[00:00:13]
UM, 2021 MEETING IS NOW CALLED TO AUTO.
CAN WE GET A ROLL CALL PLEASE? WHEN I CALL YOUR NAME, PLEASE STAY PRESENT FOR THE RECORD.
FRED HAMILTON FROZEN PRESCHOOLS PRESENT TO IS POLITE.
DAN WOULD PRESENT GWEN CHAMBERS HERE, MATT JAMES, JOHN NICOLE.
UM, AGENDA FOR TODAY IS I NEED SOMEONE TO APPROVE IN A SECOND, PLEASE.
ANY OPPOSED? NAY AYES HAVE IT.
UM, WE ALSO NEED AN ADOPTION FOR THE MINUTES FOR JUNE THE THIRD.
CAN I GET THAT UH, MOTION PLEASE? SECOND.
UM, VICTORIA, WE LET YOU START WITH PUBLIC COMMENTS AND OLD BUSINESS.
HOW IS EVERYONE? CAN EVERYONE HEAR ME? OKAY.
WE RIGHT NOW I HAVE NO PUBLIC COMMENTS.
DEBBIE, DID YOU GET ANY PUBLIC COMMENTS? NO, MA'AM ALRIGHTY, NO OLD BUSINESS.
AND, UH, DOWN TO NEW BUSINESS, WE ARE GOING, I'M GOING TO PASS IT BACK TO YOU CHAIRMAN AND I'LL GIVE YOU THE INTRODUCTION FOR OUR NEW COMMITTEE MEMBER.
I DON'T I'LL WAIT UNTIL WE GET A NEW MEMBER TO DO THIS.
WE'VE EXCITED TO HAVE TO HAVE A GO AHEAD.
I, NEW BOARD MEMBERS COMMITTEE MEMBER IS MS. GRACE STAPLES.
SHE IS A BLUFFTON REALTOR, UH, MET WITH HER LAST WEEK, OUR NEW BOARD MEMBER ORIENTATION.
SHE IS, UM, LIVED HERE BEFORE MOVED AWAY AND CAME BACK.
SO RIGHT NOW SHE IS DEALING WITH GETTING HOME OWNERS AND NEW ESTABLISHMENT, NEW RESIDENT HERE IN BLUFFTON.
UH, SHE GAVE US A LITTLE STORY LAST WEEK.
SHE HAD ONE, UH, NOT TO GIVE TOO MUCH INFORMATION, BUT SOMEONE CAME IN AND SNATCHED SOMETHING AS SOON AS SHE WAS APPROVED FOR IT.
SO SHE'S DEALING WITH THAT ISSUE.
SO, UM, MS. GRAY STAPLES, WE WELCOME YOU A BOARD COMMITTEE AND WE LOOKED INTO NEW AND GREAT THINGS WITH YOU ON BOARD.
UM, JUST APPRECIATE BEING ON THIS COMMITTEE AND SERVING IN ANY WAY THAT I CAN I'LL I'LL LISTEN AND LEARN AND I'M READY TO GO TO WORK.
DO YOU HAVE ANY QUESTIONS OR ANYTHING ELSE THAT WE CAN AS A COMMITTEE SHARE WITH YOU ABOUT WHO WE ARE? UH, NOT AT THIS TIME.
UH, VICKI AND, AND THE OTHER MEMBERS DID A GREAT JOB OF GIVING ME ORIENTATION LAST WEEK.
I'VE ALREADY STARTED PASSING OUT THE AFFORDABLE HOUSING.
WHAT DO YOU CALL IT? THE, THE APPLICATION FOR NEIGHBORHOOD ASSISTANCE.
SO, UM, I'VE ALREADY GOTTEN TO WORK ON A PERSONAL LEVEL, BUT IT WAS A REALLY GOOD ORIENTATION.
I STILL HAVE TO FIGURE OUT I'M GOING THROUGH MY ORIENTATION PACKET, THE BIG BOOK THAT THEY GAVE ME.
SO JUST LOOKING AT SOME OF THE MAPS AND TRYING TO UNDERSTAND MORE ABOUT BLUFFTON.
AND I KNOW YOU'VE BEEN HERE A WHILE AND BLUFFTON IS KIND OF A DONUT HOLES HERE AND THERE.
SO THAT BEING SAID, UM, THEY HAVE TO BE IN THE TOWN LIMIT IN ORDER TO GET THE SERVICE.
ANY, UH, ANYBODY ELSE WANT TO SAY ANYTHING ABOUT OUR NEW BOARD MEMBER OF, OKAY.
[00:05:03]
I'LL COME IN.I WOULD CERTAINLY LOOK FORWARD TO SEEING PEOPLE ACROSS THE TABLE RATHER THAN ON A COMPUTER.
ANY OTHER, ANY, ANY OTHER THOUGHTS, JOHN? I DON'T LIKE YOURS.
UM, NEIGHBORHOOD ASSISTANT PROGRAM AND BUDGET UPDATE, PLEASE.
