NO, WE'LL WAIT TILL THE NEXT MEETING. OKAY. OKAY. CORRESPONDING MEMBERSHIP. I DON'T BELIEVE WE HAVE ANY CORRESPONDENCE. LIBRARY, DIRECTORS REPORT. YOU'RE UP, AMANDA. ALL RIGHT. IT IS MY PLEASURE TO PRESENT TO YOU. UM, THE LIBRARY DIRECTORS REPORT, FIRST OFF, I'LL START WITH AN UPDATE ON OUR PERSONNEL. UM, LIKE MANY PLACES ACROSS THE COUNTRY. WE ARE EXPERIENCING A TIME OF RESIGNATIONS RETIREMENTS, TRANSITIONS. WE CURRENTLY HAVE 12 VACANT POSITIONS. 10 OF THOSE ARE CURRENTLY ADVERTISED. UH, WE HAVE SELECTED THREE CANDIDATES FOR POSITIONS AND THAT IS GOING THROUGH THE HUMAN RESOURCES PROCESS. SO WE'RE NOT ABLE TO RELEASE A NAME OR POSITION YET, BUT WE DO HOPE TO BE BRINGING THOSE PEOPLE ON BOARD. VERY SOON, I WOULD LIKE TO DO SOMETHING NEW IN THIS BOARD OF TRUSTEES, MEETINGS START A NEW TRADITION, UM, BY INTRODUCING TO THE BOARD AND OUR LIAISONS, UH, OUR LIBRARY PERSONNEL. AND SO I HAVE THREE GUESTS WITH ME TODAY. I'M GOING TO START WITH EMMA MAINS. EMMA, IF YOU WANT TO STAND [00:05:01] AT THE PODIUM. EMMA IS A REFERENCE LIBRARIAN HERE AT THE HILTON HEAD LIBRARY. SHE HAS BEEN WITH US SINCE JANUARY 27TH, 2020. SO IF YOU'RE REMEMBERING CORRECTLY, SHE STARTED RIGHT BEFORE WE SHUT DOWN. UM, SO WE WELCOMED HER WITH OPEN ARMS. AND NOW IN ADDITION TO, UM, THE GREAT JOB SHE DOES ASSISTING CUSTOMERS AT THE REFERENCE DESK AT THE HILTON HEAD LIBRARY. SHE IS THE TALENTED ARTIST BEHIND OUR SUMMER READING MURAL. THAT'S ON DISPLAY IN FRONT OF THE SOUTH CAROLINA ROOM. SHE IS WHAT THEY CALL FACEBOOK FAMOUS FOR THAT. AND WE ARE VERY PLEASED TO HAVE HER ON OUR TEAM. WE LOOK FORWARD TO MANY MORE YEARS WITH YOU WORKING FOR THE BEAVER COUNTY LIBRARY SYSTEM AND CONTRIBUTING IN SO MANY WAYS. SO THANK YOU, EMMA. UH, DO YOU HAVE ANY THING YOU'D LIKE TO SELL TO THE BOARD? THEY DON'T PUT NAMES, FACES AND FACES TO NAMES AND YEAH, THAT'S A GREAT, I LOVE WORKING HERE. SO HOPEFULLY IT'S THE START OF SOMETHING THE SECOND YEAR. OKAY, GREAT. GREAT WITH US. THANK YOU, EMMA. AND THE NEXT PERSON THAT I'M GOING TO INTRODUCE, UM, EMMA AND JO JO GALIA, SHE COMES TO THE PODIUM. THEY BOTH COMPLETED BEHIND THE SCENES WITH THE LIBRARY DIRECTOR, MY NEWEST JOB SHADOWING INITIATIVE. SO THEY HAVE SURVIVED AS YOU CAN SEE, AND THEY HAVE LIVED TO TELL ABOUT ALL THE EXCITING THINGS THAT HAPPEN IN LIBRARY ADMINISTRATION. LET ME TELL YOU A LITTLE BIT ABOUT JOE AMANDA, JOE GALEA. SHE HAS BEEN WITH BUFORD COUNTY AS A REFERENCE LIBRARY AND HERE AT THE HILTON HEAD LIBRARIES SINCE AUGUST THE SEVENTH OF 2017. SO SHE'S ABOUT TO HAVE AN ANNIVERSARY WITH US. UM, IN ADDITION TO HER DUTIES, ASSISTING CUSTOMERS AT THE REFERENCE DESK, JOE TRACKS, ALL OF OUR INTERLIBRARY LOAN REQUESTS ACROSS THE ENTIRE BUFORD COUNTY LIBRARY SYSTEM. SO THESE ARE THE ONES, THESE ARE THE REQUESTS FOR CUSTOMERS THAT WE CAN'T FILL EITHER THROUGH OUR COLLECTIONS IN BUFORD COUNTY OR THROUGH OUR PARTNERSHIP IN SOUTH CAROLINA LENS. SO SHE'S OFTEN IN COMMUNICATION WITH LIBRARIES ACROSS THE NATION, TRYING TO FULFILL THOSE UNIQUE REQUESTS THAT OUR CUSTOMERS HAVE. UM, SO SHE IS A TALENTED AS WELL. AND WE'RE GLAD TO HAVE BOTH OF THESE, UH, YOUNG PROFESSIONALS, UH, HERE WORKING AT THE HILTON HEAD LIBRARY. JOE, DO YOU HAVE ANYTHING TO ADD? JUST, UH, THANKS FOR HAVING US HERE TODAY. I DO HAVE A QUESTION. WHAT'S THE MOST UNUSUAL REQUEST YOU'VE HAD LATELY, ESPECIALLY DURING COVID. I WOULD SAY, I DON'T KNOW ABOUT UNUSUAL. I, UH, BEFORE COVID I HAD A PATRON WHO HAD SEVERAL REQUESTS THAT CAME FROM ALASKA, HE WAS RESEARCHING THE KLONDIKE GOLD RUSH, AND WE WERE ABLE TO GET SEVERAL RESOURCES FROM SOME OF THE COLLEGES OUT THERE, UM, OUT THAT WAY. UM, SO THAT WAS PROBABLY ONE OF THE FURTHEST REACHING THAT WE'VE HAD, YOU KNOW, THAT'S COOL. ALL RIGHT. THANK YOU. THANK YOU. AND THEN THE, THE FINAL STAFF MEMBER I'D LIKE TO INTRODUCE TO YOU TODAY IS NO LONGER A STAFF MEMBER. UH, MR. SCOTT STRONG, UH, STARTED RETIREMENT AT FIVE O'CLOCK ON LAST FRIDAY AFTERNOON. UM, BUT IT WAS, HE HAS AGREED TO COME BACK, UM, AND HE PROMISED HE WOULD ALWAYS WEAR A TIE WHEN HE IS IN OUR LIBRARY BUILDINGS. THAT IS, THAT IS HIS, UM, AS IT IS TRADEMARK, BUT I ASKED HIM SPECIFICALLY BECAUSE I WANTED, UM, HIS SERVICE TO GO NOTED. UH, SCOTT BEGAN, UH, IN THE EARLY 2000. SO HE SPENT OVER 20 YEARS WORKING FOR THE BEAVER COUNTY LIBRARY SYSTEM. HE IS, HE WAS THE RIBBON CUTTER ON THE DAY THAT THE LOW LIBRARY OPENED. HE WAS THE MAN WHO DAWNED A HARRY POTTER COSTUME FOR OUR FIRST HOGWARTS ACADEMY. HE WAS ALSO THE GENTLEMAN WHO, UH, SPEARHEADED A LOT OF YOUTH SERVICES AS OUR SERVICES COORDINATOR FOR A TIME. AND HIS SERVICE EXTENDS BEYOND BEAVER COUNTY IN THAT HE ALSO SPENT SIX YEARS AT, AS THE LIBRARY DIRECTOR FOR ALLENDALE HAMPTON, JASPER, AND HE FORGED PARTNERSHIPS BETWEEN BUFORD COUNTY LIBRARY AND AHJ. AND SO, UM, WE AS A LIBRARY