WITHOUT PETE RICHARDS THERE WOULD BE NO FOREIGN FRIENDS OF FORT FREMONT FORT FREMONT RAWLINGS WOULD LANGUISH IN SOME MYSTERIOUS RELIC RELATIVE SIGNIFICANCE BE UNKNOWN AND THERE'D BE NO HISTORY CENTER AND IN 2007 WHEN PETE ORGANIZE HALF DOZEN MASTER NATURALISTS TO HELP THE COUNTY ASSESS WHAT CAN BE DONE WITH THE FORT FREMONT PROPERTY, THE PREVAILING LOCAL WISDOM IN OUR

HOMETOWN PAPER. >> SO FORT FREMONT IS INSIGNIFICANT.

THERE WAS NO HISTORY THERE. NO SHOT HAD EVER BEEN FIRED IN ANGER.

COUNTY'S PLAN WAS TO SIMPLY SURROUND THE RUINS WITH A 20 FOOT HIGH CHAIN LINK FENCE AND ALLOW THE RUINS TO DIE. BENIGN NEGLECT. THAT WAS WHAT PETE OVERCAME TODAY BECAUSE OF PETE'S LEADERSHIP EFFORTS. WE HAVE ESTABLISHED A FACTUAL CONTEXT OF FORD AND THE LOCAL NATIONAL INTERNATIONAL HISTORICAL TRENDS.

THIS WAR PROVIDES A HISTORICAL SNAPSHOT OF THE STATE OF THE ART DEFENSE AND ENGINEERING AT THE BEGINNING OF THE TWENTIETH CENTURY. FOR FREMONT WAS TO ITS ZERO WITH THE AIRCRAFT CARRIER WHAT WERE OR TWO AND WHAT ICBM WAS TO THE COLD WAR UNDER PETE'S LEADERSHIP AND GUIDANCE FRIEND FOR THREE MONTHS MADE STRIDES SUPPORTING ACCOUNTING PROTOCOL, SAFETY AND MAINTENANCE PROJECTS THAT I THOUGHT WERE VOLUNTEERS .

WE'VE PROVIDED HISTORICAL EXHIBITS AT LOCAL MUSEUMS. WE PROVIDED LECTURES AT UCB AND CITIZEN HISTORY GROUPS. WE'VE TACKLE EDUCATIONAL INITIATIVES WITH THE LOCAL

SCHOOLS. >> WE'VE PROVIDED TOURS THAT ARE GIVEN REGULARLY BY VOLUNTEERS. SCIENCE HAVE BEEN DESIGNED AND MADE THAT PROVIDE INFORMATION ON THE HISTORY IN THE LOCAL CAR . COASTAL FLORA VIDEO AND TOUR APPS ARE NOW AVAILABLE FOR THE PUBLIC SCALE DIORAMA WHICH IS QUITE UNIQUE PROVIDES A PICTURE OF THE ENTIRE FORT IN 1985 AND HAS BEEN PAINSTAKINGLY RECREATED USING PERIOD ARMY

PHOTOGRAPHS AND ENGINEERING DRAWINGS AT THE TIME. >> NONE OF THIS WOULD HAVE HAPPENED WITHOUT THE VISION AND LEADERSHIP OF PETE RICHARDS. WE WILL TRANSFORM GRAY.

>> WILL PROVIDE A PLAQUE THAT EXPLAINS THE SIGNIFICANCE AND HOW IT TIES INTO THE FRIENDS OF FORT FREMONT AND THE HISTORY CENTER. WE STRONGLY URGE THE COUNTY TO DEDICATE THE HISTORY CENTER TO BE IN RECOGNITION OF THE CITIZENS EXTRAORDINARY VOLUNTEER CONTRIBUTIONS THAT HIS FELLOW CITIZENS TO BE COUNTED.

THANK YOU. >> THANK OKAY. ANYONE ELSE I THINK MISS THIS PERSON, MR. TRIAL? I MEAN COME FORWARD AND THEN THE LADY IN THE BACK.