I'M GOING TO SCROLL DOWN TO A NUMBER OF SCREENS WITH ME ONE SECOND.
CAN EVERYONE SEE WHERE WE ARE ON OUR MEMO? YES, MA'AM.
THIS IS A BUDGET UPDATE FOR JULY 1ST, 2021.
THE NUMBERS ARE FAIRLY, UH, PRETTY MUCH THE SAME AS WHAT WE DISCUSSED ON LAST MONTH.
ISAAC'S OUR FINANCE STAFF AND SWELLS WITH CHARLOTTE, WHO IS MY SUPERVISOR OR PRINCIPAL PLANNER.
SO THE TOTAL BUDGET AVAILABLE FOR THE PAST FISCAL YEAR 21, WE HAD AN REMAINING $70,206 AND 3 CENTS AS OF JUNE 24TH.
WHEN THIS REPORT WAS SUBMITTED $107,233 AND 97 CENTS HAS BEEN SPENT AS OF JUNE 24TH, 2021, TWO HOMES ARE WAITING ON WORK TO BEGIN.
THOSE HOMES ARE STILL WAITING FOR SUPPLIES TO COME IN AND DIFFERENT THINGS LIKE THAT, WHETHER IT HASN'T BEEN REALLY WORKING WITH OUR CONTRACTOR.
SO THOSE TWO HOMES ARE STILL WAITING.
PROBABLY WE'LL GET WORK DONE STARTING THIS WEEK AS OF JUNE 24TH, 2020 1, 23 HOMES I'VE BEEN REPAIRED OR SERVERS TO THE NEIGHBORHOOD ASSISTANCE PROGRAM.
AND THAT NUMBER DID CHANGE FROM THE LAST TIME THAT WE MET ON LAST MONTH.
JUST BECAUSE WHEN WE SAT DOWN WITH VICKY, WE KIND OF DID SOME LINE ITEMS WITH HIM.
SOME DOES CERTAIN REPAIRS, AND YOU'LL SEE THAT ON THE NEXT SCREEN.
SO ANY QUESTIONS WITH THE MEMO? NO QUESTIONS THAT I'LL SCROLL DOWN TO THE ACTUAL EXCEL SHEET.
SO AS YOU CAN SEE, THE NUMBERS ARE SEPARATED ACROSS THE BOARD WITHOUT HOME REPAIR AND MINOR HOME REPAIRS.
AND THAT FALLS UNDER ROOFING DECKING AND DIFFERENT THINGS LIKE THAT.
WE DID 14 OF THOSE PROPERTY CLEANED OUT THE SEPTIC PUMP OUT.
WE DID SIX OF THOSE 8, 9 11 ADDRESSING, WHICH WAS A ONE WE DID A STRICT NAMING AND TREAT MITIGATE TREE MITIGATION.
SO THAT KIND OF GAVE US SOME MORE OF A BREAKDOWN THAN WHAT I PREPARED FOR YOU LONG LAST MONTH.
SO THAT EQUALS OUT OUR 23 HOMES FOR THE FISCAL YEAR 21.
UM, ANY QUESTIONS REGARDING THOSE LINE ITEMS AND THOSE NUMBERS? YEAH.
AND WHEN IT COMES TO THE HOME REPAIR, MINOR HOME REPAIR, LIKE I SAID, ROOFING HAS BEEN A BIG ONE WITH THAT, BUT INCLUDING THE ROOFING, WHEN YOU HAVE ROOFING, YOU HAVE OTHER ISSUES, UH, SUCH AS, UH, WATER REPAIR, UM, CERTAIN THINGS THAT KIND OF COME WITH YOUR ROOFING KIND OF FALLS INTO THE HOUSE.
SO THOSE HOMES HAVE TO HAVE THOSE THINGS REPAIRED BEFORE THE ROOF CAN BE REPAIRED.
SO A LOT OF THOSE, A LOT OF SMALL, UM, REPAIRS FALL UNDER A MINOR HOME REPAIRS.
SO THAT'S THAT 14, THE ESTIMATED SPENDING HAS THE TWO HOMES LISTED THAT I SPOKE ABOUT WITH THE DIFFERENT ISSUES WITH SUPPLIES COMING IN AND RAIN.
SO THOSE TWO HOMES ESTIMATE AT 12,560, AND THEN THAT'LL ROLL OVER INTO OUR 20, 22 FISCAL YEAR, SINCE THOSE ARE STILL REMAINING AND 21 HAS CLOSED, I HAVE ONE QUESTION AND IT COULD BE ME, BUT, UM, I THOUGHT WE HAD A $10,000 ROOF REPAIR.
AND IF IT NEEDED MORE, UM, WE WERE UP TO 15.
I BRING IT TO THE BOARD AND WE WILL VOTE ON GIVING ADDITIONAL FUNDS.
SO THAT IS AN ADDITIONAL 5,000.
