UM, AND, UH, LET'S TAKE THE TERMINAL ONE FIRST.

UM, FUELING HAYES HAD A, MIGHT'VE HAD SOME KIND OF A, A TIME CONFLICT.

UH, SO NO ONE'S GOING TO DO THAT AFTER I DID THE TWO EDWARDS.

UM, IS THAT JOHN OR HAYES? WHO'S UP JOHN? ALWAYS GOOD TO HAVE YOU HERE IS THERE? YES.

AT FIRST, WE'RE GOING TO SHOW YOU A LITTLE BIT OF A TIME-LAPSE VIDEO FROM THE LAST COUPLE OF WEEKENDS OVER AT THE HILTON HEAD ISLAND, AIRPORT TERMINAL.

SO WHAT YOU WATCH THAT AND THEN WE'LL MOVE INTO THE NEXT PART.

SO THESE ARE, THIS IS VIDEO FROM SATURDAY.

SO IS IT JULY 30TH AND THEN THE FIRST SATURDAY IN AUGUST, BUT THIS IS A SATURDAY STARTING IN THE MORNING AND GOING THROUGH THE DAY KIND OF FOLLOW THE SUNLIGHT.

WE DIDN'T HAVE THE TIMES ON THERE, BUT YOU'LL SEE THE CROWDS MOVING THROUGH.

AND THIS, THIS IS A VIEW OF THE TSA CHECKPOINT.

AND THEN AT THE FAR END, THE TOP OF THE SCREEN, YOU'LL SEE WHERE THE RENTAL CARS ARE AND THEN BAGGAGE CLAIM.

SO, UM, I SHOWED IT TO A FEW PEOPLE AND THEY ACTUALLY THOUGHT IT WAS A ROLLING STONES FOR UNION TOUR.

IT'S NOT THAT'S YOUR AIRPORT AND THAT'S NOT THE BUSIEST DAY WE'VE HAD YET ANOTHER MINUTE, RIGHT? IT SHOULD YOU GET INTO THE LATER PART OF THE AFTERNOON, THE EVENING NOW AND SLOW DOWN AND THEN WE'LL KICK OFF WITH THE, THE AUGUST PORTION HERE.

NEXT, IF I REMEMBER CORRECTLY THAT DAY HE HAD ABOUT 1,380 OR SO PEOPLE GO THROUGH THE CHECKPOINT.

SO DOUBLE THAT FOR THE AMOUNT OF PEOPLE COMING THROUGH THE TERMINAL IS AUGUST 7TH.

THIS IS THE DAY WE HAD OUR LARGEST NUMBER OF PEOPLE THROUGH THE CHECKPOINT EVER.

AND WE HAD A 1,418 PEOPLE GO THROUGH THE CHECKPOINT.

SO DOUBLE THAT, OR SLIGHTLY MORE THAN DOUBLE THAT, BUT LOOK AT THE CROWDS, MOVING THROUGH THERE AND KEEP IN MIND, THIS IS THE EXACT SAME TERMINAL THAT SAW ON A PEAK SATURDAY, PREVIOUSLY HIGHS OF BETWEEN MAYBE 300 AND 400 PEOPLE OPENING ABOUT ALMOST FIVE TIMES THAT MANY THROUGH NOW AND THE EXACT SAME BUILDING.

OKAY.

NEEDLESS TO SAY, WE'RE GOING TO TALK ABOUT THE TERMINAL PROJECT TODAY.

A LITTLE BIT LOOKS LIKE IT'S WORKING, JOHN, WHY DON'T WE, IT DOESN'T MOVE THAT QUICKLY.

SO ONE DAY, ALL RIGHT, THEN OF COURSE IT SLOWS DOWN AT NIGHT AND THEN WE FINISH UP.

SO I'VE GOT ANOTHER POWERPOINT THAT WE'RE GOING TO LAUNCH INTO, BUT IT REALLY, AGAIN, THE POINT OF THAT IS, UM, THE COIN, THE PHRASE FROM, UM, ALMOST 20 YEARS AGO, A LITTLE BIT OF SHOCK, RIGHT? TO SEE WHAT'S GOING ON, IT'S YOUR AIRPORT IN TROUBLE ON THE WEEKENDS.

UH, AND IT DOES THAT REALLY

SATURDAY IS OUR BUSIEST DAY, BUT WE SEE SIMILAR CROWDS LIKE THAT FROM THURSDAY THROUGH MONDAY, TUESDAY AND WEDNESDAY ARE A LITTLE BIT SLOWER, BUT THURSDAY THROUGH MONDAY HAVE, UH, BETWEEN 21 AND 25 DEPARTURES EACH OF THOSE DAYS.

