITIATIVES AND ACTIVITIES THAT ARE HAPPENING IN THE SCHOOLS AND USING THAT TO BUILD TOGETHER ON THOSE PRACTICES THAT ARE ALREADY PLANNED AND USE IT TO LEVERAGE THERE.

THEN THAT BRINGS US INTO THE IMPLEMENTATION YEARS.

SO ELEMENTARY SCHOOLS ARE COHORT ONE AND THEY'LL START.

AND THEN THE FOLLOWING YEAR, AND THE TWO MIDDLE SCHOOLS WILL START AS COHORT TWO FOR THOSE PIECES.

THE LAST PIECE THAT I DO JUST WANT TO ADD THEN IS THAT WHEN WE THINK ABOUT THE PLANNING PHASE, I WANT TO BE MINDFUL THAT WE ARE LOOKING AT A COMPREHENSIVE SCOPE AND SEQUENCE, BUT ALSO BEING ABLE TO TAILOR IT, TO MEET THE NEEDS OF EACH SCHOOL BUILDING.

SO MEETING WITH THOSE PRINCIPALS AS THE INSTRUCTIONAL LEADER FOR THEIR BUILDING, AND REALLY HONING IN ON, OKAY, THIS IS THE GRANT.

THIS IS HOW WE WANT TO IMPROVE MATH ACHIEVEMENT THROUGH IT, LOOKING AT HOW WE'RE GOING TO MEASURE IT THROUGH THAT QUANTITATIVE AND QUALITATIVE ASPECT.

SO LET'S WORK TOGETHER TO REALLY PUSH THE SCORES AS HIGH AS WE CAN FOR MATH ACHIEVEMENT THROUGH THAT COMPUTATIONAL THINKING.

[02:20:01]

SO I JUST WANT TO CLOSE WITH REALLY THINKING MRS. GILBERT, THAT PRIOR TO ME COMING IN, SHE HAD DONE A LOT OF THE HEAVY LIFTING OF DEVELOPING AT, UM, ALONG WITH DR.

STRATUS FOR HAVING THAT VISION AND REALLY FOCUSING AND ON THE RESEARCH ASPECT TO BRING THIS.

AND, UM, I THINK THAT THERE'S A GREAT STEERING TEAM FROM THE DISTRICT THAT'S INVOLVED JUST REALLY HELPING TO GUIDE THE WORK AND ENSURE THAT OUR MILITARY CONNECTED STUDENTS ARE GOING TO BE ABLE TO ENGAGE INTO HIGH SKILL, HIGH WAGE POSITIONS AS THEY GET OLDER.

AND HAVING THIS PROGRAM THAT KNOWING THAT THEY CAN BE FLUID IN AND OUT OF SCHOOL DISTRICTS THAT ARE NOT AS SPLIT AS SCRAP THE WORLD, REALLY, THAT WE ARE PREPARING THEM FOR THE FUTURE THAT THEY HAVE IN A VERY METHODICAL WAY.

HE'S NOT COMPUTATION ON DIGITAL LITERACY LENS TO IMPROVE OUR MATH SCORES.

UM, IN MY RUSH TO CROSSING INTO THIS VISITATION, I DIDN'T TAKE THE TIME TO INTRODUCE MS. FLOWERS PROPERLY.

HE'S NEW TO US.

HE CAME TO A SECOND LADY.

FIRST THING WAS ONE AUGUST 2ND, AUGUST 2ND.

HE COMES TO US WITH A HISTORY FOR BEING IN INDIANA STATE LEVEL SCHOOL SITE AS AN EDUCATOR.

SO I DO APOLOGIZE FOR NOT TAKING DEMO AND DEDUCTION.

THE SECOND THING I DO WANT TO WRITE OF HOW IT IS THAT WE RECOGNIZE WE ALSO HAVE THE HEAD STAFF, RIGHT? THE MAGNET SCHOOLS, ASSISTANT BRAND, AND TWO SCHOOLS IN THE ADOBE GRANT ARE ACTUALLY BOTH.