NO, IT DOES THE, WHEN WE DO A HOME REPAIR, I MEAN A ROOF REPAIR AND THEN THERE'S MINOR REPAIR THAT NEEDS TO BE DONE WITH THAT.
DO YOU STILL COME BACK TO THE BOARD? WE GIVE YOU A DO THE STAFF HAVE THAT PRIVILEGE, SO HOW, HOW WE'VE BEEN DOING IT? UM, IF IT GOES OVER, IF THE ROOF IS
[00:10:01]
RIGHT AT YOUR 10 AND THEN THERE'S ADDITIONAL ITEMS SUCH AS THE FIVE, IF WE GO OVER THAT, AM I SAYING THAT RIGHT? IF WE GO OVER THAT, THEN WE COME TO YOU GUYS.SO IF THE ROOF HAS GIVEN US SAY RIGHT AT 10,000, AND THEN YOUR EXTRA, SUCH AS YOUR, UH, NEEDING SOME PAINT REPAIR, OR NEEDING SOME SIDE WORK DONE, AND THAT'S HITTING AT AN EXTRA THOUSAND, THEN I'M COMING TO YOU GUYS GIVING YOU MY ESTIMATES FOR MY THREE CONTRACTORS.
AND THEN LETTING YOU SAY YOUR NAME FOR THAT EXTRA THOUSAND TO MAKE IT 16.
IS THAT ANSWERING THE QUESTION? SO IT'S 16 AND NOT 15.
I MEAN, I THOUGHT IT ENDS UP 15.
IT ENDS AT 15, BUT IF I NEED TO COME TO YOU FOR THE ADDITIONAL, OKAY, I'M CROSSING 10.
IT ENDS AT 15, RIGHT? IT ENDS AT 15 AND ADDITIONAL FUNDS I COME TO.
AND IF YOU NEEDED MORE THAN YOU'RE COMFORTABLE, I THINK SHE SAID THAT FRAME IT, THE ORIGINAL PRICE STOPS AT 10.
IF IT HAS TO GO OVER 10, THE BOARD CAN APPROVE ANOTHER ADDITIONAL FIVE.
AND THEN I THINK SHE'S STAYING.
IF SHE EVEN HAD TO GO BEYOND THAT, SHE WOULD STILL BRING ANYTHING BACK TO THE BOARD.
BUT TYPICALLY IT WAS GOT OFF AT 15,000 MAX, THE 5,000 WITH BOARD APPROVAL OVER THE 10.
IF I WAS CROSSING UP THE EXPLANATION, YOU, YOU EXPLAINED IT, RIGHT.
I JUST
THIS ESTIMATE IS MEANING THERE'S TWO HOMES.
ANY, ANY, UH, CAN YOU HELP US OUT, UM, EXPLAINING WHEN WE HAVE A, UH, HOME THAT NEEDS SOMETHING THAT A PROGRAM REALLY DIDN'T APPROVE BECAUSE IT'S NOT SAFE.
SO, UM, WHEN I GO OUT TO THE HOME, SO THE APPLICATION COMES IN, UM, THEY LET US KNOW ON THE APPLICATION WHAT'S NEEDED, YOU KNOW, WHAT THEY BELIEVE IS NEEDED.
THEN I GO OUT WITH, UH, RICHARD SPRUCE IS OUR CHIEF BUILDING INSPECTOR.
I TAKE PICTURES, HE SENDS A UP OF EVERYTHING THAT WE'VE TAKEN PICTURES OF, WHAT THE HOMEOWNER HAS EXPLAINED TO US.
UH, WE SEND IT OVER TO KEVIN, HEATHER, AND CHARLOTTE, AND THEN WE WAIT FOR THEIR APPROVAL TO SAY, YAY OR NAY THESE, UM, AND IT COULD BE EXTRA SUCH AS, UM, YOU DON'T OFTEN FIND IT, BUT, UM, MAYBE PLUMBING HAS BEEN MESSED UP BECAUSE OF SOMETHING UNDERNEATH THE KITCHEN SINK.
UM, WHEN THERE IS SOMETHING WET, THE FLOORBOARD IS WET OR SOMETHING LIKE THAT.
UM, YOU KNOW, A SOCKET HAS GOTTEN WET OR SOMETHING LIKE THAT.
WE NEED TO FIX THAT BEFORE WE CAN FIX, YOU KNOW, THE ROOFING OR THE EXTRA BOARDING, BECAUSE IF YOU DON'T FIX THAT PROBLEM, THEN IT'S JUST GOING TO LINGER AGAIN.
UM, I GET THE APPROVAL FROM RICHARD SPRUCE, OF COURSE.
AND THEN I SEND IT OVER TO THREE OF MY SUPERIORS.
ANY, ANY, ANY, UH, OTHER QUESTIONS ABOUT PROCESS? WELL, I'LL, I'LL JUMP IN.
I, UM, I, I, UH, I JUST WANT TO BE CAREFUL THAT WE DON'T GET INTO MISSION CREEP.