>> GOOD AFTERNOON. MY NAME'S DAVID TRAILL. I LIVE IN LAUREL BAY MILITARY HOUSING BEFORE AND I WORK AT MARINE CORPS AIR STATION BEAUFORT AND I'M HERE ON BEHALF OF MARINE CORPS AIR STATION FOR TODAY. I'M HERE TO SAY THANK YOU FOR OUR CONTINUED PARTNERSHIP. I JUST STARTED THIS JOB RECENTLY AND WHAT I'VE NOTICED IS WE ENJOY A SYMBIOTIC RELATIONSHIP. AND AS I'VE GROWN IN THIS POSITION I'VE ENJOYED THE FRUITS OF A LOT OF HARD LABOR IN BUILDING THIS RELATIONSHIP AND GETTING IT TO WHERE IT IS TODAY. I WANTED TO THANK ALL OF YOU.

>> AND ERIC, I WANTED TO THANK YOU AND WHITNEY FOR HELPING ME ALONG IN THIS PROCESS AND FOR GETTING TO WHERE WE NEED TO GO . I REALLY DO APPRECIATE THAT.

THE DALE PDR, THE IMPORTANT PROJECT THAT MIKE WAS JUST TALKING ABOUT PROVIDES A HUGE MUTUAL BENEFIT TO BOTH THE COUNTY AND TO MY BROTHERS AND SISTERS IN THE MARINE CORPS.

THIS BILL WILL ENABLE THE AIR STATION TO CONTINUE FIGHTING THE FIGHT AND TRAINING FAR INTO THE FUTURE. AND WITH THAT THANK YOU VERY MUCH.

I APPRECIATE IT. THANK YOU. >> THE LADY IN THE BACK.

YES, MA'AM. COME FORWARD. BILL, GOOD AFTERNOON.

I'M MARIAN RAWLINGS. I'M ONE OF THE ORIGINAL MASTER NATURALISTS WHO WAS INVOLVED

WITH THE INFORMATION OF THE FRIENDS OF FORT FREMONT. >> AND I WANT TO SPEAK TO THE SUBJECT OF FORT FREMONT. THERE WAS A TIME IN BEAUFORT THAT FORT FREMONT WITH THOUGHT WAS THOUGHT TO BE INSIGNIFICANT BY MANY PEOPLE. PETE RICHARDS CHANGED ALL OF THAT. HE STARTED INSPIRED THE FRIENDS OF FORT FREMONT TO DIG INTO THE HISTORY OF THE SPORT AND THE PRINCE OF FORT FREMONT FOUND THAT FORT FREMONT IS IMPORTANT . IT REPRESENTS THE END OF 350 YEARS OF FORTS PROTECTING PORT ROYAL SOUND. IT WAS PART OF THE NATIONAL FORTIFICATIONS PROVIDING

HOMELAND DEFENSE AT THE TURN OF THE 20TH CENTURY. >> IT WAS OPERATING AT THE DAWNING OF THE COAST ARTILLERY . IT WAS AN OPERATION AT THE START OF THE U.S. BLUE WATER NAVY COLONEL PETER RICHARDS WAS A DECORATED NAVY VETERAN OF THE VIETNAM WAR WHO OPERATED AS AN INTELLIGENCE OFFICER ON A PATROL BOAT ALONG THE MEKONG RIVER. HE HAD ONE HUNDRED AND THIRTY FIVE COMBAT PATROLS IN THAT COUNTRY. HE RECENTLY DIED AS A RESULT OF EXPOSURE TO AGENT ORANGE IN THE VIETNAM WAR. KEITH RICHARDS WAS A COMMUNITY ACTIVIST WHO WORKED FULL TIME

[00:10:05]

