UM, I'M GOING TO TURN THIS OVER TO JOSH, BUT JUST AS A LITTLE BIT OF A BACKGROUND, UM, WE KNOW THAT WE'RE CONSTITUTIONALLY OBLIGATED TO UNDERTAKE A REALLY A REDRAWING OF OUR WARDS IN RESPONSE TO ANY NEW CENSUS DATA.

AS WE KNOW ON AUGUST 12TH, UM, A LITTLE MORE THAN, UH, A MONTH OR SO AGO, WE RECEIVED THE 2020 CENSUS DATA UPDATE.

UM, JOSH IS HERE TODAY TO REALLY LET YOU KNOW WHAT THAT MEANS FOR US, WHAT THE PROCESS IS MOVING FORWARD.

UM, I THINK IT'S VERY IMPORTANT TO KNOW THAT WE HAVE CONTACTED THE SOUTH CAROLINA REVENUE AND FISCAL AFFAIRS OFFICE.

IT USED TO BE CALLED THE OFFICE OF RESEARCH AND STATISTICS FOR THE STATE BUDGET AND CONTROL BOARD.

UM, AND SO THEIR NEW OFFICE PRETTY MUCH THE SAME.

UM, THE SOUTH CAROLINA REVENUE FISCAL AFFAIRS OFFICE HAS BEEN CONTACTED TO HELP US THROUGH THE REDISTRICTING, UM, CONVERSATION AND PERHAPS CHANGES THAT WE MIGHT NEED TO MAKE.

UM, IT'S ALSO IMPORTANT TO KNOW THAT THIS IS THE SAME OFFICE THAT HELPED US LAST TIME IN 2011 WITH THE SAME.

SO WITH THAT, TURN IT OVER TO JOSH AND I'M HERE TO ALSO ANSWER SOME QUESTIONS.

THANK YOU, MR. ORLANDO MEMBERS OF TOWN COUNCIL, UM, WITHIN THE MEMO THAT YOU HAVE WITHIN YOUR PACKET, JUST KIND OF WANT TO HIGHLIGHT A COUPLE OF ITEMS THAT YOU UNDERSTAND WHAT THE PROCESS IS GOING TO BE AND WORKING WITH THE OFFICE OF REVENUE AND FISCAL AFFAIRS.

UH, THEY ARE GOING TO TAKE THE CENSUS DATA THAT'S PROVIDED FROM THE FEDERAL GOVERNMENT AND WORK DIRECTLY WITH YOU ALL AND THE PUBLIC TO UNDERSTAND THE PROCESS THAT WE HAVE TO GO THROUGH IN ORDER TO REDRAW OUR WARD BOUNDARIES FOR TOWN COUNCIL MEMBERS, UH, SO THAT WE COMPLY WITH ALL

OF THE APPLICABLE CONSTITUTIONAL PRO, UH, PROVISIONS THAT APPLY TO THIS PROCESS.

WITHIN THAT MEMO, THERE WAS A COUPLE OF ATTACHMENTS THAT I THINK ARE VERY IMPORTANT TO LOOK AT BECAUSE THEY KIND OF OUTLINED HOW THE REVENUE AND FISCAL AFFAIRS OFFICE IS GOING TO APPROACH THIS PROCESS.

AND KIND OF SOME OF THE STEPS THAT THEY'RE GOING TO ENGAGE IN ONE OF THE FIRST ONES IS GOING TO BE COMING DOWN AND MEETING WITH YOU ALL AND MEETING WITH THE PUBLIC, UH, TO KIND OF REALLY GO OVER THIS PROCESS IN DETAIL, TO EXPLAIN THE INS AND OUTS AND HOW THEY WILL BE GOING ABOUT TAKING THE CENSUS DATA, HOW THEY WILL BE APPLYING IT TO ENSURE EQUAL REPRESENTATION ACROSS THE WARD DISTRICTS.

UH, VERY IMPORTANTLY, HOW WE'RE GOING TO GO ABOUT IDENTIFYING EXISTING COMMUNITIES OF INTEREST, UH, SO THAT AS WE REDRAW OUR DISTRICT BOUNDARIES, AND WE MADE SURE THAT TO THE EXTENT THAT WE CAN, WE KEEP THOSE COMMUNITIES OF INTEREST CONNECTED AND THEN ULTIMATELY PREPARE DRAFTS REDRILL REDRAWN DISTRICT MAPS FOR COUNCIL TO CONSIDER.

SO ALL OF THAT PROCESS IS ESSENTIALLY IN KEEPING WITH THE WAY THAT WE'VE REDISTRICTED PREVIOUSLY AND THE WAY THAT WE'RE REQUIRED TO UNDER THE LAW IN ORDER TO BE ABLE TO COME FORWARD WITH REDRAWN MAPS.

THE ONE THING THAT I DO NOT HAVE FOR YOU JUST YET IS A DATE WE'RE WORKING WITH THE REVENUE AND FISCAL AFFAIRS OFFICE TO IDENTIFY A TIME FOR THEM TO COME DOWN AND BEGIN MAKING THAT PRESENTATION AND TO HAVE THOSE CONVERSATIONS.

HOWEVER, UH, WE ARE TOWARDS THE BACK OF THE PACK A LITTLE BIT PRIMARILY BECAUSE WE DO NOT HAVE ANY MUNICIPAL ELECTIONS THIS NOVEMBER.

SO THE REVENUE AND FISCAL AFFAIRS OFFICE IS WORKING WITH A NUMBER OF DIFFERENT JURISDICTIONS.

SOME OF WHOM DO HAVE ELECTIONS COMING UP HERE IN A MATTER OF WEEKS.

AND SO THEY'RE KIND OF WORKING WITH THOSE ORGANIZATIONS FIRST AND FOREMOST, AND THEY WILL BE WORKING WITH US.

WE JUST DON'T HAVE THAT SAME LEVEL OF PRIORITY BECAUSE OUR ELECTIONS AREN'T GOING TO TAKE PLACE UNTIL NOVEMBER OF 2022.