UH, AND THE AIRLINE NUMBERS HAVE, HAVE REALLY BEEN INCREASING JUST TO GIVE YOU A QUICK SNAPSHOT OF THAT WHILE THAT POWERPOINT IS LOADING, UH, BACK IN 2019, YOU REMEMBER THAT WAS OUR PREVIOUS RECORD YEAR, UH, FOR PASSENGERS GOING THROUGH THE TERMINAL.

AND WE HAD ABOUT 233,000 PASSENGERS GO THROUGH THE TRAUMA.

THAT'S BOTH WAYS ON AIRPLANES AND OFF AIRPLANES.

UH, WE JUST GOT THE NUMBERS FROM JULY AND LAST WEEK FROM ALL THE AIRLINES.

AND SO FAR, WE'VE HAD TO HUNT OVER 230, 5,000 THROUGH JUST THE FIRST SEVEN MONTHS OF THE YEAR.

UM, SO WE'RE BREAKING RECORDS EVERY MONTH.

NOW THIS IS BECOMING A, WHAT SOME PEOPLE ARE CALLING IT, THE NEW NORMAL, I SUPPOSE, BUT WITH THAT NEW NORMAL, UH, IT'S ALSO SHOWING US THAT WE NEED A NEW AND A MUCH LARGER TERMINAL WHEN YOU DESIGN A TERMINAL.

UM, YOU GO THROUGH A, A PROCESS THAT OBVIOUSLY DETERMINES WHAT YOUR NEEDS ARE.

UH, LIKE THE FACILITY NEEDS ASSESSMENT THAT THE COUNTY HAS JUST GONE THROUGH.

RIGHT.

UH, BUT TO PUT IT VERY SIMPLY, EVERY ONE OF THOSE CATEGORIES WAS FOUND SEVERELY LACKING IN THE, IN THE CURRENT BUILDING.

UH, SO HENCE THE TERMINAL DESIGN AND MOVING IN TO TALK ABOUT THE FUNDING.

UM, SO I'M GOING TO GO THROUGH THIS LITTLE PRESENTATION HERE.

I LIKE TO GIVE, FIRST OF ALL, THE VITAL STATISTICS, AND THIS IS REALLY FOR ANYBODY WHO MAY NOT BE INTIMATELY FAMILIAR WITH THE AIRPORT AND THE TERMINAL, BUT THIS IS WHAT WE ARE.

IT'S A SMALL NON HUB.

I LIKE TO CALL IT A RESORT DESTINATION, KIND OF A BOUTIQUE AIRPORT.

UM, NO INTERNATIONAL TRAFFIC, VERY SMALL STAFF.

AS YOU CAN SEE, 15 STAFF RUN THE AIRPORT THAT'S COUNTY EMPLOYEES.

OF COURSE THERE WAS OTHER, YOU KNOW, TERMINAL TENANTS AND THE AIRLINE EMPLOYEES, THE THREE MAJOR AIRLINES THEY'RE AS AMERICAN DELTA AND UNITED.

CURRENTLY WE'RE AT 144 WEEKLY DEPARTURES.

TWO YEARS AGO, WE HAD 67 I BELIEVE.

AND WE THOUGHT THAT WAS PRETTY BUSY.

SO WE'VE MORE THAN DOUBLED THAT, UM, LAND SIZE, LESS THAN 200 ACRES.

IT'S A VERY, VERY SMALL FACILITY.

AND THE TERMINAL SIZE 20,000 IS BEING A LITTLE BIT GENEROUS, BUT THE ANNUAL ECONOMIC IMPACT THAT'S ON THE CONSERVATIVE SIDE ARE A LITTLE BIT HIGHER THAN 410 MILLION.

WE'RE PROBABLY, AND IT'S INCREASING AS WE GO WITH THESE THINGS.

SO THAT'S KIND OF THE VITAL STATISTICS THERE.

UM, AND THIS, WE CAME UP WITH IN THE SPRING WEEK, WE DECIDED THAT WITH AN AIRPORT, THIS BUSY WITH THE STAFF IS IMPORTANT.

WE NEED TO HAVE A GOOD VISION AND MISSION.

SO THIS IS WHAT WE WANT TO BE.

WHEN WE GROW UP THE VISION, WE WANT TO BECOME THE BEST OR THE MOST DESIRED DESTINATION AIRPORT IN THE COUNTRY.

OKAY.

VISIONS ARE USUALLY PRETTY LOFTY, MAYBE HARD TO ACHIEVE, BUT THAT'S WHAT WE'RE SHOOTING FOR.

AND THEN THAT MISSION IS KIND OF HOW WE'RE GOING TO GET THERE.