TO MAKE THIS COMMUNITY A BETTER PLACE. HE SAW THE POTENTIAL FOR FREMONT EVEN WHEN COUNTY WANTED TO SELL A 20 FOOT CHAIN LINK FENCE AROUND THE BATTERIES TO KEEP PEOPLE AWAY. PETE FOUNDED THE FRIENDS OF FORT FREMONT TO WORK WITH THE COUNTY TO MAKE THIS PROPERTY A SIGNIFICANT RELIC AND A TOURIST MAGNET FOR THE COUNTY. HE SAW THE NEED FOR A HISTORY CENTER TO HELP EDUCATE THE RESIDENTS AND TOURISTS TO THE SIGNIFICANCE OF BEAUFORT AND FOR FREMONT IN AMERICAN HISTORY. HIS CREATION OF THE FRIENDS OF FORT FREMONT WAS INTENDED TO PRESERVE AND PROMOTE THE EDUCATIONAL, HISTORICAL, NATURAL AND CULTURAL RESOURCES OF FORT FREMONT PRESERVE PREVIOUS COUNTY EMPLOYEES WHO WORKED WITH THE LIKE BILLY LINDSEY, IAN HILL AND GARY KUBIK RECOGNIZE FIRSTHAND THE CONTRIBUTIONS THAT PETE MADE TO THIS EFFORT. THE HISTORY CENTER AT FORT FREMONT SHOULD BE DEDICATED TO THE MEMORY OF EARL PETER RICHARDS. PETE RICHARDS BROUGHT FOR FREMONT. BACK FROM THE ASHES OF RUIN ANY BROUGHT FOR FREMONT BACK TO LIFE. >> HEARING NONE. IS THERE ANY OPPOSITION, ANY OBJECTION?

>> ALL RIGHT. HEARING NONE. THIS WILL GO FORWARD AS A NEGATIVE RECOMMENDATION REGARDING THE JUNE 7TH PLANNING COMMISSION MEETING TO AMEND THE COMPREHENSIVE PLAN CHAIRMAN WILL NOT DISCUSS ITIN NUMBER 17 SAID WE'RE GOING TO HAVE THE

DECISION ABOUT THAT. >> WELL WE ADVISE WE ADVISED STAFF WHAT WE WANTED THEM TO DO

SO THEY WILL READ FORWARD WITH THAT. >> SO YES, I'M NOT SURE.

>> I KNOW THAT AS A RESULT OF THE DISCUSSION WE HAVE FIVE STAFF TO CONTINUE AGAINST SANCTIONS NEGOTIATIONS. AS FOR OUR DISCUSSION EXECUTIVE SEARCH THERE'S NO VOTE

[11. TEXT AMENDMENT TO THE COMMUNITY DEVELOPMENT CODE (CDC): SECTION 3.1.60 (CONSOLIDATED USE TABLE) AND SECTION 4.1.190 (RECREATION FACILITY: CAMPGROUNDS) TO REVISE THE CAMPGROUND STANDARDS]

REQUIRED. >> OK, WE HAVE HANDLED MATTERS ARISING OUT OF EXECUTIVE SESSION NUMBER 11 IS A TEXAS AMENDMENT TO THE COMMUNITY DEVELOPMENT CODE SECTION THREE POINT FOURTEEN POINT SIX ZERO AND SECTION FOUR POINT ONE POINT 1 9 0 RECREATION AND FACILITY CAMP GROUNDS TO REVISE THE CAMP GROUNDS STANDARD. AND MR. MERCHANT IS GOING TO PRESENT THAT. WELL WHAT WE HAVE BEFORE US ARE A SERIES AMENDMENTS TO

PRIMARILY TO ARTICLE 4 OF OUR COMMUNITY DEVELOPMENT CODE . >> THE TWO OF CAMPGROUNDS STANDARDS JUST TO GIVE YOU A LITTLE BIT OF BACKGROUND. BACK IN 2000 AND 18 THE PLANNING DEPARTMENT INITIATED A SERIES OF AMENDMENTS TO THESE STANDARDS AND THAT WAS LARGELY IN RESPONSE TO GROWING POPULARITY OF LUXURY RV RESORTS WHERE WE REALIZED THAT THERE WAS A SINGLE DEFINITION OF CAMPER ENCOMPASSED EVERYTHING FROM THE MOST PRIMITIVE YOU KNOW, LOW IMPACT CAMPGROUND TO SOME OF THESE THAT ARE MORE LIKE RESORTS THAT HAVE LARGE AMENITIES CENTERS AND IN A LARGE NUMBER OF UNITS .