UM, SO AS SOON AS WE HAVE A DATE AND TIME KIND OF IDENTIFIED WITH THEM, WE'RE GOING TO LET YOU KNOW, SO THAT THEY'RE GOING TO COME DOWN AND START MAKING THOSE PRESENTATIONS, GETTING FEEDBACK FROM YOU ALL AS A COUNCIL, GETTING FEEDBACK FROM THE PUBLIC, AND THEN ULTIMATELY AT SOME POINT IN TIME AFTER THAT, DELIVERING A PROPOSED SET OF REDRAWN DISTRICT BOUNDARIES.

UM, SO WITH THAT, WE'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU ALL MIGHT HAVE ALEX.

UM, I GUESS I'LL START WITH, UM, I CAN APPRECIATE THE, UH, WE HAVE NO FISCAL AFFAIRS, UH, YOU'LL SEND HIM THE GUIDELINES.

UM, WHAT, AT THE MOMENT WHO WAS WORKING ON THIS FOR US RIGHT NOW? SO INTERNALLY WE HAVE STAFF WITHIN OUR GIS OR GEOGRAPHIC INFORMATION SYSTEMS DEPARTMENT.

THEY'RE THE ONES THAT ESSENTIALLY MAINTAIN THE TOWN MAPS AND AT THE HEART OF THIS PROCESS, THAT IS WHAT WE ARE WORKING WITH IS MAPS AND BOUNDARIES.

AND SO THE TECHNICAL STAFF FROM THE TOWN STANDPOINT IS FOLKS FROM WITHIN THAT DEPARTMENT.

AND DO YOU CURRENTLY HAVE IN HAND THE UPDATED CENSUS DATA FOR HILTON HEAD? WE HAVE IT FOR THE COUNTY AND WE HAVE IT AS A MUNICIPALITIES.

SO WE KNOW THAT BASED UPON THE INFORMATION THAT WE HAD AN INCREASE OF 562 PEOPLE FROM 2010 TO 2020, AS FAR AS A CENSUS NUMBER GOES, AND I WANT TO MAKE THAT CLEAR, THAT'S JUST WHAT'S REPORTED IN THE CENSUS.

SO, UM, THOSE ARE KNOWN KIND OF VARIABLES, BUT, UH, AS FAR AS THE INDIVIDUAL, UM, UH, THE, NOT THE ZIP CODES, BUT THE, UM, CENSUS DISTRICTS.

YES.

THE, YES, THE POPULATION CHANGES AT THAT LEVEL.

WE DO NOT HAVE THAT INFORMATION YET.

WE ARE EXPECTING TO RECEIVE THAT INFORMATION FROM THE FEDERAL GOVERNMENT ON OR ABOUT SEPTEMBER 30TH.

AND WHAT ABOUT THE CHANGE IN POPULATION? UM, I UNDERSTAND THAT THE INCREASE, BUT HOW IT HAS FLUCTUATED BETWEEN ETHNIC GROUPS.

UM, AGAIN, WE KNOW THAT AT A HIGHER LEVEL, SO WE KNOW THE DEMOGRAPHIC INFORMATION FOR THE TOWN AS A MUNICIPAL BOUNDARY AND FOR THE COUNTY, BUT WE DON'T KNOW IT DOWN TO THE INDIVIDUAL WARDS OR INDIVIDUAL CENSUS DISTRICTS.

OKAY.

UM, SO THESE DOCUMENTS THAT YOU, UH, PROVIDED FOR US, UH, THEY SPEAK, THEY SPEAK TO,

UH, COMMUNITIES OF INTEREST, I GUESS, THE WAY THAT THEY DEFINE THEM.

DO, DO WE, OURSELVES AS A TOWN HAVE DEFINED THE COMMUNITIES OF INTEREST? YES.

THE REVENUE AND FISCAL AFFAIRS OFFICE WILL ASK YOU AS A GOVERNMENTAL BODY TO TAKE SOME KIND OF FORMAL ACTIONS TO IDENTIFY, UH, THE COMMUNITIES OF INTEREST THAT YOU BELIEVE ARE PRESENT ON THE ISLAND AS PART OF THEIR REDISTRICTING EXERCISE.

IT DOES, IT IS OUR GIS DEPARTMENT CURRENTLY WORKING ON DEFINING THAT.

NOT THAT I'M AWARE OF, BUT I'M SURE THAT WE CAN WORK WITH COUNCIL MEMBERS IF THERE'S ANY QUESTIONS IN TERMS OF KIND OF COMING UP WITH THAT INFORMATION.

SO SOME SORT OF COMMUNITY INVOLVEMENT, UM, BEFORE THEY GET HERE, I CAN APPRECIATE THE FACT THAT WE AT THE BACK OF THE LINE THAT GIVES US MORE TIME TO GET OURSELVES TOGETHER.

UM, MANY OF YOU PROBABLY KNOW THAT MY WARD WARD ONE IS THE MOST DIVERSE WARD ON HILTON HEAD.

OKAY.

UM, AND I DON'T WANT TO MAKE ANY ASSUMPTIONS AS TO WHERE THE POPULATION INCREASE IS, BUT, UM, I HAVE TO LEARNING THAT THERE'S BEEN INCREASE IN THE HISPANIC POPULATION, COUNTYWIDE.

MAYBE THERE'S AN INCREASE HERE ON HILTON HEAD AND NOT BEING CERTAIN WHERE THOSE INDIVIDUALS ARE LOCATED.

UH, JUST, UH, LEADS US TO NOT BE ABLE TO ANSWER THE QUESTION FIRMLY AS TO, WELL, WHERE ARE OUR, UH, GROUPS OF INTERESTS, UM, LOCATED HERE ON HILTON HEAD? UM, SO, UH, THANK YOU JOSH FOR THE UPDATE.

UH, BUT I, I THINK THAT WE'VE GOT A LOT OF WORK TO DO HERE.

UH, WE DON'T WANT TO BE ACCUSED ON HILTON HEAD AT, UM, AS TO BE GERRYMANDERING TO ANY DEGREE.

AND WHEN YOU START TO TAKE INTO CONSIDERATION THE WAY HILTON HEAD LAYS OUT WITH ALL OF THE PLAN UNIT DEVELOPMENTS THAT MAKES THE EXERCISE EVEN MORE TRICKY.

SO, UM, I THINK THIS ONE NEEDS OUR ATTENTION, UH, LADIES AND GENTLEMEN.