SO I'LL LET YOU KIND OF READ THAT AT YOUR LEISURE LOOK ON THROUGH THAT IS ACTUALLY THAT LAST AIRCRAFT WAS A PRIVATE AIRCRAFT THAT USES A FACILITY.

UM, SO WE DO CATER TO BOTH OBVIOUSLY COMMERCIAL AND PRIVATE AIRCRAFT.

UH, SO THAT'S UNITED AIRLINES HERE, A FEW CHANGES WE'VE MADE THE SUMMER TO DEAL WITH THE CONGESTION THAT WE'VE HAD AND THE TRAFFIC THAT WE'VE SEEN THE TERMINAL, AND WE'VE ADDED THE AIRPORT AMBASSADOR PROGRAM.

THAT'S A FANCY NAME FOR SAYING THAT WE HAD A BOARD MEMBER PUT HER HAND IN THE AIR AND SAY, HEY, I USED TO WORK IN AIRPORTS BEFORE AND I WAS WITH TSA.

SO I HAVE A FAMILIARITY WITH WORKING WITH THE TRAVELING PUBLIC.

SO WE SAID, THAT SOUNDS GREAT.

AND THEN YOU CAN WORK THERE.

SO SHE COMES IN ON SATURDAYS AND, AND THE COUNSELING RODMAN'S COME IN AND KEPT HER COMPANY A LITTLE BIT TOO, TO HELP OUT.

AND I THINK KIND OF LEARN A LITTLE BIT MORE AND INTERACT WITH THE PASSENGERS.

BUT THAT PROGRAM HAS REALLY BEEN VERY SUCCESSFUL BECAUSE IT, IT HELPS.

WE FOUND THAT WITH THE CROWDS, PEOPLE NEED INFORMATION.

THEY NEED KNOWLEDGE BECAUSE IF THERE'S A BIG LINE, IF REMEMBER THE PIPELINE SHUT DOWN A COUPLE OF MONTHS AGO, NOBODY REALLY NEEDED GAS.

THEY WORK, THEY'RE RUN OUT OF FUEL, BUT EVERYBODY GOT IN LINE AT THE SERVICE STATION BECAUSE EVERYBODY ELSE IS ALIGNED.

AND YOU FIND THAT AT THE AIRPORT TOO, IF RIGHT, IF EVERYONE'S IN THE LINE FOR TSA, EVERYBODY ELSE GETS ALIGNED.

EVEN IF THEIR FLIGHT IS NOT FOR FOUR HOURS, THEY GET IN LINE ANYWAY.

SO THE AMBASSADORS HAVE HELPED KIND OF CONTROL THE INFORMATION AND THE TERMINAL.

I LET PEOPLE KNOW WHAT'S GOING ON, UH, WHICH HELPS THEM.

WE ALSO ADDED A BOARD.

I THINK I TALKED ABOUT THIS BEFORE, BUT THAT NOW SCREENING BOARD, UH, WE'RE DIFFERENT THAN MOST AIRPORTS AND MOST AIRPORTS, YOU ARRIVE EARLY, YOU HUSTLE TO GET THROUGH TSA, AND THEN YOU GO SIT IN THE MORNING GATE AREA, GET YOUR CUP OF COFFEE, SIT DOWN AND READ THE PAPER, BUT YOU CAN'T DO THAT.

I DON'T KNOW.

WE DON'T HAVE ENOUGH ROOM FOR YOU.

SO WE WANT YOU TO CHECK IN AT THE AIRLINE AND THEN WAIT, JUST RELAX.

AND THEN WHEN YOUR FLIGHT COMES UP ON THE NOW SCREEN WOULD THEN GET IN THE TSA LINE AND THAT'S HELPED A LITTLE BIT TOO, WE THINK.

AND THEN EXCELLENT IMPROVEMENTS.

THOSE ARE ABOUT TO OPEN UP.

I THINK TOMORROW WE'RE GOING TO OPEN THOSE UP, BUT WHAT WE'RE DOING IS CHANGING THE FLOW OF PASSENGERS.

PLANNING PASSENGERS WALK OUT FROM THE JET BRIDGE AND THEN THE END PLANNING, PASSENGERS BOARDING HAVE TO WAIT FOR THEM TO GET OFF.

THERE'S KIND OF A CROSS TRAFFIC, BUT IT'S NOT, IT'S NOT A DISORGANIZED CROSSING A TRAFFIC.

WE HAD A LITTLE BIT OF DISORGANIZATION AND VERY SMALL FACILITY.

SO WE'VE CHANGED OUR ROUTES.

WE ACTUALLY CUT THROUGH ANOTHER WALL OF THE TERMINAL TO MAKE THIS HAPPEN.