PROFESSION, OH, MR. STRAWN, UH, UH, UH, UH, A LOT OF GRATITUDE FOR HIS SERVICE AND HIS CONTRIBUTIONS, NOT ONLY JUST TO BE FOR COUNTY LIBRARIES, BUT TO LIBRARIES IN GENERAL AND A SPECIAL APPRECIATION FOR HIS MILITARY SERVICE AS WELL. NOW, AS I SAID, HE HAS A TRADEMARK OF WEARING TIES. AND SO, UM, AS A GOING AWAY GIFT OR AS A RETIREMENT BLESSING GIFT, THE BUFORD BRANCH STAFF GAVE HIM A BOX OF THREE TIES, UH, AS A, AS A PARTING GIFT, AS A WAY TO, TO APPRECIATE HIM AND LET HIM KNOW. HE'S ALWAYS ONE, UH, A MEMBER OF OUR FAMILY. AND SO OUT OF RECOGNITION, UH, FOR A STELLAR CAREER, UM, MR. , THAT'S WRONG THING TO SAY, UH, JUST ONE LITTLE CORRECTION. [00:10:01] I ACTUALLY STARTED IN 95, WOW. WITH THE BEAVER COUNTY LIBRARY. UM, IT'S, IT'S BEEN VERY GOOD AND INTERESTING. UM, 20, 20 PLUS YEARS HERE IN BUFORD AND, UH, SIX YEARS OVER NEXT DOOR TO SJ. UH, I'VE ENJOYED BOTH SYSTEMS AND THEY'RE BOTH GREAT SYSTEMS. I'VE LIVED IN THE, UH, LOW COUNTRY. AND BUFORT, UH, SINCE I WAS IN MY TWENTIES, UH, HAVING COME HERE AS A MARINE, UM, BACK IN, UH, BACK IN 84, 83, ACTUALLY. UH, BUT, UH, I'M VERY PROUD TO HAVE SERVED IN BEAVER COUNTY AND A VERY PROUD TO HAVE SERVED OVER TO HJ AND I'LL BE AROUND. BUT, UM, SO I SAID, I MISS YOU, BUT I'LL, I'LL STILL BE AROUND. SO, SO I DO HAVE TWO QUESTIONS FOR YOU. YES. MA'AM ONE. DID THEY GIVE YOU WEARABLE TIES OR BODY TIES? BOTH. I KNEW IT'S CHRISTMAS TIE ONE, UH, TIES WITH SAILBOATS. AND WHEN, UH, I MEAN, THEY'RE ALL NICE TIES, BUT THIS, UH, THERE WAS ONE WITH THE CAROLINA WREN AND CAROLINE AND STAYED BLAUER, WHICH I THOUGHT WAS SO, AND WHAT'S THE FIRST THING YOU'RE DOING IN RETIREMENT SINCE IT'S YOUR FIRST WEEK, NOTHING OFFERED OUT NEXT WEEK. I PROMISED MYSELF FOR ONE WEEK I WOULD DO, I WOULD DO NOTHING. SO, UH, I'VE GOT SOME THOUGHTS GOING THROUGH MY HEAD, BUT THIS WEEK IS, UM, I'VE BEEN TRYING NOT TO THINK ABOUT THAT. GOOD FOR YOU. WELL, ENJOY YOUR RETIREMENT. A VERY NICE, I LIKE THAT THOUGH, THAT APPROPRIATE FOR SOMEONE IN THE LIBRARY SYSTEM. YES. THANK YOU SO MUCH. YES. MA'AM STAFF MEMBERS WERE THERE THAT, UM, YOU KNOW, WE SERVED, UM, I ANALYSIS THIS VOLUNTEER, AND WHILE THEY'RE APPLYING HERE, WE GET OUT OF SERVING ON THE LIBRARY. BOARD IS THE COMMONWEALTH. WE GET FROM PEOPLE AND THEY TELL THEM THEY LOVE OUR LIBRARIES AND THEY LOVE OUR LIBRARY BECAUSE OF THE LOVE THAT THEY LOVE. THEY'RE ON LIBRARIES, MORE BECAUSE THE OUTSTANDING STAFF AND, UM, WE SO APPRECIATE YOUR DEDICATION TO LITERACY AND WHAT IT, IT MAKES THROUGHOUT THE WHOLE COUNTY. UM, AND, UM, THANK YOU FOR YOUR SERVICE. THANK YOU. OKAY. PROJECTS UP THERE. YES. SO MOVING ON TO UPDATES ON OUR CURRENT PROJECTS, UH, WE ARE NEARING THE END OF SUMMER READING FOR 2021. JUST AS A REMINDER, WE BEGIN PARTNERED WITH THE BEAVER COUNTY SCHOOL DISTRICT FOR CONTINUED COLLABORATION. AND IN ADDITION TO AMAZING PRIZES THAT WE ARE HOPING, UH, ATTRACT SEVERAL READERS. ALL OF OUR BRANCH LIBRARIES THIS SUMMER HAVE BEEN PARTICIPATING AS SUMMER FEEDING SITES, PROVIDING FREE MEALS TO KIDS MONDAY THROUGH FRIDAY, UM, WHICH, AND THAT PROGRAM WILL GO THROUGH THE END OF JULY, UH, TO COMPLIMENT OUR SUMMER READING PROGRAM. WE'VE ALSO HOSTED FOUR VIRTUAL PERFORMANCES MADE POSSIBLE THANKS TO A LIBRARY SERVICES TECHNOLOGY ACT GRANT FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES ADMINISTERED BY THE SOUTH CAROLINA STATE LIBRARY. THERE ARE TWO MORE VIRTUAL PROGRAMS THAT ARE SCHEDULED FOR THE REMAINDER OF THIS MONTH. UM, IN ADDITION, ALL BRANCH LIBRARIES HAVE JOINED FORCES WITH THE UNITED WAY OF THE LOW COUNTRY, THE PUBLIC LIBRARY FOUNDATION OF BUFORD COUNTY AND THE PAT KONMARI LITERARY CENTER TO DISTRIBUTE NEARLY 7,000 FREE BOOKS TO CHILDREN THIS SUMMER AS A PROGRAM CALLED THE BOOK DROP BLITZ. THIS PROGRAM IS DESIGNED TO GET BOOKS INTO THE HANDS OF LOW COUNTRY CHILDREN AND ENCOURAGE THEM TO READ THIS SUMMER. SO FROM JUNE THE 27TH THROUGH AUGUST, THE 14TH, SEVEN BOOKS ARE MADE AVAILABLE THAT THOSE ARE NET NUMBERS, THE FREEDOM SHIP OF ROBERT SMALLS, THE GREAT SANTINI, THE CIRCLE, UNBROKEN TROUBLE, THE WATER, THE SEA ISLAND SECRET MP IS FOR PALMETTO. SO IT'S, UH, IT'S A, UH, IT'S A, IT'S A COMBINATION OF PICTURE BOOKS AND CHAPTER BOOKS AND SOME FOR OUR ADULT AND TEENAGE READERS. SO IT'S A VERY EXCITING PROGRAM. AND I CAN SAY ANECDOTALLY THAT OUR LIBRARIES HAVE RUN OUT OF OUR ALLOTMENT OF BOOKS EVERY WEEK. SO WE CONTINUE TO MAKE THOSE AVAILABLE AS THEY ARE MADE AVAILABLE TO US. AND ALSO, I BRIEFLY TOUCHED ON THIS ONE. I INTRODUCED EMMA IN JO, UM, BUT OUR BEHIND THE SCENES JOB SHADOWING, UH, SPEND A DAY OR A HALF A DAY WITH THE LIBRARY DIRECTOR HAS BEEN WELL RECEIVED BY OUR STAFF NINE OF OUR 70 PLUS EMPLOYEES HAVE ALREADY SCHEDULED A TIME TO SPEND A DAY WITH ME AND LEARN ABOUT LIBRARY ADMINISTRATION AND ASK QUESTIONS THAT THEY HAVE ABOUT HOW WE DO WHAT WE DO. SO