ALL RIGHT.

[1. CALL TO ORDER]

IF EVERYONE CAN HEAR US, WE'RE NOW IN FULL AUDIO.

UM, UH, I'D LIKE TO THANK EVERYONE FOR THEIR PATIENTS.

UM, LET'S GO AND GET THE FINANCE COMMITTEE, UH, MONDAY, AUGUST 16TH, THE UNDERWAY, BUT EVERYONE PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE, THE FLAG OF THE UNITED STATES TO THE REPUBLIC, FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL RIGHT.

PUBLIC NOTIFICATION OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED, AND IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT.

UM, OUR COMMITTEE IS MADE UP OF, UH, MYSELF, UM, VICE CHAIRMAN, CHRIS HERBER, SHAWN GERALD DAWSON, STUART, ROBIN, AND BRIAN .

UM, APPRECIATE THEM ALL BEING HERE TODAY.

AND ALSO, UM, ALL OUR OTHER COMMITTEE ARE ALL THE OTHER COUNCIL MEMBERS WHO, UM, ARE MORE THAN WELCOME TO JOIN US AND BE PART OF THIS AND INPUT AND THEIR VOTE COUNTS AS MUCH AS ANYONE ELSE THAT'S ON THE, ON THE COMMITTEE.

SO AGAIN, THANK YOU FOR EVERYONE FOR BEING HERE.

UM, WE'RE GONNA

[4. APPROVAL OF AGENDA]

GO AHEAD AND APPROVE THE AGENDA.

UH, IF I'VE GOT A MOTION TO APPROVE THE AGENDA, AND I THINK WE'RE GOING TO THEN AMEND IT, BUT AGAIN, IF I CAN HAVE APPROVAL ON THE AGENDA, SO I'LL MOVE AS THE CHAIRMAN.

THANK YOU, MR. ROBIN A SECOND, PLEASE.

ALL RIGHT.

THANK YOU FOR A SECOND.

SO WE HAD, UH, HAS BEEN APPROVED.

ARE THERE ANY AMENDMENT OR ANY CHANGES TO THE AGENDA? OKAY.

WE DO NEED TO HAVE ONE AMENDMENT TO ME, BUT ADAM 10 INTO THE EXECUTIVE SESSION FOR RECEIPT OF A LEGAL ADVICE.

ALL RIGHT.

SO NUMBER 10, UM, UH, AUTHORIZATION FOR THE COUNTY ADMINISTRATOR ENTER TO AN INTERGOVERNMENTAL AGREEMENT.

WE'RE GOING TO MOVE THAT THEN TO, UM, BEFORE NUMBER 13 AND EXECUTIVE SESSION TITLE, THE TITLE OF EXECUTIVE SESSION, I THINK COVERS US.

OKAY.

ARE THERE ITEMS, DON'T WE TWO ALBUMS IN EXECUTIVE SESSION THIS, YES, SIR.

UH, ANY OTHER, UH, AMENDMENTS TO THE AGENDA? WELL, IF I MIGHT USE, TRY MAKING MOTION TO A MAN, UM, WHICH I'D BE HAPPY TO DO, I'M CURIOUS WHY WE FEEL IT NECESSARY.

TALK ABOUT THE LOW PLOTS OF SALES TAX IN EXECUTIVE SESSION.

UM, I AM SURE THAT WE'LL BE GETTING LEGAL ADVICE, BUT ISN'T THAT REALLY SOMETHING THAT THE PUBLIC TO HEAR? UM, YEAH, IT'S UP TO THE COUNCIL THAT THERE, THIS COULD BE A POTENTIAL LEGAL SITUATION WITH REGARDS TO HIRING THE CONSULTANT, GIVEN THE LIMITATIONS, UH, WITH THE ETHICS, UH, STATUTE AND STATE LAW.

SO WE THOUGHT IT WOULD BE BETTER FOR YOU ALL TO HAVE THE FREEDOM TO ASK ANY QUESTIONS YOU WANTED YOU, UH, ABOUT THE LEGAL NATURE OF THIS INTERGOVERNMENTAL AGREEMENT, UH, AND EXECUTIVE SESSION, BUT I'M HAPPY TO DO EITHER WHATEVER IS COMFORTABLE FOR THE COMMITTEE.

THANK YOU, ERIC CHAIRMAN I'LL MAKE THE MOTION THAT WE HAVE THE ITEM FOR EXECUTIVE SESSION.

HOWEVER, I HOPE THAT UPON THE, UM, THE, THE END OF THE EXECUTIVE SESSION, WE CAN RECEIVE A BRIEF SUMMARY IN, UH, OPEN STACK ABOUT WHAT THE CONSTRAINTS ARE.

MAYBE NOT THIS, BUT THE GENERAL CONSTRAINTS THAT WE'LL BE OPERATING UNDER IN REGARDS TO THAT CONTRACT.

WE CAN DO THAT.

THAT'S MY NOTION, SIR.

YES, SIR.

UH, I WILL SECOND IT AND IN DOING SO I SHARE BRIAN'S CONCERN AND HOPEFULLY WE'LL LIMIT IT, THE EXECUTIVE SESSION PIECE TO THE LEGAL ADVICE AND HAVE MOST OF THE DISCUSSION IN OPEN SESSION.

GOOD.

THANK YOU, BRIAN.

GOOD POINT.

UM, SO WE HAVE A MOTION TO, UH, ADD A SECOND TO CHANGE THE AGENDA.

UM, WITHOUT SECTION EXCEPTION, I'M GONNA GO AHEAD AND APPROVE THIS.

IS THERE ANY EXCEPTION TO, I THINK YOU HAVE TO APPROVE THE AMENDMENT AND THEN THE AGENDA.

ALL RIGHT.

SO LET'S APPROVE THE AMENDMENT.

IS THERE AN EXCEPTION TO THE AMENDMENT, CHRIS? YES, PLEASE.

I WOULD, I'VE HEARD OF IT NOW.

I THINK SHE'S JUST HAVING AN OPEN SESSION.