AND SO WE WANTED TO MAKE SURE THAT WE MADE DREW THOSE DISTINCTIONS AND YOU KNOW, TARGETED THE APPROPRIATE CAMPGROUND FOR THE APPROPRIATE PARTS OF THE COUNTY,

APPROPRIATE ZONING DISTRICTS. >> THOSE HAVE BEEN IN PLACE FOR FOR THREE YEARS.

>> WE REALIZED IN IN ADMINISTERING THE CODE THAT THERE ARE A FEW ISSUES THAT WE WANTED TO CLEAN UP IN THESE STANDARDS. AND SO WE'RE COMING FORWARD WITH JUST A SERIES AMENDMENTS. ONE OF THE THINGS IS THAT WHEN WE ENTER A TWO STATE LIMIT TO THE LENGTH OF STAY FOR SOMEBODY IN A CAMPGROUND, WE HAVE SOME LANGUAGE THAT WOULD CLEAR UP A LOOPHOLE. I THINK THAT CRITICISM WAS IF YOU SAY YOU COULD STAY 30 DAYS AND NO LONGER SOMEBODY COULD EASILY TAKE THEIR UNIT OUT, TURN AROUND AND GO RIGHT BACK IN. AND SO THE LANGUAGE NOW HAS A MAXIMUM NUMBER OF DAYS PER 30 DAYS SO THAT SOMEBODY COULD GAME THE SYSTEM WITH THAT REQUIREMENT.

>> WE CLEARED UP SOME DISCREPANCIES BETWEEN THE USE TABLE AND ARTICLE FOR THAT KIND OF LED TO SOME SOME MISSING YEAR CONFUSION WITH WITH THE CODE WE WILL REQUIRE A 100 FOOT WIDE OPAQUE BUFFER IN ALL THREE CAMPGROUND TYPES. SAM I DEVELOPED AND DEVELOPED CAMPGROUNDS REQUIRED TO BE SERVED BY PUBLIC SEWER AND WATER.

I THINK BEFORE THERE WAS KIND OF A BLURRED DISTINCTION BETWEEN PRIMITIVE AND SEMI

DEVELOPED. >> AND WHAT THIS DID WAS WE DREW A REAL DISTINCTION PRIMITIVE CAMPGROUNDS NOT ON PUBLIC WATER OR SEWER. WE LIMITED THE NUMBER OF UNITS BASED ON YOU KNOW WORKING WITH DEEPAK TO SEE WHAT TYPICALLY IN RURAL AREAS WHEN THEY PERMIT CAMPGROUNDS WHAT IS THE MAXIMUM CAPACITY FOR ON LOT SEPTIC SYSTEMS THAT HANDLE THE SEWER REQUIREMENTS AND THEY SAID ANYWHERE BETWEEN 12 AND 15. AND SO WE CHOSE 15 AS THE

[00:20:08]

MAXIMUM FOR THE PRIMITIVE CAMPGROUNDS. THE OTHER THING WHEN WE LOOKED AT THE IMPACT OF CAMPGROUNDS WE REALIZED THAT THE OLD LANGUAGE HAD A LOT OF DIFFERENT

RESTRICTIONS ON THE CLASS OF RV OR THE LENGTH OF THE VEHICLE. >> AND WE REMOVED THOSE DISTINCTIONS LOOKING MORE AT THE NUMBER OF UNITS IS REALLY THE DRIVING FACTOR FOR THE

IMPACT OF THE CAMPGROUND. >> SO WE'RE HOPING THAT THESE MAKE IT A LITTLE MORE CLEAR AND CAN HELP US. THIS SEEMS TO BE A VERY POPULAR ITEM.

WE'RE ALWAYS GETTING QUESTIONS ABOUT CAMPGROUNDS AND SO WE'LL MAKE SURE WE HAVE THE BEST STANDARDS POSSIBLE MOVING FORWARD. I'LL OPEN IT UP FOR QUESTIONS.

BEFORE WE ANY QUESTIONS ON ONE NO ONE NOBODY IS ENTERTAIN AN EMOTION TO GO FORWARD WITH THIS BECAUSE THE FOLK CAMPS ON ALL THOSE SECOND CHIMPANZEES ON THE FLOOR COUNSELING.