UM, SO AGAIN, I APPRECIATE THE INITIAL REPORT, BUT I EXPECT THAT WE SHOULD FURTHER THIS CONVERSATION BEFORE THE OFFICIAL SHOW UP.

LET ME JUST AN OBSERVATION IN OUR DISCUSSIONS AROUND THE LOCAL OPTION SALES TAX.

SO THE NUMBER OF PEOPLE ON THE ISLAND WAS 37,002, SOMETHING LIKE THAT.

AND I THINK THAT IN OUR, OUR PLAN DOCUMENT, IT WAS REFERRING TO OUR POPULATION IS 39, 700 CLOSE TO 40,000.

UH, I GATHER THAT REDISTRICTING WILL BE ON THE 37,000 AND NOT THE 39,000.

SO IN A SENSE, WE'VE LOST A COUPLE OF THOUSAND RESIDENTS, UH, MAYBE THEY'RE NON-VOTING RESIDENTS, I'M NOT SURE.

SO JUST, JUST AN OBSERVATION, TAMMY.

I'M JUST CURIOUS BECAUSE, UM, I WAS OPEN TO WAITING TO HEAR HOW THIS UNFOLDS AND UNDERSTANDING THAT WE DON'T HAVE AN ELECTION THIS YEAR, THAT WE WOULD BE AT THE, UM, AT THE END OF GETTING ATTENTION WITH REGARD TO HOW THIS ALL PLAYS OUT, BUT DEFINING COMMUNITY OF INTEREST, AS I UNDERSTOOD IT WAS, WAS NOT NECESSARILY, UM, AS A, AS AN ETHNIC OR, UM, ANYTHING ALONG THOSE LINES, IT REALLY HAD MORE TO DO WITH, WITH TRULY INTERESTS AND NOT PERSONAL ATTRIBUTES.

SO I JUST WANT TO, I WONDER IF THERE'S AN ANSWER TO THAT.

UM, BUT I, I DON'T WANT TO CREATE SOMETHING THAT THERE, THAT THERE ISN'T, I THINK WE'RE ONE COMMUNITY AND ONE ISLAND AND WE OUGHT TO SEE EACH OTHER ALL THAT WAY.

BE A SURPRISE, BUT MUNICIPAL ASSOCIATION OF SOUTH CAROLINA PRESENTED, UH, TO THE TOWN OF HILTON HEAD ISLAND AT 2021 MUNICIPAL ACHIEVEMENT AWARD FOR THE REHABILITATION OF STORMWATER PULSE STATIONS.

UM, IT'S, IT'S FOR, UH, AN INVESTMENT IN OUR COMMUNITY, A $4.2 MILLION INVESTMENT PAID FOR BY STORMWATER UTILITY FEES.

AND IT WAS FOR THE JARVIS CREEK AND LAWTON LAWTON CANAL PUMP STATIONS.

UM, THE GOOD NEWS ABOUT IT IS NOT ONLY THAT WE WON THE AWARD.

OF COURSE, IT'S ALWAYS NICE TO BE, UM, RECOGNIZED AND, AND AMAZING JOB TO EVERYBODY.

ERIC INCLUDED IN JEFF BUCKALOO, SOMEWHERE ON HERE AS WELL, AND A WHOLE BUNCH OF OTHERS, BUT WE'VE REALLY, UM, YOU KNOW, JUST BASED UPON THE INFORMATION, UM, AND THE STRATEGY BEHIND IT.

WE REDUCED THE POTENTIAL FLOODING FOR MORE THAN 3,500 PROPERTIES BY INVESTING IN THESE PUMP STATIONS.

SO CONGRATULATIONS TO HILTON HEAD ISLAND, UH, MR. BERNO, IF YOU HAD SOME THINGS TO SAY WORDS TO SAY, AND I KNOW THAT YOU ALSO HAVE, UH, WE ALSO HAVE A SHORT VIDEO TO WATCH, WHICH I THINK WILL, WILL TELL THE TALE MUCH BETTER THAN I AM.

AND WITH THAT CHARGE.

PUBLIC WORKS CATEGORY TOWN OF HILTON, HEAD ISLAND, STORM WATER PUMP STATIONS SERVE AS A VITAL PART OF FLOOD CONTROL FOR BARRIER ISLAND COMMUNITIES, SUCH AS HILTON HEAD ISLAND THAT HAVE LOW LYING WATERSHEDS INFLUENCED BY TIDES, THE JARVIS CREEK AND LAWTON CANAL PUMP STATIONS.

THE TOWNS TWO OLDEST NATIONS NEEDED MAJOR SYSTEM UPGRADES AS EVIDENCED BY SERVICE INTERRUPTIONS, INCLUDING FAILURES DURING HURRICANE MATTHEW AND MOUNTING REPAIR COSTS.

AFTER IDENTIFYING THE STATION'S DEFICIENCIES STAFF, WORKED WITH THE ORIGINAL PUMP MANUFACTURER AND A CONTRACTOR TO CREATE A COST-EFFECTIVE IMPROVEMENT PLAN TO IMPROVE RELIABILITY AND PROTECT AGAINST FLOODING FROM STORMS. THE PUMP STATIONS WERE CONSTRUCTED ONE IN AROUND 1990, AND THEN THE OTHER THREE BETWEEN 2000, 2005, NONE OF THESE, UH, UH, PUMP STATIONS THAT WE WOULD RELY ON IN THE, IN AN EXTREME EVENT HAD EVER BEEN NECESSARY TO ACTUALLY BE CALLED THE DUTY UNTIL MATTHEW IN 2016.

AND THEN AGAIN, A YEAR LATER WITH IRMA IN 2017.

SO THAT'S WHEN WE GOT OUR FIRST REAL STRESS TEST WITH THESE PUMP STATIONS.

AND, UH, THERE WAS A LOT WE LEARNED WHEN THEY ACTUALLY CAME INTO WORKING TO PROTECT US FROM A STORM.

SO THE THINGS THAT WENT WRONG, THE THINGS DIDN'T GO QUITE AS EXPECTED OR THE THINGS THAT WORK WELL WERE ALL TAKEN INTO ACCOUNT.