SO THIS IS IN ADDITION TO SOME OF THE OTHER PROJECTS WE'VE DONE.

AND THEN THE LAST ONE, WE'VE GOT A CONCESSIONS IN A CAFE VENDOR THAT'S UNDER CONTRACT AND THEY'LL BE STARTING SOON, PROBABLY BE AT THE TAIL END OF THE SEASON FOR THIS YEAR, BUT WE'LL BE LINED UP FOR FULL SERVICE NEXT YEAR, WHICH HELPS OUT TOO, BECAUSE THE FOLKS CAN RELAX A LITTLE BIT AS SOMETHING TO EAT AND DRINK THAT HELPS OUT.

SO THE KEY PROJECTS WE'RE WORKING ON NOW, UH, THE, UH, THE PARKING RAMP FOR THE AREA PLANES, UH, THE PASSENGER TERMINAL AND THE RUNWAY TAXIWAY STRENGTHENING PROJECTS.

THE MAIN ONE WE'RE GOING TO FOCUS ON IS THAT PASTOR TERMINAL.

ALL RIGHT, I WANT TO JUST KIND OF GO BACK AND SHOW YOU THE EVOLUTION AND OF THOSE NUMBERS, YOU KNOW, WHERE DID THEY COME FROM? SO JUST ABOUT 30 MONTHS AGO, THIS IS WHERE WE WERE.

WE HAD A SINGLE AIRLINE FLYING TO A SINGLE CITY THREE TIMES A DAY, EVEN WITH THE JET TRAFFIC.

AND THEN UNITED CAME IN AND THEY ADDED THE THREE HUBS ON A SEASONAL BASIS IN MARCH OF 19.

AND THEN THE MAY OF 19 DELTA CAME IN AND THEY ADDED ATLANTA WITH YEAR ROUND SERVICE.

AND THEN IN MARCH OF 2020 AMERICAN ADDED DFW, IT WAS DALLAS FORT WORTH.

THEY ACTUALLY BROUGHT BACK THE, THE REAGAN NATIONAL FLIGHT, UM, AND LAGUARDIA AS WELL.

PLUS HE ADDED A FLIGHT TO CHICAGO AND THEN THIS YEAR THEY BROUGHT BOSTON IN.

AND THEN OF COURSE ON THE NEXT ONE, YOU'LL SEE, YEAH, UNITED'S BIG PUSH WHERE THEY ADDED THOSE POINT TO POINT FLIGHTS.

SO WE ENDED UP GOING WITHIN 30 MONTHS, ACTUALLY 25 MONTHS.

WE WENT FROM A SINGLE FLYING TO ONE CITY, THREE TIMES A DAY TO ALL THREE MAJOR NETWORK CARRIERS FLYING TO 16 DIFFERENT CITIES FOR THEM SORT OF BY MULTIPLE AIRLINES, WITH 145 OR WEEKLY FLIGHTS.

SO IF I HAD A MIC, I GUESS I COULD DRAW, BUT IT'S BEEN EXTREMELY BUSY.

OKAY.

UM, AND THE NUMBERS SHOW THAT, BUT WITH THOSE NUMBERS COMES THAT CRABBING THAT WE'RE TALKING ABOUT AND THUS THE NEED TO IMPROVE THAT TURMOIL.

THIS WAS SOMETHING INTERESTING.

AND I DON'T KNOW WHO'VE USED FLIGHTAWARE OR ANY OF THE SOFTWARE.

YOU CAN SEE WHAT KIND OF AIRPLANES ARE UP IN THE AIR AT ANY GIVEN TIME.

BUT WHAT'S INTERESTING ABOUT THIS IS I, I CLICK ON THIS EVERY DAY TO SEE WHAT'S GOING ON, BUT THIS IS A SCREENSHOT OF WHAT JUST A SNAPSHOT IN TIME, 2:40 PM ON THAT DAY.

AND ALL THE AIRCRAFT THAT ARE EITHER BLUE OR GREEN ARE AIRCRAFT THAT ARE EITHER COMING TO HILTON, HEAD ISLAND, AIRPORT ARE DEPARTING.

AND THAT REPRESENTS PROBABLY A COUPLE OF PRIVATE AIRCRAFT THERE TO HIGHLIGHT IT.

BUT MOST OF THOSE ARE COMMERCIAL.

SO THERE'S ABOUT EIGHT OR NINE COMMERCIAL AIRCRAFT AT THAT MOMENT IN TIME ON THAT AFTERNOON, EITHER DEPARTING OR COMING TO HILTON, THAT ISLAND AIRPORT USED TO BE ONE.