IT IS NOTHING NEW INTO BUILDING AND TO THE CAMPS THAT WERE NOTED WILL BE AN EXPANSION OF CAMPS THAT WE WERE ALREADY DOING.

THE STEM NIGHT WOULD BE AN EXTENSION TO THE SCIENCE FAIR.

SO WHAT WE'RE TRYING TO DO IS LOOK AT OUR BEST PRACTICES.

THEY'RE JUST PADDING ADDITIONAL ITEMS TO THAT, SO THAT WE'RE NOT GETTING MORE, WE'RE JUST EXTENDING OPPORTUNITIES.

SO AGAIN, I APOLOGIZE FOR NOT GIVING THE PROPER INTRODUCTION AND, UM, ANY QUESTIONS THAT YOU MAY HAVE AT THIS TIME.

THANK YOU.

THANK YOU.

WELCOME MR. FLOWERS.

IT'S GREAT TO HAVE YOUR, I APPRECIATE THIS.

AND, UM, AS A MILITARY BRAT MYSELF, NO ONE TO SEVEN TO HER SCHOOLS OUT OF 12 YEARS, UM, IT WOULD'VE BEEN REALLY NICE TO IN A DISTRICT THAT CARED ABOUT MILITARY KIDS MOVING IN AND OUT AND THE CLASS SELECTION AND ALL, ALL THAT GOES WITH THAT.

SO ANYWAY, THIS IS WONDERFUL.

THIS IS GREAT.

UM, I DO HAVE TO ASK YOU THOSE FORMER TEACHER.

OKAY.

UH, YOU KNOW, THIS IS GOING TO BE DONE TECHNOLOGY INTEGRATION IN MATHEMATICS, DR.

STRATUS, YOU HIT ON IT A LITTLE BIT.

IT'S NOT ANOTHER THING FOR MATH TEACHERS TO DO THAT.

DON'T HAVE ENOUGH TIME TO MEET ALL THE STANDARDS OF THAT ANYWAY.

UM, CAN YOU JUST SHARE A LITTLE BIT MORE TO MAYBE EASE THE CONCERNS THAT ARE BUBBLING UP IN OUR MATH TEACHERS THAT MIGHT BE LISTENING TONIGHT OR MAY LISTEN TO THIS DURING THE WEEK? BECAUSE RIGHT NOW IT MIGHT BE JUST FEELING A LITTLE OVERWHELMED WITH ALL THIS, YOUR FRIENDS.

SO LET'S BUILD THAT, THAT ASSISTANCE.

THANK YOU FOR NOTING THAT, UM, WOULD YOU RECOGNIZE HIM? YOU DON'T WANT TO PUT MORE EDUCATORS, YOU KNOW, WE'VE ROLLED OUT A NEW CURRICULUM LAST YEAR, READY PATH, RECOGNIZE THAT FOR 20 MONTHS, IF NOT MORE, UM, I HAVE NOT HAD THE STABILITY RECOGNIZE IT'S ALMOST LIKE POST TRAUMATIC STAND DOWN HAPPENING BECAUSE YOU DON'T KNOW THOSE ARE QUANTITATIVE.

YOU DON'T KNOW YOU HAVEN'T DONE ANY THAT WE'VE TAKEN AWAY SECURITY.

WE'VE TAKEN AWAY THE CONSTANT DAY TO CONSISTENCY.

ALTHOUGH SCHOOL LEADERS HAVE WORKED VERY HARD AND HAD THAT PROVISION, RECOGNIZING THAT WE IN THIS GRANT, WHEN IT WAS DEVELOPED, THAT ANALYSIS IS BEING FUNDED OUT THERE BY AN OUTSIDE AGENCY.

HOWEVER, TEACHERS DOING ALL THAT WORK TO LEAD, UM, SOUTHERN REGIONAL EDUCATION BOARD IS PART OF OUR FOCUS GROUP.

THEY'RE A SIGNIFICANT PART OF THIS GRANT AS WELL AS HE HAS SAID.

SO AGAIN, WE'RE NOT DOING MORE, BUT BUILDING A RELATIONSHIP AND EXTENDING THE WHINING OF THE COMPUTER.