AND, UH, THAT HELPED US WITH THE LESSONS LEARNED TO DECIDE HOW WE COULD IMPROVE THE FACILITIES.

UM, AS WELL AS, UH, DOING REHABILITATION UNDERTOOK A MORE THAN $4.2 MILLION REHABILITATION OF THE STATIONS,

REHABILITATION OF THE PUMP STATIONS INCLUDED REPLACING ELECTRICAL CONTROL SYSTEMS, INSTALLING NEW AND REFURBISHED GENERATORS OVER FOR HAULING SUBMERSIBLE PUMPS AND UPGRADING REMOTE MONITORING UPGRADES TO THE POWER SYSTEMS, GATES, DEBRIS, SCREENS, AND SEDIMENT DRUDGING ALSO AIM TO REDUCE THE RISK OF FAILURE.

THE JARVIS CREEK PROJECT REDUCES THE POTENTIAL FOR FLOOD LOSSES FOR MORE THAN 1,700 PROPERTIES IN ITS WATERSHED.

WHILE THE LAWTON CREEK PROJECT DOES THE SAME FOR 1,800 PROPERTIES IN ITS WATERSHED.

THE TOWN ALSO IMPLEMENTED A NEW WEB-BASED ASSET MANAGEMENT PROGRAM THAT WILL HELP EFFICIENTLY DOCUMENT MAINTENANCE WORK, HELPING IT MANAGE AND PLAN FOR COSTS FUNDING.

FOR THE $4.2 MILLION EFFORT CAME ENTIRELY FROM PROPERTY BASED STORMWATER.

UTILITY INFRASTRUCTURE IS FOR THE PROTECTION AND WELFARE OF THE PEOPLE THAT LIVE IN THIS TOWN.

AND I GUESS THAT COME INTO HERE, IT'S EXTREMELY IMPORTANT BECAUSE OF THE CLIMATE CHANGES TODAY AND THE FLOODING THAT WE'VE REPLACED, THE OLD PIPES THAT WE HAVE THAT ARE 20 OR 30 YEARS OLD, THIS IS A BIG INVESTMENT FOR US, BUT IT'S A VERY IMPORTANT INVESTMENT FOR THE HEALTH AND WELFARE OF THIS COMMUNITY HERE ALONG THE WAY.

PEOPLE LIVE HERE EXPECT US TO DO EVERYTHING WE CAN TO PROTECT THEM.

AND THIS LARGE INVESTMENT IS TO TAKE CARE OF THAT.

THE PROJECTS ARE VITAL TO THE TOWN, STRATEGIC PLANS AND EFFORTS TO PROTECT THE COMMUNITY FROM RISING SEA LEVELS.

THE UPGRADES HELP PROTECT MORE THAN 3,500 PROPERTIES PROVIDING LONG-TERM EFFICIENT FLOOD CONTROL AND STORM WATER MANAGEMENT.

SO AGAIN, ON BEHALF OF THE ASSOCIATION, UH, MUNICIPAL ASSOCIATION OF SOUTH CAROLINA, CONGRATULATIONS, I BELIEVE MR. LAD, IS THERE HOLDING A, YOUR, YOUR TROPHY AWARDS, UH, UH, AGAIN, LOOK FORWARD TO, UH, YOUR SUBMISSION FOR NEXT YEAR.

UH, WE ASKED THE STAFF ATTORNEY TO REPORT TO US, UM, EACH MONTH ON, UH, APPEALS FROM OUR BZA TO CIRCUIT COURT IN ORDER TO DETERMINE WHETHER OR NOT WE NEED TO MAKE ANY CHANGES, EITHER IN OUR PROCEDURAL OR SUBSTANTIVE CONSIDERATIONS, STAFF ATTORNEY IS DOING THAT ON A MONTHLY BASIS.

WE ALSO ASKED HER TO REPORT TO US ABOUT ANY CHANGES IN SOUTH CAROLINA CASE LAW OR STATUTES, WHICH WOULD MEAN THAT WE WOULD NEED TO MAKE SOME CHANGES IN EITHER OUR PROCESS BY, UM, THE SUBSTANTIVE PART OR THE, UH, PROCEDURAL PART OF OUR PROCESSES.

UM, ALSO THE, UH, MEMBERS OF THE BCA COMPLETED THEIR EDUCATIONAL REQUIREMENTS FOR THE YEAR AS OF JUNE 30 OF THIS YEAR.

UH, THE TRAININGS THAT WE WERE HAVING NOW ARE MORE IN LINE WITH THE PROCESSES AND THE LAW THAT WE NEED TO APPLY.

WE ASK FOR THAT, AND THE STAFF HAS RESPONDED.

UM, IN ADDITION, UM, ON A MONTHLY BASIS, WE RECEIVE A REPORT FROM THE STAFF ON WAIVERS, GRANTED BY THE STAFF UNDER THE LMO FROM THE LMO REQUIREMENTS.

UM, AND WE IN, UM, JULY OF 2020 RECEIVED A REPORT FROM THE STAFF OF WAIVERS GRANTED SINCE 2017.

UM, AND, UH, AFTER RECEIVING THAT REPORT, WE SENT IT TO THE PLANNING COMMISSION, ASKING THE PLANNING COMMISSION, IF THERE NEED TO BE ANY, UH, AMENDMENTS CONSIDERED TO THE LMS IN LIGHT OF THE NUMBERS OF WAIVERS.

GRANTED, UM, ALSO DURING THIS YEAR, THE, UH, PUBLIC PLANNING, OTHER TOWN COUNCIL CONSIDERED WAIVERS AND ASK FOR STAFF OR AN UPDATE AND AFFORDED TO, UM, MEMBERS OF THAT COMMITTEE, THE REPORT THAT THE BZA RECEIVED IN 2020, UM, THE VCA HAD PREVIOUSLY RECOMMENDED SOME AMENDMENTS TO THE LMO.

AND THE TOPIC WAS THE, UH, WHAT WE ARE COMMONLY REFERRING TO AS THE ROLE AS TRAILER PARK AND MANY DON'T KNOW THE REASON WHY IT'S CALLED RULE IS BECAUSE, UM, LONG TIME FAMILY ON HILTON HEAD, THE ROLLERS FAMILY, UH, OWNED THAT PROPERTY YEARS BACK WAS CHANGED HANDS SEVERAL TIMES, BUT IT IS THE PROPERTY ON MARSHLAND ROAD THAT IS CURRENTLY BEING, UH, SENT THROUGH THE PROCESS OF, UH, ASKING FOR A REZONING, UH, TO REDEVELOP IT.