SO IT'S AS EXTREMELY BUSY.

IT ALSO GOES TO SHOW HOW MANY AIRCRAFT ARE IN THE AIR AT ANY GIVEN TIME, WHICH FRIGHTENED SOME PEOPLE, ALL RIGHT, THIS IS AN AREA OF THE TERMINAL.

AS IT EXISTS TODAY, YOU CAN SEE HOW BIG ONE OF THOSE ONE REGIONAL JET IS SITTING.

WE HAVE THREE THAT SIT THERE AND NORMALLY, ALL RIGHT, IF YOU CLICK TO THE NEXT ONE THAT REPRESENTS KIND OF THE, THE OLD WHOLE ROOM THAT WE SAY, AND THEN IF YOU CLICK THE NEXT, THIS SHOWS THE MODULAR, THAT'S THE MODULE OF BILLING.

SO THAT'S WHAT THE, WHAT THE PROJECT WILL LOOK LIKE WHEN IT'S COMPLETED.

THERE'S THE OUTSIDE, WE'LL HAVE FOUR LANES OF TRAFFIC THAT CAN MOVE THROUGH VEHICULAR TRAFFIC.

THAT INNERMOST LANE CLOSEST TO THE BUILDING HAS COVERED DROP-OFF FOR THE ENTIRE LENGTH OF THE FACILITY.

AND THEN MOVING ALONG WITH OF THE INTERIOR.

THIS IS IF YOU WERE TO WALK IN THE BUILDING NOW WITH A TIME-LAPSE VIDEO IS SHOWING AND THE TSA QUEUE AREA, THAT'S KIND OF THIS, THIS AREA HERE, BUT THIS IS TURNED AROUND, LOOKING BACK THE FRONT DOORS.

THIS IS KIND OF THE GRAND HALL THAT WILL BE MADE WHEN THE BUILDING IS RENOVATED AND EXPANDED MUCH MORE ROOM.

OBVIOUSLY THEY'RE MOVING OUT.

THIS IS WHAT THE TICKETING AREA

IT'S GOING TO BE IN GENERALLY THE SAME AREA, BUT A LOT MORE SQUARE FOOTAGE THAT TICKETING WILL SHOW I THINK A VIEW OF THE WHOLE ROOM.

SO THIS IS MOVING ONCE THESE PEOPLE EXITED THE TSA SCREENING LINE, WHICH WILL BE TWO LINES WITH NEW EQUIPMENT INSTEAD OF ONE LINE WITH ALL THE EQUIPMENT, WHICH IS WHAT WE HAVE NOW, THEY MOVE UP INTO THE BOARDING GATE AREA.

THEY'LL DEFINITELY DROP A LITTLE BIT AS THE SEASON TAILS OFF.

UM, BUT I THINK AS YOU'VE HEARD FROM OTHER FOLKS THAT THAT SEASON IS GETTING LONGER AND LONGER AND THE OFF SEASON IS GETTING SMALLER AND SMALLER.

SO WE EXPECT TO SEE THOSE NUMBERS RESTATE PRETTY HIGH THROUGH AT LEAST OCTOBER.

BUT IN THE PAST COUPLE OF YEARS, THEY'VE BEEN MOVING INTO NOVEMBER WHERE AS WELL, SO THE CNN SAYS SEASON'S GETTING LONGER.

UM, AND SO AS WE'VE TALKED ABOUT AS WELL BEFORE, UH, THIS IS NOT AN INEXPENSIVE PROJECT, IT'S A, IT'S A BIG AUDACIOUS PROJECT.

ONE THAT'S DEFINITELY NEEDED IN ORDER TO SERVE THE PEOPLE ON AN ISLAND AND BUFORD COUNTY, THE WAY WE SHOULD BE SERVING THEM.

UH, THIS IS A CLIENTELE THAT'S COMING HERE TO VISIT.

IS IT THE NUMBER ONE ISLAND IN THE, IN THE COUNTRY YEAR AFTER YEAR, UH, CONDE NAST RANKS AT NUMBER ONE.

SO WE NEED TO PROVIDE THE, YOU KNOW, THE ARRIVAL AND DEPARTURE EXPERIENCE FOLKS DESERVE.

UM, THE PRICE TAG OF THIS IS A BIG ONE.

AND I THINK THE LAST NUMBERS THAT WE'VE MENTIONED, I THINK NUMBERS HAVE BEEN IN THE PACKET OR AROUND THE 37 AND A HALF BILLION DOLLAR MARK.

THAT WAS BASED ON THE KIND OF THE PREDESIGN ESTIMATES NUMBERS GO UP.

THE SIZE OF THE BUILDING HAS GONE UP AS WELL AS HE'S NEEDS AS THE REPORT YEAH.