SCIENCE STRANDS INTO MATH IS GOING TO HAVE MORE WITH THAT THIRD PARTY AGENCY.

THEN BUILDING THAT CAPACITY BY RECOGNIZING HIM TO GO TO THE PD AND PROVIDING THOSE WORKSHOPS FOR EDUCATORS INSTRUCTIONAL DAY OR HEADING ON THE TWO DAYS TO BE RECOGNIZED AS PAID PROFESSIONAL FOR YOUR TIME THAT THE GRANTS ALLOWED US TO PAY YOU FOR YOUR TIME.

SO, YOU KNOW, NOT HAVING A BASHI FIGURED OUT HOW TO BUILD MORE, CAN USE RESOURCES AND THEN BUILD ONE GRANT OFF THE OTHER.

THANK YOU FOR THAT.

AND ALSO WE'RE GOING FORWARD WITH GRABBING EVERY GRANT THAT WE GET IS ANOTHER OPPORTUNITY AND YOU JUST NEVER KNOW WHICH ONE WAS JUST LIKE THAT

[02:25:01]

WE JUST NEEDED TO REPEL OR SO THANK YOU VERY MUCH.

I CAN ADD ONE THING TOO, THAT WHEN WE THINK ABOUT INSTRUCTIONAL PRACTICES AND STRATEGIES OF ONE OF THE SHIFTS, WHEN WE MADE THAT SHIFT INTO COMMON CORE UNCOMMON COURT, ALL OF THAT, BUT THEN YOU'LL HEAR THE NEW MATH.

THE MATH IS NOT NEW.

IT'S THE SAME MATH THAT THE EMPHASIS HAS SHIFTS TO A CONCEPTUAL.

I GO TO THAT COMPETITIONAL THINKING.

AND IF WE THINK ABOUT HOW STUDENTS MULTIPLY, IF WE LOOK BACK TO THE HISTORY BOOKS, STUDENTS MULTIPLIED, ONE OF THE WAYS IS COLLECT THE RUSSIAN PEASANT WET FROM BACK IN THE PEOPLE TIMES.

AND IT'S BASED OFF OF A BINARY APPROACH, HOW WE CODE COMPUTER.

SO AS LONG AS THEY ARE ABLE TO DOUBLE THE ANSWER AND CUT IT IN HALF, THEY WERE ABLE TO SUCCESSFULLY MULTIPLY ANY NUMBER.

AND SO IT'S REALLY JUST BEING MEANINGFUL AS WE THINK ABOUT OUR INSTRUCTIONAL PRACTICES AND STRATEGIES AND BUILDING THOSE CONNECTIONS.

AND YES, WHAT YOU'RE DOING, NICK, WHAT SHIFT ARE THINKING ABOUT AT THIS DEEPER LEVEL OF INQUIRY.

AND YOU'RE GOING TO HAVE THAT COMPUTATIONAL THINKING WITHOUT REALLY MAKING DRAMATIC CHANGES.

AND AS FOR THIS PROGRAM, ALL STUDENTS, EVERY STUDENT WILL HAVE ACCESS TO THIS PROGRAM.

THIS IS NOT EXCLUSIVE AS AN INCLUSIVE MODEL FOR ALL STUDENTS WITHIN THE SCHOOL SET APART, MARRYING IN THE MIX, LET'S SEE STUFF

[$100K Report]

MORE RESPONSIBILITY IT'S BEEN UNI.

UM, I'VE PROVIDED THREE REPORTS.

THIS EVENING.

ONE IS THE DETAILED REPORT.

ONE IS THE CONSOLIDATED AND, UM, DUE TO SOME QUESTIONS AND THAT HAS, WE HAVE PROVIDED A BREAKDOWN OF THE CUSTODIAL MAINTENANCE, UH, A FEW DIFFERENT WAYS TO ALLOW YOU TO HAVE A GOOD COMPARISON WITH PRIOR YEARS, SINCE WE DID SWITCH VENDORS, UH, FROM ONE YEAR TO THE OTHER, IN THE CUSTODIAL AREA.