UM, THERE'S ABOUT 40 SOME ODD HOMES THERE.

THIS MEETING WAS ATTENDED BY, BY MY COUNT AT LEAST 60 FOLKS, UM, MORE THAN JUST HISPANICS.

THEN WE'LL DO A WHITE PEOPLE.

THEY ALSO, UH, AS I LEARNED AFTER THE MEETING, MY TALKING WITH THEM HAVE BEEN LIVING IN THAT TRAILER PARK SINCE THE NINETIES, BUT THE MAJORITY OF THE ATTENDEES WERE HISPANIC AND THEY WERE FAMILIES.

IT REALLY STARTED TO TOUCH ME THAT THERE WAS SO MANY YOUNG CHILDREN THERE THAT,

YOU KNOW, AT SOME POINT MAY TAKE ONE OF OUR PLACES HERE ON THIS COUNCIL.

SO I'VE GOT GRAVE CONCERNS BECAUSE ONE OF THE OWNERS OF THE PROPOSED, UH, REZONING HAS ALREADY STATED THAT EVEN IF THE PROPERTY DOESN'T SELL, HE NO LONGER DESIRES TO OPERATE AS A MOBILE HOME PARK.

I'M BRINGING THIS TO OUR ATTENTION BECAUSE CIVIC GROUPS LIKE DEEP WELL COMMUNITY FOUNDATION, A LOW COUNTRY, LOW COUNTRY GULLAH ALL WORKING TOGETHER TO TRY TO FIND PLACES FOR THESE FAMILIES TO MOVE ON HILTON HEAD.

AND THE QUESTION WAS ASKED OUT LOUD TO THE INDIVIDUALS IN THAT MEETING.

HOW MANY OF YOU WANT TO CONTINUE TO LIVE ON HILTON HEAD? AND EVERY HAND IN THE ROOM WENT UP.

UH, SO I CAN APPRECIATE THE EMPHASIS OF THOSE CIVIC, UH, AGENCIES, BUT I'M NOW CHALLENGING US AS THE TOWN WILL ALSO ASSIST.

AND I'M GOING TO GIVE A FEW EXAMPLES AND I'M GONNA MOVE ON MR. MAYO.

UM, YOU FOLKS ARE IN NEED OF LAND TO MOVE THEIR MOBILE HOMES.

AND IF WE CAN'T FIND LAND READILY AND AVAILABLE, WE HAVE SOME AS THE TOWN OF HILTON HEAD, THE INFRASTRUCTURE COSTS INVOLVED IN PREPARING A SITE TO MOVE A MOBILE HOME.

WE'VE GOT MONEY SET ASIDE TO HELP WITH THAT.

AND THIS ONE, I JUST HAVE TO SHARE THIS ONE BECAUSE A FAMILY SHOWED UP AT THE MEETING WITH THEIR PLANTS AND ONE SISTER WAS LIVING IN ROLLERS TRAILER PARK.

THE OTHER ONE WAS LIVING ON AIKEN PLACE.

AND THE SYSTEM ON AKIN PLACE HAS 0.4, SIX, EIGHT.

CAUSE IF I'M NOT MISTAKEN, GOT ONE UNIT DATA IN A ZONING DISTRICT THAT CALLS FOR FOUR UNITS PER ACRE.

YOU DO THE MATH.

AT THIS POINT.

SHE CAN ONLY PUT ONE UNIT.

THERE IS PLENTY ENOUGH ROOM FOR HER TO PUT ANOTHER UNIT, BUT BECAUSE WE HAVE TURNED DOWN A RECOMMENDATION THAT CAME OUT OF THE GULLAH GEECHEE TASK FORCE TO ROUND UP IN THOSE CASES, THAT'S JUST ONE FAMILY THAT WE COULDN'T HELP.

SO AGAIN, I'M CHALLENGING US TO GET INVOLVED IN DISCIPLINE BECAUSE US LOSING THOSE FOLKS AS A PART OF OUR COMMUNITY WILL BE A DISASTER.

UM, WE'RE, WE'RE ALL AWARE OF, UH, THE BIDDING WAR ON HOUSES, BUT, BUT TODAY I HEARD A STORY OF A YOUNG COUPLE MOVING TO THE ISLAND WITH SOME EXPECTATION THAT THEY HAD BEEN, UH, OFFERED A RENTAL UNIT IN AN APARTMENT COMPLEX.

AND WHEN THEY ARRIVED ON THE ISLAND, THEY WERE TOLD WE ARE NOW BIDDING

ON THAT RENT ROLL.

SO THE PRICE OF RENTALS ARE NOW BEING AUCTIONED IN EFFECT.

AND I JUST WONDER NOT ONLY WHAT THAT MEANS TO THAT ONE COUPLE, BUT WHAT DOES IT MEAN WHEN THE RENEWALS COME UP? AND SO I THINK THAT WHAT THIS POINTS OUT IS THAT OUR HOUSING STOCK ON THIS ISLAND IS AN UNSUSTAINABLE OUT OF BALANCE STATE.

AND UNLESS WE ATTACK IT IN THE SAME WAY THAT WE ARE ATTACKING THE BRIDGE CORRIDOR ISSUE.

IN OTHER WORDS, MAKING IT A TOP PRIORITY, THERE'S NO WAY WE CAN TURN THIS AROUND.

IT IS ONLY GOING TO GET WORSE BECAUSE OF THE PRESSURES OF OFF ISLAND AND THE LACK OF HOUSING ON THE ISLAND.

UH, THE STATE'S CONTRIBUTION WAS SOMEWHERE AROUND $31 MILLION, THE TOWN OF HILTON HEAD ITSELF.

AND THAT SAME TIME PERIOD, IT'S BEEN OVER $40 MILLION.

AND I WOULD JUST OFFER UP THAT, YOU KNOW, WHEN WE SIT DOWN TO TALK THROUGH OUR STRATEGIC PLAN, THAT THIS IS ONE OF THE TOPICS THAT WE SPENT A LITTLE TIME ON.

