RODRIGUEZ MET WITH, UH, THE LAND CONSULTANTS, HE DECIDED TO GO WITH TWO PEOPLE, UM, WITH AL BERRY, WITH THE EDUCATIONAL GROUP INCORPORATED AND BAKER WITH WILKINS WITHIN A, A CHARTER CAROLINA, UM, BECAUSE HE SAW STRENGTHS IN BOTH OF WHAT THEY DO THAT COULD BENEFIT THE SCHOOL DISTRICT.

UM, SO WE HAVE BOTH OF THEM WITH US HERE TODAY ON ZOOM, AND I'M GOING TO KIND OF GIVE A BRIEF INTRODUCTION TO EACH OF THEM, THEN ALLOW THEM TO TALK ABOUT IN GENERAL WHAT THEIR SCOPE OF WORKERS WITH US RIGHT NOW, AND THEN MAYBE ALLOW Y'ALL TO ASK THEM SOME QUESTIONS.

AND IF YOU RECOGNIZE ITS NAME, IT'S BECAUSE YOU'VE SEEN IT ON MANY SONS, UM, FOR COMMERCIAL PROPERTIES ACROSS THE COUNTY, UM, BAKER IS WORKING WITH US ON SEVERAL PROJECTS, UM, IN THE DISTRICT, INCLUDING EVALUATING OUR CURRENT LANDHOLDINGS FOR, UM, ANY POSSIBLE SALES AND IS ADVISING US WITH SOME EASEMENT ISSUES, UM, THAT WE MAY POTENTIALLY HAVE.

UM, WE, OUR PRIMARY MARKETS ARE BUFORD COUNTY JASPER COUNTY.

AND, UM, ALL WE DO IS COMMERCIAL REAL ESTATE.

WE DON'T DO ANY RESIDENTIAL.

UM, SO WE FOCUS JUST ON COMMERCIAL SALES AND LEASING, UM, OUR OFFICES DOWNTOWN BLUFFTON, AND WE LOOK FORWARD TO WORKING WITH THE DISTRICT AND HELPING ANY WAY WE CAN ON DISPOSING SOME OF THESE ASSETS IF NEED BE THANKS, BAKER.

AND NEXT I'M GOING TO INTRODUCE AL BAKER OUT, SORRY, AL BERRY WITH EDUCATIONAL GROUP INCORPORATED.

UM, AL PREVIOUSLY WORKED WITH THE SCHOOL DISTRICT BACK IN 2008 AND HELPED US SECURE THE LAND, UM, ON LADY'S ISLAND AND AT THE MAY RIVER HIGH SCHOOL SITE.

AND SO AL HAS WORKED WITH PROBABLY CLOSE TO 20 DIFFERENT DISTRICTS IN SOUTH CAROLINA.

HE CAN GIVE YOU MORE DETAILS.

AND I KNOW HE'S CURRENTLY WORKING WITH, UM, SPARTANBURG DISTRICT FIVE.

UM, HE HAS LOTS OF LICENSURES AND PROFESSIONAL TRAINING TO HELP US, UM, IN IDENTIFYING THE TYPES OF LAND THAT WE'RE LOOKING FOR, THAT MEETS SCHOOL'S SPECIFIC REQUIREMENTS.

UM, AL I THINK YOU'RE MUTED NOW.

NOW HOW ABOUT THIS? FIRST OF ALL, LET ME THANK EACH OF YOU FOR ALLOWING ME TO COME AND HAVE THIS TIME WITH YOU.

I KNOW YOUR TIME IS A VERY IMPORTANT AND VERY PRECIOUS AND, UH, BUT, UH, WE DEALING WITH A PRECIOUS SIDE, UH, ITEM, AND THAT IS THE EDUCATION OF CHILDREN.

AND AS WE THINK ABOUT EDUCATING CHILDREN, OBVIOUSLY WE HAVE TO THINK ABOUT THE ENVIRONMENT IN WHICH WE PUT THEM IN SO THAT, UH, EFFECTIVE TEACHING CAN OCCUR AND EFFECTIVE LEARNING CAN OCCUR.

AND THEN WE LOOK FOR THE OUTCOMES TO BE WHAT WE HAD HOPED THAT THEY WOULD BE.

LET ME JUST GIVE YOU A BRIEF IDEA IN TERMS OF THE SEQUENCE OF THINGS THAT I ATTEMPT TO DO.

UH, AS CAROL MENTIONED, I HAVE BEEN IN SCHOOLWORK.

I WAS IN SCHOOL.