I DON'T SEE ANY REASON NOT TO.

OKAY.

ALL RIGHT.

SO LET'S DO A ROLL CALL VOTE, UM, FOR THIS.

AND, UM, LET'S GO WITH, UH, BRIAN, YOU MADE THE MOTION, I'LL SAY YOU ASKED HIM THE AMENDMENT STEW.

YES.

ALL RIGHT.

UM, LET'S GO TO MR. DAWSON AND, UM, OBVIOUSLY MR. HERBA SEAN? NO.

ALL RIGHT, MR. SUMMERVILLE? YES.

MS. HOWARD? YES.

MR. PASSENGER.

YES.

AND AGAIN, I'M LOOKING AT, UH, MR. UH, MCKELLEN.

YES.

[00:05:01]

ALL RIGHT.

AND THE CHAIR VOTES? YES.

SO, UH, IT LOOKS LIKE IT IS, OH, I'M SORRY, MR. GLOVER, MR. GLOVER.

I THINK, I DON'T THINK WE GOT GERALD YET.

OKAY.

I APOLOGIZE.

ALL RIGHT, SO NINE YES.

ONE, NO, THE MOTION PASSES.

AND, UM, NOW WE, UH, LOOK TO APPROVE THE AGENDA TO STU.

IS THAT CORRECT? I THINK SO.

ALL RIGHT.

YES.

IT'S THE APPROVAL OF THE AGENDA AS AMENDED.

THANK YOU.

ALL RIGHT.

SO WE'RE LOOKING TO APPROVE THE AMEND TO AS A, UH, THE AGENDA AS AMENDED.

UM, SO I HAVE A, A, A, UM, I ON WITHOUT EXCEPTION.

YEAH.

MOTION TO APPROVE.

OKAY.

GOT A SECOND.

OKAY.

ALL RIGHT.

SO WE'RE GOING TO APPROVE THE AGENDA WITHOUT EXCEPTION.

ARE THERE THE EXCEPTIONS, THE MA THE AMENDMENT HAS PASSED? ALL RIGHT.

SO WE ARE NOW, UM, ON TO

[5. APPROVAL OF MINUTES]

APPROVAL OF OUR MINUTES.

UM, DO I HAVE A MOTION TO APPROVE THE MINUTES FROM LAST TIME? THANK YOU.

IS THERE A SECOND? OKAY.

ALL RIGHT.

THANK YOU, MR. ROBIN.

ALL RIGHT.

THE MINUTES HAVE BEEN, UM, APPROVED.

UM, IS THERE ANY EXCEPTION, EXCEPTION? I CAN'T SAY THAT WORD TODAY.

EXCEPTION TO THE MOTION.

ALRIGHT.

WE'RE GONNA APPROVE THE MINUTES WITHOUT EXCEPTION.

ALL RIGHT, SO LET'S MOVE ON THEN.

UM, THERE ARE ANY CITIZEN'S COMMENTS.

SARAH, DO WE HAVE ANYONE LIKE TO SPEAK? ARE YOU HERE? ALL RIGHT.

NOW, ONE ONLINE.

SO NO LOST CITIZENS COMMENTS FOR TODAY.

SO LET'S GET INTO OUR BUSINESS.

UM, AND WE HAVE THE UPDATE

[7. UPDATE FROM INTERIM CFO HAYES WILLIAMS]

FROM OUR INTERIM CFO, MR. HAYES WILLIAMS. SO I KNOW HE'S, UM, ONLINE TODAY, HAYES, IF YOU'D LIKE, GO AHEAD, PLEASE.

EXCUSE ME FOR NOT BEING THERE.

UM, GPA, UH, MY CONTINUING EDUCATION REQUIREMENTS AS A CPA.

UM, I WANT YOU TO GO OVER SOME THINGS BEFORE I GOT INTO THE FINANCIAL REPORTING.

THE ONE THING I WANTED TO START OFF WITH OUR FINANCE EMPLOYEES WHO IS RECURRING FOR FOUR YEARS WITH THE SINUS DEPARTMENT, SHE IS GOING TO BE GOING HARVEY AND GOING TO VISIT HER GRANDKIDS.

BUT HER NAME IS LINDA RIANNA.

AND Y'ALL EITHER WAYNE HER OR THANK HER FOR THE COUNTY.

OH, EXCUSE ME.

WAS INSTRUMENTAL IN GETTING ME OVER.

SHE HAS REALLY BEEN THE GLUE THAT HOLDS THE DEPARTMENT TOGETHER AND A LOT OF, UM, A GOOD FRIEND WHO SHE'LL BE HURRIED.

AND I JUST WANT TO RECOGNIZE HER IN FRONT OF THE FINANCE.

THANK YOU, MR. OKAY.

SO, UH, THAT BRINGS US INTO THE IMPRIMATUR.

UM, I'VE BEEN WORKING IN YOUR DRAFT BRINGING, UH, INTERNAL AUDITORS THROUGH AS PART OF THE INSTRUCTION.

WE'RE DRAFTING OUR COMMENTS.

I LAID IT UP IN ALL THE FIELD WORK, UH, WHICH, UH, USEFUL COMMENTS TO THE LETTER.

I THINK IT WAS A GOOD THING.

YOU KNOW, REPHRASE THINGS IN FINANCE.

I WERE ABLE TO GET AN A IN THAT DRAFT AND OTHER GRADUATES OVER THE NEXT WEEK, WEEK AND A HALF, AND THEN MORE, WE'RE DEFINITELY COMMITTED AND HAVE A FINANCE COMMITTEE MEETING.

UH, THE BIG CONCERN IS HE COULD HAVE PROBABLY DRAFTED UP, BUT WE REALLY WANT TO BE IN THE FINANCE COMMITTEE AS A WHOLE REALLY BACK THEN, EVERYTHING WAS IN THERE.

AND WHEN NECESSARY, YOUR PREMIUMS ARE A YEAR IN CLOSE, AND WE'RE CURRENTLY IN THE PROCESS OF CLOSING OUR FINANCIALS PAYMENTS FOR OUR JUNE 30TH RULES.