THERE HAVE BEEN MANY GREAT PROGRAMS AROUND TOWN, THE LANTERN PARADE, MURAL, PAINTING, WRAPPING, CONSTRUCTION, FENCES, AND MUCH MORE.

BUT TO ME, THE BEST PART OF THE OCA, HIS CONTRIBUTION HAS BEEN TO BRING ARTS AND CULTURE TO A MUCH BROADER AND DIVERSE AUDIENCE OF RESIDENTS AND TOURISTS.

I LOOK FORWARD TO SEEING THE NEW PLAN THAT YOU WILL SEE LATER TODAY, ROLL OUT OVER THE NEXT THREE YEARS, FOUR YEARS OF WORKING CLOSELY WITH JEN MCEWEN HAVE SHOWN ME A LEVEL OF CREATIVITY, COMPETENCE, AND ENERGY THAT ARE EXTREMELY SPECIAL.

UH, TODAY I WOULD LIKE TO ADDRESS COUNCIL WITH REGARDS TO THE PUBLIC ART, UH, PORTION OF THE STRATEGIC ARTS STRATEGIC PLAN THAT YOU FOLKS HAVE IN FRONT OF YOU FOR CONSIDERATION TODAY.

UM, AS A VOLUNTEER, AS A CITIZEN VOLUNTEER, I'VE BEEN ACTIVE IN THE ESTABLISHMENT OF THE PUBLIC ART COLLECTION FOR HILTON HEAD ISLAND, PRIMARILY AS A BOARD MEMBER FOR THE COMMUNITY FOUNDATION OF THE LOW COUNTRY, UH, FROM A HISTORICAL PERSPECTIVE, THE PUBLIC ART PROGRAM BEGAN IN A PARTNERSHIP BETWEEN THE TOWN OF HILTON HEAD ISLAND AND THE, UH, COMMUNITY FOUNDATION BACK IN 2012.

UH, WHEN THE COMMUNITY FOUNDATION, I BELIEVE SEATED THE PROGRAM WITH APPROXIMATELY $80,000 IN FUNDING, UH, NOW THROUGH THE GENEROUS SUPPORT OF THE TOWN OF THE COMMUNITY FOUNDATION OF LOCAL BUSINESSES, UH, OF, UH, RESIDENT CONTRIBUTORS, UM, UH, THE HAS NOW GROWN TO 12 LARGE SCALE PIECES LOCATED THROUGHOUT THE ISLAND, UH, ALL IN PUBLIC PLACES, ART THAT IS FREE AND ACCESSIBLE TO ALL PEOPLE, OUR RESIDENTS, OUR VISITORS, YOUNG AND OLD ALIKE.

CURRENTLY THESE, UH, THE VALUE OF THESE PIECES, WHICH HAVE BEEN, UH, INSTALLED THROUGHOUT THE, AND HAVE A VALUE MONETARY VALUE OF ABOUT $500,000.

UH, THE COMMUNITY FOUNDATION MANAGED THE PROCESS UP UNTIL ABOUT TWO YEARS AGO WHEN IT WAS DETERMINED THAT ESTABLISHMENT OF THE OFFICE OF CULTURAL AFFAIRS WAS THE MORE APPROPRIATE PLACE FOR THIS PROGRAM TO RESIDE.

SO THERE WAS A, A TURNING OVER OF THE RANGE IF YOU WILL, UH, UNDER DIRECTION.

THAT INCLUDES, UH, JEN MCKEOWN'S ENERGETIC LEADERSHIP, UH, WITH THE SUPPORT OF OTHER CITIZEN VOLUNTEERS, UH, AN ADDITIONAL SIX PUBLIC SCULPTURE PIECES HAVE BEEN IDENTIFIED AND SECURED, AND THEY WILL BE INSTALLED ALONG THE SHELTER COVE SCULPTURE TRAIL, AS IT COMES ONLINE IN THE NEXT SEVERAL MONTHS.

HENCE THE TOWN'S PUBLIC ART COLLECTION HAS INCREASED IN A VERY SHORT PERIOD OF TIME BY 50%, WHICH IS GREAT.

AND THIS IS THE IMPORTANT POINT WITHOUT INCREASED TOWN FUNDING.

SO, UH, UH, EVERYBODY'S BEEN DOING A REALLY GOOD JOB AT, AT, UH, UH, SECURING THESE ADDITIONAL PIECES, UH, AT REASONABLE PRICES.

UM, WE'RE GRATEFUL FOR THE TOWNS WISE USE WISE DECISION OF BRINGING ON M K S K TO STUDY THE WILLIAM HILTON PARKWAY CORRIDOR AND RECOMMEND IMPROVEMENTS TO PER BIRD ALTERNATIVE MKS K HAS DONE A GREAT JOB AND WE BELIEVE MANY OF THEIR RECOMMENDATIONS SHOULD BE INCORPORATED INTO THE FINAL DESIGN.

IN PARTICULAR, THE NARROWER LANES, THE WIDER BIKE AND PEDESTRIAN PATHWAYS WAS SUFFICIENT BUFFERS, THE USE OF SMART TECHNOLOGY AND IMPROVED STREETSCAPING AND TRAFFIC CALMING MEASURES.

HOWEVER, EVEN WITH ALL OF THESE RECOMMENDATIONS, THEY CANNOT MAKE UP FOR THE CORE FAILURES THAT ARE INFECTING ANALYSIS AND THEIR PREFERRED ALTERNATIVE, WHICH ARE THAT THE SCOPE OF THE PROJECT HAS BEEN TOO NARROWLY DEFINED AND IT RELIES ON FLAWED DATA IN INPUTS AND ASSUMPTIONS TAKEN TOGETHER.

STD OT HAS PROVIDED AN OVERLY SIMPLISTIC APPROACH THAT FAILS TO COMPREHEND EXISTING TRAFFIC PATTERNS THROUGH THE CORRIDOR.

IT'S A LOGICAL TO TRY TO SOLVE A TRAFFIC CONGESTION PROBLEM WITHOUT AN ACCURATE UNDERSTANDING OF WHAT'S CAUSING THAT PROBLEM IN EXISTING TRAFFIC CONDITIONS.