SCHOOLWORK IS OVER THE OPERATIONS SISTER, SUPERINTENDENT LUXTON ONE, FOUR, AND RETIRED AFTER ABOUT 32 YEARS IN THAT SCHOOL DISTRICT.

BUT, UH, THE ALONG THE WAY, UH, BECAUSE I'M A GRADUATE OF CLEMSON IN THE COLLEGE OF AGRICULTURE.

SO I'VE HAD COURSES IN SOULS AND THINGS OF THAT NATURE.

I'M NOT SAYING I'M AN EXPERT IN THEM, BUT I'VE CERTAINLY HAD A LOT OF INTRODUCTION TO THEM.

AND, UH, ALONG THE WAY, UH, BECOME A LICENSED SURVEYOR, UH, I'VE BEEN A LICENSED CONTRACTOR AND, UH, UH, UH, BEEN A BROKER FOR ABOUT 35 YEARS.

SO I ENJOY THIS.

THIS IS A GIFT, UH, THAT, THAT, UH, JUST SO INCREDIBLY, JUST A WATER FEEL LIKE THAT WE'RE ALL WORKING TOGETHER TO CREATE THINGS FOR THE LONGTERM.

SO AS WE, UH, AS I BEGIN THIS JOURNEY, THE FIRST THING THAT I WOULD SAY TO YOU IS I WANT TO KNOW EXACTLY THE EXPECTATIONS FOR THE SCHOOL DISTRICT.

SO I'LL BE WORKING WITH CAROL AND HER STAFF, UH, LOOKING AT, UH, UH, HORA DO SITE SELECTIONS TO GENERAL AREA, UH, HOW SCHOOLS ARE STRUCTURED ELEMENTARY.

DO WE HAVE ELEMEN, UH, IN IMMEDIATE, THEN WE GO TO MIDDLE AND HIGH SCHOOL.

ALL THOSE KINDS OF THINGS ARE VERY IMPORTANT TO ME.

AND AS WE LOOK AT RESEARCH TODAY, UH, AND HAVE BEEN FOR 20, 30 YEARS, THAT I'VE TRIED TO FOLLOW THIS, UH, WE LOOK AT WHAT CREATES EFFECTIVE SCHOOL ENVIRONMENTS FOR ALL KIDS.

AND CERTAINLY THE SIZE OF SCHOOLS WILL HAVE AN IMPACT.

UH, BUT WE ARE ALSO REALISTICALLY ARE WORKING AT A DAY IN TIME IN WHICH WE HAVE TO MAXIMIZE THINGS SO THAT FINANCIALLY WE COULD AFFORD.

UH, SO THOSE ARE THE THINGS THAT I WANT TO SPEND TIME.

I'LL DO ALL OF THAT BEFORE I START WORKING ON LOOKING FOR PARTICULAR PIECES OF PROPERTY.

UH, I WANT TO MAKE CERTAIN THAT I UNDERSTAND WHAT THE SCHOOL DISTRICT, UH, WOULD LIKE FOR ME TO DO.

AND, UH, AND I MIGHT SAY ONE OTHER THING, AND THIS IS A PART OF THE DISCUSSIONS I'LL HAVE WITH THE DISTRICT STAFF AND, AND YOUR

INPUT IS CRITICALLY IMPORTANT.

AS WE LOOK AT OUR DEEDS TODAY, HAVE WE IDENTIFIED THOSE NEEDS BASED ON WHAT WE NEED TODAY, OR HOW WE TRY TO SEE A BIG PICTURE, OR WHAT WILL OUR NEEDS, BECAUSE THIS GOO, WHEREVER YOU PUT IT IS PROBABLY GOING TO PROVIDE THE ENVIRONMENT FOR TEACHING AND LEARNING FOR 50 TO 75 YEARS.

SO IT'S CRITICALLY IMPORTANT THAT WE NOT LEAVE ANYTHING LEFT UNDONE TO RESEARCH ALL POSSIBLE PIECES OF PROPERTY THAT WILL SATISFY NOT ONLY WHAT WE'RE LOOKING FOR TODAY, BUT HOW WILL THIS FIT INTO THE LONGTERM, UH, PATTERN OF STUDENT GROWTH, UH, IN, IN YOUR WONDERFUL COUNTY? I MEAN, YOU'RE IN, UH, CANADA HAS A LOT OF FOCUS THAT PEOPLE LOOK TO TO MOVE TO.

AND, UH, SO, UM, UH, I WOULD SEE THAT YOUR, UH, STUDENT ENROLLMENT WILL CONTINUE TO IMPROVE THERE.