IT'S VERY, VERY EXCITING, AND WE CONTINUE TO, TO SCHEDULE THOSE AS STAFF WERE INTERESTED. AND THAT WOULD BE THE CONCLUSION OF MY LIBRARY DIRECTORS UPDATE. [00:15:02] THAT'S GREAT. I HOPE IT DOESN'T CHASE ANYBODY AWAY WHEN YOU SHADOWED HIM FOR THE DAY. I DON'T THINK SO. THEY SURVIVED. OKAY. GOOD. ALL RIGHT. SO WE'RE MOVING ON TO FINANCIALS. OKAY. AND WE'RE GOING TO GO, I'M GOING TO GO RIGHT TO JOE. JOE BOGUS IS A CHAIR OF OUR FINANCE COMMITTEE. I SIT ON IT AS WELL AS LYNN MILLER, TERRY THOMAS AND JAMES, RIGHT. YOU'RE RIGHT. OKAY. YES. YES, WE GET, WE GET TO THE EXCITING PART OF THE SESSION HERE. UH, BUT TECHNICALLY I REALLY WANT TO COVER TWO THINGS. THE FIRST IS A REVIEW OF WHERE WE, WHERE WE ARE AT THE END OF THE FISCAL YEAR, AND THEN WE'LL LOOK FORWARD INTO NEXT YEAR'S OPERATING BUDGET, WHICH REPRESENT SOME SIGNIFICANT CHANGES FROM WHAT WE PREVIOUSLY HAD A LOT ON THE SHORTER EVENT IS THAT WE ARE UNDERSPENT AND PRETTY WELL FUNDED. SO FOR THOSE OF YOU THAT WANT TO GO INTO THE DETAILS, YOU KNOW, BEAR WITH ME ON THIS RIGHT HERE. BUT AGAIN, BEAR IN MIND THAT, YOU KNOW, WHAT WE'VE HAD EXPERIENCED IN THE LAST YEAR AND WHAT WE'LL BE TALKING ABOUT IN TERMS OF THIS YEAR, FINANCIALS IS NOT REPRESENTATIVE OF WHAT WE WERE EXPERIENCED GOING FORWARD. LIBRARIES HAPPEN TO HAVE BEEN OPERATING AT HALF STAFF. WE HAVE NOT HAD MEETING PROGRAMS AND SUCH. SO REALLY OUR EXPENSES ARE TO BE EXPECTED TO BE UNDER, UNDER THE BUDGET. UM, AND THAT MAY CHANGE IN THE MONTHS GOING FORWARD. BUT LET ME, LET ME BEGIN. AS I NORMALLY DO, WHEN OUR USUAL PROGRESSION OF THE DOCUMENTS AND STARTING WITH, YOU KNOW, THIS YEAR SPECIAL FUND STATEMENT AND ON THE LEFT-HAND SIDE, WHEN WE, WHEN WE LOOKED AT STATE AID LOTTERY, YOU SEE THAT WE HAVE RECEIVED ALL FOUR INSTALLMENTS OF STATE AID. THANK YOU VERY MUCH TO THE STATE. AND WE HAVE SPENT VIRTUALLY ALL OF IT ON MATERIALS. THANK YOU VERY MUCH, AMANDA, MAYBE THEY MEAN A FISCAL YEAR, 22 OVERHEAD BUDGET OF $18, WHERE TO GO, OKAY. AND THEN THE NEXT ONE OVER IS REALLY WHERE WE'D LIKE TO SPEND SOME TIME AND THAT IS ON IMPACT FEES. AND YOU'LL SEE THAT WE'RE AT $5.2 MILLION ROUNDED. UM, THIS REPRESENTS A GAIN OF ABOUT 32,000 SINCE OUR LAST MEETING AT THE END OF APRIL. AND THEN SINCE THAT TIME, WE'VE HAD RECEIPTS OF ABOUT 269,000. MOST OF THAT THREE QUARTERS OF IT COMING OUT OF BLUFFTON HAS, AS YOU CAN EXPECT, UM, AND THEN FOLLOWED BY SAN HELENA AND THEN, AND THEN HILTON HEAD ST. HELENA IS HAVING SOME GOOD ACTIVITY OUT THERE. WE'VE ALSO HAD 225,000 GETTING ROUNDED EXPENDITURE FROM THE, UH, ACCOUNT FOR RENOVATIONS AT THAT FACILITY. SO THAT BRINGS US UP TO WHERE WE ARE BEGINNING NEXT FISCAL YEAR, NICE BALANCE 5.2 MILLION. BUT AT THE SAME TIME, WE'RE LOOKING FORWARD TO SUBSTANTIAL EXPENDITURES, YOU KNOW, FOR THE, FOR THE BRANCH. SO THAT NUMBER WILL COME DOWN PRETTY WELL. UM, YEAR TO DATE, WE'VE HAD IMPACT FEE EXPENDITURES OF OVER 552,230,000 PLUS OF THAT FOR LIBRARY MATERIALS AND ABOUT 322 FOR THE BLUFFTON RENOVATION. AND BEAR IN MIND THAT GOING FORWARD, WE WILL NOT HAVE ANY EXPENDITURES OUT OF IMPACT FEES FOR MATERIALS. THAT NUMBER HAS BEEN NICELY ACCOUNTED FOR IN NEXT YEAR'S OPERATING BUDGET. AND WE'LL GET TO THAT IN JUST A FEW MINUTES THERE. AND THE LAST SIDE OVER ON SPECIAL TRUSTS, A REALLY NEGLIGIBLE ACTIVITY. AND THIS TWO MONTH PERIOD, IT REALLY REPRESENTS A NET CHANGE OF ABOUT $6 FROM WHERE WE WERE AT THE END OF LAST OF, AT THE END OF APRIL. SO THAT REALLY COVERS OUR SPECIAL FUND STATEMENT. AND LET ME MOVE OVER THEN, EXCUSE ME, JUST A SECOND. SO ON BLUFFTON, JUST FOR OUR AUDIENCE, WHOEVER CHOOSES TO WATCH, IT SAYS THERE WAS 225,000 ROUGHLY OF EXPENDITURES, AND THAT'S THE ONLY EXPENDITURE IS OF IMPACT, RIGHT? THAT'S THE ONLY EXPENDITURE OF IMPACT BEFORE THIS TWO MONTH PERIOD. AND COULD YOU EXPLAIN WHAT IT WAS EXPENDED FOR? YEAH. THAT, THAT WENT SOLELY TOWARDS BLUFFTON RENOVATION AND THE NEW RIVERSIDE LAND APPRAISAL THAT WILL. YEAH. UM, OKAY. AND THIS AND THIS AND NEW RIVERSIDE LAND PRAISE THE CORRECT POINT. THANK YOU. THANK YOU. I JUST WANT PEOPLE TO KNOW THAT'S THE ONLY EXPENDITURE IMPACT THAT WAS JOHN XPENDITURE. THANK YOU. THANK YOU. THANK YOU FOR CATCHING THAT. AND THEN WHAT WE THEN NEXT OVER INTO OUR FISCAL YEAR BUDGET, UH, UPDATE. AND AGAIN, BEAR IN MIND THAT THIS IS A PRELIMINARY VIEW AS TO [00:20:01] WHERE WE ARE AT THE END OF THIS FISCAL YEAR. IT WILL TAKE SOME TIME, UH, FOR THE COUNTY TO, TO CLEAR OUT ITS BOOKS. AND THAT AGAIN WILL BE, IT WILL BE THE OFFICIAL VERSION HERE, BUT AS YOU CAN SEE, GOING TO THE BOTTOM, UH, WE ARE ONLY 87% SPENT, UM, ROUGHLY 88% SPENT ON PERSONNEL. UH, SO WE ARE, WE ARE GIVING BACK. HE COULD SAY, UM, ABOUT FOUR HUNDRED AND THIRTY FOUR HUNDRED THIRTY, 3000, UH, AN UNSPENT FROM PERSONNEL, ANOTHER 101,000 FROM OPERATING. UM, AND IN SHORT, ABOUT 88% OF THE PERSONNEL