SO, UM, IF YOU HAVE ANY SPECIFIC QUESTIONS, I'M HAPPY TO TAKE THIS EVENING.

YOU HAVE A QUESTION.

SO I'M AT THE, THIS YEAR NUMBERS, WHAT WE HAVE IS BLANK.

SO, UM, AND HIM WITH THE VENDOR FOR THE PREVIOUS SCHOOL YEAR, AND THIS YEAR IS HES STILL MANAGEMENT.

SO CUSTODIAL IS IN A KIND OF LIKE YELLOW CATEGORY.

SO IF YOU COMBINE THEM IN A BOTTOM, MR. TOTAL RECAP, CUSTODIAL 1500 15,000 THIS YEAR VERSUS 4 61 IN YEAR, AND IT'S UP 12% DUE TO THE ADDITIONAL CUSTODIAL SERVICES, SANITATION SERVICES THAT WE'RE DOING DUE TO COVID SURE.

ANY OTHER QUESTIONS?

[COVID -19 Update]

THE NEXT TOPIC IS THE UPDATE AND SHOW WHAT I WANT TO SHARE WITH YOU THIS EVENING.

I KNOW THAT IN THE LAST, UM, THE LAST WEEKEND OR THE WEEK BEFORE, UM, WE'VE HAD SOME EXTENSIVE DISCUSSION AROUND MINUTE AROUND OUR NUMBERS AND OUR CASES SELVES THIS EVENING.

BUT I HAVE FOR YOU IS SIMPLY OUR CASES FROM LAST WEEK, UH, AS AN UPDATE FOR YOU.

AND SO WITH RESPECT TO THAT, UH, POSITIVE CASES LAST WEEK, UH, WERE 37 STUDENT CASES AND THREE STAFF FEES.

SO THEY THEY'RE CONTINUING, UH, TO GO IN THE RIGHT DIRECTION

[02:30:01]

AND THEN WARRANTIES.

UM, THERE ARE 251 STUDENTS NOW AND 16 STAFF.

SO THAT IS ABSOLUTELY RIGHT.

OH, I'M SORRY.

UM, YOU CONTINUE, UH, TO UPDATE THE WEBSITE.

SO ANYBODY WATCHING PER DASHBOARD IS PRESENT THERE.

WELL,

[Board Business Action ]

[Consent Agenda]

I MOVE, WE APPROVE THE ITEMS AGENDA.

THANK YOU, MR. CHAIRMAN.

UM, I JUST HAD ONE COMMENT FOR DR.

RODRIGUEZ AND THAT'S IN REGARD TO, UM, ITEM C, I BELIEVE.

UM, THERE'S AN AREA IN THERE WHERE IT DESCRIBES IT'S, IT'S BASICALLY ON THE SECOND TO LAST PAGE, I BELIEVE, UM, WHERE IT TALKS ABOUT THE DESTINY COMPUTER RECORD KEEPING.

AND IT ALSO HAS INFORMATION ABOUT THE OTHER TYPES OF MONITORING INDICATORS, UH, FOR THE SOFTWARE MONITORING.

AND THERE'S A COUPLE OTHER SYSTEMS THAT ARE MENTIONED THERE, UH, CLASS LINK, GAGGLE AND DYNO, AND THERE MAY BE SOME OTHERS THAT I MISSED, BUT I ONLY SAW INFORMATION RELATIVE TO THE DESTINY COMPUTER RECORD KEEPING.

SO I JUST WANTED TO, UM, SEE IF OTHER INFORMATION COULD BE INCLUDED FOR THOSE OTHER SOFTWARES.

AND THAT'S ALL DOWN THROUGH HIS I'M ON THAT.

I WILL NOT AS PROFESSOR EXPERTISE IS IN THE IT COMPONENT VERSUS THE TECHNOLOGY.