CAME OUT THE NEEDS WERE MORE FULLY VETTED.

AND SO THAT SIZE OF THE BUILDING NOW IS UP AROUND 62,000 SQUARE FEET COMPARED TO SOMEWHERE BETWEEN 18 AND 20,000 SQUARE FEET.

NOW PRICE TAG IS GOING TO BE ALL IN WITH DESIGN SITE WORK AND CONTINGENCIES IS GOING TO BE CLOSER TO THE $50 MILLION MARK, WHICH FOR THAT SQUARE FOOTAGE IS SOMETHING THAT'S KIND OF EXPECTED.

NOW, THE FUNDING PACKAGE THAT'S BEEN IDENTIFIED SO FAR IS I THINK I'VE BRIEFED AS WELL AS, UH, WE DO HAVE FAA PARTICIPATION TO THE TUNE OF $20 MILLION.

UM, THAT'S THE MAXIMUM AMOUNT THAT THE FAA CAN CAN PLEDGE FOR A TERMINAL IN ANY AIRPORT HAS NOTHING TO DO WITH THE SIZE.

THAT'S A MAX THAT A CHARLOTTE OR AN ATLANTA WOULD GET AS WELL.

UH, SO WE'RE, WE'RE MAXING THAT OUT, WHICH IS GREAT.

UH, AND THEN OF COURSE AFTER THAT, THERE'S A STATE CONTRIBUTION FROM AERONAUTICS AND THAT WOULD BE 5% OF THAT 20 MILLION, WHICH IS ABOUT JUST OVER A MILLION DOLLARS.

AND THEN AFTER THAT, WE'VE GOT A BIT OF A DELTA THAT WE NEED TO TALK ABOUT.

SO THAT'S WHERE THE LOCAL, UH, AND THE ALTERNATE FORMS OF FUNDING COME INTO PLAY.

AND THAT'S, I THINK WHERE HAYES IS GOING TO PICK IT UP HERE FOR A MOMENT TO TALK ABOUT SOME IDEAS WE HAD THERE.

AND WE'RE IN DISCUSSIONS WITH, WITH OTHER FUNDING SOURCES, BUT OVERALL JOHN HAS DONE A TREMENDOUS JOB GETTING US TOGETHER, GETTING THIS PLAN AND MOVING IT FORWARD.

I THINK THAT THAT, UH, THAT WE ABSOLUTELY NEED TO PARTICIPATE, BUT HAYES, WHEN YOU'RE LOOKING AT FUNDING SPORTS IS I THINK THE PRIMARY BENEFICIARY OF, UM, THESE IMPROVEMENTS ARE CERTAINLY RECOUNTED THAT IT GETS DELANEY TO, UH, PAY ME TO REALLY STEP UP WHEN THIS WHOLE THING COMES TOGETHER.

AND I EXPECT TO SEE MAJOR CONTRIBUTIONS FROM THEIR FUNDING SOURCES.

IS THERE ANY STRUCTURAL CHANGE THAT'S GOING TO HAPPEN THERE? WHAT DOES THAT NEED TO LOOK LIKE PARTICULARLY AROUND LIGHTING? UM, SO THAT'S THE FIRST QUESTION.

I KNOW THAT THIS IS A REALLY DIFFICULT THING TO KIND OF PIN DOWN, BUT BASED ON THE ECONOMIC, UM, DRIVER OF THE AIRPORT AND WHAT IT'S PROVIDING TO THE COUNTY, DO WE HAVE ANY SORT OF SENSE AS FAR AS WHAT SORT OF TAX REVENUE THAT DRIVES AND WHERE AND DRIVES? THE REASON WHY I'M ASKING IS, YOU KNOW, IF WE'RE GOING TO ASK THE TAXPAYERS TO KICK IN SOMEHOW AT 29 MILLION, YOU KNOW, WHAT'S THE RETURN THAT THE AVERAGE TAXPAYER IS GOING TO SAY, BUT I KNOW THAT THAT'S A HARD QUESTION, BUT I'M JUST CURIOUS, WELL, THAT I CAN START OUT WITH THE PSYCH QUESTION, MAYBE PART OF THE TAX REVENUE QUESTION FOR YOU, UH, WITH THE SITE, AS I MENTIONED, THAT THAT PRICE TAG, THAT INCLUDES EVERYTHING INCLUDING SITE IMPROVEMENTS.

SO WITH THAT, WITH THE TERMINAL, UH, WITH THE EXPANSION IS ACTUALLY GOING TO MOVE OUT INTO THE EXISTING DRIVE LANES, WHICH PUSHES THOSE FOUR DRIVE LANES.