I DON'T KNOW, WE HAVE THE SIGNED ENGAGEMENT LETTER FROM .

UM, I JUST CAME OUT BASICALLY WHEN IT WAS AN OPINION, WHAT ARE YOUR IT'S ON AS WELL, OR PROGRAM REALLY BRING A PROCESS.

WE DELEGATED TO THAT ONLY IS ACTIVELY WORK ON GETTING THAT, UM, GETTING THEM OUT FOR THEM TO COME OUT.

AND, UH, UH, FINANCE WAS ALSO WORKING ON

[00:10:01]

CLOSING THE ROAD.

I LEAVE KIND OF ACCOUNTS AND LEFT NUMBER.

AFTER THE CONVERSION, WE'RE GETTING THE VENDOR, WE'RE SEEING POSITIVE TRENDS.

THEY'RE GETTING THEM CHANGED OVER.

WE'RE WORKING CLOSELY WITH THE TREASURY.

FINANCE IS ALSO TRYING TO GET THEIR COMPLETED FIRST YEAR.

OH, THIS IS A PART OF THE SOFTWARE HAS REALLY MALAYSIA BUSINESS LICENSES AND PERMITTING.

THIS WAS WANTING TO BE EXCHANGED FOR GREEN OUT, UM, BUSINESS, UH, LICENSE FOREVER.

UH, WE WERE WORKING HIM BESIDE FEE AND THOSE OTHER DEPARTMENTS.

AND LASTLY, I WILL TELL YOU ABOUT FINANCES CURRENTLY DOWN ABOUT THREE AND A HALF.

UH, WE'RE ALSO GONNA BE ENOUGH DOWN ANOTHER ACT.

WE HAVE POSITIONS GOING IN FRONT OF SPECIAL NEEDS, AND THEN AFTER WE GET THE RESULTS OF THEM PROMOTER, YOU WILL PROBABLY MAKE SOME ADDITIONAL STEPS IN BETWEEN THESE, BUT THAT REALLY IS ON FINANCE FOR ME.

YOU'RE GOING TO HAVE ANY QUESTIONS.

I'D BE HAPPY TO ADDRESS THEM ANY QUESTIONS FOR MR. HAYES WILLIAMS? YES, CHRIS, GO AHEAD.

I'LL GO.

THANK YOU, MR. CHAIRMAN, UM, HAYES, CAN YOU EXPAND A LITTLE BIT ON THE NEED FOR ADDITIONAL FIELD WORK WITH THE INTERNAL AUDITS? AS I SEEM TO REMEMBER LAST TIME WE HAD AN UPDATE ON THAT IT WAS MAYBE JUNE AND WE WERE KIND OF A WEEK OR TWO AWAY FROM GETTING A, UM, A DRAFT LETTER FROM THE INTERNAL AUDITORS.

AND I'M JUST KIND OF WONDERING WHAT'S CAUSING THE DELAY AND THE NEED FOR ADDITIONAL FIELD WORK THAT YOU JUST EXPAND ON THAT A LITTLE BIT.

WELL, THE WAY THAT TYPICALLY THEY DRAFT THE LETTER AND THE BOTTOM OF EVERY, UH, EVERY RESPONSE , WE HAD ANOTHER ITEM THAT, YOU KNOW, UNTIL THEY ISSUED THE REPORT, UM, THAT WAS DROPPED AND THEY ENDED UP GOING AND DOING SOME FURTHER RESULTING IN ANOTHER COMMENT FROM US.

AND WE JUST HOPED THAT IT WAS DONE RIGHT THE FIRST TIME.

GET IT OUT.

NO, PERSONALLY MYSELF, I DO NOT WANT YOU TO, I GIVE THIS TO COUNSEL ON FRIDAY, LIAM.

I WANTED Y'ALL.

I WANT YOU TO HAVE AT LEAST A WEEK, MAYBE TWO WEEKS TO BE ABLE TO GIVE HER COUNSELING PARASHAT ANYTHING ELSE THAT GIVES JUST ONE FOLLOW-UP, BUT ANY THOUGHTS, AS FAR AS THE INTERNAL AUDIT FOR 2021, WHAT NEXT STEPS MIGHT BE DEPARTMENTS THAT WE LOOK AT? THINGS LIKE THAT NOW THAT WE'VE GOT THIS BUDGETED ON A YEARLY BASIS, GET IN STUDYING.

ONCE YOU WANTED TO LOOK AT THE ADMINISTRATION WOULD BE HAPPY, UM, WHEN GIVEN YOU ALL THE LABELS, UM, BUT I'M HAVING AND DO AN RSP AND RFQ PROCESS FOR THAT.

I THINK IT'D BE HELPFUL PERSONALLY, BUT OBVIOUSLY DEFER TO THE COMMITTEE.

GOOD.

ANY OTHER QUESTIONS FOR MR. WILLIAMS? ALL RIGHT.

HEY, THANK YOU FOR THE UPDATE.

UM, AND I THINK YOU'VE NOW GOT THE FIRST

[8. DISCUSSION AND PRESENTATION OF YEAR-TO-DATE FINANCIAL STATEMENTS FOR FY 2022]

AGENDA ITEM AS WELL.

SO IF YOU WANT TO GO AHEAD AND DISCUSSION THE PRESENTATION OF THE YEAR TO DATE FINANCIAL STATEMENTS FOR FISCAL YEAR 2022, UH, 2021, JULY 30TH, 31ST, 2021.

AND I THOUGHT ABOUT, I WAS BETWEEN DOING A SIGNIFICANT AMOUNT OF DEBT AND VARIOUS LOANS, BUT WHEN WE'RE IN THE PROCESS OF TRYING TO WRAP THAT UP IN A PREVIOUS PLANNER, SO THAT'S THE ONLY BARRIER TO GETTING WELL.