SO WORKING WITH THIS, WE WORKED WITH MARCHELLE NANCY, THE TEAM WE GAVE YOU INFORMATION ON THE DESTINY OF INVENTORY, AND THEN THE NARRATIVE POINTS THAT WERE SHARED ON THE REFERENCE SHEET THAT YOU MADE, YOU KNOW, ONLY 12, IS THERE SOMETHING SPECIFIC THAT I MAY LEND SUPPORT OR AN EXPLANATION WITH MA'AM? YES.

MA'AM.

I WAS JUST LOOKING FOR MAYBE SOME TYPE OF, UM, REPORT THAT WAS GOING TO BE PROVIDED.

I'M FAMILIAR WITH SOME OF THOSE SOFTWARES, UM, PARTICULARLY GAGGLE.

AND I KNOW THAT SOME OF THAT INFORMATION WOULD NEED TO BE REDACTED, BUT I THINK IT'S IMPORTANT FOR US AS BOARD MEMBERS TO KNOW WHAT KIND OF, UM, THINGS ARE POPPING UP ON THOSE SOFTWARES.

I RECOGNIZE WHERE YOU'RE GOING AND SPEAKING WITH REGARDS IN PARTICULAR FOR BOARD MEMBERS WHO DON'T RECOGNIZE THAT GAVEL IS A TOOL THAT'S UTILIZED TO IDENTIFY IN APPROPRIATE LANGUAGES.

AND I DON'T MEAN JUST GARY, I MEAN, LANGUISHED ANYTHING THAT I MAY WANT TO HURT MYSELF.

SO IT IS A SCREENING AS AN ORIENTATION, AI, UM, PAPER WOULD ANNUALLY, UM, MRS. CROSBY AS BEING EXTREMELY GENEROUS AT THE LIGHT FUNDING THE FIRST TIME AROUND, UM, WE SHARE INFORMATION WITH HER DIRECTLY.

I HAVE TO SAY THEY SPEND SIGNIFICANTLY AS ASSISTING US AND HELPING CHILDREN AND THEN PROVIDING WRAP AROUND SERVICES.

AND WE'LL TAKE A LOOK AT CLIENTS LINK, AND I WILL QUICKLY JUST FOR YOU TO SHARE ONE MORE STUDENTS GOT A SINGLE SIGN-ON THAT IS FULL CLASS KIDS.

IT PROVIDES A PAGE WHERE ALL THE TIMES TO THE APPLICATIONS THAT STUDENTS CAN GO INTO, AS WELL AS TEACHERS INVOLVES TEACHING EACH OF US IN THIS

[02:35:01]

IT'S AN AREA WE PREFER FOR, TO SIGN INTO APPLICATIONS THAT ARE USED FOR THROUGH THE SCHOOL DISTRICT SOLID BECAUSE THEY DON'T LAST THE LANGUAGE HERE, MRS. AND HE'LL GRADE, RIGHT.

BUT THE GOVERNANCE ACTION OF OUR STUDENTS GOING OUT INTO OTHER AREAS SO THAT IT STARTS TO SINGLE SIGN ON DYNO.

AND IT TOOK ME A WHILE TO RECOGNIZE THAT BECAUSE I WANTED TO CALL IT VIA THE LIGHT AND BECAUSE OF THE TYPE OF LOGS I GO, IT'S A DEVICE PROGRAM FOR THE TEACHERS TO ACTUALLY WATCH AND MONITOR WHAT'S HAPPENING IN THE CLASS.

SO I GO AROUND THE FLASH OF A LAPTOP, WHEREVER I HAVE STUDENTS ON SMALL GROUP, AND THEY'RE DOING INDEPENDENT WORK THAT TEACHERS WORKING WITH THIS SCHOOL AND ALSO TAKE A WHILE TO SEE, ARE YOU ON TASK? ARE YOU IN YOUR MATH HOMEWORK? SO THAT'S WHAT TIME OR DOES IT PROVIDE IF I JUST GOT HELPING SIGN UNDERNEATH THAT ASK OR IF THEY SHOULDN'T BE IMPORTS AND THIS IS PUSHING HER IN AT AGE 41, PE 12 20 13.