EXPENSES HAPPENS PENN. AND ABOUT 80% OF THE OPERATING ALLOCATION. AGAIN, THIS WILL CHANGE IN THE MONTHS GOING FORWARD, AND I THINK IT WILL BE PRETTY WELL MORE SPENT. AND THEN LASTLY, I'D LIKE TO TURN OVER TO OUR MATERIALS EXPENDITURE REPORT AND SPEND A MOMENT HERE. THOSE OF YOU WILL REMEMBER. AND WHEN WE LAST MET AND DISCUSSED MATERIALS, I FORECASTED THAT WE WOULD HAVE, WE WOULD HAVE ABOUT A $500,000 SPEND FOR THE YEAR. WELL, AMANDA AND HER STAFF BROKE THE PIGGY BANK. WE'RE NOW AT 612,000 FOR THE YEAR, WHICH IS REALLY A VERY, VERY HEALTHY NUMBER FOR US. AGAIN OF THAT 612, UH, 324 CAME FROM STATE AID, UM, 230 OUT OF IMPACT PHASE, WHICH WILL NO LONGER HAVE THERE. AND THAT REALLY REPRESENTS THE BULK OF OUR SPENDING. THE NEXT BIG, BIG TRAUNCH THAT WE HAVE IS FROM THE FENCE TRUST. AND WE THANK THEM WITH THEIR SIX $56,000 TOWARDS MATERIALS. WHEN WE LOOK AT HOW THIS MONEY IS SPENT, UM, 40%, NO, THAT IS REALLY FOR LEAST BOOKS. AND THESE ARE THE SHORT-TERM INTEREST BOOKS, THE BEST SELLERS THAT REALLY BRING PEOPLE INTO THE DOORS, UM, 190,000, 189,000, ABOUT 31% FOR HOOPLA, AND THEN BOOKS THEMSELVES, THE HARD COVER BOOKS, NOT LEAST 11%, UM, TO PUT A LITTLE BIT OF THIS INTO PERSPECTIVE HERE, WHEN WE LOOK AT IT AND MATERIALS AND WHERE WE ARE, WE HAVE ROUGHLY TWO PHYSICAL ITEMS FOR EACH PERSON IN THE COUNTY, UH, WHICH MEETS STATE STANDARDS. WE'RE NOT ABOVE STATE STANDARDS ARE EXCEPTIONAL, BUT WE ARE SIMPLY MEETING STATE STANDARDS THERE. BUT WHEN WE LOOK AT WHERE WE ARE VERSUS ST LANDS THE CONSORTIUM, WE HAVE 16 PIECES LIBRARY, PIECES OF MATERIAL FOR EVERYONE. AND WHEN WE LOOK AT THE NUMBER OF CARDHOLDERS VERSUS OUR 612,000, WE'RE SPENDING ROUGHLY 6.9, $6 AND 90 CENTS FOR EVERY CARDHOLDER FOR MATERIALS. AND THAT TO ME IS A PRETTY HEALTHY NUMBER. I DON'T KNOW HOW THAT ALL THAT REFLECTS THROUGHOUT THE LIBRARY UNIVERSE, BUT WHEN YOU THINK ABOUT IT, THE LIBRARY CARD HAS REALLY GREAT VALUE IN YOUR POCKET. OKAY. UM, AND THEN FOR ABOUT 46% OF ALL CITIZENS IN BUFORD COUNTY DO HAVE LIBRARY CARDS, WHICH IS AGAIN, A VERY, VERY HEALTHY NUMBER THERE. SO THEN LET ME TURN THIS FOR A SECOND TO LOOK AT NEXT YEAR'S BUDGET NUMBERS. AND THESE WERE INCLUDED IN YOUR, IN YOUR PACKETS HERE. WHEN WE TAKE A LOOK AT WHERE WE ARE SPECIAL FUNDS, WE HAVE ZERO BALANCE. AS YOU CAN EXPECT ON A, ON A, ON THE, UH, LIBRARY, STATE AID IMPACT FEES, 5.2 MILLION, NO CHANGE THERE. AND 232 IN THE SPECIAL TRUST. AND THIS IS REALLY WHERE WE'RE BEGINNING OF THE YEAR, THE NEXT MOST IMPORTANT DOCUMENT HERE TO TAKE A LOOK AT IS REALLY OUR BUDGET FOR NEXT YEAR, KIND OF WHERE WE ARE, AND I'M GOING TO BE WORKING THROUGH SOME NUMBERS. SO KIND OF BEAR WITH ME AS, AS WE GO THROUGH THIS, UM, FIRST OFF FISCAL YEAR 22, NO, AND OUR TOTAL BUDGET IS 4 MILLION, 151,000. UM, THAT'S ABOUT 146,000 LESS THAN LAST YEAR'S, BUT THERE ARE A LOT OF CHANGES IN THIS THAT LIKE, LIKE TO WORK THROUGH. AND I'D LIKE TO START WITH IS A PERSONNEL SIDE. UH, WE ARE ABOUT 49,900, 50,000 LESS ON PERSONNEL EXPENSES. THEN WE WERE IN FISCAL YEAR 21, AND THIS REPRESENTS ROUGHLY ONE HEADCOUNT POSITION, WHICH AMANDA WAS ASKED TO CONSOLIDATE BY, BY THE COUNTY THERE. UM, BUT ALSO KEEP IN MIND THAT WE ARE ABOUT TWO, IT PERSONS, LESS IN OUR [00:25:01] HEADCOUNT THAN WE WERE LAST YEAR, BECAUSE THOSE HAVE ALREADY BEEN MOVED INTO THE COUNTY. AND IT'S AGAIN, PART OF THE COUNTY'S STRATEGY TO MOVE LIKE FUNCTIONS TOGETHER. SO THAT'S, THAT'S WHERE WE ARE HERE. AND THOSE NUMBERS WERE ALREADY TAKEN OUT. SO 146,000 LESS THAN LAST YEAR, BUT ABOUT 50,000 OF THAT IS STRICTLY DUE TO MATERIALS. AND THEN WHEN YOU TAKE A LOOK AT THE OPERATING EXPENSES, THE OPERATING ACCOUNTS THAT WE HAVE, UH, THIS YEAR VERSUS LAST YEAR, UM, ROUGHLY 12 ACCOUNTS HAVE BEEN MOVED FROM THE DEPARTMENTAL SIDE TO THE COUNTY SIDE. AND AGAIN, THIS IS PART OF THE STRATEGY AND BRINGING THESE THINGS TOGETHER. AND FOR THE MOST PART, THESE WERE ACCOUNTS THAT DEPARTMENTAL MANAGERS HAVE LITTLE CONTROL OVER WATER, NATURAL GAS, ELECTRICITY, THAT KIND OF THING. AND AGAIN, THIS IS AGAIN PART OF THE COUNTY STRATEGY TOWARDS FUNCTIONALIZATION OR BRINGING THESE THINGS TOGETHER WHERE THEY ARE MOST EFFECTIVELY MANAGED AND MONITORED HERE. NOW, THESE ACCOUNTS, WHEN WE LOOK AT THEM AND OUR BUDGET FOR LAST YEAR VERSUS THIS YEAR, THESE ACCOUNTS REPRESENT A DEDUCTION ABOUT 387,000 FROM OUR EXPENSE LEVEL. BUT THAT REALLY IS HALF THE STORY BECAUSE OFFSETTING THAT IS, IS A SIGNIFICANT ADDITION TO THE BUDGET FROM IN THIS YEAR, WHICH IS WHAT WE DIDN'T HAVE LAST YEAR. NOW WE'VE ADDED $266,000 FOR MATERIALS. AND THAT MY FRIENDS IS A VERY HEALTHY NUMBER. ALSO WE HAVE $3,500 IN CREDIT CARD FEES. UM, I DON'T KNOW EXACTLY WHY THERE WAS THIS BROUGHT IN, BUT THE COUNTY GIVE IT TO COUNTY TAKE IT. SO ALTOGETHER WE HAVE 269,500 IN ADDITION TO OUR BUDGET OFFSETTING THE 346. UM, SO WHEN