WHAT THE PURPOSE TO CRITICALLY ASSESS PARKS AND RECREATION TO KEY EXCERPTS FROM THE FINAL REPORT ARE. WITH THAT BEING SAID DOCUMENTED IN THE COMMUNITY SERVICES COMMITTEE MINUTES OF FEBRUARY 29TH, 2016 STATES. AND I QUOTE GOING FORWARD, THE COUNTY WILL ISSUE A REQUEST FOR PROPOSAL TO FACILITATE TWO PROGRAMS TO FACILITATE THESE TWO PROGRAMS. UM, AND YOU KNOW, THERE'S TIMES RIGHT NOW THAT WE ALL TALK ABOUT WHERE WE SEE WHAT'S KIND OF HAPPENING IN THE WORLD AND WE KNOW THAT KIDS NEED SOMETHING MORE STRUCTURAL IN LIFE, AND THAT'S WHAT THE COMMUNITY CENTERS HAVE BEEN DESIGNED FOR OVER A PERIOD OF TIME. AND SO JUST LISTENING AND HEARING EVERYONE ELSE, I THINK WE CAN ALL AGREE THAT THE IMPORTANCE OF THE COMMUNITY CENTER AND WHAT THEY PLAYED IN THE ROLES OF THE PEOPLE THAT HAVE LIVED IN THOSE AREAS. UM, I'VE ALREADY HAD A MEETING WITH SHANNON BACK IN APRIL. WE MET WITH COUNTY COUNCIL AND GERALD. THEY MADE SOME PROMISES THAT THINGS THAT THEY WERE GONNA DO. UM, WE'RE STILL WAITING FOR THOSE THINGS TO HAPPEN. UM, WE DID AN INFORMAL SURVEY IN THE COMMUNITY TO KIND OF FIND OUT WHAT THE COMMUNITY WANTED TO DO. AND AGAIN, IT'S SOMETHING THAT YOU'RE TRYING TO REVITALIZE, YOU KNOW, WE'RE TRYING TO GET THAT ROLLING AGAIN SO THAT PEOPLE ARE ENGAGED BECAUSE THEY HAVE NOTHING TO BE ENGAGED ABOUT AT THIS POINT. UM, WE ALSO PUT TOGETHER TO COUNTY COUNCILMAN, GERALD AUSTIN, AND AGENDA PROGRAMS THAT WE WOULD LIKE TO SEE THE PURPOSE OF THE PROGRAM, AS WELL AS THE OUTCOMES THAT ARE EXPECTED FROM IT. AND I'LL BE GLAD TO PASS THAT INFORMATION ALONG TO ANYONE WHO'S INTERESTED IN IT. UM, SO JUST AS A VOICE AND NOT THE ONLY VOICE, BUT I DON'T, I DON'T MIND USING MY VOICE. HOWEVER, THE ACCESSIBILITY TO THESE PROGRAMS FOR THE KIDS, THAT'S ON THE OTHER SIDE OF THE BRAS AND HELENA ISLAND, UM, SHELDON SEABROOK, DALE, THEY IT'S AVAILABLE, BUT IT'S ALMOST LIKE IMPOSSIBLE TO GET THEM THERE, ALTHOUGH THEY ARE REC AGE STUDENTS, UM, THEY'RE NOT DRIVING. AND BECAUSE OF THE COST OF LIVING, PARENTS ARE WORKING TWO JOBS. UM, EVEN WHEN THEY'RE IN A TWO HOUSEHOLD, A TWO PARENT HOUSEHOLD. SO I JUST WANTED TO BRING THAT TO EVERYBODY'S ATTENTION THAT THE ACCESSIBILITY OF THESE PROGRAMS THAT ARE AVAILABLE, IT'S NOT REALLY ACCESSIBLE TO THE KIDS BECAUSE A LOT OF TIMES THEY DON'T HAVE NOBODY AVAILABLE TO GET THEM WHERE THEY NEED TO BE AT, TO MAKE THESE PRACTICES, UM, TO EVEN GET TO THE FACILITIES. I THINK FROM THE HELENA, I'M NOT SURE IF THEY HAVE A TEAM OVER THERE CURRENTLY, UM, A LOT'S BEEN GOING ON, SO A LOT'S CHANGED, BUT FROM THE HELENA, LIKE IF THEY WOULD'VE SIGNED UP FOR CERTAIN [00:15:01] SPORTS, THEY GOT TO GO ALL THE WAY OVER TO, UM, BARTON WELLS RECREATION CENTER. WE ALSO DID A KARATE CAMP AND THOSE KIND OF CHEER AND FENCING AND ALL THOSE OTHER STUFF, KIND OF NEW TO US THIS YEAR. WE DID CHEER IN THE PAST. WE'D TAKEN SOME TIME OFF, BUT THAT CAMP