UM, WE PROBABLY HAVE A BUNCH, THESE REVENUES ABOUT A HUNDRED MILLION IN VOLUME AND ABOUT THREE POINTS OUT OF THAT IS WHEN YOU'RE SEEING FLAGS AND YOU HAVE A LITTLE WARM PASSES

[00:15:04]

UM, YOU ALSO SEE A LACK OF GOVERNMENTAL RULING BASIS.

I WOULD NOT EXPLAIN TO SEE ANY OF THOSE REVENUES.

SO AFTER, UM, UH, THAT WAS TWO AND 19, AND AS OPPOSED TO HERE KIND OF SPELLING THIS BALLPARK WITH, UH, THE INJURY FROM THE BELGIUM'S, UH, HASN'T BEEN ALLOCATED YET AND THEN THE NEXT LINE IS TRANSFERS AND, UH, RELIGION AND FOR DRAGGING.

BUT I THINK YOU'RE RIGHT ABOUT A YEAR, I KIND OF WALKED THROUGH THE SEVEN, UM, UH, THE, UH, EXPLAIN SIDE OF IT.

UH, AND WE ARE TALKING ABOUT 2.7 MILLION OUT OF 130 MILLION.

UH, TOTAL BUDGET SPENDING IS REALLY APPROXIMATELY, UM, YOU HAVE A THAT WAS RAISED FROM THE BALLPARK.

UM, NOTHING REALLY POPPED DOWN ON THE LITTLE THING THAT REALLY POPPED OUT.

WAS IT PUBLIC HEALTH? UH, THE RAISING THE FROM MEMORIAL HOSPITAL AND YOU FORGOT TO TELL HER ABOUT $427,000, WHICH IS REALLY DRIVING.

SO, UH, WE HAVE FOR THAT, UH, THE DETAILS OF THE REVENUES, AND LOOK, YOU HAVE A BIG IS 11 AND 12, WHICH FILLS UP THEIR EXPENSES.

UM, WE HAVE ONE.

ALL RIGHT.

ANY QUESTIONS FOR MR. WILLIAMS ON HIS PRESENTATION? YES, SIR.

GOT MR. LARA, MS. WILLIAMS, UM, IN PUBLIC HEALTH, UH, WE, UM, UM, UM, UH, EMPLOYEES, OR IS THAT A QUARTERLY PAYMENT? THAT'S A GREAT QUESTION, BASICALLY.

SO WHEN WE WRITE THE CHECK IN JANUARY, IN JULY, JULY, AUGUST, AND SEPTEMBER, SO WE'LL BE WRITING ON ANOTHER TRACK EVER BROUGHT THERE NOVEMBER, DECEMBER, BUT THEY, UH, POLITICALLY THE WAY THAT WE HAVE DONE VERSUS PERHAPS.

OKAY.

THANK YOU.

ANY OTHER QUESTIONS WE'RE ONLINE AND I'M MISSING SOMEONE ONLINE AND SPEAK UP BECAUSE WE'RE GOING TO CAN'T SEE EVERYBODY, BUT NO QUESTIONS FROM ANYONE ONLINE.

I GOOD.

THANK YOU, MR. WILLIAMS. UM, LET'S THEN MOVE ON TO OUR NEXT STEP.

SORRY.

YES.

YEAH.

ONE MORE QUESTION.

UM, TALK TO ME, UH, ABOUT THE, UM, THE LINE ITEM FOR COUNTY ATTORNEY.

UM, ALMOST HALF OF THAT HAS BEEN EXPENDED ALREADY.

KIND OF GIVE ME A IDEA WHY, UM, EXPLAIN, UM, THE ACTUAL, SO WHAT HAPPENS IN THE BEGINNING OF THE YEAR? THE COUNTY ATTORNEY WILL GET A BUNCH OF ALL THE VARIOUS ATTORNEYS AND THE BUSINESS PLAN NOT NECESSARILY SPENT YET.

SO IT'S A LITTLE NUMBER OUT RIGHT NOW OFF THE TOP OF MY HEAD.

IT'S MORE INQUIRIES IN SPANISH BECAUSE IT'S LIKE A HERE FOR THE ENTIRE YEAR, IF THAT MAKES SENSE.

NO, BUT I'M GOING TO ACCEPT YOUR EXPLANATION.

UM, I DO KNOW THAT, UM, LAST YEAR'S BUDGET, THAT THAT LINE ITEM WAS EXTREMELY HIGH.

SO I'M JUST WONDERING WHETHER WE HEADING BACK IN THAT SAME DIRECTION.

THAT'S ALL.

AND I CAN ADDRESS THAT.

I CAN SEND YOU AN EMAIL RIGHT FROM NOW.

OKAY.

THANK YOU.

GREAT, COUNCILMAN GLOVER.

GREAT QUESTION.

ANYTHING ELSE YOU GOOD? ALL RIGHT.

WELL, LET'S, UH, LET'S MOVE ON IF THERE'S NO OTHER QUESTIONS.

UM,

[00:20:01]

JEN, THE ITEM

[9. CONSIDERATION OF FY21 CARRYOVER ITEMS]

NUMBER NINE CONSIDERATION OF, UH, FISCAL YEAR 21 CARRY OVER ITEMS. AND I THINK THAT, UH, WE'VE GOT MISS HARRIET TO, HE'S GOING TO GIVE US A PRESENTATION ON THIS.

UM, I HATED IT.

THIS WAS MY ISSUE THAT SHE HAD IN EUROPE.

AND THEN SHE ASKED ME AND I SAID THAT IT SHOULDN'T BE, OH, YOU'VE BEEN A GOOD, GOOD TARGETS SO FAR.

SO GO AHEAD ON THE NEXT DAY.

AND THANK YOU.

THIS HAS TO DO THIS THE 20 21 1 CARRY OVER ITEMS, BASICALLY CAPITAL PROJECTS.

THERE ARE VARIOUS DEPARTMENTS AND ELECTED OFFICIALS WE MIGHT GET DONE BY YEAR NOW, UH, THIS, UH, BASICALLY DELINEATES EVERYTHING THAT'S OUT THERE.

WE'RE ASKING YOU TO HEAR IT'S COURT.