SO HAVING WORKED WITH THE DISTRICT, THE NEXT THING THAT I WILL DO IS TO SPEND TIME, YES, RIGHT HERE ON MY COMPUTER RESEARCH AND ALL THE PRACTICE.

AND I TIE THAT RESEARCH IN WITH VISIT IN THE COUNTY AND THE AREAS THAT THE STAFF IS, THEY ADVISE ME THAT THIS IS THE AREA OF THE CRITICAL AREA THAT WE FEEL LIKE WE NEED TO BE LOOKING AGAIN.

SO I WILL BE DOING ALL OF THOSE KINDS OF THINGS.

BUT AS I LOOK AT PROPERTIES IS AVAILABLE.

JUST TALK ABOUT IT.

AND LET ME JUST SAY THIS PROBABLY OF THE HUNTER SCHOOL SITES THAT I PURCHASED OVER OUR STATE, AT LEAST PROBABLY 80% OF THEM HAVE BEEN PURCHASED FROM PROPERTY OWNERS WHO HAVE NEVER EVEN THOUGHT ABOUT SELLING PRAKTIK BECAUSE THERE ARE CRITICAL, UH, REQUIREMENTS THAT WE MUST UNDERSTAND BEFORE WE GO INTO THE PROCESS OF MAKING A SELECTION AND EVEN GETTING INTO THE COMPENSATION.

I'LL SPEND TWO TO FOUR MONTHS RESEARCHING PRACTICE.

I WANT TO KNOW ABOUT THE SOUL TYPES.

I WANT TO KNOW ABOUT THE PROFILES.

I WANT TO KNOW ABOUT TOPOGRAPHY.

UH, OBVIOUSLY WE GOT TO KNOW DOWN THERE ABOUT WETLANDS, UH, HIGH STORM DRAINAGE DISPOSED OF HOW DO WE GET RID OF THAT? WE HAVE TO KNOW ABOUT ROAD FRONTAGE, SIGHT LINES.

SO WE HAVE SAFE ENTRY INTO A SCHOOL SITE ONCE IS IN OPERATION AND SAFE EXIT OUT.

SO THESE ACCESS POINTS ARE VERY IMPORTANT.

AND, UH, SO ALL OF THESE THINGS, MANY PIECES OF PROPERTY THAT YOU MIGHT RIDE DOWN THE ROAD AND SAY, WELL, THAT'S A PRETTY PIECE OF, UH, PROMPT.

IT LOOKS BEAUTIFUL, LAY OUT, BUT IT WON'T MEET THE CRITERIA.

SO I HAVE TO SAY, WHAT IF I WERE ABLE TO BRING IN ANOTHER PIECE OF SOD PROPERTY INTO THIS, HOW CAN I GROUP PROPERTIES TOGETHER? IT'S JUST LIKE THE RECENT ONE I'VE DONE IS SEVEN DIFFERENT PRACTICE.

YOU THINK YOUR EARS DON'T WANT GROWING, BUT IT'S NOT.

YOU'D GO UP TO SPARTANBURG, GO NINE TO FIVE, AND YOU'LL REALLY SEE, SEE US TREMENDOUS GROWTH, BUT THEY HAVE TO PUT THINGS TOGETHER AND PACKAGE, AND THAT MAKES IT PRETTY DIFFICULT A WAY IN WHICH TO DO THAT.

THEN YOU HAVE TO LOOK AT LONG-TERM LOOKING AT THE PROPERTY, HOW WE'LL KNOW WHAT KIND OF, UH, UH, RESOURCES ARE THERE IN TERMS OF LIKE WATER AND SEWER, UH, ELECTRICAL ELECTRICALLY.

UH, BUT ALSO AS YOU LOOK AT THESE KINDS OF THINGS, ARE ANY OF THEM, UH, HAVE A POTENTIAL HEALTH ISSUE, FOR EXAMPLE, UH, MAYBE NOT IN YOUR AREA, BUT I HAVE TO LOOK FOR BY THE TWO RAILROADS, HOW ABOUT TRANSMISSION LINES? HOW ABOUT GAS LINES? AND IF THE, THE, THE RESEARCH, IF WE FIND THAT, THEN OF COURSE THEY HAVE TO BE A SETBACK LINES IN REGARDS TO THAT.

SO AGAIN, IN THIS PROCESS, TWO TO FOUR MONTHS, I COULD BE VERY WELL TIED UP AND JUST GET READY TO START ENGAGING IN CONTACT IN PROPERTY OWNERS.