WAS LOADED THIS YEAR. SO WE'RE PRETTY EXCITED, UH, GOING OUT TO THE POOL FULL POOL SCHEDULE. UM, WE WERE ABLE TO DO NOT ONLY WATER AEROBICS, SEVERAL DIFFERENT TIMES. WE HAD IT ON SATURDAY, BUT OPEN SWIM, UH, REC SWIM CLUB, AGE TWO, A AND WE WERE BUSY ALONG WITH, UH, PROVIDING SWIM LESSONS. UM, AND AS I TALKED TO THE AQUATICS PERSON HERE, BUT RIGHT AFTER THAT, WE'RE GOING TO, WE, WE LOSE NINE PEOPLE, UM, MIDDLE THROUGH THE MONTH. AND WE'RE REALLY, AND THAT'S REALLY KIND OF EXCITING TO SEE SOME OF THE TECHNOLOGY WE PUT IN BEING USED THERE AT THE REC CENTER SENIOR CENTER WAS, UH, WE WERE GETTING MORE AND MORE PEOPLE INTERESTED, BUT OBVIOUSLY IN THE LAST COUPLE OF WEEKS WITH COVID KIND OF, RE-EMERGING, WE'VE SEEN SOME DROP BACK THERE, BUT, UM, STILL HAVING PEOPLE COME, UH, WENT TO THE CENTER YESTERDAY AND WISHED, UH, ONE OF OUR LONG-TIME MEMBERS, A HAPPY HUNDREDTH BIRTHDAY. I MISSED THE 98 TO 99, BUT I WAS AT LEAST ABLE TO SEE HER FOR A HUNDRED, WHICH IS THIS WEEK. SO IT'S KINDA NEAT. UM, LOW COUNTRY CELEBRATION PARK. I MENTIONED THAT THAT'S A NEW PARK DOWN IN COLIGNY. UH, WE HAD SOME EVENTS DOWN THERE THIS SUMMER. IT WENT VERY WELL AND REALLY KIND OF EXCITING BECAUSE IT WAS A NICE MIX OF PEOPLE VISITING OUR COMMUNITY, BUT ALSO, UH, ISLANDERS COMING TO THE EVENT, UH, LOCAL PEOPLE THAT LIVED THERE. SO IT WAS A NICE THURSDAY NIGHT EVENT. UM, AND THEN WE SAW A LOT OF YOUNGER FAMILIES THERE BECAUSE THEY DIDN'T HAVE TO WAIT FOR THE FIREWORKS TO GO OFF, LIKE YOU SEE AT SHELTER COVE AND SOME OF THE OTHER THINGS THAT WE DO THERE. SO IF I HAVEN'T HAD A CHANCE TO MAKE IT ON THE HILTON HEAD TO SEE THIS NEW PART, I STRONGLY RECOMMEND THAT YOU GO DO IT. UH, OUR FALL PROGRAMS ARE UNDERWAY. UM, PEOPLE ON HILTON HAD ALWAYS LIKED THE WAIT UNTIL THE LAST MINUTE. SO I WON'T KNOW UNTIL AFTER LABOR DAY, HOW WE'RE GOING TO DO AND, AND WHERE WE GO FALL PROGRAMS. BUT I DIDN'T ANTICIPATE THAT OUR SOCCER NUMBERS AND SOME OF THE OTHER THINGS THAT WE'RE OFFERING WILL CERTAINLY BE AT THE SAME LEVEL. WE FOUND TWOS AT A, UM, ADULT BASKETBALL, WHICH WE HADN'T DONE IN YEARS. IT SEEMS TO BE EXTREMELY POPULAR. AND WE WERE TRYING TO WORK IN SOME TIME TO MAKE THAT WORK FIVE ON FIVE LEAKS. AND, UH, WE FINISHED UP ONE A COUPLE OF WEEKS AGO. IT TOOK THREE MONTHS TO GET IT OVER WITH, BUT IT WORKED OUT REALLY WELL. AND THAT'S SOMETHING THAT WE HAVEN'T HAD. UM, JUST ONE OF, SOME OTHER THINGS THAT HAVE GONE ON OVER IN HILTON HEAD, THE TOWN'S GOING TO BE DOING A MASTER PLANNING OF THREE PARKS, WHAT THEY CALLED THE MID ISLAND PARK, AND THEN ALSO CHAPLAIN AND THE, AND THE CRA, UH, CROSSINGS PARK. AND THEY'RE GETTING READY IN THAT PROCESS. AND THAT ACTUALLY, THAT ALL STARTS IN TWO WEEKS WITH SOME COMMUNITY MEETINGS. AND I'M SURE YOU'LL SEE ABOUT THAT OUT THERE, BUT THAT'S REALLY EXCITING. AND, UH, WE'LL JUST FIGURE THAT OUT AS WE MOVE FORWARD, TALKED