I KNOW THAT WE DID THE, UM, AND I COULD HAVE MISUNDERSTOOD SOME COMMENTS.
I KNOW WHEN WE WERE AT THE, UH, BUCK ISLAND, SEMEN'S VILLE NEIGHBORHOOD MEETING, RECENTLY, YOU THINGS SUCH AS TREES, SMOKE, DETECTORS, RECEPTACLES, AND THINGS LIKE THAT WERE ALL MENTIONED.
AND, UH, YOU KNOW, THE PROGRAM IS SUPPOSED TO BE SET UP, UM, SAFE AND DRY.
UH, OBVIOUSLY IF YOU HAVE A LEAKING ROOF AND YOU HAVE MOLD AND MILDEW COMING, YOU KNOW, ON THE OTHER SIDE OF THE, OF THAT PROBLEM INSIDE OF HOME, OR MAYBE IT'S LEAKING INTO A RECEPTACLE, THAT'S, THAT'S ONE ISSUE.
I UNDERSTAND THAT, BUT WE DON'T WANT TO GET INTO MISSION CREEK.
LIKE EVEN THE TREES, THE TREES SITUATION WAS SOMETHING WE ADDED TO NOT LOSE A HOME, UH, YOU KNOW, TO KEEP IT THERE FOR THAT ONE REASON.
AND ONE REASON ONLY NOT JUST TO EXPAND UPON IT.
UM, AND THEN I HEARD, I HEARD DECKING.
AND THEN I EVEN MENTIONED ONE NIGHT, UH, THE SMOKE DETECTORS, I THINK RICHARD MENTIONED LIKE A RECEPTACLE
[00:15:01]
ISSUE.UH, YOU KNOW, AGAIN, WE GOTTA BE CAREFUL.
WE JUST DON'T GET INTO MISSION CREEK, NOT INSINUATING THAT WE ARE JUST, WE DON'T WANT TO GET OUTSIDE OF THE BOUNDS OF WHAT WERE ORIGINALLY CHARTERED TO DO.
I DO MEAN LIKE STAIRS ACCESS, FRONT DOOR, BACK DOOR OF SOME ROTTING STEPS OR ANYTHING LIKE THAT, NOT A CHORD CHART, YOU KNOW, THAT KIND OF STUFF, BUT, UM, STAIRS TO GET IN AND OUT OF THE BUILDING THAT THEIR STEPS ARE ROTTEN WHEN IT COMES TO THE SMOKE DETECTORS.
I HAVE NOT DONE THAT, BUT I DO BELIEVE IF THEY DO REQUEST FOR SMOKE DETECTORS, I WILL REACH OUT TO THE FIRE DEPARTMENT.
I HAVE TO DOUBLE CHECK WITH THAT ONE, BUT WE DON'T DO THE SMOKE DETECTORS THAT WILL SEND THAT OVER TO THE FIRE DEPARTMENT.
UM, VICKY, I LIKED THE FACT THAT YOU HAVE, UM, A MEANS TO CONNECT WITH OTHER AGENCIES THAT CAN ASSIST WHEN WE CAN ASSIST.
I THINK THAT'S A GOOD PARTNERSHIP AND A GOOD RELATIONSHIP.
SO, UM, UH, AND I KNOW YOU'VE DONE QUITE A BIT OF THAT, BUT YEAH, LET THAT ALWAYS BE A PART OF, AS LONG AS THEY UNDERSTAND THAT WE ARE NOT RESPONSIBLE FOR ANYTHING OTHERS OUTSIDE OF OUR WORK.
I HAVE A QUESTION THAT IS PROBABLY JUST A TANGENT TO THIS, UH, WHEN WE'RE HELPING THE, UM, RESIDENTS, WHAT ABOUT THE, THE PEOPLE THAT ARE IN THE AT LEAST I KNOW OF ONE HABITAT, UM, NEIGHBORHOODS, I DON'T KNOW WHAT STREET IT IS, BUT IT'S A SQUAT AND GOBBLE, WHATEVER THAT ONE IS.
UM, DO WE HELP, DO WE DIFFERENTIATE? I MEAN, THEY ARE HOMEOWNERS.
OR DO WE REFER THAT BACK TO HABITAT NOW? THERE IS NO DIFFERENTIAL.
IT'S GONE THROUGH THE SAME RULES AS ANY OTHER, YOU KNOW, BUCK ISLAND'S TIMMONSVILLE OKAY.
SOMEONE WHO, WHO LIVES THERE? I HAD ASKED ME ABOUT THAT.
YES, MA'AM ANY OTHER GOOD? THANK YOU, VICKY.
I'M GOING TO MUTE MYSELF AND TAKE US BACK UP TO THE TOP OF THE AGENDA, TOP OF THE AGENDA THAT TAKES US TO THE STATE OF MIND CONTRACT UPDATE.