WE TAKE A LOOK AT THIS, WE ACTUALLY HAVE A GAIN OF ABOUT 21,000 IN OTHER OPERATING LINE ADDITIONS. AND WHEN WE TAKE A LOOK AT THESE NUMBERS VERSUS LAST YEAR, IT'S PRETTY WELL, PRETTY WELL WORKS ABOUT WE'RE SEEING INCREASES IN PRINTING A 2000 MAINTENANCE CONTRACT, 4,000. SO AGAIN, I THINK THAT FROM A LIBRARY MANAGEMENT POINT OF VIEW, WE'RE IN A VERY GOOD STATE. UM, YES, THE NUMBER IS LESS THAN WHAT IT WAS LAST YEAR, BUT THERE ARE SIGNIFICANT OFFSETS AND THERE'S REASONS BEHIND EVERYTHING. SO LOOKING FORWARD, I THINK THAT WE ARE IN A VERY HEALTHY STATE WE'RE BEGINNING THIS YEAR WITH A GOOD BALANCE ON IMPACT FEES TO FUND THE EXPANSION THAT WE HAVE AT NEW RIVERSIDE BRANCH. UM, OUR OPERATING ACCOUNTS LOOK GOOD. AND OVERALL, I THINK THAT WE'RE IN VERY, VERY HEALTHY FINANCIAL SHAPE. AND WITH THAT, IF THERE ARE ANY QUESTIONS OR COMMENTS OR JOE, I WAS JUST GOING TO ADD, UM, IT IS MY PLEASURE TO SHARE WITH YOU THE NEWS THAT, UM, THE GENERAL ASSEMBLY HAS APPROVED AN INCREASE OF STATE AID PER CAPITA, UH, FOR LIBRARIES ACROSS THE STATE OF SOUTH CAROLINA FOR FISCAL YEAR 21. UH, WE RECEIVED $2 PER CAPITA THIS YEAR, THE GENERAL ASSEMBLY APPROVED AN INCREASE TO $2 AND 25 CENT PER CAPITA IN STATE AID. SO IF YOU DO THE MATH LAST YEAR, UH, BUFORD COUNTY LIBRARY RECEIVED $324,466 IN STATE AID MONEY THAT WE USE EXCLUSIVELY TO BUY MATERIALS. SO FOR THE NEXT FISCAL YEAR THAT WE'RE NOW IN FOR FISCAL YEAR 22 BEAVER COUNTY LIBRARY WILL RECEIVE 365,000, $24 IN STATE AID GIVING US A, A BUMP IN, UH, MATERIALS PURCHASES THAT WE CAN MAKE. I HAD A QUESTION OF THE IMPACT FEES FOR THE CITY OF BUFORD TOWN OIL IS THAT THEY HAVEN'T, I DON'T KNOW THE STATUS OF THAT. AND I, I KNEW THEY HAD AGREED TO IT, BUT THEY HAVEN'T, THAT HASN'T PASSED YET. HAS IT MAYBE AMANDA? CORRECT. AND, UM, AS A, AS A, AS A LAST THING ON MR. MCBRIDE'S WHITEBOARD, HE SAID FOR ME TO TALK TO YOU ABOUT HOW TO GO ABOUT, UH, GETTING THOSE INTERGOVERNMENTAL AGREEMENTS IN PROCESS. THANK YOU. BUT TO FOLLOW UP WITH THAT, ALICE, I BELIEVE THAT, UM, BOTH OF THE PA THE TOWN OF PORT ROYAL, THE CITY OF BUFORD, MUNICIPALITIES WERE WAITING FOR THE COUNTIES IMPACT FEE TO BE OFFICIAL AND CONFIRMED BEFORE THEY JUMPED ON WITH IT. BUT THERE ARE RECEIPTS, NOT WHY NOT A COUNTY, I GUESS. [00:30:01] YES. MA'AM BEAUTIFUL. IT'S 11,700 SEATS. ALL RIGHT. THANK YOU, JOSEPH. OH, GOT IT. ALL RIGHT. THANK YOU, MR. BOGUS AS ALWAYS COMPREHENSIVE REVIEW OF FINANCIALS. ALL RIGHT. I'M MOVING ON, UH, FOUNDATION LYNN, MILLER'S OUR REPRESENTATIVE, BUT SHE'S NOT WITH US TODAY. SO AMANDA WILL TAKE THAT. UH, THE PUBLIC LIBRARY FOUNDATION HAS NOT MET SINCE YOUR LAST MEETING. I EXPECT THEY WILL RESUME MEETINGS AFTER THE SUMMER, AND I'M GOING TO TAKE A MOMENT TO GIVE A PITCH TO OUR LIBRARY FOUNDATION AND OUR THREE FRIENDS OF THE LIBRARY. IF ANYONE'S LISTENING, PLEASE SUPPORT OUR FRIENDS OF THE LIBRARY AND OUR FOUNDATION. THEY DO PROVIDE US WITH FUNDING, UM, THAT, YOU KNOW, BENEFITS OUR PATRONS AND OUR CHILDREN. SO FEEL FREE TO DONATE TO THEM, FRIENDS OF THE LIBRARY UPDATE. UH BUFORT I CAN DO THAT AS WELL GO. YOU MIGHT AS WELL DO BUFORD BLUFFTON AND HILTON HEAD. UH, THE FRIENDS OF THE BUFORD BRANCH LIBRARY, UM, HAD A, A NEW BOARD MEMBER MEETING LAST FRIDAY, UM, WELCOMING NEW BOARD MEMBERS TO THEIR EXECUTIVE TEAM. UH, THEY WILL HAVE AN UPCOMING MEETING ON FRIDAY, AUGUST THE 12TH AT 10:00 AM AT THE BUFORD BRANCH LIBRARY. THEY HAVE A NEW PRESIDENT CARTER HOYT, AND, UM, SO THEY ARE STARTING FRESH THIS YEAR, UH, LOOKING FORWARD TO DOING THEIR ANNUAL FALL BOOK SALE AT WATERFRONT PARK IN NOVEMBER. SO THEY ARE PLANNING TOWARDS THAT. THE FRIENDS OF THE BLUFFTON BRIDGE LIBRARY HAVE NOT YET MET, UH, THE SUMMER, BUT I EXPECT THEY WILL BE SETTING UP A MEETING SOON. UM, AND THE FRIENDS OF HILTON HEAD BRANCH LIBRARY MET, UM, ON MAY THE 12TH. UH, THEY ALSO TAKE A HIATUS IN JULY. UM, THEY WILL, UM, START, UM, BACK IN ACTION IN AUGUST AND, UM, LOOKING FORWARD TO DOING SOME NEW PROGRAMMING AND ALSO THERE, THEY'RE LOOKING FOR NEW MEMBERS AS WELL. SO THANK YOU FOR THAT PITCH FOR ALL THREE FRIENDS AND FOUNDATION GROUPS. THANK YOU. UM, WE HAVE NOTHING UNDER POLICIES AND PROCEDURES. UH, JANET PORTER IS THE CHAIR OF OUR STRATEGIC PLANNING COMMITTEE. I SERVE ON A BRENDA LADSON POWELL, LYNN MILLER, AND TRACY ROBINSON. JANET IS JOINING US REMOTELY. DO YOU HAVE ANY COMMENTS YOU'D LIKE TO MAKE ON STRATEGIC PLANNING, UM, OR A WALKING THING? UM, WE HAVE LOTS OF SIGNIFICANT WAY OF LOOKING FOR AG LIBRARY AND WE HAVE PLANTED TOOK US THROUGH 28 AND WE PLAN VERY PLENTY MONEY TO, UH, LAUNCH STARTING TO LAUNCH OUR STRATEGIC PLAN WITH COVID BIT BECAUSE OUR PROCESS INVOLVES, UM, GREAT PARTICIPATION FROM COMMUNITY MEMBERS AND OUR STAFF. WE PUT THAT PLAN ON HOLD UNTIL WE COULD BE AGAIN NEEDED PERSON. AND, UH, FOR US, THIS IS OUR GROUP MEETING AT