UH, THIS WOULD NEED TO BE A BITCH Y'ALL, BUT IT WOULD BE THE PROCEED AS AN ORDINANCE, UH, COUNSEL FOR THREE VOTES.

BUT WE WANTED TO GIVE YOU THE DETAILS OF, UM, JUST WHAT YOU SEE, WHAT IS W WHAT'S OUT THERE HAVE ANY QUESTIONS AND IF I CAN I'LL GET, YEAH, I HAD A QUESTION REGARDING THE AMBULANCES.

I'M ASSUMING THAT WE DO NOT BEING ABLE TO GET THEM OR THE CARRIER, WHAT A LOT OF THE THINGS ON THIS LIST THAT YOU'LL SEE THERE IS A CARRY OVER AS A RESULT OF THE DELAYS THAT WE'RE EXPERIENCING TO FINISH AND GET THINGS, UH, DUE TO THE PANDEMIC COVID-19 RESPONSES.

SO THAT'S WHY THE LIST IS SO LARGE IN SUCH A HIGH AMOUNT.

IT'S USUALLY IT'S NOT, WE'RE STILL, WE'RE STILL PLAYING CATCH UP.

ALLISON, ANYTHING ELSE? NO, THAT WAS MY ONLY QUESTION.

UH, QUICK, CRAZY QUESTION.

UM, WHEN I, WHEN I'M LOOKING AT, UM, SOME OF THE PROJECTS HERE, UM, PARTICULAR ONES ARE MAINLY THE ONES THAT I'VE LOVED AND, UM, NONE OF THESE PROJECTS CAN BE HANDLED BY, UM, IMPACT FEED MONEY.

UM, I'LL PROBABLY NEED TO DEFER TO HAGE OR WHITNEY ON THAT QUESTION.

UM, THE REVENUE SOURCES THAT WERE DEDICATED, UH, AS A PART OF THE BUDGET FOR CARRY OVER WILL BE THE REVENUE SOURCES THAT WE STILL, UH, PLAN TO USE FOR THOSE.

BUT YOU ALL SPEND THAT MONEY DURING THE PAST BUDGET YEAR, YOU ALL HAVE TO APPROVE THIS SO WE CAN CARRY IT FORWARD INTO THE UPCOMING UPCOMING FISCAL YEAR.

SO YEAH, THERE'S WILL BE A COMBINATION OF, OF ALL SORTS OF THINGS.

SO IF THE REVENUE SOURCE WAS A, IF IT WAS SLIGHTLY BACK THEN TO BE PAID FOR, WITH IMPACT, AND IT WILL BE PAID FOR, WITH IMPACT FEED MONTHS, UM, EVEN IF IT WEREN'T, UH, COULD WE DESIGNATE IT AS IMPACT FEES? WELL, I'M ASKING, UH, PARTICULARLY WHEN YOU'RE LOOKING AT, UM, UM, THE KIND OF FUNDING IT IMPACT ON CERTAIN AREAS, CERTAIN COMMUNITIES, AND I'D HAVE TO KNOW SPECIFIC PROJECTS IN ORDER TO ANSWER THAT QUESTION.

TYPICALLY, IMPACT FEES CAN ONLY BE USED FOR CAPACITY BUILDING PROJECTS.

SO LIKE A ROAD, IF WE'RE, IF WE'RE EXPANDING A ROAD DOING A ROAD IMPROVEMENT PROJECT, THIS ACTING CAPACITY, THAT ROAD THAT WOULD IMPACT THE ELIGIBLE PARKS AND REC.

IF WE'RE ADDING ON TO A BUILDING OR ADDING NEW FACILITIES TO A PARK THAT ADDS CAPACITY, THEN THAT WOULD BE IMPACTFUL AS LONG AS YOU SIT IN OUR PROJECT LIST.

OKAY.

SO LIKE MY INNOVATION COULD NOT BE USED RENOVATIONS AND MAINTENANCE CAN'T BE USED FOR YOU.

CAN'T USE IMPACT FEES FOR .

THAT'S THE QUESTION THOUGH, SO, YEAH.

OKAY, GOOD.

ANY OTHER QUESTIONS? LIKE EMOTION, LIKE EMOTION, MR. CHAIRMAN? I MAKE A MOTION THAT WE AMEND THE FYI 22 BUDGET TO, TO INCLUDE, BUT NOT LIMITED TO THE FYI 21.

CARRY OVER.

THANK YOU, MR. RODMAN.

IS THERE A SECOND TO THAT MOTION? SECOND.

THANK YOU, MR. GLOVER.

UM, ANY, ANY COMMENTS, RIGHT? YES, SIR.

JUST ONE OR TWO THINGS.

UM, I THINK IT WOULD BE HELPFUL FOR US TO RECEIVE A, AN UPDATE ON THE MILL VALUE FOR BOTH THE COUNTY BUDGET AND THE SCHOOL BUDGET.

UH, AS WE'RE TALKING ABOUT THIS AND A SECOND, PERHAPS LOOK FOR A RECOMMENDATION FROM STAFF ON, UH, WHETHER OR NOT

[00:25:01]

THIS WOULD BE A TIME TO, UH, UH, CONSIDER THE REQUEST FROM THE SOLICITOR THAT WAS DEFERRED, BUT THOSE ARE JUST COMMENTS.

THEY'RE NOT SUBJECT TO MAKING THE MOTION, ANY OTHER DISCUSSION.

ALL RIGHT.

UM, I, I WROTE IT DOWN, SO I DIDN'T STUMBLE OVER AGAIN IS WE'RE GOING TO PASS THIS WITHOUT EXCEPTION.

OKAY.

UM, IS THERE ANY EX EXCEPTION, UH, TO PEAK CURRENT? I PROBABLY SHOULDN'T SAY THAT.

IS THERE ANY OBJECTION TO THE CURRENT, UM, MOTION THAT, UH, THERE'S BEEN A SECOND ON THE TABLE SEEING? NO OBJECTION.

UM, IF THE, UH, IF IT PASSES, ALRIGHT, UH, WE'RE GOING TO MOVE ON THEN.

