>> ITEM NUMBER SIX OUR CITIZEN COMMENTS SIR, DO WE HAVE ANY CITIZEN COMMENTS ONLINE OR IN
THE ROOM? >> NO, SIR, WE DON'T. OK.
THANK YOU VERY MUCH. THEN I'LL CLOSE OUT. ITEM NUMBER SIX.
BEFORE WE MOVE IN TO THE AGENDA ITEMS SINCE THIS IS A MEETING OF COMMUNITY SERVICES AND THE PUBLIC SAFETY COMMITTEE, I'M GOING TO LEAD INTO THE AGENDA ITEMS WITH A STATEMENT AND SOME COMMENTS. AT LEAST FIVE HUNDRED AND THIRTEEN THOUSAND NINE HUNDRED FORTY SEVEN PEOPLE HAVE TESTED POSITIVE FOR THE CORONA VIRUS AND EIGHT THOUSAND SEVEN HUNDRED AND FIFTY FIVE HAVE DIED IN SOUTH CAROLINA SINCE MARCH OF 20 20 SOUTH CAROLINA DEPARTMENT OF HEALTH AND EDUCATION AND ENVIRONMENTAL CONTROL ON WEDNESDAY REPORTED 1000 THREE HUNDRED NINETY ONE NEW CASES. TWO HUNDRED AND SIXTY MORE THAN WERE REPORTED THE PREVIOUS DAY. THE STATE ALSO RECORDED 13 NEW CORONA VIRUS RELATED DEATHS.
>> AT LEAST SEVEN HUNDRED AND TWENTY NINE PEOPLE IN THE STATE WERE HOSPITALIZED CORONA VIRUS AS OF LAST MONDAY WITH 109 96 PATIENTS IN THE ICU. AS OF LAST WEDNESDAY 20 PERCENT OF COVERAGE 19 TESTS WERE REPORTED POSITIVE. THE CENTERS FOR DISEASE CONTROL AND PREVENTION SAY 5 PER CENT OR LOWER MEANS THERE IS A LOW LEVEL OF COMMUNITY SPREAD THE MOMENT ROUGHLY 45 PERCENT OF SOUTH CAROLINA RESIDENTS ARE FULLY VACCINATED AGAINST THE CORONA VIRUS AND ABOUT 52 PERCENT EVER RECEIVED AT LEAST ONE DOSE.
THAT'S A PRETTY LOW NUMBER. JUST A FEW WEEKS AGO BEAUFORT MEMORIAL HOSPITAL DIDN'T HAVE A SINGLE COVID 19 PATIENTS. AND TIMES HAVE CHANGED AND THEIR NUMBERS ARE COMPLETELY DIFFERENT. NOW WE'RE SITTING ABOUT TWENTY FIVE HOSPITALIZED OVER 90 PATIENTS AS YOU CAN IMAGINE. THAT'S A SHARP INCREASE FROM WHAT WE WERE AVERAGING REALLY ABOUT FOUR WEEKS AGO WHICH WAS ABOUT TWO. TO ZERO, SAID RUSSELL BAXLEY, PRESIDENT AND CEO OF BEAUFORT MEMORIAL HOSPITAL ACTUALLY SAYS THAT ONE THING ALL OF THESE PATIENTS HAVE IN COMMON IS NONE OF THEM NOT ONE OF THEM HAS BEEN VACCINATED.
IT APPEARS TO ME THE VACCINE IS THE BEST WEAPON WE HAVE AGAINST THIS VIRUS AND I WOULD URGE ANYONE WHO IS LISTENING TO ASK THOSE YOU KNOW WHY RESISTING VACCINE TO RECONSIDER WHAT THEIR OWN GOOD AND FOR THE COLLECTIVE GOOD OF THE PUBLIC HEALTH.