I SHOWED YOU OUT IN THE EXISTING PARKING LOT.

SO THAT WILL CAUSE A NEED FOR THE PARKING LOT TO BE RENOVATED.

THERE ARE A LOT OF TREES OUT THERE.

IT IS HILTON HEAD ISLAND.

SO WE WON'T BE ABLE TO RENOVATE EVERYTHING IN THE PARKING LOT, BUT TO THE EXTENT THAT WE CAN, WE WILL, AND THEN THERE'LL BE ADDITIONAL PARKING, UH, TO THE, KIND OF, TO THE RIGHT, AS YOU ENTER THE FACILITY.

UH, CURRENTLY THERE'S KIND OF A LOOP ROAD THAT GOES THROUGH AND PARKING IT ON THE LEFT.

THERE'LL BE NEW PARKING OVER ON THE RIGHT HAND SIDE.

SO WE'LL PROBABLY HAVE A NET GAIN OF PARKING, NOT TOO MANY, BUT WE'LL HAVE, UH, A NET GAIN OF PARKING.

UM, BUT IT'S KIND OF AN INTERESTING TOPIC AND WE'RE GOING TO THE PARKING A LITTLE BIT MORE BECAUSE SINCE WE ARE A HEAVY ORIGINATION DESTINATION AIRPORT, WE'VE GOT A LOT OF RENTAL CAR TRAFFIC.

WE'VE GOT A LOT OF PICKUP AND DROP OFF TRAFFIC.

WE DO FILL THE PARKING LOT WITH RESIDENTS WHO LEAVE THE CARS THERE, BUT I DON'T KNOW NECESSARILY IF WE NEED A THOUSAND PARKING SPOTS, YOU KNOW, WE MIGHT ONLY NEED MARGINALLY MORE THAN WHAT WE HAVE NOW.

SO WE ARE CONTINUING TO, TO LOOK AT THAT AND SEE WHAT THAT REAL NUMBER IS.

AND AS FAR AS THE LIGHTING GOES, UH, HOPEFULLY DURING THIS PROJECT, WE WILL HAVE SOME, SOME TREE TRIMMING AND THAT SORT OF THING THAT WILL HELP LET SOME OF THE LIGHTS SHINE.

CAUSE THERE, THERE ARE LIGHTS THAT ARE THROUGHOUT THE WHOLE PARKING FACILITY.

UH, SOME OF THEM ARE IN THE MIDST OF, OF TREE LIMBS.

SO IT'S A LITTLE BIT OF A CHALLENGE TO HAVE SOME OF THAT WORK DONE SOMETIMES ON HILTON HEAD, BUT WE'RE CONTINUING TO, TO MOVE ON THAT.

UH, BUT PALMETTO ELECTRIC IS OUR SOURCE FOR THAT.

SO THEY, UH, THEY USUALLY DO PRETTY WELL ON KEEPING UP WITH MAINTENANCE AND THEN TRANSITIONING OVER TO THE, THE TAX REVENUE.

I KNOW WHAT THE ECONOMIC IMPACT STUDY THAT WAS DONE FROM THE STATE, UH, LIKE THIS WAS ABOUT A YEAR AND A HALF AGO.

WE GOT AN UPDATE TO THAT.

AND THE CONTRIBUTION FROM THE AIRPORT, AT LEAST ON THE STATE LEVEL, AS FAR AS REVENUES GOES WAS I BELIEVE IT WAS ABOUT 16 AND A HALF OR $17 MILLION ANNUALLY, UH, FOR SALE FOR TAX REVENUES,

AS FAR AS LOCALLY.

I'M NOT EXACTLY SURE IF I KNOW THAT ON THE STATE SIDE, THAT'S WHERE, WHAT IT LOOKS LIKE, RIGHT.

I WOULD EXPECT THAT MOST OF THAT WOULD BE LOCAL OR A LARGE CHUNK ANYWAY.

SO THEORETICALLY THIS PAYBACK PERIOD WOULD BE RELATIVELY SHORT.

SO IT'S STILL A STANDARD AIRPORT IMPROVEMENT PROGRAM GRANT, BUT IT'S FUNDED AT A HUNDRED PERCENT.

SO NEITHER THE STATE NOR THE AIRPORT WILL HAVE TO CONTRIBUTE TO THAT.

SO I THINK THE ITEM THAT'S ON THE AGENDA IS JUST A RESOLUTION AUTHORIZING ERIC.

THE DEVELOPER OF VERDIER VIEW NEIGHBORHOOD AEM, ANTHONY AND HIS GREATER CAROLINA CORPORATION PROMISED A LOT TO THE OWNERS AND DELIVER ALL OF THOSE PROMISES, INCLUDING IMPROVING THE DRAINAGE AND PAVING THE ROADS IN PHASE TWO OF THE NEIGHBORHOOD.