AND, UH, THE NEXT ITEM HAS BEEN MOVED TO EXECUTIVE SESSION.

UM, SO NEXT UP IS, UM,

[11. ORDINANCE TO REDIRECT EXPENDITURES OF THE GENERAL OBLIGATION BONDS SERIES 2020.]

THE 11TH, UH, ITEM ON OUR AGENDA ORDINANCE TO REDIRECT EXPENDITURES, TO THE GENERAL OBLIGATION BOND SERIES AND HAYES.

IT LOOKS LIKE YOU'RE OUR TARGET AGAIN? UM, YES, SIR.

UH, BREEDING THOSE, I GUESS, ONE OF THE MOVEMENTS TO DO, WE'LL HAVE TO GET HIS THROUGHS FINANCED.

IF Y'ALL REMEMBER IN AUGUST, 2020, WHEN YOU ISSUED ABOUT $36 MILLION IN BONDS, APPROXIMATELY CAPITAL IMPROVEMENTS.

I THINK THAT, UH, 11 7 75 AND LET'S TRACK, WHAT'S DONE OUT THE PROJECTS, UM, BY ME, UH, IF YOU HAVE $5 MILLION, I'LL STILL DO QUICK NUMBERS.

LIKE NUMBERS ARE ALWAYS LIVING, YOU KNOW, WHEN YOU SAY, WELL, WE ALWAYS SAY 200,000, I'M NOT REALLY 150 OR 75 WHEN ALL OF THESE FACILITY MAINTENANCE BEGINS, UH, TOGETHER AND IN THERE, THEY'RE NOT.

SO THERE'S A LITTLE BIT DIFFERENT PRESENTATION THAN FINANCE IS USED TO USE THE SPLITTING OUT EVERY DOLLAR.

BUT I THINK THIS WAS A MUCH BROADER PICTURE OF WHAT WE, UM, YOU KNOW, WORRYING.

YOU NEVER REALLY WALKED DOWN HERE, NEVER THERE WASN'T REASONABLE TO HAVE A WHOLE LEAFLET OR SOMETHING, OR MAYBE INTEGRATIONAL REALLOCATIONS THIS MORNING.

WE WANT TO GET YOUR APPROVAL ON IT.

AND THEN WE WILL PROCEED WITH MARKETING ANY QUESTIONS FROM ANY COUNCIL MEMBER, MR. HARPER, SEAN, GO AHEAD.

YEAH.

AND I APOLOGIZE FOR THE NON SPECIFICITY, THIS QUESTION, BUT YOU SEEM TO REMEMBER SHORTLY AFTER WE CAME ON COUNCIL, THERE WAS A DISCUSSION ABOUT A MAINTENANCE BUILDING THAT HAD, SHALL WE SAY, REPAIR ISSUES, UM, HAS THAT BEEN ADDRESSED? AND IF NOT, WHY DIDN'T IT MAKE IT ONTO THIS LIST, PLEASE? THERE WAS ONE THAT HAD AN INFESTATION IF I'M REMEMBERING CORRECTLY.

AND IT WAS JUST A REALLY, REALLY BAD SPOT THAT WAS OUTLINED BY MR. WEAVER AT OUR FIRST RETREAT.

WE'LL ASK THE FIRST RETREAT THAT FORGET ABOUT THE MAIN EMS BUILDING OVER ON PEOPLE ROAD.

WE HEAR A LOT ABOUT THAT BUILDING.

SO IT WOULD HAVE BEEN MAYBE MORE CORRECT.

I'M TRYING TO REMEMBER TOO, BUT I DO REMEMBER WHAT YOU'RE TALKING ABOUT.

UM, IT, THERE WAS, UH, OBVIOUSLY THE, AN INFESTATION AS WELL AS SOME, SOME OTHER MAINTENANCE ISSUES THAT I DON'T KNOW, I GUESS IT SOUNDS LIKE IT WASN'T PUBLIC WORKS HOURS.

THERE WERE MANY, THERE AREN'T, THERE AREN'T MANY THAT WERE RECOMMENDING THAT I STOOD IN A 5.5 MILLION MILLION SPENT TO RESCAN BUILDING AND MAKE IT LOOK LIKE THE COURTHOUSE THAT WE REALLY ALLOCATE THAT MONEY TO BURY US PROJECTS.

WE HAVE A MAJOR ISSUE WITH THE ROOF IN THIS BUILDING, UH, ISSUE WITH RUFIN AT, IN THE SOUTH, AT THE SOUTH CAMPUS.

UH, WE'VE GOT PLENTY OF DEFERRED MAINTENANCE OF YOUR SHOES AND OBLIGATIONS THAT WE NEED TO, WE FEEL LIKE THIS MONEY

[00:30:01]

WOULD BE BETTER SPENT AND THAT'S THE PROJECT.

BUT IF THERE'S OTHER THINGS THAT WE NEED TO LOOK INTO, I'LL BE GLAD TO GET MARK ROSEN, OUR FACILITIES DIRECTOR, TO, UH, TO LOOK INTO THAT, TO SEE IF THERE'S SOMETHING ELSE WE NEED TO ATTEND TO.

YEAH, I APPRECIATE THAT.

I GUESS MY, MY REAL CONCERN SLASH QUESTION IS WHETHER OR NOT THIS IS THE OPTIMAL LIST TO HAVE TO MAKE THE BUILDINGS THAT WE HAVE AS A COUNTY WORKABLE, YOU KNOW, WHERE PEOPLE CAN ACTUALLY SPEND TIME THERE AND WORK THERE AND BE SAFE AND SAFE FROM THE ELEMENTS AND SAFE FROM INFESTATION OF THINGS LIKE THAT.

WELL, WE HAVE, UH, WE HAVE A GENTLEMAN IN CHARGE OF ALL OF THAT, AND IT'S GOT 40 SOMETHING YEARS OF SERVICE WITH US.

HE'S A GREAT RESOURCE FOR THE COUNTY.

HE DOES AN EXCELLENT JOB FOR US.