>> ALL RIGHT. COUNCILMAN SOMMERVILLE MADE THE MOTION AND WAS SECOND BY

COUNCILMAN CASTLEMAN HEROES. >> YEAH. YEAH.

OH. COUNCILMAN DAWSON. OKAY.

SECOND BY COUNCILMAN DAWSON. NOW HERE IT IS. WITHOUT OBJECTION THIS WILL GO FOR THE FULL COUNCIL. ALL RIGHT. THANK YOU.

[12. BEAUFORT COUNTY NAMING POLICY: APPROVAL FOR NAMING THE FORT FREMONT INTERPRETIVE CENTER THE “FORT FREMONT HISTORY CENTER IN MEMORY OF PETE RICHARDS”]

THAT'S GOOD. ALL RIGHT. THE NEXT ITEM IS ARE YOU GONNA

DO THIS TO FORT FREMONT? >> FORT FREMONT? YES.

THIS IS THEY. THEY ALL SPOKE EARLIER ABOUT THAT.

BUT THIS IS THE POLICY FOR NAMING AND RENAMING LANDMARKS WHICH IS INTERESTING.

YES. I MAKE THAT MOTION. YES.

>> DO YOU WANT ME TO GIVE HIM A CHANCE TO KIND OF . OH, OK.

YES, I'LL BE BRIEF. BACK IN 1998. COUNTY COUNCIL DECIDED THEY NEEDED TO ADOPT POLICIES THAT WOULD GOVERN THE NAMING OF LANDMARKS AND PLACES IN THE COUNTY AND CAME UP WITH SOME CRITERIA. AND THAT'S THE REASON THIS IS COMING BEFORE YOU. IT REQUIRES ANYTIME A LANDMARK NEW BUILDING IS GOING TO BE

NAMED. >> IT NEEDS GO FIRST TO THE FOUR COUNTY HISTORIC PRESERVATION REVIEW BOARD WHERE THEY MAKE A RECOMMENDATION AND IT ULTIMATELY GOES TO COUNTY COUNCIL FOR APPROVAL. SO WHAT IS COMING BEFORE US AND I THINK YOU'VE HEARD DURING THE PUBLIC COMMENT PERIOD IS THE NAMING OF THE HISTORY CENTER WHICH IS VERY CLOSE TO

COMPLETION AT FORT FREMONT ON ST. HELENA ISLAND. >> THERE'S BEEN VERY STRONG INTEREST AMONG THE FRIENDS OF FORT FREMONT TO NAME THIS OR COMMEMORATE PETE RICHARDS WITH THIS LANDMARK. HE'S BEEN VERY INSTRUMENTAL IN GETTING THAT GROUP UP AND

RUNNING AND REALLY ADVOCATING FOR THIS SITE. >> ONE THING I WILL MENTION IS THAT ONE OF THE CRITERIA FOR NAMING LANDMARKS IS SPECIFIC STATES THE PERSON HAS BEEN DECEASED FOR FOR FIVE YEARS OR GREATER. IT'S OUR OPINION KNOW STAFF'S OPINION. I MEAN ULTIMATELY THIS IS A POLICY GUIDE FOR COUNCIL AND THAT'S SOMETHING THAT COUNCIL CANNOT ULTIMATELY MAKE THE DECISION ABOUT THE FRENCH SUPPORT OF FREMONT ARE AWARE OF THAT RESTRICTION AND THEY'RE HAPPY TO WAIT IF THAT'S

COUNCIL'S WISH. >> WE CERTAINLY WOULD LIKE TO MOVE FORWARD NAMING AND WE WORKED WITH THEM. HOW IT WOULD READ WOULD BE THE FOURTH FREE MONTH HISTORY CENTER AND THEN THERE'D BE A PLAQUE TO IT SAY IN MEMORY OF PETE RICHARDS.

>> THANK YOU. ANY QUESTIONS? OK.

JUST MAKE A MOTION. I WOULD FIRST LIKE YOU THANK THE FRIENDS OF FORT FREMONT FOR

ALL THE WORK THEY'VE DONE. >> I'M GOOD TO GO. KNOW HOW MUCH IT IS.