AND I HAVE MS. HEATHER COLON SITTING HERE NEXT TO ME, AND SHE'S GOING TO GIVE YOU GUYS A LITTLE SMIDGEN OF UPDATES.
SO I KNEW THINGS HAD SEEMED MAYBE QUIET ON THIS TOPIC, BUT I CAN ASSURE YOU THAT WE HAVE BEEN WORKING WITH OUR TOWN ATTORNEYS ON A DRAFT, WHAT THE ATTORNEYS ARE CALLING A MASTER AGREEMENT FOR THE CONSTRUCTION OF THE AFFORDABLE HOUSING THROUGH THAT PUBLIC PRIVATE PARTNERSHIP WITH STATE OF MIND CURRENTLY.
SO WE JUST MET YESTERDAY WITH MR. CEASE, OUR NEW TOWN MANAGER, AS WELL AS CHRIS FORRESTER, UM, THE FINANCE DIRECTOR TO GO THROUGH AND REVIEW THE COMMENTS THAT STATE OF MIND HAD PROVIDED.
SO WE INITIALLY CAME UP WITH A DRAFT, UM, MASTER SERVICE MASTER AGREEMENT, UM, BASED ON THOSE TERM SHEETS THAT YOU ALL HAD SEEN, UM, AND THE RESPONSE TO THE RFP AND THAT IT WENT TO STATE OF MIND.
THEY HAD SOME CLARIFICATION, SOME QUESTIONS AND COMMENTS.
AND SO RIGHT NOW STAFF IS GOING THROUGH ALL OF THOSE BEFORE WE TAKE THE NEXT STEP AND SEND IT TO THE ATTORNEYS.
UM, SO WE ARE GOING THROUGH THAT DOCUMENT RIGHT NOW, AND, UM, PLAN ON MEETING WITH STATE OF MIND NEXT WEEK, AND THEN CONTINUING TO, UM, DISCUSSIONS WITH, UH, CHAIRMAN AND COUNCILMAN HAMILTON.
AND, UM, HOPEFULLY BRINGING IT BACK TO YOU IN THE NEXT COUPLE OF MONTHS.
DO YOU TELL ME WHAT STATE OF MIND IS? SO, YES.
SO JUST WHAT WE HAD DONE IN, UM, I DON'T EVEN KNOW IT'S BEEN A WHILE LAST YEAR WE HAD DONE IS A TOWN COUNCIL HAD DIRECTED THE FORMAL HOUSING COMMITTEE AND STAFF TO PUT TOGETHER AN RFP.
[00:20:01]
FOR A DEVELOPER OR PARTNER TO ASSIST WITH THE DEVELOPMENT OF AFFORDABLE HOUSING UNITS ON TOWN PROPERTY.SO WE HAD PUT TOGETHER, UM, THE CAN GET THE REQUIREMENTS THAT WE HAD.
SO WHAT THE MIX WAS, WAS IT RENTER, YOU KNOW, RENTAL UNITS? WAS IT DETACHED, SINGLE FAMILY, HOME OWNERSHIP ONCE THE, UM, WHAT THAT AMI, THAT AREA MEDIAN INCOME THAT WE, THAT WAS THE TARGET, WHETHER IT WAS 60% AMI, 80% OR WHAT THAT MIX WAS.
SO THE, UM, COMMITTEE PUT TOGETHER WHAT THOSE KINDS OF PARAMETERS WERE AND ADVERTISE THAT OUT.
WE RECEIVED, UM, I BELIEVE FOUR RESPONSES, AND AGAIN, THAT WAS FOR TENANT PROPERTY.
SO PROPERTY, WE REFER TO AS WE'LL RUN OVER THERE IN THE BUCK WALTER AREA OF PROPERTY ON MAY RIVER ROAD, UM, AND THEN TWO PROPERTIES, UM, BLUFFTON ROW, ONE THAT WE REFER TO AS THE HARGRAVES SITE, UM, NEAR THE FOUR HERE THAT CIRCLE THE ROUNDABOUT, SO TO SPEAK.
AND THEN, UM, ONE THAT IS CLOSER TO THE INTERSECTION OF, UH, DR.
MULLEN CHAMP, WHERE THERE'S A PARKING LOT BEHIND IT.
SO, UH, FAST FORWARD, A LITTLE BIT WENT THROUGH AND, UM, INTERVIEWED AND RANKED ALL OF THE RESPONSES AS FAR AS WHAT, WHAT WAS ME, WELL MET OUR GOALS, UH, THE CLOSEST.
AND AT THAT TIME, UM, THE COMMITTEE MADE A RECOMMENDATION AND TOWN COUNCIL AUTHORIZED, UM, STAFF TO MOVE FORWARD AND THE TOWN MANAGER TO START TO NEGOTIATE A CONTRACT.
THE STATE OF MIND, STATE OF MIND, UM, IS THE DEVELOPER THAT WE ARE CONSIDERING AGAIN, NEGOTIATING THE CONTRACT FOR, TO ACTUALLY FACILITATE AND IMPLEMENT THE AFFORDABLE HOUSING UNITS.