ABOUT STAFFING STAFFING AT THE POOL AND OTHER AREAS OR ISSUES THAT WE HAVE, I'M SURE EVERYBODY'S NODDING THEIR HEAD, WHOEVER EMPLOYS PEOPLE. THAT'S, THAT'S AN, A, A CHALLENGE THAT WE HAVE NOW, AND HOPEFULLY WE CAN, UH, CROSS THAT HURDLE. AND ONE IS JUST THE COST OF DOING BUSINESS. AND SO WE HAVE TO GENERATE 6% OF OUR REVENUES IN THE COST OF DOING BUSINESS IS CERTAINLY GOING UP AND UP. AS YOU ALL KNOW, FOR PEOPLE THAT GO BUY YOUR FOOD AT THE FOOD STORE OR GO TO THE GAS PUMPS, WE'VE ALL SEEN THAT GOING UP. AND WE ANTICIPATE SOME OF THOSE FEES AND THAT WE OFFER AT DIRECT CENTER PROBABLY WILL HAVE TO GO UP OVER THE NEXT YEAR. SO WE CONTINUE OUR COST RECOVERY. UM, WHEN I, WHEN I MOVED HERE A YEAR AND A HALF AGO, I WAS SURPRISED TO FIND THERE WAS NO SENIOR LEAGUE. UH, THE ONLY PEOPLE THAT COULD PLAY SENIOR SOFTBALL, I HAD TO LIVE IN SUN CITY AND PLAY IN THE HAIR LEAGUE AND WE WEREN'T ALLOWED TO PLAY. SO THAT WAS THE, AND WE WERE TIRED OF PLAYING WITH YOUNGER GUYS WHO COULD OUTRUN US OUT, THROW US NOW, HIT US. SO WHEN RICK AND I BEING REASONABLY SMART, I SAID, WHY DON'T WE JUST PLAY WITH PEOPLE OUR AGE? SO THAT'S WHAT STARTED THIS WHOLE THING. UM, THE PROGRAM IS OPEN TO ANYONE 55 AND OVER WHO WANTS TO PLAY ANYBODY WHO PLAYS, UH, AND SHOWS UP FOR GAMES. WE'LL BE IN THE BATTING ORDER. THEY'LL PLAY SOME TIME IN THE FIELD. UH, THERE'S NO, NO, UH, RESTRICTION ON TALENT LEVEL OR EXPERIENCE OR ANYTHING LIKE THAT. AND WE TRY AND KEEP OUR TEAMS COMPETITIVE. UM, WE'RE POSITIONED FOR MORE EXPANSION AND IN THE FALL, UH, WE MAY HAVE SIX, SEVEN OR EIGHT TEAMS. WE'VE BEEN HAVING A SUMMER PROGRAM OF INFORMAL PRACTICES. AND OUR DATABASE OF POTENTIAL PLAYERS IS UP TO ABOUT 240 SENIORS IN THE COUNTY. UM, NOW YOU MENTIONED THAT YOU FOR, SO IS THIS ARE ALL THESE FOLKS NORTH OF THE BROAD PEOPLE TRAVELING FROM SOUTH ABROAD THAT THEY'RE COMING FROM ALL OVER THE COUNTY AND A FEW FROM JASPER COUNTY, TWO OF THEM. YES. AND WE HAVE SOME INTEREST FROM PEOPLE IN SAVANNAH, SAVANNAH, GEORGIA ACTUALLY DIDN'T HAVE A LEAGUE THIS PAST YEAR BECAUSE OF COVID. AND, UH, SO THE COUNTY IS KIND ENOUGH TO LET PEOPLE WHO ARE IN THE AREA AND CAN GET HERE, PLAY, WHICH MAYBE, MAYBE SOME OF THEM WILL JOIN US THIS YEAR, TOO. UM, WHEN WE STARTED OUR INITIATIVE, WE THOUGHT OUR BIGGEST CHALLENGE WOULD BE FINDING PLAYERS. UM, BUT WE TAPPED INTO THIS INCREDIBLE MARKET. OVER 40% OF THE POPULATION IN BUFORD COUNTY IS BETWEEN THE AGES OF 50 AND 79, WHICH IS OUR MARKET. WE'RE ALSO, I MIGHT ADD OPEN TO WOMEN. UH, SO WE HAD SOME WOMEN PLAYERS, WE HAD TWO, BUT WE'RE OPEN AND WE'RE TRYING TO FIGURE OUT HOW TO TAP INTO THAT A LITTLE BIT BETTER THAN WE HAVE. UM, AND BEFORE I FORGET, I'M GOING TO ASK FOR, TO TALK ABOUT THE FIELDS AND WHAT OUR, WHAT OUR CURRENT CHALLENGES ARE. AND WE HAD A REC CENTER THAT I HUNG OUT IN, UH, THAT REALLY WAS VERY IMPORTANT TO MY GROWTH AS A, AS