THANK YOU VERY MUCH FOR THAT OPPORTUNITY TO SAY THAT. GO BACK THROUGH THE AGENDA
[7. COMMUNITY SERVICES GRANT UPDATE]
FIRST AGENDA ITEM IS ITEM NUMBER SEVEN FOOT. ARE YOU PREPARED TO DO THAT?[00:05:04]
AUDREY, YOU'RE GOING TO BE DOING THAT RIGHT? >> YES, SIR, I AM.
>> THAT'S COMMUNITY SERVICES GRANT. TAKE IT AWAY.
YES, SIR. >> VERY BRIEF UPDATE REGARDING SERVICES GRANT.
BRIEF. THE DEADLINE FOR THE APPLICATIONS WAS JULY 30TH.
STAFF RECEIVED THIRTY EIGHT APPLICATIONS, SEVERAL OF WHICH WERE NEW ORGANIZATIONS.
STAFF STARTED REVIEWING THE APPLICATIONS ON MONDAY, AUGUST 3RD.
SO WE ARE MOVING FORWARD WITH THAT. THE SCHEDULE FOR THESE NORMALLY IS AFTER THE ROUTE THE REVIEW GOES THROUGH THE COMMITTEE THAT'S BEEN ESTABLISHED.
THEY NORMALLY COME OUT WITH A LIST OF THE GRANTS THAT HAVE BEEN APPROVED SOMETIME IN THE FALL. ISN'T NORMALLY OCTOBER AND NOVEMBER THAT RIGHT?
>> YES, SIR. FIRST PART OF OCTOBER. >> OK.
SO WE'LL HAVE ALL OF THIS READY FOR THIS COMMITTEE AND FOR THE FULL COUNCIL IN THE OCTOBER NOVEMBER TIMEFRAME. OKATIE. ANYBODY HAVE ANY QUESTIONS FOR AUDREY WITH REGARD TO THE COLLECTION OF THOSE GRANT SUBMISSIONS?
>> OK. I UNDERSTAND THAT ERIC GREENWAY IS GOING TO MAKE THAT INFORMATION AVAILABLE TO US AT THE FULL COUNCIL MEETING AT THE END OF THE MONTH.
JUST TO GIVE US A SUMMARY OF THE SAME UPDATE THAT YOU PROVIDED IS NOT RIGHT.
>> YES SIR. >> I WILL PROVIDE HIM WITH THAT .
OK. OK. I THINK I'VE SPOKEN TO HIM ABOUT THAT. HE'S AGREED THAT IN HIS ADMINISTRATION FOR ANYTHING ANY
FURTHER COMMENTS NUMBER 7 NO HEARING NONE. >> WE CAN MOVE ITEM NUMBER
[8. FOOD SERVICE FOR DETENTION CENTER CONTRACT RFP#043021]
EIGHT. IT'S FOR THE DETENTION CENTER CONTRACT FOR FOOD SERVICE.COLONEL FOOT. YES, SIR. THANK YOU.
GOOD AFTERNOON. COUNSEL AND CHAIRMAN THIS IS BEING BROUGHT FORWARD BY ITSELF AS A NOT AS A RENEWAL BUT AS A NEW CONTRACT THE FOOD SERVICE CONTRACT AT THE DETENTION CENTER HAS EXPIRED AND WE HAVE AFTER FIVE YEARS WE HAVE TO PUT IT BACK UP FOR AN RFP WHICH WAS DONE WE HAD APPROX THE 3 COMPANIES TOTAL THAT SUBMIT BIDS.
>> A COMMITTEE WAS PUT TOGETHER THEY CHOSE DOWN TO TWO THEY HAD A MOTHER MEETING AND PRESENTATION OF THE LAST TO DOCTORS. ONE WAS SUMMONED FOOD AND THE OTHER WAS TRYING TO SERVICES AND OUT OF THAT THEY HAD TO SELECT THE TRINITY SERVICES
GROUP TO PROVIDE OUR FOOD SERVICE THE DETENTION CENTER. >> TWO QUESTIONS THAT I HAVE.