THREE OF THESE PROPERTIES WILL RUN.
UM, UNFORTUNATELY JUST HAS A LOT OF CHALLENGES WITH INFRASTRUCTURE AND AT THIS TIME WAS, IS JUST, UM, THAT ONE'S KIND OF, UM, NOT NECESSARILY NOT THAT WE'RE NOT GOING TO MOVE FORWARD WITH THAT, BUT THE OTHER THREE PROPERTIES MOVING FORWARD AT THIS TIME.
SO THAT'S, HIS STATE OF MIND IS, UM, THEY HAVE THEIR PROPOSAL AND, UM, I'M HAPPY TO WORK WITH IN THE STABLES AND GET YOU ALL THAT INFORMATION AS WELL AS IF ANYONE ELSE ON THE COMMITTEE WANTS A REFRESHER ON WHERE WE'RE AT HAPPY TO DO SO, UM, BUT CAN GET YOU ALL OF THAT INFORMATION FOR YOUR BACKGROUND.
SO RIGHT NOW STAFF'S GOING THROUGH AND JUST GOING THROUGH THE ACTUAL TEXT AND THE CONDITIONS AND EVERYTHING ELSE IN THAT DRAFT AGREEMENT TO MAKE SURE THAT IT DOES MEET WHAT THE COMMITTEE HAD REQUESTED AND WHAT TOWN COUNCIL HAS ASKED STAFF TO MOVE FORWARD WITH.
AND THEN WE'LL BRING THAT FINAL DRAFT BACK TO THE COMMITTEE AND BACK TO TOWN COUNCIL BEFORE ANYTHING IS ACTUALLY EXECUTED.
SO WORKING THROUGH ALL OF THAT, THANK YOU.
ANYBODY ELSE HAVE ANY QUESTIONS FOR, FOR ME OR ON THE DRAFT CONTRACTOR, ANYTHING ELSE RELATED TO THAT? I'LL STICK MY FOOT IN MY MOUTH.
AND, AND, UH, WE HAD, UH, A PART OF LAST, THE LAST MONTH'S MEETING, UH, AN INTRODUCTION TO A CHARLESTON FOUNDATION, A NONPROFIT THAT'S IN THE AFFORDABLE HOUSING BUSINESS, UH, WITH RENTAL PROPERTIES, UH, THAT IT MANAGES IN, UH, I DON'T KNOW, FOUR OR FIVE DIFFERENT STATES.
UH, THEY DO HAVE A PROPERTY IN SAVANNAH AND THEY'VE GOT A COUPLE IN CHARLESTON AND THEN THEY GO OVER ALL THE WAY TO LOUISIANA.
UH, MY, AND IT WAS JUST KIND OF A VERY BLAND SORT OF, OKAY, HERE'S SOMEBODY ELSE IN THE BUSINESS AND THE FELLOW THAT, UH, UM, THAT JOINED US WAS, UH, JUST KIND OF EXPLAINING, YOU KNOW, WHAT THEY DO IN MY MIND.
UM, I, I KIND OF WORRY THAT MAYBE THERE ARE TWO FUNCTIONS HERE THAT WE HAVE, WHO HAVE JOINED.
UH, ONE IS, IS THE BUILDER, THE DEVELOPER, THE SOMEBODY WHO BUILDS THE HOUSES, UH, AND THE SECOND IS THE MANAGEMENT, UH, WHO, WHO, UH, SUPERVISES THIS FOR THE NEXT 25 YEARS OR, OR WHATEVER THE DEED RESTRICTIONS ARE, IF IT'S A SOLD OR, OR THE APARTMENTS, UH, YOU KNOW, INCOME VERIFYING THE, THE, UH, THE, UH, THE RESIDENTS, UH, THAT, THAT MANAGEMENT OF, UH, OF, OF THE AFFORDABLE HOUSING IS, IS MAYBE A VERY DIFFERENT FUNCTION FROM THE, THE CONSTRUCTION SIDE OF IT.
AND I WAS KIND OF HOPING THAT WE COULD EXPLORE
[00:25:01]
THE POSSIBILITY AT LEAST OF THIS CHARLESTON OUTFIT, UH, AND WHETHER THEY WOULD BE INTERESTED IN, UM, IN THE, UH, MANAGEMENT SIDE OF THE THINGS.UH, AND I DON'T KNOW ANYTHING ABOUT THEM.
I REALLY DON'T HAVE ANY INSIDE INFORMATION AT ALL.
I HAVE HEARD THAT THEY, UH, THEY HAVE, THEY PROVIDE A LOT OF SERVICES IN THE RENTAL PROPERTIES THAT THEY'RE, THAT THEY MANAGE, UH, BEYOND JUST COLLECTING THE RENTS AND MAKING SURE PEOPLE ARE INCOME QUALIFIED, THAT THEY, THEY PERFORM A LOT OF SOCIAL SERVICES FOR THE, FOR THE RESIDENTS.