AND IF HE TELLS ME THIS IS WHERE THE PRIORITIES SHOULD BE AND THE MONEY SHOULD BE SPENT, THEN I'M PRETTY COMPETENT AT AND RELYING UPON HIS WORD.

SO THE ANSWER TO YOUR QUESTION IS, YEAH, I THINK WE'VE, I THINK WE'VE HIT EVERYTHING WE NEED TO HIT.

OKAY.

FAIR ENOUGH.

FOR SURE THOUGH.

I'M GOOD.

ANY OTHER QUESTIONS? I'VE GOT ONE, ONE QUESTION, OBVIOUSLY I APPRECIATE Y'ALL BEING FRUGAL WITH OUR MONEY AND SPENDING IT THE CORRECT WAY, BUT OBVIOUSLY WHENEVER YOU DELAY A PROJECT SUCH AS THERE WAS A REASON WHY THIS BUILDING WAS SET TO BE SCANNED AND TAKEN CARE OF, DOES THAT RAISE THE COST LATER ON OF US ACTUALLY NEEDING TO, TO REPAIR THIS BUILDING? YEAH.

AND YOU'LL HEAR, OR YOU'LL HEAR THE PLAYING OUT.

THE REASON WE'RE REALLOCATING THIS MONEY IS ON THURSDAY, YOUR PLANS FOR THIS BUILDING AS RESULT OF THE COMPREHENSIVE FACILITIES MASTER PLAN FROM THE CONSULTANT.

OKAY.

UM, SO, BUT YEAH, IT WILL PROBABLY RAISE THE COST, BUT WE FEEL LIKE REALLOCATING THE MONEY AT THIS TIME BECAUSE THERE'LL BE A FEW YEARS BEFORE WE CAN ACTUALLY DO WHAT NEEDS TO BE DONE WITH THE, UH, WITH THE FACILITIES MASTER PLAN THAT YOU'LL HEAR ABOUT ON THURSDAY DURING THE WORKSHOP.

OKAY, GOOD.

WE'LL LOOK FORWARD TO THAT.

UM, ANY OTHER QUESTIONS OR A MOTION? GO AHEAD.

SUE.

MR. CHAIRMAN, I WOULD MAKE A MOTION THAT WE AMEND THE ORDINANCE THAT AUTHORIZE THE BOND SERIES KNOWN AS 2020.

IS THERE A SECOND TO THAT MOTION? MS. HOWARD? THANK YOU.

ARE WE HAVE A MOTION ON THE FLOOR? IS THERE ANY DISCUSSION? OKAY.

YEAH, IF YOU'RE ONLINE, PLEASE SPEAK UP.

I CAN'T SEE YOU.

SO, UM, IF THERE IS NO DISCUSSION, IS THERE ANY OBJECTION TO THE MOTION THAT'S MADE IN A SECOND SEEING? NO OBJECTION.

THE MOTION PASSES.

ALL RIGHT.

WELL, LET'S GO AHEAD THEN AND MOVE ON.

OKAY.

AND WE'RE GONNA GO INTO EXECUTIVE SESSION, BUT FIRST, JUST TO

[12. FINANCE COMMITTEE VACANCIES BOARD OF ASSESSMENT APPEALS - 2 VACANCIES - COUNTYWIDE]

MAKE SURE EVERYONE KNOWS THAT WE DO HAVE SOME FINANCE COMMITTEE VACANCIES, UM, BOARD OF ASSESSMENT APPEALS.

WE HAVE TWO VACANCIES AND THOSE ARE COUNTYWIDE, NOT FROM ANY PARTICULAR DISTRICT.

UM, AND AT THIS TIME, IF I COULD

[13. EXECUTIVE SESSION]

HAVE A MOTION FOR US TO GO INTO EXECUTIVE SESSION, UM, WE WILL DO THAT.

I HAVE A MOTION FROM COUNCIL TO MAKE, TO GO INTO EXECUTIVE SESSION.

SO THANK YOU FOR SOMERVILLE.

IS THERE A SECOND? THANK YOU.

UM, ALL RIGHT, SO WE ARE NOW GOING TO GO INTO EXECUTIVE SESSION, UM, OUT OF EXECUTIVE SESSION.

UM, ARE THERE ANY MATTERS ARISING? OH, JOE, CAN YOU HEAR US NOW? NOW WE CAN HEAR YOU.

ALL RIGHT.

[14. MATTERS ARISING OUT OF EXECUTIVE SESSION]

SO WE ARE NOW BACK OUT OF EXECUTIVE SESSION.

UM, ARE THERE ANY MATTERS, UH, THAT WOULD LIKE TO BE BROUGHT FOR THIS COMMITTEE OUT OF EXEC, OUT OF THE EXECUTIVE SESSION? MR. CHAIRMAN I'LL MAKE A MOTION THAT, UH, THAT THE FINANCE COMMITTEE RECOMMEND TO COUNCIL THE APPROVAL OF PAYMENTS DISCUSSED IN EXECUTIVE SESSION FOR ELIGIBLE RETIREES IN THE AMOUNT OF NOT TO EXCEED 125,000 HOURS SOME TO THE RETIREE SIGNING RELEASE FUNDS TO COME FROM GENERAL CONTINUOUSLY.

I LIKE THE SECOND, THE MOTION.

ALL RIGHT.

WE HAVE A MOTION THAT HAS BEEN MADE BY MR. GLOVER AND SECOND BY MS. HOWARD.

UM, IS THERE ANY DISCUSSION? YES, YES.

COUNSEL, IS THAT THE CLARIFY THAT AS THE COUNCIL GENERAL CONTINGENCY FUND.

OKAY, GOOD.

YES.

SO ANY DISCUSSION, IS THERE ANY OBJECTION WE'D LIKE TO PASS THIS WITHOUT OBJECTION SEEING NO OBJECTION.

UH, THE MOTION PASSES.

ALRIGHT.

AND THEN A SECOND ITEM FOR, UM, UM, FOR, UH, THE OUT OF EXECUTIVE COMMITTEE.