A PERSON. UM, SO I CAN REALLY EMPATHIZE WITH THOSE WHO TALKED ABOUT THEIR NEEDS HERE. SO I REALLY WANT TO TALK ABOUT THEIR NEXT CHALLENGE. SO REALLY WHAT WE SEE [00:30:01] IS OUR MAJOR CHALLENGE IS FIELDS. AND THAT GOES ALONG WITH WHAT THE SAND HANDLE PEOPLE. IT SEEMS LIKE TALKING WITH SHANNON, THERE JUST ISN'T ENOUGH BUDGET TO HANDLE ALL OF THE RECREATION THAT'S NEEDED IN THIS COUNTY. AND, UH, AND I MOVED HERE IN 1979 AND THAT'S WHEN I PLAYED MY FIRST SOFTBALL GAME AT BARKER FIELD. AND SINCE 1979, I'VE BEEN CONNECTED WITH BUFORD COUNTY AND THE ISLAND REC CENTER, UH, COACHING, UH, BASICALLY ANY SPORTS A LONG TIME AGO AT THE ALLEN REC CENTER. BUT THEN I SPENT 15 YEARS INVOLVED IN DIXIE YOUTH BASEBALL. AND, UH, AND WHEN I TURNED 50 YEARS OLD, THAT'S WHEN I RESTARTED PLAYING SOFTBALL. AND OF COURSE WHEN I WAS 50, I THOUGHT I COULD STILL HANG WITH ANYBODY. BUT, YOU KNOW, WE KEPT A GROUP OF US OLD GUYS TOGETHER. OKAY. AND WE PLAYED IN THE COUNTY SOFTBALL LEAGUE, BUT WHEN WE GOT 60 AND THEN WE GOT 65, UH, WE JUST COULDN'T COMPETE. SO WE, THIS IS WHAT INSPIRED US TO TRY TO GET A SENIOR LEAGUE STARTED. AND LIKE DAVE SAID, WE WERE SHOCKED WITH THE RESPONSE THAT WE GOT, BUT REALLY WHAT THE, WHAT THE COUNTY PARKS AND REC NEED. PEOPLE. WE NEED A LARGER BUDGET FROM THE COUNTY COUNCIL FOR RECREATION FOR THE LOCAL PEOPLE. AND IT SOUNDS LIKE THEY NEED IT. WE NEED IT. AND I'M SURE A WHOLE BUNCH OF OTHER SPORTS MINDED GROUPS NEED IT. AND WE WANT TO WORK WITH ANY GROUP. WE THINK WE HAVE A LOT OF INFLUENCE INFLUENTIAL PEOPLE THAT ARE PLAYING AND JOINING US. AND LIKE I SAID, WE WILL HELP IN ANY WAY WE CAN. WE JUST NEED TO KNOW A DIRECTION THAT Y'ALL WANT US TO GO IN. YEAH. ONE OF THE THINGS THAT, UM, AGAIN, THE COUNTY HAS BEEN, HAS BEEN SUPPORTIVE IN GETTING THIS STARTED AND WE HAD A GREAT MEETING WITH, UH, SHANNON AND HER WHOLE TEAM A FEW WEEKS AGO. UM, AND I'VE SEEN THAT BOOK AND A TOTALLY AND EMPIRICALLY THROUGH ALL RESEARCH. SO WE WANTED TO GET, FIND AN EVENT WHERE WE COULD START TO KIND OF START THAT PROCESS. THE F THE FIRST BIG HURDLE FOR ME WAS IDENTIFYING THE IMMEDIATE NEED. THE IMMEDIATE NEED TO ME IS HOW MANY FACILITIES NEED MAINTENANCE NOW, THAT'S, THAT'S THE FIRST THING, WHETHER YOU'RE TALKING ABOUT THE LARGER CENTERS OR YOU'RE TALKING ABOUT THE OUTLYING CENTERS, THE BALL FIELDS, FENCES, DIFFERENT THINGS LIKE THAT FOR A LONG TIME, MONEY WAS ALLOCATED TO MOVE THE BALL DOWN THE FIELD INCREMENTALLY. AND WHAT I MEAN BY THAT IS WE'RE NOT PLANNING. WELL, THE MASTER PLAN IS A LARGE VIEW OF EACH OF THOSE FACILITIES, WHERE THEY ARE, WHO THEY SERVE AND WHAT THE NEEDS ARE OF THOSE COMMUNITIES IN THOSE SPECIFIC AREAS. THAT'S WHAT THE MASTER PLAN DOES. SO IF WE DON'T SPEND THE $172,000 TO GET A PROFESSIONAL GROUP IN TO LAY THAT LONG RANGE PLAN, WE WILL CONTINUE THE BROKEN CYCLE THAT WE HAVE BEEN IN FOR A VERY LONG TIME.