THE INFORMATION IN YOUR PACKET TODAY IS INCOMPLETE.

I FIRST SOUGHT GUIDANCE FROM THE COUNTY IN SEPTEMBER OF 2012, AND WAS BASICALLY TOLD BY ERIC CLAD AT THAT TIME THAT NO ONE OWNED THE ROADS.

IT WAS COMMERCIAL ONE, A GROCERY STORE WITH A FOOD TRUCK, THE OTHER OTHERS RENTAL RESIDENTIAL WITH CAMPERS.

THE 18 WHEELERS THAT COME TO MAKE DELIVERIES ARE DESTROYING THE ROAD, WHICH WAS NOT DESIGNED FOR THOSE LOADS.

THE DRAINAGE FROM BOTH ENTERPRISES ARE NOT CONSTRAINED TO THEIR PROPERTY AND CONTRIBUTE TO THE INADEQUATE DRAINAGE SYSTEM THAT THIS DILEMMA, THE DEVELOPER WAS ALLOWED TO GET BY WITH MR. ANTHONY DID NOT EVEN COMPLY WITH ORDERS.

UM, BUT OCRM TO FILL IN A POND LEAFLY DUCK IN THE WET TRYING TO DO HIGHWAY 46 MAY RIVER ROAD PROPERTIES AND HOUSING DEVELOPMENTS, ALL PRICHARD FARMS ROAD OXIDE CONTRIBUTE TO THE DRAINAGE ISSUES.

AND THESE TWO WERE ALLOWED BY THE COUNTY TO PROCEED WITHOUT ADEQUATE STORM WATER.

THEY WERE ONLY FOR THE PROJECT AND INTERESTED IN HELPING THE COUNTY FACILITATE OUR SHORT TERM SHORT GROUND, UM, PROJECT DIRECTED ME AND SUGGESTED THAT WE IVA, UM, SO THAT STAFF IS WORKING TO DEVELOP THAT AND THEY WILL BE, UM, SPENDING THAT GROUP, UM, WITH THEIR STAFF, GREW UP WITH AN ARRANGEMENT SO THAT WE CAN CROSS HERE ON THAT PROJECT IS EVENTUALLY IN COLLEGE, TWO YEAR OF HAVING TAKEN ON A LARGER LEAD TO MAKE SURE THAT THE PROJECT IS UP TO ONE AND A HALF MILLION DOLLARS AND $1 MILLION, AND THEN PARTY FOR $500,000.

SO WE WERE WORKING HERE THAT JESPER DOING THEIR REVIEW, UM, AS WE WERE IN THE PFC.

UM, AND YOU GET IT THROUGH OUR COUNCIL.

YOU HAVE, UH, IN ADDITION TO THAT, , THEY HAVE A, PAVE A 2 78 AND WE BRAND THE OFF RAMPS THAT TAKE ME FROM WEDNESDAY ATTITUDES, GIVEAWAY THE ESTIMATE THAT ESSENTIALLY CAN BE INTEGRATED INTO THE WORK IF WE'RE LOOKING TO EXPEDITE THEIR PROJECT AND ALSO ADD THE ART PROJECTS, FINISHING SCALE.

AND, UH, SO THAT LED US TO GET OUT IN FRONT OF THIS.

AND YOU ALL APPROVE THE GETTING ON WITH THE DESIGN PIECE, WHICH I THINK WAS AROUND 200,000 AND THAT'S LED TO THE, WHAT THE JARED JUST DESCRIBED AS A POTENTIAL FUNDING PROJECT TO, UH, GET THAT PIECE DONE ONCE IT'S, UH, ONCE IT'S DESIGNED.

AND I THINK WITH THE SOUTH, WITH S C D O T MONEY COMING INTO PLAY THE, BE SOME ECONOMIES OF SCALE.

SO FOR US TODAY, I THINK WHAT'S ON THE TABLE IS A RECOMMENDATION APPROVE 1.5 MILLION FROM IMPACT FEES.

UM, FOR THE CONSTRUCTION OF, UH, THE SECTION THAT WE'RE TALKING ABOUT, UH, CLEARLY, YOU KNOW, JASPER IS IN THERE AND, UH, AS FAR AS HARDY VILLE, WE DON'T KNOW FOR SURE, BUT THEY HAVE INDICATED THAT THEY FEEL THAT, THAT IT'S PROBABLY TIME FOR THEM TO BE CONTRIBUTING SOMETHING AND AMOUNT TO BE DETERMINED.