IS THERE ANY DISCUSSION ON THAT SECOND ITEM

[00:35:02]

GETTING, GIVEN AN OVERVIEW OR WHAT WE DISCUSSED IN THE EXECUTIVE SESSION SERVED SO THAT WE CAN, UH, UM, THE PUBLIC WOULD UNDERSTAND WHAT'S GOING ON WHEN THERE IS EITHER A MOTION OR A FAILURE TO HAVE A MOTION MADE MR. MR. FLUNG, WOULD YOU LIKE TO MAKE THAT A COMMENT? WELL, YOU KNOW, I'M NOT A LAWYER, SO, UM, WE HAVE TO BE CAREFUL.

WE RECEIVED LEGAL ADVICE REGARDING THAT ETHICAL TREATMENT OF MATERIALS, UM, IN RELATION TO A TEXTILE REFERENDUM AND, UM, THE POTENTIAL PITFALLS INVOLVED AND THE, UH, UH, YOU KNOW, WHAT, WHAT KIND OF ADVOCACY AND EDUCATION IS APPROPRIATE VERSUS THOSE THAT ARE NOT, AND THE DIFFICULTIES AND DISCERNING BETWEEN ALL OF THE ABOVE.

AND SO, UM, UH, THERE, YOU, I DON'T WANT TO TALK ABOUT WHAT, WHAT WILL SAID BY ENBRIDGE THE COUNCIL MEMBERS IN THE EXECUTIVE SECTION.

SO I THINK THAT PRETTY MUCH A GOOD OVERVIEW.

THANKS.

GOOD.

THANK YOU, MR. .

I APPRECIATE YOU DOING THAT FOR US.

UM, SO LIKE AGAIN, HAVING THE, UH, OVERVIEW OF, OF WHAT WAS, UM, UH, UM, BRIEFLY DISCUSSED, IS THERE ANY, ANY ACTION OUT OF EXECUTIVE SESSION ON THAT MATTER? ALL RIGHT.

SEEING, UM, NOTHING BROUGHT BEFORE US, UM, WOULD IT BE APPROPRIATE TO HAVE, UH, THE ADMINISTRATION PROVIDE SOME INFORMATION? THE PLAN IS FOR EDUCATION, MR. HERBERT, SEAN.

UM, I, I THINK THAT IT, IT WOULD BE, UM, AND, UM, OBVIOUSLY WE HAVE, UH, UH, CHRIS HERE, UM, WITH CHRIS BLACK TO COME UP AND TALK ABOUT WHAT WE CAN DO OR WHAT WE, WHAT THE COUNTY IS GOING TO LOOK AT DOING ON OUR END, UM, WITH, OR WITHOUT ANY OTHER ACTION, UH, GOOD AFTERNOON.

SO ON ANY REFERENDUM AND WE HAVE TWO THIS FALL, UH, THE COUNTY'S PLAN RIGHT NOW IS TO DO TWO EDUCATIONAL MICRO-SITES ON THE WEBPAGE THAT ARE GOING TO LAY OUT, UM, BOTH THE POSITIVE AND NEGATIVES OF, OF THE REFERENDUMS. THE SECOND PART IS WE'LL TAKE THOSE AND BE ABLE TO THROW THAT ON THE SOCIAL MEDIA.

AND WE'LL ALSO TALK WITH DIFFERENT MEMBERS OF THE MEDIA ABOUT SO THEY CAN PUBLISH IT IN THE ISLAND PACKET AND KIND OF GIVE AND EDUCATE VOTERS ON WHAT THEY WILL BE LOOKING AT IN NOVEMBER.

AND THAT'S JUST A QUICK SYNOPSIS OF THE DIFFERENT MATERIALS THAT WE'LL BE DOING.

ANY, ANY QUESTIONS? YES, I HAVE ONE, SORRY, GO AHEAD, CHRIS.

THANK YOU VERY MUCH FOR GIVING US THAT OUTLINE AND JUST FIGHTING TO MAKE SURE THAT PUBLIC IS WHERE THAT, UM, THING THAT WE SEND OUT WILL BE REVIEWED BY NOT ONLY THE COUNTY ADMINISTRATOR, BUT THE LEGAL DEPARTMENT, AND, UM, IF POSSIBLE, RUN IT THROUGH THE STATE ETHICS COMMITTEE, UM, THAT ETHICS COMMISSION FOR COMPLIANCE REGULATIONS AND THAT, THAT THE COUNTY WILL NEVER BE IN A POSITION OF ADVOCATING FOR.

IN OTHER WORDS, WHEN WE SAY THAT THE PLUSES AND MINUSES OF THIS, UM, OF THIS POTENTIAL, UH, REFERENDUM, WE'RE TALKING ABOUT THE EFFECTS OF WHAT HAPPENS AND WHERE THE MONEY WILL GO, OR WON'T GO, SHOULD IT SHOULDN'T BE OR DISAPPROVED, SO, AND BE A LIKELY TO EFFECTS INDIVIDUAL ACTS THERE.

SO, UM, I JUST WANT TO MAKE SURE THAT EVERYBODY IS CLEAR ON THAT IN PUBLIC.

ANY OTHER QUESTIONS, AND AGAIN, JUST TO DO AN OVERVIEW, BRIAN, THANK YOU FOR, FOR EVERYTHING THAT YOU'VE JUST POINTED OUT THAT, UM, OBVIOUSLY IT'S OUR OBLIGATION TO EDUCATE THE POPULATION, UM, ON THE REFERENDUM, ON COMING UP, UM, THAT, UM, UH, WE NEED TO MAKE SURE WE DO THAT, BUT AGAIN, WE CANNOT ADVOCATE EITHER WAY AND SO WE WANT TO MAKE SURE WE DO THAT.

SO, UM, ARE GOOD.

ANY OTHER QUESTIONS? ALL RIGHT.

I THINK THAT WAS, UH, OUR LAST ITEM.

UM, THIS COMMITTEE HAS NOTHING ELSE.

UM, WE ARE ADJOURNED.

OKAY.

AND.