VERSA. SO AMANDA AND I ARE GOING TO BE WORKING ON LAUNCHING THE STRATEGIC PLANNING PROCESS AGAIN, WHICH WOULD BE A 2021 THROUGH 2024 PLAN, UM, THAT WILL FOCUS ON SERVICES, PROGRAMS, FACILITIES, ETC. UM, AND IT WILL STILL BE LAUNCHED IT'S EVER SOMETIME I THINK, AGENDA AND APPRECIATE THAT. UM, WE HAVE NO CHALLENGE MATERIALS. WE REMAIN ON CHALLENGE AND LIBRARY FACILITIES. YES. BERNIE COLE, DO YOU WANT TO GIVE US SOME EXCITING INFORMATION? OH, I'M SORRY. JUST KIDDING. JUST KIDDING. UH, SEVERAL THINGS ARE ON THE HORIZON OR ACTUALLY IN PROCESS, UH, STARTING WITH THE LOW BECO LEASE RENEWAL, THE, UH, UH, COUNTY LEGAL DEPARTMENT AND THE BEAVER COUNTY SCHOOL DISTRICT ARE STILL WORKING TO DRAFT AN AMENDED LEASE. UH, I DON'T SEE ANY CHANCE THAT IT'S GOING TO FALL APART. UH, SO IT'S JUST A MATTER OF THE GOVERNMENT AND THE LEADERSHIP OF THE SCHOOL DISTRICT, MOVING IT ALONG. SO IT WILL BE RE UH, RENEWED IN THE VERY NEAR FUTURE AS TO THE PROPOSED LIBRARY AT NEW RIVERSIDE. NOW THERE'S A BIG PROJECT. UH, THE BUFORD COUNTY ENGINEERING DEPARTMENT HIRED AN APPRAISER TO INFORM LAND PURCHASE DECISIONS. THAT'S IN THE WORKS AND ON 6 21 21, THE PUBLIC FACILITIES COMMITTEE APPROVED THE RECOMMENDATION TO SELECT MCMILLAN IN SMITH TO PROVIDE ARCHITECTURE AND ENGINEERING SERVICES FOR THIS PROJECT. JUST TO NOTE, THE COMPANY HAS A STRONG HISTORY OF, UH, DEVELOPING PLANS FOR LIBRARIES. UH, WE HAD, I THINK WE HAD A PRESENTATION FROM THEM ABOUT TWO YEARS AGO BEFORE WE HAD THE SHUTDOWN, BUT THEY'RE WORKING ON IT. AND THE BUBER COUNTY ADMINISTRATION IS GATHERING [00:35:01] THE REQUIRED DOCUMENTATION TO FINALIZE TERMS FOR THE SITE LAND LOCATION OF THE NEW RIVERSIDE. AND ONCE THE DETAILS ARE FINALIZED A PROPOSAL TO PURCHASE LAND AND AWARD ARCHITECTURE AND ENGINEERING SERVICES WILL BE BROUGHT BEFORE COUNTY COUNCIL AS ONE ITEM FOR CONSIDERATION AND APPROVAL. SO IT'S A LONG AND INVOLVED PROCESS, BUT IT IS CHUGGING ALONG. AND, UH, I THINK WE'LL BE SUCCESSFUL AT IT. IT LOOKS LIKE EVERYBODY'S ON BOARD TO DO IT. AND, UH, SO I'LL REPORT IN TWO MONTHS, WHAT'S HAPPENING AGAIN. NOW, THE BLUFFTON BRANCH LIBRARY RENOVATION HAS BEEN INVOLVED AND ONGOING FOR ABOUT FIVE MONTHS, MAN, OH, FIVE MONTHS. AND, UH, ALL THE INTERIOR CHANGES HAD BEEN MADE. THE RENOVATION WAS DUE TO, IT WAS INCREASED DUE TO CONSTRUCTION CREDIT FOR UNDERSPENT FUNDS. WE WERE ABLE TO HAVE NEW PAINT IN THE MAIN GALLERY AND THE ORIGINAL CONSTRUCTION PLAN PROVIDED ONLY FOR TOUCH-UP PAINT WHERE NEEDED. SO RIGHT NOW THEY ARE MANUFACTURING OUR FURNITURE, FIXTURES AND EQUIPMENT ORDER. AND WE EXPECT THAT THAT WILL COME ABOUT IN THE NEXT PROBABLY A MONTH AND A HALF THAT OF OUTRIGHT. IT TAKES SEVERAL WEEKS FOR ALL THE SHELVING, INSTEAD OF JUST DEPENDS ON SUPPLY CHAIN, RIGHT? AND THESE DAYS SUPPLY CHAIN IS GREATLY DAMAGED, BUT IT'S RECOVERING, UH, AS EVIDENCE SAY BY A LACK OF NEW CARS, BUT DUE TO, UH, COMPUTER CHIPS NOT BEING AVAILABLE AND EVERYTHING ON THE COMPLETE CARS TODAY RUNS ON COMPUTER CHIPS. SO, UH, ANY OF THAT, THAT'S MY REPORT. UH, EVERYTHING IS LOOKING GOOD. THERE'S NO NEGATIVES TO IT. BRITTANY, I HAVE A QUESTION FOR OUR AUDIENCE BECAUSE PEOPLE DO WATCH THIS LATER. COULD YOU JUST GIVE THEM A DESCRIPTION OF WHERE NEW RIVERSIDE BRANCH IS GOING TO BE IN CASE THEY DON'T KNOW? BECAUSE SOME PEOPLE CALL IT PRITCHARD ADVIL, SOME CALL IT NEW RIVERSIDE, EVERY KIND OF THING. GIVE THEM SORT OF A, IF THEY CAN PICTURE IN THEIR MINDS. WELL, YOU GO ON DOWN THE HIGHWAY. I'M TRYING TO THINK OF THE NAME OF THE HIGHWAY UP 1 71 70 FOURS, AND YOU GET OUT THERE WERE DEVELOPMENT IS STARTING. THE AREA HAS BEEN PLANNED FOR QUITE A LARGE NUMBER OF NEW HOMES TO BE CONSTRUCTED. AND WE ALREADY HAVE A COUPLE OF COMMERCIAL BUILDINGS OUT THERE, NOT WE, BUT THERE ARE COMMERCIAL BUILDINGS. AND THIS WHOLE PROCESS WAS KIND OF PUT ON HOLD FOR 18 MONTHS DUE TO NOBODY KNOWING WHERE IT COULD GO. AND THE DEVELOPER OF THE SITE HAD COURSE DONE A GREAT SITE PLAN SHOWING WHERE WE WOULD BE ON A LAKE, RIGHT ON THE INTERSECTION OF ONE 70 AND 46 AND 46. I'M GLAD YOU PAY ATTENTION TO MATS. I TRIED. AND I'M A TERRIBLE, I'M TERRIBLE WITH. YEAH, WELL, ANYWAY, THE SITE IS, UH, PRETTY MUCH RURAL EXCEPT FOR THE CURRENT BUILDINGS, WHICH WERE PUT UP THERE COMMERCIAL, AND THIS WILL BE THE NEXT GREAT JUMP IN BLUFFED, BLUFFTON, RESIDENTIAL POPULATION AND RELATED COMMERCIAL SERVICES DO, UH, SERVE. OKAY. ANY OTHERS? I JUST WANT PUBLIC TO KNOW THAT IF YOU GO BY THERE, YOU CAN WATCH THIS WHOLE COMMUNITY DEVELOP THE NEW RIVERSIDE AND THE DEVELOPER WHEN THEY APPROACH US, LIKE TWO YEARS AGO, REALLY WANTED TO MAKE THE LIBRARY, THE CROWN JUUL OF THAT DEVELOPMENT. SO AS BERNIE SAID, IT'S, UM, I DUNNO, I CALL THE LAGOON, THE LAKE, WHATEVER YOU WANT TO CALL IT A WATER THING. AND IT SHOULD BE QUITE BEAUTIFUL. YEAH. IS THAT THE SITE THAT IS DIRECTLY ACROSS