UM, SO I WOULD, I WAS HOPING THAT WE COULD KIND OF DIG INTO THAT, BUT THEN I KNOW WE'VE GOT THIS CONTRACT NEGOTIATING, UM, IN NEGOTIATIONS.
AND, UH, SO I, I'M, I'M A LITTLE UNCOMFORTABLE THAT I DON'T WANT TO MESS THAT UP AND, AND CERTAINLY, UM, YOU KNOW, BACKTRACK ON, ON, UH, STATE OF MIND AND, AND THOSE PEOPLE.
SO I'LL JUST, ANYWAY, THAT, THAT'S MY CONCERN.
I THINK I'VE MENTIONED SOME OF THIS TO YOU AND, AND YOU CAN BAIL ME OUT NOW.
I PROBABLY WOULD READ INTO THIS PUPPET.
UM, MR. NICOLA, WE HAVE, DYLAN IS IN THE AGREEMENT IN THE PROPOSAL.
STATE OF MIND WOULD NOT ONLY BE THE DEVELOPER, BUT ALSO THE MANAGEMENT ARM OF THAT NOT NECESSARILY MEAN THAT THEY THEMSELVES WOULDN'T DO IT, BUT THAT THEY WOULD CONTRACT OR WORK WITH A MANAGEMENT COMPANY TO, UM, TO HANDLE THAT.
SO RIGHT NOW, STATE OF MIND IN THE DRAFT MASTER AGREEMENT, THEY WILL, THEY WILL TAKE IT, THEY WILL TAKE IT AND RUN WITH IT, SO TO SPEAK.
UM, WE CERTAINLY, DURING THE NEGOTIATIONS CAN, UM, YOU KNOW, WE'LL ASK OBVIOUSLY SOME MORE QUESTIONS AND MAKE SURE THAT THEY'RE, THEY'RE HANDLING NOW, AND I'M CERTAINLY HAPPY TO FORWARD INFORMATION ABOUT THE HUMANA HUMANITIES FOUNDATION.
IF THAT'S SOMETHING THAT THAT'S ANOTHER GROUP THAT THEY WOULD WANT TO CONSIDER HELPING THEM MOVE FORWARD.
SO THEY CERTAINLY CAN DO THAT, BUT AT THIS POINT, UM, THE ROLE OF STATE OF MIND IS TO CONSTRUCT IT AND THEN ACTUALLY IMPLEMENT IT, IMPLEMENT THAT PROGRAM.
SO IT SHOULD NOT FALL BACK TO, TO THE TOWN TO MANAGE, BUT CERTAINLY OVERSEE.
I MEAN, THAT'S KIND OF WHAT I UNDERSTOOD IS THAT AT THIS POINT, IT'S ALL WITH STATE OF MIND AND, UH, AND, UH, UNTIL, UNTIL WE FIND OUT, YOU KNOW, WHAT THEY PROPOSE FOR, UH, UH, FOR MANAGING AND, AND ALSO, YOU KNOW, THIS ALMOST FOR ME GOES BACK TO THE, THE, UH, THE S THE DECISION ABOUT, UH, HOW MANY OF THESE ARE RENTAL UNITS AND HOW MANY OF THESE ARE HOMEOWNER UNITS.
AND, AND I THINK THE MANAGEMENT OF THOSE TWO STYLES, UH, MAYBE IT'S VERY DIFFERENT.
SO, UH, YOU KNOW, THE, THE, BUT I'M IN NO WAY, DO I SUGGEST THAT THE TOWN GET INVOLVED IN ANOTHER WAR STREET SORT OF THING, WHERE WE'RE MANAGING THOSE UNITS? I THINK HAVING, HAVING SOMEBODY FROM THE OUTSIDE THAT'S EXPERIENCED AND THAT'S IN THIS BUSINESS WOULD, UH, WOULD MAKE SOME SENSE AT THE, YOU NEED TO ADDRESS THE WALLSTREET MANAGEMENT, YOU ADJUST THE WALKS FEED MANAGEMENT.
UM, AND, UM, I'LL LET VICTORIA CHIME IN AS NEEDED CAUSE SHE, SHE HANDLES THAT.
SO THE WORD STREET, UM, THAT IS SOMETHING THAT, YES, THE TOWN, UM, WE CONSTRUCTED THAT MANAGEMENT MANAGE THAT, UM, MOVE FORWARD WITH THAT.
AND WE ACTUALLY DO ADMINISTER THAT PROGRAM AS WELL.
I WILL SAY WITH ASSISTANCE OF ELK HOG.
SO LOWCOUNTRY COUNTRY, COUNCIL OF GOVERNMENTS, THEY DO HELP US WITH ANY, UM, INCOME VERIFICATION, SIMILAR AS WHAT THEY DO WITH THIS PROGRAM, THE NEIGHBORHOOD ASSISTANCE PROGRAM, UM, AND WORK WITH THAT.