INSTEAD INSULAR APPROACH WILL LEAD TO ADDITIONAL LONG-TERM TRAFFIC PROBLEMS ON ARTERIAL ROAD NETWORKS THROUGHOUT THE ISLAND, EXCESSIVE AND NOT NECESSARY ADDITIONAL PAVEMENT AND FURTHER ENCROACHMENT INTO THE ALREADY BURDENED STONY COMMUNITY.

GIVEN THE SIGNIFICANT PUBLIC INVESTMENT IN TIME RESOURCES AND TAXPAYER FUNDS ASSOCIATED WITH THIS PROJECT, WE URGE YOU TO TAKE SERIOUSLY THESE FUNDAMENTAL FLAWS IN SED OTS ANALYSIS.

WE BELIEVE THAT FURTHER STUDY IS NECESSARY AND WOULD OFFER THAT THE EXPERT TRAFFIC ENGINEER WE'VE WORKED WITH ON THIS PROJECT WOULD BE WILLING TO WORK WITH STAFF AND M K S K IF COUNCIL EXPANDS THEIR SCOPE IN ORDER TO IDENTIFY MEANINGFUL AND COMPREHENSIVE SOLUTIONS THAT LOOK BEYOND THE CONFINES OF FLAWED UNDERLYING FRAMEWORK, BUT AT A MINIMUM COUNCIL SHOULD BE UNIFIED AND INSISTING AT A MINIMUM THAT MKS K'S RECOMMENDATIONS ARE INCORPORATED AND REJECTING PLAN.

SO I SEE SOME MOMENTUM.

I SEE SOME ENERGY ON THE ACTUAL SPECIFICS OF WHO'S LEFT.

I WILL DEFER, UH, POLITELY TO JEFF METZINGER YOU'RE ON MUTE JEFF THERE.

SO, UH, THE, UH, WE'RE IN THE PROCESS OF, UH, HOPEFULLY FINISHING UP, UH, STANDARDIZATION OF ALL THE AGREEMENTS WITH THE EXISTING AGREEMENT PARTNERS, AND WE'RE APPLYING THOSE SAME ELIGIBILITY RULES TO ANY COMMUNITY THAT MEETS THE QUALIFICATIONS, HAVING A COMMUNITY THAT HAS SHARED A PLANET RIGHTS OF WAY THAT OF OUR COMMUNAL INTEREST WITHIN THE PRIVATE COMMUNITIES.

IF THEY MEET THOSE, THEN THE DRAINAGE THAT DRAINS THOSE, UH, UH, FACILITIES WITHIN THE COMMUNITY WOULD BE ELIGIBLE FOR SERVICE, UH, WITHIN THE COMMUNITY.

SO THESE SIX HERE MEET THE ELIGIBILITY REQUIREMENTS THE SAME AS FOR THE EXISTING PARTNER.

SO WE'RE GIVING THEM, OFFERING THEM THESE NEW AGREEMENTS BASED ON THE REVISED STANDARD TERMS AND CONDITIONS.

THERE ARE, UH, 17 TO 20 ADDITIONAL COMMUNITIES, UH, THAT IN OUR RESEARCH THAT LOOKED LIKE THEY COULD POTENTIALLY QUALIFY IF THEY CHOOSE TO ASK FOR SERVICE FROM THE TOWN BASED ON THE SAME SET OF CRITERIA.

AND, UM, AS FAR AS, UM, I GUESS THE MAKEUP OF THE, THE SYSTEMS AND ANY OF THE, THE PLAN COMMUNITIES, UM, IS IT SAFE TO SAY THAT, UH, UH, COULD BE A MIXTURE OF, UH, I GUESS RESPONSIBILITY BETWEEN, UH, NOT ONLY THE TOWN COUNTY IN SOME CASES, STATE WHEN IT COMES TO THE EFFECTIVENESS OF THE DRAINAGE? IT'S AN, IT'S AN EX IT'S AN EXTENSION OF SERVICE WITH THE, UH, THE FEES THAT WE COLLECT, UM, TO THESE COMMUNITIES, SINCE THERE'S, THERE'S SUCH A LARGE PORTION OF POPULATION THAT, THAT IS IN THESE PRIVATE COMMUNITIES.

AND IT SERVES SPECIFICALLY THE INTERESTS THAT THE SHARED INFRASTRUCTURE WITH THE COMMUNITIES,

IN OTHER WORDS, THE COMMON, COMMONLY PRIVATE RIGHTS OF WAY WITHIN THE RIGHT, WITHIN THE PRIVATE COMMUNITIES THAT HAVE COVENANTS THAT WOULD ALLOW THEM, UH, ALLOW US TO COME IN AND PERFORM, PERFORM SERVANT SERVICE MY MOST COMMUNITY.

SO IT'S IS THE SHARED COMMUNAL INTEREST.

THAT IS THE INTENT AND, AND, UH, THE POINT OF, OF THE SERVICE THAT WE DO PROVIDE, AND THAT'S BASED ON REQUESTS TO COME AND, UH, THAT, AND, AND REPAIR, UH, CORRECT DEFICIENCIES AND THEIR EXISTING SYSTEMS. YEAH.

SO THE, THE POINT THAT I'M MAKING IS IN THOSE PARTICULAR CASES, THERE COULD BE RESPONSIBILITIES OUTSIDE OF THE MUNICIPALITY, THE TOWN, UH, E THE COUNTY HAS A RESPONSIBILITY.

STATE HAS A RESPONSIBILITY, AS FAR AS THE MANAGEMENT OF THE SYSTEMS. AM I CORRECT IN THAT? YES, THE, THE DEITY IS RESPONSIBLE FOR MAINTAINING THE SYSTEMS IN THEIR RIGHTS OF WAY AND THE COUNTY AS WELL, AND THEIR RIGHTS OF WAY AND DEDICATED EASEMENTS, AND THEN THE TOWN, WHICH HAS FAR LESS, UH, INFRASTRUCTURE, UH, ROADWAYS IN COMPARISON TO DLT AND, OR THE COUNTY.

UM, BUT, UH, WE, WE DO THE SAME FOR OUR, OUR ROAD SYSTEMS THAT WERE RESPONDING.