FROM THE ALBANIAN DEVELOPMENT? WHICH ONE? THE, THE LIBRARY SITE. YEAH. LIBRARY SIDE OF THE COMMERCIAL SITE. AND I THINK THE ARABIAN DEVELOPMENT WAS ACROSS THE STREET FROM IT. YEAH. ACROSS THE STREET. ON THE OTHER SIDE. OKAY. WE HAVE NO OLD BUSINESS ON SOMEONE. LET'S PUT SOMETHING UP THERE, NEW BUSINESS, NOTHING. I DO HAVE A COUPLE OF ANNOUNCEMENTS. UM, WE ARE, I'D LIKE TO HAVE ANYONE WEIGH IN ON THIS, BUT I'D LIKE TO RECOMMEND THAT OUR NEXT MEETING, WE HAVE CHANGED THE DATE TO SEPTEMBER 1ST TO ACCOMMODATE THE JEWISH HOLIDAYS IN OB 4:00 PM. BUT I'D LIKE TO RECOMMEND WE HOLD IT AT THE BUFORD BRANCH LIBRARY, NOT HILTON HEAD, WHICH WAS WHERE IT WAS ORIGINALLY SCHEDULED BECAUSE WE CHANGED THE HILTON AT THIS TIME. SO IF I COULD ASK THE TRUSTEES, I'LL MAKE A MOTION THAT WE DO THAT CAN'T VOTE, BUT JUST, I'M BASICALLY TELLING PEOPLE, UNLESS SOMEONE OBJECTS WE'RE GOING TO CHANGE [00:40:01] IT. SO THE NEXT MEETING WILL BE 4:00 PM, SEPTEMBER 1ST, BUFORD BRANCH LIBRARY IN PERSON. AND THE MEETING AFTER THAT IN NOVEMBER IS THAT NOVEMBER 10TH AT 4:00 PM. AND THAT WILL BE AT THE BLUFFTON BRANCH. AND OUR HOPE IS WE WILL BE ABLE TO SHOWCASE OUR KNOW RENOVATED CHILDREN'S RIGHT. SO AGAIN, THE NEXT MEETING, SEPTEMBER 1ST, 4:00 PM, BUFORD BRANCH, AFTER THAT NOVEMBER 10TH, 4:00 PM BLUFFED IN MY DAY. AND THEY'RE BOTH, UH, IN PERSON OR BY VERSION. YES. IN-PERSON OR THE COUNTY STILL ALLOWS US TO DO VIRTUAL. YES. AND ONE LAST THING FOR TRUSTEES PER LYNN MILLER, SHE'S ASKED ME TO SAY, IF YOU HAVE NOT HAD YOUR INTERVIEW WITH LYNN ABOUT ROLE OF TRUSTEE, AND YOU'D SEE WHAT YOU BRING TO THE TABLE, PLEASE EMAIL LYNN THIS WEEK AS TO A TIME WHEN YOU CAN TALK TO HER, IT WAS VERY ACCESSIBLE. WE HAD NO PROBLEM GETTING TOGETHER. AND IT'S A VERY IMPORTANT THING IS WE LOOK AT OUR ROLES. ALL RIGHT. I HAVE NOTHING ELSE. ANYONE ELSE HAS SOMETHING TO BRING FORWARD, AMANDA. ALL RIGHT. SO I WILL ADJOURN THE MEETING SINCE WE CAN'T TAKE A VOTE WITH. RIGHT. SO I'M GOING TO SAY THAT WE ARE OFFICIALLY IN JOURNEY AT 4 42 ON JULY 14TH. OKAY. WHAT ABOUT THE AMANDA EVALUATIONS? UM, PUSHING THAT OFF THERE'S NO EXECUTIVE SESSION. YEAH. ALL RIGHT. THANK YOU EVERYONE. THAT CALLED IN TO ANY AUDIENCE THAT WATCHES THEY THE COUNTY CHANNEL IS ALSO AVAILABLE ON VIDEO, ON DEMAND, GO TO BUFORD COUNTY, C.GOV, SCROLL DOWN TO PUBLIC MEETINGS, CLICK WATCH NOW, AND THEN CLICK THE VIDEO ON DEMAND BUTTON AND SELECT YOUR PROGRAM FROM BLISS TO ORDER IF YOU'D LIKE A DVD OF THIS PROGRAM, CLICK ON THE LINK ON THE RIGHT AND FILL OUT THE ORDER FORM. AND THANK YOU FOR WATCHING THE COUNTY CHANNEL. I'M NATALIE HEFTER. AND THIS IS YOUR BUFORD COUNTY MOMENT. OYSTERS PLAY AN IMPORTANT PART OF OUR SOCIAL SCHEDULE DURING THE WINTER MONTHS. I'D ALWAYS THERESE, BUT FOR THOUSANDS OF YEARS, THEY'VE BEEN IMPORTANT TO OUR HISTORY HERE. NATIVE AMERICANS USE THEM FOR FOOD. WE USED IT FOR PROCESSING INDIGO, AND EVEN FOR FERTILIZING FIELDS OF COTTON OYSTER FACTORIES WERE USED IN THE BUFORD COUNTY AREA, ALL THREE OF THE 19TH AND 20TH CENTURY TO PROCESS OYSTERS AND CANADA AROUND TOWN. YOU CAN SEE EVIDENCE OF TABBY ARCHITECTURE THAT'S MADE FROM OYSTER SHELLS. BUT ONE OF THE MOST IMPORTANT THINGS THAT OYSTERS DO FOR US IS FILTER OUR WATER SEVEN GALLONS OF WATER PER OYSTER PER DAY. THIS IS WHY IT'S SO IMPORTANT TO KEEP OUR WATERWAYS CLEAN OF STORMWATER. AS THESE ARE FILTERING ALL THE TIME, REMEMBERED, RECYCLE THOSE OYSTER SHELLS WHEN YOU FINISH YOUR OYSTER ROAST. SO WE HAVE NEW PLACES FOR BABY OYSTERS TO GROW, ENJOY THE SEASON. AND THIS HAS BEEN YOUR BUFORD COUNTY MOMENT TO SEE MORE BEAVER COUNTY MOMENTS, GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB. YOU? BRITT COUNTY BEGAN THE ADOPT A HIGHWAY PROGRAM IN 1988. IT WAS ACTUALLY ESTABLISHED AS A PILOT PROGRAM. AND, UH, SINCE THEN IT'S EXPANDED TO 46 COUNTIES AROUND THE STATE. SO WE WERE FIRST ONE IN THE STATE TO UTILIZE THE ADOPT A HIGHWAY PROGRAM. THE MINIMUM REQUIREMENT TO BE AN OFFICIAL ADOPT. A HIGHWAY PROGRAM IS FOUR LITTER PICKUPS A YEAR, BUT WE HAVE SUCH GREAT VOLUNTEER GROUPS THAT MANY OF THEM CHOOSE TO [00:45:01] CONDUCT MONTHLY PICKUPS BECAUSE THEY REALIZED THAT LITERALLY LIKE A DOMINO EFFECT, ONCE IT STARTS TO PILE UP, BUT JUST CONTINUES TO INCREASE AN INCREASE. SO THEY WANT TO STOP THE LITTER PILEUPS AND KNOW THAT IF THEY DON'T GET OUT THERE WITHIN A REASONABLE AMOUNT OF TIME, IT WILL JUST CONTINUE TO GROW AND GROW AND GROW. SO I WOULD SAY THAT A THIRD OF OUR GROUPS GO OUT MONTHLY, PROBABLY THE REST OF THE GROUPS GO GO OUT FOUR TO SIX TIMES A YEAR. WE PROVIDE ALL THE SUPPLIES NEEDED FOR THE ADOPT A HIGHWAY PROGRAM, UH, BETWEEN DEITY AND THE COUNTY. WE PROVIDE THE ORANGE LITTER BAGS THAT SAY ADOPT A HIGHWAY. WE PROVIDE ORANGE BEST. WE PROVIDE THE GLOVES AND WE PROVIDE GRABBERS. WE ALSO PROVIDE LITTER PICKUP AHEAD SIGNS. AND THEN