DOES THAT LAND A LITTLE MORE SUPPORTIVE QUESTION THAT I CAN ASK FOR MAYBE SOME UPDATING I'VE HAD A WORK SESSION? NO, THAT'S GREAT.

I WAS JUST LOOKING TO SEE IF, IF IN THE FUTURE THAT THOSE REPORTS WOULD INCLUDE, UM, A SYNOPSIS OF, OF THE, OF THE YEAR WHEN THEY ARE, BUT I'M LOOKING FOR MORE LIKE THE REPORTING OF IT.

THAT'S ALL.

[Future Agenda Topics]

YES.

AND MR. CHAIRMAN, UH, I'D LIKE TO ADD TO THE AGENDA TO WORK SESSION, THE AFRICAN-AMERICAN HISTORY EDUCATION CONFERENCE SCHEDULED FOR FEBRUARY 18 TO 20 20, 22.

IT'S A COLLABORATIVE, UH, COLLABORATION BETWEEN THE BUFORD COUNTY SCHOOL DISTRICT TECHNICAL COLLEGE AND THE ROAD COUNTRY, UNIVERSITY OF SOUTH CAROLINA HUBER AND THE PENN CENTER, IF A BRIEFING TO THE BOARD ABOUT THE TOPICS, THE TEACHERS, THE SCHEDULE, AND ALL THAT IS PLAN AND COSTS.

ALL RIGHT.

THANK YOU, MR. CAMPBELL.

UM, I HAVE ONE THING I THINK THAT I WOULD LIKE TO SEE THIS MORE AND HAVE SORT OF A 30,000 FOOT POLICY LEVEL OF DISCUSSION ABOUT IS TEACHER RETENTION AND RECRUITMENT.

UM, AND THERE'S A LOT OF TOPICS INTO THAT.

I THINK PRIMARILY AS I POINTED OUT EARLIER, 25% OF OUR AGENCIES ARE ESL AGENCIES.

UM, WE HAVE ISSUES WITH ONE OF THE FEW DISTRICTS IN THE STATE THAT DOES NOT SUPPORT BASIS AND WE'RE LOSING TEACHERS REGULARLY BECAUSE WE CANNOT EXTEND THEIR VISAS.

AND I THINK WE NEED TO LOOK AT WHAT

[02:40:01]

WE CAN DO TO HEAD OFF SOME OF THESE SHORTAGES THAT ARE GOING TO GET MORE ACUTE.

I'D LIKE TO TALK ABOUT, UH, INTERNATIONAL TEACHERS AND THESIS, BUT ALSO LIKE TOO.

BUT I THINK IT'S AN AMBITIOUS TOPIC.

I THINK WE NEED TO, AT SOME POINT HAVE A DISCUSSION ABOUT AFFORDABILITY AND RECRUITING TEACHERS BECAUSE I'M HILTON AND THERE'S UNSTABLE HOUSE FOR SALE UNDER $500,000.

AND I JUST THINK THAT ONCE THESE TEACHERS START RETIRING IN TWO TO FIVE YEARS, WHERE WE SHOULD BE THINKING ABOUT WHAT ARE, AND I KNOW THIS THE TOWN UNTIL 10, AND IT'S NOT JUST A HELP DESK THING.

SO THE TOPIC IS FOCUSING ON INTERNATIONAL FUTURES.

I WAS WRONG, THE OTHER ONE OUT THERE TO SEE IF IT WOULD STICK.

CAUSE I DO THINK THAT THE VISA THING I THINK IS A CUTE, UH, I'VE GOT YOUR RECESS TO THE WORK SESSION AGENDA, BUT I WOULDN'T LIKE TO REVISIT AND SEE WHERE WE ARE QUALITIES OF THE GRADUATES.

I THINK SOME OF THE DISCUSSION WE HAD TONIGHT, UM, MAYBE WE NEED TO HAVE SOMETHING MOVING IN OUR YOUTH FOR GRADUATES THAT THEY KNOW SOMETHING ABOUT THEIR LOCAL HISTORY, THAT TYPE OF THING.

SO I WOULD JUST LIKE TO MAKE SURE THAT WE GET THAT YOU VISITED AT SOME SOUNDBOARD.