BUT IN SOME CASES THEY COULD, THEY COULD OVERLAP.

UM, AND I GUESS MY LAST QUESTION IS, UM, HOW, HOW DID THESE AGREEMENTS DIFFER FROM THE AMENITIES THAT ARE NOT NECESSARILY PLANNED OR OFFICIAL HAVING A, UH, I GUESS, AN OFFICIAL POA OR A PUD, UM, DESIGNATION? SO THE STORMWATER UTILITY FEE IS, IS, UH, UH, A SOFT ASSESSED TO ALL THE RESIDENTS OF THE COUNTY.

IF, UH, WHEN THE FEES ARE COLLECTED, THEY EITHER GO TO BUFORD COUNTY TO PROVIDE SERVICE, UH, IN, IN THE AREAS THAT THEY'RE RESPONSIBLE FOR.

UH, BUT EACH MUNICIPALITY, IF YOU, IF THE FEES COLLECTED INSIDE THE MUNICIPALITY, LESS, A SMALL ADMINISTRATIVE FEE, BECAUSE THE COUNTY DOES COLLECT THE FEE FOR US AS PART OF THE PROPERTY TAX, UH, BILL.

AND THEN WE HAVE THAT FUNNY, THAT FUNDING AVAILABLE TO UTILIZE, UH, AS WE SEE FIT IN OUR COMMUNITY, AS LONG AS IT'S RELATED TO STORMWATER.

UM, SO, UH, W WHAT, I'M GOING HERE, MR. ORLANDO IS, UM, I'M DEFINITELY IN SUPPORT OF US IMPROVING OUR AGREEMENTS AND OUR SYSTEM OVERALL.

UM, BUT HAVING THE, THE, THE METRIC IN PLACE SO THAT WE ARE ASSURING THAT ALL COMMUNITIES PLANNED OR NON-PLANNED ARE RECEIVING THE ADEQUATE SERVICES, BECAUSE THEY ALL ARE PAYING INTO THIS FEE.

I THINK IT'S APPROPRIATE.

AND THAT ACCOUNTING, UM, AT LEAST NOT TO MY KNOWLEDGE, UM, IS NOT NECESSARILY READILY AVAILABLE TO, TO THE PUBLIC.

UM, SO I THINK THAT'S IMPORTANT THAT WE, WE, UH, WE WORK TO GO IN THAT DIRECTION.

UM, YOU KNOW, THIS IS, THIS IS THE TROUBLE WITH THE OLD, UH, QUOTE UNQUOTE LIMITED SERVICE GOVERNMENT AND PLANNED UNIT DEVELOPMENT.

RIGHT.

UM, SO I THINK THAT'S JUST IMPORTANT FOR US TO BE TRANSPARENT AND THAT DEGREE, UM, I'M BY NO MEANS, AM I OPPOSED TO THESE AGREEMENTS? I JUST WANT TO MAKE SURE THAT THERE'S AN UNDERSTANDING THROUGHOUT THE COMMUNITY, THAT THE AGREEMENTS ARE SIMPLY IN PLACE BECAUSE OF THE DESIGN OF THE PLAN UNIT DEVELOPMENTS.

NOT THAT ANYONE IS GETTING A PREFERENTIAL TREATMENT.

OKAY.

AND I THINK THAT IS A MISPERCEPTION HERE THAT NEEDS TO BE CLEANED UP, AND IT CAN BE CLEANED UP JUST BY THE ACCOUNTING OF THE MONEY'S BEING SPENT EQUALLY ALONG THE WAY.

JEFF, I THINK YOU SHOULD MAKE A COMMENT IN RESPONSE TO ALEX IN THE WAY THAT YOU TRACK, UH, ALL THE PROJECTS, ALL THE MAINTENANCE AND ALL THE DOLLARS SPENT OUT OF THE FUND, UH, INSIDE AND OUTSIDE THE GATED COMMUNITIES.

SO WE HAVE AN ANNUAL BUDGET IN WHICH, IN ADDITION TO THE OPERATING EXPENSE AND STAFFING THAT IS ALL SUPPORTED, UH, PAID FOR OUT OF THE STORM WATER UTILITY FUND.

UM, WE HAVE A CERTAIN AMOUNT.

WE DEDICATE TO THE ROUTINE MAINTENANCE OF, OF THE TOWNHOME SYSTEMS, UH, WHICH IS BEYOND WHAT THIS MORE LIMITED SERVICES PROVIDED VIA THE DRAINAGE AGREEMENTS.

UH, WE PAY OBVIOUSLY ANYTHING THAT'S IN THE TOWN PROPER, OR THE TOWN'S EASEMENTS THAT WE PAY ATTENTION TO THAT'S OUR RESPONSIBILITY, UH, TO HELP CORRECT.

UH, BUT THEN ANYTHING THAT'S A DEFICIENCY,

WHETHER IT, IT, UH, THE DEFICIENCY IS REPORTED TO US, WHETHER IT'S A, A CRUSHED PIPE OR A CLOGGED PIPE, OR, YOU KNOW, IT CAUSES PUBLIC SAFETY ISSUE OR A FLOODING ISSUE.

WE PRIORITIZE RECEIVING THAT IN THE FIELD AND PRIORITIZE EVERY REQUEST AND FIGURE OUT WHAT'S WRONG.

AND WE SCORE IT BASED ON A REAL RIGOROUS SCORING SYSTEM.

SO EVERY, EVERY DEFICIENCY HAS A SCORE, IF IT QUALIFIES FOR SERVICE BY THE TOWN.

AND THEN WE RANK THOSE AND WE TAKE CARE OF THE HIGHEST ONES FIRST, HIGHEST TO LOWEST AND GET AS MANY OF THOSE DOWN EVERY YEAR, BASED ON THE FUNDING THAT'S AVAILABLE TO US, WHAT'S LEFT OVER AFTER WE TAKE CARE OF THE ROUTINE MAINTENANCE AND THE PUMP STATIONS.

UM, AND THEN THE REST OF THAT, WE, WE, WE APPLY EVENLY, UH, BASED ON THE PRIORITY SCORE ALONE, REGARDLESS OF WHERE IT EXISTS.