THERE'S A SAFETY DVD VIDEO THAT WE OFFER TO ALL THE GROUPS PICKING UP. SO WE TRY TO COVER ALL THE GAMBITS OF EVERYTHING. A VOLUNTEER WOULD NEED TO PICK UP FOR AN ADOPTIVE HIGHWAY. FIRST OF ALL, THE GROUPS SELECT AN AREA THAT THEY'D LIKE TO ADOPT. THEN THAT NEEDS TO BE A TWO MILE AREA. AND THEN THE VOLUNTEERS ALL SIGN A FORMAL AGREEMENT, AND THAT IS A TWO YEAR COMMITMENT. AND ONCE THAT'S THEN SENT TO THE DEPARTMENT OF TRANSPORTATION, AND ONCE THEY APPROVE IT IN THE GROUP CAN CONDUCT. SO LITTER PICKUP, THEY WILL THEN ORDER ASSIGN IN RECOGNITION OF THE GROUP. AND SO THEY DO NEED A TWO-YEAR COMMITMENT TO BE ABLE TO GIVE THAT KIND OF EXPOSURE. AND THANK YOU FOR A GROUP TO HAVE AN ADOPT A HIGHWAY SIGN, WHICH MOST OF OUR GROUPS REALLY APPRECIATE. WE'RE ALWAYS ADDING NEW GROUPS AND THEN SOME GROUPS WERE, ARE ALSO DROPPING OFF. BUT I WOULD SAY OUR NUMBERS ARE INCREASING. I THINK THAT PEOPLE ARE REALIZING THAT LITTER IS SUCH A CRITICAL PROBLEM AND THAT THE STATE AND THE LOCAL GOVERNMENTS DON'T HAVE THE RESOURCES TO PICK UP LITTER. SO THEY ARE NOW, YOU KNOW, THEY'RE, THEY'RE TAKING ACTION AND RESPONSIBILITY FOR CLEANING UP THEIR, FOR KEEPING OUR COMMUNITY CLEAN. AND SO WE ARE ADDING GROUPS AND WE JUST HAVE A WONDERFUL GROUP OF ENVIRONMENTAL STEWARD STEWARDS IN OUR COUNTIES. THERE ARE GROUPS THAT HAVE BEEN WITH US FROM 1988. THEY JUST REALIZED THE IMPACT IF THEY DON'T PICK IT UP. FOR INSTANCE, WITHIN THIS LAST YEAR, WE PICKED UP OUR VOLUNTEERS DONATED 4,000 HOURS AND JUST WITHIN THE LAST YEAR, THEY PICKED UP 80,000 POUNDS OF LITTER. SO YOU CAN IMAGINE OVER THE LAST 20 YEARS, IF THAT HAD NOT HAPPENED, HOW MUCH LITTER WOULD BE PILED UP ON THE ROAD, MOST OF OUR CLEANUPS TAKE PLACE EARLY IN THE MORNING. SO, UH, THAT'S WHY IT'S SO CRITICAL THAT PEOPLE REALIZE THESE ADOPTIVE HIGHWAY PROGRAMS PLAY SUCH AN IMPORTANT PART IN KEEPING OUR COMMUNITY CLEAN, BECAUSE THEY'RE USUALLY OUT THERE EARLY IN THE MORNING AND PEOPLE DON'T SEE THEM. THE POSITIVE IMPACT OF THE VOLUNTEER WORK THROUGH OUR VOLUNTEERS. IT INCREASES ECONOMICS ON MANY LEVELS. SO VOLUNTEERS TOGETHER TO ADDRESS THE PROBLEM OF LITTER IN A VIABLE WAY TO BENEFIT ALL OF THE RESIDENTS. MAX REAL PROPERTY REFERS TO ANYTHING THAT THE ASSESSOR VALUES SUCH AS LAND BUILDINGS, MOBILE HOMES, OR CONDOMINIUMS. WE HAVE A LINK TO PROPERTY MAX LOCATED ON THE HOME PAGE OF THE ASSESSOR'S WEBSITE, AS WELL AS ON THE MAIN COUNTY WEBPAGE UNDER ONLINE SERVICES. OTHER WAYS TO SEARCH WOULD BE BY PROPERTY ID OR ALTERNATE ID USING THE INFORMATION FOUND ON EITHER A TAX BILL OR AN ASSESSMENT. NOTICE YOU MAY ALSO SEARCH BY THE LEGAL DESCRIPTION SHOWN HERE. THE HELPFUL TIP WOULD BE TO USE AN ASTERIX. THEN PART OF THE LEGAL DESCRIPTION, SUCH AS CEDAR CREST, YOU WOULD CLICK LEGAL DESCRIPTION AND THEN AN ASTERISK AND THEN CEDAR CREST. AND IT'LL TAKE IT A FEW MOMENTS, BUT THAT'S THE BEST WAY THAT I'VE FOUND IF YOU SEARCH BY LEGAL DESCRIPTION. NOW, THE MOST COMMON WAY TO SEARCH OTHER THAN OWNER'S NAME IS BY STREET ADDRESS. YES. SHOWN HERE. SO YOU WOULD PUT IN JUST THE FIRST STREET ADDRESS AND THEN NAME AND CLICK GO. YOU'LL BE TAKEN TO THE OVERVIEW TAB. ONCE THE PROPERTY INFORMATION HAS BEEN RETRIEVED, WHICH INCLUDES VALUES AND TAX INFORMATION. PLEASE NOTE THE DATE THAT THE DATA WAS REFRESHED AND MOVING DOWN IS THE PARCEL TAB, WHICH DISPLAYS CURRENT ASSESSMENT INFORMATION, INCLUDING APPRAISED VALUES, TAXABLE VALUES, AND THE ASSESSMENT RATIO. AND IF YOU CLICK ON THAT, IT WILL ENLARGE THE SALES DISCLOSURE TAB DISPLAYS DETAILS OF OWNERSHIP TRANSFERS SUCH AS THE SALE DATE, THE SALE AMOUNT AND THE DEED BOOK AND PAGE VALUE HISTORY SHOWS THE LAND AND IMPROVEMENT VALUES FOR EACH TAB. AND THEN GIS MAPPING OPENS A NEW WINDOW SHOWING WHERE THE PROPERTY IS LOCATED. YOU JUST CLICK, OKAY, AND OBSERVE THE FUNNEL OR POVERTY MAX THAT I WILL SHOW YOU IS SEARCH BY SALES. THIS WILL ALLOW YOU TO FIND SALES INFORMATION BASED ON FILTERS THAT YOU CREATE A HELPFUL TIP WOULD BE TO KEEP THE FILTERS AS SIMPLE AS POSSIBLE SO THAT YOU GET THE MOST RETURNS. IN THE FOLLOWING EXAMPLE, I WILL SET FILTERS TO FIND THE 2019 SALES FOR CEDAR SUBDIVISION. THAT'S SOLD BETWEEN $60,000 AND $300,000. SO FIRST YOU WOULD SET THE LOW SALES PRICE TO HAVE ONE, ONE, 2019. YOU WOULD SET THE HIGH 2 12 31, 2019, UH, SET THE LOW SALE PRICE TO 60, WHICH IS A DEFAULT AND THEN SET THE HIGH SALES PRICE TO 300,000. NOW, IF YOU SCROLL DOWN, YOU HAVE OTHER WAYS THAT YOU CAN FILTER THIS, BUT I'M GOING TO DO THIS BY NEIGHBORHOOD. SO YOU WOULD SCROLL DOWN HERE AND THEN THEY'RE IN ALPHABETICAL ORDER. SO I'M GOING TO SCROLL DOWN TO CEDAR CREST AND THEN YOU WOULD CLICK GO. AND THIS GIVES YOU THE RETURNS OF EVERYTHING THAT'S SOLD IN TAX YEAR. 19 OF THAT PARTICULAR SUBDIVISION, THERE ARE MANY DIFFERENT WAYS THAT YOU CAN SEARCH FOR SALE. SO EXPERIMENT WITH IT.