THE ONLY THING WAS, IS THAT WE CONSIDER, UH, THE DIVISIONS THAT ARE HIT ISB AND THEY'RE GOING TO HIT PRETTY HARD.

AND SO AS WE THINK ABOUT THAT, UM, TOPICS LET'S, LET'S KEEP THAT IN MIND.

QUALITY.

UH, WHEN I'VE TALKED TO MY TOPIC, I WAS TALKING ABOUT HR, SORRY.

UM, ALL THE, I WAS GOING TO SAY THAT, UM, I KNOW, UM, I BELIEVE THAT, UH, WITH THE, WITH A COUPLE OF THOSE TOPICS, UM, ONCE I ESTABLISHED, THEY PROBABLY WEREN'T, THEY HAVE PROBABLY BEEN WORKING ON A COUPLE OF THEM.

SO I WAS THINKING THAT THEY PROBABLY WERE READY.

YOU WERE READY BY NOW TO BE BROUGHT BACK UP ANYWAY.

SO, UM, ESPECIALLY THE, UH, THE ONE THAT MRS. ROBOT.

AND I'M JUST REQUESTING, BECAUSE THE FACT THAT I FIRST HAD MY HAND UP, I WAS GOING TO REQUEST THAT ONE BE BROUGHT TO THE BOARD, MAYBE FOR COUNTY STUDENT, UH, DURING THE, WHAT THAT LOOKED LIKE YET AND HOW FAR WE'VE GOTTEN ON THAT, BECAUSE I'M VERY, VERY, UH, INTERESTED IN AND EXCITED TO BE UP TO HERE, HERE, HEAR ABOUT THAT.

SO I'M LOOKING FORWARD TO ALL THOSE TOPICS THAT WE JUST DISCUSSED TO BE BOUGHT UP.

THANK YOU.

THANK YOU.

ALL RIGHT.

COMMENTS.

YES, SIR.

I DO HAVE A PUBLIC ANNOUNCEMENTS.

THE FORTUNATE JUST DO A SEARCH SEARCH OF APPEALS HAS DENIED THE REPUBLICAN GOVERNOR HENRY AMBASSADOR, THE ATTORNEY GENERAL ALAN WILSON, TO ON THE MASS MANDATION.

HIS APPEAL WAS, WAS IT NOT TODAY? THAT'S A PUBLIC ANNOUNCEMENTS.

THANK YOU.

I CAN DRIVE YOU CRAZY.

I'M SORRY.

BUT JUST AS A POINT OF CLARITY, WHAT WAS DENIED WAS TO STAY ON THE INJUNCTION THAT THE APPEAL HAS NOT BEEN DENIED BECAUSE THAT'S, SO I JUST WANT TO CLARIFY FOR PUBLIC COMMENTS, IF THE FOURTH CIRCUIT DENIED RECALL, I HAVEN'T SEEN THE NEWS.

DAVID REQUESTED A STAY OF THE INJUNCTION AND THAT IS ALL

[02:45:08]

OKAY.

[Second Public Comments]

YEAH.

THREE.

OKAY.

I APPRECIATE Y'ALL DOING ALL THE HARD WORK.

UM, I HAVE A CONCERN FOR SOME OF THESE SURVEYS THAT ARE BEING, UH, THAT OUR STUDENTS ARE TAKING SPECIFICALLY.

THE ONE THAT WAS LAST WEEK, I BELIEVE ON THURSDAY THAT SOME OF THE LANGUAGES OR SOME OF THE TERMINOLOGY, UM, SPECIFICALLY THE SIMPLE FACT THAT, UH, RACE AND ETHNICITY, AND IT SEEMED LIKE IT ONLY LOOKED AT ONE SURVEY.

UM, THE ONE THAT WAS ISSUED LAST WEEK, AND IT'S JUST A LITTLE BIT CONFUSING.

I'M NOT SURE WHAT WE'RE TRYING TO SINGLE PEOPLE OUT BY RACE OR ETHNICITY OR CULTURE.