I MEAN THEY WORK TIRELESSLY FOR SO LONG. AND PETE WAS AS AS IT WAS SAID MANY TIMES WAS THE WAS THE SPEARHEAD THE DRIVING FACTOR BEHIND ALL OF THIS.

SO I MAKE THE MOTION TO PROCEED WITH THE ITEM 12 ON THE AGENDA AND RENAME THE 43 MONITOR CENTER TO THE FORT FREMONT HISTORY CENTER IN MEMORY OF PETE RICHARDS.

I HAVE A SECOND SEGMENT. OK. >> I THINK YOUR COVER HIS HAND UP FIRST. AS CLOSELY AS THE MOTION IS THERE WAS SOME DISCUSSION.

>> YES, THERE'S BEEN A MOTION MADE IN SECOND AND ANY DISCUSSION.

YOU KNOW, I'VE SAID WHERE I WOULD YOU KNOW WE'VE BEEN POLICY.

WE HAVE THE WHOLE POLICY. I DON'T HAVE A REAL PROBLEM WITH THAT POLICY, HOWEVER.

[00:25:10]

THERE IS THERE IS THERE ARE ALL BUILDINGS IN THE COUNTY THAT WARRANTS ALSO SOME CONSIDERATION FOR NAME FOR NAMING AND THEY ARE SUBJECT TO THE SAME POLICY AND I JUST WONDER WHETHER WE MAKE AN EXCEPTION BY DOING THIS OR ARE WE IN FACT NEED TO REVISIT THE POLICY AS WE MOVE FORWARD? THAT'S MY CONCERN BECAUSE I DO SUPPORT THE POLICY.

I MEAN THE RECOMMENDATION AND I'M HOPING THAT THERE MAY BE SOME OTHERS FOR CONSIDERATION AS WELL. I DO UNDERSTAND LONGEVITY ALLOWING FOR A DECEASED PERSON.

AND IF ANYTHING NEGATIVE COMES UP ABOUT THAT PERSON AND IT MAY BE SOMETHING THAT WE MAY WANT NOT TO NAME SOMETHING AFTER. BUT I THINK IN CASES LIKE THIS HERE WHERE WE KNOW ABOUT FIRST YEAR THE HISTORY AMENDMENT AND GOOD CITIZENS OF THIS COMMUNITY, I THINK IT'S AN HONOR TO DO SO. SO THAT'S ONE COMMENT I WANT TO MAKE AT THIS TIME.

THANK YOU. >> DOES THIS POLICY FALL UNDER YOUR SECT UNDER PLANNING THIS POLICY? I THINK WE KIND OF ASSUMED IT BECAUSE BECAUSE THE HISTORIC PRESERVATION RECORD WHICH IS ONE OF OUR OWN THAT MIGHT BE SOMETHING TO TASK THE BOARD WITH LOOKING AT IF THEY WOULD WANT TO REVISE THIS POLICY TO BASED ON THAT.

>> OK. ALL RIGHT. ALL IN FAVOR WAS AT EXACTLY

RIGHT QUESTION. >> YES, SIR. >> IF THIS SHOULD INCLUDE THE WAIVER OF THE FIVE YEAR WAITING PERIOD YET IF IT'S A MAKER OF EMOTIONAL ASSET.

YES. AND SECOND YES IT NEVER ANY HEAR ANY LANGUAGE REGARDING

THAT WAIVER, OK. >> WE WILL AMEND THE MAKER OF THE MOTION SAID HE WOULD AMEND IT TO SAY THAT IT IT EXEMPTS FROM THE FIVE YEAR REQUIREMENT AND THEN MAKE MAKER IN THE SECOND OF THE MOTION. AGREED. OK.

THAT WORK. ALL RIGHT. ALL RIGHT.

WITHOUT OBJECTION. AND WHAT THE AMENDMENT WITHOUT OBJECTION THIS PASSES.

ALL RIGHT. WE HAVE SOME VACANCIES ON THERE IN THE AGENDA.

WE'RE WORKING ON THOSE. I DON'T SEE ANY REASON TO GO THROUGH THOSE.

WE'VE GOT THEM LISTED