>> PHIL WHEREAS ANY SERVICE IS LOCATED, BILL, YOU KNOW VETERINARY SERVICES LOCATORS LOCAL AND NOW THEY'RE NOT LOCAL VENDORS MOST ALL THESE MURDERS ARE LARGE CORPORATIONS THAT ARE
TYPICALLY OUT OF OTHER STATES. >> WHAT'S THE IMPACT THE ONE THAT WE'VE HAD THE INCUMBENT
SUMMIT 2 AND SUMMIT WAS OUT OF LOUISIANA. >> OK, WHAT IS THE AMOUNT
OF THE CONTRACT? >> THIS IS ONE OF THOSE THAT WILL BE AN ESTIMATED CONTRACT ONLY BECAUSE WE PAY PER MEAL AND SO IT DEPENDS ON THE AMOUNT OF INMATES THAT WE TAKE CAN IN A YEAR THE ESTIMATED AMOUNT OF THE CONTRACT ANYWHERE FROM ABOUT TWO HUNDRED TWENTY FIVE
THOUSAND TO ABOUT THREE HUNDRED FIFTY THOUSAND THE YEAR. >> THANK YOU.
YES IT'S ANYTHING JUST SO THAT YOU UNDERSTAND THE COMPLEXITY OF THE FOOD SERVICE AT THE
DETENTION CENTER. >> JUST REAL QUICKLY, THESE FOOD SERVICE VENDORS ARE TYPICALLY THEY HANDLE CORRECTIONAL FACILITIES. THEY I'D PAY A CERTIFIED DIETICIAN TO MAKE SURE THAT THE CALORIES THAT ARE REQUIRED ARE MADE SURE THAT THEY'RE WITHIN THE MEALS AND WITHIN THE MEAL PREPARATIONS SO THAT WE GET THE RIGHT AMOUNT OF CALORIES.
[00:10:03]
>> JUVENILES RIGHT. AMOUNT OF CALORIES FOR AN ADULT MALES AND FEMALES.
SO THEY ALSO PROVIDE MENUS FOR MEDICAL. AND THEY ALSO PROVIDE MENUS FOR RELIGIOUS DIETS. ONE OF OUR LARGEST RELIGIOUS DIETS ARE WHEN WE HAVE RAMADAN . SO WE HAVE TO HAVE THOSE MEALS PREPARED PROPERLY.
ALSO SUCH YOU KNOW, WE DO NOT PROVIDE ANY PORK RELATED ITEMS INSIDE THE DETENTION CENTER AND THEY ALSO LIKE US I WORK CLOSELY WITH OUR MEDICAL DEPARTMENT.
WE HAVE A LOT OF MEDICAL REQUIREMENTS FOR A LOT OF INMATES THAT COME FROM IF YOU EVER I USE TRINITY IN THE PAST PHIL ONLY FOR OUR COMMISSARY WHICH IS SOMETHING SEPARATE THEN DOING THE FOOD SERVICE. ANY QUESTIONS FOR HELPFUL WITH REGARD TO THE CONTRACT FOR FOOD SERVICE AT THE DETENTION CENTER?
>> AND CHAIRMAN, THIS WILL HAVE YOU GO FORWARD TO FULL COUNCIL AS OF A DOLLAR AMOUNT ON THE CONTRACT RIGHT PASSING. WILL YOU HAVE A QUESTION? YES, I DO.
>> OF STILL ARE THERE ANY REIMBURSEMENTS FROM THE STATE OR THE FEDERAL GOVERNMENT UNDER THESE PROGRAMS OF SUPPLYING FOOD TO INMATES? NO, SIR.
OK, THANK YOU. >> WELL, I NEED A MOTION TO MOVE THIS TO FULL COUNCIL WORK . WE JUST ASSUME IT'S GOING FORWARD BECAUSE OF THE AMOUNT,
MR. CHAIRMAN. >> A MOTION THAT WE MOVE IT TO COUNCIL AND DO HAVE A QUESTION FOR MR. FORD. IF I CAN GET A SECOND UP FOR I WILL BE GLAD TO SECOND THAT.