I DON'T LIKE TO JUST GO UP AND DOWN JUST SODAS TO CALL THE STREET, SAYING ANYBODY GOT ANY LAND FOR SALE SCHOOL DISTRICTS LOOK AT FARM BECAUSE THAT IS IT THAT REALLY JUST CREATES A LOT OF INTERESTS OUT THERE AND VERSA, YOU KNOW, PRICES GO EVEN HIGHER THAN THEY ARE TODAY.

SO IT NEEDS TO BE DONE IN A DISCREET KIND OF WAY.

UH, THE WAY I TEACH TO DO IT, UH, UH, LIKE I SAY, NOT MANY OF THE PIECES WILL COME WITH A LISTING AGREEMENT ON IT.

UH, BUT NEVERTHELESS, IF THEY ARE THERE, I'LL, I'LL CERTAINLY ENTERTAIN THOSE.

I'M NOT DISCOUNTING THOSE, BUT A HIGH PERCENT WILL PROBABLY BE WITH PROPERTY OWNERS.

UH, JUST LIKE THE LAST TIME I WAS WITH YOUR, UH, DISTRICT, UH, THE BIG PIECE, UH, IT WAS NOT A BIG, UH, NOTICE THERE IN TERMS OF THEIR DESIRE TO SELL, UH, WHAT I DO AT THAT PARTICULAR TIME.

I GO, UH, HOW PREPARE A LETTER AND SEND TO THESE POTENTIAL OWNERS, MAYBE JUST ONE AT A TIME OR TWO AT THE TIME.

BECAUSE AGAIN, I'M NOT TRYING TO GENERATE A LOT OF, LOT OF STIR ABOUT DISTRICTS OUT PRIOR TO BUY PROPERTY EVERYWHERE.

SO I'LL DO THAT JUST TO INTRODUCE MYSELF.

SO WHEN THEY GET A CALL, THEY WILL, THEY WILL BE ABLE TO SAY, WELL, THIS IS NOT JUST A, SOME SOLICITATION IS BEING CALLED.

SO THAT'S THE REASON FOR THAT.

SO THAT'S SORT OF THE PROCESS WE GO INTO LONG-TERM YES, IT'S GOING TO PROBABLY BE FROM ANYWHERE FROM EIGHT TO 12 TO 14 MONTHS BEFORE WE GO TO A CLOSE AND TYPE, IT DOES TAKE TIME.

AND, UH, BUT WE ONLY HAVE ONE TIME TO EXERCISE OUR JUDGMENT, TO TAKE CARE OF ALL THE ISSUES THAT WE NEED TO SO THAT AFTER THE PROPERTY IS PURCHASED, IS THAT, WELL, WHAT ABOUT SO-AND-SO WE NEED TO DO TO CHECK OFF AND MAKE SURE, UH, THE PROPERTY, UH, WILL BE APPROVED AND IS APPROVED TO SATISFY THE NEED OF THE SCHOOL DISTRICT.

SO THAT'S SOLVED LIKE A BRIEF CAPSULE OF WHAT I WILL BE DOING AND HOW I WILL APPROACH THE SERVICE THAT I PROVIDE FOR YOU.

UH, THE PROBLEM IS THAT, UH, PEOPLE WANT NEIGHBORHOOD SCHOOLS, BUT NOT IN THEIR BACKYARDS.

SO FINDING THAT PIECE OF PROPERTY THAT'S BOAST IS ACCESSIBLE AND, AND MR. BARRY, YOU, YOU LAID OUT EXACTLY.

THE KIND OF THINGS THAT I AM CONCERNED ABOUT IS THAT WE WANT DO NOT WANT TO BUY A PIG AND A POKE AND BUY A PIECE OF PROPERTY THAT ONCE WE GET THE CIVIL ENGINEERS IN THERE, THEY SAY, OH MY GOD, WHY DID YOU BUY THAT? BECAUSE THE AMOUNT OF FIELD IT WILL NEED, OR WHATEVER WILL DRIVE THE PRICE, WHICH HAPPENED WITH MAY RIVER HIGH SCHOOL.

AND WE DON'T WANT TO DO THAT AGAIN.

I BELIEVE THAT WE'RE GOING TO NEED TO BUILD QUICKLY GIVEN THE GROWTH THAT WE'RE SEEING IN THE BLUFFTON AREA AND, AND THE, THE, UH, COMMENTS FROM THE MAYORS OF, OF BLUFFTON, THE COMMENTS FROM THE REAL ESTATE AGENTS IN THE BLUFFTON AREA.

AND THE NUMBER OF PERMITS THAT HAVE BEEN SUPPLIED TO THE TOWN OF BLUFFTON TELLS ME THAT, AND THEY'RE THE TYPE OF PROPERTIES THAT ARE GOING TO BRING KIDS IN THERE.