BUT WE ADMINISTER THAT AS FAR AS, UM, WE DO OUR ANNUAL INSPECTIONS, OUR MONITORING, UH, REPORTING.
UM, AND THEN WHEN THERE'S ANY RESALE OF THE HOMES, WE ALSO, UM, WORK WITH THAT AND MAKE SURE EVERYTHING IS POSTED.
AND THEN WE HAVE, UM, THAT INFORMATION IS REQUIRED.
SO WE ACTUALLY DO ADMINISTER THAT, THAT PROGRAM AGAIN, WITH THE ASSISTANCE OF ELK HOG, AS FAR AS THAT,
[00:30:01]
THE OTHER THIRD PARTY THAT, THAT DOES THE INCOME VERIFICATION FOR US, MAYBE THE TOWN WOULD NOT BE UPSET IF, UH, WHOEVER THE NEW ADMINISTRATOR IS OF, OF THE STATE OF MIND PROJECT, UH, ALSO TOOK OVER WALL STREET.WE WILL ALWAYS TAKE AS MUCH HELP AS WE'RE GIVING.
UM, I THINK I MISSED SOMETHING.
THE MANAGEMENT OF WALL STREET, UM, WAS DONE BY CHIEF OF THE HOUSING AUTHORITY.
UM IT'S UM, AND WE KIND OF PROBABLY HELPED, BUT WE SENT EVERYTHING OVER TO L COG AS WELL FOR APPROVAL.
DAY TO DAY MANAGEMENT OF THOSE OF THAT SITE RIGHT NOW, WHAT WE DO IS THE AMBULANCE SECTION, WHICH IS IN THE COVENANTS FOR 25 YEARS, THAT WE HAVE TO DO THE AMBULANCE SECTION LAST YEAR, WE DID IT IN OCTOBER AND THAT AMBULANCE SPECIMEN COMES WITH A CHECK LIST.
AND THAT'S JUST MAKING SURE THAT THE HOMEOWNER IS STILL THE HOMEOWNER THAT SIGNED UP FOR IT.
YOU KNOW, NOT RENTING OUT ANY ROOMS, HASN'T TEAR DOWN ANY WALLS TO ADD ANOTHER ROOM, OR, YOU KNOW, HASN'T DONE ANY CHANGES TO THE HOME.
SO HE'S PRETTY MUCH JUST LAST YEAR, WE DID NOT DO A WALKTHROUGH BECAUSE OF COVID OF COURSE.
SO WHAT THE HOMEOWNER DID, I SUGGESTED, UH, REQUESTED THAT THEY SEND PICTURES OF THE INSIDE OF THE HOME, AS WELL AS OTHER FORMS THAT NEED TO BE FILL OUT A BILL STATING THAT STILL IN HER NAME, INSURANCE DECLARATIONS AND THINGS LIKE THAT.
SO KEVIN AND I DID A WALK AROUND THE HOME JUST TO MAKE SURE, LIKE I SAID, NOTHING MAJOR HAS BEEN CHANGED THAT THE TOWN OF BLUFFTON HAS APPROVED.
SO THAT'S WHAT IT MEANS BY DAY-TO-DAY, WHICH IS FOR US A YEAR TO YEAR INSPECTION, WHICH WILL COME UP IN OCTOBER.
SO IT BE A YEAR TO YEAR, NOT DAY TO DAY.
AND HOW MANY HOMES ARE THOSE SIX? I WOULD ASSUME THOSE SORTS OF STANDARDS AND ANNUAL INSPECTIONS.
WE WOULD ALSO CONSIDER APPLYING TO OWNER OCCUPIED, UH, STATE OF MIND HOUSES.
WE ACTUALLY ARE USING, UM, THE WORST STREET COVENANTS AS FAR, AND ALSO THE WORST STREET.
HOW A FAMILY IS, UM, OWN A HOME USING THAT SAME MODEL MOVING FORWARD.
ANY OTHER QUESTIONS AT THIS TIME? ARE YOU GOOD? GOOD.
HEY, UM, WE WERE REALLY AT THE END, SO WANT TO MAKE SURE EVERYONE HAD A CHANCE TO GET ANY QUESTIONS OR THOUGHTS BEFORE WE PEOPLE WE ADJOURN QUIET CLASS MEANS EVERYONE UNDERSTANDS DON'T CALL ME.
THANK YOU ALL FOR A GREAT MEETING.
UM, YOU GOT TO KEEP UP THE GOOD WORK.
I'LL BE HAPPY TO GET WITH YOU WITH YOUR, YOUR SCHEDULE AND ANYONE ELSE.
IF YOU HAVE QUESTIONS, PLEASE REACH OUT AND I'LL BE HAPPY TO TALK WITH YOU ALL AND KEEP IT MOVING FORWARD.
HAVE A GREAT 4TH OF JULY, EVERYONE.