UM, HOW OFTEN DID TEACHERS ENCOURAGE YOU TO LEARN ABOUT PEOPLE FROM DIFFERENT RACES? THIS IS YOUR CULTURE.

I MEAN, THAT'S ALL PART OF THE HISTORY AND ENGLISH LITERATURE FROM WHAT I'M SEEING IN THE CURRICULUM.

UM, ANOTHER QUESTION IS HOW OFTEN DO YOU SPEND TIME WITH STUDENTS FROM DIFFERENT RACES, DIFFERENT CULTURES? UH, HOW OFTEN DO YOU HAVE CLASSES WITH STUDENTS FROM DIFFERENT RACIAL, ETHNIC, OR CULTURAL BACKGROUND OR YOUR SCHOOL OFTEN JUST STUDENTS FROM DIFFERENT THAT THESE ARE CULTURAL HUNG OUT WITH EACH OTHER.

I MEAN, THAT'S RAISED IN A BUSY AND THEN IT'S JUST LIKE A LITTLE BIT MUCH, UM, AND INSTALLING A LOT MORE TIME ON THE LIST FOR SOME REASON.

AND I DIDN'T THINK IT WAS VERY, UH, I DON'T MEAN INFORMATION COLLECTED.

I UNDERSTAND HOW THAT WORKS.

UM, YOU KNOW, THE QUESTION WILL HELP STUDENTS BE HOW TO GET EDUCATIONAL INSTITUTION IS A SOCIAL JUSTICE PLATFORM.

THIS IS SOMETHING THAT WE NEED TO TAKE A LOOK AT, UM, PANORAMA SURVEY.

AND THIS IS ONE OF TWO DIFFERENT SURVEYS THAT I GOT AN EMAIL AND I JUST FIND IT VERY DISHEARTENING THAT THERE'S NOT A WHOLE LOT OF BLOODSHED RIGHT NOW.

AND IT'S SOMETHING FOR A REDIRECTION.

AND I REALLY LOOK INTO, UM, I KNOW THAT THERE'S A NEW BANNER FOR AWHILE.

I KNOW THAT THIS IS WHAT THEY GOT.

[Adjournment]

YEAH.

[02:50:50]

FORREST GUMP, THE PRINCE OF TIDES, THE GREAT SANTINI.

THESE ARE JUST A FEW OF THE BIG HOLLYWOOD MOVIES FILMED IN BUFORD COUNTY DURING THE 1980S AND 1990S, BUT THE EARLIEST BIG SCREEN PRODUCTION, A SHOT HERE DATES BACK NEARLY A CENTURY LATE IN NOVEMBER, 1917 AMERICAN FEATURE FILMS OF GREENVILLE, SOUTH CAROLINA SENT A COMPANY OF ACTORS ON LOCATION TO ST.

HELENA ISLAND AND AMONG THE ANTEBELLUM MANSIONS OF BUFORD.

AND THE WORDS THAT, THAT BUFORD GAZETTE, THE RISE AND FALL THE CONFEDERACY IS ONE OF THE MOST REMARKABLE AND STUPENDOUS MOTION, PICTURE SCENARIOS EVER ATTEMPTED BY ANY DRAMATIST.

IT CERTAINLY WAS A COSTUME DRAMA WITH OVER 640 PIECES OF PERIOD CLOTHING SHIPPED IN FOR THE ACTORS, JORDAN AND THE PRODUCTION JUST BEFORE FILMING WAS ONE WILLIAM CUNNINGHAM OF PEERLESS FILM COMPANY IN LOS ANGELES.

HE LENT A HOLLYWOOD TOUCH TO THE PRODUCTION.

UNFORTUNATELY, THE FILM HAS DISAPPEARED AND IT WOULD SEEM THAT THE STUDIO EXAGGERATED HIS CLAIMS OF THE MOST IMPRESSIVE MOVING PICTURES.

THAT'S THE BIRTH OF A NATION I'M DENNIS ADAMS. AND THIS HAS BEEN YOUR BUFORD COUNTY TO SEE MORE FOR COUNTY MOMENTS, GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.