THEY'RE NOT A EXCLUSIVE GATED COMMUNITY WITH HALF MILLION DOLLAR HOMES, WHICH PROBABLY DON'T HAVE MANY KIDS.

THESE ARE MULTIFAMILY AND RELATIVELY INEXPENSIVE STARTER HOMES THAT ARE, THAT ARE GOING IN OUT THERE.

WE DO HAVE SOME GROWTH UP IN THE NORTH, BUT NONE NEARLY AS MUCH IN THE SOUTH ARE SCHOOLS IN THE NORTH HALF CAPACITY.

CURRENTLY, IT'S NOT, IT'S NOT OPTIMAL THE WAY THAT WHERE THE CAPACITY IS DISTRIBUTED, BUT THERE'S NO IMMEDIATE NEED.

I DON'T BELIEVE IN A NEW SCHOOL NORTH OF THE BROAD, OTHER THAN SOME REPLACEMENT THINGS THAT WE MAY HAVE TO LOOK AT OR OLD SCHOOL BUILDINGS THAT HAVE OUTLIVED THEIR USEFULNESS.

SO, UM, I AM, I BELIEVE THAT OUR FIRST PIECE OF, UH, GROUND THAT WE CAN USE THAT WE ALREADY OWN IS THAT THE MAY RIVER HIGH SCHOOL COMPLEX.

AND I BELIEVE THAT ISA GROUND COULD HOLD A LARGE, UH, ELEMENTARY SCHOOL OR A MEDIUM SIZE K THROUGH EIGHT SCHOOL SINCE WE OWN THAT PROPERTY.

AND WE HAVE DONE A LOT OF SITE DEVELOPMENT OUT THERE.

UM, WE COULD MOVE VERY QUICKLY AT THAT PIECE OF PROPERTY, BUT THAT IN THE LONG-TERM IS NOT GOING TO BE SUFFICIENT.

THE REAL ISSUE WE'RE GOING TO HAVE IS GOING TO BE ABLE TO, WHEN WE CAN BRING THIS BEFORE THE VOTERS, BECAUSE THERE'S THESE NEW SCHOOLS, WE NEED A REFERENDUM, UH, TO FUND THESE SCHOOLS.

UH, I DON'T WANT TO GO DOWN THE PAST PRACTICE OF USING 8% FUNDS FOR MAJOR CAPITAL INVESTMENT.

UH, THAT THAT IS NOT A GOOD STRATEGY.

SO TIMING OF WHEN WE WOULD HAVE A, UM, REFERENDUM IS VERY CRITICAL.

UH, WE HAVE, WE HAVE LEARNED THAT REFERENDUM VOTES ON AN OFF CYCLE, UH, ELECTION CYCLE ARE NOT A GOOD TIME TO BRING UP REFERENDUMS. THAT'S THE BEST TIME TO BRING UP REFERENDUMS IS DURING THE EVERY TWO YEAR MAJOR CYCLE WHEN WE GET A LOT OF VOTER PARTICIPATION.

SO WE'RE NOT, WE'RE NOT GOING TO BE ABLE TO MAKE ANY MOVES AND WE DON'T WANT TO IN THE 2022 ELECTION, BUT THE 2024 ELECTION IS PROBABLY SOMETHING WE WILL NOT NEED TO LOOK AT, UH, FOR SURE, THE 20, 26 AT PROBABLY THE LATEST, BUT THE 20, 24 IS WHAT WE'RE GOING TO HAVE TO LOOK AT.

HOWEVER, I WILL SAY ONE OF THE THINGS THAT WE'RE STARTING TO RUN INTO IS THE INCREASED THE COST OF CONSTRUCTION, UM, WHICH IS GOING TO BE VERY IMPORTANT FOR THE DISTRICT TO, UM, PAY ATTENTION TO IT'S.

IT'S A SIGNIFICANT, I'LL JUST GIVE YOU ONE EXAMPLE.

WE HAD A MEETING THIS MORNING, 10 MONTHS AGO, WE HAD A BUDGET ON A NEW, NEW BUILD THAT WAS GOING TO BE COMING UP IN BLUFFTON, AND WE WERE THREE, FOUR FOR THE BUILDING.

AND TODAY IT'S AT 41.

SO IT'S, UM, I'D SAY SIGNIFICANT MATTER IS GOING TO IMPACT.

I THINK IT'S GOING TO IMPACT, UM, SOME OF THE PROJECTS THAT ARE SLATED TO GO, UM, YOU KNOW, FORWARD OVER THE NEXT SIX TO 12 MONTHS.