>> THANK YOU. >> YEAH. MISS LAURIE, I HAVE A QUESTION.
YEAH, THIS IS WHAT WAS DIFFERENT OR WHAT WAS UNIQUE ABOUT TRINITY THAT SUMMIT DID DIDN'T OFFER. WAS THERE SOMETHING SPECIAL ABOUT THEM? IT WAS PRETTY CLOSE. THE FIRST TIME AROUND AND THEN THE SECOND TIME THEY SORT STOOD OUT AS THE ODD COMPANY. SO WHAT WAS SO UNIQUE ABOUT THEM? THAT SUMMIT DIDN'T OFFER COUNCILMAN GLOVER WHEN THEY WENT THROUGH THE RFP PROCESS.
OBVIOUSLY WHEN YOU'RE THE INCUMBENT SOMETIMES THAT CAN EITHER BE VERY GOOD FOR YOU OR IT COULD HURT YOU AND SO WE THEN WAS SUMMONED FOR A VERY LONG TIME.
BUT I THINK THAT THERE WAS SOME DISSATISFACTION WITH THE SERVICE AND ALONG WITH TRINITY PROVIDING A NOW DOESN'T LOOK LIKE A LOT BUT A FEW LESS PER MEAL.
I THINK ALL THAT KIND DROVE EVERYTHING TO GO TOWARDS TRINITY AND THE REFERENCE OF TRINITY THEY HAD A GOOD REPUTATION. THAT'S ALSO A PART OF THIS AS WELL AS YES SIR. UNFORTUNATELY WITH THESE LARGE CORPORATIONS LIKE TRINITY AND SUMMIT WHO ARE PRIMARILY FOOD SERVICE VENDORS FOR CORRECTIONAL FACILITIES LOTS OF TIMES IT JUST ALL DEPENDS ON WHO YOU CALL IS WHETHER YOU LIKE THEM OR NOT LIKE THEM.
SO IT'S IT'S TOUGH. BUT WHEN YOU GO TO AND TALK WITH YOUR PEERS YOU CAN USUALLY GET A PRETTY GOOD GAGE OF WHO'S DOING A GOOD JOB. THANK YOU, SIR.
YES, SIR. >> ANY OTHER COMMENTS, OBSERVATIONS OR QUESTIONS FOR
MR. FOOTE? >> THIS HAS BEEN A MOTION SECONDED.
I'D LIKE TO MOVE IT ALONG WITHOUT OBJECTION. IS ANYONE OBJECTING TO MOVING FOR COUNCIL? NO OBJECTIONS AS MATTER PASSES AND WE'LL GO TO FULL COUNCIL AT THE END OF AUGUST. THANK YOU. FOOT.
ARE YOU FOLLOWING YOUR INDICATED EARLIER TO ME THAT YOU WERE GOING TO TAKE ITEM
[9. ANNUAL CONTRACT RENEWALS FOR DEPARTMENTS IN COMMUNITY/PUBLIC SAFETY DEPARTMENTS FOR FISCAL YEAR 2022]

WOULD YOU HANDLE THAT FOR MEPLEASE? >> YES, SIR, I WILL. >> PURCHASING THE MEN AND CONTRACTING HAS THE OTHER A SPREADSHEET OF SIX CONTRACTS THAT ARE UP FOR RENEWAL THAT WE WILL BE RENEWING FROM VARIOUS DEPARTMENTS. AND IF YOU'D LIKE I CAN GO THROUGH THOSE FOR REAL QUICKLY. ONE THING TO DO BECAUSE I'D LIKE TO SEPARATE OUT FOR THE SIX HAVE BECAUSE THOSE TWO WRINKLES UNDER ONE HUNDRED THOUSAND AND THE COMMITTEE APPROVED THOSE BY THEMSELVES CONTRACT ONE A IS HILTON HEAD. YOU MEAN ASSOCIATE.
